[0:41] um [0:48] it is working [1:10] i don't mind [1:14] thank you [1:27] yeah [1:29] testing one two [1:31] syphilis syphilis [1:38] i tried to see if there was a little [1:39] tractor by the cab you know and [1:41] snowboard [1:43] there's none in the country [1:47] [Music] [2:34] didn't start [2:39] it is january 4th 8 o'clock we'll call [2:41] the meeting [2:44] the order of the steel county courthouse [2:48] it's january 4th 2022 [2:52] and i will call the meeting to order [2:55] agenda editions approval [2:57] um [2:58] we're going to add dina [3:02] buildings and grounds to the agenda to [3:05] discuss floor cleaner quotes she gave me [3:08] um i got those [3:10] at the end of the day yesterday so i [3:12] have them here to pass out to you when [3:14] do we want to put that in there whenever [3:16] you'd [3:29] the other agenda editions [3:39] extra hard copy do you [3:43] that's okay [3:45] i can get you one that's okay [3:52] i'll make a [3:54] motion improve the agenda [3:55] okay then emotionally get a second i'm [3:58] sick all in favor [4:02] of the minutes [4:04] to go on to uh approval of the minutes [4:07] has everybody read the minutes i do have [4:09] a change i changed fixed ed's name [4:12] right at the beginning [4:14] since you guys uh had the scan out so [4:18] that's corrected [4:23] okay [4:27] everybody's reading minutes and stuff [4:28] any other corrections [4:30] for emily at this time [4:33] i'll make a motion to [4:35] prove the minutes [4:37] got a motion in a second all those in [4:39] favor signify by saying aye aye opposite [4:42] sign motion carry [4:46] okay we'll go [4:47] into hr department updates [4:51] and stuff now [4:54] i didn't really have a whole lot and i [4:56] was busy so i didn't send you guys [4:59] anything out we still have the one on [5:02] light duty the one employee on light [5:04] duty [5:05] um [5:07] we've had two employees with covid [5:13] i would like [5:15] um [5:16] i i'm not sure [5:21] they said courthouse [5:22] in the emails but i'm not sure [5:25] i don't know who they are so [5:27] um [5:31] so since we're talking about covid um i [5:35] think it's good that you guys [5:36] re-discuss what you want to do with that [5:39] coveted leap policy [5:41] for 2022. [5:44] we want to extend it and allow the [5:46] employees that haven't used their 80 [5:49] to continue into this year [5:52] or [5:53] be done with it [5:55] and if they're out for covert they take [5:57] it unpaid or sick leave or vacation [6:01] whether it's [6:02] up for discussion i think it's a [6:04] discussion that should be had to clarify [6:06] it [6:10] uh i would right now they can use it [6:12] once right [6:13] correct once they hit their 80 hours [6:16] that's it [6:19] we have two employees that have met it i [6:21] think there's three that are close [6:23] like 70 hours are over [6:29] are we just going to extend it for [6:31] another year we got and start over again [6:34] or not [6:38] did we do it for a year or was it like a [6:40] six month deal it was 2020 [6:43] but that came out 2020. and then you [6:45] guys extended it [6:47] through 2021 if they haven't used their [6:50] 80 hours [7:05] well i suppose to be fair [7:08] you have to almost leave it [7:10] so you haven't really used it up yeah so [7:13] that's kind of thinking it's not fair to [7:15] others if [7:18] some got it and some don't [7:20] do we know how many have had it [7:23] coveted [7:24] in the courthouse [7:25] total [7:29] how many people used 80 hours did you [7:31] say only two have and that's county [7:34] all county employees [7:37] two have met the 80 [7:40] three are [7:42] close [7:43] over 70 hours for sure between 70 and [7:46] 80. there's three [7:47] so five roughly [7:51] the guidelines for quarantining and they [7:53] lowered them right have changed [7:56] so i don't know if that [8:00] was there a required uh [8:03] hours that we had to do there's no lie [8:06] on that is there it's done it's done [8:15] i don't know that kind of changes my [8:17] tune a little bit [8:27] well realistically if they're sick they [8:29] get sick leave right [8:31] they do have a sick week [8:37] no matter what we [8:39] it's gonna be here [8:55] is everybody low on sick leave [9:00] um like [9:01] check with amy [9:04] i'm not dropped off my head [9:09] what do you think of like cutting it in [9:10] half or whatever well [9:13] as soon as we talked about a little more [9:14] than i thought then i thought maybe cut [9:16] them in half and then [9:17] and they got sick leave anyways [9:21] you're gonna get paid either way [9:23] right [9:24] so [9:26] right [9:28] that's why i was curious if there was [9:30] somebody that was low on sick leave [9:33] but then other employees can give them a [9:35] sick leave too i guess right they can [9:37] help [9:38] we let them do that before [9:46] i'd be curious to see how much sick [9:48] leaves left just if there's [9:50] people that are really short maybe we [9:52] could just [9:53] do some kind of exceptions or [9:56] share share sick leave i don't know if [9:57] it's worth [9:59] they're gonna get paid either way [10:16] well sooner or later i think we're going [10:17] to have to get back on track to normal [10:20] too so [10:22] i mean [10:28] i guess i've i say we just move back but [10:30] not [10:32] they can use their sick leave and if [10:34] their people runs out of time they can [10:37] get time from other employees and if [10:39] that isn't there then maybe we can do a [10:40] one-on-one [10:44] just see what's [10:46] it gets it's changing all the time [10:50] it's my opinion [10:53] we're going to wait and extend it [10:55] through 22 and see what happens here [10:58] with the new thing and [11:01] maybe if we get more employees that use [11:04] up their covered [11:05] powers and maybe we'll have to sit down [11:07] and [11:08] discuss this together [11:11] so you want to leave it leave it the way [11:14] it is right now through 2022 [11:18] and then [11:21] then we'll rediscuss it again [11:23] right if we have to during the year or [11:28] coming in 2023 then or something [11:32] i don't know that's my opinion [11:35] leave it the way it is you mean yep [11:36] leave it the way it is [11:46] that's my opinion [11:56] all right with that leaving it for [11:58] for this year and then i think [12:03] we have plans of of going back to [12:07] normal [12:09] 23. [12:10] hopefully [12:11] we can adjust i guess if people run out [12:13] through [12:14] through uh 22 here but [12:18] it's just tough to say because it puts [12:19] us in a hard spot too of [12:22] of [12:22] uh is it covid [12:25] you know do you have the you know [12:28] we gotta go in to be [12:32] to see if if employees are overusing it [12:35] or not you know that [12:49] in order to use it [12:53] [Applause] [13:04] are they required to get a culvert test [13:07] i believe public health is notified if [13:10] they're if somebody in the county is [13:12] positive i'm not sure enough [13:15] i mean it goes back [13:19] you [13:20] trust that they're sick enough [13:23] to ask to use 80 hours that they really [13:25] have covered i don't know [13:32] i guess on the other hand you really [13:33] don't want anybody coming to work [13:35] when they feel safe just because they [13:37] don't have any sick time left or [13:39] something like that either [13:52] actually just kind of table this for now [13:54] and then that's talking about that [13:56] when she's coming up [14:00] that probably wouldn't hurt i like the [14:02] idea of of making sure that i got a [14:04] covet test since the kova tests are so [14:06] easy to get now [14:08] you know [14:12] to qualify for the [14:26] yeah and it's only 15 minutes you know [14:30] but close contact now is only five days [14:32] or seven days [14:34] so it's actually half of what we [14:38] putting in 80 hours [14:51] well he starts gathering a little bit [14:52] when she comes up stable for now [15:05] okay [15:24] on the bottom of the [15:26] agenda for [15:27] later you know [15:29] yeah there's a lot of stuff um [15:35] yeah [15:37] should we talk about it [15:45] well if you want to go ahead dennis [15:46] we'll take care of you right now tonight [15:48] with the food pantry [16:02] [Music] [16:07] what's up dave dennis from the food [16:08] pantry [16:10] you're here to talk about the food [16:11] pantry right [16:12] we [16:13] over the holidays we put up packages for [16:16] the [16:17] you know anybody in here we had [16:20] ribs in there we had sausage [16:23] and all the other foods [16:26] a 50 [16:28] certificate that they can spend at the [16:29] store [16:30] here [16:35] [Music] [16:48] i said in one day [16:50] she wasn't here [16:51] so i did it [16:53] [Music] [16:55] is there such a thing as [16:57] i know we've talked about this before [17:00] some people just won't come [17:16] you know some people just don't [17:18] want to ask but yeah [17:21] yeah [17:22] we should kind of normally yeah you hear [17:24] somebody or know somebody yeah just let [17:26] me know i'll get it back [17:29] or we'll get him i can get it [17:38] [Music] [17:45] [Music] [17:53] what kind of balance do you have [17:55] with this [18:09] anybody that just [18:12] just [18:24] they just can't get through the great [18:25] place mm-hmm [18:29] can you buy like a [18:31] half a beef like uh [18:33] pope meats or something and just get all [18:35] here [18:38] i think all the people are there [18:42] [Music] [18:48] or something like that [18:53] [Music] [18:59] [Music] [19:04] are you finding any [19:06] product that you can't get fruit [19:08] vegetables or anything like that or [19:11] that um [19:12] not really we haven't performed there [19:14] yet [19:15] we do [19:23] when's your guy's next meeting [19:24] [Music] [19:25] i haven't set one up where we were tried [19:28] renee just got back [19:29] right back yesterday so we're gonna set [19:31] one up [19:39] and we have the grapevine food truck [19:43] coming in [19:44] you know when we come in on the 27th of [19:48] this month [19:55] [Music] [19:56] and that's usually anybody right yeah [20:19] wait [20:20] it's january hasn't been [20:23] it's been running around 15 to 17 right [20:25] a month [20:26] you still have old fans yeah [20:32] yeah they talked about that there's [20:33] somebody said [20:35] about [20:36] the bands [20:42] oh yeah [20:44] this isn't kind of off the start you're [20:46] going to go back to the van sharon [20:48] legion clothes so all their members [20:50] joined us [20:52] yes legionaire so i sent out a letter to [20:54] all allegiant members in the area [20:57] explaining the commander [21:00] wondering meeting [21:02] and also then i put in a veteran service [21:04] officer and they needed anything for [21:06] veteran affairs before ryan [21:09] contacted me here there was an easy way [21:11] to do it one way to combine the two [21:13] leadership into one [21:14] that [21:21] yeah but you did that anyway [21:23] before didn't you dennis whether they're [21:25] from sharon or not well yeah you give [21:28] them right i just want [21:41] you still got all your drivers [21:43] [Music] [21:57] right there [22:02] that's good [22:03] [Music] [22:06] anything else you want to report on [22:08] dennis [22:09] no but i don't want to bring up what [22:25] foreign [22:49] that's good very good [22:52] yeah i was very surprised when i got [22:54] that but there was a lot that went [22:56] around the other [22:58] 4-h guy [23:01] he said something in paige [23:06] parker i [23:08] [Music] [23:21] well [23:22] the credit union was taken over by a [23:24] bank or something [23:26] and so they had [23:28] a certain amount of money that was [23:32] equity or whatever [23:34] it was yeah i don't know how she [23:35] explained it to me but it could go back [23:37] out it would go up to the community [23:39] so they [23:41] the food pantry was one kind of skill [23:43] company they said and then the ones [23:47] i don't know there's others but i [23:49] thought that was pretty good [23:58] very good girl yeah [24:01] so i didn't know [24:05] i just got the message that [24:08] day before and i didn't know then i got [24:10] the name of the guy when i called him [24:13] and he said well [24:14] ken was in yesterday and figured it out [24:24] so do you have to buy from the great [24:26] plains food bank [24:28] no not some of the stuff we do [24:37] i'm not sure we [24:38] really never know what's on it doesn't [24:40] it yeah [24:42] so when you buy [24:43] what how does that work i mean just [24:47] when you go get it yourself you have to [24:48] buy it or can you [24:50] how do you how does it order it [24:54] some of the you may pay for something [24:56] it's not [25:16] [Music] [25:52] maybe somebody will say something in the [25:53] church or something yeah [26:03] yeah [26:05] when i first moved in steel county [26:07] i had a box dropped afternoon [26:11] [Music] [26:22] hmm [26:26] [Music] [26:32] so [26:35] well thanks dennis yeah [26:44] sorry [26:45] thank you [27:03] auditor do you have anything else or [27:06] should we jump into gaming um [27:10] just a couple quick things i have the [27:13] collection process is officially open [27:17] for the three of you that are up this [27:19] year [27:20] you need help with which forms you need [27:23] let me know i can help you [27:25] get those printed off or direct you in [27:27] the right direction for that [27:29] um [27:31] so you can collect signatures now [27:36] that is ted bryan and myself correct [27:42] uh [27:43] also [27:44] gina will be in here later [27:47] for the floor thing we added that as an [27:49] agenda item [27:51] uh i filled in last week [27:54] um [27:55] cleaning [27:56] she is back [27:58] so i don't think she'll take leave again [28:00] for [28:02] for a while [28:03] so you guys were wondering about the [28:05] cleaning schedule [28:10] has she had her surgery yet no she [28:12] hasn't no [28:14] that got delayed so well [28:16] good six weeks or so [28:19] but [28:20] she started back again this week [28:24] luckily it was a short week last week [28:28] um [28:30] we just are wrapping up still end of [28:33] year and a month and a quarter [28:36] um seems like you guys just met last [28:38] week [28:40] but there's a lot of reports if you want [28:43] end of full end of year reports i can [28:46] send you that but they're [28:48] very big files [28:50] so [28:52] let me know you can [28:54] come look at the books too can you [28:56] actually send them or [28:57] huh can you actually send them on uh [29:00] or do you need like dropbox or something [29:02] to do that because the files are so big [29:04] yeah we would have to figure out a [29:06] different way or you can come in and [29:08] look at the reports here i can scan you [29:11] certain sections [29:13] you know if you're looking for something [29:14] specific [29:16] um [29:18] let me know [29:20] uh looks like we got [29:22] i don't know i thought we had the sound [29:24] in the [29:25] recording thing great we tested it [29:27] worked great [29:28] you guys are able to be heard right now [29:31] but as you see something just popped up [29:33] earlier [29:35] on the screen again so i don't know i [29:37] sent it [29:38] i don't know what that [29:41] could be right now okay [29:46] i [29:47] am not i.t i am doing the best i can [29:51] with it i understand it's frustrating [29:53] for a lot of people [29:55] um [29:56] it's frustrating for me too [29:59] so i know all of you guys got that email [30:02] from the citizen that was [30:05] upset last month [30:07] um [30:09] i just replied back i don't know if i [30:11] sent that to all of you guys but i [30:13] prefer to be directed to me not at my [30:16] staff they don't [30:17] deserve the [30:19] repercussions of [30:21] that because they have nothing to do [30:23] with it other than try to support me so [30:27] um [30:28] what else [30:32] okay good [30:34] times your paperwork will be going out i [30:36] think uh once we have an agent they are [30:39] planning on [30:40] having a spring township meeting [30:43] so [30:46] if we get more information on that i'll [30:48] let you guys know [30:54] busy will be gone with election training [30:57] starting up again [30:58] all of the equipment is getting shipped [31:00] back the hard drives or is that training [31:02] up um bismarck [31:06] it's mandatory um [31:08] two-day training so [31:10] we're splitting it with my office uh [31:13] we're splitting it amongst us [31:16] two of us will go the wednesday thursday [31:18] thursday is a mandatory day for [31:20] everybody [31:21] and the other one will go thursday [31:23] friday so that we try to limit [31:26] somebody not being in my office [31:29] what's up [31:32] first week of march [31:34] so [31:35] yep second third fourth [31:39] um we're doing the remapping of the [31:42] districts after that redistricting [31:44] meeting in december [31:46] that's a lot of [31:48] numbers and gis and [31:51] the whole gis is really a whole position [31:54] it could be [31:56] but [31:59] working through that [32:00] there's weekly calls [32:02] you guys ever want to jump in on a [32:05] fun election call i'll be happy to send [32:08] you that link [32:13] questions [32:14] from my office [32:19] i didn't have much we've been [32:22] pretty busy [32:25] w-2 forms 1099 forms all of the forms [32:28] for end of year seem to be like [32:31] nearly impossible to get [32:35] the counties the company the counties [32:37] all of the state counties go through is [32:41] some reason struggling [32:48] so we do have them on order i think we [32:51] have i ordered through a different [32:53] online company [32:55] not the regular company um [32:58] and hopefully they'll be here this week [33:01] so [33:03] just a heads up you're wondering [33:06] kind of stalling our end of year [33:08] wrap wrap-ups [33:13] okay let's move on the tax director then [33:16] amy [33:18] good morning [33:24] [Music] [33:34] well before we start on this [33:36] amy i want to step in here and stuff [33:39] i got a call from [33:44] terry terry hefty yeah [33:46] and stuff and he was wondering why his [33:48] taxes were what they were and stuff well [33:50] he had some land out there that was [33:53] uh commercial [33:56] yeah [33:58] yeah and stuff and he's wondering why he [34:00] had that he's [34:01] had that for so many years and stuff and [34:03] that he wanted to [34:06] do something about it and stuff so i [34:08] called him back and talked to him [34:10] and [34:12] seemed like we got everything pretty [34:14] much cleared out and then [34:16] he came in and [34:19] got got hold of amy and aiming him [34:22] disgusted and went over things and this [34:24] is why we have this abatement [34:26] before we fund the taxes and i think he [34:28] wants to go back four years or five [34:30] years [34:31] [Music] [34:32] so and it's not very much as far as [34:37] each year and stuff but he would just [34:39] like to get it all correct and stuff [34:41] because there is no commercial out there [34:44] and stuff at all and everything [34:47] stuff so [34:49] so what is he's building out there is [34:50] that ben hendrickson's [34:52] no that's his brother his brother [34:55] troy [34:57] just got a garage out there um [35:00] it sounded like when [35:02] vanguard came and assessed it [35:05] they couldn't get into the gate [35:07] and they did have [35:09] um an aerial view which they could use [35:10] to assess [35:12] they did assess a [35:15] pull behind trailer as a barn [35:20] um the house was also assessed as a barn [35:24] so [35:24] i did get a call from terry [35:28] um last year [35:31] and then because he lives in missouri he [35:33] said he called me in june behind the [35:36] mountain [35:38] i went out that saturday [35:42] there's no commercial property out there [35:46] it's a log cabin [35:48] i reassessed every single thing out [35:50] there [35:51] um [35:52] it was after county equalization [35:54] so i didn't think that i could change [35:56] the values in the system since i thought [35:58] they were [35:59] finalized but they're not actually [36:00] finalized after state equalization i [36:03] think [36:04] and we talked about that [36:06] but maybe change the [36:09] classification [36:22] residential to commercial [36:24] so that does change [36:26] overall that's where this [36:28] between i think 87 and 50 some bucks a [36:31] year [36:32] on the difference for the reimbursement [36:35] so i i do agree in his township agreed [36:38] um [36:39] that he should get that reimbursement of [36:42] that one percent difference in taxes [36:48] yeah i don't think there's anything [36:49] commercial i don't [36:51] um i think there was a lot of word of [36:52] mouth [37:07] empty with a tractor in it [37:10] yeah so i think a lot of it was porter [37:13] mouse and he did talk to ben in [37:16] 2019 about it [37:20] there is [37:23] [Music] [37:35] a second on that all in favor signify by [37:37] saying hi all right post same sign [37:40] motion [37:42] abatement is granted [37:45] i don't have the i got the numbers here [37:47] but i don't have them added up [38:06] so anything else amy [38:09] um [38:10] another i got a phone call too [38:15] some other baby [38:21] that one um i got after everything i [38:23] sent out to you guys [38:25] um [38:26] i received it on the 30th from kyle [38:30] um he [38:32] so [38:33] kind of confusing how it all played out [38:36] but [38:38] when we did the [38:39] when i sent her all the [38:41] material for them to fill up for the [38:43] farm exemption paperwork [38:47] so that i could start a fresh list from [38:49] what ben had previously [38:52] kyle did fill out the application [38:54] and the parcel number that was written [38:56] on there [38:57] is the parcel that is receiving the [38:59] exemption [39:01] which he is saying his dad owns [39:05] so he was receiving the exemption on the [39:08] parcel that his dad owns [39:11] and i couldn't find anything anywhere [39:12] that showed that his dad owned it and [39:14] not him [39:15] um but i did have jenny look into that [39:19] and there was a deed recorded in 2019 [39:22] um [39:24] eating the east half of section 5 [39:27] to kyle minus [39:29] the house [39:30] so the house is in their own name [39:33] in our system [39:36] the [39:36] whole little [39:38] thumb studies in the wrong name [39:43] so kyle is [39:45] he did not previously qualify before the [39:48] new [39:49] farm [39:51] um [39:51] regulations that were implemented by the [39:53] state where they took away [39:55] the 45 000 [39:56] per week [39:58] it was just 66 of your income on more [40:01] to qualify plus 10 or more acres [40:04] and he qualifies for all that now [40:07] so he should have received the exam [40:10] exemption on his personal he lives in [40:13] but according to the paperwork [40:17] the information was going wrong [40:19] so i do think that he should be held [40:21] kind of [40:24] you know for filling up information [40:25] incorrectly [40:28] but he does qualify for the exemption [40:31] even with his wife working yes now with [40:33] the new exemption or the [40:36] regulations in place [40:39] so 66 or more of your income has to be [40:41] performing [40:42] so he filled all the paperwork [40:46] and then he sent this one [40:49] just really filled it out for 2021. okay [40:53] so [40:54] he does [40:57] are we good are we good to go that that [40:59] his property now is is [41:01] farmland [41:02] okay the one where he lives [41:19] out [41:19] it's [41:20] i will [41:21] i can't change [41:24] so [41:26] [Music] [41:27] i mean i do agree that he qualifies i [41:30] mean i'm gonna [41:32] let you decide if you want to [41:35] update [41:36] the taxes for this year [41:39] because he does qualify [41:41] he's just paperwork [41:54] and i know we talked about it about [41:56] township equalization about what parcel [41:59] and everything so [42:00] i don't [42:08] well the paperwork was filled out [42:10] incorrectly i mean it's not our fault [42:16] because she filled the paper on [42:20] what a dollar won't is [42:22] in question [42:23] well this here would be the [42:25] 2001 81 43. [42:28] so [42:31] that's the actual tax dollar among for [42:32] the residents [42:36] so you will get it this following year [42:38] for sure [42:52] well what do you guys think [42:54] i don't think it's our fault that he [42:56] filled out the paperwork [43:01] when i had a conversation with kyle [43:03] um [43:06] it sounded like he was he's trying to [43:08] get it switched [43:10] for a while [43:12] um [43:14] whether that's you know we think about [43:15] it at tax time or what but [43:18] i don't know the process of that or or [43:20] how that exactly works i don't like you [43:22] said i don't think it's just a [43:24] call in and you switch it sort of thing [43:26] well would i bring it up to amy before [43:28] previous or was it according to him [43:31] he has brought it up in the past and i'm [43:33] not saying to you i'm not saying to [43:36] that parcel that he's receiving the [43:38] exemption on now has been getting an [43:40] exemption for [43:41] 19 years [43:43] because it's his dad's [43:45] it's his death but it's under his name [43:47] right now so i don't know because he has [43:49] the [43:50] confusion [43:52] he has the the quarter to the [43:55] he owns a lander on the farmstead [43:58] so [43:58] and [44:00] when right there it shows you that [44:02] the the farmstead wasn't was deeded out [44:05] or whatever so [44:21] harold's place yeah [44:28] what's the dollar amount on the [44:30] exemption that he did get [44:46] so [44:50] if you came to the county and [44:52] requested this earlier i think it would [44:54] have been taken care of wouldn't it [45:00] so we went over during equalization [45:03] and which parcel it was on and that's [45:05] the parcel that i have currently getting [45:07] the exemption [45:14] about it because it would have been for [45:16] however many years ago but it started [45:19] he said i'm not sure just his house in [45:22] 4 [45:23] 13 or 14 i think it was that property [45:26] from his ad but [45:32] so then it's been wrong since then [45:36] well it's yeah it's [45:38] at least 14. [45:40] [Music] [45:42] it's the wrong i mean it's it's [45:44] it's wrong we know that [45:47] so [45:50] well as long as we get everything [45:52] straightened out now moving forward i [45:53] think we'll just leave it as this [45:56] or [45:56] what do you think emily [45:59] i don't think i have an opinion [46:06] did the county is it false [46:12] did we [46:19] the other portion is [46:21] is uh [46:24] it'd be worth probably a phone call back [46:25] to kyle [46:27] okay till next month okay [46:32] stable until next month [46:46] [Music] [46:48] and then the last thing i have is the [46:51] eggland valleys [46:53] ndsu lowered our average acreage value [46:59] for still counting [47:02] from 1105 87 [47:05] to [47:09] and 1050.39 cents [47:11] that now brings our county average to 98 [47:16] [Music] [47:21] so it's kind of actually a good thing [47:23] that we didn't raise eight mile last [47:24] year [47:25] as we most likely would have been [47:28] having to do a reduction [47:33] but with this figure 1050 59 that's that [47:36] was 20 21s oh there's 21. [47:40] and then our current average [47:42] is the 1050.39 [47:46] okay what was the number before amy [47:48] 105.87 [47:53] and then steel county's average [47:56] um [47:57] that we have [47:59] the egg land valued at right now to get [48:01] the 98 is 1031.50 [48:32] an acre [48:37] i've never seen it go down i don't think [48:39] in my [48:41] years here so [48:43] that's a [48:46] i want to increase [48:59] so the other counties around the state [49:02] did they do the same thing [49:03] um [49:27] with equalization you'll think about [49:29] emotion on [49:31] where you want it [49:37] and then i'll be [49:38] the end of this month ryan from vanguard [49:40] will be here [49:41] um [49:42] the 26th i think it is to help run [49:45] our sales ratio for the year [49:47] so then february i should have [49:49] those percentages for everybody [49:52] for residential and commercial [50:08] any questions [50:15] i guess there's not much we can do you [50:17] know [50:39] oh i have no questions for you [50:41] so [50:47] thank you thank you yeah [50:50] thank you guys yeah thank you [51:04] thanks very much [51:08] okay we got uh [51:09] [Music] [51:11] mike coming at nine o'clock [51:14] anything else we want to [51:17] finish up before [51:29] already [51:47] i'll make a motion approve that motion [51:49] to prove that uh i'll second that [51:52] got a motion to approve the beer and [51:54] liquor license for the [51:56] folk golf course [51:59] got a motion in a second on that [52:02] richard and brandon [52:05] all those in favor signify by saying i i [52:08] pull the same sign [52:10] for security [52:18] is there [52:20] any other ones on that county [52:23] you're in liquor [52:24] only yeah lakeside catering [52:26] um like tobiason up there oh okay and i [52:30] have not heard back from them [52:33] somebody had said that is she retiring [52:36] i don't know if that i asked around i [52:38] haven't heard that [52:39] so [52:41] i had left the message [52:55] um but they just haven't heard from them [52:56] at all or her back after reaching out so [53:00] but like jake had the story jake was [53:02] done last month none last month right [53:04] yeah [53:05] um okay i'll reach out to him [53:08] i gotta talk to jim anyways [53:11] okay [53:13] um [53:15] you want to discuss the [53:19] i think the least [53:20] you have time for the lease lots and the [53:23] least slot rates or [53:25] mike is on for 9. [53:29] or agassi valley board appointments [53:32] you guys have heard anything [53:35] what's