Smith she took a woman's life that was as big as this building

and she got it down on this paper So about 20 years ago
[33:53]
as a hair client she really poured into me how much she
[34:03]
became a client and then a mentor come in then a friend got
[34:10]
my part of who I am when I show up to these meetings
[34:13]
because of the influence and The impact that she had on my life.
[34:21]
Was just such an amazing woman she poured into me
[34:24]
and she poured into my son and she supported me
[34:29]
professionally and personally.
[34:32]
And I'm just really glad that I could do something
[34:37]
like this for her.
[34:42]
Memphis City Council resolution when
[34:46]
were they circumstances arise on the Memphis City Council
[34:50]
has seen fit to name certain public roads in honor
[34:57]
of citizens who have served this community and the life legacy
[35:02]
and contributions of Gladys and Hunter Sawyer.
[35:07]
Born in Memphis Tennessee in 1949
[35:11]
was a devoted daughter to my wife and mother,
[35:15]
and family member whose life reflected
[35:18]
leadership, philanthropy, service, in distinction.
[35:23]
And whereas Gladys Sawyer attended Memphis State
[35:27]
University and due to her beauty,
[35:30]
popularity, and scholarship she was crowned the first Miss Black
[35:36]
Memphis State and became a member of Alpha Kappa Alpha
[35:41]
sorority later earning her bachelor's degree from Roosevelt
[35:46]
University and whereas Gladys Sawyer was
[35:50]
a visionary and entrepreneur owning cooking with G catering,
[35:56]
Co-owning the North Shore Examiner
[35:59]
and publishing rights to the first magazine targeted to women
[36:05]
of color as well as a creative homemaker who is quite
[36:09]
the hostess for any occasion.
[36:12]
Whereas Gladys and Sawyer served as a senior marketing manager
[36:16]
for Nutrasweet and later as vice president of trust marketing
[36:21]
earning recognition for her leadership in 2001 found
[36:25]
at Hunter Greenfield also known as HGF incorporated a marketing
[36:32]
and project management firm serving governmental
[36:36]
and nonprofit agencies across the nation from and whereas
[36:41]
Gladys Sawyer who is deeply committed to community service
[36:45]
serving on the board of the Women's Foundation of Greater
[36:49]
Memphis, and Girls Inc..
[36:52]
Of Greater Memphis.
[36:54]
And whereas a member of the Lynx incorporated,
[37:00]
and Where's Gladys and Hunter Sawyer
[37:03]
was a devoted wife to her husband Andrew Benjamin Sawyer
[37:10]
Jr now a proud mother to her son Michael Anthony Brooks Jr
[37:16]
and to her daughter Tamara Ashley Sawyer.
[37:20]
And the cherished grandmother cum a lovingly called Nana. --
[37:28]
chairs grandmother, and a loving grandmother called Nana.
[37:35]
Much is required and whereas the Memphis City Council which
[37:40]
to honor Gladys and Hunter Sawyer
[37:44]
for her extraordinary life and lasting impact
[37:48]
on the city of Memphis come on now
[37:51]
therefore be it resolved that the Memphis City Council deems
[37:54]
it fitting and proper that decay history between Bond
[38:00]
Avenue and Jackson Avenue B designated
[38:03]
and forever remembered as Gladys and Sawyer Street,
[38:09]
be it further resolved that the city engineer is requested
[38:15]
to affix suitable signs to designate such public road
[38:22]
in honor of Gladys and Hunter Sawyer for her commitment
[38:26]
and contribution to the City of Memphis given by my hand under
[38:31]
this great seal of the City of Memphis on this 14th day
[38:36]
of April 2026 and yours truly Memphis City Councilwoman
[38:41]
District, and I so move.

