Whereas over 100 million americans boating, sailing, Paddling, and fishing continues to be a popular recreational activity from coast to coast 290 00:45:28,630 --> 00:45:28,630 and everywhere in between, people are taking to the water and enjoying time together. 291 00:45:33,660 --> 00:45:33,660 whereas on average, 650 people die each year in boating related accidents in the us, With 75% of these fatalities caused by drowning. 292 00:45:43,780 --> 00:45:43,780 and whereas, the coast guard estimates that human error accounts for most of the boating Accidents, 293 00:45:48,340 --> 00:45:48,340 as life jackets could easily prevent nearly 75% of boating fatalities. 294 00:45:53,940 --> 00:45:53,940 whereas, during national safe boating week, the us coast guard and the national safe Boating council, 295 00:45:59,380 --> 00:45:59,380 along with federal, state and local safe boating partners, Encourage all boaters to explore and enjoy america's beautiful waters responsibly. 296 00:46:08,220 --> 00:46:08,220 and whereas, through basic boating safety procedures such as carrying life saving Emergency distress and communications equipment, 297 00:46:15,300 --> 00:46:15,300 wearing life jackets, attending safe boating courses, Participating in free boat safety checks and staying sober when navigating. 298 00:46:24,580 --> 00:46:24,580 and whereas having the privilege to enjoy various waterways in our backyard. 299 00:46:29,130 --> 00:46:29,130 national safe boating week helps bring attention to important life saving tips for Recreational recreational boaters so that they can have a safe experience out on the water 300 00:46:38,130 --> 00:46:41,610 throughout the entire year. And now, therefore, I, michelle j. Gomez, very proud mayor of the city of tamarac, Broward county, florida, on behalf of the commission, 301 00:46:46,130 --> 00:46:46,130 encourage everyone to wear a life jacket while practicing safe boating habits and do Hereby proclaim may 16th through 2022 2026 as 302 00:46:56,010 --> 00:46:56,010 national safe boating week. I think the coast guard often gets 303 00:47:06,010 --> 00:47:06,010 forgotten about. Number one, they do work on waterways as well as the sea. 304 00:47:13,050 --> 00:47:13,050 number one, they are a law enforcement organization. 305 00:47:17,570 --> 00:47:17,570 and we do education not just for boaters but for children as well. 306 00:47:24,050 --> 00:47:24,050 we provide this coming saturday, a class in pembroke pines, So please contact us if 307 00:47:33,960 --> 00:47:33,960 you need classes for children. For adults, not just for boat captains, But even for crew. 308 00:47:41,720 --> 00:47:41,720 people who just visit us. And if you've watched the news a week ago, 12 people were sort of blown out of their boat and had a lot 309 00:47:51,680 --> 00:47:51,680 of injuries. That concludes my report. Excellent. Thank you very much. We will now go to our bso monthly update. 448 01:07:25,020 --> 01:07:25,020 good evening mayor, vice mayor, commissioners, City manager, city attorney, and the citizens of of tamarac. 449 01:07:33,300 --> 01:07:33,300 today I want to talk about a negative. Negative is not always a bad thing because I want To talk about how for the month of april, 450 01:07:42,180 --> 01:07:44,940 we have a negative in front of every one of our numbers of crimes. And we went down in every single category of crime. 451 01:07:53,730 --> 01:07:53,730 that is just a testament to the deputies that are out there every day patrolling, Getting out there and just getting into the community and letting them know we're 452 01:08:03,610 --> 01:08:03,610 here for them. And the number of arrests have increased, Which is a great positive number, 453 01:08:08,290 --> 01:08:11,810 too. So I'd love to see that. So we put more bad guys in jail. And then the other big number that I want to talk about, That's a positive. 454 01:08:15,570 --> 01:08:15,570 not many people like, but I know it's a good thing because it shows that we're out there Enforcing the traffic laws is we went up 75% in citations. 455 01:08:24,770 --> 01:08:24,770 that number. I don't hear any clapping for that one, But. 456 01:08:30,210 --> 01:08:30,210 and then also, what's a great. Another negative is the number of crashes that have gone Down. 457 01:08:34,530 --> 01:08:34,530 we're down 14% in crashes. So with the traffic enforcement that's out there, That is that is the positive thing that comes out of it. 458 01:08:41,130 --> 01:08:44,880 so that with more enforcement, there are less crashes. So that's a real quick one. But tonight I want to just do a quick honorary thing for I Have some deputies here who we wanted to honor them 459 01:08:54,800 --> 01:08:58,680 for deputy of the month for the month of april, And I'd like to bring them up. It's my cst team and some members of my criminal investigations team. 460 01:09:03,720 --> 01:09:03,720 I have sergeant matt gorman, deputy christopher gonzalez, Dean carty, rolando reyes, detective steven lee, 461 01:09:12,400 --> 01:09:12,400 and detective james redford. These guys exemplify what it means to get out there and take It to the max. 462 01:09:21,080 --> 01:09:24,840 back on april 30th, we had a gentleman, I don't want to call him that. We had an individual who decided to jump the fence at one of our schools and catholic Schools, 463 01:09:30,120 --> 01:09:33,840 where there were children playing in a playground. These were young children. These are like seven years old playing on a playground. 464 01:09:37,760 --> 01:09:37,760 that gentleman, that individual, I'll call him again, Decided to try to entice one of the children over to him, 465 01:09:45,080 --> 01:09:45,080 and luckily the teacher that was there saw something was wrong because he was trying to Hide. 466 01:09:50,840 --> 01:09:50,840 while he was in there behind a wall, saw what was going wrong and stepped in and he jumped The fence and got out of there. 467 01:09:57,600 --> 01:09:57,600 we responded over there and immediately the investigation started. 468 01:10:03,480 --> 01:10:03,480 the detectives got word of this, and detective lee's, Along with detective reyes, started their investigation and they started knocking on doors 469 01:10:12,840 --> 01:10:12,840 looking for cameras because we had nothing. We had a one video clip of this individual Jumping over the fence and being there, 470 01:10:19,800 --> 01:10:19,800 and that's all we had. After knocking on about 40 doors of businesses and residences going Through everything and all the technology that we had, 471 01:10:27,800 --> 01:10:27,800 we identified a car that he was tied to. After that, We were able to get a tag and find out who he was or where the car was registered. 472 01:10:36,040 --> 01:10:36,040 within about 24 hours of having nothing, we located him and took him into custody, Wearing the same clothes that he was wearing when he jumped the 473 01:10:45,870 --> 01:10:45,870 fence. They. These detectives just did an amazing, Amazing job. 474 01:10:51,590 --> 01:10:51,590 the csp. Everybody. And it should be known that this. 475 01:10:58,430 --> 01:10:58,430 this subject already had a history for possession of child pornography and trying to lure Enticing other people. 476 01:11:04,950 --> 01:11:08,390 so this is a very bad person that we have taken off the streets. And I'm hoping that we put him away for a long time. 477 01:11:11,630 --> 01:11:13,670 so I want to thank each and every one of them. These are our detectives, actually our deputies of the month for april 2026. 478 01:11:45,900 --> 01:11:45,900 thank you for your service. Thank you for protecting us. Thank you for protecting our Children. Thank you. 479 01:11:52,700 --> 01:11:55,460 ladies and gentlemen, as promised, there was going to be a break. When item number two is done, item number two is officially done. 480 01:11:59,820 --> 01:11:59,820 and we're just going to round it off and go to 825. 481 01:12:04,100 --> 01:12:04,100 we'll see you all back here at 825. Thank you very much. 482 01:12:09,900 --> 01:12:13,460 thank you. All right, ladies and gentlemen, our apologies. We are running a little late. We have had a really great first part of our meeting. 483 01:12:17,580 --> 01:12:21,420 some of us may have a little sugar high, so forgive us. But it is 828. So we are going to go to the public participation part of our program. 484 01:12:29,300 --> 01:12:29,300 and the rules and regulations are above, but I'd like everybody to just know a couple of Things as I probably now have icing in my hair. 485 01:12:40,420 --> 01:12:40,420 we allow everybody to speak. We know that people may not always agree, So we ask for happy hands. 486 01:12:46,340 --> 01:12:46,340 if you like what somebody said and you can put your thumb down if you don't like what Somebody says. 487 01:12:50,420 --> 01:12:50,420 but we don't encourage we do not like booing, Jeering and cheering because we don't want anybody to feel intimidated. 488 01:12:56,580 --> 01:12:56,580 everybody has the right to speak freely. Now, Along those lines, this is an item for anything that is not on the agenda. 489 01:13:03,140 --> 01:13:03,140 so the workshop item on 11 is not considered on the agenda and consent agenda. 490 01:13:08,980 --> 01:13:11,820 items can be spoken about at this time as well. Please keep in mind if a consent agenda item is removed from consent, It becomes a regular item where public participation is held so you 491 01:13:21,820 --> 01:13:21,820 can speak at public participation during the item that gets removed from consent agenda if There is one. 492 01:13:28,780 --> 01:13:28,780 now that I think I've given you clear as mud, I'll call the first person we give you your name. 493 01:13:33,620 --> 01:13:33,620 we appreciate if you give your address. If you're not comfortable, Just please tell us the city in which you live, or at least the county, and then proceed 494 01:13:39,770 --> 01:13:43,090 for your three minutes. We do not share our minutes here. Alrighty. Moving right along. We've got carol mendelsohn and then kate johnson is on deck. 495 01:14:05,330 --> 01:14:05,330 carol mendelsohn, district four. Madam mayor, Commissioners, I want to begin with a simple but important question. 496 01:14:13,690 --> 01:14:13,690 what value do we place on the well-being of the people who protect us every day? 497 01:14:19,490 --> 01:14:19,490 right now, we make decisions that prioritize events that cost taxpayers hundreds of Thousands of dollars, 498 01:14:27,330 --> 01:14:27,330 the printing and distribution of promotional materials, And even the approval of a $5 million track project, 499 01:14:35,120 --> 01:14:35,120 while critical life impacting issues remain unaddressed. 500 01:14:39,840 --> 01:14:39,840 the state of florida has recommended reducing firefighter workweeks from 48 hours to 42 Hours. 501 01:14:47,000 --> 01:14:47,000 this isn't a luxury. It is a response to very real challenges mental and emotional strain, 502 01:14:54,040 --> 01:14:54,040 ptsd, physical exhaustion, and long term health risks, Including cancer exposure. 503 01:15:01,560 --> 01:15:05,440 our tamarac firefighters are among the best in the state. They have already brought the issue forward, Yet the current timeline would delay meaningful action until 2029 due to the contract 504 01:15:13,920 --> 01:15:13,920 process. This is simply too long. The cost to implement this change is estimated at 1 to $2 million annually, 505 01:15:22,800 --> 01:15:22,800 requiring approximately 10 to 12 additional positions. 506 01:15:27,600 --> 01:15:27,600 so I ask you what matters more? A $5 million track, Or investing $2 million in the health, 507 01:15:36,310 --> 01:15:36,310 safety and well-being of the men and women who risk their lives for ours. 508 01:15:41,670 --> 01:15:41,670 other cities such as boca raton, palm beach, Boynton beach and coral springs are already moving in this direction. 509 01:15:50,190 --> 01:15:50,190 if we do not act, tamarac risks falling behind not only in the standard of care, But in the ability to recruit and retain the best 510 01:15:59,990 --> 01:15:59,990 firefighters. We have options. We can prioritize this in the upcoming 2027 budget Workshop. 511 01:16:08,430 --> 01:16:12,390 recognizing the time required to implement it properly. Or we can bring forward this as an agenda item and begin the process now, Rather than waiting for contract cycles to delay 512 01:16:21,950 --> 01:16:21,950 progress. This is about more than scheduling. 513 01:16:26,030 --> 01:16:26,030 this is about respect. This is about responsibility. 514 01:16:30,510 --> 01:16:30,510 this is about doing what is right. Our firefighters show up for us every single day, Often on the worst days of our lives. 515 01:16:39,830 --> 01:16:39,830 it's our duty to show up for them. This is not simply a cost. 516 01:16:44,670 --> 01:16:44,670 it is an investment in people and safety and in the future of our city. 517 01:16:50,590 --> 01:16:50,590 so I ask again, what is their well-being worth? 518 01:16:55,070 --> 01:16:55,070 I urge you to act with the urgency this issue deserves and to stand with those who stand For us. 519 01:17:01,950 --> 01:17:01,950 thank you. Thank you. Know, if you like it. Happy hands please. 520 01:17:08,190 --> 01:17:08,190 kate johnson is coming down and I have commissioner david krasinski from southwest ranches Here on deck, 521 01:17:17,030 --> 01:17:17,030 if you wish. 522 01:17:30,460 --> 01:17:30,460 excuse me. Getting over a cold. Kate johnson, Mainlands four. 523 01:17:36,500 --> 01:17:36,500 first, I want to thank vice mayor bolton for his apology. 524 01:17:41,540 --> 01:17:41,540 he did accuse me of not reading my emails, so I did go back and read all 12 emails that I Got on that, 525 01:17:50,140 --> 01:17:50,140 and not one of them mentioned ada accommodations. 526 01:17:55,580 --> 01:17:55,580 I reached out to parks and rec. They did not know of any advertising for ada Accommodations either. 527 01:18:04,540 --> 01:18:04,540 so I would suggest with your next big event coming up, That that be started now so that people understand that accommodations will 528 01:18:14,420 --> 01:18:14,420 be made. Secondly, I want to talk about 11 b 529 01:18:23,970 --> 01:18:23,970 $64,932.39 was received by the city as 530 01:18:33,090 --> 01:18:33,090 settlement regarding our water. Now today. Vice mayor bolton has put on the 531 01:18:42,490 --> 01:18:42,490 agenda to see how much of that the commissioners can get. 532 01:18:49,370 --> 01:18:49,370 our commissioner spent over $1,030,000 last year in special projects initiatives Discretionary 533 01:18:59,490 --> 01:18:59,490 funding. I can't imagine how much we've spent already. 534 01:19:04,330 --> 01:19:04,330 and then I know we've got a $300,000 concert coming up next month. 535 01:19:10,010 --> 01:19:10,010 this is insane. That money was meant for water. 536 01:19:16,290 --> 01:19:16,290 I heard we were getting a 15% increase in our water bills to cover the infrastructure Needed. 537 01:19:24,240 --> 01:19:24,240 now, the city manager did say that did not go through the commission, But he said we need the money. 538 01:19:31,840 --> 01:19:31,840 well, if you need the money, take that 1 million plus dollars and put it toward the Infrastructure where 539 01:19:41,120 --> 01:19:41,120 every resident benefits. Not just a select few that some commissioners think are worthy, Or some 540 01:19:51,040 --> 01:19:55,040 projects that some commissioners think are needed. We don't need a bunch of projects. We, as residents could use financial help, And if that money can go toward curtailing 541 01:20:05,000 --> 01:20:05,000 our water bills, that's where the money should go. 542 01:20:09,280 --> 01:20:09,280 not in commissioners pockets. Thank you. Thank you. 543 01:20:15,320 --> 01:20:18,360 as commissioner kaczynski is okay. Thank you. Gary gray will come on down and miss vernon was just signed up as honoree, So leona mcandrews would 544 01:20:28,240 --> 01:20:28,240 be on deck if she has left the chamber. All right. 545 01:20:32,480 --> 01:20:32,480 thank you very much. And then, richard rem. Cartier. 546 01:20:41,080 --> 01:20:41,080 sorry for. I'm sorry. You said it sounded like a perfume. 547 01:20:46,800 --> 01:20:46,800 that is. Well, it's a beautiful name. I apologize for not saying it well. 548 01:20:50,840 --> 01:20:50,840 no, it's ramcharan ramcharan. My apologies. You'll be on deck. 549 01:20:54,920 --> 01:20:54,920 thank you. Good evening, gary gray, isles of tamarac. 550 01:21:02,840 --> 01:21:02,840 I, too, have some serious concerns over 11. Be that money should stay in the treasury of This city, 551 01:21:11,240 --> 01:21:14,200 because we are going to need it for infrastructure. We may even need it for operating costs. We don't know what the tax situation is going to Be coming from tallahassee. 552 01:21:21,510 --> 01:21:21,510 that money should not be frittered away by individual commissioners and their little pet Projects. 553 01:21:28,550 --> 01:21:28,550 that would be a misappropriation of funds in my personal and professional opinion. 554 01:21:36,190 --> 01:21:36,190 save that money for those projects that we know this city is going to need. 555 01:21:43,390 --> 01:21:43,390 put it aside because we're going to need it. And as far as getting the funds for the water System, 556 01:21:50,790 --> 01:21:50,790 improvements from the residents, we don't want to see a major increase in our bills. 557 01:21:57,510 --> 01:21:57,510 we're on fixed incomes, most of us. We have this multi this over $1 million coming to us. 558 01:22:07,590 --> 01:22:07,590 and yes, we did have some legal expenses. I'm sure those are in there somewhere. 559 01:22:12,750 --> 01:22:12,750 but keep the money in the city for these infrastructure projects that we need to do. 560 01:22:24,500 --> 01:22:24,500 I don't know what else I can say. For the mothers here, I hope you had a happy mother's day for the citizens that 561 01:22:34,420 --> 01:22:34,420 went through the tamarac university. Unfortunately, Most of them have departed. 562 01:22:38,820 --> 01:22:38,820 I congratulate them and encourage others to go through that process. 563 01:22:46,780 --> 01:22:46,780 you learn a lot. I haven't yet, but I will. Thank you. 564 01:22:54,780 --> 01:22:57,940 thank you very much. You do it. You will enjoy it. All right, miss ramcharan. Okay. Susan steinhauser, Thank you very 565 01:23:07,740 --> 01:23:07,740 much. Mark goggin. After mark goggin, we have maura bullman. 566 01:23:21,900 --> 01:23:21,900 sorry. Thank you. Good evening. Mark dougan tamarac lake south. 567 01:23:28,780 --> 01:23:28,780 I'll start off with the good stuff first. I thank allan lamb for all the hard work. 568 01:23:35,060 --> 01:23:38,980 I've worked with him on projects around our area out east. He's a great worker. He came out a couple of weeks ago because I called him about some Problems. 569 01:23:44,620 --> 01:23:44,620 the walls when power washed and a couple cracks from car accidents. 570 01:23:49,900 --> 01:23:49,900 going to be fixed. Also, thanks to bso, the great work. 571 01:23:54,740 --> 01:23:57,700 we need to appreciate them anytime you see them. Like the vice mayor says, yes, bring them. Other than donuts, The donut talks too much about the police. 572 01:24:03,900 --> 01:24:03,900 bring them sandwiches or something. Thanks. Fire department. 573 01:24:10,460 --> 01:24:13,690 that's big for me. I grew up in a fire department family. I worked on the rescue up north before I moved down here. 574 01:24:18,090 --> 01:24:18,090 cut into 42 hour shift is great. The men work too much as it is currently. 575 01:24:25,050 --> 01:24:25,050 I know, having been on the fire chiefs association of broward and palm beach county for Those long shifts, 576 01:24:33,330 --> 01:24:36,770 there's three shifts. That means most of the time they work. Today, 24 hours. Go home back in two days to make this adequate. 577 01:24:43,370 --> 01:24:43,370 as someone said earlier, that money is going to be needed in their budget and something we Need to start looking at because every other city up north, 578 01:24:52,290 --> 01:24:52,290 I know that went through this had to put completely additional shift. 579 01:24:57,570 --> 01:24:57,570 so that's at least another 12 to 16 personnel that we need on shift, So that they have four shifts to do this job properly and 580 01:25:07,050 --> 01:25:07,050 protect those firefighters. The other thing 11bi looked at it. 581 01:25:15,640 --> 01:25:15,640 it's money. It's money that should stay in the city coffers. 582 01:25:20,800 --> 01:25:20,800 we out in the east section. If you don't know where that is. 583 01:25:25,280 --> 01:25:25,280 east of 441, all the way out there to prospect almost a power line off of prospect. 584 01:25:33,320 --> 01:25:33,320 I've lived there 20 years. We've been told we're going to become part of tamarac water. 585 01:25:39,760 --> 01:25:39,760 we're not yet. That money should be going in and being ready to help get ready to prepare For that. 586 01:25:47,360 --> 01:25:47,360 it's been 20 years that we told we were going to get tamarac water when they had that big Issue in the fort lauderdale when at the airport and someone broke the big 587 01:25:57,200 --> 01:25:57,200 pipe when they were doing the work. I think it was f, P, and l, our area was out of water. 588 01:26:04,160 --> 01:26:04,160 luckily, the commissioner at that time, he's now vice mayor and some of the city did bring Bottled water around to the neighborhoods, 589 01:26:12,750 --> 01:26:12,750 which helped the neighbors. The other thing with that issue I had in reading it, I thought we had a city attorney that gets paid for 590 01:26:22,790 --> 01:26:22,790 by the city, by our taxes. Why are we paying another $23,000? 591 01:26:29,630 --> 01:26:29,630 thank you. Sorry. We do try to keep to a very strict three minutes. 592 01:26:36,190 --> 01:26:36,190 as rude as it may seem. Apologies. Madison. Bronson. 593 01:26:43,870 --> 01:26:43,870 sydney. Telus. Okay. And apologize again if I'm mutilating names. 594 01:26:53,150 --> 01:26:53,150 carlston gray. I know that one. He's my neighbor. 595 01:26:59,390 --> 01:26:59,390 and then on deck is patrice samonakis. Samonakis wave for now. 596 01:27:06,990 --> 01:27:06,990 are you coming up? Yes. Okay. Awesome. Good evening everyone. 597 01:27:15,710 --> 01:27:15,710 madam mayor. Councilors. Thank you very much for recognizing the work that others do to Make us feel safe. 598 01:27:23,590 --> 01:27:23,590 and in this tamarac, the last time I was here, I made a reference to a bikini 599 01:27:33,310 --> 01:27:33,310 about drawings being submitted by 13th floor. 600 01:27:38,910 --> 01:27:38,910 that was a bikini. What it revealed was interesting. 601 01:27:43,790 --> 01:27:43,790 what it concealed was vital. Little did I know at the time that I would be the one that Those drawings would bite in the 602 01:27:53,590 --> 01:27:53,590 backyard. I got the official drawings that have been used by the contractors in the Woodlands. 