[clears throat] [8:23] » The new fig [8:40] come up here. [8:51] » [laughter] >> like a shirt. [9:06] [laughter] [9:10] » Anyone else? No. [9:21] [snorts] [9:29] » Next, we have the appointment of full-time officer Austin Reed. And Jody [9:33] will read that proclamation. >> Sure. [11:19] [clears throat] [11:23] » Anybody up here? You're good. [11:36] » Don't want to put this. >> Hey, I appreciate it. [11:42] » All right, hang on just a second. [12:28] » All right. Congratulations. >> Thank you sir. [12:31] [applause] [12:37] [applause] >> My son Alexander as you can tell he's a [12:41] big fan of police office as well. So you might see him here in uh 15 20 years [12:45] something like that. He's ready to start. So, [12:49] my mom Cindy, my brother Tim is also nominated as well. Um, first and [12:53] foremost, I just want to say thank you to the trustees and the chief Brown. You [12:56] know, this is a big opportunity for me. I'm very nervous as you can tell, so I [13:00] apologize for that. Um, but like I said, I'm going to do my absolute best to, you [13:04] know, pull up the duties and walls that the township has. And, uh, if you see me [13:08] at the battle, don't feel afraid to come up and say hi. Again, I promise I'll be [13:11] more nervous than you guys will. So, but thank you all for being here. I [13:15] appreciate it. And God bless. [13:23] [applause] Just listen slowly. [13:56] Did you want to take that as your pocket? Why don't you take a picture [14:01] with your phone and then you [14:08] We've never had a young a man like this. [clears throat and laughter] This is so [14:14] cool. [14:21] Okay, over here. One, two, three. [14:38] This is just the cutest dog picture we've ever had. This is too cool. [14:45] [clears throat] [14:57] » Okay. We had the white brothers come up [laughter] and [15:01] » all right [15:06] » we suffered Yes, [15:36] » picture was awesome. [15:41] » [laughter] [15:46] » Joe, do you want to get on the side or whatever side? Whatever. [15:50] » Oh, I guess. Sure. >> You got more experience than I do with [15:52] this one. [laughter] [16:05] Congratulations. [16:09] » We are excited. >> I appreciate it. [16:23] » And we thank all the family and friends for being here. You do not have to stay [16:26] for the rest of our meeting, but you're welcome to stay if you would like to. [16:30] So, thank you all for being here. [laughter] [16:32] » You want to take a five minute recess? Sure. We'll take a five minute recess so [16:35] we can say hi and [16:41] is now um 12:26 and we'll be back in session here and our five minutes turned [16:46] into more like 10 or 15 but it was a good break. So thank you. [16:51] All right with that we will start with our um reports. So start with the [16:56] administrator. [17:04] Well, I was excited to see that apparently we're going to widen [17:08] Wilmington Pike. [17:12] » Well, that's always been part of the plan. [17:13] » It was always part of the plan. Is that >> now phase two or three? [17:18] » No, that's down the road. >> Still down the road. [17:20] » Yeah, >> that'll be part of the interchange [17:22] project. >> But it looks like that's going to [17:24] happen. >> Yes, [17:29] » eventually. >> Yep. still some funds to be raised. [17:32] » I hear >> the I think the biggest [17:36] what came out of that meeting is um [17:42] it they're taking at least 24 to 28 spaces off the front of Cracker Barrel. [17:50] On the other side of the street, they'll be affecting the entrance to Freddy's. [17:55] uh the parking in Freddy's and >> Bob Evans [17:58] » Bob Evans >> and the entrance to that plaza u down [18:04] near Tropical Smoothie. >> So they're big changes that are going to [18:08] affect those businesses definitely. [18:12] » Is Cracker Barrel thinking about moving then? I know there was some discussion [18:15] at one point. >> I can't speak for Cracker Barrel. I [18:18] don't know. I I in the in the meeting they felt that it would be a complete [18:23] take of the parcel which will put them out of business. [18:29] » Would this reopen the options for fixing the 675 Willington [18:37] interchange? >> That's part of the plan is to No, the [18:40] options aren't going to change. It's done. [18:42] » Okay. >> Yeah. It'll be a divergent diamond [18:44] » whether we want it or not. Yeah, it is going to be a [18:52] major learning experience for the public when that road is done because you're [18:57] going to be as you head north when you get at Miami Valley South, [19:02] » you're going to move to the left side of the road completely [19:06] under the overpass and then uh up near the plazas, move back to the right side, [19:12] » which is like Austin Landing, but it's >> very similar, but You're going to [19:16] continuously move. >> Yeah, it's closer to [19:21] um Union Center Boulevard would be the closest one in design. [19:26] » Okay. Has Stephanie Golf and and Brandon [19:30] Huddleston have they arranged a meeting? >> They have not. [19:33] » Okay. And since you got it in your report and [19:36] I'm thinking about it, so is 2 o'clock Thursday at pro it's it's confirmed. And [19:41] um can we go to prosecutor Hayes? Can we go to their office? Sure. [19:45] » Okay. All right. I will confirm that then. [19:47] » Is that referring to the baby box? >> The baby box. Yes. So, uh um the the [19:52] contract came back and they changed things without telling us they were [19:56] going to change things again. So, uh actually the prosecutor's office Yeah. I [20:01] don't know if you want to go into a lot of details, but [20:03] » it feels like we're very close. We're within six to 10 miles. [20:07] » Um [laughter] [20:10] he's changing >> compared from where we started. We're [20:12] very close. >> We are very close. We're hoping a final [20:14] meeting virtual with them will we'll finalize the deal. [20:17] » So we're hoping we walk away with with signatures or agreement for signatures [20:22] and able to move on. >> Okay. [20:24] » So fingers crossed for Thursday. We we need it. [20:29] » I feel like every time you've submitted something it's they've it changed. It's [20:35] the frustrating part is they they we came to an understanding on certain [20:40] items that were removed >> and with the latest latest round they [20:44] put them right back in. >> So it's like they think we're not re [20:48] rereading the uh the latest greatest >> cont. We don't know and that's why we [20:52] want to have that conversation. >> So we don't know if it's just their [20:56] their legal counsel that's doing it. We don't we don't know quite what's uh what [20:59] the holdup is. But we're we're getting all the indulge parties together on the [21:03] phone at the same time for them. >> In talking with other communities that [21:07] have come to an agreement with them, they've undergone very similar [21:12] problems. >> And we know of two other townships that [21:15] had the uh um identification language removed saying that we are not held [21:20] responsible. So those are non-negotiables as they're required by [21:24] Ohio Revised Code and they they keep trying to sneak it back in. So that's [21:28] that's the biggest thing. >> The the only way we could agree to their [21:33] indemnification is if we took a million dollars [21:38] uh cash out of our funding and placed it in an account dedicated just for [21:44] protecting them with indemnity indemnity >> for and just leave it there for like 10 [21:49] years. >> Leave it there in perpetuity. In [21:50] » perpetuity as long as we had the box, we would have to leave it there. [21:53] » So >> and that's not an option. I wasn't [21:56] planning to come back to you too and say, "Can we take a tenth of our our [21:59] operating budget?" And I'm sure the chiefs would love that, too. So, I [22:03] [laughter] >> You're wise not to bring that to us. [22:06] » That is a non-negotiable. >> Okay. [22:10] » So, we car's report. Cara is out today. Um, [22:16] she should be back tomorrow. >> Okay. [22:21] What about [snorts] Rich's report? which is [22:25] » the reszoning of the Rumbl property has been withdrawn. [22:29] » It's been resubmitted. >> They withdrew. [22:33] » So, we our concern was it had been almost a year that that they had [22:36] submitted and been tabled >> and there's been a lot of changes with [22:40] the traffic impact study and all that. So, we asked them to withdraw that. They [22:44] did that and now they have resubmitted a new application. [22:47] » Okay. We should have it to the zoning commission. I want to say October, [22:52] November, somewhere in there. >> I thought it was dead when I saw that [22:55] was. >> Yeah, it says it's been withdrawn. I was [22:59] going to ask about that. [23:04] » Okay. >> Okay. [23:04] » Uh, anything on with the fiscal officer then? [23:07] » No, Rich is traveling. He was hoping to be back in town by now, but he's not. He [23:12] didn't make it back. >> Okay. [23:16] Fire. [23:22] So, one one more time, and I'm probably sure that you've done this. How long is [23:26] our ladder truck going to be out of commission? [23:33] » Uh, initially state it could be three months or more. I reached out to him [23:39] today via email. I haven't heard that to get try to specific time frame, but soon [23:48] as I know something, I'll make a phone call to them after this meeting. [23:53] » And in that period of time, we're going to rely on mutual aid. Is that correct? [23:58] » Station 72 has a backup engine. We will not have a ladder truck service. So, [24:02] [snorts] we'll rely on mutual aid, Washington, [24:09] but it'll be an automatic response. >> Okay. If needed. Um, I did get we did [24:14] receive the check from the insurance company for the repairs. Um, I wanted [24:21] them to wait until after the repairs were complete to make the payment. [24:25] » Sure. >> To directly to uh Heritage. [24:29] They wanted to go ahead and get the check cut and it's still made out to [24:34] Heritage, but they sent it to us to hold. It's valid for 60 days. I told him [24:39] it's going to be a stale check