At this time, Jerry Smith with Faith
[0:35]
Baptist Church is gonna lead us in
[0:37]
invocation. How you doing, sir?
[0:39]
>> I'm good.
[0:42]
» I'm good.
[0:42]
>> Have [laughter] you noticed
[0:45]
» Have [laughter] you noticed
[0:45]
both of those? Well, let's pray. Lord,
[0:48]
we do thank you for this day and this
[0:50]
council, those who work here, serve
[0:52]
here, live here. Uh Lord, we do pray for
[0:55]
especially those who are less fortunate
[0:57]
than some of the rest of us. uh
[0:59]
especially as it heats up and so are the
[1:01]
utility bills and Lord, but uh we pray
[1:04]
for unity in our community. We pray for
[1:07]
uh love for our neighbors. We pray for
[1:10]
those who uh do work out in the heat. Uh
[1:13]
we pray for our uh first responders. We
[1:16]
pray for those who work in the parks and
[1:17]
those who work on our streets and uh
[1:20]
those who work in our community,
[1:22]
especially again those who work outside
[1:24]
in this heat. Lord, uh give us some
[1:26]
relief in the days ahead. Thank you for
[1:28]
that rain we had just a few days ago.
[1:31]
And Lord, we pray again for these who
[1:33]
lead us and serve us in Jesus name.
[1:36]
Amen.
[1:37]
>> Amen.
[1:37]
» Amen.
[1:37]