603 01:28:04,940 --> 01:28:04,940 and the drawings that the contractors are using is totally different from the drawings That were displayed to us. 604 01:28:16,340 --> 01:28:16,340 several homeowners received letters asking them, Telling them that they were encroaching on 13th floor 605 01:28:25,980 --> 01:28:29,820 property. I'm one of them. I knew I was encroaching. I bought a property that had sprinkler systems beyond my property line, Trees beyond my property line, 606 01:28:38,980 --> 01:28:42,700 and I knew that they were not mine. So they want to take their property. I don't have a problem with that. My problem, However, is that they intend to move the canal from where it is. 607 01:28:51,700 --> 01:28:51,700 remove the 12 to 15 foot buffer zone between our property line and the canal, And convert that to the canal. 608 01:29:01,300 --> 01:29:01,300 then use the existing canal as their new roadway. 609 01:29:07,090 --> 01:29:07,090 I mentioned this in a meeting on monday night and you didn't know what I was talking About. 610 01:29:12,450 --> 01:29:15,970 one of our homeowners got a call today by osni. Can't remember his last name representing 13th floor, And was told that he has three days to move his plants. 611 01:29:23,730 --> 01:29:23,730 madam mayor, councilors, this is a crisis. If they move that waterway to the boundary Line, 612 01:29:31,890 --> 01:29:31,890 it's going to erode the foundations of our homes. 613 01:29:35,970 --> 01:29:35,970 and there are 12 homes that are affected on the south side of orchard tree. 614 01:29:41,530 --> 01:29:41,530 this is an emergency. I expect action. Happy birthday, Commissioner murray. 615 01:29:48,330 --> 01:29:48,330 thank you. And I'll be sending you the telephone number and the the conversation. 616 01:29:52,410 --> 01:29:52,410 we will continue later. Thank you. And commissioner wright is aware of it as well. 617 01:29:57,010 --> 01:29:57,010 madam mayor, the name for the record. Oh, I apologize, I was going to put that on the record for the record, 618 01:30:02,160 --> 01:30:02,160 is carlston gray in the woodlands. Thank you. 619 01:30:07,960 --> 01:30:07,960 all right, patricia, you're coming up. I've got jen angelia. 620 01:30:15,560 --> 01:30:15,560 god bless. I screwed that one up. Sorry. Your handwriting's. 621 01:30:21,520 --> 01:30:24,640 everyone's beautiful. I just can't read. Mine was pretty bad, Though. I was like, oh, crap. Hello, my name is patrice. 622 01:30:27,840 --> 01:30:27,840 I live in spring lake off south gate. You can see our beautiful wall right now, Which is why we're here. 623 01:30:35,600 --> 01:30:35,600 I've lived in the community for coming up on 18 years. 624 01:30:39,720 --> 01:30:39,720 it looked pretty good way back in the day, but we've had some turmoil going on in our Community. 625 01:30:47,360 --> 01:30:47,360 and I would love to thank commissioner patterson because she has stepped in for us and she Is helping us with our wall and our lake. 626 01:30:57,240 --> 01:30:57,240 so we are super excited about that. And we just want to thank you so much. 627 01:31:02,440 --> 01:31:05,240 so this was just a good comment. We'll take them. We like those. It's all good. No we really really appreciate everything she's been doing. 628 01:31:10,360 --> 01:31:13,960 we haven't had that. So good. Thank you. Well good. Very glad to hear. Come on up. And then margaret pandoo. 629 01:31:20,440 --> 01:31:20,440 I got that one I think. 630 01:31:33,600 --> 01:31:33,600 my name is jennifer and I'm from spring lake. 631 01:31:37,680 --> 01:31:37,680 and generally I don't speak in public, but I really feel like this is something that is so Worthy. 632 01:31:47,200 --> 01:31:47,200 commissioner patterson well, first of all, she's a wonderful woman. 633 01:31:52,480 --> 01:31:52,480 I got to meet her for something separate other than spring lake the breast cancer gala, Which. 634 01:31:59,350 --> 01:31:59,350 thank you, thank you. That was beautiful. But our neighborhood, I've been there 26 years. 635 01:32:07,390 --> 01:32:07,390 and it's 97 homes. My husband was on the board ten years ago when I had breast cancer and It was falling apart. 636 01:32:15,990 --> 01:32:19,830 then he came off the board to help take care of my kids. And it just spiraled. It's very difficult, I think, Ever to get a lot of people to agree 637 01:32:29,710 --> 01:32:29,710 on anything. And the one thing we all agree on is that we all love our community. 638 01:32:37,710 --> 01:32:37,710 it's very small. We love it. It was very beautiful. 639 01:32:42,150 --> 01:32:42,150 it still is. Mostly we just have some boo boos, Some big ones. 640 01:32:49,270 --> 01:32:49,270 but commissioner patterson has been really trying to work very hard on getting some things Accomplished with us and for 641 01:32:58,900 --> 01:32:58,900 us. Some of us are with more the. With. And that's why we're here. 642 01:33:04,220 --> 01:33:04,220 I want to thank you so much. The wall. They proposed to paint the wall and take care of That. 643 01:33:09,420 --> 01:33:09,420 it affects everybody outside of us as well as those behind the wall. 644 01:33:15,980 --> 01:33:15,980 I'd like to say that I wish we could get the community to come together 100%, And I don't know that that's ever going to happen. 645 01:33:24,380 --> 01:33:24,380 but in the interim of all these things going on, I know that she's been working endlessly to try to help us. 646 01:33:30,780 --> 01:33:30,780 and we do love our community. So that will be so nice to drive into and see that the lake, 647 01:33:37,380 --> 01:33:37,380 I live on it. I love my lake. She's working to help take care of that. 648 01:33:43,580 --> 01:33:43,580 patrice and others live near the pool. Disaster. 649 01:33:48,340 --> 01:33:48,340 trying to get that covered. I don't know what's to come, But I just wanted to thank you so much. 650 01:33:53,940 --> 01:33:53,940 she's a wonderful person and I thank all of you for listening to her. 651 01:33:59,380 --> 01:34:02,980 that was it. Thank you and congratulations and wonderful being a survivor. Thank you. Appreciate it. All right. As margaret's coming down, Susan dupont. 652 01:34:19,380 --> 01:34:19,380 hi, I'm margaret panda. I live in the same association as them. 653 01:34:24,500 --> 01:34:24,500 I'm also not used to public speaking, but I wanted to come with all of them because I've Lived in spring 654 01:34:34,460 --> 01:34:34,460 lake for 20 years, and we love the community. 655 01:34:38,860 --> 01:34:38,860 it's really a very nice community. And unfortunately, The wall right now has gone down a lot. 656 01:34:47,900 --> 01:34:47,900 I was one with the others. There were there were a few. 657 01:34:52,490 --> 01:34:52,490 we tried pressure washing the wall and then we brought spatulas and we started to scrape The paint that didn't come off, 658 01:35:00,250 --> 01:35:00,250 so I. One day I worked for like four hours from 8 to 12, And then another day, another few days I've been scraping the wall. 659 01:35:09,410 --> 01:35:09,410 but finally commissioner patterson said, we'll try and make the city repaint the wall Because we were trying to put together 660 01:35:19,290 --> 01:35:19,290 a fund to repaint the wall. So we would appreciate any help we get from the city because It's been our home for 20 years and we love the 661 01:35:29,170 --> 01:35:33,130 community. Thank you very much. Thanks. Thank you. And the proposed wall looks really good. Now, Is there anyone else who wish to speak on an item that's not on the agenda? 662 01:35:43,050 --> 01:35:43,050 or 11? You'll go next. You'll go next. Or two of you ladies. 663 01:35:51,120 --> 01:35:51,120 hi. My name is susan de potter and I live in spring lakes also. 664 01:35:56,360 --> 01:35:56,360 I've lived there for 23 years and I have over the years been on and off the board. 665 01:36:02,160 --> 01:36:02,160 I've been a participant in trying to get the revitalization done for the hoa. 666 01:36:07,520 --> 01:36:07,520 we've tried it a few times, and one of the issues when we've gotten very close to getting It done we had issues with the, 667 01:36:16,120 --> 01:36:16,120 our attorney and that has caused a big split in the neighborhood, But whether or not we're going to get our pool back or our clubhouse back, 668 01:36:24,800 --> 01:36:24,800 which would be wonderful because it's such an eyesore there. 669 01:36:29,240 --> 01:36:29,240 I don't know if that's going to ever happen, But whatever help the city can give us, it would be really appreciated because at least 670 01:36:37,400 --> 01:36:37,400 the wall, because, you know, you pull in, you pull out and you see it and it's cracked and It's got big holes in it. 671 01:36:44,640 --> 01:36:44,640 and, you know, the neighbors in general, we all can't just fix it on our own, And we can't get enough participation because a lot of people 672 01:36:54,550 --> 01:36:54,550 have moved in there and they're under the assumption that they don't have an hoa, So they don't. 673 01:36:59,470 --> 01:37:03,030 they feel like that's not their wall, that is not their clubhouse. And they don't want to be held responsible or financially or, You know, physically helping. 674 01:37:09,150 --> 01:37:09,150 so whatever the city can do to help us is really appreciated because it is a good Community and we've got really nice neighbors for the most part. 675 01:37:19,030 --> 01:37:22,710 so yeah, we could really use some help and we don't know where to turn. We've we've tried everything. So whatever you guys can do, We really appreciate it. 676 01:37:28,870 --> 01:37:28,870 so we're there to help what we can do. We'll be there for you. 677 01:37:33,190 --> 01:37:33,190 okay. Thank you. Thank you very much. I know there was a community meeting commissioner Patterson held. 678 01:37:38,870 --> 01:37:38,870 it was here, and the timeline was provided, and everything that's being done as best as Possible is, 679 01:37:45,350 --> 01:37:45,350 and outside the box items are being thought about too, In order to help the community. 680 01:37:49,830 --> 01:37:49,830 so thank you very much. We will now go to patty fox and on deck after her will be sandy Hill. 681 01:37:56,630 --> 01:37:56,630 is there anyone else who wish to speak on an item not already on the agenda? 682 01:38:02,190 --> 01:38:02,190 all right. Then after sandy hill, we will end public participation. 683 01:38:09,670 --> 01:38:13,310 good evening, madam mayor. Commissioners, I'm patricia fox. I live in the woodlands. I've lived there for 25 years now and I am on have been off and On the boards for several 684 01:38:23,030 --> 01:38:23,030 years. I am truly here, though, to speak as a resident of tamarac in general. 685 01:38:28,830 --> 01:38:28,830 about 11 I 100% support commissioner rights establishing a veteran poll. 686 01:38:38,310 --> 01:38:38,310 I think banner program. I think it is an excellent idea and I also agree that he is the Most handsome man on this commission. 687 01:38:47,980 --> 01:38:47,980 okay. That's my vote. That's my vote. Whereas on 11 b, I 688 01:38:57,460 --> 01:38:57,460 disagree. Asking this commission, I'm asking this commission to consider asking this Commission to consider dividing that money up to the commissioners who 689 01:39:07,380 --> 01:39:07,380 opt in or out of this allocation is a ridiculous request. 690 01:39:11,460 --> 01:39:15,020 I've heard several people of the same the same exact thing. These people that the gentleman that was up here earlier and said that he's on the east Side of town, 691 01:39:20,500 --> 01:39:20,500 he wants to be part of the. He's supposed to be part of the tamarac water and he can't Afford. 692 01:39:26,780 --> 01:39:26,780 they can't afford to lose and have their increases done for their water bills. 693 01:39:32,820 --> 01:39:35,140 so a lot of people here live on fixed income. We all know that. And I think it's terribly unfair to think that these funds should be Used by the commissioners willy nilly. 694 01:39:43,970 --> 01:39:47,450 the funds should be used by the city to defray costs. I listened earlier where earl henry said that public works could use money. 695 01:39:52,490 --> 01:39:52,490 I mean, the everybody needs to use this money for the benefit of the citizens and Improving the city of tamarac. 696 01:40:02,730 --> 01:40:02,730 and it benefits all the city residents, not just little districts handing out gift cards. 697 01:40:09,970 --> 01:40:09,970 that's not how government should be run, that you by your little votes. 698 01:40:14,930 --> 01:40:18,890 how about you use some of these funds to support the veterans poll, For instance? I'm sure the the band would be appreciated and honored seeing the city honor our veterans Much more than seeing people get gift cards or 699 01:40:28,730 --> 01:40:28,730 whatever the commissioners decide to do with their money if they were to take that way. 700 01:40:33,050 --> 01:40:33,050 I disagree, and I hope the commission listens to all the people that are against handing This money out to the commissioners. 701 01:40:43,840 --> 01:40:43,840 thank you. Thank you very much. Sandy hill. 702 01:40:57,520 --> 01:40:57,520 hi. Sandra hill, woodlands and a tamarac taxpayer and resident for 25 years. 703 01:41:05,400 --> 01:41:05,400 so in the old days where I'm from, mothers used to want their kids to either be a doctor Or a 704 01:41:15,120 --> 01:41:18,920 lawyer. That's where it's at, and that's where the money is. And you can make a big impact. But nowadays, I swear to god, I think a mother should tell a kid to be a politician because 705 01:41:28,880 --> 01:41:28,880 that's where it's at. And I'm serious. I wished I hadn't gone into finance, I wished I was a politician, 706 01:41:35,920 --> 01:41:38,720 except I'm too nervous to be one, so I couldn't do it. But anyway, some of the commissioners, not all of them on this dais, Have been written up numerous times in the sun sentinel, 707 01:41:47,200 --> 01:41:47,200 in the editorial pages, they're written up in tamarac talk and on our little websites. 708 01:41:54,920 --> 01:41:54,920 right. They've been accused. One in particular has been accused of embezzlement. 709 01:42:02,120 --> 01:42:02,120 another one was fired from their last job. Another one was asked to retire to avoid future Whatever. 710 01:42:11,360 --> 01:42:11,360 and these are. And another one doesn't pay any taxes at all to our city. 711 01:42:18,360 --> 01:42:18,360 they've become very clever in manipulating money. 712 01:42:23,960 --> 01:42:23,960 like on our thing today. The million dollar, 600,000, whatever. 713 01:42:28,560 --> 01:42:28,560 I'm sure they're waiting to get their hands on that, To use it to buy votes or line their pockets. 714 01:42:37,990 --> 01:42:37,990 and if there is a god and I know there has to be, I hope and pray if you guys don't think god's watching you, 715 01:42:45,630 --> 01:42:45,630 darn he is. And the taxpayers of tamarac are watching you too. 716 01:42:49,710 --> 01:42:49,710 amen. Thank you. With that, public comments are now closed and we will move on to our Commission 717 01:43:00,990 --> 01:43:00,990 reports. Vice mayor. Madam mayor, before we go into commissioner reports I want to respond To 718 01:43:10,990 --> 01:43:14,950 two of the we don't do that, vice mayor. You know that. Okay. We I want to respond to some things that your point of privilege is noted. 719 01:43:21,630 --> 01:43:21,630 go ahead. Yeah. So first of all, at face value, When someone hears that the city commission spends 720 01:43:31,590 --> 01:43:31,590 1 million, $60,000, it sounds like, you know, It's taxpayers money and it was wasted. 721 01:43:38,980 --> 01:43:38,980 the half truths that come out of the mouths of some of these paid actors is ridiculous. 722 01:43:46,940 --> 01:43:46,940 and we need to put that on the record, that number one this was not taxpayer dollars. 723 01:43:52,900 --> 01:43:52,900 these funds came from a developer who wanted to see and make sure that our community Remained remained 724 01:44:06,060 --> 01:44:06,060 community benefits. Thank you so very much. So. 725 01:44:13,020 --> 01:44:13,020 this, this is not going to be a monologue I want I want miss calloway to, To come down manager to, 726 01:44:19,980 --> 01:44:19,980 to tell us how much money 13th floor gave us, Gave the city commission in community benefits so that the 727 01:44:29,660 --> 01:44:29,660 public does not think that this was taxpayer dollars. 728 01:44:37,500 --> 01:44:37,500 about $3.2 million. $3.2 million. And how much of that did the city commission get in Community benefits? 729 01:44:47,020 --> 01:44:47,020 about 930,000. Okay. So so that no, no, no you don't get to do that. 730 01:44:54,100 --> 01:44:57,740 do it in the woodlands when you were at the mayor. So vice mayor, that part's not necessary. You know, We we don't go there because the scripts that you give them to come and talk, 731 01:45:06,140 --> 01:45:06,140 they'll be debunked tonight. Yeah. Go ahead. I have a boo corner in my church on sundays, Too. 732 01:45:13,980 --> 01:45:13,980 so so a million, $1 million, almost $1 million was spent on community benefits. 733 01:45:21,580 --> 01:45:21,580 and it and people might think that we spent $1 million, You know, taking pictures and looking and looking great. 734 01:45:30,850 --> 01:45:30,850 I'll tell you some of the programs. Commissioner wright has a program that's called ted Tamarac economic 735 01:45:41,410 --> 01:45:41,410 dividend fund or whatever it is. Out of that same money, He gives $100 per month to residents who are in need. 736 01:45:50,450 --> 01:45:50,450 right. Is that buying votes? The jury is out on that one. 737 01:45:55,410 --> 01:45:55,410 that's that's that's your opinion. For some of us, Commissioner daniel commissioner patterson spent $5,000 each, 738 01:46:04,650 --> 01:46:04,650 $2,000 each, $100,000 each on residents that needed help to pay their mortgage, Their rent and all that 739 01:46:14,490 --> 01:46:14,490 stuff. We gave away gas cards to residents who needed them. 740 01:46:19,730 --> 01:46:19,730 they signed a form. They. They attested that they were in need. 741 01:46:23,850 --> 01:46:23,850 so to think that we spend thousands of dollars just squandering and that sort of stuff. 742 01:46:31,960 --> 01:46:31,960 that's a lie. And so I would I would caution all of you, For those of you who are getting these talking points, 743 01:46:41,240 --> 01:46:41,240 to come to the city commission meeting to berate us. 744 01:46:46,680 --> 01:46:46,680 enough is enough. And if and if that's your personality as a resident, I can't imagine what your personality would be as a city commissioner. 745 01:46:55,920 --> 01:46:59,240 all right. Not not not in my book. It's not going to happen. Vice mayor. No personal attacks. Did I call a name? 746 01:47:03,400 --> 01:47:03,400 it's not personal attacks. You know I am, I am, I am simply, I'm simply. 747 01:47:08,920 --> 01:47:08,920 I am simply responding to the resident who came up here with the half truths. 748 01:47:18,560 --> 01:47:18,560 now, as far as tamarac food and wine festival, This as far. 749 01:47:25,720 --> 01:47:29,630 do you want me to take a motion to to continue to talk? Vice mayor. The point of this is not we don't rebut what the residents say. 750 01:47:34,030 --> 01:47:37,550 and you know that we the city and and we actually do that. So if you want to formalize it for for the purposes of tonight, We can do that and we can go there. 751 01:47:43,670 --> 01:47:43,670 unbelievably rude. Mister. Mister manager. If you would have your employee come down to Talk about the ada requirements for tamarac food and wine festival, 752 01:47:53,310 --> 01:47:53,310 if you are privy to the information, we'd love to hear from you. 753 01:47:59,790 --> 01:47:59,790 vice mayor, I know that there's been extensive preparations for for ada accommodations. 754 01:48:05,510 --> 01:48:05,510 okay. So. So tell us about the ada accommodations that we had for tamarac food and wine Festival. 755 01:48:11,630 --> 01:48:11,630 since there is a member of the public who called parks and recreation, And it was nonexistent, 756 01:48:18,350 --> 01:48:18,350 and that's not the case. Okay. So you want melissa to come down to talk about it? 757 01:48:23,070 --> 01:48:23,070 I would like melissa to come down. And she's been intimately involved in preparing for Those accommodations. 758 01:48:35,550 --> 01:48:35,550 please clarify. Preparing for the accommodations for yard on the lawn. Or you're saying Prepared accommodations, 759 01:48:41,270 --> 01:48:41,270 food and wine, and as well as for any upcoming events as well. 760 01:48:47,150 --> 01:48:51,030 good evening. For the record, melissa petroni, Director of parks and recreation. Yes, we had an extensive ada plan for food and wine festival. 761 01:48:55,710 --> 01:48:55,710 as far as communications that went out, I'm not sure what was communicated about it, But we had full ada parking area on 94th street, 762 01:49:05,110 --> 01:49:07,990 which I believe it's 94th street coming from pine island. We had eight tables for ada seating that had multiple seats around. 763 01:49:11,790 --> 01:49:15,710 the tables right by the stage had very close, Leading to see all the action. We also had transportation from the shuttle drop off because unfortunately, The busses could not come down the street due to the roundabout. 764 01:49:22,750 --> 01:49:22,750 so we had golf carts that could pick up people that needed transportation from the shuttle Drop off. 765 01:49:27,420 --> 01:49:27,420 so those are the accommodations we had for food and wine and any events that take and and Let me ask you this. 766 01:49:34,180 --> 01:49:34,180 the people who needed ada accessibility, we didn't tell them that they couldn't bring Their lawn chairs. 767 01:49:42,780 --> 01:49:45,900 they were able to bring those in and they had a good time. Correct. Yes. And we had clearly marked parking spaces for ada. 768 01:49:51,580 --> 01:49:51,580 yes. On each of the areas and down the street we had cones with physical ada parking signs And with seating. 769 01:49:58,780 --> 01:49:58,780 we had signs on the seating that said ada as well. 770 01:50:03,620 --> 01:50:07,260 correct. Okay. So that's for food and wine. Mr. Attorney, is, is is there a requirement that we have to tell the public, Hey we have ada requirements or we just follow the law. 771 01:50:17,620 --> 01:50:17,620 we just have to comply with the law, obviously. 772 01:50:21,770 --> 01:50:21,770 when you have events they can call the city or the, The event organizers to learn about the combination that will, 773 01:50:30,970 --> 01:50:30,970 will have with respect to parking ada. Because some of us go to dolphin games and Different venues and, 774 01:50:38,210 --> 01:50:38,210 and the best thing to do is call sometime. Okay. 775 01:50:42,730 --> 01:50:42,730 and for yard and lawn that's coming up, we have extensive plans as well. 776 01:50:46,970 --> 01:50:46,970 yes we do. We have parking inside the park for ada handicapped parking, And we also have ada seating available. 