[0:04] Okay, we'll call the uh Stark County Commission meeting to order. Today is [0:09] Tuesday, January 20th. It is 9:00 a.m. We'll start with the pledge. [0:15] I >> pledge allegiance to the flag of the [0:17] United States of America and to the republic for which it stands, one nation [0:22] under God, indivisible, with liberty and justice for all. [0:31] Okay, we will uh start with ratification of the agenda. Any additions, deletions, [0:38] corrections? [0:41] » Hearing none, I'd entertain a motion to approve the agenda as submitted. [0:46] » So moved. >> Got by Commissioner Franchuk. Can you [0:49] get a second? >> Second [0:51] » by Commissioner ClariS. Any other discussion? Hearing none. All in favor [0:54] say I. I. >> Oppose. Same sign. Motion carries. Thank [0:57] you. [gasps] Uh, first item on the agenda, LEC camera [1:02] project change order. Elena, [clears throat] [1:06] good morning. Le Scott, emergency manager. So, this is to finish out the [1:11] camera project at the LAC. They are finishing up with um a camera in the [1:18] elevator, secure elevator, and then two on the back side that just require a [1:22] little extra work. Um, these just got build to start counting. I think [1:26] typically our projects they build to the the LACE and then Stark County reimbures [1:30] but they sent I think they they usually work with Mike Deshock. Well, Mike's not [1:34] here. So, there's just I need to clean up who they send this stuff to. So, this [1:39] one just got build to us. [1:55] I don't know who's talking, but I can't hear him. [1:56] » Now we can. [laughter] >> Can you hear us, Bernie? [1:59] » Thank you. [2:02] » U Bernie, >> I can't hear you. [2:10] » Hello. >> Can someone speak? [2:12] » Bernie, can you hear us? >> I hear that. Oh, couldn't hear who was [2:15] talking before voice. [laughter] [snorts] [2:19] » Okay, 104. Okay, continue. >> Oh, that's all I have to say. Unless you [2:24] guys have questions on the project. >> I hear that. [2:28] » Is there two different bills? Because there's one for 513831 and then the [2:32] other one on the bottom that says 5,6731. [2:37] Which fees? >> No, it's one bill. I'm not sure why [2:40] they're two different amounts to be honest. There there's a grand total and [2:44] then a total. >> Yeah. [2:46] » Which one do you want us to approve? The grand total. [2:54] » The top of that. [3:00] » Yeah. Grand total. It's got the shipping handling taxes. [3:04] Yeah. >> It's the $71 difference there. [3:07] » Okay. So, they didn't include the $71 on the total for some reason. I think when [3:11] they broke it down, it they just didn't add in the the shipping onto that bottom [3:16] [snorts] total. >> Uh, Mr. Chairman, I would make a motion [3:20] to approve the grand total of 51 3831 to Forte to finish the camera project at [3:27] the LEC. >> Okay. Motion by Commissioner Claris. [3:31] » Okay. >> Sorry, I didn't hear. [laughter] [3:35] » Mr. Chairman, I would move to approve the uh invoice from um Forte for 513831 [3:43] to finish the camera project at the LEC building. [3:46] » Okay. Motion by Commissioner Claris. Can I get a second? [3:49] » Second >> by Commissioner White. Any other [3:51] discussion? Hearing none. Roll call vote. [3:54] Commissioner ClariS. I. >> Commissioner White. I. [3:56] » Commissioner Franchuk. I. >> Commissioner Marsh. [4:00] I. >> Chair votes I. Motion carried. Thank [4:02] you. [4:08] Okay. Um, 2026 public safety budget amendments. [4:14] [snorts] Sheriff Lee, [4:17] I'm assuming you're handling your own requests today. [4:20] » Um, sure. [4:25] So, there is the was the amendment for the road department taken care of [4:30] already? >> Yes. [4:31] » Okay. And then the amendment for the [4:35] courthouse [snorts] uh deputies to go to 70,000. [4:41] Was that taken care of or is that >> Well, the the motion was passed last [4:45] meeting, but you um we we need to make several line item adjustments, I [4:51] believe, to correct that. Should [5:00] have brought my glasses. >> They comparing my drawer. [5:06] » Might