[0:09] I [0:16] think that's it. [0:17] I'm going to do a public [0:18] to stand on the mission of the car in this [0:23] world. [0:24] Like the [0:29] minutes reflect that [0:31] all council members are present [0:32] and council member Mendeau has been [0:35] excuse. [0:38] We recognize that the city of the cross [0:40] occupies the land of the Hachung people. [0:42] Please take a moment to celebrate and honor the [0:44] assessor of Hachung land and the sacred lands [0:47] of all indigenous people. [0:54] Thank you at this time. [0:55] I will now take a motion to approve the minutes of November 13th regular meeting and November 17th [1:01] budget meeting. Motion made by council member of Bedford, second by council member Northwood, [1:08] any discussion or corrections. Seeing none, please vote. [1:18] And that motion passes unanimously. [1:23] Moving to reports, 251427 financial report from the director of finance for the month of October. [1:34] Motion to receive and file made by Council Member Kalo second by Council Member Stein. Any discussion or questions? [1:42] Seeing none please vote. [1:50] And that motion passes unanimously. [1:52] Not opening up for notices and discussions. [1:58] Council President Dickinson. [2:02] I'll try not to cough a lot. I have a backup plan in case it's serious. [2:07] But the first off I want to think J.D. Roberts from our airport. [2:12] He is our business manager and I want to give him accolades for our new [2:18] allegiance services that will be twice a week starting in February, [2:23] specifically February 6th. He has worked diligently over the last two years and [2:29] attended approximately 33 meetings with various airlines to make this come to [2:35] fruition. So I also think the support of staff that would be helping him to [2:41] accomplished this, but he really did an outstanding job getting something that's exciting to come. [2:47] So, you haven't heard in February, we will have non-stop flights to Phoenix-Mesa, Arizona, [2:57] and then starting in May, we will have two time a week flights to Orlando, non-stop, with a legend. [3:05] So I want to thank him. [3:07] My second item that I would like to bring to everyone's attention is that District 1 has the second and third ADU of the city. [3:18] So I'm excited to see that continue to move forward through this meeting today. [3:24] They're all within a couple of blocks of my house. [3:26] So I'm excited for that new option to be in District 1. [3:32] Thank you. [3:34] Thank you, Council Member Tros. [3:37] Thank you. [3:38] One of the things I've done over the last couple of December is a list of thank yous to various staff [3:44] who I've worked with. [3:46] So here's my list for this year. [3:47] I'd like to thank surveyor Coleman for the Ally Repairs of My District. [3:51] I'd like to thank the Belieged Street crews who deal with the leaves and snow. [3:56] I know they do the best they can, and they are always at the whim of the weather. [4:00] assessors, Newman, Ben Roode, and Britain for following the law and having professionalism [4:07] and personal discipline during the assessment objection hearings. [4:12] Super-intending Griebond for planning the upgrades for our reservoir and giving me a [4:17] behind-the-scenes tour of our water facilities. [4:21] Compliance Manager for the Utilities Team Ericsson giving us a data-driven rate increase [4:26] and advice to me for what to tell my constituents dealing with stormwater flooding. I'd like to thank [4:33] the Department heads for their work and putting together next year's budget. I'd like to thank [4:38] council president Dickinson for being a council president who's fostering collegiality and [4:43] professional growth for council members. I'd like to thank the M.T.U. drivers since I've been writing [4:50] bus and with the snow. I see that active transportation is actually social care. I see the way [4:58] they help various riders off and on with their wheelchairs and the way they wait for buses for [5:05] a rider who needs the bus. I'd like to thank previous councils for ending off street parking [5:13] mandates last year at this very meeting. I'd like to thank this council and mayor for running [5:19] And I'd also like to thank Library Archivist D'Rosher for using old sources to tell the truth to power about housing history and policy in this city. [5:30] Thank you, Councilmember Gagan. [5:35] Thank you, Mayor. I'd like to