My mother is a part of Memphis history and the portion
[39:18]
of Decatur Avenue that the street is being named for in her
[39:22]
honor it is where she was born in 1949 where she was brought
[39:27]
from the segregated hospital John Gadsden and it is a very
[39:32]
important to me that this history is recognized and she
[39:37]
was also a member of the Memphis State 109 where she served
[39:42]
as their secretary 109 students were arrested for locking
[39:47]
themselves in the provost office and campaigning for equal
[39:52]
facilities and equal access for black students at Memphis State
[39:57]
University Kimberly I have with my family and friends I love
[40:02]
my mother on behalf of my brother Michael Junior
[40:06]
and my father
[40:07]
Andrew Sawyer who cannot be here today come on we're very
[40:10]
grateful come on my brother did raise us to believe that to whom
[40:15]
is given much is required and she always taught us to use
[40:19]
our voice and to fight for what we believe in.
[40:22]
She was an activist how much was a writer,
[40:26]
she raised children, she raised adults come everyone
[40:31]
you see standing here my mother had a huge impact
[40:35]
on from when she was very well known for her red pen
[40:38]
I don't think there's anyone standing behind me that
[40:42]
hasn't heard a document whether it's
[40:44]
a symbol cookout by my mother.
[40:47]
She was like aka she was a believer
[40:52]
that we have a beautiful home come
[40:54]
a beautiful city for which we have to continue to fight for.
[40:58]
When I told my parents that I was running for office
[41:01]
my mother said that she felt like she
[41:04]
had given the community enough and she
[41:06]
didn't want to give the community her only daughter.
[41:09]
And then she reconsidered that my brother had also served city
[41:13]
and she realized that she could not
[41:15]
ignore the fact that her children were walking
[41:18]
in her footsteps and that is why I used
[41:21]
my full name on my office's because she did name me Tamara
[41:25]
Ashley Sawyer and named him Anthony Marks Junior come
[41:30]
and stand in our very grateful that my niece is
[41:34]
her grandchildren will drive down Jackson Avenue
[41:37]
and be able to see the exact home where their grandmother was
[41:40]
born I know that they are legacy of people who have been
[41:44]
key for justice much like the people sitting behind us
[41:47]
today come a thank you.

It is to Liquor Council about 4-4 and four dash 12
[43:18]
of the scent of Memphis of ordinance code that is held
[43:23]
for March 24th.

in history how this report came before the Memphis City Council
[44:29]
the applicant submitted an application for their liquor
[44:32]
store on December the 15th of 2025 along with that application
[44:38]
were three surveys conducted by professional engineers.
[44:42]
These surveys come all the surveys showed that there is
[44:46]
residential property that is zoned R6 within 200ft
[44:50]
of the proposed location of this liquor store.
[44:55]
Pursuant to section 4-5 of the 1985 Code of Ordinances Liquor
[45:01]
Store cannot be located within 200ft of property that is zoned
[45:06]
R6 the application was considered with the Memphis
[45:12]
County meeting in 2026 at this meeting the commissioners looked
[45:18]
at the application and the survey submitted with it
[45:21]
and observed that there was property zoned R6 within 200ft
[45:27]
of the proposed location of this liquor store?
[45:31]
The attorney for the applicants acknowledged that the survey
[45:35]
showed this, however it was his position that according
[45:40]
to the narrative on the survey there was no actual residences
[45:44]
within 200ft complement the Memphis Alcohol Commission
[45:49]
looked at the language of the ordinance saying that no
[45:52]
property zoned R6 can be within 200ft of a liquor store
[45:56]
and decline the issue of the certificate of compliance
[46:00]
on that basis.
[46:02]
And so that was all the proof submitted at the Alcohol
[46:06]
Commission meeting since that time the applicants have
[46:10]
submitted additional declarations in a professional
[46:15]
survey set forth in his declaration that there are
[46:19]
actually two homes within 200ft of the proposed liquor store
[46:24]
location also submitted were letters from the owners of those
[46:29]
two homes simply stating they do not have an objection
[46:32]
to a liquor store being open their.
[46:35]
I'm happy to answer any questions but that in a nutshell
[46:39]
is what has happened upon commission.
[46:46]

1968?

>> I don't believe so but this was not a liquor store at this

location previously that license lab was not renewed which
[47:04]
required the applicant to submit an entirely new application
[47:08]
so this is not a renewal of an application that could be
[47:12]
grandfathered in prior to 1968, it is a new application with
[47:17]
a new applicant.

before the houses were built come on it is my understanding

that the residential zoning predated the liquor store,

otherwise this would be grandfathered in to come in it
[48:06]
could be grandfathered in through the 1968 provision
[48:11]
there, however again this is a new application not a renewal
[48:16]
of an existing application.

>> In the R6 zoning terminology that's all old as well?

