looked at this ordinance and uh I understood what  
[8:29] her request was because it says if you'll look at 
the language that we're asking that be deleted,  
[8:35] this subdivision shall be withdrawn and considered 
null and void if they would were to commence any  
[8:40] work prior to getting the permits, which is a 
rather drastic remedy. Uh, I don't think that we  
[8:47] should take that out of all of our subdivision uh, 
ordinance language, but on this particular case,  
[8:52] it's interfering with their ability to title 
insurance. And I've suggested and approved the  
[8:57] language that that I'm asking that we replace 
it with because it's a little more reasonable.  
[9:02] We still have all of the other protections. It's 
just not an automatic penalty if they would make  
[9:07] a mistake. So, I'm suggesting the council amend 
it for this one instance and that we leave that  
[9:12] language. It hasn't caused us any problems in 
the past. So since it's causing them problems,  
[9:17] I would recommend that we move. And would you 
please share that uh language so we can all be  
[9:21] on the same? Yes. Do you want the language that 
I'm asking that we take out or the Okay, both  
[9:26] if you would. Okay. The language that I'm asking 
that we delete. I'm going to read the whole thing,  
[9:29] but I'll give [snorts] you emphasis on the part 
that I feel like is a little draconian. It reads,  
[9:34] "This subdivision is granted by the city of Sulfur 
and may be withdrawn by the city of Sulfur. Should  
[9:39] said subdivision interfere with the rights and 
privileges owned by the city of sulfur pursuant  
[9:43] to a pre-existing rightaway servitude or easement. 
If withdrawn, any improvements constructed thereon  
[9:48] shall [snorts] be removed at the expense of 
the owner thereof. And then it says, "No work  
[9:52] shall commence until all applicable permits are 
obtained. In the event work is commenced prior to  
[9:57] obtaining the applicable permit, this subdivision 
shall be withdrawn and may be considered null and  
[10:02] void." So they talk about removing improvements at 
the owner's expense and the subdivision being null  
[10:09] and void over one mistake. I'm suggesting that 
we substitute it with this. Um the subdivisions  
[10:15] granted by the city of soul for subject to any 
pre-existing apparent rightaways servitudes or  
[10:19] easement currently in use and any pre-existing 
rightaways servitudes easements of record in  
[10:25] Calshute Parish Louisiana. Any all improvements 
are subordinate to those rightaway servitudes or  
[10:30] easements. So, we're recognizing that anything 
that would happen would be subordinate to our  
[10:34] rights. [clears throat] And it says, "No work 
shall commence on any lot in the subdivision  
[10:39] until applicable permits are obtained." So, they 
still have to get their permits. In the event work  
[10:44] is commenced prior to obtaining all applicable 
permits, any owner of a lot in subdivision shall  
[10:49] be subject to all available remedies available 
at law, including but not limited to fines,  
[10:54] penalties, damages, and injunctive relief. So 
we would have the right to take the appropriate  
[10:59] action. We wouldn't just automatically vacate the 
subdivision and have, you know, make them remove  
[11:05] all improvements. So I think I like it in the 
event that we would need to, but I think it's a  
[11:11] little draconian. Well, I think that was mine and 
a lot of uh residents concerns before hearing the  
[11:15] the rewarded language that we're giving up uh any 
rights or authority, but the city's actually not.

everything in this particular one since it's  
[11:25] interfering with their rights should it become 
a regular occurrence maybe we would think about  
[11:29] amending the language and but I'm comfortable 
with this language for this instance very good

