[0:07] Okay, we'll call the meeting to order at 6:31. Please stand for the pledge of [0:10] allegiance and a moment of silence and observance of all military and presence [0:18] to the flag of the United States of America and to the people for it stands [0:25] one nation indivisible [0:29] and justice. [0:42] Deputy please roll. >> Tim Bunner [0:48] » excuse [0:52] » here. >> Eric Gunnels [0:55] » here. >> John Condan [0:57] » excused. >> Chris Taylor here. [1:02] » CC Wells >> here. Rachel Sani here. Uh staff present [1:07] tonight. Looks like Benny is out there in the audience [1:11] for our staff. Uh B meeting December 2nd, minutes 2025. [1:19] Can I get a motion? >> I'll make a motion. Stacy second. [1:25] » Thank you, Chris. Is there any discussion on the minutes? [1:29] Okay. With that being said, can I get a roll? All in favor of the approval of [1:32] December 2nd, 2025 minutes, please say I. I. [1:36] » All oppose, say nay. Motion carried. Five, sorry, 5 Z. [1:44] Um, no addition to the agenda. It's a special meeting and not all members are [1:49] present. We'll move for public comment. Agenda items only, please, for three [1:53] minutes. [1:57] You guys are being nice for the evening. Thank you. Uh, no presentations or [2:02] correspondence, supervisors report, um, EDF solar project update. Um, just a [2:07] reminder that January 20th, 2026 at 9:00 a.m. is a second prehering. Our doors [2:13] will be open in the township hall. If you want to watch that, we'll have it [2:17] airing. Um, an executive board and general [2:21] membership for 911. I need to give you guys a little bit of a report on that. [2:28] Sorry, kind of moving along. I just wanted to give you guys a little bit on [2:32] that down there. Um, [2:41] so this is down at the county. I just wanted to let you guys know that they [2:45] had their dispatches in the month of November that they had um up to date was [2:51] 33,386 calls, 2441 fire incidences, 5,830 [2:57] EMS incidences for a total of 30,995. It goes on through incoming calls for [3:05] 911 was 26,153 and 4,842. [3:11] Um, it goes into the type of calls as well. So, I just want to give everyone a [3:16] heads up. Um, if you want to obtain the report, just ask the number. I'll get [3:19] you a copy of it. Um, it looks like there was 23,275 [3:23] cellular calls alone. And some 911 hangups was 3,485. [3:30] Um, they did a whole report on how many calls in Theford Township as well. I [3:36] know that's something that we were looking at. um but they do have um the [3:41] graph broken down to let us know the calls and the different calls that were [3:44] in separate township. So I think we need to the board needs to just be aware of [3:48] that so we need to move forward. I know we had talked about EMS in the past [3:52] trying to get them out here or station one out here if needed. So that might be [3:56] something we want to look into. Um, Jennese County Metro Alliance. If anyone [4:01] interested, I'm looking at appointing a member by February 28th, 2026. If any of [4:06] my board members are interested, that would be great. Um, I'm meeting with the [4:11] handbook attorney by the end of this month. Um, he's implementing the sick [4:16] leave policy into our handbook as well as a few other changes that the previous [4:20] board had looked at. So, that'll be in your guys' ues. So, just be aware that [4:25] that's going to be coming soon. Um other than that, oh I will share with you guys [4:31] um we did post the assessor position the code enforcement on Indeed. We have had [4:35] an overwhelming response of applications um some that will not qualify but few [4:42] that do. So I will shuffle through those weed them out and then I was going to [4:47] look at possibly if Pat tax interrupted maybe John Condan or Eric to move [4:52] forward with interviews on code enforcement and then meet them down from [4:55] there. we can bring those interviews to the board. Um, that would just be a [4:59] suggestion. I know you had helped though a couple interviews in the past. Uh, [5:04] with that being said, we'll move to treasur's report. [5:08] Okay. Further, uh, in the independent bank for the tax account, we have $3061. [5:15] For Michigan class and the cemetery, we have $104,237.73. [5:23] In the my class general, we have a,563565.74. [5:31] In the sewer, we have $897,59729. [5:37] And I wanted to let the board know that our CD at PNC is coming to mature on the [5:44] 21st of March. So, I'd like to take that out and that's and put that into the [5:51] cemetery my class to add to that. Um, in our uh general fund, we have a,15,57458. [6:02] Um, the tax account right now has 113,48325. [6:12] Oh, excuse me. you know, it has 485,89404. [6:17] Um, and just a reminder that if you haven't