[0:09] yeah [0:11] warning warning welcome to our [0:15] committee of the whole meeting [0:17] 10/28/2020 [0:20] the agenda is before you [0:24] moved by councillor Stapleton seconded by deputy mayor call the [0:29] question [0:54] what we do this cancer is gonna lose your first [0:56] committee of the whole meeting ... you'll find that are [0:59] lower in the chamber of the [1:01] the world's procedure a bit more lax ... we don't [1:05] yeah we don't necessarily have a motion first to the [1:09] base ... and we also don't limit speaking once on [1:13] on on the motion [1:15] yeah so we just try to have a good discussion [1:18] because it forms the basis for the recommendations I called [1:21] the council meeting so it's a good opportunity for for [1:24] us to have that conversation engaging the staff in that [1:27] and for the public to understand the issues that we're [1:30] dealing better so [1:32] ... if you see that things don't work exactly the [1:35] same as they do in the chambers that's why we [1:37] try to try to keep it more wrap more casual [1:40] more interactive [1:48] so [1:50] yeah [1:53] carried [1:54] J. minutes [1:57] ... October fourteenth ... before you moved by councillor Skinner [2:01] second by councillor Hickman call the question [2:22] I don't have a question [2:30] okay here we go [2:54] councillor Korab yeah [3:08] motions courage [3:12] presentation delegations we happen on finance and administration insurance renewal [3:18] negotiations [3:21] betting or you going to speak that [3:25] yeah [3:27] you can step up to my concerns you can step [3:30] up to the Mike [3:32] she said on [3:43] okay good morning everybody ... as you know I was [3:46] here a week or so ago ... to go over [3:49] the insurance renewal and find out how we would proceed [3:53] and the coverage expires as you know on October thirty [3:57] first at it terms of the renewal plus a new [4:01] environmental liability insurance policy that was initially offered and reviewed [4:05] council ... consisted of a number of coverages and ... [4:11] was the city auto property casualty umbrella user group travel [4:15] insurance and environmental the total premium is two million three [4:19] oh five nine oh seven and we tax that would [4:23] be two million five sixty one one eleven [4:26] council agreed at our last meeting that the insurance coverage [4:30] terms through a and B. reviewed in detail and that [4:33] recommendations for cost savings be made realizing it would involve [4:37] the city accepting extra risk coverages to be arranged the [4:41] Lloyds with a casualty in excess liability coverage if the [4:45] city accepted a self insured retention of to one fifty [4:48] thousand the savings would be twenty six thousand five hundred [4:52] and if the city accepted a self insured retention of [4:55] five hundred thousand the savings would be fifty three thousand [4:59] this insurance provides protection for third party claims the cost [5:03] savings in my opinion is not considered sufficient and it [5:07] is recommended that deductible of a hundred thousand be maintained [5:12] next the Ottawa property coverage is through of eva the [5:16] city's auto fleet cost savings if the city accepted a [5:19] two hundred fifty thousand deductible would be fifty two thousand [5:23] four oh two and the St John's transportation commission savings [5:26] would be thirty four thousand nine hundred automobile coverage is [5:30] a legislative coverage the savings offered pertains to contractor equipment [5:35] floater rather than third party liability and is not considered [5:39] a sufficient savings versus protection being offered and maintaining the [5:43] current coverage and deductible is my opinion and I'm recommending [5:47] get to city maintain its current one hundred thousand deductible [5:52] property coverage if the city accepted a five hundred thousand [5:55] self insured retention the savings would be to thirty eight [5:59] eight twenty three this is considered a substantial savings and [6:03] since just protects the city owned property the city may [6:07] wish to accept this risk for the cost savings offered [6:11] there's also excess property coverage offered to protect the city [6:14] should anyone occurrence exceed a hundred million in damages the [6:18] first access protects the city for an additional one hundred [6:21] million for a total of two hundred million for anyone [6:24] occurrence in examining city properties most expensive total loss that [6:29] may occur would probably be a new with our street [6:32] there are multiple city property city all including the parking [6:35] garage city hall annex model one and convention center to [6:40] toll worth of these properties combined are estimated at one [6:43] hundred eighty two million five hundred fifty five thousand one [6:47] eighty eight the city could consider accepting just one access [6:51] property insurance policy with the principal property policy [6:56] offering a total of two hundred million this would save [6:59] the city on a sixty thousand in premium for total [7:02] savings of three hundred ninety eight thousand eight twenty three [7:05] plus tax it is important to note that our insurance [7:09] broker area is more comfortable if the city maintains the [7:12] second and the third access which would cover the city [7:15] for three hundred and fifty million loss per occurrence [7:20] the total savings with accepting a five hundred thousand property [7:23] self insured retention and just one access property policy as [7:28] I said already would be three hundred ninety eight thousand [7:31] eight twenty three plus tax at fifty nine thousand eight [7:35] twenty three forty five so the total would be four [7:38] hundred fifty eight thousand six forty six forty five [7:43] the cost for the environmental policy thirty six thousand four [7:46] oh four plus tax for a total of forty one [7:49] thousand eight sixty four sixty is included in the above [7:53] pricing it was agreed at the last meeting that this [7:55] coverage is required to maintain coverage now which has been [7:59] excluded from the primary commercial general liability policy to tell [8:04] of the entire insurance program previously offered was two million [8:08] five sixty one one eleven to tell them now with [8:11] the recommended five hundred thousand self insured property retention is [8:15] one million nine oh seven oh eight for the taxable [8:19] amount is one million three out to five thirty seven [8:23] and tax is a hundred ninety five thousand three eighty [8:26] fifty five for a total of one million four ninety [8:29] seven nine seventeen fifty five the auto is not taxable [8:33] so the total for auto is six hundred four thousand [8:36] five forty seven so for full program told we're looking [8:40] at a premium of two million one oh two four [8:43] sixty four fifty five and as you know this include [8:46] St John's sports and entertainment limited and the St John's [8:49] transportation commission [8:52] so my recommendation today to council is to approve moving [8:57] from a one hundred thousand deductible for its primary property [9:00] insurance to a five hundred thousand self insured retention and [9:05] purchase just one excess property policy this would result in [9:09] a cost savings like I already said three hundred ninety [9:12] eight thousand eight twenty three plus tax so the total [9:16] savings to the city would be four and fifty eight [9:19] thousand six forty six forty five [9:24] questions thanks very much bye [9:27] any comments questions [9:34] government [9:36] thank you I have I just have a question I'm [9:38] just trying to get some clarity around what the environmental [9:40] policy actually covers I don't I don't really understand that [9:43] section so just if you could just give a little [9:46] bit more detail on what that coverage would entail [9:49] and that's more for just general information purposes [9:53] thank you [10:11] okay set up property debt policy covers a [10:15] ... locations this owner occupied and operated and managed leased [10:20] or rented by the named insured including but not limited [10:24] to streets roadways right of way trails and parks within [10:27] the jurisdictional boundaries of the named insured [10:30] and and also close transportation and disposal site [10:35] so basically what it no I wanted to call it [10:39] covers is ... like off site cleanup costs and defense [10:44] costs if there is any bodily injury or property damage [10:48] discovered because of the spill in that kind of stuff [10:51] and pollution [10:54] ... and ... to cover it even covers not upper [10:58] upper covers operations like if you have to our credit [11:01] job sites and are not own disposable sites in the [11:05] city is brought into a lawsuit and stuff like that [11:09] ... [11:12] as [11:14] like it doesnt covered up to ten years exclusions it [11:17] doesn't cover like asbestos or that kind of stuff committed [11:20] to CVS what is medical oceans pollution and spill or [11:24] like a group we've got all tanks and stuff kilogram [11:29] yeah yeah thank you very much councillor student [11:34] thank you Mr mayor just have a two questions I [11:37] want to ask one is just to make sure [11:42] understanding so [11:44] the [11:46] more on their end [11:49] four hundred fifty thousand dollars roughly of savings is fundamentally [11:55] because we are only going with the one access policy [11:59] yes that we have and that will give us two [12:02] hundred million dollars of coverage [12:06] ... and just bear with me while I look for [12:09] the number here [12:14] on the property value of one hundred eighty two million [12:19] so we've we've estimated our property value to be a [12:21] hundred maybe two million give or take and our coverage [12:24] is up to two hundred million is that correct so [12:26] what what what I mean but it is it's per [12:29] occurrence time properly all of our properties worth over a [12:32] billion dollars but if there should be one occurrence Hey [12:36] it was a major and storm came in and or [12:42] said it wasn't a better example probably be some kind [12:44] of an explosion and starts a fire that takes over [12:47] our street as so it's per occurrence it's not like [12:52] if something and the next day and it wasn't related [12:54] to that same storm then we got coverage there again [12:58] okay yeah original so that's where I