need them today. Bernie [5:15] clean. [5:21] Are they me? [5:28] [snorts] Yeah, Sergeant Hilton. Uh, that should be taken care of with the road [5:33] department to remain on the sal uh sergeant salary. [5:37] Uh, Ryan Fehee would go to the uh sergeant salary of [5:46] 84 801. He was the one that was promoted to sergeant. [5:52] Uh, Corporal Eldridge was promoted or excuse me, Deputy Eldridge was promoted [5:58] to corporal. His line item would go from 77 979 to 79 934. [6:06] And then the two courthouse deputies positions which obviously are notated as [6:12] White and Wer, but we have those replaced. I guess if you guys I don't [6:17] think you've done the approval to hire those new two new courthouse employees. [6:21] If you could do that today as well, please. [6:24] And we do have two gentlemen in background for those positions. [6:28] » Well, we probably should have added the uh employment ratifications on the [6:33] agenda, but uh let's do the motion to adjust your budget first. [6:40] So, we're looking for a U motion to adjust the five line items 116, [6:50] [snorts] 123, 129, 142, and 143 as noted. [7:04] [snorts] [7:06] So, I'll make the motion to approve them five line items. [7:11] » We have a motion by commissioner White. >> I'll second that. [7:15] » By Commissioner Marsh. Any other discussion, questions? [7:22] » Hearing none. Roll call vote. Commissioner White. [7:24] » I. >> Commissioner Franchuk. [7:26] » I. Commissioner ClariS. I. >> Commissioner Marsh. [7:31] » Chair votes I. Motion carries. Thank you. [7:36] Okay. Um, [7:40] » let's let's get on the agenda as written [clears throat] rather and then we'll do [7:46] maybe look into the thing. So, the next one I need is 2026 contributions [7:56] confirmation basically. Karen. >> Okay. So, I have for you commissioners, [8:03] you'll see a list. Um, it says 2026 contributions. It was the same list you [8:08] approved in our 2026 budget approval. Um, the ones that are in yellow are ones [8:15] that we normally just send out since they've been approved, we send out for [8:18] payment in January. I just wanted the commission the opportunity if they had [8:22] any questions and basically approve us to go ahead and [8:27] send these payments to these entities that you approved in the in the budget [8:30] session. So the ones in yellow are some of the other ones I know we were like um [8:37] the ambulance one I was told that we wanted to wait to get um see where it [8:43] was at before we just send them a check. Um we get an invoice for the Bellfield [8:48] ambulance. We haven't got that yet. Um, Dickinson Airport, there was some we [8:53] were waiting for them to get approved for some of their building permits and [8:56] so those I didn't include on here. These are just the ones that [9:01] » Yeah. >> we would normally automatically send. [9:03] » Yep. I think we could approve all those in yellow because the Bellefield [9:07] ambulance, Digginson ambulance are ones almost like the LEC where they would [9:11] invoice us based on actual uh financial conditions. And then the uh home on the [9:18] r not excuse me not the home on the range but the airport [9:23] uh we have put conditions on that and I think it would be prudent for us to once [9:27] those conditions are met to actually formalize that contribution. So any [9:32] other comments, [9:38] discussion. [9:51] » Make a motion to finalize those contributions [9:56] » as noted. >> Yes. [9:58] » Okay. Motion by Commissioner White. Do I have a second? [10:01] » I'll second >> by Commissioner Franchuk. Any other [10:03] discussion? [10:06] » Hearing none. Roll call vote. Commissioner White [10:09] » I. >> Commissioner Franchuk [10:10] » I. >> Commissioner ClariS [10:12] » I. >> Commissioner Marsh [10:14] » I. >> Chair votes I. Motion approved. [10:18] Thank you. Okay. Next item on the agenda. Um budget [10:25] amendments. Karen. >> Okay. [10:30] So, I kind of have both some budget amendments and then you could also call [10:33] them journal adjustments [cough] on your