>> In the original 1968 ordinances it did not use
[48:33]
the term R-6 zoning however in the 1985 it specifically states
[48:40]
R6 as a prohibited zoning type within 200ft of a liquor store.

in this story is a lot more detailed than what has been
[52:40]
represented by the board, this appeal represents a very simple
[52:45]
but very interesting in June of 2023 approved the location
[52:50]
as 4565 so on June of 2023 shortcut to it I'm assuming you
[52:57]
guys have the brief that has been filed they sent
[53:00]
for the board game and the record can be comprised of what
[53:03]
this board decides,
[53:05]
out what they decide based on what I've been provided so we
[53:08]
submitted the documents and our prior to the record should be
[53:11]
submitted to the council and making a determination as set
[53:15]
forward in the briefing of the file on June 23rd,
[53:18]
or June 13th 2023 they applied for a permit come among
[53:25]
the documents that have been submitted there is a survey
[53:28]
in the very last page of that survey it was exhibit one
[53:33]
to exhibit A to our documents as a canvas survey ,
[53:41]
from Campbell's survey company that document says
[53:44]
there's a reference that there is no residence within a 200
[53:47]
foot radius.
[53:49]
Exhibit two to our documents are the minutes from the alcohol
[53:55]
board meeting on June of 2025.
[53:57]
As set forth in those meeting minutes on June 21st of 2025 is
[54:03]
the item number five on page two of commercial or Po moved
[54:07]
and the mail recommend approval and a seconded and the motion
[54:13]
passed.
[54:13]
So on June 21st 2023 the board from the same survey that
[54:19]
we're going to hear about in a minute basically approved
[54:22]
and recommended that it be issued,
[54:25]
the exhibit three to our documents is in fact that
[54:29]
compliance.
[54:31]
2023.
[54:33]
So it's subsequently obtained a license from the Beverage
[54:39]
Commission and began lawfully operating a retail liquor
[54:43]
store at this location that is an issue.
[54:47]
Ran from July 1st until 2023 until October 22nd 2025.
[54:53]
What happened that day?
[54:54]
That was the day the state sent him
[54:57]
a letter saying that his license had
[54:59]
expired for failure to renew.
[55:01]
That occurred on October 22nd and set forth the declaration
[55:05]
of this appeal within days of receiving the notice comment
[55:10]
they reapplied for a new permit.
[55:12]
They didn't try to get grandfathered in they
[55:16]
applied for a new permit.
[55:19]
And there's a copy of that application signed in 2025,
[55:23]
the third page of this application
[55:24]
includes a new survey from Campbell.
[55:26]
And as you can see the survey from Campbell on the 2025
[55:31]
application is identical to the one that
[55:34]
was approved and submitted with the June 2023 application come
[55:38]
the same survey from Campbell.
[55:40]
Same location same residence, same diagrams,
[55:44]
same wording pretty much at some point subsequent to October 27th
[55:50]
it is that they received a second permit section from
[55:55]
Engineer David Bray that is labeled exhibit six
[55:58]
to the documents that had been presented in our brief from like
[56:02]
the survey from Campbell it references the fact that there
[56:07]
are no residences within the 200 foot radius.
[56:10]
Based on this information and the November to Quinoline liquor
[56:19]
at that point at the November meeting
[56:22]
assume that it would get approved
[56:26]
since the documentation was the same as had been presented
[56:29]
in June of 2023 which was approved,
[56:33]
neither the candle or Brie survey
[56:35]
showed that the approves location
[56:38]
it had not been moved or altered the distances were the same.
[56:43]
So not only had nothing changed with the surrounding premises
[56:47]
but the new application relied on the same survey,
[56:51]
and same use.
[56:52]
Since it's enacted in 1985 section 4-5 of the Code
[56:57]
of Ordinance was in effect on both dates that the applications
[57:01]
were applied in both June of 2023 and October of 2025.
[57:08]
For the same location in 2023.
[57:12]
The Alcohol Board reach an exact opposite conclusion
[57:16]
of both November of 2025 when rejected the October 2025
[57:21]
location.
[57:22]
And the Queensland Library reopened so Queensland Liquor
[57:27]
retain the underside com I applied at the January hearing
[57:33]
which is the appellate and as previously stated
[57:39]
it was objected for the same reason
[57:41]
as before that it is a violation of the 200 foot radius.
[57:45]
Which of these actions are arbitrary appreciation
[57:51]
they were arbitrary because they lack direct log.
[57:57]
And regarding the right to operate a liquor
[58:03]
store at this location whether it may be questions
[58:05]
over the precise standard of the board that is not in the rules
[58:09]
by the way there is no standard that they must comply
[58:12]
with administrative bodies are not
[58:14]
free to apply the rule one way in 2023
[58:17]
and a completely different way in 2025 without explanation.
[58:21]
And a applies standard rules consistently
[58:24]
and reliably so conclusions based on identical facts
[58:28]
without explanation.
[58:29]
Simply put the alcohol board must be consistent.
[58:32]
It's not only good practice but required
[58:36]
by the law because of these the arbitrary and capricious
[58:40]
the board should be reversed.
[58:43]
In addition to the lack of consistency in these decisions
[58:46]
the board the doctrine of equitable stoppable
[58:50]
I don't necessarily believe in this thing
[58:54]
but it would apply in this case.
[58:57]
The government body takes affirmative action
[58:59]
in a private party reasonably applies to its detriment.
[59:06]
In the case of Queensland Liquor they relied on the June 2023
[59:10]
in a very real way.
[59:13]
Entered into a long term lease and began operating a business
[59:17]
at this location pretty much the affidavit of the landlord is
[59:21]
also attached to the materials as exhibit C and a court of that
[59:27]
affidavit from our declaration Queensland has not been able
[59:32]
to operate since October of 2025 like cannot operate
[59:39]
at the facility the landlord will have no right to evict them
[59:44]
and will incur costs doing so so basically I would both argue are
[59:51]
satisfied we move action by the Commission approval in the 2023
[59:55]
action in a recommending issue of Certificate of Compliance
[59:58]
and I think it's important that this was not a silent action
[1:00:02]
to the contrary of express determination of June of 2023
[1:00:07]
the board that it applied with section 4.5.
[1:00:11]
Don't you want dashboard alliance of a long term lease
[1:00:16]
invested money in the store combined more importantly based
[1:00:19]
on the decision of the board since 2025
[1:00:22]
has been unable to operate his business
[1:00:25]
and faces potential eviction and significant financial loss.
[1:00:28]
Points line with never agree to the the financial obligation
[1:00:34]
if it had not been approved for a license in June of 2023.
[1:00:39]
For reasons not answered there strictly requiring underfoot
[1:00:44]
in a way that can produce its own in 2023.
[1:00:50]
Because these facts represent the exact type
[1:00:53]
of detrimental alliance of the event it should be equitable
[1:00:57]
and stopped at reversing its position.
[1:01:00]
Yet another reason for reversal is
[1:01:04]
what appears to be the board's newfound strict
[1:01:06]
and technical enforcement annual interpretation of section 4.5.
[1:01:12]
Exhibit D to the brief isn't a declaration from David..
[1:01:16]
Is an individual that submitted the October 2025 survey and he
[1:01:22]
is opined regarding that survey stating among other things that
[1:01:26]
there are two parcels, 1457C on the road and one at 14561
[1:01:32]
and there are photographs attached to that that show
[1:01:37]
a little bit of the set of those parts those.
[1:01:42]
But basically what Mr. Gray is opined
[1:01:45]
in its declaration among other things
[1:01:47]
is that the property is seven feet inside the 200 foot
[1:01:52]
radius while the C L foot and the physical separation
[1:01:57]
between the store and see our road separate
[1:02:00]
the properties as a functional equivalent
[1:02:02]
of a radius restriction.
[1:02:04]
And the intent purpose of 4.5 and the mitigation
[1:02:09]
of any adverse impact on any residential uses
[1:02:12]
is satisfied under the existing conditions.
[1:02:16]
Basically the way rear of these homes face the shopping center
[1:02:20]
and they can't even see each other these two parcels.
[1:02:23]
For those reasons Mr. Broker says that the plots
[1:02:28]

