[0:14] Wallf is not here, so when the will be, as Vice Chair is doing the chair, person duties. [0:22] That one starts with roll calls, that's fine, sir. [0:29] Okay. [0:33] Here you go. [0:34] Here you go. [0:36] Here you go. [0:37] We'll do you last. [0:38] Chairman Raul, this is absent. [0:41] Student. [0:42] Here. [0:44] Walker. [0:47] Rouse. [0:48] absent. [0:48] Rico absent. [0:49] Randwich. [0:51] Fire, absent, Parker, [0:56] absent, O'Hara, Mr. Barton, this Howard here, Mr. Groenberg, Mr. Doris, [1:08] this Baudibley, [1:10] here comes one cardinous, Mayor Darcy. Okay, we have for him. [1:20] All right, I'll move a little last minute. [1:22] So moved. [1:23] I get it. [1:25] You can move in a second. [1:26] I write for the question. [1:27] Call me baby. [1:28] Say hi. [1:29] Nice. [1:30] Okay. [1:33] All right. [1:34] Citizens do be her own agenda items. [1:39] We're here to speak out of the agenda item. [1:42] No. [1:42] Okay. [1:45] All right. [1:46] Let's move the whole business. [1:47] None. [1:49] So that brings us to new business. [1:51] The conference of plan project time. [1:53] All right. [1:56] Thanks everyone. I'm going to kick this part off. I do want to say we have our consultant team on participating virtually so we have [2:08] of cryon bag day, heli-lector from the Lamar Johnson Collaborative within with their subs. [2:17] Steven Carvellis, so your last name very cool, Carvellia? [2:22] Yeah. [2:22] Katrina, Bailong, and then she's our, as many of you know, our consultant, our sub, but she is our [2:29] community engagement consultant, so she works for Muse. [2:32] So what we thought we would do today is because we are in the finish line as many of you [2:38] still working internally on the draft plan, but we thought this would be a good opportunity to [2:43] bring everyone up to speed on what to expect in the next several months getting this to the finish line. [2:49] So, everyone should have a handout. That says July at Comprehensive Plan updated project schedule, [2:58] which is an insubject of change. I had to put that, that was flavor. I'm going to go through this, [3:05] And then please do interrupt me with any questions or comments. [3:11] So here we are today. [3:12] We are at Advisory Committee meeting September 2nd. [3:19] And hopefully, this will be self-isolatory. [3:21] We're going to go over the project schedule [3:23] and then the content, and format of the file [3:26] of the house, and then our outreach efforts, [3:28] leaving into that open house. [3:31] mid September on September 15th and after that we we being the consultant team and then [3:38] myself will be meeting with city council members which we did we did the same format at the [3:45] beginning of the project so this is built into our agreement and that will be to specifically [3:50] get feedback on the future land use map that will be included in the draft plan and then at the end [3:59] This September, the draft plan will be sent to City staff for review internally and then [4:05] with our leadership team. [4:06] And then the goal is that on and around September 30th, that would be a week out from [4:12] your next advisory committee, meaning on October 2nd or 7th, we will post the draft comprehensive [4:20] plan to the City's website and email the advisory committee copies of or links to the draft [4:26] plan. [4:28] So that is at a September. [4:32] Any questions? [4:34] Can I ask the question? [4:35] Yeah. [4:36] What is the visual going to look like? [4:38] I mean, I'm a simple visual observer of things. [4:41] Is this going to be like a heat map of the city [4:43] that would identify ideas from my color? [4:46] That would say this is very much. [4:48] This is very much that. [4:49] Yes. [4:50] So that will give us a true identification [4:52] of what we're looking for in the different aspects [4:55] of the 41,000 acres of Julia. [4:58] Yes, so... [5:01] The draft, future land use map is so will be color coded and identified just as you said. [5:08] Our city is so big. We do envision there being one big map with the whole city and surrounding areas. [5:15] The city has within our boundary agreement, our planning areas. [5:20] And then we anticipate there being subsets so that someone who's interested in the details of certain areas of the city, [5:27] or non-corporate areas do can zoom in and look at that. [5:31] So you can basically click on a zone and understand what we're looking to do in that particular part of this city. [5:37] And then I know that we're in parallel working on zoning changes, particularly like the downtown, [5:43] and things like that. [5:46] Will that be any greater than this as well? [5:49] Yeah, yeah. [5:52] Yes, the land use map would have a shading that signifies what the vision is that we're already working towards what the zoning. [6:04] Yep. [6:05] Keep it simple. [6:09] Month of October, October 1st. [6:12] We're going to begin substantial community outreach. [6:15] So we'll talk a little more about that in the at the meeting, but neighborhood councils, community