You can sign up through the mystery QR code. It is back by no one's request. 34 00:05:05,000 --> 00:05:11,000 So feel free to pull out your phones and scan the QR code. You can sign up for alligani alerts. 35 00:05:11,000 --> 00:05:21,000 So residents can request tax email or phone call notification in a variety of languages, including English Spanish, Chinese, Russian and Hindi. 36 00:05:21,000 --> 00:05:34,000 So improving communication with text alerts like this and making them available in multiple languages is one of our commitments in the all in Alligani action plan and we are delivering on that commitment. 37 00:05:34,000 --> 00:05:40,000 The county hosted a really fun event last month. 38 00:05:40,000 --> 00:05:55,000 The Andy Warhol bridge turned 100 in June and we celebrated with a birthday bash on the bridge. So thank you to DPW and sustainability and special events along with police for working on a Saturday. 39 00:05:55,000 --> 00:06:07,000 We mostly avoided the rain and we really had a great time with community partners and free art projects and really an incredibly popular screen printing table. 40 00:06:07,000 --> 00:06:18,000 We celebrated the first sister bridge to turn 100 with a centennial poster designed by local artists Strawberry Luna. 41 00:06:18,000 --> 00:06:27,000 And you all get to take one home today. You're welcome council. 42 00:06:28,000 --> 00:06:36,000 So we got a gift for you all to take one of those homes and really have a unique part of its word history. 43 00:06:36,000 --> 00:06:51,000 And really the public response to the poster has been incredibly positive and it's for sale in many local stores and online now so audience if you want to get yours head on over to one of our local stores that are selling them. 44 00:06:51,000 --> 00:06:58,000 The Rachel Carson bridge turns 100 in November and we're working on plans to celebrate that bridge as well. 45 00:06:58,000 --> 00:07:06,000 Ty and probably with the light up night and if you're wondering when the Roberto Clemente bridge turns 100 it's two years from now. 46 00:07:06,000 --> 00:07:10,000 So we have plenty of time to plan a big celebration. 47 00:07:10,000 --> 00:07:22,000 I think bring in a lot of Puerto Rican food and celebration and if anyone knows bad bunny like maybe we can start kind of like get on his calendar right now because I mean who doesn't want to celebrate Roberto Clemente. 48 00:07:22,000 --> 00:07:26,000 So you know we're always here for a good time at the county. 49 00:07:26,000 --> 00:07:29,000 You also have another gift. 50 00:07:30,000 --> 00:07:37,000 It is our hidden histories map and if you want to fold it it looks like this. 51 00:07:37,000 --> 00:07:43,000 These are for free so everyone in the audience could grab one too. 52 00:07:43,000 --> 00:07:51,000 So it is a special insert in the America 250 themed July issue of Pittsburgh magazine and it's on news stands now. 53 00:07:51,000 --> 00:07:59,000 I wanted to use the opportunity for America 250 to dig a little deeper into unique history in Allegheny County. 54 00:07:59,000 --> 00:08:06,000 That might not be top of mind for everyone or so familiar necessarily have a plaque dedicated to it. 55 00:08:06,000 --> 00:08:11,000 So you can find fun things like white and carry furnace gets a get its name. 56 00:08:11,000 --> 00:08:18,000 What was the only large scale building downtown to survive the fire of 1845. 57 00:08:18,000 --> 00:08:24,000 And what is the oldest surviving Jewish building in Pittsburgh in history map will tell you. 58 00:08:24,000 --> 00:08:33,000 So thank you again to the highest history center for their partnership and expertise in cultivating this in curating this map with us. 59 00:08:33,000 --> 00:08:41,000 And we are really grateful to Pittsburgh magazine for being our publishing partner and providing the wonderful illustrations that you see. 60 00:08:42,000 --> 00:08:52,000 And a special thanks to the Heinz Endowment who generously funded the project for America 250 and we have like 10,000 extra copies. 61 00:08:52,000 --> 00:09:03,000 So if anyone wants to take them or use them in a classroom or distribute them at your office let us know we got some extras for you. 62 00:09:03,000 --> 00:09:11,000 I conclude kind of updates from special events and I'm going to jump into some of our departmental updates. 63 00:09:11,000 --> 00:09:17,000 So I mean as we can tell right now we're in the middle of a heat wave. 64 00:09:17,000 --> 00:09:23,000 We had a couple we had one a few weeks ago and we're experiencing another one right now. 65 00:09:23,000 --> 00:09:32,000 So DHS has declared code red again and that encourages folks to go and find cool places to stay inside during the day. 66 00:09:32,000 --> 00:09:39,000 And as a result of the heat wave it has increased attendance in our four pools. 67 00:09:39,000 --> 00:09:43,000 Councilman bought is that we're heading later by any chance. 68 00:09:43,000 --> 00:09:45,000 Okay. 69 00:09:45,000 --> 00:09:52,000 And our parks department has hosted 70,000 pool patrons so far this summer. 70 00:09:52,000 --> 00:10:05,000 And on the topic of parks I was recently at Hartwood Acres and we celebrated the inclusion of its for it forest in the old growth forest network. 71 00:10:05,000 --> 00:10:18,000 Which is a distinguished honor for our parks system and the first old growth forest in Allegheny County which is very exciting which would be very proud of the work that our parks department is doing to get us there. 72 00:10:18,000 --> 00:10:26,000 And it's worth noting today that Hartwood Acres Park is the 50th anniversary of it being open to the public. 73 00:10:26,000 --> 00:10:36,000 Also in our parks the summer concert series is in full swing and tickets for the upcoming wine and spirit fest is on sale now. 74 00:10:36,000 --> 00:10:41,000 And you can find the link in our mystery QR code. 75 00:10:41,000 --> 00:10:46,000 In other department updates our department of health is very busy. 76 00:10:46,000 --> 00:10:52,000 I signed an executive order to streamline food and beverage permitting out of our health department. 77 00:10:52,000 --> 00:10:58,000 The team made some quick changes and streamlined the permit process almost immediately. 78 00:10:58,000 --> 00:11:06,000 The average wait time for a permit approval since I signed the executive order has been reduced to 28 days. 79 00:11:06,000 --> 00:11:13,000 That's down from an average of 50 days in 2024 and 42 days in 2025. 80 00:11:13,000 --> 00:11:22,000 The Health Department expanded access to care by relocating its sexual health clinic into a downtown location at 425 1st Avenue. 81 00:11:22,000 --> 00:11:30,000 The new location is more accessible by public transportation and brings multiple public health services together under one roof. 82 00:11:30,000 --> 00:11:37,000 The community survey for the 2026 community health assessment is now live. 83 00:11:37,000 --> 00:11:41,000 The survey is anonymous and it takes about 20 minutes to complete. 84 00:11:41,000 --> 00:11:43,000 So please help us spread the word. 85 00:11:43,000 --> 00:11:51,000 You can go to allaganicounty.us slash slash CHA and that's the short URL. 86 00:11:51,000 --> 00:11:56,000 Or again, you can scan the code and find the link to the community health survey. 87 00:11:56,000 --> 00:12:03,000 And we're at the halfway point of the year and according to our monthly homicide report from the medical examiner's office. 88 00:12:03,000 --> 00:12:11,000 Allegheny County continues to experience a record low amount of homicides last year in 2025. 89 00:12:11,000 --> 00:12:15,000 There were 40% fewer homicides than in 2024. 90 00:12:15,000 --> 00:12:21,000 Through June of this year we have had 30 homicides in Allegheny County. 91 00:12:21,000 --> 00:12:25,000 A little below where we were this time last year. 92 00:12:26,000 --> 00:12:35,000 It is a remarkable decrease in violence and I'm happy to report that last year's incredible trend is holding this year. 93 00:12:35,000 --> 00:12:40,000 Thanks to the multi-prong approach we're taking to public safety. 94 00:12:40,000 --> 00:12:49,000 And finally, if you get county press releases, you know that DPW is in the thick of construction season. 95 00:12:49,000 --> 00:12:53,000 So we appreciate folks who are moving across our roadways for your patients. 96 00:12:53,000 --> 00:12:57,000 But it means that we're improving our infrastructure for everyone. 97 00:12:57,000 --> 00:13:01,000 We've, they have already completed work on eight different projects. 98 00:13:01,000 --> 00:13:08,000 DPW and contractors are more than halfway done replacing the jacks run road bridge over 279. 99 00:13:08,000 --> 00:13:17,000 The jacks run road bridge, their jacks run road is particularly complex because it involves the federal highway administration. 100 00:13:17,000 --> 00:13:21,000 It involves four municipalities as well as PEN. 101 00:13:21,000 --> 00:13:26,000 Utilities contractors and of course the neighbors who live in the neighborhood. 102 00:13:26,000 --> 00:13:28,000 It's right around where I grew up. 103 00:13:28,000 --> 00:13:29,000 So I know it well. 104 00:13:29,000 --> 00:13:39,000 So really thank you DPW for acting as coordinator for all of that and really keeping that project on time and on budget for that community. 105 00:13:40,000 --> 00:13:49,000 In addition to departmental updates, I just wanted to quickly touch on two big topics that we have been hearing in the news recently. 106 00:13:49,000 --> 00:13:53,000 The first is pension and the other is parental leave. 107 00:13:53,000 --> 00:14:08,000 So pension update, I really want to start by thinking council for your participation on the pension board and the working group that has helped develop this report that will be released later this week. 108 00:14:08,000 --> 00:14:19,000 The really the pension board hasn't gotten a lot of attention lately, but I think that is changing. 109 00:14:19,000 --> 00:14:26,000 And it's, you know, we want to give folks a refresher for how the pension board works. 110 00:14:26,000 --> 00:14:28,000 It's chaired by our treasurer. 111 00:14:29,000 --> 00:14:36,000 Erica Rochi breathlers and I said on the board with one pointy council you will point a board member. 112 00:14:36,000 --> 00:14:40,000 And there's two elected county employees. 113 00:14:40,000 --> 00:14:43,000 So there's a total of seven board members. 114 00:14:43,000 --> 00:14:50,000 They can solve to author the report brief the board and now all of council on the status of the pension fund. 115 00:14:50,000 --> 00:15:00,000 And I think they've done an excellent job and I appreciate the expertise and patients that they've brought to the process and I understand from the. 116 00:15:00,000 --> 00:15:10,000 The final report will be released later this week. So thank you, Trevor. It will be intense, but it will be worth a read. 117 00:15:10,000 --> 00:15:25,000 So I encourage folks who are interested in the issue of the pension to release it down and take some time going through that report and see where we are today and the strategies we have that we can work on together moving forward. 118 00:15:25,000 --> 00:15:39,000 And I will also say that the findings are not a surprise, but they are stark. It is really taken us more than 20 years to get to this level of a problem. 119 00:15:39,000 --> 00:15:49,000 And it is going to take years and a multi-pronged collaborative strategy to really fix the underfunding that has occurred. 120 00:15:49,000 --> 00:15:59,000 And, you know, my administration, we will we have been and will continue to keep stakeholders in the loop at the state and local level. 121 00:15:59,000 --> 00:16:04,000 And we are going to start discuss strategies we have in order to move forward. 122 00:16:04,000 --> 00:16:13,000 And I'm really proud that my administration is not kicking the can down the road anymore, and we're actually acknowledging the challenge in saying, 123 00:16:13,000 --> 00:16:21,000 Let's do something collaboratively to fix this. We owe it to our county employees. We owe it to the retirees at the county. 124 00:16:21,000 --> 00:16:34,000 And I do want folks to be reassured that even though the findings are stark, there is a political will. There is a collaboration and there is a pathway forward. 125 00:16:34,000 --> 00:16:47,000 And so, you know, council as the pension board moves forward. We want to ensure I think collectively that we don't blind, so anyone and that folks are in the loop moving forward. 126 00:16:47,000 --> 00:16:53,000 So I want to move on to paid parental leave. 127 00:16:53,000 --> 00:17:02,000 Really, that has been a big item in the news as this mandate has been considered. 128 00:17:02,000 --> 00:17:11,000 There has been an incredible amount of community interest in this topic. We've extended the comment period from 30 to 60 days. 129 00:17:11,000 --> 00:17:18,000 So really anyone who wants to share feedback, they haven't told Thursday to do so. 130 00:17:18,000 --> 00:17:31,000 And my understanding from the Department of Health that we received over 1500 comments that is more than any policy on any topic that the Health Department has ever received. 131 00:17:31,000 --> 00:17:42,000 So it's really going to take the staff sometime to go through all the comments. They're going to review them and they're going to respond to all of them. They're required to do so and they will do it. 132 00:17:43,000 --> 00:17:48,000 After that, the Health Department can share the comments with the Board of Health. 133 00:17:48,000 --> 00:17:54,000 And they can make recommendations on modifications on the paid parental leave policy. 134 00:17:54,000 --> 00:18:00,000 The Board of Health itself can also request modifications to that policy. 135 00:18:00,000 --> 00:18:08,000 In council, of course, we welcome your feedback on modifications to that policy. 136 00:18:08,000 --> 00:18:20,000 I believe earlier this afternoon, you were also briefed on the economic impact on bringing paid parental leave to Allegheny County, mostly from a macro lens. 137 00:18:20,000 --> 00:18:37,000 So drawing on that data from some other states who've had policies in place and looking at the policy in Allegheny County researchers anticipate that employers can expect about 1.7% of the workforce to qualify for the policy. 138 00:18:37,000 --> 00:18:51,000 For the policy per year. So if you employ 100 people, that means about 1 or 2 people per year on average would qualify for this policy. 139 00:18:51,000 --> 00:18:58,000 We have seen in other states that the uptake of this policy is actually smaller than you might expect. 140 00:18:58,000 --> 00:19:10,000 I'm not sure if that's a good thing, but typically around 40% of eligible population participates in something like a paid parental leave policy. 141 00:19:10,000 --> 00:19:25,000 Our analysis shows that compared to other kinds of leave, like workman's comp, sick days, vacation days, a paid parental leave policy will be a very small amount of compensation for employers to shoulder. 142 00:19:25,000 --> 00:19:33,000 Whether they self fund that leave or they take out a paid parental leave insurance policy. 143 00:19:33,000 --> 00:19:41,000 Nothing in the available economic data points to an apocalyptic picture for businesses that offer paid parental leave. 144 00:19:41,000 --> 00:19:51,000 It applies only to a small percentage of the population. It reduces turnover. It improves morale. It reduces unplanned absences and sick days. 145 00:19:51,000 --> 00:20:05,000 It is really a net positive measure by all means. But all that health data underscores why it is absolutely critical for families. 146 00:20:05,000 --> 00:20:20,000 It gives mothers time at home to heal. It gives infants time at home to bond with their parents. It gives them families time to go to the doctors and to get vaccines before daycare starts. 147 00:20:21,000 --> 00:20:31,000 You know, I attended a press conference that the Health Department hosted just a few months ago, and it was alarming. 148 00:20:31,000 --> 00:20:37,000 It's about the rise of sudden unexpected infant deaths or sewage. 149 00:20:38,000 --> 00:20:44,000 In the county, 95 babies have died of sewage since 2020. 150 00:20:44,000 --> 00:20:51,000 And the numbers have been dramatically increasing over the last few years. 151 00:20:51,000 --> 00:21:00,000 And we know that something like a paid parental leave policy can actually help decrease and reverse this alarming trend. 152 00:21:00,000 --> 00:21:12,000 And we owe it to our families who are trying so hard to make ends meet and to really just during this time make their lives just a little bit easier. 153 00:21:12,000 --> 00:21:21,000 You know, a lot of talk has come up around FMLA during the time that we've introduced a paid parental leave policy. 154 00:21:21,000 --> 00:21:24,000 And I think it's important to put that in context. 155 00:21:25,000 --> 00:21:34,000 The policy that eventually became FMLA was first written by a women's advocacy group in 1983. 156 00:21:34,000 --> 00:21:37,000 And it became law about a decade later. 157 00:21:37,000 --> 00:21:42,000 And it was always meant to be a floor not a ceiling. 158 00:21:42,000 --> 00:21:53,000 They promised incremental progress that it would become a longer timeline that would eventually move from guaranteed time off to guaranteed paid time off. 159 00:21:53,000 --> 00:21:57,000 And we can all know what happened there. 160 00:21:57,000 --> 00:22:01,000 None of that actually came to fruition. 161 00:22:01,000 --> 00:22:13,000 12 weeks unpaid is the standard and we haven't increased those protections despite what the public health data is telling us in what the world is doing. 162 00:22:13,000 --> 00:22:22,000 FMLA was drafted before I was born and I'm expecting to give birth to my first child this year. 163 00:22:34,000 --> 00:22:42,000 And when I got into office, I worked with our county manager to make sure that we could provide a real paid leave policy for our employees. 164 00:22:42,000 --> 00:22:49,000 And so we at the county we offer 12 weeks paid leave for all of our employees that start on day one. 165 00:22:49,000 --> 00:22:55,000 And I have to say that as an county employee, I plan on taking my time off. 166 00:22:55,000 --> 00:23:01,000 That's what's going to be best for me, for my son and for my family. 167 00:23:01,000 --> 00:23:25,000 I also have to say, I will be so disappointed in myself as the first county executive who will give birth in office to not be able to provide parental leave for other families who are struggling every day. 168 00:23:25,000 --> 00:23:36,000 And just want that time to recover and to bond and to build their family. 169 00:23:36,000 --> 00:23:40,000 That's what people in Allegheny County deserve. 170 00:23:40,000 --> 00:23:43,000 They deserve that attention to family. 171 00:23:43,000 --> 00:23:50,000 They deserve that worker protection. 172 00:23:50,000 --> 00:23:53,000 I've heard from some people. 173 00:23:53,000 --> 00:24:00,000 Many people, in fact, that paid parental leave would be better if it was a statewide policy. 174 00:24:00,000 --> 00:24:05,000 And I have to say, I would love it to be statewide. 175 00:24:05,000 --> 00:24:11,000 When I was in the state house, I co-sponsored the bill to provide paid family leave. 