uh and we purchased the property um for $89,000

[27:25] I'd like to first off uh I'm here to for clarity 
and for transparency. Uh I am the ward four  
[27:31] marshall the general powers and duties of the 
marshall. I'm the chief executive officer of the  
[27:37] court. He shall execute the orders and mandates of 
the court and in the execution thereof and in the  
[27:45] making arrest and preserving the peace have the 
same powers and authority as a sheriff. According  
[27:52] to revised Louisiana statute 13189, [clears 
throat] when it concerns the courtroom and  
[27:59] the offices, the city where the court is situated 
shall furnace all suitable courtroom and suitable  
[28:07] offices for the judge, clerk, and the marshall. 
It shall also furnish adequate fireproof vaults or  
[28:14] other filing equipment for the preservation of the 
records of the court. The necessary expenses of  
[28:22] operation and maintenance of the court and offices 
shall be borne by the city or cities or parish or  
[28:28] all governing authorities as determined by the 
respective governing authorities. In December  
[28:35] of 2019, Sulur City Court Ward 4 Court was 
relocated from 802 South Huntington to 500B North  
[28:43] Huntington. The city sold the property to the 
Institute of Christ, the King's Sovereign Priest.  
[28:50] It was sold on January the 16th of 2020. 500B 
North Huntington House Sulfur City Court, Ward  
[28:58] 4 Court, Ward 4 Marshall's Office, Couch Parish 
Clerk of Court, where you get birth certificates,  
[29:04] West Couch Chamber of Commerce, Calcu Parish 
Tax Assessor's Office, Sulur City Council,  
[29:11] Sulur Land Use, and the Sulur Civil Service. 
I took office on January the 1st of 2021.  
[29:18] I was not part of this move, but quickly found out 
that it was now my problem and began communicating  
[29:24] with the city. The building needed significant 
remodeling before the hurricanes. After multiple  
[29:31] complaints from employees and all offices and 
the public, I requested that the city get an  
[29:37] environmental test done on the building to ensure 
everyone's safety. It was recommended that all re  
[29:44] uh remediation actions taken to reduce the indoor 
mold spores to an acceptable level as compared to  
[29:52] the outdoor levels be performed by or directed 
and supervised by the Louisiana by a Louisiana  
[29:59] licensed third-party mold remediation contractor 
familiar with the required mythology and safety  
[30:06] standards. This report was completed on June the 
15th of 2021. I requested that we be we be removed  
[30:14] immediately or ASAP. Due to COVID, hurricanes, 
Laura, and Delta, there were limited available  
[30:21] real estate options that could house everyone 
and meet FEMA's regulations and requirements.  
[30:28] February of 2022, we were relocated to 1551 East 
Napoleon Street to the modular complex from the  
[30:35] corner of Highway 90 and Begless Parkway. I was 
not content with this facility. I had major safe  
[30:41] security concerns. I was told that the city 
was actively searching for an alternative  
[30:46] option and was asked to please allow four to 6 
months, which we all agreed to do. We were there  
[30:52] for approximately 3 years. The courtroom 
was also used for city council meetings,  
[30:58] sul for land use and sulfur civil service. The 
couch parish clerk of court's office was also  
[31:04] next to our offices. [clears throat] These alone 
serviced approximately 100 visitors a day where  
[31:12] you get birth certificates. There were people 
in and out of our facility needing to use the  
[31:16] restroom or lost. We had 13 dehumidifiers 
on on at all times attempting to minimize  
[31:23] the mold and the mildew. The HVA systems were 
serviced dozens of times. We had a window unit  
[31:30] installed where our IT equipment and record were 
kept just to keep the papers dry. The service in  
[31:37] every building were collapsing beneath our 
feet. It was a safety and security nightmare  
[31:41] for everyone. The courtroom was not a safe 
room for the judge, staff or the visitors.
[31:49] One way in and one way out of the courtroom. 
Defendants and visitors filing civil suits as well  
[31:55] as the staff were subjected to the elements of the 
southwest Louisiana weather. All transactions were  
[32:01] conducted on an exterior porch. We dealt with 20° 
weather and we dealt with 100 degree weather along  
[32:08] with the rain and the wind. This location is right 
on the corner of Highway 90 and Begless Parkway,  
[32:16] which is the busiest intersection in this city. 
We also dealt with the railroad traffic noise  
[32:22] that was approximately 100 ft away. The noise 
from the traffic and the trains were horrific.  
[32:28] I requested several times to find alternative 
facilities. We were all patient and understanding.  
[32:34] I, Austin, and Mark Leune looked at approximately 
six properties and even consulted with a modular  
[32:42] complex to be located on the property where the 
oldtime variety was located. I believe everyone  
[32:47] involved performed our due diligence and attempted 