at that point. She said, "That's fine. We have [24:42] to do it this way. If it's not done within the 60 days, we'll reissue a [24:47] second check. So, that's where we're at. >> Want to know why insurance costs so [24:54] much? >> Yeah. [24:59] » Okay. >> Any questions? Thank you, Chief. [25:04] » All right. Police. >> I have nothing. [25:11] Well, I'll make you come up to the podium. [25:14] [laughter] So, just curious what kind of time [25:16] frame. Um, so, so now you have two vacancies coming up in your detective [25:22] department. So, what does the process look like? Because we're losing Mantia's [25:26] moving up and Gro is leaving. So, uh, will Leslie be in there by herself? [25:31] Like, what's what's kind of your vision? What's going to happen? Okay. [25:34] [clears throat] >> So, Paul's got two more weeks. [25:36] » I've already posted. So the two detectives and the detective sergeant [25:41] position three spots are specialized just like the school resource officer. [25:46] So I've advertised it all in house, right? So we've posted it. Um so far [25:51] none of the sergeants have put in for it um for the sergeants position. So we'll [25:56] fill that rather quickly. Um and then whoever goes in the detective section um [26:03] Sergeant Black has the opportunity to go into one of the two vacancies and then [26:07] Antia, it's all about Senori, right? Antia will get what's left. Um, so I'll [26:12] probably later this week post the detective position that's now vacant [26:17] because of Antia's promotion. So, it's all it's all and then we'll see who puts [26:22] in for that interview process. Everything's done in house though. [26:25] » Okay, that's great. Thank you. >> So, where do we stand on um how many [26:31] open positions? >> So, total right, our authorized strength [26:34] is 19. This brings us to 18 for two weeks and then we'll [26:40] » Oh, then Paul we'll be back to 17. Yeah. >> So, I personally want to thank you for [26:48] sending the text saying the parade was cancelled since I was there and there [26:52] was nobody else there [laughter] and I was feeling a little [26:56] » like really early. >> I did because I was picking I wanted to [27:00] make sure you were there and all that stuff. So anyway, I didn't want you to [27:04] get there without me being there. So that text was very nice and I appreciate [27:09] it immensely. [27:13] » All right. Thank you, Chief. >> Thank you. [27:17] » All right. Roads and services. [clears throat] [27:20] » Oh no. Oh no. Uh Justin, I have a question. [27:26] [clears throat] When I talked to to Chief Brown about [27:29] washing the nines, I have one concept of what it is. What is it when you wash the [27:34] nines? >> It's an aggregate limestone. It's just [27:38] » so size. >> Oh, I thought it was guns. [27:44] » No, it's just >> Okay, [27:47] » that's it. Please use it for our third. >> Oh, okay. [27:54] » Um, I got a comment uh [snorts] Sunday Sunday morning from a gentleman [28:00] who really appreciated you repaving the road there in Riveridge, too. So, I had [28:07] got got approached and they said that it's you did a great job and they love [28:11] it. >> You painted painted paint. [28:17] » Yes. So, another compliment on your job. >> And I'd like to add another compliment. [28:23] I mentioned it to Justin before the meeting, but uh if you haven't noticed [28:27] on the bike hike paths in front of the high school and um like every every road [28:32] break, there are now um stop signs like their little miniature um stop signs for [28:37] the um pedestrians and the bike bicyclist, scooter people. Uh so that [28:42] just to increase safety. That was something that came out of the school [28:45] safety board. So, thank you for doing that. and he had to work with Stephanie [28:48] Golf to find out where all the lines were. [laughter] [28:52] » It's always harder than it should be. I think [28:56] » Yeah. So, thank you. [29:01] » All right. I think [29:07] All right, trustees. [29:13] Um, I was just going to say I was disappointed that the parade was [29:17] cancelled, but at least they ended up having a nice festival. I guess it was [29:23] hot and muggy and I don't know if it was as busy as it normally is, but they [29:28] still had a pretty good crowd, so that was nice. Um, I did get to go to the [29:33] Green County Fair and watch some of the cow um, shows, so that was that's always [29:39] interesting and fun. Um, [clears throat] I put my glasses on so I can see. Has [29:46] anybody has there been any more information from Nathan with the Boy [29:50] Scouts and the little ceremony? >> They were going to have their first [29:54] planning meeting, but we haven't followed. Well, they said the the junior [29:57] ROTC is doing something at the school, so they deferred to them was the last [30:02] that I >> responding. And what they've always what [30:05] they've done, what the school's done in the past is just something at the flag [30:08] pole in front of the high school. So, I believe that's probably