777 01:50:53,730 --> 01:50:53,730 and we'll also have golf carts available for any transportation for anyone that's in Wheelchairs that can't get from the ada parking to the site. 778 01:51:01,130 --> 01:51:01,130 so if they're driving to the festival, they'll be able to come in and park at the Handicapped parking spots. 779 01:51:07,330 --> 01:51:07,330 yes. Up until the as soon as the parking spots fill up, Then we won't have any more. 780 01:51:12,730 --> 01:51:12,730 but we have about 30 parking spots. Okay. And your staff has made sure that their seating. 781 01:51:18,690 --> 01:51:18,690 and that there is accessibility for, for ada for ada compliance and that they will also Have the best viewing in every section. 782 01:51:28,640 --> 01:51:32,640 yes. It will be clearly marked ada seating. Okay. And again, there's no requirement for us to advertise that we just have to follow the law. 783 01:51:37,880 --> 01:51:37,880 mr. Attorney. Correct. Okay. So so that, that debunks the, The half 784 01:51:47,520 --> 01:51:47,520 truths or lies that some of you with the talking points have told. 785 01:51:53,360 --> 01:51:53,360 and so for anybody else that wants to hear us debunk anything else, You're, you're absolutely 786 01:52:03,080 --> 01:52:03,080 welcome to my office and let me tell you, I've been here for nine years. 787 01:52:08,160 --> 01:52:08,160 I've had residents put up their phones to, to film. 788 01:52:12,320 --> 01:52:12,320 I've had residents come with signs for bully bolton. 789 01:52:16,600 --> 01:52:16,600 I have had the sun-sentinel write that we spent $19,000 on travel and really and truly Sun-sentinel. 790 01:52:25,680 --> 01:52:28,160 about nine years ago, I was sick to my stomach. I thought it was going to lose my election. But you know what? I won that by a landslide. 791 01:52:32,320 --> 01:52:32,320 so, you know, to to say that, you know, we're doing wrong. 792 01:52:38,240 --> 01:52:41,880 let me tell you something. Everything is under sunshine. It is transparent. Everything that we do here in the city. 793 01:52:45,600 --> 01:52:45,600 so really and truly your talking points tonight are are debunked. 794 01:52:50,640 --> 01:52:50,640 and if you come back with talking points like this, I can guarantee you that every single time I'm going to respond to them because enough is 795 01:52:58,240 --> 01:52:58,240 enough. Commissioner patterson, district three. Thank you. Mayor. Good evening everyone. Please bear with me. My voice is a little sketchy Here. 835 01:58:18,550 --> 01:58:18,550 I've been trying to get over a cold. But first and foremost, I want to thank my colleague, 836 01:58:23,310 --> 01:58:23,310 vice mayor bolton for the recognition today. It actually means a whole ton. 837 01:58:28,630 --> 01:58:31,950 I remember growing up being haitian wasn't cool. I remember being picked on and, you know, just some of the challenges that came along with Identity as it pertains to being not only haitian woman, 838 01:58:40,470 --> 01:58:40,470 but a biracial woman on top of that. And my journey hasn't always been easy. 839 01:58:45,310 --> 01:58:48,030 so I appreciate that recognition. I didn't expect it. So thank you. And everyone knows I love flowers, So I'll let my husband watch this video to make sure that he knows that they came by way 840 01:58:56,070 --> 01:58:56,070 of the commission meeting tonight. Thank you again. 841 01:59:01,030 --> 01:59:01,030 I also want to recognize some of my colleagues that are here this evening that took time Out of their day to be with us for three hours, 842 01:59:10,070 --> 01:59:10,070 if not a little more. My colleagues on the southwest, Excuse me solid waste authority of broward county for the last year and a half. 843 01:59:19,270 --> 01:59:19,270 I want to thank my colleagues for appointing me to serve as the city's delegate on the Governing board for the solid waste authority for broward county. 844 01:59:26,910 --> 01:59:26,910 and while the work had been well underway for several years you know, My colleagues that are here tonight have all served either on or 845 01:59:36,710 --> 01:59:39,870 both the executive committee or the governing board. I got there and pretty much everything was just about done. 846 01:59:43,030 --> 01:59:46,110 I just needed to show up and vote here and there. But just, you know, having a background in solid waste. 847 01:59:49,830 --> 01:59:49,830 it's been a pleasure to be able to serve alongside them and see the work that's been done. 848 01:59:55,350 --> 01:59:55,350 obviously sustainability is an important initiative to me. 849 01:59:59,990 --> 01:59:59,990 I've done a few things in the city in my tenure here as a city leader relating to Sustainability. 850 02:00:06,540 --> 02:00:06,540 and I've received a number of emails today in support of the master plan and the Interlocal. 851 02:00:12,740 --> 02:00:12,740 and, you know, I just wanted to make a comment on the record just to encourage my Colleagues to support what's being presented on tonight. 852 02:00:21,380 --> 02:00:21,380 I think that the authority at this point is presenting what I consider to be a forward Thinking and a responsible solution to the recycling needs of 853 02:00:31,060 --> 02:00:31,060 our city and of our county. And so I would urge my colleagues to support that as well. 854 02:00:37,780 --> 02:00:37,780 and last but not least, I do want to just make recognition of our upcoming bike ride. 855 02:00:43,620 --> 02:00:43,620 it is the last bike ride in district three for this cycle. 856 02:00:49,180 --> 02:00:49,180 let's say we're going to take a break after the month of may. So if you haven't had an Opportunity to come out for the bike ride, 857 02:00:54,540 --> 02:00:54,540 it is this saturday. It is super awesome. You know, We've had amazing attendance. 858 02:01:00,610 --> 02:01:02,690 this ride is going to be a little extra special. We will raffle off a bike. So that way everyone that's been saying I don't have a bike can Come prepared in september when we kick back off the bike rides. 859 02:01:12,770 --> 02:01:12,770 also we will be riding in honor of armed forces week, Which is may 11th through 17th. 860 02:01:19,170 --> 02:01:21,450 as you all know, my husband is a navy veteran. My father is a retired, my stepdad is a retired colonel in the air force. 861 02:01:25,690 --> 02:01:29,130 and so the armed forces is always important and special to me. So I invite you all to attend. We'll be at the tamarac sports complex at 8 a.m., So don't meet me there. 862 02:01:35,810 --> 02:01:35,810 meet me there. Thank you. Thank you. Commissioner. 863 02:01:40,370 --> 02:01:40,370 doctor. Daniel. District four. Thank you. Mayor. 864 02:01:45,450 --> 02:01:45,450 just want to piggyback on something that commissioner bolton said. 865 02:01:49,650 --> 02:01:49,650 I think we should formalize responding because one thing. 866 02:01:55,210 --> 02:01:57,450 I love this job. It's an honor to do this job. I'm quite a privilege, and I see that when I try to do my best, Believe it or not, and pray every day regarding this job. 867 02:02:06,280 --> 02:02:06,280 but it really hurts when people come and mis educate the public and use statements. 868 02:02:13,920 --> 02:02:13,920 that's not completely true and transparent. It's wrong. 869 02:02:18,680 --> 02:02:21,320 and I know someone came and said, god is watching. Absolutely. He's watching and I'm praying and I'm a child of god, So be careful what you say. 870 02:02:26,360 --> 02:02:26,360 I totally unacceptable, acceptable. So if we could formalize it that the truth Continuously be told. 871 02:02:34,720 --> 02:02:34,720 and this doesn't become like a shaker village where there's lies throughout the community. 872 02:02:39,200 --> 02:02:42,040 like, no, enough is enough. We're grown up. Tell the truth. And if you don't understand, because apparently you don't ask, We will gladly show you. 873 02:02:50,000 --> 02:02:53,400 it's public record. It's public meeting. All you have to do is ask. You don't tell lies you don't miss. Miss, educate the public. 874 02:02:59,280 --> 02:02:59,280 like, to me that is a sham. That's the sin. Come on, Tell the truth. 875 02:03:07,120 --> 02:03:07,120 one one of the first things I had the privilege of meeting with the the fire board, The union. 876 02:03:14,680 --> 02:03:14,680 and what was said is not true, because I'm telling you, I'm a big supporter of the firefighters. 877 02:03:20,640 --> 02:03:20,640 when I lost my second child, I told them a firefighter stayed in my house with my oldest While I was bleeding out five liters of of blood while 878 02:03:30,640 --> 02:03:30,640 I flatlined three times. They were the one advocating for me. 879 02:03:35,480 --> 02:03:35,480 so shame on you to lie. Shame. I retired after 27 years with broward county. 880 02:03:43,240 --> 02:03:43,240 ask anyone in broward county. I am and still am one of their top principal. 881 02:03:49,520 --> 02:03:52,880 the state gave me bonuses to move to turnaround school. I went to pinewood and no one, no educator in this building have my record that I worked Hard for. 882 02:03:59,150 --> 02:03:59,150 that was my purpose. And when I pray and my purpose is to do this, Then that's what I'm doing. 883 02:04:05,350 --> 02:04:08,830 always been highly effective. Turn around. Pinewood. Four years failing the. The governor. The governor wanted to close that school. 884 02:04:13,390 --> 02:04:16,150 guess what? In that year I turned it one point 2ab. By the second year it beat all the schools in parkland in test scores top 3% in the state. 885 02:04:23,110 --> 02:04:23,110 that's my record. State asked me to go to charles f school. 886 02:04:27,950 --> 02:04:27,950 guess what? When I retired, guess what? I left it in a school. 887 02:04:32,070 --> 02:04:32,070 that's my record. Be very careful what you say about people. 888 02:04:36,390 --> 02:04:36,390 in fact, I wanted to retire before they asked me to stay longer. 889 02:04:42,230 --> 02:04:44,670 and because I like giving my all to everything I do. And I know when that season is over. I said it's time for me to go. 890 02:04:49,150 --> 02:04:51,950 I will not stay. I'll give you a few more months, But I'm going. And that's what I did. I'm going to write a book by my book. 891 02:04:56,860 --> 02:04:56,860 that way you'll know the truth. Also, can I ask the fire chief to come up? 892 02:05:03,980 --> 02:05:03,980 city manager. If chief frazier come up. Because maybe he needs to explain about the plan. 893 02:05:09,660 --> 02:05:12,340 I wanted that implemented right away. They said no. They needed time to adjust the truth. Once again, Let's talk the truth. 894 02:05:18,540 --> 02:05:18,540 truth is amazing. It clarity. It brings clarity, Clarification. 895 02:05:23,940 --> 02:05:23,940 spending money. I say this all the time. Listen to any strategic. 896 02:05:29,460 --> 02:05:29,460 my district. District four pays the most tax in tamarac. 897 02:05:33,620 --> 02:05:37,580 we carry the tax load. And guess what? Because of that. Because of the income. No one in my district rarely gets a cigarette because they don't Qualify, 898 02:05:43,300 --> 02:05:47,220 even if they're struggling. Because guess what? It's relative. You make six figures. Your house bill is worth seven figures. It's relative. 899 02:05:55,180 --> 02:05:55,180 so if you live in a $1 million house and you make six figures, It's the same as living in a $100,000 house and you make $40,000. 900 02:06:03,340 --> 02:06:03,340 it's relative. So these funds that I received was to help my residents who qualify for Nothing. 901 02:06:10,340 --> 02:06:10,340 they were given in grants to remove trees, to fix driveways, To fix garage, to do things, 902 02:06:18,060 --> 02:06:18,060 to do things that they cannot get grants for because they don't qualify. 903 02:06:22,580 --> 02:06:22,580 again, truth. Transparency. I'm sorry, chief frazier, But hey, I got a chance to tell the truth. 904 02:06:31,700 --> 02:06:31,700 let me do it. I appreciate. Well, I'll ask for if there's anything I can clarify for you, Please let me know. 905 02:06:38,500 --> 02:06:41,740 yes. Regarding the the plans of changing the firehouse. What's the plans for it? And how would you like us? 906 02:06:44,340 --> 02:06:44,340 because I guarantee you everyone on this commission supports that, So I'm not sure why people are lying. 907 02:06:51,610 --> 02:06:51,610 please say. The contract with the local 3080 is up for negotiation at the end of 908 02:07:01,410 --> 02:07:05,250 next year, and that's something that we will address at that time. There is a promise on the city's behalf. I was just talking with the hr director that they Will look into a 909 02:07:14,730 --> 02:07:14,730 modification of the current work schedule. The governor made a not a mandate, But a recommendation that agencies look 910 02:07:24,450 --> 02:07:24,450 at the work schedule. And it's you know, once again, It comes down to, you know, kind of a dollars and cents sort of thing. 911 02:07:31,810 --> 02:07:31,810 it is negotiated. So therefore, it'd be a little presumptuous to say one way or the other What's going to transpire in the future. 912 02:07:40,690 --> 02:07:40,690 but let me say this. Is there anyone on this commission who would not support the Firefighters working less hours, 913 02:07:46,090 --> 02:07:46,090 being less stressed with the type of job they do know, We all support them. 914 02:07:51,840 --> 02:07:55,440 so we need to stop telling those lies and we thank you for your support. You're welcome and you always have it. So updates. 915 02:08:01,000 --> 02:08:04,640 if my colleagues wouldn't mind giving me some more time, I'd appreciate it. Absolutely. Second last week we had a national day of prayer prayer walk at 6 a.m.. 916 02:08:13,200 --> 02:08:13,200 I know that's early for some people, but for those who run in the morning who likes to Pray early morning. 917 02:08:19,120 --> 02:08:19,120 it was fantastic. We prayed for everyone in this room and we know that we prayed for us. 918 02:08:24,880 --> 02:08:24,880 thank you, mr. Webster. He was there. We prayed for our city. We prayed for our resident. We prayed for our community. Pray for our government as a whole. 919 02:08:32,720 --> 02:08:35,280 we prayed for broward county and it was just awesome. I think it's something we should do more often. 920 02:08:38,600 --> 02:08:38,600 get in step with. Keisha is going well. Remember every thursday at tamarac park at 630 and Every second and fourth saturday at 10 a.m.. 921 02:08:47,390 --> 02:08:47,390 classes are free. Please register. And for those who want to bash educators on this Commission, 922 02:08:53,950 --> 02:08:53,950 we don't. Thank you. Commissioner patterson, I love that video of you giving sweet treats to millennium and challenger. 923 02:09:02,310 --> 02:09:02,310 I'm also having a barbecue on may 23rd. Educators are to be celebrated, Not bashed, not told lies on. 924 02:09:10,390 --> 02:09:10,390 so make sure you call. Please come out. Thank you. Thank you. 928 02:09:30,870 --> 02:09:30,870 I'll try to do this as quickly as possible. I want to thank the tamarac north lauderdale Chamber of commerce and all the businesses and the people that came out to the rise expo 929 02:09:38,430 --> 02:09:41,750 for health, wealth and small business week that occurred. It was an honor and a privilege to be on a panel with mayor scott brooke of coral springs And mayor richard walker from parkland with the icma nsu 930 02:09:51,350 --> 02:09:51,350 chapter. And talk to budding young minds who might go into government, Whether they're going to be an elected official or they're going to serve as 931 02:09:59,990 --> 02:09:59,990 administration. And it was fantastic. Please join our city of tamarac every tuesday night, 932 02:10:06,030 --> 02:10:06,030 530 to about 830 for game night. Because sometimes you just want to play a game and you Don't have enough people in the house who want to participate, 933 02:10:13,430 --> 02:10:13,430 or you don't have anybody in the house who wants to participate. So it's a good way to Meet your neighbors. I went to the inaugural one the other night, and it was a lot of fun 934 02:10:20,750 --> 02:10:20,750 watching everybody get together. You stretch a little bit, You walk your 1 or 2 laps around deptford park, 937 02:10:38,910 --> 02:10:38,910 you stretch a little bit more and then you go eat if you wish. 938 02:10:43,380 --> 02:10:46,260 it was great going to the dunkin donuts ribbon cutting. Very proud and happy to have that business in our city. 939 02:10:49,260 --> 02:10:49,260 I know it was planned by the business, so unfortunately not everybody was able to attend, But doctor keisha, 940 02:10:55,980 --> 02:10:58,900 daniel and I were honored to be able to represent. It's always good to have a little bit of a change of, Of guard, so to speak, to make sure more voices are heard and to make sure that we're 959 02:13:19,680 --> 02:13:19,680 doing the right thing. Section h entitled ten dash 3.1. 993 02:17:17,420 --> 02:17:17,420 allow use to add certified record recovery residents as a use type within a residential Group living category and creating section ten dash 3.6 entitled request for 994 02:17:27,010 --> 02:17:27,010 accommodation. Provide for reasonable accommodation process consistent with section three. 995 02:17:31,850 --> 02:17:31,850 97.487 florida statutes providing for effective date. 996 02:17:36,010 --> 02:17:39,290 thank you, madam mayor. Thank you. I'll take a motion and a second, Please. Move it. Second. Thank you very much. 997 02:17:49,570 --> 02:17:49,570 a full presentation on this item was delivered at the staff agenda review workshop on Monday the 11th. 998 02:17:54,890 --> 02:17:54,890 kent weller, our community development director, Is available for any questions. I will now open this up for public comments. 999 02:18:00,290 --> 02:18:00,290 is there anyone in the audience wishing to make a comment on this item? 1000 02:18:04,370 --> 02:18:04,370 seeing none. Public comments are now closed. Seeing no one from the commission wishing to Make a comment. 1001 02:18:15,610 --> 02:18:15,610 I do have just a couple of. And I know you gave the presentation. 1002 02:18:23,730 --> 02:18:26,720 I just guess I'd like some confirmation on the record. There is absolutely nothing that the city is able to do in order to enforce any rules and Regulations, 1003 02:18:33,880 --> 02:18:33,880 such as making sure it's clean, people are safe, Licenses are up to date. 1004 02:18:38,440 --> 02:18:41,440 is that correct? I can actually answer that question. So the florida statute actually provides that type of information. 1005 02:18:45,560 --> 02:18:45,560 so for certified recovery residents, the florida association of recovery residents fa Requires that they do an extensive 1006 02:18:55,080 --> 02:18:55,080 background check, make sure that they pass safety fire detectors and the like. 1007 02:19:02,400 --> 02:19:02,400 typically with these uses. Parking is really not much of an issue because they kind of Carpool or they have like shuttle services that come and get them. 1008 02:19:09,440 --> 02:19:12,880 so you're not going to see a proliferation of cars. We will require a business tax receipt. So, and also the application will require Recertification each year. 1009 02:19:21,040 --> 02:19:21,040 so we will work with fa. Fa does on site inspections annually, So we make sure we have a good communication with them. 1010 02:19:27,950 --> 02:19:27,950 we get their records so we have consistent evaluation. 1011 02:19:32,710 --> 02:19:32,710 as far as a code enforcement standpoint, they have to function like any other resident Property, 1012 02:19:38,670 --> 02:19:38,670 make sure they comply with the esthetics from the appearance noise and just the like with Every other residential home. 1013 02:19:46,030 --> 02:19:46,030 so there is safeguards in there. I'm going to read a line from our backup. 1014 02:19:52,150 --> 02:19:52,150 while certification through fa is voluntary for operators, It serves as a primary mechanism for ensuring and adhering. 1015 02:19:58,790 --> 02:19:58,790 if it is voluntary, then how are the safeguards that you've just put said to us actually Effective to put it in place? 1016 02:20:07,990 --> 02:20:07,990 so I know that can be a little confusing. And that definitely comes right from the Statute, 1017 02:20:12,750 --> 02:20:12,750 that voluntary component. However, the statute requires for certification of recovery Homes. 1018 02:20:20,070 --> 02:20:20,070 so if you want to be a recovery home that is not certified. 1019 02:20:24,750 --> 02:20:24,750 first of all, you're not able to really get the insurance to support the residents that Are living in that house. 1020 02:20:32,990 --> 02:20:32,990 plus, let's say if they came uncertified and they just asked for an application from us we Still have to give them a business license requirement. 1021 02:20:42,150 --> 02:20:42,150 we still have to review for occupancy safety fire. 1022 02:20:48,070 --> 02:20:48,070 so we'll have that general review and then we have to recertify with them each year. 1023 02:20:53,030 --> 02:20:53,030 we as far as on site inspections go, we would defer to far if someone came in uncertified, 1024 02:21:00,070 --> 02:21:00,070 we would have to take that into consideration as far as the certification. 1025 02:21:05,550 --> 02:21:05,550 I appreciate your answer, but it also doesn't give us access. 1026 02:21:09,630 --> 02:21:09,630 so once a year you get to make sure that if there's enough heartbeats per bed, Per room that we allow once a year. 1027 02:21:19,340 --> 02:21:19,340 their certification under the statute will be revoked if they deviate from that Application. 1028 02:21:24,820 --> 02:21:24,820 so if they have, for example, it's a two bedroom house. 1029 02:21:29,220 --> 02:21:29,220 the florida building code requires a minimum 75ft² for one resident. 1030 02:21:35,220 --> 02:21:35,220 if you have two residents, a minimum of 50ft² each, So you have a ten by ten bedroom, you can have two residents in there. 1031 02:21:41,460 --> 02:21:41,460 so if you have a two bedroom home, you have a maximum of four residents that can be in There. 1032 02:21:46,100 --> 02:21:46,100 so if they were to try to deviate beyond that and bring in more residents, They would. 1033 02:21:51,500 --> 02:21:51,500 we can then revoke their application because they will go beyond what was approved. 1034 02:21:55,820 --> 02:21:55,820 but you'll only know that once a year if you do a site and site inspection for Certification. 