schools, liquor stores come at churches and then it had
[1:16:35]
a residential component that it couldn't be more than a 200 foot
[1:16:38]
radius of certain residential districts come in 2023 I believe
[1:16:52]
the UDC changed the names of those districts
[1:16:55]
but the substance was the same and we amended the ordinance
[1:16:58]
to change the names and the name of those zoning districts
[1:17:03]
but they are essentially the same.
[1:17:07]
And R6 is one of them.
[1:17:08]
I think that is a small district size homes within a district.
[1:17:17]
In the 50 it went to court and the code
[1:17:26]
was written so that you had to have approval of the city
[1:17:33]
commissioner.
[1:17:34]
The city commission at that time was
[1:17:36]
the mayor in the commissioners there
[1:17:41]
were five of them in the air and the commissioners
[1:17:44]
were in the same body there wasn't a separate council
[1:17:48]
so when we went to Home Rule we separated those things
[1:17:52]
but we never changed the language
[1:17:55]
that said that the commission had to approve it.
[1:17:58]
And in certain iterations of the code since 67
[1:18:02]
it seems to require the mayor and the council
[1:18:07]
to approve the location the commission doesn't approve
[1:18:17]
anything there like the language like the powers that
[1:18:20]
be to make a decision and that power to be it
[1:18:24]
was for commissioners under one name
[1:18:26]
and now it has been separated and there are some uncertainty
[1:18:31]
in our language, but the cause this appeal thing was in the I
[1:18:37]
think that we deferred to the mayor
[1:18:40]
to make the decision unless someone appealed to it
[1:18:43]
and then you had to concur with them,
[1:18:46]
that is where we are today.
[1:18:49]
Now, there's another step that the applicant can change
[1:18:59]
to caught in the law says he has to go to change the court
[1:19:04]
so that's how the hierarchy works.
[1:19:09]
What your job is is to determine, and interpret the law
[1:19:15]
and determine does it comply.
[1:19:18]
All these things about inputting and will somebody
[1:19:23]
else approved it last time, they were wrong in this
[1:19:28]
and as council Logan pointed out directly it was an oversight.
[1:19:33]
It was people make mistakes, government makes mistakes.

