[0:08] This is the SEPTEMBER 3, 2026 [0:12] regular meeting of the Fire and [0:15] Police Commission. PRESIDENT [0:18] Commissioners, Burgos Evans [0:20] found Remy Schneider, Spence, [0:22] well, Paterson and myself, [0:23] Commissioner Horwitz also [0:25] present at the see Executive [0:28] Director Leon Tad and Deputy [0:29] Director Jake, who said [0:32] director, please proceed with [0:34] the agenda. Thank you. MADAM [0:35] Chair. Before we proceed with [0:36] the agenda, if I can beg your [0:39] indulgence, I would just like [0:41] to make a brief announcement [0:44] yet. We announcement. I do want [0:46] to say publicly and acknowledge [0:47] that our Deputy director j p [0:48] Usyk will be leaving the fpc [0:51] very shortly. This is his last [0:52] week with the ftc's. He's [0:55] moving on to bigger and better [0:57] things. Has had the honor of [0:58] being appointed a circuit court [1:00] judge for Milwaukee County. [1:01] So he'll be joining the [1:04] judiciary very soon. And I just [1:05] want to one congratulate him on [1:09] that. And also acknowledged [1:11] that this well, it is good for [1:19] him is a no less than great [1:26] This is a a loss for the Fpc [1:27] deputy director Psac has been a [1:33] a great asset to the fpc both [1:33] adviser to myself helping to [1:37] push things forward in terms [1:38] of constitutional police seen [1:42] community in problem oriented [1:44] policing advocating for that [1:46] educating need to a greater [1:48] extent on that. He's been [1:50] fantastic working with the [1:52] staff and he has done a lot [1:55] to improve the fire and police [1:57] commission and push things [1:58] forward here. That said as good [2:02] as deputy director that I think [2:03] I he is. I think he will make [2:05] an even better judge. She's [2:07] going to be fantastic both in [2:08] terms of substantive and [2:10] procedural justice, a [2:14] commitment to fairness and [2:16] equity. And just a top notch [2:18] keen legal minds. So again, [2:20] many thanks a j. Appreciate [2:21] everything you've done and [2:22] congratulations. Thank you. [2:24] Thank you. Director Todd and I [2:25] just want to say a couple of [2:26] words. I know everybody wants [2:27] to get to that microphone [2:30] tonight and to make your [2:33] comments. But and first, I just [2:35] want to think that the ftc [2:37] staff, those most of those [2:38] folks are not transparent. [2:38] He all the they work behind the [2:41] scenes to support the work that [2:43] the board does. It's a it's [2:43] a fairly large full-time staff [2:48] to about 30 people. They do [2:50] tremendous work to both [2:52] oversee, investigate an audit. [2:54] The public safety departments [2:56] here in the city and they do [2:58] really great work in that [2:59] capacity. They also do the [3:00] hiring testing in promoting [3:03] to try to get the best people [3:04] possible into the public safety [3:05] departments. And it's sometimes [3:10] thankless work. It's difficult, [3:12] but it's been a real honor for [3:13] me to be the person that's [3:16] actually primarily what my job [3:17] is. Ben, in this role is to [3:21] help support and guide those [3:23] folks in their work. And I just [3:24] want to call out that work and [3:27] thank them for the dedication [3:27] that they have serving the [3:29] community of Milwaukee also [3:31] wanted to thank the [3:32] commissioners here for the [3:33] dedication and the work that [3:34] they do to try to make sure [3:38] that public safety is honoring [3:40] the best practices that that [3:42] we can find a around the [3:43] country. And finally, I want [3:48] to thank you all. Thank you for [3:49] being here. The enthusiasm, the [3:51] persuasive arguments, the [3:53] passion that you all bring a [3:56] every time this forward meats [3:59] is really needed. And I'm [4:00] always so happy to see all I'm [4:06] glad to see such a big turnout [4:10] here tonight. I really believe [4:16] enforcement and public safety. [4:16] It's a really valuable thing [4:17] for a community to have. [4:18] It doesn't always work [4:20] perfectly right. And we know [4:23] that. But it is something and [4:24] it is important policing in a [4:27] democracy means being [4:29] transparent. With the people [4:32] and it means working with the [4:33] people. It's too figure out [4:34] what law enforcement and [4:36] policing and problem solving [4:38] looks like. For the citizens of [4:41] the community. And this board [4:43] helps tried to. Accomplish that [4:45] and link the community with the [4:53] public safety departments to [4:53] hopefully find ways that the [4:54] department's can conform their [4:55] conduct. What? The needs of the [4:56] people are. So thank you all [4:59] for being here. This wouldn't [5:00] work without you. And so this [5:00] is democracy in action. And [5:04] it's really beautiful to see. [5:05] So happy to see you all. [5:08] It's certainly been a great [5:08] honor for me to serve you all [5:12] and the people of Milwaukee in [5:12] this role. And I'm super [5:13] excited to have the opportunity [5:16] to continue to serve the people [5:19] of Milwaukee County in my new [5:22] role. So thank you all. [5:31] Thank you, Jay. All right. [5:32] We'll move on and get into the [5:35] substance will begin with item [5:36] number one. Public comment for [5:37] those who would like to speak [5:37] and are here in person, please [5:41] come to sit at the front table [5:42] when your name is called. [5:42] If your appearing virtually in [5:44] every registered in advance [5:46] to speak, please use the raise [5:46] my hand feature in the webinar [5:49] tools and unmute yourself when [5:49] called upon to speak. Each [5:53] person will be given up to 5 [5:56] minutes to speak. I would [5:57] there's a lot of people here. [5:57] So out of respect for [5:58] everybody, if everybody can [6:00] limit their their statements to [6:02] 5 minutes so we can get to [6:04] everybody that would be greatly [6:05] appreciated. And as we usually [6:06] do, we will begin a always do. [6:09] We will begin with people here [6:13] or here in person starting with [6:16] Alondra Garcia. [6:23] Good evening. [6:25] Good evening. When asked that [6:25] of this, my name isn't on that [6:26] icm where PRESIDENT [6:29] Representing both as a lot from [6:30] that on member lead [6:30] organization that fights for [6:34] work or immigrant and student [6:35] rights in Wisconsin. We are [6:36] here to respectfully ask the [6:37] fire and police commission to [6:40] not. We know the city grant [6:42] with Flock. In late JUNE. [6:43] 12th through the JULY 4 [6:44] weekend, we witnessed our own I [6:47] surge in Milwaukee and [6:49] throughout the state. This [6:50] involved in the majority of [6:51] cases unmarked vehicles [6:54] surrounding and blocking our [6:55] neighbors. So they left their [6:57] homes and on masked and armed [6:59] ice agents breaking windows [7:01] and in some cases using a [7:03] warrant in physical violence [7:04] against people, including [7:06] mothers and fathers who were [7:07] physically mistreated and torn [7:09] away from their children and [7:12] loved ones. Our neighbors are [7:13] not. [7:16] Criminals, but the actions of [7:17] ice are criminal. The continued [7:19] use of excessive force leading [7:22] to murder, followed the I [7:24] search in Milwaukee. How can [7:26] anyone in Milwaukee feel safe [7:29] that the data mpd collects will [7:31] be used to protect them when [7:32] the federal government [7:32] demonstrate its desire to [7:33] implement racist policies and [7:37] the use of violence and claims [7:38] of immunity when so much of our [7:40] personal data is being used [7:41] and exploited for the profit [7:44] and benefit those who already [7:46] have immense power, whether in [7:48] the federal government or [7:48] private corporations, including [7:51] the use of facial recognition [7:52] technology and other [7:53] digital data identifies. [7:54] It is my hope that Milwaukee be [7:56] an example of best practices. [7:59] We asked you to vote to not [8:00] when no flock, which would make [8:03] our city less safe. Thank you. [8:25] Kaye Lafond. [8:26] I guess I'll just keep my [8:27] comments brief. I think every [8:28] time I come here and tell you [8:31] how scared I am. I'm getting [8:35] more and more scared. I have [8:36] to imagine you all are as well. [8:36] Things are starting to feel [8:37] really particularly dystopian. [8:40] I think I saw that we're gonna [8:42] sign out there. [8:43] It's just long past time to [8:46] just put an end to this. [8:49] This is just too much. I also [8:50] wanted to say [8:51] it's not enough to just ban [8:55] flock, cancel o'clock contract. [8:56] We should be disallowing any [8:56] use of automatic license plate [8:59] reader software in our city. [9:08] I also want to say that the [9:09] recent action to it simply [9:10] limit access to the flock [9:12] database, restricted to [9:16] supervisors brings me no [9:17] comfort and it feels like I do [9:18] kind of like throwing us a bone [9:20] to put us off of our goal, but [9:22] we will not be put off. We will [9:23] not stop until there are no [9:26] more cameras in the city. [9:29] Thank you. [9:40] Emilio to Tory. [9:43] Good evening. Good evening. [9:46] Fire and police commissioners [9:48] and director time. The judge, [9:52] Turner's hope that you had a [9:53] restful AUGUST. [9:56] The mayor's proposed changes to [9:57] police officers access to the [9:57] flock. Surveillance cameras [9:59] aren't surprising considering [10:00] the overwhelming public outrage [10:00] is more and more examples of [10:02] law enforcement misuse of this [10:05] mass surveillance tool come out [10:06] every week. We've seen rampant [10:07] abuse not only within the [10:09] Milwaukee Police Department, [10:09] but even in the I d and in [10:13] cities across Wisconsin, in [10:14] the country misuse of flock, [10:15] surveillance systems is so [10:16] pervasive. The national [10:17] investigation was just launched [10:19] by the U.S. Senate Judiciary [10:20] Committee. [10:21] Milwaukee's flock failures have [10:21] caused national headlines [10:22] showing it doesn't seem [10:24] possible to keep this mass [10:26] surveillance system out of the [10:26] hands of unethical people who [10:30] use it to terrorized women. [10:31] They're sworn to protect the [10:32] mayor's recent proposal is a [10:32] last-ditch attempt to convince [10:33] Milwaukee that the ongoing [10:34] threat of officer abuse of [10:36] flock can be fixed with just a [10:37] few little tweaks. That is [10:41] nothing wrong with mass [10:41] surveillance. On top of this [10:42] national outcry, the city is [10:44] preparing to hold more than a [10:44] dozen budget hearings in the [10:45] next 2 months. The Common [10:49] Council and the recent letter [10:50] to the mpd in the Fpc indicated [10:50] that the police department's [10:52] continued problems with [10:53] officers abusing flock must be [10:54] addressed before takes up the [10:55] budget. The mayor will soon [10:56] propose can the mayor and the [10:59] chief really just have a chat [11:00] and skip the Fpc and Common [11:01] Council whose job is to ensure [11:02] that the department is [11:04] accountable for the use of its [11:06] surveillance tools. We can't [11:08] have public safety without the [11:08] public. Slight changes in [11:09] procedure aren't enough to [11:11] protect the people of Milwaukee [11:13] from this constant [11:14] surveillance. Milwaukee needs [11:14] assurances that mpd and the [11:15] city will end their contract [11:18] and data sharing with flock. [11:18] According to the most recent [11:22] data from ipv m and the company [11:22] that makes unknowns flock [11:24] flock, scans, everyone, not [11:26] just suspects. That's a quote. [11:27] Fox on figure of 20 billion [11:30] monthly reads across more than [11:31] 5,000 agencies means the [11:32] average American vehicles red [11:34] roughly 70 times per month. [11:37] This mass surveillance tactic [11:38] is just not acceptable. The [11:40] mpd and mayor suggested changes [11:42] will do nothing to mitigate [11:44] this. Equally troubling is how [11:45] the mpd escorted review by the [11:46] public Fpc in the Public Safety [11:46] Committee by having the [11:48] purchasing Department of the [11:51] Department of Administration [11:51] approve exceptions to bidding [11:54] and waivers of financial [11:55] finance and personnel committee [11:56] approval for single source [11:57] contracts in an apparent [11:59] attempt to perpetually purchase [12:00] new flock equipment and renew [12:02] their contract with flock over [12:03] and over again. They do this [12:06] because there are exceptions [12:08] to city charter section 16. [12:09] 0, 5, 0, 2, which covers [12:09] purchasing and competitive [12:10] bidding. With contracts to be [12:13] approved by the Finance and [12:14] Personnel Committee. It was [12:14] called to fight to ensure that [12:15] service agreements abide by [12:17] public and open competitive [12:18] selection process is and public [12:20] scrutiny to ensure money is [12:21] being spent fairly. However, [12:24] an agency can file exceptions [12:25] to bid forms and waivers if the [12:27] things being purchased for less [12:29] than $50,000 where they are [12:30] proprietary approved waivers [12:32] and exceptions think it folded [12:33] into a big pile of things that [12:34] don't necessarily cross the [12:37] desks of the fpc or public [12:38] safety. Why? Because the [12:38] purchasing division of the [12:40] Department of Administration [12:41] has been granting these waivers [12:42] and exceptions according to [12:46] Section 16. 0, 5, 0, 4, a which [12:48] allows us so now Rhonda Kelsey [12:49] over purchasing among others, a [12:49] deal way have indefinitely [12:51] extended impede his [12:52] relationship with flock to [12:54] these loopholes. This happened [12:56] multiple times in 2022. 23. [12:59] 24 25 and it's probably [13:00] happening again now. I believe [13:01] the police are being coached to [13:03] do this by flock. These types [13:03] of tactics. And there it is. [13:06] a broadly discussed in flocks [13:07] guide entitled how to speak to [13:10] the city council's about public [13:11] safety technology. We're [13:11] morbidly instructs police to [13:14] own the narrative before [13:15] someone else does. The handbook [13:17] highlights how flocking police [13:18] can team up to convince cities [13:19] to buy and keep its [13:19] surveillance technology. [13:22] Even when there is widespread [13:25] public opposition to it. [13:26] And let's be real flocks [13:27] lobbying and government [13:27] strategy. Teams will fund and [13:28] world class they have. Brian. [13:29] Lots of the former [13:31] communications director for [13:32] PRESIDENT Trump's 2016 [13:33] transition team. They work with [13:34] the bgr group, one of the [13:36] largest and wealthiest on the [13:37] planet and among others, Kevin [13:38] Kane, who was YouTube, [13:39] government affairs director in [13:40] the public policy director [13:41] lobbyist for Twitter before [13:43] that. So imagine how they can [13:46] advise police to get what they [13:48] want. And so I ask you, has the [13:48] mpd again applied for [13:49] exceptions to bidding and [13:50] waivers to committee approval [13:53] for a single source. Contracts [13:53] like flock, according to the [13:54] records they do this months in [13:55] advance, which would put us [13:57] near the date where they would [13:58] have asked is this recent [13:59] announcement from the mayor's [14:02] office just so much pr to keep [14:03] the contract? Can the fpc make [14:04] a recommendation that the [14:05] police department notified them [14:06] immediately and publicly when [14:07] they're going to apply for [14:09] exceptions to bidding waivers [14:10] before applying for them so [14:11] that the civilian oversight [14:14] body and the body and the me [14:15] to wear the ftc needs to [14:17] recommend that the mp the end [14:18] and not renew a contract with [14:20] flock or any other automated [14:22] surveillance like it. How mpd [14:22] has been doing it seems to [14:23] circumnavigate the very core of [14:26] what public oversight is [14:27] supposed to be. Its yield go [14:29] daddy. And Mommy says no rooms. [14:30] The recent letter from the [14:32] mayor and police about a new [14:32] guardrails is not binding, not [14:33] transparent, does not protect [14:36] us from federal access to all [14:37] this data and not believable [14:38] considering how we've seen it [14:40] exploded everywhere already [14:41] this easily be used technology [14:42] and sneaky way. It's been [14:44] renewed over and over again [14:46] reaffirms our conviction that [14:47] Milwaukee was and diction to [14:48] mass surveillance and not renew [14:51] the contract with Flock. [14:54] Thank you [15:06] earthquake. [15:12] Good evening. My name is Amanda [15:13] Mark. Weigh in on the policy [15:16] and advocacy director for the [15:18] aclu of Wisconsin. And as I [15:19] described from this chair many [15:19] times, Milwaukee surveillance [15:22] infrastructure is a sprawling [15:24] Penndot to come. In addition [15:25] to flock to an attack in Axon [15:27] Alprs mpd serve ails us with [15:29] cell site simulators, alternate [15:30] stingrays, gun shot detection, [15:31] microphones, drones, open [15:32] source intelligence tools [15:34] scraping the Internet for [15:35] personal data in Geo-fencing [15:36] data including data extracted [15:38] from the dark Web. Her [15:39] reporting on a contract and [15:40] entities community connect [15:41] integrated public and private [15:42] surveillance camera network [15:47] through an axon product called [15:48] few sus 1200. And 25 life. [15:50] He cameras blanketing the city [15:50] that mpd can perform. [15:53] Ai-powered image recognition [15:55] searches like woman Maroon [15:58] jacket with within a particular [15:58] radius. Stingrays are only [15:59] supposed to be used with a [16:03] warrant, but mpd has so key [16:04] for those. All the other stuff [16:05] I listed and he deploys without [16:08] a warrant supported by probable [16:09] cause. Most of this dystopian [16:10] technology was acquired as has [16:11] been mentioned through no-bid [16:13] sole source contracts that [16:15] bypassed the Common Council's [16:16] approval. And it relies on [16:16] these rubber stamp sign-ups [16:18] from the apartment [16:19] administration purchasing [16:21] division to obtain terrifyingly [16:22] powerful, integrated artificial [16:23] intelligence driven [16:23] surveillance tech without [16:26] Milwaukee residents knowledge [16:29] let alone consent if you sis [16:30] sole source contract, no stop [16:31] open source intelligence, no [16:34] stop stingrays. Sole source [16:34] contract, no stop. And then we [16:37] have flock, sole source [16:38] contract. [16:39] It's interesting to see the [16:41] mayor take action now. That [16:43] Flock is a political liability [16:44] last year when it came to light [16:45] that mpd use facial recognition [16:47] technology for at least 5 years [16:48] in secret without a policy in [16:50] place. The mayor said he was [16:52] supportive of thoughtful [16:54] application of effort. He by [16:56] mpd in FEBRUARY when former [16:58] mpd officer host, we made [16:59] national headlines for [16:59] searching Flock 129 times. [17:03] The stock is partner and her ex [17:03] crickets from the mayor on [17:04] March 5th, this room was packed [17:06] with people tested and [17:07] testifying against Flock on [17:08] MARCH. 