session was conducted in Conformity with Virginia law now [0:45] therefore be it resolved the T Town Council hereby certifies that to the [0:49] best of each member's knowledge one only public business matters lawfully [0:54] Exempted from open meeting requirements by Virginia law were discussed in the [0:57] executive session to which this certification res resolution applies and [1:01] two only such public business matters were as were identified in the motion [1:05] convenient the executive session were heard discussed or considered by the T [1:09] Town Council so I need a a roll to public [1:28] session so we we have a you want to give us a background on this resolution I [1:33] would love to so over the last couple of meetings we've talked about some [1:39] improvements our Recreation uh department has needed so [1:45] our friend I call her friend I'm trying to be good friends with Karen Weber from [1:51] DEQ she is the one who has been working with us on a bowlan alley Farmers Market [2:00] property and she made us aware of a recreation Grant so at this time we [2:07] don't need specific numbers it's just a planning Grant but this could help us [2:12] get closer with their Ballfield idea at the park and maybe other places and [2:20] we're going to try to see if we can address the facilities at the par so [2:25] this would just be a resolution saying Council supports us [2:30] going after this plan Grant Sol it is brother [2:38] L I will read the resolution of support whereas the town of tle recognizes the [2:43] importance of Community Development and economic growth and whereas the town of [2:48] tasell is seeking to grow with outdoor recreation and tourism economy and [2:53] whereas the Environmental Protection Agency is offering the recreation [2:57] economy for Rural communities planning Grant support projects that align with [3:01] the community's development goals and whereas tasell and north tasell have [3:05] been identified with poent with potential for strategic Recreation [3:09] development that can contribute to economic growth and Community [3:13] well-being and whereas the recreation economy for Rural communities planning [3:17] Grant provides an opportunity for the town of Tavel to conduct comprehensive [3:20] planning that will help identify outdoor assets and to develop a plan to best [3:25] utilize those assets within the tazwell and L tazwell area and as the town of [3:30] tazwell aims to Foster Community engagement and collaboration in the [3:33] planning process involving residents local businesses and other stakeholders [3:38] to ensure that the resulting projects truly reflect the community's [3:42] aspirations now therefore be it resolved that the town of Tel Town Council [3:47] expresses its commitment to pursuing the restoration economy for Rural [3:50] communities planning Grant offered through the Environmental Protection [3:53] Agency and furthermore be a resolve that the Town Council hereby authorizes and [3:58] empowers lean r and the town manager to take all necessary actions to apply for [4:03] and secure the recreation economy for Rural communities planning Grant [4:07] including the submission of required documents coordination of community [4:10] input and collaboration with relevant agencies and further more be it resolved [4:17] that the Town Council emphasizes its dedication to conducting a transparent [4:21] and inclusive planning process which will involve regular updates to the [4:25] public opportunities for public input and engagement with local organizations [4:30] and furthermore be it resol that upon receiving the recreation Recreation [4:35] economy for Rural communities planning Grant the Town Council commits to [4:39] utilize the funds responsibly and efficiently ensuring that the resulting [4:43] planning efforts contribute effec effectively to the betterment of the [4:47] area and its residents and finally be it resolved that a copy of this resolution [4:52] shall be distributed to all roant departments agencies and parties [4:56] involved as well as made available to the public through appropriate channels [5:00] to ensure transparency and accountability in the P pursuit of the [5:04] recreation economy for rural community planning grants given under my Hamas day [5:09] 28 October 2024 I I get a motion to I make a motion [5:16] to approve the resolution of support Second any discussion the only [5:23] discussion piece I have you know kicked around one of the ideas regarding the [5:27] plan that we have out towards br or is there any constraint on this that [5:32] would prevent us from using using these funds for the development of that land [5:35] because it's probably not or more or do we need to adjust that in [5:41] order to be able to leverage those funds potentially for that location why [5:47] would property owned by the town property owned by Town limits are owned [5:51] by the town that might we've got land that could really be utilized for [5:57] recreation [6:00] P that area is still considered T it's not within town no what's the language [6:06] has a language language reads within tasell and North taswa [6:17] areas now if it said Town Taz it would be different but it does say Taz and [6:30] I I I think it's still that's the actual resolution those are all recital but the [6:35] look [6:37] here and the reason that we had to do this tonight is because this will have [6:42] to be submitted before our next council meeting that's why we had to get it [6:48] there tonight they were kind enough to give us an extension through November [6:52] 13th get submitted we found out about this Grant on a Monday and it was due on [6:58] Wednesday oh so we kindly ask for an extension [7:03] they I don't see why what out of curiosity why is it making a distinction [7:08] between Taz and North Taz why should you have that distinction at [7:15] all because North Taz other than having a post office it it is tazel it's not [7:22] nor Taz in terms of it's town of Tas North Tas is not recognized as a town [7:29] recognized down since 1962 so why is that distinction even in [7:35] so could we say uh town of tazwell and someone said Taz [7:43] own properties yeah I think if you you got here the [7:48] third fourth where you take out Tas Tas says whereas Tas one surrounding area [7:54] has been identified potential for something along those lines that [7:59] gives you Poli latitude and hope we won't upset anybody [8:03] with fin abilities by taking North T of it okay in response to that I will amend [8:11] my motion to approve this resolution of support with the changes to the fourth [8:19] whereas as Brad mentioned and I will second your change any [8:26]
