[13:39] This marks the last [13:40] meeting of the [13:41] Virginia Boys and [13:42] Men's Advisory [13:43] Commission. We will [13:46] take the role. [13:57] McGuire here. Senator [14:00] Locke, Senator Bagby, [14:04] Senator Ired. Senator [14:06] Cifers. Secretary. [14:15] Figaro. Drew. Cameron. [14:20] Present, and Lauren. [14:22] Sallee here, Mr. [14:23] Chair. A quorum is [14:39] love having a quorum. [14:40] That's outstanding. [14:42] Before moving on, I'd [14:43] like to recognize our [14:45] two new members who [14:46] have joined us in the [14:47] interim from our last [14:48] meeting. If we could [14:59] start with Supervisor [15:00] Drew. [15:01] >> Good morning all. [15:02] I am Cameron Drew [15:04] from Surry County, [15:05] Virginia. I serve on [15:05] the Surry County [15:06] Board of Supervisors. [15:07] I'm really glad to be [15:19] >> Good morning. My [15:20] name is Lauren Sallee. [15:21] I am a licensed [15:22] professional [15:23] counselor. I am from [15:25] Portsmouth, Virginia. [15:26] I am looking forward [15:39] >> Thank you very [15:40] much. All right. Next [15:41] item on the agenda is [15:43] why we're all here [15:44] and what we've been [15:45] working for for this [15:46] entire year so far, [15:47] which is our annual [15:48] report, along with [15:59] this all happen. So [16:01] I'd like to thank [16:02] Troy Hatcher, Anthony [16:03] Sergeant, Doug Weimer, [16:04] Tanisha Harper and [16:06] Kathy, who for all of [16:07] your work this year [16:08] and making sure that [16:19] that and it is just [16:20] got confirmation. [16:21] That's great. So it's [16:22] available to the [16:23] public. I know [16:24] members of the [16:24] commission have had a [16:25] chance to familiarize [16:26] themselves with some [16:27] of the [16:27] recommendations at [16:28] this point. Open up [16:36] floor is open. [16:40] >> Mr. Chair. [16:40] >> Senator Bagby. [16:42] >> Thank you. The [16:43] only sort of [16:46] amendment I would ask [16:47] us to consider is [16:59] facilities and the [17:03] availability of that [17:04] data. So I would hope [17:19] gathering phase on [17:20] that topic. So we [17:21] would hope that the [17:22] recommendations would [17:23] bear that out. I [17:23] haven't had a chance [17:24] to review that, that [17:25] issue specifically, [17:26] but I think we'll be [17:27] able to make sure [17:28] that there's at least [17:39] >> Thank you, Mr. [17:40] Chair. Just a quick [17:41] comment. Really [17:41] wanted to just thank [17:42] you and Vice Chair [17:43] Bagby, for your [17:44] leadership on all of [17:45] the meetings we've [17:46] had this year on this [17:47] issue through this [17:59] again, thank you for [18:00] the initiative to, to [18:01] make this commission [18:03] happen, to stand it [18:04] up and to, to do the [18:05] work. So thank you. [18:08] >> Thank you. [18:19] you uncomfortable. [18:22] >> All right, seeing [18:23] no one else, we'll [18:24] move on to the next [18:25] agenda item, which is [18:26] to vote on the report. [18:27] This is a voice vote. [18:39] right now, and then [18:40] sending it over to [18:41] the legislature and [18:43] the governor. So [18:44] again, this will be a [18:45] voice vote. All those [18:46] in favor of ratifying [18:48] this report and [18:58] discussion, which is [19:00] 2027 business. To [19:01] remind everyone on [19:02] the commission this [19:03] year we looked at K [19:04] through 12 policies [19:05] and workforce [19:06] development. It [19:07] doesn't mean we [19:07] cannot continue to [19:19] thereto, which would [19:20] be health outcomes, [19:21] social media and [19:22] family life. I would [19:24] take a chair's [19:24] prerogative for a [19:25] second to underscore [19:26] the need for looking [19:28] at health, [19:28] particularly at some [19:39] black men in the [19:40] workforce and also [19:40] the health component [19:41] related to that, my [19:43] recommendation would [19:44] be of the three [19:45] substantive meetings [19:46] there being four in [19:47] total, one about the [19:47] report and then three [19:49] substantive meetings [19:59] through 12 or [20:00] workforce development. [20:01] But open up the floor [20:02] now to discussion as [20:03] we formulate our plan [20:04] for 2027. [20:05] >> Yes, Mister chair, [20:06] question about. [20:07] >> Delegate Weber. [20:08] >> In regards to [20:19] where we can make a [20:21] difference? Or focus [20:26] on just certain, you [20:27] know, just start off [20:28] with certain aspects [20:39] ranges, if we look at [20:40] that, there's the [20:41] health outcomes that [20:42] we see for young men [20:43] and boys. And then I [20:44] also think there's an [20:45] entire other body of [20:46] research addressing [20:47] men writ large, [20:49] particularly older [20:59] we might just, as an [21:01] idea, bifurcate it [21:02] into different [21:03] classes of health [21:04] issues or by age, [21:06] which I think is a [21:07] pretty neutral [21:09] denominator. But [21:19] >> Somebody else was [21:20] going first. [21:21] >> No, Senator. [21:21] >> So I think we have [21:22] what do we have four [21:24] secretaries that are [21:25] sitting on this. I [21:26] think it'd be awesome [21:27] to just have each one [21:39] each bucket one [21:40] education, one health, [21:41] one workforce, and [21:44] then one public [21:45] safety. [21:47] >> Yeah, I think [21:48] that's a that makes a [21:59] and I think that [22:00] would be an excellent [22:01] way to approach the [22:02] work. [22:03] >> Outstanding. Well, [22:04] it sounds like K [22:05] through 12 is [22:06] certainly going to [22:06] make it onto the onto [22:08] the list. That's [22:09] great. Anybody else, [22:19] I'd love for us to [22:20] continue looking at, [22:21] especially within [22:22] healthcare [22:22] apprenticeships, that [22:23] there's a lot of. [22:25] Thankfully, because [22:25] of the amount of [22:26] large veteran [22:28] population, military [22:28] individuals that [22:39] those apprenticeships [22:41] current. Currently, [22:41] Jackie Delegate [22:42] Jackie Glass does an [22:43] incredible amount of [22:44] work on our compacts [22:45] and making sure that [22:46] when individuals come [22:47] and retire or leave [22:59] we're expanding the, [23:00] the, the [23:02] opportunities for our [23:04] individuals, our [23:04] young men that, that [23:06] have health care [23:07] experience no matter [23:08] that's, you know, if [23:08] they're a doctor or [23:19] those individuals do [23:20] separate or retire, [23:21] that we're making [23:22] sure that they can [23:22] quickly transition [23:23] their healthcare [23:24] experience over to [23:25] the private sector. [23:28] >> I think it's a [23:39] about getting more [23:40] men into heal jobs. [23:42] So it may portend [23:44] that we can do two [23:45] health with one [23:46] health, perhaps also [23:47] bleeding over into, [23:48] well, forgive the pun, [23:59] Chair. I, I had [24:00] actually turned my [24:00] light back off [24:01] because my colleagues [24:02] covered a lot of what [24:03] I was going to. [24:04] >> I'm sure you have [24:05] no shortage of [24:06] comments though, so [24:07] please proceed. [24:07] >> So I'll just add [24:19] media, health and [24:20] education. So I look [24:21] forward to the [24:21] discussion. Thank you. [24:23] >> Delegate McGuire. [24:25] >> Thank you, Mr. [24:26] Chair. My comment [24:27] would have been a lot [24:28] better if I followed [24:29] Delegate Fagan's, but [24:39] the workforce and [24:40] shortage of nurses, [24:42] and we walked by a [24:43] classroom of about 40 [24:44] students in there, [24:45] and I think three [24:46] were male, which was [24:47] kind of shocking to [24:48] me, although not that [24:59] And if we can fill it, [25:01] then that would be [25:02] great. So I agree [25:03] with Delegate Higgins [25:04] and where he's going [25:05] on that workforce [25:05] development aspect. [25:07] >> Excellent. Does [25:08] anyone else seek to [25:19] member of the public [25:20] online know any [25:21] member of the public [25:22] here present seek to [25:23] be recognized? Please [25:24] make your way up. [25:40] Thank you so much for [25:41] coming. Just