1035 02:22:00,500 --> 02:22:00,500 correct? For the most part, unless we have reasonable suspicion because, You know, code enforcement, 1036 02:22:04,860 --> 02:22:04,860 just like any other residential property, would be driving around, Driving around does not allow you access into a person's home. 1037 02:22:10,700 --> 02:22:12,860 understood. We would have to. It's still a home. We would have to get information elsewhere and then investigate that. 1038 02:22:15,900 --> 02:22:15,900 we'd have the operator information and follow up with them. My unhappiness with this is Yet again, 1039 02:22:24,530 --> 02:22:24,530 as I call it, up north, usurping local rule and our safety precautions for residential Communities turning 1040 02:22:34,370 --> 02:22:34,370 into business communities just as what has been going on lately. 1041 02:22:39,930 --> 02:22:39,930 vacation homes and rentals and things like that. 1042 02:22:43,970 --> 02:22:43,970 they're now making communities specific for using homes as businesses versus residential Communities that have no say in making sure 1043 02:22:53,890 --> 02:22:53,890 because recovery is important, the proper treatment facility mechanisms, Proper health care, 1044 02:23:03,410 --> 02:23:03,410 because there's no guarantee for licensure. You can have it for a year and well, It's because it's voluntary. 1045 02:23:12,690 --> 02:23:12,690 well, our rules be able to remove that home if they lose the certification. 1046 02:23:18,480 --> 02:23:18,480 do we have safeguards in place that we're allowed to follow, Or are they usurped? So to answer that question, 1047 02:23:26,520 --> 02:23:29,800 because there's statute information in there. If they come in with a fa certification, they have to maintain said fa certification. 1048 02:23:36,320 --> 02:23:39,600 if they do something to revoke fa certification, They don't. Do they fail their inspection. The operator, Something happens to the operator. 1049 02:23:45,040 --> 02:23:45,040 something happens there. They would notify the city we would approve that reasonable Accommodation based off of what they provided to us. 1050 02:23:53,080 --> 02:23:53,080 if they lose certification then they could they would have to reapply with us or be Revoked. 1051 02:24:01,120 --> 02:24:01,120 but are we application is something that we're being told we have no choice but to do. 1052 02:24:06,720 --> 02:24:06,720 we have to review their applications. We have to allow them. 1053 02:24:11,360 --> 02:24:11,360 we can't be we can't prohibit them, however, There is fine parts where they can be denied, 1054 02:24:20,760 --> 02:24:20,760 they can be revoked and they would have to. If they appeal the administrative approval, Then they will go to planning and zoning and then city commission. 1055 02:24:28,480 --> 02:24:32,320 that does allow for that in the florida statutes. Very thin lines there. I do appreciate your response. 1056 02:24:36,760 --> 02:24:39,120 we'll navigate. It's a preemption. We apologize. It's not your fault. And I'm trying to bring that out. 1057 02:24:41,760 --> 02:24:41,760 we're preempted on certain things. And I don't know if there was enough information for Significant lobbying to change things 1058 02:24:51,640 --> 02:24:51,640 to make it better. And I'm hoping there's going to be some kind of glitch bill to cover This, 1059 02:24:57,800 --> 02:24:57,800 because this is another area where I have concerns for the residents in the community, The residents getting the health care that they need 1060 02:25:08,800 --> 02:25:08,800 in a business format that takes away certain local control. 1061 02:25:13,110 --> 02:25:16,950 so I thank you for the answers to the questions. Commissioner patterson thank you mayor. Just a quick question. 1062 02:25:20,790 --> 02:25:20,790 manager, I guess I don't know if it's for the attorney, The manager or through the manager, 1063 02:25:25,830 --> 02:25:25,830 the planning director, but I also had a lot of concerns about this issue. 1064 02:25:30,470 --> 02:25:30,470 and obviously I'm well aware that we are preempted by the state. 1065 02:25:34,990 --> 02:25:34,990 but when we were briefing about this, I had asked a couple questions relating to Licensure. 1066 02:25:40,230 --> 02:25:40,230 and originally we were I was told that we couldn't require any licensure. 1067 02:25:45,390 --> 02:25:45,390 but then I think you guys came back and told me that the city is permitted to require Licensure. 1068 02:25:52,030 --> 02:25:52,030 tr and certificate of use. Can you just confirm on the record that that is the case? 1069 02:25:57,630 --> 02:25:57,630 I believe ken can answer that but but tr is is part of the requirement certificate of use. 1070 02:26:05,670 --> 02:26:05,670 I don't believe so. Kent. Yeah. Through the tr process the a certificate of use would be Included. 1071 02:26:11,620 --> 02:26:11,620 so we'll make sure that we have an application application fee and fee with this process. 1072 02:26:17,460 --> 02:26:17,460 so my my follow up question to that would then be given we are preempted. 1073 02:26:22,380 --> 02:26:22,380 are we able to adopt a policy that maybe permits some type of a proactive inspection Process that we are able to 1074 02:26:32,780 --> 02:26:32,780 I don't want the city to depend on complaints or or even wait for someone to come and Apply for 1075 02:26:42,700 --> 02:26:42,700 a tr because chances are they won't come. What's our, I guess it's a two part question. 1076 02:26:48,180 --> 02:26:48,180 what is our plan proactively to scan our city for these types of homes and whether or not They're in compliance 1077 02:26:58,100 --> 02:26:58,100 with the licensure rules? A and then b, can we adopt policy that calls for, You know, annual proactive inspections 1078 02:27:08,220 --> 02:27:08,220 to allow for use inspections. Based on what I just heard, You know, there could potentially be violations that there's too 1079 02:27:18,180 --> 02:27:18,180 many folks in the property that potentially could result in revocation of the license. 1080 02:27:24,260 --> 02:27:24,260 so two part question. Yeah. So my understanding commissioner is that we are preempted from Those inspections, 1081 02:27:32,100 --> 02:27:32,100 but we can cooperate with the, the state agency that that would perform those, Those inspections. 1082 02:27:40,940 --> 02:27:40,940 our policy policy that we adopt cannot be beyond what the state statutes call for. 1083 02:27:48,900 --> 02:27:48,900 and so our, our jurisdiction here is limited to better process and 1084 02:27:58,700 --> 02:28:02,380 anything else you want to add to that? Sure. And I'll speak from experience. I used to regulate these in the city of delray beach, Where we had a lot of certified recovery residences. 1085 02:28:07,930 --> 02:28:07,930 and obviously, you know, lobbyists went to tallahassee and got this preemption done. 1086 02:28:13,170 --> 02:28:13,170 so from a standpoint of inspection, what we used to do in delray is we would work very Closely with fa and also our we had a 1087 02:28:23,090 --> 02:28:25,970 police representative from the police department. They used to help us with inspections. So far. 1088 02:28:28,410 --> 02:28:28,410 I would do the inspection and sometimes at the the willingness of the certified recovery Home, 1089 02:28:35,850 --> 02:28:35,850 we would do the inspection in addition to fa, We would check it out before they went through the application process. 1090 02:28:42,450 --> 02:28:42,450 so that was kind of like a, like a voluntary thing, But we had a lengthy application process that went to city commission, 1091 02:28:49,530 --> 02:28:53,370 which we're no longer allowed to do for the florida statute. And then also with fa, we would get their inspection report too as well to make sure they Checked everything off. 1092 02:29:00,610 --> 02:29:00,610 okay. So we're not allowed to, I don't know, Manager, you said we can't do the. 1093 02:29:06,040 --> 02:29:06,040 so we can issue a beta, but we can't inspect on whether or not they have a beta in a queue And that they're in compliance with the queue. 1094 02:29:13,960 --> 02:29:17,520 that doesn't make sense to me. Fara can do the inspection. To my knowledge, the city can't. In the past when I. 1095 02:29:20,440 --> 02:29:20,440 so how do we issue a queue and how do we know if they're in compliance with the queue? 1096 02:29:24,920 --> 02:29:24,920 far as far as inspection will get a copy of fas inspection. 1097 02:29:30,280 --> 02:29:30,280 so how does the city. How is the city able to issue a queue if only that I don't know Where that where I'm disconnected there. 1098 02:29:38,440 --> 02:29:42,040 but that seems. It seems almost as if we shouldn't be able to issue the queue. If only far can, you know, regulate them. So if it was a non and I'll probably do some More investigation with our city attorney, 1099 02:29:51,000 --> 02:29:51,000 if it was a non certified recovery home, which in my experience of regulating these I've Never seen a non certified one. 1100 02:29:59,240 --> 02:29:59,240 they've always been in the process of fa or issued a fa license. 1101 02:30:04,430 --> 02:30:04,430 so if they're non certified I'll see if we can build in an inspection and see if that Would be allowed. 1102 02:30:12,950 --> 02:30:16,950 I guess I understand that fa has to issue its license. But how does fa regulate the city of tamarac business tax receipt and certificate of use? 1103 02:30:21,950 --> 02:30:21,950 that's where I'm not clear. They don't regulate it. 1104 02:30:26,870 --> 02:30:26,870 so for certificate of use we're just determining in our permitted use table in the code Certified recovery residence is permitted in any, 1105 02:30:37,070 --> 02:30:37,070 any residential district that allows for single family residential because we can't Discriminate the difference. 1106 02:30:43,230 --> 02:30:43,230 so that would go in the certificate of use process that the use is allowed in this area. 1107 02:30:48,070 --> 02:30:48,070 as far as the business license goes, we would have a application that we would be Reviewing administratively that would go in that process with 1108 02:30:58,030 --> 02:30:58,030 the c, u and the issuance of the btr. So they will fill out the application. 1109 02:31:03,470 --> 02:31:05,630 they will give us their licensing information. They'll indicate the occupancy rate. We'll look at the safety requirements. 1110 02:31:10,470 --> 02:31:10,470 we'll look at the fire requirements. And then we would indicate if that is a complete Application then they can move forward to getting that btr 1111 02:31:20,230 --> 02:31:20,230 issued. Then between the application and the btr now we have that renewal of the license And then the renewal of the btr as well. 1112 02:31:27,270 --> 02:31:27,270 okay. So in essence, we're saying that the use review is limited to zoning. 1113 02:31:34,950 --> 02:31:34,950 it does not necessarily allow for or take another step and, And physically determine the, 1114 02:31:44,430 --> 02:31:47,750 the use and what's happening inside the structure, Right. The application will be concurrent. The application is going to require exactly what They're using. 1115 02:31:52,630 --> 02:31:55,790 the structure so far has a level one, two, three and four. So we would indicate what type of substance abuse recovery they're doing so far. 1116 02:32:03,020 --> 02:32:03,020 certified one is, let's say you have 4 to 6 members living in the house. 1117 02:32:09,420 --> 02:32:12,940 there's no permanent operator living in there. There's a communal environment. They would just operate like a non-related family. 1118 02:32:18,780 --> 02:32:18,780 then you start getting into fa two, fa three, And now you're starting to get number two is you have an operator that stays like eight 1119 02:32:27,220 --> 02:32:27,220 hours a day, checks in on them fa certified three. 1120 02:32:31,540 --> 02:32:31,540 you'll actually have a living operator that has that 24 hour support. 1121 02:32:35,860 --> 02:32:39,540 so there's like, you know, levels of increasing there. So we would make sure that in that application, We know exactly what type of use is going to be there. 1122 02:32:45,820 --> 02:32:45,820 and they're all substance abuse recovery. But we would know the extent of what the Operations are. 1123 02:32:51,700 --> 02:32:51,700 so I, I just would, I mean, I mean, lucky for you in delray beach you never saw Non-certified. 1124 02:32:58,330 --> 02:33:02,290 but when I worked in in miami, I saw them all the time. And so I just want to make sure, you know, I guess I have one more question before I say What I'm going to say to close out my thoughts. 1125 02:33:09,170 --> 02:33:09,170 but the last question would be, if there is a circumstance where there is a non-certified Or non-approved. 1126 02:33:20,770 --> 02:33:20,770 home, whatever type it is, and we get wind of that, Does that automatically disqualify them from being eligible to receive 1127 02:33:30,850 --> 02:33:34,770 a beta from our city? Like under what circumstances is one? Can they come in and just come into compliance? 1128 02:33:37,090 --> 02:33:37,090 or what if they're just doing it and we they didn't come and, You know, take the proper steps to get the licensure that they need to do it. 1129 02:33:45,450 --> 02:33:45,450 so if we have reason to believe that a, that a certified recovery residence is operating Without a license, 1130 02:33:53,570 --> 02:33:53,570 we're going to have them apply for reasonable accommodation in our certified recovery Residence program. 1131 02:34:00,080 --> 02:34:00,080 if they apply for the application and they do not have a license, I'm going to just do my due diligence and encourage them to get a license, 1132 02:34:08,960 --> 02:34:08,960 even though I can't require it. I'm going to review all the same requirements and the same Steps. 1133 02:34:14,160 --> 02:34:14,160 I'm going to work with our city attorney prior to second reading and see if if they're non Certified, 1134 02:34:19,440 --> 02:34:19,440 if I can do an inspection to make sure that everything they're telling me on the Application to confirm is correct. 1135 02:34:25,160 --> 02:34:25,160 then if everything checks out, we would have to then issue them that business license Because we're preempted by the florida statute. 1136 02:34:32,000 --> 02:34:32,000 however, having some monetary check ins wouldn't be a bad idea just to make sure the Operations are running smoothly. 1137 02:34:38,520 --> 02:34:38,520 and if there's reason to believe from surrounding residents or anything like that, If we have reason to believe that they're outside of what is agreed upon in the 1138 02:34:46,720 --> 02:34:46,720 application, then we can take it from there and then look at ways to revoke their Application, 1139 02:34:51,640 --> 02:34:51,640 maybe take them to the appeal boards that is out listed in the code plus I think special Magistrate they can go to as well 1140 02:35:03,160 --> 02:35:03,160 I guess. Sorry. One last question. In all reality how many people could potentially be be In one of these homes. 1141 02:35:10,800 --> 02:35:10,800 it's depending on the occupancy rate and the number of bedrooms. Kind of like the analogy I just provided there. 1142 02:35:15,600 --> 02:35:15,600 so it goes by bedroom size. So any one of our neighbors could potentially have 15 people In their house across the street because it's a certified recovery 1143 02:35:25,200 --> 02:35:25,200 home. Couldn't have 15 people depending on the size of the the house. 1144 02:35:29,320 --> 02:35:29,320 so if you're looking at a average square room is ten by ten, 100ft². 1145 02:35:36,200 --> 02:35:38,880 you can have a maximum of two residents in there. So you can have 1 to 6. You can have 7 to 14 depending on the number of residents. 1146 02:35:45,200 --> 02:35:45,200 so if you were to have 15 residents, you would have to have like a seven bedroom house, Eight bedroom house, 1147 02:35:51,750 --> 02:35:51,750 which is I mean, somebody could feasibly turn their family room into living space as well. 1148 02:35:57,390 --> 02:35:57,390 they would have to apply for a permit and then meet occupancy rates in order to meet that. 1149 02:36:02,470 --> 02:36:02,470 so I don't know if you can take with a building permit. 1150 02:36:06,550 --> 02:36:06,550 now it's getting into permit question. Convert a living room, Bathroom den, like a whole bunch of different spaces into a bedroom. 1151 02:36:14,470 --> 02:36:14,470 I don't know if they can do that. All right. I mean, I guess, you know, my questions really are all for not. 1152 02:36:21,710 --> 02:36:21,710 I just wanted to go down that avenue because I wanted the folks that are listening and are Really concerned with what's going on in our city to have an understanding around kind of 1153 02:36:30,630 --> 02:36:30,630 what's going on. And, you know, if you see something, Say something. 1154 02:36:35,110 --> 02:36:35,110 we want to make sure that you know, I don't think anyone here loves this idea. 1155 02:36:39,670 --> 02:36:39,670 and I hope that, you know, we kind of get to tallahassee next year and we kind of start Planning now because these are the types of conversations and, 1156 02:36:49,820 --> 02:36:49,820 you know, things that we want to, I believe, Make sure as a commission we're heard on. 1157 02:36:54,060 --> 02:36:54,060 thank you. Thank you. Before you go, because I agree with commissioner patterson. 1158 02:36:59,780 --> 02:36:59,780 and one of the things we need to ask our league city is about making sure we lobby on This. 1159 02:37:04,460 --> 02:37:04,460 what is the ramification if we say no to this item? 1160 02:37:12,660 --> 02:37:15,700 it's more of a legal question. But let me just put it like this. And okay, let legal answer. I mean, state law and we have a duty to comply with state law. 1161 02:37:23,900 --> 02:37:23,900 mayor. And, and obviously if we don't you know those operators can challenge 1162 02:37:33,420 --> 02:37:33,420 denial of a right that they receive under state law. 1163 02:37:37,540 --> 02:37:37,540 so litigation and maybe a possibility. And I need to sit down with staff to see if there's Any penalties involved. 1164 02:37:46,300 --> 02:37:46,300 also does this item say that it needs to be in our books by a certain period of time? 1165 02:37:52,220 --> 02:37:54,580 yes it does. When is it supposed to have been done? I believe before the end of the year. January 1st. 1166 02:37:57,900 --> 02:38:01,220 actually, we're late, but most cities are late too as well. We're just trying to get. So we're late. What's the. 1167 02:38:08,580 --> 02:38:08,580 possibility of just doing some rules in place and being accepting as a challenge. 1168 02:38:12,780 --> 02:38:16,260 and let us be challenged to protect our city. There are certain suggestions that commissioner patterson has made. There are certain Things that we know we could possibly do, just like the challenge we did to vacation 1169 02:38:22,460 --> 02:38:26,300 rentals. You can't be more restrictive and burdensome. The statute is very strong on that. And then there's some previous cases where cities have Lost trying to be more restrictive and burdensome. 1170 02:38:35,020 --> 02:38:35,020 is it necessarily restrictive and burdensome when it is for health, Safety and welfare, where the city of tamarac actually still remains in control? 1171 02:38:43,060 --> 02:38:43,060 yeah. Well, mayor, we could use that same argument with vacation rentals. 1172 02:38:47,330 --> 02:38:47,330 I mean those vacation rentals have obviously in some neighborhoods, Negative effects. 1173 02:38:54,370 --> 02:38:54,370 but the special interest groups that obviously are owners or represent vacation rental Went to tallahassee 1174 02:39:04,370 --> 02:39:04,370 and lobbied tallahassee and they preempted local government from controlling vacation Rentals, 1175 02:39:11,370 --> 02:39:11,370 except with a limited authority to ask for a registration list and the landlord or the Owner of the property name. 1176 02:39:20,090 --> 02:39:20,090 so if there's a problem, we can call them, but we have an obligation to comply with the Law. 1177 02:39:25,130 --> 02:39:25,130 if, if, if this commission want to know exactly what are some ramifications, Then I need to write you a legal memo. 1178 02:39:33,490 --> 02:39:33,490 we have an obligation to comply with the law, But also with vacation rentals. We also fought back by putting certain rules in place that 1179 02:39:40,010 --> 02:39:40,010 intertwined into the law, that we were obligated to uphold the rules in place that were Permitted by state law and, 1180 02:39:47,200 --> 02:39:47,200 and, and with respect to vacation rental, because initially some local governments had Banned vacation rentals. 1181 02:39:55,960 --> 02:39:55,960 then eventually the state legislature modified the law, Basically indicated that we couldn't ban them, 1182 02:40:02,560 --> 02:40:02,560 but we can at least regulate them from a terms in terms of knowing who is the owner in Terms of having them register with the city. 1183 02:40:10,120 --> 02:40:10,120 and we could charge them a registration fee. But in terms of banning vacation rental, We couldn't do that anymore. 1184 02:40:19,160 --> 02:40:19,160 okay. So precisely as I said, there are certain items that we can do to regulate, To intertwine, 1185 02:40:23,600 --> 02:40:27,240 to see what we can do that are within the law, But also protect our city. So I think that's what you've expressly heard from myself and commissioner patterson of What would be great if we could do 1186 02:40:37,400 --> 02:40:37,400 I, you know, we talk about it would be a permit question if somebody's going to violate The law. 1187 02:40:42,630 --> 02:40:46,310 they're not getting a permit for that bedroom. It's not going to make a difference. And they're going to ship shape for the first of the year, When they have to do their license and put it back to ship shape afterwards. 1188 02:40:52,830 --> 02:40:52,830 and that's the concern that at least you're hearing from two of us at this time. 1189 02:40:56,910 --> 02:40:56,910 so personally, it's on first reading. I'm saying no to this one. 1190 02:41:01,470 --> 02:41:03,870 I really think that we need to work in something. We're really late. There's no penalty for being late. 1191 02:41:06,550 --> 02:41:06,550 there's no bum rushing our door for this. So why don't we take the time to see if there's Some other regulation that we can add into this that we're allowed to do legally to help 1192 02:41:15,710 --> 02:41:15,710 protect our residents? That's my opinion. And seeing, Nobody else wishes to speak further on this item. 1193 02:41:21,870 --> 02:41:25,270 city clerk, please call the roll. Your light went on afterwards. Okay. Commissioner. Daniel. It wasn't afterwards. I'm not. 1194 02:41:29,990 --> 02:41:32,670 I'm just the truth. Tonight's word of the day. Truth. Attorney, is there a penalty? Do we not follow the law? 1195 02:41:39,550 --> 02:41:42,630 we want our residents to follow the law. Do we not follow the law? Because I get it. I hear what commissioner patterson is saying. 