paid your taxes, they are due by [6:22] the end of February. >> Thank you, Chris. Stacy, do you have [6:27] anything you want to touch on? >> All right. The clerk's office completed [6:30] 40 burials in 2025. We just submitted our early voting plans to the county. [6:36] Um, we're going tomorrow to get the bags all certified at the county and anyone [6:42] who would like to be an election worker is more than welcome to come in and put [6:45] in an application. They like to get started early because that's all they [6:49] have to do down in voting at the county. >> Thank [6:53] for a bill for approval. [7:00] Anybody that requires to make a motion on the bill? [7:03] I'll make a motion to pay the bill. Thank you, Chris. [7:07] Okay, thank you. >> Is there any discussion regarding the [7:12] bill? I have a question uh regarding on the pay of why are we [7:20] paying over time to embossion? >> It depends. [7:28] » Understand? She's got she put in eight holiday, one sick, and 8.58 hours of [7:35] overtime. that you could probably get with Daisy [7:40] to get details on her time card. I [clears throat] know they've been [7:44] prepping for elections and we've had [clears throat] to take [7:48] water down to Eagle and Lancing. >> Oh yeah, she did transport the water [7:53] down to Eagle and Lancing. >> Eagle and Lancing. [7:56] » We have to send water tests down there >> once a year. We make water tests every [8:00] month to the county. Plus, you have to go to take it and it's $114 [8:07] just to overnight at home. >> Now, does that come out of the election [8:10] stuff if she's working elections? Uh, election stuff. [8:13] » Yeah. So, I'm not quite sure. I haven't monitored her hours. That would be the [8:17] clerk. [clears throat] We're not starting to put time into the elections [8:21] like tomorrow the bags to be certified. >> Okay. [8:26] Um the second quick question I've got is there's other um municipalities that [8:35] what they do is like they'll take say Vicki and Ambrosia and they'll make them [8:40] employees i.e. they're the office office people and then [8:46] they make them how do they do that? >> Pay them a dollar a year. pay them a [8:52] dollar a year as the deputy and then they're full-time employee and then [8:57] everything that you know like cuz right now listing them as deputy and then [9:02] paying them full-time hours you know >> but it it puts stability and I think we [9:07] talked about that >> we did talk about that in the past [9:15] » we're running the pay down we've got a couple estimates like we only get $5,000 [9:21] stipulation for the Honda. Plus, they pay them $45,000 a year, which is more [9:26] than even we make. So, we're asking the municipalities to [9:32] send us back. [9:37] » Yeah. And how they do it. And it's a good way to secure [9:41] um longevity too within the township because when a new clerk or a new [9:47] treasurer may get elected in the future, they kind of look at okay to who they [9:52] going to get to be their deputy for a dollar a year. So they usually continue [9:56] with the same appointed deputy that's in the position being paid, right, [10:00] » to do the duties. So um it does put consistency in the township. So I'm not [10:05] opposed to looking into that further. >> Yeah. I just think it makes more sense [10:09] to do it that way that um everything that you know they say oh you [10:15] know you hear people say oh they're not supposed to get that because deputies [10:17] well as employees they do get it >> you know and um it just makes a lot more [10:23] sense to make them consider them employees and then paying a stipen or [10:28] whatever they call that for >> yeah in van it's $5,000 because there's [10:32] that >> now to increase like the clerks pay for [10:36] elections No, because once you increase it, it [10:40] stays, >> right? Unless you put in writing that [10:42] you'll take the >> right. You don't um [10:46] » speaking of elections. What is I know it's probably shouldn't [10:53] be answering answer or asking that, but what is the pay going to be for the [10:57] election worker? >> You're bringing it to the next board [11:00] meeting. >> Um the election [11:01] » I wait to see what the state's going to pay. They paid $15 an hour last time. [11:08] wage now. [11:11] » It's over that. Yeah. 137. >> Yeah. It's it's it's getting close to [11:18] it, but what they reimburse, we paid way over what they reimbured at last [11:23] elections, >> right? [11:25] » Okay. >> Um any further questions on the dollars? [11:29] » Yeah. >> Woodhill group. [11:32] » Yeah, I was going to comment on that. So, um, that one frustrated me. I got [11:36] that bill, the girls put it on my desk. I sent an email immediately out to [11:41] Carlen and had a phone