[0:01] Look at him like a man. [0:24] » More people. talking council meeting [0:30] some [0:39] resources. [0:47] » Yeah. [1:02] The other thing is I kind of hate, [1:14] you know, right there across from the other [1:19] area. [1:24] Maybe we have a huge [1:31] change. I'm still praying and hoping for a huge [1:36] high school that [1:58] A lot of families don't keep you. [2:08] » Well, I was asking about the um you know, we're looking at animal [2:16] I remember when the city uh is the second is the second animal shelter [2:24] adoption [2:27] in golf. [2:41] They said, "Yeah, we did." And that's when we put the All right. [3:04] And then instead put this out by the by the [3:09] police station so they have support. Yeah. Makes sense. And I was like, [3:14] "Yeah, we get a better [3:36] place." [3:41] She likes it. [3:50] Sorry, we're having a little technical difficulty, so we're trying to get it [3:55] out. >> Good. [4:03] » Hello. Good evening, ladies and gentlemen. It is um 5:37. Excuses for [4:07] starting a little late. Uh we had some technical issues, but I think we're good [4:10] to go. It is um 5:37 August 28, 2025. We're going to go ahead and get started [4:16] on the planning and zoning meeting tonight. Uh would everybody please stand [4:20] for the invocation as Commissioner Deborah M will lead us. [4:24] Dear heaven and gracious father, we come before you just give you all the praise [4:28] and all the glory. We thank you for this evening. We thank you Lord Jesus for all [4:32] that are present. We ask Lord Jesus that you keep us on one accord and help guide [4:37] us Lord Jesus in the way that we should go that's best for our city. In Jesus [4:42] holy and precious name we pray. Amen. >> Amen. [4:44] » Please remain standing for the pledge of allegiance and the pledge to the Texas [4:47] flag. I [4:49] » pledge allegiance to the flag of the United States of America and to the [4:54] republic for which it stands. One nation under God indivisible with liberty and [5:00] justice for all. To the Texas flag. I pledge algiance to [5:05] the Texas one state one and indivisible. [5:11] » Please be seated. [5:22] Okay, before we get started, we're going to do a a quick admin. I know we are we [5:26] are just missing u vice chairman Gabriel Caba. Miss Janet, [5:33] did you receive an email in regards to him being absent today? I believe I saw [5:38] one earlier. >> Yes, sir. He did. He has um to um take [5:42] his child to the doctor and so he will not be here. So that is considered [5:46] excused. >> Okay. Have it on record that we have an [5:49] excused absent for Gabriel Cavetta, our vice chairman for tonight, for this [5:52] evening. [5:55] Okay, as we get started, uh before we get started here, um if there's any [5:59] visitors here that wants to speak to, uh the commission in regard or to us in [6:03] regards to anything not on the agenda tonight, anything not on the agenda [6:07] tonight, just wants to address anything to the to the board today. Nothing. [6:12] Okay. Thank you. [6:16] All right. We're going continue with the adoption of the minutes. Do I have a [6:19] motion to approve uh the minutes for uh July 24th, 2025 [6:25] commissioners? Have we uh have y'all had a chance to look at those? And do I have [6:28] a motion? >> I make a motion that we accept the [6:30] minutes as written. >> I have a motion to approve the minutes [6:33] for 20 for July 24, 2025. Do I have a second? [6:36] » Second. >> I have a second. All those in favor say [6:39] I. >> I. [6:39] » Any opposed? Oh, motion carries. [6:46] Ladies and gentlemen, we're getting ready to start the public hearing and [6:49] I'm I'm surprised and uh we have we do have a house full. We do have we're [6:53] going to start with 6.1. Just uh uh quick ad u housekeeping rules when we uh [6:59] ask you to come up and speak. Uh please limit yourself to about 3 to 5 minutes. [7:03] We have uh quite a bit of people that want to [7:05] » two two uh we have quite quite a bit of people that want to speak tonight. uh [7:10] whether it be in favor or opposing to the uh item 6.1 that we're going to [7:15] discuss tonight. Okay. All right. We're going to uh continue on [7:22] to 6.1. conduct a public hearing to receive comments regarding a a zone [7:27] change from agriculture single family 7.5 single family 16 SF-16 [7:34] executive states retail and commercial to plan development mix use residential [7:39] on approximately 1,5440 [7:44] acres of land plan development 25-3118 [7:52] Jenna >> chairman and commissioners. I bring to [7:54] you tonight a planned development application. [7:58] The name of the residential mixeduse development will be called Tteranova at [8:04] Terrell. It is currently zone agriculture [8:08] executive states single family and retail. The future land use is new [8:14] traditional neighborhood with local retail and office. It's approximately [8:20] 1,500 acres. And this developer and the owners [8:26] um would like to um put in a development that will have approximately 36 3600 [8:34] single family homes, 1,200 multifamily residents with a 50 acre [8:41] mixeduse known as the village square with shops, neighborhood and regional [8:46] services along with a network of hike and bike trails and 26 interior parks [8:52] throughout the development that will encourage outdoor enjoyment and [8:56] community gatherings. This project is projected to span from 15 to 20 years [9:02] encompassing 14 phases. Uh we sent 141 notices to abudding land [9:10] owners and to date we've had six responses [9:15] prior to yesterday and today. So, I'm going to read off some addresses that [9:19] were not a part of your packet, but prior and in your packet are six [9:24] responses not in favor, three responses in favor, and one undecided response. [9:31] Also, the neighbors of the um new Glenn Haven estates, they secured petitions [9:38] not only from that neighborhood, but surrounding areas, and those are [9:42] attached in your packet. To date, I have one individual at 15101 [9:50] High Point Road, which is in our ETJ that is waiting to make to gain um [9:55] additional information. Not in favor for Birdong Court, [10:01] 155 Birdong Lane, 140 Lexington, 1670 Griffith, 22 2110 Griffith, and [10:12] 2111 Griffith. And in favor is 147 bird song. If you will turn over to page 119, [10:24] there is a concept plan. This will give you a little overview of [10:30] what the um the infrastructure the the the different types of uh zoning and the [10:38] green spaces and the uh retail commercial use. [10:44] the developer will be invited up to make um a presentation and can um address [10:49] some of this a little bit clearer. If you'll go to the next page, [10:54] page 20, it gives you a plan an idea of how many uh property owners and where [11:01] their locations that they have legal title to. The next page [11:08] is 21. That is just a little bit to show you the open space and um the park plan. [11:16] Page 22 is just a little rendering sketch of what the village at Terrell [11:21] will look like. Page 23 is the buffer uh the location [11:26] map which will um encompass the 1544 acres that this development is [11:33] proposing. Page 24 is the zoning. So if you can see right