to find the least cost alternative solution to  
[32:53] comply with FEMA's regulations and requirements. 
The city advised at all times that they were in  
[32:59] constant contact with a consulting company and 
FEMA. And I know that to be a fact. July of 2024,  
[33:06] I was informed that the Masonic Lodge could 
possibly be a viable option for us. My first  
[33:12] conclusion was no, but understood that we needed 
to move ASAP and all other options did not work  
[33:19] for us. I was not involved with the lease contract 
or the financial aspect of the transaction.  
[33:25] I did assist in deciding the layout and assisting 
with the contractors entering and exiting the  
[33:31] building. During the process, I was informed 
that the parking lot was going to be gravel or  
[33:36] limestone material. I was adamantly against this. 
This was for safety issues and the fact that we  
[33:42] are connected to sulfur high school which is the 
largest high school in Kchu Parish and the seventh  
[33:48] largest high school in the state of Louisiana. 
This facility is used for sulfur city court,  
[33:53] ward 4 court, ward 4 marshall's office, 
sulfur city council, land use meetings,  
[33:59] and sulfur civil service meetings, as well as any 
other city meeting that needs to be attended. The  
[34:06] parking lot is also used for overflow for sulfur 
high football, basketball, soccer, band festivals,  
[34:14] as well as any other sulfur high school event 
or city. When most people leave our building,  
[34:21] they're upset. They're upset because whatever 
happened in this courtroom, they didn't like.  
[34:29] We didn't want rocks being thrown on vehicles 
or the building. The rain would be a problem,  
[34:34] as well as the dust during the dry times. Our 
building would stay dirty and unsafe. I advised  
[34:40] that this was not an op not an option and was told 
that it was a financial concern. I requested that  
[34:47] Judge Trump utilize a portion of his building 
fund that was at his discretion. This is not tax  
[34:53] dollars, but rather a court cost that he began 
in 2003. He agreed and decided to contribute  
[35:00] $100,000 towards the concrete parking. He sent the 
he sent the city the check and an email. He wanted  
[35:08] to ensure that the visitors and staff were safe 
in the parking lot. There were accusations that  
[35:13] he and I were part of some illegal or corrupt 
plan with the city, the city and the owner  
[35:18] of the building. The judge and I are tenants. 
That's all we are. We're tenants in a building.
[35:29] We made no decisions or had any involvement 
concerning the rental agreement or the  
[35:34] financial obligations. [snorts] We just 
wished and we deserved a better safe work  
[35:39] facility for our staff and the public. 
We moved into the building in late 2025,  
[35:45] the same week as the historic snowstorm. We 
moved snow off of the ramps just to move out  
[35:50] of the building. We did what we had to do not to 
delay any court proceedings. Sulfur City Court  
[35:56] and Ward 4 court and the Ward 4 Marshall's office 
have been re relocated three times in six years.  
[36:03] We have endured the hardships of packing up, 
moving, and doing the best to make the make  
[36:09] the best of a bad situation. We are all eagerly 
waiting on our new new location to be constructed  
[36:16] in the coming years. This will be our fourth and 
hopefully final move. COVID, two major hurricanes,  
[36:24] ice storm, snowstorm, limited real 
estate that can accompany six entities,  
[36:30] and having to follow strict guidelines and 
regulations has been the issue. Negligence,  
[36:37] illegal activities, corruption were never part 
of anyone's agenda. These moves and transactions  
[36:44] were approved by the city administration, city 
council, third party consultant, and FEMA.
[36:52] I have been an honest and transparent team player 
throughout this entire situation. I do not believe  
[36:58] that anyone has been corrupt, illegal, negligent, 
or unethical during this entire process. Human  
[37:05] error can and will happen. I think we 
should all ask for a little bit of grace.
[37:15] Those of you who know me, I'm I'm emotional. And 
it's not because I'm mad. It's not because of  
[37:20] anything, but I'm passionate about being the war 
for Marshall. Never ever ever have I ever been  
[37:25] more passionate. So, in closing, Isaiah 54:14, 
my brother, close, you'll be proud. Yes, sir.  
[37:36] Is a promise of divine protection and vindication 
for God's servants, stating that weapons formed  
[37:42] against them will not prosper and accusations will 
be refuted. This emphasizes that their security,  
[37:49] righteousness, and justification come from the 
Lord. It is a declaration of victory, peace,  
[37:55] and spiritual defense. My hope and prayer is 
that we can agree to disagree with policy and  
[38:02] procedure. But we must be reciprocally respectful 
to each of our beliefs, complaints, and concerns.  
[38:10] We live in the greatest country, the United 
States of America. We have secured our rights to  
