[2:57] And we're waiting on the transfer payment agreement for the [3:02] extended notice funding. [3:05] Supposed to be in by the end of July. [3:07] Didn't get it, so by any time, it won't be until September. [3:14] All those in favor then? [3:17] Aye. [3:18] Carried. [3:26] Item 7B, variance report to July 31st. [3:31] Need a mover and seconder. [3:35] Moved by Councilor Minar, seconded by [3:38] Councilor Simon. [3:41] Be it resolved the Council for the Corporation of the Township of the North Shore [3:44] receive the variance report dated July 31st for [3:48] information purposes. [3:54] Questions or concerns with respect to the variance report? [4:08] Seeing none, all in favor? [4:11] Aye. Carried. [4:22] Report C, report regarding waste collection date in September. [4:27] Need a mover and seconder. [4:31] Moved by Councilor Minar, seconded by Councilor Simon. [4:36] Be it resolved the Council for the Corporation of the Township of the North Shore [4:39] receive the report from staff on waste pickup [4:42] dates. [4:59] Great. [5:00] Thank you. Your Worship, just point out if council did want to make any changes to [5:04] this resolution to be amended to note what those changes are. [5:09] Given the time of year that we're at, typically [5:13] it would be the week after Labor Day from things like the eighth to the 11th, [5:17] if my memory serves, [5:18] would be the days that we would have the [5:23] waste pickup. [5:26] It was mentioned maybe we could have just extended hours at the [5:29] dump and tried it. I did a [5:33] little bit of a cost analysis. [5:36] Presently, it costs about $5,000 [5:39] for two people and working six hours a day for four days [5:44] with the equipment to pick up the waste. [5:47] If we didn't pick up the waste, though, [5:49] we wouldn't necessarily be saving any money because there would just be other [5:53] duties that these people could do. [5:56] Keeping the landfill open six hours a day for the week following Labor Day [6:01] Would require [6:03] three days of six hours and three hours on one [6:07] day, so 21 hours, [6:09] basically cost $500. The other thing to bear in mind is [6:13] that we're picking up waste when [6:17] people could be at work, [6:19] and not everybody has the means to take waste to the dump. [6:24] Did Councilor Weldon have a say? [6:26] Yeah. [6:26] Councilor Weldon. [6:27] Thank you, Your Worship. To you. [6:29] A couple of things. I'd like to hear Councilman Maynard's explanation, his thinking [6:33] on this. Why change it? We're three weeks away. [6:38] Only got one person that signed up. [6:41] So what's your thinking on this? [6:46] Councilor? [6:47] My thinking, [6:50] through you, Your Worship. [6:52] My thinking on this is the cost. The cost [6:56] of having a public employee [7:00] go pick up garbage, [7:02] whereas 12 kilometers away, it's there. [7:07] It's open. [7:09] That's my reasoning. [7:10] Thank you. [7:18] Well, thank you. Councilor? [7:20] Well, we only have one person that's signed up so far. [7:23] So what's the cost on... [7:25] What are we looking at, two hours of labor? [7:28] As opposed to- [7:28] Might even be- [7:28] ... opening the dump for four hours or four days. [7:34] And [7:37] so I'm not sure why we would open the dump for four days. [7:40] We've got one person using it. I believe the spring cleanup wasn't even [7:45] utilized. [7:48] Maybe people are taking their stuff on their own time, I'm not sure, but [7:53] doesn't make sense to throw away this week, [7:57] open the dump, when we only have one person that's going to use the dump. [8:03] The spring cleanup map was well used, was it not? [8:06] Yes. [8:07] We see every day. [8:08] Oh, it was well used. [8:09] Yeah. But anyhow, as councilor mentioned, at this stage of the game, [8:13] we only have one for the September pickup requesting, [8:17] uh, [8:18] assistance with [8:20] garbage. Matt? People normally call in the week before. Okay. [8:25] Last minute. [8:26] But we should be looking at moving it anyways, I think. [8:30] It's the week before May 2/4, and then the week after Labor Day, correct? [8:34] The week of May. [8:35] Oh, yeah. [8:35] The week of. [8:36] Yeah. [8:37] Yeah. Assuming that week, people have help. [8:40] 50, almost 50% of Algoma Mills' resident are [8:44] seasonal. So they're not getting any use out of that [8:49] if they go home by Labor Day weekend. [8:52] That's what we should be looking at. [8:53] Council? [8:55] Yes. Thank you, Mr. Mayor. Yes, I agree, but I think now us making a [8:59] decision [9:01] could be something that next [9:09] Councilor Green. [9:14] I'm just