now the green is [11:40] agriculture, the red is commercial. Then the blue is the dark blue is executive [11:47] states with the light blue already in a planned development. Then we have um red [11:53] is the retail and then the yellow is the proposed [11:58] single family 7.5. The next page we're going to come back [12:03] to because I'm going to invite Chris Snap to come up and talk about our [12:06] thorough affair on page 25. Page 26, we've all talked about our comprehensive [12:13] plan. We have not only the ones for our zoning, our parks, our thorough affair, [12:18] but this will give you the definition. And I'm going to try to from now on to [12:23] make uh give you definitions of what that future land use, this one in [12:27] particular is the future land use of the new traditional neighborhoods. So that [12:32] kind of gives you an oversight of what that is um involved in page. Uh the next [12:40] page is the buffer map. So it's real hard to see, but there is a [12:45] blue border around the 1500 and something acres. The red shows the 200 [12:51] foot buffer zone which by law were required to send notice in regards. [12:58] The following pages is the abuing land owners that received those um notices. [13:03] We did have a few that were returned. They were undeliverable. We tried to do [13:08] our due diligence to find those owners with no luck because they turned around [13:12] and came right back. And I'm going to pause for right now, um, chairman, and [13:17] then I'll be back up to answer any questions. Thank you. [13:20] » If if you would like for us to go ahead and do our presentation with engineering [13:26] and the um the um developer, if that's okay. [13:31] » Yes, ma'am. >> Okay, Chris, you want to come on up? And [13:34] Katie, will you go back to that page 25 of the thorough affair? [13:46] So, good evening, commissioners. I want to just bring forth some information [13:51] concerning our city of thoroughfare map. You've you've heard this uh seen it [13:56] before. We've talked about it numerous times. We had a revision here not too [13:59] long ago, but basically relative to this uh development, Pteranova, [14:06] uh the road that's going to be uh included into this is going to be the [14:13] one that's is Lexington Drive. It's not going to be widened or anything like [14:19] that. It's just going to be a connectivity. If you recall, our city [14:23] thoroughfare map is just a guideline and a direction and a vision as we have a [14:28] growth in the city and as it we extend our area out. We could continually look [14:34] at congestion and uh traffic flow and connectivity as we go throughout. Uh I [14:42] want to bring forth as when you look at this the first phases that we talked [14:47] with the developer that to do is basically uh have the primary first [14:54] phase come off Griffith Street area. There's going to be a multi-lane uh [14:59] connectivity off that. It's going to be much larger than what's on the current [15:03] Lexington Drive. So, that's not going to be the the main conduit into this, but [15:10] it's going to be another connectivity to the roads. So, uh the first phase will [15:15] be coming off of Griffith and going into there. If you'll go back, [15:21] uh Katie to page 19 of the concept plan. [15:30] Keep going. [15:35] One more right there. As you can see, that gives you kind of a depiction of [15:40] the main uh roads that will be going through the development and uh they'll [15:47] be done in phases obviously. So, I just want to bring that forth. this [15:52] thoroughfare map and the concern they're going through Lexington that has always [15:57] been on our thoroughfare map for a very long time. Uh so that's nothing new to [16:04] us from there but uh this road it's like I said it's not going to be widened or [16:11] anything like that. So [16:14] any questions? [16:27] We can't hear you. >> So, you need to bring your mic and turn [16:29] it on for us, please. >> Thank you. [16:34] » There we go. Um, the Terteranova and the Los and the uh [16:41] Ranch Parkway is um specifically the Los Lamos and the Terteranova. How does that [16:46] extend from past Griffith to 205? >> So that's going to extend from Griffith [16:52] 20 to 205. The developer is going to build that connectivity road. [16:56] » Does the developer have ownership of that land from Griffith to 205? [17:01] » Yes. >> Okay. And [17:03] » there's going to be a joint effort on that between the current property owner. [17:08] He's working out that issue with that current developer on the owner. [17:13] » Does he have ownership of that land? No. He's worked out the development and [17:16] agreement on that. >> Okay. So that has [17:18] » so that is a prerequisite of this, >> right? [17:22] Uh so that has already been done. >> Yes. [17:26] » Okay. [17:30] » Can you can you do me a favor? Can you clarify exactly what portion is phase [17:35] one? [17:38] » Let's let's let the presentation >> Great. Let's let the smart guy in the [17:42] room do that one. >> And then before you leave, can you [17:44] clarify one more thing for me because I heard there were folks that came in [17:47] today with in favor oppositions, but I I didn't quite get the total counts. I [17:52] think I heard one in favor, one undecided. [17:55] » I'm not prepared to give you the total count. Okay. [17:57] » Because of those additional ones that were just handed to me. So, but I will [18:02] have that and it will be presented to city council on September the 16th. [18:07] » Thank you. Okay. Before I invite Hugo up, I do want [18:11] to say that staff has been working with this developer for a year. And you know, [18:16] we're always looking for boxes to be checked that they comply with our zoning [18:20] ordinance, our comprehensive plan, our thorough affair plan, what have you. So, [18:25] we had a valid application after 16 revisions, I believe. And so, staff is [18:32] here to present that we recommend. We're we're in um recom requesting a a [18:39] recommendation to make your recommendation to city council which [18:44] will be either on November the 16th or the 30th. Now, of course, we're going [18:49] through a development agreement. We're going through annexation. So, this [18:53] zoning, regardless of what your recommendation is, will still be pending [18:58] on the final execution of those two documents. Okay. So again, uh staff [19:05] recommends approval of zoning application PD25-3118 [19:13] pending the approval of the development agreement and annexation petition and I [19:18] invite >> question. [19:20] » Yes, >> today we're just strictly approving the [19:22] zoning >> just zoning. If approved at city council [19:26] after the second reading, this developer is prepared to then start working on [19:31] phase one with a construction plan and then we'll come back to you and that's [19:36] where we're going to dive into the meats and bones of what it's going to look [19:40] like in the after condition. Okay, Hugo, you want to come on up? [19:48] » Good evening, sir. >> Good afternoon. I'm Hugo Morales, Main [19:52] Square Development. Um uh um we concur with staff's presentation and opinion if [19:59] uh we're asking for your approval, recommendation