176 00:24:11,000 --> 00:24:14,000 That was eight years ago. 177 00:24:14,000 --> 00:24:21,000 People have been working on this in Harrisburg for over 10 years. 178 00:24:21,000 --> 00:24:36,000 And if I accept the premise that very well-intentioned people who tell me that it would be better if we just waited for Harrisburg better if we waited for the federal government to act. 179 00:24:36,000 --> 00:24:49,000 My baby might be 40 years old and we still don't actually have a meaningful mechanism to help families bond and grow in this Commonwealth and throughout the nation. 180 00:24:49,000 --> 00:24:51,000 But here's the good news. 181 00:24:51,000 --> 00:24:55,000 In Allegheny County, we don't have to wait. 182 00:24:55,000 --> 00:25:03,000 If we actually take action, we might be able to spur other counties with health departments to do the same. 183 00:25:03,000 --> 00:25:09,000 And maybe just maybe get that general assembly to actually get it across the finish line as well. 184 00:25:09,000 --> 00:25:14,000 Because we are serious about paid parental leave here. 185 00:25:14,000 --> 00:25:16,000 In our actions, they're already working. 186 00:25:16,000 --> 00:25:25,000 They're creating a sense of urgency in the general assembly that we haven't seen in many years perhaps over a decade. 187 00:25:25,000 --> 00:25:36,000 And if we deliver this for our people and it spurs the state to deliver for everyone in this Commonwealth, that's amazing. 188 00:25:36,000 --> 00:25:39,000 That's the best possible outcome. 189 00:25:39,000 --> 00:25:46,000 And so really, if anyone wants to go take a road trip down the turnpike to the capital, I'm game. 190 00:25:46,000 --> 00:25:51,000 We can go advocate and lobby the capital to make this happen statewide. 191 00:25:51,000 --> 00:25:56,000 That's not ignore the power that we have here at home. 192 00:25:56,000 --> 00:25:59,000 So that's the end of my quarterly address. 193 00:25:59,000 --> 00:26:05,000 And I, like I said, I'll present to you one last time this year in October. 194 00:26:05,000 --> 00:26:11,000 I'll be very pregnant by then for the annual budget address. 195 00:26:11,000 --> 00:26:18,000 And I will leave you with some good news that will offer peace of mind as you enter your summer recess. 196 00:26:18,000 --> 00:26:25,000 So the budget I will be introducing for fiscal year 2027 will have no tax increase. 197 00:26:25,000 --> 00:26:30,000 And with that, I'm happy to take questions. 198 00:26:30,000 --> 00:26:38,000 Anybody have any questions? 199 00:26:39,000 --> 00:26:41,000 Congratulations, Madam Executive. 200 00:26:41,000 --> 00:26:42,000 Thank you. 201 00:26:42,000 --> 00:26:44,000 On your announcement. 202 00:26:44,000 --> 00:26:46,000 And we wish you well. 203 00:26:46,000 --> 00:26:50,000 I have one question. 204 00:26:50,000 --> 00:26:59,000 Council recently passed two ballot referendums. 205 00:26:59,000 --> 00:27:05,000 One, two, we'll lift the cap on council budget. 206 00:27:05,000 --> 00:27:13,000 And the second referendum was to allow council to hire additional staff and open district offices. 207 00:27:13,000 --> 00:27:18,000 You returned those referendums to council on sign. 208 00:27:18,000 --> 00:27:21,000 Could you share with us why? 209 00:27:21,000 --> 00:27:24,000 I really think that it's the business of council. 210 00:27:24,000 --> 00:27:32,000 And, you know, we've had conversations with many members that, you know, we jointly have the government review commission. 211 00:27:32,000 --> 00:27:38,000 That's sitting actively working on issues that pertain to the charter and county government. 212 00:27:38,000 --> 00:27:53,000 And, you know, I feel that it is best that these changes to the charter that require a ballot referendum should be handled through the government review commission at this time. 213 00:27:54,000 --> 00:27:58,000 So, you know, this is consideration that you're all making. 214 00:27:58,000 --> 00:28:00,000 You know, we have this government review commission. 215 00:28:00,000 --> 00:28:08,000 We're eager for them to wrap up their work and present to both our office as well as council, their findings and recommendations. 216 00:28:08,000 --> 00:28:17,000 And from there, taking that report and looking at what modifications we need to make to the charter and policies within the county together. 217 00:28:17,000 --> 00:28:18,000 Thank you. 218 00:28:19,000 --> 00:28:24,000 Congratulations. 219 00:28:24,000 --> 00:28:26,000 You are going to be an incredible mom. 220 00:28:26,000 --> 00:28:27,000 I am. 221 00:28:27,000 --> 00:28:29,000 Yeah, I'm so happy to hear. 222 00:28:29,000 --> 00:28:32,000 But I have one single question. 223 00:28:32,000 --> 00:28:35,000 I did have three, but since you had a big announcement, I'm going to limit it. 224 00:28:35,000 --> 00:28:36,000 So, once. 225 00:28:36,000 --> 00:28:37,000 Thank you. 226 00:28:37,000 --> 00:28:45,000 So, yeah, so speaking of things that the previous county executive kicked the can down the road on and things that we wish Harrisburg would do something about. 227 00:28:45,000 --> 00:28:47,000 But we know they won't reassessments. 228 00:28:47,000 --> 00:28:52,000 Since the next time you're going to come in front of council, you are going to be presenting your budget. 229 00:28:52,000 --> 00:28:57,000 I'm just wondering if there's any plans to include any funding for an upcoming reassessment in that. 230 00:28:57,000 --> 00:29:00,000 I think we're always, you know, it's in the back of our minds. 231 00:29:00,000 --> 00:29:02,000 There's pending court cases. 232 00:29:02,000 --> 00:29:09,000 Of course, it's a main topic of analysis for our government review commission. 233 00:29:09,000 --> 00:29:14,000 So, we really are, you know, we've, we'll put money aside. 234 00:29:14,000 --> 00:29:16,000 Or reassessments are very expensive. 235 00:29:16,000 --> 00:29:23,000 So, we'll take, you know, planning ahead of time in order to complete a reassessment fully. 236 00:29:23,000 --> 00:29:28,000 But really, we are waiting for the government review commission to. 237 00:29:28,000 --> 00:29:30,000 Take their findings. 238 00:29:30,000 --> 00:29:32,000 Send them the item and present us. 239 00:29:32,000 --> 00:29:37,000 Present to all of us in the final report on how to best move forward. 240 00:29:37,000 --> 00:29:39,000 When can we expect the report? Is that the number? 241 00:29:39,000 --> 00:29:41,000 When, I know when we get that? 242 00:29:41,000 --> 00:29:42,000 Is it the number? 243 00:29:42,000 --> 00:29:44,000 If you're right now, you're going to get the item. 244 00:29:44,000 --> 00:29:45,000 October. 245 00:29:45,000 --> 00:29:48,000 Oh, cool. All right. Awesome. Thank you very much. 246 00:29:48,000 --> 00:29:50,000 Anyone else? 247 00:29:50,000 --> 00:29:51,000 Thank you. 248 00:29:51,000 --> 00:29:52,000 Of course. 249 00:29:52,000 --> 00:29:53,000 Thank you, council. 250 00:29:53,000 --> 00:29:54,000 Yes. 251 00:29:54,000 --> 00:29:55,000 Oh. 252 00:29:56,000 --> 00:29:57,000 Sorry. 253 00:29:57,000 --> 00:29:58,000 It's hard when you're in the front. 254 00:29:58,000 --> 00:30:00,000 I just wanted to say congratulations. 255 00:30:00,000 --> 00:30:08,000 So the housing executive and I supported to express my excitement for her and wish her all the best in the coming months during the pregnancy. 256 00:30:08,000 --> 00:30:10,000 And I look forward to working with her. Thank you. 257 00:30:10,000 --> 00:30:12,000 Thank you Madam President. 258 00:30:12,000 --> 00:30:14,000 No, thank you. 259 00:30:14,000 --> 00:30:20,000 I'm going to go to law. 260 00:30:30,000 --> 00:30:37,000 1, 4, 0, 1, 6, 10, 2, 6. 261 00:30:37,000 --> 00:30:41,600 A proclamation recognizing Trevor Windard for his exceptional leadership in dedicated services the Warden 262 00:30:41,600 --> 00:30:46,000 of the Allegheny County Jails sponsored by Council Member Halon. 263 00:31:16,000 --> 00:31:18,000 Okay. 264 00:31:18,000 --> 00:31:20,000 What's up round two? 265 00:31:20,000 --> 00:31:21,000 What's up, round two? 266 00:31:21,000 --> 00:31:22,000 Hello. 267 00:31:22,000 --> 00:31:23,000 Oh. 268 00:31:23,000 --> 00:31:25,000 Okay. 269 00:31:25,000 --> 00:31:26,000 Yeah. 270 00:31:26,000 --> 00:31:29,000 Then, right people up here? 271 00:31:29,000 --> 00:31:30,000 Okay. 272 00:31:30,000 --> 00:31:31,000 Okay. 273 00:31:31,000 --> 00:31:32,000 Thank you. 274 00:31:32,000 --> 00:31:33,000 Oh, my God. 275 00:31:33,000 --> 00:31:34,000 So thank you. 276 00:31:34,000 --> 00:31:35,000 You should have. 277 00:31:35,000 --> 00:31:36,000 Yeah. 278 00:31:36,000 --> 00:31:37,000 I'll say it for you, God. 279 00:31:37,000 --> 00:31:39,000 And you have to be happy for some people. 280 00:31:39,000 --> 00:31:40,000 I want to talk to you. 281 00:31:40,000 --> 00:31:43,000 Okay. This is just automatically on top. 282 00:31:44,000 --> 00:31:47,000 Okay, everybody. 283 00:31:47,000 --> 00:31:54,000 I have just been a lot of time trying to reconcile within myself the fact that I am an abolitionist 284 00:31:54,000 --> 00:31:57,000 and I love our Warden simultaneously. 285 00:31:57,000 --> 00:32:04,000 It has been a very difficult thing for me personally as I think I've conveyed to you and others numerous times. 286 00:32:04,000 --> 00:32:12,000 When I remember the first time I met Warden Wingard and I was mad, you know, about a whole bunch of things. 287 00:32:12,000 --> 00:32:15,000 But he was just a real person. 288 00:32:15,000 --> 00:32:20,000 And I remember the first time a reporter asked me, you know, what do you think about this guy? 289 00:32:20,000 --> 00:32:23,000 And I was like, he reminds me of my friends that. 290 00:32:23,000 --> 00:32:27,000 And the funny part is over the time you've been here. 291 00:32:27,000 --> 00:32:30,000 You have become like a father figure to me. 292 00:32:30,000 --> 00:32:32,000 I go to you when I'm mad about things. 293 00:32:32,000 --> 00:32:35,000 I go to you when I'm sad about things. 294 00:32:35,000 --> 00:32:38,000 You're funny but in like a corny way. 295 00:32:38,000 --> 00:32:47,000 And the coolest part is is that I know that you make me better just by being around you. 296 00:32:47,000 --> 00:32:52,000 So the jail prior to Warden Wingard being here was a horrible place. 297 00:32:52,000 --> 00:32:54,000 And I'll be completely honest. 298 00:32:54,000 --> 00:32:55,000 It's still not a great place. 299 00:32:55,000 --> 00:32:57,000 Please no one go there today. 300 00:32:57,000 --> 00:32:58,000 Okay. 301 00:32:58,000 --> 00:33:02,000 But I know that you along with your team and I know you. 302 00:33:02,000 --> 00:33:04,000 You're going to stand up here and say it with all your team. 303 00:33:04,000 --> 00:33:07,000 I know it's a lot of everything that these people bring to the table. 304 00:33:07,000 --> 00:33:09,000 All of the successes that we've seen. 305 00:33:09,000 --> 00:33:11,000 But they needed a leader. 306 00:33:11,000 --> 00:33:14,000 They needed a leader who believed in them. 307 00:33:14,000 --> 00:33:18,000 Who believed that our jail didn't have to be the deadliest jail Pennsylvania. 308 00:33:18,000 --> 00:33:23,000 Who believed that every single person that came through the door of that jail. 309 00:33:23,000 --> 00:33:28,000 Whether it be an incarcerated person or a staff member deserves to be treated with respect. 310 00:33:28,000 --> 00:33:33,000 To deserve to be seen as the human that they are deserve to be cared for. 311 00:33:33,000 --> 00:33:35,000 You brought that to them. 312 00:33:35,000 --> 00:33:40,000 So as much as you want to not give yourself credit for all the changes that we've seen just in your short tenure here. 313 00:33:40,000 --> 00:33:41,000 You deserve it. 314 00:33:41,000 --> 00:33:44,000 And I don't think there's a single person who has ever worked with you. 315 00:33:44,000 --> 00:33:48,000 I know the county executive on the jail oversight board members of council. 316 00:33:48,000 --> 00:33:51,000 Other members of the board is all robbed here and manning here. 317 00:33:51,000 --> 00:33:57,000 The public commenters that we see it every single jail oversight board meeting day here tonight for you. 318 00:33:57,000 --> 00:34:01,000 Because of how much of an impact you have had in this sort of amount of time. 319 00:34:01,000 --> 00:34:03,000 I'm so pissed about that. 320 00:34:03,000 --> 00:34:04,000 Okay. 321 00:34:04,000 --> 00:34:08,000 In this sort amount of time you've been here, we have seen changes that we have fought for. 322 00:34:08,000 --> 00:34:10,000 How even before I've been on council. 323 00:34:10,000 --> 00:34:14,000 Stuff that we were fighting for happened under your leadership. 324 00:34:14,000 --> 00:34:18,000 Stuff that incarcerated's people's families have been begging for pleading for for decades. 325 00:34:18,000 --> 00:34:21,000 Happened under your leadership. 326 00:34:21,000 --> 00:34:24,000 That is something that should not ever go unnoticed. 327 00:34:24,000 --> 00:34:27,000 And I know you didn't have the easiest to go about it, right? 328 00:34:27,000 --> 00:34:30,000 I know that there were a lot of people within the jail who didn't make your life easy. 329 00:34:30,000 --> 00:34:34,000 I know there were times that you would probably say, I didn't make your life that easy. 330 00:34:34,000 --> 00:34:40,000 I know there were times that I texted or called you a midnight because there was a crisis happening. 331 00:34:40,000 --> 00:34:42,000 But you picked up and you fixed it. 332 00:34:42,000 --> 00:34:45,000 And if you didn't know how to fix it, you sent me to the person who could. 333 00:34:45,000 --> 00:34:52,000 Like that is not what I ever envisioned we could have in this county or even as a warden in general. 334 00:34:53,000 --> 00:34:57,000 That is something that I'm so mad and North Carolina for stealing you for me. 335 00:34:57,000 --> 00:35:02,000 I might never go to the entire state ever again because of us. 336 00:35:02,000 --> 00:35:08,000 And I know that I'm so excited to hear that today our interim warden Connie Clark was announced. 337 00:35:08,000 --> 00:35:10,000 Yeah, she is very bad. 338 00:35:10,000 --> 00:35:19,000 And I've seen how closely you two work together and how much you helped her in your time as our warden. 339 00:35:19,000 --> 00:35:24,000 I know that it was a really toxic place and you made a lot of progress. 340 00:35:24,000 --> 00:35:28,000 I know that it was a really scary place and it still is. 341 00:35:28,000 --> 00:35:33,000 But I know that you personally, when I had someone in jail who was terrified, who had never been there before, 342 00:35:33,000 --> 00:35:38,000 or a mother who was terrified that her child was going to die in that place, you called them personally. 343 00:35:38,000 --> 00:35:41,000 You went to their pod, you went to their cell and you talked to them. 344 00:35:41,000 --> 00:35:43,000 That is not a typical warden. 345 00:35:43,000 --> 00:35:45,000 You are a unicorn. 346 00:35:46,000 --> 00:35:51,000 How a world I'm ever going to find somebody to fill your shoes is beyond me. 347 00:35:51,000 --> 00:35:56,000 I know I'm going to be calling you all the time and help hope in that you have some ideas and advice. 348 00:35:56,000 --> 00:36:02,000 I'm sure Connie and everyone else here are still going to rely on you in your leadership. 349 00:36:02,000 --> 00:36:04,000 I do have a sister in North Carolina. 350 00:36:04,000 --> 00:36:08,000 So I guess I'll be taking you out to lunch or something when I'm done being a little mad at you for leaving me. 351 00:36:08,000 --> 00:36:12,000 But beyond that, I'm so grateful to you. 352 00:36:12,000 --> 00:36:18,000 I never ever ever thought I would be giving a proclamation to a warden. 353 00:36:18,000 --> 00:36:20,000 But you deserve it. 354 00:36:20,000 --> 00:36:23,000 And you deserve a hell of a lot more than I can give you tonight. 355 00:36:23,000 --> 00:36:27,000 But I would like to read the proclamation and then ask you if you have any words to say. 356 00:36:27,000 --> 00:36:28,000 Okay. 357 00:36:28,000 --> 00:36:31,000 A proclamation recognizing Trevor Winger. 358 00:36:31,000 --> 00:36:35,000 Whereas I came out of retirement to be the warden at the Allegheny County jail, 359 00:36:35,000 --> 00:36:39,000 because I knew it was a special place capable of doing more than people realized. 360 00:36:40,000 --> 00:36:46,000 Those words from warden Trevor Winger'd reflect his unwavering belief in the potential of the Allegheny County jail. 361 00:36:46,000 --> 00:36:55,000 The dedication of its employees and the importance of building a correctional facility grounded in accountability, transparency and rehabilitation. 362 00:36:55,000 --> 00:37:02,000 And whereas Mr. Winger, a 28-year correctional professional, was named warden of the ACJ on January 9, 2025. 363 00:37:03,000 --> 00:37:07,000 Having previously served as acted warding of the ACJ in 2011, 364 00:37:07,000 --> 00:37:11,000 Deputy Secretary for the Western Region of the Pennsylvania Department of Corrections, 365 00:37:11,000 --> 00:37:18,000 Superintendent of FCI, Somerset in SCI, Laurel Highlands, and numerous leadership roles throughout the Commonwealth. 366 00:37:18,000 --> 00:37:22,000 He brought decades of experience, integrity, and vision to Allegheny County. 367 00:37:22,000 --> 00:37:27,000 And whereas under his leadership, the ACJ has improved medical care and intake procedures, 368 00:37:27,000 --> 00:37:32,000 introduced new programs to aid in the rehabilitation and reentry of incarcerated people, 369 00:37:32,000 --> 00:37:39,000 increased standards for professionalism among jail staff, and improved transparency and communication with the jail oversight board. 370 00:37:39,000 --> 00:37:41,000 One of the things I'm most grateful for. 371 00:37:41,000 --> 00:37:44,000 The public and advocacy organizations. 372 00:37:44,000 --> 00:37:48,000 Warden Winger'd also implemented several structural and operational changes. 373 00:37:48,000 --> 00:37:54,000 A new unit management structure was created to enhance oversight on housing units and a population manager was hired 374 00:37:54,000 --> 00:38:01,000 and an effort to reduce the jail population and ensure incarcerated individuals are not held in the jail for unnecessary lengths of time. 375 00:38:01,000 --> 00:38:05,000 And whereas Warden Winger was committed to innovative rehabilitation efforts, 376 00:38:05,000 --> 00:38:08,000 where he established a partnership with animal friends of Pittsburgh, 377 00:38:08,000 --> 00:38:12,000 something I will say I was super skeptical about if you remember. 378 00:38:12,000 --> 00:38:15,000 When you first brought the idea, but it's been incredible ever since. 379 00:38:15,000 --> 00:38:17,000 I know, but don't tell. 380 00:38:17,000 --> 00:38:22,000 Drawing upon his previous experience with K9 programs in state correctional facilities, 381 00:38:23,000 --> 00:38:28,000 allowing incarcerated individuals to train shelter dogs for adoption while promoting responsibility, 382 00:38:28,000 --> 00:38:32,000 compassion, and life skills that benefit both participants in the community. 383 00:38:32,000 --> 00:38:38,000 He also embraced innovation by expanding opportunities for incarcerated individuals through modern technology 384 00:38:38,000 --> 00:38:45,000 and improved compensation programs that promote dignity, personal growth, and successful reintegration into the community. 