[1:06] so today I'm requesting your [1:10] authority to purchase and [1:12] remodel a building in pueblo [1:14] west Colorado. we're currently [1:16] calling this the pueblo west [1:16] tradede building. the [1:20] acquisition would allow us to [1:22] get about 16,000 square feet [1:26] 2.679 acres. The keys for us are [1:27] really there's kind of three [1:27] keys why we are asking for the [1:28] authority [1:32] to spend this $3.75 million. the [1:34] three key messages for us are is [1:36] Senator Henrickson will know the [1:39] fastest area of pueblo is pueblo [1:42] west this facility will [1:44] specifically serve welding [1:44] and automotive students and [1:46] those are two of the fastest [1:48] growing programs at pueblo [1:48] Community College and there's [1:50] really 3 key points on this for [1:52] us.umber one is this is pure [1:54] growth for us so that we [1:56] actually have 140 students ready [1:57] to go 160 students'm sorry 160 [1:57] students ready [2:00] to go in these programs today [2:02] that we don't have capacity to [2:04] serve so when we opened the [2:06] building in pueblo west in the [2:06] fall with your permission we [2:09] will be actually adding 160 [2:10] students to our roles that are [2:12] currently on waiting lists [2:14] either at pueblo West High [2:14] School or at pueblo Community [2:16] College so we have the students [2:18] this is also the happyppy [2:20] project where you also have the [2:21] employers. so if you look at the [2:22] employment numbers we have [2:24] pueblo is still highly reliant [2:26] on manufacturing and we know [2:27] that we have employers ready [2:27] to [2:30] hire these folks had a meeting [2:32] for instance with CS Wi one of [2:34] our important local partners [2:36] and they told me the other day [2:38] that they would take 120 welders [2:39] if I could turn them out [2:40] tomorrow. frankly I can't turn [2:42] them out tomorrow because I [2:42] don't have the space to do that [2:44] so that we know that we have [2:46] employment in these areas and [2:46] then the final key point for us [2:48] is this allows us to expand our [2:50] facility into the largest [2:52] growing area of the county into [2:54] a facility that doesn't have any [2:56] restraints in terms of what we [2:56] can do there in terms of welding [2:57] and automotive. it's already [2:58] indus [3:00] tri al it's already being used [3:02] by a for profit education [3:04] provider to provide similar [3:04] training though they're not [3:06] doing welding they're they are [3:08] doing automotive there so it [3:08] provides us a good space in an [3:10] area of the county that's [3:12] growing so really appreciate [3:12] your consideration of this [3:14] project and happy to answer any [3:14] questions. The [4:34] partnership will include bussing [4:34] so they're willing to bus their [4:36] students from pueblo West High [4:37] School to the facility and [4:37] then Pueblo [4:40] west has also been a school [4:42] district that has been [4:42] particularly helpful in [4:44] providing the cost of materials [4:46] books for those their [4:46] students which you know isn't [4:48] covered under the CE funding [4:50] model so it's a it's a [4:52] relatively minor investment on [4:52] their end but the the [4:54] partnership is a little bit more [4:56] than just sending students [4:56] perfect. [7:06] CPw is seeking to purchase 2,427 [7:08] acres surrounding the existing [7:09] Lahara reservoir state wildlife [7:10] area in fee title from the state [7:11] land board. [7:14] DPw currently owns and manages [7:16] approximately700 acres in and [7:18] around this reservoir and this [7:20] fee title acquisition will grow [7:22] the state wildlife area to over [7:24] 3000 acres giving CPw directman [7:26] control of the reservoir and the [7:27] surrounding basin. [7:31] Cpw will be responsible for4.85 [7:32] million dollars of this purchase [7:34] cost which will be paid for [7:36] using habitat stamp dollars an [7:38] additional $1.2 million will be [7:40] matched with funding from our [7:40] partners including great [7:44] Outdoors Colorado or goo the [7:44] national fish and Wildlife [7:46] Foundation and the Rio Grande [7:47] headwaters Land Trust. [7:54] The2427 acres at CPw is seeking [7:54] to acquire have been owned by [7:56] the state land board