for approval for city [20:04] council. Uh we are here and my team of consultants to answer any questions you [20:09] may have. We have a presentation that will help us answer those questions [20:14] hopefully. So the first question I understand it was [20:19] where's phase one? Phase one. Yes, if you can go [20:25] uh just speed up towards the end actually just you'll we'll have a [20:30] phasing plan [20:34] » right there. You just passed it. So phase one is the [20:43] » pull the mic to you a bit there, sir. >> Can you hear me? Well, [20:47] » yes. All right. Phase one is uh along Griffith is the portion that has the new [20:55] road extension across uh our neighbor on Griffith to 205 includes that road and [21:02] then the area shown as phase one in the map. The road that wraps around phase [21:07] two and goes towards the high school which is called Wagon Drive for now. So [21:13] there phase one includes what we're calling a loop road, turnover road, [21:18] wagon road that goes to poetry road and phase one the phase one area is a [21:23] budding Griffith road. [21:34] I'm happy to answer any questions you may have or the public has. So we're [21:38] here for them. [21:42] Thank you. Thank you, sir. Okay. So, this is basically a public [21:47] hearing. We're going to go ahead and uh I'm going to call you up in regards to [21:51] the We're going to go ahead and open the public hearing. [21:56] Like I said, when you come up, please state your name, your address, uh just [22:00] keep it keep it to two minutes, ma'am. Is that correct? Keep it down to two [22:05] minutes, please. Okay. Um I'm going to go and call your [22:08] name. Uh Charles Mullen. Is that correct? [22:12] there. [22:21] » Is that correct, Mr. Charles Malden? >> Yes, sir. Yes, sir. [22:24] » Thanks, sir. [22:27] » I found out the the neighborhood coming in. [22:30] » You please uh state your address, please, sir. [22:32] » Oh, 16978 State Highway 205, Carol Terrell, Texas. [22:37] » Thank you, sir. >> All right. New subdivisions coming in. [22:41] They bring a lot of new livelihood to our area, new culture, new areas, new [22:45] shopping centers. Bring a lot of new ter. [22:49] » You can't hear. >> You need to get closer. [22:51] » All right. How can you hear me now? >> I think the new subdivisions going in as [22:55] far as they're bringing new stuff to Terrell, new subdivisions, new new [22:59] shopping centers, new family centers, new parks for the kids, something to get [23:03] outside and enjoy life. I mean, you know, new area. kind of beautify ter. [23:08] Help it out. Not overgrow it, just help it out. [23:13] » Thank you, sir. Appreciate your time. [23:20] » Okay. Um, Miss Holly Meyers. [23:27] Oh, okay. I see it. Thank you. [23:34] I actually had down as a not a speaker, but I will speak. I'm going to be deeply [23:39] deeply affected. >> Can you say your name and your address, [23:42] please? >> My name is Holly Meyers. My address is [23:44] 1670 Griffith Avenue. >> Thank you, ma'am. [23:48] » And my concern is is because I do have a farm, there are 31, if I counted [23:56] correctly off the map, houses that will abut straight up to my fence line. [24:02] with my animals. And of course, the major thing is is I [24:06] have the creek that runs through my property and I am deeply concerned about [24:12] the drainage. When you start putting concrete down, there's going to I [24:17] already have my creek flood on a regular basis and it's not going to do anything [24:22] but get worse. And what's going to happen to my property [24:26] values when this starts occurring? [24:32] Thank you. >> Thank Thank you, ma'am. [24:38] » Uh, Matthew, Mr. Matthew Farre, is that correct? [24:49] » My name is Matthew Farre. I live at 1620 Griffith Avenue. I'm directly affected [24:53] by phase one. I'm surrounded by three sides. We will have 70 houses in between [24:59] me and my grandparents and a small uh chunk of woods and most of phase one, [25:05] phase 2 and I think phase 10 floods and it stays wet year round. Um so I'm [25:11] deeply concerned about the flooding that will happen. You know, if we do the math [25:15] on 1500 acres, it comes out to 63 million and some change square foot. And [25:21] if you add up all the concrete, we're we're roughly 43 million square ft of [25:26] concrete. So all that natural saturation we're going to lose, that's going to end [25:30] up on our lands. And that's what we're concerned about. Thank you. [25:34] » Thank you, sir. [25:41] Miss Rita Bane, is that correct? [25:51] Thank you. Can everybody hear me? Okay, great. Um, [25:57] first of all, recently I live in an area that will be directly affected. My name [26:02] and address is Rita Bane. >> I'm sorry. Yeah. Can you state your your [26:04] address, please? >> 137 Bird Song Lane. [26:07] » Thank you, ma'am. >> You bet. Um, I live directly in line of [26:11] this new development. We live in Glenn Haven, which is the subdivision that [26:16] falls on Lexington. Then the next street over is Bird Song and Eldora. I believe [26:21] they're going to connect Eldora and Bird Song at some point um to this in a small [26:29] way. Um once we received the resoning letter uh from the city regarding [26:34] Terteranova, um Glenn Haven residents and myself, we formed this petition. And [26:38] if you didn't get a copy or there was uh two names redacted today in favor of [26:43] this from this list. So I'll be happy to give you an updated copy. the um [26:48] information that was based in the media and um site math maps that we received. [26:53] Um, the subdivision identity [37:09] there should be other openings to the uh proposed [37:14] uh additions. Uh, I think that's my greatest concern be living on Lexington [37:20] and being concerned for the children and the residents there. [37:28] » Thank you. >> Proposing another entrance to this vast [37:32] area. Thank you. >> Thank you, ma'am. [37:38] [Applause] >> Gail. Is it sat? [37:51] » I'm sorry. M. Can you pronounce your last name again? [37:54] » Surat. >> Surat. Okay. [37:55] » Yeah. Good afternoon. My name my name is Gail Serret, 15783 Nike Drive in [38:00] Terrell, Texas. Okay. So, this was all brought about and possible [38:06] with the last annexation land grab by our city. [38:12] That land has been farm land for over a hundred years, [38:16] but now the city has decided to take it in. And it'll happen. Your development [38:21] will happen. Not a problem. But you do disturb [38:26] all that we've had peace and quiet out there. I will be directly affected [38:33] already directly affected by some of the work that's been done on the highway. [38:37] Nike drive down at the end floods because of all the water that comes from [38:43] there. I don't agree with it because it always [38:47] brings higher crime. Apartments always bring higher crime. The apartment [38:53] complexes that Terrell now has, except for the new ones, [38:57] crime. And the owners don't keep up with them. [39:02] You should be ashamed. You know, Forny used to laugh at us [39:08] because we were the higher crime rate in Terrell. [39:13] I'm a realtor. I go into Forny all the time. The crime rate is unreal over [39:18] there. During COVID and the high sale of homes [39:22] and land grabbers from out of state investors. [39:28] Now they're having to sell those homes. I can walk into a home. I can walk into [39:32] a neighborhood and drive by and see which ones [39:36] are by investors. The lot sizes in Forny and the [39:42] surrounding towns in these really tight communities is horrible. [39:47] People that are buying, they want larger lots. They want to be able to feel they [39:53] have a piece, not a small piece with a tree in the front that's going to [39:57] eventually go up into your foundation in your driveway. [40:04] I know. I've been on cleanup committee several years ago where I just got [40:07] volunteers and we went out there and cleaned them up. [40:13] We need trees more than we need sidewalks and parking lots. [40:18] I ask you, Mr. Morales, if you continue with this, [40:23] that you make this not cookie cutter. larger lot lots. People will buy larger [40:30] lots and they will pay for larger lots. We want trees. We don't want a bunch of [40:38] concrete. [40:43] Bring back classy, [40:47] not one that looks just like the others. for all the surrounding homes [40:54] that are going to be devastated by your concrete and the flood. Maybe you can do [41:00] your elevations and pour that back into all your ponds and your rivers that [41:04] you're wanting to do. But if you're going to do a a little community down [41:08] there, make it where people want to come. [41:12] Make it where they want to decorate it. Make it where they want to have a [41:15] Christmas tree that people can actually go out and do. [41:20] » Okay. Sorry. register one in place. >> That's fine. The two res uh retail [41:26] places that we have, good god, so boring. Nobody goes out there Christmas [41:32] time. There's nothing to draw them out there [41:34] except for they're closer. You have a chance to make a nice unique [41:42] place, not like for [41:46] we don't want for we don't want Rockwell. We want something nice and [41:50] unique to draw people in to help with your tax rates [41:56] for the community. Good afternoon. >> Thank you, ma'am. [42:08] » Okay. Seems to have that's all that I have right now. Do is there anyone else [42:11] here that didn't get a chance to as they're coming in to sign one of these [42:15] forms or or get in to that want that wants to speak tonight? [42:20] Uh yes, ma'am. [42:24] » Okay. Do do we get a form for her? Ma'am, cool. Go ahead. Come on up, [42:27] ma'am. [42:32] » Would you state your name or your address, please? Ma'am, [42:34] » of course. U Mary Gibbs, 15101 High Point Road. Um I don't oppose, you know, [42:40] progress or development per se. Um, I do oppose parts of the plan due to the [42:45] stress on the community, um, the environment and the current [42:49] infrastructure that we have right now. Everybody deals with it every day. I [42:54] propose uh, Terl, you guys, I guess, uh, re-examine the building density, the [43:00] green space, and the traffic, not only in the new area, but the impact on the [43:04] surrounding neighborhoods and businesses. I propose Terrell, y'all, [43:10] us, all of us. I guess examine the possibility of connecting green spaces, [43:16] looking at it more globally and holistically as far as where do we want [43:20] Terrell to go. This is a big chunk of land, 1500 acres. We have such an [43:25] opportunity here to really make something special as somebody else just [43:30] said, you know, I'd really like to see Terrell uh what is the 5, 10, and 20 [43:35] year plan here? Um because we could do these little cookie cutter type [43:40] neighborhoods, but it doesn't draw in and connect community. It doesn't make [43:45] me want to be able to go to somebody else's neighborhood and uh play in their [43:49] parks because I feel like I belong there. Um I know one of the people on [43:55] Facebook at least said, you know, you can go there and enjoy their parks. Um, [44:01] I'm sorry, but half a million dollar houses up $1.5 million houses. I don't [44:07] see them inviting me in on my with all my kids and whatever. I I don't see that [44:12] happening. Um, they're going to say, "Why?" One, there's not going to be [44:16] parking for me as an outsider to go into these [44:21] new this new community. Um, I would really like to propose that Terrell [44:25] looks at how do we uh create a more of a universal community in Terrell when we [44:32] do have new developments like this that they segue into what's already existing [44:38] which right now because we've had very little zoning or coding um here in [44:44] Terrell as far as building there is no cohesiveness between communities um and [44:51] that's not anybody's fault. It's been going on a long time here in Terrell. Um [44:56] I know we're a small small town. We've got uh leadership and citizens and [45:02] everybody that's uh you're in a difficult position. Um right now I [45:06] really feel like we have to put the health of our current and future [45:10] citizens uh wildlife and the landscape first. Uh ter being encroached on all [45:16] sides by vigorous development. the opportunity for for financial gain is [45:20] and I'm sure it's intoxicating. Um but uh due to lack of land planning for [45:26] decades, Terrell represents a mismatch of communities, zoning or lack thereof [45:31] as well as the businesses. Um I believe there is a genuine concern the school [45:36] system, property taxes, the roads, pollution, the increase to our cost of [45:40] living and the burden to the utility and safety systems are real. In my opinion, [45:46] the optimum outcome would be organically growing a safe and thriving ter [45:50] community for young families to retirees versus focusing on executive housing. [45:56] Um, I find that offensive really that that's the focus of this neighborhood is [46:02] executive housing. how many can really afford a $400,000 house um or want to um [46:11] and that's the starting point or oh you can live over here in these apartments [46:16] it doesn't make sense to me at all um and why why are we building ridiculous [46:23] houses like that and I'm sorry not trying to offend anybody if they live in [46:27] houses like that but it's just a lot um >> I'm sorry m you could just start winding [46:32] it down please >> yes sir Thank you. Um [46:36] I I guess my main question is why must we embrace this type of growth the same [46:41] way other communities all over Texas, all over really the United States have [46:46] done. Why do we have to do it the same way? We've already proven that it [46:50] doesn't really work. Um yeah, it looks great for a little while, but then you [46:55] know people run into money problems or um things go into disrepair. Um, and [47:01] then then where does that leave us as a community? Thank you so much. [47:05] » Thank you, ma'am. [47:12] » Okay. Wanted to make sure we ever anyone any anyone else that had had the [47:16] opportunity to speak uh to the panel here tonight? We have any anybody else? [47:21] We have any more sheets that came in? Ma'am, are we good? Okay. All right. [47:25] With that being said, we're going to go ahead and close the public hearing. [47:31] We're going to move over to my item 6.2. It's an ordinance of the city council