11th for members of the [17:10] Common Council sent a letter [17:11] to the ftc with urgent concerns [17:12] regarding Flock. Another [17:14] surveillance second, Milwaukee [17:16] in JULY when criminal charges [17:17] were filed against mpd, [17:17] internal affairs detective [17:20] tried to Chapman for allegedly [17:21] using flock to track to [17:22] people's locations. The mayor [17:23] said he still supports the use [17:24] of flock and quote, we should [17:25] embrace technology and policing [17:28] when it's done the right way. [17:30] In Wisconsin since DECEMBER. [17:32] Appleton, Ashland, should tech [17:34] Dane County Fitchburg Grand [17:36] Chute, Kenosha, Kaukauna, uw [17:37] Madison Police. Mcfarland [17:39] Marinette nationally Scott [17:41] Sheboygan, Stout and student [17:44] Sturgeon Bay Verona and Racine [17:45] have either canceled or not. [17:46] Renewed flock contracts begged [17:47] cameras are taking steps [17:49] towards canceling a contract [17:51] news that broke when we were [17:52] just waiting in the hallway [17:53] about why Sheboygan abruptly [17:54] bagged their cameras and are [17:56] working to cancel the contract [17:57] earlier this summer, a flock [17:59] sales rep reached out to [18:01] Sheboygan. Is engineering [18:03] department offering to sell the [18:04] city 5 years worth of data on [18:05] traffic speeds and movements [18:09] captured by these flock cameras [18:10] in the city of Sheboygan, which [18:11] was news to Sheboygan. The [18:15] flock was even collecting any [18:16] of that data for years on [18:17] AUGUST. 25th 12 of the 15 [18:17] members of the Milwaukee Common [18:18] Council sent a letter to mpd [18:21] and the Fpc about flock with [18:24] a request for data. And there's [18:25] some very specific reforms on [18:26] AUGUST. 28th Texas Governor [18:27] Greg Abbott announced he was [18:29] blocking state agencies from [18:31] spending money on flock cameras [18:32] on AUGUST 31st. Florida [18:33] Governor Ron DeSantis ordered [18:37] the state dot to revoke alpr [18:38] permits on [18:39] state roads then on AUGUST [18:40] 31st. Mayor Johnson issued a [18:42] press release about changes [18:45] and how mpd uses flock. Nothing [18:47] codified and stop. It's Common [18:47] Council Finance Chair Dimitri [18:48] much told urban Milwaukee she [18:51] doesn't, quote, legislate by a [18:52] letter. [18:53] Chief Norman told the press [18:55] that he still a little confused [18:56] about why I said mpd needs to [18:56] get a warrant supported by [19:00] probable cause for Al pr use, [19:00] end quote, How a warrant would [19:03] address a real-time situation. [19:04] The vehicle's movements [19:04] learning in regard to that this [19:08] is all a public space end [19:10] quote. I'm a little Chief [19:12] Norman, thanks from a 4th [19:13] Amendment perspective. The mp's [19:13] dragnet collection of likely [19:16] millions of images of vehicles [19:18] and plates of people driving to [19:18] work to church, to protests, to [19:19] events, to medical [19:23] appointments, to union meetings [19:24] in this city, their store by a [19:25] multi-billion dollar company. [19:26] For ai ai powered searches and [19:27] predictive analytics. It's no [19:28] different than an officer [19:31] standing on the corner, writing [19:31] down plate numbers. The Fpc, [19:33] the Common Council, the mayor [19:36] and mpd. Please get rid of this [19:39] dangerous contract and also [19:39] begging you for very basic [19:41] transparency and democracy in [19:41] the policymaking process [19:44] surrounding all surveillance [19:45] tech acquisition, a commitment [19:46] that ultimately ensures our [19:47] community's future remains [19:50] rooted in the consent of the [19:53] governed. Thank you. [20:04] The Poli in Jones. [20:26] It probably wonder how got this [20:27] picture right? I found a [20:30] citizens complaint and this is [20:33] what happened. In Waukesha [20:35] County. I'm just going to read [20:42] some of my. Documents from my [20:43] This is from Lieutenant Ken [20:43] Krause. He took Captain Panas [20:46] and the tenant Corey Farrell. [20:52] County Sheriff? [20:55] So I was I was put over in a [20:56] private parking lot. Start with [20:56] that advise him that the [20:59] parking lot was public property [21:00] that a tie. I advised him that [21:01] the parking that was not public [21:02] property that is privately [21:07] owned and up with open for [21:08] public use. I'm just going to [21:11] skip some part 2 to about 5 [21:19] Deputy Shayhorn was advised [21:20] that he did not have a lawful [21:21] traffic stopped us. The suspect [21:22] cannot be compelled to provide [21:24] his identification and it was [21:24] not a consensual encounter [21:27] since he activated his [21:32] emergency lights. [21:33] And that's crazy. Because then [21:38] on JUNE, 11th get something [21:39] from the captain saying my [21:40] allegation, you allege to a [21:41] traffic stop was conducted [21:42] without causing arrested [21:43] without probable cause and it [21:45] was unfounded. I'm not going to [21:49] be more of that. This is [21:51] This comes from the Waukesha [21:56] County Sheriff's. These are [21:58] flock records. I did a citizens [21:58] complaint and I met with being [22:02] tracked on flock, hundreds and [22:03] hundreds of times. [22:05] The deputy involved at my [22:07] lawsuit is about is the one who [22:08] is conducting a lot of these [22:09] searches, the lieutenant, his [22:12] lieutenant is the one who told [22:19] him to do it. [22:21] 179 times on JUNE 10th I was [22:24] arrested. MAY 4th released with [22:27] no charges. [22:38] And only had temporary license [22:39] plates at the time too on MAY [22:39] 4th, I'm just going to go to [22:42] one of the last pages here. [22:49] JUNE 10th. [22:52] My license plate on my 2020 bmw [22:55] is bb 8.24 0, 9, [22:55] JUNE 10. The research is JUNE [22:59] 10th researches JUNE 10th, the [23:00] 179 searches. [23:04] JUNE 10th, another 179 [23:07] searches. [23:09] And you guys just think that [23:13] you guys are just like letting [23:15] people do this and it happened [23:18] in Waukesha County. It happened [23:20] here. We see it. [23:22] You've got people in court are [23:23] ready for it. And you guys [23:26] still want to have this stuff. [23:29] It's not going to happen to [23:29] Look where the f# [23:29] # [23:29] # [23:32] your son. [23:39] I happen to him because [23:43] he's black. That's the only [23:46] Thank you. [23:53] I can record a traffic stop [23:55] my own hometown in Sussex. [23:56] I can't file a citizens [23:57] complaint and think that the [24:01] process is going to go smoothly [24:01] because there's lieutenant [24:02] given orders to a patrol [24:05] officer to investigate himself. [24:10] Is that happening here? In [24:13] Milwaukee? Is it happening? [24:16] I know you guys are going to [24:19] say anything. [24:25] How much time to have left his [24:26] 90 or 50 seconds left. [24:30] This is my jail wrist band [24:32] right here. [24:33] It was a record. A f# [24:33] # [24:33] # [24:33] # [24:33] # [24:33] # [24:39] video on my phone. And this is [24:40] what happens. [24:42] At least you guys, you guys [24:47] have dash cams. All right. [24:54] Back to blow into happens to [24:55] you. Jay, back the bullet to [24:57] the happens to you. Kristie, [24:58] back. The blue into happens to [24:59] Merriam back. The blue into [25:00] happens to you, Leon. Back the [25:01] blue until it happens to you. [25:02] Christopher, back the blue [25:04] until it happens to you, Jeff. [25:13] We just sitting there smirking [25:16] like this. It's funny. No, it's [25:16] not funny. I know it's not [25:17] young. Got a f# [25:17] # [25:17] # [25:17] # [25:17] # [25:17] # [25:17] deal with [25:20] the mental health issues that I [25:23] have. Okay. You're out of order [25:26] and you're out time. Yeah. [25:47] Rachel. Ida buff. [25:53] Good evening. Good evening, [25:55] everybody. I'm resigned. [25:55] Been a history professor and [25:56] I'll be brief and I know [25:58] there's 2 things to actually [26:01] go together. This is a one of [26:03] the oldest oversight [26:05] commissions in the country, [26:06] which is a noble and proud [26:09] tradition because it says that [26:10] we think the police need [26:11] watching, but we think we [26:13] should not let the police act [26:15] without having citizen input [26:19] that having citizen oversight. [26:19] That's really important. [26:21] The notion of public safety [26:23] with which you are charged is [26:26] transforming radically. We're [26:28] at an inflection point where [26:31] technology like flock, an ai [26:33] threatens all of our basic [26:34] liberties. People have been [26:35] much more specific about the [26:36] 4th Amendment and the various [26:38] amendments that stakes and I'm [26:41] going to be right now. But you [26:44] must take seriously the notion [26:47] that we need to be tech [26:47] protected from the safety [26:50] technology is not by the safety [26:54] technology. [26:55] They pose the [26:57] greatest threat to what we what [26:59] we think of as our freedom in [27:00] this country to First Amendment [27:01] second. That's 4th Amendment. [27:03] All the things that protect us [27:05] 10th amendment are being in [27:06] for infringed upon and the [27:07] woman he used the phrase just [27:10] hope in. I think all the time [27:14] now about the weird horrible [27:17] trifecta of ai flock and [27:18] policing and incarceration of [27:21] our neighbors and and and [27:22] colleagues and friends and I [27:25] thank you to intervene in this [27:28] deadly system. [27:46] Started, I want to make a stay [27:48] That's coming after me. [27:55] Dollars. 15 minutes late start. [27:58] 5 minute, but this is costly. [28:05] Sure how they are, right. [28:09] Tell you all what we want to [28:10] hear. So I want to just put [28:11] that out there. This is not [28:12] democracy. This is a damp [28:15] control situations and it [28:18] shouldn't be. [28:26] Regarding the flock automated [28:26] license plate readers, [28:29] constitutional rights, public [28:32] safety in public trust. Good [28:34] evening. My name is the mice's [28:35] and I am here as a member of [28:39] the public to to consider a [28:41] fundamental question. What does [28:43] public safety mean if the [28:44] methods used to achieve? [28:45] It undermines the right [28:46] dignity, privacy and trust of [28:50] the very people. Governor man [28:51] is supposed to protect. I'm [28:51] asking the fire and police [28:55] commission to and the use of [28:58] fox Safety and other automated [28:58] license plate readers [28:59] surveillance systems in [29:00] Milwaukee. This is not an [29:01] argument against public safety. [29:02] It is an argument for public [29:06] safety that remain accountable [29:08] to the public. Milwaukee has [29:08] already experienced serious [29:10] concerns regarding the use and [29:12] potential misuse of flock [29:13] technology. In MARCH, members [29:16] of the Common Council warned [29:19] the Fpc that an officer alleged [29:20] misuse of the technology for [29:21] stalking system, systemic [29:24] oversight problem, not merely [29:25] an isolated failure. They [29:28] specifically raised concerns [29:29] about tracking movement [29:31] patterns, sensitive location, [29:33] information, inadequate or [29:34] editing and the potential [29:35] impact on survivors of the best [29:35] domestic violence, journalist, [29:37] advocates or ordinary [29:41] residents. Daschle make a stop [29:43] and think if a technology can [29:43] create a searchable record [29:46] where people travel, who they [29:47] associate with, where they [29:47] worship, where they seek [29:49] medical care, where they work, [29:50] where they protest, where they [29:52] organize and where they spend [29:53] their private lives. Then we [29:55] are no longer talking about an [29:56] ordinary camera. We are talking [29:57] about a system capable of [30:00] creating a digital map of human [30:02] movement. [30:04] And once that information is [30:06] the question is not simply [30:09] can't it help solve crimes? [30:11] The question must also be who [30:13] conservative, who can share it? [30:15] How long does it exist? Who has [30:18] what happens when the system [30:19] is wrong? Artificial [30:21] intelligence cannot replace [30:23] human intelligence. We are [30:24] entering an era where [30:27] artificial intelligence is [30:27] increasingly being used to [30:28] interpret human activity. [30:30] But artificial intelligence [30:30] does not possess human [30:34] conscious. It does not possess [30:35] natural wisdom. It does not [30:37] understand human dignity. [30:38] It does not understand the [30:40] circumstances of a person's [30:40] life and it cannot [30:44] independently determine what is [30:45] morally just technology can [30:47] identify a vehicle. It cannot [30:49] determine a person's character. [30:50] Technology can identify a [30:52] pattern. It cannot determine [30:54] whether that pattern is [30:55] innocent. Technology can [30:56] generate an alert. It cannot [30:58] carry the more responsibility [30:59] for what happens after that [31:00] alert. That responsibility [31:04] belongs to human beings and [31:06] government power. We should [31:07] never allow technology [31:09] capability to become the [31:10] justification for government [31:12] authority. The fact that [31:13] government can collect [31:13] information does not [31:18] automatically mean government [31:19] Safety must include the [31:21] flock an assist law enforcement [31:22] in locating stolen vehicles, [31:26] missing people as suspects and [31:26] serious crimes. Even Mayor [31:27] Johnson has point is the second [31:31] says and wished the technology [31:33] has assist investigations but [31:35] cannot be the only measurement. [31:38] A government program must also [31:41] be evaluated by necessity. [31:42] Proportionality, accuracy, [31:42] accountability, transparency, [31:44] constitutional compatibility [31:46] and its effect on innocent [31:47] people. We cannot create a [31:48] system where everyone because [31:49] part of a permanent [31:52] surveillance infrastructure [31:53] simply because some people [31:54] commit crimes, the nsa should [31:55] not have to surrender their [31:57] privacy as the price of living [32:02] in a supposedly free society. [32:02] Right? Should not depend upon [32:03] government convenience. Our at [32:05] tradition recognizes [32:07] protections against [32:07] unreasonable government [32:08] searches and seizures. The 4th [32:09] Amendment is not a [32:12] technological document. It is [32:14] a principle it exists because [32:16] government power must have [32:17] boundaries. And Wisconsin's [32:17] all constitution the clear that [32:20] people have the right to be [32:21] secure in their persons. [32:22] Houses had papers and effects [32:25] against unreasonable searches [32:26] and seizures as technology [32:27] changes the principle [32:30] protecting human being should [32:30] not become weaker. If anything, [32:32] increasingly powerful [32:35] technology requires a stronger, [32:36] stronger, say bars. All