Is there anything that you want to [3:47] add to that at all? >> Um all I I to say, I guess, from the [3:52] is that there was never any undue thoughts when this thing happened of [3:58] trying to get away with something or not doing the right thing. [4:01] I actually phoned the town office before we moved here to get the property lines [4:08] where they were. So, they sent me the drawing and then I [4:14] called the before you dig and had them come out and mark everything and before [4:19] I started putting the chain and wood fence up, I had all [4:23] the documents and never dreamed I would need a permit for [4:28] a ground-level deck. I don't know if you've seen the pictures, but really [4:31] right on the ground and it's a foot within the property. [4:35] There was nothing untoward about it, but then I found out there is a this kind of [4:40] a setback and I hope you'll understand that. [4:44] Okay. >> All right. Council has all the [4:46] information that you provided in your uh your [4:50] application, so we will thank you for that. [4:53] Okay. We'll be making a decision on that once we close the the hearing unless any [4:57] members of council have any questions. Okay. [5:00] So, what do I do now? You can take a chair [5:03] and listen if the council has a question. [5:06] Okay. Doesn't appear to be. Thank you very much. The applicants are requesting a variance [6:49] to allow an existing uh accessory building or shed to remain [6:53] in its current location. The structure has been constructed with its west side [6:58] propped direct directly on the property line. The zoning bylaw requires a [7:03] minimum side yard setback of 2 ft. >> Your worship, I can confirm that the [7:09] requirements of section 169 of the Planning Act have been adhered to. [7:13] » I request that any person wants to make representation to the hearing state [7:17] their name and civic address. >> Is there anything that you want to [7:20] » No. >> No. [7:24] » Come on both of you. >> Patrice Sylvester, [clears throat] [7:26] 6 >> Okay. [7:28] » 6 Silverwood Drive. >> Sheldon Sylvester, 6 Silverwood Drive. [7:32] » All right, welcome. We have your information as well. Is [7:35] there anything that you want to add to uh the hearing at all? [7:39] » Well, again, like Dave said, we didn't even know that because the shed that was [7:44] there before that we had replaced that was infested with [7:48] rodents and skunks, we just put this one right on the same [7:51] line, so >> Replaced it next exactly. [7:55] » in the same spot, but yeah, we went bigger into our yard and [8:00] So, yeah, we didn't know we [8:02] » Our apologies for >> Yeah, we didn't know we were [8:05] on that line cuz that's where the other one was, but [8:08] you've seen neighbors on that line. [8:12] So, yeah, we're just asking that we can leave it there, [8:16] preferably, but if there's uh there is a space of spruce trees, [8:21] and then there's a Westman MTS line that goes down there, [8:26] so that space will never be used unless they're ripping up the MTS lines, but [8:34] I'm very aware. I used to live there. >> [laughter] [8:37] » Old neighbor. >> Yes. [8:38] » Old neighbor. >> We probably put that shed there. [8:42] » [laughter] >> All right. Does council have any [8:44] questions? >> [clears throat] [8:46] » Councilor White. >> So, have you spoke to your neighbors [8:49] about this then? >> Yes, they actually [8:52] We already got them to sign an easement with the lawyer, and then we got made [8:58] aware that we had to come here first to get the variance approved. [9:02] » Okay. >> So, they already have signed first one, [9:05] but now we got them to sign second one. >> Okay, very good. [9:08] » Yeah. >> All right, thank you very much. Now, [9:10] we'll just adjourn the hearing. 421 resolved the public hearing be [9:15] closed at 7:09 p.m. With the regular meeting be reopened. [11:28] Councillor Dwayne White. >> I'm I'm curious how we're supposed to [11:31] supposed to support this or how we have historically. [11:36] Like when they say that they're asking assistance in helping them recruit [11:40] volunteers. Like is that providing them space to do [11:43] it? Is that actually >> They're looking for advertising on our [11:46] social media platform and newspaper. I think that's what I understand. Is that [11:49] correct? >> That's correct. We did both. We They [11:52] asked us to advertise on our platforms. It's been on Facebook. And the fact that [11:56] we're having it received in public right now is what they want us to [11:59] » Okay. Discussion? >> Councilor Plain Just a quick note for [14:37] the staff who are contributing to the report. [14:41] I keep thinking we should get a discount because it appears that much of the work [14:44] that they need to do is already done by Jerry and his team. [14:48] That doesn't seem to fly. >> This is the agreement that we have with [14:53] the auditors and and through through the uh [14:57] audit or the RFP process. So, I [15:00] imagine that's how it is. But, but thank you. I think that's [15:03] uh interesting, but yeah, it's it's definitely earned for sure. They [15:08] work for our team at CFO PM. [15:13] Uh [15:18] Opposed? It's carried. [15:28] 6.9. There's so many on here I don't know. Discussion? [16:53] Councilor Robichaud >> Excuse me. [clears throat] [16:56] Uh just uh reading here when it says we hired multiple contractors, just [17:00] wondering if uh all their [17:04] workers' comps were up to date or if we do check workers' compensation [17:09] on the contractors. >> Uh Mr. Harvey, our CAO, do you connect [17:14] to that? Mr. Harvey, be easy. anything? Best choice? Sure, we'll start with [17:19] Director Harvey, please. [17:24] Mr. Harvey? [17:28] Sorry, just switching screens. Uh yeah, we've taken a look at their [17:33] WCB. [17:38] So, that's a yes? Yes. [17:41] Is that it, Counselor? Well, I have a random thought. Yeah, [17:45] Counselor, or sorry, Deputy Mayor Morrell. [17:49] Well, please Yeah, so looking through the report and [17:53] seeing that CEO Tunney is going to be going on some [17:57] leave here shortly, and I'm just curious as to [18:02] administration's capacity to completely [18:07] do a full documentation and [18:11] filling out the DFA grant or that grant uh [18:15] the DFA assistance claim, what the office capacity has for that, [18:20] and maybe we should be looking at [18:24] engaging a third party to help assist with the compilation of the information [18:29] and completion of that grant or that grant application form [18:34] so that it's sent in in a timely fashion. [18:39] So. Yeah, good question. Something that [18:41] we've had with the office with going and seeing how Tunney is. Yeah, we're uh [18:46] well on top of the claim process. We actually have a long time to do it, but [18:49] we started uh immediately with the first flood, Deputy Mayor Morrell. Uh we're [18:53] also engaging Well, I shouldn't say engaging. We're examining which uh [18:58] consultant to hire, which will be covered by the DFA claim itself uh [19:03] because we do want to get it right, so that is all a work in progress, and that [19:07] has no bearing on my absence for a week. Okay. [19:12] Uh so, hearing what you said that you are looking at that, [19:15] I'm fully prepared to present a motion here tonight to authorize administration [19:20] to indeed seek that third party. [19:27] » Okay, I don't know if you can make a motion or a resolution because we don't [19:31] have that could have been changed during the [19:36] beginning of the meeting. So, maybe that's something that maybe can be [19:39] brought up at a future meeting. Does that sound like what you're saying? [19:45] » Uh [19:47] I guess whatever I know it's if it's a motion as a result of our discussion. [19:52] I know it's not on the agenda as a specific item, but it's a a motion as a [19:56] result of this discussion from this CEO report resolution. [20:00] » Is that can we not >> I'm just questioning if we actually need [20:04] a resolution or if it'd be an administrative decision or do we need to [20:07] have council approval for that? >> Okay, so did you hear that? [20:12] » Uh yeah, I heard it. So, if we don't need it, great, but I sent you a draft [20:16] there, CEO Tunyan, should you need it in the future. [20:22] » Okay. Anything further? [20:26] » Nope, I'm good. >> Okay, thank you. Councilor Dwayne [20:29] McEachern. >> I don't know much about generators and I [20:32] heard Mr. Flaherty mention this one. Within the high school back end by the [20:37] forestry, there's a huge motor like a truck engine motor. [20:41] And I was led to believe that was a backup generator device to keep the [20:45] school running if the power was down. It's huge. [20:49] So, I read that McAdam doesn't know about it. [20:52] I hope I think they're mistaken. I could be, of [20:55] course. >> What is your question? [20:57] » Well, it says that they don't have a According to Reuben McAdam, there's a [21:00] high school no evidence of secondary power generator for the facility. And I [21:04] think that's wrong. But, I think the facility [21:06] has a giant generator device that does the same job. [21:10] » That that probably would be something that the school division would probably [21:13] have to answer, but I don't know if Mr. Harvey knows that at all. [21:17] » The next sentence is regardless of the lack of a generator, the statement of [21:21] fact no evidence of that statement of fact [21:24] was ever contradicted. >> Mr. Harvey, any comments on that or [21:30] maybe Mr. G and the SEAL? >> Yeah, I'm not I'm not sure you're [21:34] questioning our MEC's determination there was no generator there. Is that [21:38] what you're saying? I can follow up to see if he's mistaken, [21:41] but