[1:40]
» Amen. Thank you. If you would stand and
[1:40]
join us in the pledge of allegiance
[1:45]
to the flag of the United States of
[1:48]
America and to the republic for which it
[1:51]
stands, one nation under God,
[1:54]
indivisible, with liberty and justice
[1:57]
for all. [clears throat]
[1:59]
>> All right.
[2:02]
» All right. At this time, I'll open the
[2:04]
floor for a public forum. If you have if
[2:07]
you'd like to address council, feel free
[2:09]
to do so and keep it at three minutes.
[2:14]
Nobody.
[2:16]
Ben, you don't want to say nothing. All
[2:17]
right. Just checking. [laughter]
[2:20]
Acceptance of the agenda.
[2:22]
>> Mr. Mayor.
[2:23]
» Mr. Mayor.
[2:23]
>> Yes, sir.
[2:24]
» Yes, sir.
[2:24]
>> I move to accept the agenda as
[2:25]
» I move to accept the agenda as
[2:25]
presented.
[2:26]
>> Second.
[2:30]
» Any further questions or discussion?
[2:34]
All in favor say I.
[2:35]
>> Yes.
[2:36]
» Yes.
[2:36]
>> Yes. [laughter]
[2:38]
» Yes. [laughter]
[2:38]
>> All oppose. No. Motion carries 6.
[2:44]
JT mean you're going to have to have a
[2:45]
talk.
[2:48]
[sighs]
[2:48]
Uh
[2:51]
71 awards Kansas Department of
[2:54]
Transportation Safety Award. And Mr.
[2:56]
Troy Wells from K DOT
[2:59]
is going to talk to us.
[3:02]
Oh, it's warm.
[3:05]
So, before we begin, it's I want to This
[3:07]
is kind of going to be funny a little
[3:08]
bit because I asked Troy, I said, "Troy,
[3:11]
how many how many awards do we have?"
[3:13]
And we've got so many of these that he
[3:17]
couldn't remember. I don't know if it's
[3:19]
because he he was a old state of county
[3:21]
um sergeant. So, I had to remind them
[3:23]
that we are and it is a special
[3:25]
privilege here tonight to be able to
[3:26]
receive these and especially with with
[3:29]
um Captain Greyber and Lieutenant Hardy
[3:31]
because they the ones that put a lot of
[3:32]
the effort into this. There's a lot
[3:34]
behind the scenes. The officers are out
[3:35]
there, the ones enforcing what we need
[3:37]
to do to make sure we get this award.
[3:39]
And it's not about just enforcement.
[3:40]
It's about keeping the community safe.
[3:42]
So Troy's going to get up here a little
[3:44]
bit and talk about um the award itself
[3:46]
and and how many we've had over the
[3:47]
years, but we are, as we reminded him,
[3:49]
we've received the platinum award more
[3:51]
than anyone in the state of Kansas. So
[3:52]
it's just those hard efforts that that
[3:54]
these guys and everybody on the streets
[3:56]
are doing for this. So I do want to turn
[3:58]
it over to Troy and let him do his part.
[4:01]
>> Thank you.
[4:02]
» Thank you.
[4:02]
>> I will say we have a lot of programs
[4:04]
» I will say we have a lot of programs
[4:04]
that we like the departments to do and
[4:07]
it's like seat belts. The schools we ask
[4:10]
them to do the seat belts are for
[4:11]
everyone. the safe program to keep our
[4:13]
kids safe. Um, we ask them to go out to
[4:16]
catch the DUIs. We have DUI DUI programs
[4:19]
and also speed enforcements. And like I
[4:22]
tell everybody, when I was in law
[4:23]
enforcement, when I was on the streets,
[4:25]
I stopped everybody for anything and
[4:27]
everything, mainly because of safety
[4:29]
purposes. If you got a tail light out or
[4:32]
break light out, I want to stop you. If
[4:34]
I take five minutes of your day, it's
[4:36]
better than you being in a wreck down
[4:38]
the road later and me being out there
[4:40]
for an hour or two with you. So, it's
[4:41]
all about safety is what we want to
[4:43]
push. And and all three of these guys
[4:47]
have done great jobs of getting stuff
[4:49]
done, getting their um people
[4:51]
coordinated to get out here to enforce
[4:53]
the laws and um just to talk to them,
[4:56]
have safety purposes. So, we really
[4:59]
appreciate what they did. And um
[5:04]
and this is the platinum plaque they
[5:06]
will receive this year.
[5:08]
>> Nice. So, [snorts] I just want to tell
[5:11]
» Nice. So, [snorts] I just want to tell
[5:11]
everybody thank you. And
[5:15]
» can I get you a picture, too, please?
[5:21]
» Uhuh.
[5:22]
>> This is live, Troy. So, if you need
[5:24]
» This is live, Troy. So, if you need
[5:24]
proof that you were here to show your
[5:26]
bosses, [laughter]
[5:27]
they can just they can get on YouTube
[5:28]
with the other six people and log
[5:31]
>> in. First thing my boss will tell you,
[5:32]
» in. First thing my boss will tell you,
[5:32]
he doesn't want to know anything I've
[5:34]
done because he don't want to be
[5:35]
responsible. [laughter]
[5:54]
Troy, if you had to select one thing
[5:56]
that this department does better than
[5:59]
all the other ones or over the years,
[6:02]
what would you say that Annover's police
[6:04]
department does?
[6:05]
>> Can I answer that real quick? the hiring
[6:06]
» Can I answer that real quick? the hiring
[6:06]
of the police chief right now.
[6:08]
[laughter]
[6:09]
>> That's the first thing that pops to my
[6:10]
» That's the first thing that pops to my
[6:10]
mind. Yes.
[6:12]
>> No, I mean the pure cooperation. I mean,
[6:15]
» No, I mean the pure cooperation. I mean,
[6:15]
I can call over here anytime and talk to
[6:17]
them and they're on it and and for some
[6:21]
agencies that's hard to do. I mean, I
[6:24]
can talk to them all day long and
[6:26]
sometimes but they always have good
[6:28]
manpower out here. Take care of their
[6:30]
they take care of their people which is
[6:32]
important.
[6:34]
>> Thank you.
[6:39]
Thank you guys and congrats.
[6:47]
» Mr. Mayor [snorts] Mike,
[6:50]
were you pointing to me?
[6:51]
>> Yeah. You want to take
[6:56]
» I'd like to make an announcement for the
[6:58]
Kansas Geological Society and the Kansas
[7:01]
Independent Oil and Gas Operators
[7:03]
Association.
[7:05]
uh they're having conducting their
[7:07]
meeting uh the 22nd and 24th of this
[7:12]
month and uh the Mike Pompeo a son of
[7:16]
Witchaw Kansas is going to be the
[7:20]
speaker that is the
[7:24]
well for the buffet or not the buffet
[7:27]
but the dinner lunchon and for the first
[7:31]
time people would come to this it would
[7:34]
costs about $70. I think many of you
[7:36]
could get in free because they want
[7:41]
people to come. And I personally I'm 80
[7:43]
years old. Okay. I have a uh a
[7:48]
geological degree, an advanced degree in
[7:50]
minerals and oil and gas and a lot of
[7:53]
experience. I want young men like this
[7:55]
man right here. Man, I'm sorry.
[7:59]
Anyway,
[8:00]
>> it's it's okay.
[8:01]
» it's it's okay.
[8:01]
>> I apologize. uh to be able to take the
[8:06]
» I apologize. uh to be able to take the
[8:06]
ores and put them in the water with what
[8:09]
I know just like uh you officers want
[8:12]
people to uh follow what you know and uh
[8:18]
it's at uh Century 2 Witchaw Kansas if
[8:22]
you'd like to get down there you can
[8:23]
hobnob with uh Mike Pompeo you can
[8:26]
hobnob with a lot of people that are
[8:28]
very important
[8:30]
uh and you can ask a lot of your
[8:32]
questions and I just wanted to let you
[8:34]
know that you probably can get in free.
[8:37]
I know a lot of students that can.
[8:39]
>> Okay.
[8:39]
» Okay.
[8:39]
>> Just tell them you're interested.
[8:41]
» Just tell them you're interested.
[8:41]
>> Thank you, sir.
[8:42]
» Thank you, sir.
[8:42]
>> Otherwise, it's $70 for the whole thing.
[8:45]
» Otherwise, it's $70 for the whole thing.
[8:45]
>> Thank you.
[8:45]
» Thank you.
[8:46]
>> Appreciate it. All right. 72 Red Cross
[8:49]
» Appreciate it. All right. 72 Red Cross
[8:49]
blood drive battle of the badges winner
[8:52]
2026 and Myra Ford with American Red
[8:56]
Cross is going to talk to us.
[9:01]
I seen that trophy coming in and I