first thank Julie Hemsley, Jenny Dingman and Tim Mclin for bringing forward the opportunity to provide a vibrant space on the north side on Caledonia Street and District 2. [5:46] Again, it's a win for the North Side, and it's going to bring in businesses, it's going [5:53] to bring in a collaborative effort to have food trucks and events and just a really great [6:01] idea for a great space there, so I'm very excited to have that. [6:05] Secondly, I'd like to thank the police for helping out with the role-release parade. [6:09] The route was coal and dark, and they were out there with very positive attitudes, keeping [6:14] crowds back and keeping everybody safe. I just want to say great job. And then I want to thank [6:20] a former Washburn member as she calls herself. Do I know for coming forward with the idea to [6:29] raise the permit fees for billboards? It's something that has been long overdue and we will continue [6:37] to research it and see what else we can do as we research other municipalities. And then the last thing [6:44] I'd like to thank is the Park and Act Department for their work on just a torturous work [6:51] on getting Badger Hickey Park to a bid stage that we're going to have new bathrooms there. [6:57] And it's as my little, my little friends, Phoebe and Charlotte call it, the Red and White [7:04] Park and it'll be exciting to have bathrooms there and to be able to continue this experience [7:08] as we have there. [7:09] So thank you. [7:11] Thank you, Councilmember Podeski. Thank you, your honor. I just want to say happy birthday to anybody who's watching online with blue eyes tonight. I love you. [7:21] Happy birthday. [7:23] And also, there are some cupcakes left that I did see Mr. Flatmire noticed and so don't be shy. There's a few cupcakes left over here. [7:31] So come on over. Thank you, everybody. Thank you. [7:35] and have you bring it to your wife? [7:37] Councilmember Bedford. [7:39] Hello, I am in the head of the Disability Chair [7:42] and today, one of the big things we talked about [7:44] was snow removal, as I think is a tradition, [7:49] every winter and fall and quite a lot of our time. [7:54] Being in the meeting today is a big reminder [7:57] of why we call snow emergencies, snow emergencies. [8:01] I spoke to people that were forced into the street [8:04] with their mobility devices that had trouble getting around [8:07] with their dogs and we've heard a lot of complaints [8:13] about various different things going on with the snow. [8:15] But the reason for that is because of the emergency [8:19] that it is for people's day-to-day lives when it's not there. [8:24] And so the flip side of that is giving thanks [8:27] to the wonderful people that we do have out there [8:31] in our city that are applying the streets [8:33] that are doing the work out there in the cold and even the normal citizens that are out there [8:38] going ahead and getting their sidewalk and their curves plowed. So I want to thank you [8:43] to everybody there and there was some praise given that is a little bit outside my area of expertise. [8:50] But if there's any plow people watching this, that's swivel that you do in the intersections [8:57] is apparently a wonderful thing that deserves a call out of praise as well. [9:02] So I wanted to add that into. [9:05] Thank you. [9:05] Thank you. [9:06] Council Member Gaga. [9:09] Thanks again, Mary, for that one person. [9:12] I have been contacted a lot about snow recently. [9:17] And I wanted to give a shout out to Ryan Restinson and his crew. [9:21] The streets are pretended sent me a long and lengthy email about why they do what they do. [9:25] How they do it. [9:26] So now when my constituents call me, I will have a firm and smart answer to give instead of the, I'm not sure about that. [9:34] So I just really appreciate Ryan when he is so busy taking this time to write me a very detailed message of why they do what they do and how they do it. [9:45] So I can pass it along to my constituents and maybe make it a little bit easier to remove snow and a district too. [9:52] Awesome. Thank you. [9:55] Seeing other speakers, we'll move on to our council matters. [10:00] Starting with 25, 1, 4, 2, 6. [10:02] Resolution approval and 25 bills and energy engineering. [10:07] Excuse me, estimates paid in December of 2025. [10:15] Motion made by council member Northwood is their second. [10:19] Second by council president