of [47:35] the city of Terrell, coffin county, Texas amending appending to zoning [47:40] zoning ordinance of the city of Taro changing the zoning classification from [47:43] agriculture to single family 7.5 SF 7.5 single family 16 executive stage [47:52] retail and commercial to plan development mix residential PD on [47:56] approximately 1544.50 50 acres of land depicted on [48:02] exhibit B land map and described and depicted on the deed attached here to [48:07] exhibit A and May part here for all purposes amending the official zoning [48:11] map providing a penalty and providing repealing savings and servability [48:16] providing for publication and effective date. This is for plan development [48:21] 25-3118. [48:24] Um commissioners do we have any questions? Um I do I just want to say a [48:29] few things. Uh I do have a question for Mr. Snap if you don't mind coming up [48:32] real please sir. Um and Mike uh we had a quite a bit of this and I know a lot of [48:39] the uh public has already spoken to the developer and maybe a lot of answers [48:44] have been questioned. Uh one of the thing is that I read was a congestion [48:48] regards to our our infrastructure. In your opinion I know it's a 10 five to 15 [48:53] year or 15 to 20 year project. Can Terrell support this? [48:58] » So, what we're So, what we're going to do and as we [49:02] meet work with this developer as we go through each of the phases, we've talked [49:08] about and we heard tonight about holding them accountable throughout the phases. [49:12] And that's exactly what we're looking at doing as we progress through the phases. [49:17] So, it's not going to say you it's a one stamp. You get free access for all these [49:22] 1500 acres, 2,000 acres. So as the development [49:27] occurs, it's naturally our our economics and our world changes and so our traffic [49:32] patterns will possibly change. And as the phrases go through, then we'll look [49:37] at doing uh traffic impact studies throughout to see if the changes uh make [49:43] a substantial impact to our congestion of 205 and things of that nature. So, [49:49] we'll constantly be looking at that and what evaluations [49:53] and recommendations we need to do as far as altering paths or increasing roads or [49:58] something of that nature. >> Okay. Well, that's great. Especially [50:01] since we're moving in phases. So, you know, we're hoping that we keep doing [50:05] studies as whether be every two or third phase as we continue to go along. Okay. [50:11] Any any uh commissioners, we have any other questions or to uh the developer? [50:15] » A couple questions. [50:25] Good evening, sir. Hello. >> You were here a couple months ago and we [50:30] um I asked a question about had schools been a consideration. Um you're wanting [50:36] to add about 3,000 residences. Is that correct? [50:39] » Correct. 3,800. >> I'm sorry. [50:41] » 3,800 detached units. Mhm. >> And your statement at the last um [50:46] meeting was that you didn't believe that a additional elementary school was [50:52] necessary for that number of residences? Is that right? [50:55] » That's correct. >> Okay. Um [50:58] that has that changed since you've been here last? [51:03] » No. What has changed is is [51:08] or not uh as the development occurs, right? [51:13] Yes sir. >> So [51:16] so the the existing school system I understand is saturated or is near [51:22] saturation and that's why the bond was in place and that will I think the [51:27] information I read it uh allows for the construction of a new elementary school [51:31] the construction of a new middle school and expanding the existing schools to [51:36] allow for additional students. the location where the schools are relative [51:41] to Teranova. It would be very if we have schools [51:45] within Teranova, they would be extremely close to the existing schools. So, it [51:48] makes no sense to have schools within Teranova, but maybe around Teranova [51:53] would make more sense. >> Okay. Um the bond was passed prior to [51:58] Terteranova being approved. [52:01] » Correct. Therefore, the necessity for additional schools would have been [52:06] outside of the scope of considering additional 3,800 residences. So, at that [52:13] point, it would seem that there would be even more need for an additional school [52:20] with adding those residences. Commissioner, we have been in contact [52:26] with the TISD. They knew of this project coming in. [52:31] they've been a part of um our meetings here in the last few months. [52:36] Even though we do request from the um developers to consider a school site, we [52:43] need the TISC to tell us where they want school sites. The city has decided that [52:50] we would accommodate them for elementary schools when we have the opportunity to [52:55] negotiate that with the developer. But the de uh TISD does have Mr. Morales and [53:02] his team's contact [53:06] out the other side of the development. Is there uh are there in other land [53:11] owners that you would have to obtain [53:16] ownership or easement rights to build the road out on the other side? [53:21] » On the other, not on Griffith's side, but on the County Road 245 side [53:25] » west of 205. Um east on uh towards County Road 245. [53:35] » No, I think there's one road that goes through that, right? Can we go through [53:40] the map to the thoroughfare map? >> 19. I see there's appears to be two [53:44] roads. >> Are we talking about town? [53:47] » Yeah. Can you go to our presentation PDF? [53:50] » Los road in town north >> in turnover. [53:53] » There you go. Uh move up 13. One more [54:02] » right there. >> Okay. [54:04] » So I'm just referring to the Losus and Terteranova road headed east toward or [54:10] whatever direction that is towards north and towards 245. [54:14] » So no those roads we we are not really required to build those roads. uh they [54:19] are there as part of the master tharter plan but we would for those roads we [54:24] would stop at our property limits >> and then the city would be required to [54:30] follow >> the future developer will be whomever [54:33] develops that land they will have to build that road. So you're saying that [54:37] those roads are just going to stop at your development and the anticipation is [54:42] that the other land will be developed further in the future and then they [54:47] would just continue on. >> Yes, for the Teranova road. No, for the [54:52] Las Parkway. Okay. Lasloas Parkway, we have to extend all the way to 245, [54:58] » right? >> Yes. [55:03] » That's all the questions. Great. >> Thank you. Thank you, ma'am. [55:06] Commissioners, do we have any other questions for either? You have a [55:10] question? >> I have a question. I have a question. I [55:12] want to just not for the developer. Okay. Um, Miss Jan, just want to make [55:17] sure I'm clarifying I'm understanding tonight. We are just approving for a [55:23] change in the zoning. >> Yes, ma'am. [55:25] » We're not approving the project any from there on we'll go step by step by step. [55:30] So with every >> if we change it to traditional [55:33] neighborhood and local retailing office if in the future this doesn't go through [55:37] and somebody wants to have