the lease law transfer [53:39] we have a lot transfer requests from um [53:44] todd anderson [53:49] for approval they did the payment they [53:51] did a bill of sale [53:53] everything's good on that [53:56] okay i'll make a motion to prove it okay [54:00] a second [54:01] got a motion in a second on the lease [54:03] lock transfer [54:04] and golden light always in favor signify [54:07] by saying aye [54:08] aye all right all the same signs [54:11] motion carried [54:15] do we start roots are we talking about [54:16] raising them or [54:18] you review them and [54:20] make a motion what are they uh [54:36] i believe it's been a few years [54:40] i know i've been on since we've raised [54:41] it [54:46] four five [54:48] five five six [54:51] tell you if you want to know exactly [54:54] no [54:56] not how long you've been on when they [54:57] were increased [54:59] i have them [55:01] easy to get to yeah [55:04] when did we [55:06] increase this all right it's been a [55:07] while it has been yeah [55:09] and we went from [55:12] struggling we went from 70 50 then the [55:15] last increase i thought we only went up [55:17] 50 bucks but oh right yeah i can't [55:20] remember [55:22] i bet it's been three or four years [55:26] yeah [55:28] yeah i was thinking [55:31] a little bit anyway [55:53] [Applause] [55:59] why do you [56:24] richard i don't have that yet [56:27] i thought it had my amount but it it [56:30] i thought i had the same letters that i [56:33] send out every year right in this binder [56:35] i thought we would only raise it like 50 [56:37] bucks last time [56:42] i bet it's been three or four years or [56:43] wasn't it it has been for sure [56:45] yes [56:54] what is this [56:55] commissioner just think of that [57:16] was it worth [57:19] what are we thinking are we thinking [57:20] raising it another 50 bucks or what [57:23] we're just gonna leave it [57:29] seems to me i remember something [57:31] discussing that at some point time [57:33] through the parkour thing [57:36] maybe that was for [57:38] when does that go out the notices for [57:40] when do they pay them [57:42] they [57:43] the notices go up this month i send them [57:45] out after you guys observe the rate and [57:47] then they're due by april [57:54] how many locks is it is that [58:18] well [58:19] well i'd almost like to know when we're [58:21] going to grade the last before [58:23] it's been a while [58:26] you give me about let's come back now [58:29] should we tell us yeah [58:30] i will look it up [58:38] have you had any [58:40] anybody looking for that [58:43] more appointment for themselves [58:47] jenny [58:49] called brandon's [58:51] regarding it [58:52] he had her [58:54] do an application she is interested [58:57] jenny boss the recorder is um she's [59:00] interested [59:07] i wonder what the deal was [59:09] why [59:11] they dropped to commissioners [59:15] because there was that one meeting there [59:17] was about five [59:19] i've got special meetings about five [59:21] different people from around the state [59:23] that were coming in to [59:25] [Music] [59:26] agassi valley [59:31] my understanding i think it was [59:32] legislation yeah it is [59:34] last state [59:35] legislation [59:37] did it [59:39] she knew that was [59:43] [Music] [59:46] that's the only one [59:53] yeah because catherine's got what [59:54] another year left or two okay [1:00:03] one catherine is up at the end of next [1:00:13] what do you year to [1:00:16] how long was that ad running itself [1:00:29] well it wasn't last week's paper [1:00:31] correct yeah and you said you'd take [1:00:34] that [1:00:34] yeah no i'll do it yeah good [1:00:40] they pay your mileage for driving over [1:00:42] there [1:00:43] whatever [1:00:45] that's just [1:00:46] two [1:00:47] millions a month or one one a month [1:00:50] usually last thursday is what it's meant [1:00:53] and then they [1:00:54] we get forms in steel county [1:01:04] we uh [1:01:06] i suppose i made a motion on that too [1:01:08] and then also they'll be taking one day [1:01:10] away from her and her [1:01:12] office over here too [1:01:28] but i think as long as the county [1:01:30] employees here are willing to be on [1:01:31] there i think there'd be another eyes [1:01:33] and ears that we can [1:01:34] have to count on to let us know what's [1:01:37] going on over there it's my opinion [1:01:39] so so [1:01:42] well [1:01:43] yeah as long as we got the nurse still [1:01:45] in there and [1:01:46] and then with jenny and [1:01:48] randy you know that's yeah we know [1:01:51] what's going on yeah [1:01:54] and it's [1:01:55] i mean [1:01:56] we can't stand alone [1:01:58] and i guess [1:02:01] we just won't stay with them [1:02:03] we don't want to [1:02:04] leave too that helps she does she does [1:02:11] she knows all the statements that's [1:02:14] well if [1:02:16] you know somebody wants to do it [1:02:37] the motion in a second all in favor [1:02:39] signify by saying hi [1:02:41] hi close same sign motion carried [1:02:51] okay [1:02:52] before we [1:02:54] talk with mike and everything can we get [1:02:55] a five minute recess [1:02:57] yeah we can i gotta go back to the very [1:03:00] beginning [1:03:01] the approval of minutes that was also [1:03:04] for our special meeting that we had at [1:03:06] zoo right [1:03:08] yes [1:03:09] okay [1:03:10] this will get that [1:03:15] we'll take a recess here [1:03:18] before uh [1:03:20] interstate engineering comes up i'll [1:03:21] make that motion promotion second [1:03:25] second [1:03:26] all in favor [1:03:28] all [1:03:39] uh [1:04:13] actually got to have the cash i don't [1:04:15] know [1:04:17] i'll write it up submit it and whenever [1:04:19] you guys will hear it that's when you [1:04:21] yeah but you know probably we will act [1:04:24] on it until [1:04:26] all right [1:05:06] a little bit because it's real foggy [1:05:08] there in the morning it's really dark [1:05:10] and it's really dark on that turn we're [1:05:12] going to put a light here well [1:05:14] you want me to look in this constant [1:05:15] stuff but it shouldn't be too expensive [1:05:17] to throw a solar light down there right [1:05:18] so yeah [1:05:20] like like the other guy is like you've [1:05:22] done it [1:05:23] i mean the county [1:05:25] yeah the other county oh [1:05:28] yeah i mean it would just like [1:05:31] i would uh [1:05:32] have uh [1:05:35] you know the christians would never do [1:05:36] the solar light [1:05:40] who's going to put the pole in here [1:05:42] having no dac or whatever [1:05:44] i wouldn't have to do that we wouldn't [1:05:45] have more power to it [1:05:47] yeah i don't want to make it a big [1:05:50] big mess i just want like one hole with [1:05:52] the light so we're going to [1:05:54] leave the whole [1:05:56] i would have to do it to the spring yeah [1:05:58] well i mean so we'd have to have [1:06:01] somebody dig the wound with the pole in [1:06:04] yeah but we can probably find somebody [1:06:05] do that yeah [1:06:07] yeah [1:06:08] the solar like that you'll probably [1:06:12] talk to tyler or whatever [1:06:15] and [1:06:16] uh you know [1:06:19] they put [1:06:20] with the solar panel and [1:06:23] touch on and so [1:06:25] it's still in my mind [1:06:44] we [1:06:57] all right [1:06:59] [Music] [1:07:27] me the numbers because they [1:07:28] the numbers that they this guy had were [1:07:30] wrong [1:07:31] all that [1:07:32] exactly [1:07:34] yeah um [1:07:37] there was another guy who [1:07:39] uh he emailed me [1:08:08] charles okay sounds good was that a [1:08:12] dollar ship road yeah yeah it was all [1:08:14] talk [1:08:15] oh well in newberry country [1:08:20] and then there was one in in [1:08:22] eden data [1:08:24] [Music] [1:08:34] yeah they were the last ones to call [1:08:36] so they got done last did you golf [1:08:38] jackson wrench the way it goes [1:08:42] it wasn't five days though well i didn't [1:08:45] back out yeah that was awesome yeah they [1:08:47] were just wondering and stuff and then i [1:08:49] gave his number [1:08:53] [Music] [1:09:10] because he thought he was in beaver [1:09:11] creek and really it was an uber township [1:09:15] and uh how many times [1:09:20] one guy called me and then i said well [1:09:22] did you go and watch and then he went on [1:09:24] look he's then he said he could make it [1:09:27] yeah [1:09:31] and thank you [1:09:43] he had a doctor's appointment did you [1:09:45] wonder [1:10:00] we'll take [1:10:08] [Music] [1:10:11] right [1:10:14] now i'll make a motion where you [1:10:18] recommend [1:10:20] you got a motion on the floor [1:10:35] as long as mike isn't here reed [1:10:38] is there anything you got besides the [1:10:41] culvert bid opening at 10 o'clock i [1:10:43] don't know if you've got any questions [1:10:46] for [1:10:52] we still have an employee [1:10:54] i don't know what he is [1:10:58] i don't think so [1:11:00] do you have paperwork that says that [1:11:01] he's not on light dude anymore [1:11:03] i've never seen any paperwork do you [1:11:05] want to yes you have i've been sending [1:11:07] you it enough what do you want to say [1:11:14] you need to follow up with him too can [1:11:16] you [1:11:17] check on that and let us get back to you [1:11:19] let the rest of us know good [1:11:24] morning everybody's back at work over [1:11:27] there yeah [1:11:29] i can't we had to take you you come up [1:11:31] from home brother to surgery today [1:11:35] so he's not here today [1:11:52] this [1:11:53] summer uh [1:11:55] they're gonna redo 200 [1:11:58] from the four-way stop [1:12:00] um we're gonna have crosswalks painted [1:12:03] on the [1:12:04] on the [1:12:06] three sides because [1:12:08] the dump thing is at that four-way stop [1:12:10] there's three different entities [1:12:13] yeah [1:12:14] fargo division the grand forks division [1:12:16] and the state and the county [1:12:18] on every part of that [1:12:20] so [1:12:21] we'll have to we want crosswalks [1:12:24] on the west side of that four-way stop [1:12:27] too [1:12:28] they'll take care of the other three [1:12:31] but we will probably have to take care [1:12:33] of the uh [1:12:35] the west side [1:12:37] that's like 17 cents a [1:12:39] foot or something like that [1:12:41] so [1:12:42] um [1:12:43] you just have to do it all at the same [1:12:45] time yeah that's kind of the idea [1:12:50] [Music] [1:12:58] somebody will have to talk to them make [1:12:59] sure because they're going to do them [1:13:00] three for sure we'll just let them know [1:13:02] that the [1:13:04] we want the fourth side the west side [1:13:06] done too [1:13:08] um [1:13:09] they wanted crosswalks a block to the [1:13:14] east and a block to the south but [1:13:17] the state says that's not a good deal [1:13:19] because they should be [1:13:21] they should be walking across at the [1:13:24] stop sign yeah [1:13:25] so [1:13:27] we might [1:13:28] have them do [1:13:29] [Music] [1:13:30] the one that's a block to the south [1:13:33] we might have them do the [1:13:35] um [1:13:37] city [1:13:40] crosswalk right there [1:13:42] we haven't decided that yet you know if [1:13:44] if they got extra we might have them do [1:13:46] that [1:13:47] the school wants them to do that [1:13:50] um but the other thing is um [1:13:53] we want to have a look i don't know did [1:13:55] wayne talk to [1:13:57] you ben at all about uh seeing if we can [1:14:00] get a turning link put in out at the [1:14:03] dump site out there [1:14:06] i've talked to a couple guys at the [1:14:08] d.o.t and [1:14:11] he needs a letter from the state or from [1:14:14] the county to [1:14:16] do a study to see if it's feasible to do [1:14:18] that [1:14:21] probably moving the 45 mile an hour back [1:14:23] a little bit and then having a turning [1:14:25] lane going out to the uh piling site [1:14:30] um so i don't know if you want to uh [1:14:33] come up with a letter and [1:14:35] and i'll get you the guy's name lyle you [1:14:37] probably know him lyle or whatever [1:14:45] that was probably the guy that was here [1:14:48] uh when [1:14:49] we talked to beckman and i talked to him [1:14:52] and suffered [1:14:54] probably yeah [1:14:56] yeah because i think aaron we talked [1:14:58] about that and then also [1:15:00] linking the forty five mile zone all [1:15:04] part of their yeah [1:15:06] uh [1:15:07] just receiving reasons you know [1:15:08] everybody [1:15:10] on the left place [1:15:12] so if you could put together a letter [1:15:14] requesting that [1:15:16] that they do a study to have that done [1:15:18] because they could do it this summer [1:15:20] if they can [1:15:22] make it work it's like is it just a [1:15:24] letter support or is it gonna [1:15:26] like cost us funding to do that no [1:15:29] no it's a letter of uh [1:15:33] requesting [1:15:35] uh [1:15:37] requesting their study to see if it's [1:15:40] if it should be done [1:15:42] and then it's the state's deal so [1:15:45] then they can add it to that project so [1:15:48] ben can probably contact [1:15:51] your guy yeah [1:15:52] see what they'd require for that that'd [1:15:54] be a great thing that's all he says is [1:15:56] he needs a letter from somebody either [1:15:59] the city or the state or i mean the [1:16:01] county or whoever to [1:16:03] so he can get the process of putting the [1:16:05] uh [1:16:07] strips across this traffic counts and [1:16:09] stuff like that [1:16:13] [Music] [1:16:29] yeah if you need if you need me to sign [1:16:31] it for the city we can do city county at [1:16:34] the same time so [1:16:38] i do yeah [1:16:42] and beckman does too so [1:16:44] his name is lyle i can't think of his [1:16:46] last name right offhand but his name is [1:16:48] lyle [1:16:53] i think he's with the state he's [1:16:55] probably with this state he's probably [1:16:58] the [1:16:59] kind of the main guy [1:17:09] right [1:17:11] so they'd get that turn lane in now [1:17:13] brian as long as they're redoing it or [1:17:16] if time allows i have no idea how long [1:17:19] that stuff takes i mean [1:17:22] i mean there's going to be there'd have [1:17:23] to be a lot of dirt work i would imagine [1:17:25] to get that put in there but [1:17:28] it's [1:17:29] he has to do the traffic counts first to [1:17:31] see if it's [1:17:33] right [1:17:35] i think that's a good idea [1:17:38] i mentioned to him you know [1:17:40] the stated [1:17:42] web the elevator put [1:17:45] their signs they've only had [1:17:48] leaving their temporaries out there on [1:17:50] the on the shoulder of the road you know [1:17:52] well [1:17:53] [Music] [1:17:55] how hard is it for them to for you guys [1:17:58] just to agree to put a sign up up there [1:18:06] it's more of a hazard having [1:18:08] them temporarily sitting on the shoulder [1:18:10] road with sandbags on and but [1:18:18] well the same thing south of town too [1:18:20] yeah that's right [1:18:22] in the scale area then you're dealing [1:18:24] the [1:18:27] you know which i