right. [32:37] Should not disappear simply [32:39] because surveillance technology [32:44] has become more sophisticated [32:44] natural law and common law [32:46] principles. I also ask this [32:47] commission to consider [32:50] something beyond statutes and [32:51] policies. What is right before [32:53] there databases, artificial [32:54] intelligence, algorithms [32:58] contracts and surveillance pro [32:58] you are a time. So if you could [33:01] briefly conclude that formed [33:04] human beings exist, it human [33:04] dignity, existing privacy, [33:05] existing the right to move [33:08] their one community without [33:09] being treated as a perpetual [33:10] suspect existing the moral [33:11] principle that government [33:14] exists to serve the people not [33:15] to make the people subject of a [33:15] limited governmental [33:16] observation. Existing law [33:17] should be an instrument of [33:19] justice. Technology should be [33:24] an instrument of human where [33:25] fair, neither should become in [33:26] issue that cannot be measure [33:29] simply by Costa to stick. [33:29] Trust where residents believe [33:31] that their movements can be [33:31] tracked and search without [33:34] their knowledge confidence in [33:35] government. This creases when [33:36] residents here about his views, [33:37] they were easily acts. Whether [33:40] safeguards are actually working [33:41] when government respond by [33:43] saying we have policies. [33:45] The next question should be who [33:46] independently verify those [33:47] policies are being followed. [33:49] Milwaukee officials, their [33:50] sales have recognized this [33:52] problem. The Common Council [34:05] has requested an additional [34:10] say [34:14] everyone. It's not about what [34:17] about trying to dominate things [34:20] Milwaukee official themself out [34:21] recognizes problem. The comic [34:25] con water crested additional [34:27] reporting. Concern, searches [34:27] that a Sharon audit, flags of [34:28] runners alert, a policy [34:31] violation user access to all [34:32] sites. The access that tells us [34:33] something important. The [34:34] safeguards are not being [34:37] developed and if the safeguards [34:38] are still being developed, [34:39] perhaps the civilian system [34:39] should not continue operating, [34:42] though. The question have [34:42] already been [34:45] Meryl restrictions are not the [34:47] same as public Cox in consent. [34:49] I recognize that the mayor [34:50] doesn't have not propose [34:51] significant restrictions on [34:53] flock use, including limiting [34:55] access, limited permissible, [34:55] uses, create a public dash. [34:56] We're restricting access to [34:59] Milwaukee's that and establish [34:59] an independent audit. [35:01] Appreciate the movement toward [35:02] greater com belief. But my [35:03] concern is larger than the [35:03] restrictions. The question is [35:04] whether Milwaukee should [35:07] maintain a civilian [35:10] infrastructure at all and [35:11] before entering another [35:11] contract are continuing as the [35:12] front Savannah's program that [35:14] people should have meaningful [35:15] participation in that decision. [35:17] A private company should not [35:18] determine about is a public [35:19] surveillance. A police [35:20] department should not be the [35:23] only institution that term and [35:24] surveillance and government [35:27] should not act the public to [35:30] trust a system simply because [35:32] government promises oversee [35:33] self trust requires [35:34] verification. Cancel the [35:36] contract, then have the public [35:37] conference. A conversation. [35:38] The city already has a [35:39] documented history of debate [35:41] over to flock contract. And [35:41] this renew the contract. [35:42] The current contract is [35:45] therefore an opportunity to [35:46] establish a new principal [35:46] public safety technology should [35:49] require public accountability [35:51] before public deployment. [35:53] I'm asking the fire Chief Fire [35:54] Police commission and more can [35:57] come a costly and the CDs flock [35:59] safety contract and discontinue [36:01] fought alpr surveillance, [36:01] reject the assumption that [36:02] replace and wants a vote on [36:03] policy with what with the [36:06] letter automatically solve the [36:07] underlying problem, evaluate [36:08] automatic license plate reader [36:09] technology, not merely flock, [36:10] required meaningful community [36:12] participates before any future [36:14] surveillance technology is [36:15] adopted, require independent, [36:19] not near the internal oversight [36:21] of any surveillance technology [36:22] require transparency regarding [36:28] access. Sharon searches air [36:29] Stop was a foreseeable [36:30] consequence were on authorized [36:31] the roads or misuse protect [36:33] vulnerable populations, [36:34] including survivors of domestic [36:35] violence activists, Donovan [36:36] journalist imprisoned people [36:39] exercise their constitutional [36:40] rights require a demonstration [36:42] that the technologies necessary [36:43] and proportionate before [36:43] government collect information [36:46] about people who are not [36:47] suspected of rep [36:49] wrong door. Prioritize human [36:50] intelligence community [36:52] relationship restored to [36:54] approaches and traditional [36:54] investigative methods over [36:57] indiscriminate technological [36:59] collection. Whenever those [36:59] methods can accomplish the [37:01] legitimate public safety [37:02] objective. The question before [37:04] us, ultimately, this is not [37:06] about whether Flock is a good [37:08] company, is not even primary [37:09] about whether flock cameras [37:11] sometimes help Ollie's. The [37:13] question is what kind of [37:13] society are we building are [37:14] rebuild the community for [37:16] government work with the [37:18] people. Where are we build a [37:18] few minutes where the people [37:19] most commonly prove that they [37:20] are innocent while government [37:23] continuously collects [37:24] information about them. Are we [37:25] using artificial intelligence [37:27] to enhance human judgment or [37:29] are we gradually allow [37:30] technology replace? Just me. [37:33] Are we creating safety through [37:34] traffic or recreate complies? [37:35] Do surveillance? I believe [37:36] Milwaukee can do better. [37:37] We can create a model public [37:39] safety and uses intelligence [37:42] without sacrificing with them. [37:44] Technology without sacrificing [37:44] humanity. Accountability [37:46] without sacrificing security. [37:48] Without sacrificing being the [37:51] tea public safety and human [37:53] rights should not be enemies. [37:54] They should be partners. [37:55] And of technology cannot upper [37:56] operate without plays. A [37:59] fundamental rights and public [38:00] there perhaps the most [38:03] intelligent use of technology [38:05] respectfully ask the fire and [38:06] police commission to listen to [38:07] the people and flocks of rose [38:08] in Milwaukee and help us. [38:11] That was a standard where human [38:12] dignity, not technological [38:12] capability of the highs measure [38:15] of public safety. And we thank [38:18] you. [38:44] Director how much time was [38:46] and 30 seconds. Art? I did stop [38:48] the clock, but it was well over [38:53] 10 minutes at 9.15, minutes. [38:54] Know you can see juror time [39:01] over. It was 10 minutes. [39:04] I'm speaking okay. I've got [39:06] the mic. [39:09] If we started out this meeting [39:11] saying it to get 5 minutes, if [39:12] you want to see juror time [39:15] over, Robert's rules allows you [39:18] to do that. [39:19] But we need to track that. [39:29] So a number of you said, hey, [39:34] incident. Okay. So that we want [39:37] but in order for us. To have [39:38] respect for one another. [39:39] In in this. This is not [39:41] necessarily a dialogue that [39:43] we're having. You come hearing, [39:46] you speak your mind. Maybe we [39:48] should have a different form [39:50] format so that we could have a [39:52] dialogue. But this is not this [39:55] is not a dialogue. I'm sorry. [40:00] So you get 5, you get excuse [40:04] we you know what we can talk [40:07] about how to accommodate a [40:11] okay, but okay. But I'm just [40:15] telling you in order for us to [40:16] We have to adhere. To the rules [40:19] that we've established year. [40:25] That's all. That's all we're [40:26] saying. So be respectful. [40:27] We try to be respectful of you. [40:31] Be respectful of us. Thank you. [40:38] And you can talk to me [40:41] afterwards. If you'd like. [40:42] The commissioners are trying to [40:44] be respectful and give [40:46] everybody an opportunity to [40:48] speak. That's part of the [40:49] reason why individual Time's [40:52] Limited to 5 minutes. I would [40:53] ask that people be respectful [40:56] of not. That does allow [40:59] everybody to have a voice. [41:00] Many people as possible and [41:04] individual opinions, which is [41:10] also very important. [41:12] People will know. I think that [41:13] this doesn't need to be said [41:15] because we just had an example [41:18] of someone flouting the rules. [41:20] That does not is not conducive [41:21] everybody has an opportunity to [41:24] speak, which is what we [41:25] ultimately want. [41:32] The next individuals. Angela [41:38] That last beautiful, amazing [41:38] speech. But I will keep it [41:39] brief because there's a lot [41:41] more billion people in this [41:41] room. Money and we all have [41:45] heard the same things time and [41:45] time again. So first, I want to [41:47] say thank you, commissioners. [41:48] I know you understand and sense [41:50] the thickness and the [41:51] frustration and the air and I [41:53] hope you understand it as a [41:54] reflection of the passion in [41:54] this community and how we feel [41:58] about keeping our community [41:59] safe. Honestly, I was driving [42:04] here and yet again, I'm tired. [42:05] I'm tired of being here. [42:05] I'm tired of being it is not [42:06] the first time I sat in front [42:07] of you all to talk about [42:12] surveillance, whether it's fr [42:14] t. Flock cameras. Police [42:15] chases. It's not the first time [42:17] I got it. Thanks to a mother's [42:21] the night. I'm tired, but I'm [42:22] encouraged. By this crowd. [42:25] I'm encouraged by the overflow [42:30] room. [42:31] Our concerns are valid. [42:31] And I think sometimes it [42:33] doesn't feel that they actually [42:37] are giving comments from the [42:39] police chief. [42:42] Just this morning, many of us [42:43] became aware of how flock [42:44] cameras have top cops, how to [42:47] surveil things like no Kings [42:50] protest. [42:53] Small parades 4th of JULY. [42:54] Fireworks even bike races. [42:56] Pretty sure folks have said [42:57] that these are supposed to [42:59] catch violent criminals and [43:00] missing kids. Why the f# [43:00] # [43:00] # [43:04] are [43:04] we surveilling bike rides. [43:07] Why are we surveilling? No [43:10] Kings. Protesters. Curious [43:12] rhetorical question. Cancel the [43:15] contract immediately. Point [43:16] blank period. You know what? [43:17] I'll even give you a bone. [43:17] It's okay to say we tried [43:18] something in a didn't work. [43:20] We heard from the community [43:23] were pulling back. I would [43:24] respect that more. Then the [43:24] b# [43:24] # [43:24] # [43:24] # [43:24] # [43:24] # [43:25] # [43:25] coming out, the [43:28] mayor's office and out to norm [43:29] is about. The latest. Try to be [43:31] like, Oh, we're gonna we're [43:32] gonna have parameters. We [43:33] listen to the community and let [43:35] me let me give you an exact [43:36] quote that I looked up from [43:39] Chief Norman quo. I hope that [43:39] our community is being [43:41] appreciative that we are [43:43] listening in leading into this [43:44] moment and that they see this [43:47] as a thoughtful action on the [43:50] part of mpd. [43:52] It's not is dangerous is [43:52] disingenuous. It's [43:55] disrespectful and it's [43:58] offensive. [44:02] It is offensive to the [44:03] intelligence of the Milwaukee [44:04] community to think that there [44:05] could be these backdoor deals. [44:09] And, you know, we're just going [44:09] to add parameters. Knowing d# [44:09] # [44:10] # [44:13] well, you are using this for [44:14] d# [44:14] # [44:14] # [44:14] well, police. [44:15] Former police officers have [44:16] been caught using this [44:18] technology for personal reasons [44:21] to surveil women. And their [44:24] partners. That is violence. [44:28] Name of public safety when you [44:30] are abusing and weaponizing [44:32] the technology in a way to be [44:34] violent but saying it will stop [44:35] violence, make it make the fox [44:35] and I'm sorry, I'm tired. [44:38] You're going hear some colorful [44:42] language tonight. [44:44] The police chief said we're [44:44] listening and we're leading in. [44:45] We hope that they understand [44:49] the community understand that [44:50] we're trying. If you're truly [44:56] listening, you cancel this [44:59] Not even just tonight. [45:02] Police chief and the mayor were [45:06] listening. Have a town hall. [45:07] I challenge you all 2 and I [45:08] love this is a one-way [45:09] conversation. I can say [45:10] whatever I want, y'all got to [45:10] take it. And sometimes I like [45:12] that. But I want to hear got [45:16] to say. Let's have a dialogue. [45:17] So I challenge his body. [45:17] To have a dialogue. So when the [45:18] police chief says all were [45:24] listening to the community. [45:26] If you want an ally. [45:28] Is he engaging? He comes to [45:29] the bloc office did come to [45:31] the Turner that come to the [45:32] aclu and all the many groups [45:32] that are represented here and [45:33] say, hey, I want to be a [45:34] community, a relationship with [45:36] you all. I want to figure this [45:40] out together. [45:41] Even called him either, ok, [45:43] challenges body because there's [45:44] not enough time in the world on [45:47] a Thursday night to talk about [45:50] this post. It. But here we are [45:50] time and time again. And I ask [45:53] you one, cancel a contract [45:56] point blank period. [45:56] And 2, if you want further [45:57] discussions, I challenge you [45:59] all to meet us in the community [46:01] on the north side of Milwaukee, [46:02] in the black community, on the [46:03] south side, on the Latino [46:05] community and have these [46:06] conversations because [46:08] respectfully, y'all get to sit [46:09] behind these desks and you get [46:14] to go home at the end of the [46:15] And yet we're here organizing, [46:16] strategize and into the wee [46:16] hours having these [46:19] conversations. I want to hear [46:20] from you all. [46:23] Just have to sit here and take [46:24] whatever we say. [46:25] I want to hear what you ought [46:26] to say. So cancel a contract [46:28] and I'll be looking for email [46:28] to schedule the next actual [46:29] town hall. I can hear from you [46:32] all and where you all stand. [46:51] Dorky. [46:59] Good evening. Good evening. [47:02] Commissioners. [47:03] So my name is Nicholas second. [47:05] Mascaras ration cordinator at [47:06] the Milwaukee Turner's. I would [47:10] like to start by Sam regulating [47:10] flock will not work. We've seen [47:11] officers across the country [47:13] with walk, get arrested from [47:13] issues in this technology. [47:16] So even the threat of arrest [47:17] isn't working. [47:20] Now we have a 3rd officer in [47:21] Milwaukee under investigation [47:22] who reported that no outside [47:23] agencies will have access to [47:25] fly under the mayor's plan. [47:29] In other words, outside [47:30] organizations previously had [47:32] access to Milwaukee, 5, beta [47:34] up. And so the mayor did the [47:36] overhaul. And this is after [47:38] and pd added regulations. [47:38] How do we know whether the [47:40] share data made it to the [47:44] federal government? Who was a [47:45] share with it? Fusion controls, [47:46] access to flock cameras and [47:47] a fusion center is literally an [47:49] agreement based on data sharing [47:51] with the federal government. [47:51] How can we ever know or monitor [47:55] they share data with them in [47:56] their back door meetings, the [47:57] High Intensity Drug Task Force [47:58] Agency also has a data sharing [48:00] agreement with the federal [48:01] government. If we can't trust [48:03] the police not to stock their [48:03] go, France under the threat [48:06] of a rest, how can we trust [48:07] them to protect our data? [48:08] The mayor did not report [48:09] consulting with the community [48:11] at all. Only law enforcement. [48:12] I don't understand why law [48:13] enforcement takes precedent [48:14] over the people where law [48:17] enforcement is supposed to [48:18] serve the people and the where [48:20] serve seems to be in name only. [48:21] So what is the true objective [48:23] of policing in the majority [48:25] non-white cd like Milwaukee? [48:27] Is it just control of the [48:29] people who leads have deemed [48:30] undesirable? The black [48:31] community have suffer under [48:33] police Slate catches and [48:34] everything but a positive force [48:36] in our communities as well as [48:38] Latino community suffering [48:38] under a similar function [48:39] because immigration enforcement [48:40] in this lake catching