[9:03]
didn't see [laughter] I thought maybe I
[9:04]
did something special. Man, [gasps]
[9:06]
>> you did. It was
[9:09]
» you did. It was
[9:09]
>> Well, good evening, mayor and members of
[9:11]
» Well, good evening, mayor and members of
[9:11]
city council. My name is Myra Ford. Um,
[9:14]
I represent the American Red Cross and I
[9:16]
have my lovely colleague here that is
[9:17]
holding up this big trophy. Um, I want
[9:20]
to thank you for allowing me the
[9:21]
opportunity to recognize the incredible
[9:23]
support of the Andover community. Um,
[9:26]
I'm also a resident of Andover, so this
[9:28]
makes it even more special to be able to
[9:30]
present this trophy. Um, and to share
[9:32]
the results of this year's Andover
[9:33]
Battle of the Badges blood drive, the
[9:35]
American Red Cross hosted the annual
[9:37]
Battle of the Badges on Thursday, July
[9:40]
16th with blood drives taking place at
[9:42]
the Andover Police Department and
[9:44]
Andover Fire Station 2. Together, the
[9:47]
Andover Police Department and Andover
[9:50]
Fire Department collected 79 life-saving
[9:52]
blood donations, having the potential to
[9:55]
help save up to 237 lives. Both
[9:57]
departments also exceeded their
[9:59]
individual collection goals. The Andover
[10:02]
Police Department had a goal of 30 units
[10:04]
and collected 44 units, reaching 147% of
[10:08]
goal. The Andover Fire Department had a
[10:11]
goal of 30 units and collected 35 units,
[10:13]
reaching 177% of goal. And of course,
[10:17]
the battle of the badges wouldn't be
[10:18]
complete without a little friendly
[10:20]
competition. [laughter]
[10:21]
So, donors had the opportunity to vote
[10:24]
for the department they were supporting
[10:26]
um regardless of if they were donating
[10:28]
at the fire station or the police
[10:30]
department. This year's winner is the
[10:32]
Andover Fire Department, receiving 37
[10:34]
votes, narrowly defeating the Andover
[10:37]
Police Department, which received 32
[10:39]
votes. Um, so congratulations to the
[10:41]
Andover Fire Department. At this time,
[10:43]
I'd like to pres present the traveling
[10:45]
trophy, um, the traveling battle of the
[10:48]
badges trophy to the Andover Fire
[10:50]
Department in recognition of this year's
[10:52]
victory. Um, and I also want to just
[10:54]
take a quick moment to recognize
[10:56]
everyone who made the event possible.
[10:58]
Thank you to Andover Police Department
[11:00]
and Andover Fire Department for opening
[11:02]
your doors, encouraging your teens, and
[11:04]
supporting this important life-saving
[11:05]
mission. Um, thank you to every
[11:08]
volunteer, blood donor, our blood, our
[11:11]
blood program leaders who took the time
[11:13]
to roll up their sleeves and to give.
[11:15]
And thank you to the city of Andover and
[11:17]
the entire community for continuing to
[11:19]
support the American Red Cross and the
[11:21]
patients who depend on blood donations.
[11:24]
Every donation matters. Every donation
[11:26]
makes a difference. And because of the
[11:28]
generosity shown during this year's
[11:29]
Battle of the Badges, up to 237 lives
[11:32]
have been positively impacted.
[11:35]
So on behalf of the Red Cross, thank you
[11:37]
Andover, for continuing to show what it
[11:40]
means to come together as a commun
[11:42]
community and to save lives. So
[11:45]
>> thank you very much. [applause]
[11:51]
[applause]
[11:55]
» [laughter]
[11:57]
>> There were 11 of them that came to our
[11:59]
» There were 11 of them that came to our
[11:59]
that voted for them and I saw those and
[12:01]
I'm like these shouldn't count.
[12:02]
[laughter]
[12:04]
>> More probably could have been donated if
[12:05]
» More probably could have been donated if
[12:05]
we didn't have a ribbon cutting that
[12:06]
same day.
[12:08]
>> I know
[12:10]
» I know
[12:10]
people got a ticket.
[12:12]
[laughter]
[12:15]
» But my understanding, Buck, you guys
[12:17]
actually ended up winning the most
[12:19]
pints. So, congrats to you guys.
[12:24]
You might have had the popular vote
[12:25]
fire, but police I think saved more
[12:27]
lives.
[12:29]
[laughter]
[12:31]
» We still have the tugof-war trophy in my
[12:33]
office.
[12:34]
>> Chief Russell wasn't able to make it
[12:35]
» Chief Russell wasn't able to make it
[12:36]
tonight because he gave way too many
[12:37]
pints of blood and he's trying to
[12:38]
recover. [laughter]
[12:41]
>> He cut Bodie and
[12:45]
» All right.
[12:47]
Uh,
[12:51]
presentation 81, uh, municipal golf
[12:54]
course 2Q report 2026. And Dick Stunt's
[12:59]
going to talk to us. How you doing, my
[13:00]
friend?
[13:01]
>> Thank you, [clears throat] Mr. Mayor and
[13:02]
» Thank you, [clears throat] Mr. Mayor and
[13:02]
City Council. Don't have a large report
[13:05]
tonight. I know that'll disappoint you
[13:06]
that I'm not going to go on and on up
[13:07]
here, but um, we are we're off to a
[13:10]
terrific start this year. I think the
[13:13]
last time I was up I told you that
[13:14]
quarter over quarter on the first
[13:16]
quarter was was like 40% up and now just
[13:20]
for the second quarter only we are 13
[13:23]
and and 15% up cart riders and so that
[13:27]
that's a terrific uh and in the weather
[13:30]
the first quarter there was a lot to do
[13:31]
with the weather. This second quarter
[13:33]
we've had very average weather. So we're
[13:35]
really really pleased. It's we were
[13:37]
we're we're very pleased. Just a couple
[13:39]
quick ones. the quick the uh irrigation
[13:42]
project of a year and a half ago, a very
[13:44]
uh considerable project, is doing great.
[13:47]
We haven't had a bit of a problem with
[13:48]
it. It's been a lifesaver because that
[13:51]
project helped us uh to isolate greens.
[13:54]
So, when we do have a problem, in this
[13:56]
case, elsewhere on the golf course, we
[13:58]
won't have more than two greens that
[14:00]
have been isolated. And that is just a
[14:03]
just a lifesaver because I think many of
[14:04]
you know in the past that if we had a
[14:07]
problem all 10 greens were down and we
[14:10]
had help from people sitting here uh to
[14:13]
save our greens in the past but that
[14:14]
that time is behind us. So we're very
[14:16]
glad of that. Now we've had some issues
[14:18]
with some of the old system as we would
[14:20]
expect and we'll probably be taking a
[14:22]
look at that see if there are other uh
[14:24]
things that we can do uh for that
[14:26]
prevention. Also, the uh robotic mowers
[14:29]
that we took a look at and were going to
[14:31]
get them last year. That didn't work
[14:32]
out, but they are on order now and don't
[14:35]
know when they'll be in. Hopefully,
[14:36]
fairly soon. And and so we're we're very
[14:39]
pleased. Uh if you remember that we had
[14:42]
a demonstration or just simply brought
[14:45]
one in to to view it. It's going to be
[14:47]
very similar. It's going to be the
[14:48]
upgrade of that of that mower that they
[14:51]
demonstrated a year ago. And so we're
[14:53]
we're excited about getting them in.
[14:55]
We'll be mowing te's fairways and the
[14:58]
collars around the greens for sure and
[15:00]
maybe even be able to move out and mow
[15:01]
some of the rough or green banks or
[15:03]
anything like that. So with that, I'll
[15:06]
stand for any questions, comments, or
[15:09]
concerns.
[15:10]
>> Pardon pardon my ignorance, Dick, but
[15:12]
» Pardon pardon my ignorance, Dick, but
[15:12]
how many full-time employees do you have
[15:13]
out there?
[15:16]
>> Two.
[15:17]
» Two.
[15:17]
>> Two.
[15:17]
» Two.
[15:17]
>> Yep.
[15:18]
» Yep.
[15:18]
>> And a whole bunch of volunteers, right?
[15:20]
» And a whole bunch of volunteers, right?
[15:20]