385 00:38:45,000 --> 00:38:51,000 And whereas believing that a successful correctional institution depends upon a supportive workforce, 386 00:38:51,000 --> 00:38:59,000 Warden Winger'd improved working conditions for employees by establishing a dedicated room where officers could communicate privately with their families while on duty, 387 00:38:59,000 --> 00:39:02,000 advancing plans for a staff fitness center, 388 00:39:02,000 --> 00:39:07,000 and creating an employee volunteer program that enabled staff members to assist outside organizations, 389 00:39:07,000 --> 00:39:11,000 which strength and relationships and transparency between advocacy groups. 390 00:39:11,000 --> 00:39:16,000 And whereas throughout his tenure, Warden Winger'd earned the confidence and respect of county council, 391 00:39:16,000 --> 00:39:20,000 the jail oversight board, jail employees, and community stakeholders. 392 00:39:20,000 --> 00:39:26,000 There is willingness to engage openly and honestly, his collaborative leadership and dedication to meaningful reform 393 00:39:26,000 --> 00:39:36,000 represented a significant departure from prior administrations under statement of the year, and helped restore public confidence in the leadership of the ACJ. 394 00:39:36,000 --> 00:39:45,000 And whereas while Warden Winger'd's departure is bittersweet, he leaves behind an institution that is stronger, more transparent, and better position for continued success. 395 00:39:46,000 --> 00:39:50,000 Reflecting on his decision to accept a position in North Carolina, he stated, 396 00:39:50,000 --> 00:39:55,000 we've made huge strides, and the staff will continue to afford him forward momentum after I depart. 397 00:39:55,000 --> 00:40:03,000 Demonstrating both his confidence in the dedicated professionals he leaves behind, and the personal values that have guided his distinguished career. 398 00:40:03,000 --> 00:40:10,000 Now, therefore, be a result that I, Allegheny County Council member Bethany Hallum, do hereby recognize and command Trevor Winger 399 00:40:10,000 --> 00:40:15,000 for his exceptional leadership and dedicated service as Warden of the Allegheny County jail. 400 00:40:15,000 --> 00:40:22,000 Express my deepest appreciation for his unwavering commitment to transparency and meaningful correctional reform. 401 00:40:22,000 --> 00:40:35,000 Congratulate him on his new opportunity in North Carolina and extend my sincere gratitude and best wishes for continued success, happiness, and fulfillment in all his future endeavors. 402 00:40:35,000 --> 00:40:45,000 Thank you very much. 403 00:40:45,000 --> 00:40:55,000 First of all, I thought it was hot in here for J.O.B. 404 00:40:56,000 --> 00:41:02,000 So this will be brief because this is about 100 degrees, but first of all, thank you very much. 405 00:41:02,000 --> 00:41:07,000 But as of August 1st, your number will be blocked. 406 00:41:07,000 --> 00:41:10,000 So we know more of that. 407 00:41:10,000 --> 00:41:13,000 That's the beautiful feature about an iPhone. 408 00:41:13,000 --> 00:41:16,000 But I'll just be very brief. 409 00:41:17,000 --> 00:41:22,000 She's right. This team here that all came up here. 410 00:41:22,000 --> 00:41:26,000 There are a few of the thousand people that work at that facility. 411 00:41:26,000 --> 00:41:30,000 I don't know if everyone knows that there's a thousand people that work at that facility. 412 00:41:30,000 --> 00:41:37,000 They're all mostly tax-paying members of this county, and they're just down there doing a job. 413 00:41:38,000 --> 00:41:44,000 We tried to do this last 18 months or so is bill partnerships. 414 00:41:44,000 --> 00:41:51,000 And those partnerships that Bethany talked about, where everything from every stakeholder, every person who comes into that facility, 415 00:41:51,000 --> 00:41:56,000 we just tried to treat everyone better and just meet them where they're at. 416 00:41:56,000 --> 00:41:59,000 Just meet people where they're at. 417 00:41:59,000 --> 00:42:03,000 And that obviously includes the staff and the incarcerated folks. 418 00:42:03,000 --> 00:42:12,000 Those are people that we talk about the most, but there's so many people that have so much to do with that facility. 419 00:42:12,000 --> 00:42:18,000 Throughout my career, I've made so many friends and acquaintances, different levels of positions. 420 00:42:18,000 --> 00:42:26,000 And I kind of thought when I accepted this position in North Carolina, that it would be an easy exit for me. 421 00:42:26,000 --> 00:42:31,000 And it's not because of how many relationships we formed here in the city. 422 00:42:31,000 --> 00:42:35,000 It's been amazing to work for county executive and her team. 423 00:42:35,000 --> 00:42:44,000 When I went through the very, you know, aggressive hiring process with her, we had a very frank conversation about, 424 00:42:44,000 --> 00:42:47,000 you're going to run the facility and we're going to stay out of the way. 425 00:42:47,000 --> 00:42:54,000 And that's exactly what happened, but the beautiful thing was when we needed her and her team to help us, they were there for us. 426 00:42:54,000 --> 00:43:04,000 They did not, they did not ever say, here's how you do this and here's how you do that, but we went to them and asked many, many questions that they were there to support us. 427 00:43:04,000 --> 00:43:11,000 There are a lot of people doing amazing work down there from the newest corrections officer to the most senior doctor in the facility. 428 00:43:11,000 --> 00:43:18,000 I hope everyone understands how hard that job is and the amazing things they're doing down there. 429 00:43:18,000 --> 00:43:25,000 This team to come up here like this, I can't thank them enough, but they're just assembling of what we have to offer down there. 430 00:43:25,000 --> 00:43:36,000 And our process last year and a half has been to, to just build bridges and get everyone understand that it's maybe not whatever one of the things it is. 431 00:43:36,000 --> 00:43:38,000 So we've tried hard to do that. 432 00:43:38,000 --> 00:43:42,000 This has been a tough decision for me to leave. 433 00:43:42,000 --> 00:43:52,000 But congratulations as everyone knows that any of you have adult children or young adult children, you know that it's tough when you don't live close to them. 434 00:43:52,000 --> 00:44:01,000 So an opportunity came out of nowhere to have a position in the North Carolina Department of Corrections and I'm really excited to work for them. 435 00:44:01,000 --> 00:44:12,000 If they support me, a small percentage as much as this team has supported me and this kind of executive and county manager of supported me, it's going to be a really good ride in North Carolina. 436 00:44:12,000 --> 00:44:14,000 So thank you all very much. 437 00:44:14,000 --> 00:44:15,000 Thank you Bethany. 438 00:44:15,000 --> 00:44:24,000 The Joe oversight board that was one of our initiatives right off the bat is to have a very very transparent and better relationship with them and I think we're there. 439 00:44:25,000 --> 00:44:38,000 There are times we have missed up we obviously missed up every you know we make mistakes and we try to correct them but we correct those mistakes with help from the Joe oversight board and help from the county executive and her team so. 440 00:44:38,000 --> 00:44:47,000 I look forward to watching that facility move forward under the leadership of of interim warden clerk. 441 00:44:47,000 --> 00:44:53,000 They're going to do amazing things is that facility moves forward and I hope you all appreciate that get to watch along with me. 442 00:44:53,000 --> 00:44:54,000 All very much. 443 00:45:00,000 --> 00:45:02,000 Thank you. 444 00:45:30,000 --> 00:45:32,000 Yeah. 445 00:45:32,000 --> 00:45:34,000 Yeah. 446 00:45:34,000 --> 00:45:36,000 Yeah. 447 00:45:36,000 --> 00:45:38,000 Yeah. 448 00:45:38,000 --> 00:45:40,000 I know it's all through. 449 00:45:40,000 --> 00:45:42,000 That's the last one. 450 00:45:42,000 --> 00:45:44,000 Yeah. 451 00:45:44,000 --> 00:45:46,000 I didn't know. 452 00:45:46,000 --> 00:45:48,000 That's the real one. 453 00:45:48,000 --> 00:45:50,000 Yeah. 454 00:45:50,000 --> 00:45:52,000 If you like that guy's player, you know, 455 00:45:52,000 --> 00:45:54,000 there's a run. 456 00:45:54,000 --> 00:45:56,000 I see. 457 00:45:56,000 --> 00:45:58,000 I see. 458 00:45:58,000 --> 00:46:00,000 Yeah. 459 00:46:00,000 --> 00:46:02,000 Yeah. 460 00:46:02,000 --> 00:46:04,000 Yeah. 461 00:46:04,000 --> 00:46:06,000 Yeah. 462 00:46:06,000 --> 00:46:12,000 Yeah. 463 00:46:12,000 --> 00:46:20,000 Yeah. 464 00:46:20,000 --> 00:46:22,000 Thank you. 465 00:46:22,000 --> 00:46:24,000 Yeah. 466 00:46:24,000 --> 00:46:26,000 Yeah. 467 00:46:56,000 --> 00:47:03,000 Thank you very much. 468 00:47:03,000 --> 00:47:09,000 Hello, thank you. 469 00:47:09,000 --> 00:47:11,000 Thank you very much. 470 00:47:11,000 --> 00:47:13,000 Bye guys. 471 00:47:13,000 --> 00:47:19,000 Thank you very much. 472 00:47:19,000 --> 00:47:34,000 Thank you very much. 473 00:47:34,000 --> 00:47:38,200 I proclamation recognizing Corey Wilson for being the winner of Council's first civic engagement 474 00:47:38,200 --> 00:47:48,000 competition sponsored by Council Member Rose. 475 00:47:48,000 --> 00:48:05,000 All right, this is a very exciting proclamation. 476 00:48:05,000 --> 00:48:13,000 As I'm sure you all probably know politics tends to be a little older with all respect to my colleagues. 477 00:48:13,000 --> 00:48:21,000 It is actually quite miraculous that there's two or twenty-something year old members on council myself. 478 00:48:21,000 --> 00:48:22,000 That's usually doesn't happen. 479 00:48:22,000 --> 00:48:27,000 So since politics is still often dominated by folks a little later on in life, I thought it was important to highlight 480 00:48:27,000 --> 00:48:32,000 some of the good work in civic engagement that our youth in Allegheny County are doing as well. 481 00:48:32,000 --> 00:48:40,000 Because as we all hopefully should know, someone does not have to be old to be engaged in their community and try to make it a better place. 482 00:48:40,000 --> 00:48:42,000 It's extremely exciting to be all honor. 483 00:48:42,000 --> 00:48:47,000 Corey, our first junior council member who does you have seen is with us on the diets tonight. 484 00:48:47,000 --> 00:48:50,000 And I mean, she has done terrific work in our community. 485 00:48:50,000 --> 00:48:54,000 We're going to hear all about it in a second when I read the proclamation here. 486 00:48:54,000 --> 00:49:01,000 But I am also particularly excited that she was able to work with our amazing staff and draft a motion tonight, 487 00:49:01,000 --> 00:49:06,000 encouraging the combating of stormwater runoff into our rivers. 488 00:49:06,000 --> 00:49:10,000 And it's just so excellent to see young young people getting engaged in the legislative process, 489 00:49:10,000 --> 00:49:12,000 putting in that work and trying to make a difference in their community. 490 00:49:12,000 --> 00:49:16,000 So let me read this proclamation because I'm very excited to do so. 491 00:49:16,000 --> 00:49:20,000 So whereas civic engagement is the cornerstone of a strong democracy, 492 00:49:20,000 --> 00:49:24,000 encouraging young people to participate helps ensure that future generations remain informed, 493 00:49:24,000 --> 00:49:26,000 involved and committed the strength in their communities. 494 00:49:26,000 --> 00:49:31,000 The Allegheny County, civic engagement competition was established in Spire students throughout Allegheny County 495 00:49:31,000 --> 00:49:34,000 to explore the importance of public service and civic participation. 496 00:49:34,000 --> 00:49:38,000 Providing a platform for young learners to share innovative ideas and meaningful experiences 497 00:49:38,000 --> 00:49:40,000 that promote civic responsibility. 498 00:49:40,000 --> 00:49:43,000 And whereas Corey Wilson, a recent graduate of the Schaeeler area high school, 499 00:49:43,000 --> 00:49:47,000 distinguished yourself as the first place winner of the inaugural Allegheny County 500 00:49:47,000 --> 00:49:53,000 civic engagement competition through her thoughtful essay, esteemed leadership and commitment to community outreach. 501 00:49:53,000 --> 00:49:56,000 With a passion for helping others and profound empathy for those around her, 502 00:49:56,000 --> 00:49:58,000 Corey has impacted countless lives. 503 00:49:58,000 --> 00:50:02,000 And whereas recognizing that many students in our school district struggle with poverty 504 00:50:02,000 --> 00:50:04,000 are not always able to take care of their basic needs. 505 00:50:04,000 --> 00:50:08,000 Corey volunteer to collect hygiene products, school supplies, food, clothing, and more, 506 00:50:08,000 --> 00:50:10,000 for students the most in need. 507 00:50:10,000 --> 00:50:12,000 By encouraging her peers to volunteer with her community, 508 00:50:12,000 --> 00:50:15,000 don't make Corey was able to form a free store for the student body. 509 00:50:15,000 --> 00:50:17,000 Later called the Titan Community Collective. 510 00:50:17,000 --> 00:50:19,000 The stores volume volunteer, sorry. 511 00:50:19,000 --> 00:50:22,000 The stores volunteers strip the stigma away from asking for help 512 00:50:22,000 --> 00:50:26,000 and ensure that others could be taken care of without feeling single doubt. 513 00:50:26,000 --> 00:50:28,000 And whereas as a leader of her schools, 514 00:50:28,000 --> 00:50:32,000 the light club Corey spries the foster inclusivity by encouraging students to embrace 515 00:50:32,000 --> 00:50:34,000 the culture and traditions of others. 516 00:50:34,000 --> 00:50:38,000 By encouraging her classmates on by engaging her classmates on their differences. 517 00:50:38,000 --> 00:50:42,000 She attended the eradicate hate global students on each year, 518 00:50:42,000 --> 00:50:46,000 allowing her to talk with other students and bring some ideas to bring their respective communities together. 519 00:50:46,000 --> 00:50:49,000 Through her experience, she was able to speak with survivors of the Tree of Life 520 00:50:49,000 --> 00:50:51,000 synagogue shooting in Squirrel Hill. 521 00:50:51,000 --> 00:50:54,000 Inspiring her the advocate for inclusivity beyond her school. 522 00:50:54,000 --> 00:50:57,000 And whereas in her role as president of the Schaeeler area high school sustainability club, 523 00:50:57,000 --> 00:51:00,000 Corey partnered with the Millville Community Development Corporation 524 00:51:00,000 --> 00:51:04,000 to create a new park where she gave families a safe space to bring their children 525 00:51:04,000 --> 00:51:08,000 by planting native plants and selling rain barrels in designing two rain gardens. 526 00:51:08,000 --> 00:51:12,000 Corey led another project with the sustainability club to educate the community 527 00:51:12,000 --> 00:51:14,000 about recycling and repurposing. 528 00:51:14,000 --> 00:51:18,000 Encouraging her peers to collect the clean and sort over 600 pounds of plastic bottle caps. 529 00:51:18,000 --> 00:51:22,000 Corey and the sustainability club were able to repurpose them into park benches 530 00:51:22,000 --> 00:51:25,000 that were later donated to the rainbow wrecked in park. 531 00:51:26,000 --> 00:51:29,000 More recent, a small group of students from the club worked with the Etna Green Court 532 00:51:29,000 --> 00:51:33,000 to create the first ever pine creaks sustainability fair inviting many nonprofits 533 00:51:33,000 --> 00:51:35,000 and small businesses the foster sustainability. 534 00:51:35,000 --> 00:51:39,000 And whereas between working athletics and maintaining exceptional grades, 535 00:51:39,000 --> 00:51:41,000 Corey told me she works three jobs which is crazy. 536 00:51:41,000 --> 00:51:43,000 I worked too and I can barely do. 537 00:51:43,000 --> 00:51:47,000 So Corey's dedication to helping her community is not at all easy, 538 00:51:47,000 --> 00:51:52,000 but it was her twin brother Devon's diagnosis with an extremely rare autoimmune disease 539 00:51:52,000 --> 00:51:55,000 that gave her the strength to give back the way she does. 540 00:51:55,000 --> 00:51:57,000 An able to sit quietly while her family was struggling. 541 00:51:57,000 --> 00:52:00,000 Corey used civic leadership as an outlet for her emotions 542 00:52:00,000 --> 00:52:02,000 striving to make her brother proud. 543 00:52:02,000 --> 00:52:05,000 In February, Devon successfully received a kidney transplant 544 00:52:05,000 --> 00:52:08,000 recognized for her commitment to community and sustainability. 545 00:52:08,000 --> 00:52:12,000 She was inducted into the National Green School Society at the US Capitol 546 00:52:12,000 --> 00:52:13,000 going this past May. 547 00:52:13,000 --> 00:52:16,000 Now, therefore, be a result of the eye council member Alex Rose 548 00:52:16,000 --> 00:52:19,000 due here by recognized and commend Corey Wilson for winning first place 549 00:52:19,000 --> 00:52:23,000 in the inaugural Allegheny County Council, civic engagement competition. 550 00:52:23,000 --> 00:52:25,000 And congratulate her for her outstanding dedication 551 00:52:25,000 --> 00:52:28,000 to the well-being of her community and the environment. 552 00:52:28,000 --> 00:52:31,000 And witness where I appear into cause the CLB Allegheny County 553 00:52:31,000 --> 00:52:35,000 to be a fixed this 14th of day of July, 2020-6. 554 00:52:44,000 --> 00:52:46,000 So I had this whole speech repaired, 555 00:52:46,000 --> 00:52:48,000 but he honestly went over a lot of what I was gonna be 556 00:52:48,000 --> 00:52:53,000 talking about, but hi guys, my name is Corey Wilson 557 00:52:53,000 --> has been an incredible honor to share all the work I did in high school. 560 00:53:03,000 --> 00:53:08,000 And I wanted to also thank all the teachers that made it possible for me. 561 00:53:08,000 --> 00:53:10,000 One of them is here Mrs. Nelson. 562 00:53:10,000 --> 00:53:23,000 She was my sustainability teacher, and she ran the sustainability club. 563 00:53:23,000 --> 00:53:27,000 I led the club as co-president this past year. 564 00:53:27,000 --> 00:53:30,000 And as you heard, a lot of the things I did, 565 00:53:30,000 --> 00:53:34,000 like the creation and maintenance of Rainbow Rock done. 568 00:53:42,000 --> 00:53:47,000 So many incredible opportunities and experiences that I've had to get, 569 00:53:47,000 --> 00:53:49,000 go on to get, sorry. 570 00:53:49,000 --> 00:53:51,000 I love going to the capital building. 571 00:53:51,000 --> 00:53:54,000 That was such an amazing experience. 572 00:53:54,000 --> 00:53:57,000 And then my other teachers, they're not here today, 573 We have too many people there. 665 01:06:57,000 --> 01:07:12,000 And the new schedule that was implemented and I will say, I'll do his work for him and say, there's a new schedule that's being implemented in the jail right now that is directly related to the unit managers that he hired who are promoting and putting that together. 666 01:07:12,000 --> 01:07:18,000 And they're doing that serve because you hired them because you saw the vision of what they could be there. 667 01:07:18,000 --> 01:07:28,000 And see, it'll make me cry that you're leaving the office. It is a tragedy. I consider it a tragedy at the jail that you're not going to be there. 