know the pharma guy [1:18:29] uh [1:18:30] i've talked to him before you know [1:18:33] in the main elevator [1:18:35] you know even [1:18:37] she just didn't know it's like [1:18:40] after congress wanted to do that [1:18:44] so [1:18:47] well if there's nothing else to read [1:18:48] maybe we'll go on to mike then from [1:18:50] interstate [1:18:59] so just follow up a couple things we'll [1:19:01] start with maybe the easy one first um [1:19:04] the house bill 1505 [1:19:06] um [1:19:10] i'm not sure [1:19:14] [Music] [1:19:33] so the 24 million that we talked about [1:19:35] last time [1:20:02] to get [1:20:12] application reads there's certainly [1:20:16] some concern on exactly what we will [1:20:18] qualify so as we talked last time [1:20:20] it's uh they're going to score these [1:20:22] grants applications based on the [1:20:25] condition of the bridge the load rating [1:20:27] they're also going to use [1:20:29] traffic [1:20:31] detour length [1:20:33] roadway classification [1:20:36] which indicates to me that the higher [1:20:38] the importance of the road the more [1:20:39] points it's going to get [1:20:42] traffic generates [1:20:46] the important part about this binding is [1:20:48] it is 100 percent funding it is supposed [1:20:50] to cover [1:20:52] all costs associated [1:20:54] with a few minor exceptions if you have [1:20:56] to purchase right away that's your cost [1:20:58] the [1:21:13] the problem becomes [1:21:15] what might call it [1:21:17] so [1:21:17] what we did on this map that [1:21:20] we're looking at it was put on [1:21:23] north and south on two stages just so [1:21:24] that's a little bigger [1:21:27] so there were three bridges that we [1:21:28] talked about putting in [1:21:30] for this the first one on the first page [1:21:32] is just south of highway 200 [1:21:34] um on camera 10 [1:21:37] towards the east side of the county [1:21:39] and the other two we looked at are on [1:21:41] camera [1:21:45] let's make it start [1:21:50] these are the ones you got marked in red [1:21:56] really what my goal is just to make sure [1:21:58] that you guys are on board with these [1:22:00] bridges so being uh right once you put [1:22:02] in for this transactions [1:22:12] non-system roads [1:22:13] like counter road 5 you pay county roads [1:22:16] obviously with higher traffic [1:22:18] here to me that are going to score [1:22:20] higher and give you more potential to be [1:22:22] able to get this grant [1:22:24] so [1:22:25] the reason that we picked that first [1:22:27] bridge that [1:22:28] 117-25 if you remember back in 2018 [1:22:31] the bridge inspections had gotten [1:22:34] had seen significant enough movements in [1:22:36] those [1:22:43] [Music] [1:22:48] there but it tells us there's a [1:22:50] foundation issue there so if you [1:22:52] remember that some of you weren't on the [1:22:53] board at that point but if you remember [1:22:55] at that point we came in and we put a [1:22:57] steel beam [1:22:58] on each side of the bridge on the [1:23:00] outside of the bridge to try and hold [1:23:01] those buttons apart [1:23:03] well that's that was really temporary i [1:23:05] mean in the long run you're going to [1:23:06] need to do something with it [1:23:09] my [1:23:11] problem with this is that part of their [1:23:12] criteria on this is condition and load [1:23:15] rating [1:23:16] so all of your bridge inspections are [1:23:18] done by the states [1:23:20] that they went through this [1:23:22] time around the way that they hired a [1:23:23] consultant to do these [1:23:25] but the problem is is that they don't [1:23:26] have the low grade stuff [1:23:28] a lot of this purchase you've seen some [1:23:30] of them where you get the notification [1:23:32] they also [1:23:33] and close the structure [1:23:34] they don't have the low gradient done on [1:23:36] a lot of your bridges [1:23:38] so we're kind of guessing at this point [1:23:40] and i don't think i'm going to get those [1:23:42] low grades [1:23:45] so [1:23:47] a lot of counties are in the same [1:23:48] condition um the southeast [1:23:51] veterans of the state it's [1:23:54] two guys average inspections [1:23:58] certainly with this bridge because [1:24:15] but [1:24:16] there should be enough justification [1:24:17] there but it's important enough to hide [1:24:19] the truck traffic [1:24:20] um [1:24:23] so i just wanted to put that cabinet on [1:24:24] it if it doesn't come through [1:24:26] without the low grade it's it's [1:24:39] partial removal full removal i'm not [1:24:42] sure exactly what the waterford's [1:24:44] current time is with that elm river dam [1:24:45] on stream with that [1:24:47] so i think part of what we're talking [1:24:48] about is this structure gonna be [1:24:51] big enough anymore [1:24:53] um [1:24:54] if that dam is removed and it doesn't [1:24:56] pull some of the water [1:24:58] that structure is actually pretty large [1:25:00] it's a triple 10 by 10 factory box cover [1:25:03] so i don't know without having [1:25:06] all the information on the dam and the [1:25:07] full study of it but i don't know that [1:25:10] that's going to be too small i don't [1:25:11] think that's going to be the proper [1:25:13] criteria for that [1:25:15] so really why i think that one's [1:25:17] still beneficial to put in [1:25:19] is the safety side anybody that's run [1:25:21] over that you know the edge of that [1:25:22] structure just went three feet off the [1:25:24] edge of the pavement and then it's a 15 [1:25:26] foot drop down over the channel that no [1:25:28] longer meets the federal state safety [1:25:30] standards it needs to have that 18 foot [1:25:34] clear zone obviously [1:25:37] so [1:25:38] the 117 25 we will be looking to put in [1:25:42] a grants application for full [1:25:43] replacement [1:25:44] box culprits [1:25:48] that's a good candidate for box culverts [1:25:50] it's got about 4 miles [1:26:04] built in 1965 you guys don't have a copy [1:26:08] of those original planets so the problem [1:26:10] is you don't know [1:26:11] what was put in that concrete steel [1:26:14] so the thought on that is we've done [1:26:17] this many times the state has done this [1:26:18] many times those casting place box [1:26:20] conference [1:26:33] it can certainly be done from [1:26:48] that's why i'm a little leery about [1:26:49] doing that but without more information [1:26:52] i don't know if we can justify [1:26:54] full replacement [1:26:59] i still think it's worth putting in [1:27:01] you know if for some reason through the [1:27:04] course of the preliminary design you [1:27:06] come back to the usb and say hey [1:27:09] wow we don't know if this [1:27:10] structure's going to be thought is there [1:27:12] opportunity for other funding this may [1:27:14] be another way okay [1:27:17] so one replacement box forwards because [1:27:20] the bridge is giving that condition [1:27:23] one rehabilitation [1:27:25] you say in the grants application that [1:27:27] rehabilitation [1:27:28] instead of replacement is something [1:27:30] that's probably going to score higher so [1:27:32] it gives you a better chance to need it [1:27:34] if you sell it to this rehabilitation [1:27:38] and then this third one [1:27:43] structures that we knew that were in [1:27:44] question [1:27:59] most years on the traffic bounce the [1:28:02] truck traffic on the apps is about 25 [1:28:03] percent of the traffic which is pretty [1:28:05] high for drunk traffic [1:28:08] a lot of gravity goes there [1:28:12] right [1:28:12] yeah so that helps our cause [1:28:16] this one on common row 10 the uh [1:28:19] traffic on that is only about 45 [1:28:21] vehicles [1:28:23] lower traffic which gives me a little [1:28:25] concern on how we're going to score that [1:28:29] that bridge is currently also not posted [1:28:34] but if you read the inventory on that [1:28:38] that those abutments also have [1:28:41] issues [1:28:43] they have cracks in them and those [1:28:45] reports show that [1:28:47] on this particular one in some areas [1:28:49] there's been movements at the top of the [1:28:50] abutment leading in and some of them [1:28:52] that's even more concerning is there's [1:28:54] been measurements to show the bottom [1:28:55] development is coming in [1:28:58] that tells me that maybe there's a pile [1:29:00] underneath these maybe they're just [1:29:01] sitting there [1:29:02] and when they're really tall but it's [1:29:04] like that then it's [1:29:06] scary so [1:29:08] i would be surprised if the low rating [1:29:10] on this doesn't drop [1:29:14] this might be another one to [1:29:15] at least get in [1:29:17] to them and maybe through the course of [1:29:19] um [1:29:33] one of these other bridges [1:29:35] over to the east [1:29:38] the west of this one [1:29:40] uh the trucks now have been coming out [1:29:43] london county organic going north to 200 [1:29:46] [Music] [1:29:48] instead of going [1:29:49] to the north across the bridge so [1:29:53] you know the farmers over here are [1:29:55] starting to use [1:29:56] that country canyon go up to 200 more [1:30:14] [Music] [1:30:38] it's two miles [1:30:45] [Music] [1:31:13] so these are these are the three year [1:31:15] we're thinking of sending in for this [1:31:18] okay [1:31:22] definitely not gonna get all three [1:31:25] maximum for this grant [1:31:46] i figured this game is [1:31:48] a bridge a box cover [1:31:50] and a rehab [1:31:53] a little bit of everything [1:31:56] so what time frame would it be on this [1:31:59] to [1:32:00] complete these [1:32:01] so they've got this money in place [1:32:05] but what they're saying is that this has [1:32:07] to this they will require this to follow [1:32:09] their full federal aid process so this [1:32:11] is in 202 construction this would be [1:32:13] 2023 construction [1:32:18] um you have until 2026 to spend this [1:32:20] month [1:32:23] make sure it's 100 their funds [1:32:28] wouldn't matter so much of you guys [1:32:30] it's just a matter of getting through [1:32:31] the process [1:32:33] so a steele county has 2 million dollars [1:32:36] no [1:32:38] no you're guaranteed nothing so there's [1:32:40] 24 million dollars and these are grant [1:32:42] applications [1:32:44] and sellers trying to convince them that [1:32:46] your bridge is more in need than [1:32:48] somebody else's bridge [1:32:50] what they're doing is they're tapping [1:32:52] the bags [1:32:55] with the idea that if you have a company [1:32:57] that has [1:32:58] all these bridges that need to be [1:32:59] replaced well they're going to try and [1:33:01] share them when you're on the stick [1:33:02] given one county 10 million they'll be [1:33:04] sure to try and share it yeah okay but [1:33:06] still 24 million that ain't going to [1:33:08] last very well [1:33:12] well i just think you know this mike [1:33:14] two on [1:33:16] county road five [1:33:18] we would never dare shut five down for [1:33:21] two bridges in one year no [1:33:25] you know that would be farmers would be [1:33:27] on our [1:33:28] you know [1:33:29] but i would find it really unlikely that [1:33:32] you'll get funded for both of those [1:33:33] structures [1:33:35] thinking you put in for three and [1:33:38] probably the best case scenario you're [1:33:39] making [1:33:42] but if you did happen to get both of [1:33:44] those no you wouldn't be over the same [1:33:46] they're completely different types of [1:33:47] projects [1:33:56] richard this one out here in inger is [1:33:58] that [1:33:59] east of lances or west atlantis east [1:34:02] east atlantis [1:34:04] yeah it's down by jimmy grindelwald's [1:34:06] place [1:34:08] [Music] [1:34:11] i suppose if they're going to redo [1:34:12] highway 200 and stuff then [1:34:16] we'll just have to go ahead and do it [1:34:18] then huh [1:34:22] so [1:34:22] 200 is [1:34:25] slated for this year [1:34:38] that bridge out but on camera 10 there's [1:34:40] a lot of erosion going on banks do it [1:34:44] for [1:34:48] [Music] [1:34:55] for a long time [1:35:03] house [1:35:16] [Music] [1:35:35] well we can go back five but that [1:35:36] doesn't do us any good [1:36:01] when that becomes available but uh the [1:36:03] reason we didn't include that in this is [1:36:05] just [1:36:06] they're off system roads or township [1:36:08] roads [1:36:19] the one up in westfield that's marked [1:36:21] with x and the red and yellow that's the [1:36:24] one with bombers [1:36:26] yeah that one's been replaced [1:36:36] i'm gonna update the map as soon as we [1:36:37] get all of the bridge inspections but we [1:36:39] have not really yet [1:36:44] but those ones are the critical ones [1:36:46] that are red red and the x and yellow [1:36:48] and all that [1:36:50] yep yep so the uh the yellow means that [1:36:52] it's posted for load [1:36:54] and the red means that uh [1:36:57] the old sufficiency rating the zero to [1:36:58] 100 grading is less than 50. [1:37:01] and then when you put the x through it [1:37:02] they also have uh [1:37:15] these are not [1:37:17] all accurate anymore as these little [1:37:18] variables [1:37:24] is [1:37:33] [Music] [1:37:46] 18 [1:38:26] let's hope for the best yep [1:38:29] that's just [1:38:54] whatever [1:39:00] oh [1:39:03] i sent emily um the certification [1:39:06] letters i don't know if you guys have [1:39:07] seen those yet [1:39:08] russell has them all okay [1:39:10] so when russell signs those you're gonna [1:39:11] get a copy that was like at 7 00 [1:39:14] and we should be on track [1:39:19] see how that goes [1:39:21] i don't know that the dod is necessarily [1:39:23] going to make you make your final [1:39:24] decision on where your product is going [1:39:27] to come from so i think you can probably [1:39:29] wait until after that [1:39:31] make that final decision [1:39:33] on whether you're going to wire a hand [1:39:34] on your federal funds [1:39:36] to use some of the [1:39:39] hospital 1505 money that's coming [1:40:48] progress [1:40:51] [Music] [1:41:02] interesting [1:41:15] then [1:41:16] again a straight line [1:41:34] okay [1:41:37] thank you thanks mike thanks mike thanks [1:41:57] we got to kind of stay at 10. [1:42:10] are they accepted are they accepted at [1:42:12] tel [1:42:26] um [1:42:34] bridge um [1:42:35] inspection stuff and they sent uh cost [1:42:38] estimates that will [1:42:40] get uh [1:43:04] [Music] [1:43:13] is that where it says our [1:43:15] funds are coming from [1:43:18] one of those [1:43:20] [Music] [1:43:30] is [1:43:50] well this stuff [1:43:52] [Music] [1:44:04] february [1:44:17] for that [1:44:30] uh we should invite beaver creek to our [1:44:32] february meeting to talk about the [1:44:34] bridge over [1:44:35] west of lake to bison [1:44:38] see if they would help cost [1:44:40] share with us [1:44:42] my culvert replacement [1:44:46] um just to follow up with you quickly [1:44:48] for the lake [1:44:52] and the ponder 2010 [1:44:55] the rate was 500. [1:44:58] um [1:44:59] 2012 it went up to 600. [1:45:04] 