conversation about that bill. Um, without our [11:45] knowledge nor approval, which was frustrating, and I had a conversation [11:49] with her regarding that, they moved forward with charging us for a quarter 2 [11:53] review, which has never been done nor made aware of. Um, [11:59] actually, I'll kind of go through this. um and things like recording the water [12:04] and sewer. They still assist with things like that. Um and reviewing the bank [12:08] reconciliations, but there was some issues in here and and that's the [12:12] reenter on the 918 payroll that I had concerns with. And then recording the [12:16] ADP fees that ended up being a total of 800. They're saying they spent 4 hours [12:20] on that. They put in here a quarter 2 revenue and expense for the DOT at 2.75 [12:25] hours charge $412. Um they did set up the escro account. I [12:30] don't believe it took them 4 hours. We had already to put the GL out in. That [12:34] was a concern of mine that I talked to Carly about. Why did it take you guys [12:36] four hours to set up an escrow account? Um, again, they charge us $800 on that. [12:42] Um, B minutes for quarter 2, which they never even told us they were reviewing [12:45] another $150. Um, they researched BOT minutes for [12:50] November. Don't know why. They never asked us them. They went on our website. [12:54] They pulled minutes um and charged us $500 to review those. Um, quarter two [13:01] budget amendments meet with Carlen. So, this confused me because I bring the [13:05] budget amendments to the board. So, my conversation with her regarding that was [13:08] that I've never even asked her to do the budget amendments. So, now she wants to [13:12] charge me for budget amendments that we've never asked her to assist us with. [13:16] Um, so I had a conversation with them. I told them that currently it looks like [13:22] we're obviously moving forward going over our budget with them. Um, we are up [13:26] to about $30,000 in spending after this bill, about 35,000. I did not have them [13:31] budgeted for that. So, there'll be an adjustment coming. Um, they've been [13:35] averaging around 2,000 to 2500 to assist us with the bookkeeping and [13:39] double-checking things for um, the audits [13:42] um, and keeping our books balanced. So I told her anything over that she needs to [13:48] reach out to Stacy, me and Chris and include us in all emails moving forward [13:54] with anything that's going to be done is going to exceed. I also told him I want [13:58] to review the agreement that we have established. [14:08] » That's the details of the invoice. I just kind of reviewed it. [14:15] » I I feel like they were just kind of trying to make some dollars, so that [14:18] frustrated me. >> Um, one more question I have is I caught [14:22] this Steve Bennett Hall replacement waiver of $75. Didn't we pay him [14:29] already? >> We did, but Benny, [14:33] he had to replace the whole faucet when you started working on it. Is that [14:37] right? [14:41] It was dripping and leaking. I think we paid him already. [14:45] » No, we didn't pay him already. He He did something else in there, but when they [14:50] put the sink in, then he can explain what happened. [14:55] » They put the sink in or when I move the sink out, it was still leaking. So, I [14:59] had to have some professional come out and do that kind of work because I never [15:03] worked that kind of faucet before. >> All right. cuz I was I was just [15:08] wondering about that because I know we had the discussion about why the special [15:12] faucet had to get put in there instead of just we're allowed to go get one. [15:17] » No, I searched a regular one. >> Right. So, I thought we'd already paid [15:21] him for the materials I believe. No, I think [15:25] initially we just paid for the actual labor. Yeah. Okay. [15:34] » Any more discussion or questions? Okay. With that being go with a roll [15:39] call vote, please. >> Yes. [15:43] » Pat, >> because of Woodhill Group, I have to say [15:47] no because I don't like the fact that they just went ahead and did what they [15:51] wanted and now we got to pay them. We didn't even authorize. So, for that [15:57] reason only, I got to say don't. And you can just um you can approve all the [16:02] bills >> everything [16:05] that you can do that. >> What if you can just make that as your [16:08] comment? [16:12] » Yeah. So I mean if I got to do yes or no it's going to be no because of what [16:18] » Chris. Yeah. I think overy. >> Yes. [16:24] » Rachel. >> Yes. [16:28] Did Eric go? Sorry. >> Motion carried 41. [16:33] » Okay, we will move forward with uh I don't have a senior center report. Of [16:38] course, this is a special meeting. Um so I'm sure Shannon will follow up with us [16:41] in