668 01:07:28,000 --> 01:07:35,000 So I will be forever grateful. Pin will be forever grateful for the impact that you've had there. 669 01:07:35,000 --> 01:07:42,000 And now I will turn my attention here and give a little way of the finger folks because I'm not smiling at y'all. 670 01:07:42,000 --> 01:07:51,000 I don't buy for a minute. I'm not an idiot and I wasn't born yesterday. I don't buy for a minute that he's leaving the Allegheny County jail. 671 01:07:51,000 --> 01:07:56,000 Because after 18 months of putting into place all the things that needed to be there for change to happen. 672 01:07:56,000 --> 01:08:04,000 All of a sudden, he missed this family. I call BS real loud and clear in this and I hope you all are asking that question too. 673 01:08:04,000 --> 01:08:09,000 Because I'm sure that's why he's going to North Carolina. I'm not sure that's why he's leaving here. 674 01:08:09,000 --> 01:08:27,000 And whoever is in his place right now, Connie Clark, and whoever that final person is that are dog on well have the full support of the Seren Amarato Administration and this County Council in order to move the direction of that jail continuously in a positive form. 675 01:08:27,000 --> 01:08:37,000 We are here because we are watching and we want you to know that. Thank you. Thank you so much. 676 01:08:37,000 --> 01:08:48,000 Next up is Diana Hall. 677 01:08:48,000 --> 01:08:55,000 Diana Hall from the Pennsylvania Interfaith Impact Network. 678 01:08:55,000 --> 01:09:06,000 Council members, I want to acknowledge the departure of warden wind guard and to stress the meaningful progress that occurred at the Allegheny County jail under his leadership. 679 01:09:06,000 --> 01:09:11,000 I am disappointed and saddened to see a leave. 680 01:09:11,000 --> 01:09:20,000 The public impends all real concrete improvements at the ACJ that supported both the staff and the residents who live there. 681 01:09:20,000 --> 01:09:31,000 Warden Wind Guard's Strength and Family Connection by expanding table access, tablet access, and increasingly charged increasing charge stations on the pod. 682 01:09:31,000 --> 01:09:35,000 Small changes that made a big difference to the people trying to stay connected. 683 01:09:35,000 --> 01:09:47,000 We encourage local organizations to share their talents inside the jail, bringing education, creativity and a touch of humanity that is so necessary. 684 01:09:47,000 --> 01:09:56,000 Under his leadership, the ACJ even hosted a volunteer appreciation event where residents spoke directly about their experiences. 685 01:09:56,000 --> 01:10:00,000 That kind of openness matters. 686 01:10:00,000 --> 01:10:10,000 He also invested in staff development supporting cross facility learning new training models and opportunities for professional growth. 687 01:10:10,000 --> 01:10:19,000 All of this improved safety reduces tension and builds trust something we need desperately. 688 01:10:19,000 --> 01:10:23,000 These changes made a life that daily life that ACJ better. 689 01:10:23,000 --> 01:10:28,000 They gave volunteers and community members a clearer pathway to contribute. 690 01:10:28,000 --> 01:10:35,000 And they showed that humane, practical reform is possible when leadership is committed to it. 691 01:10:35,000 --> 01:10:44,000 I hope you, county council, do not inside of the progress made under Warden Wind Guard's time at the ACJ. 692 01:10:44,000 --> 01:10:47,000 The next warden must continue this momentum. 693 01:10:47,000 --> 01:10:58,000 The transparency, the dignity, the community, the partnership, and respect for the people who live and work inside the jail. 694 01:10:58,000 --> 01:11:00,000 Warden Wind Guard. 695 01:11:00,000 --> 01:11:07,000 I hope your new place of employment recognizes your gifts and your talents and gives you the support you need. 696 01:11:07,000 --> 01:11:11,000 Thank you for what you did your accomplishments at the ACJ. 697 01:11:11,000 --> 01:11:12,000 Thank you. 698 01:11:15,000 --> 01:11:17,000 Next up is Joe Shonessey. 699 01:11:28,000 --> 01:11:31,000 There's a member of Penn and Allegheny County. 700 01:11:31,000 --> 01:11:35,000 I'm sorry to hear about the departure of Warden Wind Guard. 701 01:11:35,000 --> 01:11:41,000 He responds in real time to family members who speak at the jail oversight board meetings. 702 01:11:42,000 --> 01:11:45,000 He's brought transparency to the jail oversight board. 703 01:11:45,000 --> 01:11:53,000 Warden Wind Guard has improved correctional officers' communications with their families while they are on duty. 704 01:11:53,000 --> 01:12:04,000 This act alone aids CEOs quality of life and shows a strong commitment to jail staff which helps recruit the best staff possible. 705 01:12:04,000 --> 01:12:09,000 Lastly, he is a 10 of two all-speakers at the JB meetings, even me. 706 01:12:10,000 --> 01:12:20,000 If you should doubt the accuracy of these claims, please go to the ACJ oversight board's YouTube channel and watch a few minutes of the previous Warden reports from Orlando Harper. 707 01:12:20,000 --> 01:12:26,000 Then, compare them to Warden Wind Guard's reports and his demeanor during these meetings. 708 01:12:26,000 --> 01:12:30,000 I think the behavioral difference between the two men is glaring. 709 01:12:30,000 --> 01:12:33,000 Thank you for your service, Warden Wind Guard. 710 01:12:33,000 --> 01:12:36,000 I would be remembered by most of us, almost everybody. 711 01:12:36,000 --> 01:12:41,000 But especially myself, in Pennsylvania, Interfaith Impact Network. 712 01:12:41,000 --> 01:12:47,000 I want to congratulate chronic clerk for becoming the Interrem Warden. 713 01:12:51,000 --> 01:12:54,000 Next up is Tom Bailey. 714 01:13:04,000 --> 01:13:07,000 Good evening. 715 01:13:07,000 --> 01:13:12,000 I don't have any proclamations and I'm not going to stand for a photo by appreciate everything you've done already. 716 01:13:12,000 --> 01:13:19,000 I do stand in support of Bill 14402, one by Mr. Rose. 717 01:13:19,000 --> 01:13:29,000 To preview, I feel that Pennsylvania Supreme Court's position on the Environmental Rights Amendment has been consistent and they're an advocate. 718 01:13:29,000 --> 01:13:35,000 And I also fear that this council doesn't apply environmental rights amendment enough. 719 01:13:35,000 --> 01:13:40,000 So I practice criminal defense law for five years. 720 01:13:40,000 --> 01:13:43,000 I was a public defender and doff accounting for two and a half of those. 721 01:13:43,000 --> 01:13:51,000 So I have some experience in preparing arguments for my clients under Pennsylvania Constitution Article 1. 722 01:13:51,000 --> 01:13:55,000 And that's the one that deals with inherent rights. 723 01:13:55,000 --> 01:13:57,000 I'm not just the government gave them to us. 724 01:13:57,000 --> 01:13:59,000 It's that we have those rights. 725 01:13:59,000 --> 01:14:05,000 And Mr. Rose is billed to me, urges County residents to reduce stormwater runoff. 726 01:14:05,000 --> 01:14:08,000 And he quotes the environmental rights amendment in the second paragraph. 727 01:14:08,000 --> 01:14:13,000 My problem is what I don't understand is the third paragraph says that the environmental rights amendment, 728 01:14:13,000 --> 01:14:18,000 the quote is very much still in a work and progress and quote. 729 01:14:18,000 --> 01:14:24,000 Well, again in my experience, public policy battles are going on all the time. 730 01:14:24,000 --> 01:14:31,000 As a defense attorney, we'd go into a room and sometimes the judge was favoring prosecution or they're favoring defense. 731 01:14:31,000 --> 01:14:33,000 And some you didn't know because they changed. 732 01:14:33,000 --> 01:14:37,000 In this room right now, there may be people that support environmental protections. 733 01:14:37,000 --> 01:14:41,000 And there may be some of you that think the businesses should be protected. 734 01:14:41,000 --> 01:14:46,000 And some of you may make that decision on a daily basis how you feel. 735 01:14:46,000 --> 01:14:50,000 So I feel that these public policy battles are always going to happen. 736 01:14:50,000 --> 01:14:55,000 So if the bills is written now says it's still working a progress, yes it is. 737 01:14:55,000 --> 01:14:57,000 And I think that there's two examples. 738 01:14:57,000 --> 01:14:59,000 So I would point to and I'd ask you if you have a moment. 739 01:14:59,000 --> 01:15:00,000 So look at the room. 740 01:15:00,000 --> 01:15:25,000 The Commonwealth Court has routinely been pro-business. And they have found several times against these two cases I'm going to bring up, which is Robinson Township and the Pennsylvania Environmental Defense Foundation. The Commonwealth Court found against the plaintiffs in those. And when they repealed, Pennsylvania Supreme Court, this is 2013, when the Environmental Rights Amendment very strongly to support the people. 741 01:15:25,000 --> 01:15:42,000 2017, Pennsylvania Environmental Defense Foundation filed a suit when the Commonwealth Court, and this is where they alleged that the general assembly was spending money that was supposed to be used for conservation matters in the general fund. 742 01:15:42,000 --> 01:15:54,000 And again, the Commonwealth Court found for the state. But on appeal, and this is a majority decision, Robinson is a plurality. Majority decision with Environmental Rights Amendment, and supported it. 743 01:15:54,000 --> 01:16:11,000 This body in 2022 passed a bill to ban tracking in your parks. You've already used this statute. I think you should use it more and more. I don't see a fear. So I would urge you to go with Mr. Rose. 744 01:16:11,000 --> 01:16:16,000 Thank you. Next up is Mohammed DeSaire. 745 01:16:27,000 --> 01:16:39,000 All right. I'm here today to say a few words about the warden. Now it's no secret that I'm not really a fan of wardens or a fan of jails. 746 01:16:39,000 --> 01:16:49,000 In fact, as a member of the jail oversight board, I was the only one that voted against his appointment. But it wasn't because I didn't have faith in his ability to lead the jail. 747 01:16:49,000 --> 01:16:55,000 It wasn't because of anything that you said that I didn't like or I didn't agree with. It was a matter of principle. 748 01:16:55,000 --> 01:17:04,000 But over these past 18 months or year and a half, you really showed and proved to me that you deserve to be there. 749 01:17:04,000 --> 01:17:10,000 You know, a lot of people said a lot of things. There's no way I can, you know, come close to what Bethany said. 750 01:17:10,000 --> 01:17:24,000 And it could only go folks up in. Yeah, no, no, I'm not going to talk. But you really display some true character, some true dignity, and I respect you a lot. I respect you a lot. 751 01:17:24,000 --> 01:17:34,000 Some of the things that have been proved to jail. Of course, the unit managers on a big fan of the payments to the incarcerated folks. 752 01:17:34,000 --> 01:17:40,000 Always supporting us whenever I was up for a vote. I appreciate that. I make a huge difference. As you know, the jail worker pay. 753 01:17:40,000 --> 01:17:46,000 For folks who don't know, you know, incarcerated individuals who work in a jail now get paid for that work. 754 01:17:46,000 --> 01:17:55,000 That's not something that, you know, happens in every jail. But most importantly, your relationship that you established with the jail oversight board. 755 01:17:55,000 --> 01:17:59,000 I've been coming to the jail oversight board meetings since like 2020. 756 01:17:59,000 --> 01:18:06,000 I've seen all of them, you know what I mean. And of course, I've been in the jail a few times before I started coming to the jail oversight board meetings. 757 01:18:06,000 --> 01:18:18,000 So I know how to meetings were before you. And I know how to you are now. And I do have absolute faith that that interim warden kind of clerk. 758 01:18:18,000 --> 01:18:25,000 We can tell you in the path that you laid out. So we're really, really, really appreciative of that. 759 01:18:25,000 --> 01:18:31,000 The last thing I said to warden Harper was that nobody was going to miss anybody. 760 01:18:31,000 --> 01:18:38,000 And, you know, anger, maybe, you know, maybe, maybe, but, you know, we really don't pay how many men, you know what I'm saying. 761 01:18:38,000 --> 01:18:42,000 I will say that a lot of people are going to miss you here, truly. 762 01:18:42,000 --> 01:18:50,000 I cannot count them on a terms that if we had any issue with anybody in a jail, we can talk to you directly. 763 01:18:50,000 --> 01:18:59,000 And we appreciate that man. I can't say it enough. Now, before voting no on your appointment, I said, I didn't believe that there was such thing as a good warden. 764 01:18:59,000 --> 01:19:02,000 But I got to say, you don't want to let go once. 765 01:19:02,000 --> 01:19:14,000 And last up on agenda items, we have to niche a long. 766 01:19:14,000 --> 01:19:24,000 All right, to niche a long here in my individual capacity, because my job would never let me do this. 767 01:19:24,000 --> 01:19:30,000 I really can't follow Bethany. There was a lot there. 768 01:19:30,000 --> 01:19:37,000 All right, to niche a long here in my individual capacity, because my job would never let me do this. 769 01:19:38,000 --> 01:19:46,000 Wouldn't win, you know, that I have to deeply respect you, because I sat through all of those proclamations. 770 01:19:46,000 --> 01:19:51,000 But more importantly, we are ideologically opposed on a lot of issues. 771 01:19:51,000 --> 01:19:57,000 When Mani voted no, as he wanted to remind you, he said, there are no good warden, there are no jails. 772 01:19:57,000 --> 01:20:02,000 And we're never going to align on that issue, right? 773 01:20:02,000 --> 01:20:10,000 And I was known as the Allegheny County, am known as the Allegheny County Jails, number one hater, but I hate with ethics and nuance. 774 01:20:10,000 --> 01:20:20,000 And that that ethically nuanced take leads me to believe that while those jails exist, we need people who are committed to making them better. 775 01:20:20,000 --> 01:20:24,000 And I do believe you are committed to making them better. 776 01:20:24,000 --> 01:20:30,000 Me and Warden Harper had a relationship that can best be described as contentious. 777 01:20:30,000 --> 01:20:32,000 And that's being polite. 778 01:20:32,000 --> 01:20:41,000 And through that relationship, I was left to believe that nobody in the county cared about the jail as much as Bethany Hallem, myself and Mani. 779 01:20:41,000 --> 01:20:45,000 But I do believe that you were dedicated to making the jail better. 780 01:20:45,000 --> 01:20:51,000 I saw that through increased programming. I saw that through the vast amount of changes on the youth pod. 781 01:20:52,000 --> 01:20:54,000 I saw that through level of access. 782 01:20:54,000 --> 01:21:01,000 And I saw that through the fact that at no point was I ever afraid to talk to you or did I ever feel that you were not listening. 783 01:21:01,000 --> 01:21:06,000 I think that you faced a lot of challenges with your CO staff. 784 01:21:06,000 --> 01:21:14,000 And I think that you were going to face the same challenges Connie, but I genuinely think that there wasn't a better pick for an interim warden. 785 01:21:14,000 --> 01:21:17,000 I have a lot of faith in the work you'll do. 786 01:21:18,000 --> 01:21:27,000 I don't believe that there will ever be a time where I'm up here thanking Warden again unless Connie does a phenomenal job, which I think she might. 787 01:21:27,000 --> 01:21:32,000 But what I will say and I say this to Council and I say this to the county executive. 788 01:21:32,000 --> 01:21:39,000 The reason we got such a good warden is because there was a public participation process that was feedback. 789 01:21:39,000 --> 01:21:43,000 A lot of time went into it. I believe a year to hire this warden. 790 01:21:43,000 --> 01:21:49,000 And I think that same amount of time Karen effort needs to go into selecting the next one and I believe that the public needs to be involved. 791 01:21:49,000 --> 01:21:54,000 The people who shop to the jail or recite board meetings, the council members, the community members. 792 01:21:54,000 --> 01:21:58,000 They need to have a saying this process because this is proof that it works. 793 01:21:58,000 --> 01:22:02,000 So we cannot neglect that for future processes and we cannot rush it. 794 01:22:02,000 --> 01:22:11,000 This is not a decision that we can rush and if we have someone who is competent someone who is taught by the previous warden who can hold that down, we have time to take time. 795 01:22:11,000 --> 01:22:17,000 So out of respect for everybody who wants to go home. They would be more likely to have more power as a result. 1013 01:30:14,000 --> 01:30:20,000 So that was affirmatively adopted. Has anyone had any questions or any comments? 1014 01:30:20,000 --> 01:30:22,000 Any other discussion on the bill? 1015 01:30:22,000 --> 01:30:35,000 Yes, this is a continuation of council's efforts to destroy government as it operates as it functions. 1016 01:30:35,000 --> 01:30:49,000 You know, when I asked the executive, why she would serve those efforts to repeal a homeable child in terms of the budget? 1017 01:30:49,000 --> 01:30:58,000 She makes, she makes the point that the government in her fall position is, is working down. 1018 01:30:58,000 --> 01:31:06,000 And it's, um, she will be that it was, um, it was in from her perspective. 1019 01:31:06,000 --> 01:31:13,000 The government review commission would be better served in reviewing and advocating for changes. 1020 01:31:13,000 --> 01:31:27,000 If they thought they were for, you know, this might, uh, approve a number of nominations that go to reform commission and again. 1021 01:31:27,000 --> 01:31:39,000 I think that if we believe that, um, we should be changing this, that we should have gone through the government reform commission. 1022 01:31:39,000 --> 01:31:44,000 I think that the time is set in, as is established, was set free. 1023 01:31:44,000 --> 01:31:47,000 This continued. 1024 01:31:47,000 --> 01:31:55,000 What I believe is what we're going to demonstrate over the course of this evening of the, of the, of the falletions. 1025 01:31:55,000 --> 01:32:04,000 I'm already vaccinated of this by anybody else. 1026 01:32:04,000 --> 01:32:05,000 Good. 1027 01:32:05,000 --> 01:32:08,000 Councilman, while I very much appreciate your perspective. 1028 01:32:08,000 --> 01:32:11,000 I would say first off that this is not a charter amendment. 1029 01:32:11,000 --> 01:32:14,000 This is simply a change to the code furthermore. 1030 01:32:14,000 --> 01:32:19,000 This is certainly not an effort to use our purpose, mental government rather. 1031 01:32:19,000 --> 01:32:22,000 It is an effort to get government to work better. 1032 01:32:22,000 --> 01:32:27,000 I understand maybe a personal interest in, you know, entrenchment to status close. 1033 01:32:27,000 --> 01:32:30,000 And then it's often what we see with termless. 1034 01:32:30,000 --> 01:32:37,000 I think that when we look at our government and I think many of us would agree that currently it's probably not working the best it possibly could. 1035 01:32:37,000 --> 01:32:49,000 This is a desire to get new perspectives, um, new experiences and new people on many of these boards and commissions and people who haven't had the opportunity to participate historically right. 