I wouldn't have put that down if I didn't believe that he was correct. [21:45] » Well, wait. [21:47] I'm not sure if I was supposed to be thinking this language was accurate [21:50] which is there's no evidence for having one [21:53] there. I guess I mean they think there was one [21:55] and then it says there is one in the next sentence. [21:58] So, I'd ask you to check that out because if they have one, that's [22:01] information that should be available. [22:05] » So, our CEO will look into that [22:08] and actually see if that was accurate and [22:11] any other further discussion on this and the flood line. [22:15] I'll speak to the flood line. >> Um [22:19] So, are we [22:24] Like when are we talking about the flood and everything that happened and when [22:27] are we debriefing on that slash >> That would be in one of our town [22:31] meetings in the next [22:33] What are we >> Like when is that September? [22:36] » No, and I that's there's no call for that whatsoever. [22:39] » I have asked the directors to work with me so we can [22:43] have a third week of August one of the town [22:45] meeting at home meeting. >> Oh, okay. I didn't mean that. And I [22:49] I meant like is that not till September cuz there's no regular meeting till [22:53] August. I'm thinking Go ahead. [22:55] » Yeah, I didn't I didn't take it that way. I just hadn't advertised it that I [22:58] just as a matter of fact the staff committee said, "Hey folks, let's try to [23:02] get it for the 11th. It was too soon this week and we have a [23:05] stacked agenda. Probably too soon for our next week, too late for our next [23:09] regular meeting, so we can put it on the agenda for our next [23:13] committee of the whole, which is what we did last time as well. [23:16] So, August 11th is what we're shooting for. [23:19] » Okay. Um and then [23:21] the Manitoba Housing discussion. [23:27] What does that involve and what >> They actually even They actually [23:30] requested to have me in a meeting. Uh let's see, between you [23:35] and so we can give us the details on that. So, that's something that is [23:39] » All right. >> somewhere there. I don't know. It'll be [23:42] something that I will have to report to council once I hear from them what they [23:45] want to talk about. >> Okay. [23:54] » Well, that's just about the end of the meeting notes. [23:57] » Oh, the financial audit. Are we normally this [24:01] Are we normally late to get this completed in 2023? [24:05] » So >> there what what am I missing and why [24:07] would it be so delayed? >> So, CFO Gade went over that I think in [24:10] one of the questions that we had >> [cough] [24:12] » during that meeting that we had that presentation. Um [24:16] we have committees that uh that receive money, municipal money, from the Town of [24:21] Swan River and by law we need to make sure that each of those [24:27] committees are providing their financial documents [24:31] uh to the Town of Swan River. Uh audited financial statements usually [24:36] is the case in order for us to complete our own audit. It's required. [24:43] And that's what holds it up. Now, if CFO Gade wants to expand on that [24:47] a little bit, I'm not I'll invite him to uh to respond to that [24:51] as well. CFO Gade. [24:58] » Uh just with lot of staff turnover and new inexperienced [25:02] managers, things have fallen behind. So, I'm working as hard as I can to catch [25:07] up. >> Yeah, that I wasn't in any way meaning [25:10] that in a condescending manner or asking. I was just curious. [25:14] Like you thought there must [clears throat] have been something. [25:17] Cuz then I wonder if we've got uh committees that haven't provided their [25:22] statements for 2024 yet. [25:26] Like is that on us to ensure that before [25:31] we're continuing to fund, and I know that puts the that's in an awkward [25:34] position. I can't imagine being on the phone with somebody that says, "Well, we [25:37] really need the money." And I'm like, "Yeah, but you got to have your [25:40] statements in because we have to have our stuff done with it." Is that Does [25:43] that >> Well, that's that's part of it, not the [25:45] whole thing. Like you would like to see if we would need to send with the [25:48] staffing and all that. A lot of times those come in, but they do come in late. [25:52] Like just recently, um members of council and committees received notice [25:57] saying, "Hey, we need to see what these financial documents look like so that we [26:02] can continue on with either paying the funds to those entities or continue on [26:10] with our own audit as well." Thanks. CFO Greeda. [26:16] » Uh yeah, as I reported when I presented the 2023 financial statements, the [26:21] auditors have the 2024 records. So, they're working on it. Soon as they'll [26:26] have their audit done, then it'll be coming to council for approval. And then [26:31] I as I mentioned, the 2025 cannot be completed yet cuz still [26:36] waiting for financial statements from some entities. Although, [26:40] just received the library's a few minutes ago, [26:44] but haven't heard anything at all about the planning district [26:49] or eyes. >> Awesome. Thank [26:51] » you. >> Okay, very good. CEO Timlin, did you [26:54] have something? >> I was just going to put some context for [26:56] Councillor White. White with an I. Councillor Daisy White. Um [27:01] just so you know, too, last year the province had the auditor general do do [27:05] an an audit across the province. And as a result, the province has [27:10] I would say strengthened their stance on the deadlines for financial audits. So, [27:14] what may have been forgiven before uh their like the letter that we just [27:19] received says, "If you don't provide it, you will have your funding [27:24] uh frozen." And the reason why they're doing that is [27:27] because they're saying, "We're going to hold you accountable." [27:30] I would suggest it wasn't such strict guidelines before. [27:34] So, we're doing a great job catching up, so [27:37] we're kind of saying >> Okay, thank you. [27:40] Councillor White, what do you >> Uh Mr. Granata, I'm led to believe you [27:44] got everything you needed from medical services just recently, also. [27:51] » Uh yes, just within last few days, so we got the statement from the [27:56] uh fund for recruitment of and retention of [27:59] medical professionals. >> And they did. [28:02] » Okay, so any other discussion? Go >> Um I I would just like to also say it's [28:07] not like these committees are not asking for the financial statements they have [28:11] done. You know what I mean? Like we are and I know we've had a lot of our stuff [28:15] with them. They're accounting for quite some time, but um [28:18] things happen. There's just so You know what I mean? Like tax donations and [28:22] stuff like that. So, but yes, we are like seriously we're like, "Okay." Cuz [28:27] our funding completely completely runs on if we can get that. [28:31] Like when we get our grant from the town, but we we did get from my but our [28:36] North Valley Public Library Public Library [28:39] won't give us funding itself. So, right now we're just left with we're in a good [28:44] financial spot anyway. We're barely able to hold ourselves right now because most [28:49] communities can't. You know where is our money going? It's not going [28:54] to that. [28:57] » Just after see if we could eat a steak. I think you [29:01] little nudge last week that and you listed the groups [29:06] and I I heard the straight all of them that you nudged very politely have [29:11] replied we have to do that more often. >> Okay, any other discussion? [29:18] Okay, all in favor. [29:21] Opposed. >> It's carried. Somebody has their cell [29:24] phone on so can you please put your cell your phone on silent so we can hear [29:28] what's going on. Somebody [29:31] to my left. I don't know where it's coming from. [29:34] » Okay, you're up. >> I think [29:38] » Yeah, I heard it. >> I think it might be my cell phone like a [29:40] notification noise or something. Just put your phone on silent. [29:44] » I'm not. >> Okay, moving on. [29:49] We have resolved the director of public works report be [29:52] received. Moved by Councilor Ainslie White, seconded by [29:58] Councilor Robin. Discussion. [30:02] Councilor Blainey. >> Well, not just to public works but to [30:07] Councillor Tucci and his team and his public works etc. etc. [30:11] Uh certainly went really really well [30:14] through the first two years of the council and prepared for [30:17] all being thrown at us but our team talented team and the people that helped [30:21] with certainly did exactly what we hoped they [30:23] would do. [30:26] » Any other discussion? Councilor Ainslie White. [30:32] » Um I was curious if we were participating I can't I can't remember [30:37] who suggested it but it was for the valley to do an assessment. Um [30:44] I can't remember where I read it, but it was proposed that we wouldn't do just [30:48] our area. We would as a collective do a water a flood plan going forward based [30:54] upon the events that happened. >> I think that was kind of thrown out [30:57] because we're going to do our own briefing just like any other [30:59] municipality. We'll be doing that, but I think that there have been some talk [31:03] about having a full discussion having a Chief Harvey or something like that. And [31:08] that was coming out of the first flood, I believe, is where that came up. [31:12] » Because we were talking here where that um or Director Harvey had said that [31:17] inquired with the MO on the 1 and 200 flood mapping that we don't have flood [31:20] mapping. And then [31:24] » Sorry. >> No, no, no. It was somehow proven like [31:27] because we haven't had a flood in so long, we can't even use and things have [31:31] changed so much that we can't even really use this irrelevant and so that [31:35] Anyway, yes, please. >> Director Harvey. [31:38] » Sorry, the 1 and 200 flood mapping for Tamarack. So, we do have 1 and 200 for [31:43] the Swan River, but not for Tamarack Creek. [31:47] » And it's a like >> So, that's what we're requesting if they [31:49] can generate the 1 and 200 for Tamarack. [31:54] » Thanks. >> Any further discussion on the Director [31:58] Gordon Broom's report? [32:01] All in favor? [32:04] It's carried. 