what they're [30:12] anticipating, but I don't know if they've reached out to the Boy Scouts, [30:15] » but certainly not to any community leaders that I know of. [30:18] » Okay. Yeah, I I know he had sent an email and then I hadn't heard anything, [30:21] so just to make sure that I wasn't missing anything. Um, and then [30:27] I [clears throat] mean school already started. I I can't believe it's already [30:31] almost the end of August, but the um the Friday night football game 911 is at [30:38] home. So, it's the military appreciation night. So, here soon there'll be a [30:44] Google sheet going out for the data collection of any police or fire that's [30:49] former military that wants to participate um as a hometown hero. [30:54] Typically in the past it's been one person in our community, but this year [30:58] the football club decided to do all that. So I spoke about it a few months [31:02] back, but that'll be coming out soon. Um, and then I was just wondering after [31:08] when we met on August 7th at our meeting, um, did we put the public [31:14] notice out of all of that for when the meeting's going to be about that? on the [31:19] be on the website and then during the meeting giving notice gives public [31:22] notice at the same time. >> Okay. Yeah. Um I just want to make sure [31:25] that we were following it because it says newspaper, social media or website. [31:29] So make sure that we were with that. Um and then let's see. Oh, I was going to [31:37] ask Cara, but when you guys were talking about the signs at Kroger, did anybody [31:42] ever reach out to anybody about all the trash that's up there in that pond at [31:45] Kroger? kind of remember we talked about it a while ago. [31:49] » Which pond? >> Um the the Kroger. It's kind of like [31:53] between >> pond [31:55] » between that and the Dunkin Donuts. They actually went in and cleaned it out [32:00] close to a month ago now. >> Did our guys clean it out? [32:03] » No. No. Broers did. >> Yeah. [32:04] » They mowed everything down and cleaned it all out. [32:07] » Yep. >> Still looks kind of [32:10] I I caught my eye the other day. So, um but yeah, that's it. Not much. That's it [32:16] for now. Unless anybody has any questions. [32:24] » Uh we had the uh Belbrook Sugar Creek [32:30] Chamber of Commerce golf outing. It was uh 32 teams. It was the most [32:35] teams ever held there. It went off uh absolutely like clockwork. Um and uh the [32:44] new athletic director from Wright State who's moved to Sugar Creek Township [32:48] participated. So we're getting uh people to play in the event that never would [32:53] have played before. So uh good time was had by all. Uh two, I would like to [33:01] nominate Cara Tilford for a [33:08] » one of our customer service award. Okay. Uh Dan Deval, a builder here in uh the [33:14] community, uh approached me and told me that he deals with zoning in Warren [33:20] County and Montgomery County and said, "Of all the people that he deals with in [33:24] zoning, she is the most diligent and helps him find a solution faster than [33:32] anyone else." And I said, "Seriously?" And he said, "It's night and day. She is [33:37] so far ahead of everybody else." So, uh, I thought an unsolicited person comes up [33:43] and tells you somebody's doing a good job. I think they should get an award [33:46] for that. >> I'll second that. [33:51] » Do you want to take a vote? Do we >> for customer appreciation? [33:55] » Uh, we don't typically if we get >> Okay. All right. [34:00] » And again, thank you, uh, Chief Brown for notifying me why the parade wasn't [34:04] there, but I was had a good spot. Thank you. [34:10] » [laughter] >> Can I hear the bell hops closing? [34:12] » It is. >> That is really sad. [34:16] » Heather is such a a >> She is [34:18] » staple to the community. >> Uh and that's the end of this month. [34:23] » The end of the month. Yes. >> Is there any celebration? [34:26] » Is there a kind of a at the end or? >> I do not know. [34:29] » Okay. >> All right. [34:33] » It's not known for parties. [34:37] They they did used to have a lot of lunchons, a lot back in the day. [34:41] » Celebrations. >> Chief, if you if you'll look on your end [34:43] and I'll look on my end and see if we find if there's going to be anything. If [34:47] not, maybe maybe we suggest that she has a little open house. [34:52] » Okay. >> Yeah, I'd love that. [34:54] » I did notice all the art inside is 50% off now, so they must be trying to like [34:58] get rid of everything. >> Yeah, [35:02] » it is. I attended the Dayton Development [35:08] Coalition had a base tour um option the same day they were off playing golf. So [35:13] I I I spent the whole day uh looking at the base, but I was able to meet the new [35:17] 88th Air Base Wing Commander and the 445th new Air Base Wing or 445th uh [35:23] commander also. So it was um a very good tour and everyone's very enthusiastic. [35:28] They've all been there less than um a month and a half, so they're all brand [35:32] new to their position. So