February whom I will request to be at the meeting to give her report. Uh fire [16:46] authority, we have that tomorrow. I believe John Pine will be back in town. [16:50] If not, we'll be there um to get the report for that at the February meeting. [16:55] Um, Janice's library meeting is included in your ties book. I can kind of review [17:01] a few things that happened over it. Um, it just looks like they had their [17:06] approval of their bill. Um, unfinished business was um the new appraal for [17:13] looks like a building. We'll be here in January to discuss. Um, there's water [17:18] damage it looks like they're talking about. And then our 43 elevator motion [17:22] was by Kathy in support for the elevator repair. Um annual test for elevator like [17:31] it's coming up for the hydro test and elevator service. Um so it doesn't look [17:35] like there's much elevator which I guess has kind of been [17:39] an ongoing issue over there. Um, and then planning Kevin if you want [17:44] to give us a little bit of insight [17:50] a little. >> I gave everybody copies of this prior to [17:55] the meeting. [18:03] » Hey, we've been really busy since you guys last met. Uh last week at our [18:08] planning meeting we had the uh election for officers. I'm going to be your [18:12] chairman again for another year. Jason McConnell will be the vice chair for [18:17] another year and Gary Tilson is going to serve as our secretary. [18:22] » May I'm sorry. Did Jason Turno show at that meeting? [18:25] » Yes. Yes. He indicated he could possibly be moving out of the township. I ask him [18:32] to let us know when he has to change when he's required to change his voter [18:37] registration that we would consider him move, you know, moving out of the [18:42] township. >> Okay. [18:43] » So, until that and he'll notify Stacy, Stacy, he'll let us know. [18:47] » Okay, perfect. >> So, um we did uh do a recommendation for [18:53] Quantum AG, Mr. Tyville, for his marijuana processor. There is a issue [19:00] that we worked through with the uh water and waste people from Jennese County. [19:05] They did they had an engineer that contacted uh the township and it got [19:11] passed to planning also and we discussed it. The engineer wanted a full [19:15] commercial uh hookup to his sewer line. It's never been attached apparently to [19:22] the the residence that there was there was never hooked up. It's been put in [19:25] and cabed forever. Uh so he went to water and waste [19:32] services and got a letter from them. All he has to put in is a household type [19:39] sewer connection. They wanted a commercial uh with grease traps and all [19:44] kinds of other stuff and his operation doesn't need that. So uh there is a [19:48] letter attached to the file that we had. I don't know if it passed to you guys, [19:54] but that would be a requirement. uh to continue and take care of getting that [19:59] hooked up. He may have elaborate on that uh when you go to interview it further [20:03] in the in the meeting. Um Mr. Kimmer for Super Live, he's doing a drone and uh [20:11] processor. We did approve that. Recommend that. And that's the old fire [20:16] station building. probably not might not show up on your [20:20] application, which is great because it's been an abandoned building for two or [20:25] three years now. And uh we don't have an issue with him because he also runs [20:31] another business in the township. He's already had so he's expanding business [20:36] which is a good sign for us and for them. [20:39] So just to touch on that and you can that's what planning considered with it. [20:45] Um, the ordinance, zoning ordinance number 78 project is going to start this [20:50] Thursday with the first two-hour meeting with Caitlyn and the committee to start [20:55] working on uh upgrading ordinance number 78 with a target date to finish it by [21:02] September. And that all depends on how fast we can move through it. But that's [21:07] our our goal is to have it done in September. First meeting will be two [21:12] hours here and then we're going to try to do uh [21:17] a visual, you know, type meetings if we can so we don't tie everybody up. Um we [21:25] did do I did do the annual report for the planning commission that's required [21:28] by the state of Michigan. However, we just took care of that last Thursday [21:32] night, so there wasn't time to get it in you guys' boxes. We'll get it next next [21:35] month. I gave you some handouts on the MTA [21:40] class coming up. I've got everybody uh from planning signed up to it. It's [21:45] their webinars that they do from noon to 1. This one is [21:49] on zoning and uh it's it's recommended they're [21:53] going to have another class on data centers in February [21:58] for planning