guess the number [13:02] that I came up with now as you know and [13:05] said they preferred that we take on the other to [13:07] access to and I'm thinking watch day maybe taking office [13:12] say you had does some content or can come through [13:15] and that may not be just limited to go our [13:17] street so do we take on the risk that [13:21] that or can never just not going to be over [13:24] two hundred million catches okay and my second question is [13:28] about the ... I don't policy ... and I understand [13:32] you rationale why you don't think it's worth us looking [13:34] at the savings I'm just curious in terms of ... [13:38] was there any consideration given by the insurance company and [13:41] the ... decreased use I would assume the city would [13:45] have on its vehicles and if that was factored [13:48] and decrease you decrease use in terms of given called [13:51] and stuff I I you know I see let's see [13:53] city vehicles around ice on their less less miles being [13:57] put on some of the vehicles I mean things like [13:59] garbage and so on I'm sure still going on but [14:01] there are other vehicles that I would expect parent being [14:04] used as much I'm just I'm just wonder from amalgamation [14:07] perspective the thousands George companies did take it into consideration [14:11] and like some of the lower risk type like do [14:14] your own props your own personal property insurance auto insurance [14:19] they did start to take savings off but then they [14:21] found out that they were ever more accidents because even [14:24] though people were going to work they were going other [14:27] places and their Russian hero she handled the accident rate [14:31] was actually go to the road so [14:33] we actually probably have more vehicles on at some points [14:36] because we had to restrictions on how many can travel [14:38] in a vehicle so you might have seen three pick [14:42] ups attend to an issue rather than one as [14:45] at certain times as an example where those insurance companies [14:50] look at this as one off kind of circumstances right [14:54] an overall rating they know that there could be an [14:57] increase could be exactly try whenever possible to take into [15:01] account all the risk management and goodness that's going on [15:05] here in the city because right across every passing day [15:08] everyone is very conscious and I gotta say they do [15:12] work really well with me and we our clap at [15:15] least to the fleet together ... you know dad the [15:20] problem right now as I said in the last meeting [15:22] is disco that is just created so much and hails [15:27] forty insurance companies for business interruption and different and dangerous [15:32] and those that do not are going to court [15:35] so like this is a lot to do what was [15:38] going on like I don't usually I got room to [15:42] Aggie and I beat him to death so they does [15:45] not sell and do something but and my room is [15:48] pretty it's not there anymore because my arguments about their [15:52] problems [15:55] I'm good thank you yeah [15:57] any further comments [15:59] councillor Hickman that many regarding auto [16:04] we have a fleet replacement the huge fault for that [16:09] so I'm honored [16:11] why would we not self insure completely if we're gonna [16:13] replace things [16:15] or two are we actually making that many to actually [16:18] have that much need for insurance because we have so [16:21] many claims every year how physical damage coverage is very [16:25] cheap [16:26] as the liability coverage just expensive all right and like [16:31] we we carry fifteen million in total for our liability [16:36] and the reason for that is [16:38] in my opinion and like just use major bus is [16:42] an example of one bus had some kind of a [16:45] major catastrophe in everybody on board was seriously injured or [16:48] killed it won't take long to eat up that money [16:51] okay [16:54] he further comments questions [16:58] motion to a councillor Helen did you have anything [17:02] also by by the end of the day thank you [17:04] okay thanks [17:07] we need a motion [17:09] councillor Skinner seconded by councillor Collins [17:13] any further comment just to let everybody know that we [17:16] are experiencing some issues with the scribe that are or [17:20] were correcting so if you're watching the stream and something [17:23] happens you can see that we're aware of it more [17:26] working through those issues here this morning [17:31] we are part of worship [17:33] pardon [17:35] probably your fault you're working that's my fault as well [17:42] big shoulders [17:45] yes [17:48] this this one that the insurance is time sensitive so [17:52] we're going to do when you call on this later [17:55] on this week because we need to have in place [17:56] by the first November sure [17:58] okay okay [18:00] so call the question [18:13] thank you [18:16] your worship just out of curiosity have a question I'm [18:19] the scribe today I'm seen abstain but I didn't see [18:22] that Monday night get customization out for that hi do [18:26] you have Stapleton is there in the case that somebody [18:29] ... declares a conflict of interest and we have conflict [18:32] of interest rules after rat that are laid out so [18:36] should somebody ... declare that they're in a conflict of [18:40] interest councillor Greece and they can abstain at some point [18:44] in speak to from another my apologies ... the of [18:47] steam button has been removed from the regular and we'll [18:50] remove from this as well because you can't you don't [18:53] have the option to me that's a decision that is [18:56] made once you you don't provide like you claim conflicts [19:00] and then our solicitor decides whether or not you are [19:02] actually in a conflict so we'll remove that we moved [19:05] from the regular it was inadvertently left on the even [19:08] better answer [19:20] but it has been used in a virtually before which [19:23] cause some issues [19:30] [19:31] the [19:35] well [19:38] motions carries buttons [19:44] so nobody you councillor for [19:46] I [19:49] motions carries [19:50] public works and sustainability revisions to the winter parking restrictions [19:58] thank you so there's a lot in this no so [20:00] I think it might make sense to go through them [20:02] point five are not point break arts section by section [20:06] ... so we'll start with the first one and so [20:09] this this there's a series of ideas in here on [20:12] changes ... for winter parking restrictions for this Cup coming [20:17] winter and the the overall rationale as to [20:21] I enable better more efficient snow clearing them so the [20:26] achieve in different ways so the first the first possibility [20:29] to discuss and there is a revised the start date [20:31] of the winter on street parking restrictions ... to begin [20:36] on December first each year they're normally implemented in January [20:40] on a [20:41] on the TV date ... each year and ... that [20:46] causes sat public confusion and if we get an early [20:50] storm we either have to call the parking restriction in [20:53] early which would then have to make sure people know [20:55] about ... and then it still ends up being that [20:58] vehicles are are are parked around which causes at significant [21:02] destruction for snow clearing vehicles ... so that's that's what [21:05] I have to say to present the idea ... and [21:09] just ... lean on staff if they have anything to [21:11] add an additional that before we start discussing [21:16] so we will we take each one of those um [21:20] independently and and discuss them I think I don't think [21:23] they're reliant on each other actor separate issues adding it'll [21:27] get too complex if we start to layer on top [21:29] of yep so the first one is revising start date [21:34] ... to December first each year currently ... we try [21:40] ... if the weather cooperates to get to just after [21:43] Christmas to implement [21:46] Lynette so I just wanna add that that just add [21:49] to audiences that ... yeah so the past ... maybe [21:54] at a past five years I think it's been about [21:56] four times we've had to implement this early ... and [21:59] it does cause a bit of a scramble for staff [22:02] and for the public as they're not a they may [22:05] not be expecting it ... we don't have the staff [22:08] ... normally hired to do the the ticketing or the [22:12] monitoring and ... it means that ... snow clearing staff [22:17] have to repeatedly go back to streets to try and [22:20] get the snow push back to the curb ... it's [22:23] also a scramble for communication staff to trying get a [22:26] message of because the decision is usually made the day [22:29] of or the day before as that weather forecast sometimes [22:33] does does change a lot so what that's the rationale [22:36] behind it moving it to December first the other thing [22:39] I'd like to mention as a stated in the notice [22:41] that the Serb municipalities surrounding us do this so it's [22:45] it's not a ... it's it's kind of ... industry [22:49] best practice to get ahead of this and have it [22:52] have it be implemented before you get ... before the [22:56] weather is calling for significance now [22:58] any comments councillor Skinner your worship I have to [23:04] issues I wish to raise the first is just in [23:07] terms of ... is it a ... [23:11] well I know it's a cost implication because we're gonna [23:13] be bringing parking enforcement staff scene I'm just wondering as [23:16] to some number that we've sat identified in terms of [23:20] how much extra does this cost us my first question [23:24] and my second one is in terms of the force [23:26] meant of the parking ban do we show any flexibility [23:30] now this winter maybe a different went to recall it [23:33] but this people are celebrating Christmas and some as part [23:36] of the house there's no snow do we still go [23:39] up and take it or is twenty flexibility around this [23:41] we have this as I said earlier we we have [23:44] in the past not put it in place so ... [23:49] deputy city manager of public works has has latitude to [23:52] put in place if the system more if the situation [23:55] warrants right [23:57] so what we've done is we haven't done is on [24:00] this was now as has been done unless it was [24:02] necessary [24:03] ... we can bring in the in December first means [24:07] that from