7.3 [32:08] Be it resolved the Director Gordon Broom's report be received. [32:12] Moved by Councillor Dwayne White, seconded by [32:18] Councillor Ainslie White. Discussion? [32:25] Discu- uh Deputy Mayor Morigeau. [32:31] » Yeah, I'm just uh inquiring uh Director Gordon Broom, um [32:35] what's the status or plan and staffing capacity to uh [32:42] get the both Legion and Rotary Parks cleaned up and open to the public in a [32:47] safe fashion. Do you have the staff for that or do we [32:51] need to look at outside contractors to help uh [32:54] mitigate some of that damage and uh debris that's in there? [33:00] » We have already have a number of pool staff that were wanting more hours [33:07] doing some things in recreation. So, they've gone through and they've cleaned [33:11] up all of the garbage. They've been cleaning off the stage [33:15] towards it hosing down benches and and repainting and doing some of those [33:18] things. Our recreations actual recreation staff [33:23] have already gutted out the concession that got flood [33:28] damage and the bathrooms, but we will have contractors come in to redo those. [33:34] We just don't want to take away from houses that needed more than [33:39] our facilities at the park right now. So, we'll wait on that. [33:43] And then we do have we have called in a a contractor to go through and look at [33:49] all of the trees in the park because a number of them did fall down and need [33:54] clean up. And we want to make sure by professionals that what is still [33:58] standing is safe. So, [34:02] they were they just updated me today that they're about 75% done reviewing [34:06] that and we'll go from there. So, our goal is to hopefully have it [34:10] reopened at the beginning of August and to continue with the programming that we [34:14] were going to be doing down there this summer. [34:18] » Okay. Reason why I asked is that [34:21] those are two gems, especially the Legion Park and the sooner we can get [34:25] those facilities parks ready for the public would be better, but we have to [34:30] make it safe. So, um we can maximize the use of [34:33] contractors and then put those costs on our DFA application um should they be [34:38] eligible, um [34:40] we should be looking at that direction. And [34:43] also uh do we have a timeline of when the the sweeper, if it's able to or is [34:48] it possible for them to go on the passing region park to sweep up the [34:51] cement? Um and I forgot to ask uh Mr. Harvey too about uh a first pass on the [34:56] streets. >> Yeah, Director Harvey and I were [34:58] actually speaking about this today about uh you know, [35:02] what we were we'll have to do to look at to get uh some of the the areas on his [35:07] streets cleaned as well as the the pass of the park, so maybe he wants to speak [35:10] more on that. >> Okay, Mr. Harvey. [35:15] » Uh so we have done passes in some areas, but like 7th Ave North, there's still a [35:22] fair amount of mud there, so I had the contractor [35:25] uh that was collecting the flood debris from materials trying [35:30] scrape [snorts] the asphalt a little bit just so that our sweeper could be more [35:34] effective when it goes. Um so we're going to go there this week, [35:39] but we might have to do a second pass cuz they're still hauling a bunch of [35:42] material over there. >> Yeah, I wouldn't expect it to be all [35:46] cleaned up on the first pass, but at least get the bulk of it out of there so [35:49] it's not so muddy and dusty for residents there and in the park, so um [35:53] but I guess my point is that if um if you need a resolution to authorize [35:58] contractors, um to the full extent, uh I'm willing to [36:02] bring that forward, but if you guys still need that and are actually going [36:05] down that path, great. >> Yeah, I I think we are in both [36:10] departments uh very much going down that path. [36:14] » Okay. Very good. Excellent questions uh by the [36:17] way uh Counselor Ainsworth. [36:21] » How did the inspection go today? >> The inspection went really well. [36:27] Yeah, that's great. They they did have to [36:31] recoat all of the pipe hangers, all of the cuts they made on the pipe hanger on [36:36] the actual hangers after they put them up. So, they did do two coats, [36:42] but the inspector would like to see a couple more especially in some spots. [36:46] So, it's tonight. Yeah, tonight they are [36:50] doing That's what they're doing tonight is [36:53] going through and putting the thin coat of finish touches on that epoxy on the [36:57] end of the hangers and then they'll just have to come and do some pipe wrap at [37:02] some point, but it's pretty much done. Yeah, so it went really well. [37:07] » That is really a discussion. [37:11] » Okay. >> All in favor? [37:14] Opposed? >> It's carried. [37:17] » 74 741 [37:22] Be it resolved that the report dated June 23rd, 2026 from the Chief [37:28] Chief Administrative Officer regarding a correction to the Public Reserve [37:32] Shoreline Vegetation Management Bylaw be received. Moved by [37:39] Councillor Bowles, seconded by Councillor Winston White. Discussion? [37:48] All in favor? [37:51] Opposed? It's carried. 742 [37:56] Be it resolved that the Municipal Emergency Coordinator report, the [38:00] Director of Public Works Flood After Action Analysis report, the Flood Map, [38:05] and CEO After Action report that were reviewed by Council during the [38:10] 2000 Sorry, during the June 24th, 2026 Committee of [38:15] the Whole meeting be received. Moved by Councillor Bowles, seconded by [38:22] Councilman Ainslie White. Discussion. [38:27] All in favor? Opposed? It's carried. [38:33] 743 Be it resolved that the report dated [38:37] June the 9th, 2026 from the Director of Public Works regarding a water leak at [38:42] the Starlight Trailer Court be received. Moved by [38:46] Councilman Ainslie White, seconded by Councilman Babic. [38:52] Discussion. [38:55] Councilman Babic. >> So, how did we come up with the figure [38:58] of [39:01] What figure are we talking about there? >> Okay, I think we went over that. Go [39:06] ahead. >> Yeah, I was just going to say we went [39:07] over that at the uh the council meeting, Councilman Babic. It was uh an average [39:12] Well, actually, I would like Director Army explain the same thing that I [39:15] explained before, if you wouldn't mind, Director Army. [39:20] » Uh yes, so it's the last two quarters but of the same quarter cuz people have [39:27] different consumptions throughout the year [39:29] and average those and then subtracted that from [39:35] their last bill. [39:39] So, basically, what their normal uh bill would have been. [39:46] » Do you want >> We use the last two quarters [39:49] or the last two quarters of that same time period. [39:54] And average it and subtract that from the bill when the leak happened. [40:00] » Any other discussion? Councilman Babic. [40:04] » Yeah, I just kind of find it that you went exactly the same [40:08] as what you would have paid normally. Like, there's no repercussions for [40:11] having the leak there with the after the thing. So, what [40:14] I'm I'm not saying that that was the fault of anybody's, but at the same time [40:18] that doesn't mean that you can go ahead and [40:22] I don't want to forget everything today. Caution. Council this type of person [40:27] that So, [40:29] this guy president that if you had a leak or something [40:32] if you saw the town with no hot water, if I had a leak, I can't come to you and [40:37] say, "Well, this is my normal way of Why would I get [40:42] goodness?" [40:45] » Is there any any other discussion with Council Dwight White? [40:49] » I think the numbers are a suggestion or a suggestion that we have to live by and [40:53] not those numbers are based in data that the [40:55] town has arrived with the records. [40:59] So, maybe these things can be gathered and sent to [41:02] the government for the future of what's happening. [41:05] If you charge what you are, which is no more, no less. [41:09] » I I I I I totally understand that, but I [41:12] guess my what I'm saying is you're setting a precedent. [41:15] So, the next guy does exactly the same thing down the street, so you're going [41:19] to do that. [41:22] » Council Dwight >> Um [41:24] we discussed this already. >> Yes, exactly. We did. Yes, and it's just [41:28] the agreement. >> So, I mean [41:32] we have a compromise. [41:35] Okay. >> Any other discussion? [41:40] All in favor? [41:42] Opposed? It's carried. [41:46] 7 for 4. The result report dated July 8th, 2026 [41:53] from the Chief Administrative Officer regarding the water agreement with the [41:56] municipal authority with the municipality of Swan Valley West to be [42:00] received. Moved by [42:04] Councilor Dwight White, seconded by [42:08] Councilor Ainsworth White. Discussion? [42:15] Councilor Lombardi? >> I I just I don't know what to say here. [42:18] I I This has been going on for years back and forth back and forth. So, I [42:23] I really don't think our staff putting any more effort into it than they do to [42:27] deal with this long time. [42:31] Councilor McKenzie and I were both involved in that