Dickinson. [10:22] Council member Gogh. [10:24] Thank you, Mayor. You know, every month we just approve these and I thought, you know, it might be good for someone to explain to us what we're approving and what that chart that we get means every month. [10:37] I've been doing a little research and I just thought maybe everybody else would like to hear about that too. [10:43] A staff with that being directed out of there is that you, [10:51] director of finance. [11:00] Sir, a good question. I'm probably going to have to do a little bit more research on it, [11:04] to give you better answer for it. I was not prepared to discuss on the list of bills that we go [11:11] through every month. [11:15] I mean, there are bills that we've paid over the course of the month. [11:19] So by statute, you know, they have to be approved by council. [11:23] So I have to look at that list again. [11:24] I'm just going to give you better answer. [11:31] Thank you. [11:36] There's a motion on the floor. [11:38] You know, with the speakers, please vote. [11:49] That motion passes unanimously. [11:51] Now I'm moving to the appointments by the mayor. [11:54] Item 251424, bicycle and predation advisory committee [11:59] Kevin Hunt, Climate Action Plan and Stair Committee, [12:01] Lauren Fortin, Housing Authority Christina Beckner, [12:06] the Cross County Convention in Visitor Bureau, [12:10] excuse me, Jane Birch, police and fire commission, [12:15] Joan Park, redevelopment authority, [12:17] Philip Ostrung, Roontax Commission, Maurice Gode, [12:22] and Wayne Dilligrade. [12:26] Motion to adopt by a council member, [12:28] trust second by a council member, new bearer. [12:31] Councilmember Jensen. I'd like to move to divide and pull out the bicycle pedestrian advisory [12:37] committee. There's a motion to pull out the bicycle and pedestrian advisory committee. [12:48] Second, by Councilmember, no, sorry. Okay, here we go. Move by Councilmember Jensen, [12:55] second by Councilmember Kalo. They need a discussion. [13:01] All right, so we're going to vote to [13:03] separate or to pull out the bicycle in pedestrian committee. So please vote [13:15] or do we not vote on this? No, we just do that. Okay. All right. Help me out. Thank you. It's been a minute. No, okay. [13:23] Customer emergency. You were going to speak. [13:31] No, what's changed? So I guess I think this is worth discussing since this was voted on the last time. I don't see how anything has changed. [13:38] so. [13:41] Okay. [13:45] Don't remember Kayla. Thank you, Mayor. [13:49] Is it appropriate at this point since [13:52] you have made this appointment for a second time to have you tell us your reasons or is that [14:04] something we would have to talk about after we vote on this? I can say no. So I was able to talk [14:11] to Mr. Hunt after the first vote and I still strongly believe that he would be a good candidate [14:20] on the bicycle and pedestrian advisory committee with his knowledge of the city, both in [14:25] bicycle infrastructure, as well as housing, although that has nothing to do with this, but [14:29] he's very willing and wanted to serve on that committee and serve on serve the city. [14:36] And I think that that's very important and recognizing that we with these committees don't always [14:41] have a bunch of folks coming knocking on our doors to serve on committees. So what we do I think is [14:46] important to acknowledge that they're across citizens that are willing and wanting in Thursday, [14:51] so to speak, to serve. And so I would also say if the Council want Kevin is here and could speak. [15:11] I think that would be great to give Kevin an opportunity to speak. [15:17] Do we need to vote to open discussion or can I just [15:25] know? [15:27] Okay. All right, Kevin. [15:32] Can you state your name in municipality? [15:37] Will it across? [15:41] Do you have any questions? Can you just speak to why you would like to join this particular committee? [15:48] Sure. [15:49] I wasn't sure if I was going to be speaking, I would know, in June, there was, I heard [15:58] a desire for me to speak, so I wish I had been there and I could have clarified some [16:03] things. [16:04] So I have been a, I haven't owned a car in 20 years, so I'm very familiar with what it's [16:10] like to try to get around in lacrosse as a bicyclist, as a bus rider, I also have extensively [16:17] researched the housing and transportation history