events. [6:23] We've worked with the Chamber of Commerce, for example, in the past, as well as the city center of partnership and African-American business association laid out to really push out the message of getting people to the open house, [6:35] and then getting people to comment on the draft plan when it's available. So that will be the big push starting in October. [6:44] Jake, can I back up a second to the neighborhood council meetings? [6:50] Can we get a draft of all those dates all those times? [6:53] Can I get something out of it? [6:55] Can you get as many people of those community meetings? [6:59] There's those neighborhood meetings as possible. [7:02] I like to attend them all. [7:03] We should probably have a few of us attend them all. [7:06] Sure, the work we've all done. [7:07] and reinforce, and again, get board thoughts from them as we talk about their distinct [7:13] neighborhoods. [7:15] Yeah. [7:15] So right now, the plan is to have Francis go and I go to all of them, one or the other, [7:24] or maybe occasionally both of us at the same time, and then the goal will be to have advisory [7:29] committee members also attend those if they're able to, just to be there as it supports. [7:36] I know only council members often go to those two so see their his practice voice he runs one of them [7:44] The lanes on the board for one of them, so you guys have all done with dummy great jobs thus far [7:49] We want to just keep the momentum going with reaching out to our neighborhood councils as well as homeowners associations [7:56] We do have some free active ones on the far west side, so we want to make sure we hit those as well [8:05] Okay, our tober seven advisory committee meeting [8:08] it. The plan for this is the Consultant team and PCIT staff will be here on hand to review [8:15] the draft comprehensive plan with the Advisory Committee. We will also at that point provide [8:23] an example of what the companion, like a sample of what an implementation plan will look like [8:28] so that way you can envision that as you, as we have our discussion. We do anticipate this meeting [8:33] running long so I'll send an updated maybe update calendar invite so I would block out three hours [8:40] we will be providing lunch that is the play right now so that way we can get through [8:45] the document have a good discussion if needed so budgeting extra time for that [8:54] which date is that [8:55] this will be October 7th or Super normal meeting where we'll be no extent the time frame to one PM [9:01] just in case over. [9:07] October 20th is City Council meeting date. [9:11] The goal would be for staff, myself, to provide a status update on the project and promote [9:16] participation in the final workshop, so to make that clear, I wouldn't be delivering a [9:22] presentation on the draft plan at that point, because the open house would have happened [9:26] yet. [9:26] So this would be an opportunity to give everyone a status update and to get current or excitement [9:32] about the open house that will be the following week. [9:36] October 29th, the final open house, or workshop number three, is scheduled, we have confirmed [9:43] it with our consultant team, Angela, at West High School, it will be back there. [9:49] It will be from 5 p.m. to 7 p.m. and once again, we'll be reaching out to the advisory committee [9:56] to schedule certain times to staff the law. [10:00] All the other components of that workshop, slash open housing, and we're going to talk further about the details of that on this agenda today. [10:09] Yeah, five thirty seven thirty and then one. Yeah five to seven thirty. Right, just so yeah people who arrived early [10:16] last year, that's a couple of times too. [10:21] The next day, [10:22] Friday, October 30th, we will be posting the draft plan for official public comment. [10:30] We are working through still we have some ideas which our consultant team could better elaborate them myself [10:38] how we envision collecting these feedback, but we do intend to have a four-week comment [10:45] period, so that would run till November 29th, which is the Sunday, including the Thanksgiving [10:50] League. So, that is that time frame. Any questions about that? How are we, as you can [11:01] say, marketing, but how does old comment period, like, what is that presentation to the public [11:06] want to be like like well, so that's a good question. I, I, I vision it being promoted the [11:14] same ways that we are promoting people going to the open house slash final community workshops. [11:21] Heavy social media push email blasts going again to talking to certain neighborhood councils, [11:31] community organizations, so heavy push to get people to comment on the draft plan. [11:35] they haven't done so already through the open house and how are we receiving those [11:39] comments and that electronically. We're going to talk about that a little bit. Okay. Yeah. [11:46] We're also hoping to use our libraries to promote thinking that we might have a [11:51] visual aid, like a big board at each