different December first down the parking bans in [24:10] place so that would apply over Christmas as well [24:13] [24:15] I think that's that that's part of it in terms [24:19] of the cost there's I don't know what the cost [24:22] will be Mr senior women [24:27] there will there will be a revenue offset from a [24:30] to B. because there's tickets being issued for [24:34] so ... I'll just finish up by saying that I [24:36] think from from a public perception perspective ... I suspect [24:41] there will be a lot of people who with we [24:43] do have a Louise December ... number of us around [24:47] this table would be getting lots of calls you know [24:49] the parking enforcement ... police would be out and you [24:54] know my [24:55] recollection is that that's still very negatively by the public [24:59] seem to be sort of a cash grab our tax [25:02] grab when were enforcing something that doesn't need to be [25:05] enforced so I just raise it as a as an [25:08] issue yeah here in the chamber my experience is that [25:11] if we have snow it's okay if there's no snow [25:15] on the ground and you can park on the street [25:17] and it's not okay and over the past number of [25:20] years when I first came on council there was a [25:22] lot of complaints about this ... as in the last [25:26] couple of years it's gotten better because people have begun [25:30] to understand the system and that's why I'm reluctant to [25:33] change the system because the one we have now although [25:35] it has challenges to [25:37] thurs sat it's it's changing something that I think the [25:41] public has accustomed itself to ... but I understand the [25:46] reason for doing that too so it's a it's a [25:48] balance that you're trying to find her deputy mayor [25:51] yeah I would kind of liken it to playing a [25:53] game of whack a mole Leslie and because the it's [25:56] it's about consistency and I think what folks from my [26:00] vantage point honestly communications is really they the key factor [26:04] here and I know that our communications department certainly scramble [26:07] to try to get that message out but not everybody [26:10] is tuned in on a daily basis and so what [26:12] does week a lot of havoc when we have these [26:15] inconsistencies ... so you know I I have a general [26:19] tendency to you know nail it down I understand that [26:22] they're going to be good days and bad days but [26:24] we are not and meteorologists and and we just need [26:28] to have a consistent plan to ensure that the public [26:31] know what to expect and then so that's it you [26:35] know that's that's my basic concern is making sure that [26:37] everybody understands that the public is fully aware and that's [26:41] a real challenge for communications department so I see the [26:44] I see the intent thank you [26:48] your worship [26:49] and just second councillor Hickman then you councillor animal let [26:53] me see what [26:54] semi solo what I feel about this no no [27:00] this is really important especially this winter people need to [27:03] get together in our small groups and you know Christmas [27:07] is going to be the last chance for them to [27:09] do that really I would suggest a suspect [27:12] over the winter and unless we had a surprise have [27:16] a surprise strongly we had last year on Christmas Eve [27:20] you know quite often we get through Christmas and quite [27:24] easily with just another a modicum modest amount of plowing [27:27] eccentric and all this and allows people to get together [27:30] is good for people's mental health you know to see [27:32] their family and close friends already concerned about that this [27:35] year this is not what you're doing me considering this [27:38] and understand you know if it's easier for us but [27:43] we're not about us no it's about the people city [27:46] and are reading and you know that everybody that everybody [27:50] drinks are really when they go out one person would [27:52] probably drive or at a Christmas party ... from the [27:54] twentieth of December until seconder so January and I really [27:58] feel for those people and I think it's really important [28:02] I I say I would like to see status quo [28:06] the government [28:08] councillor [28:10] all cancer sorry about that councillor [28:13] well don't worry that I'm on the same lines as [28:16] councillor Hickman I can't see implemented this in December your [28:19] worship back in it's going to be a special card [28:22] for all of us ... this year give independently giving [28:26] the small group of people than whatever given that we're [28:29] going to do I'd like to see that goes on [28:31] the attack very witcher I think that December because stressed [28:35] for people and there's a lot of times we don't [28:37] know the communications factor mean we're used to this is [28:41] the way the dog for a long time so I [28:44] think the public is aware that there may be a [28:46] stormy they may have to get her at her about [28:49] the road well maybe more concentration around that the ... [28:54] communication piece but being living in that area being bored [28:59] councillor and councillor at large I would not recommend changing [29:03] this definitely not put his number first with respect to [29:06] connect with there's no snow on the ground we all [29:09] know that we get severity that [29:12] because it's about the people that that that I don't [29:16] even know what we're looking for specific parts of town [29:19] I think we're gonna be rebuilding at that at the [29:22] whole thank you [29:24] okay so just just to be clear this number one [29:27] applies outside the downtown not not the not the downtown [29:31] downtowns number two [29:33] but ... yeah yes it was likely that you're referring [29:37] to the area outside downtown as well thank [29:40] councillor court [29:43] thank you worship ... I'm on the fence with this [29:46] but I'm certainly leaning towards not bring that in the [29:48] summer don't throw any I mean that [29:53] that's what these things are here now so she can't [29:54] does that mean ... quick couple quick points when is [29:58] the city guide to city guide would be gone out [30:01] for this time of year till Christmas my right around [30:04] that is to council leader should know but [30:06] so [30:08] so there's another [30:10] thank god goes out at the end of November okay [30:15] as for okay so [30:17] it would go the independent of amber and that's assuming [30:20] people seen it for December first so that timing could [30:23] be looking at right now thanks ... I mean your [30:26] communications our understanding be scrambling but they're sent out the [30:29] same message they would send out for the last five [30:32] years changing the date so I don't think that's too [30:34] onerous on them obviously I just think to the city [30:37] alerts that we have through email through people sign up [30:40] for the alerts on our phones and what not along [30:43] with councillors Facebook groups the community groups I know I'm [30:47] in about a dozen you're not gonna reach everybody I [30:50] understand that but I think as we've been on this [30:52] ... remember years people are Startin and they do know [30:55] that once was a snowstorm in December that they can [30:58] park on the street obviously it will be a few [31:00] that will be able to reach be reached but I [31:02] don't know I don't bring the same kind of what [31:05] councillor Hickman said about you know the Christmas time coming [31:07] in there and [31:08] not a you know if you've got a single car [31:10] driveway a couple double car driveway you're essentially saying people [31:13] can't come visit or they can visit the waiting only [31:15] one so I don't on the fence but I'm certainly [31:17] leaning towards ... [31:19] keep it on for January 1 [31:24] thank you I am I am leaning towards moving into [31:27] the summer first and the reasons for that being [31:32] ... I know there'd be a level of additional pain [31:36] if we don't get a snow storm in December ... [31:41] and the rules still in place but four of the [31:43] past five seasons we've actually still brought in earlier [31:47] and then January so does if you look at the [31:51] last five seasons eighty does natives a chance going to [31:53] be put in place anyway for that same period of [31:56] time ... so to me this [32:00] because of because there's a significant chance rendering it anyways [32:04] ... and it is a real problem when there's many [32:07] vehicles parked on streets we get [32:10] I suggest we get as many concerns about the supply [32:13] was having to weave around in doing at any ... [32:17] subpar job having to return into a clearing we get [32:20] as many concerns complaints but that as we will about [32:23] the pain of of that have an additional parking role [32:26] earlier in the year and I think the the the [32:29] balance I would like to see better snow clearing those [32:32] cases and especially since odds are we have an eighty [32:35] percent chance putting in place early in any case [32:39] ... I think it's it's much easier to put tap [32:41] consistent rules in place for so that people can understand [32:45] what rules are in place and what how they can [32:47] behave and I think [32:49] odds are Christmas parties are going to be smaller this [32:51] year anyway so that there'd be a less of a [32:54] demand again that's a that's what sort of got call [32:56] on my own observations ... [33:01] that's right so that's that's a that's where I'm leaning [33:03] I think I think the balance is is to the [33:06] benefit and considering where you we do it most years [33:08] in any case ... and maybe I guess Christmas might [33:12] be the the [33:14] that holiday season it might be the main pain point [33:16] but I'm wondering if there's a as an interesting compromise [33:19] of the fifteenth of December so there's a bit of [33:21] extra time ... in there ... so that might that [33:25] might help them get rid of some concerns [33:28] I think the whole discussion here seems to be around [33:31] consistency and I think that's my point would be inconsistent [33:34] with being consistent over the past number of years and [33:37] I think that the public understands our system and our [33:40] system is is that we will if we need the [33:43] parking ban before ... the ... date January comes around [33:48] then we will issue a notice that because of