of the cross over the past few decades. [16:24] And what I've concluded is that cars are very expensive, both for individuals and for [16:32] the municipality. They're dangerous, both in terms of accidents and pollutants that they produce [16:39] car culture, car oriented construction patterns, lead to low density construction that has [16:47] had a devastating effect on lacrosse tax base and municipal expenditures. We have our climate [16:53] obligations. So I think there's many, many reasons why we need to dramatically reduce [16:59] car use. I don't believe in, I think that education is a good step towards that, but I think [17:08] more important is infrastructure. We have infrastructure that is car oriented and it's relatively [17:15] easy to get around by car. I know a lot of drivers don't see things that way, but in order [17:21] to get here for my apartment less than about a mile away, I had to go into the street and then [17:29] sidewalk that was barely plowed and then across intersection go, you know, all the way [17:36] out of my way to get to another sidewalk and then dodges through some traffic and it's [17:41] just not easy to get around by bike. So we shouldn't be surprised when people don't do it. [17:46] My philosophy is based on what type of infrastructure are rebuilding. So that's the thing that's [17:52] neglected, I've tried to comment on it many times, and I've felt sideline, so I think that [17:59] being on the bicycle pedestrian committee is the thing that I can be doing to be advancing [18:04] those goals. Specifically, I want to be looking at very specific infrastructure adjustments, [18:11] I want to be looking at intersections, I want to be looking at connections, I want to be [18:17] looking at doesn't make sense to put this bike lane here, how does this fit in with the [18:22] plan is their larger plan. I want to work with the M2 Committee, the M2 Board, to create a [18:29] more comprehensive non-card transportation plan. So those are my goals as a member of the [18:36] bicycle pedestrian committee. And if I can answer three of them that I re-applied for the [18:42] committee is that I think that there might have been some confusion or lack of familiarity with me. [18:49] know that I tend to be an abrasive person. That's fair. I'll own that accusation. I like to say, [18:55] I like to think of myself as a kind person, but I'm definitely not a nice person. [19:01] And, you know, [19:02] that's just how it is. I can try to temper that. I understand the rules of conduct for committee [19:09] members and people representing the city in that capacity. So I can definitely code switch and [19:15] it in and I also think that just some of the new council members might not have been so familiar with me [19:22] so I took that opportunity to introduce myself to a couple and I think that we had some good [19:27] conversations so I hope that does that answer the question. Yes that does. Thank you. [19:35] Council member Klaw. Are we allowed to just ask a question? Is that will the chair allow me to ask [19:41] question? Are you willing to answer questions? I appreciate everything you've said in your experience [19:53] and on many of these issues we agree over the reason that I objected previously, it was [20:03] your inflammatory conduct towards council members when you had a difference of opinion on [20:11] policy and what we talked about is that we as elected officials and folks who are on those [20:19] committees are held to a higher standard of conduct and that was my concern about conferring [20:28] in that appointment. [20:30] So my question is, you know, do you understand that and even though you said you're willing [20:36] to act professionally on the committee, [20:40] hopefully that will carry into other areas [20:43] and not just on the committee. [20:47] So the question is, do you understand [20:50] why council members vote it? [20:54] No, the last time. [20:55] Correct. [20:55] And some of the reasons why, [20:57] it not because you may not be knowledgeable [21:02] and you may not be a good fit, not as faced, [21:05] but some of the inflammatory things [21:08] that were said and personal attacks came across as very threatening to many council members. [21:17] So what I'm asking is, you know, do you understand that that is probably something that [21:24] is not appreciated on city committees? [21:32] Yes. [21:34] Councilmember Podeski. [21:36] Thank