1196 02:41:45,590 --> 02:41:45,590 we all agree. Yes, that is true. But do we go around not following the law? 1197 02:41:51,270 --> 02:41:54,030 and if there's no penalty, then we don't need to follow the law. Well, my job is to, especially when tallahassee enact a law and basically not just city of Tamarac, 1198 02:42:03,830 --> 02:42:07,830 but state wide, that local government has to comply. And I will tell this commission and staff that we have to comply, Because obviously there's remedies for people to challenge us. 1199 02:42:17,150 --> 02:42:17,150 and I have to go back and read the law and research into exactly what are the exposure That we may 1200 02:42:26,790 --> 02:42:26,790 have. But having talked to zoning director and indicate that, Look, we have 1201 02:42:36,830 --> 02:42:36,830 no other way but to move forward with this legislation based on the law. 1202 02:42:41,140 --> 02:42:41,140 so my job is to tell you, hey, tallahassee enacted with obligation to comply. 1203 02:42:47,860 --> 02:42:47,860 thank you. City clerk, please call the roll. Commissioner. 1204 02:42:56,740 --> 02:42:56,740 daniel. Yes, commissioner. Right. No. Vice mayor bolton. 1205 02:43:03,140 --> 02:43:03,140 yes. Commissioner. Patterson. Yes. Mayor. Gomez. 1206 02:43:08,340 --> 02:43:08,340 no. Thank you. Motion passes 3 to 2. Thank you. 1207 02:43:13,420 --> 02:43:13,420 did you wish to say anything? No. I was going to just say it's kind of late now, But the statute has the additional safeguards built in there that the recovery agency 1208 02:43:23,140 --> 02:43:23,140 would mandate. I could list them or. No, we could talk about it next meeting, But thank you. 1209 02:43:31,140 --> 02:43:31,140 can't. Let's work together. Let's come up with a memo outline the law. 1210 02:43:37,050 --> 02:43:37,050 okay. Thank you. And if possible, that memo has any suggestions of how to make it, What we could do. 1211 02:43:43,250 --> 02:43:46,890 that would be awesome. Anywho, moving right along. We are at 8ato2629. City attorney. Please read the title for the record item eight a an Ordinance of city commission. 1212 02:43:54,450 --> 02:43:54,450 city of tamarac. Chapter ten, article four of the land development code of the city of Tamarac entitled development and design standards amended section ten dash 4.10 1213 02:44:04,250 --> 02:44:04,250 entitled signs. Thank you, Madam mayor. Thank you. I'll take a motion and a second, please. Move it. 1217 02:44:40,040 --> 02:44:40,040 second. Commissioner patterson had the second. 1218 02:44:45,640 --> 02:44:48,360 full presentation on this item was delivered on april 20th. Staff agenda review workshop for our community development director is available to answer Any questions. 1219 02:44:54,840 --> 02:44:54,840 I will now open this up for public comments. Is there anyone in the audience who wishes to Make a public comment? Please come down. The microphone is yours. 1220 02:45:03,080 --> 02:45:03,080 same rules apply as public participation. Please give your name, Your location and you have three minutes. 1221 02:45:20,840 --> 02:45:20,840 good evening again. Gary gray, isles of tamarac. 1222 02:45:25,200 --> 02:45:25,200 one of the things that is never discussed on these electronic signs is the amount of Interference that they can generate 1223 02:45:34,760 --> 02:45:34,760 to radios. Now, this is something that the captain should be concerned with. 1224 02:45:44,080 --> 02:45:44,080 if they have an incident where an officer is working right next to some of these signs, The officer's radio may not receive. 1225 02:45:53,080 --> 02:45:53,080 this has happened in other areas of the country, And it's happened in the city of fort lauderdale. 1226 02:45:59,680 --> 02:45:59,680 there were some interfering signs that were found at a convention and they had to be shut Down. 1227 02:46:07,120 --> 02:46:07,120 so just be aware that this can happen and make sure that the firefighters and the officers That rely upon their two way 1228 02:46:16,920 --> 02:46:16,920 radios understand that that can happen and what they have to do to mitigate the issue. 1229 02:46:24,040 --> 02:46:24,040 thank you. Thank you. Is there anyone else who wishes to speak on this item? 1230 02:46:30,350 --> 02:46:30,350 seeing none, public comments are now closed. I open this up to the commission. 1231 02:46:39,110 --> 02:46:39,110 seeing no discussion by the commission if this item should pass. Thank you for bringing That up, mr. Gray. I believe that will be taken into consideration when procurement goes 1232 02:46:47,430 --> 02:46:47,430 through on the item. If the item should pass. 1233 02:46:51,470 --> 02:46:54,750 city clerk, please call the roll. Mayor. Gomez. No. Vice mayor. Bolton. Yes. Commissioner. Patterson. 1234 02:46:59,990 --> 02:46:59,990 yes. Commissioner. Daniel. Yes. Commissioner. 1235 02:47:04,150 --> 02:47:07,870 right. Yes. Thank you. Motion passes 4 to 1. Thank you. Ladies and gentlemen, it is 1003. We're going to take a 12 minute break. 1236 02:47:12,430 --> 02:47:12,430 we'll be back here at 1015. Thank you. Ladies and gentlemen, It is 1015 and we are 1237 02:47:22,350 --> 02:47:22,350 resuming our meeting. We're currently going to item 11, A consideration of establishing a veteran pole banner 1238 02:47:32,020 --> 02:47:32,020 program, and this has been requested by commissioner maury wright. 1239 02:47:36,180 --> 02:47:36,180 commissioner. Thank you, madam mayor. I think you mentioned earlier we have a lovely Veteran wall where we have names of veterans who serve and veterans who are in our 1240 02:47:43,500 --> 02:47:43,500 community. And with this program, we're just trying to bring their faces to light. 1241 02:47:48,500 --> 02:47:48,500 across the country, municipalities have implemented banner programs as meaningful ways to Honor and recognize local military service members and veterans. 1242 02:47:57,300 --> 02:47:57,300 these programs typically feature banners display along prominent roadways or public Corridors, 1243 02:48:01,580 --> 02:48:01,580 highlighting individuals who have served or are currently serving in the united states Armed forces. 1244 02:48:06,540 --> 02:48:06,540 the purpose of such initiative is to publicize, Publicly acknowledge the sacrifice made by these veterans and their families while 1245 02:48:13,540 --> 02:48:16,820 fostering a sense of community, pride and patriotism. By showcasing these names, photograph branches of service of other local heroes, Municipalities, 1246 02:48:22,300 --> 02:48:22,300 municipalities create a visible and lasting tribute that educates residents and visitors Alike. 1247 02:48:27,580 --> 02:48:30,820 the contribution of those who have defended our nation. Programs of this nature also provide families with tangible form of recognition, Often allowing them to retain banners after display. 1248 02:48:38,140 --> 02:48:38,140 in addition, they serve as a unifying community effort with participation from residents, Local organizations and businesses. 1249 02:48:44,740 --> 02:48:46,780 so this is a program trying to get consensus. First and foremost, I'd like us to see what's the fiscal impact, The cost. 1250 02:48:51,460 --> 02:48:51,460 look at other programs. I see there's a program in coral springs where you drive along University. You see the banners and pictures of people who have served. 1251 02:48:58,420 --> 02:49:01,820 I've seen it in other cities across the country where I've traveled as well. So I'm just looking for consensus from my colleagues for staff to look into creating this Program within our city and certain corridors or roadways or however we see fit for it 1252 02:49:11,660 --> 02:49:11,660 to honor our local heroes and those who have served our community where they can go and See their faces and take their family and just thank them for creating this 1253 02:49:21,180 --> 02:49:21,180 phenomenal country. And as we're about to celebrate 250 years of independence. 1254 02:49:30,410 --> 02:49:30,410 thank you. Commissioner. Right. There's a gentleman named conrad ogletree who's been Trying to do something like this in our city for years. 1255 02:49:39,810 --> 02:49:39,810 I think that if the city wants to start, if it gets consensus, It would be a good person for outreach. 1256 02:49:45,570 --> 02:49:45,570 I'm I don't have the founder of veterans homefront voices, Veterans and allies storytelling. 1257 02:49:55,010 --> 02:49:55,010 that's a long thing on his thing, but he's been working through all the cities and I think He worked with coral springs on doing their banners. 1258 02:50:03,250 --> 02:50:03,250 I appreciate you bringing this forward. I do think that this is an item that the city Could be doing, 1259 02:50:09,130 --> 02:50:09,130 whether we have consensus on this or not. We do our pole banners for women's history Month, 1260 02:50:14,250 --> 02:50:14,250 black history month, hispanic heritage month the holidays, All kinds of good stuff. 1261 02:50:21,250 --> 02:50:21,250 and putting, you know, we're home in tamarac and we're proud but appreciate that you are Bringing it forward. 1262 02:50:26,360 --> 02:50:26,360 it is something that will obviously probably be a little bit more personal by using our Veterans. 1263 02:50:31,240 --> 02:50:31,240 and I think it's a great idea. And I'm happy to support your item. 1264 02:50:38,120 --> 02:50:38,120 vice mayor thank you. Mayor. So commissioner. 1265 02:50:43,200 --> 02:50:43,200 right. You, you don't know the fiscal impact of this yet. 1266 02:50:47,920 --> 02:50:47,920 do not know the fiscal impact. I'm just trying to get direction for staff and for staff to Work and see what the cost is going to be to implement such program. 1267 02:50:55,720 --> 02:50:59,680 in other cities, they kind of rotate every, every three months. Veterans who have served, they kind of submit their pictures and every three months they Kind of change it. 1268 02:51:04,640 --> 02:51:07,800 I seen one other city for the 250 celebration. They're doing 20 veterans who have served and they're putting their, Their banners across the city for this year. 1269 02:51:15,600 --> 02:51:15,600 so it's first come, first serve basis. That's what I see that they're doing in one other City. 1270 02:51:21,990 --> 02:51:21,990 okay. And how long will these banners be be up for? 1271 02:51:28,430 --> 02:51:28,430 as I mentioned a few minutes ago, one of the city allows them to rotate every three Months. 1272 02:51:32,830 --> 02:51:36,350 again, we're directing staff to look into it. Another city. As I said, have it, for the entire year, 20 people are showcased for the entire year. 1273 02:51:40,230 --> 02:51:40,230 so it's just honoring 20 veterans who submitted their pictures, And they're doing it for the entire duration of the year. Coral springs. I do it every 1274 02:51:46,470 --> 02:51:46,470 three months. It's, it's on a rotating basis where people submit their pictures, Their branch of service. 1275 02:51:51,350 --> 02:51:51,350 and if you drive along university drive, I think that's they call it, They kind of call it freedom. That's not the name of the street, but it just seeing the 1276 02:51:57,550 --> 02:51:57,550 different people who have served their pictures and their, Their service to the community. 1277 02:52:02,630 --> 02:52:02,630 what I heard a few minutes ago is you benchmarking all the cities, But what I did not hear is your specific proposal for the city of tamarac. 1278 02:52:12,470 --> 02:52:12,470 so what is your vision? My my my, my specific if you'd let me finish my. 1279 02:52:17,150 --> 02:52:17,150 sorry sorry sorry. What is your specific vision for the city of tamarac? 1280 02:52:21,950 --> 02:52:21,950 how long would you like to see these banners up in the city of tamarac? 1281 02:52:26,150 --> 02:52:30,070 my specific proposal would be we do it on a rotating basis. Have people because we have a lot of veterans in the city, Meaning that we have a senior community, we have a lot of veterans, 1282 02:52:35,310 --> 02:52:38,990 and I think we should do it on a rotation basis, Perhaps every six months. Where to submit their pictures. We put up their names, They come on a first come, first served basis. 1283 02:52:44,390 --> 02:52:44,390 and I think that's a great fit for our city. Okay, I'll come back to you in a minute, mr. 1284 02:52:50,590 --> 02:52:50,590 manager. How many poles do we have across the city? 1285 02:52:55,590 --> 02:52:55,590 I don't have a number, but we have quite a bit. 1286 02:53:02,990 --> 02:53:02,990 would earl, the interim public services director, Know that information? 1287 02:53:08,950 --> 02:53:08,950 how many poles we have across the city? Yeah. 1288 02:53:12,990 --> 02:53:12,990 he may is. Joanna. Joanna. How many of these flag flags that we print? 1289 02:53:21,540 --> 02:53:21,540 you know, every time we have these events. Maybe they should tell us. 1290 02:53:37,060 --> 02:53:37,060 good evening. Joanna johnson, communications and marketing manager. 1291 02:53:41,460 --> 02:53:41,460 off the top of my head, it is public services that goes around the city to put up the Banners, 1292 02:53:47,020 --> 02:53:47,020 but it's give or take 15 to 20 pole banners that are around the city. 1293 02:53:52,580 --> 02:53:52,580 okay. Okay. You know, so when we're doing, you know, Items like this, it would be nice to do a little bit more 1294 02:54:02,220 --> 02:54:02,220 research, right? To see how many pole pole banners are around the city. 1295 02:54:08,900 --> 02:54:08,900 you know, look at printing costs maybe go to three different printers and ask them, What is the cost of of this? 1296 02:54:17,490 --> 02:54:20,930 how many poles would be utilized in that sort of stuff? And what do we do when we have different events that are coming up in the city or Different initiatives that we want to 1297 02:54:32,010 --> 02:54:32,010 to do? For instance, during women's heritage month, We may want to put up, you know, some women around the city, 1298 02:54:39,130 --> 02:54:39,130 would that clash with the other things that we want to do simply because we have a veteran That is being featured on the, 1299 02:54:49,090 --> 02:54:49,090 on the, on the banner, not necessarily vice mayor. 1300 02:54:53,610 --> 02:54:53,610 I think you can select an area to display these pole banners and so that it would be Limited to maybe southgate along the veterans park or, 1301 02:55:03,530 --> 02:55:06,930 or university drive, you know, at the edge of the veterans park. So it could be limited to a certain space. Yeah. 1302 02:55:12,120 --> 02:55:12,120 and that's what I'm what I'm thinking that, you know, Probably this could be maybe like a on a row or something like that to be in a specific 1303 02:55:19,840 --> 02:55:19,840 part of the city. But then that also disenfranchizes, You know, the other districts that may want to, 1304 02:55:28,360 --> 02:55:28,360 to do something or if commissioner daniel has an initiative in her district, Then that would kind of take away the amount 1305 02:55:38,360 --> 02:55:38,360 of polls that we could utilize for, for these things. 1306 02:55:43,760 --> 02:55:43,760 so how is this different from the other walls that we have? 1307 02:55:49,240 --> 02:55:49,240 the honor walls are permanent. It is a place that people can go to, To see their names and so forth. 1308 02:55:55,520 --> 02:55:55,520 this is going to be, you know, temporary it is adding more fiscal impact on the city. 1309 02:56:03,840 --> 02:56:03,840 and we talked about, you know, how our budget is, Is short. 1310 02:56:07,920 --> 02:56:07,920 one resident said that tamarac is broke. So, You know, we already have a program that honors our veterans. 1311 02:56:15,720 --> 02:56:15,720 why do you think that this is important to, to honor our veterans in another way? 1312 02:56:21,800 --> 02:56:21,800 commissioner, as I mentioned earlier, I mean, Sorry, vice mayor, as I mentioned earlier, it's taking the names from the wall and adding 1313 02:56:28,000 --> 02:56:28,000 their faces. I think we do it all the time doing different parts of the month, Whether it's black history. We show banners of different people who have contributed to 1314 02:56:35,160 --> 02:56:35,160 society. And I'm just saying, let's take our hometown hero and showcase them. 1315 02:56:39,360 --> 02:56:39,360 one of the reasons I brought up for discussion without putting too much, Going too much in the weeds, is to get feedback and ideas. I appreciate ideas of all of my 1316 02:56:45,560 --> 02:56:49,240 colleagues. So I think a way we perhaps we can do it is memorial day. We designate an area and we show those who have probably died who people want to submit Pictures of their family who have died. 1317 02:56:55,120 --> 02:56:55,120 and then for veterans month, which is in november, We, we, we the same designated area, we can put those who are alive and who have served in 1318 02:57:01,920 --> 02:57:01,920 our community. So it's about how we can put our heads together and kind of create an idea To create the program. 1319 02:57:09,030 --> 02:57:09,030 all your points are valid, but I think at the end of the day, You know, we stand on the shoulders of the veterans. 1320 02:57:14,670 --> 02:57:14,670 and I just want to highlight them because I've seen it in other places I've gone and it's Caught my attention. I think it's a great thing for our community to highlight those who 1321 02:57:21,550 --> 02:57:21,550 have served and just bring back memories of, Of, of a certain point in their life when they were service. 1322 02:57:28,590 --> 02:57:28,590 I know people who have kids that their dads might not be, You know, a stellar dad at a certain point in his life. 1323 02:57:34,550 --> 02:57:34,550 and, you know, when he was younger, perhaps have served and seeing your father or someone On the banner reminds them that, 1324 02:57:40,550 --> 02:57:43,510 hey, you know, at one point your, your father might have been stellar. So those are things that how we kind of honor our veterans and create community bonding And, 1325 02:57:50,230 --> 02:57:50,230 and showcasing their face and, and bringing it to light, Not just the, like I said, we have the wall. 1326 02:57:55,550 --> 02:57:55,550 it's unique and we love it. It is just now bringing those who have served to light and Highlighting them in our community. 1327 02:58:02,990 --> 02:58:02,990 could it be that the places that you see these banners our cities that do not have a Veterans wall or a place in their city that they honor veterans 1328 02:58:12,780 --> 02:58:12,780 like tamarac does. Very few cities have a veterans park and have the ability to put panels Up 1329 02:58:22,820 --> 02:58:22,820 just like we do. So I'd be, you know, interested in information like that. 1330 02:58:29,780 --> 02:58:29,780 you know, the cities that you're benchmarking, Do they have a veterans park with, with panels like we have? 1331 02:58:37,820 --> 02:58:37,820 I think that what we do for our veterans at veterans park with their names and that sort Of stuff is noble. 1332 02:58:45,940 --> 02:58:45,940 I think it is sufficient. I think that this would kind of, You know, put more financial strain on the city 1333 02:58:55,980 --> 02:58:55,980 considering that, you know, these are going to be temporary signs. 1334 02:59:03,020 --> 02:59:03,020 what I don't want to be is politically incorrect because many of the residents understand That, 1335 02:59:12,460 --> 02:59:12,460 you know, I love our service members, I love veterans, I love our bso officers, I love our firefighters. 1336 02:59:20,660 --> 02:59:20,660 so I don't want to be I don't want this to be misconstrued, You know especially, you know, 1337 02:59:27,460 --> 02:59:27,460 under the climate that, that we're in. So I'm inclined under those circumstances to give To have some more homework to see what this can be. 1338 02:59:37,700 --> 02:59:37,700 I mean, right now, I think that we are doing an amazing job for our veterans in terms of What we do at veterans park. 1339 02:59:48,180 --> 02:59:48,180 I think that this is, you know, the, the fiscal impact on this is probably to absorb, But hopefully when you see the amount 1340 02:59:57,900 --> 02:59:57,900 of money for this project nothing can quantify what we do for our veterans, But there's so much, 1341 03:00:06,450 --> 03:00:06,450 so many other things that we can do for our veterans that would make them feel comfortable And appreciated in our city. 1342 03:00:12,930 --> 03:00:12,930 so you have my support on this. Only for tonight. 1343 03:00:19,330 --> 03:00:19,330 did you want to say something? Commissioner. Right. Well, I'm glad we got support for only for today, 1344 03:00:25,690 --> 03:00:28,650 but it's also 250th anniversary of our country. I think it was. We have been saying that we were going to be doing something more to show Our support of our veterans and our people in our city. 1345 03:00:35,410 --> 03:00:35,410 and so if by chance we find that financially we can't put actually our veterans themselves Personally on these banners because we haven't asked you and we're not going to put you on 1346 03:00:44,690 --> 03:00:44,690 the spot to say, how much has the banners cost for all the other things that we've done? But I think that there should be some more patriotic recognition of our city that our 1347 03:00:54,450 --> 03:00:54,450 city shows to our residents and support of our country. 1348 03:00:59,050 --> 03:00:59,050 because we need to start celebrating the best country that we all live in and are proud to Be living in. 1349 03:01:04,840 --> 03:01:08,560 so seeing no other comments, I'm looking straight at the box. Please call the roll for consensus to have the city direct staff to commissioner. 1350 03:01:17,000 --> 03:01:19,600 right. Would you please reiterate what you want? Yes. Direct staff into looking creating a program similar to a coral springs and the city Of miramar. 1351 03:01:26,840 --> 03:01:26,840 okay, so I point. Point of order. I think if we say we're directing staff to go create it, 1352 03:01:37,280 --> 03:01:37,280 then we are blanketly saying that they should go out and create it irrespective of the Cost. 1353 03:01:44,240 --> 03:01:44,240 so okay, let me finish. What you just asked for is completely different from what the Discussion was. 1354 03:01:51,000 --> 03:01:51,000 so so let's staff do research, find out the fiscal impact and the feasibility of a of a Banner program. 1355 03:01:56,800 --> 03:01:56,800 okay. That's a better verbiage. 168 on lsat 168168. 1356 03:02:03,910 --> 03:02:03,910 expired. Expired. It is expired. It is, you know. 1357 03:02:08,550 --> 03:02:10,870 so I think you'll do better next time. Absolutely. Absolutely. City clerk we're going to try again. 1358 03:02:13,870 --> 03:02:13,870 please call the roll for consensus. Mayor gomez. 1359 03:02:18,470 --> 03:02:22,470 yes. Vice mayor bolton. Yes. Commissioner. Patterson. Yes. Commissioner. Daniel. Yes. Commissioner wright. 