there's a lot of enthusiasm on base right now, but [35:36] they are all saying that they would like to step up um community relationships [35:40] and having events that they bring in uh local local jurisdictions with uh um [35:46] with base and have um sometimes they'll have events at the club, that sort of [35:50] thing. So I'll keep you posted if I hear of those sort of things, but that's [35:54] always great. And I was also there at the Grand County Fair, participated in [35:58] that and we met about the baby box. Uh, and the we had our our legal council [36:04] came actually to the township and we had a meeting last week and that prompted [36:08] the tea meeting that we're going to have this week. So that should be good. the [36:13] uh marijuana dispensary discussion, just as a reminder, that will now be on [36:18] October 19th, and that's normally a 12 noon uh meeting, but that one's going to [36:23] be moved to 7 p.m. so that we can get more um since we had the other meeting [36:28] in during the day, we wanted to have one during the evening to get more [36:31] participation from the public. So, make sure that's on your calendars because [36:35] that is a change from our usual. And uh is uh Sergeant Guerrero still [36:42] Friday at 11:30 to and that will that be here? [36:45] » Yes. >> Okay. Gotcha. All right. So I got that. [36:49] » So the meeting on 17th is at night. >> At night. 700 p.m. at night. [36:53] » Oh, I saw him and his little girl at meet the team for football. She is so [36:58] cute. She was in her little cheerleader uniform. So I got a picture of her and [37:02] Kay. It was really cute. >> Okay, that's awesome. [37:06] And then uh I wanted to bring up for just consideration. So u when I was at [37:11] the Dayton Development Coalition, the the base tour, I met a lady that [37:16] specializes her business, she was a prior military and her business is doing [37:21] strategic planning, that sort of thing. And Barry and I were talking. I was [37:25] like, well, we could reach out and find out what her price point is and what we [37:29] want to do. But we were kind of discussing the the pros and cons if we [37:33] should do that because uh traditionally we are a open space green community is [37:41] sort of what the the traditional Sugar Creek Township like our our main uh [37:47] focus would be on and we were just talking about what how would we [37:53] what would we make that process look like? So we're still [37:55] » strategic planning. >> Yeah. For strategic planning. [37:57] » So interesting. I went to um I've been looking at other communities to see if [38:02] they have posted on their website and even the larger communities uh [38:07] Westchester Township has one for their fire department [38:12] but not for any other aspect of the community which was surprising to me. Um [38:19] I forwarded it to to the chief to have him look at it and see what he thought. [38:24] Um it's [38:28] It it's an interesting process. Is that fair? What they went through uh to to to [38:34] develop this plan and I don't know that it says a whole lot in the end. Um [38:41] there's a lot of words, but I don't know that it says a whole lot. So, it was [38:46] interesting. So, we're looking at it in other communities to to see what they [38:51] look like, uh, what they what they put together and and [38:58] if if there is an actual plan. Um, [39:03] » one one of ours, I don't know if it's police or fire, has a vision, I think. [39:07] » Yeah, they have mission statements or vision plans. [39:10] » Yeah. All I was saying is it just needs to be consistent like like every [39:15] department should at least I mean I'm not saying at least but if one [39:18] department already has a vision then we all should or it should be removed. You [39:21] know what I'm saying? Like it's just inconsistent across the board. [39:25] » I I think >> I I guess the question would be do you [39:29] want it to be a vision statement or a mission statement? and they may be the [39:33] same or similar, but I think a mission statement speaks to the the mindset of [39:41] the department. >> Yeah, I think if you were just picking [39:44] one, I would think it would be the mission. [39:46] » I would agree. >> The mission is kind of like what you're [39:50] doing, but the vision is kind of like what you seek to do. You know what I [39:53] mean? >> But I just Yeah. I either we we all have [39:57] it or we don't have it at all or just very inconsistent when you go through [40:01] the web page. >> They can work toward that. Absolutely. [40:05] » So I don't know. Do you want to reach out and get a price point what that [40:08] would even look like or you just want to continue? [40:10] » I don't know that we need to go outside. I think [40:12] » just do it internally. >> We can we can look at other communities [40:16] and borrow their processes to get to where we need to be. I think the the [40:22] both departments have a good mindset, mission, [40:27] uh [40:30] where what they how they want to