library. I do have to talk to the library director about that, [11:56] but that would encourage people to go to a QR code or just the website to get draw them to [12:02] our project website to give feedback on the draft plan. [12:09] All right, November 4th, so this is the following week after our [12:13] review workshop number 3 slash open house. [12:17] We do have another advisory committee meeting. [12:20] The plan for that is to do a recap of the draft plan in the open house, [12:24] and then start to have discussions about the implementation plan for the project. [12:32] Again, November 29th is one of the public comment period [12:34] at concludes for the draft comprehensive plan [12:39] on December any questions for November or [12:46] December [12:46] the advisory committee meeting. We can intend to have one and the goal for that meeting [12:52] would to be is to review the implementation plan. [12:59] In January, this is the finish line here. [13:02] We anticipate having a committee meeting on January 6 final plan adoption review plan will go to a [13:12] we're hearing at either the regularly scheduled Plan Commission meeting, which is January 21st [13:18] or a special meeting. We could do if we do want to would like to be January 14th. And then [13:26] the goal was to get it to City Council, likely February 2nd, but we could do it also January [13:34] 19th. And February committee meeting, we anticipate having one. We've got to input the date. [13:42] And this would be to have a wrap up meeting and then talk about it again next step. [13:47] So, it's a plan that's adopted, what would be the next steps? [13:51] I think the meetings actually would be February 3rd. [13:53] So, it would be the day after the plan going to Council. [14:02] That is the timeline getting this project to a finish line. [14:06] Does anyone have any comments or questions? [14:14] Ralph Sty, you're here. [14:15] Okay, great. [14:16] Okay, here [14:25] consultant team did anything that we bowed or if you want to elaborate on before we move to the next agenda item. [14:33] No, I think I mean, you covered it pretty comprehensively. [14:38] You know, those dates are obviously all of the ones that we've been discussing with you and staff and so it makes sense to us, but happy to elaborate if there's any other questions. [14:49] Okay, [14:56] so for the next agenda item. [14:58] We're gonna do workshop number three. [15:00] All right. We had two handouts for committee workshop number three. I'm going to Katrina, but at this point, kick it to you. So I believe the first one we'll want to do is the, well, actually, you tell us which work should you want to go through first. [15:16] All right. Hi, everyone. I need to see you again. Katrina from Muse. Let's start with the committee workshop, the proposed content. We can go through that and then talk a little bit more about outreach. [15:30] So we wanted to share the idea for the workshop [15:34] and we're going to be back for looking for. [15:37] So you can see at the top that outline [15:39] is the kind of three key categories that we want to think about [15:43] when we host people at the final open house. [15:46] The first is orienting people to where we are in the process. [15:49] So we anticipate making at a high level [15:52] fat piece about where we come so far in the plans, [15:55] where we are, and what they can anticipate [15:57] and what happens next. [15:59] It will be, of course, as detailed as you just heard from Jane, but hopefully it will give people a sense of what they can expect from the plan moving forward. [16:07] We want to continue to reinforce and share what we've heard throughout this entire process. [16:12] We've had lots of opportunity for inputting feedback, and that has shaped the ideas that are in the draft plan. [16:19] And so for each activity, we'll make sure that we're sharing, here's what we heard from you. [16:23] And here's how it's reflected in the draft plan. [16:26] We'd love your feedback on these certain aspects of the plan. [16:31] And then the third part is the activities. [16:33] And so we have four kind of stations that will set up [16:37] where we have targeted feedback opportunities. [16:39] The first is on the character area map. [16:42] So if you recall it workshop at the previous workshop, [16:45] we really dedicated a lot of trying to have [16:48] people provide input on what those character areas could look like. [16:53] and say, have people provide input on the elements that are included in the character areas [16:59] in the draft plan. [17:00] We want to share the future land use map and forget some input on that. [17:06] And then we want to have what we're calling a partnership wall. [17:08] And so the idea here is really around what the I towards implementation is, once the plan is adopted, [17:15] it will not be solely city to implement all aspects of the plan. [17:20] There's a lot of partners that will be involved. [17:23] There's ways for people who have been involved in the planning thus far to contribute to [17:28] achieving