the [33:51] snow on the ground which which you can see is [33:54] it is a visual ... enforcement that we need to [33:57] put the parking ban in place ... and I can [34:00] guarantee if we move December first we won't have snow [34:03] in December sold may work may be worth it they [34:07] well as a I think if if consistency is what [34:11] we're looking for that's why we've gotten in the past [34:14] couple of years we've we we should continue to work [34:16] on that consistent message that we're gonna try to keep [34:20] the parking ban off till January but if the situation [34:24] warrants that we do is we'll have to do it [34:26] quickly and I think that's a communication message we should [34:29] reinforce my opinion so I'll be supporting status quo as [34:33] well [34:34] councillor statement yeah I'm hoping to because most of the [34:38] emails thanks in that that I got last Christmas was [34:42] Christmas season and people come in and family's company Informatica [34:47] L. and have no where to park and it's [34:51] you know it's Christmas season people need especially this year [34:55] they need to did they need to contact and they [34:58] need to family so I won't be so ... sports [35:01] changed to December first I'm as we go for you [35:04] know every year around the fourth of January that we [35:08] change it you know is that our December first and [35:11] even then it if so happen the [35:14] we need to put a name we can but I [35:16] would prefer a set date for January [35:19] in December as a coach general don't [35:23] yes your worship other gods or January dunking when we [35:27] don't putting American band is there any way you'd like [35:31] to we can give the public a week's notice like [35:34] given a warning ticket or something because of that when [35:37] you bring an end and there are a lot of [35:40] people get to take reporter realizes that scene so if [35:43] you put into practice you know you should give give [35:46] people a week and that good morning taken and then [35:49] after a week of say or recommends you know what [35:52] that is anymore you know because let me get stone [35:55] a ticket and they don't realize the disease you know [35:58] I think that's the challenge with the whole thing is [36:00] that these there's storms give you little little notice of [36:04] when they're when they're coming so it has and it [36:06] happens quickly act to lack to do that so that's [36:10] why that's the challenge with this if this was something [36:12] that you could have that you could say okay in [36:15] two weeks time are going to have a [36:18] at an event that we're going to need to bring [36:20] parking I mean that would be different but it's usually [36:23] a twenty four hour to forty eight hours ... at [36:26] issue and this some people will get caught and that's [36:30] and that's that's the balance that we have to find [36:32] in this [36:35] deputy mayor [36:37] I have no certainly after hearing to some of you [36:39] point say I I certainly do agree that the consistency [36:42] is certainly has been has been if you know in [36:46] place [36:48] the one thing that I would caution is that you [36:50] know we're not in normal times there isn't it nothing [36:52] consistent right now we're in the middle of a pandemic [36:55] and I certainly would caution that we should be a [36:58] strong voice to encourage and continued S. safety precautions as [37:04] we interest Christmas season the last thing that any of [37:07] us wants to see is that ... another wave and [37:11] happen and over the Christmas season when people of course [37:15] you know ... ... in their festivities they may have [37:18] a drink they may forget to you know that would [37:20] you know the here and then the now with a [37:22] pandemic so I think that you know it's all of [37:25] us can put on that cap of knowing that as [37:27] much as we obviously want to see our families and [37:31] we do have our bubbles ... I think it's an [37:34] important reminder for us all to continue sending out that [37:37] message of safety around that secret round that season in [37:40] that time frame that because we're not living in consistent [37:43] or normal times right now but I do take the [37:46] comments or any of my colleagues here today ... the [37:49] guarding the practices that I've certainly happened over the past [37:51] couple years how that sound unveils and it so well [37:55] yeah I'm willing to keep reconsider thank you [37:59] did you have come [38:02] okay [38:04] so if someone wishes to make a motion councillor Perot [38:08] did you wanna [38:10] make a motion hang up I make a motion it'll [38:12] be a feeling motion so might be someone better for [38:15] someone else to answer it gone it's like he's going [38:17] to make a motion [38:22] K. C. start of the [38:26] seconded by councillor Stapleton [38:29] any further comment [38:33] call the question [39:30] so everybody have the [39:37] motions carries 8 to one [39:40] your [39:42] [39:44] seconds [39:47] extend the over nice [39:49] irking banners outside the downtown [39:55] M. so they says sorry [39:59] I can later okay [40:01] go ahead so this is and this will be a [40:04] temporary twenty four hour parking restriction and so in this [40:08] case parking will not be permitted on any street outside [40:10] the downtown and a business just a district during a [40:12] storm and for the twenty four hours thereafter so [40:17] ... it would be enforced upon a declaration by the [40:20] the DCM a public works when operationally required [40:24] and so what it what it would enable is or [40:27] what it would want would be is so [40:30] ... right now we have correct me if I'm incorrect [40:34] in laying this out so right now we have a [40:35] night time parking ban ... as of one is declared [40:40] or early January as we just decided [40:44] ... that's during the night time this would do it [40:48] ... have tension in the daytime as well because it [40:51] triggers while it's snowing for significant storm and for twenty [40:55] four hours thereafter so that it gives snow clearing crews [40:59] the opportunity of of staff open streets to clear snow [41:03] that makes sense yeah so it's so it's on the [41:05] vent basis if if there's a situation in which the [41:08] deputy city manager of sector needs to be a banner [41:12] parking during the daytime hours yeah then they can do [41:15] that yeah deputy city manager yeah so just expand on [41:19] the ins explanation there would which was accurate so basically [41:23] and this is this is industry best practices well so [41:26] any time there is any event ... we would add [41:31] advertised that the there's going to be a twenty four [41:34] hour parking ban in effect for areas outside the downtown [41:36] supposed to places that have the overnight parking ban and [41:40] we would extend it for a twenty four hour period [41:43] after and this coincides with our service timelines and it [41:48] would ... enable snow clearing crews to more efficiently clear [41:52] we make sure we get to push back to the [41:54] curb a lot master it would eliminate multiple runs which [41:59] is a complaint we sometimes get right you came up [42:01] our street you didn't cleared effectively you have to come [42:03] back ... so some people complain that we're not there [42:06] enough some people complain that we're there too much this [42:08] will help us be more efficient in our operations to [42:11] achieve a final push back within twenty four hour period [42:14] what occurs ... impeding operations [42:18] all right I think that's a good idea I think [42:20] if I think it's a good idea that our staff [42:23] have that ability indeed when it's warranted to be able [42:26] to do that no problems supporting them [42:30] councillor Hickman yeah I just wanna make clear more support [42:33] for this command is winter for her progressive thinking on [42:38] this and you know what happened during a pandemic of [42:40] it was brilliant that was great move and keep everybody [42:43] else trees when needed again communications is deputy mayor mentioned [42:47] will be key on this but even against most of [42:50] the people lazy most people will be huge health so [42:54] well done this winter [42:59] councillor Skinner your worship I just I have a couple [43:02] questions one is the ... trigger tennis is I see [43:05] it is five centimeters ... and I'm just wonder do [43:08] we have any idea as to how often in the [43:10] past we've had five centimeters is this something that would [43:13] be you know once the line is there something that [43:15] happens twice a week three times a week do we [43:18] have any ideas to that [43:22] sorry [43:24] basically the intent is this is anytime there's any significant [43:28] or watching use were significant like to five centimeters as [43:31] a guideline if we have to do plowing operations work [43:34] the intent is to ... implement this so if you [43:37] know if we need to send out ... cruised to [43:40] do it we would want to do this is and [43:42] the intent is to improve efficiencies [43:46] so so we're gonna do is not based on five [43:49] centimeters when I'm there and I don't know where to [43:51] five centimeters sense and nonsense five so [43:55] I read it my understanding was yeah [43:58] the intent is is that it will we didn't want [44:01] to get into a specific number to add to be [44:05] advertising to the residents as it will cause confusion and [44:08] also then the ... and Cheryl may be able to [44:12] speak to this better but in discussions with the legal [44:14] department it would cause confusion and then people would potentially [44:17] be able to contest any tickets that they received and [44:20] you will be able to argue over the fact of [44:21] what a five centimeter spell what forecast you were looking [44:24] at environment Canada's if five maybe a mix it's something [44:27] different and it could cause a lot of confusion so [44:30] the way we would ... I guess inform residents about [44:34] that is we will make an announcement and we don't [44:36] want to tie it to any amount but I can't [44:38] say that it is the the ... we want to [44:42] call it any time we have to plow so five [44:44] centimeters and up would be a good base that you [44:46] would do would use [44:49] I thank you in my second point is when we [44:52] talk about plowing or clearing an area outside of the [44:56] downtown