please [25:42] state your name and [25:43] who you're with. And [25:44] Madam Clerk, if you [25:45] can put a two minute [25:46] clock on there, just [25:47] because we have some [25:48] folks that need to [25:59] spoke at this [26:00] commission last month, [26:00] I spoke about the [26:01] importance of [26:02] prevention of [26:02] reaching people [26:03] before crisis. And [26:04] after sitting through [26:04] another one of these [26:05] conversations. I keep [26:06] coming back to the [26:07] same question, [26:08] because we're doing a [26:19] absolutely do need to [26:20] invest in the next [26:22] generation. But there [26:23] are many. There are [26:24] many who are already [26:25] here, struggling, [26:25] already falling [26:26] through the cracks. [26:27] And you drive down [26:27] whole street. You see [26:28] that there's actually [26:39] who were in trauma, [26:40] people with living [26:41] with disabilities. So [26:42] yes, how do we [26:43] prepare boys to [26:44] become healthy men? [26:45] But how do we keep [26:46] the men that we [26:47] already have from [26:48] falling apart? And [26:48] why don't why aren't [26:59] if we need, what we [27:00] need is evidence. If [27:01] we need an outcome [27:02] metrics to determine [27:03] where preventative [27:04] peer support belongs [27:05] and whether it works, [27:06] let me help you build [27:07] that evidence. If we [27:08] need the data to [27:19] and where investment [27:20] is needed. Because we [27:22] cannot keep calling [27:22] it intervention. When [27:23] we stabilize someone, [27:25] return them to the [27:26] same gaps in support, [27:27] and then act [27:28] surprised when they [27:28] cycle back into [27:39] health, I think [27:40] they'll probably be [27:40] front and center. And [27:41] what we look at, I [27:43] acknowledged in the [27:44] executive summary on [27:45] page six of the [27:46] report that while we [27:47] could have looked at [27:48] health this year, it [27:59] given the truncated [28:00] year. But certainly [28:02] health is very [28:03] important to us in [28:04] our hearts and minds. [28:05] And so that will be [28:06] certainly a focus of [28:07] next year, as you've [28:08] just heard. So we [28:19] individuals from the [28:20] Veterans Department [28:20] within Virginia, [28:22] specifically [28:22] Commissioner Maxwell, [28:24] myself, and many of [28:25] the colleagues. After [28:25] we had a veterans [28:26] event, he sat down [28:27] and asked us, what do [28:39] of the things we do [28:41] need here in Virginia [28:42] is a better [28:43] comprehensive [28:43] framework of [28:44] understanding [28:44] actually, how to get [28:46] individuals that that [28:47] are, that are leaving [28:48] service, that are [28:59] is for us is we need [29:01] a one pager. Is that [29:02] when we have a [29:03] specialist, [29:04] specifically a [29:04] veteran identify and [29:05] state that they are [29:06] having housing needs, [29:08] that there are many [29:19] love and, and we [29:20] would love to be able [29:21] to share that once we, [29:23] once we get that [29:24] document to us, [29:24] because we do, we do [29:26] know if we're able to [29:27] catch those [29:27] individuals before [29:28] they're actually lose [29:29] their housing, [29:38] them, for them that [29:40] that is one place [29:41] that the state is [29:41] able to lean on the [29:43] federal government to [29:44] make sure the [29:44] individuals do have [29:45] those housing. So [29:46] thank you for [29:47] bringing that up. [29:47] >> Appreciate that. [29:48] All right. [29:58] members? Outstanding. [30:00] I just want to thank [30:01] each and every one of [30:02] you for your hard [30:03] work this year. We [30:04] got the report out on [30:06] time, and it will be [30:07] over to the governor [30:08] for the regulatory [30:09] and budgetary piece [30:19] here at the GAB [30:20] starting bright and [30:21] early at 830. There [30:22] is still time to [30:23] register and will be [30:25] panelists from all [30:25] over the country, [30:26] coming in from [30:28] California to the