1360 03:02:25,870 --> 03:02:25,870 yes. Consensus is passed. Thank you. Moving along to our last item on the agenda 11 b Discussion and consensus on allocation of a 1361 03:02:35,750 --> 03:02:35,750 portion of the $1,684,932.39 settlement proceeds related to the pfas 1362 03:02:45,710 --> 03:02:45,710 water quality class action lawsuit to commission members who elect to opt in for the Benefit of tamarac residents. 1363 03:02:51,790 --> 03:02:54,150 requested by vice mayor bolton. Commissioner. Vice mayor bolton. Thank you. Mayor. So to give some background, A couple of months ago, a couple of attorneys approached 1364 03:03:03,910 --> 03:03:03,910 me about this potential lawsuit and said that they were interested in having the 1365 03:03:13,390 --> 03:03:13,390 city sign on to the, the lawsuit. At that time you know, Some cities were saying no, that they didn't 1366 03:03:23,310 --> 03:03:23,310 want to sign on and some cities were saying that they, That they would sign on. 1367 03:03:28,270 --> 03:03:28,270 so I consulted with our city attorney and they I think brought up, Brought it to the workshop or 1368 03:03:39,110 --> 03:03:39,110 he might have hired a law firm to to be a part of this class action lawsuit. 1369 03:03:48,190 --> 03:03:48,190 and so here we are today, some months later with 1,000,006 million and 6 to 1370 03:03:57,300 --> 03:03:57,300 $4932.32. So I'm, I'm, I'm going to 1371 03:04:07,140 --> 03:04:07,140 propose that a portion of this money be used for the benefit of our, Of our residents and, 1372 03:04:15,620 --> 03:04:15,620 and here's why you know, residents are, are faced with tough times. 1373 03:04:22,180 --> 03:04:22,180 we see that gas prices are at an all time high. 1374 03:04:27,580 --> 03:04:27,580 we also understand that rent is at an all time high. 1375 03:04:32,300 --> 03:04:32,300 lots of people are being displaced you know, Because they can't afford their rent or their mortgage or whatever we 1376 03:04:43,260 --> 03:04:43,260 we see fit as a commission to you know, have a portion of the money spent in consistent With 1377 03:04:54,250 --> 03:04:54,250 how initiative dollars are spent. So that's the proposal. 1378 03:04:59,770 --> 03:04:59,770 I don't have a number yet that will be up to you know, My colleagues to come up with a number, 1379 03:05:05,290 --> 03:05:05,290 but I want to ask the city attorney as a part of this presentation, Just a few questions. 1380 03:05:12,050 --> 03:05:12,050 so that, you know, we know that we are in good legal standing before we even discuss this Further. 1381 03:05:21,730 --> 03:05:21,730 so attorney if, if portions of the funds are used consistent with how initiative dollars Are spent 1382 03:05:31,570 --> 03:05:31,570 could that potentially be a conflict of interest with the intent of the settlement? 1383 03:05:39,290 --> 03:05:39,290 no. And in fact when the settlement was agreement was executed I have I 1384 03:05:48,690 --> 03:05:48,690 communicated with class action outside council to confirm that whether these funds were Restricted. 1385 03:05:55,970 --> 03:05:55,970 he advised me they were unrestricted, that the city can use those funds in any manner they Wish. 1386 03:06:02,770 --> 03:06:02,770 okay. So there's no language in the settlement agreement that would preclude us from Spending the money consistent with how initiative dollars are spent. 1387 03:06:12,730 --> 03:06:12,730 correct. Okay. And for the record what is the amount of money for the award? 1388 03:06:19,690 --> 03:06:19,690 I will since the manager cashed the check, I will refer to him. 1389 03:06:24,490 --> 03:06:24,490 what's the total amount check? I don't know, Off the top of my head. 1390 03:06:29,170 --> 03:06:29,170 I think the total amount of the settlement. Yes, It is in the title, but I'm just. 1391 03:06:35,650 --> 03:06:35,650 it's a $1,064,932.39. Okay. There was two checks. 1392 03:06:42,850 --> 03:06:42,850 yes. Okay. And the reason I'm asking that is because there are two different payments. 1393 03:06:51,920 --> 03:06:51,920 and can, can, can you tell us why there were two different payments and what Differentiates the first payment from the second payment? 1394 03:07:01,040 --> 03:07:01,040 basically vice mayor the reason is that there were basically two different 1395 03:07:10,720 --> 03:07:10,720 defendants and these class action one defendant had settled with that amount that was over 700,003 1396 03:07:21,360 --> 03:07:21,360 hundred and thousand. And change was a different it was two different defendant settlement Amounts. 1397 03:07:27,920 --> 03:07:27,920 okay. And I'm sure tamarac was not the only city that received this settlement, I believe numerous cities and 1398 03:07:38,120 --> 03:07:38,120 broward county. In fact, some cities received substantial, I believe city of sunrise, I believe received 15 million. 1399 03:07:47,110 --> 03:07:47,110 okay. Have you looked at any other cities that on how they are spending this money? 1400 03:07:55,270 --> 03:07:55,270 I don't know, except from my experience. I know city of long hill provide residents with Ability 1401 03:08:05,390 --> 03:08:05,390 to receive a credit, water seniors water credit with, With, with those funds. 1402 03:08:13,230 --> 03:08:13,230 okay. So seniors in lauderhill are getting credits on their water bill. 1403 03:08:17,990 --> 03:08:17,990 yeah. Minimum of $150 per household. Okay. So it's not that we have to put this money in The general fund and use it 1404 03:08:27,870 --> 03:08:27,870 for other projects that the city manager would want to use it for. 1405 03:08:34,350 --> 03:08:34,350 these are new revenues. And obviously the commission has discretion to dictate where Revenues are used. 1406 03:08:43,710 --> 03:08:47,260 have you spent any of the money yet? Manager. No, we have not. Okay. Why? That money was just received and and I believe it has not been Programed 1407 03:08:57,980 --> 03:08:57,980 yet as part of our budget process. Okay. I believe the correct answer would be through Finance that any time we receive 1408 03:09:08,260 --> 03:09:08,260 new funds like this sediment that it is new money that was not budgeted or a part of our Budget. 1409 03:09:16,180 --> 03:09:16,180 and so this commission would have to then rework that amount of money into, Through a budget amendment, 1410 03:09:23,900 --> 03:09:23,900 through a budget amendment. Correct. Okay. And so that budget amendment has not yet Occurred. 1411 03:09:28,980 --> 03:09:28,980 that's correct. Okay. So we're in our rights and it is in our purview to direct management On how to spend that money. 1412 03:09:37,940 --> 03:09:41,460 that's, that's true as well. Okay. All right. And so I'm not asking that we spend all of the $1.64 million. 1413 03:09:51,140 --> 03:09:51,140 so you have a wish list and it's, if you have a magic wand, What would you spend that money on? 1414 03:10:03,020 --> 03:10:05,780 we're going through the budget process. Vice mayor. And so you know, as we prepare to present that to the commission, We're considering a number of items from different 1415 03:10:16,300 --> 03:10:16,300 departments. And so I do have a list and that's partly staffing, Partly equipment, partly improvements. 1416 03:10:24,860 --> 03:10:24,860 and so we do have a number of items. So this money could go toward paying staff members Making the city more 1417 03:10:34,700 --> 03:10:34,700 bureaucratic. Or it could be used to fix the roof of city hall or do some sprucing up of The 1418 03:10:44,690 --> 03:10:44,690 city. So it's not necessarily money that was meant for the is now used by commissioners For da, 1419 03:10:54,290 --> 03:10:54,290 right. It's it's the money can be used virtually for anything, As the city attorney mentioned that that this is not restricted to, 1420 03:11:04,130 --> 03:11:04,130 to certain expenses. So it's open for commission consideration in terms of how it needs to Be 1421 03:11:13,490 --> 03:11:13,490 programed. Okay. All right. And I have some questions from my colleagues. 1422 03:11:18,210 --> 03:11:18,210 you don't have to answer, but I do have questions and I'm in my prerogative. 1423 03:11:23,370 --> 03:11:23,370 it's my prerogative to answer ask questions. And again, You don't have to answer. 1424 03:11:28,090 --> 03:11:28,090 so I'll start with commissioner patterson. When you received community benefit funds from Developers or other sources, 1425 03:11:37,650 --> 03:11:37,650 you used some of that money for residential assistance programs. 1426 03:11:42,360 --> 03:11:42,360 yes. Yes. Okay. And can you share just some of the joys or some of the things that you use That 1427 03:11:52,280 --> 03:11:52,280 money for? And were your residents happy or helped with any of the issues that they Brought to you? 1428 03:12:00,920 --> 03:12:00,920 yeah, absolutely. I mean, you know, the city doesn't necessarily offer certain programs And some of the needs that we're I was able to meet through the 1429 03:12:10,920 --> 03:12:10,920 program that I developed was outside of the scope and the realm of what the city provides. 1430 03:12:16,480 --> 03:12:16,480 so as a matter of fact, I continue to get requests on a regular basis. 1431 03:12:21,640 --> 03:12:21,640 and these are conversations we've been having ongoing on the record, Off the record about, 1432 03:12:27,280 --> 03:12:27,280 you know, finding other ways to be able to assist in addition to what we're currently Doing as an organization. 1433 03:12:34,400 --> 03:12:34,400 okay. And commissioner. Right. You chose not to give gas cards. 1434 03:12:40,350 --> 03:12:40,350 you chose not to give residential assistance programs with your community benefit dollars. 1435 03:12:47,950 --> 03:12:47,950 but you started a program called teed. Can you tell me about that program and how Successful it is? 1436 03:12:54,910 --> 03:12:54,910 sure. Vice mayor bolton, actually, I partnered with the foremost ivy league university at The university of pennsylvania center for basic income research 1437 03:13:04,870 --> 03:13:04,870 with allison fortier, phd who kind of guide me through the program and tell me how we can Use the money to benefit residents. 1438 03:13:14,390 --> 03:13:14,390 and I created a program and I have some statistics, Actually, we just surveyed about 70 of our over 200 recipient, 1439 03:13:22,750 --> 03:13:22,750 70% use it for food and groceries, 14% for health care, 20% for transportation, 30% for housing, 1440 03:13:32,350 --> 03:13:32,350 28% for utilities. And we asked the question in part can expenses? 1441 03:13:37,590 --> 03:13:37,590 has it helped? 84% said yes. Financial stress impact, 60% said significantly, it has helped. 1442 03:13:46,150 --> 03:13:46,150 we even got some feedback. I want to thank commissioner right with all my heart. 1443 03:13:50,990 --> 03:13:50,990 I'm an 87 year old widow living on social security and receiving $100 monthly has been Like a welcome gift. 1444 03:13:57,990 --> 03:13:57,990 once again, thank you and bless you. It's very hard living just on social security. 1445 03:14:03,670 --> 03:14:03,670 my husband was hurt a couple years ago and no longer work, And all of our savings have been depleted, 1446 03:14:09,470 --> 03:14:09,470 so we were worried about paying bills and buying food, Which would do, which we do. 1447 03:14:14,710 --> 03:14:14,710 thank you. Commissioner right. I can go on and on and on and on, But I've gotten a lot of feedback on the program. 1448 03:14:22,990 --> 03:14:22,990 I've distributed over 100,000. I still have a lot of money remaining because I'm very Fiscally responsible. 1449 03:14:29,030 --> 03:14:29,030 all of it had gone to residents. I've literally walked door to door, Put it in my london from the bolton. 1450 03:14:35,300 --> 03:14:35,300 we're putting up my door hangers and advertising to residents. 1451 03:14:39,460 --> 03:14:39,460 you can see my steps. I can show you. It's not me doing hyperbole or embellishing. 1452 03:14:44,620 --> 03:14:44,620 I've done that. And you told me you heard that as well. So obviously this money has had a Huge impact on our community. 1453 03:14:50,500 --> 03:14:50,500 but a few weeks ago, I was in the grocery store at publix, Right across the street in sunrise, 1454 03:14:54,740 --> 03:14:54,740 and a lady came to me and she said, you know that hundred bucks that you gave him for the Month? 1455 03:14:58,940 --> 03:14:58,940 I'm using that to buy groceries. That was very impactful to me, Knowing that we're helping someone in a community. 1456 03:15:06,620 --> 03:15:06,620 another lady invited me to a 90 year old birthday party. 1457 03:15:10,860 --> 03:15:10,860 her daughter was from new york, and she's like, My mom, love you. I've never met her. I, you know, and the lady said, she kissed me. She 1458 03:15:16,140 --> 03:15:16,140 said, oh, I love you so much. You send me $100 every month. But lots of impact on the Community. 1459 03:15:22,580 --> 03:15:22,580 and again, those community benefits has been very, Very, very, very impactful. 1460 03:15:27,460 --> 03:15:27,460 and we have a lot of people in our community that are hurting. And, You know, and we know the biggest issue in the country today is affordability. 1461 03:15:34,090 --> 03:15:34,090 affordability. That's the biggest issue. It's why I got elected in in new york. 1462 03:15:39,290 --> 03:15:39,290 affordability. You know what's going on overseas has increased the price of gas. 1463 03:15:44,450 --> 03:15:44,450 again affordability is an issue. So I think our community benefits has been very helpful In solving affordability problem. 1464 03:15:52,010 --> 03:15:55,530 I can attest to that in district two. Okay. Thank you. Commissioner. Right. And if you had a magic wand and you were able to increase the amount Of money that you have, 1465 03:16:04,170 --> 03:16:04,170 of course you have money left. But if you had a magic wand to increase the amount of money That you have left, 1466 03:16:11,050 --> 03:16:11,050 would you want to do that in order to support more residents that are going through a Financial hardship? 1467 03:16:17,570 --> 03:16:20,530 are you trying to f lee bailey me? No, I'm just I'm just asking. I'm just asking you a simple question. Let let let me get a chance to, To, to rebut when we on the debate and I answer that 1468 03:16:30,370 --> 03:16:30,370 question, you know, in true maury style, I know that you have your your rebuttal from Chatgpt ready. 1469 03:16:38,010 --> 03:16:38,010 so I'd be very, very surprised if you did not have have one. 1470 03:16:42,490 --> 03:16:45,210 but no, but I appreciate your candor. Absolutely. Any anything to improve the life of the residents. 1471 03:16:47,810 --> 03:16:47,810 that's the reason I came to office. And yes, Anything to improve the life of residents. 1472 03:16:51,930 --> 03:16:51,930 I'm always willing to listen and and, you know, Be a champion for it. 1473 03:16:56,210 --> 03:16:56,210 absolutely. And before I go to our commissioner, Daniel I must make mention that there are also not just residents, 1474 03:17:04,490 --> 03:17:04,490 but there are hoa's in our community that are struggling as well, And they need to make sure that their reserves are taken care 1475 03:17:14,450 --> 03:17:14,450 of and that residents who are in their community are taken care of as well. 1476 03:17:19,490 --> 03:17:19,490 one of the things that I did with the funds that that I had was not to just to give gas Cards to buy votes, 1477 03:17:28,360 --> 03:17:28,360 of residents. As a matter of fact, the time that I gave the gas cards out, I was not even up for reelection. 1478 03:17:33,840 --> 03:17:33,840 I had already won my election. You know, but we partnered with condos and hoas, And we gave them direct money and we said, 1479 03:17:43,320 --> 03:17:43,320 go and help your residents with this. And they did in the bermuda club and shaker village And all over this, 1480 03:17:51,760 --> 03:17:51,760 this great city. And I'm pleased that through my advocacy in asking smart developers for More 1481 03:18:02,200 --> 03:18:02,200 money I'm able to deliver checks to homeowners associations. 1482 03:18:07,720 --> 03:18:07,720 as a matter of fact, tomorrow I'm going to a homeowners association to deliver a $10,000 Check. 1483 03:18:14,080 --> 03:18:17,560 tamarac lakes, we're coming to you. I hope you're also there, Mr. Walia. Because that's your community as well. 1484 03:18:20,360 --> 03:18:20,360 it is a direct result of the advocacy that this commission is, Is, is, is doing. 1485 03:18:29,630 --> 03:18:29,630 and, you know, we'll have, you know, residents on ask tamarac on next door or tamarac talk Neighbors saying, 1486 03:18:37,950 --> 03:18:37,950 oh, those commissioners are lining their pockets again, But I can tell you this, when residents see the amount of impact that we make in our 1487 03:18:47,070 --> 03:18:47,070 community, not just for residents, but for hoas, I can guarantee you that they're going to love us for it. 1488 03:18:53,590 --> 03:18:53,590 and I think that some residents who are here that, You know, can't even cut their grass, but they are running for city commissioner should 1489 03:19:02,110 --> 03:19:02,110 also apply for some of these funds. Now I have a question for the finance director the Interim finance director, 1490 03:19:11,190 --> 03:19:11,190 if you would allow her. Mr. Attorney. City manager. 1491 03:19:16,150 --> 03:19:16,150 priscilla. 1492 03:19:27,220 --> 03:19:27,220 priscilla moxey, interim finance director. Okay. 1493 03:19:31,300 --> 03:19:31,300 and, you know, just segueing. This is a call to public to code enforcement to visit the Home of carol melanson. 1494 03:19:41,180 --> 03:19:41,180 but okay by name. We don't do that legislative immunity. 1495 03:19:47,900 --> 03:19:47,900 miss moxey if the city commission should have a boost in the amount of money that we can Spend for the 1496 03:19:57,900 --> 03:19:57,900 benefit of our residents. As the finance director you get these approvals, You get these, 1497 03:20:05,820 --> 03:20:05,820 you know, vouchers or whatever you have to sign off on in your office before it's even Check is even cut, 1498 03:20:13,020 --> 03:20:13,020 correct? Correct. Okay. And if I wanted to buy a green suit for $1,500 to look 1499 03:20:23,020 --> 03:20:23,020 nicely in our commission meeting. And I said, That is an expense that I want to to have, and I want to use 1500 03:20:31,980 --> 03:20:31,980 $150,000 and I want to buy 100 suits. Would you approve that? 1501 03:20:37,380 --> 03:20:37,380 no. Okay. Why would you not? What's the public purpose? 1502 03:20:43,340 --> 03:20:43,340 public purpose. And when you are looking, when you're signing off on expenditures for the City commission 1503 03:20:53,220 --> 03:20:53,220 before a city commissioner can spend a dime, You also look for public purpose, right? 1504 03:20:58,700 --> 03:20:58,700 mr. Attorney vice mayor, we have a third review process, Not only myself, but management finance, 1505 03:21:08,100 --> 03:21:08,100 as miss moxey indicated. So it's at least 3 or 4 people looking to make sure public Purpose exists for any expenditure. 1506 03:21:15,940 --> 03:21:15,940 okay, good. And listen, my suits are expensive, And I treat myself to a suit maybe a couple of times per year. 1507 03:21:23,570 --> 03:21:23,570 I can't afford more than that. On my meager salary of $60,000 to the city commission. 1508 03:21:28,530 --> 03:21:28,530 but you know what? I make things work. Thank you very much, Miss moxie. 1509 03:21:34,050 --> 03:21:34,050 I'll ask you a question. Commissioner daniel you also got some community benefit funds, And you had a lot of 1510 03:21:43,770 --> 03:21:43,770 issues in your community with a couple of residents saying I want to apply for these Programs. 1511 03:21:51,250 --> 03:21:51,250 I cannot get approved for the programs even though I'm struggling because on paper it Looks like I make a lot of money, 1512 03:21:58,970 --> 03:22:01,730 but when I do my budget, I have nothing left. You have given. You have awarded some residents in your community with community Development funds, 1513 03:22:08,530 --> 03:22:08,530 benefit funds. Tell me just a little bit more about what you used your money for. 1514 03:22:14,010 --> 03:22:14,010 so the, the bulk of the funds that we receive from the developer, Which is not taxpayer money, 1515 03:22:21,040 --> 03:22:21,040 which I know that is being said by some who obviously have not taken the time to ask or to See 1516 03:22:31,040 --> 03:22:31,040 the bulk of my money went to grants. The first rollout of grants that I had, Every resident that applied and showed proof 1517 03:22:40,920 --> 03:22:40,920 received the funds. And let me tell you, I went in public service just for that. 1518 03:22:47,080 --> 03:22:47,080 how can I give back to my community? I teach just for that. 1519 03:22:51,960 --> 03:22:51,960 how can I have a student learn how to read? It is so rewarding when you see somebody who Was struggling, 1520 03:22:57,720 --> 03:22:57,720 smile like we were laughing when commissioner right said about it his the seniors that he Gave, 1521 03:23:06,040 --> 03:23:06,040 I see them in the lobby and I'm like, they doing all that for $100 a month. 1522 03:23:12,120 --> 03:23:12,120 like that's a lot. And they do it, they line up, I remember that tammy was telling me no, 1523 03:23:18,710 --> 03:23:18,710 he has at least 60, 60 seniors, and some of them can't even show proof that they need it Before. 1524 03:23:28,950 --> 03:23:28,950 we agreed to this type of funding where we're being creative and innovative, And it's not impacting the taxpayer, 1525 03:23:38,030 --> 03:23:38,030 right? My community, we're not getting paid any more tax, But I can help them before I'd have to go to the city manager. 1526 03:23:46,470 --> 03:23:46,470 there's no really. I go to maxine because I thought maybe I could slide and go in. 1527 03:23:52,190 --> 03:23:52,190 there's no way. Now you have this type of money that you can give back to the residents That you can do without raising taxes. 1528 03:24:01,470 --> 03:24:01,470 I'm on the 28th for district for another set of grants is going through. 1529 03:24:08,030 --> 03:24:08,030 couldn't do it without developers giving back to the community. 1530 03:24:12,470 --> 03:24:12,470 kudos to developers that believe they should give back to the community. 1531 03:24:18,510 --> 03:24:22,190 I believe in it. I think this is why people are talking about tamarac. Everywhere I go, people are saying, oh, you guys are doing some good things in tamarac I Lie to you not. 1532 03:24:27,590 --> 03:24:31,310 and I'm like, we are. I feel like I'm struggling. But people say that when I walk down the street they say, Good job commissioner. 