temporary use 1600 West Highway 54
[16:36]
Marietta Farms pumpkin patch. And Julie
[16:39]
is going to talk to us about this
[16:40]
tonight.
[16:41]
>> Yeah. Mayor and council, we have here
[16:44]
» Yeah. Mayor and council, we have here
[16:44]
the annual Marietta Farms pumpkin patch
[16:46]
temporary use. As I'm sure you all are
[16:48]
aware at this point, some temporary uses
[16:50]
require governing body approval, and
[16:52]
this is one such use. Uh, the applicant
[16:55]
has requested to set up on September the
[16:58]
1st and tear down by the end of the day
[17:00]
on November the 17th this year, which
[17:03]
you will probably recognize is a larger
[17:06]
time period than last year and other
[17:08]
previous years. Um, staff do feel that
[17:12]
that may be a little more wide than it
[17:14]
needs to be. Um we understand that the
[17:17]
first day of operation is to be
[17:19]
September the uh 25th and then it would
[17:22]
end on October the 31st on on Halloween
[17:24]
obviously. Um so staff are recommending
[17:27]
two weeks before and after rather than
[17:29]
the the full time period that is
[17:31]
requested on the application
[17:34]
for the setup. It'll be very comparable
[17:35]
to previous years. Um the map that we
[17:37]
have this year is a little bit more
[17:38]
detailed. So it might look like there's
[17:40]
more but it's actually basically the
[17:42]
same as as what we've seen before. Um
[17:45]
that picture in your packet shows kind
[17:47]
of from the street where the like maze
[17:49]
is and stuff like that. Um of course the
[17:54]
applicant has been made aware that if
[17:56]
any materials are present on the
[17:58]
property before or after their allotted
[18:00]
setup to tear down date that could
[18:02]
constitute a violation of the zoning
[18:03]
regulations as has happened in the past.
[18:07]
>> Can you clarify the the cleanup date
[18:09]
» Can you clarify the the cleanup date
[18:09]
again? So staff are are recommending
[18:12]
that tearown be complete by November
[18:14]
14th.
[18:15]
>> Okay.
[18:15]
» Okay.
[18:15]
>> Which is uh Saturday.
[18:17]
» Which is uh Saturday.
[18:17]