years ago and this is [42:34] These deals have been made and dissolved that I don't know how many [42:37] times because the council has changed or somebody [42:41] decides it's not good. I think I would love to see Yarmouth grow a lot. [42:47] That's what we do for our neighbors, but at the same time [42:51] I don't think it matters what we put in there. There's going to be a change. So, [42:54] I don't know why the Municipality of Yarmouth doesn't give us a proposal. [42:58] Let that be the proposal and let us look at it. [43:03] Same to you. >> I just want to clarify for council's [43:06] benefit and for expediency, these things are just to receive what we've already [43:10] received and discussed at the community hall. [43:12] It's a resolution later on to vote on and that's where we would debate it, but [43:16] this is just to receive the documents for [43:19] the official receipt of voting because I've had a community poll where they've [43:22] received it in public like they would do now. [43:26] » Thank you. Saves some time probably. >> Any other discussion? All in favor? [43:31] Councilor Dwayne Mike? >> Uh I think that was a [43:37] » Okay, so all in favor? [43:41] Opposed? Moved by [45:52] Council Robich, seconded by Council Dwayne White. Discussion? [45:58] All in favor? It's carried. [46:03] 75 reports Councillor [46:08] Blaine White. [46:12] » Uh regular regular things happen all the [46:14] time. June the 23rd we had our council meeting and uh [46:18] I wish we had a little bit of fun with council but nobody would but didn't [46:21] discuss that at the time but we talked about things and financing. On July the [46:25] 3rd we had a special meeting of council to talk about [46:29] status of the roads seeing but declaring a state of emergency which fortunately [46:32] we did do because in the I think for us you know [46:35] the two million investment seemed to work out much easier. [46:39] On July the 21st I met with Reed Berman and we're talking about financing for [46:44] medical services and those monies we put in for [46:48] recruiting and retention we put into a fund managed by Val [46:53] McDonald. So I think that four came and I have [46:57] been communicating not well with my but with the PMH [47:03] the medical service team letting them know that if we can help them with the [47:06] dolphin situation for example please contact us and we'll certainly try to [47:10] help you too. So I'm waiting to hear back from them. [47:13] Thank you. >> Thank you. [47:16] Uh Councillor Boland. [47:18] » Thank you worship. Uh much similar to [47:22] Councillor White. [47:24] Uh same thing council meetings. I would like to let you know that I just would [47:28] like to mention that water service is still doing the [47:32] testing. That's all I have. [47:36] That's all I have. Okay. >> Uh Deputy Mayor Moriarity. [47:40] » Uh for myself not a whole lot. I've been away most of the time. Um so but I [47:45] participated in the last few of the whole meeting [47:48] um and then while I was away up here in the north with the fires uh the uh [47:53] kept in touch with the with the worship and that uh where I [47:57] could assist her possibly remotely uh during the last flood, [48:01] um but also kept in close contact with our chief um with Swan Valley Fire [48:05] Department um for their operations and discussions and liaising with the office [48:11] of the fire commissioner on uh some issues and future planning for the [48:15] department. >> Okay, thank you. [48:19] Councillor Mosley, I [48:22] » Um I don't have any reports. Um will I have time later to ask some things or is [48:29] that on my time? Uh in your um in your privilege. Okay, [48:33] then no, I have nothing else to report. >> Okay. [48:37] Um Councillor Bob >> Mhm, okay. Um [48:41] I think we've all made you aware of the town and everything that we attended at. [48:45] We did have a library meet AGM last night and uh it went very well. [48:53] My report is here. Definitely very various and a brief one at [48:57] Um okay. I guess I guess everything's everything [49:02] is going very well in the library right now. We're just um [49:04] there's so many things happening. Um our librarian is um very very [49:10] out there, active, winding and having kids in and [49:13] everywhere. Um summer reading services has things. So [49:17] it's been really really good. Uh thank you. [49:20] The Nido library, I believe they're looking for someone at the Nido library [49:23] right now. Someone retired. Invite everyone there. [49:26] I think yeah, they're just um they're all very very busy. [49:30] And somebody got so many summer things going on. So they're able to get up [49:33] there. I know we at the meeting last night there was um [49:37] There's there's it it was said there there was over 3,000 3,000 books in the [49:42] month in the month of September taken out, which is a lot of books, right? If [49:46] you think about it. So Yeah, um [49:50] And so that was last night and um you know, I my apologies we I we won't have [49:55] a rise you know we had a rise meeting was [49:57] called on I believe it was the 6th [50:01] 6th of this month but I didn't know about it so [50:04] I don't know where we'll we'll be able to get those financials or to pass that [50:08] budget. >> Okay thank you. [50:12] I thank you for the personal invitation to attend the meeting last night and I [50:18] did attend it and saw the library board do a good job and the [50:22] staff there is like gradually [50:25] gradually you guys have all that. For myself Swan River Health Facilities [50:29] Foundation is moving along with similar administrative changes so we now have [50:35] some new people in place we're just trying to meet up during the summer [50:39] months which is kind of sometimes a hard thing to do but we still have some other [50:42] things that we're dealing with. We I did speak with CAO [50:48] CEO Tracey Smith about some of the issues with the hospital and have [50:52] provided space in our foundation house if we need to have [50:58] nurses stay there and whatever support staff they need for any additional [51:03] services or procedures that need to be provided in our hospital from the [51:08] Dauphin area so that's something that is ongoing but we had some communications [51:12] last week through our foundation. [51:16] Also the vet board we are working on [51:21] doing our building repairs I believe that started yesterday so hopefully we [51:25] can mitigate some of the issues with uh some water leaking into the building [51:30] that we've been dealing with over the winter months for the last two years so [51:33] that's ongoing and that's [51:36] it for me for my committees. [51:41] So we move on to 8 8.1. Whereas Rail Safety Week [51:47] is to be held across Canada from September 21st to 27th, 2026. [51:53] Whereas 252 rail crossings and trespassing incidents occurred in Canada [51:58] in 2025, resulting in 69 avoidable fatalities and 60 avoidable [52:05] serious injuries. Whereas educating and informing the [52:08] public about rail safety, reminding the public that railway railways are private [52:13] property, and raising awareness of the dangers associated with highway [52:18] rail grade crossings, ensuring pedestrians and motorists are looking [52:22] and listening while near railways, and obeying and obeying established traffic [52:27] laws will reduce the number of avoidable fatalities and injuries caused by [52:33] incidents involving trains and citizens. Whereas Operation Lifesaver is a [52:37] public-private partnership whose aim is to work with the public, rail industry, [52:43] governments, police services, media, and others to raise rail safety [52:48] awareness. And whereas CN and Operation Lifesaver has requested city council [52:53] adopt this resolution in support of its ongoing efforts to high to raise [52:59] awareness, save lives, and prevent injuries in communities, including our [53:03] municipality. Be it resolved that National Rail Safety Week be declared [53:07] from September 21st to 27th, 2026. Moved by [53:15] Councillor Streeter, seconded by Councillor Bob Any discussion? [53:21] All in favor? It's carried. [53:26] 8.2 Whereas at the June 23rd, 2026 [53:33] Committee of the Whole, Council directed that the drafting of revised procedures [53:37] be considered. Be it resolved that the administration [53:41] be directed to include on the August 11th, 2026 Committee of the Whole agenda [53:46] the matter of revised procedure bylaw. And we further resolve that Council [53:51] commence to provide any proposed amendments to the Chief Administrative [53:55] Officer before the cutoff date of August the 7th, 2026 [54:00] for the next Committee of the Whole. Moved by [54:04] Mr. Hanson White, seconded by Councillor Powell. Any discussion? [54:11] Go ahead, Councillor White. >> I just I agree with everything there [54:14] except that it has to be all Council members. [54:18] Anyone absent one or more members could have that [54:22] Council meeting. >> Say that again. [54:24] » It says right here that all members have to be present [54:28] to make a change whatever it is. [54:34] » Oh, so that's to change the bylaw. Let's change [54:37] » to change it. >> So we we could still go through the [54:38] head. >> We're not changing [54:40] » all that night. We're going through the process of changing it. So that's [54:43] what the CAO is asking for is what it is a Council would like to see that would [54:48] start the ball rolling as far as changing the bylaw. [54:52] » I agree with everything you read there except it has to be 100%. [54:56] » Go ahead. >> Just for clarity, um [55:00] there is no sounding disrespectful. This has been on the agenda a number of times [55:04] and I've requested Council