[2:18] I'm going to talk about all those in one second. [2:23] My model day is coming up and a lot of things are happening here in St. [2:27] Peters and St. Charles County. [2:30] And I like to start off on this one right here. [2:35] A total of four cup packs, excuse me, cup packs, slash, boy scout, slash troops, I'll [2:47] they call it again, I'm sorry, Joyce, but we'll be placing the American flags around [2:54] our memorial on May 21st, thanks to Joyce Townsend, hurting a bunch of cats that day to make [3:03] a great flag presentation for us at the city. Saturday, May 23, at Lakeside Park, 370, there [3:13] is our bike and car show sponsored by DTL360 and also Amvets, chapter 1-0. A great day [3:21] of seeing all the bikes and cars you wish to own and please stop by all the food vendors [3:28] and their trucks. 100% of all their money that they've made will go to the proceeds and [3:38] all of them will go to the local veteran organizations. Next on Sunday may May 24th at Jefferson [3:46] Berks. This is called Scout Sunday. We're 185,000,000 flags will be placed at each gravesite. [3:55] These will be on, we'll be at each gravesite, this will be at a ceremony at 11am at the old flag circle. [4:11] The keynote speaker will be Colonel Robin E. [4:25] Lastly, [4:29] if you'd like to help handicap fallen heroes in the line of duty right here, it [4:38] closes the home, go to the Snookstore in your area. [4:44] This has been done for this past nine years and it's called Bolds for Honor Foundation. [4:50] It's a non-for-profit, honoring the sacrifice, educating a legacy. [4:59] They helped with schools and scholarships for spouses and children, housing funds, and [5:08] ones with special needs. [5:11] Stop by the register, round up your bill, or hit the QR code, or donate $1 $3 or $5 [5:20] dollars. But a hundred percent of these donations will benefit folds of honor. And also [5:27] we heard this one is the one of the veteran campaigns that it's not a scam. So stop [5:35] by your snooks, help them out, and if you want to help our veterans, this is the way [5:44] to do it. For us at St. Peter's on Monday, May 25, Veterans Day, at the St. Peter's Memorial [5:51] at 9 AM, we will be having our own Memorial Day Remembrance. Our Veterans Commission [5:57] will start off with Chairman John Gunn-Sales, U.S. Air Force, our honours to St. Charles [6:04] County Marine Corpley, Veterans Post-106, Vietnam Veterans, American Legion, St. [6:15] Peters, also the St. Peters Honor Guard, Knights of Columbus, fourth degree. The big thing of that day is, please, bring a launcher. This is a event we have here, and a great day of remembrance. Please bring a launcher. And lastly, pennies for patriots, please again, collect those aluminum cans, goes to the USO at Lambert Field. As of right now, we've collected 2,279 pounds of [7:59] aluminum cans, which breaks down to $1,481.35, dropped them off at the west side of City Hall [8:08] at the Mayor Tom Brown Senior Center and also at Recycled City, and comes through with the American flag [8:15] on there, done by one of our retirees, but please, all that money goes with U.S.O. at Lambert Field, [8:21] I'm sorry it took a little bit long, but a lot of good information there for our Memorial Day [8:27] remember it's thank you. Thank you all of them and right buyer and then all of them [8:31] Barclay have come. Yeah I should have mentioned this last time but when all of them [8:35] right might have been talking about the all the stuff going on with the mortal day. If you [8:39] might remember that at the beginning of the year I had talked at the Veterans Commission [8:44] meeting and I brought up here too about the fact that we have the headstones of former members [8:48] of the commission and then we talked appear and all of them right in the mayor gave who they thought [8:54] made those headstones. Cody Walker, the staff liaison, looked into it. There's no record that [9:00] they ever did do that. Somebody must have given that as a gift of some type as a generous [9:05] recognition for our veterans. So they're trying to go ahead and figure something out going forward [9:11] in the future. Rocky, you've probably talked to Cody in the future about that. And then also, [9:17] we're going to look slow in as well. But I just wanted to give that update that they are still [9:22] working on that, but they weren't able to get it figured out before the Memorial Day ceremony. [9:27] Thank you. [9:28] Thank you. [9:28] Thank you all for embarking. [9:29] Anyone else have any comments? [9:30] All right. [9:31] We're going to go to the wonderful Mr. Alderman Randy Green of Ward 2. [9:36] Thank you sir. [9:38] In the cultural arts building coming up this next Thursday