[18:19]

[18:19]

[18:19]
» Mr. Mayor.
[18:20]
>> Yes, ma'am.
[18:21]
» Yes, ma'am.
[18:21]
>> Julie, was there a certain reason why
[18:23]
» Julie, was there a certain reason why
[18:23]
they wanted September 1st?
[18:26]
>> There wasn't a reason given for that
[18:27]
» There wasn't a reason given for that
[18:28]
particular date. Um
[18:29]
>> I didn't know if there was something
[18:30]
» I didn't know if there was something
[18:30]
since it was so much longer than it had
[18:32]
been in the past if there was something
[18:33]
specific. I do, if you remember last
[18:36]
year, we did have some things get
[18:37]
dropped off well in advance of the
[18:39]
pumpkin patch. Okay? Because that's just
[18:41]
when the company could deliver it. So,
[18:43]
my thinking was it probably had to do
[18:45]
with that. I don't know if it needs to
[18:47]
be that wide, though.
[18:48]
>> You know, if he was here, we could ask
[18:50]
» You know, if he was here, we could ask
[18:50]
him.
[18:51]
>> I tried. [laughter]
[18:53]
» I tried. [laughter]
[18:53]
>> Yeah,
[18:55]
» Yeah,
[18:55]
>> Mr. Mayor.
[18:56]
» Mr. Mayor.
[18:56]
>> Thank you, Tim. I knew that was
[18:57]
» Thank you, Tim. I knew that was
[18:57]
>> Yes, sir. So Julie, in regards to from
[19:00]
» Yes, sir. So Julie, in regards to from
[19:00]
Fourth of July to now, do you consider
[19:03]
we only have the one picture that really
[19:05]
just pictures number seven, is the area
[19:09]
considered clean by zoning regulations?
[19:12]
I mean, I know there's a lot of like
[19:14]
maybe buckets. I don't know what they're
[19:16]
covering. Maybe uh electrical outlets or
[19:19]
something. I don't know. Again, if he
[19:22]
was here, we could answer those
[19:24]
questions. But do you know what all that
[19:25]
stuff is out there? And would you
[19:27]
consider it clean right now?
[19:29]
>> I have not been out there in the last
[19:31]
» I have not been out there in the last
[19:31]
couple of weeks to see if there's any
[19:33]
materials sitting out there. It has been
[19:35]
an ongoing problem with this property
[19:37]
that there are like construction
[19:38]
materials and things like that left
[19:39]
there when it is to be vacant. That is
[19:43]
what how it should be. Um, I
[19:45]
[clears throat] will definitely make
[19:46]
sure. To my knowledge, there is no
[19:49]
structures or anything present that
[19:50]
shouldn't be there, but I will
[19:52]
investigate that.
[19:53]
>> When this land is not used for temporary
[19:56]
» When this land is not used for temporary
[19:56]
use,
[19:58]
what should be on it?
[19:59]
>> Nothing. There shouldn't be any
[20:01]
» Nothing. There shouldn't be any
[20:01]
vehicles, any structures, storage
[20:04]
containers, nothing. I mean, there
[20:05]
fencing. There's a bunch of fencing
[20:07]
there that obviously gets to stay. Um,
[20:09]
there's a gravel parking lot, but the
[20:11]
rest of it is to be vacant.
[20:17]
And who took this picture that's in the
[20:18]
packet, you or him? Jacob,
[20:22]
>> the second picture from the street. That
[20:24]
» the second picture from the street. That
[20:24]
was just a street view uh picture from a
[20:26]
couple of years ago.
[20:28]
>> Google Street View. So,
[20:33]
» I guess I'm just wondering why on
[20:36]
24
[20:38]
structures there was only one picture of
[20:42]
>> number seven. provided
[20:44]
» number seven. provided
[20:44]
>> that. I'm gonna I'm gonna go ahead and
[20:46]
» that. I'm gonna I'm gonna go ahead and
[20:46]
own that, Councilman Henry. So, I felt
[20:48]
like this diagram that you have here
[20:51]
showed number seven awfully close to
[20:53]
that fence. And I try to channel my
[20:56]
inner city council person when I look at
[20:58]
the packet and say, "What are they going
[20:59]
to ask about?" They're going to ask why
[21:01]
that's so close. And so Les was able to
[21:03]
find a Google images that's included in
[21:06]
your packet that shows you that that
[21:09]
corn was growing in that close proximity
[21:12]
to those homes. And that's what that
[21:14]
looked like in the past. That was 2024.
[21:17]
That is not a current day picture. So if
[21:19]
your comments are based on that photo,
[21:21]
that's from a couple years ago.
[21:25]
Thank you. And