sheet today. Um, this year I did [10:40] go through and clean up some accounts that you probably really haven't seen [10:47] much of. A lot of them are grant accounts and we went back many years. [10:53] So, some had some negative balances that need to be cleaned up because maybe the [10:58] reimbursement went into a different reimbursement account and not this grant [11:02] count directly. We had one where the reimbursement went into another grant [11:06] count grant account instead of the one that was named properly. But it's all [11:11] kind of prior year. I mean, I I guess I went back to 2020 on these and some of [11:17] these were h had some of these things before 2020. [snorts] [11:21] So, um, what I'm looking for through the commission, and I did type up the [11:26] motions if you approved of these transfers in and transfers out, because [11:30] I know we did use the general fund. Um, the general fund is the easiest to kind [11:35] of zero these out. The other big one that I reconciled, at first I thought [11:42] that I had extra FEMA money. It is not FEMA money. It is actually CARES Act [11:47] funding. And that's the money 746,12276 [11:54] that we're looking at moving into the general fund. Um we were going to see [11:59] about paying directly one of the ambulances out of there, but we wouldn't [12:03] look for that ambulance payment in future years out of that. We would be [12:07] looking on its line. So, we decided um well, what my recommendation is just to [12:13] keep it where it's at, move it to the general fund, make the ambulance payment [12:17] out of its regular line to kind of keep it clean, but this is this is what I'm [12:22] asking for. And I know there's a lot of transfers outs and a few transfers in. A [12:27] couple of these accounts you'll see to the right will still have um negative [12:31] balances. That's because I know that that's the dollar amount we're waiting [12:35] for reimbursement. And then we have one account that says [12:40] state reimbursement for 20487. Lana says she will come up with a [12:45] balancing of that sometime this year. So we're just not worrying about that one [12:49] account this year. >> Any questions, [12:54] comments? My only question would be just that [12:59] we're uh reaffirming that uh the CARES transfer meets all conditions of the [13:04] CARE Act grant. You know, some of those there was timeline frames on, right? Not [13:09] not CARES, but the uh ARPA and I just want to make sure we're in full [13:14] compliance when we do this. >> Yep. So, we're having our last single [13:16] audit for 2024 for ARPA this year. CARES Act funding was supposed to be um dumped [13:22] into the general fund. It's not we're not reporting on it. [13:26] » Okay. >> Yep. [13:29] » Any other questions? Okay. So, I would ask for uh a motion [13:34] regarding motion number one, the uh budget 2970 for the weed board. [13:42] » Mr. Chairman, I would motion to amend the 2025 2970 line uh for weed control [13:48] fund budget by an additional $37,128.58. Motion by Commissioner ClariS. Can I get [13:54] a second? >> Second [13:55] » by Commissioner Franchuk. Any other discussion? [13:59] Hearing none. Roll call vote. Commissioner ClariS. [14:03] » I. >> Commissioner Franchuk. [14:05] » I. >> Commissioner White. [14:06] » I. >> Commissioner Marsh. [14:08] » I. >> Uh, chair votes I. Motion approved. [14:11] Thank you. Um [14:15] look for a motion on amendment number two for account number 6034 [14:21] 247 fund. >> Make the motion of the 247 fund budget [14:25] by an additional 9855 >> by Commissioner White. Can I get a [14:29] second? >> Second [14:30] » by Commissioner Franchuk. >> Any discussion? [14:36] » Hearing none. Roll call vote. Commissioner White. Hi. [14:38] » Commissioner Franchuk. Hi. >> Commissioner ClariS. Hi. Commissioner [14:41] Marsh >> I. [14:43] » Chair votes I. Motion carries. Thank you. Okay. Look for a motion amendment [14:49] on item number three for account 2230. County poor. [14:56] » Actually, it's all general fund. >> It's all general transfers. I'm sorry. [14:59] Yeah. Stand corrected. >> Excuse me. [15:04] I make a motion to approve 2025 general fund transfers to account 2230 for [15:09] $4,784.76 [15:12] to account 611 for $275.74 [15:18] account 614 for $2,239.90 [15:24] and account 66601616 [15:29] for $1,7810. 