[15:43] I moved to second on please [15:45] cast your vote [15:51] that's [15:52] unanimous yes what mirror [15:53] to continue [15:54] to the next council meeting [15:55] okay item number [15:57] ten sure consideration [15:59] and action pertaining to [16:00] approval of an [16:00] intergovernmental agreement w [16:03] authorizing support for [16:04] a foreign trade zone [16:05] application for the ring [16:06] wrench mm company distributio [16:11] resolution 20 23 to 32 [16:15] bloody welcome Michael [16:18] mayor [16:19] members of the council [16:20] is my pleasure [16:21] to have Central Hoffman [16:22] president/ceo of [16:24] Center and I worked very [16:26] closely on the GM F TZ the [16:28] West Valley [16:29] foreign trade zone [16:30] and tonight we're talking [16:31] about a collaboration [16:32] with the city of Phoenix [16:33] foreign trade zone [16:34] and we're glad [16:35] to answer any [16:36] questions in general about [16:37] foreign trade zones [16:38] but also this particular [16:40] inter-government agreement [16:41] with the city of Phoenix [16:45] so I'm going to do [16:46] a little reading here [16:47] and then I'm going to try [16:48] to [16:49] explain a little bit about [16:50] what foreign trade zones are [16:51] so this [17:17] mean when foreign [17:20] foreign elements come into [17:21] the United States [17:22] so I will use this portfolio [17:25] it has the the shell the [17:28] notebook and the pain each [17:29] one of those let's say has [17:30] a dollar Customs tax in a f [17:34] doesn't receive those [17:36] duties until [17:38] after it leaves the [18:07] ttle [18:09] with the Great [18:09] er Miracle performed [18:11] thank you Mike good evening [18:13] mayor and Council [18:14] thanks for the [18:15] opportunity to provide a [18:16] little bit of background [18:18] on the [18:19] foreign trade zone tool [18:20] so like Mike said [18:21] it's essentially [18:22] a federal program [18:23] that the Federal government [18:25] has allowed the [18:27] the states to take [18:28] advantage of [18:29] and specifically [18:31] sub-regions of the states [18:32] and it really is a business [18:33] attraction tool so [18:35] a company coming [18:36] in that qualifies for zone [18:42] crisis meeting the [18:43] criteria for [18:44] foreign trade zone they [18:45] would get a tax reduction [18:46] of approximately 72% [18:48] on their [18:49] business property tax [18:50] so it is an [18:51] opportunity for them to do [18:52] some Savings in a state likee [18:55] really do not have any [18:58] many economic [18:59] development tools this is [19:00] pretty much our only [19:01] one that we have in the [19:02] state as I think about nine f [19:06] throughout the state [19:07] and a number of years ago [19:09] the zone that really covered [19:12] 75 the City of Phoenix has [19:14] foreign trade zone [19:15] and about I would say 13 14 [19:17] years ago a group of [19:19] West Valley leaders [19:21] specifically the [19:23] economic development [19:29] folks and the West Valley [19:51] administrative and [19:52] marketing support for Zone [19:54] 277 the West Valley zone [19:56] so it is again it's a great [19:58] a for us to work with [20:00] the communities in the West [20:01] Valley currently there are [20:03] approximately 12 projects [20:05] within the [20:06] zone so a lot of those [20:07] projects that you see along [20:09] the loop 303 Corridor [20:11] are in the zone 277 [20:14] so with that that's kind of td [20:16] and history and the [20:18] relationship with the [20:19] city of Phoenix has zone [20:20] is an excellent one [20:22] if there were typically [20:26] five by [20:27] geographical boundaries and [20:32] it's not hard and fast [20:32] but say anything west of [20:33] ice 17 really kind of [20:34] falls under the Zone [20:35] 277 having said that [20:37] the city of [20:38] Tolleson still at times [20:39] will utilize them 75 [20:41] but we coordinate that [20:42] if there's [20:43] something in our area or [20:44] in their area [20:45] we make sure we pick up the p [20:47] so it's a great working relat [20:50] positive tool that were fortu [20:58] thank you mayor so [21:00] how why are these guys [21:01] going into 75 instead of [21:03] 277 in why aren't they weren [21:06] what's the benefit Pros [21:08] cons it's great question [21:11] so as a general rule [21:12] any any [21:13] companies that come into the [21:14] West Valley were encouraging [21:16] the greater America before [21:17] in trades on the West Valley [21:18] foreign trade zone [21:19] this particular company [21:20] already has an operation in [21:22] Phoenix and in Chandler and [21:24] what the Phoenix foreign trad [21:30] essentially in the same [21:31] Zone [21:32] and to not have to come [21:33] out of the Kustoms treatment [21:37] operational efficiency [21:38] this really [21:38] assist their efforts [21:40] we worked with them for [21:41] several months to [21:42] understand the operation [21:43] but also to get to get a [21:47] statement that they will in t [21:51] so really this is just an [21:53] administrative [21:54] action at this point [21:55] they will not be [21:56] pursuing the tax treatment [21:57] that Center [21:58] identified as potentially [21:59] available okay so that the [22:03] reduce property taxes is an a [22:05] separately yeah so yet exact [22:08] support from local [22:09] jurisdictions for that [22:11] and in part of the [22:12] conversation that we had [22:13] over the last several months [22:14] with the company and [22:15] their consultant was that we [22:19] property tax [22:20] reclassification [22:21] but that we would be [22:22] providing counsel the [22:24] opportunity to support [22:25] the collaboration with the ci [22:27] we understand the [22:28] operational efficiency okay [22:45] so this is a pretty [22:47] significant process actually [22:49] Centrist team [22:50] manages that process this [22:51] is anywhere from [22:52] three to six [22:53] month process and each tax [22:55] jurisdiction essentially [22:57] has or that [22:59] how many textures dictions wo [23:02] typically it's around six to [23:05] are the small irrigation dist [23:10] like Community College [23:11] District okay [23:13] thank you very much [23:14] thanks Andrew okay [23:16] I don't see [23:17] any more questions thank you [23:18] very much appreciate it [23:21] okay I entertain a motion [23:23] for item number 10 [23:28] I move to approve [23:29] resolution 2023 [23:32] 3-30 to look at [23:34] removed and seconded please [23:35] cast your [23:41] unanimous yes [23:43] foot mirror okay [23:46] item number 11 [23:56] we're going to the number 12 [23:57] the regular public hearing [24:01] item number 12 [24:03] and action for training [24:04] o a major [24:05] planned area development [24:06] EAD Amendment to the north [24:09] Copper Canyon Austin Ranch [24:11] PA di diddly bounded by [24:12] Grand Avenue [24:13] Deer Valley Road [24:14] Norwich drive and [24:16] 180 Fifth Avenue [24:17] this is ordinance [24:19] 2023 death 09 [24:21] welcome Trevor good evening m [24:26] PA D Amendment for [24:28] the area known as [24:29] North Copper Canyon also [24:31] known as Austin Ranch [24:33] the subjects site to this [24:36] amendment is [24:37] located here in red it's [24:39] west of the [24:40] intersection of Deer Valley [24:41] Road and Grand Avenue [24:42] and is bounded by [24:43] Norwich drive on the North [24:45] and Pinnacle Peak on the so [24:50] outlined in yellow [24:51] there is a combination of [24:54] parts of North [24:56] Copper Canyon and the Burke [24:58] PA D the applicant who is [25:01] Cortland homes is also the [25:02] developer of North [25:03] Copper Canyon [25:04] has recently acquired the [25:06] properties within Burke [25:08] PhD and is requesting [25:09] that Burke PA [25:11] D be repealed [25:12] and then incorporated [25:13] into the north [25:15] D so that they can [25:16] develop the properties [25:17] cohesively under one set of [25:20] development standards [25:22] surrounding zonings include t [25:24] Copper Canyon various [25:26] Parcels of [25:27] rural residential [25:28] and then a strip of [25:30] commercial along Grand [25:31] Avenue [25:34] so on the left here you [25:35] can see the [25:36] existing land use plans [25:38] that are combined [25:39] with in the [25:40] north Copper Canyon PA D [25:43] the Burke p80 so Burt [25:46] PA D is a combination of [25:48] low to medium residential [25:50] parcels and then [25:52] on the right there you [25:53] can see the applicants [25:56] request to [25:58] incorporate that that [25:59] property within the Burke [26:00] p80 and give it [26:02] similarly and uses that [26:03] currently exists within [26:04] North Copper Canyon so [26:06] it would be a combination [26:07] of the [26:11] density they would get [26:12] like for like land [26:13] use designations and then [26:15] be cohesive with the [26:17] existing [26:18] North Copper Canyon parcels [26:19] to the North and South as [26:22] part of the PD Amendment [26:23] there are also [26:24] requesting that the roadway [26:26] alignments be realigned [26:28] and then the the drainage [26:31] Channel be [26:32] realigned as well to better [26:34] suit the development [26:35] proposal and the roadways [26:41] so the bird PA D would be [26:43] incorporated into the [26:46] north Copper Canyon [26:47] PA D and therefore repealed [26:49] and the properties within [26:50] it would be assigned new [26:51] land use [26:52] designations that are [26:53] consistent with the existing [26:54] North Copper Canyon PD [26:56] the roadway circulations woo [27:00] on Norwich Drive [27:01] which is on the North End [27:03] that are currently within [27:04] 150 feet of grand [27:06] the proposing [27:07] to remove those and moot con [27:12] avoid the amount of [27:13] conflicts [27:14] near that Grand Avenue [27:15] intersection they would [27:17] direct the traffic to [27:18] a hunt to you [27:32] cohesively [27:33] and then an [27:34] association with these [27:36] changes they're proposing [27:38] to increase the open space [27:40] area from 126 acres to [27:43] 133 which is about a 5% [27:45] increase they'll be adding [27:47] two parks [27:49] I'll be amenitized with simil [27:51] throughout the existing [27:53] developed portions of North [27:55] Copper Canyon and [27:56] then realign that [27:57] drainage corridor [27:59] to provide an open space [28:01] linkage [28:02] that kind of follows that [28:03] 176 Avenue Road [28:07] the applicant held ing [28:09] held to [28:10] Neighborhood meetings one [28:11] on January 9th and one on [28:12] January 10th [28:13] one was in person [28:14] and one was virtual [28:16] and in total there is 6 [28:17] ix attendees and traffic's [28:19] or questions and concerns [28:21] that were posed [28:23] included issues of traffic [28:25] Rose and roadway improvements [28:27] incorporated as part of [28:28] the development [28:29] and then the signals [28:30] at Deer Valley [28:31] and Grand Avenue Lupo Planning [28:37] of the subject case [28:38] subject is to be [28:39] relations A and [28:41] and I'm here [28:42] for any questions as well [28:43] as the applicant okay [28:53] um [28:53] are there any questions or [28:54] comments regarding this [28:57] did you want to [28:58] add something counseling [29:00] yeah mirrored [29:02] like to add a stipulation [29:03] additional stipulation of [29:04] this if this possible on [29:06] d we'll work with the [29:07] language but [29:08] citing that area and [29:10] their concerns [29:11] with that traffic signal at [29:13] Deer Valley and granted like [29:15] that for this new land [29:17] they will not sell [29:18] their first horn home until [29:20] that traffic signal [29:21] at Deer Valley and Grant is [29:28] sounds good to me also [29:33] second that okay [29:39] really guy but [29:40] I can't I can't do it all [29:43] comes from Hastings [29:48] you have a presentation [29:49] they wanted to give [29:50] or was just staff well [29:54] yeah I don't know if they if [29:56] to make a presentation [29:58] I'll make a presentation [29:59] yeah [30:05] alk up was it [30:07] music yeah [30:09] Mayor councilmembers [30:10] Bill Lally with Tiffany [30:11] Bosco representing the [30:12] applicant today [30:13] and I wanted to [30:19] elaborate a little bit on [30:20] councilman [30:20] Haney's request and [30:21] clearly traffic [30:21] has been the biggest [30:22] thing out here right so our [30:27] client Cortland homes has bee [30:28] and honestly without [30:29] the help of your staff [30:30] Jody toss diligently [30:32] not for approvals [30:33] frankly we wouldn't be here [30:34] today with an approved [30:36] signal for Deer Valley and [30:39] Grand and also [30:40] on Williams as well [30:41] so we had our first [30:42] pre-bid meeting