CVB meeting. Sorry, escape me for a
[43:16]
second. Our CVB meeting, which is the
[43:18]
convention visitors bureau. And among
[43:20]
many exciting things happening in
[43:22]
Andover, I just want to especially call
[43:25]
out the uh relatively new but uh
[43:28]
burgeoning and growing farmers market
[43:30]
that happens every Saturday from 8 till
[43:32]
noon. Um numbers are still kind of being
[43:36]
estimated, guesstimated, but um very
[43:39]
strong uh showing up of people every
[43:42]
Saturday and
[43:45]
I think all 40ome 45 vendors that show
[43:48]
up each week are really happy with the
[43:51]
results. So it's encouraging to see um
[43:53]
some economic growth supporting small
[43:55]
business here in town. I will also speak
[43:58]
to Tim.

» and and what's even more exciting than
[44:23]
the uh the many Saturdays to go. We have
[44:27]
approximately what, seven Saturdays to
[44:30]
go. But we are also planning a Christmas
[44:34]
uh hometown Christmas
[44:38]
I guess. What what do we call it? What's
[44:39]
the official name? Christmas market that
[44:42]
will go very nicely with all the other
[44:45]
activities planned for the youngsters.
[44:47]
Who doesn't love a farmers market? Uh
[44:49]
turn Christmas edition. So that is very
[44:52]
exciting. Thank you Homer for the the
[44:54]
alleyoop there. Um but uh I also want to
[44:58]
turn to uh my liaison relationship with
[45:00]
the school school district. Uh the
[45:02]
school board did add a seventh member
[45:05]
last night at their meeting. Um Chris
[45:07]
Purdum is joining. So they will be a
[45:10]
full complement of board members in the
[45:12]
school district. That's all I have.
[45:17]
» Thank you. Um
[45:19]
with the mention of school, school is
[45:22]
starting this week. Please, please,
[45:24]
please be on the lookout for the kiddos
[45:26]
that are walking and riding bikes.
[45:28]
Please make sure that you're stopping at
[45:30]
school bus stops that when the stop
[45:33]
signs are out, let's keep all these kids
[45:35]
and everyone safe. Um, and have a great
[45:38]
school year. Um, congrats once again to
[45:42]
our Andover Fire Rescue for their battle
[45:45]
of the badges. Um, win and congrats to
[45:49]
our Andover Police Department for having
[45:51]
the most pints of blood. Um, thank you
[45:55]
for that. Um, also I just want to take a
[45:58]
second and say, um, thank you to all of
[46:02]
our city staff. Um, city staff works so
[46:05]
hard and so many things that are done
[46:08]
behind the scenes, so many things that
[46:10]
are done day in and day out um that some
[46:13]
might take for granted. So, I just want
[46:15]
to take a second and say thank you guys
[46:16]
for all of your hard work um especially
[46:19]
all of you around these tables because I
[46:21]
know um the time commitment that you
[46:23]
guys have. So, thank you all very much.
[46:26]
Um and last but not least, all of our
[46:30]
first responders and parks, street
[46:32]
department. Um, thank you to those th
[46:36]
their teams are out there in this heat
[46:39]
um, day in day out. So, I just want to
[46:41]
say thank you once again for the job