going to offer another suggestion. [9:17] I do see... It's kind of awkward on how we're doing [9:21] things. [9:22] I do see some benefits to having [9:26] the extra days [9:29] opening at the landfill area. [9:34] I think that that might be able to reduce all the [9:38] garbage that they overfilled the bins with. [9:41] To tell you the truth, I've seen a lot of things in Sprague here specifically. [9:45] I haven't checked all of the other ones, but it does [9:49] happen where there's just too much material there. [9:52] So, [9:55] I'm not sure I've decided on the [9:59] days that are picking up. But, [10:02] is that [10:05] cost of 5280, is that similar? Is that [10:09] comparable to what we've had in last year's, [10:13] as far as the other pickups? [10:17] Greg? [10:19] Thank you, Your Worship. The cost would be similar, but as I also said, [10:23] if we didn't pick up the waste, the township wouldn't necessarily be saving that [10:27] cost because people would just be doing other duties rather than picking up [10:31] waste. [10:32] Mm-hmm. [10:32] So that time of year, [10:35] we would have a full-time public works employee, [10:39] as well as the casual, seasonal part-time [10:44] works employee doing various things. [10:48] Just in the last couple of years, they've been picking up waste in that week. [10:51] So it still would be a cost that the municipality [10:54] would have. Matt- [10:56] Yeah [10:56] ... would there be any difficulty in moving it up prior to [11:00] Labor Day? Because Councilor Weldon and [11:03] Councilor Simon indicated that maybe that would allow more [11:07] people to take advantage of the pickup. [11:11] Sure. [11:14] Councilor? [11:16] Yes. Thank you, Your Worship. Through you. [11:18] If we only give one day of free dump during [11:22] that week as well, so people are choosing to come and bring their own, [11:27] we have the dump open for a day instead of, for those that have trucks and [11:31] trailers to do that dump at [11:34] our landfill site. [11:36] So similar to the one trip to the dump with the tipping fee, but, [11:40] uh- [11:42] Just that type of thing, to combine the two. [11:44] If you do pick up, but we could also say have a day where [11:48] you can dump your stuff for free. [11:53] We did that last year. [11:54] Yeah, I think so, because we gave them a- [11:56] The pick-up day [11:57] ... free tipping fee that landfill- [12:00] Yes [12:01] ... would allow them to do that. [12:02] We could, [12:03] if I might, Your Worship, just incorporate that through the whole cleanup week [12:07] there So people have a choice, either they can do a pickup or [12:11] drop off. [12:12] Give them that option. [12:16] So then a couple of [12:19] recommendations. But one recommendation certainly is to move the [12:23] date [12:25] prior to the Labor Day weekend so that people [12:29] who would may well be leaving during that particular [12:33] time would have [12:34] availability of that pickup, and then- [12:38] Yeah [12:38] ... to also have or continue on with our free [12:42] chipping fee coupon. [12:49] I believe Councilor Simon's talking about giving a free day [12:53] in three weeks. [12:56] Is that what you were saying? [12:58] Correct. Thank you. So if we're doing the spring cleanup with everybody, [13:02] instead of having like a couple of works, so there would be that option. [13:06] People are like, "Oh, I need to get picked up for free," they don't have to book a [13:09] dump. We can have a day of dump free. [13:19] Any other ideas with respect to [13:23] waste pickup days? [13:27] Well, how many of council then would first of all be in favor of moving it ahead so [13:30] that it's not Labor Day weekend, but the weekend before? [13:34] Which would allow residents who may well be leaving [13:39] during Labor Day weekend to avail themselves of the pickup. [13:44] Well, we can't do that now. That's too soon. [13:47] Too soon? [13:48] Like [13:49] Councilor Simon said, next term. I [13:52] would say leave it the way it is and open Saturday up [13:56] all day [13:58] for free dump. Bring your tax bill or bring some sort of ID. [14:06] Because if we only get two or three more people, [14:10] it's still cheaper to use Matt, the summer help, than [14:14] it is keeping the dump open all day. [14:17] Yeah, and as Matt stated, it's usually a couple of days before that they [14:21] get an influx of people who want- [14:23] Yeah [14:23] ... that pickup. [14:24] But [14:25] we could open the dump and nobody could show up. [14:40] Well, [14:41] based on the last comment, [14:43] we'd be looking at a mover and seconder, my direction