today [30:44] we believe that that [30:45] is on a short schedule [30:48] to get it done yeah [30:49] and and and in reality [30:50] the entire [30:51] circulation in the [30:52] entire project has been [30:53] important to make sure that [30:55] everything gets relined [30:56] to make sure that gets out [30:59] where it should go [31:00] appropriately so there's no [31:02] on-site congestion and then [31:04] clearly on Grand Avenue is [31:06] is very very important to yo [31:09] and so [31:20] Mary council members to be [31:21] happy to answer any other [31:21] questions this evening [31:22] I could delay the [31:23] presentation [31:23] unless there's any other [31:24] specific questions no I [31:24] think there's a couple more ye [31:26] as well okay thank you [31:28] quitters ere's those [31:30] way to be recognized by the [31:31] chair Okay so we've got [31:35] we've actually got some [31:36] stipulations [31:37] written up here and so the [31:38] I'd like to [31:40] to add stipulation see in [31:42] it says a public utility [31:43] easement located in sized [31:45] accordingly for water [31:46] and sewer purposes shall be [31:48] provided at the time of [31:50] final [31:51] Platt beginning at the [31:52] southeast corner of APN [31:56] 0-0 0 5 a extending South [32:00] East along the [32:01] Northerly boundary of APN [32:03] 50 3 7000 6 B to the [32:07] 1st Street right [32:15] and then [32:17] stipulation D would be [32:19] Ingress and egress shall be [32:23] 5037 2005 a [32:25] upon construction [32:26] of the projects [32:27] internal roadways [32:28] as proposed by the PA D [32:30] Amendment document entitled [32:32] First Amendment [32:33] North Copper Canyon [32:34] planned area development [32:35] prepared by Cortland Homes [32:37] Incorporated dated January [32:44] 1920 23 upon completion [32:45] existing and egress along 170 [32:47] MCR DOC number nineteen eigh [32:56] pretty straightforward [32:57] sure second second [33:00] okay before we vote on this [33:02] is a public meeting [33:03] so I'd like to open this [33:05] to the public [33:11] explain [33:12] all that stuff that just I me [33:16] talking about [33:25] when it's time so if [33:30] you can see my my [33:32] use on the screen here [33:34] there's a parcel [33:36] located adjacent to the [33:38] amendment area that [33:40] has expressed [33:41] concerns regarding these [33:44] developments within North [33:45] Copper Canyon cutting off [33:47] any access to [33:49] roadway networks and [33:51] future utility connections [33:53] and so through the [33:55] conversations that [33:56] have been had regarding [33:58] those access points [33:59] to this parcel [34:00] that's where these [34:01] stipulations have kind of [34:03] stem from [34:08] okay so basically we're tryin [34:10] and sewer can be connected [34:12] because the way before we [34:13] before this amendment goes [34:14] through with the old [34:16] PA D the person who owned tha [34:18] had no problem with water [34:19] and sewer with [34:22] the plans that were there but [34:24] plans the other [34:26] property owner is concerned [34:27] that he won't [34:28] be able to connect [34:29] anymore and so the [34:30] point of the of the [34:32] stipulation [34:33] see is to make sure that [34:34] he can indeed [34:35] connect and that he can [34:36] develop in an orderly fashion [34:39] that is the concern okay do [34:46] okay what any other Jean [34:50] gs on those stipulations of [34:53] gnaural entertain a motion [34:54] oh you have [34:55] public here we got speaker [34:57] excuse me have Kent sander [35:06] good evening good evening [35:08] can see under [35:15] ninety two ninety East [35:16] Thompson Peak Parkway to 27 [35:16] and Scott still 85 255 and [35:17] as you all know [35:18] I own the adjacent property [35:18] to this development [35:20] and those two stipulations [35:22] that the councilman [35:25] thud mention [35:26] would work really well and [35:28] Not only would protect [35:30] access and getting [35:31] you totally smart property [35:32] but there's there's also [35:34] four other [35:35] adjacent Property [35:36] Owners to the north and me [35:37] that [35:38] probably don't have the [35:39] knowledge to [35:40] understand what's [35:41] going on here so that will [35:42] benefit them as well okay [35:44] so I appreciate that [35:46] thank you okay that's it veu [35:50] thank you [35:53] the applicant work would [35:54] like to respond to the [35:56] stipulations don't think you [36:00] not often [36:01] do I stand up here kind of [36:03] in between two [36:05] sophisticated clients and [36:06] tonight so [36:07] we just literally [36:08] read the stipulations [36:09] on my cell phone maybe [36:10] an hour ago we understand we [36:14] with mr. Zander about the [36:16] S property access to it [36:20] potential sewer and water [36:21] located to a we [36:22] had proposed a simpler [36:24] stipulation ality when you go [36:27] you're getting your land use [36:30] talking about where [36:31] every road is going to go [36:32] that's usually left [36:33] to the platting and I think [36:34] this issue was [36:35] was raised at the Planning Co [36:37] said the same thing [36:38] isn't that really [36:39] a platting [36:40] where's the road going to go [36:41] where is the sewer and water [36:42] going to go and so we still [36:44] maintain that [36:45] that's the same that those [36:47] are planning issues we've ha [36:50] with mr. Zander about the co [36:56] access along Grand Avenue [36:59] we have [37:05] cess to the west [37:07] to 176 so the stipulation I [37:11] if you want to go [37:12] down down this path [37:13] but I do believe that the [37:16] specificity that was [37:17] in the stipulation about [37:19] actual [37:22] abandonment of rights away [37:23] in an easement aren't [37:24] in front of you today [37:25] those we haven't said that [37:26] we're going to abandon that [37:27] we that's what our next [37:29] job is [37:30] we haven't even showed where [37:31] all of the roadways [37:32] are going to go so [37:39] I'll read a step just [37:40] just so we can [37:40] have a conversation [37:41] but we do believe [37:41] generically that [37:42] everything that [37:42] mr. Xander's expressed [37:43] in terms of [37:43] maintaining access [37:45] three points of access to [37:46] a seven acres [37:47] and making sure [37:48] that sewer and water [37:49] can get to his property are [37:51] absolutely protected [37:52] now it is the [37:53] developer's responsibility [37:54] to pay for the sewer [37:55] get to the [37:56] property that's always [37:57] you know you've asked [37:58] that the city's [37:59] ask me that of every client [38:00] and we think that's [38:01] appropriate and [38:02] we will do that [38:03] I think the steps are [38:04] a little bit more [38:05] specific than we would like [38:06] because we're very early on [38:08] in the zoning let me let me r [38:12] again you know the stipulatio [38:16] absolutely needed [38:17] absolutely required [38:18] absolutely supported [38:19] I think that's the most [38:20] important thing in the area [38:21] but realigning the [38:23] Colonel e to the [38:24] e subdivision [38:25] is just as important [38:26] to make sure that people [38:27] aren't stacked at Grand Avenu [38:30] trying to get out and so [38:31] the realignment [38:32] has caused mr. [38:33] Zander a little bit [38:34] of concern but I'll read [38:36] this div North [38:37] Copper Canyon PD shall [38:38] provide a local [38:39] Street connection from the [38:40] adjacent final plan to the [38:42] southeast corner of APN [38:44] 50 370 00 58 that's the [38:46] Xander property any [38:48] abandonment of and then [38:50] read recording number of anea [38:55] Frontage on 170 Fifth Avenue [39:00] to his property so [39:02] what we're trying to say [39:03] here is as [39:04] we go through the process [39:06] we want to make sure [39:07] that he stays exactly [39:08] the way it is today [39:09] there's a there's a roadway [39:13] we will not take [39:14] access away [39:15] from that to him [39:16] he's got access [39:50] access away from any of those [39:51] property owners and [39:52] we would agree to [39:53] a stipulation that says [39:54] maintain the status quo [39:55] give them what they have [39:56] today nothing more nothing [39:58] less don't change anything [40:00] and that's that's what [40:01] we're here tonight to say [40:02] that would be [40:03] more appropriate instead of [40:34] front loading it we're notwait [40:35] for the plat so in case [40:37] there's changes in [40:38] a council and staff and [40:40] all the rest [40:42] it's step before the [40:44] before you have the plat [40:46] right so it she when you [40:49] look at it from from [40:51] mr. Zander standpoint [40:52] he's not you know [40:53] things change as you know [40:55] in the land economy yes [40:57] okay much [40:58] I mean they wrote and and [40:59] so he just he just [41:01] wants to surance has so what [41:04] assurances of stipulation mr. [41:09] again we read this [41:10] an hour ago [41:11] two hours ago and so [41:12] it's really more the specifi [41:16] alignment [41:17] and exact same spot [41:18] there northernly [41:19] portion and you read it [41:20] the northernly portion [41:21] of our parcel [41:22] right well we don't [41:23] know we haven't even played [41:24] it out we haven't done the [41:25] drainage plan on it we [41:26] don't know that if [41:27] it can't go there [41:28] we have to come back [41:29] here and go through a [41:30] rezoning to change [41:31] the stipulation and [41:34] that's our concern would be w [41:37] provide mr. Xander's [41:38] property with access point [41:40] at the southeast corner [41:41] make sure [41:42] it has roads make sure [41:43] it is sewer and water we [41:44] absolutely agree to that but [41:45] to say how that road has to [41:47] connect through our [41:48] property before we've done [41:49] any kind of [42:06] y that's [42:07] where the flows are [42:08] yeah there's lots of [42:09] drainage [42:10] any time but it but [42:11] adjacent to Grand Avenue is [42:12] where this [42:13] is supposedly supposed to [42:14] go there there is some [42:15] accommodation for [42:16] runoff of Grand Avenue that [42:18] to maneuver through and so [42:20] I'm not [42:21] an engineer I can't tell you [42:23] or not work today [42:24] I just wish we [42:25] had a little bit more either [42:26] time or flexibility [42:28] to provide exactly [42:29] what mr. Zander once okay [42:33] we've got so somebody else w [42:36] you want to speak [42:37] again mr. Zander okay I ema [42:44] last Thursday so he's [42:46] had them for a while [42:47] he's also my rezoning attorn [42:54] I was just going to ask what [42:57] lemon a course but these [43:01] are my two issues [43:03] hundred seventy Fifth Avenue [43:04] if they go through the [43:05] planning process and [43:06] they put a final plan on [43:08] it and that road hundred sev [43:12] then that I have no access [43:16] up there [43:17] so when I'm saying is like [43:18] let them build and they've [43:20] sent Maps out and showed me t [43:22] have the road system [43:24] on that side so once that [43:26] gets developed and City thenn [43:30] go away and then [43:31] all these properties [43:32] have access over 276 [43:34] on have newer they want to re [43:37] to the to the southeast corne [43:40] only location I consume my p [43:43] out there when that so [43:45] right now there's a [43:46] map of dedication [43:47] shows a right away [43:48] where the city would [43:49] require Water and [43:50] Sewer lines to come up to [43:51] the southeast Corner [43:52] property alls I'm saying is [43:54] that if they want to APA ded [43:58] because I'll have my [44:00] access up to the north I I w [44:04] water and sewer [44:05] so I've seen a [44:06] plan of theirs and it shows [44:08] a role of a lot south on the e [44:10] of my property and there's [44:11] a street right below it [44:13] and there's no [44:14] wash over there [44:16] there's it's just [44:17] flat desert to strain X2 Gran [44:21] all the water is on over [44:23] on the other side of 176 [44:25] Avenue right so so [44:28] my in really you want you [44:30] when you talk [44:31] about actions you want [44:32] access something I have a [44:35] currently have access to [44:36] Norwich alls I'm saying is [44:38] is that I have [44:40] two access points up in [44:41] Norwich right now so I have [44:44] one of them is on [44:46] 170 Fifth Avenue alls I'm say [44:48] rid of that that's [44:49] okay with me I just want to m [44:52] to 176 okay okay [44:57] can I ask Bill question yes [44:59] it will who realignment of [45:03] one 75th did we do [45:04] that or did you do that as [45:06] applicant let [45:08] mayor let me pull up [45:09] an exhibit if I can I don't k [45:11] our because we're [45:12] talking theoretical maybe if [45:14] of us would be easier to [45:15] so when we originally [45:17] purchase or [45:18] our client I mean not we [45:21] originally let me just go [45:23] to ok this is a [45:25] good map so this is where [45:29] it 's a it's not [45:31] even our alignment [45:32] today or it's not a roadway [45:33] it's a potential future [45:35] roadway as it [45:36] goes north so if [45:37] you look at the bottom [45:38] portion the [45:41] top the top one the the [45:43] two arrows on the bottom [45:44] are where 176 goes up [45:46] and connects with [45:48] what would be the [45:49] frontage and then [45:50] then Norwich and [45:51] so as we said we're [45:52] going to incorporate this [45:53] 150 acres we [45:54] sat down with staff and [45:55] said but that's going [45:56] to be a mer we're going to ta [46:01] contain it's going to [46:02] hit Norwich and [46:03] Grand Avenue about 150 feet [46:05] away so why don't we [46:06] push all the traffic West [46:08] so the bottom exhibit [46:10] shows how we would [46:11] realign the traffic to the [46:13] West over two hundred 676 [46:15] and we went through design [46:17] shreds with staff [46:18] we went through traffic [46:19] movement patterns to show [46:21] if we're [46:22] going to incorporate Burke E [46:27] make sure the traffic [46:28] is going to get to the [46:29] right place and so there isn' [46:32] at Norwich and and [46:33] Grand Avenue so it was [46:35] our intent to correct a [46:38] potential future [46:55] t will have multiple accesspoin [46:57] honestly the best place to [46:58] do that is to [46:59] separate all that traffic [47:00] some goes up the [47:01] grand sum goes at 176 some [47:03] go south and I [47:04] saw mr. Zander [47:05] Greece is that he thinks I [47:06] realized was fine Uso and you [47:11] kind of did because we saw [47:12] that it would be a problem [47:13] okay and if you look [47:14] at kind of okay [47:15] so this is this is a [47:16] good opportunity to so the [47:18] Kevin S [47:19] property is the property [47:20] that we're talking about [47:21] that mr. Zander [47:23] the lighting to the West is [47:25] sort of what this [47:26] potentially could look like [47:29] that [47:30] full connection that would [47:31] go up to 5th and hit [47:33] right at that nightmare [47:34] point and [47:37] doing it West over [47:38] 276 some of us actually [47:39] going to go south for sure [47:41] and so it today [47:43] what we're proposing [47:44] through the stipulation [47:45] is that Kent cult a sack wou [47:49] so that little [47:50] arrow off to the [47:51] to the right [47:52] he has a cul-de-sac [47:53] of paved access [47:54] point on the [47:56] access road would come [47:57] down and it ends [47:58] at his property [48:02] then he would have multiple [48:03] points into our development [48:04] to wear his [48:04] kind of dispersed [48:05] on two different roads [48:05] and not all [48:06] go straight North and so [48:08] that's the idea we [48:10] don't know exactly what that' [48:12] going to work with Kent [48:13] on we're on [48:14] his property he wants [48:15] to access that road [48:17] we're also going to [48:18] agree to a another [48:20] road access point to the [48:21] southeast corner where [48:22] sewer and water will come [48:23] up there [48:24] and again the step I read andy [48:26] generic step that [48:27] requires us to do [48:28] that but in a you out way no [48:34] it this way go here [48:36] do it exactly that way [48:42] and so I think [48:43] our stip does exactly what [48:44] mr. Zander [48:44] step says I've got [48:44] you know I've got some [48:45] copies here I'm going to [48:46] hand them out for lack of [48:46] better words [48:47] what you'll see is the [48:47] very top stipulation was Ken [48:50] week then [48:51] the second one is our [48:52] red lines and the bottom [48:53] one is a [48:54] shortened version of [48:55] Kent's tip from last week [48:57] the ones tonight kind of a [48:59] morph ation of those [49:00] I think staff took [49:01] Kent's issues and [49:02] redraft to them and made [49:03] them I only saw those [49:05] today but they're generally [49:06] the same thing so let me [49:07] hand those out mayor [49:12] while he's doing that I did [49:13] have a question since we [49:14] have it pulled up [49:15] sure for that [49:16] Norwich Grand Avenue [49:17] intersection what [49:18] what's the plan [49:19] for that area are we [49:20] looking at a future [49:22] traffic signal as well or no [49:27] whoever wants to take [49:28] a crack at it hello mayor c [49:34] at it let's go obviously we' [49:37] up there there are traffic [49:40] group studies that are [49:41] designing a signal and or w [49:45] is going to be there ADOT [49:47] is not the easiest [49:48] person to work with [49:49] in terms of trying to figure [49:50] out exactly what they [49:51] want when they want and [49:52] then it changes a year [49:53] later as I know Jody [49:55] Jody knows firsthand [49:56] she's been knee-deep [49:59] us get through but yes there [50:01] studies that we will do [50:03] work with your Traffic [50:04] Engineers [50:05] at your City to figure [50:06] out what makes [50:07] the most sense [50:08] they're most likely down the [50:11] so that's a [50:12] no potentially would be [50:13] developer [50:14] driven just like the one off [50:15] of Williams and the one I [50:17] Grand in Deer Valley [50:18] it's possible [50:19] yeah I can only talk [50:20] to the other two because [50:21] we're more intimately involve [50:24] you exactly those okay [50:27] thank you so again the the [50:29] bottom stipulation is a [50:34] want to make sure [50:35] can has it too [50:37] it is a shortened [50:38] version of the top stipulatio [50:40] Kent last week [50:41] to us through an email [50:43] you can see the red line vers [50:45] and it's more generic it [50:47] effect to exactly where [50:49] on the parcel a road [50:50] has to come but you can see [50:51] North [50:52] Copper Canyon shall provide [50:53] local connection [50:54] from the adjacent [50:55] final plan to the southeast [50:56] Corner that corner that [50:57] he wants sewer and water [50:58] and access to absolutely sec [51:02] any abandonment so if [51:03] we do an abandonment of [51:05] 176 Street [51:06] we're not going to [51:07] remove legal access for him t [51:10] he's talked about tonight [51:11] into varies more [51:12] specific steps Elation covers [51:17] give our team a little bit [51:18] more [51:19] flexibility to engineer [51:20] what needs to happen I'm [51:22] sure Ken has now read it and [51:25] but I'll defer to mr. [51:26] Zander okay thank you boo [51:44] man Hastings if we were standd [51:48] some lines and Roads [51:49] if you don't have washing [51:50] I would probably say [51:51] hey I should know [51:52] that information because [51:53] we're at the planning stage [51:55] I just don't want to [51:56] handcuff because [51:58] if we're wrong we have to [51:59] come back in here and [52:00] modify the stipulation becaus [52:03] the mayor's point I [52:04] do feel like he should have [52:06] some sort of protection [52:08] but I just I don't know how [52:09] specific thank you Jack so [52:13] I've read through this and [52:17] and but I didn't this the fi [52:20] put a street up there so I [52:24] agree with their [52:25] stipulation yes [52:27] oh wow okay well that never [52:29] happy right I grew up [52:30] with two sisters and it was [52:32] very similar I was the [52:33] middleman I seems like we wer [52:35] point here which is good [52:38] okay well let's see toes sti [52:43] is Haney's which one is [52:45] cursive [52:46] yeah maybe let's reread we [52:47] have we have a motion [52:48] on the floor can we [52:49] amend the motion [52:50] Robert yeah but we had [52:52] sex and I need Clarity [52:54] this is one [52:55] stipulation now so is that [52:58] in lieu of both C and D [53:01] such is not my understanding [53:04] Eden now will ya [53:05] we'll get to yours a lot toda [53:12] I'm so so someone let's see [53:18] so someone moved to approve [53:22] ordinance pre-owned [53:27] 20 23 2009 subject to the [53:31] stipulations the city attorned [53:33] into the record okay good [53:35] thank you Robert [53:39] so someone make that motion [53:40] okay so we need that [53:41] motion dry [53:43] and then that that [53:44] will supersede the [53:45] motion that curse put on the [53:45] floor before I think so [53:46] okay everybody clear on it [53:49] I just want the record [53:50] to be clear on what you're [53:51] acting all right and this is [53:52] FS 12:45 so the right [53:55] no 20 2309 isn't yes 309 [54:04] I move to approve ordinance [54:07] 20 23 2009 subject does [54:09] to the stipulations [54:10] that the attorney is going to [54:19] okay sighs all right [54:20] no and so suction one [54:24] f ordinance number 20 2309 [54:29] will read as follows [54:33] PA D major PA [54:34] D Amendment The Bert [54:35] PA D is hereby repealed [54:37] and the north Copper Canyon [54:38] PA D is here with [54:40] amended to reflect [54:41] incorporation of the [54:42] property formally encompassed [54:45] Associated development [54:46] standard changes subject [54:48] to the following [54:51] and I believe there will be [54:52] four a development and [54:55] use of the site should be cone [54:57] PA D Amendment [54:58] document entitled [54:59] First Amendment [55:00] North Copper Canyon [55:01] planned area development [55:02] prepared by [55:03] Cortland homes Inc data [55:05] January 19 20 [55:10] 23b non-compliance with the [55:42] number 1985 to 24 28 to [55:48] along APN 50 3-7 T Dash 0 [55:52] 05 a frontage on [55:55] 170 Fifth Avenue [55:56] will not remove legal [55:58] access to AP n 50 3-7 [56:05] T Dash 0 05 a and then [56:06] stipulation D will read [56:07] prior to the [56:07] first home sale within [56:08] the north [56:09] Copper Canyon PA D the [56:10] traffic signal at the [56:11] intersection of Deer Valley [56:15] operational [56:17] and I believe those are the [56:18] stipulations [56:26] I'll do the second okay [56:28] there was in the last [56:30] emulation regarding [56:31] the traffic signal I think [56:33] councilman Haney had [56:34] mentioned the [56:35] new Burke property [56:36] any home sale within [56:37] the new Burke [56:38] property right [56:39] prior to that [56:40] the signal would be [56:41] not so North Copper Canyon is [56:43] we have home sales [56:44] pending tomorrow and they'll [56:46] get that one done [56:47] correct that prior [56:48] to the first [56:54] home sale [57:25] thank you very much [57:29] all right well item number [57:33] 13 consideration and actionpe [57:37] library advisory commission [57:39] Oren has 20/20 3-10 [57:41] welcome mayor [57:43] members of the council [57:44] I'm here tonight to present [57:46] you consideration action for [57:49] library advisory Commission [57:50] this is something I'm persona [57:53] because from the moment we [57:54] decided to bring the [57:55] library operations in [57:56] house it was all [57:57] about the residents and [57:58] of other community in [57:59] this is an Avenue that we're [58:01] do so all right [58:05] so a little [58:06] bit about this commission [58:07] it is based [58:08] much like many of our other a [58:11] resident volunteers [58:12] who will meet monthly and [58:14] are supported by a [58:15] staff liaison [58:16] Catherine Smith and men will [58:17] serve as our staff [58:19] in that capacity [58:20] issues our city librarian [58:21] the [58:22] mission of our commission [58:23] is to support and [58:24] promote Library [58:25] services that meet the specif [58:27] community Through policy [58:29] programs and engagement [58:32] mention a big component of th [58:36] and we've loved hearing [58:37] all of the ideas [58:38] the thaws the [58:39] opinions of our residents [58:40] of our patrons this [58:41] is going to be a [58:42] route that we can really [58:43] harness all of those [58:44] and they can work with Cather [58:46] we can Implement and really [58:48] design [58:49] the also participate in [58:50] the library [58:51] policies reviews future [58:53] planning and will serve [58:54] in an advisory role [58:55] to our city [59:00] so with all of that excitementt [59:02] creating [59:03] our library commission [59:04] so once we make action tonig [59:08] we will be able to start [59:09] accepting applications [59:11] we do have [59:12] seven positions to fill [59:13] so that'll take us a little [59:14] bit to collect all of [59:15] our qualified [59:16] candidates but once [59:17] we feel like we got a good [59:18] number [59:19] will collect our committee [59:20] they will do all [59:21] their interviews all [59:27] the fun formalities and [59:28] get back to you [59:29] for city