[47:16]
actually shows when you can proceed
[47:19]
past. And you'll see most if it's
[47:21]
divided, whether it's concrete, grass,
[47:23]
whatever the case is, that's when you
[47:25]
have to stop. Whether you're coming or
[47:27]
going, I call it the big yellow Twinkie
[47:29]
with the stop sign. I don't see how you
[47:30]
can miss it, but our guys don't see you
[47:32]
missing it. And you will get a citation
[47:34]
if you run one of those signs. It's not
[47:36]
about getting the tickets, it's about
[47:37]
keeping kids lives safe. So, we will be
[47:40]
heavily enforcing those school bus stop
[47:43]
signs. I know it happens a lot and we
[47:46]
write a lot of tickets for it. Um, just
[47:48]
trying to get that message, you got to
[47:50]
stop. But yes, if there's a divide, um,
[47:53]
that's where you do not have to stop.
[47:55]
And it could be the grass divide. We
[47:56]
have a few of those on andro to the
[47:58]
south or the concrete divide. Not the
[48:00]
stripes aren't a divide. So if they're
[48:02]
stripes, you got to stop.
[48:05]
>> Okay. And if correct me if I'm wrong,
[48:07]
» Okay. And if correct me if I'm wrong,
[48:07]
but I think there was an uptick last
[48:08]
year inund
[48:11]
something for that alone. I I can't
[48:13]
remember the exact number, but we send
[48:15]
that out monthly in our report. When you
[48:17]
see the next report coming out, um it
[48:20]
starts back over. We do it this school
[48:21]
year is what we do for or for the year
[48:22]
itself. So, we uh we try to give
[48:26]
everybody they want a warning. Well,
[48:28]
tonight's your warning. So are the
[48:30]
videos. There's your warning. Don't do
[48:32]
it.
[48:32]
>> And you can take part in our food for
[48:34]
» And you can take part in our food for
[48:34]
fines. So, I'm sorry, Mr.
[48:37]
>> No, you're okay. Um I did see the video
[48:39]
» No, you're okay. Um I did see the video
[48:39]
on Facebook. It it was it was I liked
[48:42]
it. It was good. So, um I will say that
[48:44]
the revenue neutral rate hearings for
[48:46]
everybody from us to the school district
[48:49]
are coming up soon. Everybody should
[48:50]
have gotten that in their mail. Um, I
[48:53]
will say the USD385's revenue neutral
[48:55]
rate is Monday, August 31st. So, if
[48:57]
you'd like to go and just sit there and
[49:00]
listen to the the school district, I
[49:02]
believe ours when is ours, Mr. Matt?
[49:04]
>> The 25th. Okay. So, ours is the Tuesday
[49:07]
» The 25th. Okay. So, ours is the Tuesday
[49:08]
before and theirs is the Monday the
[49:09]
31st, I believe. I'm trying to do it off
[49:12]
memory. So, um, if you want to take, you
[49:14]
know, take some, uh, take some
[49:17]
initiative and kind of come to these
[49:18]
budget meetings. A lot of folks like to
[49:21]
I don't want to use the word complain,
[49:22]
but a lot of folks like to complain and
[49:24]
uh backseat drive. Well, here's a way
[49:26]
that you can get up up front in the
[49:28]
front seat and talk about it and voice
[49:30]
your concerns, voice your opinions is uh
[49:32]
the all the budget meetings. I think uh
[49:34]
Mr. Matt's excited for next week. You
[49:36]
know, the the budget meeting, that's
[49:38]
when the Boy Scout should come back.
[49:39]
That's a fun
[49:41]
>> budget.
[49:41]
» budget.
[49:42]
>> Great place to kn off and sleep. So, uh,
[49:45]
» Great place to kn off and sleep. So, uh,
[49:45]
no, it's it's a good way to, uh, get get
[49:47]
involved and start doing some of the
[49:49]
budget. So,
[49:50]
>> um, Councilman Barry, is it my
[49:52]
» um, Councilman Barry, is it my
[49:52]
understanding that, um, you mentioned
[49:55]
you were trying to remember from your
[49:57]
memory, but is your memory fading now a
[49:59]
little bit more after today?
[50:01]
>> 100%.
[50:02]
» 100%.
[50:02]
>> I was just checking.
[50:04]
» I was just checking.
[50:04]
>> I'm catching up to you, Jody.
[50:06]
» I'm catching up to you, Jody.
[50:06]
>> Happy birthday.
[50:07]
» Happy birthday.
[50:07]
>> Happy birthday.
[50:09]
» Happy birthday.
[50:09]
>> All right. [snorts]
[50:11]
» All right. [snorts]
[50:11]
Uh, Councilman Gallagher,
[50:12]
>> uh, for the Boy Scouts that are here, I
[50:14]
» uh, for the Boy Scouts that are here, I
[50:14]
really appreciate you coming here. I
[50:16]
think it's great that you get involved
[50:17]
to at least learn a little bit. I know
[50:19]
it could be for a badge or so forth, but
[50:22]
if you've already thought about things
[50:23]
you would like to do in the future, and
[50:25]
if that's being on the political side of
[50:27]
things, if it's finance, if it's law
[50:30]
enforcement, if it's firefighting or any
[50:32]
part of the government, I'm going to
[50:33]
encourage you to step up after we close
[50:36]
out the session and feel free to come
[50:37]
and talk to any of us. Obviously, you
[50:39]
know who uh the fire chief and deputy
[50:42]
chief are. The fire I'm sorry, fire
[50:43]
deputy chief and the chief of police
[50:45]
are. Um, but the gentleman right here in
[50:47]
front of me in the polo shirt and fancy
[50:49]
socks is the uh uh finance manager. Um,
[50:53]
but we are all very happy to help
[50:56]
educate um, explain what we do and so
[50:59]
forth. Having been a boy scout myself, I
[51:02]
think, um, it's something that I see
[51:04]
less and less of and it's really nice to
[51:06]
see in the audience. So, thank you so
[51:07]
very much for attending.
[51:11]
» Here it comes.
[51:12]
>> Thank you.
[51:14]
» Thank you.
[51:14]
>> Greater Andover days uh registration
[51:16]
» Greater Andover days uh registration
[51:16]
opened up. Um some of those are already
[51:18]
halfway filled. So, make sure um you get
[51:20]
in for the art contest, volleyball,
[51:23]
business craft expo, disc golf
[51:25]
tournament, doubles cornhole, car show,
[51:28]
jeep night, parade, pet show, and
[51:30]
register online um on our website as
[51:33]
well. And then the Andover community
[51:36]
center, we're going to be building a new
[51:37]
one. Don't know if anyone's heard that.
[51:40]
Um but the comment portal um is open on
[51:43]
the website. So make sure you go in,
[51:46]
check that out. This is the time to put
[51:48]
in your your two cents um when it comes
[51:51]
to uh what we want in the Andover
[51:53]
Community Center. Um because I for one
[51:56]
take that two cents very uh very
[51:59]
seriously and want to hear from the
[52:01]
public in regards to what we want and
[52:02]
what we need in the the community center
[52:06]
that's we will be building. So
[52:08]
>> that's all I had. I wish I could take
[52:10]
» that's all I had. I wish I could take
[52:10]
more time spent Tim but happy birthday.
[52:13]
Happy birthday.
[52:14]
>> That is that was good stuff you talked