the goals and the vision for the planning. [17:31] So we want to kind of search and generate some ideas there. [17:34] Some of that may provide good input of the implementation. [17:38] Chapter that we'll be working on. [17:41] And then we'll also have copies of the draft plan. [17:44] So for anyone who would like to look through the plan, [17:46] provide general feedback will have hobbies available. [17:51] So on the second section, you can see [17:52] I've provided a little bit more detail about what those stations will look like. [17:57] So for the character areas, it will be something similar to what we did at the last workshop [18:01] and that will have the character annotated character area map that shows the different elements. [18:07] The team is proposing for those character areas. [18:10] We'll have the drone images that we have the last time to help people get context as to what's [18:14] there now. [18:15] And then we'll have a board asking for feedback [18:17] on the different aerophe elements of each of the character areas. [18:22] For the future land use map, we'll have one more [18:26] that will show the existing land use [18:27] and then one with the proposed land use. [18:30] We do anticipate showing the areas in July at the far west, [18:35] the west, so if people want to kind of provide feedback [18:39] on the areas that they live, [18:41] there's an opportunity to do that. [18:42] people want to provide feedback on the entire map, of course, they can do that as well. [18:49] And then, for the partnership wall, essentially we're envisioning five different boards there [18:54] that will share, here's what we've heard from you around housing or transportation and [18:59] mobility. Here's a couple of ideas that were examples of ideas from the draft plan of how [19:05] we might address that. And then the problem is going to be, who do you think can help and how they [19:12] There is to get people thinking about how they is individuals or the organizations that are [19:18] a part of or the non-profit active in Joliet can also be brought in and participate in [19:23] plant implementation. [19:25] So we'll have some examples to get people thinking, so we'll pull partner organizations [19:29] that are referenced in the plan, we'll add any more, but that will just help people think [19:35] about what kind of the universe the possibilities are, and then people will be able to write [19:40] how either there are organizations that are part of or one that they know of might be able to help in the different areas of the land. [19:50] And then finally, I mentioned the draft plan review. So we're anticipating at the community tables. [19:54] We will have the full draft plan copies available. People can review those. [20:00] Provide general comments on a comment card or we'll have a QR code that will lead people to an email address that they'll be able to provide general comment to. [20:10] And this legion said that the plan will be posted online and so we'll have opportunity for people who are at the workshop to also be able to provide general feedback input through that email address. [20:22] On pause there before we talk a little bit about the online piece, but are there any questions about the workshop activities or the flow? [20:32] I have a question about the partnership wall. So is the goal of that for us to go ahead and just kind of solidify our known partners? [20:40] Or is the goal to really see if there's any other neighborhood organizations, neighborhoods, groups, nonprofits that can help out? [20:48] I guess, like if we're going to pull out names of organizations that are helping or that we're already aware going to be key partners, [20:56] then why are we turning around to our community saying, hey can you just verify this as accurate? [21:01] is that the goal, or I think I'm so a little bit lost in the partnership wall? [21:07] And so let me repeat what I said to those little coming in and out. [21:10] So you're saying, are we, because we do reference some partners in the draft plan, are we repeating what we're doing in the workshop? [21:19] Or are we asking for anything like this? [21:20] Right. [21:23] So yes. [21:24] There are some partners that will be that are, you know, need in the plan of this example opportunities. [21:29] The goal here is really to get people thinking about potentially new partners that we have in [21:34] the bottom, or ways in which people can, or people or organizations can help, and the idea is, like, [21:40] generating ownership for communities, people who are there about thinking about, oh, this isn't just the city. [21:47] They're going to take this and just kind of check off and do all of the things. [21:50] This is an opportunity for me as an individual to potentially participate in certain ways. [21:55] It's an opportunity for organizations that I know of two persons to pay and so some of that feedback [22:02] Potentially could help inform the implementation plan, but it's also helping us create kind of a sensitive ownership [22:08] So it's beyond what