10 cents. The account 618 for $45,000. [15:37] The account 626 for $20,9.36 [15:44] and account 635 for $23,32065 [15:51] and for transfer total transfer out of 98,229.51. [15:59] Motion by Commissioner Franchuk. Can I get a second? [16:03] » I'll second that. >> By Commissioner ClariS. Any other [16:05] discussion, questions? Hearing none. Roll call vote. [16:10] Commissioner Franchuk. >> I. [16:12] » Commissioner ClariS. >> Hi. [16:13] » Commissioner White. >> I. [16:14] » Commissioner Marsh. >> I. [16:16] » Chair votes I. Motion carries. Thank you. Item number four. [16:21] [clears throat] [16:26] Motion to approve 2025 general fund transfers from account 613 for $1,85520. [16:36] Account 6022 for $265.19. [16:41] an account 6044 for746,1227.76 [16:49] for a total transfer in of 748,243.15 [16:58] motion by Commissioner Franchuk. Can I get a second? [17:01] » I'll second that. >> By Commissioner uh ClariS. Any [17:05] discussion? [17:09] Hearing none. Roll call vote. Commissioner Franchuk [17:11] » I. >> Commissioner ClariS [17:13] » I. >> Commissioner White [17:14] » I. >> Commissioner Marsh [17:16] » I. >> Chair votes I. Motion passes. Thank you. [17:22] Um [17:27] uh Amanda, can we take up the sheriff's request for [17:32] uh his hires? >> Is this a special meeting? [17:37] » No. um add it to the agenda then you should be [17:41] fine. >> Okay. So we'll have to add it to the [17:44] agenda. Okay. So is it two positions? Sure. [17:50] » Correct. So Lynn uh through the process promote well the hiring process was [17:57] elevated to [snorts] patrol deputy and then Chandler uh remind you guys is [18:02] going to Dun County. So we hired two additional Okay. Not additional, but two [18:09] replacement staff for those positions. >> Okay. So, I'd request two motions, [18:13] separate motions. One would be to the amend the [18:17] uh agenda to address the requests for position hires and then we'll take a [18:24] second uh amendment to confirm those hires if [18:28] that's okay with everybody. Let me make amendment to adjust the [18:33] agenda. >> Okay. [18:34] » Or amend the agenda. uh by Commissioner Franchuk. [18:41] » I'll second >> by Commissioner Marsh. Any [snorts] [18:44] other discussion? >> Hearing none. All in favor of the motion [18:48] signify by saying I. >> I post same oppose. Same sign. Motion [18:53] carries. Thank you. Now entertain a motion to confirm the recommended hires [18:59] as per Sheriff Le. Just want to add to a discussion. We're [19:05] amending an agenda still, right? Or adding to the agenda. [19:08] » Well, we just added it and now we are discussing. So, we're open for [19:12] discussion. >> Okay. [19:16] » But we would need if we're going to confirm this, we need to uh make a [19:20] motion to confirm the uh hires. [19:29] Mr. Mr. Chairman, I'll move to approve the replacement [19:34] or the hiring of the additional replacements for the courthouse staff. [19:38] » Motion by Commissioner U. Claris. Do I have a second? No second by Commissioner [19:46] Franchuk. Just quick question. So those positions are being filled at the rate [19:51] on the uh that we just amended. >> 70 [19:56] » 6992. Yes. >> Great. Okay. Thank you. [20:00] Okay. Do we need roll call on that one or can we just approve that? I think we [20:05] can do that. Uh so all in favor of the motion signify by saying I [20:10] » I post same sign. >> Opposed same sign. Motion carries. Thank [20:14] you. Any other comments come before the board this morning? Public comments. No [20:20] cards. Okay. I would entertain a motion to adjurnn [20:25] » by Commissioner White. Second by Commissioner Franch. All in favor [20:30] signify by saying I. >> Oppose. Same sign. Motion carries. Thank [20:33] you. Meeting adjourned.