provide services, but to to journalize it in [40:36] words would be good. >> I have templates also that I could [40:39] [snorts] provide and then people could look at them and see if something [40:43] » great >> work towards, you know, if it fit with [40:45] what they thought they had. >> Yeah, I think it's [40:50] I I don't I I personally, again, this is personal, I [40:55] think sometimes they're just superfluous and just a lot of words put out that are [41:00] a bunch of catchphrases and and they're not actually implementing those things. [41:04] So, whatever we put, I think it it needs to be carried through to to the [41:09] day-to-day >> or it could be a reflection of like you [41:13] had a fire levy what year two years ago. It could be a reflection of whatever you [41:18] promoted, not you, but like the organization promoted when they were [41:22] trying to pass the levy. Y and it could reflect like this is what we did did or [41:27] you know what I mean? Like it it should all tie in. [41:29] » So give me an example. >> So I know what the fire issues were. [41:35] » So you want that as our >> strategic? [41:37] » No. >> Oh, I'm sorry. [41:39] » No, we we're not talking strategic plan at all. We're just talking about a [41:42] mission. Barry's just saying that it should be relevant. And so I'm agreeing [41:48] saying if we said we're going to do X Y and Z then if we're going to make it [41:52] relevant let's mesh that like if we said we're going to go buy a ladder truck or [41:57] whatever mesh it together so it's relevant and we're actually doing [42:03] » in the mission what we said we >> it's not a strategic but a mission [42:07] » I think that's what we're >> and I I don't think it needs to be three [42:09] pages it can be very short very brief you guys have got a saying miss uh [42:14] caring professionals Clearly, it's engraved in your brain. [42:19] [laughter] [42:23] » Yes. >> I mean, typically it's the five W's, [42:26] like who we are, what we're going to do, why, like, whatever. [42:28] » Yep. >> It could be very simple. [42:30] » Y one thing that I think is important for [42:34] our community is community connectivity and uh um collaboration. And what I mean [42:39] by that is like our bike hike path initiative trying to connect to the [42:44] communities around us. Our um our first like our mutual responding with with our [42:50] surrounding communities, that sort of thing. So I I would say that probably [42:53] would be a core value of the township. So So those kind of things it probably [42:58] wouldn't be bad to Yes. >> I mean those are obvious, but but if [43:02] it's stated that now we have a new employee. We just had a new fire fire [43:07] person and if you saw what those core values were of where we're trying to go, [43:10] I think you feel more of a >> sense of connected to the organization. [43:16] » And then I guess too, do you just want I mean when I say you I don't mean just [43:20] you, but I mean like all of us. Is it just going to be a mission that supports [43:24] all of us or do we want like each department? It [43:26] » should be each department, >> right? But I'm just saying those are [43:29] things that should be put so we just have a clear understanding of where [43:32] we're going with it. Yep. [43:36] Yeah, I wasn't here for the previous meeting, so I wasn't sure what [43:39] » Okay. >> where we were going. [43:40] » I just wanted to follow up figure out >> what what the direction is. And and um I [43:46] I don't know. Even if we don't hire out, it would still maybe be good to have a [43:50] work session where we specifically focus on that and have somebody facilitate [43:54] that probably. >> Sure. [43:57] » Okay, let's proceed with that. All right. Next, we'll move to Oh, [44:02] anything else before we go on? Did you have anything, Barry? Okay. All right. [44:06] Public comments limited to five minutes per person. Agenda related business [44:10] only. >> All right. Old business [44:17] now that the school's back in session. >> So, interesting. I got a I got an email [44:22] from Doug Ked [44:26] the end of last week wanted to know if we were meeting today with it. I said, [44:30] "No, you guys didn't give me a confirmation for anything ever." So, [44:35] we're circulating it again, trying to get something on the books. [44:38] » Okay. >> Talking to the city manager, he sees no [44:42] value in it. [44:47] » So, we'll see what happens. >> Guess it won't be a brook. [44:51] » Yeah. I just think that we put it out there and who comes comes, right? Like, [44:55] at least it looks like we're trying to work collaboratively. that worked come [45:00] out very smoothly, but because there are some city folks that would meet with us. [45:06] So, >> yeah, Bel Brook uh they held it the last [45:11] time. >> Yeah. [45:12] » Was that at their place? >> So, yeah, but I mean they they sponsored [45:17] it. I thought they were all in. Uh and I think it's it's always good for us to [45:22] hear those things, understand what's going on