1036 01:32:49,000 --> 01:32:59,000 I don't think that we should think that we are so limited in a county of 1.2 million people that we need to have the same exact people serving on these boards and commissions. 1037 01:32:59,000 --> 01:33:04,000 After a year, after a year, I think getting fresh perspectives, fresh ideas will serve us well. 1038 01:33:04,000 --> 01:33:06,000 And that's what this seeks to do. 1039 01:33:06,000 --> 01:33:07,000 Thank you. 1040 01:33:07,000 --> 01:33:09,000 Any other comments? 01:49:28,000 I think we all know we've gotten some. 1391 01:49:28,000 --> 01:49:31,000 We've gotten some pre cursor information from various council members. 1392 01:49:31,000 --> 01:49:37,000 But I thank you and members for the opportunity to speak to the evolution of this ordinance. 1393 01:49:37,000 --> 01:49:39,000 The repeal ordinance. 1394 01:49:39,000 --> 01:49:41,000 Introduced by myself and council persons. 1395 01:49:41,000 --> 01:49:42,000 Hallem. 1396 01:49:42,000 --> 01:49:43,000 Gris Beck. 1397 01:49:43,000 --> 01:49:44,000 Katina. 1398 01:49:44,000 --> 01:49:45,000 Victoria. 1399 01:49:45,000 --> 01:49:46,000 And now. 1400 01:49:46,000 --> 01:49:47,000 Council presidents. 1401 01:49:47,000 --> 01:49:48,000 Michelle. 1402 01:49:48,000 --> 01:49:49,000 No. 1403 01:49:49,000 --> 01:49:53,000 Which would repeal the referendum eliminating the cap on council's budget. 1404 01:49:53,000 --> 01:49:57,000 And I would also touch on the anticipated amendment filed by another council member. 1405 01:49:57,000 --> 01:50:00,000 That seeks to repeal the second referendum. 1406 01:50:00,000 --> 01:50:06,000 Question eliminating the spending restrictions on council's budget, which I also support. 1407 01:50:06,000 --> 01:50:11,000 I received and I imagine that everyone up here is received a lot of feedback from residents. 1408 01:50:11,000 --> 01:50:19,000 Friends, neighbors from every giving us personal information and text and calls and social media. 1409 01:50:19,000 --> 01:50:24,000 Some of it expressed concern others expressed downright outrage. 1410 01:50:24,000 --> 01:50:28,000 And even after the repeal ordinance went out was announced. 1411 01:50:28,000 --> 01:50:35,000 We received a lot of feedback and again mostly negative, which I found surprising quite frankly. 1412 01:50:35,000 --> 01:50:39,000 Most people wanted us to to a person though. 1413 01:50:39,000 --> 01:50:41,000 The negative comments and everything else. 1414 01:50:41,000 --> 01:50:46,000 Most people wanted us to remind us that we were a citizens council. 1415 01:50:46,000 --> 01:50:48,000 And we need to operate as one. 1416 01:50:48,000 --> 01:50:53,000 So with that in mind, I would like to share some thoughts from a citizen council on 1417 01:50:53,000 --> 01:50:56,000 repealing both of these referendum. 1418 01:50:56,000 --> 01:51:03,000 This is also something that has been in collaboration with other members who will speak to this point as well. 1419 01:51:03,000 --> 01:51:05,000 But one point I would like. 1420 01:51:05,000 --> 01:51:09,000 Let's our advance warning and worry. 1421 01:51:09,000 --> 01:51:16,000 Become advance thinking and planning and this is someone who I admire but certainly don't think I am like is Winston Churchill. 1422 01:51:16,000 --> 01:51:20,000 And that might seem really lofty, but these are the types of things you think about at these moments. 1423 01:51:21,000 --> 01:51:25,000 Public service asks us to remember something simple but important. 1424 01:51:25,000 --> 01:51:28,000 We are citizens before we are office holders. 1425 01:51:28,000 --> 01:51:33,000 Shakespeare put the share humanity plainly when he asked if we if you prick us do we not bleed. 1426 01:51:33,000 --> 01:51:36,000 I was an English major so I can say this. 1427 01:51:36,000 --> 01:51:44,000 These instances of human vulnerability remind us that rank, title and office do not exempt anyone from the same fears, 1428 01:51:44,000 --> 01:51:48,000 pressures uncertainties and responsibilities born by the public. 1429 01:51:48,000 --> 01:51:53,000 We are citizens first and trusted for a time with public duty. 1430 01:51:53,000 --> 01:52:05,000 That truth should and does humble our decisions sharpen our listening and keep us grounded in the lived realities of the residents whose confidence gives public service its meaning. 1431 01:52:05,000 --> 01:52:17,000 That is why considering the repeal of the two referendum questions concerning the council budget cap and spending limitations is not merely a procedural correction. 1432 01:52:18,000 --> 01:52:21,000 It is a statement of perspective. 1433 01:52:21,000 --> 01:52:31,000 At a time when residents are facing uncertainty rising costs, looming reassessment concerns, pension obligations and other serious financial pressures. 1434 01:52:31,000 --> 01:52:39,000 Council is aware we must be careful not only to do in what we do but what are actions communicate. 1435 01:52:39,000 --> 01:52:52,000 A limiting eliminating limits on council zone budget authority even if not intended to produce immediate spending increases risk sending the wrong message to the taxpayers we represent. 1436 01:52:52,000 --> 01:53:01,000 Several members have made clear that county council central responsibilities are legislative service and responsible budget oversight. 1437 01:53:01,000 --> 01:53:07,000 We recognize that the role of council may have evolved over the last 26 years. 1438 01:53:07,000 --> 01:53:28,000 And that changing demands may require thoughtful review but meaningful changes to the structure compensation benefits staffing district offices or spending authority of council should be examined carefully supported by data and considered through the appropriate public process. 1439 01:53:28,000 --> 01:53:35,000 The government review commission that has been spoken about several times today by the executive and by other council members. 1440 01:53:35,000 --> 01:53:47,000 Exists for precisely that kind of review and its work should be respected rather than bypassed especially since we've heard that this would happen as soon as October. 1441 01:53:47,000 --> 01:53:51,000 repeal then should not be understood as a retreat. 1442 01:53:51,000 --> 01:53:56,000 It is an act of restraint, transparency and accountability. 1443 01:53:56,000 --> 01:54:06,000 It acknowledges that public trust is strengthened when elected officials are willing to pause reconsider and correct course its human. 1444 01:54:06,000 --> 01:54:10,000 It affirms that council should work within reasonable limits. 1445 01:54:10,000 --> 01:54:20,000 Identifies specific needs clearly and pursue measured proposals that reflect both operational realities and taxpayer confidence. 1446 01:54:20,000 --> 01:54:24,000 Churchill's call to turn worry into planning is especially fitting here. 1447 01:54:24,000 --> 01:54:34,000 The financial and structural questions before Allegheny County deserve neither fear nor hast, but sober thought, careful analysis and public accountability. 1448 01:54:34,000 --> 01:54:47,000 As a citizen council, we should meet uncertainty with preparation, not open-ended authority with stewardship, not self-interest and with humanity and humility. 1449 01:54:47,000 --> 01:54:53,000 Remembering that the strength of local government rests on the trust of the people it serves. 1450 01:54:53,000 --> 01:54:57,000 Thank you for making us living me make that. 1451 01:54:57,000 --> 01:55:01,000 I don't think that's enough. 1452 01:55:01,000 --> 01:55:07,000 I was among those nine who supported this. 1453 01:55:07,000 --> 01:55:21,000 And I know that council or early as you did not, but certainly councilor Hallemann Grissback both supported it quite enthusiastically. 1454 01:55:21,000 --> 01:55:29,000 So I guess I'm wondering what has changed here from your perspective. 1455 01:55:29,000 --> 01:55:31,000 Can I answer that? 1456 01:55:31,000 --> 01:55:33,000 Sure. 1457 01:55:33,000 --> 01:55:35,000 Thank you. 1458 01:55:35,000 --> 01:55:41,000 I was the primary sponsor of this ordinance that we are now attempting to repeal. 1459 01:55:41,000 --> 01:55:43,000 And I think it's a great question. Why? 1460 01:55:43,000 --> 01:55:47,000 Only a few weeks ago was it like, hey, let's repeal the budget cap and then already. 1461 01:55:47,000 --> 01:55:51,000 No, let's keep it where it is right now. 1462 01:55:51,000 --> 01:55:55,000 And that's because of some information that we've received over the past few weeks alone. 1463 01:55:55,000 --> 01:56:05,000 Not only this was introduced, but even since this ordinance passed, we have found out that our pension fund is $1.5 billion in the red 1464 01:56:05,000 --> 01:56:09,000 because of a lack of contributions by previous administrations. 1465 01:56:09,000 --> 01:56:19,000 We have found out that the county administration has slashed health care for our county employees spouses completely removing 1466 01:56:19,000 --> 01:56:23,000 spousal coverage for every county employee in Allegheny County. 1467 01:56:23,000 --> 01:56:29,000 And we got a budget briefing that told us that quote, the budget is really tight. 1468 01:56:29,000 --> 01:56:38,000 So with that information, it is very easy to be like, hey, maybe now's not the time to even talk about eliminating the cap that we have on our budget. 1469 01:56:38,000 --> 01:56:42,000 While still considering, of course, this ordinance one was going to be a ballot question. 1470 01:56:42,000 --> 01:56:47,000 We were leaving it up to the voters, but we have more information than a lot of the voters do. 1471 01:56:47,000 --> 01:56:51,000 I do think it's our responsibility to admit now is not the time to do this. 1472 01:56:51,000 --> 01:56:54,000 Do I still think that this is something that in the future should happen? 1473 01:56:54,000 --> 01:57:00,000 Well, if you want three quote and equal branches of government instead of a really, really powerful unilateral authority, 1474 01:57:00,000 --> 01:57:05,000 county executive in a county council who sits up here and pretends they have any authority in any capacity. 1475 01:57:05,000 --> 01:57:13,000 But no, you should never remove the cap, right? You should keep the cap on and keep this body as weak as it was intended to be when it was created. 1476 01:57:13,000 --> 01:57:32,000 But if you like me believe in the founding principles of our democracy, which includes three separate but co-equal branches of government, then you should want to see a lot of changes to what should be a living document, our county charter, which is only 25 years old and deserves to be amended with more information. 1477 01:57:32,000 --> 01:57:41,000 And so while I do hope that at some point in the future, our county is healthier, financially, and I hope that I live to see that. 1478 01:57:41,000 --> 01:57:50,000 I do think that now is really not an appropriate time to put this question even in the hands of the voters to say, should we give an unlimited cap to the spending on county council. 1479 01:57:50,000 --> 01:58:02,000 I will say that I am supportive of this ordinance, but not supportive of the amendment being introduced because the second ballot question that we have put onto the ballot is really important. 1480 01:58:02,000 --> 01:58:11,000 A lot of people, even people who are kind of hip to county government and politics have no idea what county government is like for county council, right? 1481 01:58:11,000 --> 01:58:20,000 I could pay $339 every two weeks for being on county council, which means as you can imagine, I have a full-time job. 1482 01:58:20,000 --> 01:58:31,000 I represent 1.2 million people. I spend about some weeks, 40 hours a week on this job, some weeks, 60, some weeks even more if we're having a crisis like my warden decides to leave suddenly. 1483 01:58:31,000 --> 01:58:39,000 Right? And so do not do the calculation of how much the job pays per hour because it will make you sick, okay? 1484 01:58:39,000 --> 01:58:52,000 But what people don't understand and shouldn't have to understand is when a constituent needs me to do something, when one of those 1.2 million people needs me to do something, I can't say sorry I'm busy with my job that actually pays me. 1485 01:58:52,000 --> 01:59:01,000 Because that's just not fair. I am responsible to the voters who elected me. It is not fair to tell them that I can't do something because I don't have the capacity. 1486 01:59:01,000 --> 01:59:08,000 So I believe that we as council members should have an expanded staffing capacity while staying within our cap. 1487 01:59:08,000 --> 01:59:18,000 So that is why I'm supportive of repealing this original ordinance to give us an unlimited spending cap, but still keep the ballot referendum question in place to let the voters decide. 1488 01:59:18,000 --> 01:59:37,000 If they believe that we as council members should have expanded staffing capabilities and for those of us who do not get health insurance through their full-time jobs that they should get the same health insurance policy that every other of the 6,000 plus county employees gets, which I believe the answer to that question is yes, but luckily they will get to decide. 1489 01:59:37,000 --> 01:59:48,000 So I hope that answered your question. Well, I think it does, but I would say this. I would say that I mean we are 15 adults at this table. 1490 01:59:48,000 --> 01:59:58,000 And so if this ordinance was one, you know, the ballot measures approved by the voters that would lift that cap. 1491 01:59:58,000 --> 02:00:03,000 Any decisions? 1492 02:00:00,000 --> 02:00:17,000 About increasing our spending would have to be approved by all members of council. So just removing the cap, doesn't mean that, you know, we're given license to go on a spending creep. It's free. We would still be armed with the same information that we have right now. 1493 02:00:17,000 --> 02:00:29,000 And so given the fact that, you know, nine members of this council approve this decided that we ought to lift that cap and, you know, become adults, like the executive branch. 1494 02:00:29,000 --> 02:00:40,000 It would seem to me that to decide that, well, you know, it's just too expensive, the timing is not good, not popular or not understood. 1495 02:00:40,000 --> 02:00:50,000 Is something that discounts the fact that ultimately decisions about what our needs might be in the future still have to be approved by all these members, all of our members. 1496 02:00:50,000 --> 02:00:57,000 And what we have the capacity to do when there is talk of staffing 13 district offices. 1497 02:00:57,000 --> 02:01:05,000 We get to decide whether or not in light of whatever everything we're aware of right now, with respect to the pension fund budget constraints. 1498 02:01:05,000 --> 02:01:11,000 We had, we have the capacity to make a decision as to whether or not to sign off on that. 1499 02:01:11,000 --> 02:01:19,000 So I'm a little bit concerned about the fact that we're now backing off on something that we believe. 1500 02:01:19,000 --> 02:01:29,000 And we believe, and we made the case, let the voters decide. And now we're saying, well, we understand something that you don't, so we are going to retreat. 1501 02:01:29,000 --> 02:01:34,000 Yeah, I think it's very nice. 1502 02:01:34,000 --> 02:01:37,000 I think it's very nice. 1503 02:01:37,000 --> 02:01:40,000 I think it's very romantic. 1504 02:01:40,000 --> 02:01:56,000 Well, we're sitting here waxing so philosophically, but we knew we knew last year, we knew the year before we knew that there were problems with the pensions. 1505 02:01:56,000 --> 02:02:06,000 But yet in steel, we as a council decided to include ourselves into the pension player. 1506 02:02:06,000 --> 02:02:11,000 We voted, we voted. Yes, we did it. 1507 02:02:11,000 --> 02:02:19,000 To commit ourselves to become part of the pension player to be eligible for pensions. 1508 02:02:19,000 --> 02:02:30,000 We knew, we knew that this was the part-time council when we decided to run. 1509 02:02:30,000 --> 02:02:41,000 We knew we decided to remove the removed to, in order to run for another office, you had to resign to run before. 1510 02:02:41,000 --> 02:02:44,000 We removed that prohibition. 1511 02:02:44,000 --> 02:02:48,000 We knew that the budget was tight. 1512 02:02:48,000 --> 02:02:59,000 We knew all of these things, and we said here, and we say, hey, man, this, this, we didn't know stuff. 1513 02:02:59,000 --> 02:03:02,000 It's our responsibility to know, we asked to represent folks. 1514 02:03:02,000 --> 02:03:05,000 Folks didn't ask us to represent them. 1515 02:03:05,000 --> 02:03:10,000 We asked them to represent us to allow us to represent them. 1516 02:03:10,000 --> 02:03:25,000 So again, I say, this effort at repealing this is just a demonstration of the chickens coming on the roof, and he getting too hot for some folks. 1517 02:03:25,000 --> 02:03:40,000 We can, we can wax romantically, but the bottom line is, we have engaged and continuous behavior that is not in the best interest of the residents of Allegheny County. 1518 02:03:40,000 --> 02:03:47,000 And we shouldn't have put this ballot referendum up at all. 1519 02:03:47,000 --> 02:03:53,000 I voted against it. I voted against it. I voted against the removal of the referendum. 1520 02:03:53,000 --> 02:04:00,000 Resign the run. I voted against becoming part of the pension plan. I voted against all of that. 1521 02:04:00,000 --> 02:04:03,000 And was adamant about it. 1522 02:04:03,000 --> 02:04:12,000 If we're going to be transparent, let's be transparent. 1523 02:04:12,000 --> 02:04:19,000 Thank you. I'm, I'm, I am, I am just so worn out with this body. 1524 02:04:19,000 --> 02:04:22,000 Could I introduce my amendment? 1525 02:04:22,000 --> 02:04:23,000 Please. 1526 02:04:23,000 --> 02:04:30,000 I was going to say before you fall asleep, Mr. Rose. 1527 02:04:30,000 --> 02:04:32,000 Let's have the motion to go up. 1528 02:04:32,000 --> 02:04:35,000 Rose is going second discussion and it's amended. 1529 02:04:35,000 --> 02:04:37,000 I will make the motion. 1530 02:04:37,000 --> 02:04:38,000 Second. 1531 02:04:38,000 --> 02:04:39,000 Thank you, Dan. 1532 02:04:40,000 --> 02:04:43,000 All right. I have a lot of thoughts after all these conversations. 1533 02:04:43,000 --> 02:04:45,000 So let's dive in. 1534 02:04:45,000 --> 02:04:53,000 So first off, there's definitely been a lot of discussion, including in the news from some of these members that these younger folks on Council. 1535 02:04:53,000 --> 02:04:55,000 And I appreciate your reminder, I am young. 1536 02:04:55,000 --> 02:05:07,000 Don't know the rule of Council, but I do believe that Council is the sole body that was given the authority, the proposed and adopt changes, major structural changes to the government of Allegheny County. 1537 02:05:07,000 --> 02:05:12,000 It was not given to the executive. It was kind of given to the voters indirectly. 1538 02:05:12,000 --> 02:05:15,000 It was not given to the government reform committee. 1539 02:05:15,000 --> 02:05:19,000 So this is the deciding body for reform and changes. 