council approval [59:29] so our goal is to about [59:30] run the time early fall [59:31] once you get [59:31] back from summer break [59:32] we'll have [59:32] some reviews for you so [59:34] okay with that [59:36] councilman Hastings think of [59:41] we have a surprise [59:42] ours culture and [59:43] Library Department [59:44] we've a surprise [59:45] arts and culture commission [59:47] so what would you say to some [59:50] combine the library sighs art [59:55] wonderful yeah so both [59:57] commission's will be [59:58] under myself [59:59] what I would say [1:00:00] to that is that what the [1:00:01] arts and culture [1:00:02] commission does [1:00:03] is vastly different [1:00:04] than what the library [1:00:05] condition will do so both [1:00:07] are very specialized [1:00:08] arts and culture really [1:00:09] focuses on the [1:00:10] art the public art in [1:00:11] the city of surprise [1:00:12] whereas the library commissioy [1:00:17] policies those are very the g [1:00:23] some leeway with those [1:00:24] but at the same time [1:00:25] some of those [1:00:26] are very strict and [1:00:27] how those policies are [1:00:28] created so my [1:00:30] caution with that would be [1:00:31] that we're going to lose [1:00:32] some of that technicality [1:00:34] but at the same time [1:00:35] our commission's will work [1:00:36] together the department is wo [1:00:39] cohesively blend those [1:00:40] divisions [1:00:41] so while there's lots of [1:00:42] synergies this gives them [1:00:43] the opportunity to kind of [1:00:44] shine on their own [1:00:45] okay cool thank you [1:00:49] comes from one client [1:00:49] thank you ma'am I am [1:00:51] super excited [1:00:52] just like you are [1:00:53] that we're doing this [1:00:54] I think being able to [1:00:55] reach out to the residence [1:00:57] and find out after what [1:01:00] 20 years of [1:01:01] telling them what the library [1:01:03] them and [1:01:04] turning it into what [1:01:05] they wanted to be [1:01:06] and how they wanted to be [1:01:08] utilized and how they [1:01:09] want it to [1:01:35] issues [1:01:36] within our community of [1:01:38] that are necessary so [1:01:40] I fully support [1:01:41] what you're deciding to do Kes [1:01:45] point I really appreciated yo [1:01:48] librarian as we call her [1:01:50] and have really done a great [1:01:51] job so thank you okay [1:01:54] councilman hey me [1:01:56] hey c'mere [1:01:57] Kelsey is there a [1:01:58] minimum age require for [1:02:00] someone that would want to [1:02:01] apply to be on the [1:02:05] that's a wonderful question [1:02:07] for a city clerk [1:02:08] I actually think [1:02:09] of fall with all the [1:02:10] other boards and commissions [1:02:11] 18 years of age okay [1:02:13] but we do have [1:02:14] volunteer opportunities [1:02:15] for 12 [1:02:16] and up so just because they c [1:02:18] doesn't mean we don't want [1:02:19] them in our library [1:02:20] serving so if you [1:02:21] have someone in mind to us [1:02:22] why I'm well [1:02:23] obviously we're now [1:02:24] changing into [1:02:25] a multi-generational city [1:02:26] and specifically [1:02:27] thinking of libraries are [1:02:28] love to have youth [1:02:30] representation being [1:02:32] 40 Jake [1:02:33] planning on where we want [1:02:34] the libraries to go [1:02:35] in the future it'd be very [1:02:37] beneficial in my [1:02:38] opinion to have member that's [1:02:41] on the commission to be able [1:02:43] in addition to the other [1:02:44] perspectives that we have [1:02:46] and we do have a teen advisor [1:02:49] formal capacity but [1:02:51] so we are totally [1:02:52] on par with you so [1:02:53] while it might not be take [1:02:55] Council action we are [1:02:56] totally good [1:02:57] for having the teens and [1:02:58] youth participate okay [1:03:02] rt your re [1:03:05] you're right yeah I was just [1:03:06] going to say it's great [1:03:07] to have them participate in [1:03:09] an informal [1:03:11] word we run into [1:03:19] legal issues and [1:03:19] liability issues with [1:03:20] minors taking Oaths and [1:03:20] performing formal functions [1:03:21] of board members on [1:03:23] board such as this [1:03:25] but I'm sure that [1:03:28] armaments going to implement [1:03:29] and utilize the [1:03:36] chain and [1:03:37] more informal student [1:03:37] council type words [1:03:38] it is in fact it's very [1:03:39] informal it's [1:03:39] we're giving a little extra [1:03:40] power to these teens but [1:03:42] okay makes sense [1:03:45] yeah Rob are you saying the [1:03:46] oath I took as a [1:03:47] youth council member way [1:03:48] back when is invalid down [1:03:50] I've got on the water [1:03:51] resumes we'll talk later [1:03:56] no [1:03:57] II want to say it's invalid [1:03:58] but but per state law [1:04:01] there's there's certain [1:04:03] requirements [1:04:04] of of holding a public a [1:04:06] formal public office [1:04:08] in into problems if we [1:04:10] had miners [1:04:11] serving in that formal [1:04:12] capacity exam it's good [1:04:14] point questioner Judd [1:04:17] thank you bear [1:04:19] thank you Kelsey so it says [1:04:22] Financial impact and 0ft [1:04:24] impact to implement this [1:04:26] so we're not [1:04:27] dedicating any staff [1:04:28] time to this or any [1:04:29] resources at all [1:04:30] no additional increase what [1:04:34] do we expect the cost to be [1:04:37] great guy to run [1:04:39] a commission [1:04:40] so there would be no [1:04:41] additional increase [1:04:42] everything that will be [1:04:43] involved it'll increase but [1:04:46] what does it cost I mean the [1:04:49] there's extra money somewhere [1:04:51] so what is the cost [1:04:52] to add another commission [1:04:53] we're using extra staff [1:04:54] time from our city [1:04:55] library and so she's [1:04:56] been very busy [1:04:57] standing up our library trans [1:04:59] so we see that role as [1:05:02] that's what kind of what [1:05:02] that would be so when we [1:05:03] built that we had that in mind [1:05:06] Catherine's doing this [1:05:07] but as this commission [1:05:08] comes on as we kind of [1:05:09] evolved that's where her [1:05:11] / Focus will then lead [1:05:13] okay and I love the idea [1:05:15] of adding another commission [1:05:16] of mean it's one of the best [1:05:18] involved and it's one of the e [1:05:21] city so this is just another [1:05:23] someone who's really [1:05:24] likes to libraries to [1:05:26] participate and help us [1:05:28] thank you very good [1:05:32] this is a public meeting [1:05:34] so I'll open the [1:05:35] public meeting anybody would [1:05:39] yummier oh yeah I'll close t [1:05:46] ask for a motion please I [1:05:48] moved to approve ordinance [1:05:50] 2020 3-10 so cond [1:05:54] and moved and seconded [1:05:55] please cast your vote [1:06:05] ber [1:06:06] 14 this is a [1:06:08] presentation and discussion [1:06:09] pertaining to the 2017 [1:06:11] General obligation [1:06:13] Geo Bond update well ome [1:06:16] mayor just a quick [1:06:17] question you sure [1:06:18] I believe this is [1:06:19] placed on the agenda by [1:06:20] councilman it was and he [1:06:23] might have some specific ques [1:06:27] item item number 14 he did [1:06:30] yeah so I'm wondering if we s [1:06:32] he's here no he he [1:06:36] delegated that to me [1:06:38] by phone today thanks sir [1:06:40] he knew he was going to [1:06:41] be here and good [1:06:42] point though he said whatever [1:06:46] okay all right well good [1:06:48] I was excited [1:06:50] this presentation so [1:06:51] they can take that dream [1:06:52] away from me today [1:06:54] all right now to [1:06:56] Mayor and Council tonight [1:06:59] here talk about [1:07:00] 2017 Geo Bond update really [1:07:02] not just an update but more [1:07:04] vague final closeout kind of [1:07:05] summary of what we did in [1:07:07] come where we've been [1:07:09] as we're aware [1:07:11] in November of 2017 [1:07:13] we went to [1:07:14] voters with an election for [1:07:19] General obligation Bond it has [1:07:22] on that ballot we had questi [1:07:25] to for traffic congestion [1:07:27] mitigation in 34 pavement pr [1:07:31] by our residents and so her [1:07:35] happened next [1:07:36] so a lot of our [1:07:37] communication with [1:07:39] a residence at that time we h [1:07:41] we had discussion [1:07:43] a couple of those goals reall [1:07:47] within five years [1:07:48] so we had the [1:07:49] election in November of 17 [1:07:51] of the time the [1:07:52] paperwork happens really the [1:07:53] fiscal 18 through [1:07:54] 22 all the [1:07:55] projects were completed [1:07:56] I will say that the [1:07:58] land was purchased in [1:07:59] July of 22 [1:08:01] technically miss it that one [1:08:02] by a month and there's a [1:08:04] few final closeout [1:08:05] costs coming [1:08:06] through full transparency [1:08:07] here there's some clothes th [1:08:10] were complete and being [1:08:12] by the city providing those [1:08:13] services to Residents [1:08:14] in that five-year [1:08:15] window that [1:08:16] we had talked about [1:08:18] the other goal that we [1:08:19] stated was our [1:08:20] text estimate so [1:08:21] with the Geo Bond [1:08:22] one of the reasons [1:08:23] it selected approved by our [1:08:25] residents is it does [1:08:27] create a secondary property [1:08:28] tax that secondary property [1:08:30] tax pays The [1:08:31] Debt Service payment off [1:08:33] so what we told [1:08:34] those residents [1:08:35] is that we had [1:08:36] estimated no higher than [1:08:38] point for two to six in fiscal [1:08:43] after we issued that debt [1:08:44] we were at point 4 2 [1:08:46] and then from 20 to 23 [1:08:48] we've been at [1:08:49] point three eight eight zero [1:08:50] which for each [1:08:52] hundred thousand [1:08:53] of limited property [1:08:54] value of your home [1:08:55] that's not market value that' [1:08:57] from the county is $39 [1:08:59] per year that you pay that [1:09:01] a resident pays for this [1:09:03] text for this [1:09:04] Levy for that Bond debt [1:09:05] issuance that we have two of [1:09:11] so the other thing really [1:09:14] through this process where [1:09:16] the market challenges [1:09:17] and I will say when [1:09:18] I started you know [1:09:19] when the team [1:09:20] here we have the CIP team [1:09:21] here or here [1:09:23] and when we start putting [1:09:24] this together [1:09:25] I will say it was [1:09:26] absolutely amazed and comple [1:09:29] extremely proud [1:09:30] of the team and what [1:09:31] they did like if [1:09:32] you look back at the [1:09:33] five-year window [1:09:34] of what we did what we accomp [1:09:37] I think it's amazing [1:09:38] and not only the one they wer [1:09:42] were quality we made sure [1:09:43] they provided our staff [1:09:45] internally and externally [1:09:46] those residents what [1:09:47] they need it so [1:09:48] some of those [1:09:49] Market challenges so that's ws [1:09:52] it was I thought it was [1:09:53] pretty amazing so anyways [1:09:55] would like to [1:09:56] inflation so over the [1:09:57] last five years we've had [1:09:58] record inflation [1:09:59] everyone's talked about it [1:10:01] really didn't really in [1:10:03] history in a very long time [1:10:05] supply chain issues [1:10:06] and a global pandemic [1:10:07] that was mixed in to the mid [1:10:11] those things and if [1:10:12] that wasn't enough [1:10:13] we also had a very [1:10:15] significant surge [1:10:16] in growth and not just [1:10:17] surprised but in [1:10:18] the state of Arizona [1:10:20] when we were going through [1:10:21] these projects we knew [1:10:22] we would experience growth [1:10:24] however we [1:10:25] definitely didn't project [1:10:26] the amount of [1:10:27] growth that we did see so [1:10:29] projects that we had [1:10:31] we looked at growth and [1:10:32] expansion and when we [1:10:33] scoped them so in addition [1:10:35] there was also [1:10:37] there's a lot of like I said [1:10:39] well so there's a lot a [1:10:41] vlaar JH scale construction [1:10:43] projects happening [1:10:44] throughout the state and what [1:10:46] a lot of pressure [1:10:47] on the construction [1:10:48] market so [1:11:06] so [1:11:07] visually I like to [1:11:08] visual so I wanted to show [1:11:10] project construction [1:11:11] when our [1:11:12] timeline so when our [1:11:13] projects happened [1:11:14] and then overlaid with [1:11:15] that construction [1:11:17] so you can see that [1:11:18] blue line that goes across [1:11:20] is the construction [1:11:21] inflation starts in [1:11:28] 2017 [1:11:29] we're about five percent in [1:11:29] the end of 2020 to we end [1:11:30] just above 25% so over that d [1:11:31] it increased [1:11:33] twenty percent on average [1:11:34] some areas were greater somew [1:11:36] but that was the [1:11:37] average inflation [1:11:38] for that time period [1:11:39] so the