since 1881 [7:58] but CPw has leased these lands [8:00] for multiple decades through the [8:00] state trust lands hunting and [8:04] fishing Access programme under [8:06] CPw ownership the property will [8:06] continue to provide public [8:08] access for hunting, fishing, [8:10] camping and wildlife viewing as [8:12] CPw recognizes the recreational [8:14] opportunities provided by this [8:14] property are incredibly [8:16] important to the residents of [8:17] Canaos County. [8:18] Direct management and control of [8:20] the reservoir and surrounding [8:22] shoreline will allow Cpw to [8:22] preserve and enhance the [8:24] wildlife habitat, continue [8:26] public access and allow for [8:28] continued continued seasonal [8:29] grazing in a manner that will [8:30] improve and maintain grass [8:30] conditions and wetland habitat. [22:48] we have moved forward from [22:48] building a new program the [22:50] matting is just a substantial [22:52] statewide pipeline that's [22:52] meaningful progress for our [22:54] office it also means that for [22:56] some of these projects we are [22:58] now doing the difficult but [22:58] necessary middle stage work [23:00] where entitlement infrastructure [23:02] financing and community issues [23:04] have to be solved before [23:04] construction can begin. [23:08] The unit exists to term public [23:08] assets and public priorities [23:10] into viable projects that the [23:11] state could not deliver alone. [23:14] This update shows that portfolio [23:16] with real scale strong [23:18] development partners and a [23:18] disciplined path from [23:19] opportunity to implementation. [25:55] you [26:00] obviously the these numbers [26:02] these are not guaranteed [26:04] outcomes so our responsibility [26:04] is to convert the promise into [26:06] durable agreements and complete [26:06] a project [26:15] Repeatable p3 delivery model [26:18] this is something we have [26:18] developed since the beginning of [26:19] our office [26:22] and this slide explains why [26:24] major pc projects take time. A [26:26] good concept must survive [26:28] feasibility work, market [26:30] testing, procurement agreement [26:32] negotiations, public approvals [26:34] entitlement financing and [26:36] construction. Each step proje [26:36] protects the state and improves [26:38] the likelihood that the project [26:39] can actually perform. [26:42] as you can see from the [26:44] timelines listed, each phase can [26:46] move quicker or slower depending [26:46] on the project and the project's [26:47] circumstances [26:50] pe ed matters but door [26:52] durability matters more skipping [26:54] diligence might make a project [26:55] look faster at the beginning [26:56] and creates much greater cost [26:57] and exposure later. [27:10] I'll go over some of our our [27:11] projects that are active right [27:11] now [27:16] the AA Ball field project AE [27:16] moving toward financial close on [27:18] a high valuable mixed use [27:22] project 168 homes serving [27:24] households from 60 to100% of AMI [27:26] along with an early childhood [27:28] educator education center that [27:29] will serve the campus and its [27:29] surrounding community. [27:32] because of the rise of interest [27:34] rates and construction costs [27:36] since the inception of this [27:38] project four years ago. The [27:38] project has gone through many [27:40] iterations to go where we are [27:40] today. [27:44] The p3 unit's continuous [27:44] spending authority allowed us to [27:46] be a flexible partner for them [27:48] and help preserve a project with [27:50] significant housing workforce [27:50] and childcare benefits. [27:54] The immediate focus going [27:56] forward now is financial close [27:56] followed by groundbreaking [27:58] early next year [28:08] So arttline village project [28:14] Ortline village will turn 14.4 [28:16] acres of underutilized state [28:18] property into approximately 195 [28:20] homes including 120 affordable [28:22] rentals and75 for sale homes [28:24] plus a childcare center two in [28:26] home childcare spaces and artist [28:27] studios [28:30] thanks to the CDC approval [28:32] earlier this year we continue to [28:32] work diligently on moving [28:33] forward on this project. [28:36] the local zoning code repeal in [28:38] Lakewood earlier this year [28:40] did set back