system [48:43] have some striking parallels. [48:45] Both communities fear speaking [48:46] out against police because of [48:48] historical injustices and fear [48:50] retaliation. Do these cameras [48:51] help these communities feel [48:52] safe, speaking out against [48:53] injustice or do they further [48:55] suppress their freedom of [48:56] expression? We know it's the [48:57] latter. As a matter of fact [49:00] and nothing much to my brother [49:02] over here. [49:04] Nonwhite military veteran in [49:05] Sussex was tracked by Flock [49:07] cameras after following a [49:07] lawsuit against the sheriff's [49:09] department for arresting him [49:10] for exercising his First [49:11] Amendment right. Law [49:13] enforcement is using flock to [49:14] actively retaliate against [49:15] citizens for expressing their [49:19] First Amendment rights and not [49:19] even serving this country. [49:21] Has the United States armed [49:22] forces veteran can save you [49:25] from over police and the police [49:26] claim to want to improve [49:28] community police relations. [49:29] But they are dead set on spying [49:30] on Milwaukee residents and then [49:30] ignoring the community when [49:33] they express that they value [49:35] their right to privacy. This [49:36] directly contradicts the stated [49:37] aim, considered the [49:38] psychological effects of mass [49:40] surveillance with flock as a [49:41] major tool in the Arsenal. [49:44] Studies show that mass [49:47] surveillance causes heightened [49:48] anxiety, self-censorship loss [49:49] of control, hypervigilance [49:52] paranoia. Mass surveillance can [49:54] also exacerbate existing mental [49:55] health issues. That being said [49:57] policy needs to be data driven [49:59] and data certainly shows that [50:00] flock cameras are bad. Fox [50:01] Society, some asking the fire [50:03] and police commission to work [50:04] with the Common Council and the [50:06] mayor to end the contract with [50:07] Flock is not using all of their [50:08] automated license plate, [50:10] reading technology outside of [50:10] Flock. Thank you for listen. [50:13] I know that you cannot respond [50:16] at this time. [50:30] Samuel Myers. [50:52] Mary j Kenneth. So that Ariel [50:55] Winter. [51:08] Commissioners, my name is Ariel [51:09] Winter. I live in the fox 4th [51:10] Aldermanic District. I worked [51:12] for the aclu and like many here [51:14] tonight. I am here once again [51:16] to express my concern with the [51:17] current mpd fox contract and [51:20] any future contract for Ale are [51:21] p technology. [51:23] Here's a list of all the misuse [51:25] of flock Quitman across the [51:27] state of Wisconsin and no [51:28] particular order. I-94 was shut [51:31] down. And Amber new well was [51:33] pulled over at gunpoint with [51:34] their daughter in the car [51:35] because Milwaukee police failed [51:36] to remove a wanted vehicle [51:39] alert from the system after it [51:41] already been investigated. [51:42] She has since lost 2 jobs from [51:42] this incident and her and her [51:45] daughter have been left [51:46] traumatized. [51:47] In Milwaukee. 2 separate [51:49] officers have been accused of [51:52] misusing technology in order to [51:53] break the law in JULY. Criminal [51:56] charges were filed against a [51:57] mpd internal affairs Detective [51:58] Chapman who allegedly used [52:00] blocks a lower p technology [52:01] system to track to individuals, [52:04] locations, a total of 20 times [52:05] over the course of one year [52:05] arrange a slate. This internal [52:09] affairs detective was entrusted [52:12] with investigating. Another [52:13] officer was Allah for using [52:16] flock to stock a romantic [52:16] partner and his ex nearly 200 [52:17] times. And now a 3rd invest [52:20] officers being investigated. [52:23] And then Sean officer gets jail [52:25] probation for misusing flock [52:27] camera system. According to a [52:28] Washington Post, Mensch Officer [52:29] Christian Morales use flock to [52:30] check whether his then [52:31] girlfriend had gone to a clinic [52:33] to seek the potential [52:34] termination of pregnancy. [52:36] According to an affidavit from [52:37] an investigating officer with [52:38] another police department [52:41] seeking to subpoena flock for [52:44] records requests and Waukesha, [52:45] U.S. Navy veteran Napoleon [52:46] Jones who is here tonight was [52:47] searched a fog over 100 times [52:50] after he lawfully recorded a [52:51] traffic stop. He served his [52:51] country and now he is being [52:54] surveilled in his own country. [52:58] Destruct, disrespectful and [53:00] disgusting. [53:02] Kenosha, a former Kenosha [53:03] County deputy faces 2 felony [53:04] counts after prosecutors said [53:04] he misused truck network to [53:07] track his then girlfriend while [53:08] off duty. Greenfield. This is [53:09] not related flex specifically, [53:13] but another camera surveillance [53:14] just is why we should not [53:14] except any b# [53:14] # [53:14] # [53:15] # [53:15] # [53:17] whether its [53:19] flock axon, any of them. [53:21] Johnson, the chief of the [53:23] Greenfield Police Department is [53:26] facing felony misconduct in [53:27] office for charges while in [53:28] starting a installing a [53:29] department on pole camera on [53:32] his property during a divorce. [53:35] Case, anyone's been counting. [53:35] That has been 7 ce 7 instances [53:36] of misuse and that is 7 [53:39] instances that we only know [53:42] what's and Wisconsin census [53:46] to summer. Appleton, Ashlynn [53:50] Fitchburg Grand Chute. Kenosha [53:51] Con a uw-Madison please. [53:53] Mcfarland marionette man [53:55] Sheboygan Stone and Surgeon Bay [53:58] Verona and Racine have taken [53:58] steps. Iran did. Their flock [53:59] contracts should also know a [54:01] lot of these. I feel like have [54:02] also signed the contract after [54:04] Milwaukee pd initially signed. [54:05] There's and have canceled [54:06] theirs. And the time that we [54:08] have been fighting to cancel [54:11] parts. [54:16] James Lewis, Milwaukee pd is [54:17] risk manager admitted that they [54:19] did not have the necessary [54:20] guardrails in place after 2 [54:21] Milwaukee police officers were [54:23] charged with misuse of [54:24] technology. And now mpd has put [54:25] a considerable amount of time [54:26] and resources into developing [54:30] a new audit process to identify [54:31] and says of Waukee a officers [54:32] using flock for inappropriate [54:33] reasons like stalking romantic [54:34] partners. I can appreciate the [54:37] steps being taken now. But if [54:37] you asked me a 25 year-old [54:41] woman, if I was surprised this [54:44] happened, I would tell you this [54:45] was bound to happen. What? [54:47] But those scenarios are also [54:48] not the totality of the danger [54:49] posed by flock that need to [54:52] be audited. What is the process [54:53] for auditing out of date or run [54:55] us information like the case of [54:57] Amber Newell who and I cannot [54:58] say this enough was put in a [55:00] dangerous situation at gunpoint [55:01] with her daughter in the car [55:02] because of a lack of data [55:05] integrity within the Milwaukee [55:07] Police Department, Colorado [55:08] police officer was wrongly [55:10] accused of wrongly accused a [55:11] woman of theft based on a false [55:14] flock hit. An Arkansas woman or [55:14] child were held at gunpoint. [55:15] Sounds familiar lrp cameras [55:18] wrongly flick, their car [55:20] stolen. [55:22] On JULY 11, the Los Angeles [55:22] Police Department, the 3rd [55:24] largest police force in the [55:26] U.S. Allowed its contract with [55:26] flock to expire and the la pd [55:28] deactivated all their flock [55:29] cameras. The decision followed [55:31] an internal audit by lapd and [55:34] journalist Inspector general [55:36] which found that lapd and [55:37] investigated 161 car owners [55:37] whose vehicles were wrongly [55:41] identified as stolen by Flock. [55:44] A study close to 1500 flock [55:45] cameras report in Roseville, [55:46] California found that the [55:47] cameras failed to detect [55:50] license plate. 71 1% of the [55:52] time. [55:53] What we're trying to build with [55:54] this is additional safeguards. [55:55] Additional guardrails to show [55:56] accountability to the public [55:59] said James Lewis amputees risk [56:01] manager. [56:02] That framework already exists. [56:03] We've been telling you exist. [56:04] It's been caught. See, cops is [56:06] called community control over [56:07] police surveillance. In [56:09] addition to ending the standard [56:10] spot contract at the bare [56:11] minimum, a framework is needed [56:13] for Milwaukee residents and the [56:14] Common Council to have the [56:16] ability to approve an audit [56:18] existing or proposed [56:19] surveillance tools. That's the [56:20] accountability who are in a [56:22] sense have been asking for. [56:25] Thank you. Thank you. [56:36] Meghan Keyes. [56:48] Good evening. My name is Megan [56:49] and I've been a city of [56:53] Milwaukee resident for 15 years [56:55] and also pretty active in the [56:56] district 3, but the Aldermanic [56:59] district 3 has a neighborhood [57:00] leader and I try to attend all [57:01] the town Try to take the [57:03] minutes for the aldermen as [57:04] well. There's been so many [57:07] important comments given [57:08] tonight by the public. And I [57:09] think sometimes we all think [57:10] like our voice does not matter. [57:13] But I think the collective [57:14] voice of all of us together [57:15] does is important. And we [57:18] should all try to overcome our [57:19] own fears and anxieties of [57:21] speaking up. These are however [57:21] intimidating. It MAY feel [57:24] because it is important for all [57:25] of us to speak. [57:28] Automatic license plate readers [57:29] are being used to track our [57:30] movements, Spider Communities [57:31] and compile detailed databases [57:35] on everywhere. We travel and [57:36] our vehicles. I'm not an expert [57:39] on these things. And I've been [57:41] learning a lot more as we go. [57:44] But that data doesn't just stay [57:44] in one place. It's being shared [57:48] directly and indirectly with [57:50] other agencies. Whether or not [57:51] we're told it's not being [57:51] shared it. The infrastructure [57:55] is there for it to be shared [57:55] and we don't really have like [57:56] people have been saying the [57:57] guardrails to tell where and [58:01] what that information is being [58:02] used for. It's also been abused [58:05] and misused as we just heard [58:08] all of the examples. Also them [58:10] one of the biggest concerns for [58:11] me is that the mpd has been [58:16] quietly entering these no-bid [58:17] contracts as I believe, Amelia [58:19] was sharing more of the [58:20] intricacies of that, but [58:20] bypassing the Common Council's [58:23] approval and not having the [58:26] community give there their [58:28] input. Not to mention all of [58:28] the amount of money being spent [58:31] on all of these surveillance [58:33] technology contracts. I think [58:33] we hear a lot that the mpd is [58:36] frequently complaining of not [58:39] having enough money. I was [58:40] recently at [58:40] the East Side Public Safety [58:44] Town hall. I believe you were [58:45] there as well. I'm hearing a [58:47] lot about how more money for [58:48] hiring and things like that [58:50] and the millions of dollars [58:51] being spent on this that the [58:54] public does not want. I feel [58:55] like there's money there. [58:56] So the commission, this [58:57] commission and the Common [58:58] Council and the mayor have the [59:00] power to help protect us from [59:01] this extreme level of [59:07] surveillance in violation of [59:08] our rights. The asa aclu has [59:08] regulations recommended some [59:12] just going to read those as [59:14] I agree with them. So we need [59:17] the eu and the entire city to [59:19] create the strict regulations [59:19] of limiting data retention to [59:22] hours or days, not weeks or a [59:22] month or more. Obviously the [59:26] main goal would be to get rid [59:29] of this in general. But also [59:30] limiting data sharing by [59:30] sharing by prohibiting local [59:33] law enforcement from providing [59:37] access to any other government [59:38] entity limiting usage to felony [59:40] investigations, missing persons [59:41] cases identifying unregistered [59:42] uninsured vehicles and certain [59:46] limited not enforcement [59:47] scenarios. [59:48] That situation on the highway [59:51] with the woman. Brookfield is [59:53] just terrifying. And I know [59:54] people of color are fearful [59:58] all the time of being pulled [59:59] over. But that was just so [59:59] extreme. I think it all made us [1:00:03] feel something when we saw [1:00:04] that. And like they were saying [1:00:05] like you don't really think [1:00:09] of the after effects losing [1:00:11] your job. I actually was a [1:00:12] special ed teacher and a [1:00:13] vocational councilor Dai work [1:00:15] with people trying to return to [1:00:17] work after traumatic incidents [1:00:18] and there's more to it than [1:00:19] just like, oops, we made a [1:00:20] mistake. Sorry, like this is [1:00:24] actually people's lives that [1:00:25] we are impacting and then [1:00:26] requiring annual usage [1:00:29] reporting and placing limits on [1:00:32] the availability of these [1:00:33] surveillance technologies. [1:00:34] Again, I'm not an expert, but I [1:00:36] do think it's important for all [1:00:40] of us to continue putting the [1:00:42] pressure on the city for doing [1:00:43] what is right and not just [1:00:46] giving into these contracts and [1:00:46] spending all this money. [1:00:49] These cameras are collecting [1:00:49] sensitive data that could be [1:00:53] used to violate our It is [1:00:53] violating our rights. You the [1:00:55] mpd, the Common Council and the [1:00:57] mayor must act now to ban flock [1:00:59] and stop its use immediately. [1:01:01] And if you're not going to do [1:01:02] that, do that at least put [1:01:03] actual real protections in and [1:01:06] not just kind of fluff [1:01:10] statements. Thank you. [1:01:31] Good evening. My name is Marie [1:01:33] speaking on behalf of those [1:01:35] consummate some civic lines. [1:01:37] I'm here today to ask city of [1:01:38] Milwaukee. Officials tend the [1:01:39] city's contract with flock. [1:01:41] What flocking other automatic [1:01:41] license plate readers while the [1:01:44] reforms announced by the city [1:01:45] are step in the right [1:01:47] direction, pr companies like [1:01:48] flocks our communities and [1:01:50] violate the privacy of everyday [1:01:52] citizens. We haven't members. [1:01:53] We've seen members of the [1:01:53] police misuse this technology [1:01:57] by Stocking x's and romantic [1:01:58] partners. Flock cameras have [1:02:00] been used to track protesters [1:02:01] and terrorize immigrant [1:02:02] communities, automatic license [1:02:04] plate readers can track and [1:02:05] monitor every detail and [1:02:06] movements of a person's life [1:02:08] such as whether they are [1:02:08] attending a house of worship [1:02:09] where they buy groceries. [1:02:12] And if they are attending a [1:02:13] protest. [1:02:16] The use of flock cameras poses [1:02:16] serious risks to immigrant and [1:02:17] other marginalized communities [1:02:18] who historically been victims [1:02:21] of warrantless surveillance [1:02:21] justified in Islamophobia. [1:02:22] And the notion that particular [1:02:25] communities constitute a threat [1:02:26] more than others. [1:02:27] Law enforcement should not be [1:02:28] able to search for a location [1:02:30] information without first [1:02:32] obtaining a warrant. The usage [1:02:32] of flock cameras is [1:02:35] particularly concerning at this [1:02:35] moment in time were anti Muslim [1:02:38] rhetoric is at an all-time [1:02:39] high. [1:02:40] Putting the Muslim community at [1:02:41] an increased risk of misuse of [1:02:42] surveillance technology by any [1:02:46] bad actors in law enforcement. [1:02:47] Danczuk power that block [1:02:49] technology gives to the [1:02:49] government poses a serious [1:02:51] threat to our communities, [1:02:52] privacy and freedom of [1:02:53] movement. Please take action. [1:02:53] And the city of Milwaukee is [1:02:54] contract with flock and any [1:02:57] other alpr company. Thank you. [1:03:41] Of flock cameras are meant to [1:03:43] protect us. I think you're [1:03:44] equating surveillance with [1:03:45] protection. Not a single person [1:03:47] here. Feel safer. Being watched [1:03:48] every second. And I bet you [1:03:49] wouldn't feel safe there. [1:03:51] The flock cameras outside of [1:03:52] your house. We're training our [1:03:53] civil liberties, first-let's [1:03:55] safety and more intrusion into [1:03:55] our lives. We've already had [1:03:59] 2 abuses with flock flocked [1:04:00] by officers. The Sheboygan [1:04:01] mayor clues accuse Flock of [1:04:02] violating their contract and [1:04:04] abusing their own citizens. [1:04:06] It's Milwaukee waiting for a [1:04:07] violation. Before we end these [1:04:08] contracts. Are we waiting to we [1:04:10] mess up more and more and more [1:04:12] until we can enough anymore. [1:04:14] All you change that the [1:04:17] supervisors cannot violate our [1:04:18] privacy, not just any cup. [1:04:19] How much is the public supposed [1:04:20] to take before? It's too much. [1:04:23] We expect leaders in positions [1:04:24] of power to lead us. Do your [1:04:24] job to listen to the public, [1:04:27] get rid of these cameras [1:04:30] forever. [1:04:59] Need to be say so they don't [1:05:00] are okay with the fact they [1:05:04] don't k with the issue to all [1:05:06] I'm here. Just as a resident. [1:05:06] I have some written him off [1:05:09] all, but I was I they don't [1:05:09] already say it all day. So as [1:05:13] a resident of the city, I grew [1:05:14] up here, I raise my kids here [1:05:15] and I still live here. I [1:05:18] thought about leaving this city [1:05:21] all because of elected official [1:05:21] that my taxpayer dollars [1:05:22] constantly give us the [1:05:25] taxpayer. They behind the kids [1:05:26] and we got tired. Okay, y'all [1:05:29] cape his people off and indeed [1:05:31] they had [1:05:32] a response. The anger in his [1:05:38] Rome. This is right as justice. [1:05:38] That day, but they I know want [1:05:40] to have I'll have to pay taxes. [1:05:42] Job want to do. But that is [1:05:46] never going to come. You see [1:05:46] what I'm saying taxpayer [1:05:50] dollars pay every last one of [1:05:51] here. Y'all elected officials, [1:05:56] whether Yarmouk to or not the [1:05:56] mayor is now as for our boat [1:05:57] and all acts for our money and [1:06:00] all turn around and give a shot [1:06:02] behind case every time we [1:06:10] tailed all, we don't call [1:06:13] is getting shorter and shorter. [1:06:14] We got to work just like all [1:06:15] week, locking and not a fight [1:06:18] just like y'all. But when y'all [1:06:21] direct deposit hit, that's our [1:06:22] money. That page all much. [1:06:23] It can be sure. But guess what, [1:06:24] y'all never going to be short [1:06:27] because our taxpayers don't [1:06:28] pay doll. So y'all probably [1:06:29] I got to worry about if y'all [1:06:31] don't pay rent a bag, [1:06:32] groceries, a lot of us do. [1:06:36] We are here in the treaties [1:06:38] and every time we look up, [1:06:41] with bs on a platter with a [1:06:46] smile. [1:06:55] And then as budget season. [1:07:00] The cameras. So y'all took our [1:07:01] money. And y'all say we don't [1:07:02] do this, even though that the [1:07:02] people who pay for don't want [1:07:05] me. What's it? Does that make? [1:07:08] He is credit card and do what [1:07:11] they want to do with it with no [1:07:13] consequence. [1:07:17] What they want to do. And all [1:07:20] Guess what the city is our [1:07:21] house and we tell y'all that [1:07:25] this is our house and we all [1:07:26] use our money to do what I want [1:07:27] to do in our house. And we [1:07:28] telling y'all we don't want to, [1:07:29] I think come and they'll want [1:07:32] to know how to do it. I want [1:07:35] to do y'all don't enforce [1:07:36] about here. Ya. Go. Enforce [1:07:38] consequences. So that's what [1:07:39] we're doing today. We have 40 [1:07:42] taking our money. If you want, [1:07:45] I want to go away. [1:07:52] And I see a shorter because now [1:07:57] when it comes to $1000. [1:08:06] Pete, Real or not. [1:08:07] Some don't cut me off day. [1:08:10] But this is real life that that [1:08:10] we got to deal with [1:08:11] shrinkflation inflation should [1:08:15] bring stress. We stressed out [1:08:18] Okay. We got to deal with these [1:08:19] kids out here. Welcome to talk [1:08:21] about some guess what class. [1:08:25] We want to put brought Now. [1:08:27] You want to watch me to. [1:08:29] To give us the right dog. [1:08:32] Got to be like a cat and give [1:08:36] That's all we ask in got is [1:08:38] here. The [1:08:40] can't take our taxpayer dollars [1:08:44] and he did do, which I want [1:08:48] to do. If that's the case, [1:08:52] Listen to other people. [1:08:59] Know the county do not what he [1:09:05] said. It's not about 156,000 [1:09:14] sidewalk in county who begging [1:09:19] I me my mine moment. But what? [1:09:22] The county's they begin. [1:09:25] People. We keep telling all we [1:09:31] I got McDonald like. [1:09:32] Have people telling y'all we [1:09:35] ain't got Mac Donald's money. [1:09:38] Okay. [1:09:42] And what the tax payer is [1:09:45] it. We say we don't want these. [1:09:48] Any of you do not have hard to [1:09:49] do the right things that down [1:09:58] and let somebody else do it. [1:10:03] Baby Ali, not out of the House [1:10:05] the House and home. You are a [1:10:06] time. So if you could briefly [1:10:12] conclude, ok, that's all I have [1:10:37] Good evening. Good evening, [1:10:38] everyone. Thanks for taking the [1:10:41] time to hear public comment [1:10:42] tonight. [1:10:42] My name is Patrick Olsen. [1:10:46] I've lived in Milwaukee for [1:10:47] 13 years. A chemist and an msu [1:10:48] alumnus. I've never come to a [1:10:50] town hall before, but I care [1:10:50] about our city and our [1:10:51] communities too much to let [1:10:54] this issue go unchallenged. [1:10:56] Flock cameras are a violation [1:10:57] of her civil rights and a [1:10:59] national disgrace. They make me [1:11:00] feel less safe. And despite [1:11:00] what flocks representatives [1:11:03] are paid to say, they make all [1:11:03] of us less safe, the database [1:11:04] that they build on us creates [1:11:06] vulnerability where none would [1:11:10] otherwise exist. And it's a [1:11:10] public safety issue. I'm here [1:11:11] to demand that the city of [1:11:15] Milwaukee canceled its contract [1:11:15] with Flock. And that no [1:11:16] replacement contracts are made [1:11:17] with another lp provider like [1:11:18] Axon to install virtually the [1:11:21] same kinds of products in [1:11:23] flocks absence. [1:11:25] The power to watching collect [1:11:25] information on every single [1:11:26] person. 24 hours a day is not [1:11:28] something that can merely be [1:11:29] mitigated with better [1:11:30] guardrails. This power simply [1:11:31] shouldn't exist. Not a single [1:11:35] person can be trusted with it. [1:11:36] If you don't agree with me, if [1:11:36] you're one of the people who [1:11:37] shrugs off violations of the [1:11:40] 4th Amendment by saying that [1:11:41] you have nothing to hide [1:11:41] tonight, challenge you to [1:11:42] invite the chief of police in [1:11:45] your home tonight and look [1:11:47] through your drawers. [1:11:47] Maybe you'd like to unlock your [1:11:50] phone and give it to the mayor [1:11:51] for a few hours. [1:11:53] Or allow a federal agent from [1:11:54] 1000 miles away to watch your [1:11:55] kids at the playground in the [1:11:57] bus stop for the next couple [1:11:58] months. As long as they [1:12:03] promise. It's a very qualified [1:12:04] have legal mechanisms to [1:12:05] collect security camera footage [1:12:07] or to otherwise monitor [1:12:08] potential criminal activity. [1:12:11] Alprs constitute warrantless [1:12:11] mass surveillance. We already [1:12:13] know how this technology gets [1:12:14] abused. And we've already seen [1:12:15] the very people responsible for [1:12:16] investigating that abuse aren't [1:12:18] immune to abusing it either. [1:12:20] As an American, I grew up [1:12:22] learning about our freedoms and [1:12:24] the rights that we fought for [1:12:27] reading books like 1984, in [1:12:27] Fahrenheit 4.51 In school [1:12:28] spending my life getting told [1:12:30] how thankful I should be that [1:12:31] I don't live in an [1:12:33] authoritarian state like Russia [1:12:36] or China. The people who agree [1:12:39] to these contracts. My fellow [1:12:41] known better. [1:12:42] I'm disappointed in the poor [1:12:42] judgment shown by the people [1:12:44] who allowed flocking to our [1:12:48] city. But really what [1:12:48] disappoints me the most is the [1:12:50] apparent naive im not [1:12:51] considering that this [1:12:52] technology, the continuous and [1:12:53] centralized tracking and [1:12:54] categorization of everybody [1:12:58] can be turned against you at [1:13:00] some point. And if not a new [1:13:01] members of your political party [1:13:02] or your friends or your family. [1:13:03] And if not now, then when the [1:13:06] next people take the reins of [1:13:08] power. None of us are safe from [1:13:10] the threats posed by the alp [1:13:10] ours. We're already all [1:13:11] endangered by the data they've [1:13:14] collected up until this point. [1:13:15] But we all deserve to be safe [1:13:16] and to start making things [1:13:19] better. Now, please do the [1:13:22] right thing. [1:13:35] Markel Crawford. [1:13:46] Good evening. [1:13:50] I've been waiting a long time [1:13:53] for this moment. [1:13:54] As you have heard basis said, [1:13:56] we speak. The people have [1:13:58] spoken I love the way everyone [1:14:02] came up. Everyone came [1:14:04] together. [1:14:12] Validate an icy. The fact that [1:14:12] agreement with the people. [1:14:15] There was, you know, a little [1:14:17] bit misunderstanding. But I [1:14:19] do respect it. And I respect [1:14:22] the people as well. The people [1:14:27] have spoken. What I was going [1:14:28] to say. Was that Flock has been [1:14:30] proven in this surveillance [1:14:35] has been proven to not work. [1:14:36] It's been proven to be a [1:14:42] hindrance rather than a help. [1:14:43] It's been proven to actually [1:14:45] not be what the people want. [1:14:48] And it's the people who really [1:14:50] want it want to use it against [1:14:53] you. They're they're wanting [1:14:56] to use these surveillance [1:14:59] systems. To attack even you. [1:15:02] When you don't agree with them. [1:15:06] I don't want to make it long [1:15:08] because I love the people and [1:15:10] I want them to speak. So for [1:15:13] the rest of my time, I can see. [1:15:16] Thank you. [1:15:27] Kevin says Perez. [1:15:39] Good evening. Good evening. [1:15:40] If you like. It's pretty [1:15:43] outrageous that we're here [1:15:45] right now. [1:15:47] It was many, many months ago [1:15:51] that that's from was packed [1:15:51] and everybody was like we need [1:15:57] to band Flock and all lp ours. [1:15:57] These are all the reasons. [1:15:58] And you've heard so many [1:16:01] reasons tonight over the past [1:16:04] months about the surveillance, [1:16:04] how evil of the corporation [1:16:06] flock is, how we don't feel [1:16:07] safe. That's going to be misuse [1:16:09] abuse. All these things have [1:16:12] been stated. At that point. [1:16:19] Fox should have been banned. [1:16:23] The people, right. We see the [1:16:24] wcc the misuse. We see the [1:16:26] continued surveillance and the [1:16:27] negative effects that's having [1:16:30] the lack of safety that people [1:16:33] feel. So we packed the room [1:16:34] again. We tell you. [1:16:38] We want flock and all lpr is [1:16:42] banned and again, the people [1:16:45] are not listened to and we have [1:16:45] a few little tweaks are will [1:16:46] take could wave of the use of [1:16:48] flock away from a few of these [1:16:51] police officers that that [1:16:52] should fix it will have the [1:16:52] please keep other police [1:16:54] accountable. That should work. [1:17:06] It doesn't work. We have more [1:17:07] problems. We see it. Not only [1:17:10] Milwaukee across Wisconsin [1:17:12] across the whole country. [1:17:14] Hand, it turns out there's a [1:17:16] whole bunch of other places [1:17:17] that are like, oh, yeah, the [1:17:18] people have spoken the right. [1:17:20] We're going to listen to them. [1:17:27] We're going to ban flock. [1:17:28] Liberal Madison to make a [1:17:30] Republican Ron DeSantis in [1:17:31] Florida like this isn't a [1:17:35] partisan thing. This is like a [1:17:36] public safety thing. And we [1:17:37] hear that from from npd from [1:17:39] Chief Norman had it's about [1:17:43] safety. Look at the these but [1:17:44] criminals we've arrested. [1:17:44] That's that we've been tell [1:17:47] you. That's not what's keeping [1:17:51] us safe. [1:17:51] It's we feel unsafe because [1:17:54] of all the surveillance that's [1:17:57] going on because there's data [1:17:58] Taken from all of us and we [1:18:02] don't know what's happening [1:18:04] with that because we have [1:18:04] members of our community, our [1:18:07] friends that are being stalked [1:18:10] by this like this is what's [1:18:11] making us unsafe. And this is [1:18:13] what's been saying for months, [1:18:15] the and saying all this and [1:18:19] happened. The people happened. [1:18:20] Listen to as much as everyone [1:18:23] all of you to come council, [1:18:24] the mayor. [1:18:26] It's we've been listening. [1:18:28] You know, you haven't been [1:18:28] listening because we've told [1:18:29] you exactly for months and [1:18:33] months what it's going to [1:18:33] happen, how we feel and every [1:18:37] little tweak, the slow reform. [1:18:38] That's not working. The only [1:18:44] thing though, work is banning. [1:18:45] Flock and they'll be ours. [1:18:48] Please listen. Finally, listen [1:18:51] to the people and do it. [1:18:55] We're asking to cancel. [1:18:55] All acts on Jan attacked all [1:18:56] these other companies that we [1:18:58] have cameras out because, you [1:19:01] know, flock isn't the only come [1:19:01] Milwaukee, all of them. We want [1:19:04] gone and not here. Thank you. [1:19:17] Galle, Middle breath. [1:19:24] Good evening. Good evening. [1:19:30] You have my This is off the [1:19:31] cuff I'm a lifelong resident [1:19:33] of the city and I'm not retired [1:19:34] Milwaukee public schools, [1:19:37] teacher. And so I I've had. [1:19:42] Working with the Milwaukee [1:19:43] Police Department, I'll start [1:19:44] with a positive. One was I [1:19:46] believe his name was Officer [1:19:50] Wilkerson, Wilkins Wilkerson [1:19:51] members partner's name and [1:19:52] maybe save my life in a [1:19:53] domestic violence situation. [1:19:55] Any advice be going forward and [1:19:57] the device was excellent. [1:19:58] I wish I could have run into [1:19:58] Lincoln someday, but I did [1:20:01] write a letter to his [1:20:01] supervisor back then. And then [1:20:02] on the other hand, I have [1:20:05] worked with let's just call [1:20:07] him officer putts to the [1:20:08] schools and there was a serious [1:20:09] incident that I have to be [1:20:11] involved with. And and somebody [1:20:13] was injured to the point of [1:20:16] surgery and the little guy, [1:20:19] his family took Waukee Police [1:20:19] Department to court. [1:20:20] So it was called to testify. [1:20:23] People had their attorneys is [1:20:25] very stressful. [1:20:26] And then the parent told me, [1:20:29] Oh, it's all good. We don't [1:20:29] have to go forward. Milwaukee [1:20:30] Police Department said they're [1:20:31] going to cut us a check. [1:20:33] We don't have to go through the [1:20:33] court process and it was a lie. [1:20:36] So they had to start it all [1:20:37] up again because there was [1:20:37] never a check sent to them for [1:20:41] the child's injuries. And so. [1:20:43] The trust factor that I have is [1:20:47] a mixed bag. You know, I I feel [1:20:48] police officers and other [1:20:51] situations on the summerfest, [1:20:57] security and a couple the rules [1:20:57] There's just a trust trust [1:21:00] issue. And it's based on facts [1:21:03] that I've lived in my life. [1:21:04] It's so I can't really say you [1:21:04] have enough officer Wilkerson's [1:21:07] to make it safe for us to have. [1:21:10] All these cameras. I just don't [1:21:13] have the trust there. And I. [1:21:19] Get rid of them. Please. [1:21:22] Thank you. [1:21:45] Good evening. [1:21:50] I like to start off by saying [1:21:52] I come to all these meetings [1:21:55] and I never really speak at [1:21:58] them. But I feel compelled to [1:22:00] this time just because this [1:22:05] has been. An ongoing issue for [1:22:06] some time now. This is I don't [1:22:06] even know what meeting this is, [1:22:16] Rick, that we've discussed [1:22:16] There is a story that has been [1:22:19] mentioned a couple times [1:22:26] tonight, but I'd like to really [1:22:30] nature of it just over a week [1:22:31] ago, a traffic stop was [1:22:32] initiated, stopping all traffic [1:22:33] on. I-94 where woman and her [1:22:37] passenger were held at gunpoint [1:22:38] by Brookfield Police and [1:22:39] falsely arrested due to their [1:22:41] license plate being linked to a [1:22:42] homicide within the flock data [1:22:45] base by the Milwaukee Police [1:22:47] Department. [1:22:48] The car was investigated and [1:22:49] found have never been involved [1:22:50] in the homicide. Another with [1:22:52] the individuals, please drew [1:22:54] rifles on inside of the car. [1:22:55] The Milwaukee Police Department [1:22:57] failed to remove the alert [1:22:58] within the fox system that [1:22:58] caused it to be flagged by [1:23:01] flock cameras winter about and [1:23:04] drove by. [1:23:04] Stopped and rifles being drawn [1:23:07] on innocent people on the [1:23:10] freeway. The ins, the woman has [1:23:11] now lost both of her jobs due [1:23:12] to this incident is currently [1:23:15] mulling legal action against [1:23:17] the city of Milwaukee. All this [1:23:18] came about because the [1:23:19] Milwaukee police and failed to [1:23:20] remove her vehicle from the [1:23:21] fox database after they [1:23:24] concluded their investigation. [1:23:26] Between the Milwaukee Police [1:23:27] Department's general neglect [1:23:29] and or incompetency to update [1:23:33] their system or they're [1:23:34] intentional. Use of it to now. [1:23:36] We've had another