[38:15] demonstrate our freedoms of religion, speech, and 
political agendas. I stopped right there, but I I  
[38:22] I just I'm saying this because I want everybody in 
this room, whether if you have a question for me,  
[38:28] please come to me. I'll be happy to answer any 
question that anybody may have. I don't say this  
[38:35] because I want anybody to feel sorry for us, but 
Sulphur City Court and Ward Four Court, I know  
[38:40] y'all keep hearing me say that it's two different 
entities. We have sulfur city court which is  
[38:44] prosecuted by Mr. Loftton and Judge Trump. We have 
Ward 4 court which is prosecuted by our district  
[38:51] attorney Steven Dwight and Judge Trump. All the 
civil proceedings that go on here are precided  
[38:57] by Judge Trump. Those are the um evictions and 
civil suits right there. That's Ward 4 court.  
[39:04] So when you hear me there's a distinguish between 
Sulford City Court and Ward Four Court. Different  
[39:10] courts. In addition to that, we've endured all 
of this, right? We've endured all of this trials  
[39:18] and tribulations and yet we're still up. This 
is not the best facility. I'll be the first to  
[39:25] tell you that. But I'd like to bring you where I 
was at the old city hall. I'd like to bring you,  
[39:31] which some of you did, the floor was caving 
in on us. Mold and mildew, security issues.  
[39:38] It's my job as the chief executive officer of this 
court to make sure that that judge is okay. You  
[39:43] now have six full-time, dedicated, professional 
deputies that we can handle any situation that we  
[39:50] need to handle. We are sitting next to the largest 
high school in the parish. We have a cooperative  
[39:56] endeavor agreement with Calcam Hospital. As 
soon as something happens at Calcam Hospital,  
[40:02] we're on Sulford PD's channel. We're there. Where 
else would you want us to be? We are right next to  
[40:08] the school. They have bomb threats. They have kids 
fighting. There's 2,000 kids right there. You got  
[40:15] seven, if not eight fully equipped, knowledgeable, 
professional guys and girls that are able to help  
[40:21] the best police department in the state of 
Louisiana. We network with every agency from  
[40:26] sulfur police to couch pair sheriff's department 
to war three marshals office to mnne state  
[40:32] university. I goes on and the fire department as 
well. We've overcome battles that generations have  
[40:40] not been able to go through. We have bridged the 
gap of communication. We've changed the entire  
[40:46] landscape how people see law enforcement. I've 
worked my tail off to make sure that this is a  
[40:53] professional law enforcement agency. That's my 
mentor. He trained. I want to make him proud,  
[41:00] but I want to make you proud. I want to make my 
family proud. So, if there's ever any any concern  
[41:07] about what my will is, what I've done or what I've 
said, my name is Brandon De and I'm not corrupt.  
[41:14] I'm not illegal and I've done nothing wrong. For 
people to accuse me of that is a slap in the face.  
[41:23] My grandfather, Mr. Harvey De was the greatest 
man that I ever knew, and he always called me boy.  
[41:29] Don't m it doesn't matter what people say, but 
it it does matter to me. It doesn't matter that  
[41:34] I'm a political candidate, marshal, whatever that 
may be. It matters because I represent my wife,  
[41:42] my children, my grandchildren, my brothers in law 
enforcement, my brothers in this community. These  
[41:48] guys that are here, they're here because they came 
to support me. They came because they care about  
[41:53] this community. And we've got to stop all this 
chaos. He said, she said, they did this. Man, I  
[42:00] I'm I know for a fact that errors have been made. 
I've probably made a few. My sincerest apologies  
[42:06] to each and every one of you for my human failure. 
What I haven't done is repeat those failures. It  
[42:13] is my job and the duty to be the leader of 
this organization. And I I try to set that  
[42:19] example. I'm not perfect. I give you my word that 
nothing was done unethical or illegal with intent.

but I've probably exceeded the time and I

never addressed as a law enforcement officer

emails off of government service from Trump uh  
[44:23] Judge Trump that says I'll be willing to give 
$100,000 but I don't want any record of it as  
[44:30] a taxpayer. If I if I get copies of that, that's 
questionable to me. And if if we don't question  
[44:36] that, that's a problem. That's how our government 
becomes broken. And I appreciate law enforcement  
[44:43] and I appreciate the service to our community, but 
our community also has a service to make sure that  
[44:48] our government is run properly as well. And so the 
the fact of standing up and clapping, look, I get  
[44:54] it and I commend him. But also on the other hand, 
some of that was directed at me because I'll be  
[44:59] honest with you, I questioned it. I'm the one that

said. But if you want to know, I've got the proof  
[46:13] right here of what was done administratively and 
what was done by the council. But that's all I