to [14:48] open the dump on the Saturday of Labor Day weekend [14:52] for free tipping fee other than free on tire. [14:56] If we have to [14:57] remove the tire. [14:58] Not the Saturday of Labor Day. The week of [15:03] the [15:04] Labor Day, which would be Tuesday to Friday, right? [15:07] Okay, so the Saturday after Labor Day. [15:12] Yeah. [15:12] Saturday after Labor. [15:20] So move and seconder on the- [15:22] Okay, moved by Councilor Simon, seconded by [15:26] Councilor Green. [15:29] Vote on the direction staff will open the dump [15:33] Friday of Labor Day, after Labor Day weekend, [15:37] for no charge. [15:40] No tipping fee charge. [15:43] All in favor? [15:46] Aye. [15:47] Carried. Then [15:50] receive the report of that direction of the main. [15:54] All in favor? [15:59] All in favor for report. [16:02] So all in favor then of the report [16:06] from that on the waste pickup dates. [16:10] Moved by Councilor Simon, seconded by Councilor Green. [16:14] All in favor? [16:16] Carried. [16:17] Aye. [16:25] Moving on to the consent agenda. [16:27] We need a mover and seconder to approve or receive [16:31] items A to C of the consent agenda. [16:35] Moved by Councilor Minard, [16:38] seconded by Councilor Green. Be it resolved the Council for the Corporation of [16:42] the Township of the North Shore receive August 12th consent agenda [16:46] items A to C for information purposes. [16:58] Questions or concerns with respect to those [17:01] items? [17:06] All in favor of approving the consent agenda? [17:09] Aye. [17:10] Carried. [17:18] Moving on to item 10, introduction, reading, and consideration of [17:21] bylaws. [17:23] Need a mover and seconder. [17:27] Moved by Councilor Minard, seconded by Councilor Simon. [17:30] It resolved the Council for the Corporation of the Township of the North Shore [17:33] hereby approve bylaw number 2637, being a [17:37] bylaw to enter into an agreement with Idola Consulting Corporation. [17:41] Be read a first, second, third time, enacted, and [17:45] pass. [17:47] Great. [17:48] Have you worked with the last bullet under [17:52] item two, [17:53] basically the cap of fees for clerk and treasurer duties at [17:57] 7,000 a piece? It is that way because then clerk [18:01] retires and I'm only doing treasurer, then I don't think we [18:05] need to have a new agreement. It would just automatically 7,000 would be the cap [18:08] for treasurer [18:10] And like pointed out, it's a cap, so if I don't get up to [18:14] that hours, I don't bill 7,000. [18:17] Like give or take, it's what it is. [18:21] And that was deferred from the July 15th. [18:23] Yes, sir. [18:24] Council Welner. Councilor Welner. [18:26] Thank you, Your Worship. Through you. Thanks, Craig, for bringing that back. [18:29] Quickly, it says normally monthly fees for both the [18:33] clerk. [18:34] Yeah. [18:34] Normally means just what you said? [18:37] If there [18:39] was something that I thought was extra special, [18:42] then either take it to the mayor or to council based on what the mayor said, saying [18:46] like, "Hey, this sort of is outside." But if it's [18:50] normal duties- [18:52] Yeah [18:53] ... then that's what it would be, and that's why I say [18:56] normally. It does give the ability, [19:01] if there's a special case, [19:04] to request something. [19:05] Since I've been here, I don't think there's been any [19:09] special cases [19:11] that would warrant. [19:13] That's going to be at the $150 an hour, correct? [19:16] Yeah. [19:17] If there is anything approved over and above, that would be at the [19:21] $150 an hour. [19:24] Okay. Thank you. [19:25] Yeah. Not to necessarily admit it, but that rate's been the same since- [19:28] Yeah [19:29] ... since I started. [19:34] All in favor of the bylaw? [19:38] Aye. [19:39] Carried. [19:47] Opposed to the motion? There are none. We move to closed session. [19:50] Need a mover and seconder. [19:53] Moved by Councilor Simon, seconded by Councilor Menard. [19:58] Be it resolved the Council for the Corporation of the Township of the North Shore [20:01] move to closed session pursuant to Section 2392 of the [20:05] Municipal Act to consider the personal matters about an identifiable [20:09] individual, including municipal or local board employees. [20:13] Item F, advice that is subject to solicitor-client privilege, including [20:17] communication necessary for that purpose. [20:20] The purpose of human resources and legal matters with members of council, the [20:23] acting clerk, and the fire chief or a portion will be in [20:27] attendance. [20:29] All in favor? [20:32] Carried.