we're looking at restricting on street parking for twenty [45:00] thought twenty four hours after you to clear it my [45:03] question is how long does it take for the routes [45:05] to be cleared [45:09] our service timeline right now is ... we guarantee one [45:13] cut within twelve hours and full widening down within twenty [45:16] four so we sync that up to line up with [45:19] our current timelines [45:22] councillor for this one at a point of that it's [45:24] it's twenty four hours after the end of the storm [45:27] route twenty four hours from the point of decoration so [45:29] if the storm lasted for thirty six hours it will [45:31] be during those thirty six hours plus the twenty four [45:33] hours following because the service standard ... timeline kicks in [45:37] by the end of the store [45:39] just wanna clarify that because already a little bit differently [45:42] the five centimeters is kind of the the trigger where [45:45] you have the option to do [45:48] but it's not [45:50] given that at five centimeters that you would put this [45:55] in place as a [45:58] no I guess it to be an operational decision it [46:00] would be a it would be a council decision it [46:02] would be an operational decision right and I mean the [46:05] reality is here in St John's ... I don't see [46:08] very many five centimeters that's right I means ... yeah [46:11] right is generally about ten so you know anytime that [46:14] we're getting full crews to go out and do it [46:15] that's the intent that we would do it is not [46:17] a forget a few flurries overnight that's not the intent [46:20] right if the intent is anytime we're getting a system [46:22] coming through St John's that we need to do we [46:24] in full operational [46:28] it works yes councillor Hanlon [46:31] yeah I would probably agree with what and I have [46:34] a problem well they didn't I think the plan and [46:39] if you do that very realistic given out rather than [46:42] harassment but before I would be more respectable Robert voted [46:45] yes for this war thank you [46:49] deputy mayor [46:51] thank you Mr mayor yeah no I agree I think [46:53] that this is excellent because obviously it gives start the [46:56] staff and and you know an extra bit of time [46:59] of course to do proper cleaning so I guess my [47:01] question is we do you M. and for the city [47:04] management deputy city manager ... did you see that this [47:08] could have any positive ramifications over the sidewalk snow clearing [47:12] issue I'm just wondering because of course this is going [47:15] to help [47:17] ... in terms of the cleaning for the streets after [47:20] storm but does it have any impact whatsoever on sidewalks [47:24] thank you [47:28] I mean any time if ... if cars are parked [47:32] on the street it then there's ... you know there [47:35] is there it is easier to clear sidewalks as well [47:38] because you're not in the areas outside of the downtown [47:42] you know we're we're this would be implemented I'm just [47:45] because you're you're not concerned about heating the cars right [47:47] you got a little bit more ... space to to [47:50] operate ... but overall it's mainly a ... street it's [47:56] it prevents a multiple [47:59] about runs through areas yeah exactly you're we even in [48:03] and around the cars and then you have to come [48:04] back and try and pick a time when the cars [48:07] aren't there in order to clear out the snow this [48:09] left yeah so it eliminates that it's it's similar to [48:13] the ... to the bad downtown business tricks district one [48:16] more from four to six you're not allowed to park [48:18] there and that gives so then from four to six [48:20] we make sure operators are in the downtown area to [48:23] push back to snow there to parking spaces so this [48:25] is what this does in the rest of the city [48:28] but it it's it's in our normal operations if that [48:30] makes sense some cases it may cut down on the [48:33] filling in of the sidewalks because the plows come through [48:36] there twice instead of three times if they can get [48:38] it done then it might prevent that part [48:43] yeah so that was exactly what I was kind of [48:45] yeah I could go on for here that there may [48:48] be slight improvements as a result of that council front [48:50] you have a [48:52] great minds think alike [48:54] fools seldom differ [48:59] councillor Collins [49:02] issuers are allowing go around it should not [49:05] ... the global gift for but I think we should [49:09] revisit revisited they around you know but we have a [49:12] to the winter and CEO Cialis works because you know [49:16] it the problem's going your street and it's clear you [49:19] know you you feel like you got it cracked or [49:22] you don't mean to like I I can see just [49:24] a lot of people get tickets you know so I [49:27] don't know I agree with that now but I think [49:29] we should revisit after see how much of a backlash [49:32] we get you know [49:34] look at it after a few storms out of work [49:36] so good I keep saying you know we're so good [49:38] relievers but if not we can that okay the real [49:43] the real test of a B. you know how it [49:46] affects the operations of you know over [49:51] yep and you know that will be that will be [49:54] to test them I also have trusted the staff that [49:57] we were going to use their discretion or just [50:00] yeah yeah I go alone but if I may bring [50:03] it up in the middle of winter I'm I'm sure [50:05] you will councillor Collins [50:07] councillor Korab yeah this is the point you made your [50:10] worship I was gonna say is that you know are [50:12] forced to take enforcement officers have the discretion so if [50:16] it's a street that you're technically not allowed to park [50:18] on but we're clear back to the curb and let's [50:20] face it the plow will be should be and will [50:21] be by again you know that's a communication them to [50:24] have some leniency so I think that's something we can [50:27] do it could cause some confusion obviously one day you [50:29] didn't get a ticket then the next week you did [50:32] get a ticket because a small so it can keep [50:34] using but I guess is the point of it that [50:35] are taking office and have some discretion [50:38] not ticket if necessary during the day when people are [50:41] going to work in and and cursor error error out [50:46] of the out of the area and on my street [50:48] which is pretty typical city street outside the downtown and [50:53] there's very few cars parked on the street during the [50:55] daytime I think other people are living councillor Hickman councillor [50:59] Skinner that would say the same you know and you [51:02] know it's not a it's not a huge issue and [51:05] if if you can improve by by encouraging that day [51:09] and ... I think it's a good use ... who's [51:13] next Sir councillor quicker councillor Korab brings up a good [51:17] point about discretion [51:20] I was told many times over the years about that [51:23] when there was no snow on the ground during January [51:25] or February now and then that there is no discretion [51:28] tickets are given out and ... wondered if ... we [51:33] have a comment on that city solicitor [51:42] is there an option to say no here we go [51:44] ... ... I guess I just purpose my comments I'm [51:47] always where you talk about important procedures in a public [51:50] meeting as it tends to be legal advice given [51:53] the council ... but I will tell you as a [51:56] general proposition that all officers when assessing the situation deciding [52:00] on whether to issue a ticket have discretion ... to [52:04] look at all the circumstances and determine whether there is [52:06] a violation that is appropriate ... for ticket to be [52:09] issued [52:12] next question [52:16] when an ad England and had a comment there before [52:20] well I do I just wanna make sure that we're [52:22] clear that ... this is the this pointer this thing [52:27] or this twenty four hour parking ban would apply whenever [52:32] it was declared operationally so that could mean if we [52:34] get a snowstorm next week it comes into effect actually [52:38] right and so it also takes into account December so [52:41] last last Christmas for example you know it started to [52:44] snow on Christmas Eve it didn't stop till sometime in [52:47] March [52:49] alright so if there is a potential for when we [52:51] get back to back storms that these compounds and I [52:53] just want to make sure that that's understood I think [52:56] everybody understands that I I think we we I think [53:00] we're trying to find a balance here between operationally being [53:03] able to keep the city moving and ... you know [53:08] but at the same time if the need is not [53:11] there being able to keep things moving moving as well [53:16] not being ... over overbearing on the whole thing so [53:20] I I think finding the striking that balance is a [53:23] challenge but it's one that we need to do our [53:25] best to strike [53:28] councillor for a [53:29] as one other piece to to consider within this that [53:32] so I had a several conversations leading up to this [53:34] moment I thank businesspeople one one of the titular was [53:38] with the contractor so in a few neighborhoods there's significant [53:41] developments ... and in camera terrace or significant structure and [53:44] happening and and a twenty four hour ... restriction could [53:47] be quite significant for them ... so it's something well [53:51] I think all they'll be difficult to put exceptions in [53:54] place but it's something we'll have to keep an eye [53:56] to as we go forward on whether it's ... too [53:59] big of a pain in those areas or maybe it's [54:01] the fourth when officers providing some discretion in the way [54:04] if there's a house under construction in the area ... [54:06] just something to honor in relation to this [54:11] any further comment [54:15] so the council for any making that motion the second [54:28] sort of [54:29] drumlins up you know from [54:32] yeah [54:46] let's hope we never have to use any of those [54:49] parking pass ... [55:09] also [55:16] a source [55:18] motion's carried 9 to 0 [55:22] number three councillor for out thank you M. downtown winter [55:27] parking restrictions on this one [55:30] excuse me so downtown winter parking restrictions only utilized on [55:34] the street is scheduled for snow removal