2015 it went up to 750. [1:45:10] and 2020 it was 850. [1:45:22] i don't remember the 2020 [1:45:25] i was thinking that's right at the time [1:45:30] the campground stuff [1:45:32] yeah that's true that's why we did it [1:45:38] five six years ago [1:45:42] it's [1:45:57] i'll make that motion then while we're [1:45:59] thank you we'll wait another year to [1:46:00] bump that up do you send them out of the [1:46:02] letter [1:46:03] i do yeah every year [1:46:05] i would send it out that says uh it's [1:46:08] gonna stay the same but look for a price [1:46:10] increase next year or something do you [1:46:12] need uh [1:46:14] something for yourself yeah so this is [1:46:16] the packet of information that's the top [1:46:18] page so it's just a certification or a [1:46:20] local match [1:46:21] for the brics [1:46:23] uh inspection funds so that's a 1820 [1:46:28] 20 match between us and state [1:46:30] that's the state hired out there's [1:46:32] contractors [1:46:38] so this is a included in that as a [1:46:40] progress estimate of what we have to pay [1:46:42] so far [1:46:43] um we paid 20 almost 25 000 already [1:46:47] uh and this is an extra 2500 might be [1:46:49] just looking at it where the contract is [1:46:51] only about halfway through so [1:46:57] did we budget anything for that [1:47:01] i don't remember [1:47:13] um so the top page is what i need the [1:47:15] approval on it's just the certification [1:47:16] of local nash basically saying that [1:47:19] the funds are going to come out of the [1:47:21] funds they're not going to come from [1:47:22] whatever ones [1:47:25] normal stuff [1:47:30] and that's probably three years ago [1:47:34] the [1:47:45] once they get the system set up the [1:47:46] anticipation is [1:47:50] think about that [1:47:52] that's for the southeast region that [1:47:53] contract was almost five million dollars [1:47:57] of course [1:48:00] so the total cost for this round is [1:48:05] [Music] [1:48:11] [Music] [1:48:14] so the next time we need to inspect the [1:48:16] bridges [1:48:30] out of the type of inspection but then [1:48:33] you need to still do it to meet the [1:48:35] federal standards which means you would [1:48:37] need to hire a consultant to do it [1:48:39] that way [1:48:41] the benefit of this of course [1:48:44] the whole reason this came up is the [1:48:46] bridge inspections also always used to [1:48:48] be down by districts and then central [1:48:50] offices [1:48:52] because the minneapolis bridge and all [1:48:54] the things that are happening bridges [1:48:56] they want to give the federal questions [1:49:02] i will say there's no due date on that [1:49:04] so i mean if you guys [1:49:05] it wasn't on the agenda [1:49:07] it can go away [1:49:27] probably should budget for this yeah [1:49:29] right on the eurozone's house you're [1:49:30] spending [1:49:31] fifty thousand dollars on it [1:49:34] quite a hit [1:49:36] that'll be no cost but like mike was [1:49:38] saying too those costs are gonna go down [1:49:40] and that was the whole reason [1:49:53] mental notes [1:49:57] for six months down the road [1:50:02] we got a motion to hear from richard on [1:50:05] this certificate for local matching for [1:50:08] bridge inspections [1:50:11] i need a second on this [1:50:17] dead [1:50:18] second all those in favor signify we're [1:50:20] saying hi all right [1:50:23] same sign motion carry [1:50:26] the place on their russell for you to [1:50:27] sign [1:50:29] itself [1:50:45] um [1:51:15] [Music] [1:51:31] i think this round [1:52:12] we could probably apply for that [1:52:14] sometimes [1:52:16] yeah it's no hurry it's just that i [1:52:18] you know i go by there in the dark in [1:52:20] the morning and dark at night it's it is [1:52:22] really hard to see if it's cloudy if [1:52:24] it's foggy [1:52:26] uh i've driven past the turn twice since [1:52:29] i've been going to grand forks [1:52:31] um [1:52:32] it's just [1:52:33] and then when you go up through that [1:52:35] road to when you hit that northwood turn [1:52:38] there is a light there yeah and that [1:52:40] makes all the difference in the [1:52:43] and get world [1:52:44] it was so foggy [1:52:51] and when i went to [1:52:53] when i went to the hockey game on uh [1:52:56] saturday last week there was a car in [1:52:59] the ditch [1:53:00] right at that turn [1:53:02] so apparently he missed it and slid into [1:53:04] a ditch i mean it was just so boggling [1:53:09] it was just [1:53:11] and coming to coming on eight to the [1:53:14] south the rumble strips let you know [1:53:18] that it's coming up whereas on the [1:53:20] highway there's no rumble strips so [1:53:23] i mean it's i've i've gone past it twice [1:53:32] well that's what i mean they probably [1:53:34] they didn't see the turn and then turned [1:53:36] too late and then slid right into the [1:53:38] ditch [1:53:42] is that like a state project though too [1:53:45] because they've done in other places [1:53:48] i don't know if you want to get the [1:53:49] state involved i didn't want to turn it [1:53:50] into a big thing i mean i'm talking [1:53:58] just something real simple [1:54:01] it would be in the water on either side [1:54:33] what their rules and regulations are too [1:54:35] yeah so [1:54:37] let's look into that a little bit [1:54:44] what else we got [1:54:46] uh [1:54:47] last week [1:55:02] together and uh because they're looking [1:55:05] at uh [1:55:07] maybe nine months old for a motivator [1:55:11] and stuff you know so they would be [1:55:13] coming due and [1:55:15] we'd be getting the new motivator in [1:55:17] 2023 in january of 2003. [1:55:21] uh [1:55:22] that machine the 2015 john deere [1:55:27] has [1:55:28] under 400 [1:55:39] [Music] [1:55:43] did you check out [1:55:48] how about [1:55:50] that's not the first one to go though [1:55:53] yeah [1:55:55] isn't there an old cat still up here [1:55:57] yeah that thing doesn't cost us [1:56:00] at all [1:56:01] last week the [1:56:03] week before [1:56:04] they had to replace the [1:56:07] thermostats on it stuck open [1:56:09] so [1:56:10] it was running and his engine was [1:56:12] cooling down and cooling down so then he [1:56:14] came out and put thermostats in it [1:56:17] got that fixed and then [1:56:19] last week in the snowstorm uh [1:56:23] the he got [1:56:24] he ran to about 2 30 and he calls me and [1:56:27] he goes i gotta order leak [1:56:29] back to the shop [1:56:30] but he got back to the shop with it and [1:56:33] he come out and fix that there was [1:56:34] another hydraulic hose and it rubbed the [1:56:36] line and then what's the john deere [1:56:38] about let's go here yeah [1:56:41] it's just [1:56:42] been nothing but problems match on here [1:56:46] wiring harnesses and [1:56:48] injectors and [1:56:49] pumps and [1:56:51] so [1:56:51] [Music] [1:56:53] that would be the next [1:56:58] [Music] [1:57:04] so we looked at the [1:57:07] another probably asked this question in [1:57:08] the past about leasing them what was the [1:57:11] gig with that or are we going to lease [1:57:14] price to [1:57:15] what police [1:57:16] yeah i think if we did last time because [1:57:18] it's too much and put too many hours on [1:57:30] [Music] [1:57:37] it very similarly um so last time the [1:57:40] commission looked at that within uh not [1:57:42] this last year but the last time we [1:57:43] thought [1:57:44] uh it's not this last one was one before [1:57:48] and uh i truly remember what the [1:57:50] reasoning [1:58:02] yeah they do [1:58:04] there's a [1:58:07] just just thinking about that i guess [1:58:08] that's a great journey [1:58:13] but after this they're an hour [1:58:15] you know what's the [1:58:16] absolutely after the seven years and [1:58:18] then [1:58:23] they ask you how many hours a year you [1:58:24] put on yeah so [1:58:26] i got the leases i've always had it's [1:58:29] either a thousand hour 1500 per year [1:58:38] yes [1:58:48] we can look at that too so the plan for [1:58:50] the creator is uh [1:58:52] your main meeting we're hoping to vote [1:58:54] for this so in april [1:58:56] we'll come to you guys with the packet [1:58:58] of information and you guys can [1:59:00] hopefully approve [1:59:15] well we need to [1:59:17] put our budgets [1:59:31] three minutes away [1:59:35] um [1:59:36] don't they run around three something [1:59:39] three say three seventy five three [1:59:43] you're looking fifty probably [1:59:44] uh [1:59:46] what do you say [1:59:47] 15 increase or something [1:59:50] you'll enjoy it four and a quarter yeah [1:59:52] one quarter [1:59:55] um [1:59:59] other trucks around [2:00:00] other trucks running [2:00:03] too good [2:00:04] um [2:00:06] been [2:00:07] little minor things like the heater fan [2:00:10] and [2:00:11] daniel's truck did [2:00:13] every now and again take the cabinet [2:00:15] with his foot and it would take off [2:00:16] again [2:00:19] but [2:00:20] you know little things the windshield [2:00:22] wiper fell off on the passenger side [2:00:27] but little things otherwise the things [2:00:30] have been going good [2:00:32] cutting edges also i mean [2:00:34] everything has increased dramatically [2:00:37] it's just [2:00:38] been crazy this year until [2:00:42] um [2:00:45] what do you guys want [2:00:51] probably do by me yeah [2:01:46] on them [2:01:50] it's 10 o'clock we'll open the culvert [2:01:52] bids now this time [2:01:54] the only one i believe we've got here is [2:01:56] from true north steel [2:02:28] they got it all in a bunch of [2:02:31] different sizes different gauges [2:02:33] everything else and stuff [2:02:35] i can make copies for everybody if you [2:02:37] want normally you guys uh [2:02:39] being it's the only one you don't think [2:02:41] is acceptable [2:02:42] um but if you i can make copies for [2:02:44] everybody so you guys can look it up [2:02:45] first [2:02:46] when they sent that out didn't they [2:02:47] write a letter that they [2:02:49] they were wanting us to maybe [2:02:51] do something after six months yeah so [2:02:53] the letter that uh it was included as [2:02:56] packets i believe was the um they want [2:03:00] to make it for six months [2:03:03] so they want they want to be held to [2:03:04] this pricing for six months and then [2:03:07] take a look at it again after six months [2:03:09] so they want you guys to consider that [2:03:12] um [2:03:19] says something about the supplier to [2:03:20] adjust raw materials prices going up or [2:03:24] stuff [2:03:25] they don't want to get into another [2:03:26] situation like they did [2:03:28] [Music] [2:03:29] yeah [2:03:30] so i'm surprised they're given six [2:03:32] months [2:03:35] i mean usually it's price time of [2:03:37] delivery they did honor our pricing fee [2:03:41] from last year you know [2:03:43] they had sent us a letter stating that [2:03:45] they were going to increase it they [2:03:46] never did [2:03:48] they held it to what what our bid price [2:03:51] was on their covers last year [2:03:53] which was very nice [2:03:58] are you pretty well stocked with [2:04:00] culverts [2:04:13] [Music] [2:04:19] all the culverts so the townships and [2:04:21] all that is all accounted for and [2:04:22] everything read [2:04:28] uh [2:04:29] one township this this week because [2:04:32] they've had a bill since august [2:04:34] and uh [2:04:47] with the [2:04:48] early meeting this month on year end [2:04:52] i'm sure that the year-end reports for [2:04:54] those things are [2:04:56] not ready yet either [2:05:01] for the culverts and stuff that ben [2:05:02] usually does the year yeah so [2:05:07] we're gonna run it up against that every [2:05:09] month [2:05:10] the meetings are right away in the first [2:05:12] first of the month so bills aren't all [2:05:15] in yet and [2:05:22] i think the price of steel is gonna go [2:05:24] higher yet [2:05:42] accept this on a six-month basis [2:05:52] because it's only good for six months [2:06:06] did you up your budget for culverts [2:06:16] and it's gonna be separated out now for [2:06:18] them [2:06:35] so [2:06:36] just looking at some of these you're [2:06:38] looking at 20 increases already from [2:06:40] 21-22 [2:06:54] last year [2:07:06] and so [2:07:07] with that [2:07:09] are you up to prices over here [2:07:11] [Music] [2:07:24] so [2:07:25] i i [2:07:26] missed the six month conversation but if [2:07:28] you guys [2:07:30] do [2:07:32] you do this normally you just accept an [2:07:34] award to the true north and then [2:07:45] so we need a motion then to accept the [2:07:47] bid from true north steel [2:07:49] but so in where does it say though i [2:07:51] know there was an email that [2:07:53] he responded but is it does it say in [2:07:55] here it's six months [2:07:58] it's on this letter [2:08:00] but it's not in his bid proposal right [2:08:02] no they sent that out prior [2:08:06] my understanding is [2:08:11] but in this bid packet to me [2:08:14] it doesn't say the six months [2:08:17] to me this looks like it's a price for [2:08:18] 2022 [2:08:20] total [2:08:48] instead of dealing with the runner-up [2:08:50] that we had to deal with last time i [2:08:52] think they're just saying [2:08:54] but last year they did [2:08:55] they honored the prices [2:08:57] for us [2:09:00] i don't know if that's going to be the [2:09:02] practice for [2:09:03] yeah this letter totally different this [2:09:05] letter gives them an hour [2:09:07] this letter gives them an out that's six [2:09:09] months but it's not in the bid pack at [2:09:11] all it doesn't say that on here though [2:09:16] i think regardless they're going to do [2:09:17] they're going to know where they're [2:09:18] going [2:09:20] whatever we do [2:09:22] we would have to go with a bond to me [2:09:25] they should have put that right to hold [2:09:27] it to it but they should have put that [2:09:28] in the bid [2:09:29] packet [2:09:40] and who knows maybe in six months [2:09:41] they'll be lord but [2:09:44] i doubt it i doubt it [2:09:50] but barnes county they do the big big [2:09:53] bond [2:09:54] where they're actually [2:09:56] i mean that cost [2:09:58] quite a bit extra money a lot more and [2:10:02] they can hold them do that price for the [2:10:04] year [2:10:05] you know [2:10:06] we just never went through that process [2:10:09] cost us [2:10:11] more paperwork [2:10:13] we don't use that many covers compared [2:10:14] to those countries [2:10:16] how many colors you buy from july on [2:10:20] roughly [2:10:22] um i was just doing that [2:10:24] the other day i got so i have final uh [2:10:26] year-end numbers that i gotta get you [2:10:28] guys i haven't got those reports that um [2:10:30] we're at [2:10:32] 70 or 80 last year total i think at the [2:10:34] end of the year for last half year i [2:10:36] think it was 20. [2:10:39] so could you guesstimate that in june [2:10:42] and [2:10:43] it went down a little bit from the [2:10:45] prior year you know to the russian water [2:10:48] and stuff like that so [2:10:50] we got snow this year yeah it's hard to [2:10:52] say what we're going to get next spring [2:10:58] but by june right you would know the [2:11:01] kind of extent of what you needed and [2:11:03] stuff like that you could pick up yeah [2:11:05] yeah [2:11:06] usually i would put together an order [2:11:17] you know that we would end up buying [2:11:20] uh and i i've been making the town just [2:11:22] buy them directly from through north you [2:11:25] know by using our [2:11:27] our you know what our pricing is so it [2:11:30] doesn't come off over our budget [2:11:33] you know for some bigger than some [2:11:35] bigger culverts so we're giving it to [2:11:37] them for cost then [2:11:38] yeah [2:11:39] they get it i mean they'll deliver and [2:11:41] everything for them [2:11:53] but [2:11:54] i mean [2:11:55] it will work [2:11:56] you know it just doesn't seem like he [2:11:58] said in here [2:11:59] uh [2:12:02] once i can [2:12:13] well i would say you take your inventory [2:12:15] and [2:12:17] it may figure out what you need for sure [2:12:19] and then guesstimate what you think [2:12:21] you're going to need and buy it all at [2:12:22] one time and be [2:12:24] hopefully you're done with it yeah and [2:12:26] if you need some specialty stuff [2:12:28] it is what it is price wise [2:12:33] like what i've been doing before is i [2:12:36] uh [2:12:37] i got quite a bit of stock now but [2:12:39] otherwise i would have a seminar [2:12:41] delivered in february [2:12:43] uh [2:12:44] stuff so we you know put him in there [2:12:48] we have pretty good inventory well if we [2:12:51] have a lot of them let's just hold off [2:12:52] until yeah [2:12:54] yeah [2:12:58] to see what we're going to need you know [2:13:06] [Music] [2:13:39] you have [2:13:44] i'll make martian [2:13:46] get a motion on the culvert fit no [2:13:48] second [2:13:53] and we're going to accept the [2:13:57] the six year or the six months look back [2:13:59] then [2:14:03] this motion is just to buy from true [2:14:05] north yeah so it's got nothing to do [2:14:07] with anything else okay [2:14:09] i'll second that okay we got a motion [2:14:12] in a second on the caller bids all those [2:14:15] in favor signify with saying aye aye aye [2:14:18] opposed same side motion carry [2:14:20] emily this is the actual page [2:14:25] [Music] [2:14:37] okay [2:14:52] did i miss something you sent me for the [2:14:54] meeting i mean you don't have anything [2:15:00] okay let's go back all right thanks guys [2:15:03] thanks guys thanks mike [2:15:05] yep [2:15:08] mike [2:15:09] you still got the same phone number yeah [2:15:12] oh okay [2:15:13] i thought i called you one day and you [2:15:15] didn't answer something i thought i [2:15:16] didn't know if you had a name he knew it [2:15:18] was you [2:15:19] maybe [2:15:27] oh okay [2:15:29] thank you [2:15:30] thank you merry christmas [2:15:33] let's go back to the golden lake lot [2:15:35] rate uh emily looked it up and the last [2:15:38] time we had raised it was in [2:15:40] 2020 [2:15:42] and stuff and then we raised it from [2:15:45] 800 [2:15:46] to 850. [2:15:49] so [2:15:50] i'll make a motion that we wait till [2:15:52] next year to raise it [2:15:54] got a motion for richard to leave [2:15:56] it as is [2:15:59] i need a second [2:16:01] childhood [2:16:10] we put in the letter that [2:16:13] look for a price increase next year [2:16:15] okay so they got it in their head yeah [2:16:19] okay all those in favor signify by [2:16:21] saying hi all right [2:16:23] post same sign motion carry [2:16:26] okay let's go down to weather closing [2:16:30] who is on that committee for that and [2:16:34] how does that go do they get paid time [2:16:37] for that or not [2:16:39] so [2:16:41] this has [2:16:42] come up [2:16:43] richard knows [2:16:44] um [2:16:46] we were closed for the day [2:16:49] and [2:16:50] since [2:16:51] 2017 i believe you guys [2:16:54] had made [2:16:55] this discussion and we've followed since [2:16:58] then that if somebody was already on [2:17:01] vacation and taking vacation [2:17:05] they needed to use their babies [2:17:07] vacation [2:17:08] and so [2:17:11] that [2:17:14] was somebody on vacation called richard [2:17:18] and you told that person they could take [2:17:23] storm day [2:17:25] oh no that's no i told him i said that [2:17:29] i don't know what the rules are in the [2:17:30] handbook that we need to bring that up [2:17:32] at the commission [2:17:34] okay i don't believe that's what the [2:17:36] email coming back [2:17:38] amy said [2:17:40] so i put it on the agenda [2:17:43] um just so it can get clarified you guys [2:17:46] can make your decision [2:17:48] um [2:17:49] you know it's been followed consistently [2:17:51] and there's been a lot of other people [2:17:53] affected by it we have to stay [2:17:57] but it doesn't say in our policy manual [2:17:59] so we maybe we should do an adjustment [2:18:01] on that [2:18:03] i know trail county it shows in their [2:18:05] policy manual that if they're on [2:18:07] vacation [2:18:09] that [2:18:10] they cannot use a storm day if they're [2:18:12] on a vacation [2:18:14] so we probably should clarify that [2:18:18] i would say i would say we should but [2:18:20] that's just yeah i know it's we are also [2:18:23] not trail county i know that but [2:18:27] that needs to be in policy though [2:18:29] i think it should be as if it's if it [2:18:31] comes up then it's i mean i'm surprised [2:18:33] it's not if i can't believe [2:18:38] um [2:18:39] i mean if you're on vacation why would [2:18:41] you think you [2:18:42] well you want to save your day i i [2:18:44] understand that but [2:18:46] if you're not working [2:18:49] and there were [2:18:50] more than one of us myself then [2:18:54] someone else [2:18:55] that did work from home that day [2:18:58] and [2:19:00] she she [2:19:01] chooses to work from home [2:19:03] other days [2:19:04] she was on vacation i just [2:19:08] yeah [2:19:11] i think it's all we should change that [2:19:13] in our policy whatever we want to change [2:19:14] it to to be in the policy [2:19:16] [Music] [2:19:18] just so we don't have this issue down [2:19:20] the road [2:19:21] because that's [2:19:23] but it goes back what are we gonna give [2:19:26] it to him then [2:19:28] i i honestly couldn't remember what [2:19:30] we've done in the past [2:19:35] i told her i said i can't make a [2:19:36] decision myself [2:19:43] i don't i think if you're on vacation [2:19:45] you're on vacation [2:19:46] i agree but i get her point as well i i [2:19:50] yeah [2:19:51] so if you're in cancun [2:19:53] for 10 days [2:19:55] and we get snowed out here you get a [2:19:57] free i know [2:19:59] i say we stay consistent and do whatever [2:20:02] we got to do in the policy to make it [2:20:04] that way [2:20:06] that's a good one [2:20:08] it's true yeah yeah [2:20:10] yeah [2:20:11] i agree with brian also when you think [2:20:13] about it too of thinking back to the [2:20:16] exempt side of things [2:20:18] um [2:20:19] [Music] [2:20:21] as emily said that you know you're [2:20:22] working you can work from home to [2:20:26] so i'm just [2:20:28] spitting so [2:20:29] you know when you're on vacation you're [2:20:31] on vacation even if it is [2:20:33] storm vapors hey or [2:20:36] just thinking about it here a little bit [2:20:41] but i would think that you as an [2:20:43] individual if you had your capabilities [2:20:45] of working from home on a storm date [2:20:48] you know you would automatically do that [2:20:51] without questioning anything you know [2:20:54] you know stuff that you got to get done [2:20:56] to do [2:20:57] so you're doing it so [2:21:02] you're getting paid for it anyway then [2:21:03] so [2:21:08] um [2:21:13] well let's let's maybe stick uh [2:21:16] with what we've done in the past so it's [2:21:18] fair to everybody [2:21:19] let's also probably get the policy [2:21:22] manual updated with that verbiage in [2:21:24] there [2:21:26] well is it in the [2:21:27] policy manual now that [2:21:29] on a storm day people automatically get [2:21:32] paid [2:21:33] no i don't believe so is it [2:21:35] automatically getting paid [2:21:37] as far as whether they are on vacation [2:21:39] communication no i don't think there's [2:21:41] anything in our policy manual [2:21:43] that's what i'm saying it's just normal [2:21:44] that [2:21:45] storm day you get picked [2:21:47] yeah okay so i think we need to well [2:21:49] it's an act it's an act of god so i mean [2:21:52] nothing you can do about it but yeah [2:21:54] there's nothing on there that says that [2:21:56] if you're on vacation that you will get [2:21:58] paid storm time instead of vacation so i [2:22:00] think [2:22:01] we need to put that in the policy so [2:22:04] or [2:22:05] we don't and just then [2:22:07] it's a day off it's a day off [2:22:09] i mean [2:22:11] that's what you do [2:22:14] i mean [2:22:15] i mean we could leave it but i just [2:22:16] think that there's no we don't have this [2:22:18] problem ever again [2:22:20] we just need to clarify that yeah [2:22:22] absolutely if you're on vacation [2:22:24] yeah you use your vacation [2:22:26] not a start right yeah [2:22:29] if that's the way we want to go that's [2:22:30] what i think we should [2:22:32] clarify that i know it's more stuff to [2:22:34] add to it i mean but i've been doing it [2:22:36] for five years if that's the way it's [2:22:38] been for five years we gotta leave it so [2:22:40] it's fair today everybody it's been [2:22:41] longer than five years i'm sure wow i [2:22:43] don't know [2:22:44] because i know back in the old days [2:22:47] at that point because i went back to [2:22:48] look yeah but i mean [2:22:51] years ago it was common sense you just [2:22:53] that would never come up [2:22:55] but [2:22:56] nowadays it's [2:22:57] that kind of crap comes out [2:23:00] i would ask probably for a motion [2:23:03] to put it in the handbook as that and [2:23:05] that is the way i don't know if that's [2:23:07] the correct verb maybe we should have [2:23:08] charlie even give us a little pointer to [2:23:11] the correct verbiage but i think we [2:23:13] should do some kind of verbiage [2:23:15] and he did trail community policy manual [2:23:18] so [2:23:19] we should ask him what it says [2:23:25] i don't know if i have it with me i [2:23:27] should say i have our policy manual with [2:23:29] me [2:23:30] um but so all week but what we can do [2:23:32] those with uh for right now we can make [2:23:34] a decision on [2:23:36] that person's [2:23:39] and then we'll talk about the verbiage [2:23:40] later with charlie [2:23:42] right yep [2:23:44] does that need to be in motion we need a [2:23:46] motion i'll make that motion [2:23:48] multiplication time vacation time [2:23:53] emotion on the floor [2:23:55] need a second [2:24:06] same sign motion carried [2:24:20] well we got leslie [2:24:22] luminol coming at 10 30 and stuff [2:24:27] do we wanna [2:24:29] she'll be here at 10 30 she's [2:24:32] um on her way she answered my email [2:24:35] um [2:24:38] i don't know if you guys have a long [2:24:39] discussion on budget amendments or not [2:24:42] if you had a chance to look that over [2:24:47] that is something we do every year [2:24:49] i [2:24:50] shows you [2:24:51] which funds went over [2:24:53] and the amendments the transfers you [2:24:55] opened last month are also on there [2:24:58] what are we what are we looking at here [2:25:06] so would we uh [2:25:08] should we talk about that verbiage or do [2:25:11] we could we add that in our next month's [2:25:13] meeting [2:25:15] on that [2:25:16] or are we [2:25:17] to put in the handbook [2:25:19] yeah i think we should [2:25:21] not watch it [2:25:37] coming into the meeting [2:25:39] who knows [2:25:41] i don't know [2:25:42] for sure [2:25:44] okay [2:25:46] so [2:25:47] first or original budget is that first [2:25:49] column which was approved for 2021. [2:25:53] the actual expenditures [2:25:55] is the next column [2:25:57] the resulting position [2:26:00] the amendment needed [2:26:02] which would equal the final budget [2:26:04] amount once approved [2:26:08] residual balance [2:26:10] for [2:26:11] under [2:26:13] expenses are [2:26:15] on that last column reasons to the right [2:26:19] very right [2:26:20] so the 411 that's [2:26:25] that's in [2:26:26] in the green then yeah yes okay [2:26:29] where does that go back to the [2:26:31] background general fund nope those are [2:26:33] all in those [2:26:35] um representative funds that they're [2:26:37] they stay in there correct they should [2:26:39] just stay in that fund okay then they [2:26:41] then in the budget we refill that again [2:26:45] right so those amounts too like a [2:26:48] percentage of [2:26:50] um [2:26:51] where we are at with expenditures and [2:26:53] estimated funds to end up as is used to [2:26:56] calculate the levy for this year [2:26:59] so it's not like [2:27:01] additional funds that are [2:27:03] up for grabs at that point [2:27:07] i gotcha [2:27:17] um [2:27:18] [Music] [2:27:22] it's really not that much of a [2:27:25] leeway if you look at it that way [2:27:29] for the whole county [2:27:42] the second page on to that just kind of [2:27:44] broke down what goes into the general [2:27:47] fund [2:27:48] part of it [2:27:49] and [2:27:51] um [2:27:52] just a little bit more information on [2:27:53] that level of it [2:27:59] morning [2:28:05] [Music] [2:28:17] [Music] [2:28:22] i didn't come out last year [2:28:26] the [2:28:27] difference [2:28:28] well i'd have to go pull that one just [2:28:30] off top of your hand [2:28:33] close [2:28:34] i don't have a off the top of my head i [2:28:36] just got that completed yesterday with [2:28:38] end of year [2:28:40] [Music] [2:28:45] morning hi [2:29:15] do you want a motion i do need a motion [2:29:20] except for [2:29:30] budget amendments [2:29:32] that second all those in favor saying if [2:29:33] i have a saying [2:29:34] i all right [2:29:37] all the same sign [2:29:47] well it's 10 30 and it's time for leslie [2:29:56] hi [2:29:57] good morning [2:29:58] good morning i'm here today to talk [2:30:01] about hiring a new agent for steel [2:30:04] county [2:30:05] we had interviews about [2:30:08] three and a half weeks ago and we found [2:30:10] a successful candidate [2:30:12] and my ass to the commission is that we [2:30:16] hire her at 54 000 [2:30:19] our extension-based policy [2:30:22] for master's degree this person has a [2:30:25] master's in animal science [2:30:26] is 50 [2:30:28] 200. [2:30:30] they're coming with three years of [2:30:33] ndsu extension experience [2:30:36] with them [2:30:38] and i feel that that is a value [2:30:41] that [2:30:43] their salary should be competitive to [2:30:46] others in the system that have that [2:30:48] years of service or close to that years [2:30:50] of service [2:30:55] so i'm asking today if the commission [2:30:57] would approve [2:30:59] that [2:31:01] salary [2:31:02] um have you guys heard that amber [2:31:05] resigned [2:31:06] yes [2:31:07] so [2:31:09] so um this salary is more than what [2:31:12] angie was making angie did not have a [2:31:14] master's degree [2:31:15] position [2:31:17] she was [2:31:18] she had found the compression as well [2:31:20] at that time [2:31:24] well it's based off of we're half right [2:31:27] so [2:31:28] and then depending on the other agent's [2:31:31] salary but um [2:31:34] for the two agents it's 39 684 [2:31:38] is what was in the budget for next year [2:31:54] when [2:32:08] this fiscal year [2:32:11] and her position [2:32:13] um [2:32:15] extension we need to have a group [2:32:18] calculator reservation letters [2:32:45] so we're looking at [2:32:46] 54 000. [2:32:49] yep and then she would be eligible for a [2:32:51] raise [2:32:53] this year [2:32:54] that would come in july [2:32:56] and that would be a two percent is what [2:32:59] we put put down on paper for her [2:33:10] after six months and leslie's not what [2:33:12] you're considering there [2:33:14] we give raises if people come on before [2:33:17] april [2:33:18] first because [2:33:21] and i we feel that you know if you get [2:33:23] behind one ear it's hard to catch that [2:33:26] out [2:33:26] so she is gonna in her written offer i [2:33:28] would write that she's also for an [2:33:30] increase in the state of north dakota [2:33:32] for state employees is that two percent [2:33:34] of the average [2:33:37] so that's what i would [2:33:40] also think about too is [2:33:43] i'm sorry did we amber [2:33:46] or are we thinking of re-hiring for that [2:33:48] you guys have probably just discussed [2:33:49] that yeah i haven't discussed it my [2:33:53] what's what's your feeling on that or [2:33:55] i feel that i would prefer a support [2:33:58] staff in the office [2:34:00] versus a second agent [2:34:10] i just feel like you guys [2:34:13] you're very supportive of extension and [2:34:14] that's amazing and i'm trying to think [2:34:16] about the clients that they serve [2:34:18] but having [2:34:21] a support staff [2:34:24] it's helpful for [2:34:26] running bills and also just being a [2:34:28] customer [2:34:37] amber's position as [2:34:39] the family community wellness agent who [2:34:42] paid cap [2:34:48] so i think their thought is the half for [2:34:51] that [2:34:52] combined with the part-time [2:34:54] or the partial salary we currently have [2:34:56] for the support staff [2:34:58] would get [2:35:00] somebody maybe in there more [2:35:01] consistently for them [2:35:04] yeah that's my personal feelings on it i [2:35:07] haven't talked to my [2:35:09] colleagues [2:35:11] about it [2:35:21] i'd make a motion to prove that [2:35:24] i'll second [2:35:30] motion in the second on the floor [2:35:33] on the extensions [2:35:35] sorry [2:35:36] mister the new hire [2:35:38] which is [2:35:40] which is megan vid right [2:35:43] well i think [2:35:44] [Laughter] [2:35:48] i thought everybody already knew [2:35:51] so [2:35:53] all those in favor signify by saying i [2:35:55] all right [2:35:56] opposed [2:35:58] same side motion carried [2:36:01] i would think uh [2:36:03] most of the support of the commission we [2:36:05] would like to see it [2:36:13] so i will [2:36:15] be in touch with you guys about what we [2:36:17] decide [2:36:18] on our end for a second agent [2:36:35] of that hiring process absolutely and [2:36:37] that's yeah that's kind of [2:36:39] i'd like her involved um [2:36:43] and secondly [2:36:45] i'd like to thank amber for her [2:36:47] for her dedication to steel county and [2:36:49] the things she's done and filling in [2:36:51] when [2:36:53] we've been short too so [2:36:56] should be missed on her side too so [2:36:58] especially [2:37:02] the [2:37:09] she's very talented person [2:37:13] yeah very very talented person yep [2:37:39] she said she'd be [2:37:41] well available [2:37:42] for the new [2:37:44] agent coming in to help them get settled [2:37:47] too so she offered her [2:37:49] her [2:37:52] time for that too so that was [2:37:55] very good of her to do that [2:37:57] yeah and i've kept megan in the loop too [2:37:59] with [2:38:00] staff changes happening during this [2:38:02] hiring process so she's aware that [2:38:05] she'll be coming in alone initially [2:38:10] i think that's that's we should shoot [2:38:12] for let's getting that office staff that [2:38:15] normal [2:38:16] phil [2:38:17] get something ironed out there [2:38:20] so i will work on it on my end and um [2:38:33] um [2:38:34] for ndsu positions they have to be [2:38:37] i think it's for like 28 business days [2:38:45] to be honest [2:38:48] so [2:38:50] okay well thank you i won't take any [2:38:51] more time all right thank you thank you [2:38:54] all right take care [2:39:04] [Music] [2:39:05] okay moving on let's take [2:39:08] catherine public health nurse [2:39:14] good morning [2:39:37] which is good i don't think we typically [2:39:39] are [2:39:41] done [2:39:53] ugh [2:40:08] we've been getting calls about giving [2:40:10] shots [2:40:13] probably [2:40:14] 20-ish people signed up for the next [2:40:20] when are you gonna get are you gonna do [2:40:21] kids yeah we're doing kids right now we [2:40:23] are yeah [2:40:25] so [2:40:29] mike overland [2:40:30] got me the other day said ask about it [2:40:40] he's got three kids so the youngest is [2:40:43] five [2:40:44] so and he was thinking that maybe you [2:40:46] should [2:41:05] so what is that game catherine why don't [2:41:07] you go through that [2:41:09] [Music] [2:41:24] if you're positive regardless of your [2:41:25] status of vaccination you have to stay [2:41:27] home for five years [2:41:29] and then after that [2:41:31] you're going to wear a mask and come [2:41:33] back to work or [2:41:34] forgot your normal routine you just have [2:41:36] to have a very well fitting mask [2:41:39] if you have a fever you have to stick [2:41:41] until that's [2:41:42] gone [2:41:45] if you are exposed [2:41:48] then [2:41:49] if you have been boosted there's [2:41:50] different rules um you wear mascara and [2:41:53] others for 10 days and you should test [2:41:55] on day 5 if possible [2:41:58] and if you have not been boosted [2:42:01] or you've been vaccinated then you are [2:42:03] supposed to stay home for five days [2:42:12] you should stay home for five days [2:42:36] so [2:42:44] and friday last friday [2:42:46] was a friday i sent out an email [2:42:49] yeah it was friday [2:42:57] [Music] [2:43:01] yeah [2:43:04] short periods of time it was like [2:43:06] nothing that [2:43:21] so [2:43:24] yeah it's going to be interesting to see [2:43:25] how this falls [2:43:48] i got mine [2:43:50] so if we've been boosted and we've been [2:43:52] around this person what are we supposed [2:43:54] to do [2:43:57] if you've been boosted then you can wear [2:43:58] a mask on others for techniques [2:44:01] that's what they recommend intestines [2:44:16] has the one person [2:44:19] that was around him been sent home yet [2:44:22] that is something i [2:44:23] will be working on [2:44:24] um [2:44:26] we can talk about that [2:44:30] well [2:44:32] um [2:44:35] what if you've been vaccinated twice not [2:44:38] boosted but and have covert [2:44:40] and had covert already then you're good [2:44:42] you've been a 90-day [2:44:56] but [2:44:59] three projects [2:45:01] emily is working hard on the health [2:45:02] equity she's [2:45:03] bringing up some good ideas some [2:45:07] plans online [2:45:09] i am ready for a couple well i wrote for [2:45:11] another grant with kyra in february on [2:45:14] and finishing another grant that will be [2:45:16] in february on [2:45:18] both will help that health equity [2:45:21] grant um both of american wellness [2:45:25] and to bring some more [2:45:28] finances to the county to help promote [2:45:29] that so it doesn't come out with county [2:45:31] dollars or anything [2:45:33] and then we also got the substance abuse [2:45:35] grant for twenty thousand dollars [2:45:38] and next we'll be working with the [2:45:40] sheriff's office to implement [2:45:43] and [2:45:46] rick and i [2:45:50] have a meeting on [2:45:51] thursday with the state [2:45:54] to discuss that and get a little more in [2:45:56] depth get some more guidance on it [2:46:03] [Music] [2:46:06] so [2:46:07] that's all i got for you guys [2:46:11] how's your new employee working over [2:46:13] it's great [2:46:14] good she is [2:46:16] jumping into the role especially with me [2:46:18] and gone right away [2:46:19] um she's right now she's been brushing [2:46:23] up on our policies and reading our [2:46:26] health equity plans back she's on her [2:46:28] second time reading it and coming up [2:46:32] it's good [2:46:38] so [2:46:38] i'm just going to go back back to this [2:46:40] color positive in four dose so now we've [2:46:42] had that this morning [2:46:45] shouldn't that bother be done [2:46:47] i haven't seen by yet [2:46:49] um [2:47:02] i don't know i mean it can't hurt [2:47:04] especially if we just [2:47:18] last week also every day twice a day [2:47:22] and covered the days that people were [2:47:24] assigned [2:47:33] yeah and there were employees assigned [2:47:36] that i don't know if that was covered or [2:47:38] asked to cover anyone else but [2:47:41] i don't know if there's a better way to [2:47:43] do that or not [2:47:44] but [2:47:45] yeah [2:47:46] i would just honestly forget about it i [2:47:48] think it's just not the time [2:47:51] there's a new reminder here today well [2:47:53] it's my top priority [2:47:55] yeah if we're gonna have people coming [2:47:57] and going i'd like to see [2:47:59] masks or something [2:48:01] or clinics in the building i mean and [2:48:03] i'm not saying you shouldn't do clinics [2:48:05] but [2:48:06] i need your body for those [2:48:10] whether or not [2:48:22] uh [2:48:30] well [2:48:31] you have a janitor here that can do that [2:48:34] stuff so [2:48:37] the question we're going to ask [2:48:39] catherine was [2:48:41] can we require [2:48:44] a cova test [2:48:47] to somebody in [2:48:49] our employment [2:48:50] range [2:48:53] is that you cannot [2:48:55] if they're sick is that your question [2:48:57] yes yes [2:49:00] from what i've read on the cdc you [2:49:01] cannot um [2:49:03] you can require a doctor's note so we [2:49:06] can require and have a cold test to come [2:49:08] back to work [2:49:11] i gotta read more into it but i [2:49:13] what i found in the cdc was that we [2:49:15] don't have to require them to go home [2:49:18] take a cover test and they can go home [2:49:20] basically which i don't really [2:49:21] understand [2:49:23] um [2:49:27] [Music] [2:49:32] so how do you prove [2:49:34] you have coven if you don't take a test [2:49:38] do you get names of people that are [2:49:40] positive in the county no no [2:49:43] i do not have to mess up [2:49:54] for example [2:49:56] that that's what they say yeah and i've [2:49:59] had [2:50:00] my shots on my booster but still they [2:50:02] say people are getting it so i don't [2:50:04] know but i mean you could knowingly do [2:50:06] it so that's the thing is i don't have a [2:50:09] way [2:50:10] to get that i mean i can look up a [2:50:12] person if [2:50:14] i know for a reason [2:50:16] to look it up but i can't just go [2:50:18] fishing [2:50:25] so [2:50:27] i think the easiest solution would be to [2:50:29] require doctors [2:50:31] if they're sick like i've had somebody [2:50:33] come to me and say [2:50:35] they have symptoms of something and it's [2:50:37] you've got to go home because you're not [2:50:39] blindfolded [2:50:54] it's getting them to go home not come to [2:50:56] work sick that's the hard part that's i [2:50:59] mean [2:51:00] when i get backlash [2:51:02] when [2:51:16] i don't know but what do i do at that [2:51:19] point too when they're refusing to be do [2:51:21] i help them say hey [2:51:24] i think if you're i think if you're our [2:51:26] public nurse you have the right to say [2:51:29] that's where our catch 22 is because we [2:51:31] you know [2:51:32] the covet pay whether we keep it on or [2:51:35] take it off is [2:51:37] we don't want people coming in if [2:51:38] they're sick because they don't have [2:51:39] sick time [2:51:41] well [2:51:42] is there anybody that does not have if [2:51:44] we're gonna pay covet pay we'd like [2:51:47] to know that they got going that's gonna [2:51:49] be out [2:51:50] when you finish the discussion with her [2:51:56] you know so last year [2:52:06] right and we did it again yeah it's just [2:52:08] fortuitous whether you've got it in 20 [2:52:10] or 21 or [2:52:12] 22. [2:52:13] what we're talking about is how do we [2:52:15] know [2:52:16] can we require a covet test to prove [2:52:19] that they've had covet [2:52:21] so but in that sense though too if my [2:52:23] kid gets cold and i have to stay home [2:52:25] that was part of it too it wasn't [2:53:09] and i you know [2:53:10] i do i trust everybody here that would [2:53:13] be you know on the up and up on [2:53:15] everything but [2:53:16] you know [2:53:17] thank god we're a small place [2:53:50] anymore [2:53:54] two weeks after she was diagnosed [2:53:57] pancakes and stuff [2:54:00] she had a pancake last night she [2:54:02] wouldn't want the rest of this and used [2:54:03] her pork and they had airplane gig and i [2:54:06] got copied four days later yeah and it [2:54:08] would just never be thought of but it [2:54:09] might not happen from that either it [2:54:11] might not [2:54:12] it was a good chance it did but [2:54:14] who knows everybody where i got but [2:54:16] that's what i'm thinking about [2:54:27] my brain that whole week and i couldn't [2:54:29] tell you where i got it [2:54:34] yeah yeah so you would have been still [2:54:36] covered so [2:54:38] i know people that have worn nests [2:54:40] everywhere and [2:54:42] have been very [2:54:44] big on hand washing and things and [2:54:45] they've still got it so [2:54:55] quarantine is [2:54:57] most people cliche [2:55:00] two or three days after [2:55:04] so [2:55:06] our situation two and then [2:55:08] something like this [2:55:11] so eight days left [2:55:13] cuts it back a little bit [2:55:15] but do we know [2:55:16] i mean [2:55:17] who's been boosted and not because then [2:55:19] it's 10 days right [2:55:43] there's an addendum that they have to [2:55:44] follow the [2:55:45] cdc guys [2:55:48] quarantined for five days but they've [2:55:49] come back to work well i think we've [2:55:51] already made that clear if they have to [2:55:53] follow the cdc [2:55:57] that was in the original can you make [2:55:59] them that's that goes back to the [2:56:01] masking thing is is where i [2:56:04] brought that up they have to follow the [2:56:06] cdc guidance to be at work [2:56:09] in the workplace because that is in our [2:56:11] policy that's in the public health [2:56:13] policy that was provided is that they [2:56:16] have to