purple bars [1:11:40] that's when we [1:11:41] started the project and when [1:11:42] we finish the project so da [1:11:48] of projects going the [1:11:52] other thing I mentioned was [1:11:54] growth so we [1:11:56] projected growth we New Growt [1:11:59] it was definitely came in [1:12:00] stronger so the [1:12:01] projects that we scoped [1:12:02] originally 2016 2017 [1:12:05] before we went [1:12:06] out for that election [1:12:07] we wanted to make sure that to [1:12:09] serve Us in the be the [1:12:11] most efficient facility [1:12:12] to offer those services [1:12:14] so three of the [1:12:16] I guess biggest [1:12:17] changes that we made that [1:12:18] were most significant [1:12:23] of the public safety [1:12:23] evidence Readiness Center [1:12:24] we ended up [1:12:24] combining a lot of separate [1:12:25] projects [1:12:26] into one to be more [1:12:27] efficient to allow for [1:12:28] a little larger [1:12:29] area to have [1:12:30] some growth it's [1:12:31] definitely cheaper [1:12:33] to add some square footage [1:12:35] in a thoughtful way [1:12:36] then try to either build [1:12:37] another building [1:12:38] or add it on later we added [1:12:41] for Bay's to [1:12:42] the evidence room [1:12:43] and then we had some [1:12:44] dedicated defense [1:12:45] tactics W room [1:12:49] some additional space [1:12:50] just to ensure [1:12:50] we could provide [1:12:51] proper training storage and [1:12:52] for public works that's anoth [1:12:55] expanded for growth we added [1:12:56] five Bay's for that one [1:12:58] and then also [1:12:59] expanded Bay's to [1:13:00] Future lifts we did install t [1:13:02] they're ready to go when [1:13:03] we need [1:13:04] some that future capacity [1:13:06] what l Road that's another [1:13:07] one where not just residentia [1:13:09] but commercial when Costco a [1:13:12] we wanted to [1:13:13] do everything we could [1:13:14] to ensure they [1:13:15] opened on time so [1:13:17] fortunately the [1:13:18] timing of the Y Del [1:13:23] our opening was close enoughtha [1:13:25] whatever [1:13:25] Road was built with [1:13:26] extra turn Lanes [1:13:27] with all it [1:13:28] needed because of the [1:13:29] demand that Costco is [1:13:30] bringing in we also [1:13:31] worked with their [1:13:32] team to tie in Sayreville [1:13:34] and the other [1:13:35] roadways that they needed [1:13:36] to help limit traffic [1:13:38] impacts to our residents [1:13:39] so we try to do it all [1:13:40] at once make it as efficient [1:13:43] tightly so those are [1:13:44] come about those changes [1:13:45] job thank you [1:13:49] you the team did a great job [1:13:50] so when I talk to about [1:13:52] grills so I got to talk about [1:13:54] up what I'm saying right so [1:13:56] in total we are final [1:13:58] project cost at the end we're [1:14:02] the original project [1:14:03] costs when we took [1:14:04] when we talked to Residents [1:14:05] with sixty six point nine [1:14:07] we asked for 59.5 of [1:14:09] Geo Bond money [1:14:10] and the rest was identified [1:14:11] as impact fee money [1:14:13] some from Solid Waste those [1:14:16] so we knew we're [1:14:18] additional sources of [1:14:19] her than the Geo Bond [1:14:21] so in total we had an [1:14:23] overage of 10.5 and all the [1:14:25] projects which equates to [1:14:29] 15.7% which I think without eh [1:14:30] in the scope changes [1:14:31] actually [1:14:32] beat inflation itself [1:14:33] of the 20% that we saw [1:14:35] so yes continue [1:14:36] to brag about that [1:14:38] but if you [1:14:39] look at the funds [1:14:40] I talked about growth [1:14:41] being a significant reason [1:14:43] why we had [1:14:44] that ten million dollar [1:14:45] overage [1:14:46] so development impact fees [1:14:47] that's equates of that [1:14:48] 10 million about [1:14:50] 41 percent came from [1:14:51] Impact fees [1:14:52] solid waste does [1:14:53] not actually have its own [1:14:54] impact fee [1:14:55] so that one point not 1.8 was [1:14:59] it comes from the operating [1:15:00] fund since [1:15:01] there is no longer the [1:15:03] fee for that [1:15:04] and then our general [1:15:05] Capital 1.2 Transportation [1:15:07] 2.6 so that's really where [1:15:09] the additional funding came [1:15:12] for those projects [1:15:14] so with that I will move [1:15:16] into the pretty pictures [1:15:18] so this is the Fun [1:15:19] Spot so we have station [1:15:22] 30 for this is on [1:15:23] Happy Valley and 163rd [1:15:25] this replaced the temporary [1:15:27] temporary station 304 [1:15:30] in this [1:15:31] is another one that we [1:15:32] definitely built [1:15:33] larger for growth [1:15:35] we knew it was going to grow [1:15:36] out there so there is some ex [1:15:50] we [1:15:51] also built station 308 [1:15:53] this is on [1:15:54] Litchfield and Cactus this [1:15:56] one is to maintain [1:15:57] level of service in [1:15:58] addition to serve our [1:16:00] industrial park [1:16:01] that commercial [1:16:02] growth coming in [1:16:03] more residential that industr [1:16:05] expanding in this helps make r [1:16:07] service in the so [1:16:11] here's one [1:16:12] that I talked about with the [1:16:13] growth the public safety [1:16:14] the evidence [1:16:15] right in the center [1:16:16] and Training Facility [1:16:17] I know there's a lot of [1:16:18] bands in there but it was [1:16:19] fun so I left [1:16:21] and so we decentralized it [1:16:22] there you know [1:16:23] previously we had [1:16:23] buildings and stuff [1:16:25] all over the place so it was [1:16:28] much more [1:16:29] centralized it's efficient [1:16:30] our equipment you swap [1:16:32] Vehicles Fire [1:16:33] apparatus stuff [1:16:34] that's not held me be at [1:16:35] a fire station [1:16:38] is held here it's efficient i [1:16:40] those babies [1:16:41] and all of that comes [1:17:12] of stuff [1:17:12] built for growth as well [1:17:13] so the sign chop all of [1:17:14] that has a little room for [1:17:15] expansion and all of our [1:17:18] projects sure that we didn't [1:17:24] and as [1:17:25] you know definitely in financa [1:17:27] budget amendment come in [1:17:28] later for something [1:17:29] we maybe we didn't think [1:17:30] through it did right so [1:17:31] there's definitely some [1:17:32] enhancements that [1:17:33] we made our I remember [1:17:34] talking about [1:17:35] asphalt we had some of the [1:17:36] driveways in this [1:17:37] facility with asphalt [1:17:38] and we discussed it [1:17:40] we said really that's not [1:17:40] going to last as long [1:17:41] we're going to be [1:17:42] fixing that later so [1:17:43] we got proper [1:17:44] concrete we got [1:17:45] concrete that's [1:17:50] oh so much about you knowconcr [1:17:53] in a couple of years [1:17:54] and have to replace it and [1:17:55] be more costly [1:17:56] so we definitely tried [1:17:57] to be mindful of [1:17:58] let's do it the right way [1:17:59] and do it the quality way [1:18:02] so roads so we also [1:18:04] had some roads [1:18:05] we know we need more roads [1:18:06] but these are at least some [1:18:08] help and definitely [1:18:09] some mitigation that [1:18:10] traffic [1:18:11] that we did so we had [1:18:12] Waddell that I talked about [1:18:13] earlier we had [1:18:15] Greenway Road as well and I [1:18:19] promise that is actually [1:18:20] Greenway Road now you can't [1:18:21] tell [1:18:21] and then Litchfield Road [1:18:22] improvements [1:18:24] the other one we had was pain [1:18:27] total we did 13 different [1:18:29] projects and about 80 miles [1:18:31] of pavement preservation with [1:18:34] received so with that and [1:18:38] I guess I'm all closed and ju [1:18:40] to think the CIP [1:18:41] team and everyone involved [1:18:43] I think the [1:18:44] result really shows how [1:18:45] well rates you know we defini [1:18:48] together to figure [1:18:49] out what's the best way [1:18:50] forward with the Departments [1:18:51] s you know with [1:18:52] fire with police with [1:18:53] all the Departments involved [1:18:55] finding it CIP Public Works C [1:18:58] to make sure [1:18:59] we gave a quality [1:19:01] products to our residents [1:19:02] yeah so any questions [1:19:04] comments do we have [1:19:07] many changes to the plans [1:19:09] many n the a lot of the [1:19:12] projects that we mesh were [1:19:14] construction really gets to [1:19:15] you in terms of cost [1:19:16] because when you [1:19:17] start making change yes [1:19:20] so we had so a lot of the st [1:19:25] and you have [1:19:26] change order so yes we [1:19:27] absolutely we have changes a [1:19:30] differently depending on the [1:19:31] contract that you have [1:19:32] okay and where the risk is [1:19:34] okay so if you have a [1:19:35] construction manager at risk [1:19:38] than if you did a low bid [1:19:40] okay so there's a [1:19:42] final cost it has [1:19:43] to fall into that final [1:19:44] cost so it's not [1:19:45] necessarily beneficial [1:19:47] Ian it's a discussion [1:19:48] on the can't [1:19:49] just increase it [1:19:50] and say you have to pay this [1:19:51] I see I don't see any [1:19:54] other questions great [1:19:56] presentation thank you very [1:19:57] much all right [1:19:58] and thank you guys good job [1:20:07] okay item number 15 [1:20:08] consideration and [1:20:09] action pertaining to [1:20:10] an update on [1:20:11] Sober Living homes [1:20:12] including approval [1:20:13] of an amendment [1:20:14] to the surprise [1:20:15] Municipal Code establishing [1:20:17] short-term rental [1:20:18] regulations this is [1:20:19] ordinance [1:20:25] already [1:20:25] oh welcome Tracy [1:20:28] thank you ma'am or and [1:20:32] Council [1:20:33] it's always tough to follow [1:20:35] Andrea Davis and one of her [1:20:36] financial [1:20:37] presentations but here I am [1:20:40] so Tiffany and I are here [1:20:42] today to just update you [1:20:44] as you know we were [1:20:46] let me go [1:20:50] oh the clicker works [1:20:51] this way k we were here [1:20:54] last council meeting and [1:20:56] we had a lively [1:20:58] presentation with [1:20:59] which included some [1:21:00] public comments and robust [1:21:02] conversation [1:21:04] and input from all of you [1:21:05] so we went back to [1:21:07] the group that [1:21:09] following day [1:21:10] and we worked on some [1:21:11] of the recommendations [1:21:12] you all provided [1:21:14] kind of put those in some cato [1:21:17] so essentially what [1:21:18] we came up with and we [1:21:20] believe we considered every [1:21:22] single bit of [1:21:23] input we even went [1:21:24] back and watched [1:21:25] all the feedback from our [1:21:26] community members so [1:21:27] we think we've [1:21:28] captured it all we [1:21:29] welcome you to let us know [1:21:30] if we didn't so we're going t [1:21:35] items that you recommended [1:21:37] last time that it turns out [1:21:39] we have the ability to [1:21:42] impact without counsel approv [1:21:48] having to come to [1:21:48] you and have you all [1:21:49] vote on it we are going to [1:21:52] present as the this item [1:21:54] is titled some information [1:21:56] on a short-term rental [1:21:57] ordinance and [1:21:58] Licensing licensing [1:21:59] we didn't talk about [1:22:00] that last time so we're going [1:22:02] on that why [1:22:03] we've found that that [1:22:04] is important it's going [1:22:05] to help us close a loophole [1:22:06] and then we've got three [1:22:08] items that [1:22:09] we're going to come [1:22:10] back to you [1:22:11] if you're going to take [1:22:12] time to process [1:22:14] following the [1:22:15] legal requirements [1:22:16] but we will be back for [1:22:18] presentation to [1:22:19] all four Council action [1:22:20] on three additional items so [1:22:23] switch out with Tiffany [1:22:24] and she'll [1:22:25] she'll hit the details [1:22:31] good evening [1:22:33] so you may recall [1:22:34] this slide from our last [1:22:35] presentation [1:22:36] we've got some updated [1:22:37] figures for you [1:22:38] just to give an idea [1:22:39] of what [1:22:40] we're continuing to deal [1:22:41] with in the community as it [1:22:42] relates to the [1:22:44] unlicensed Sober [1:22:45] Living homes [1:22:46] that top number the investig [1:22:49] 70 when we were here [1:22:50] two weeks ago were up to 82 [1:22:53] Code Enforcement cases closed [1:22:56] that that number [1:22:58] voluntary compliance are [1:23:00] enforcement efforts [1:23:01] are working but just thought [1:23:05] this slide for comparison [1:23:08] so as Tracy mentioned [1:23:10] we have some efforts that we [1:23:13] put in place they [1:23:14] don't require [1:23:15] counsel action [1:23:16] one of those is an update [1:23:17] to the group home business [1:23:19] license process so we mention [1:23:21] our processes and figuring ou [1:23:24] you [1:23:25] can see here this is the [1:23:26] section of the city code [1:23:27] that