you, Your Honor. [21:37] I actually was one of the people coming and I reached out to and we had lunch and had a nice time that day and I told Kevin I find him to be very knowledgeable and intelligent young man and I appreciate it that. [21:52] The only thing we did talk about what Councilmember Kalo just did as far as that stuff. [21:57] And I asked him to, you know, not publicly, he doesn't have to apologize, but I say, you know, just think it over, maybe privately apologize. [22:07] I don't know if he did or not. I will say that I do appreciate the fact now, Kevin, you see, you see my little bit more sorrowful about what you may have said, and you also just agree that you know that. [22:25] There's a lot of times that I'm a very emotional guy, you know, I can cry to drop a [22:31] bit of a hat, but I can back in the day, I throw a fist at the drop of my hat, but I'll [22:36] grow in that, not wait that, so it doesn't happen anymore, [22:41] but I guess the big thing for [22:42] me coming is I just hope you understand your representing the city, and as much as we do have [22:47] freedom of speech in this country, we have to be held to a higher standard when we're [22:52] committees or in these roles of council. So I just got to thank you for a few seconds, but I [22:59] thank you for coming up and answering these questions. Thank you. Council Member Gagan. [23:05] Hi, Mr Hunt. We, we have, you have disagreed with me and I'm, we've never had a personal interaction. We've [23:11] never talked about any of my votes anything, but you've called me a murder. I should be shunned. Those [23:15] things totally get it. Have a fixed skin, no problem. But what I want to make sure that you understand [23:21] And now this to this date is that I've been in listening sessions with you. [23:26] I've read some of your comments on public media and social media, excuse me. [23:32] And I found them very nuanced and very well researched. [23:36] And I really appreciate that voice because it's taught me things. [23:39] So I want to just say that I'm encouraged and I look forward to actually being able to work [23:45] with you. [23:46] And when I have a question, maybe that I can use you as a resource. [23:49] So, I just want you to know that I'm always open for you to talk to me about how I vote, why I vote, when I vote, because it is lacrosse first for me. [24:00] Thank you. [24:01] Council member Bedford. [24:04] This will be a quick one. [24:05] Do you have a history of violence? [24:08] No. [24:08] Thank you. [24:11] All right. [24:12] Let me say it, Kevin. [24:13] Thank you very much for coming up. [24:15] Sorry, Councilmember Weston, go ahead. [24:20] Sorry, I, I, Mr. Anted, I do also just want to apologize. [24:24] I think I think there's been an indictment on your character. [24:29] And I do feel like we would all be at a loss if we were judged [24:34] by some of the things that we have said and done. [24:38] And I'm, to be honest, quite uncomfortable with the council's decision [24:44] to pick out one person out of many when there are many, [24:47] I don't know most of these people, and so I'm concerned that this is a trend that we will [24:55] continue and I would like us to instead revisit the how we appoint people to these committees. [25:02] Anyway, I will be supporting your candidacy. [25:06] All right, thank you very much, Kevin. [25:12] Please vote. [25:16] This is to approve Kevin Hunt serving on the [25:22] this is to divide so the vote is to divide so I was [25:30] going to write the first time thank you all right so this is the vote to [25:35] divide the question [25:48] that most in passes so now we're going to vote on the [25:54] bicycle pedestrian question correct we'll need to make a motion okay to confirm [25:59] The bike pad. [26:01] All right, emotionally by council member Benford, second by council member Northwood, any other discussion. [26:08] Would I just like to council member Killa go first and then I'll go after you. [26:11] Thank you, I'll be brief. [26:12] I'm encouraged by Mr. Hunt being here and I'm always willing to give someone the benefit of the doubt. [26:19] So I will this time be voting to confirm. [26:23] All right, council member Johnson. [26:27] I'm off for people changing their behavior, I don't think a few months necessarily meets my expectations after 12 years of seeing inappropriate behavior or consistent behavior that I don't think meets the standards