follow that if they've been [2:56:18] exposed [2:56:19] they need to be wearing that mask and [2:56:20] you see a little mask out that's sitting [2:56:22] down here got a mask swapping out on the [2:56:25] side [2:56:26] um [2:56:28] in the series [2:56:29] guidance that says a well-fitted desk [2:56:32] i can provide a masks every day they can [2:56:35] get a brand new one just like the on [2:56:36] your hair every single day [2:56:38] because those are probably the best [2:56:39] fitting ones i've seen in the black ones [2:56:42] some of them fit well but [2:56:43] i would prefer to see them wearing a [2:56:45] search bar [2:56:46] and we have those at the front and back [2:56:48] so for some reason [2:56:54] yeah well yeah and we should send out [2:56:57] another email to remind everybody the [2:56:59] cdc requirements and that we [2:57:02] voted to follow that [2:57:04] that's what they need to follow [2:57:21] but then that's just like [2:57:23] and i should have one underneath [2:57:25] i [2:57:26] don't want to believe it either but [2:57:29] everyone else do [2:57:31] well we voted on those guidelines [2:57:33] already [2:57:45] richard there are [2:57:47] three full-time that have under 20 hours [2:57:50] of sick and one part time [2:57:57] so catherine your recommendations for me [2:57:59] going into a store in mayville grand [2:58:01] forks fargo or whatever it says you know [2:58:04] if you've been vaccinated and boosted [2:58:05] and everything else [2:58:07] it says [2:58:08] could you please still wear a mask [2:58:10] should you do that or not [2:58:20] um [2:58:22] do you have to call it it's [2:58:24] it's just a recommendation it's not a [2:58:27] it's not a law [2:58:28] so [2:58:30] it is the best recommendations well i [2:58:32] just i got some appointments tomorrow on [2:58:34] grand forks and so i'm just wondering [2:58:40] well health care facilities won't allow [2:58:41] you they don't go to mass no it's that [2:58:43] type [2:58:44] um yeah just looking forward to trying [2:58:47] to be able to stay away from people [2:58:52] i'm going to fan pants benefits [2:58:53] everywhere i go so [2:58:58] yeah i'd like to have a short recess [2:59:01] before we go yeah [2:59:04] thanks kevin [2:59:05] thank you all [2:59:13] what's right [2:59:30] yeah sure [3:00:04] uh any chance we can deliver your [3:00:06] windows tomorrow [3:00:13] okay it's okay [3:00:20] yeah i think down south they're supposed [3:00:23] to be a lot better [3:00:25] i think they're in a one to three inch [3:00:26] where uh [3:00:46] why don't i call him [3:00:56] okay [3:01:26] [Music] [3:01:33] screw up i need to talk to chase [3:01:38] what time are you thinking of going [3:01:39] tomorrow [3:01:58] he's thinking that [3:02:00] he will [3:02:06] [Music] [3:02:08] okay i'll let him know [3:02:18] thank you [3:02:21] [Music] [3:02:34] yeah he says first thing works fine and [3:02:36] he said but you know that might be like [3:02:38] eight or nine by the time [3:02:45] okay [3:03:06] one of these [3:03:34] [Music] [3:03:42] uh [3:04:04] [Music] [3:04:05] that's what i hate about it [3:04:20] that's the way to beat [3:04:22] because everybody's stressing about [3:04:23] cooking and [3:04:25] then you forget something [3:04:28] that time you smacked enough where [3:04:29] you're not hungry anymore [3:04:34] trying to get [3:04:43] because we don't use web apps anymore we [3:04:45] zoom oh [3:05:11] so [3:05:20] i couldn't get the damn pot [3:05:44] okay so what did you guys do [3:05:46] [Music] [3:05:50] are we online here we are still alive [3:05:58] we gotta be convened [3:06:02] time to reconvene back into our normal [3:06:05] meeting [3:06:07] need a motion for that some more [3:06:09] second [3:06:10] motion and second all in favor signify [3:06:12] by saying aye same sign pose [3:06:15] motion carry [3:06:18] now we're going to go into executive [3:06:19] session [3:06:21] stuff [3:06:22] need a motion to do that i'll make a [3:06:24] motion second that's okay all of us in [3:06:27] favor [3:06:28] it is 1105. [3:06:30] going to an executive session [3:32:18] uh county commission meeting [3:32:20] you got a motion to reconvene [3:32:22] we need a second [3:32:24] second the second album very significant [3:32:27] hi [3:32:30] same sign motion carried [3:32:32] so now back at 11 [3:32:34] 31 january 4th 2022 [3:32:39] with the remainder of the commissioner's [3:32:41] meeting [3:32:50] okay [3:32:51] uh you ready for dina [3:33:00] where's the last [3:33:02] thing [3:33:03] one of the deals yeah she's gonna go [3:33:05] over the [3:33:06] machines i guess um [3:33:08] she also would like [3:33:10] and she can speak for herself when she [3:33:12] gets up here if you guys have questions [3:33:14] but [3:33:14] um [3:33:18] uh [3:33:20] she would like to take [3:33:22] um the leave that she had last week as [3:33:24] unpaid [3:33:26] and not use all of her sick and vacation [3:33:29] time [3:33:30] so [3:33:37] so that's a request also from her right [3:33:40] yes [3:33:42] yes [3:33:43] you got the floor there sit in front of [3:33:46] the mic [3:33:48] hello gentlemen ladies good morning [3:33:51] okay [3:33:52] i contacted [3:33:55] um i think franco [3:33:58] richard you said the other place was [3:34:00] what was it [3:34:02] stein well they took over stein [3:34:07] i looked and looked and looked couldn't [3:34:09] find stuff anymore [3:34:11] did morehead [3:34:12] oh fargo [3:34:17] but this is from bremjo [3:34:19] um [3:34:21] the little one that i liked [3:34:23] the one i know how to use is the [3:34:27] tornado bb [3:34:29] 14 4 [3:34:30] and it's 3 [3:34:32] 700 [3:34:35] so i he sent another one for karcher [3:34:39] it's a [3:34:40] 3812. for 4 800. but he said have a [3:34:44] lithium battery i looked on the [3:34:47] batteries and i thought the batteries [3:34:49] with the tornado were expensive but [3:34:50] they're only [3:34:52] like 84 bucks a piece [3:34:54] the archer one is like 2400. [3:34:58] oh i know i would oh i don't think so [3:35:02] and the machine [3:35:05] the one [3:35:06] the tornado that i used at ucsu [3:35:11] it was 2015 so it lasted years and that [3:35:15] took a beating [3:35:16] because [3:35:17] you had all those kids coming through [3:35:19] all day long [3:35:21] and they had to move it from up and down [3:35:23] so [3:35:24] and they didn't have a elevator exposed [3:35:28] so [3:35:29] well this is all running batteries in [3:35:31] yeah it's all [3:35:33] battery-operated there's no wires which [3:35:35] is nice because [3:35:44] [Music] [3:35:51] i kind of like the tornado more [3:35:54] because of the reason why is because the [3:35:56] batteries aren't expensive [3:35:59] [Music] [3:36:00] looks like it'd be easier to handle too [3:36:04] let's [3:36:18] you know they have a lot of stuff there [3:36:20] they have a lot of different models a [3:36:22] lot of different [3:36:23] i went on their website [3:36:25] these ones [3:36:28] yeah [3:36:29] they had one like this some sort of like [3:36:31] this [3:36:33] the guy was telling me that you know [3:36:35] they have the big models like push that [3:36:37] are bigger he says [3:36:39] these they have more troubles with [3:36:41] coming in for service ability where the [3:36:43] other ones are both [3:36:46] he says they don't have much trouble [3:36:47] they're indestructible [3:36:49] i've never used one like that but he had [3:36:50] they had one of these on the floor for [3:36:52] like i used the tornado and i used it to [3:36:55] death and it's still working now you're [3:36:57] talking about the big gigantic ones yes [3:36:59] they do we're credible [3:37:14] and that's what i was thinking one thing [3:37:16] i thought of where are you going to keep [3:37:18] it [3:37:19] basement [3:37:20] because it needs to be charged and then [3:37:22] you uncharge your charges and you charge [3:37:24] it in in the morning [3:37:26] and then if you're not using it then you [3:37:28] unplug it [3:37:41] this one [3:37:49] is it in your budget [3:37:51] yes [3:37:54] i'd like to hear that [3:37:56] yes [3:37:58] it is but see if i would get the the [3:38:01] other one the [3:38:03] the karcher that one is [3:38:06] taking most of my budget and probably [3:38:08] the sales packs and stuff [3:38:10] i don't think they do [3:38:23] and i know [3:38:24] how to take care of it and clean it and [3:38:27] all that good stuff so [3:38:29] that's the only reason i'm [3:38:31] going towards that one [3:38:33] the tornado [3:38:35] the other one is a new one so i don't [3:38:37] know anything about it [3:38:38] i mean it's not like i can't find out [3:38:40] [Music] [3:38:41] they do a lot of investigating but [3:38:46] so that's the ones you use in valley [3:38:47] city that tornado [3:38:49] so the tornado this is for used prices [3:38:55] [Music] [3:38:57] yesterday [3:38:59] so yeah [3:39:06] you don't want one that you can ride on [3:39:08] or anything like that or no [3:39:11] you'd run down the stairs [3:39:13] yeah [3:39:14] and at least this one i could have [3:39:16] somebody help me [3:39:17] grab lower you know [3:39:20] i can't do the steps which that's not a [3:39:21] problem [3:39:22] i don't i'm [3:39:25] using a razor blade to take all the old [3:39:27] collars off the stacks [3:39:28] so that's no problem why it's still [3:39:31] you're not going to be able to either [3:39:32] because you're not going to do the [3:39:33] landings you can [3:39:35] who's going to lift them [3:39:37] i can get somebody to help me [3:39:38] no i'm not helping you [3:39:42] everyone's complaining [3:39:46] how heavy are they i mean really real [3:39:48] question [3:39:55] without the water [3:39:57] without the water [3:40:00] i used to have to get the guys from [3:40:04] maintenance to come over and move it up [3:40:06] and down [3:40:07] i'm not personal [3:40:11] so and look i mean the road guys [3:40:14] huh i think it'd be tough to find [3:40:16] someone in the building i know disabled [3:40:19] i mean it's not like i'm going to be [3:40:21] doing it all the time [3:40:24] i can use the mop [3:40:27] i can use the mop on the landings it's [3:40:29] no big deal i mean [3:40:33] any other discussion on this [3:40:40] would be budget for that then do you [3:40:41] remember [3:41:06] what do you think ted [3:41:09] i think we get the one that the lady [3:41:11] wants [3:41:12] brandon [3:41:16] i'll make the motion [3:41:18] second that emotion i'm gonna to [3:41:20] purchase the thirty seven hundred dollar [3:41:22] tornado this is what it is [3:41:26] brentko [3:41:30] got a second on that all those in favor [3:41:32] signify by saying aye aye aye hose same [3:41:36] sign motion carried [3:41:42] what else you got dina um [3:41:44] since i had the big c [3:41:48] i have not i know [3:41:51] there [3:41:52] i've had the big c [3:41:53] when i was supposed to get my leg off [3:41:56] bring it on advocating [3:41:58] um they told me that i'm no longer [3:42:00] eligible for that for like six weeks [3:42:03] because they don't want to put me under [3:42:05] because they don't know what the copic [3:42:06] would do with my lungs which i have [3:42:08] really bad ones anyways so [3:42:11] um [3:42:12] i didn't want to use all my [3:42:15] vacation pay and sick leave that i was [3:42:17] going to use [3:42:19] taking that one week off because i was [3:42:21] so sick i couldn't even do anything i [3:42:23] couldn't i stayed in my house [3:42:26] i was in a clean house you know [3:42:30] what i needed to do [3:42:32] and i couldn't do anything for that [3:42:34] whole thing [3:42:35] you want to use one week [3:42:40] emotionally [3:42:42] approve that [3:42:44] the motion on the table second [3:42:47] get a second on it although it's a [3:42:49] favorite significant c9 [3:42:52] pose same sign motion carried [3:42:57] and i also like to know when do you [3:42:59] think would be the best time to get meet [3:43:01] up i mean do you think what is warm up i [3:43:04] was gonna say is it winter time is it [3:43:06] summer [3:43:07] i would do it in the summer [3:43:09] i've had both my knees replaced in [3:43:11] summertime so time to do it [3:43:13] well see then i can save up my [3:43:16] at least [3:43:18] and then i have affleck to cover the [3:43:19] rest of that [3:43:22] and then i'll just be like [3:43:24] that's that's just me but it's a lot [3:43:26] nicer to be able to get out and walk [3:43:29] when it's warm [3:43:31] ice is the sun [3:43:32] so [3:43:33] well that's all i have for the day um [3:43:37] i did ask [3:43:40] i know i'm part-time [3:43:42] so i don't get the code with pay [3:43:44] not even half of it [3:43:59] up to you [3:44:08] [Music] [3:44:15] day for you [3:44:22] well who's that probably part time [3:44:26] we can't say that oh that's confidential [3:44:30] i really don't care if anybody knows [3:44:33] that i had it because i wasn't out at [3:44:35] the bar at the grocery store or [3:44:38] you know i stayed home [3:44:42] you don't know where you're gonna get it [3:44:44] anything i don't know where i got it [3:44:45] well let's go [3:44:48] because he goes [3:44:53] well we've never had a case like that [3:44:55] before so i guess we'll just leave it as [3:44:57] it is for now [3:44:59] bring it up for [3:45:00] future discussions [3:45:05] okay [3:45:06] good thank you gentlemen thank you thank [3:45:08] you [3:45:12] need your approval of the bills [3:45:15] unless you got any questions on the [3:45:17] bills anything [3:45:23] it's a lot more to look through when [3:45:24] it's on those cards i think oc cards [3:45:27] yeah yeah [3:45:34] i was just wondering in there on the [3:45:37] nest plumbing [3:45:38] if we could get that every month [3:45:44] they're just like any other business [3:45:47] no they're not [3:45:49] i'm sorry when can i order this [3:45:51] immediately [3:45:53] yeah it's been approved get it yeah [3:45:55] yeah right now [3:45:57] okay [3:45:57] thank you [3:46:01] there's a lot of stuff on there all [3:46:03] right look there was an invoice on there [3:46:04] from the year before that people have [3:46:06] been trying for years and stuff like [3:46:08] that you know to go back and remember [3:46:11] on stuff back from january of [3:46:13] 21 right [3:46:15] and stuff and then yeah it just i [3:46:17] thought that should be you know [3:46:20] if we could see if they could do it or [3:46:22] at least quarterly [3:46:25] you know [3:46:27] that's the only question i had about it [3:46:29] so [3:46:35] that's quite a bill [3:46:41] so if not uh have a motion to prove the [3:46:43] bills [3:46:46] got a motion second [3:46:49] second second on that all in favor [3:46:52] signify by saying hi [3:46:53] hi [3:46:54] both same sign motion carried [3:46:57] next meeting will be [3:46:59] february 1st uh [3:47:01] [Music] [3:47:06] anything else to discuss or else [3:47:08] adjournment [3:47:24] i just can't remember [3:47:32] thank you meeting this journey at [3:47:35] 11 45.