is referenced in a plan is the goal to get somebody is maybe we miss something [22:14] Maybe someone has an organization. They know it was really active in the journey. And they'd like to kind of let that up through the partnership [22:26] Great [22:26] Okay, [22:31] the other comments, the questions right at this point where we move on to the other component of this on this page. [22:42] And then we had a question a little earlier on at the time and how people can provide feedback on the plan. [22:48] So we're proposing that we also have an online opportunity. [22:52] And so what we've proposed to the city is that we kind of take the in person workshop activities and adapt them for an online component. [23:01] But this is similar to what we did at the last workshop, and we found it was very effective [23:05] and it's generating more influence in what we received as the open house. [23:09] It can provide those two opportunities if someone is not able on the particular evening [23:13] on the 29th to attend. [23:16] So we would adapt the feedback around the character areas, the land use, and the partnership [23:22] wall. [23:23] And then we would also have that open opportunity for comment if someone has a general comment [23:28] about the plan, they will be clear, they can, you know, set an email to a dedicated email address [23:34] that will go to the city and they will collect all of those comments. And so then we would [23:38] be able to take the feedback from both the in-person and online to find that feedback and provide [23:43] it back to the city's work, kind of any edits or updates we would make to the plan or input on [23:49] the implementation plan. [23:52] Yeah, so last workshop, which the physical one was held on the July [23:58] public library, there was discussion and then agreements with the committee and then staff that [24:04] there would be an online component engagement component, which was an add-on, so it was [24:09] something else that was part of the contract for this project. So we did go ahead and do that. [24:16] Again, the committee agreed and staff was able to make a work and the consultants were definitely [24:20] able to make it work. So we're proposing again to do something similar, so looking for [24:27] operation from the committee if you want us to do an additional online engagement for the final [24:35] open house community workshop number three okay anyone feel that we shouldn't do that okay great [24:42] over you've already working towards that and Katrina they said yes okay thank you right yeah yeah [24:51] You can't even do so. [24:53] You can't even do so. [24:54] Be better. [24:55] What do you say? [24:56] Okay. [24:59] Ready. [25:00] I don't know what the online engagement, I mean, it may be a minor question. Is it going to be like a forum where everybody sees, everybody else's comments, because that can get, you know. [25:14] No, we don't anticipate that the, it would be where you respond and then it pops up with everyone else's response, so you would respond to kind of survey questions, and that would all be collected on the back end. [25:32] Anything else about that? [25:38] Well, the next handout that you have is really outlining the communication and outreach [25:44] strategies that we're proposing for the third workshop. [25:48] You can see at the top of your page, we've got a bulletin specific ideas for how you [25:52] would see a buy-through committee can help this is an important part of the planning process [25:56] as James sent her almost to the finish line. [25:58] And we really want to make sure that what we have in the draft plan is reflective of what [26:02] from the community. Some are hoping for really good turnout at the final workshop and so we [26:08] you know will provide you with a draft email that you can edit and send out to your networks [26:13] or your community inviting them to attend the workshop. We will be printing stacks of postcards [26:21] that you can pick up and drop at places that you frequent in July. We'll be sharing social media posts [26:27] through the city and you can share and boost those yourselves and then of course there's the [26:32] conversations that you have as you move throughout your day and by being your friends and neighbors, [26:37] co-workers, people you interact with through the day to the final community workshop. [26:42] And then underneath that you can see kind of the comprehensive list of communication channels we [26:46] try to spread out the communication within the mix of online and in person so as Jane mentioned, [26:53] you know, making in-person presentations is an important part of this. [26:56] sharing with our partners, draft emails and materials that they can send out to their networks [27:03] and by people to come. One thing I wanted to highlight in particular was this marketing [27:10] mail piece that's on the second page. This is a physical mail order that will go to residents [27:15] here in the character area. We employed this drive. He had the last workshop and found that [27:21] at the