on May 21, you're invited to [9:46] to join us for a special America 250 Art Show opening reception at Lake Peter's Cultural [9:51] Arts Center. [9:53] It's an evening where art, story, and history come together in celebration of 250 years [9:58] of America's unfolding story. [10:03] We're featuring an artist talk by Adele Abudaya, he is a U.S. Marine Corps combat veteran [10:09] and a multidisciplinary artist whose work was previously shown at last year's combat [10:14] paper exhibit, and we'll also host a display from St. Charles County, America, a 250 [10:20] committee, which will add a powerful connection to the celebration. Again, that's next [10:26] Thursday, May 21st at the Cultural Arts Center from 6 to 8 p.m. And then also this June, [10:37] We, June and July, every Wednesday, we are looking for volunteers from staff and employees to help. [10:52] There are seeking story readers for art camp. [10:54] Storytime will be each Wednesday at 10am and not including the July 4th weekend, which would be Wednesday July 1. [11:02] but every Wednesday other than that went from June through July, they are looking for volunteers [11:10] from staff and employees. And if you're interested in volunteering, you can contact Jill. [11:17] That's Jill Tuck with the Cultural Arts Center. And then also at the Redplex, I just want to encourage [11:23] our residents to take all the summer camps that are available. There's a [11:32] going on there, and within each camp, there's a lot of breakdown within that, you know, [11:39] we have an art camp, a day camp, a game camp, a hockey camp, an ice skating camp, a ball [11:44] and strikes camp, a soccer camp, there should be something there that each family can find [11:51] something that their children would have interest in, and there's also, I believe there's a [11:58] make your available for children if needed. [12:01] So again, you know, lack going on at the Redplex, try to make something available for everybody [12:07] so everyone can have a good time and enjoy what St. Peter has to offer. [12:12] Thank you, sir. [12:13] Thank you, Alderman Green. [12:14] Are there any comments or questions for Alderman Green? [12:18] All right, haven't done? [12:19] Then Alderman Barkley, please, of award for. [12:21] Thank you, Mr. President. [12:23] First of all, I'm looking forward to going to our first Pox Board meeting, which is next [12:27] Tuesday, May 19th at 6 p.m. at the Coach Lodge Center. [12:32] Since Melissa's not here, I'll just mention that our main stuff going on, besides the normal agenda items, [12:37] is going to be Dylan Thomas directplex, the Quattix Superintendent's going to give an update about his department. [12:43] And then I know that all the men, Tupiano and the Parks Board, they did a lot of different tours of the different parks around the city. [12:51] And I think they're done for the spring maybe later on a summer or a form if they'll do others, but in the meantime [12:58] I look forward to possibly going out and looking at some of the parks that I've never been to because there's many in the city that I know I haven't reached them all [13:06] So I look forward to do a little adventure on myself and maybe going ahead and doing a little bike trails too [13:12] But other than that, I'll give an update at the next meeting about what happened at that meeting. Thanks [13:19] Are there any questions or comments for Alderman Berkeley? [13:23] All right, see you then. [13:25] Then we'll move on to Alderman Townsend of Ward 1. [13:29] Thank you, Mr. President. [13:31] Well, first of all, the historical focus group meet the next Wednesday, May 20th at 630 in the Cultural Arts Center. [13:39] Join us as we unravel some more of the historical maps of our city. [13:43] Secondly, I've had the honor of this last couple of weeks of meeting with some more [13:48] cubscouts in the area as they work toward their advancements, that's always fun. [13:53] And finally, Ward 1 has been very busy on the HOA annual meeting front. [13:59] I've enjoyed meeting with our neighbors, it's a pleasure representing you. [14:02] That's all I have, thanks. [14:04] Please. [14:05] Townsend any questions or comments for all of my thoughts? [14:08] All right, seeing none, we'll move on to Alderman Beatman of Ward 2. [14:13] Thank you, Mr. President. [14:15] Coupler. [14:17] The Honorable. [14:18] Mr. Coupler. [14:21] So I'm going to report on the planning and zoning update from our meeting which was May 6. [14:27] The Commission voted to recommend approval of the following to the Board of [14:33] St. Peter's amended plant, the site is dated on the north side of Mexico Road East of Spencer Road, [14:40] the annexation of the Cleary Loomis property at 1824 Elm