1533 03:24:35,710 --> 03:24:39,390 and I'm I'm in publix. They say, you guys are doing a really good job. That's what I hear. Not from the three people or the four people that come up here and Repeat the same since the four years I've been here. 1534 03:24:46,310 --> 03:24:46,310 come on, it's obvious you're being paid. Because if you look at the facts, If you take the time to see what's going on in your city, 1535 03:24:53,630 --> 03:24:56,390 you would be proud. But you're not doing that. You're just selling this narrative that is simply not true. 1536 03:25:00,550 --> 03:25:00,550 simply not true. Now the general fund. Yeah, I want to leave the general fund alone. 1537 03:25:05,350 --> 03:25:07,830 this is money that has nothing to do with the general fund. General fund. If you look at our strategic meeting, It has public works. 1538 03:25:11,710 --> 03:25:11,710 want some? Right? Because we gotta do our infrastructure, We gotta do water and we're being proactive. 1539 03:25:17,940 --> 03:25:17,940 it's not even that we're in trouble. We're being proactive, Not we're being preventative, 1540 03:25:24,540 --> 03:25:24,540 proactive. We're not being reactive. So please be clear, We're not in trouble. 1541 03:25:29,540 --> 03:25:29,540 we're trying to be proactive. Firefighters want some, Right? 1542 03:25:33,820 --> 03:25:33,820 everybody wants a piece of that pie. So these are ways that we don't have to touch that General fund pie where all these different 1543 03:25:42,860 --> 03:25:42,860 departments can get and use that that money for the purpose of running the city. 1544 03:25:49,020 --> 03:25:49,020 to me, if that's not being financially stable, I don't know what is. 1545 03:25:54,100 --> 03:25:54,100 thank you. And mayor, I want to ask you about what you did with your money because you did Not have it. 1546 03:26:00,580 --> 03:26:00,580 you you wanted it, but you. But I think the commission at the time, It's my opinion, the commissioner at the time, 1547 03:26:06,540 --> 03:26:06,540 commission at the time you know, decided to split it among four districts. 1548 03:26:12,010 --> 03:26:12,010 and your words were, I have a district. I represent the whole city too. 1549 03:26:17,130 --> 03:26:17,130 but that's besides my point. I know about an initiative that you did, And it's. 1550 03:26:23,770 --> 03:26:23,770 quite frankly, the residents did not mention that when they talked about commissioners Buying votes. 1551 03:26:29,890 --> 03:26:29,890 you actually gave out gift cards and gift baskets to a couple of residents with initiative Funds. 1552 03:26:38,010 --> 03:26:38,010 don't know what that was for, but at least residents came to me and said that they got a Gift card as well. 1553 03:26:44,490 --> 03:26:44,490 well, you're going to give me the opportunity to respond or you're going to talk for me Because you let everybody else in the commission respond. I just didn't ask you because 1554 03:26:51,290 --> 03:26:51,290 you didn't because you're going to make assumptions. So I'll just set it straight. Okay. Go ahead, go ahead, go ahead. No, I was never given the opportunity. Actually, you it was 1555 03:26:58,410 --> 03:27:00,970 a decision that the mayor doesn't represent a city. To which I said I'm quite fine because I didn't think that it was appropriate. 1556 03:27:04,250 --> 03:27:07,890 so I've been quite fine not receiving the funds to give out. And the initiative that I did was a thanksgiving initiative. 1557 03:27:10,850 --> 03:27:13,130 and I think most of us did a thanksgiving initiative. So just like gift cards and my turkeys, it was thanksgiving holiday for our social service To people through social services. 1558 03:27:20,410 --> 03:27:20,410 so yeah, it was my initiative funds, not other additional dollars. 1559 03:27:26,210 --> 03:27:30,090 so, you know, I'm proud of it and I have no problem with it. Wonderful. Thank you. Wonderful. So you give out gift cards, You give out gift gift bags or whatever it is during thanksgiving. 1560 03:27:38,290 --> 03:27:38,290 so bolton is not the only one that give out turkeys and gift cards during thanksgiving Time. 1561 03:27:44,210 --> 03:27:44,210 and as a matter of fact, my district residents, They loved it and they appreciated it. 1562 03:27:48,410 --> 03:27:50,570 but I'm going to clarify. Also, I had sponsors. Oh, they also helped out. So I appreciate their donations. 1563 03:27:54,050 --> 03:27:54,050 yeah. Who manager was who was 1564 03:28:04,050 --> 03:28:04,050 affected by pfas. Is. The topic of the. The case. 1565 03:28:13,840 --> 03:28:13,840 the lawsuit was those two manufacturers producing material that would have these pfas Materials. 1566 03:28:22,200 --> 03:28:26,000 in fact, the the drinking water supply system. So drinking water, meaning that if I'm home and I'm brushing my teeth, Or if I drink the water in my house, 1567 03:28:33,440 --> 03:28:33,440 I would be exposed to this potentially. And then that's why anybody in tamarac that drinks Water, 1568 03:28:43,840 --> 03:28:43,840 they would be correct. Okay. And, and so it is the people's money. 1569 03:28:50,920 --> 03:28:50,920 yes. Everything is people's money. Yes, absolutely. 1570 03:28:57,520 --> 03:28:57,520 and so when I looked at it, you know, pfas can cause cancer. 1571 03:29:04,630 --> 03:29:04,630 as well. And so, you know, perhaps that money is also fitting to help residents in our Community who are living with cancer. 1572 03:29:14,870 --> 03:29:14,870 mothers who have to raise a child with autism that needs support. 1573 03:29:21,390 --> 03:29:21,390 residents who are having issues with paying their utility bills, Like their water and their fpl bills. 1574 03:29:30,070 --> 03:29:30,070 and just because I drive a tesla does not mean that I'm not feeling the brunt of gas Prices. 1575 03:29:36,910 --> 03:29:36,910 I actually went to the supercharger and I noticed that the supercharger now cost $0.50 Instead of $0.34. 1576 03:29:44,030 --> 03:29:44,030 and I asked chatgpt why? And you know what chatgpt said? 1577 03:29:48,830 --> 03:29:51,710 you know what? It wasn't working for a while. You know what chatgpt said? Chatgpt says in order to power the charging stations, It needs gas. 1578 03:30:01,990 --> 03:30:01,990 and so every single one of our residents are going through issues with utility insecurity, 1579 03:30:10,700 --> 03:30:10,700 food insecurity. And so some of this money can help with utility hardship grants. 1580 03:30:16,460 --> 03:30:16,460 residents living with cancer, gas relief, rental assistance, Rehabilitation grants for our elderly, 1581 03:30:22,660 --> 03:30:22,660 elderly mental support services, autism support services helping our law enforcement Officers. 1582 03:30:31,460 --> 03:30:31,460 this money can do a lot of good. A whole lot of good. 1583 03:30:35,860 --> 03:30:35,860 but you know what? I believe that some commissioners tonight were elected officials may, For political reasons, 1584 03:30:43,980 --> 03:30:43,980 say, I don't want any part of the money. So I'm proposing that $500,000 of this $1.64 Million be used 1585 03:30:54,780 --> 03:30:54,780 for the benefit of our residents, consistent with how we use initiative funds. 1586 03:31:00,220 --> 03:31:00,220 but when you give consensus to use that tonight, I must preface this by saying that the $500,000 can be split five ways, 1587 03:31:08,660 --> 03:31:08,660 four ways, three ways, two ways or one way, depending on how we vote. 1588 03:31:13,860 --> 03:31:13,860 so that is the, the ask tonight to use $500,000 of this money for the benefit of our Residents 1589 03:31:23,980 --> 03:31:27,900 consistent with how we spend initiative dollars. And I ask for a sound vote, just like how we had a sound vote for item 11 a and those People 1590 03:31:37,500 --> 03:31:37,500 who select upped that they do not want to use any of the money in consistent with how we Use 1591 03:31:47,460 --> 03:31:47,460 initiative funds would not get a benefit of this program. 1592 03:31:51,980 --> 03:31:51,980 and of course, the $500,000 would be used consistently with those who opt in to this. 1593 03:32:00,090 --> 03:32:00,090 and I also might add that a smart elected official could theoretically vote yes and then Opt to use that 1594 03:32:09,810 --> 03:32:09,810 money to be put back in the general fund or to help with firefighter apparatus. 1595 03:32:16,570 --> 03:32:16,570 yes. That is my item. Commissioner. Right. 1596 03:32:26,490 --> 03:32:26,490 thank you, madam mayor, and thank you, vice mayor bolton, For your presentation. 1597 03:32:31,930 --> 03:32:31,930 and I do agree that our residents are hurting. 1598 03:32:37,450 --> 03:32:37,450 you know, the great so-called singer from trinidad, Marshall, montana, or marshall, some would say has a song. 1599 03:32:43,890 --> 03:32:43,890 that's everything in life. You need balance. I, I, I've not checked gdp, obviously I had eight 60 generals. 1600 03:32:53,610 --> 03:32:53,610 and I, I did, I did my research and to answer your question, Fort lauderdale got 35 million in their settlement. 1601 03:33:01,120 --> 03:33:01,120 boca got 32 million. Delray got 15 million. Fort lauderdale use some of their money to put Towards their 1602 03:33:11,000 --> 03:33:11,000 water, their utility funds and 4.8 million to go into emergency services funds. 1603 03:33:17,160 --> 03:33:17,160 delray and in doing my research with pfas, I learned about water treatment plant. 1604 03:33:21,720 --> 03:33:21,720 delray used 14 million of their 15 million to go towards their $297 million water Treatment plan. 1605 03:33:29,640 --> 03:33:33,200 their water treatment plan costs 120,000,003 years ago. And I know you've mentioned over and over that our water treatment plant has gone from 25 Million to 50 million. 1606 03:33:39,040 --> 03:33:43,040 so they've used some of that money to go towards their water treatment plant. Obviously, their congressperson, louie franco brought home 11 million with the arpa funds, 1607 03:33:48,000 --> 03:33:48,000 and boca has used all of their money to go towards their $55 million water treatment Plant. 1608 03:33:54,870 --> 03:33:54,870 so some and most cities are using it towards their utility funds and towards their water Treatment plant in that type of stuff. 1609 03:34:02,630 --> 03:34:06,470 so in doing my research, I know that we have the issue with the water treatment plant. It's important that we work on that. And obviously pfas, When the previous administration was in the regulations were more stringent. 1610 03:34:14,310 --> 03:34:17,990 it was four parts per trillion was the number. And as administration trained, change with that current administration, Which is more pro-business, 1611 03:34:24,830 --> 03:34:24,830 it's 70. So the the regulations became less stringent in terms of what we need. 1612 03:34:29,790 --> 03:34:29,790 and also reading the article from the firm, it says that companies that I mean, Cities that pumped most of the water, 1613 03:34:36,710 --> 03:34:36,710 that pumped a lot of water, that's why the sediment was higher. So obviously, Boca, fort lauderdale and delray in those places pumped a lot of water. 1614 03:34:43,950 --> 03:34:47,830 and I also learned that all of our water in south florida comes from the biscayne aquifer, which is which is down south in miami, which is why we had the pfas stuff. 1615 03:34:51,550 --> 03:34:51,550 so obviously tamarac sediment was a little less because we pumped less water. 1616 03:34:57,390 --> 03:35:01,030 so I hear what commissioner bolton is saying. I think, you know, 500 is half of the money. I think we can we can we can put more money Towards the 1617 03:35:11,030 --> 03:35:11,030 infrastructure or the water treatment plant. Things that that's going to deal with that Type of stuff. 1618 03:35:16,190 --> 03:35:16,190 not necessarily the general fund, but, but a utilities. 1619 03:35:21,870 --> 03:35:21,870 I would counter commissioner. Bolton. And say we put 900 towards the water, Whatever we use for utilities. 1620 03:35:29,150 --> 03:35:29,150 and then what is that 900 plus what 161 60 is one is 1,000,060. 1621 03:35:35,270 --> 03:35:35,270 I would say the 160, we can split it. However we want to split it to help our residents. 1622 03:35:39,510 --> 03:35:39,510 obviously, we've demonstrated that we're very good at helping our residents. But I would Favor the majority of the money going towards helping our water infrastructure, 1623 03:35:49,110 --> 03:35:52,620 because obviously the data have shown many of the cities have done this. And I mean, these water treatment plants are superbly expensive. 1624 03:35:55,740 --> 03:35:55,740 and the reason they're expensive is because they have to be updated for cyber security and Hacking and because of the pfas issue. 1625 03:36:02,940 --> 03:36:02,940 you know, to, to, to filter out the pfas. And the reason it's called forever chemicals is Because you don't really it doesn't really leave. 1626 03:36:08,740 --> 03:36:08,740 it doesn't really leave the water. So it's something that people have to kind of invest in These water treatment to kind of cipher it out. 1627 03:36:15,900 --> 03:36:15,900 so I think, commissioner moulton, you mentioned this one time you said your mom told you In jamaica every is what does it say in every you've mentioned this, 1628 03:36:23,420 --> 03:36:23,420 every mcl, every mcl. Help me. It's every mcl. 1629 03:36:28,900 --> 03:36:28,900 make a muckle. So you put, you put, you know, A little of this and a little of this and a little of this. 1630 03:36:33,540 --> 03:36:33,540 and over time you also accumulate you know what you need to do. 1631 03:36:38,420 --> 03:36:38,420 but I must preface this also by saying commissioner that when we give as much money from This pfas money to residents even if it's a 1632 03:36:48,060 --> 03:36:48,060 $50 gas card or $100 gas card. And by the way, If we're giving $1,000 to each resident, 1633 03:36:57,930 --> 03:36:57,930 that's only 100 residents helped with $100,000 every make or make a muckle. 1634 03:37:03,290 --> 03:37:03,290 that's what it means. It also means that when we give them a grant for whatever they want, 1635 03:37:09,730 --> 03:37:09,730 that little grant that they that they get goes a far way, Like your $100 t. 1636 03:37:16,210 --> 03:37:19,970 I do agree 100 commissioner bolton need to have research. I have data and I work with the foremost ivy league university. 1637 03:37:22,650 --> 03:37:22,650 so I totally understand. And you you taught me, You know, you you're just as smart as those phds as ivy league university. 1638 03:37:29,170 --> 03:37:29,170 so, you know you know, I, I totally understand it, But I say every makeup maker because some of this money can go towards our infrastructure, 1639 03:37:36,210 --> 03:37:36,210 working towards getting that water treatment plant that we kind of need. 1640 03:37:40,610 --> 03:37:40,610 I think that's important as well for our residents that we, We, we kind of have that in place. 1641 03:37:45,770 --> 03:37:48,610 and, you know, it's a trend of most of the cities. And you're right, doctor daniels. You know, I go places and people are like, Yes, tamarac are doing a lot of stuff for their residents. 1642 03:37:54,170 --> 03:37:54,170 tamarac are looking out for their residents. Tamarac are putting programs in place. But I Think, 1643 03:37:58,570 --> 03:37:58,570 you know, we, we, we sometimes don't have to think of the next election, But the next generation. 1644 03:38:03,050 --> 03:38:03,050 so I think in putting majority of the money towards the utilities or the water treatment Or what it is, 1645 03:38:08,410 --> 03:38:08,410 is, is looking towards the next generation and protecting our residents and looking at the Future, 1646 03:38:13,810 --> 03:38:13,810 but also keeping that balance of taking a little something to making sure that we're Taking care of our residents. 1647 03:38:19,050 --> 03:38:21,650 so making sure that they're getting the things that we need. Because last year we split a million bucks for ways, And all of us have done an amazing job in helping our residents. 1648 03:38:27,930 --> 03:38:27,930 but I think this sentiment, majority of it should go towards something affiliated with the Water treatment. 1649 03:38:36,050 --> 03:38:36,050 commissioner daniel thank you. I remember when this topic came up, When the lawyers came and said, 1650 03:38:43,690 --> 03:38:43,690 do we want to enter into a lawsuit? And I remember preeclampsia being one of the issues. 1651 03:38:49,760 --> 03:38:53,320 and I remember saying, oh my god, that's how I lost my child. And I remember the mayor making me feel bad, Saying, I only some people talking because they want a lawsuit. 1652 03:39:01,600 --> 03:39:01,600 if you ever lose a child, trust me. Lawsuit, Don't take that away. 1653 03:39:07,400 --> 03:39:07,400 so there are people who have suffered because of it. 1654 03:39:12,120 --> 03:39:15,840 and I think it should go back to the people. Period. The water treatment. Yes, yes. I think you should give to the water treatment because we Want the water to be better. 1655 03:39:23,120 --> 03:39:26,440 but that is being proactive but giving back to the people. Absolutely. And for somebody who wasn't interested in a lawsuit, Sure enough interest in the lawsuit today. 1656 03:39:37,160 --> 03:39:37,160 and for the record commissioner. Right. I ran for the future generation. 1657 03:39:42,600 --> 03:39:46,150 let's keep it clear. I work for the future generation. Future generation is called the alpha generation. You know, It's in that generation, my kids, 1658 03:39:50,590 --> 03:39:53,950 the kids that I serve, the kids that are in my community. So yes, but I also know if as a parent, you can't eat and tamarac will turn off your water Bill, 1659 03:40:01,670 --> 03:40:01,670 be clear. Don't pay that bill by the next month, Your water is off. 1660 03:40:07,470 --> 03:40:07,470 so if you can't pay your water bill, what about the next generation? 1661 03:40:12,870 --> 03:40:15,310 I think the water bill comes first. Thank you. Point of clarification. Doctor daniels. Commissioner daniels. 1662 03:40:18,950 --> 03:40:18,950 I agree with what you're saying. I'm just saying that we should put more of the money Towards that. 1663 03:40:23,070 --> 03:40:23,070 I think we should take some of the money to put back in the residents pocket. That's just My counter. And that's just. 1664 03:40:27,910 --> 03:40:27,910 I'm not I'm not disagreeing at all. I think based on precedents and what other cities are Doing, 1665 03:40:33,430 --> 03:40:36,550 I think we can put some of that towards utilities. So I do agree. I'm just correcting what you said about the future generation because no One here cared care more about the future generation than me. 1666 03:40:43,140 --> 03:40:43,140 it was a metaphor. So point taken. I do believe it should go back to the residents. 1667 03:40:49,260 --> 03:40:49,260 so give 500,000 to either the water bill, the general fund, Wherever the city feels it should go. 1668 03:40:57,300 --> 03:40:57,300 give the 64,000 to social services or something to that effect and then split the five. 1669 03:41:06,580 --> 03:41:06,580 if the other commissioners don't, and I'm a big proponent of this, If you don't want to vote for it, 1670 03:41:11,620 --> 03:41:11,620 you don't want it. Put it back in the kitty. Put it back towards. 1671 03:41:16,180 --> 03:41:16,180 and then you will have your nine or 8 or 700,000 towards that. 1672 03:41:22,620 --> 03:41:22,620 I love math. Commissioner patterson, thank you. 1673 03:41:28,500 --> 03:41:28,500 thank you mayor. I don't have a whole lot to say on this because I do think it is pretty Self-explanatory. 1674 03:41:37,300 --> 03:41:37,300 I mean, we're talking about, you know, one time dollars. 1675 03:41:42,820 --> 03:41:42,820 you know, a facility like a water plant. We're talking about an up sum of $20 million. 1676 03:41:48,700 --> 03:41:48,700 we're having a discussion around $1 million. It's my understanding, Based on some of the questions that I've asked, 1677 03:41:55,340 --> 03:41:55,340 that the treatment plan is not even at quite it's not yet quite at the end of life. 1678 03:42:02,620 --> 03:42:02,620 with that, I think we've kind of displayed that there's needs across the board, There's infrastructure needs, 1679 03:42:09,380 --> 03:42:09,380 the community has needs. The city is not able to deliver in every area. 1680 03:42:14,140 --> 03:42:14,140 and I do think it is incumbent upon us on in a lot of in a lot of ways to ensure that all Needs are met. 1681 03:42:21,460 --> 03:42:21,460 I think it's a fair proposal. I think that, you know, Over half of the dollars will be able to be utilized for additional services. 1682 03:42:31,660 --> 03:42:34,980 it won't make not even a dent in what really the city needs. The city's been lobbying the state for years. 1683 03:42:37,300 --> 03:42:37,300 we've been lobbying the federal legislature for years for additional dollars. 1684 03:42:42,450 --> 03:42:42,450 we haven't raised the water rates. We haven't raised the millage because we're concerned With, 1685 03:42:48,130 --> 03:42:52,130 you know, how that will impact the day to day individual. This is not going to change that circumstance tremendously for me. 1686 03:42:56,930 --> 03:42:56,930 it's a drop in the bucket, really. I think we have an opportunity to be able to affect the Day to day lives of many of our residents who are 1687 03:43:06,850 --> 03:43:10,410 on a fixed income. I love what lauderhill is doing. If they're able to, you know, give $150 to every resident, That's amazing. 1688 03:43:16,690 --> 03:43:16,690 I think we have we have a responsibility to consider some of those same factors. 1689 03:43:20,890 --> 03:43:20,890 that's something that I've been talking about in every strategic planning meeting that's On record. 1690 03:43:26,050 --> 03:43:26,050 I actually appreciate that this this one time opportunity has presented itself because I Too, 1691 03:43:32,130 --> 03:43:32,130 am in favor and will always be in favor of being able to assist my residents in ways that They would not traditionally be able to be assisted. 1692 03:43:41,160 --> 03:43:41,160 so I do support this item as well. Okay. We're up to me. 1693 03:43:52,160 --> 03:43:55,480 mr. Henry, would you join us up here? I've got some questions for you. Please. He will not come unless his manager tells him to. 1694 03:44:02,160 --> 03:44:02,160 city manager as. And when I called miss calloway here through the chair, She. 1695 03:44:08,400 --> 03:44:08,400 she never moved a muscle. She looked in her glasses and it was fogging. 1696 03:44:13,080 --> 03:44:13,080 so if you can answer the question for your employee, Please do. 1697 03:44:17,320 --> 03:44:21,320 and please be consistent. Like miss calloway texted you the information. I don't have a question right now. Okay. So before he comes, Train him not to move. 1698 03:44:26,080 --> 03:44:30,000 just like miss calloway did not move. Answer her question. Our residents. Our employees are not dogs. City manager I got you. 1699 03:44:35,070 --> 03:44:37,590 I already spoke to you about this, so. Yes. City manager. I'd like to speak to mr. Henry. You can, but if I can answer the question, I'll be happy to answer. 