tell me what [55:08] changes they want incorporated. So that's something we can do by putting it [55:11] into an official resolution with a date that we can have some movement so we can [55:15] get this thing going at our next Council meeting. So I would [55:18] encourage you, Councillor White, if you have specific changes you want to see, [55:22] if you can bring them to my attention so we can put them into the draft. [55:26] Okay? >> Any further discussion? Uh Deputy Mayor [55:29] Mourial? >> Uh [55:32] yeah, looking at this, um since we're in the waning 3 months of uh [55:37] our term, uh I think it's uh uh I don't know, to me it is basically [55:43] not to uh be to only rule it out, but a waste of [55:47] time. Uh if there's changes, I would say let the uh new council that's going to [55:51] have to live with these changes make those changes after the election. [55:55] Um right now we could be by the time this bylaw's passed and then we go [55:59] through the third reading, it's going to be October anyway and it's wasting our [56:03] time. [56:06] » Okay. Let council decide that. That's [56:10] Any further discussion? All in favor? [56:14] Opposed? This motion carried. [56:18] Um August 7th is the deadline. [56:26] 8.3 Whereas a leak in the Starlight Mobile [56:33] Home Park water distribution system discharged [56:37] directly into the sewer system and was not detectable during normal [56:40] maintenance. Whereas the leak resulted in an abnormally high utility bill of [56:45] $30,491.44, [56:49] and whereas the property owner had been advised of the water leak [56:52] credits are granted only once per property and any future leak-related [56:57] charges will be the owner's responsibility. [57:00] Be it resolved that administration is authorized to issue credit of $21,916.44 [57:08] to Starlight Mobile Home Park, representing the difference between the [57:12] billed amount and the average utility cost for the same quarter of both of the [57:17] last two previous years. Moved by [57:22] Councilor White. Seconded by [57:25] Councilor Beasley White. Any discussion? [57:28] Councilor White. >> Well, I'm just saying that when you look [57:31] at StarLink trailer court I don't follow them all on their user. So at the same [57:35] time we have a municipality of 1.8. Same time we're setting pressing into your [57:41] body. Let's say there is a agreement made [57:44] between municipalities they have a leak. [57:50] Except the person. >> I think that administration will look at [57:54] that and they case-by-case situation. I have [57:57] to consider and think about it so maybe you can bring that to us. [58:02] I don't know Mr. Harvey want to and have any response to that or or [58:13] It's nothing. Oh, Mr. Harvey I did call you. [58:19] » Sorry, I didn't have my mic on. Um yeah, we look at it case-by-case. In [58:24] this case it was going underground into the sewer system so it wasn't visible [58:28] from the surface. [58:31] » Okay. Any further discussion? All in favor? [58:36] Opposed? It's carried. [58:41] Okay. 8.4 [58:44] Whereas the town of Swan River has an ongoing agreement with the province of [58:48] Manitoba as a service provider for the Swan Valley Employment and Training [58:52] Project. Whereas the province of Manitoba is requesting renewal of the [58:56] agreement and amendments to the previous agreement to accommodate year-end [59:00] closure requirements. And whereas the CAO has reviewed the updated agreement [59:05] with the province of Manitoba project officer responsible for this matter and [59:09] supports the minor revisions contained therein. [59:12] And resolved that the renewed agreement and the associated amendments be [59:15] received and approved. Moved by Councillor Powell, seconded by [59:24] Councillor Bobick. Discussion? [59:30] Any comments there on C 02 2020 >> I have no comments at all on that truth [59:34] with the fresh manager and no concerns for any changes and no disputes between [59:39] us and the previous years. >> All in favor? Let's carry. 8.5 The result that Darren Harvey, [59:49] director of public works, is appointed to act in the capacity of chief [59:54] administrative officer from Friday, July 24th, 2026 to Friday, July [59:59] 31st, 2026 inclusive and shall assume all responsibilities and authorities of [1:00:05] the position during that period. Moved by [1:00:11] Mr. Powell, seconded by Mr. Hansen White. [1:00:16] Any discussion? All in favor? [1:00:20] Opposed? Let's carry. 8.6 [1:00:26] The result of the Town's 1 of 2026 emergency plan be amended to add section [1:00:32] 2.1 and appendix C a duty for the mayor that they may order an evacuation and to [1:00:40] section 2.1 and appendix C a duty for the municipal emergency coordinator that [1:00:46] they may order an evacuation. Add to appendix C the local authority [1:00:51] administrator, chief administrative officer, CEO may order an evacuation. [1:00:56] And add to appendix E sections 1.1, third paragraph, the assigned incident [1:01:03] commander may order an evacuation. Moved by [1:01:11] Mr. Dwayne White, seconded by [1:01:15] Mr. Powell. Discussion? [1:01:20] Mr. Dwayne White I [1:01:24] » understand um there might be feeling like [1:01:29] we don't Like I understand that there's [1:01:32] circumstances that arise, but [1:01:37] I just think that's something that I think is important for council to [1:01:40] participate with. I don't think that one person should have that [1:01:47] that authority. [1:01:53] » Um CL CAO two minute comments on it. >> Uh just that um [1:01:58] » referring to the EOC? Is that what it is or is that just [1:02:03] Are we talking like anytime? Like I guess that's just basically when we're [1:02:06] in emergency EOC situation. [1:02:09] » Do we have the emergency operations center open? That's basically tasked [1:02:12] with making operational decisions. Uh as council were going to mention, [1:02:17] counselor Dwayne Warken mentioned that the last council [1:02:21] meeting said they're the experts who can make the [1:02:23] decision, something like that. So I Uh that's why I put this resolution [1:02:27] forward because there are situations where we don't have time [1:02:31] to uh have a special meeting with council to get together and convince you [1:02:35] folks of what needs to be done from our perspective. [1:02:39] » [clears throat] >> But that's why the resolution is here [1:02:42] for us all to discuss and consider for the plan. [1:02:46] » Um any >> And and just I just want to add one more [1:02:48] thing too. This doesn't take away council's ability to do that. It's just [1:02:52] adds to that ability. Council always has the ability to make the evacuation [1:02:56] order, but there are going to be circumstances where [1:03:00] exigent circumstances where it's not practical to uh to get council together. [1:03:04] So in those situations um we are recommending the authority be [1:03:10] delegated accordingly to your operational team. [1:03:14] » Okay. Go ahead. >> And I don't feel that um 2026 emergency [1:03:19] plan should be completely finalized until we receive the full debriefing and [1:03:23] identify whether there's any further gaps or recommendations that would need [1:03:27] to be added to that plan. Um because we haven't even had that yet. [1:03:32] And although I understand that council would still have the opportunity to make [1:03:37] that decision, I think that final decision [1:03:40] if if if possible to retain a quorum I would hope we would never be in a [1:03:47] in a situation where we would not have time to have a conversation, be it on [1:03:51] the phone. There could be parameters put in place to make it [1:03:55] not everybody has to be in the office sitting here to make the decision, but I [1:03:59] feel that as representatives of council that that is important. [1:04:05] And that's where we always and it's been said, you know, that we are the [1:04:08] governance, that we take the information from the people that have the [1:04:13] information to formulate a decision that best supports the town. [1:04:18] So, I wouldn't feel comfortable handing that to one individual, whether a CAO or [1:04:22] the acting emergency personnel or whoever is the commander of that [1:04:26] situation. [1:04:29] » Okay. Any other discussion? Councillor Proud? [1:04:34] » I I do have Yeah, I I am in agreement with [1:04:38] that because I just I feel that we need to know. Like we need to [1:04:42] And I know that it was it was difficult to get us together. [1:04:47] But I I guess I guess it's I think I want to review it a little bit more, a [1:04:50] little bit more look into like what exactly like you're [1:04:54] basically saying that [1:04:58] you know, you're you're saying you're able to [1:05:02] do this without us knowing, basically? Is that what you're [1:05:08] » So, I'm hearing council that also part two members of council I've been here [1:05:12] for everybody, but if you feel that this needs to be [1:05:15] amended or needs to be uh What's the word I'm looking for? [1:05:19] Uh tabled, then maybe that's something that you can take [1:05:22] to a council meeting for further discussion [1:05:26] cuz I think there is also some misunderstanding I think also at the [1:05:29] same time, so I think that needs to be uh clarified. So, if council doesn't [1:05:33] feel that they have all the information right now, then the act of uh or the [1:05:38] request to have it tabled would be appropriate. [1:05:41] » Yeah, I don't have a second here. [1:05:42] » Okay. So, council powers asking to be tabled until when? [1:05:47] » Uh what's the next council meeting? [1:05:50] » Yeah. >> Okay. [1:05:54] Uh 7:00 [1:05:57] 7:00. What's the next one? [1:06:00] » The 11th 11th. >> Okay. So, the next council [1:06:03] uh for the 11th. Uh do I have a second there to have it [1:06:06] tabled? Council Ainslie White. All in favor of [1:06:10] having it tabled? [1:06:13] It's tabled. Okay, and so [1:06:17] » Excuse me. Who is the seconder? [1:06:21] » Uh Council Ainslie White. >> Thank you. [1:06:30] » The 8.7 Whereas three flooding events in the town of Smooth Rock Falls has caused [1:06:36] significant damage to private properties, and whereas property owners [1:06:39] are required to obtain a building permit for [1:06:42] repairs or renovations resulting from flood damage, be it resolved that any [1:06:46] building permits fees associated with flood-related repairs or renovations [1:06:52] shall be paid by the town of Smooth Rock Falls, and be it further resolved that [1:06:55] the town of Smooth Rock Falls submits claims to the [1:06:57] Disaster Disaster Financial Assistance or DFA where eligible to recover the [1:07:02] costs incurred for funding for these flood-related permits. Moved by [1:07:08] Councilwoman Dickerson, seconded by Councilwoman White. [1:07:12] Discussion? Councilwoman White. [1:07:16] » So, it's not that the homeowner doesn't need a permit. [1:07:22] » Say that again. >> It doesn't mean that the homeowner [1:07:25] doesn't need a permit. >> It means that he doesn't have to pay. [1:07:28] » Correct. >> I did. [1:07:30] » Uh Councilwoman White. >> Uh yeah, I may be getting up in age, but [1:07:36] uh resolution says three. Uh when was the first [1:07:40] flood? [1:07:44] » I'll be going back. Two. [1:07:46] » I think it may be a parent thing. Uh I had [1:07:49] Mr. Harvey up there then he disappeared and now he's back again, so I'll let him [1:07:53] go. [1:07:56] » Uh yeah, so the three flooding events are the Tamarack in June, the Tamarack [1:08:02] right at the end of June, and then the Swan River. [1:08:07] So, the second and third one happened within a day of each other. [1:08:11] » That's right. That makes sense. Okay, see uh see how you get a question. [1:08:16] » Yeah, I was just going to state exactly that. [1:08:19] » Any other discussion? Councilwoman White. [1:08:23] » I don't know if this is it's to do with this, but um [1:08:27] um we will need to spread some awareness on [1:08:30] the permitting mandate and what needs a permit and what [1:08:35] folks how they apply for the permit and how we support that. [1:08:39] And to let them know that there's not a cost cost associated, but that that [1:08:42] action needs to take place to avoid further um [1:08:47] delegations like we have this time. [1:08:51] » Yeah, I you know, I think that the [1:08:53] administration will work on how they want to promote that or or advertise [1:08:57] that. I think that they've done a really good job of bringing the [1:09:00] flood as well as all of the updates and all that, but [1:09:03] um most people would know that they need to [1:09:05] take permits out when they're doing their basements or building something. [1:09:10] Maybe sometimes they think that they're replacing something that they don't need [1:09:13] one, but most times when you're building, you need to have a permit. So, [1:09:18] anyway, I would trust that the administration is going to be working on [1:09:20] some kind of an uh promotion [1:09:24] educational advertising that would help people to [1:09:28] understand what this really means. Is that fair? [1:09:32] » It's very fair, your worship. >> Any further discussion? [1:09:37] All in favor? [1:09:40] Opposed? It's carried. [1:09:46] Okay, 8.8. Be it resolved the letter to the [1:09:51] municipality of Long Valley West regarding its request for information [1:09:56] about water utility rates and water agreement. Approve and authorize [1:10:01] for delivery to the Bill Gates. [1:10:05] Should that not just be to the municipality? [1:10:08] Um moved by [1:10:10] Councilor Ballman, seconded by [1:10:15] Deputy Mayor Royal. Any discussion? [1:10:19] Councilor Dwayne White. [1:10:22] » I think it's appropriate to let all members of the municipality of Long [1:10:27] Valley West get that letter also. [1:10:32] Just in case someone needed it and it disappeared, you could [1:10:36] send it to their email address. I'd like to see I'd like to like to see [1:10:40] it go to all members of council. [1:10:47] » Go ahead. >> It's just a matter of procedure. [1:10:49] Everything that goes to the mayor and council goes to the mayor, and the [1:10:51] administration has it received by council. I can't tell the RM how to [1:10:56] administer things, but it would go back to the person who [1:11:00] authored the letter which in this case is the [1:11:05] » Any other discussion? All in favor? And whereas the Town of Swan River Council resolved at [1:11:34] its meeting held December the 16th, 2025, [1:11:38] that the Chief Financial Officer of the Town of Swan River is hereby authorized [1:11:43] to establish the necessary trust account to facilitate the transfer of medical [1:11:47] recruitment funds as requested. And whereas the trust account was set up but [1:11:51] no medical recruitment funds were transferred to it. [1:11:55] into it. Moved by [1:12:08] Councillor Wayne White, seconded by Councillor Anderson White. Discussion? [1:12:18] Primarily the reason for this is because the Medical Recruitment [1:12:22] operation committee does have their own bank account. All they have to do is [1:12:27] just change the signing officers and they already have the account. So, this [1:12:30] is what's actually in the in the in the mix right now. You can't do U-turns [1:20:59] between intersections anyway. That has a lot of traffic in it." So, [1:21:03] when we were making bylaw, we just wanted to repeat it. I also want to [1:22:33] I guess mention that as we tweak our tweak emergency plan, this is one of the [1:22:38] first times that an EOC was opened up within [1:22:42] the town of Slave Lake, and that wasn't really managed and operated by council [1:22:46] as a whole as we had agreed to previously that [1:22:50] councilors are there to liaise on with different departments, but not actually [1:22:54] be doers of actually uh parts of the EOC unless it's just a [1:22:59] specific role, but not as council as a whole. So, while there's still probably [1:23:03] some tweaking to do on that, it was great to see that [1:23:07] for the first time that it was put in action that it actually worked as well [1:23:10] as it did. >> Okay, thank you. [1:23:14] Uh councilor [1:23:16] Thank you, your worship. Um just a reminder again, I'll just speak [1:23:20] on a bit on water testing and water shed. Anybody who's had any overland [1:23:24] flooding, there is uh [1:23:27] people on the south side of Slave Lake that have their own wells, and the [1:23:29] testing is free for now. See if they can get [1:23:32] get them tested. So, also just [1:23:36] uh in light of the flooding, [1:23:39] uh it's always grateful for LP being helpful [1:23:45] whenever there's a a disaster. So, this is twice now that they've been involved [1:23:48] that they uh [1:23:50] lend us a great big pump for the lift station. I would suggest that maybe we [1:23:55] look into making an application so we can just [1:23:58] plug in to what we have there instead of stripping the wires going into [1:24:04] our panels there and doing that a lot of work. So, it seems to be that they have [1:24:08] three of these panels, and it's something that they're going to have all [1:24:10] the time. I'm sure that they will let us use it. Save a lot of electricity. [1:24:15] Uh look into maybe what the cost is and [1:24:18] just so we can take the pump out, plug the thing in, and away we go. [1:24:22] Just to go back to the staff and you know what? [1:24:26] We have to congratulate our staff on what they've done. [1:24:29] I think you see compliments all the way down. [1:24:32] Uh not only are they doing great with the flood, you have to remember they're [1:24:36] doing their day-to-day operations at the same time. [1:24:39] So, everything above what their day-to-day operations are is being done [1:24:43] also. So, kudos to them. And that goes for administration too and [1:24:48] all the departments. So, again, good reports [1:24:52] everything. [1:24:54] I have a lot of compliments. I also like to compliment our mayor. [1:24:58] He's done a great job. He listens and he's been out there every [1:25:02] day and a leader. Home never quits raining so I mean that [1:25:07] is people you touch base with is really [1:25:11] helpful helping the people to understand that [1:25:14] the connections that you have made have made things happen. [1:25:19] I mean personally, thank you. [1:25:22] Thank you. >> That's it. [1:25:23] Okay. >> Councilor 21 [1:25:27] Oh, it's sports. Exactly what uh Councilor Royal said and [1:25:31] exactly what Councilor Bob said is 15 and team function based on their [1:25:36] leadership which you did a great job of. Uh job staff like [1:25:41] 2015. It's American people who would call the [1:25:44] fire department the ambulance. I needed to do what I just did because [1:25:48] there's so many more. And and the lay people who went over to [1:25:52] the neighbors house and knocked on the door kind of shoveled some [1:25:55] places for you so what a wonderful community we have. [1:25:58] Valley community where we all work together. So, good news is we [1:26:02] we work together and we enjoy that wonderful place we have to live in and [1:26:05] the aftermath of the flood apparently. But another uh secondary issue is that [1:26:11] I I just uh so much respect for his team and his typing skills. [1:26:14] I I difficulty believing that any man can type all this stuff so quick and [1:26:18] write it down. I was sitting with two high-end businesses because hundreds, [1:26:23] maybe thousands of