Tree Street. The committee voted to [14:48] recommend our one single family residential zoning for this property. The commission also voted [14:56] to approve the following and amended site plan for Axiom plastic. [15:00] Premier Parkway, east of Executive Center Parkway, a temporary pop-up shop for Hale properties LLC. The site is located on the south side of Mexico Road, east of [15:24] Mill Road 510 Youngerman Road. [15:27] A temporary carnival for cable works LLC doing business as fun timeshows at Mid River's [15:35] Mall. [15:36] A temporary food truck for ashore, villager, LLC at Mid River's Mall. [15:43] The commission voted to postpone the following item until June 3 meeting that's a request [15:48] for a special use permit from Gorilla Express Auto-Wash and the C2 community community [15:54] commercial district for 1.21 acre track to allow for a car wash. The subject site is located [16:01] on the north side of Mexico Road, west of Deer Grove, Deer Grove, Drive, east of Salt [16:08] Lowe, 17860, Mexico Road, and you're probably very familiar. There's been a car wash there. [16:14] It's been vacant now for a couple years or a year and a half maybe. The commission [16:19] voted to withdraw the following items from their agenda. [16:24] A rezoning from our three multiple family residential district to planned urban development [16:30] PUD for watermark St. Peter's to permit the conversion of living units from independent living [16:36] to assisted living and our skilled nursing units in 12 on 13 by 2 and a half acres tracked. [16:44] Properties located on the east side of Youngerman Road at Brentmore Lane 363 Youngerman Road and that's all I have [16:53] Thank you, Olderman Beaven any questions or comments for Olderman Beaven? [16:57] All right very good and then last but certainly not least, Olderman Truppiano of Ward 4. Thank you, President Kuppler [17:04] From the sustainability corner the material recovery is embarking upon the one year anniversary of [17:12] This time last year, City staff was putting the finishing touches on the project and preparing for the future. [17:20] Today, we are processing and recovering a record amount of recycled, bold material, an average of 1,200 tons per month. [17:29] We want to thank our residents for all their help in making this a huge success and remind them about polypropalling [17:36] So Pauline are those number five plastics. [17:40] We have a strong market for these items in postcards, like this that are being delivered [17:45] and to provide our residents with image examples of the plastics. [17:51] Items to help with identification so we could increase recovery. [17:55] Thanks again, more information, and of coming events is at St. Peter's Mode.net slash [18:01] recycle. [18:02] I want to thank our recycling department for putting this together and educating in our [18:07] communication department, working together, and again I think that was so successful for [18:13] our success a year or so ago. [18:15] So again, both of those departments working together and that concludes my report. [18:20] Thank you, Alderman Truppiano. [18:21] Any other questions or comments for Alderman Truppiano? [18:25] All right, very good. [18:26] That'll close our comments. [18:27] And there is no unfinished items, unfinished business items for discussion, so with that, at this time I'll turn the meeting over to Mayor Pagano. [18:37] Thank you, President Copler. [18:39] I have to say you're first two weeks. [18:43] You've been in a date with every project. [18:48] A lot of compliments I got on your delivery, [18:53] especially at the herals. [18:54] Okay. Thank you. [18:56] Then the report I got on that was very good. [19:03] Okay. [19:06] Motion 2nd to remove fiscal year, [19:09] 2026 financial audit service recommendation. [19:13] All in favor? [19:15] Aye. [19:15] Just a benefit. [19:17] Thank you Mayor and Board. [19:19] The fourth class city to say to Missouri, [19:20] We're required to form an annual comprehensive financial audit of all city of funds. [19:28] The generally accepted accounting principles practices that we follow through GFOA, [19:33] I recommend publicly soliciting for independent audit services every three to five years. [19:39] The past five years we've been using the firm of Kerber, EC and Breckle or KEB, and we've [19:49] completed their audit. I'm to publicly solicit for a new independent for to look for a qualified [19:55] independent auditor. The author's scope of our audit is for this firm to look at our 13 government [20:02] funds and seven proprietary funds. This firm will also assist with preparation of our annual [20:08] comprehensive financial report or act for, as well as assist with the preparation of tax