1540 02:05:19,000 --> 02:05:28,000 And I think, while yes, there's also a lot of other considerations that we have to take into account as Council members saying that because we're this body, 1541 02:05:28,000 --> 02:05:33,000 the decision body we can't take reform actions is just not correct. 1542 02:05:33,000 --> 02:05:36,000 The Charter's writers could have indeed done that. 1543 02:05:36,000 --> 02:05:40,000 They could have given the government reform commission's sole authority there, do some amendments. 1544 02:05:40,000 --> 02:05:43,000 They could have barred us from offering ordinances that would change structures. 1545 02:05:43,000 --> 02:05:45,000 Government, not this happen. 1546 02:05:45,000 --> 02:05:47,000 In fact, they invested it solely with us. 1547 02:05:47,000 --> 02:05:49,000 It's one of our main responsibilities as a Council. 1548 02:05:49,000 --> 02:05:53,000 So I believe firmly that we do have the right to suggest changes to government. 1549 02:05:53,000 --> 02:05:56,000 That being said, why am I reducing this amendment? 1550 02:05:57,000 --> 02:06:02,000 So this amendment would reveal both residents, both referendum that are on the ballot right now. 1551 02:06:02,000 --> 02:06:07,000 As we've already talked about one referendum removes the budget cap, the other one does a lot of things. 1552 02:06:07,000 --> 02:06:12,000 But basically in summary, it removes restrictions on the staff's abilities, the do certain work. 1553 02:06:12,000 --> 02:06:19,000 And then it also removes the ability for Council not to remove the bar for Council to accept fringe benefits. 1554 02:06:19,000 --> 02:06:22,000 I think when these two are together, they work well. 1555 02:06:22,000 --> 02:06:29,000 Removal on the, you know, bands on different things that staff can do works nicely with the ability to hire more staff. 1556 02:06:29,000 --> 02:06:34,000 It shows that Council is ready to take a more active role to be a more co-equal branch of government. 1557 02:06:34,000 --> 02:06:41,000 But since it looks likely we're about to repeal that amendment, what we're left with is the one that lets staff do more things, 1558 02:06:41,000 --> 02:06:46,000 which is purely academic when we're not changing the staffing structure and then to accept fringe benefits. 1559 02:06:46,000 --> 02:06:50,000 So really what we're left with now is we're asking the voters to give us fringe benefits. 1560 02:06:50,000 --> 02:07:01,000 And that's it, that's the effect of our reform and, you know, also I really hope everyone who called me a Bethany Halm, a pop at last year is watching this as a poster, right? 1561 02:07:01,000 --> 02:07:03,000 And that's nice. Go on me. 1562 02:07:03,000 --> 02:07:05,000 Yeah, I did a lot all the time actually. 1563 02:07:05,000 --> 02:07:09,000 So I hope folks are watching because here I go, closing Bethany Halm. 1564 02:07:09,000 --> 02:07:17,000 But Miss Halm said that, you know, this, we can't, because of the financial structure of the county right now and news we've received, 1565 02:07:17,000 --> 02:07:25,000 which is concerning, we can't propose both of these amendments, but I think it's especially then damning to say we're not going to propose the one that lets us do more things and serve the county better, 1566 02:07:25,000 --> 02:07:31,000 but we will accept the one that lets us take your county dollars, tax dollars, put in our own pockets. 1567 02:07:31,000 --> 02:07:38,000 So I, you know, like, if we're not going to do both, I think we certainly can't do either and that's where I'm at. 1568 02:07:38,000 --> 02:07:40,000 Mr. Vice President. 1569 02:07:41,000 --> 02:07:43,000 Jordan, can go first. 1570 02:07:43,000 --> 02:07:48,000 Thank you. If I may, just to address some of the concerns that we're just brought up. 1571 02:07:48,000 --> 02:07:56,000 So I don't know if it's just a lack of wearing a blazer, but I am in line with Bethany Halm tonight. 1572 02:07:56,000 --> 02:08:07,000 And so far as I'm going to be, I'm going to be putting, you know, to, to, you know, leave the cap in place. 1573 02:08:07,000 --> 02:08:10,000 Again, the cap is at 0.4%. 1574 02:08:10,000 --> 02:08:23,000 But I will be voting against the amendment to cancel the other budget or the other initiative that's going to be put on the ballot. 1575 02:08:23,000 --> 02:08:32,000 Now the reason for this is that even though we have the ability to increase our fringe benefits or anything like that, 1576 02:08:33,000 --> 02:08:36,000 there's no indication that we will do that. 1577 02:08:36,000 --> 02:08:42,000 You know, this is simply giving the voters the choice to say whether they would like us to have a little bit more say, 1578 02:08:42,000 --> 02:08:45,000 and a little bit more ability to help our constituents. 1579 02:08:45,000 --> 02:08:50,000 I don't know any person on this day is that doesn't work tirelessly every single week. 1580 02:08:50,000 --> 02:08:55,000 You know, it's a part time job, but it is far from part time. 1581 02:08:55,000 --> 02:08:59,000 You know, this is not allowing us to increase our salary. 1582 02:08:59,000 --> 02:09:05,000 If there's any sort of indication that we're going to increase our salary, I'll vote against it every single time because I don't want more money. 1583 02:09:05,000 --> 02:09:08,000 I want the ability to go out and help more people. 1584 02:09:08,000 --> 02:09:15,000 I have something like 40 neighborhoods in my district and I have sometimes three different community organizations in a certain neighborhood. 1585 02:09:15,000 --> 02:09:19,000 I wish I had the ability to be at every single one of these and still have a full time job. 1586 02:09:19,000 --> 02:09:21,000 The reality is that I don't. 1587 02:09:21,000 --> 02:09:28,000 Right, so this is where we're leading the cap in place, you know, so it's not like we could do a ton with this. 1588 02:09:28,000 --> 02:09:32,000 You know, this is like taking the training wheels off, but leaving the brakes on. 1589 02:09:32,000 --> 02:09:39,000 You know, we're not asking for more, you know, unsolicited benefits, you know, for any reason. 1590 02:09:39,000 --> 02:09:53,000 You know, we're simply asking the voters if they would like us to remove the restrictions that were put in place by the founders of the charter, you know, when we switched over to a 15 person body. 1591 02:09:53,000 --> 02:10:03,000 And again, if the voters want to see that, then that's fine, but I find no better litmus test than to allow the voters to make that choice. 1592 02:10:03,000 --> 02:10:09,000 And of course, the guardrails that are put in place are the fact that we have a restriction on our budget a cap on the budget. 1593 02:10:09,000 --> 02:10:15,000 So it's like you're leaving your 16 year old at home with a quarter tank of gas. 1594 02:10:15,000 --> 02:10:29,000 They can't go far, you know, so I mean, I just don't understand what the issue is with with, you know, giving this to the voters to say, do you want more representation on county government? 1595 02:10:29,000 --> 02:10:40,000 Because I found so many people expect a lot from us, but we are limited by the amount of time in the amount of resources that we are able to deliver for the people of Allegheny County. 1596 02:10:40,000 --> 02:10:41,000 Thank you. 1597 02:10:41,000 --> 02:10:54,000 Thank you very much, Mr. Vice President. I would say that my thoughts very closely echo, councilman bought us to answer the question that councilman Klein asked earlier. 1598 02:10:54,000 --> 02:10:58,000 The reason for my change of heart on this frankly was listening to my constituents. 1599 02:10:58,000 --> 02:11:03,000 You know, once I posted, once I posted on social media, they often do, right? 1600 02:11:03,000 --> 02:11:09,000 I do a recap of every single meeting, every single vote that I take since I have joined council. 1601 02:11:09,000 --> 02:11:20,000 I have posted online publicly and a great part of that, which I would encourage more of my fellow council members to engage in, so they can hear better from their constituents, is that you get some phenomenal feedback. 1602 02:11:20,000 --> 02:11:26,000 And what I heard was a desire for council to continue to be more active, right? 1603 02:11:26,000 --> 02:11:34,000 To make sure that we were serving as a check and balance on the county executive, to be more active at community events, to be available for constituent services. 1604 02:11:34,000 --> 02:11:45,000 But simultaneously what I heard was one of the things the councilman had mentioned was, how is this being introduced, basically the day before the county administration chose to take away 1605 02:11:45,000 --> 02:11:53,000 so health care benefits from all county employees, just optically a terrible thing that we did not have full information of when we made this decision. 1606 02:11:53,000 --> 02:12:03,000 But more so to say that, hey, while I support that overall decision that overall structure, I don't support you fully lifting this cap off. 1607 02:12:03,000 --> 02:12:12,000 I like the idea of having a limit on how much Allegheny County Council can spend, even if it's not for the current iteration of council for all future iterations of council 1608 02:12:12,000 --> 02:12:27,000 because as we discussed as councilman Hallum delineated in our government reform meeting, we would still have to take another vote, not just on the budget, but actually to lift the cap in county code after we would change the charter if the voters would choose to make that vote. 1609 02:12:27,000 --> 02:12:36,000 But the reality is that any future county council could raise that bar as high as they possibly want as soon as this is no longer a charter question, right? 1610 02:12:36,000 --> 02:12:45,000 And so that is what ultimately led to my change of decision. I think that it is absolutely paramount that we serve as a representative government. 1611 02:12:45,000 --> 02:12:54,000 And frankly, I don't think that I have heard so strongly from my constituents on any particular piece of legislation in one direction as lifting the cap. 1612 02:12:54,000 --> 02:13:07,000 Again, still in favor of us better serving our community through more resources, more constituent services. However, limit it, right? We can't be out of control at that spending. 1613 02:13:07,000 --> 02:13:20,000 And so that is why I am going to vote in favor of repealing the charter amendment for the cap, but not in favor of councilman roses amendment to get rid of both these legislation. 1614 02:13:20,000 --> 02:13:27,000 Because we still do have a significant amount of money to work with before we hit that 0.4% cap that we could hire staff with and just to be clear. 1615 02:13:27,000 --> 02:13:35,000 I want to be fully transparent with this. If anyone makes a motion to only give us benefits and not hire more staff to better serve the people of Allegheny County. 1616 02:13:35,000 --> 02:13:36,000 I will vote against that. 1617 02:13:36,000 --> 02:13:37,000 Yes. 1618 02:13:37,000 --> 02:13:38,000 Mr. Mr. Chairman. 1619 02:13:38,000 --> 02:13:40,000 Okay, go ahead. 1620 02:13:40,000 --> 02:13:47,000 Again, I'm listing the folks trying to find ways to backtrack. 1621 02:13:48,000 --> 02:13:54,000 To reverse very hard. You know, we said, we just knew we voted. 1622 02:13:54,000 --> 02:14:03,000 We voted a budget in last year that we knew that there were challenges. 1623 02:14:03,000 --> 02:14:14,000 As a result of the budget that we voted for last year, we raised the millage rates for residents taxes. 1624 02:14:14,000 --> 02:14:19,000 So, it's not like we didn't know that there was a fiscal challenge. 1625 02:14:19,000 --> 02:14:24,000 We knew this isn't. This isn't. 1626 02:14:24,000 --> 02:14:28,000 Whoa, whoa, we just happened. It just fell out of the scale. 1627 02:14:28,000 --> 02:14:32,000 Let me read. Let me read. Let me read. 1628 02:14:32,000 --> 02:14:35,000 What this ordinance. 1629 02:14:35,000 --> 02:14:42,000 And I hope all the folks in the audience ask for a copy of this. 1630 02:14:42,000 --> 02:14:47,000 A member one by my fellow member. 1631 02:14:47,000 --> 02:14:50,000 Third paragraph. 1632 02:14:50,000 --> 02:14:52,000 Or second paragraph. 1633 02:14:52,000 --> 02:14:57,000 Whereas on June 23rd, 2026. 1634 02:14:57,000 --> 02:15:00,000 Allegheny County Council adopted. 1635 02:15:00,000 --> 02:15:08,340 Bill number 1, 3, 9, 5, 2, dash, L6, which provided for the replacement of a referendum question that 1636 02:15:08,340 --> 02:15:15,140 would amend the home rule charter of Alligani County to entirely remove all restrictions on the amount 1637 02:15:15,140 --> 02:15:25,340 of councils on annual operating budgets on the 2026 general election. And whereas also on June 23, 1638 02:15:25,340 --> 02:15:33,380 council adopted bill number 1, 3, 9, 5, 3, dash, 26, which provided for the placement of 1639 02:15:33,380 --> 02:15:39,120 a referendum question that would amend the charter to entirely remove all restrictions on the 1640 02:15:39,120 --> 02:15:45,740 members of council receiving county pay benefits, including health care insurance, personal 1641 02:15:45,740 --> 02:15:52,340 staff, district offices, and county cars. On the 2026 election ballot. 1642 02:15:53,340 --> 02:16:05,340 Who's going to be in whom? Who's BS in whom? We knew. It's here. Anybody want to read it? I'll show it. 1643 02:16:05,340 --> 02:16:17,340 No, give me that BS. I want to just make a comment here if I may. Mr. Walton, you make a lot of good 1644 02:16:17,340 --> 02:16:26,340 points. No argument there. But I will say this. People can change their minds. That's part of the human 1645 02:16:26,340 --> 02:16:29,340 condition. 1646 02:16:29,340 --> 02:16:38,340 When the heat. I'm so excited to see how Councilman Walton votes on this. I cannot tell from his bouncing back 1647 02:16:38,340 --> 02:16:43,340 and forth where in the world he stands on this. So looking forward to that. But my question is specifically 1648 02:16:43,340 --> 02:16:50,340 Council Member Rose in Introduction of this amendment made a statement that I just want to clarify what he 1649 02:16:50,340 --> 02:16:58,340 meant. He said that voting to not eliminate this, like not voting for his amendment to this referendum would be 1650 02:16:58,340 --> 02:17:06,340 Council members lining their pockets with cash. And I'm just wondering based off of the things that this prohibits what you think is 1651 02:17:06,340 --> 02:17:12,340 in your pockets with cash. Is it health insurance? Is it the pension that we were forced into by a 1652 02:17:12,340 --> 02:17:18,340 ballot referendum? I don't see anything in here that gives any council members cash in their pockets. So I'm just 1653 02:17:18,340 --> 02:17:21,340 wondering what that statement was in reference to. 1654 02:17:21,340 --> 02:17:26,340 It's in reference to the fringe benefits that we are now asking the voters to give us. Well, I'll ask them for the 1655 02:17:26,340 --> 02:17:29,340 resources to serve them better. 1656 02:17:30,340 --> 02:17:36,340 Okay, but again, you said lining Council members pockets with cash. So I'm wondering, which of these benefits do you 1657 02:17:36,340 --> 02:17:42,340 believe is lining pockets with cash? Oh, that's in there. No, I mean, it's a valid question. I think that was a pretty 1658 02:17:42,340 --> 02:17:49,340 bold statement. And so I just want to clarify. I think where it which of these things you think gives Council members any 1659 02:17:49,340 --> 02:17:55,340 additional cash in their pockets. I think as it is well understood within the workforce that your benefits are 1660 02:17:55,340 --> 02:18:00,340 of your compensation package that the figure speech could be forgiven as the vast majority of 1661 02:18:00,340 --> 02:18:05,340 workers would understand that receiving fringe benefits is also part of their benefit is also part of 1662 02:18:05,340 --> 02:18:11,340 their compensation salary. It is receiving a monetary benefit. Okay, so you believe that a council member 1663 02:18:11,340 --> 02:18:17,340 receiving or any person receiving health insurance is lining their pockets with cash asking for that in a 1664 02:18:17,340 --> 02:18:23,340 compensation package? Yeah, they're accepting compensation, which is fine. I have no issues with that. I have issues 1665 02:18:23,340 --> 02:18:29,340 with that. I have issues with the only thing we're asking for. But if you read this, it's not. And I would actually 1666 02:18:29,340 --> 02:18:35,340 refute the fact that this is about a benefit to Council members instead of a benefit to constituents because I think 1667 02:18:35,340 --> 02:18:41,340 lots of conversations had been had that our staff would be much supported by increasing staffing capacities as 1668 02:18:41,340 --> 02:18:47,340 what are constituents be, right? We have talked many times about desires that we have to do what other 1669 02:18:47,340 --> 02:18:53,340 elected officials do and whether that's be more present in the community, be more active in government 1670 02:18:53,340 --> 02:18:59,340 meetings, be three places at once that we are currently unable to do as one person. And so I actually 1671 02:18:59,340 --> 02:19:05,340 believe that the most important kind of along with what Council member Grisbeck said is if this was a 1672 02:19:05,340 --> 02:19:11,340 ballot question that just said give council more benefits, I think that's a totally different thing that I would 1673 02:19:11,340 --> 02:19:17,340 vote no against, but to me the most crucial part of this is we are currently a 15 member body with 1674 02:19:17,340 --> 02:19:23,340 three full-time staff to help us in addition to us working full-time jobs. And I really do believe that the 1675 02:19:23,340 --> 02:19:29,340 staffing component of this question is the most important part. And so I just wanted to point that out that I 1676 02:19:29,340 --> 02:19:35,340 thought it was very disingenuous to imply that anybody was lining their pockets with cash by wanting more 1677 02:19:35,340 --> 02:19:43,340 staff to be able to better serve our constituents. I have one more comment Mr. Chairman real quick, 1678 02:19:43,340 --> 02:19:59,340 very quick, look in committee meetings where the staff was involved was in the room. I asked the staff three different 1679 02:19:59,340 --> 02:20:07,340 times, three different ways. Was there any work being done that they couldn't get done? Were they 1680 02:20:07,340 --> 02:20:15,340 meeting all of the demands that were being placed on them? And each and every time the answer was yes, 1681 02:20:15,340 --> 02:20:23,340 they were saying they get the work done. Mr. President, I believe that there is a motion on the floor on this 1682 02:20:23,340 --> 02:20:31,340 vote. Please move on. They come out just to tell you where we are. 1885 02:29:17,060 --> 02:29:19,740 That includes kids in the city, kids in the suburbs, kids all 1886 02:29:19,740 --> 02:29:21,260 throughout the county. 1887 02:29:21,260 --> 02:29:23,420 If you are a 17 year old, you can drive yourself 1888 02:29:23,420 --> 02:29:25,060 to our county pools, but you can not go in 1889 02:29:25,060 --> 02:29:26,700 without your parent being there. 1890 02:29:26,700 --> 02:29:30,020 Additionally, all of their services and activities 1891 02:29:30,020 --> 02:29:32,060 that are available within our county parks 1892 02:29:32,060 --> 02:29:35,140 are open to all ages with the exception of our county pools. 