That does not create an unstoppable contrary
[1:19:41]
to what that gentleman told you where he has the ability to read

ten days to appeal to Council the final determination.

On April 8th I sent my appeal request and council to be

a certified mail on my end via email with the inclusion of HR
[1:58:01]
compliance come on April 9th I received another letter from
[1:58:05]
at this time the letter was from George Veronica Cooper
[1:58:08]
and stating that they asked the majority of City Court judges
[1:58:14]
were removing me from the position of City Court clerk
[1:58:18]
and I have witnessed an employee also appointed received
[1:58:22]
the administrative leave with pay for more than a year without
[1:58:26]
being removed, so I can not understand the urgency to remove
[1:58:31]
me without cause.
[1:58:33]
Today I am here to put on the record

that I am still requesting to appeal as the termination was
[1:58:41]
wrongful.

Anytime we had a protest it became violent

because of the police coming there are multiple council

members that were there at the protest that saw what happened.

in the wrong room hands getting the body to do the right thing

we were wondering around with the officers are why they fired

or unpaid coming there's four officers

the other officers came why are they still on duty

and have access when they get hurt or killed for no reason.

rights to be violently attacked for simply doing what they're

out there that had to witness this who will now believe

watched what was happening here through a friend's social media

sharing it in real time with people around me

they were shocked and horrified from what

we saw were police officers tagging spraying people
[2:05:23]
in the face and close range with pepper spray on a brutalizing
[2:05:27]
citizens and exercising their constitutional rights.
[2:05:31]
What happened is not an isolated incident
[2:05:35]
it is part of a documented pattern
[2:05:38]
of unconstitutional policing in Memphis.
[2:05:41]
If I had been here I would have been
[2:05:44]
serving as a safety Marshal I would
[2:05:46]
put on my orange vest locked arms with others
[2:05:52]
and I would have been the target for the same violence inflicted
[2:05:57]
on my friends.
[2:05:58]
My mother was watching with me she
[2:06:01]
knows what I do and she knows that next time it
[2:06:04]
could be me thrown to the ground pepper sprayed
[2:06:07]
brutalized by the very people sworn to protect us.

She does not want to see her daughter harmed yet

she knows that what I do come home

you're doing one way to stand when we

and speak out and stand against unchecked

authority is absolutely critical and necessary in this moment.

March 28th that the same thing had happened with my making down

the same street that's when we lost that young 18 year old