Andover days, we are doing a gaming
[52:21]
competition between the two esports
[52:24]
teams from Andover and I believe that's
[52:27]
going to be happening at the lodge.
[52:29]
>> And that and that's a new new event this
[52:31]
» And that and that's a new new event this
[52:31]
year, right, is the e- gaming. So,
[52:34]
>> um, which crazy enough in the news
[52:37]
» um, which crazy enough in the news
[52:37]
today, the FAA is hiring gamers

>> air traffic control. Thank you, uh,

» air traffic control. Thank you, uh,
[52:46]
Colin. Um, so that's very interesting to
[52:48]
see that. Um, instead of schooling,
[52:50]
they're going kind of that route. So,
[52:52]
>> you can't just reset.

[52:57]
was not the best. So,

doing it.

>> And and there there will be a petting
[53:06]
» And and there there will be a petting
[53:06]
zoo again this year, so be be sure to be
[53:09]
there for that. And I'm a shameless plug
[53:11]
for
[53:12]
>> the petting zoo,
[53:13]
» the petting zoo,
[53:13]
>> the Andover Chamber and their cornhole

[53:26]
>> All right. Do you have anything you'd
[53:28]
» All right. Do you have anything you'd
[53:28]
like to share with us? Yeah. One more
[53:30]
thing I want to add is normally there's
[53:32]
a good uh showing for the police
[53:33]
officers and firemen tonight when we're
[53:36]
receiving awards. However, one of the
[53:38]
homeowners association reached out and
[53:40]
said they're doing a national 2.0. Even
[53:42]
though ours was last Tuesday, they're
[53:44]
doing it. So officers are doing their
[53:45]
thing and being a part of the community
[53:46]
and so that's why they're not here
[53:48]
tonight. Instead, they're out in the
[53:49]
community.
[53:51]
>> I will note that the other police chief
[53:53]
» I will note that the other police chief
[53:53]
used to invite me to go with him around,
[53:55]
but yeah, I haven't heard from president
[53:58]
police chief. So, but there Jenny.
[54:04]
» Oh, there we go. I um attended the Wampo
[54:07]
TPB transportation policy board meeting
[54:09]
today and we will post this on our
[54:12]
socials and all of that, but I know some
[54:14]
of you have volunteered to do bike ped
[54:16]
counts in the past and they will be
[54:18]
doing that annual count on Wednesday,
[54:20]
September 16, Thursday, September 17,
[54:24]
and Saturday, September 19. And they do
[54:26]
have a couple different time options on
[54:28]
all of those. So, I'll make sure Megan
[54:30]
gets that posted, but I know some of you
[54:32]
have enjoyed doing that here in our
[54:35]
community and you can select last. I
[54:37]
knew you get to select where you get to
[54:39]
do the counting. So, we'll get that
[54:41]
promoted and the public is certainly
[54:42]
encouraged to do so as well.
[54:45]
>> And then one more thing, just I want to
[54:46]
» And then one more thing, just I want to
[54:46]
echo what Jody said, man. Tell uh Rick
[54:49]
and and Daniel and and let them folks
[54:52]
know, man, stop every time they need you
[54:54]
for water, man, because this is
[54:55]
ridiculous.
[54:57]
Uh when I graduated in 1980, I worked
[54:59]
road construction. It was the hottest
[55:00]
year at the time. 100 100° over 27 days
[55:05]
in a row and it went down from one day
[55:06]
and right back up. So tell those folks
[55:09]
to I don't care how much they have to
[55:11]
stop. Just take care of theirel because
[55:13]
I kind of need them around.