operations and the [55:36] restrictions in effect twelve thirty AM to seven thirty AM [55:40] currently at the city's so that's the parking restriction the [55:44] city snow removal operations actually begin at ten eleven PM [55:48] and because of that our to have window ... vehicles [55:51] are often still parked on the street ... so crews [55:54] find that also find the traffic calming traffic volume sorry [55:58] is increasing earlier in the morning and it is best [56:00] to reopen the streets the traffic earlier than seven thirty [56:03] AM so the proposal is after the downtown I wonder [56:07] parking restriction ... from eleven PM to six AM instead [56:11] of twelve thirty AM to seven thirty six and speak [56:17] oh sorry your worship all just think of the amount [56:19] of money and I do live chat with her but [56:21] I think this is the one the claimed the prostration [56:24] many people within the previous hours I think this will [56:27] be a lot about the conflict answer Martin I think [56:30] it worked very well with my command staff for clinical [56:33] thank you thank you councillor Hanlon deputy mayor [56:38] yeah no I I agree I think that this is [56:39] a smart way and I think this is true continuous [56:42] improvement to an action because we do see a number [56:45] of people in the downtown core oftentimes working out you'll [56:49] see a lot of people who access said the gyms [56:52] and things like that that are in the downtown core [56:53] and as well ... anybody who like the businesses at [56:57] that point in time or shut down and and with [57:00] the exception of some late night activities and those activities [57:03] are usually involving alcohol and they're you know they're vampires [57:09] and things like that so went the driving aspect shouldn't [57:11] shouldn't even actually be a factor at that point in [57:13] time and so I think that this is a great [57:16] way to clean it up and to enable our crews [57:19] to do work better job certain streets of thank you [57:22] Lynn and to you and staff councillor Korab I'm certainly [57:25] in favor of it but I do not like making [57:27] any decisions about downtown unless we talk to downtown people [57:31] the adept downtown Saint John we had any communication with [57:34] them about this or run this by [57:36] at this this should be in the residential [57:40] of the downtown now now waters not the commercial area [57:44] hi retract my comment [57:49] it it would also include the data but it's only [57:52] when we do removals right it's not it's not a [57:55] parking ban I don't know I don't know that yeah [57:57] I guess that answers I guess what I'm into this [58:00] is that it it applies more to the areas that [58:04] are not included in the outside the downtown my comments [58:07] back on that so do we talk to take jobs [58:09] but this [58:11] and we we didn't but we can I I don't [58:13] anticipate an issue yeah I'm fine [58:16] zdummyz. [58:17] your worship above the border downtown Johnson this is something [58:20] they would welcome this is something we talked about before [58:23] so in in I don't know and then and then [58:26] reach out to directly but we've had discovered before that [58:29] we want in the past so this is something that [58:32] would be welcome because exactly at the deputy mayor said [58:35] his business partner of operating a current with the bad [58:38] would be on this one that will be the exam [58:40] there's no good we we we couldn't really understand them [58:44] ... and the diversity of it will be point will [58:47] be yeah therefore backbone for snow removal and you know [58:53] for the winter motel and in the business area because [58:56] understand that there was a lot more [58:58] that will dollars between the two ... people sex workers [59:02] as we move of of of of garbage it is [59:06] a delivery call happened at all heard so this will [59:08] be about the bill was up [59:10] and I will get you a quote for to them [59:12] work really in a formal and informal [59:16] okay thank you councillor Hanlon and as well the forty [59:19] six the ... that bad still remains in fact right [59:24] so every night the cars have to be off the [59:26] street by four in the morning every night [59:29] anyway you know to meet ... soul all of them [59:34] all work work together [59:36] councillor Hickman so this was withdrawn employees for those streets [59:42] are designated for that night you know with the sticks [59:44] in the banks normally [59:46] yeah [59:47] right now all it's wanna command was with her once [59:49] again her very progressive the [59:52] the idea here thank [59:56] councillor for hours just want to know that if we [59:58] proceed with this and it sounds like we are ... [1:00:00] I need full probably required as well the notes in [1:00:02] here in the note that that to meet the deadline [1:00:05] for the winter print winter edition of the city guide [1:00:08] and has to be made by the second of November [1:00:12] okay [1:00:14] any further comments moved by councillor for road seconded by [1:00:18] councillor Hanlon [1:00:22] yes your worship call the question [1:00:43] motions carrot [1:00:45] he sidewalk snow clearing [1:00:55] 18 ms Windsor goes [1:00:59] all of frame M. so this is Amy and [1:01:05] a decision no I was an information as well ... [1:01:09] on that motion passed by council a few weeks back [1:01:12] ... regarding sidewalk snow clearing so that addresses several of [1:01:15] those particular points and so as a reminder we we [1:01:20] discussed ... this no provide some I I option for [1:01:23] direction to reprioritize the existing sidewalk sidewalk routes ... it [1:01:29] speaks to the training and supervision supervision within the sidewalk [1:01:34] snow clearing system and approach [1:01:37] and speaks to that piece of the motion that to [1:01:40] her call for a conversation on house roads are prioritize [1:01:44] things like free up resources so it's a lot of [1:01:46] content in here I think it again makes sense to [1:01:48] do it section by section as we just have the [1:01:51] previous conversation because so many layers to it ... [1:01:55] so what we'll do the the first one first and [1:01:58] so the the proposition is in the note and actually [1:02:03] allow staff to look through it because I I don't [1:02:06] wanna trip up on it ... but it's basically recognizing [1:02:09] that there's a fixed amount of resources to deliver on [1:02:11] sidewalk snow clearing and this is an option of re [1:02:14] prioritizing ... some of those sidewalks that we cleared so [1:02:19] that there's a readjustment because we have we have too [1:02:23] many priority ones to get through the party once in [1:02:25] a ride in a reliable timelines of the public and [1:02:27] doesn't have a have a route that they can rely [1:02:30] on getting around ... [1:02:33] and ... yeah so that's those are different points on [1:02:36] all head over to staff to to go through the [1:02:39] details of that [1:02:42] okay yes so to expand on that so ... some [1:02:46] of the feedback we received in the public engagement ... [1:02:49] that we did on sidewalk snow clearing after the winter [1:02:51] of course was even though certain ... sections of routes [1:02:56] were priority one it still took a long time to [1:02:58] get a clear ... and this is something that we [1:03:01] we've been been aware of ... that we had too [1:03:04] many priority one so you know if your whole system [1:03:06] is a priority one and effectively nothing is a priority [1:03:09] one so we have gone through all the sidewalk groups [1:03:14] and effectively we've taken a so one side of streets [1:03:18] will remain priority one but the second site instead of [1:03:22] having two sides of the same street being a priority [1:03:25] ones in order to ... to be able to get [1:03:29] more streets more sidewalks cleared will only do one side [1:03:34] so the first side of arterial roads ... and the [1:03:39] downtown [1:03:41] at this downtown business district would stay a priority one [1:03:45] your schools would effectively be a higher priority to one [1:03:48] so we just got them call priority one eight so [1:03:51] that would be all your schools owns us the first [1:03:53] first thing we do ... priority to would now be [1:03:58] your second side of your multi lane arterial roads and [1:04:02] the downtown business district and first side of collectors in [1:04:06] your priority three would be the second side of any [1:04:09] remaining arterial roads that have both sides service and and [1:04:14] we have very few private priority force but basically be [1:04:17] the second side of ... collector streets so effectively we [1:04:22] won't be to priority we won't have priority one and [1:04:25] two sides of the streets we would focus on one [1:04:28] and we've arranged it in a fashion so that you [1:04:31] have a whip ups clear sidewalks going through the city [1:04:34] so it would enable pedestrians get from you know whatever [1:04:37] to point a to point B. is more effectively you [1:04:39] know instead of spending too time due to sides of [1:04:42] one area we've moved on and now we're doing when [1:04:45] we no it's a longer stretch of a priority one [1:04:48] thing that makes sense [1:04:54] deputy mayor [1:05:01] sorry [1:05:02] the thanks very much Leanne and I think that that [1:05:06] and you know from my understanding of what's being presented [1:05:08] here now that that really would make an improvement ... [1:05:12] it again it seems to [1:05:15] help clean up a little bit about can activity ... [1:05:18] which of course is the ongoing issue when we talk [1:05:21] about any any plan and set them mobility or transportation [1:05:25] in the city so I think that this certainly sounds [1:05:28] like a move in the right direction and the Garcia [1:05:32] sidewalks because we just want to ensure that people once [1:05:35] they get on a sidewalk or going to suddenly come [1:05:38] to a barrier and then you know be forced out [1:05:41] into the road and so I I know that it's [1:05:44] probably and not and and on a grand scale this [1:05:48] this this change but I think it'll help put the [1:05:50] game in the vein of consistency so from first blush [1:05:54] here this really does seem like a good improvement to [1:05:56] me thank you [1:05:59] further comments councillor Skinner [1:06:03] your worship just a forum for some context [1:06:07] the