mpd officer [1:23:38] recently found to have been [1:23:38] violating the department's [1:23:42] policy by using it. Just talk [1:23:45] to people. I mean, like there's [1:23:47] every time we come back here, [1:23:47] this issue, there's just like [1:23:48] another officer that's been [1:23:52] found to be using the power [1:23:54] and fox system. [1:23:54] It's clear we cannot trust the [1:23:56] Milwaukee Police Department to [1:23:58] follow its own policies on [1:24:02] flock or to use it correctly, [1:24:03] quote, unquote, correctly. [1:24:05] The fact of the matter is [1:24:05] simply that their access to in [1:24:07] any degree creates a danger to [1:24:10] everyone in this community. [1:24:12] The only sensible solution, any [1:24:14] rational person would have to [1:24:14] the numerous stories that [1:24:16] continue to be released [1:24:18] regarding the use of flock in [1:24:20] Milwaukee will be to [1:24:23] in the city of Milwaukee. [1:24:25] Enough is enough to call for [1:24:27] anything less than a total ban [1:24:28] on apr is would be to knowingly [1:24:31] in danger. Every single member [1:24:36] of this community. [1:24:36] Difference between that one [1:24:37] being alive and being dead [1:24:39] right now because they had [1:24:40] rifles pointed right at her [1:24:42] all because a mistake by the [1:24:46] Milwaukee Police Department. [1:24:48] That to me is terrifying. [1:24:55] I think it's something to be [1:25:07] Waleed is our. [1:25:21] And a grad students here in [1:25:23] Milwaukee. I'm here today to [1:25:24] express my complete opposition [1:25:28] to the foxes than here in the [1:25:28] city. Mayor Johnson released a [1:25:29] statement earlier this week [1:25:30] regarding the use and [1:25:32] regulation of flock cameras [1:25:34] in Milwaukee. But I have to say [1:25:35] I disagree with the mayor [1:25:36] because I don't want to see [1:25:39] regulation. I want to see them [1:25:43] gone. Flock cameras pose the [1:25:44] risk to the safety of [1:25:45] everyday individuals, Foxx term [1:25:47] at terms and conditions state [1:25:49] that they possess a, quote, [1:25:49] perpetual license to use [1:25:50] customer data to, quote, [1:25:53] support and improve its [1:25:53] services. [1:25:55] Assuming Milwaukee terminates [1:25:56] its contract with flock today. [1:26:00] The damage has already been [1:26:00] done. They have a right to all [1:26:03] the data they have collected up [1:26:03] until now. We are in damage [1:26:06] control territory at this [1:26:08] point. [1:26:09] Furthermore flock does not [1:26:10] explicitly state in their terms [1:26:13] and conditions that they would [1:26:13] not sell customer data. We also [1:26:15] know that flock creates heat [1:26:16] maps that track an individual's [1:26:17] movements so flood could be [1:26:19] selling your data to anybody [1:26:20] who wants it. The highest [1:26:23] bidder insurance companies, [1:26:24] tech companies, maybe foreign [1:26:25] governments. I don't know if [1:26:28] they're allowed to do that, but [1:26:29] they can to close. I want to [1:26:32] live in a surveillance state. [1:26:33] I want to live in a place way [1:26:34] per it. A private tech security [1:26:38] firm can access my whereabouts [1:26:38] whenever they want to to [1:26:39] terminate the contract with [1:26:40] flock and any and all mass [1:26:42] surveillance systems. Thank [1:26:45] you. [1:26:57] The next person is Scott. [1:27:04] I'm not spelling of last name [1:27:07] Good evening. [1:27:11] A lot of fun. I've never been [1:27:14] to a Common Council meeting [1:27:15] before, [1:27:17] I've never felt so strongly on [1:27:19] a subject that I needed to come [1:27:20] and speak at the Common Council [1:27:21] meeting. And I think that's why [1:27:22] you have all these people here [1:27:26] tonight as well. Where fire and [1:27:27] police commission fire and [1:27:29] police commission, whatever, [1:27:31] whatever you guys, I never felt [1:27:32] strongly enough to get up here [1:27:33] on a Thursday night and speak [1:27:35] to the city of Milwaukee right? [1:27:36] So I'll just say I'm not going [1:27:38] to try to take a lot of time, [1:27:39] but I think Mayor Johnson's [1:27:43] resolution is a Band-Aid on a [1:27:44] gushing bullet wound if it [1:27:45] weren't, you wouldn't have all [1:27:47] these people here. Like I just [1:27:49] said. [1:27:52] And it's only going to get [1:27:53] worse. Let's be honest, like [1:27:54] flocks newest thing is drones, [1:27:56] right? So when you're going [1:27:57] into a contract with flock in, [1:27:58] you're buying flock cameras. [1:28:00] How do we know it's not going [1:28:00] to go to the next thing. [1:28:01] It's not going to be drones [1:28:02] next are going to be following [1:28:05] us around with drones in our [1:28:07] cars right? And a lot of people [1:28:09] spoke about all the ways that [1:28:10] it's been misuse. The [1:28:11] Brookfield incident just came [1:28:14] up. And my question to you is. [1:28:19] Who pays when a missing new [1:28:21] all successfully sues the city [1:28:22] of Milwaukee. Who pays for [1:28:25] that? The taxpayers pay for [1:28:25] that. We pay for that with [1:28:26] somebody cuts down the flock [1:28:28] camera and then you decide to [1:28:30] put it back up. Who pays for [1:28:30] that? The taxpayers pay for [1:28:33] that. And guess what? It's [1:28:34] going to bed on Halloween. [1:28:35] I think there's going to be a [1:28:37] lot of flock cameras cut down [1:28:38] on Halloween. So who's going to [1:28:41] pay for those that get put back [1:28:44] up? [1:28:48] Mpd mpd doesn't own the data as [1:28:49] was just [1:28:49] talked about Sheboygan, new [1:28:51] this. That's why they canceled [1:28:56] the contract because it shifts [1:28:59] the burden of proof from [1:29:00] innocent until guilty to guilty [1:29:00] in 2 innocent. Because ai is [1:29:05] going to start giving out [1:29:09] automatic tickets. I will leave [1:29:09] the you guys with this one [1:29:12] quote, because it hasn't been [1:29:14] needs to be dropped on yachts. [1:29:15] Heads Benjamin Franklin said [1:29:17] those who give up essential [1:29:18] liberty for a little temporary [1:29:22] safety deserve neither liberty [1:29:23] nor safety. So I will pose the [1:29:26] question to you guys tonight. [1:29:30] What do you deserve? [1:29:39] Is there anyone else here in [1:29:41] person who would like to speak [1:29:44] of public comment? Please come [1:29:47] up. [1:30:01] And because I thought we [1:30:06] knows if you still would like [1:30:09] My name is Candice Alley and [1:30:11] I live in the 14th Aldermanic [1:30:13] District. I have raised my [1:30:16] children and my grandchildren [1:30:16] are now being raised in this [1:30:19] city and on a personal level, I [1:30:21] do not want to live in a [1:30:22] surveillance state. I'm here, [1:30:22] however, to speak on behalf of [1:30:26] the League of Women, Voters of [1:30:26] Milwaukee County. And if you [1:30:32] most of the work I do with the [1:30:32] league is is put and the right [1:30:33] to vote, you know, making sure [1:30:35] that everybody has the right to [1:30:37] vote, that it's a protected [1:30:39] right. And it's because we [1:30:40] believe in and have for 100 [1:30:41] years. Men out there defending [1:30:42] democracy. We know that voting [1:30:45] is a key part of democracy. [1:30:48] But also the rights that we [1:30:51] have as people who live in a [1:30:52] community, the right not to [1:30:54] have. We've opposed the facial [1:30:57] recognition technology. And [1:30:59] we're here today to oppose this [1:31:00] technology. We want the [1:31:03] contract to be stopped and we [1:31:04] don't want flock cameras. [1:31:05] And that's that is really part [1:31:08] of our fundamental belief that [1:31:12] it goes against our rights in a [1:31:13] Democratic society. And, you [1:31:14] know, as these things come in, [1:31:18] they MAY they MAY not seem so [1:31:18] dangerous. Although I bet you a [1:31:20] lot of people could have said [1:31:26] that they were and did say. [1:31:27] But now we've seen the [1:31:27] tremendous abuse and everybody [1:31:31] is so careful in our community [1:31:32] and fearful in our city. [1:31:33] And we believe as as we go in [1:31:34] and voters that we have an [1:31:37] obligation to come here and [1:31:38] speak out and urge you to stop [1:31:42] this contract and stop this [1:31:45] technology. So thank you. [1:32:06] Hello. I love all a very I'm in [1:32:08] the 3rd and I just want to put [1:32:14] in to a comment that high [1:32:22] Additional thought since I [1:32:28] a summer. Nice to meet you [1:32:30] guys. I live over there I. [1:32:32] Calling these things license [1:32:33] plate readers are like calling [1:32:35] my civic a space heater like, [1:32:36] yes, they rely someplace. [1:32:36] That's not what they do, [1:32:39] though. We're on the same page [1:32:40] there. [1:32:45] The mayor and the head of npd. [1:32:48] Is proposing. [1:32:50] Halfway solution. Where were [1:32:51] you guys can audit what they're [1:32:52] doing and they can only use it [1:32:54] for high-level crimes or [1:32:58] whatever. I'm not interested [1:33:01] in a halfway solution between [1:33:02] like an authoritarian [1:33:03] dictatorship and a free [1:33:03] country, right like we need [1:33:07] to. There is no halfway [1:33:12] position here. [1:33:13] I think that's I think that's [1:33:16] mainly my issue here. I don't [1:33:18] want. [1:33:19] Any steps to like limit the way [1:33:22] we're using. This is like, oh, [1:33:23] like let's have a limited [1:33:29] amount of fascism. Like what [1:33:35] Do we have anyone else in [1:33:38] person who would like to speak? [1:33:47] A timely ovarian toes and I am [1:33:48] an out-of-state student. [1:33:50] The student going to school [1:33:51] here in Milwaukee and my city [1:33:52] of Wichita, Kansas is not [1:33:54] giving me the option to speak [1:33:57] to people about this and oppose [1:33:58] this. The owner of Flock [1:33:58] considers me a terrorist [1:33:59] because I oppose being [1:34:01] surveilled in my own safety in [1:34:02] my own home country. I was [1:34:04] taught this was never going to [1:34:05] be a problem. And now it is. [1:34:07] And I thank you for listening [1:34:09] to I thank you for your time. [1:34:10] Completely. Ban flock ban, all [1:34:14] license plate readers ban all [1:34:15] gunshot detectors. Ai does not [1:34:17] have years. Ai does not have [1:34:18] discernment. Ai does not have a [1:34:20] motion's. It cannot tell [1:34:21] whether or not humans and [1:34:23] tension is actually going to [1:34:24] harm anyone. A human can. [1:34:25] And even the humans who are [1:34:27] supposed to be controlling this [1:34:31] have proven they are not [1:34:32] capable of protecting us. [1:34:34] Van came as Bran van, a license [1:34:35] plate readers and get rid of [1:34:35] all of this ai surveillance. [1:34:36] We are not a surveillance [1:34:39] state. We are a free country. [1:34:50] Bridgett. We have anyone online [1:34:54] for public comment. Yes, Julie [1:34:55] 9 director. [1:35:01] Welcome back to sir. Just one [1:35:03] moment. Yes, Julie. [1:35:04] Thanks. Thing spreads and good [1:35:07] evening. Neighbors [1:35:08] commissioners, directors. [1:35:09] The Milwaukee Fire and Police [1:35:10] Commission page on the city's [1:35:14] website has a huge headline. [1:35:17] The Oversight Accountability [1:35:21] Community Trust followed by. [1:35:22] We value your feedback. [1:35:23] Something you're constantly [1:35:28] alluding to try and get rid [1:35:31] statement reflecting these [1:35:32] intentions as well as days [1:35:34] counting the constitutional [1:35:35] rights of all people. The [1:35:37] website talks a good game. [1:35:39] It's. Despite Jay Pierce, 6 [1:35:43] flowery tribute. Consider this. [1:35:45] Oversight under this [1:35:49] commission's watch. The chief [1:35:54] of police made the unfathomable [1:35:55] training with [1:35:59] the racist genocidal apartheid [1:36:00] Zionist regime that is [1:36:01] currently occupying Palestine. [1:36:04] How can this commission [1:36:05] possibly endorse that? And if [1:36:06] you don't, what have you put in [1:36:08] place to ensure that such a [1:36:12] heinous thing never happens [1:36:15] again. [1:36:15] Accountability. [1:36:18] The community has been pleading [1:36:20] for this commission to hold the [1:36:22] chief accountable for that [1:36:23] training. What did he learn [1:36:33] there? What did you bring back [1:36:34] How can a community trust the [1:36:36] police chief of police Force [1:36:39] and Oversight Commission that [1:36:42] is okay with such horrendous [1:36:45] action. [1:36:49] Writes, safeguarding the rights [1:36:52] of all people. The Chiefs [1:36:54] explicitly in 2025 a year when [1:36:58] ignorance is no longer an [1:36:58] excuse he chose to train with [1:37:03] the genocidal entity recognized [1:37:04] by the multitude international [1:37:05] organizations that I've listed [1:37:07] off at multiple previous [1:37:09] meetings. He chose to train [1:37:12] with the regime that is [1:37:13] internationally condemned. [1:37:17] As a notorious violator of [1:37:18] human rights. [1:37:21] Your Web page says that you [1:37:22] value community feedback and [1:37:25] yet you remain complicit with [1:37:27] the chief in this repeatedly [1:37:30] refusing to address this or [1:37:34] to have genuine discourse [1:37:34] about it. Oversight, [1:37:35] accountability, trust [1:37:37] safeguarding rights. You set [1:37:38] their month after month. [1:37:41] In front of a community [1:37:41] pleading endlessly. For you to [1:37:45] uphold all of these things. [1:37:47] Please stop ignoring our [1:37:49] concerns. Answer our questions [1:37:50] regarding the Chiefs training. [1:37:54] Do everything in your power to [1:37:56] stop the growth of [1:37:56] this. Indeed. Dystopian [1:37:58] surveillance state and do [1:38:02] everything in your power to [1:38:03] actually safeguard this [1:38:03] community and our human The [1:38:07] mayor and mpd can pretend all [1:38:08] they want that any suppose it [1:38:09] safeguards on this locker or [1:38:11] other cameras would ever work? [1:38:13] The community does not want [1:38:17] a surveillance state period. [1:38:19] And it's only this commission [1:38:20] would be as concerned about [1:38:23] the concerns we've all been [1:38:26] bringing up as you are about [1:38:28] clutching your pearls [1:38:30] and uplifting the racist white [1:38:33] supremacist tenants like [1:38:35] Robert's rules and order. [1:38:38] And proper language and fear [1:38:44] of open conflict right to come [1:38:45] connected free Palestine, Free [1:38:47] Milwaukee, from road policing [1:38:49] from genocide. Supporters from [1:38:50] surveillance cameras from all [1:38:53] of these horrors. Thank you. [1:39:01] I think we had and individual [1:39:09] back here in person who wanted [1:39:13] Hello. My name is Charles [1:39:17] Redcliffe. I live in the 3rd [1:39:19] police district. And I came [1:39:20] here to basically say how [1:39:23] disgusted I am with the flock [1:39:24] cameras and the response to [1:39:27] the public opposition of the [1:39:27] flock cameras by the the mayor [1:39:30] and the fire and police [1:39:32] commission. [1:39:37] For one. I want to go back to [1:39:38] camera. A license plate reader [1:39:41] has being like a Honda Civic, [1:39:42] that kind of space because I [1:39:45] live right by Washington Park [1:39:46] over there. [1:39:48] And I notice that the entire [1:39:49] park is covered by flock [1:39:50] cameras. You can't walk [1:39:53] anywhere in the park without [1:39:53] being seen [1:39:56] it's not an area where there [1:40:00] is. [1:40:00] And over the abundance of [1:40:03] vehicles out of parking lots [1:40:04] that remain freeway. It's a [1:40:04] park apart. The head of no [1:40:07] Kings protest recently [1:40:11] actually. [1:40:12] Uwm is covered and flock [1:40:15] cameras, a place students are [1:40:17] known to protest and have a [1:40:20] their opposition to things, [1:40:21] whatever. But I. [1:40:23] I would like to question why [1:40:25] the specific places are being [1:40:25] chosen. And I would like to [1:40:29] invite other people to question [1:40:30] that as well because these are [1:40:31] really license plate readers. [1:40:33] That's just kind of a fancy [1:40:39] name for him. And I'm not here [1:40:48] I do. Want to make sure we [1:40:49] haven't missed anyone else in [1:40:57] person. Before we go back to [1:41:02] Well, it's interesting be on [1:41:05] the side of. [1:41:09] Thanks to the community. [1:41:10] We all realize it's kind of [1:41:11] like political theater because [1:41:13] the ftc doesn't have any actual [1:41:18] oversight control because of [1:41:18] at 12, maybe legislation can [1:41:22] change with new Administration [1:41:25] in that knowing that I like [1:41:28] to second the fact that how [1:41:32] can we trust the Milwaukee [1:41:33] Police Department? When the [1:41:34] leader who now their chief [1:41:37] trained in a genocidal state. [1:41:42] Of Israel or how occupied [1:41:44] Palestine. [1:41:45] That's one that you guys didn't [1:41:47] know about it or something. [1:41:48] Right. And then 5 month there [1:41:50] was a 5 years of using effort. [1:41:56] He that's another thing that. [1:42:00] Obviously nobody wanted. [1:42:01] And they did without [1:42:01] without an actual license. [1:42:05] The reason like Netflix [1:42:08] password in their words. [1:42:10] Trust issue. [1:42:13] Calling on the resignation of [1:42:14] the police chief. And I'm [1:42:14] calling on the mayor to do [1:42:20] something about it. Instead of. [1:42:20] Allowing that distrust to [1:42:23] continue to faster in the [1:42:26] community. [1:42:39] Yes. [1:42:50] Earlier someone else brought up [1:42:51] a 94. [1:42:54] And we have big brother right [1:42:55] now. I do. If you read 1984 in [1:42:57] high school, I'm sure most of [1:43:01] you did. But flock, these other [1:43:02] systems. [1:43:03] Ai surveillance, mass [1:43:04] surveillance, facial [1:43:05] recognition license plate [1:43:06] readers and all the other [1:43:07] function they have. This is big [1:43:08] Brother. We have it right now. [1:43:09] I don't know what your takeaway [1:43:13] was when you read that book. [1:43:15] If it was well, gosh, if only [1:43:16] the supervisors had been [1:43:18] running big brother, it would [1:43:19] in fact mean if we had one more [1:43:20] guardrail, big brother would [1:43:21] have been just fine. Many big [1:43:24] brother wasn't the problem. [1:43:26] It is just a few bad apples. [1:43:27] I'm here to tell you if that [1:43:28] was your lesson, you did not [1:43:30] understand the book. You did [1:43:33] not understand George Orwell, [1:43:33] who had many faults, but his [1:43:36] understanding of fascism was [1:43:37] not one of his fault. And Big [1:43:39] Brother, which is what I'm [1:43:40] gonna call this surveillance [1:43:41] state that we currently have in [1:43:45] America right now. It's [1:43:47] fascism. [1:43:48] As many other people have said, [1:43:50] do not want to live in a [1:43:53] fascist state. Please return [1:43:54] our freedom and get rid of [1:43:55] flock, get rid of all these [1:43:56] other mass surveillance [1:43:59] systems. Get rid of Big [1:44:02] Brother. Thank you. [1:44:10] Frigid anyone else online for [1:44:16] public comment. [1:44:20] Okay. [1:44:30] Many, many, many times [1:44:31] the reason I don't to police [1:44:33] because because I actually live [1:44:36] in Menominee Falls. But [1:44:39] yeah, there is a trust issue [1:44:43] so for the last 7 months, I've [1:44:48] open records request forward [1:44:53] Norman's. Trip to Israel. [1:44:56] How about 2 months ago? [1:44:57] They said that there are a [1:44:57] few days more in actually [1:45:01] getting those open records [1:45:06] requests. You know, so years, [1:45:06] I MAY have to start pursuing [1:45:09] legal means to obtain those [1:45:12] records. [1:45:21] I travel in and out of [1:45:24] Milwaukee. You know, 5, 6, [1:45:26] times a day. [1:45:28] To know tracked every place [1:45:31] that I go is really disturbing. [1:45:38] It's a violation. My 4th man [1:45:39] right? I want you to stop. [1:45:43] Now. I know I'm the nominee [1:45:43] falls. [1:45:46] We still have to head up that [1:45:49] challenge of getting rid of [1:45:52] flock there as well. [1:46:14] Okay. It appears that we're [1:46:15] done with the public comment. [1:46:16] Thanks, everybody. Yes, we [1:46:16] could. I'm not sure how many [1:46:19] people want to stay for the [1:46:20] balance of the meeting. [1:46:24] If you're going to stay great, [1:46:27] like to leave and opportunity. [1:46:38] To leave. Before we get back to [1:46:47] something on [1:47:55] yeah, it took me a while just [1:48:05] enough director. Please proceed [1:48:06] with the agenda right? [1:48:08] Do not read the items on the [1:48:09] consent agenda after I do. [1:48:11] So any commissioner MAY remove [1:48:12] any of these items to the [1:48:14] regular agenda for discussion [1:48:16] or appropriate action items, [1:48:19] not remove MAY be adopted by [1:48:23] general consent without debate [1:48:23] item 2 f pc, 2, 1, 2, 6, 6, 6, [1:48:27] resolution relating to the JULY [1:48:30] 16th 2026. Meeting minutes item [1:48:31] 3 f pc, 2, 1, 2, 6, 6, 7, [1:48:34] resolution relating to the [1:48:35] appointments to the you free to [1:48:36] print his position within the [1:48:39] Milwaukee Fire Department. [1:48:43] 2 appointments. [1:48:44] Item 4 f pc, 2, 1, 2, 6, 6, [1:48:45] 8 resolution relating to the [1:48:46] appointments of the crime in [1:48:46] with one position within the [1:48:52] Milwaukee Police Department. [1:48:54] 3 appointments item 5 pc, 2, 1, [1:48:55] 2, 6, 6, 9, resolution relating [1:48:55] to the building maintenance [1:48:57] technician eligible list for [1:49:01] the Milwaukee Police Department [1:49:03] item 6 pc, 2, 1, 2, 6, 7, 0, [1:49:05] resolution relating to the [1:49:08] crime scene supervisor eligible [1:49:10] list for the Milwaukee Police [1:49:12] Department item 7 pc, 2, 1, 2, [1:49:13] 6, 7, 1, resolution relating to [1:49:15] the hr supervisor eligible list [1:49:18] for the Milwaukee Police [1:49:20] Department item 8 pc, 2, 1, 2, [1:49:21] 6, 7, 2, resolution relating to [1:49:24] the hvac maintenance technician [1:49:24] 3 eligible list for the [1:49:28] Milwaukee Police Department and [1:49:31] item 9 pc, 2, 1, 2, 6, 7, 3, [1:49:32] resolution relating to it. [1:49:33] Project coordinator eligible [1:49:34] list for the Milwaukee Police [1:49:37] Department. This concludes the [1:49:39] consent agenda. [1:49:42] Would any commissioner like to [1:49:46] remove any of these items from [1:49:47] the consent agenda to the [1:49:48] regular agenda. If there are no [1:49:49] objections, the items on the [1:49:51] consent agenda will be adapted [1:49:55] by general consent. Are there [1:49:56] any objections? [1:49:58] Gehring, no objections. These [1:49:59] items are adapted. Director, [1:50:04] please proceed with the agenda. [1:50:06] Under new business, which is [1:50:08] item 10 pc, 2, 1, 2, 6, 7, 5, [1:50:10] communication from the [1:50:11] Milwaukee Police Department [1:50:12] relating to recent changes to [1:50:14] mpd standard operating [1:50:15] procedures and standard [1:50:16] operating instructions. There [1:50:21] are 8 policy changes before us [1:50:23] for this meeting. So Peas, 0, [1:50:26] 4, 0, limited duty status for [1:50:29] 10 financial crime. Complaints [1:50:32] for 55 critical incident Review [1:50:34] board. 4.90, marriage. [1:50:35] Merit Award program. 6.80, [1:50:39] computer equipment, [1:50:39] applications and systems 6.85 [1:50:42] Social networking sites and [1:50:45] department images and then [1:50:46] standard operating instructions [1:50:48] for school resource School [1:50:49] resources, officer program and [1:50:49] then standard operating [1:50:52] instruction for sexual assault [1:50:56] investigations. [1:50:58] At first, I want to thank our [1:51:00] executive director for [1:51:04] preparing a memo for the filed [1:51:08] of identifies the the changes [1:51:09] that I do still extensively [1:51:13] from Lieutenant Colonel Ski of [1:51:18] where credit is due. Is there [1:51:22] anyone from the department to [1:51:24] address changes? [1:51:27] Yeah, good evening. MADAM [1:51:35] Chair, assistant chief of [1:51:38] director says we have 6 [1:51:38] standard operating procedure [1:51:40] changes as well as 2 changes to [1:51:43] stand operating instruction. [1:51:44] I will just go over the [1:51:47] highlights for each of these [1:51:49] changes. With respect to s o p [1:51:51] 40 limited duty status. We took [1:51:53] out to work locations. The [1:51:54] first being the technical [1:51:57] communications division because [1:51:59] it no longer exists and the [1:52:00] forensic division because that [1:52:01] has largely been civilian eyes. [1:52:02] Now there's not a place we [1:52:05] would put swore in limited duty [1:52:08] personnel. As healthy for 10 [1:52:10] financial crime complaints. [1:52:10] We added state statutes for [1:52:15] forgery and identity theft to [1:52:16] the definition section [1:52:16] updated a patrol [1:52:17] responsibilities. One taking [1:52:18] in investigative packets for [1:52:19] forgery and identity theft and [1:52:23] worthless checks cleaned up [1:52:25] some of the language. [1:52:27] We removed the investigation [1:52:28] of skimming devices for as [1:52:30] solely as a criminal [1:52:31] investigation. Bureau [1:52:32] responsibility as those can [1:52:36] be handled by anybody now to [1:52:36] include patrol officers. [1:52:37] And then we updated the links [1:52:40] to the financial crime [1:52:42] SharePoint Cage. [1:52:44] A critical incident review [1:52:46] board. We looked at that [1:52:47] closely. We wanted to make sure [1:52:49] policy matches practice. [1:52:50] So we changed the last section [1:52:53] of it to go from the executive [1:52:55] you to the chief of police [1:52:56] review hours before was once [1:52:59] the critical incident Review [1:53:00] board was Meeting was convened [1:53:03] with the executive command [1:53:04] staff within 60 days to go over [1:53:07] the results of that curve [1:53:10] meeting. How it is now is that [1:53:14] once the critical as every book [1:53:15] the findings from that review [1:53:16] are given to the chief within [1:53:20] 14 days and then from there [1:53:20] once the chief, whereas final [1:53:22] approval over the board's [1:53:24] findings, once that's done, [1:53:26] the results are for it on to [1:53:27] both the fire and police [1:53:30] commission as well as the [1:53:30] impacted members union. So the [1:53:35] policy now matches how the [1:53:36] practice really is with stop [1:53:38] for 90 to Merit Award program. [1:53:39] We replace the English with [1:53:42] Distinguished Service Award and [1:53:43] created the Career Achievement [1:53:43] Award. We had a couple of other [1:53:48] new awards project initiative [1:53:49] the Year award for the Unit [1:53:50] Service Award. We created an [1:53:52] honorable mention because we [1:53:53] had quite a number of units [1:53:56] service awards. However, only [1:53:56] one is selected. We thought it [1:53:57] would be a good idea to have an [1:54:01] honorable mention category for [1:54:03] that. We took out the language [1:54:04] because we move from to [1:54:05] marriage ceremonies year one [1:54:06] in spring and fall to just one [1:54:11] annual ceremony which will be. [1:54:13] 4th of this year. And then we [1:54:14] also added a citizen Community [1:54:17] Engagement award for U.S. [1:54:19] Citizens. [1:54:21] Computer equipment, [1:54:22] applications and systems not [1:54:22] going to bore you with all the [1:54:25] language that's in there. [1:54:25] But the big one was we updated [1:54:27] the term people, staff member [1:54:28] to employee id number as [1:54:32] people, staff members are no [1:54:34] longer used social networking [1:54:35] sites change with the changing [1:54:36] of the times. We language in [1:54:38] there that reference social [1:54:40] media platforms like Twitter. [1:54:43] So we updated with modern [1:54:44] language but probably [1:54:45] the biggest area that we put in [1:54:49] there was some language about [1:54:53] generative ai. [1:54:54] So why for sexual assault [1:54:54] investigations? We allow people [1:54:55] language in there along the [1:54:58] victim to choose the interview [1:54:58] location when practice [1:55:00] practicable and ensure that [1:55:01] the victims interviewed a [1:55:04] private setting records with [1:55:05] best practices we have received [1:55:09] funding from the Common Council [1:55:10] as part of our the end of 24. [1:55:13] And 25 as part of our budget [1:55:15] creates offerings, we were [1:55:17] going to create 2 soffer rooms [1:55:18] softening. Every one of our [1:55:20] work location. So there's a [1:55:21] staff room and every one of [1:55:21] our district stations, as well [1:55:24] as the police administration [1:55:26] going. [1:55:27] Lastly with the school resource [1:55:31] officers So I greet this back [1:55:33] in JULY, we updated something [1:55:34] since then. 2 things updated. [1:55:35] Its school resource officers [1:55:37] are now assigned to a school to [1:55:39] begin the school year. Adding [1:55:41] that the panel interview for [1:55:43] New can continue with with only [1:55:44] mpd representatives. If MPs [1:55:46] representatives are not [1:55:47] available, participate. That [1:55:49] concludes all the updates. [1:55:49] Happy to answer any questions [1:55:53] they would ask, though, that [1:55:54] any questions related to school [1:55:59] resource officers program be [1:56:03] held until Captain Arbyrd [1:56:05] the program is doing. We did [1:56:07] send that over and ask that [1:56:08] that So it held up until [1:56:11] SEPTEMBER 17, but it was [1:56:15] included on the agenda. [1:56:17] Go ahead. [1:56:20] What are the districts again [1:56:23] for the soft loans? [1:56:24] 2 through 7 as well as the [1:56:26] police administration building [1:56:27] which houses district number [1:56:31] one as well as the criminal [1:56:34] investigation bureau. Thank [1:56:36] you. [1:56:39] Are there any other questions [1:56:41] or comments? [1:56:43] MADAM Chair, I get just on [1:56:44] that. No, I about firms as well [1:56:47] as I just wanted to say. [1:56:49] I definitely appreciate the [1:56:51] expansion of Do think that [1:56:54] those have the opportunity to [1:56:56] make a big difference [1:56:57] for individuals. I, of course, [1:56:58] have questions about the sro [1:57:00] program. The I'm happy to hold [1:57:03] over for when we talk about [1:57:05] that. [1:57:09] With regards to the merit [1:57:13] awards, I guess just said [1:57:14] suggestion or a question about [1:57:16] the sort of project an [1:57:19] initiative of the year. I I [1:57:21] would love if those could also [1:57:22] acknowledge problem oriented [1:57:23] policing initiatives and [1:57:25] problem oriented policing work [1:57:27] as the department continues to [1:57:28] grow their efforts with pop. [1:57:31] And I think that that's also [1:57:32] particularly helpful for us [1:57:36] on the promotion side as well [1:57:37] as I have begun to ask folks [1:57:40] during promotions about problem [1:57:48] oriented policing efforts. [1:57:51] A need for their comments. [1:57:52] Questions. Okay. This is a [1:57:54] further action is required. [1:57:57] Director, please proceed with [1:57:59] the agenda. [1:58:00] I will now read the items under [1:58:02] the Department of Emergency [1:58:04] communication starting with [1:58:07] item 11 f pc, 2, 1, 2, 6, 7, 7, [1:58:09] resolution relating to the [1:58:09] appointments to the emergency [1:58:12] communications officer. One [1:58:13] position, 15 appointments. [1:58:14] Do any of the commissioners [1:58:17] have any comments or questions [1:58:26] regarding this item? [1:58:27] Discussion? [1:58:29] I will take a voice vote on [1:58:33] this item all in favor. Please [1:58:38] any opposed. And the extensions [1:58:42] motion carries director, please [1:58:45] proceed with the agenda item [1:58:47] 12 f pc, 2, 1, 2, 6, 7, 8, [1:58:48] resolution relating to the [1:58:48] contingent appointments to the [1:58:49] emergency communications [1:58:53] officer. One position, 9 [1:58:54] contingent appointments. [1:58:54] Do any commissioners have any [1:58:59] comments or questions on this [1:59:02] Is there a motion on this [1:59:04] matter? So second. Thank you. [1:59:06] Well, take a voice vote on this [1:59:10] item all in favor. Please [1:59:17] signify by saying yes, I said [1:59:19] carries. You know, it's [1:59:22] interesting that we use the [1:59:24] word. I like Mike. We're back [1:59:27] in 19 o colonial times or [1:59:28] tradition. [1:59:32] Director, please proceed. [1:59:34] All right. Item 13 f pc, 2, 1, [1:59:34] 2, 6, 7, 9, resolution [1:59:36] rescinding the promotion to [1:59:39] the emergency communications [1:59:41] officer for position. [1:59:41] Can a member of the department [1:59:44] please provide an overview of [1:59:50] this request? [1:59:56] That's why the human Resources [2:00:02] Administration manager. [2:00:06] And this is a relation to Katy [2:00:08] available to complete the [2:00:11] training that was required. [2:00:13] As noted she has had time off [2:00:13] payroll and due to an extended [2:00:17] medical leave that inhibits her [2:00:26] to do so. [2:00:27] To make sure that. [2:00:29] We are doing things on the up [2:00:31] and up and not missing [2:00:32] something here. If memory [2:00:36] serves me correctly back at the [2:00:39] last meeting in JULY, the board [2:00:41] did these promotions contingent [2:00:43] upon completing the training, [2:00:46] which was a little unusual. [2:00:47] But I think we were told that [2:00:48] the completion of the training [2:00:52] was expected. You know, at the [2:00:56] end of that week, which would [2:00:57] I think [2:00:59] and then now this person's on [2:01:03] extended medical leave. So I [2:01:06] 2 questions. The first one MAY [2:01:07] be less important if if the [2:01:11] person was on the medical leave [2:01:15] that at that time and 2 we have [2:01:15] to be careful that if someone's [2:01:19] on a type of legally protected [2:01:20] leave, that they're not [2:01:24] they are afforded the [2:01:26] opportunity to complete just [2:01:27] given the same substantive [2:01:27] opportunity that that someone [2:01:28] else would be. And I just want [2:01:30] to make sure we're not missing [2:01:33] that. And creating a potential [2:01:35] problem. [2:01:38] Yes, says thank you for asking [2:01:39] that question. That employees [2:01:42] still has not returned back [2:01:44] from her leave. So we haven't [2:01:45] had the opportunity to allow [2:01:45] her to do that since she has [2:01:49] not returned back from leave. [2:02:00] Would there be any harm in [2:02:03] How long has she been out? [2:02:10] At least she has been out. [2:02:13] That information in front of [2:02:14] me. So I guess I would be that [2:02:17] MAY be giving accurate [2:02:19] information. But I no the [2:02:23] recent information that we have [2:02:25] received from her. I was in [2:02:28] regards to a doctor note with [2:02:29] some being out sometime in [2:02:32] July. Up until this time, she [2:02:40] has not returned. [2:02:41] Has to be carefully. [2:02:43] Looked at in terms of whether [2:02:47] or not there's an to this [2:02:48] person or like and I know [2:02:51] that's not really the subject [2:02:54] matter here, I I'm sensitive [2:02:59] to those questions. [2:03:00] So if she does request. [2:03:03] Reinstatement after her medical [2:03:04] leave. [2:03:07] Which you have an opportunity [2:03:11] to make that request. [2:03:11] That and the request is in [2:03:12] regards to accommodating her [2:03:16] to complete the training. [2:03:17] That is that the question? [2:03:18] No, I don't know what kind of [2:03:20] accommodation she MAY or MAY [2:03:23] not need. I'm just wondering [2:03:26] whether or not your rescinding [2:03:28] the promotion. [2:03:33] But she's still employed. [2:03:36] Yes, she is still employed. [2:03:40] She's not return back from that [2:03:41] accommodations that are [2:03:44] required, we will engage in [2:03:45] that interactive process with [2:03:46] hair and follow that city [2:03:53] process. With regards to that. [2:03:58] Just [2:04:00] Why [2:04:00] this particular individual, I'm [2:04:03] sure if they're promoting, they [2:04:07] have to go through. [2:04:08] A probationary period. [2:04:12] The probationary period. [2:04:19] It this wasn't rescinded by us. [2:04:20] No, I think that the the [2:04:23] promotion it's to a position. [2:04:25] That she will still have her [2:04:27] old position to go back to. [2:04:33] That yes. [2:04:36] If this wasn't enough for us. [2:04:40] This individual would have to [2:04:41] probationary period because [2:04:45] it is a new position for her [2:04:47] work in, I believe so. So this [2:04:50] is essentially a promotion from [2:04:52] a call taker to a dispatcher. [2:04:53] And that requires that they [2:04:55] complete a certain amount of [2:04:58] training to be the dispatcher. [2:04:59] The promotion was approved, but [2:05:02] contingent upon completing the [2:05:04] training. That is a that was a [2:05:05] little unusual, but it was [2:05:07] thought that given the upcoming [2:05:08] AUGUST recess and how close [2:05:12] these individuals were, that [2:05:14] exception was warranted. [2:05:15] So that's the situation we find [2:05:18] ourselves in now. And I do [2:05:21] understand that point. [2:05:23] And I do understand the chair's [2:05:33] point in that we want to make [2:05:36] training. If you will. If we [2:05:38] rescinded this. [2:05:41] This individual would go back [2:05:43] to the [2:05:44] old position and would not [2:05:49] necessarily be eligible for [2:05:51] promotion and chill. Some later [2:05:56] period. Yes, some individual [2:05:59] role. [2:06:10] The reason for. Asking. [2:06:11] To rescind this is to allow [2:06:14] another individual to step into [2:06:17] that role. [2:06:17] Assuming the answer is no. [2:06:20] But I'll let the department to [2:06:27] answer that. [2:06:28] Where I don't think that she [2:06:32] would be taking another spot at [2:06:34] this time. But when there is [2:06:37] another class that's available [2:06:38] to do that, we certainly would [2:06:41] put her back into that to [2:06:43] achieve obtaining that other [2:06:45] level of echo role. Do we know [2:06:48] when that might that next class [2:06:51] might be? Because I think it [2:06:54] speaks to. [2:06:55] The chairs. Want to ensure that [2:06:58] there's an accommodation within [2:07:00] a reasonable timeframe. [2:07:00] Training department. I don't [2:07:03] have that with me right now. [2:07:09] It makes in my mind, it makes [2:07:15] sense to rescind this right. [2:07:16] If if there is an upcoming date [2:07:19] pit, this individual could [2:07:20] possibly fall within. [2:07:23] Then I don't know if I would [2:07:25] vote to rescind it. [2:07:26] Yeah, right. Understanding it's [2:07:33] a timing issue right? Exactly. [2:07:38] Get some clarity. If I recall [2:07:41] correctly, when we had [2:07:43] candidates were very close to [2:07:47] the completion of the training. [2:07:48] Do you know how close this [2:07:49] person was to completion and [2:07:52] do we have estimate as to when [2:07:56] they'll return? [2:07:59] With regards to the closeness [2:08:01] of completion. I don't have [2:08:02] that data right now. But I know [2:08:05] at that time when we were [2:08:08] reviewing the [2:08:10] initial list, you know, their [2:08:11] word variance exists between [2:08:13] individuals and when they were [2:08:14] finished Sheehan. But I I I [2:08:16] would generally say, you know, [2:08:22] they probably had like 5 or 6 [2:08:24] types of items to complete the [2:08:28] list with regards to when this [2:08:31] person will return, we don't [2:08:32] have a specific date yet at [2:08:35] this time from the individual [2:08:36] we have been reaching out to [2:08:38] her to talk with her, to [2:08:41] understand that. [2:08:44] With this individual have to [2:08:45] do the training. Start over [2:08:46] with the training or just [2:08:48] complete the missing [2:08:51] components. [2:08:54] I would have to defer to the [2:08:55] training department. They do [2:08:57] sometimes have assessments and [2:08:58] things that they will complete. [2:09:01] You know, based on the length [2:09:02] of time that there has been so [2:09:05] so fire right now since that [2:09:07] was approved back in JULY. [2:09:10] We're already over a month's [2:09:14] time with her. Having that gap. [2:09:17] Okay. And practically speaking [2:09:18] since the promotion was [2:09:29] contingent, it's not in effect [2:09:32] doesn't really matter one way [2:09:38] or the other. So what [2:09:44] one thing that I can see. [2:09:56] On fire. Second, that. Any [2:09:57] discussion? [2:10:03] All those in favor, please [2:10:07] signify by saying Aye. I I and [2:10:09] he posed any abstentions. [2:10:35] I provide in a statement [2:10:37] regarding this promote this [2:10:42] promotion? [2:10:44] Yes, this is Chief Lipski. [2:10:45] Hearing this one point of [2:10:46] clarification. It's not a [2:10:49] promotion. It's a new hire. [2:10:53] Oh, okay. [2:10:54] He is eminently qualified. [2:10:55] Will be happy to have him in [2:10:58] this capacity. Think you so [2:11:00] much. [2:11:01] Ok? Well, we need good [2:11:04] mechanics to keep those rigs [2:11:10] Brolin. Is there a motion on [2:11:13] second, any discussion? And I hope [2:11:54] this is a promotion. [2:11:57] Chief lipski. What can you tell [2:12:04] us about this item? [2:12:07] Keith we'll enjoy a promotion [2:12:08] of so approved. He is [2:12:12] incredibly qualified. He's been [2:12:13] with us since 2020 does all [2:12:17] manner of incredible things. [2:13:18] Okay. [2:13:20] These rescissions because they [2:13:22] wouldn't that able to complete. [2:13:23] Yes, they either withdrew from [2:13:26] the process or did not complete [2:13:30] pre-employment King. [2:13:35] Do any commissioners have [2:13:39] 0nd. Okay. Any other comment [2:13:40] or discussion? [2:13:43] All those in favor. [2:14:52] Okay. Do any commissioners have [2:14:55] any comments or questions [2:14:56] regarding this item? [2:15:02] MADAM Chair, yes of approval of [2:15:03] discussion. [2:15:04] I will take a roll call vote in [2:15:07] alphabetical Order. [2:15:10] Commissioner Bill Gross. [2:15:15] Commissioner Evans. [2:15:17] Commissioner Amy. [2:15:18] Commissioner Snyder High [2:15:21] Commissioner World Patterson. [2:15:24] The chair votes aye motion [2:15:27] carries director. Please [2:15:31] proceed with the agenda. [2:15:31] Item. 19 of pc, 2, 1, 2, 6, 8, [2:15:33] 4, resolution relating to the [2:15:35] request to waive rule 11 [2:15:40] Section 2, a for to police. [2:15:40] Can a member of the department [2:15:44] please provide an overview of [2:15:47] this request? [2:15:52] And a good meeting. MADAM Chair [2:15:54] So we have our last class of [2:15:57] the year class 3 of 2026. [2:15:59] Starting on DECEMBER 7. [2:16:01] And when we were kind of [2:16:02] looking at and we're still [2:16:03] going through the applications. [2:16:04] So we're not quite sure how big [2:16:05] the class is going to be, but [2:16:05] it is also going to have a [2:16:08] number of police police say, [2:16:10] isn't it? We do have to police [2:16:11] age that fall just short. [2:16:13] I'll get to that in a second [2:16:17] of the age requirement to be [2:16:18] 21. We have police say Gordon, [2:16:20] who's been with us since AUGUST [2:16:22] of 25. So he does he will have [2:16:24] had about a year and 4 months. [2:16:27] And by the time the class [2:16:32] starts and he has a birth date [2:16:33] 3 days after started the [2:16:36] academy class that we have [2:16:37] police $0.08 who's been with us [2:16:40] since JULY. 24. So I have about [2:16:43] 2 and a half years in. [2:16:45] When the class starts in [2:16:48] DECEMBER and his birthday is [2:16:50] DECEMBER 13th of 2005. So we [2:16:53] have 2 individuals to highly [2:16:55] motivated young adults who are [2:16:56] going to be 21 win. The class [2:16:59] starts but they'll be 21 by the [2:17:00] end of the first week of [2:17:02] that class, we understand and [2:17:03] I spoke and executive director [2:17:04] about this. There are a number [2:17:05] of steps they would have to [2:17:07] complete. None of which I don't [2:17:11] think our impossible overcome. [2:17:12] For instance, they're already [2:17:13] employed with The background [2:17:16] check was already done. You [2:17:17] would have to be updated. [2:17:22] They have to take their prt [2:17:26] physical readiness test. [2:17:28] It's built into their [2:17:29] curriculum is regularly of [2:17:31] testing on their physical [2:17:32] fitness, prepare them for the [2:17:34] academy. And since we're [2:17:38] allowing those who are ready, [2:17:39] applicants who had failed the [2:17:40] prt previously to test and [2:17:42] passed up until the start of [2:17:43] the class. I don't believe that [2:17:47] that's impossible to overcome. [2:17:48] And that just leaves the [2:17:52] psychological test. And since [2:17:53] we have 3 months between now [2:17:53] and the start of the class, we [2:17:57] do believe that it's possible [2:18:01] for them to get him in, get [2:18:04] that on and then see [2:18:09] them successfully and to the [2:18:12] waived for these 2 find young [2:18:19] individuals. [2:18:21] A board fpc board ruled that [2:18:24] they have to be 21 before they [2:18:28] enter a class. From police say [2:18:29] 2 police officers. [2:18:31] And and that the question is [2:18:35] whether or not to waive that [2:18:44] rule and limited term of these [2:18:50] when appropriate houses [2:18:51] I do have a good faith. [2:18:54] Disagreement with the assistant [2:18:57] chiefs are now on this. I [2:18:58] forwarded an e-mail from Fpc [2:19:01] staff to the commissioners to [2:19:05] copies in the file [2:19:07] well, I do appreciate isis are [2:19:08] now Zephyr to get as many [2:19:09] officers and police aids into [2:19:11] our classes as soon as [2:19:11] possible. That's something that [2:19:15] generally speaking is my goal [2:19:18] as well. That said, I do feel [2:19:22] in this particular instance, [2:19:22] there is not in my opinion [2:19:26] sufficient justification for [2:19:28] waiving the rule, given that [2:19:31] there will be an Adu next class [2:19:32] in MARCH. So 3 or 4 months [2:19:33] later, it's not as if they [2:19:34] would have to wait an [2:19:37] additional year. It's a matter [2:19:40] of months. More importantly, [2:19:42] though, I do think that this [2:19:44] would if not be impossible, [2:19:48] would be very for fpc staff to [2:19:50] complete this. Given the timing [2:19:53] of the request coming after [2:19:56] pre-employment has [2:19:58] already started the rspca human [2:20:00] resource officer who deals with [2:20:01] police lays out in his e-mail [2:20:05] and some detail why that would [2:20:07] be very difficult. And just I [2:20:07] think that's another factor as [2:20:10] to why the request should not [2:20:19] be granted. [2:20:20] Some hesitancy and this, too, [2:20:26] but it's about waiving a rule [2:20:27] that what's the slippery s# [2:20:27] # [2:20:27] # [2:20:27] # [2:20:30] here? It is compelling that [2:20:31] it's within the week but would [2:20:35] not be compelling if it was [2:20:36] within a month. And where would [2:20:40] we draw the line and future [2:20:44] request for waiver? [2:20:47] So there's that to consider as [2:20:51] sure. [2:20:56] With the police department. [2:20:57] Well, 40 years, this is a [2:20:57] regular occurrence. I can be [2:21:02] classed do it to police aides [2:21:07] who were. Allowed into the [2:21:09] 34 years in the police [2:21:14] department. Such a good time. [2:21:19] He's been dozens of police [2:21:24] event. [2:21:33] Says issue, that's not a [2:21:46] problem, should be a problem. [2:21:49] Haven't read the email from [2:21:55] Jordan, it clearly outlines how [2:21:56] chilly impassable to get [2:21:59] everything done in a timely [2:22:00] fashion again, while it be [2:22:05] great and every single one we [2:22:06] worth everything we can do. [2:22:10] But unfortunate. Just a bad run [2:22:14] time of year for it to be [2:22:23] that is true. [2:22:24] To waive the the rule. [2:22:26] Is there such motion and just a [2:22:29] point of order? I think that [2:22:32] would require a two-thirds. [2:22:35] Vote to wave to rule moment. [2:22:51] It's the potential. [2:22:56] MAY not that this MAY not are [2:22:59] these still interested? [2:23:02] Everybody? Yeah, they're [2:23:03] they're aware that, you know, [2:23:06] it's it's contingent upon ftc [2:23:09] approval. And are they still [2:23:12] interested? [2:23:13] Anyone coming becoming police [2:23:16] officers and waiting until the [2:23:19] next cycle? [2:23:21] Yes, as I said, they're they're [2:23:21] motivated young adults. And [2:23:22] they understand that we saw [2:23:25] this as an opportunity to get [2:23:28] them. And now rather than wait [2:23:29] 3 months because it is also a [2:23:31] significant bump in pay going [2:23:33] from police say the recruiting [2:23:37] officer, they would then [2:23:38] JUNE class, rather than have to [2:23:41] wait to start to MARCH and then [2:23:42] graduate in OCTOBER. So and [2:23:45] given the fact that we have [2:23:48] class, one of 26 is currently [2:23:52] at 28 with 5 ladder. Also, 33 [2:23:55] in class 2. A 26 I'm to of. [2:23:56] 26 is now at 28. Anything we [2:23:59] can do to increase class sizes. [2:24:06] We are definitely going to [2:24:09] explore. Thank you. [2:24:13] Commissioner Burgos the year [2:24:15] experience is that it was a [2:24:17] loud routinely. If it they were [2:24:20] turning. 21 within the same [2:24:24] pay period. Is that right? [2:24:25] Assistant chiefs are no. [2:24:28] Are you aware of that? And then [2:24:35] is that the history as I am [2:24:35] aware that it happened [2:24:36] previously. This is the first [2:24:38] time I am aware of, though, [2:24:39] that under Chief Norman, we [2:24:42] have asked for the rules, be [2:24:45] waived. Okay. Okay. [2:24:52] I would suggest that if we're [2:24:54] good, do they at that? We be [2:24:57] consistent and perhaps have [2:25:00] a footnote to the rule about [2:25:02] the pay period. [2:25:03] Period so that it's not, you [2:25:04] know, 2 months later and [2:25:07] somebody saying, well, I didn't [2:25:11] get that. [2:25:16] So that's that would be my [2:25:19] being alluded to earlier about [2:25:33] the email, I think that begins [2:25:39] maybe leaving us to the call of [2:25:40] even the eligible pool based on [2:25:42] what I'm eating this e-mail as [2:25:43] think this is not eligible for [2:25:46] the MARCH class because he [2:25:47] would have the 2 years. So I [2:25:49] think I mean, I don't Huge [2:25:51] issue that of the song, right [2:25:52] foot. I just think there's [2:25:55] other concerning issues [2:25:56] outlined by the ftc that [2:25:59] wouldn't even allow some of [2:26:02] In fairness, the the two-year [2:26:06] period was reduced to a year so [2:26:08] that that's not a hindrance. [2:26:14] Concern. My primary concern [2:26:15] is with this being [2:26:16] realistically possible and [2:26:18] overburdening fpc staff Jordan [2:26:20] is someone that works extremely [2:26:22] hard. He has a lot on his plate [2:26:23] and he does its job very well. [2:26:26] And I want to be real sensitive [2:26:32] and respectful of that. MADAM [2:26:34] Am in agreement with [2:26:37] Commissioner Amy. I don't [2:26:38] necessarily have an issue [2:26:41] fundamentally with the waiving [2:26:42] of the rule in cases where the [2:26:45] birthday is extremely close [2:26:46] tonight. [2:26:48] In a very sensitive to the need [2:26:49] that we have to increase class [2:26:50] size. And I think we hear that [2:26:52] from the community all the [2:26:54] time.