a farm with it can still be agriculture. We can they [55:41] can still do what they want with their their whatever [55:44] » they will will be in the city limits right [55:47] » if that all goes through and they will whoever comes in if a new developer and [55:53] they don't agree with this master plan then they have an opportunity to come [55:57] right be back before you all and represent [56:01] » right okay so all we're doing is zone change [56:04] » just the zone this is just administrator getting the dirt right yes [56:08] » commissioners keep in mind too that I know that uh some of there. They're [56:11] actually volunteering to annex into the city, which is also good. One is because [56:15] that way our staff will know what we're building out there instead of having [56:19] them just do what they want to do out there, [56:21] » right? >> Uh this way we can control more what's [56:23] going out there. It's going to give more work for Mr. Snap and his in his office, [56:27] but I'm pretty sure they're well up to the challenge. So, uh if you have any [56:32] other questions, I would love to entertain a motion in regards to uh [56:36] PD25-3118. Did you have a question, ma'am? No, I [56:40] would I would like to remove myself from this vote. [56:43] » Okay. [56:46] All right. Anything else? Uh once again, I'd like to u [56:51] entertain a motion in regards to uh PD25-3118. [57:01] » Yeah. >> Go ahead. [57:03] » I'm sorry. >> Oh, okay. [57:08] I'm I'm removing myself just because of what I do in my profession. I feel as [57:13] though I may or may not be able to make a um [57:18] an objective decision. [57:37] What if so I have reached out have been in contact because I had [57:43] questions. Does that preclude me from voting? [57:48] » Okay, [57:52] » it's no problem. I just wanted to make sure I kept it above board. [57:57] » Okay. All right. I'm sorry. Back again. Um, we have a motion to approve [58:02] PD25-3118. Do I have a second? [58:07] » Second. >> I have a second. All those in favor say [58:10] I. >> I. [58:11] » Any oppose? >> None. [58:13] » Can I abstain? >> What's that? I'm [58:16] » no vote. >> No. Either yes or no. [58:25] » You can always just say no. And then whether you abstain is still going to be [58:28] considered as a no vote, ma'am. Or not a vote, but a nay. [58:48] I I appreciate and applaud Mr. Morales and his um project, but I also see a lot [58:55] of citizens in this room who have questions and I don't know that I know [58:59] yet that they have been fully answered to our citizens liking. So, if I have no [59:04] choice, I have to say today no. >> Okay. So, we have one no. [59:14] » Okay. Uh once again uh we have motion to approve uh PD25-3118. [59:20] All those in favor say I. >> I. [59:23] » And any oppose. We have one. Thank you. Motion carries. [59:33] Okay. Going to continue on item 6.3. conduct a public hearing to receive [59:37] comments regarding a zone change from a town hall town hall's residential on [59:42] approximately 18 acres of property as located in block [59:46] one lot 23 and 23 BPT of the Howard edition in the city of Ter Texas 75160 [59:54] Kaufman County Texas identified as Kaufman County CAD property ID 18969 [1:00:01] zone change 25-3137 Seven. [1:00:06] » Chairman and commissioners, I bring to you another zone change. This is for [1:00:11] 198. Uh gentlemen, would we keep it down as [1:00:16] you >> Okay, [1:00:19] » we're going to go ahead and recess for a few minutes while we [1:04:47] Yeah, call me and I'll be >> I sent you an email. [1:04:50] » Very difficult. >> What was your name? [1:04:51] » John Matson. >> Oh, yeah. Yeah, we did. [1:04:54] » You lift it up. >> I asked for you to send me links. I [1:04:56] don't think I >> lift it up. I know that was very [1:04:58] » Well, I thought I sent it to you, but I'll walk you through it. Okay. All [1:05:01] right. Thank you. Thanks for coming. I would have to ask. [1:05:08] » Okay, let's go ahead and resume the meeting. [1:05:10] » Chairman and commissioners, I bring to you tonight a zone change for 198 Ida [1:05:15] Street. The existing zoning is commercial. The future land use is local [1:05:20] retail and office and the requested zoning is townhouse residential. So, [1:05:25] you're saying why are we here to look at this? I want to take you to page [1:05:36] the zoning map on page 63. [1:05:41] In this area, there are single family residents everywhere. Even though the [1:05:47] zoning is town home 12, it really is a single family detached home. And so what [1:05:54] this owner is wanting to do is to reszone it from the uh commercial that's [1:06:01] reflected here in this zoning map to where he can have the same use as his [1:06:06] surrounding neighbors to town home 12 for him to build a single family [1:06:12] residence. Now on page 60 is a picture of there where there was a home [1:06:21] previously on this property. that home is since gone. So, when he comes back to [1:06:27] us for a construction plan to build a new um uh home, then we're going to have [1:06:34] to address his driveway and all of his setbacks. So, we'll work with him in our [1:06:39] office to do that. There were [1:06:44] 24 letters sent to all the abuing land owners within a 200 foot buffer zone and [1:06:50] to date no responses have been received either in favor or not in favor. Again, [1:06:56] staff recommends approval of this zoning application zone change 25-3137 [1:07:02] for the proposed zoning. >> Thank you, ma'am. [1:07:05] » And I'll pause for the public hearing. >> Okay, we're going to open the public [1:07:10] hearing. Is there anyone in the audience that wants to speak in in favor of uh [1:07:15] zone change 25-3137? [1:07:20] Okay. Is anyone in the audience want to speak uh not in favor of uh zone change [1:07:24] 3137? [1:07:27] Okay. We're going to go and close the uh public hearing. [1:07:31] Move on item to over to 6.4. An ordinance of the city council of the [1:07:35] city of Tero, Kaufman County, Texas, amending appendix 2 zoning ordinance in [1:07:40] the city of Tero and changing the zoning classification from commercial to town [1:07:44] home residential and approximately.18 acres of property as located on block [1:07:49] one lot 23A and 23B PT part of the Howard edition in the [1:07:55] city of Terrell 75160 Kaufman County, Texas. identified as Kaufman County CAD [1:08:02] property ID 1896-97 and more particularly described [1:08:07] inspected within the warranty deed with vendors lean attached here to as exhibit [1:08:12] A and made a part here for all purposes amending the official zoning map [1:08:17] providing a penalty providing a repealing saving and servability [1:08:22] providing for the republication of an effective date zone change 25-3137 [1:08:29] commission we have any questions for for staff. And I've been out there. There's [1:08:32] there's an old church right next to it. I don't know if that's abandoned or not, [1:08:36] but it's it'd be a good place. They do have a housing all on the left side of [1:08:42] it if you're facing that building there. Uh I don't know what what future plans [1:08:46] are for that church. So, I have any questions for staff in [1:08:50] regards to uh zone change 25-3137? [1:08:55] If