main sorry network main the downtown business district as [1:06:13] it's defined in this note ... I'm just curious as [1:06:16] to how far north west coast is a doctor street [1:06:21] is it queens road is an American road when we [1:06:25] say we are going to do the downtown business district [1:06:28] I'm just wondering how far we've [1:06:30] it's just water and of course [1:06:35] okay thank you [1:06:40] councillor Collins [1:06:42] yes ... just former obviously priority mostly running on the [1:06:46] one side and a sort of [1:06:49] together because [1:06:50] I think we went lots of free to be quicker [1:06:52] to come back to the movie please press town within [1:06:56] the street get a priority one but a lot of [1:06:58] these if you're sending [1:07:01] yeah okay [1:07:02] thank you councillor Hickman ... you have stolen and the [1:07:07] that but is there a separate contract for downtown we [1:07:10] so what when you say downtown in this context how [1:07:12] does that work what what impact do they have or [1:07:15] how does it take you back out to the country [1:07:19] it just means that will be ... advise you know [1:07:22] will be directing the contractor in how how to do [1:07:25] what priorities first right so it means you might get [1:07:27] a of you'll have a cut on Water Street and [1:07:30] Duckworth street before I guess you do the second side [1:07:32] of Water Street but it'll it'll just be done in [1:07:34] a more [1:07:36] in a more efficient process to maximize the number of [1:07:40] of sidewalks are the faster we can get site sidewalks [1:07:43] done so people will have somewhere to ... to walk [1:07:49] your worship yes councillor had [1:07:53] I don't know I didn't want to step on council [1:07:55] has nobody finished he's finished [1:07:59] at first I think this is really good because I [1:08:01] know we want to we all want to improve snowball [1:08:04] clearing but we also know the restraints we have with [1:08:07] our budget so it seems to me what we're going [1:08:09] to do we're going to do very well alright commended [1:08:12] ivory I will be able to put it so I [1:08:14] think I think will be improvements and I think you [1:08:16] can [1:08:17] what we are doing a little too much for a [1:08:20] better job of it I think the public will increase [1:08:22] the task thank you worship [1:08:25] councillor Skinner yeah thank you your worship again I'm just [1:08:28] trying to ... [1:08:29] wrap my head around how this will operationally functions so [1:08:33] if I may business owner on Water Street I'm going [1:08:36] to have one side of the street down [1:08:39] and continue on to the other priority one areas to [1:08:43] get those done before looping back to do the other [1:08:46] side [1:08:48] and I asked earlier I don't know if the same [1:08:50] timelines apply but I asked earlier about how long it [1:08:53] would take and I was told twelve hours for one [1:08:55] o'clock twenty four hours for the second sorry because we'd [1:08:58] be looking at twelve to twenty four hours before that [1:09:01] second one it would be different times [1:09:05] this sidewalk snow clearing program has much different timelines and [1:09:09] the streets to [1:09:11] [1:09:12] so don't volunteer chair [1:09:16] so the current timelines for sidewalk snow clearing is four [1:09:20] to seven days after an event [1:09:24] and every time it snows we have to restart our [1:09:27] priorities so if it snows on a Monday and then [1:09:30] it snows on a Wednesday timeline starts again on Wednesday [1:09:34] so we're full with the current resources we have we're [1:09:38] four to seven days for getting the entire sidewalk routes [1:09:42] complete now the downtown business area does have a contractor [1:09:47] in place ... the timelines may be better down there [1:09:51] but as a telling you exactly when one side will [1:09:53] be cleared exactly when the other side would be cleared [1:09:56] for timelines for that I would be able to give [1:09:58] you that data [1:10:00] so I'm to understand then that one side of the [1:10:03] street could be done and it could be days [1:10:07] before the other side [1:10:11] yeah [1:10:21] yes [1:10:22] I'll just add that harbor drive is also included in [1:10:25] that contract downtown [1:10:27] ... so the contract includes water bottle water all touch [1:10:31] Duckworth and one side of her drive so what we're [1:10:35] going to do with with that contract is we're going [1:10:37] to spell out you know we have we have decided [1:10:40] north or south get back what once had water come [1:10:42] back second come back once on top worth to one [1:10:46] side of her drive then start second salt of water [1:10:49] and property in typically in in other seasons he ... [1:10:55] he being the contractor [1:10:57] ... nobody has that ready for business open in the [1:11:01] morning ... I will add to that the downtown [1:11:05] a business district we do a lot of snow removal [1:11:08] down there so it's easier somewhat easier to plow the [1:11:11] sidewalks because there's less snowbanks on her cell the contractors [1:11:16] typically [1:11:17] so much easier to plow because of the lack of [1:11:21] snow remains unsolved mysteries [1:11:24] so we don't get into a four seven day normally [1:11:27] foundered normally hours [1:11:30] to get to get downtown business district clout [1:11:37] I appreciate the information your worship all just [1:11:40] no monitor myself and see how it goes yeah it's [1:11:43] it's it's a different it's it's a whole different set [1:11:46] up because of the because of the private contractor down [1:11:48] there but I I I think it's fair to say [1:11:51] that in most cases with a fifteen or twenty centimetre [1:11:54] snowfall that the sidewalks are usually complete is ... water [1:11:59] drug works all the time businesses are opening in the [1:12:03] morning or late morning [1:12:07] and of course would not just sidewalk snow clearing but [1:12:09] for all snow clearing it depends on when the small [1:12:12] stops at most stops at six AM [1:12:15] ... we're never going to get everything done by the [1:12:17] time business opens at a on and off we get [1:12:19] more time we'll have it all [1:12:22] she was worshipped [1:12:25] ... dramatically downtown thanks we've put in the downtown park [1:12:29] loop walk that detailed topo removal ... the last three [1:12:33] years ago thank you for that in the parking this [1:12:36] overbuild including the sidewalk has little closer [1:12:43] yes your worship and use it you can tell [1:12:47] if you leave goals of Kerr brought anywhere you go [1:12:49] downtown they don't have as much all note near earth [1:12:53] watch all three do you know so is less known [1:12:55] outer you need golden at home and you do a [1:12:58] drive or something Gary be an hour go down there [1:13:00] and ten minutes you know you don't have enough good [1:13:04] looks old lady more rainy [1:13:07] the drive and Pitts memorial drive you can see the [1:13:08] difference as you as you go into arts house lands [1:13:12] in the hallway yeah [1:13:16] I'm agreeing with council [1:13:18] I always agree with you don't [1:13:20] it's councillor for [1:13:24] thank you and I just wanted to make clear it [1:13:26] so the con and asked David when and to make [1:13:30] sure I'm correct the contractor only covers water Duckworth and [1:13:33] harbor Dr grant yeah so it's not the point of [1:13:36] making by reinforcing that is it's not as if they're [1:13:39] going to be called up to another street to do [1:13:42] it before doing the other side of Water Street they're [1:13:44] gonna it's a solution to make it done and until [1:13:48] it's complete [1:13:51] any further comments [1:13:53] okay ... what sorry it was so what I'd ask [1:13:56] staff to speak to a little bit is so this [1:13:59] as part of the motion was a conversation on lane [1:14:01] ways stairways and crosswalks as well and that's not addressed [1:14:04] here and that's fine and that is a big piece [1:14:06] of work okay ... but I just wanted to note [1:14:09] that for the listening public in the staff of any [1:14:11] any comments to say on on that consideration in the [1:14:15] linen yeah so ... we're go the plan is to [1:14:18] bring that forward to the next made a whole where [1:14:21] if it was up a lot of work to get [1:14:23] to pull all this to together so we did and [1:14:25] we didn't want to I guess even though this is [1:14:27] a lot to bring forward to council we didn't want [1:14:29] to bring even more in the council today so we're [1:14:32] going to the plan is to bring that forward it [1:14:34] to the next meeting hall [1:14:38] deputy mayor [1:14:40] yeah no I just wanna say that they'd be in [1:14:42] the same way issue certainly is it has been an [1:14:44] ongoing contentious issue for some time and I I'm I'm [1:14:46] really looking forward to more discussion and information around that [1:14:49] and how we can continue to improve that service so [1:14:52] thank you [1:14:53] [1:14:56] sure councillor Collins said your worship what pressure crow Dave [1:15:00] said dear with listings it here windows no stops got [1:15:05] a big factor shoulder it was also on sept twelve [1:15:08] one o'clock tonight you'll get something more in the job [1:15:11] is done perfect if that's not five or six o'clock [1:15:14] in the morning you'll gets out and everybody looked up [1:15:17] to the window under street is not the owner is [1:15:19] a nightmare so whatever time snow snaps this so how [1:15:22] good of a job you gates and also when it [1:15:24] starts because it starts to o'clock in the afternoon you [1:15:27] know at six o'clock in the evening it's it's dangling [1:15:30] out there [1:15:31] you can't get around so you're good point councillor Collins [1:15:35] so moved by councillor Froude seconded by [1:15:39] councillor Hickman call the question [1:15:44] yup [1:15:46] I think we can do them all together [1:15:52] M. all Sir which which all ... the other two [1:15:57] points yes [1:16:00] yeah [1:16:01] hold on now maybe I'm [1:16:05] okay nope sorry point one I was looking at sorry [1:16:08] I was looking a priority one eight months as being [1:16:11] point sorry yeah just ... doing point one [1:16:22] what [1:16:28] that's too many numbers [1:16:31] it's too many numbers [1:16:47] [1:17:03] motions carries [1:17:07] point to me again [1:17:10] M. point to it there's