returns [20:15] state and federal for our Central County joint agreement or joint venture pipeline program [20:21] with the city of St. Charles with the same peers, the Natatorium Foundation tax return. [20:26] On March 31st, a public solicitation was submitted. [20:31] We received three proposals on April 16th. [20:36] After a careful review, Qualifications-based selection process was conducted by our Finance [20:41] department where we looked at the qualifications and the plan by each firm that they were [20:48] going to use to basically perform our audit and then based on what we felt based on [20:53] a scoring system to elect the firm that we thought was being qualified to perform that [20:58] work. [20:59] After that qualification based selection process, recommending extending our relationship with [21:04] K.E.B. and recommending execution of work authorization with K.E.B. to perform [21:09] our F526 financial audit. That will also include the tax preparation services that I mentioned. [21:16] With approval, KB provided a cost proposal, both for the fiscal year 26 audit, but they also [21:24] provided fees for the next four years up to F531 as well. Each one of those that will be brought to [21:33] the board separately and the board will have an opportunity to act on those agreements. [21:37] if act on staff recommendation to proceed with KB if we choose to do so. [21:42] So what I'm asking for tonight is to recommend that we execute a work authorization, [21:48] we KEB to perform our FY26 financial audit, approval of this recommendation would authorize [21:54] execution of that agreement in the amount of $99,700. The funds for this audit are [22:01] proportioned through the different funds that are being audited and with your approval and [22:05] the rising ordinance would place on the May 28th Board of Alderman meeting agenda. [22:08] Be happy to answer any questions. [22:11] I see I have no speakers. [22:14] What are you doing? [22:17] I hit request to speak. [22:21] I have to. [22:21] I just want to ask a question. [22:23] Okay, Judy. [22:24] I'm sorry. [22:25] Go ahead. [22:26] Yes, Judy. [22:30] I'm going to ask you, when we accept these bids like those three, I know just from [22:34] out state and one was local. The one we accepted was local. [22:38] Yes, ma'am. Is that normally, do you get extra points for local versus, I mean, how does [22:44] that work on our grading system? [22:46] We don't have a specific grade for local, but we want to make sure that the company has a local [22:51] office, and so that's always the feather in their cap. It's just easier to coordinate. [22:59] There's a [23:00] between staff and the auditor. It's nice to have them on station. You can do it remotely. [23:07] It's better if they're in person. Okay. I just wanted to know. I didn't know if that was. [23:11] I know we give so much. I thought for local. On other, on any bids. [23:15] Yeah. So this is a consultant selection. So this is qualification space selection. [23:22] So we're not basing it on price. We're basing it on the qualifications of the consultant. [23:26] And so good news is KB is both local and the most qualified firm that we're recommending. [23:33] Okay. [23:33] Thank you. [23:35] No other comments. [23:37] I need a motion of second to side and put on the next board meeting. [23:43] Green. [23:44] Big matter. [23:45] All in favor? [23:45] Aye. [23:46] All opposed. [23:47] Motion passes. [23:48] Most of the second to remove resolution closing certain cameras bank. [23:54] Trish Rhea County, Paul and Faber, Mr. Benisec. [24:00] Thank you, Mayor and Board. [24:03] You'll recall in 2024 and in 2024 and 2025, [24:08] the Board approved a transition from enterprise bank to commerce bank, [24:15] and then with the resolution 1678, [24:18] the establishment of various accounts with commerce bank. [24:22] We have now completed our transition fully from enterprise to commerce and so we're fully operating under commerce bank now. [24:31] Our Prime Minister Department has reviewed the accounts that were established with commerce and have determined that three accounts are no longer needed. [24:39] The three accounts are our city ACH fund. [24:42] That's a set up when ACH transactions was still relatively new and it was thought to be a security feature to have that those funds in a separate account. [24:53] Modern banking practices make that count unnecessary. [24:56] The municipal court bond account, that was a requirement at one point for our court office to have a separate bond account. [25:03] That requirement is no longer established until that account is no longer needed. [25:07] And then we also had to establish a police block grant account, and that was supposed to