not, I'd like to That's it. Do I have a motion in regards [1:09:00] to zone change 253137? >> Make a motion. [1:09:04] » Okay. I have a mo. Go ahead. >> For zone change [1:09:09] 3137. >> Sorry about that. I have a motion to [1:09:11] approve zone change 2025-3137. Do I have a second? [1:09:15] » Second. >> I have a second. All those in favor say [1:09:18] I. >> I. [1:09:19] » Any oppose? Nope. Motion carries. Zone change 25-3137. [1:09:27] Okay, we can have U item 6.5 is discuss and consider [1:09:32] ordinance 3110 repeal and replace the uh city of Terra Court code of ordinance [1:09:37] chapter 10 subdivision ordinance ordinance 25-3110. [1:09:44] » Y'all love when I come up here and give you these big long zone changes. Um, [1:09:48] this one our council member Miss Donna Renee Anderson loves because the next [1:09:54] two items we have revisions to the subdivision ordinance and also the [1:09:59] zoning ordinance and these are exactly reflective of the legislative [1:10:04] um timing and it's everything that has to be approved by September 1st. So [1:10:10] these are just updates based on Texas state law. What I've done is provided [1:10:14] just the pages of those ordinances with the red line um so that you can read the [1:10:20] actual statements that are being added. It was a little bit of cleanup adding a [1:10:25] couple of extra departments that we have added in our review and also just making [1:10:30] sure that our subdivision ordinance actually reflects what our policies and [1:10:35] procedures are in our office as far as reviews. So, we just had a few [1:10:40] recommendations and our hope from this point forward is every August we'll [1:10:45] bring these to you so that we know October one is our deadline for all new [1:10:50] ordinances, right, Miss Katie? And applications and everything else. So, [1:10:54] I'm here to answer any questions if you have any about the subdivision [1:10:58] ordinance. [1:11:02] Commissioner, we have any questions for uh staff in regards to [1:11:07] orders change? Is it a huge update or just [1:11:11] » It really is just to update uh Texas state law. And if you go through there, [1:11:16] it's like anywhere you we might have mentioned public works. We also make [1:11:20] sure that we mention the utilities department. And it's just really more [1:11:24] reflective of the individuals and the steps that our developers take through [1:11:29] our platting process. >> Okay. We need a vote in regards to I'm [1:11:33] sorry. >> Um so Railen [1:11:37] looking at these they're just are there any major changes that we need to be [1:11:41] aware of? >> There are there is no code change. Okay. [1:11:46] » It it's literally processes and administrative procedures. There there [1:11:51] is nothing that will change to the developer. There are no major um [1:11:56] systemic changes as it deals with platting. rules remain the same. [1:12:03] » Do we need a vote in regards to uh to to ordinance 25-3118? [1:12:08] » Yes, sir. >> I'd like to entertain a motion or is [1:12:13] that the is we do the vote on the second one? Ma'am, the 6.6. [1:12:17] » You'll uh recommend uh to city council this ordinance and then we'll do a [1:12:22] second recommendation on the next item. >> Okay. I'm going to just read 6.6 6 and [1:12:27] I'll let enter a motion in regards to because 6.5 and 6.6 are the [1:12:32] » 6.5 is your subdivision ordinance and 6.6 is your zoning ordinance. So it's [1:12:37] two separate ordinances. >> Oh, okay. Okay. [1:12:39] » Yes, sir. >> So, I'd like to entertain a motion in [1:12:41] regards to ordinance 25-3110. [1:12:46] » I'll make a motion that we accept changes. [1:12:48] » I have a motion to accept the changes for ordinance 25-3110. [1:12:52] Do I have a second? >> Second. [1:12:54] » I have a second. All those in favor say I. I [1:12:57] » any opposed? None. Motion carries. Okay. 6.6 is an ordinance of the city [1:13:04] council of the city of Terrell, Coffman County, Texas, repealing and replacing [1:13:08] the city of Terrell code for the ordinances chapter 10 subdivision [1:13:12] ordinance as set forth in the exhibit Attached here to and made a part here [1:13:17] for all purposes providing for their severability and providing the effective [1:13:21] date. [1:13:26] Now, that was part of the 6.5. Am I correct? [1:13:29] » Yes. >> Okay. I'm going to go ahead and and just [1:13:32] move on. >> Now, we're on 6.7 discussing consider [1:13:35] ordinance number 3138 repeal and replace the city of Tur Court of Ordinance, [1:13:40] Appendix 2, zoning ordinance. So, usually I get to bring y'all really [1:13:45] fun and controversial things to consider in your zoning ordinance, but again, [1:13:50] this is just um some updates due to the legislative changes. Um and you'll [1:13:57] notice that some of our public hearing our public hearing [1:14:01] um notifications have not changed, but they've just kind of broadened where we [1:14:05] can advertise. um they've gone in and put some different wording as far as the [1:14:11] 20% rule and the biggest section was the um homebased businesses rather than what [1:14:19] we used to call um home occupation. So, um nothing really fun, [1:14:27] but just making sure that our ordinances reflect uh new state law and also the [1:14:31] language of it. Commissioners, any questions for staff [1:14:36] in regards to uh ordinance number 3138? [1:14:42] » Okay. Uh I'm guessing 6.8 is the same. So we're going to read this and then [1:14:46] I'll entertain a motion in an ordinance of the city council of the city of Ter [1:14:50] Coffman County, Texas repealing and replacing appendix 2 zoning ordinance of [1:14:54] the city of Terrell providing for the servability and providing for an [1:14:57] effective date. Accepting ordinance. Uh, do I have a [1:15:02] motion to accept ordinance number number 3138 as written? [1:15:07] » I move that we accept ordinance number 3138. [1:15:11] » Okay. I have a motion to approve. Do I have a second? [1:15:14] » I have a second. All those in favor say I. [1:15:17] » I. >> Any oppose? [1:15:18] » No. Motion carries. Okay. We have no action items for today. [1:15:24] Uh, going to go ahead and move on over to business items. [1:15:29] Business item 8.1 and 8.2. two that um I if it's okay with the city council I [1:15:36] mean or with I'm sorry that's the but the planning zoning committee it's [1:15:39] basically 8.1 is accepting of the public waterline improvement phase one and then [1:15:45] uh the 8.2 to accepting of the Independence Parkway at Crossroads. All [1:15:49] it is just a accept as it is. Is that correct or do we have a [1:15:53] » chairman? Um we would like to postpone the arburetum water line and delay that [1:15:59] till September 25th planning and zoning. >> What we're going to delay we have to [1:16:05] have a make a motion in regards to delay in that or we're just going to [1:16:10] » Yes, you have to accept that delay. Yes, sir. [1:16:12] » All right. Do I have a motion to delay the uh operatum phase one motion? [1:16:17] » Motion to delay. >> Okay, I have a motion to delay it. Do I [1:16:20] have a second? >> Second. [1:16:21] » I have a second. All those in favor say I. [1:16:23] » I. >> Any