1893 02:29:35,140 --> 02:29:40,260 So for those reasons, I would ask folks to approve this motion. 1894 02:29:40,260 --> 02:29:43,460 I will point out this is not an ordinance, this is a motion. 1895 02:29:43,460 --> 02:29:46,140 So this does not require the Shaperone policy to change. 1896 02:29:46,140 --> 02:29:49,740 It's simply ask the county executive to change it. 1897 02:29:49,740 --> 02:29:50,420 Thank you. 1898 02:29:50,420 --> 02:29:52,140 I'll answer any questions if anybody has any of that. 1899 02:29:52,140 --> 02:29:56,380 Councilwoman, how does Mr. Bada need a Shaperone heat? 1900 02:29:56,380 --> 02:29:59,140 Actually, I wanted to see if anybody wanted to add an amendment 1901 02:29:59,140 --> 02:30:00,140 to ban council. 1902 02:30:00,000 --> 02:30:15,000 The member bought it from all county polls. But he came with his flu. He brought the needle. I changed my mind. I'll leave it out. Yeah. Okay, you're safe. But yes, I would like to see council member bought it at the county polls. This summer, especially the wait for this platform. 1903 02:30:15,000 --> 02:30:23,000 Mr. Bada, I believe you have an amendment to offer, but you'll need to seek the waiver of the 48 hour rule first. Would you please make a motion to do so? 1904 02:30:23,000 --> 02:30:28,000 I'd like to withdraw my amendment, please. 1905 02:30:28,000 --> 02:30:36,000 Thank you, council member Bada. I did have one question, one point of discussion as the parent of three teenagers. Yes. 1906 02:30:36,000 --> 02:30:41,000 And as a mom who has been at the pool with unattended other unattended children. 1907 02:30:41,000 --> 02:30:54,000 While I will be a yes, and I am in favor for a modification of this policy, I would just want to point out that the reason that 15 year olds can left guard is because they have gone through advanced training. 1908 02:30:54,000 --> 02:30:58,000 And they are not the ones drowning in a way pool. 1909 02:30:58,000 --> 02:31:11,000 And I think a ratio would be an order or some sort of ability for teens to come, but in a way that also ensures safe staff. 1910 02:31:11,000 --> 02:31:19,000 I think that is a great point as a former lifeguard myself. I understand that that is a different barrier that people are able to cross. 1911 02:31:19,000 --> 02:31:25,000 I love being a lifeguard. It was like the coolest job I ever had. But yes, I do think that is a great point and that's a nice one. 1912 02:31:25,000 --> 02:31:27,000 Yeah, I would. You too. 1913 02:31:27,000 --> 02:31:30,000 So we're going to take a photo on this. Yeah, sure. 1914 02:31:30,000 --> 02:31:32,000 President Paul Mary, can we please take a vote? 1915 02:31:32,000 --> 02:31:34,000 I'm your roll call. 1916 02:31:34,000 --> 02:31:35,000 Thank you so much. 1917 02:31:35,000 --> 02:31:38,000 Oh, wait. I mean, I frequent the county pools. 1925 02:32:29,000 --> 02:32:33,000 So I know that there are definitely people who are causing trouble sometimes. 1926 02:32:33,000 --> 02:32:38,000 But what I will say is sometimes they're 40 years old and sometimes they are under the age of 15 as well. 1927 02:32:38,000 --> 02:32:44,000 So I very much agree with that and I do actually trust our parks department and our county administration to make a policy that works. 1928 02:32:44,000 --> 02:32:53,000 And again, just expands the opportunity for kids in our communities so that they have something to do, especially in the summer when maybe their parents are at work and their second home one. 1929 02:32:53,000 --> 02:32:55,000 Thank you. 1930 02:32:56,000 --> 02:32:58,000 On the most of approved, Mr. Adam. 1931 02:32:58,000 --> 02:33:00,000 No, Mr. Bada. 1932 02:33:00,000 --> 02:33:03,000 No, Mr. Katana. 1933 02:33:03,000 --> 02:33:04,000 Missile Ajay. 1934 02:33:04,000 --> 02:33:05,000 Yes. 1935 02:33:05,000 --> 02:33:07,000 Mr. Fatoulos. 1936 02:33:07,000 --> 02:33:09,000 Mr. Grisbeck. 1937 02:33:09,000 --> 02:33:10,000 Yes. 1938 02:33:10,000 --> 02:33:11,000 Ms. Howell. 1939 02:33:11,000 --> 02:33:12,000 Yes. 1940 02:33:12,000 --> 02:33:13,000 Mr. Klein. 1941 02:33:13,000 --> 02:33:14,000 Yes. 1942 02:33:14,000 --> 02:33:15,000 Ms. Vedana Amirling. 1943 02:33:15,000 --> 02:33:16,000 Yes. 1944 02:33:16,000 --> 02:33:17,000 Mr. Paul Mary. 1945 02:33:17,000 --> 02:33:18,000 Mr. Paul Missina. 1946 02:33:18,000 --> 02:33:19,000 Yes. 1947 02:33:19,000 --> 02:33:20,000 Mr. Rose. 1948 02:33:20,000 --> 02:33:21,000 Yes. 1949 02:33:21,000 --> 02:33:22,000 Ms. Gagerscholman. 1950 02:33:22,000 --> 02:33:23,000 Yes. 1951 02:33:23,000 --> 02:33:24,000 Mr. Walton. 1952 02:33:25,000 --> 02:33:27,000 President, I'm ready, Jack. 1953 02:33:27,000 --> 02:33:28,000 Yes. 1954 02:33:28,000 --> 02:33:29,000 Nice. 1955 02:33:29,000 --> 02:33:31,000 10. 02:34:41,000 Jake and Paul. 1995 02:34:41,000 --> 02:34:44,000 Amiracrosby. 1996 02:34:44,000 --> 02:34:46,000 No. 1997 02:34:46,000 --> 02:34:48,000 No. 1998 02:34:49,000 --> 02:34:53,000 Carlina Jampola. 1999 02:34:53,000 --> 02:34:58,000 Carlina Jampola. 2000 02:34:58,000 --> 02:35:03,000 Carlina Jampola. 2001 02:35:03,000 --> 02:35:06,000 Carlina Jampola. 2002 02:35:06,000 --> 02:35:12,000 In my testimony last week, I mentioned my purpose in being here as twofold. 2003 02:35:12,000 --> 02:35:17,000 One to ask that each council member seek a full understanding of the open 2004 02:35:17,000 --> 02:35:24,000 do-it-yourself skate park issue and two to ask that each council member ask private citizens 2005 02:35:24,000 --> 02:35:28,000 recommend to Mayor Courier Conner that he shut down the skate park. 2006 02:35:28,000 --> 02:35:34,000 Ample information about this issue on the website pantherhaloplayground.com. 2007 02:35:34,000 --> 02:35:40,000 I've spoken over 10,000 words in a one year period of Pittsburgh City Council meetings. 2008 02:35:40,000 --> 02:35:46,000 Our community rights movement shares a common thread with the 1960s people of color civil rights. 2009 02:35:46,000 --> 02:35:50,000 1970s domestic violence victim rights. 2010 02:35:50,000 --> 02:35:55,000 1980s LGBTQ plus rights movements. 2011 02:35:55,000 --> 02:36:01,000 The common thread working against all of our rights movements consists of one. 2012 02:36:01,000 --> 02:36:07,000 Devaluating dignity to giving low priority to resolving the injustices. 2013 02:36:07,000 --> 02:36:12,000 Three individual making baseless objections to keep the status quo. 2014 02:36:12,000 --> 02:36:19,000 Four, initially not being considered tragic enough to be of interest to those in authority 2015 02:36:19,000 --> 02:36:24,000 who are entrusted to protect the rights of citizens experiencing injustice. 2016 02:36:24,000 --> 02:36:31,000 A similar wrongdoing is when individuals label people or issues and then love or hate the label. 2017 02:36:31,000 --> 02:36:37,000 These individuals don't look deeper into the character of another individual in the context of their mind 2018 02:36:37,000 --> 02:36:40,000 or look deeper into the injustice of an issue. 2019 02:36:40,000 --> 02:36:47,000 I hope that none of you have labeled any politician and city government as a friend and allow the label 2020 02:36:47,000 --> 02:36:50,000 to prevent you from taking just action. 2021 02:36:50,000 --> 02:36:57,000 If you see something, say something is a phrase long forthright throughout Allegheny kind of uses 2022 02:36:57,000 --> 02:37:00,000 to end wrongdoings in our communities. 2023 02:37:00,000 --> 02:37:06,000 I trust that each of you are able to see the wrongdoings against our Italian community in Pantherhalo. 2024 02:37:06,000 --> 02:37:13,000 For some issues before this council, you have to weigh one side against the other to create a just solution. 2025 02:37:13,000 --> 02:37:23,000 That other issues like the Oakland do yourself skate park are so egregious that the signing on a solution becomes a no-brainer. 2026 02:37:23,000 --> 02:37:27,000 And what does it mean when people say it is a no-brainer? 2027 02:37:27,000 --> 02:37:35,000 For me, it means that their dignity is so fully awake that they directly connect to the depth of their own spirituality. 2028 02:37:35,000 --> 02:37:43,000 And it formed a heightened conscience that they do the right thing simply because it is the right thing to do. 2029 02:37:43,000 --> 02:38:01,000 If you have not already done so, call or write Mayor Corio Conner as a private citizen and recommend that he shut down the Oakland do it yourself skate park. 2030 02:38:02,000 --> 02:38:07,000 Thank you. 2031 02:38:07,000 --> 02:38:12,000 Next up is Teresa Challenge. 2032 02:38:12,000 --> 02:38:17,000 Teresa Challenge. 2033 02:38:17,000 --> 02:38:28,000 Abigail Oran. 2034 02:38:29,000 --> 02:38:30,000 Hi council. 2035 02:38:30,000 --> 02:38:32,000 My name is Abigail Oran. 2036 02:38:32,000 --> 02:38:36,000 I'm a resident of Swissel and last August. 2037 02:38:36,000 --> 02:38:37,000 No way. 2038 02:38:37,000 --> 02:38:38,000 August 24th. 2039 02:38:38,000 --> 02:38:41,000 I had a very cute little boy. 2040 02:38:41,000 --> 02:38:43,000 My first. 2041 02:38:43,000 --> 02:38:48,000 I am very privileged to work for a national organization that provided me with paid leave. 2042 02:38:48,000 --> 02:38:55,000 My husband, however, works for an Allegheny County Civic Institution that gave him unpaid leave. 2043 02:38:55,000 --> 02:39:05,000 So he qualified for FMLA and we were very privileged to be able to have him take the full 12 weeks unpaid. 2044 02:39:05,000 --> 02:39:11,000 I want to talk about an aspect of the paid leave policy that I don't think has been mentioned very much. 2045 02:39:11,000 --> 02:39:21,000 Which is that when both parents are able to be at home, it can be really beneficial to setting a precedent within a relationship, a co-parenting relationship. 2046 02:39:21,000 --> 02:39:23,000 That is more equitable. 2047 02:39:23,000 --> 02:39:31,000 So my personal experience was that I never became the preferred parent for my child. 2048 02:39:31,000 --> 02:39:32,000 We were both home. 2049 02:39:32,000 --> 02:39:45,000 We were both given the opportunity to bond and together over those 12 weeks, we learned together how to share responsibility for our child and the maintenance of our household moving forward. 2050 02:39:45,000 --> 02:39:48,000 And this is not just my own anecdotal experience. 2051 02:39:48,000 --> 02:39:50,000 This is born out in the literature. 2052 02:39:50,000 --> 02:39:59,000 So sociologists published a 2019 article in social forces that looked at longitudinal data from the fragile families and well-being study. 2053 02:39:59,000 --> 02:40:10,000 And found that at both one and five years after birth there were positive associations between a father taking a parental leave and relationship quality and co-parenting quality. 2054 02:40:11,000 --> 02:40:24,000 And a 2025 article in the Journal of Social Policy published findings that paternity leave taking is positively associated with both the share of domestic labor that a father takes on and the amount of time spent doing that. 2055 02:40:24,000 --> 02:40:35,000 And even though these two both focus on fathers taking leave, I believe this extends just to co-parenting relationships in general. 2056 02:40:35,000 --> 02:40:38,000 Better family dynamics at home. 2057 02:40:38,000 --> 02:40:47,000 I mean that people show it back to work with less stress, better able to really be present at work. 2058 02:40:47,000 --> 02:40:56,000 And so I think that's one great reason in addition to all of the equity and disparity issues that we should be pursuing this policy. 2059 02:40:56,000 --> 02:40:58,000 Thank you so much. 2060 02:40:59,000 --> 02:41:04,000 Next up is Medal in Love Sure. 2061 02:41:04,000 --> 02:41:08,000 Good evening. 2062 02:41:08,000 --> 02:41:12,000 My name is Nadal and Love Sure and I live in Greenfield. 2063 02:41:12,000 --> 02:41:25,000 I'm a microbiology PhD student at the University of Pittsburgh Researching Women's Health and I'm here to urge you to support the 18 week paid parental leave mandate. 2064 02:41:25,000 --> 02:41:30,000 I want to make two points, why lead matters at all and why 18 week specifically. 2065 02:41:30,000 --> 02:41:35,000 First, why paid leave infant mortality means the death of a baby before their first birthday. 2066 02:41:35,000 --> 02:41:40,000 And it's one of the clearest measures we have of how well a community is supporting families. 2067 02:41:40,000 --> 02:41:45,000 The research is consistent that it's specifically paid leave that lowers infant mortality. 2068 02:41:45,000 --> 02:41:53,000 Many parents already qualify for unpaid job protected leave, but if a family can't afford to go without a paycheck, that on paid leave sits unused. 2069 02:41:54,000 --> 02:42:01,000 Pay leave means a parent can actually be there to catch an early infection, breast feed longer, keeping up with checkups. 2070 02:42:01,000 --> 02:42:03,000 That's not a small thing. 2071 02:42:03,000 --> 02:42:06,000 It's tied directly to whether babies survive their first year. 2072 02:42:06,000 --> 02:42:08,000 Second, why 18 weeks? 2073 02:42:08,000 --> 02:42:11,000 I've heard this number of question and discussion about this policies. 2074 02:42:11,000 --> 02:42:13,000 So I want to be direct about it. 2075 02:42:13,000 --> 02:42:19,000 The protective effect of paid leave keeps growing the longer it lasts and it's strongest not in the babies first few days. 2076 02:42:19,000 --> 02:42:24,000 But in what's called the post neonatal period, which is one month old to one year old. 2077 02:42:24,000 --> 02:42:29,000 18 weeks lines up with where the evidence says that protection is the strongest. 2078 02:42:29,000 --> 02:42:33,000 The shorter paid leave wouldn't be a simple policy compromise. 2079 02:42:33,000 --> 02:42:41,000 Each additional week saves more infant lives and conversely each week of leave taken away will cause more infant deaths. 2080 02:42:41,000 --> 02:42:46,000 I'd be happy to send anyone here the peer reviewed studies behind this. 2081 02:42:46,000 --> 02:42:53,000 But scientists love the city Pittsburgh is a research hub people move here build careers and families here. 2082 02:42:53,000 --> 02:42:58,000 Because of the caliber research happening at our universities and hospitals. 2083 02:42:58,000 --> 02:43:05,000 But I have to ask what does it mean to call ourselves a research hub if our policies don't reflect that research. 2084 02:43:05,000 --> 02:43:09,000 What's the point of doing the science if we don't let it change anything about our lives? 2085 02:43:09,000 --> 02:43:14,000 I believe science should inform policies that shape our lives and this is one of those moments. 2086 02:43:14,000 --> 02:43:18,000 It Pittsburgh wants to be a research hub in more than a name. 2087 02:43:18,000 --> 02:43:19,000 This is where it starts. 2088 02:43:19,000 --> 02:43:21,000 So I urge you to support this policy. 2089 02:43:21,000 --> 02:43:24,000 Thank you. 2090 02:43:24,000 --> 02:43:27,000 Melinda Kinning. 2091 02:43:27,000 --> 02:43:36,000 Hello. 2092 02:43:36,000 --> 02:43:41,000 I'm with one P.A. Elgini County Wrenters United. 2093 02:43:41,000 --> 02:43:46,000 And I want to thank you for passing the anti-retellation bill that you did earlier this year. 2094 02:43:46,000 --> 02:43:48,000 That's a big step. 2095 02:43:48,000 --> 02:43:55,000 However, it is far from what we need to continue to do. 2096 02:43:55,000 --> 02:44:05,000 There's still lots of build on having to issue still going on, especially in the and be affordable former properties. 2097 02:44:05,000 --> 02:44:13,000 I currently have had a pile of garbage sitting in my hallway for over a month. 2098 02:44:13,000 --> 02:44:20,000 It has been reported to me over two weeks ago to the Health Department and they're saying they're coming at the end of the month. 2099 02:44:20,000 --> 02:44:28,000 It's already been there and I haven't been reporting it to the landlord for a couple weeks before that. 2100 02:44:28,000 --> 02:44:39,000 There's issues with rodents with flies with windows that were opening. 2101 02:44:39,000 --> 02:44:45,000 They finally came and got one of the two that we couldn't get open open. 2102 02:44:45,000 --> 02:44:56,000 They showed up with pest control today with no warning, which is technically against the law after a couple months of telling. 2103 02:44:56,000 --> 02:45:00,000 I've had issues with them not telling me that I tell. 2104 02:45:00,000 --> 02:45:09,280 Calling me about financial issues that were screwed up my system. There's all sorts of people who 2105 02:45:09,280 --> 02:45:25,680 don't have had heating or what they needed for the weather. They were supposed to have with 2106 02:45:25,680 --> 02:45:32,800 their leases. They're not being provided and we're worried about coming in the coming months 2107 02:45:32,800 --> 02:45:46,480 as it goes, it will be not provided again. We think that all the properties that are currently 2108 02:45:46,480 --> 02:45:53,840 under foreclosure should be potentially brought into public ownership because a lot of them 2109 02:45:53,840 --> 02:46:03,600 are in need of better and we need better people running things and we don't want another 2110 02:46:03,680 --> 02:46:15,360 floor to take over and continue to be another day another terrible person running things. 2111 02:46:20,640 --> 02:46:22,240 Next up is Aden Halpern. 2112 02:46:22,240 --> 02:46:41,600 Good evening. My name is Aden Halpern. I'm a Bloomfield resident and I'm here today with Pennsylvania 2113 02:46:41,600 --> 02:46:47,600 United, speaking in support of 18 weeks, paid parental leave for all. I've had the pleasure of meeting 2114 02:46:47,680 --> 02:46:52,480 with a bunch of you about this measure individually and spoke at the Board of Health meeting last 2115 02:46:52,480 --> 02:46:58,080 month, but I wanted to take the opportunity today to address the full council before you go on recess. 2116 02:46:59,760 --> 02:47:05,760 I am part of a generation that is used to hearing no from my political leadership. No to jobs, no 2117 02:47:05,760 --> 02:47:11,440 to owning a home, no to being paid, a living wage, no to debt relief, no to health care and no to 2118 02:47:11,440 --> 02:47:17,040 child care and yet we are a generation that is expected to raise the next generation without any 2119 02:47:17,040 --> 02:47:22,640 other protections that we desperately need. As a 27 year old who might want to be a father some day, 2120 02:47:22,640 --> 02:47:27,840 I see next and nothing being offered in this county that will support me in fatherhood. In fact, 2121 02:47:27,840 --> 02:47:33,920 so many of my peers are opting not to have kids because they simply can't afford it. It's wonderful that 2122 02:47:33,920 --> 02:47:37,920 our county executive will be able to take the paid leave that she needs and yet so many of the 2123 02:47:37,920 --> 02:47:43,120 rest of us don't have that option. What concerns me as I read the news coverage and stand before you 2124 02:47:43,120 --> 02:47:48,480 today is that I am starting to see the nose forming on your lips. I can hear the calls to wait for 2125 02:47:48,480 --> 02:47:53,200 state or federal decision makers. I can hear you arguing that it's not the bosses but the workers 2126 02:47:53,200 --> 02:47:57,920 that should be footing the bill. I can hear you blaming the process rather than wielding your power. 