the timeline for [28:42] the project and that was outside [28:43] of our control but it did not [28:44] erase the project's value. We [28:46] adjusted the timeline retained [28:48] the team and continue working [28:48] toward agreements and [28:49] entitlements [28:50] this is exactly the kind of real [28:52] world risk a long term [28:54] development program must be [28:56] equipped to manage and really [28:58] shows the benefits of having a [28:58] committed partnership in [28:59] projects like these [29:02] we are currently starting the [29:02] community engagement project [29:04] process for the rezoning of the [29:05] parcels [29:06] madam vice chair [29:10] thank you Mr Chair. Mrurrick, [29:12] would you mind sharing a little [29:16] bit more about the the change [29:16] in the zone the repeal of the [29:20] zoning code in Lakewood and [29:21] why that impacted this project [29:21] just [29:24] just for fun [29:24] Mrurrick [29:26] sure [29:28] thank you Mr Chair. we had [29:30] worked with the city of Lakewood [29:32] as they were redesigning their [29:34] zoning code originally and they [29:36] had rezoned our parcels to [29:37] fit [29:42] this project. when the city [29:44] and the voters repealed the the [29:44] zoning the new zoning code that [29:46] they had implemented throughout [29:46] the city [29:50] we now have gone back to the [29:52] original zoning of the parcels [29:53] which was [29:56] MEs which Lakewood was actually [29:58] trying to get out of [30:00] completely of their zoning code [30:00] because it it it [30:04] it says that50% of office space [30:05] has to be on the property. [30:08] and that's just [30:10] in in today's time that they [30:12] don't feel that's a realistic [30:14] option for for their zoning [30:16] code. so now we we have to go [30:18] through the rezoning process [30:20] which is about an8 to12 w2 month [30:21] process [30:30] of [30:38] governor's mansion parking lot [30:44] This compact site shows how a [30:46] small state asset can produce [30:46] several benefits at once [30:48] The proposal adds approximately [30:52] 67 mixed income rental homes [30:54] preserves 28 parking spaces for [30:56] mansion operations and directs [30:58] ground lease revenue to long [30:59] term mansion maintenance. [31:02] the strength of this proposal is [31:04] its alignment housing in central [31:04] Denver continued mansion [31:06] functionality and a permanent [31:08] revenue source for a historic [31:09] state asset. [31:12] we have had supportive [31:14] conversations with the local [31:14] neighborhood groups and city [31:16] councilwomen for this project [31:18] and the goal for for us will be [31:20] to come for approval for [31:22] before CDC in October [31:26] Madam vice chair thank you Mr [31:29] Chair. is this somewhat a [31:29] conceptual [31:34] picture of what it might look [31:34] like [31:38] thank you Mr Cha. Yes, this is a [31:42] conceptual idea of of the of the [31:42] design from Adamerger [31:43] development [31:44] thank you [31:48] have a quick question just [31:50] looking at the page that was [31:52] given to us and kind of a a [31:54] spreadsheet listing out kind of [31:56] the where where every project is [31:58] in the process and and whatnot [32:00] you know developer partner [32:02] procrude development agreement [32:04] executed site evaluation [32:06] feasibility etc and goes [32:08] throughout I guess I'm just [32:10] curious in there on these [32:12] projects was there any thought [32:14] about putting a column in there [32:14] about where it is in in regards [32:15] to approval by [32:18] the CDC or or in regards to kind [32:19] of state approval or or or [32:24] thank you senator Majolka [32:26] cameron Kennedy director of [32:30] state properties with DPA we we [32:32] have issues we have to manage [32:34] that are both interior and [32:36] exterior and the table you were [32:37] provided contemplates the [32:40] exterior issues the interior [32:40] issues include procurement Cdc [32:44] approval and other issues that [32:44] we have to address within the [32:46] state as we move forward through [32:48] these projects but we can [32:50] certainly put that together and [32:50] and have that to you [32:51] pretty quickly. [32:54] yeah I I I just speaking for [32:56] myself as a member of the [32:56] committee I