time of chief when we asked people how they heard about the workshop. We got a fair amount [27:25] responses from state that they got the flyer and the mail. [27:30] And the flyer and the mail will invite them to the workshop, [27:33] but also point them to the website where they can also provide feedback. [27:37] And we're proposing to do this again near the character areas. [27:41] And the reason is we're bringing back the character areas for some comments. [27:45] So we want to make sure people who kind of are near the character areas [27:49] have the opportunity to provide feedback. [27:52] And we also like with the character areas [27:54] that we've chosen are kind of spread out throughout the plans. [27:57] We get a wide, kind of geographic reach by sending out those maillers, and so we're proposing [28:02] to do that again, through a hand-bust-lect number of physical maillers to residents within [28:10] our near-the-character areas. [28:16] So, happy to take any comments or feedback on the strategy if you feel that there's, you know, [28:22] to our map of this, you know, really successful, happy to hear that as well, but just wanted [28:29] to make sure the committee with aware all of the different ways in which we would like [28:33] to promote the workshop and in a specific way the committee can support that. [28:43] Any comments? [28:45] question about anticipated communication channels for the [28:52] who new workshop number three? [28:54] I think it's about turnout last time the anticipated turnout and how the [29:01] results were both in person and online and what the consultant [29:05] spells about that. [29:07] Yeah so for in-person workshops I would say we generally you know for a plan that's [29:13] of raw city wildlife like this. We generally don't see it around a 100 per workshop and that's [29:19] about what we've been getting in July at last time. We got a little over out of 100 people [29:24] attending the workshop. The online need tend to get broader engagement because it's a lower [29:29] barrier for people to log on and spend a few minutes providing feedback. So we do generally [29:35] anticipate those results are higher. So for the Julia and example, the survey that we did early [29:41] in the process about 10,000 responses. There it was a fantastic, you know, outreach. [29:47] We got a little over 160 in the last time we did it, which is a really nice turnout again. [29:53] So we, this is typically what we see in communities that we work with, that you can expect [29:56] about the hundreds, you know, for the first person. [30:00] Thank you. [30:01] Thank you. [30:02] I had a question. [30:03] Peace, boss. [30:04] Why would we include the joy of her on news? [30:10] We do anticipate doing that. [30:13] We just had a conversation about that. [30:15] I took the social media category that's in here and expanded it. [30:23] We have the work plan now and all of those leaders at event calendars, and that's [30:28] where we recommend a committee on event calendars, because that ought to get picked up [30:33] by other, you know, at readers, sites, or other sites, so it's a nice way to spread out [30:37] to date, but then, you know, doing cash.com, and there will be a couple of days [30:40] and other places too. [30:52] And there are comments or questions? [30:58] Jane. Yeah, I would like to step back to the partners of law in the previous. You know, we're looking at [31:07] City of Jolland, but we have Illinois housing development for anybody with that view. And I know we have Julia Junior College, but we don't have [31:17] University of San Francisco. This is just a random. This is just random. Oh, not fine. Oh, no. [31:23] It's like, like, why aren't the realtors on their game end? [31:27] Yeah. [31:27] Yeah. [31:28] Yeah. [31:30] Okay. [31:30] Yeah. [31:30] We wanted to give a sampling of just a little bit that might be included to help people, you know, [31:35] thinking about the partners. [31:38] So we'll make sure that we're kind of going to the plan, [31:40] pulling a recignal partner that's there, [31:42] and then working with the city to make sure that we included others. [31:46] But the idea not to be exhausted is to kind of help people think about, you know, [31:50] who might be out there and work kind of ways on which people can support. [31:53] Any [32:00] other questions or comments? [32:11] All right. [32:12] Well, that's everything for the community workshop number three. [32:16] So I guess we'll move to that for four. [32:20] Okay. [32:20] I have just two updates. [32:22] So the first is our project web page has been updated to reflect that the [32:35] project is fully complete. Many you know the presentation was already posted but [32:41] a month and a half ago on the city's web or project web page so you have the [32:46] actual presentation and the presentation slides are up. Now we have added the final [32:50] report. The final report is up and it's actually in two different layout. Format 1 is to [32:55] visually see it on your screen. It's a wide knit horizontal layout