in those areas, specifically if [45:26] there's something going to be on the ballot. [45:29] so that we're aware that something may be on the ballot before we decide that [45:33] we're going to put something on the ballot. I think that's I think there's [45:37] great value to that. It brings us together more as a community, too. We're [45:40] like working together. [45:44] » All right. >> I'm disappointed to hear that about [45:48] city. [45:51] » All right. Next, we'll move to consent agenda items, which includes the payment [45:55] of bills, last meeting minutes, and the appointment of fire department staff [46:00] Zachary Yoast. And I don't believe there's anything we need to pull out for [46:04] that. >> Any discussion? Okay. Well, I'll make a [46:07] motion that we accept the consent agenda items as presented. [46:12] » I second that. >> Mr. Kramer, yes. Miss Pablo, [46:16] » yes. >> Mrs. Denn, [46:18] » yes. All right. Is there any other [46:21] discussion? I do know we'll have an executive session at the end, so we will [46:26] do that. But next, we'll move to public comments limited to five minutes per [46:30] person, township related business. Denise, [46:34] » otherwise known as lefty. [46:38] » And thank you, Chief, because I'm not sure she could get this. [46:44] » I don't know if you're talking about composting. I was going to mention that. [46:47] So is that well we'll just keep that in your mind too because I I I did mention [46:51] that at the last meeting. >> So Denise Moore Valley Drive my question [46:56] is about the school the old school and I'm a little fuzzy on the situation [47:04] there. It seems kind of I don't know. It just seems odd the way that whole thing [47:11] is taking place. So, I didn't know if we were involved in in that at all. [47:16] » Not at all. It's insane. >> As a taxpayer [47:20] who supported [snorts] the school, I understand that the school has expended [47:26] a bunch of money on this, but I also am a taxpayer that's [47:32] contributed to that in some fashion, I think. And I'm curious how that whole [47:38] deal was taking place. It just seems kind of phony. They did try to reach out [47:43] to the community. I know there were multiple schoolboard meetings where they [47:46] they brought people in and they did ask for input. Uh what I I know initially [47:51] they were asking what uh what potentially the old Sugar Creek school [47:54] building could be used for. Um because it was not ADA compliant. It was old. [47:58] There were a lot of issues with the building itself. And they they did reach [48:02] out to Sugar Creek at one point and asked did we have any interest in [48:05] participating in that whole discussion. And we we already knew that the Lions [48:09] Club had quite a bit of interest in in the land personally. And uh at at the [48:14] time the trustees we all discussed it and said that there was no um no action [48:18] like nothing that we wanted to to do with that with that piece of property. [48:23] » Okay. >> So we were involved that way. But yes, I [48:27] um after that we were sort of hands off and like you do your thing and they [48:31] coordinated with the city on what they wanted to do with the building that way. [48:35] » But you're right, there was no vote. the way the whole thing was going down [48:40] » the way buying it for a dollar here and this person [48:45] » a little bit and I might have it a but if they would have put it for public [48:51] auction then it would have gone to whomever [48:56] possibly and I think they were trying to they didn't want it to be a residential [49:00] area >> because that's what the citizens [49:04] they were very against that becoming like apartments or whatever. [49:09] » And if you sell it that way, you can't control who might buy it and what they [49:15] might come back and want to zone it for and build there. [49:18] » Okay. >> So, they [49:20] it it's a hard process to follow, but they have been very open about it and [49:25] they've been meeting about it for probably almost three years. [49:28] » Yeah. Yeah. And um the way that it and this is how I understand it, the way [49:35] that it's happened is that they have a little bit of control over what can be [49:39] built there now and they want to make it community centered for the community. [49:45] And if it would have sold outside of that, they could not have control that [49:50] sense to me. >> Yeah. So, [49:52] » okay. Well, I didn't know if we were involved at all. So, I just was curious [49:57] and what you thought of the situations. >> Well, I'm very passionate about that [50:01] building because I went to school there >> and I think it's a staple in our [50:04] community and I wanted like whatever I just wanted it to stay, [50:07] » right? >> But um so I went to a lot of those [50:11] meetings like >> a few years back and just to hear and [50:15] understand and I mean I I know it's out of compliance like there it would cost a [50:21] gazillion dollars to >> I appreciate that. Okay, I appreciate [50:25] it. I feel a little bit better now about it. I I just was picking up hearsay [50:29] stuff. >> I know it's it is a sad situation just [50:33] because it I feel like our downtown doesn't have a lot of a historical of [50:38] what it once was. >> Yeah. [50:40] » But it takes money and >> um [50:43] » Yeah, >> that's just not [50:45] » and and and the building has served a very good strong purpose for the [50:50] community for years and years. >> So it wasn't like it was not being used [50:55] appropriately because it >> right [50:57] » it had a really good >> mission. [51:01] [clears throat] [51:04] » When you do a mission, I think it's important that you also do some quality [51:10] steps that you do as you move through like let's say you wanted to do a [51:15] strategic plan for about a fiveyear period. So then when you do that, you [51:20] have different things that you're measuring your quality about like your [51:24] levy. The levy you mentioned that's that's a quality statement for the [51:29] mission of the fire department or um what you mentioned something else. A [51:34] couple of things you guys mentioned would be stuff that you would say, okay, [51:39] this is how we're fulfilling our mission and our strategic plan. And you're [51:45] measuring those things along the way. And so you can say, well, did we do what [51:51] we should have done? No. Maybe we need to do something different this coming [51:55] year to make sure that we pick up what we didn't do. So I think that's an [52:00] important piece >> if you do that. I think it's smart. [52:05] » Thank you. >> So I'm going to bring out my teacher and [52:07] you that's why I said the five W's because it's the who, what, when, where, [52:11] why, or how. Like we're going to get there. So it all ties in. That last one [52:16] was an H by the way. >> I know. But uh but but like that was the [52:20] who, what, when, where, why. >> Sometimes how [52:24] anyways. Yeah. But [clears throat] it it covers that. Yeah. [52:27] » And then it all connects and it's great talking points so everybody's on the [52:31] same page. >> Y [52:34] » and Barry, have you talked to Denise or will Okay. So maybe before we go into [52:38] executive session, you two or do you want to just address it now? So Okay. [52:43] Gotcha. But we did discuss it at the last meeting which I believe you were [52:46] not at. So Okay. All right. Anyone else? [52:54] » Okay. Uh we'll move to trustee and staff discussions. [52:58] » Nothing else. Just the need for the executive session 121 22 G1. [53:04] » Okay. Hold that thought. Hold that thought just in case. Is there anything [53:07] else? Okay. All right. We'll go ahead and though [53:10] » 12122 G1 to discuss personnel matters. >> Okay, I'll make that motion. [53:16] » I second that. >> Mr. Kramer. [53:18] » Yes, Miss Pterbo. >> Yes. [53:21] » Mrs. D. >> Yes. And the time is 103. And we are not [53:25] anticipating anyction. We may have action. Okay. So, you're welcome to stay [53:29] if you'd like to. >> Not not anything of any consequence. [53:32] » Yes. Yes. And I would like uh Justin Winder to join us. [53:37] Okay. >> I mean, I would think college more than [53:42] $22 an hour. >> She can quickly go up pretty quick if [53:47] she gets those other accommodations. Like this is first day of the drop. It's [53:52] It's a start. >> You're recording again. [53:56] » Yeah, we're good. [54:01] » Okay. The time is 1:25 and we are out of executive session. [54:08] And you want me to wait in case she's coming in? [54:10] » No, go ahead. >> Okay. We have a resolution number [54:15] 2026.08.17.06 [54:18] reclassification of roads and services department car uh personnel for Caroline [54:25] » Frolic Frolic. Whereas the continuing need exists to maintain proper staffing [54:30] within the Sugar Creek Township roads and services department and whereas [54:34] township admir administrator Barry P. Tiffany is requesting the [54:38] reclassification of Caroline Frolic from part-time service worker one to [54:43] full-time service worker one and whereas Mr. Barry P. Tiffany states that the [54:48] 2026 budget has sufficient funds allowed for this reclassification. [54:53] Now therefore, be it resolved that Caroline Frolic shall be reclassified to [54:58] a position of full-time at the pay rate of $21.50 [55:03] per hour payable on a bi-weekly basis. It is further resolved this [55:08] reclassification shall have an effective date of December 14th, 2026 and is [55:13] subject to a one-year probationary period ending December 14th, 2026. I [55:19] will make that motion. >> Should be 2027. [55:22] 2027. >> I'll correct that. [55:25] » All right. So, I will make that motion as corrected. [55:31] » I second that. >> Mr. Kramer. [55:33] » Yes. >> Miss Pitterbone. [55:36] » Yes. >> Mrs. Dan. [55:38] » Yes. >> That's all we have. Thank you. [55:40] » Motion carried. All right. The time is 126 and the meeting is adjourned. [55:47] » Oh gosh. >> There we go. [laughter] So first I was [55:50] going to give