think there would be [32:58] some value to it just to see [32:59] where where you all are [33:00] internally on the on the [33:02] projects as well. I this is [33:04] valuable as well obviously [33:06] but I think the internal [33:06] information is is just as [33:07] valuable so appreciate it you [33:16] Goldenan [33:20] goolden Range is the largest [33:22] housing initiative to date for [33:24] the p3 unit it's approximately [33:26] 378 homes across rental and for [33:28] sale products serving households [33:32] from 30 to140% of AMI it creates [33:34] both affordable rental options [33:34] and attainable paths to [33:36] homeownership in a very [33:36] constrained market. [33:38] we have had productive [33:40] conversations with the city of [33:42] Goldenta and they have pledged [33:42] some of their private activity [33:44] bonds in support of the project [33:45] as we move forward [33:48] the scale makes golden ranges [33:50] especially compelling and also [33:52] makes careful phasing essential. [33:54] Weenga we are engaging on site [33:56] and community issues now so the [33:56] state can make informed [33:58] decisions before entering [33:58] binding long term agreements [34:02] this project is on track to [34:04] complete zoning in late 2027 and [34:06] hope to commence construction in [34:08] 2028. from that point since some [34:10] phases of the project depend on [34:12] competitive funding rounds the [34:14] project completion timeline for [34:15] all phases is expected to be4 [34:15] to7 years. [34:19] ma'am vice chair [34:22] I'll just insert a question [34:26] and doesn't matter like when [34:28] you know you address this in [34:30] your presentation but in these [34:32] residential properties where [34:36] there's a range of AMI units [34:38] that are going in. I'm curious [34:40] for each of the projects like [34:42] what percentage [34:46] of the units will be you know [34:46] the various AMI [34:50] you know elements in them just [34:50] to get [34:54] you know a sense of what it [34:56] might look like but it you know [34:56] it can happen at the end or [34:57] whenever. [35:02] unfortunately because of the way [35:06] the financing works it's hard to [35:08] nail that down upfront as we [35:10] get closer to CDC approval we'll [35:12] have a better understanding of [35:16] kind of the the project it [35:16] still won't be exact but we'll [35:18] have a better understanding of [35:20] buckets but we can we can try [35:22] to work on that for you that'd [35:22] be great thank you [35:32] Durango redevelopment project [35:38] Durango demonstrates the unit's [35:38] statewide reach and its ability [35:39] to build projects with local [35:40] governments [35:42] the current concept will create [35:44] more than 136 mixed income homes [35:46] serving households from 30 [35:46] to120% of AMI. [35:50] the city and the pC unit have [35:52] entered it in the MU for this [35:54] project and coordinating on how [35:55] to best solve the community [35:56] needs while making this a [35:58] successful project for the p3 [36:00] unit. The city has discussed the [36:02] potential of private activity [36:04] bonds and an urban renewal [36:04] district for this property as [36:05] well. [36:08] the next step for this project [36:10] is market competition. The goal [36:12] will be to release an RFQ late [36:13] this year early next and it will [36:14] help tell us how qualified teams [36:16] would best convert the public [36:18] concept into a financeable and [36:18] deliverable project. [36:31] Red rockck's TOD unsolicited [36:31] proposal [36:36] Red rockcks presents a different [36:37] kind of opportunity. [36:40] Mortensonvelopment proposed to [36:41] acquire prop privately owned [36:41] land [36:44] donated to the state and we [36:45] would grandly sit back [36:50] to them for 333 to400 workforce [36:51] rental homes near transit. [36:54] providevidentsourcesroup would [36:56] finance the project primarily [36:58] through bonds repaid from [36:58] project revenue rather than [36:59] state funding. [37:02] the housing part of this project [37:04] is obviously a large number of [37:05] units that would have a great [37:06] impact on workforce housing but [37:08] the potential long term [37:09] financial return is also [37:09] important. [37:12] after the bonds are repaid the [37:14] developers compensated and [37:16] project expenses are covered. on [37:18] that project revenue would would [37:19] return to the unused property [37:20] fund [37:22] if the project performs as [37:24] anticipated that revenue could [37:25] be a game changer for the [37:25] program. [37:28] it could give the unit a larger [37:29] budget to invest more [37:30] substantially in future projects [37:32] and the flexibility to take on [37:33] different types of public [37:33] priorities over time. [37:38] can I ask a quick question [37:42] Mrerrick? So the process is kind [37:44] of makes you a little dizzy to [37:44] think about that they buy it and [37:46] then give it and then lease it [37:50] back and whatnot and so that [37:52] aside I'm sure we can get in the [37:52] details in the future on this. [37:54] Would there is a proposal then [37:56] that that company Mortensen it [37:58] would only be their employees [38:00] that would be eligible to to [38:02] utilize these units or what how [38:03] would that how would that [38:04] operate? [38:08] no the the the whole [38:09] community any anyone would be [38:10] able to rent those units so [38:14] then that I guess that that [38:16] makes my question like that [38:18] makes that that first question [38:20] even bigger than I guess where [38:22] why why would why would a [38:24] company purchase property donate [38:28] it and then pay to lease it [38:30] back. I I don't understand [38:30] there's there's a couple of [38:36] reasons one is that the they [38:36] want to do workforce housing [38:38] they they want that's kind of [38:42] their their their social part of [38:44] their their company they want to [38:46] do this. The second reason is [38:48] providednsourcesroup [38:50] does these type of social [38:52] infrastructure projects across [38:54] the country. they've done [38:56] hospitals they've they've [38:58] done projects student housing [38:59] and they are [39:02] if it's state land they are able [39:03] to get tax exempt bonds [39:08] and that makes these projects [39:10] feasible for them to build [39:12] with a with the lower interest [39:14] rates and and that's kind of [39:16] where the the the ability to [39:16] do the project comes from [39:22] yeah and I'm I'm still confused [39:22] with Mortenson then be the [39:24] company that builds it would [39:26] that be part of the deal or they [39:28] would build the project so ok so [39:28] that now that's kind of coming [39:30] together so they purchased the [39:34] land donate it lease it back but [39:36] part of the deal is is they are [39:38] the they're the organis or the [39:39] company that would build the [39:40] units [39:44] thank you madam vice chairir. [39:46] thank you Mrir [39:48] but it's it's financed by [39:48] Providentsources Group. [39:52] and they're the nonprofit [39:54] Mortenson is not a nonprofit [39:56] nonprofit so they would they [39:56] would they would make some [39:58] profit off the project yeah of [40:00] course [40:04] but the state would own the land [40:06] and the state would receive [40:06] revenue as a lease [40:10] the state would have so the [40:12] state would have received the [40:14] revenue as a as a ground lease [40:15] until the [40:18] they would all net operating [40:19] income [40:19] and [40:22] after the not just the lease but [40:23] until the once the project's [40:23] stabilized [40:28] we would receive all net [40:30] operating income after debt is [40:33] paid and after operations are [40:34] are paid so in the 1st 10 years [40:36] we would receive around8.7 [40:40] million dollars after you 30 [40:42] about42 million and after you're [40:43] 50 about 213 million. [40:48] and what would the is so it's [40:52] it's saying federal grants or or [40:54] you know it's talking about [40:54] federal dollars potentially [40:56] coming in will the state be [40:58] spending any money then or is [40:58] that just pure [41:00] yeah my kirk [41:04] no so the the property would pay [41:06] for it for itself the the [41:08] property would pay for all [41:10] operations and you would just [41:11] pay for the property [41:14] to manage it itself and so those [41:14] dollars are just pure [41:18] profit to the state or to the [41:20] program I assume it would stay [41:20] within the p3 program is that [41:22] correct? unused