and then the other one [32:59] is done vertically. You can download that if you someone felt like they wanted to print it [33:05] of CCR for them to scroll through in a vertical layout. [33:08] So that is what you see right now, we need to start promoting that, [33:13] which I think we start promoting that right now. [33:15] That'll help start getting people interested [33:17] again in the comprehensive plan, and then we will drop that. [33:21] We'll shift that to another section of the web page, [33:27] and they can send a report and resources, and then the opening will be [33:31] more about the final open house draft plan. So as of right now, this will be a way to [33:37] kind of reengage people. We can't put some acquired over the last couple months. [33:41] We've been working on the draft plan, so I just want to announce that that is available. Actually, [33:45] that was by two announced. It's websites have been updated with our project timeline, too, [33:50] and then the three final report is available on the city's project webpage. [33:54] Yeah. [33:55] How do you envision that through this free report? [34:00] Sort of, not tailing with the kind of plan? [34:03] It is done tailed within the recommended actions. [34:08] So again, it's been foundational as a sort of existing conditions. [34:13] The resource to support why these are recommended actions. [34:18] And it also will reflect the future way of use. [34:25] Is there any, I mean, I'm thinking with our outreach for the next open house, I think that we really need to push that this urban three plan is up and ready to review because that all helps shape some of the feedback we get because I think if people are coming into this with their own perspective based on what they've observed and it's not informed by facts. [34:52] And then formed by data that kind of helps with that informs what they come in on and how they [35:00] I think that the two should be pushed at the same time. I hate to prep yourself for the open house by watching an urban 3 video. [35:10] I agree. [35:13] The Eastern Southeast Regional Alliance initially scheduled destined as a speaker to present the [35:20] urban three plan to our neighborhood committee, so I'm wondering if we can still have [35:27] someone from the city provide that presentation. [35:30] I think he was on our agenda for October. [35:34] I don't know if the answer is yes, I think we are playing and coming, I was going to reach out to you anyways about October. [35:41] So I was going to have, right, so tomorrow I will go to that. [35:47] Is there a way to kind of like summarize the urban three in the easy to understand format and kind of, [35:57] because it's not up. [36:00] I want to do there with three studies up for interpretation, right? [36:02] And you know what it says. [36:06] Is everyone going to make their own idea of what [36:09] they're going to be saying in the sense of what [36:11] the results are like to put those points of likes. [36:15] It's like, like, read people's tips. [36:17] I mean, because again, it's going to come into why are we [36:20] trying to go vertical and down town, [36:22] why are we doing this, or why are we going that? [36:24] From my interpretation of looking at there, [36:26] but the third is that it makes you as commercial, [36:29] presidential high right like all that's where we're getting the most [36:33] texture of a new and we're leading out of the parts where there's not any of that [36:37] so is there a way to kind of like put that element essentially see that and [36:41] they understand why there's next step is to kind of answer but otherwise we're [36:44] just on people who watch the urban three and make their own assessment on it but [36:48] then it's like are they really making the assessment on it so I can understand [36:52] I understand it right so if we now we say that in the limits of this is what it is [36:58] is what the results say now dive deep into it and try to understand why I got there could be [37:03] something that at that point some of the amazing interest into understanding how did you get there [37:07] how does that make sense? But you don't know what you're trying to make sense of and so you kind of [37:12] let me get it for that. So I think that the final report which is already at which is on the [37:17] city's website right now speaks to what you are suggesting. [37:23] It's what, like 30 pages, it doesn't [37:26] I don't even think it's that many pages, especially the horizontal layout. [37:30] It is written more in-layment service or certainly some technical terms in there, especially [37:37] for people of the finance world. [37:39] But the conclusion is pretty simplified. [37:44] It speaks to what you're saying. [37:45] So can we do like a one-page or summary? [37:48] Sure. [37:49] The conclusion? [37:52] And then was you had that one page or the conclusion, people can go then go into that 30 page [37:56] and really dive into that they really want to know more of how to get to that conclusion. [38:00] Just a sense of that. [38:00] So