of our committee selection. So I'll be voting no. [26:48] All right, thank you. [26:50] In this pretty unique situation, I just want to say thank you to Kevin for [26:55] one showing up to council and also coming up to the front and being able to speak [27:00] your piece. [27:01] I know that that is not easy and can be uncomfortable, but without being said, please vote. [27:14] And that motion passes with one day, 11, yes, and zero abstentions. [27:22] Now moving back to all of the remainder committee assignments [27:28] We'll start with. Are there any questions or discussion? [27:32] Seeing none, please vote [27:45] and that motion passes unanimously. Thank you. [27:49] All right, so mention of Council rule 15 for the following items [27:54] 251392 and 251406 [27:59] Motion made by Councilmember Goggins second by Councilmember Sleznikov [28:05] Please vote. [28:12] That motion passes unanimously. All right, report of bid is quote to [28:16] recommend it to be adopted. 25, 085, 0 report of bid in resolution awarding [28:22] contract to T2 contracting LLC in the amount of 500,000, 500,622 dollars in [28:29] $36 for the Badger Hickey Park Restrooms and Shelter Project. Motion made by [28:35] Council Member Badesk, he sent him by Council Member Gaga and Council Member, sorry Council [28:39] President Dickinson. I was wondering if Park Staff could come forward and explain the process that has happened [28:49] over the last few years regarding the Badger Hikipark. Thank you. Mr. Jim Fletmire. [29:04] Thank you and good evening. Gary thanks for the offer of a cupcake. I appreciate that. [29:09] Badger Hikipark we've been working on this for quite some time. The third time was the charm to get across [29:15] of finish line. The old shelter at Badger, Hitchie Park, FEMA ordered the city of La Crosse [29:21] to tear it down. So we tore it down a year and a half ago. We brought various [29:31] changes [29:32] and such to the shelter to try and get it under budget. We get some COVID pricing so it kept going [29:42] up but we got it we finally got it right it's coming across the finish line we [29:48] got the base bid for the bathroom so it'll start construction here in the [29:54] spring. Awesome thank you any other questions. [30:00] Thank you. Thank you. Seeing no other speakers, please hope. [30:12] And that motion passes unanimously. Next agenda item 251231 report of beds and resolution, awarding contract to [30:33] 100, excuse me, 2000 block on Prime Street in Cameroa Project. [30:46] Motion made by Councilmember Stein, second by Council President Dickinson, any discussion? [30:53] Seeing none, please vote. [31:00] Motion passes unanimously. [31:02] Next is in Item 251347, Report of Bids in Resolution, Award in Contracts of BKC, Construction [31:09] LLC in the amount of $2,471,634 in two cents for the highway 16 water transmission line, [31:18] North Project. [31:20] Motion made by Council Member Goggins second by Council Member Podeski, any discussion? [31:27] Seeing none, please vote. [31:35] And that motion passes unanimously. [31:37] Next is item 25134A, Report of Bends and Resolution Award and Contracts of Gerkey, Excavating, [31:44] Inc. and the amount of $5,174,219 dollars in 92 cents for the hotway 16 water transmission [31:53] 9 South Project, motion to approve by Council Member Gaggan, second by Council Member [31:58] Padeski, any discussion, CNU employees vote, [32:08] and that motion passes. [33:14] This stretch is partially in my district and partially my colleague comes [33:20] member of Janssen and the design including the bike lane. [33:30] I'm not really happy with and I think we could have done better on it. [33:36] It's a state highway. [33:37] I would have preferred a somewhat of a separated and protected bike lane, and we weren't really given many options, so I will not be voting in favor of this. [33:51] Got some emergency. [33:54] Many of the business probably basically all of them showed up for the public works meeting to share their displeasure with the options. [34:01] And I think that we are doing a disservice to our businesses and the property owners on the [34:08] cross street this section by choosing this design. [34:12] So I'm going to be voting a note as well. [34:15] It's just the continuation of a bad design from the other side of the cross street, which [34:22] is currently filled with snow by the way. [34:29] Any other discussion? [34:47] All right.
