The one that requires a [0:33] uniform police officer to direct traffic when any construction or work [0:36] necessities or blocking or closing of certain [0:40] streets here within. I know we talked about this that we have to revisit it [0:43] and we have to go over a little bit a couple glitches here, but Mr. Burnside [0:48] being on the committee says he wants to uh express some opinions and obviously [0:53] we could go over it now. >> Sure. [0:55] » So I'm going to give the floor to you. >> Thank you. Um first of all I don't like [0:59] the word mandatory in there for everything. [1:01] » I agree. >> Um I think these jobs go out to bid [1:06] which the price of a police officer on is going to increase the cost of the job [1:11] for everybody. Um anyway, if they go out for bid and I think the safety service [1:17] director should be the one to decide whether or not we need police officers [1:21] on that job. >> So that would take the mandatory out [1:26] leave it up to him. >> I I couldn't agree more about the cost. [1:29] I think that's something it's our duty to try to moderate as much as we can, [1:33] especially when you really think about it that we're going to have a lot of [1:35] city projects that this is going to add to, right? And when we blanket a whole [1:40] street like let's say Sexton, there's a lot of places on Sexton that aren't [1:43] going to require hardly anything. There's a lot of places on Sexton that [1:47] are going to require traffic control. There's some that might require an [1:50] officer, too. If we identify all of those streets that they identified, plus [1:56] some other ones that I kind of talked to the mayor about that are an issue, I [2:01] think we can go as far as adding any intersection. If you're working in an [2:05] intersection, you at least need to consult the safety service director [2:09] first. And if you are in an >> inter all the all the paving jobs, they [2:13] got to get basically permits >> permits. But however, [2:18] I I was thinking about this in the the terms of all of these streets, the other [2:23] safety concerns that we have addressed, right? Intersection. Let's say you're [2:27] doing a patch on the road that's more than 300 square feet. It's a certain [2:32] distance on any road. You should probably consult with the safety service [2:35] director and see how he wants you to proceed. [2:38] » It's not that different. When I go to Loville, I get in touch with Joanne, [2:43] that is basically their safety service director anytime I cut their road and [2:48] see how do you want me to proceed? How would you like traffic control? And [2:51] here's what here's my plan. I was going to shut down the northbound lane and let [2:56] the southbound lane flow free. Detour around. and she'll either say that's [3:00] great or you're going to need something. Uh when I deal with the county, it's the [3:05] same way. You know, if we're on a main road, [3:07] » so you provide your own >> correct, but it's you're going to ask [3:10] them, what are you going to require for this job? Are you going to require AWP [3:15] to come out? Are you going to require an officer to come out? Um so, [3:19] » so we don't need an officer if AWP's there. Well, I I think the safety [3:24] service director, there's certain times that might say that he would have to be [3:28] there as well. >> Well, I I think that we should change [3:31] that to putting all of this on the safety service director. We're just kind [3:36] of deeming >> what streets and what situations. [3:41] Correct. If we if we can set parameters for what situations we think you must go [3:46] to the safety service director for prior to doing this, I think we've done our [3:51] job best we can. Cuz in all of those scenarios, it's almost it's almost case [3:56] specific. Right. >> Absolutely. So, like I said, on a street [3:59] like Sexton, if we're going to say every time Sexton's cut it, you have to have [4:03] an officer out there or every time there's construction, you have to have [4:06] an officer or you have to provide this, you're shortsighted because there's [4:11] cases that we needed, there's cases that we don't. However, if we do our job by [4:14] saying, "You have to go to the safety service director anytime you're working [4:17] on this street and ask him >> what's your requirements?" [4:21] » Correct. then we've covered ourselves the best we can and we've given it an [4:25] opportunity to basically put the least amount of cost [4:31] on the the construction company or on the entity doing the work. [4:35] » Hopefully, it's far enough in advance where the police officer who does it is [4:40] notified in time. >> Sure. And Anthony, I'm sorry, as the [4:43] safety service director, he would be able to make all of those specific. If I [4:47] if this is going to be a big job and you're going to be there 10 hours, it's [4:50] different than if you're going to be there one, let's let Anthony make that [4:53] distinction and let's also put it if it's going to be in a a heavy area on [4:57] sex or heavy area the things that you do for opera. [5:00] » Yes. >> How long does it take you to do that? [5:02] » Sometimes a whole day. >> So I don't think I an officer for one [5:07] day job. >> Sometimes an hour. But I would say in [5:11] all of these case specific times, if we just put it to Anthony to say anytime [5:16] you're working on these roads, anytime you're in an intersection, set some [5:20] parameters. Anytime the road cut or the construction on the road is x amount of [5:25] space, you're required to call Anthony and he can make the decision of do I [5:31] want an officer, do I want AWP, do I want both? I agree. [5:35] » Or you know what, you're only going to be there for two hours on this street. [5:38] set up some cones and some traffic signs and I'll be okay with that. Yeah, [5:42] » then he can actually go up and inspect it [5:44] » 100%. And he you if you told Anthony the exact address you're working at, he [5:48] would know the portion of the road and know basically what you need what you're [5:53] doing. So that's going to make it case specific. [5:57] » What do you think? >> No, this is all sounding really good. [6:00] » That that's kind of the way I figure it. And it's not that far out of realm from [6:04] other places that we do it. So, if we set the streets that we we want anytime [6:09] you before you work here, >> intersections, large patches, uh large [6:15] road work of any kind, and I think to be honest with you, on the streets that [6:19] we've selected, we should expand it cuz it just says roadway. Okay? Now, a lot [6:24] of times, I'll be honest, if I'm working in the right of way, the road right [6:28] ofway, you know, curb, devil strip, sidewalk, my equipment is on the road. [6:35] So if I'm on Poland Avenue, whether I'm working in the road or working on the [6:39] rightway, I'm obstructing traffic. >> Sure. So in we should add that instance [6:44] to here on those streets. And again, let Anthony make the decision. He's going to [6:48] know you can get away with just the cop. You're going to need a a zone setup, a [6:53] safety zone setup, and you're going to need a flagging crew. I mean, maybe we didn't [7:30] if we were on a street that seen two cars and we were going to be there half [7:34] a day, but I think if we set this into ordinance, I think this is fine. And I [7:39] think we if we're sending it to Anthony and sending it to the safety service [7:43] director, we can broaden, like I said, working in the Devil strip. [7:48] » We can broaden the number of streets because ultimately it's going to be [7:52] Anthony that makes that decision. We're just basically giving the ammunition [7:56] there for him to make that decision. I agree.