2127 02:47:58,720 --> 02:48:03,040 But what I read between the lines of those kind of statements is a lack of vision and a lack of 2128 02:48:03,040 --> 02:48:08,880 leadership and indeed your fear of taking an action that will provoke a reaction rather than the seemingly 2129 02:48:08,880 --> 02:48:16,160 safe path of inaction. But that's where your analysis falls short. Young working people we may not have 2130 02:48:16,160 --> 02:48:21,840 our own chamber of commerce but we have our voices, we have our votes and we are organizing more than ever. 2131 02:48:22,240 --> 02:48:26,640 So if it feels less risky to let us down one more time to condemn us to not be in what 2132 02:48:26,640 --> 02:48:30,640 arrays our families here in Allegheny County, guess again, we'll still be here. 2133 02:48:31,360 --> 02:48:37,360 Make no mistake. My generation is used to hearing no from every level of government but will we lie down and 2134 02:48:37,360 --> 02:48:44,240 take it to quote my councilman to a Walden. No. Wish you was here to hear that. 2135 02:48:47,280 --> 02:48:50,240 I call on you to pass 18 weeks pay parental leave for all. 2136 02:48:54,320 --> 02:48:55,120 Michelle Hart. 2137 02:48:56,640 --> 02:49:13,200 Michelle Hart, I'm a nurse practitioner, McGee's Nick you. I brought a coalition of parents, 2138 02:49:13,200 --> 02:49:19,040 advocates and McGee union nurses, community members and elected leaders, is calling for paid 2139 02:49:19,040 --> 02:49:25,440 parental leave for all unit counting. Residents to address the infant and maternal health crisis, 2140 02:49:25,440 --> 02:49:31,280 and ensure families can thrive. Working people are struggling with rising costs of living and shouldn't 2141 02:49:31,280 --> 02:49:36,800 be worried about losing pay checks in order to take time with their family. Clinical studies have 2142 02:49:36,800 --> 02:49:43,520 proven that paid leave reduces infant and maternal deaths, supports newborn parental bonding, 2143 02:49:43,520 --> 02:49:48,640 both for birthing and non-birthing parents. Increases breastfeeding rates and improves physical 2144 02:49:48,640 --> 02:49:53,760 and mental health outcomes for new parents and children. Studies also show that parental leave helps 2145 02:49:53,760 --> 02:49:59,920 businesses recruit and retain their employees. Strength and local economies for health and 2146 02:49:59,920 --> 02:50:04,720 economic security of every working parent in our county, we need paid parental leave now. 2147 02:50:05,840 --> 02:50:10,560 Allegheny County has the highest rate of infant deaths, preterm births, and low birth rate 2148 02:50:11,280 --> 02:50:18,240 weights in this state. As part of our union contract, negotiations advocating to elevate women's 2149 02:50:18,240 --> 02:50:23,120 at Family Health of the Region, McGee nurses and advanced arts practitioners have advanced surveys 2150 02:50:24,560 --> 02:50:32,560 from 1,000 Allegheny County residents with 85% respondents wanting more paid parental leave. 2151 02:50:34,000 --> 02:50:38,800 One of the hardest realities I witnessed in the NICU is the impact of inadequate parental leave. 2152 02:50:38,800 --> 02:50:43,360 Parents of hospitalized newborns should be focusing on bonding with babies learning how to care for 2153 02:50:43,360 --> 02:50:47,760 them and being present during critical medical moments. Instead, many are forced to worry about 2154 02:50:47,760 --> 02:50:53,600 losing income. Returning to work too soon or exhausted all their leave and pay time off before their 2155 02:50:53,600 --> 02:50:59,920 babies even go home. Some of our babies in their NICU for weeks, months, sometimes even up to a year or more. 2156 02:51:00,640 --> 02:51:04,400 I have watched parents leave their newborns bedside in tears because they could not afford to 2157 02:51:04,400 --> 02:51:10,560 miss another shift at work. No family should have to choose before caring for their child or paying 2158 02:51:10,560 --> 02:51:17,520 their bills. Parental leave is also critical for addressing the crisis in nursing. A majority of 2159 02:51:17,520 --> 02:51:22,800 women profession because studies prove that policy can help recruit and retain employees, Pennsylvania 2160 02:51:22,800 --> 02:51:29,920 has 20,000 unfilled nursing positions. The worst in the nation. 14 states and Washington DC have 2161 02:51:29,920 --> 02:51:36,480 passed paid parental leave and Pennsylvania is only state in northeast of the country without such programs. 2162 02:51:37,280 --> 02:51:40,880 But the vast majority of Allagan County residents lack adequate paid parental leave. 2163 02:51:42,880 --> 02:51:47,120 Studies show that parental leave would help recruit and retain employees which is good for businesses 2164 02:51:47,120 --> 02:51:53,760 and strengths are economy overall. There are affordable options for small businesses like parental leave 2165 02:51:53,760 --> 02:52:03,280 insurance which could allow low-employed areas to have a few thousand dollars a year to help support those 2166 02:52:03,360 --> 02:52:05,280 employees. 2167 02:52:10,640 --> 02:52:12,640 Veronica Wanamaker. 2168 02:52:20,080 --> 02:52:26,640 Hello, I'm Veronica Wanamaker. I'm 66 years old and I've lived in Springdale, Pennsylvania my entire life. 2169 02:52:27,360 --> 02:52:32,080 I'm here today to talk to you about electrical usage and how the proposed data center will 2170 02:52:32,080 --> 02:52:37,040 burstly affect myself, my neighbors in Springdale, Burrow, Township, Chesapeake and Harmer etc. 2171 02:52:37,600 --> 02:52:44,240 Some of my information today comes from the AARP magazine article dated June, July 2026. 2172 02:52:45,120 --> 02:52:51,360 Springdale is an elderly community with many people on fixed incomes. The graduating class of 2173 02:52:51,360 --> 02:52:57,280 Springdale High School was 50 individuals. Walking my dog every day, I see many houses without central 2174 02:52:57,280 --> 02:53:03,920 air conditioning. The effects of heat on individuals start at the age 50. Our bodies become less 2175 02:53:03,920 --> 02:53:10,960 efficient at cooling ourselves. We fill less thirsty and become dehydrated more quickly. Medications 2176 02:53:10,960 --> 02:53:16,480 like blood pressure pills, conditions like asthma, diabetes and kidney disease affect our 2177 02:53:16,480 --> 02:53:22,880 bodies ability to cope with extreme temperatures. Our electricity grid is an aging infrastructure. 2178 02:53:22,960 --> 02:53:28,320 What happens when the data center competes with electric needs of our home, medical devices, 2179 02:53:28,320 --> 02:53:34,720 i.e. oxygen machines, CPAP machines, sterilevs, tiname of fuel. What about charging a cell phone in an 2180 02:53:34,720 --> 02:53:41,600 emergency? There will be brown and blackouts. We've already seen a 10% increase in our electricity bills. 2181 02:53:41,600 --> 02:53:48,640 Imagine the increases once a supply and demand takes place. Earlier I mentioned individuals living on 2182 02:53:49,120 --> 02:53:55,280 fixed incomes. Extreme, which I am one, extreme heat exposure affects one's ability to think 2183 02:53:55,280 --> 02:54:00,320 clearly. How could this affect my self or my neighbors and ability to not turn on an AC, 2184 02:54:00,320 --> 02:54:06,800 due to decreased brain acuity, astronomical electric bills start taking my medication or eat to 2185 02:54:06,800 --> 02:54:13,280 pay that bill. Any of these situations can and do kill. These are some of the reasons I believe a data 2186 02:54:13,280 --> 02:54:20,880 center in Springdell is a horrific thing. Thank you for your time. Martin Garrigan. 2187 02:54:33,520 --> 02:54:38,240 Before I start my time, I was just curious how it works. I've brought a bunch of copies of what is 2188 02:54:38,240 --> 02:54:50,800 going to happen. Hello, I'm here along with Vicki Tom. I represent a representative from 2189 02:54:50,800 --> 02:54:56,000 the Save Allegheny Valley environment and we're just starting up at Facebook page. I have a Springdell 2190 02:54:56,000 --> 02:55:02,000 township and we want to get on the radar and ask for everyone's help anywhere they can to help us 2191 02:55:02,640 --> 02:55:07,840 at the Salad of coming Salad over here. So we can best confront this data center, this is 2192 02:55:07,840 --> 02:55:15,920 moving dangerous invasion of our community. Appropos, several comments from that council. Earlier, 2193 02:55:15,920 --> 02:55:25,200 our executive mentioned about the Rachel Carson Bridge, which is in Rachel Carson, is a home town of 2194 02:55:25,280 --> 02:55:32,080 Springdell. And the bowling league we talked about, I'll say, run a muck cat capitalism. We'll call 2195 02:55:32,080 --> 02:55:37,520 with that. Which of these hedge funds behind us? And this Wilson alluded to stop, it's easier to stop 2196 02:55:37,520 --> 02:55:43,360 pollution than it is to clean it up. So I want to read two of these are conditions that have been placed 2197 02:55:43,360 --> 02:55:50,000 on the data center coming in by the council. One is complaints. If a reasonable complaint is registered 2198 02:55:50,080 --> 02:55:55,680 with a burly applicant, that's the data center. It's best best effort to respond promptly to 2199 02:55:55,680 --> 02:56:01,520 said complaint, taking whatever reasonable means may be necessary to alleviate and cure sick complaint, 2200 02:56:01,520 --> 02:56:06,480 should be found by the applicant to be with mayor. So this is just all weighted in favor of the data 2201 02:56:06,480 --> 02:56:14,000 center. It's best efforts if it's reasonable means to correct and if it's found by the applicant to be 2202 02:56:14,000 --> 02:56:21,040 with mayor. So it's all on their call, all up to them. We've had a power plant, one of the power plants 2203 02:56:21,040 --> 02:56:26,560 in town was there for over 50 years. So we've been through this seen this moving before. It's middle of the night, 2204 02:56:28,000 --> 02:56:32,720 whatever noise is going on is unbearable to sleep with. Even with the wind, that's close. You call it 2205 02:56:32,720 --> 02:56:38,000 of the plant. There's no noise. You know what noise? It's said it's very hard to get anything done once 2206 02:56:38,000 --> 02:56:46,400 these behemoths take root. The next condition is on noise. That's women. Noise generated by the 2207 02:56:46,400 --> 02:56:52,240 everyday operation is projects of non exceed 85 decibels at the property line temporary noise generated 2208 02:56:52,240 --> 02:57:00,480 by the use of merchant generators in the event of a power oddage, exceed 85 decibels up to 115 decibels. 2209 02:57:00,480 --> 02:57:04,800 Measure the property line. If the awareness is there, the applicant will provide for economically 2210 02:57:04,800 --> 02:57:11,520 physical medication. 115 decibels levels is like a jet engine. They're a raw concert. And we've 2211 02:57:11,520 --> 02:57:17,920 had power oddages here. Everybody's experiencing for three, five days. So imagine on 124 generators each 2212 02:57:17,920 --> 02:57:23,600 the size of a school bus going constantly. They also have to be tested all the time. So they'll be being 2213 02:57:23,600 --> 02:57:31,600 rendered during business hours. I want to jump onto something else. Please, we've asked for 2214 02:57:31,600 --> 02:57:38,320 council's help. To help us stay in touch or be a praise of the different meetings that we might 2215 02:57:38,320 --> 02:57:43,600 attend. The voice of our opinions. In February 24th, the burrow was notified that they're going to be 2216 02:57:43,600 --> 02:57:53,040 a remediation. And there's a 30 day period after which the community can be involved. 2217 02:57:53,600 --> 02:57:58,240 We never heard anything from the burrow. So many things are being done in the dark here. So we ask for 2218 02:57:58,240 --> 02:58:04,880 all of your help. Please assist us to have a burrow to keep us informed of how we might best voice our 2219 02:58:04,880 --> 02:58:08,880 opinions. Thank you. 2220 02:58:35,200 --> 02:58:40,560 Mary Patricia. I'm happy to be here although it's been a long meeting. I know for everyone. 2221 02:58:41,520 --> 02:58:51,040 I'm here on behalf of my bell-filled residents in North Oakland and also because of 2222 02:58:51,040 --> 02:59:00,720 renters united, Allegheny County. And many of us joined this group to lobby you to pass an ordinance 2223 02:59:00,800 --> 02:59:06,560 which I'm very proud of all of you for passing, which was the entire retaliation. 2224 02:59:08,160 --> 02:59:15,200 My building is a HUD building and it's one of the NB affordable buildings that's now in for 2225 02:59:15,200 --> 02:59:22,800 closure. And so many of the seniors in my apartment building and some people with long-term 2226 02:59:22,800 --> 02:59:31,120 disabilities as well, they're afraid of speaking up and they're afraid that they, their 2227 02:59:31,120 --> 02:59:39,200 lease will be continued or they'll be evicted and in fact I was threatened with eviction for speaking 2228 02:59:39,200 --> 02:59:48,000 up. But thank you for your ordinance because now I have a new lease and I can stay there for a while. 2229 02:59:48,000 --> 02:59:56,880 I've been there for 10 years now. So, but the next thing is when people are living in a 2230 02:59:56,880 --> 03:00:01,760 condition that they don't want to move it. 2231 03:00:00,000 --> 03:00:10,000 It's difficult to move at my age. But if you have bed bugs and rodents and mold in your apartment, 2232 03:00:10,000 --> 03:00:17,040 and you keep asking for repairs, and it doesn't happen, and you call the health department, and there's 2233 03:00:17,040 --> 03:00:22,480 so little that they can do. They've done a little bit of our building. I mean, we kept complaining 2234 03:00:22,480 --> 03:00:28,320 that the garbage wasn't removed. The garbage wasn't removed. And that brought more rodents and more 2235 03:00:28,320 --> 03:00:36,320 flies. And, of course, where they had the sitting area outside for seniors that didn't have air conditioning. 2236 03:00:36,320 --> 03:00:42,320 You know, because our building is was built in the 1920s. It doesn't have air conditioning, that's central. 2237 03:00:42,320 --> 03:00:48,320 You have to get a fan or your own air conditioner in the window. Luckily, the window is open, but some people sit outside, 2238 03:00:48,320 --> 03:00:56,320 and it's right beside all garbage bins. So that's happening more frequently. Okay, from the health department. 2239 03:00:56,320 --> 03:01:04,320 But we have to have more because there's other tenants and other buildings from NB affordable that they're supposed to 2240 03:01:04,320 --> 03:01:12,320 have central air, and it's turned off. They can't, it can't be turned on because of some problem they have, 2241 03:01:12,320 --> 03:01:21,320 and there's other buildings that don't have heat. So what's going to happen in a few months when people need heat? 2242 03:01:21,320 --> 03:01:28,320 So what I'm asking you is to solve this problem and put some teeth in the health department, 2243 03:01:28,320 --> 03:01:37,320 allow them to order that these repairs be done, and if they're not done, to go ahead and get them done, 2244 03:01:37,320 --> 03:01:43,320 and then charge the owners of the buildings. Thank you. 2245 03:01:43,320 --> 03:01:53,320 We have one individual who's signed up late. Daniel Patel. 2246 03:01:58,320 --> 03:02:03,320 My name is Dan Patel. I've lived in a house in Bloomfield done by the pool for almost six years. 2247 03:02:03,320 --> 03:02:12,320 I initially moved to Pittsburgh, shortly before the pandemic to live in a city where I could hope to live comfortably while starting a career as a social worker. 2248 03:02:12,320 --> 03:02:20,320 I stuck around on 30, have a partner of four years, and I'm considering starting a family while also working as a mental health therapist in my own neighborhood. 2249 03:02:20,320 --> 03:02:25,320 With paid parental leave, you have the chance to do something truly impactful. 2250 03:02:25,320 --> 03:02:31,320 The postpartum window is such an important window for making sure children and parents have the conditions they need to thrive. 2251 03:02:31,320 --> 03:02:38,320 In the first year of life, babies form an average of one million neural connections every second. 2252 03:02:38,320 --> 03:02:51,320 It is downright amazing, and yet we so often deny that miracle of a human life by saying that the only ones who deserve the support of environment that every baby needs are the ones born to parents wealthy enough to just go without a paycheck for months. 2253 03:02:51,320 --> 03:03:02,320 Periods of neglect, malnutrition, or maltreatment that can arise out of parental poverty and stress in this window can lead to a lifetime of downstream effects on a person's ability to thrive in community. 2254 03:03:02,320 --> 03:03:14,320 It's also a crucial window for the parents. You've already heard the science tonight, but we have a deeply shameful maternal health crisis, and especially for black mothers, and every day that we let go on as a disgrace. 2255 03:03:14,320 --> 03:03:27,320 This policy would give our mothers what they all deserve, time to be with their children and take care of themselves in this crucial period, rather than being forced as so many are now to return to work, often just short days after giving birth. 2256 03:03:27,320 --> 03:03:33,320 This policy is also simply a clear choice for this community, where deaths of outpaced births for decades. 2257 03:03:33,320 --> 03:03:41,320 So many people in my generation are not deciding between having two kids or four kids that are trying to figure out whether they can afford to have children at all. 2258 03:03:41,320 --> 03:03:49,320 We should want to make our community a great place to raise a family. I would love to see more families raising children in Bloomfield, but there's really just not that many. 2259 03:03:49,320 --> 03:03:54,320 And if that doesn't change, Allegheny County will feel the impact of that for decades to come. 2260 03:03:55,320 --> 03:03:59,320 Building a data center is not going to make it easier for anyone to have children. 2261 03:03:59,320 --> 03:04:08,320 Passing this policy would help our friends and neighbors have the children they want to have here, and it would make our city more attractive as a place to move to to start a family, not a place to move from. 2262 03:04:08,320 --> 03:04:20,320 Lastly, as a mental health professional, I want to encourage you all to add to this policy a period of paid leave for parents who have suffered a miscarriage to give parents the needed time to grieve their baby and the future they were working towards. 2263 03:04:20,320 --> 03:04:25,320 And then return to the workforce more ready in having received support from our community. 2264 03:04:25,320 --> 03:04:34,320 With this policy, we have a precious opportunity to make our county one that cares about all of its people, especially our poor neighbors and our black mothers. 2265 03:04:35,320 --> 03:04:39,320 To all the members of the council and particularly to do it, Walton's chair. 2266 03:04:39,320 --> 03:04:43,320 As your constituents, I urge you to not waste this. Thank you. 2267 03:04:49,320 --> 03:04:52,320 I need a motion to adjourn. 2268 03:04:52,320 --> 03:04:55,320 All in favor. 2269 03:04:55,320 --> 03:04:59,320 Ladies and gentlemen, ladies and gentlemen, ladies and gentlemen.