added revenue would come. [1:26:26] He uses Otter AI. It records everything that says Dwayne says, it says Don says, [1:26:31] it says it's all recorded and then they can sit and start thinking about it as [1:26:35] opposed to recording and and it will send out a printout key concepts [1:26:40] discussed, issues to be addressed. And it's relatively and I don't know [1:26:44] what the cost is, but apparently it's relatively inexpensive. But these guys [1:26:48] running big multinational multi-Canadian corporations, multi-million-dollar [1:26:53] businesses. They run on Otter AI. So I would encourage our CEO to have a [1:26:59] look at it and free up a few times for him to talk to [1:27:02] some of the techy guys. It's used often in our little town hall [1:27:06] meetings. Thank you for that. [1:27:09] » Okay, thank you. Uh Councillor Ainsworth, [1:27:13] » There's actually an AI built into Teams. There's a facilitator that will do [1:27:19] exactly what you just described and bank notes and tasks and and all those [1:27:24] things. So pretty cool. Um [1:27:29] I would like to formally request that we have something [1:27:33] formal that we're providing residents with the building permit thing. I feel [1:27:37] pretty strongly that that's going to be completely overlooked and as a flood [1:27:42] affected person, what an insult to injury [1:27:46] if I were to not know that. Um [1:27:50] » I think that administration said they agree with that. [1:27:53] » I agree. I'm going to be sending something out there. [1:27:56] » Oh great. I just wanted to put it in the notes and have it formal. Yeah, so that [1:27:59] it was on the record. Um I like the free water testing. When [1:28:04] did you say that winter? Or do we know yet? Maybe not. [1:28:08] » I think I said yesterday another month. >> Oh, okay. That's a long time still. [1:28:12] » Yeah, but it only happens every Tuesday. >> Yes, and they're by noon, right? [1:28:17] » Yes. >> They had backed it up one day, but I [1:28:19] think that was just circumstantial. It had to be 11:30. That was only one day. [1:28:23] Yeah, okay. Um [1:28:26] can we clarify just quickly what's happening at our [1:28:30] next council meeting? So, we're having the full debrief [1:28:34] of the emergency and all of our regular [1:28:40] topics that we would normally review and what would be on the agenda. Like, [1:28:44] that's all happening at our next meeting? [1:28:47] » In our next council meeting. You have most of that some of that [1:28:51] agenda already completed at your home. >> Yeah, how [1:28:55] works is council reaches out to me up to the Friday before and tells me [1:29:00] what they want to add it on the agenda. Otherwise, I build the agenda and the [1:29:03] major part of the agenda will be the flood discussion that we had the [1:29:06] last after the last flood. >> And we don't tape that meeting. [1:29:12] Yeah, so it would be cool if we had the flood discussion [1:29:16] in during a regular meeting with our I guess I assumed that's what was going to [1:29:20] happen initially. I was [1:29:24] I I guess that's what I thought was going to happen initially. I think that [1:29:28] that would be great to hear from leadership on the record of and hear the [1:29:31] debrief and have the discussion and [1:29:36] Um and [1:29:41] uh as far as activities that we had to reschedule for Canada Day, I guess this [1:29:47] is to Director Golden Grove. Not that this would even be on your [1:29:51] radar yet, but I'm just wondering like surely there must have been some talk at [1:29:55] the water cooler and is it like we're thinking like [1:29:59] uh October thing or how because like there's a lot that has to be done before [1:30:05] we can think about rescheduling that. Um director Michael Furey or yeah, any [1:30:11] of those who were in the discussion that I had with the Ag Society, [1:30:16] but to answer that question, there is a group right now formally trying to plan [1:30:20] something and work with the town. Um [1:30:23] they have not set a date for a planning date on that yet. And so, once that [1:30:27] happens, I can give you more information on what that is, but they are looking at [1:30:31] a date that they can work together. I know the firework kind of thing has to [1:30:34] be done I think like September 7th. >> Yeah. [1:30:37] » And all that, we know we're aware of that, but as far as that planning date, [1:30:41] they have not nailed it down yet, but they are kind of tentatively throwing [1:30:45] some some dates around again at the end of August. And so, then once they have [1:30:50] that planning meeting, which is supposed to be I think this at the beginning of [1:30:55] next week, um then we'll have more information on that, but there is there [1:30:59] is some thinking and planning of what we can do [1:31:03] with the Ag Society and maybe with some of the stuff, you know, with the best [1:31:06] such as the fireworks on a on a date where everybody can have something to to [1:31:11] grab onto. >> And just on that note, I [1:31:14] understandably they were given like a period of time, here's the grant money, [1:31:18] you have to use it by then. Would they do that? [1:31:20] » They're >> I would think maybe now that I'm saying [1:31:23] it not surely, but there could be a variance requested for because of the [1:31:27] flood and stuff. >> This is that. [1:31:29] » Oh. Uh-huh. Okay. Okay, cool. That's it for me. [1:31:33] » Okay. >> Thank you. [1:31:35] » I think I think this should be a report. [1:31:37] » It is. >> Okay. [1:31:40] » Yes, that. >> Okay, so concert hall. [1:31:44] » Um I think basically reiterate reiterate [1:31:47] what everybody else has said here and you know, give thank you to everybody. [1:31:52] We've gone through some, you know, some really [1:31:54] some times that we weren't expecting and um I think you know, [1:31:58] I think we all learned from we all learned from everything that went [1:32:02] on, um I mean, you can only grow [1:32:06] um to make sure if this were to happen [1:32:09] another time that we would have been, you know, ready for it. But, um [1:32:14] like I said, everybody Everybody did did their job and everybody stepped [1:32:19] up to the plate in so many ways. I mean, there's so many people that, you know, [1:32:22] stepped in. So, yeah. Um just thank you to Jack [1:32:27] and to thank you everybody for that. Uh I know I appreciate it which, you know, [1:32:32] I think everybody Everybody in town appreciated um [1:32:35] the welcoming and, you know, just just uh the support. So. [1:32:40] Yeah. Um other than that, there is a barbecue at um Scales Drug Store [1:32:46] tomorrow tomorrow afternoon, right? >> Thursday. [1:32:48] » Thursday. [1:32:51] Thursday. They're They're having a barbecue at Scales and um I I would [1:32:55] encourage everybody to attend. I think that's [1:32:57] And I I do believe they are planning to have another barbecue for [1:33:02] There is a plan for another barbecue for blood bank victims and [1:33:06] that's at the end of the month. But, um [1:33:10] that's coming up. Um [1:33:12] I would just also like to send, you know, um as as she was a counselor of [1:33:16] the town of Swan River, I send my condolences out to Tracy Bouchard's [1:33:20] family as um you know, her her her [1:33:23] her mom has passed away. So, I just like to say a great great thank you. [1:33:29] Thank you. [1:33:33] So, obviously, you know, like we community has seen like and not not only [1:33:36] the Swan River, but the whole valley has seen [1:33:40] uh some devastating losses here in in the last month and it's just been [1:33:44] heartbreaking, but the Parkland area and our in our briefing that we had with um [1:33:50] the Parkland municipalities yesterday, there is over 1,000 [1:33:56] events that will be more than 1,000. I'm guessing it might be even closer to [1:34:00] 1,500 or maybe 2,000 events that are going to be documented uh throughout the [1:34:05] whole Parkland region uh towards DFA and damages to those [1:34:10] municipalities. So, it's it's it's quite uh alarming. And so, the municipalities [1:34:15] got together and uh over the last, you know, few weeks to [1:34:18] talk about how we as a as a district, the Parkland district, can work together [1:34:23] on advocating for what we need in this [1:34:28] region and making sure that we have uh what it takes. But, let's say if it's [1:34:32] DFA claims or if it's, you know, anything to help while residents, of [1:34:37] course, do DFA, but also with our municipalities to get the money that [1:34:42] they need. If you have a municipality that has, say, $3 million [1:34:46] in in damages, and they have to go and say they may have an up up-front money [1:34:51] from the province of, say, 1/2 million or 1 million, where does where does the [1:34:55] $2 million come from? So, these municipalities are quite concerned about [1:34:59] this right now. And so, this is the goal of this here um [1:35:04] uh with this [1:35:06] group or whatever getting together on this flood situation. [1:35:11] We talked about um advocating the province. The province [1:35:14] really needs the to um start on this um flood review for [1:35:21] 2026. And they need to lead that. They can't leave that leave that to the [1:35:26] municipalities. I think it needs to be a regional Parkland flood 2026 review. And [1:35:32] something that I sent that to the premier yesterday on that. And I'm [1:35:36] certainly hoping that we can see some traction on that. I've advocated several [1:35:40] different times to different ministers about, you know, up-front money to [1:35:44] municipalities and and also to residents. You know, I was told by a [1:35:48] read from down south in 1997, the municipalities or uh residents of the [1:35:53] municipalities down there in '97 received upfront $5,000. [1:35:58] And uh and I was kind of taken back by that. [1:36:02] And I went, "Wow, you know, so I kind of spoke to the the minister yesterday and [1:36:06] said, you know, like you know, we we've done it once before. And there's a [1:36:09] lot of people that need need the money, you know, sure they might have some you [1:36:13] know, they may have insurance that might come, but some [1:36:16] won't have that and they need to put a new cattle in their house, they might [1:36:19] need a new sock or a new hot water tank or they [1:36:23] might need, you know, a new furnace and certainly $500 is a nice touch, but [1:36:28] definitely is it's not going to be enough and this is going to be this is [1:36:31] going to be really tough. So, these are a lot of things that the the [1:36:35] municipalities were talking about yesterday including the mention of the [1:36:39] the Dauphin hospital. And in my conversation with CEO Slate, I said that [1:36:45] our hospital has two great operating operating rooms and we have OR recovery [1:36:51] rooms and all that that we can handle, which we have already been doing some [1:36:55] procedures and more surgeries. Those surgeons those doctors need to have a [1:36:58] place to conduct their business and they're going to need something soon. [1:37:02] So, this is so an avenue where we can actually provide some of those services [1:37:07] now that we have a CT scanner in Swan River. There's a lot of services that we [1:37:11] can provide in the town of Swan River because of our facility. And and CEO [1:37:17] Slate had, you know, reaffirmed and said that absolutely we have probably an [1:37:22] amazing facility that we can we can do that, but [1:37:25] there obviously steps the province has to take um with uh [1:37:31] uh getting those things in place. Uh I don't really We've talked a lot [1:37:37] about the flood stuff, you know, and I you know, [1:37:39] the the volunteers and and and and just amazing to see, you know, all the [1:37:44] people that have come together and we'll talk about this for a long time [1:37:49] and I'm sure that in this you know this day is I don't want to [1:37:53] call it a celebration but this day of us getting together [1:37:56] will be able to express more gratitude towards a lot of the people that really [1:38:00] came and stepped up to plate. Um I thank uh [1:38:07] uh Counselor Malik for his words earlier. But you know what? I don't do [1:38:12] all that just because or you know I have the time or what I I I I have the [1:38:18] support of council and and a lot of you have phoned me and and gave me your [1:38:24] uh support. Administration, I've had other mayors and reeves [1:38:29] uh call me and and do exactly the same thing. So it just makes it a lot easier [1:38:33] to do your job when you have people that are reaching out and and uh giving the [1:38:38] the most assistance that they possibly can. You know, including several [1:38:42] ministers I had the opportunity to to talk to over the last month and uh and I [1:38:48] continue to uh to talk to them on on many things I'd like to advocate for. [1:38:53] I think today I was speaking to I don't want to go too long but I do want to [1:38:57] make sure we give thanks to our administration especially with them [1:39:00] taking on their jobs and their roles everyday roles of running our [1:39:04] municipality but also to going and running an EOC on top of all that and [1:39:09] the and the stress that came with it and the time that they had to spend [1:39:14] uh outside from their families and their jobs to to get the job done. I had some [1:39:18] people tell me today or actually the last little while that the updates that [1:39:23] um our administration and mainly Director Gordon Broom who had done a [1:39:28] great job in providing those, they said, you know, they really liked the fact [1:39:32] that you numbered them and I know that we learned that a long time ago and so I [1:39:36] I like that we continued on with that and and uh you did a a great job and and [1:39:41] the rest of the team too. As well as you know we don't have [1:39:45] Mr. Dennis here but there's a lot of stuff that he really [1:39:49] kind of got his feet wet got his feet so to speak and [1:39:54] maybe it's a bad choice of words but but you know what he he really did step up [1:39:59] and and was under a lot of pressure for a long time there so [1:40:03] it's nice to see that team Rubicon come to the community and and taking on some [1:40:07] of those those roles in the emergency center for us as well as Red Cross and [1:40:13] and all that but there's a lot of other people that we've been talking to in the [1:40:17] last month and and actually in the last week on supports that we can get from [1:40:22] people and I just I thank them and and we've opened [1:40:27] up a lot of doors for a lot of support not only for administration but also for [1:40:31] our community as well. So we'll hear a lot more about [1:40:34] that in the days and weeks ahead to come. [1:40:38] Now I will give it to Director Gordon Brom. [1:40:42] » Usually I save myself for the last but I'm sorry. [1:40:46] » I can't believe you're going to forget about us. That's all right. [1:40:48] » No, never. >> Darn. [1:40:51] Um no, I I think you know like kind of on the the theme of everyone here I I [1:40:57] said it many times in in my flood reports to council [1:41:00] um but I think I owe a a huge public thank you to to my staff for their work [1:41:06] um in the flood event [1:41:08] and under the task of logistics and to the incredible [1:41:13] community volunteers and dinner who helped us. [1:41:17] Um I need to you know specifically acknowledge acting recreation manager [1:41:22] Morgan Buck who took complete charge of the support center with the help of [1:41:27] operations supervisor Keegan Harness as well as um just community member Nikki [1:41:32] Chartrand who she headed up the donation center and did a fantastic job with, you [1:41:38] know, no incentive other than helping our community. And then also to [1:41:44] Albert Short Term Friendship Center executive director was Lee Sangluk, [1:41:48] whose guidance and expertise absolutely [clears throat] invaluable. She went [1:41:53] through it all in Minnesota, so she she was an incredible support. [1:41:58] So, I am very proud of how we were able to come together and and serve our [1:42:03] community in such a great time of need. Um also just a [1:42:08] thank you to the Swan Valley Fire Department who came to our rescue [1:42:14] once again in the recreation department this afternoon. [1:42:17] Um hopefully that's the last fire we experience this year. [1:42:22] Um on that. And on a happier note, just a [1:42:26] congratulations to the Swan Titans Cricket Club who have completed their [1:42:32] immediate work that they wanted to do on prepping their their cricket grounds, [1:42:36] their new cricket grounds that have been totally signed off on. And so, they can [1:42:40] now enjoy that for the remainder of the summer and they have been, so that's [1:42:44] wonderful. >> Okay, thank you. [1:42:48] Uh CFO Ganeda. [1:42:57] » So, I do have an email March 31st from one of the town councils [1:43:04] representative on the RISE board asking us but chair of RISE and sent me [1:43:09] financials lately and I said no. And that's all I've ever heard [1:43:14] about anything coming from RISE. So, I'm not sure where things stand with [1:43:20] that. And with the planning district, I've heard nothing. Like I don't know if [1:43:25] they're meeting, if they're active. They haven't even provided a budget yet for [1:43:30] 2026. Or not that not that's come my way anyway. [1:43:35] So, I'm not sure what those two organizations [1:43:40] uh are doing as far as getting their financial reports done. [1:43:47] » Okay. Well, we'll just keep nudging, I guess. [1:43:50] Um yeah, sorry. >> Well, this is This is my nudge. [1:43:55] » Yeah, well, I mean, nudging. >> [laughter] [1:43:59] » Those of you that sit on those boards, please [1:44:02] » I uh I hear [1:44:04] » take action. >> I hear you loud and clear on on RISE, [1:44:07] and that is uh we there was a meeting that I thought [1:44:12] was canceled on July the 6th, and it has not been rescheduled yet. So, [1:44:17] uh we're waiting on that one there yet. So, uh that's what I was told that they [1:44:21] had not been approved yet because of that uh meeting, but I actually thought [1:44:25] that meeting was canceled. So, anyway, um [1:44:28] I'll do that on my side, but uh that meeting has not been approved yet for uh [1:44:33] like rescheduled. Mr. Harvey. [1:44:42] » Uh yes, I'd like to thank Jordan Brooks, uh who covered for me [1:44:47] uh the first 2 days of the flood while I was dealing with flooding at our house. [1:44:53] And then uh the public works staff for all the [1:44:57] extra hours they put in delivering sand sandbags. [1:45:02] Um uh big shout out to all the volunteers [1:45:05] who are helping their neighbors sandbag and then uh remove flood debris [1:45:11] material, and then the NGOs who are in town [1:45:16] and are uh tackling some [1:45:19] tough messes and doing a good job, and uh it's nice to have them in town. [1:45:27] » Absolutely. Thank you. I see L Tunney. [1:45:32] » Oh, I would be remiss not to thank everybody for all the work, but it's [1:45:35] kind of repetitive. And I think that the uh team collectively did a fantastic job on the [1:46:25] whole. Uh, I'm glad to hear people are [1:46:27] recognizing that, so that's all I have to say. It seems like [1:46:30] months ago because it's, you know, it does, but uh [1:46:35] it wasn't that long ago. So [1:46:38] thank you to everybody. >> All right, thank you.