oppose? [1:16:26] » Motion carries. All right. [1:16:32] Item 8.2 Two, acceptance of the Independence Parkway at Crossroads [1:16:35] Terrell. [1:16:44] » Yes, Mr. Snav. >> So, commissioners, what this is is very [1:16:48] similar to the other. It's basically our final acceptance of the improvements. [1:16:53] This is the Independence Road that's going from 557 access road all the way [1:16:59] over to Rose to Sil Seachill Road. So it meanders through the apartment [1:17:04] complex. We have actually competed completed two other sections. So uh this [1:17:12] project all the improvements are installed and the affidavits are [1:17:16] received and the road meets our standards of what we ask him to put into [1:17:21] our TCSS. So you might want to say what happened to the pre previous one 8.1. [1:17:28] They didn't get me all the paperwork. They said they would. I owe you. I'm [1:17:31] going to get it to you and they didn't do it. So I pulled it. That's the reason [1:17:34] why I'm asking you to postpone it. >> So there's nothing hidden in there as [1:17:38] far as we're there. This 8.2 the independence Parkway is installed. It's [1:17:43] made our standards. We came the things of the drainage and things of that [1:17:47] nature. >> Thank you, sir. Like to entertain a [1:17:50] motion to accept Independence Parkway at Crossroads of Terrell. [1:17:54] » I move that we accept. >> Okay. [1:17:57] » Independence Parkway at Crossroads Terrell. I have a motion to accept uh [1:18:01] the Independence Parkway at Crossroad Terrell. Do I have a second? [1:18:04] » Second. >> I have a second. All those in favor say [1:18:06] I. >> I. [1:18:08] » Any oppose? As there are no motion carries. [1:18:15] Item.3 is discuss and consider a construction plan for the city of [1:18:18] Terrell pet adoption facility situated at 1.466 [1:18:23] acres of land part of the block 634 and 635 of the reser revised map of Ter and [1:18:29] the W Foggman survey abstract number 164 in the city of Terrell Kaufman County [1:18:35] Texas CP25-15. [1:18:42] » Who's speaking on this one? [1:18:46] She's like, "What?" >> I I'm didn't rec recognize Foggelman [1:18:51] survey. Um very exciting piece here. Uh if you'll go to the next page where we [1:18:57] can see our site plan, you might recognize where this site is. Um it is [1:19:01] next to our new police headquarters. And so the city council has been working [1:19:07] through budget and we have been doing programming for the possibility of a new [1:19:12] animal control shelter. Um so this is just simply the construction pla process [1:19:18] for that. Um, the actual construction of the project will not come to city [1:19:23] council until September 16th, but we are following our own rules and making sure [1:19:29] that the construction plat if if funding is approved, we would be ready to go [1:19:34] into construction of the facility. [1:19:40] So, y'all just get to be a part of the process. Any [1:19:45] questions for staff in regards to the uh CP25-15? [1:19:50] If not, I'll enter a motion to for CP25-15. [1:20:04] » Have a motion to approve. Do I have a second? [1:20:07] » I have a second to approve CP25-15. All those in favor say I. [1:20:12] » I. Any opposed? None. Motion carries. [1:20:18] 8.4. Discuss and consider a construction plat for a 174 resident residential lot [1:20:24] and one non-residential lot in the Elpier survey abstract 373 and the East [1:20:30] Bivby survey abstract 495 as phase 1D of the Nosber development situated on [1:20:37] 26.758 acres of land in the city of Terrell, [1:20:41] Kaufman County, Texas. CP25-14. [1:20:45] Ma'am, >> chairman and commissioners, I bring to [1:20:47] you a construction plan for Norpur phase 1D. So, this is the third phase that I [1:20:54] have brought to you. There will be another phase coming before you next [1:20:58] month. This is um part of the plan development agreement ordinance number [1:21:05] 2949 that was presented and approved by PNC on June 23rd, 2022. and final [1:21:12] approval by city council on December 28th of 22. A development agreement was [1:21:17] also executed by the city council on December 20th of that year. Phase 1A [1:21:23] final plat was presented to you all on September the 12th of last year. And [1:21:29] phase 1 C construction plat was presented this year to you all January [1:21:34] 23rd. So now this developer is selling lots out there and they're ready to [1:21:40] start the third phase which is this 1D. If you will turn over to page [1:21:48] Katie, I'm looking for the um [1:21:55] let's go to page [1:22:00] 125. [1:22:05] So where you see here the phase 1D, this is the construction plan I'm presenting [1:22:11] to you tonight. This one, this plaid is [1:22:18] 174 residential lots and one non-residential lot. The developer had [1:22:24] already previously like I just mentioned phase 1A and then the 1C. So now 1D is [1:22:31] immediately behind the 1C just to give you acclamation. And I [1:22:36] don't know if any of you have had a chance to drive out there, but they've [1:22:38] really got some homes popping up. I see on Facebook, you know, realators are [1:22:43] already selling lots, homes, and so they're they're moving and progressing [1:22:47] very well. Staff has reviewed this construction [1:22:52] plat uh civil drawings as well as the other item analysis that were presented. [1:22:58] and staff recommends that um PNZ approve construction plat 25-14. [1:23:07] And I'll pause for any questions. >> Commissioners, any questions in regards [1:23:11] to CP25-14? >> You said one nonresidential. [1:23:16] » Yeah, that's usually like a green space and you would have to zero in on this, [1:23:22] but it will be a little green space. It's either a parklet. Um I believe it's [1:23:27] up there in the top right corner right up in there. That 12 in the very [1:23:33] top right. There you go. >> So that's probably a parklet [1:23:40] there. But yeah, >> at this point though this vote is just [1:23:44] administrative. >> This is just administrative. Now, we had [1:23:47] mentioned to you that these were going to go on consent items, especially you [1:23:51] said, and of course, you always have the opportunity to pull it if you want me to [1:23:55] give you more detail, remind you, but I kind of forgot to put it on the consent [1:24:01] and it was too late. Brian said I couldn't bring it over out of business [1:24:05] into consent. So, you get to hear all the fun stuff again. [1:24:11] you haven't had the chance, uh, it's a good idea just to drive out there and [1:24:15] take a look, see what they're doing out there. They're doing pretty good job out [1:24:18] there. >> So, any questions for, uh, for staff? If [1:24:23] not, I I'll consider a motion in regards to CP25-14. [1:24:28] » Make a motion to CP25 [1:24:35] » 14. Yes, ma'am. Okay. I have a motion to accept CP uh CP25-14. [1:24:39] Do I have a second? >> Second. [1:24:42] » I have a second. All those in favor say I. [1:24:45] » I. >> Any oppose? [1:24:47] No. Motion carries. [1:24:51] All right, commissioners. Uh, looks like we are done for the evening. I [1:24:54] appreciate y'all coming out tonight. Thank you. It's a long night. Y'all have [1:24:58] a good evening and meetings adjourned.