be a depository for a certain funding that the police department was receiving at the time. [25:19] We no longer received those types of funds. [25:22] There are no funds in these accounts currently, and we would just hope it requires board approval to close them. [25:27] So I'm requesting through item I6 of tonight's agenda approval of an authorizing resolution to allow those three accounts to be closed. [25:34] be happy to answer any questions. [25:37] No other comments on here. [25:42] Moving to Mr. Linia's updates, Mr. Molly. [25:45] Thank you. [25:46] Good evening, Mayor and board. [25:47] Tonight I have plenty of updates. [25:50] Ms. Haddock has the first two, [25:52] and then Lee Ann Sardin has the last and third one. [25:59] Thank you. [26:01] During the April 23rd meeting, [26:02] we had asked for approval to present [26:04] at this meeting, both the recommendation [26:06] and the authorizing ordinance [26:08] for our annual contract for the purchase of bioxide chemicals. [26:12] So you may remember that's an annual operating expense [26:14] in the water sewer fund, and we bring it to you every year [26:17] because that contract value is over $100,000. [26:20] My name is used to treat hydrogen sulfide gas [26:23] that are at our several of our sanitary pump stations. [26:26] So last year, when we made the recommendation, [26:28] the authorizing ordinance at that time, number 8125, [26:32] provided our city administrative, the authority [26:34] to renew contracts for up to three additional years. [26:37] So with that ordinance in place, we will not actually need to present to you a recommendation [26:42] or an authorizing ordinance. [26:44] So that item is not placed on today's work session or BOA agenda. [26:47] But I did, as a quick summary, I want to let you know, we will be renewing that contract [26:51] with a vote for water technology. [26:53] It will be in the contract value of 159,430 dollars, which is less than what we budgeted [26:59] of 168,000 in the water sewer fund. [27:02] So if you have any questions, I can answer those otherwise I don't have any items for that particular item. [27:11] Let's see, you know, comments here, moving on? [27:15] Okay, so I have a second item. [27:17] So this one I am asking. [27:20] We are actively constructing that Colby Drive Stormwater Improvement Project. [27:23] And it does have that upcoming our budget at the end of this year. [27:26] So I'm requesting approval today to present to you next board meeting, [27:31] a recommendation and then authorize an ordinance for construction change order for that project. [27:38] It will prevent delays to the project since we only have one board of all the remaining [27:41] in June. [27:43] So, this change order is related to construction, retaining walls, additional fencing, and [27:48] some modifications related to a very complicated junction, stormwater, junction backs to be [27:53] constructed as part of the project. [27:55] So, currently, the construction contract is $5.00, the proposed change order is expected [28:00] to be about $198,000, which is about three and a half percent of the current contract [28:05] values. [28:06] So that much I can offer today, and if given approval to present that recommendation and [28:10] the authorizing ordinance of the next meeting, I will of course put in that more detail [28:14] and provide summary sites for you. [28:17] Any questions? [28:19] I don't see any discussion here. [28:23] I've got to make sure, here, Washington Second to put this item on the next board meeting. [28:40] Thank you. [28:41] During the April 23rd executive session, I had preceded a bid recommendation for the sale of a small parcel of ground owned by the city. [28:49] It was a remnant office salt river road left over from that construction. [28:53] I stated that I'd have an ordinance on tonight's agenda, but we're currently working on the sales contract that goes along with that ordinance is an attachment [29:01] So that's [29:02] Yeah, at this time, but we'll have it on the next board meeting [29:10] Discussion, I got to make sure everybody's button works [29:16] All [29:19] right [29:20] Those are the three correct. They'll yes, sir [29:23] Okay, Bill board meeting agenda revisions. They're none this week [29:29] I believe we do have an executive session, is that correct? [29:34] Oh. [29:35] The City Ministry, that's always scary. [29:37] If you think we do not have one. [29:39] Oh, you do. [29:39] Unless you have one, then you don't want me to be invited to. [29:42] Oh. [29:45] Sorry for my shock load, but no. [29:47] I'm not aware of any. [29:52] Okay. [29:52] Motion of second to adjourn. [29:54] Okay, four, four, couple. [29:56] All in favor. [29:57] All right.