no motion attached point two [1:17:13] unless council feels otherwise I suppose ... but it's it's [1:17:17] say it lays out the the supervision and the training [1:17:22] that same place for the operators ... and forever and [1:17:26] the approach ... so I'm not going to go through [1:17:28] those details I think it's laid out there while I'm [1:17:31] if there any questions by [1:17:41] I don't think there's a motion on the [1:17:46] okay [1:17:48] we'll put your seconding in abeyance for next time we [1:17:50] need a second [1:17:56] your worship just a question if I could one of [1:17:58] the [1:17:59] issues that I've been ... talked about already is the [1:18:03] issue of private contractors plowing either under the sidewalks or [1:18:08] into the street moving window leaving wind rows of small [1:18:12] that have ... complicated work of our own pro war [1:18:16] in fact reversed a good work that they've done and [1:18:19] I'm just wondering what ... what policies what approach we [1:18:23] have to that how do we respond to that I [1:18:26] guess is what I'm trying to understand [1:18:31] city solicitor [1:18:33] so we have provisions in our bylaws that prevent [1:18:37] ... contractors are citizens from doing exactly what you're speaking [1:18:40] about so we have an enforcement mechanism I'm we have [1:18:44] ... public work staff will go out and do inspections [1:18:47] and ... provide if they signed that that has happened [1:18:52] ... go to the enforcement process and lead to a [1:18:55] prosecution [1:18:58] so what that inspection process be on a complaint basis [1:19:01] or would it be as a part of their normal [1:19:03] operations actually reviewing ... now some of some of the [1:19:08] enforcement of that right [1:19:11] yeah we've been working and cooperating with the public works [1:19:14] department tried to do all we can improve that enforcement [1:19:17] mechanism ... with regards to the operational if there's inspection [1:19:22] I'll have to ask David or Lynn and speak to [1:19:25] that because I'm not sure if it's just complaint basis [1:19:27] or if we actually do have ... the resources to [1:19:31] be able to have a staff staff person going right [1:19:33] doing inspections without a complaint I I do know that [1:19:36] there are probably enough complaints that [1:19:39] dealing with that is is quite at a heavy task [1:19:42] some [1:19:44] yes so we do have inspectors that do after every [1:19:47] snowfall of and the ... well I travel the city [1:19:51] to look for areas and we see or speak to [1:19:53] residents or contractors or you know ... and make sure [1:19:57] they understand are not permitted to do that we also [1:19:59] deal with complaints that they also are C. and a [1:20:03] monitoring at contracts as as well so yeah we are [1:20:06] we are if they're trying to do is as best [1:20:07] we can to ensure that ... cleared sidewalks are not [1:20:11] plowed in by private contractors or you know residents or [1:20:14] whatever [1:20:19] further comments [1:20:22] okay [1:20:23] NexPoint [1:20:25] the point 3 [1:20:29] if I may add to the previous one just before [1:20:31] serve on and we've made some modifications and staff and [1:20:35] speak to this more detail but made some concern last [1:20:38] year with the quality of private that private contractors we [1:20:40] have we've hired so for instance let's with Avenue had [1:20:42] a lot of concerns on the quality of the clearing [1:20:45] so there's been some changes to how those are ... [1:20:48] what those contracts say to ensure that there are better [1:20:51] accountability mechanisms in place to ensure that that that's quality [1:20:55] work [1:21:00] so that the last point there is [1:21:04] was that suggestion for a conversation on and with that [1:21:07] there's a re prioritize ation possible for some local streets [1:21:10] to free up resources ... for sidewalk snow clearing and [1:21:14] I think the the note lays it out well ... [1:21:17] but in briefs ... I I support what what's written [1:21:21] here and and I also a motion when the time [1:21:23] comes first status quo our for our local streets are [1:21:26] prioritized ... it said it notes that and some of [1:21:32] these things are obvious but we have a very temperate [1:21:34] climate which results in a lot of rain and or [1:21:36] snow melt immediately after so far so that rain and [1:21:39] melt because there's no way to get wet and heavy [1:21:41] very quickly ... which turns the ace and there are [1:21:45] the most significant challenges service delivery is the ability to [1:21:47] recover completely after an event for subsequent event occur so [1:21:51] we have snow and rain and freezing rain and then [1:21:54] ... more snow on top of it gets packed in [1:21:56] really hard and it's difficult to ... to remove it [1:22:01] ... [1:22:02] so any change to how we would do the streets [1:22:05] I will lead to that sort of scenario where there's [1:22:08] rocks there's rocks in the street routes of snow in [1:22:10] the street me quite difficult to get through ... as [1:22:14] it's a mix of ice and snow and there [1:22:19] one of the reasons so I'm I'm supportive of of [1:22:22] status quo because it is that's not a satisfactory [1:22:26] changing is not satisfactory route for vehicles but it's also [1:22:29] not a satisfactory route for pedestrians because if you're street [1:22:32] is is is full of rocks and ice that means [1:22:35] the vehicle is there it's it's riskier to have a [1:22:38] vehicle on the street which means if there's a pedestrian [1:22:41] ... using that same street they have no space or [1:22:44] there's a greater risk in in a vehicle pedestrian means [1:22:47] in an unsafe on safe place ... so I think [1:22:51] I think status quo make sense ... for moving forward [1:22:57] good councillor Hickman [1:23:00] the [1:23:02] I just have a quick comics like this was directed [1:23:04] at me part of the site and talk with this [1:23:07] for a long time I wouldn't I would I would [1:23:10] not take it personally no worse but no I appreciate [1:23:14] I agree discussions with them about this then and she [1:23:18] optional is a lot more than I do and I [1:23:20] understand fully the need to make sure you pick up [1:23:23] off the ice [1:23:24] and keep the drains on plugged sector I'd like to [1:23:27] understand sometimes it's it's been known them this is leave [1:23:31] that redo it what it doesn't need to be done [1:23:33] the asphalt is bare except for we can use our [1:23:35] resources elsewhere and times like that that's all I'm saying [1:23:38] but I understand that telling him to repeat for shore [1:23:42] so thanks for the clarification and school mile scolding [1:23:50] I was scolding [1:23:53] councillor out yeah sure sure a lot of hundred implausible [1:23:56] around people teach that there will [1:23:59] you know how from around industries don't they're going back [1:24:04] around eleven thousand catch basins and uptown some of practice [1:24:06] from right and we will get it gets business done [1:24:09] in on the water mix when the status of milk [1:24:11] in the water all over the place because you can't [1:24:13] get down it's based so it's a lot of times [1:24:16] there to ... they're going to have to go through [1:24:18] both of them most of the time the truth which [1:24:21] is [1:24:23] any further comments [1:24:29] so [1:24:31] there's no need for a motion on that one either [1:24:35] both [1:24:36] right [1:24:38] okay [1:24:39] yes councillor Korab is sickening all the non motions [1:24:45] so that's it for that [1:24:47] of course thanks very much for that work by the [1:24:50] way in and Dave this and your staff that was [1:24:53] a good piece of work to get that taken care [1:24:56] of as a lot of information on this [1:24:59] yes or there's a fourth line [1:25:02] lawyers [1:25:04] point 4 or 4 [1:25:08] retain the current level of service [1:25:18] the council maintain the current level of service on local [1:25:21] streets so that was for information purposes only it was [1:25:24] that [1:25:26] okay [1:25:32] or is [1:25:33] thank you very much [1:25:36] community services inclusion advisory committee [1:25:44] this one councillor Stapleton ... yes your worship this is [1:25:49] Chuck ... the council requested feedback from the closer by [1:25:52] the committee ... there's quite a number of [1:25:58] request and discussions that's attached to this [1:26:04] [1:26:06] estreme ma feedback and I want ... council to actually [1:26:12] have a good look at it because there's quite a [1:26:15] number of issues that the inclusion vice three committee ... [1:26:19] came up with ... because of the pedestrian mall and [1:26:23] before you make any decisions for next year or thereafter [1:26:28] ... reading need to look at ... inclusion at accessibility [1:26:35] there's quite a there has been a number of issues [1:26:39] ... decks ... white ... and the pedestrian mall going [1:26:45] too fast skateboards ... so it's we had reported here [1:26:52] to have council have every damn deep look at all [1:26:56] the issues that the inclusion of ours we committee had [1:27:00] an average to mall and ... hopefully next year they [1:27:05] will all these long we'll be there thank you [1:27:09] okay thank you ... it says resolution is that something [1:27:13] that's [1:27:15] we're gonna to debate [1:27:17] councillor Stapleton is moving the resolution as put third resolution [1:27:22] thank me to read it that council review the recommendations [1:27:24] put forward by the inclusion committee for the downtown pedestrian [1:27:28] mall and share with all relevant parties recommendations the Cokesbury [1:27:33] implications for those with vision loss such as wayfinding indication [1:27:37] of a upcoming ramps and obstacles and sidewalks shoring ramps [1:27:42] me coat a slip resistant and lead to a deck [1:27:45] that can be maneuvered by wheelchair access to accessible washrooms [1:27:49] for criticism all users accessible parking located inside the mall [1:27:55] was hazardous and a need for inclusion education among business [1:27:59] and security staff in the area and I'm not great [1:28:02] seconded by deputy mayor you comments [1:28:05] your worship I'd like to [1:28:08] go ahead councillor handles [1:28:11] thank you your worship yes I I I I would [1:28:13] also doubly second this is well I think this is [1:28:16] what's meters and ...