1700 03:44:42,590 --> 03:44:44,870 then you'll answer it. But right now, mr. Henry is who? I'd like to come to the podium. Okay. Mr. Henry. 1701 03:44:50,270 --> 03:44:53,750 again, mr. Manager, if there's a question that the mayor has. You're the manager, are you? We are. We know we're expected. 1702 03:44:58,470 --> 03:45:00,830 we expect that the manager will answer the question. If he can't answer it, then he goes to his employee. 1703 03:45:03,230 --> 03:45:03,230 but. And isn't that isn't that consistent in how miss callaway just, Just treated me? 1704 03:45:08,310 --> 03:45:11,830 isn't that consistent with what you did? It's vice mayor. Isn't it consistent? Yes or no? When I call miss callaway, She texted you. 1705 03:45:17,830 --> 03:45:20,950 you the information that I asked for. And you answered? Yes, sir. So be consistent. I am consistent. Okay. 1706 03:45:24,310 --> 03:45:26,830 so when the question is asked, please answer it. And if you can't answer it, then your employee will. 1707 03:45:29,990 --> 03:45:29,990 I think that's consistent for making it when it's spot check for when it's convenient. 1708 03:45:34,510 --> 03:45:34,510 at this time, I'm going to call for a motion for an extension of time, Because we're approaching 1115 in our meetings and at 1130, 1709 03:45:42,030 --> 03:45:42,030 move it in order to have. I will finish my sentence in order to have this item completed. 1710 03:45:49,510 --> 03:45:49,510 second. Thank you. I thank you now, city clerk, To please call the roll. 1711 03:45:57,670 --> 03:45:57,670 commissioner. Right. Yes. Mayor. Gomez. Yes. Commissioner. 1712 03:46:02,190 --> 03:46:02,190 daniel. No. That's okay. Vice mayor bolton. Yes. 1713 03:46:11,670 --> 03:46:15,190 commissioner patterson. Yes. Motion passes, 4 to 1. You had your opportunity. Oh, dear lord. 1714 03:46:27,870 --> 03:46:27,870 through our utilities. Director. City manager. 1715 03:46:32,460 --> 03:46:32,460 do you have the numbers on what pfas is in our city water at this time? 1716 03:46:38,940 --> 03:46:38,940 we have done a testing a number of months ago. 1717 03:46:44,540 --> 03:46:44,540 I'm not sure when the, the last or latest, but, But those numbers don't mean anything. 1718 03:46:52,460 --> 03:46:52,460 you know, because the you know, there's just some numbers if you're asking for, For compliance with the federal guidelines. 1719 03:47:02,740 --> 03:47:02,740 I like to think that we're below those federal guidelines. 1720 03:47:08,060 --> 03:47:11,900 is that, is that I would like a better answer than I'd like to think. If our employee can answer that, it would be appreciated to have the facts, Please, mr. 1721 03:47:16,740 --> 03:47:16,740 henry. Henry? Interim director of public services. 1722 03:47:23,260 --> 03:47:23,260 so to answer the question, there's much more testing that we need to do. 1723 03:47:29,610 --> 03:47:29,610 and, you know we have done some testing. We got some results, But that doesn't define what 1724 03:47:39,810 --> 03:47:39,810 the actual level is. It has to go into a calculation and it does take all the testing 1725 03:47:50,090 --> 03:47:50,090 in consideration. Okay. We have more testing to do and consideration of it. 1726 03:47:56,290 --> 03:47:56,290 but in the interim we continue to have water go through our pipes, Go through our water treatment plants, 1727 03:48:01,290 --> 03:48:01,290 go into our homes, that the numbers could be up or down, But we don't know for certain. 1728 03:48:07,410 --> 03:48:07,410 we don't know for certain. In your studies of pfas as a utilities director there were Changes 1729 03:48:17,690 --> 03:48:17,690 for items, as have been mentioned for 2024. And I know there's a, There's a call out right now for more comments between april 23rd and this 60 day period 1730 03:48:28,210 --> 03:48:28,210 in your expertise, what do you see coming down the pike or the pike? 1731 03:48:34,970 --> 03:48:34,970 usually, but pike for us in our city, with our pfas remediation, That is going to be required. 1732 03:48:41,890 --> 03:48:41,890 so right now we have a consultant they're doing a pilot study. 1733 03:48:48,130 --> 03:48:48,130 so they're getting all the data and putting that together. 1734 03:48:53,250 --> 03:48:53,250 and you know, that's going to determine what type of filtration system we're going to Need, 1735 03:48:59,290 --> 03:48:59,290 if any depending on the results that, that we are going to see. 1736 03:49:07,010 --> 03:49:07,010 but that's going to determine the, the type and also how much it's going to cost. 1737 03:49:12,410 --> 03:49:12,410 so at this time, you know, we can't, I can't really tell you how much it's going to cost Depending on 1738 03:49:22,450 --> 03:49:22,450 several factors. So. Do you think it's going to be over $1 million? 1739 03:49:33,240 --> 03:49:33,240 we. So we budgeted for 20 million for pfas. Right. 1740 03:49:39,560 --> 03:49:39,560 and when you. Excuse me, but when you say we budgeted, Did we put a line item for it? 1741 03:49:44,880 --> 03:49:44,880 is it actually funded. It's it's not funded. It's it's for 2027. 1742 03:49:53,560 --> 03:49:53,560 so we based on, you know, communication with other cities and you know, What they experience and 1743 03:50:03,640 --> 03:50:03,640 what their system cost. We came up with a budgetary number of 20 million. 1744 03:50:11,040 --> 03:50:11,040 okay. So you've come up with a million of approximately $20 million to help from a Remediation for pfas. 1745 03:50:16,240 --> 03:50:16,240 it's a line item that is a desire for saving money for up to $20 million for 2027 for us To be able to spend when we are required by the government to do. 1746 03:50:26,190 --> 03:50:29,510 point of order, madam mayor. Would you like to be timed or. No. Excuse you. No, I'm just asking. I'm just asking. 1747 03:50:32,550 --> 03:50:36,030 you never got time. Do not start. I'm asking for. For the future. I'm making a point. Listen, I've been called worse. 1748 03:50:39,910 --> 03:50:43,830 and you too. So would you like to be timed or not? No. Commissioner. Okay. Go ahead. Go ahead and take your hour. 1749 03:50:47,150 --> 03:50:47,150 and you're not going to start putting rules and regulations on me because you don't like. I'm answering asking questions. So stop making presumptions about things and let me speak. 1750 03:50:55,430 --> 03:50:55,430 if you guys would be a little bit less insecure about things, It would be a lot better. 1751 03:51:00,790 --> 03:51:00,790 anyway, so right now we currently have a line item for $20 million and no savings being Put in there at this time, 1752 03:51:07,550 --> 03:51:11,550 correct? That's correct. Thank you. I'm sorry. Can we clarify that? What are we saying? It's very simple. 1753 03:51:17,790 --> 03:51:17,790 the line item for 2027 budget at this time is a request for $20 million, But at this time there has been no funding moved into it. 1754 03:51:28,620 --> 03:51:28,620 that's correct. So it doesn't say that that there's a line item. 1755 03:51:33,820 --> 03:51:36,900 it just says there's a request, but it's not funded. So there's no line item. You know, that's why I was surprised a little bit in basic, We know that the city needs to spend certain 1756 03:51:46,260 --> 03:51:46,260 things, spend dollars on certain things. And one of those certain things that the city Needs to spend money on would be pfas removal by government, 1757 03:51:54,140 --> 03:51:54,140 federal government regulation, which our city attorney has already told us earlier, That we must follow the law. So therefore, 1758 03:52:00,540 --> 03:52:00,540 we will need money to follow the law to remediate pfas in our system. 1759 03:52:05,780 --> 03:52:05,780 when we finish with our data that is currently being compiled to find out exactly what we Need to do in order to remove pfas from the water 1760 03:52:15,620 --> 03:52:15,620 system in our city, and we currently don't have the money in our budget. 1761 03:52:21,740 --> 03:52:21,740 and I'll ask miss miss moxley for the water treatment plant that we have been talking About. 1762 03:52:30,340 --> 03:52:30,340 and allegedly, I said in our state of the city about three years ago, We were almost ready to build because we completed design. 1763 03:52:37,100 --> 03:52:40,180 we just needed to go out to bid, but we needed funds for it. Is that correct, mr. Henry? Okay. Thank you for the nod. 1764 03:52:47,060 --> 03:52:47,060 yes he does, since he's been actively involved in the water treatment plant and the Utilities director and overseeing our water treatment plant. 1765 03:52:56,380 --> 03:52:56,380 I don't know why people are so afraid of when we peel back the layer to. 1766 03:53:00,740 --> 03:53:03,940 so show that we have some needs. Everybody has needs. Even our residents have needs. There's been discussion about our infrastructure and the Water utilities 1767 03:53:13,820 --> 03:53:13,820 increases that there was a study done several years ago, And a plan that was initially proceeding to go through. 1768 03:53:21,490 --> 03:53:21,490 but we only approved it one time with the increase, And we have not increased it since then. 1769 03:53:31,170 --> 03:53:31,170 not sure who to ask this question. So, city manager, How many homes do we have in the city of tamarac? 1770 03:53:43,770 --> 03:53:43,770 32,000 or maxine 35. Okay. 35,000 1771 03:53:54,290 --> 03:53:54,290 times 150. Well, $150. If we were to be like one of our sister cities at 35,000 homes Would be 1772 03:54:03,210 --> 03:54:03,210 $5,000,250 that we would have to have in order to give everybody $150 break. 1773 03:54:11,050 --> 03:54:11,050 so that one's not going to work for our city. 1774 03:54:20,440 --> 03:54:20,440 thank you, mr. Henry. City manager. I'd like to ask our interim budget or finance director Question if you can answer it. 1775 03:54:29,840 --> 03:54:29,840 maybe I can ask the question and then I'll. Basically, I am curious as to the status of our operating budget that we're preparing for 2027 and 1776 03:54:39,600 --> 03:54:39,600 how we are doing so far with our numbers and need for capital. 1777 03:54:44,960 --> 03:54:44,960 right. It's been worked on. Mayor. And so we're, We're obviously going to present that draft budget or proposed 1778 03:54:54,560 --> 03:54:54,560 budget in july. We're waiting for some numbers that, That come out from the bcpa 1779 03:55:04,640 --> 03:55:04,640 june 1st, I believe those numbers come out. And so until then, We don't have a clear picture of our incoming revenues, 1780 03:55:11,800 --> 03:55:11,800 but based on zero property value increases. We are a little short today. 1781 03:55:20,590 --> 03:55:20,590 can you share a little bit more of a little short today for our conversation? 1782 03:55:24,790 --> 03:55:28,110 I can share with you, but it can go up and down. I believe that the last time we looked at it, We were we were short somewhere around a little over $2 million. 1783 03:55:37,590 --> 03:55:37,590 that's a different number than what we talked about earlier today. Like I said, It goes up and down. 1784 03:55:42,830 --> 03:55:42,830 and so because we have not formulated the the budget and the ask and the the revenue Sources. 1785 03:55:50,150 --> 03:55:50,150 so we're, it's a working number. Okay. City manager. 1786 03:55:54,710 --> 03:55:54,710 I'll take your answer, but I will tell you it's unsatisfactory, Especially with the number that was provided only a few hours ago. 1787 03:56:01,110 --> 03:56:04,670 it's amazing. How about what, 16 million is gone? Anywho I said maybe $2.8 million, but you know. 1788 03:56:11,550 --> 03:56:11,550 okay. It is what it is. Look, it is what it is. 1789 03:56:16,110 --> 03:56:16,110 point being is we can say that it's a drop in the bucket, But the bucket is really big right now because we have no money in it. 1790 03:56:25,510 --> 03:56:25,510 and the fact of the matter is we as a city do need the money. 1791 03:56:29,830 --> 03:56:29,830 I am certain that our residents are hurting, But they're going to is a reality that we're going to hurt more later when we don't have 1792 03:56:39,470 --> 03:56:39,470 the money. It's kind of like what's going on in the condo community where we're telling People, 1793 03:56:44,190 --> 03:56:44,190 if you would have just paid $10 more a month when you had the opportunity, This $100 a month bill would not be so hurtful to the 1794 03:56:53,990 --> 03:56:53,990 pocketbook. But we take a chance because we don't want to increase liability on our Residents, 1795 03:57:01,350 --> 03:57:04,590 whether it's our neighbors or they're all our neighbors. And but it winds up hurting them in the end when the chunk of change that they need to lay Out is bigger, 1796 03:57:11,260 --> 03:57:11,260 like the pipes that are going to burst and the issues that we're going to have if we don't Start saving money now for that rainy day that we know is coming, 1797 03:57:21,100 --> 03:57:21,100 the day we know when we have to remediate the pfas is coming. 1798 03:57:26,220 --> 03:57:26,220 and again, we follow the law, right? So we can do a spot treatment now and make everybody Feel better for a gift card or whatever it might be. 1799 03:57:36,220 --> 03:57:36,220 or we could put more of that money away to make that bucket a little bit less harder to Fill. 1800 03:57:42,660 --> 03:57:42,660 as we go through this process between now and 2027, Which, ladies and gentlemen, is in, what, 1801 03:57:49,020 --> 03:57:49,020 six months? And I'm sure we're not expected on the dot for january. 1802 03:57:55,060 --> 03:57:57,420 so we might have an extra 12 months in there. But where are we finding the funds? The reason for the pfas litigation was because the Pfas in our system and we received the money because 1803 03:58:07,410 --> 03:58:07,410 we need to remediate pfas. Now I know how to read the writing in the wall. 1804 03:58:14,210 --> 03:58:14,210 it's very, very, very clear. This money is not going to be spent in the manner in which I'm suggesting, 1805 03:58:21,130 --> 03:58:21,130 which goes to remediating pfas and sorry. Commissioner. 1806 03:58:26,650 --> 03:58:26,650 right. I do feel that the writing on the wall shows that you're $900,000 request is not Going to happen, 1807 03:58:34,130 --> 03:58:34,130 because you will only have the support. Potentially, It feels like of one, but I thought it's very creative how the opportunity 1808 03:58:44,690 --> 03:58:44,690 has been presented. So it looks like there's a five zero vote for it so that people won't Get criticized if they vote for 1809 03:58:54,610 --> 03:58:54,610 it, because the opportunity to return it is there. 1810 03:59:00,850 --> 03:59:00,850 very crafty, very smart. But I've always said that he is very crafty and very good at Marketing. 1811 03:59:09,130 --> 03:59:09,130 so quite honestly. We all have our opinions. So the reality is, 1812 03:59:19,010 --> 03:59:19,010 ladies and gentlemen, if this thing should move forward, As I truly suspect it will, and unless there's some games played between now and when I 1813 03:59:26,890 --> 03:59:26,890 finish or when it's voted on, I might be inclined to do exactly what he said or what he Suggested, 1814 03:59:34,250 --> 03:59:34,250 because I don't think it's a bad idea. If I should take this fund and I should approve it. 1815 03:59:38,970 --> 03:59:38,970 my money is going specifically into the water department, Into the pfas bucket. 1816 03:59:47,570 --> 03:59:51,090 vice mayor, your light is lit. Thank you, madam mayor. And I will preface this by saying that I'm asking my colleagues to take that into Consideration as a part of the 1817 04:00:01,090 --> 04:00:01,090 item tonight that if the mayor should vote yes on this, That the money, $100,000 is restricted to go back into pfas 1818 04:00:10,200 --> 04:00:10,200 remediation. That's what she said. And this is what we're going to hold her accountable To. 1819 04:00:17,320 --> 04:00:17,320 mr. Manager is is our water safe to drink? It is. 1820 04:00:22,600 --> 04:00:22,600 vice mayor. Okay, so we don't need pfas remediation. 1821 04:00:30,120 --> 04:00:30,120 based on the the regulations that are coming down, We will have to deal with that. 1822 04:00:37,200 --> 04:00:40,600 before the deadline. Okay. And you heard commissioner. Right. That says every. Michael, michael. Michael, You understand the jamaican nomenclature. 1823 04:00:46,440 --> 04:00:46,440 I got I got the sense. Okay. So you think that putting half of the money away for a rainy Day or to remediate pfas 1824 04:00:56,720 --> 04:00:56,720 is, is is wise. Vice mayor, I don't want to minimize 500,000 or $1 million, But the amount of 1825 04:01:06,510 --> 04:01:06,510 money that we need for the new water treatment plant and the pfas and the other elements Is close to $100 million. 1826 04:01:15,470 --> 04:01:15,470 so every nickel may do that. But you know it's a lot of nickels to get to the and so, 1827 04:01:25,390 --> 04:01:25,390 so whatever we put away is essentially, you know, Fair, whatever we put away. 1828 04:01:34,510 --> 04:01:34,510 okay. And do you think it's also fair that some residents, Even if it's 1 or 2, get a benefit from this? 1829 04:01:44,190 --> 04:01:44,190 everything we do is public purpose. And so you know, Water treatment plant is public purpose. 1830 04:01:50,430 --> 04:01:50,430 roads are public purpose. So it's all part of the the service to the community. 1831 04:01:55,350 --> 04:01:55,350 okay. And let me tell you something. I get criticized for breathing. 1832 04:02:00,980 --> 04:02:00,980 and I've still been here nine, ten years later. 1833 04:02:05,860 --> 04:02:05,860 so I'm not, you know, shy to to be criticized. 1834 04:02:11,700 --> 04:02:11,700 I'm not afraid of people planting the wrong narrative in the media. 1835 04:02:19,820 --> 04:02:19,820 we heard from our attorney that this money is not intended to do a specific thing. 1836 04:02:28,900 --> 04:02:28,900 it is intended to do a broad range of items that serve a public 1837 04:02:38,580 --> 04:02:38,580 purpose. Correct. Attorney. Yes. It's unrestricted funds. 1838 04:02:43,100 --> 04:02:43,100 okay. All right. Well, thank you very much. And I hope we can call the question now. 1839 04:02:54,340 --> 04:02:54,340 city clerk the question that is before you is a request by the vice mayor to the Commission to take $500,000 1840 04:03:04,660 --> 04:03:04,660 from the 1,064,000 $932,093.39 and use it for pfas 1841 04:03:14,660 --> 04:03:14,660 now. Question. Use it. Sorry. Excuse me. I want to ask a question. 1842 04:03:19,660 --> 04:03:19,660 the 500,000 is for the commission to be divided as however many people agree to it. 1843 04:03:24,500 --> 04:03:24,500 the balance of it. Will that be going to the water treatment utilities 1844 04:03:34,020 --> 04:03:34,020 plant? Where will that money be going? It would go to mr. 1845 04:03:38,460 --> 04:03:38,460 manager. The. The. The question at hand is asking for $500,000 to be used by the city Commission in a manner in 1846 04:03:48,100 --> 04:03:48,100 which initiative funds are used at a later time. 1847 04:03:52,340 --> 04:03:52,340 it is your prerogative to provide the city commission with whatever you you you see fit. 1848 04:04:02,210 --> 04:04:02,210 we're not dealing with the 506 to $4000. Now we're dealing with $500,000. 1849 04:04:07,850 --> 04:04:11,490 that was not my item. We're dealing with $500,000 tonight. So I'd like to make sure that we deal with that. 1850 04:04:15,050 --> 04:04:15,050 and of course, I want to make sure that we put on the record that the mayor's $100,000 is Going to be used for pfas. 1851 04:04:23,690 --> 04:04:23,690 that is what she said. And I want to make sure that that is understood a part of my Motion. 1852 04:04:30,530 --> 04:04:30,530 so basically, the answer to my question is that the $564,932.39 remains unencumbered at This 1853 04:04:40,210 --> 04:04:40,210 time, and that there is no requirement for it to go towards pfas remediation or the water Treatment plan or anything dealing with helping utilities. 1854 04:04:48,970 --> 04:04:52,650 that's correct. I want I want to make sure, mr. Manager, that with this consensus that the commission. 1855 04:04:57,600 --> 04:04:57,600 however, we vote tonight would use that $500,000 effective immediately and that you will Bring a budget 1856 04:05:07,480 --> 04:05:07,480 amendment to satisfy the spending of the commission, Correct? 1857 04:05:12,960 --> 04:05:12,960 that's correct. We'll include in the budget amendment the recognition of the entire fund And the allocations made 1858 04:05:22,640 --> 04:05:22,640 as you decide tonight. So there's no, I still have, There's no, there's no there's nothing precludes us from tomorrow morning. 1859 04:05:32,600 --> 04:05:32,600 asking the city manager's office or the community development office to create a program For residential assistance. 1860 04:05:43,040 --> 04:05:43,040 with the amount of money that we are equally distributed tonight or any way thereof, Not with your consensus. 1861 04:05:50,480 --> 04:05:50,480 okay. So I'd like a point of clarification. City manager this item that comes back before The commission is separate and apart from any other 1862 04:06:00,350 --> 04:06:00,350 budget amendments. It is specifically only for this to not be intertwined with anything Else. 1863 04:06:05,910 --> 04:06:05,910 no, no, it would be part of the the budget amendment that also include other items. 1864 04:06:12,590 --> 04:06:12,590 you know, that needs to be amended. So this amends the budget, Madam mayor as incoming dollars. 1865 04:06:19,550 --> 04:06:19,550 so it is just like any other grant that we receive that, That we accept through a budget amendment and they are done 1866 04:06:29,470 --> 04:06:29,470 on their own accord. Many times they're not always in a single, In a lump sum budget amendment. 1867 04:06:36,790 --> 04:06:36,790 they are in its own accord. And therefore, as such, In order to keep the vote intact, it is highly suggested that the city manager puts it on 1868 04:06:46,710 --> 04:06:46,710 the agenda, as we do with other grant money or other money that comes in on a single line Item. 1869 04:06:52,230 --> 04:06:52,230 it is approved on its own. Well, grant monies are recognized separately because they Require an agreement with the granting 1870 04:07:01,990 --> 04:07:05,190 agency. This does not. This is money given to us. So we just need to recognize that into our into our into our budget. 1871 04:07:10,310 --> 04:07:14,190 okay. City clerk, please call the roll with commissioner wright. Want to put on the record what he's going to use his money for if he votes yes or no. 1872 04:07:18,830 --> 04:07:18,830 city. City clerk, please call the roll. City clerk, Please call the roll. 1873 04:07:23,030 --> 04:07:23,030 commissioner. Ray. Yes. Mayor gomez. Yes. Commissioner. 1874 04:07:27,790 --> 04:07:27,790 daniel. Yes. Vice mayor bolton. Yes.