state property [41:23] fund [41:24] would be the idea [41:24] madam vice chair [41:30] and while adhering to the 80 to [41:30] 100% AMI. [41:31] throughout [41:35] from now ti forever and [41:36] eventually the bonds were paid [41:38] off there would be [41:42] flexibility to to lower those [41:44] AMIs if if we decided to [41:46] because we were we wouldn't be [41:48] needing to pay off that that [41:49] service. [41:52] but but you but the state would [41:54] be responsible for maintenance [41:56] of the of the facility we would [41:58] not be maintenancing ourselves [42:00] but we would be responsible for [42:04] we would work with a a board [42:06] to hire a there's a do the the [42:09] the money it would take to to [42:10] maintain the property would be [42:12] the responsibility of more [42:14] coming out of those revenues [42:16] Mortenson is is right now [42:22] posingmison's company which is a [42:23] a maintenance company. OK. [43:50] we have taken a bipartisan [43:52] approach to the new development [43:54] contract we're still building a [43:56] global energy park but with a [43:58] security focus so we believe [44:00] that energy and grid security is [44:02] critically important and [44:02] Colorado has a chance to [44:04] leverage our labs and [44:06] universities and take a leading [44:08] role in this type of research [44:10] and commercialization of [44:12] innovative technology. So the [44:14] first phase will be about 60,000 [44:16] square feet now 20,000 of that [44:18] will be at the highest level of [44:20] security it's called a skiff [44:22] which is a sensitive [44:24] compartmented information [44:27] facility and the other40k will [44:28] surround that most secure part [44:32] with various levels of security [44:34] additional phases are [44:36] expected in future years based [44:39] on demand and we're we're happy [44:42] with this sort of much more [44:44] focused approach on energy [44:46] security we think it gives [44:46] the local county [44:48] a chance to absorb this first [44:50] phase in terms of track traffic [44:52] and economic stimulus [44:56] and in 2026 we are working on [44:58] tenant recruitment now the [44:59] contract has been signed with [44:59] Kapla [45:04] uhvelopment and ryan struction [45:06] that has built these kinds of [45:06] secure facilities before [45:10] and we will be moving to the [45:12] location and extent process with [45:14] Jefferson County shortly and [45:16] that will involve continued [45:17] community engagement [45:22] that's it for now. [46:38] yes there could be multiple [46:40] phases being built at at [46:42] once. it really depends on the [46:44] competitive funding rounds [46:46] and there's three separate [46:48] developers working on it so some [46:50] developers have two phases so [46:52] they may not build both phases [46:54] at once and then maybe one [46:58] after the other but we expect [46:58] from the time construction [47:02] begins in 2028 that we would [47:04] complete the final phase in [47:05] about4 to7 [47:07] years depending on that [47:07] financing. [47:10] have one more weird question [47:12] thank you Mr Chair. [47:16] would any of this development [47:20] that the P3 is doing with you [47:20] know, developers who would be [47:24] actually constructing the the [47:24] projects [47:28] are any of them gonna be wrapped [47:29] up in metro district [47:30] form [47:32] kirk [47:36] thank you Mr chair at this time [47:38] there's there's not a plan to do [47:42] that we we we've not gone [47:44] that route yet and there's no [47:46] plan in place. I can't say [47:46] that that that won't happen for [47:47] any of them if [47:50] if we go to explore that for [47:52] some infrastructure costs but at [47:53] this time that is not the plan. [47:56] madam vice chair I would just [47:57] say that that would be [48:02] a huge problem on these projects [48:04] especially when we're looking at [48:06] the AMI ranges that we're [48:08] looking at, especially the ones [48:10] that are 100% or lower [48:14] it would be mort defying and [48:16] devastating to the property [48:16] owners [48:20] to the point where they likely [48:22] wouldn't be able to stay there [48:22] long term [48:24] it would be [48:28] it would be a really poor life [48:28] choice for us to move in that [48:29] direction.