yeah, we could do a one-pager and then the final report is way more simplified than the slide. [38:05] Which are there as well for people if they want to click on that as an attachment to CL200. [38:11] Because I think it's one of the key point is, like you say, you get into the comprehensive plan. [38:15] They're like, well, why are my and why are we adding or thinking about these things when we don't have any data to back in. [38:20] Yeah. [38:21] We do have data now. [38:22] Yeah, probably order them to website too. [38:25] Yeah, and out, yes, the one major board report, then the presentation. [38:31] Yeah, okay. [38:31] So yeah, I'm calling an executive summary. [38:33] Thank you so much. [38:36] Yep. [38:37] Okay. [38:46] That's it for me for updates on projects, if I'm missing any, for something to keep [38:52] an eye on, can ask me now, or do you have a thing during Pepper's comments? [39:00] All right. [39:01] There's an African American studies that you guys, yeah, we're doing what's the status of that. [39:06] Great question. Still in draft format. [39:11] August was a busy month for people that we were trying to get a hold of. [39:15] You know, with the, with the, with the grades. So, [39:18] fact, I have a email I have to get back to about recapping and guiding back in with the [39:23] committee and then outside partners. [39:27] So we're hoping to have it finish this fall with a public [39:31] presentation, either happening in November or if it can't happen, there's really only two [39:38] dates. It could happen. It could happen in November. We would like to kick it to February. [39:42] All right, I agree. So all my make sense. [39:44] I think it's a February. [39:46] We would like to. [39:48] That's the goal. Yeah. [39:52] It changes the comment. [39:53] Thanks for doing this. [39:54] This is really helpful. [39:56] Okay. Great. [40:01] Any other member comments? [40:06] All right, public comment. [40:10] Public comment? [40:13] Only one. [40:14] Only one. [40:15] One, two, no question. [40:17] Do you have official comments? You have to go to the microphone. [40:19] I don't know what they're. [40:20] I would love to do this. [40:24] I have only mandatory college of process, but it's pretty consistent. [40:31] I think you've done a very fast. [40:36] This is all about what I want to do. [40:39] You want to do all these things. [40:41] You need to talk to all the people. [40:43] You're gathering everybody where they need. [40:45] It's all about what you want to do. [40:47] And you're calling you tonight and you come into your argument [40:49] on the way and explain to what you want to do target. [40:53] But throughout this whole process, what I have not heard is, [40:57] how you got to pay for it? [40:58] How are you going to do this? [41:00] Where is he? [41:01] financial, political capital, from doing this. [41:05] Great to have this project manager, because you [41:09] can have, you can have your slope, then [41:14] the rocks of reality comes before. [41:17] And you have to find political, financial assets, [41:21] to pay for this, that you don't need to have the answers. [41:25] But here's the time I've gone to something. [41:26] This is never the answers. [41:28] And the other thing is, what are you going to do? [41:33] So you come up with this plan, 20 to 26, 23 to 5, [41:38] and come to you again, come here, you have it, [41:42] and then it's a schedule, and a 10, [41:45] and what is this actually for? [41:46] And you can't do that. [41:49] Until you know what I'm going to do? [41:51] But that would be my problem. [41:55] I think I can answer that for you. [41:57] And for all of us, we have met with some very large developers [42:00] that are looking at joy at, to invest in our community, [42:05] for some of things got to make that economic sense. [42:08] But some of the zoning changes we're looking at are going to give [42:10] opportunity for more vertical, which makes more sense in the [42:15] prosperous, where a footprint going up is out. [42:18] We've got a lot of infrastructure that's already in place that [42:21] doesn't have to be duplicated, but we have talked to some [42:25] very large developers that are looking at our community, [42:27] knowing that we're the 102 counties in Illinois. [42:31] We're the fastest growing county with a lot of jobs coming our way. [42:35] So housing is a need. [42:37] So we are talking to people that will invest in our community. [42:41] We need to tie that in with the conversations. [42:44] When you go to these groups, [42:47] you need great to also explain how we're going to do. [42:52] Good question. [42:53] Thank you. [42:58] Thanks for your comment. [42:59] Any other public comment? [43:00] Do you see that? [43:03] Do you know it? [43:04] Most of our German? [43:06] Some of them. [43:08] Seconds. [43:09] It's very noisy. [43:11] It was motion, and then, [43:13] No, our second live. [43:17] We are German. [43:18] Both holes in favor. [43:19] Oh, right. [43:20] Yeah. [43:21] All right. [43:22] We need George. [43:23] We need George. [43:24] Yeah.