allows the city to [1:23:28] reserve the right to [1:23:29] request any [1:23:30] information necessary [1:23:31] to issue [1:23:32] City business licenses [1:23:34] and so we have begun [1:23:35] looking SS very closely and i [1:23:39] and legal some immediate imp [1:23:43] initial application so we'rec [1:23:50] implemented what [1:23:51] we're calling our [1:23:57] 90 day holds so those [1:23:57] that come in and make an [1:23:58] application to the city and [1:23:59] are still potentially in the [1:24:00] licensing entity they can [1:24:01] essentially [1:24:01] hold their spot if they [1:24:02] meet the zoning we'll take in [1:24:07] the licensing process [1:24:08] with the state [1:24:09] entity come back [1:24:10] to us once they have that [1:24:11] and finish the licensing [1:24:12] process with us we are [1:24:15] actively vetting solutions [1:24:18] to take the group [1:24:20] home information and we'll to [1:24:24] as we're collecting [1:24:25] those locations and [1:24:26] contact information [1:24:27] not only [1:24:28] retaining that for business [1:24:29] licensing and [1:24:30] code enforcement but [1:24:31] geocoding that for [1:24:32] Public Safety as well [1:24:33] so they have that when they'r [1:24:36] 24 hours we have no longer [1:24:40] allowed group home [1:24:41] business licenses [1:24:42] to be eligible for the [1:24:43] automatic renewal [1:24:44] process so if you're the Burg [1:24:46] corner and you've been there [1:24:47] forever and you have [1:24:48] a city business license you c [1:24:50] renewal process [1:24:51] it's pretty easy for us to [1:24:52] tell that you're still there [1:24:53] you're still in business [1:24:54] you're still doing what [1:24:55] you need to do not as [1:24:57] easy so much for these [1:24:58] group homes and so [1:24:59] what we have what [1:25:01] we're in the process of [1:25:02] implementing our [1:25:03] annual inspections that [1:25:04] will coincide with that [1:25:06] so you come in for a renewal [1:25:07] code [1:25:08] enforcement and fire go out [1:25:09] and re-inspect the home [1:25:10] make sure you're still [1:25:11] meeting all of your license [1:25:13] requirements so [1:25:15] licenses would expire one yea [1:25:17] versus December [1:25:18] 31st of each year [1:25:42] eating an actual [1:25:43] packet that outlines all of [1:25:43] these changes and then [1:25:45] you beat me to my next [1:25:46] bullet which I'll campaign [1:25:48] to help [1:25:49] raise awareness about these [1:25:50] changes so we are working [1:25:51] on brochures will be [1:25:53] working with Communications [1:25:55] will also be working [1:25:56] with the police [1:25:57] department's Pio [1:25:58] to help get information [1:25:59] out through all of our [1:26:01] Avenues possible to raise [1:26:03] awareness about the changes t [1:26:06] obviously those people that a [1:26:08] thing we want to work with [1:26:09] those group homes so they cans [1:26:11] they can be educated [1:26:12] about these changes [1:26:14] and those [1:26:15] aren't we can educate [1:26:16] as as we're helping them [1:26:18] in other ways [1:26:20] that's what my client [1:26:23] I'll wait wait okay so the [1:26:25] next bullet is just that [1:26:26] we are also looking at [1:26:27] adopting some fees [1:26:28] related to the group home [1:26:29] business licensing we [1:26:32] want to because of the time t [1:26:34] staff to process those [1:26:35] two to implement the whole to [1:26:38] they're definitely [1:26:39] more costly to [1:26:40] staff than just [1:26:41] processing regular since and s [1:26:47] as a code enforcement [1:26:49] inspection fee so [1:26:49] fire has an inspection [1:27:22] can we go directly to [1:27:22] citation on any of these [1:27:24] violations and [1:27:52] Citation for that violation [1:27:52] as well and then in the [1:27:54] short term rental ordinance [1:27:55] before you tonight it is [1:27:56] proposed that we [1:27:57] would if we [1:27:58] discovered violations of that [1:28:00] to civil [1:28:01] citation as well so code [1:28:02] enforcement does have that [1:28:03] Authority and discretion [1:28:05] certainly we [1:28:07] intend to utilize that [1:28:08] when we find [1:28:09] unlicensed Sober Living [1:28:10] homes operating [1:28:12] especially where it's [1:28:13] negatively impacting our [1:28:14] residents our community and [1:28:15] the health of the people [1:28:16] in the home so we're [1:28:18] happy to report that we do [1:28:19] have that tool in our [1:28:20] tool belt now that said [1:28:24] violations of the internation [1:28:26] code in some specific [1:28:28] city code violations do [1:28:29] still require that [1:28:31] Code Enforcement issue a [1:28:34] for civil citation can be [1:28:38] the question was [1:28:39] also asked if [1:28:40] we're doing anything to [1:28:41] support other jurisdictions [1:28:42] or have have Outreach and [1:28:44] again vice mayor we have [1:28:46] a meeting scheduled next [1:28:47] week with Council representat [1:28:53] Pena we know is working with [1:28:54] the local police chief's code [1:28:58] we have a conference call [1:29:02] in May to talk about [1:29:04] recurring issues and so this [1:29:05] is today's item for that meet [1:29:09] reached out to [1:29:12] Weimar to engage in any [1:29:13] discussion and of course [1:29:15] HOAs and management [1:29:16] companies as we [1:29:16] develop these new processes [1:29:17] and have some education [1:29:19] materials that we [1:29:20] can hand out our intent [1:29:22] is very much [1:29:22] to work with those groups [1:29:23] as well to let them know abou [1:29:25] and who to contact if they [1:29:27] have questions [1:29:28] and where to report short [1:29:34] -term rental code [1:29:35] this is before you tonight [1:29:36] for consideration [1:29:38] adopting a short-term rental [1:29:39] code gives the city [1:29:40] additional oversight [1:29:41] to prohibit [1:29:42] potential nuisances that [1:29:43] can be created [1:29:44] in short term rental [1:29:45] facilities and to exclusivel [1:29:48] being used to sober [1:29:49] living facility so it's [1:29:50] another tool in our [1:29:51] tool belt to help combat [1:29:53] these unlicensed Sober [1:29:54] Living homes [1:29:55] and to prohibit transients [1:29:58] residency in the if [1:30:02] adopted this would become [1:30:03] part of [1:30:04] chapter 26 of the surprise [1:30:06] Municipal Code [1:30:07] it would be available [1:30:08] online and [1:30:09] enforceable 30 days [1:30:23] so [1:30:23] what does the short term [1:30:25] rental code require [1:30:26] it does require a [1:30:27] City license to operate [1:30:29] at each location so that [1:30:30] is similar to a group home [1:30:32] it requires registration [1:30:34] of a rental property with [1:30:35] Maricopa County [1:30:37] 24-hour points of emergency [1:30:40] neighbor noticed ation [1:30:43] posting the [1:30:44] property with the [1:30:45] City's License as a [1:30:47] short-term rental proof [1:30:50] of a valid TPT of [1:30:52] some general liability [1:30:53] insurance and then [1:30:56] he's got a question oh yes de [1:31:01] from the [1:31:02] sidewalk I don't know [1:31:03] that you'd be able to see it [1:31:06] posted inside the [1:31:06] residence but again that [1:31:07] there's neighbor notificationl [1:31:10] be required to be notified [1:31:11] that the property has been [1:31:13] licensed and then inside [1:31:14] the home there [1:31:20] dinner a conspicuous place that [1:31:22] with the city license [1:31:22] number how many neighbors [1:31:23] how far it is the [1:31:25] all of the adjacent [1:31:26] neighbors so immediately on [1:31:30] the home and [1:31:31] then the neighbors I believe [1:31:32] across the street and caddy [1:31:33] corner so anybody [1:31:34] that would be an immediate [1:31:35] proximity to view or be [1:31:37] impacted by [1:31:38] noise or things happening [1:31:39] within the home are we [1:31:40] able to modify that [1:31:41] so if you're walking [1:31:42] down the street in used as [1:31:45] a group home there [1:31:45] you could see [1:31:46] the license or [1:31:47] some sort of information [1:31:48] on the front of the house [1:31:49] to see that it [1:31:50] is being used as a business [1:31:53] I would have to defer to [1:31:55] Robert on that I'm not sure [1:31:57] I know that the [1:31:58] language that was [1:31:59] selected for the short term [1:32:00] rental code [1:32:01] was based off of [1:32:02] best practices in the [1:32:03] West Valley I don't know [1:32:05] if we have any limitations [1:32:06] on what we can [1:32:08] require for posting yes [1:32:11] as for the the notice [1:32:14] vice mayor what was [1:32:18] proposed in this is this is [1:32:21] specifically allowed in [1:32:23] the statute that governs [1:32:28] this as adopted by the [1:32:29] state legislature it allows [1:32:32] a the jurisdiction to to [1:32:37] require some posted notice [1:32:39] that gives a statement [1:32:42] as is drafted by the [1:32:43] jurisdiction and and the [1:32:46] the statement is [1:32:47] as we've drafted I [1:32:48] can read that in a minute [1:32:49] if you didn't see it in the [1:32:53] the order [1:33:04] and I believe [1:33:04] right now I was drafted we [1:33:07] require that to be [1:33:09] posted in a [1:33:10] conspicuous place [1:33:11] within 10 feet [1:33:12] of the primary [1:33:13] entrance of the [1:33:13] short term or [1:33:14] vacation home rental so [1:33:17] its primary purpose [1:33:18] is to give certain warnings [1:33:21] and notice to the [1:33:23] renter's of the rental [1:33:26] unit not necessarily [1:33:28] the neighborhood as [1:33:30] Tiffany said there is a [1:33:32] education requirement again [1:33:35] somewhat limited by Statute [1:33:37] but we [1:33:40] placed it in the ordinance [1:33:41] to the extent allowed [1:33:44] as for requiring an [1:33:47] owner to post [1:33:49] on the exterior of the [1:33:51] residence you know that [1:33:53] that's something we [1:33:56] likely could do [1:33:57] I think you'd have to [1:33:58] be careful that we have [1:34:03] you know sign [1:34:05] ordinances already in place [1:34:07] that may need to be [1:34:09] re-examined if you [1:34:11] were to adopt something like o [1:34:13] consider [1:34:14] the Aesthetics of a [1:34:15] neighborhood and and [1:34:17] not not require [1:34:19] signage on the [1:34:20] exterior of a residential [1:34:22] house [1:34:24] it could have implications [1:34:25] there so we probably [1:34:29] permissible but I [1:34:31] would suggest that it's some [1:34:34] probably [1:34:36] discussed in greater [1:34:39] we'll just [1:34:47] discussed because again [1:34:48] the consequences of now [1:34:48] requiring you know homes to [1:34:49] post are you [1:34:49] going to have them [1:34:50] posted in the yard [1:34:50] somewhere and what are the [1:34:53] neighbors [1:34:54] gonna think about that [1:34:56] I think there's some other [1:34:57] again to some [1:34:58] conflicts with our current [1:35:18] and then second for [1:35:20] anyone answers I see that [1:35:23] jumping ahead here [1:35:24] there's no automatic [1:35:25] renewal [1:35:27] they're having to reapply [1:35:27] assuming they have to [1:35:28] re notify every year also coe [1:35:31] application process [1:35:32] again and the reason for that [1:35:36] contact information [1:35:36] if the home [1:35:37] cells or the emergency [1:35:37] contact changes [1:35:38] we want to make sure we have [1:35:40] the most up-to-date contact [1:35:43] a look at that property [1:35:44] annually it is [1:35:45] also incumbent upon [1:35:46] the owner to notify us [1:35:49] proactively of any changes [1:35:50] but it just puts a stop and [1:35:52] gives us an automatic look [1:35:52] every year at the [1:35:54] property again to confirm ac [1:36:00] because I [1:36:00] don't want to assume [1:36:01] when you [1:36:02] ask the question you [1:36:03] asked if the posting for a [1:36:07] sober-living could be [1:36:08] placed on the exterior [1:36:09] of the home [1:36:10] I just want to be clear this [1:36:11] is a short-term rental [1:36:13] hosting and what we found [1:36:15] is that in some cases [1:36:17] we're seeing the [1:36:18] sober living folks [1:36:19] trying to skirt the [1:36:22] current process [1:36:24] identifying as [1:36:26] a short-term rental [1:36:27] so this then puts the same [1:36:30] eyes on [1:36:31] a short-term rental as [1:36:32] it would as a [1:36:33] sober living but [1:36:34] it would not have the [1:36:35] net effect of [1:36:36] of identifying a home as a [1:36:38] sober living home or a [1:36:40] transitional living home [1:36:41] for maybe probationers [1:36:44] or that sort of stuff [1:36:46] it would just be generally [1:36:48] short term rental okay [1:36:53] okay councilman [1:36:56] why don't want [1:36:57] to cut off your [1:36:58] presentation here [1:36:59] but first of all [1:37:00] I want to thank you for [1:37:02] everything that you [1:37:03] that you and team [1:37:04] surprise have worked on on [1:37:05] this particular issue [1:37:08] and thank you to councilmemb [1:37:11] that he's had to do [1:37:12] in his district [1:37:14] I know you had more than any [1:37:15] of the rest of us so [1:37:16] thank you [1:37:17] for all of your hard work [1:37:18] as well I [1:37:20] think this is one of those [1:37:22] issues any little links to it [1:37:28] one of the things that [1:37:29] I'm really pleased about [1:37:33] short-term rentals [1:37:36] sometimes do not get [1:37:39] registered with the [1:37:40] as a rental [1:37:41] property with Maricopa [1:37:42] County it just shows [1:37:43] it's an [1:37:44] owner occupied property [1:37:45] kind of doing it and [1:37:49] they don't then [1:37:50] pay the city of [1:37:51] surprise any [1:37:52] transaction tax on the [1:37:54] property because [1:37:56] they're not telling us [1:37:57] that they're doing it [1:37:58] and they don't have general [1:38:00] liability insurance so [1:38:03] just on those three things [1:38:05] I think that could in additi [1:38:09] short-term rentals I think [1:38:11] all of those things [1:38:12] providing the city with an [1:38:15] emergency contact [1:38:15] because if the if the [1:38:18] owner of the property [1:38:19] is in Wyoming and the [1:38:21] property is here [1:38:22] and there's a fire [1:38:29] fire [1:38:29] comes in and helps them [1:38:30] but they don't necessarily [1:38:30] know who to contact [1:38:31] until we go [1:38:31] and look it up and find the [1:38:32] Forum and blah blah blah so t [1:38:33] so I think it could benefit [1:38:35] a number of [1:38:37] loopholes that may have [1:38:37] existed in [1:38:38] people who were utilizing [1:38:38] their homes [1:38:39] as short term rentals ER be 0r [1:38:43] they're doing it with [1:38:45] and providing [1:38:47] a more positive environment [1:38:49] to the city and the city [1:38:51] awareness as well [1:38:52] as to the community and and [1:38:55] you know making sure [1:38:56] that the [1:38:57] people call up and they go [1:38:58] well what [1:38:59] were they doing out of their [1:39:03] that they're get that their h [1:39:05] for you know two weeks [1:39:06] or whatever but I think I kno [1:39:12] with with [1:39:13] short-term rentals as [1:39:14] opposed to [1:39:42] a bunch of neighbors comeover [1:39:45] so first of all [1:39:47] awesome awesome [1:39:48] awesome work and the [1:39:49] fact that you don't have the [1:40:07] hink that's a great [1:40:08] step for the first [1:40:10] our city to be doing and I w [1:40:14] for all the work that they'vel [1:40:16] they probably get lumped [1:40:19] you know team surprise but ju [1:40:21] doing this much work [1:40:23] all of these projects [1:40:25] to me is amazing and [1:40:27] an awful lot of work so [1:40:28] first of all thank you and [1:40:30] secondly I really like [1:40:32] what you have on this slide [1:40:34] of the things that they're [1:40:35] going to have to go to an [1:40:36] obviously the education [1:40:37] process that has to go out [1:40:38] to the people who [1:40:40] might already be [1:40:41] doing these kinds [1:40:42] of processes but may not have [1:40:44] other things a good thing and [1:40:48] to the community so that [1:40:49] they can be doing it [1:40:50] correctly and safely [1:40:52] and if the impact is [1:40:54] Sober Living homes [1:40:55] making sure that they're prov [1:41:00] residents and the [1:41:01] safety issues that are [1:41:02] required by having [1:41:03] whether it's a sober living [1:41:04] homes or a [1:41:05] group home for the elderly [1:41:06] or a group foam for [1:41:08] folks with [1:41:14] developmental disabilities [1:41:15] all of those different have r [1:41:16] health standard so I think [1:41:19] this this adds one more leg [1:41:21] to to the process [1:41:22] and you guys [1:41:23] did a great job so [1:41:24] thank you for all of your [1:41:25] work thank you [1:41:27] Congressman Duffy [1:41:28] thank you very [1:41:29] I'm looking at the the [1:41:31] neighbor notification [1:41:32] would it be possible to [1:41:34] keep the HOA a list of that [1:41:36] or at least the [1:41:37] management company because ths [1:41:39] first is the HOA is so they [1:41:44] where these short-term [1:41:45] rentals were some good times [1:41:48] to our internal process to [1:41:50] be communicating with [1:41:51] the HOA s and make sure that [1:41:56] the registration [1:41:57] occurring in their [1:41:58] Community or and or that they [1:42:00] and code enforcement [1:42:01] and so I think that'll be [1:42:02] part of our educational [1:42:03] campaign as we [1:42:04] develop those materials and [1:42:06] we start going around and trym [1:42:08] just to let them know [1:42:09] code enforcement [1:42:10] kind of the central Hub to [1:42:11] manage this process [1:42:12] and so if you do get those qu [1:42:14] us and we can [1:42:16] certainly try to proactively [1:42:19] okay thank you [1:42:25] also in Hastings think we are [1:42:28] that helps kind of [1:42:30] it seems like this is what [1:42:31] other cities are doing [1:42:32] I've seen in the news [1:42:33] I know especially with [1:42:34] I think Glendale and [1:42:35] act is something [1:42:36] conveniently right before the [1:42:38] like that and [1:42:39] I think I want to I want [1:42:40] to say like Phoenix and [1:42:41] Tempe how do we know [1:42:42] how many cities [1:42:45] ballpark you know [1:42:46] in the West Valley I mean [1:42:47] or just maybe I don't have [1:42:49] an exact number for you [1:42:51] I'm mayor no that's fine [1:42:53] I can tell you most cities [1:42:54] we looked at did have [1:42:55] a short-term Okay [1:42:56] so it seems [1:42:57] like we're kind of [1:42:58] catching up here [1:42:59] the posting outside [1:43:02] seems a bit much to me [1:43:04] if it's a posting like a [1:43:06] like a duck I was like a thin [1:43:08] yeah but like putting [1:43:09] a sign in the yard I worry ab [1:43:14] rentals and I [1:43:15] don't know if I [1:43:16] had a neighbor next door to ml [1:43:18] okay I got the notification [1:43:20] okay it's your property [1:43:21] but I don't know if [1:43:22] I if I want them [1:43:23] having like a yard sign [1:43:25] in the yard saying [1:43:26] short-term rental [1:43:27] here or something like that [1:43:28] I got on Oso so I just I'd le [1:43:33] date on that you know [1:43:34] before I think it's I think i [1:43:37] doing here is we're trying [1:43:38] to talk your ideas but I wouldo [1:43:43] see us using targeted [1:43:44] practices and I like [1:43:45] this list to [1:43:46] start and then if [1:43:47] we're still having [1:43:48] I mean I think we're really [1:43:49] cracking down on this [1:43:50] I mean we're [1:43:51] taking this seriously but I [1:43:54] think this is I think this isn [1:43:57] okay but I think this is a go [1:44:00] your councilman Hastings [1:44:01] at you guys are jumping [1:44:02] way ahead of me and I love [1:44:03] it so [1:44:04] later on in the presentation [1:44:05] I'm going to talk about [1:44:06] that we are one of [1:44:08] our future items is [1:44:09] to come back to you [1:44:10] with some [1:44:11] zoning text Amendment [1:44:12] some some [1:44:13] recommended changes to our zo [1:44:15] ahead of that [1:44:16] conversation will [1:44:17] look at what we can [1:44:18] and can't do [1:44:19] will confer with legal [1:44:20] will look at our [1:44:21] sign code and we'll look at [1:44:22] what the possibilities [1:44:23] maybe in [1:44:24] bring some of that back to [1:44:26] your presentation Tiffany if [1:44:27] I may before you roll their [1:44:30] is an map on our website [1:44:33] that's accessible it has the [1:44:37] stigmatize the yard [1:44:38] we can look into that [1:44:39] and see if that's [1:44:44] ast go to the [1:44:45] map and we could [1:44:46] keep it current [1:44:47] we'd have to make [1:44:48] sure that that was [1:44:49] appropriate to do but that [1:44:51] that might be a good [1:44:52] compromise to Tracy's point [1:44:55] these anyway for Public Safet [1:44:57] that same GIS [1:44:58] layer to create a [1:44:59] public map if that were accep [1:45:01] that option as well and this [1:45:05] have come up for addressing s [1:45:08] there's dialogue like this [1:45:09] so thank you [1:45:11] back to the short [1:45:12] term rental code I just wante [1:45:16] intended to be [1:45:17] application fees associated [1:45:18] with that there that will be [1:45:24] dollars on that [1:45:28] these are some of the [1:45:29] things that [1:45:30] are prohibited from [1:45:31] occurring in a [1:45:33] short-term rental home so a [1:45:35] lot of [1:45:36] an adult-oriented activity [1:45:37] and any other [1:45:38] use is prohibited by [1:45:39] state statute [1:45:44] so [1:45:46] in terms of process how we [1:45:48] anticipate handling [1:45:49] and sort of taking on this [1:45:51] short term rental process [1:45:52] is we're going to manage [1:45:53] is similar to our city [1:45:54] business licensing process [1:45:55] so applicant comes in they fi [1:46:00] that we need [1:46:01] everything that's required [1:46:02] in the for you tonight they [1:46:05] pay their applicable [1:46:06] fees and then that applicatio [1:46:09] to kind of manage [1:46:10] and be the central hub for [1:46:11] that to make sure the [1:46:12] information gets collected [1:46:13] the [1:46:14] address gets geocoded for [1:46:15] Public Safety we [1:46:17] do have seven [1:46:18] City business days to do [1:46:20] those approval so it is [1:46:21] a pretty quick turnaround [1:46:22] and I can tell you [1:46:30] a quick search on VRBO [1:46:31] we have a lot of these [1:46:31] in our [1:46:32] city so this is going to [1:46:32] be a huge undertaking [1:46:33] in terms of [1:46:33] Staff time and resources to [1:46:34] put this process in place [1:46:37] similar to [1:46:38] the changes were making [1:46:39] to the business licensing [1:46:40] process the [1:46:41] license would be issued [1:46:42] invalid for I'm sorry [1:46:44] valid for one year from [1:46:45] date of issuance and [1:46:48] again not subject to [1:46:56] automatic renewal so they'd h [1:46:58] year again putting [1:46:58] that that property in front o [1:46:59] we have the most current [1:47:00] contact information [1:47:00] and then [1:47:01] licenses can be denied if [1:47:02] the information provided [1:47:04] if the applications and [1:47:05] complete if the [1:47:06] information provided was [1:47:07] false or misleading [1:47:08] or if the appropriate fees [1:47:10] aren't paid so [1:47:14] talking about the support [1:47:21] resources needed as we've had [1:47:22] as we've looked at implementi [1:47:24] as was requested [1:47:24] by councilwoman [1:47:25] Klein we have talked about [1:47:25] what the city resources [1:47:26] are that are needed [1:47:27] across all departments [1:47:28] and where [1:47:29] we have landed with that [1:47:30] is a total of four ftes [1:47:33] so as I mentioned in the [1:47:34] original presentation [1:47:35] we have [1:47:36] taken a code inspector [1:47:37] off of his regularly [1:47:38] assigned handle just the the [1:47:43] the short term [1:47:44] rental changes that that are [1:47:45] before you tonight [1:47:46] potentially [1:47:47] so we anticipate [1:47:49] needing an additional [1:47:54] code inspector [1:47:55] to allow that inspector to [1:47:57] go back to his regular [1:47:57] assigned duties and [1:47:58] have someone be [1:47:58] responsible for this [1:47:59] process permanently we also [1:48:00] are [1:48:00] proposing administrative [1:48:01] support again just the [1:48:02] volume of short-term [1:48:03] rentals we know we have in [1:48:04] the city fact that these [1:48:07] application [1:48:08] renewals are going to occur t [1:48:11] be scheduled related [1:48:12] to group homes that [1:48:14] is going to be a lot of [1:48:15] administrative burden workings [1:48:18] in public safety [1:48:20] the police department [1:48:21] does anticipate needing a [1:48:22] body to dedicate to [1:48:23] this effort as does the [1:48:24] fire department and [1:48:26] so you'll see [1:48:27] you've got one [1:48:28] time expenses there those [1:48:30] one-time expenses include [1:48:31] things like Vehicles [1:48:32] equipment [1:48:34] phones computers all of that [1:48:36] the ongoing is the cost for [1:48:38] the FTE with benefits and [1:48:41] so the total for those four [1:48:43] positions is about nine hundr [1:48:49] and just to be clear [1:48:51] the ftes or [1:48:52] not before you tonight for [1:48:53] approval we wanted to share [1:48:54] the information first and [1:48:56] get some input and feedback [1:48:57] on that as I [1:49:02] mentioned we'll be [1:49:03] in the future bringing back [1:49:05] some fees [1:49:06] for Council to consider [1:49:07] adopting so [1:49:09] code enforcement inspection [1:49:12] fee the current fire fee is [1:49:14] so ballpark for the codeenfor [1:49:21] short-term rental [1:49:22] registration fee again that [1:49:23] is capped by [1:49:25] State Statute at $250 [1:49:27] and then [1:49:28] group home business license [1:49:41] at any time someone calls [1:49:43] and makes code [1:49:44] enforcement go out [1:49:45] know that is [1:49:46] specific to the business [1:49:48] licensing process it's [1:49:49] the annual fee that [1:49:50] they'll pay so when they [1:49:51] come in and [1:49:52] make their initial applicatio [1:49:54] license the fee would be partd [1:49:57] that fee and send a [1:49:59] code and fire inspector out tn [1:50:01] that group no we [1:50:04] have as much as [1:50:05] I would love to say that [1:50:06] yes that would be [1:50:07] getting that recurring [1:50:08] every year has [1:50:09] her act doing the [1:50:10] group occurring as well [1:50:11] correct and those fees we an [1:50:22] future needs may include [1:50:23] technology so we do believe [1:50:24] that with the [1:50:24] city's current business [1:50:25] licensing system and [1:50:25] our GIS capabilities we can [1:50:26] manage what we need to [1:50:27] manage today but as with [1:50:30] so many things the environmen [1:50:32] business changes and so [1:50:33] there may be future [1:50:35] technology needs as [1:50:37] we go forward and [1:50:38] try to put some of this [1:50:40] into practice that we hope [1:50:42] we're hoping for the best no c [1:50:47] and then we anticipate depen [1:50:50] goes there may be additional [1:50:51] staff [1:50:52] or budgetary resources [1:50:53] needed by some of our other [1:50:54] counterparts Finance dependi [1:50:58] applications that come in [1:51:00] potentially [1:51:01] the city attorney's [1:51:02] office if we [1:51:03] end up issuing a lot more [1:51:04] citations because of our [1:51:06] newly-discovered [1:51:07] citation Authority [1:51:09] potentially the city court if [1:51:13] in HSC be so at this time [1:51:15] no one's anticipating [1:51:16] any immediate needs but [1:51:19] again that that could change [1:51:20] depending on the impact of [1:51:24] these process changes and so [1:51:29] a series of changes [1:51:31] a couple of changes we have a [1:51:34] improving the business [1:51:35] license [1:51:36] process as it relates to [1:51:37] group homes and then the [1:51:39] Civil citation Authority [1:51:41] for Council action [1:51:42] or consideration and [1:51:43] action tonight is [1:51:44] to adopt a [1:51:45] short-term rental ordinance [1:51:46] and again we're [1:51:47] working on the latian [1:51:48] licensure process [1:51:49] behind the scenes for [1:51:50] that already as well as the [1:51:51] educational piece [1:51:52] if that is to be adopted [1:51:55] plan on coming back to [1:51:56] Council in [1:51:57] hopefully the near future [1:51:58] with authorizing FTE [1:52:02] resources needed to sustain [1:52:03] this effort [1:52:05] updated potential [1:52:06] zoning changes in [1:52:07] text amendments [1:52:08] and then the updated fees [1:52:11] and with that [1:52:12] Tracy and I are here [1:52:13] to take any additional [1:52:14] questions that you have [1:52:15] great councilman Haney [1:52:17] thank you mayor so [1:52:21] I like this I believe our con [1:52:24] key and to having [1:52:26] the success that we've had [1:52:27] so far and I know those conv [1:52:31] the other City levels as wel [1:52:36] almost [1:52:37] having a centered database [1:52:38] because my concern is [1:52:41] it's not necessarily [1:52:42] resident of surprised who's t [1:52:48] people that are really [1:52:49] in there are seeing it [1:52:50] throughout all the [1:52:52] city's trying to [1:52:53] capitalize on this [1:52:54] and I think we're doing [1:52:55] a good job of eliminating [1:52:56] the loopholes that [1:52:57] they may utilize [1:52:58] but it's a very Dynamic issue [1:53:01] creative and so I would [1:53:02] love for us to really focus [1:53:04] on sharing that informational [1:53:08] for we can see cuz my concern [1:53:10] person who could [1:53:11] shut down here and surprise [1:53:12] they go to [1:53:18] Wendell is there an extrapenalt [1:53:21] thing I'd really like [1:53:22] and this might be something [1:53:23] for Jodi is I think we're re [1:53:26] in this because it really [1:53:27] has no border and so [1:53:29] I know our [1:53:30] sessions pretty busy now but [1:53:31] I would love to explore the [1:53:35] I'm making this [1:53:36] a legislative priority [1:53:37] for us for next session [1:53:38] start having those meetings [1:53:39] after the end of the [1:53:40] session I think we're any som [1:53:46] what I would like and I don't [1:53:48] the other [1:53:49] council members would be [1:53:50] interested in is a report [1:53:52] six months not necessarily [1:53:54] take action but just [1:53:55] to review where [1:53:56] we're at with these changes [1:53:57] and I [1:53:58] would really encourage you [1:53:59] and and the rest of the [1:54:01] task force if you identify a [1:54:04] let's get it on [1:54:05] a council agenda [1:54:06] ASAP if we need [1:54:07] to take action on it so eat i [1:54:12] we can just squash it [1:54:14] throughout the state [1:54:15] but so that's [1:54:16] just kind of the direction [1:54:17] I would like to see more long [1:54:19] good job [1:54:40] think I really [1:54:43] appreciate the the [1:54:45] Geo stinging [1:54:46] of a location whether [1:54:47] it goes or not I think [1:55:18] great that you have [1:55:19] that you're utilizing that [1:55:20] technology so that [1:55:23] our residents will know that [1:55:24] they're safe [1:55:25] and the people who are [1:55:26] being cared for will know [1:55:27] that they're safe and that's [1:55:30] can add so what he [1:55:32] said yeah [1:55:33] more let's do that [1:55:34] so I agree [1:55:35] thank you very much [1:55:37] for supporting Judd thank you [1:55:40] sort of answer one [1:55:41] of your questions [1:55:43] council meeting [1:55:44] two weeks ago [1:55:45] the first council member [1:55:46] I ran into was when the [1:55:47] Glendale [1:55:48] council members table job and [1:55:51] Sober Living homes [1:55:52] and then her and I sort of [1:55:54] came to the same [1:55:55] conclusion that the whole [1:55:56] what like you just said [1:55:57] the whole West Valley [1:55:58] needs to work together on [1:55:59] this that way we don't have [1:56:00] people getting run out of [1:56:02] surprise and relocating and [1:56:06] it's playing whack-a-mole [1:56:07] and so she took half the to [1:56:14] each city they're going to med [1:56:16] really the goal was [1:56:17] to get them to listen to [1:56:19] Tiffany and Tracy [1:56:20] and all the stuff that they [1:56:21] figured out and then sort of [1:56:22] get some of their feedback [1:56:23] and figure out a way [1:56:25] forward to kill this issue [1:56:28] that way we're not just [1:56:29] pushing these things around [1:56:30] and then at that point [1:56:32] once the smart [1:56:34] people down there [1:56:35] and figured out what to do [1:56:36] we can engage her presented [1:56:42] that's [1:56:43] what we're working on [1:56:44] sorry I thought it one [1:56:45] more thing go ahead and I [1:56:50] don't know the answer [1:56:51] to this so this is this [1:56:54] something that we should be [1:56:56] talking about [1:56:57] in League of cities and [1:56:58] some of our [1:56:59] policy decisions [1:57:01] and I don't know [1:57:02] where that falls [1:57:03] in League of cities to [1:57:06] so Jody you could probably bet [1:57:08] a couple of spots [1:57:09] whether it's [1:57:10] quality of life that [1:57:11] that I'm on [1:57:12] I think Josh Schwartz should [1:57:13] launch my life so [1:57:15] if there's something that [1:57:16] I can do to be helpful [1:57:18] please don't hesitate [1:57:20] to contact me so that I can [1:57:22] do that but I did it was just [1:57:27] on you thank you okay [1:57:29] very good honor [1:57:31] chain of motion [1:57:36] I speak request I [1:57:41] moved to prove ordinance [1:57:42] number 202 3-13 [1:57:46] second moved and seconded [1:57:47] please cast your vote [1:57:54] that's a you [1:57:56] nimous yes foot mirror [1:57:58] very good I don't [1:57:59] remember her 16 [1:58:00] consideration and [1:58:01] action pertaining to [1:58:02] candidates for appointment [1:58:03] to the position of [1:58:05] City Court okay [1:58:08] I'll entertain a motion since [1:58:10] about for potential personaln [1:58:15] I move we [1:58:16] recess into executive [1:58:17] session second [1:58:20] moved and seconded all [1:58:21] those in favor say aye hi [1:58:25] we're going [2:13:08] Donna [2:13:10] to for you to proceed ahead [2:13:12] what we discussed in [2:13:14] each session to negotiate a [2:13:16] contract [2:13:17] to bring back to us [2:13:19] I'll second the motion Okay [2:13:21] so it's been moved [2:13:23] and seconded [2:13:24] please cast your vote [2:13:34] all righty [2:13:36] would anybody like [2:13:37] to put something [2:13:45] wasn't televised I guess [2:13:46] yeah [2:13:53] okay [2:13:56] okay so we're good right [2:14:01] okay thanks we're live [2:14:04] ready to go [2:14:06] want to do it again [2:14:08] I would say yes Robert what [2:14:09] do you think please don't [2:14:14] know okay [2:14:19] all right [2:14:24] if not [2:14:25] I am there I just got some [2:14:26] eah just to reiterate I [2:14:28] think Tracy already aware of [2:14:33] within six months of [2:14:35] the data that we got [2:14:37] from our actions that we took [2:14:39] illegal sober living so I thin [2:14:41] their ID have it [2:14:42] noted but just [2:14:43] like a public again okay [2:14:45] okay Bob Scott it [2:14:49] in their eyes of the to I don [2:14:56] he was mentioning you know [2:14:57] getting youth involved [2:14:58] and you know we have [2:14:59] youth liaison to come to [2:15:06] our City Council meetings [2:15:06] yeah and I [2:15:07] thought it'd be cool or [2:15:07] you know if we [2:15:08] had some of the senior [2:15:08] members of the youth Council [2:15:09] maybe we had [2:15:39] implement it yeah [2:15:40] I think it's a good idea [2:15:41] yeah they can sit in yeah [2:15:44] all right so Council [2:15:48] counseled [2:15:49] updates let's start [2:15:50] with councilman Haney [2:15:52] thank you mayor [2:15:53] the only thing I really [2:15:54] have to report is on [2:15:56] April 20th of this week at [2:15:58] 6 p.m. at Western [2:15:59] Peaks I will be [2:16:00] having my community meeting [2:16:01] this one is the one [2:16:02] that's towards the southern [2:16:03] area of the district so if y [2:16:06] love to see there and then ag [2:16:10] they've been doing on the mul [2:16:12] and they've been very [2:16:17] the issues that have beencoming [2:16:19] have actually responded back [2:16:19] and complimented theirrespons [2:16:22] appreciate all the work that [2:16:23] they do so that's all I have [2:16:24] thank you [2:16:25] oh wait sorry one more [2:16:26] have to recognize my [2:16:27] grandparents made it back [2:16:34] they were not here last [2:16:35] meeting but [2:18:08] more than [2:18:09] virtual reality with [2:18:10] a big stage [2:18:11] where they'll have you know t [2:18:13] and they'll give him [2:18:15] scenarios and they put the goe [2:18:18] on top of a building [2:18:19] had me look over and it was [2:18:20] way down there [2:18:22] yeah they killed me [2:18:23] a few times and on this [2:18:25] one they said well this girl [2:18:27] and you're supposed to talk o [2:18:29] her jump [2:18:59] Mi they had the cops going th [2:19:00] animations these [2:19:01] were actual [2:19:02] this is someone in Phoenix [2:19:03] and set this up so [2:19:04] these were actual video [2:19:07] encounters that [2:19:08] were incorporated into the [2:19:09] into the [2:19:09] into a virtual reality [2:19:10] world but they [2:19:11] were places you'd recognize [2:19:12] in Phoenix with the architect [2:19:14] you know somebody [2:19:15] coming one the guy that actua [2:19:17] a sober living home [2:19:18] yeah agitated [2:19:19] and things like that [2:19:20] but it really it [2:19:21] was really great [2:19:22] process and as you is he see [2:19:29] desk would decide how [2:19:30] he's going to continue [2:19:31] on whether he was going [2:19:32] to attack [2:19:33] using to comply or just [2:19:34] keep rambling or you know [2:19:35] okay and they had [2:19:36] three or four hundred [2:19:37] different simulations they cos [2:19:39] through to [2:19:40] do this it was really [2:19:41] really [2:19:42] neat it's a it's a great [2:19:43] facility so super so that's [2:19:47] councilman Hastings [2:19:49] nothing's time