uh in zoning. So, this is something I think it's imperative. It's [22:04] uh no charge to the township. It's on the package that you guys provided uh [22:09] last every year that you buy the premium package. So, it's all free. I did sign [22:13] up the planning people. Uh and I put Ambi on it because she's doing our [22:18] planning stuff if she wants to sit in on it. Uh I think it's valuable and and uh [22:24] any of you guys I gave you the literature on it where if you want to [22:26] contact MTA and add your name to the list, [22:30] » right? >> There's no charge of course. [22:35] Jese County is doing their master plan uh updating their master plan. They've [22:41] got a comment section at Clio Senior Center on January 21st 1:30 to 3:00 [22:47] where you can go in person and look it over, leave comments. You can also go to [22:52] their website and leave comments. But, uh I see in the draft plan that they [22:58] got, they did have pictures of our disc golf course out here. So, he's taking [23:03] notice of that. And last thing on my list is Solar Watch [23:08] party that we're planning for next Tuesday 9:00 a.m. be the second [23:12] prehering with MPSC and the judge. And we'll be here to open the doors for the [23:19] residents. And I put that flyer in there too that [23:23] Amy had made up with the QR code. So if you scan the QR code, it takes you right [23:27] to the MTSC site for the case. And on the bottom of that page is the five [23:33] current uh applications that are going through the MPSC. If you want to dial in [23:38] and follow those, there's lots of good reading. [23:42] » Other than that, we've been really busy. Uh trying to handle solder is just [23:47] taking a lot of time. Any questions, Kevin? Which one? Which [23:53] uh facility was the one that you talked about? The hookup. [23:57] » That's uh quantum. Okay. They uh if you recall back when we were [24:02] around planning uh we let them have a porta potty till they got their [24:05] buildings all set and they're just finishing uh their processor building [24:11] and he was waiting to hook up to the the sewer. The sewer's on his he said he's [24:15] only about 50 ft from the sewer and uh but the engineer was not from the county [24:20] was not real happy but I believe he's taking care of that with Mr. Wright and [24:25] the folks higher up the chain at the county itself. [24:28] » Okay. So they they so for the processing facility they wanted him to hook up to [24:34] um the sewer. >> He wanted to hook up to the sewer [24:37] because where the building is there's a septic system old septic system from the [24:41] house but he said it was uphill. He'd have to put pumps in to utilize it. And [24:46] he said he's only 30 to 50 ft from where this sewer line was put in. And when it [24:52] was put in apparently it was capped. The lead was capped put in capped and then [24:56] never >> never hooked up. It's just there [24:59] waiting. >> Okay. Yeah. So, it's it's got a lead [25:01] coming off. >> Yeah. That makes That's it's a little [25:04] more cheaper to sell. >> Yeah. Yeah. I I don't anticipate that he [25:08] he didn't anticipate any problems either, especially after he talked to [25:11] the county and explained what he had. I tried talking to the engineer and she [25:16] was uh just real adamant that no we got to have a commercial hookup for you know [25:22] 50 people to use the bathroom and uh restaurant grade material you know [25:27] everything the commercial would have and he wouldn't explain to him just what his [25:31] operation is if he's here you can he can explain it even further than just having [25:37] to hear say from me I just wanted to touch on it let you know where we were [25:42] Let me get to other questions. Thank you. [25:47] » Okay. Thank you, Kevin. Um, [25:55] » they're trying to ask anybody with breaks. [26:02] » I mean, I don't know if you would that. Um, usually I don't I've been trying not [26:06] to waste the paper and put the packets in every [26:24] » what I had asked and it was the board meeting. But these packs are [26:31] available for any of us to look at in in the facility or in in the township. So [26:37] if you guys want to come in early look at them instead of leaving the paper [26:40] copy in everybody's boxes, as long as the clerk has them available to us on [26:44] the day of the meeting or prior to in our request, we can review the [26:48] applications from there and um approve at the meeting because it's just a lot [26:53] of wasted paperwork to go into board packets. [27:03] Um, so we'll move on to storage unit. Um, I'm going to make a motion to [27:09] purchase a storage unit for the township. [27:13] Um, not to exceed twice on here of $1,686.99. [27:24] It's an office storage unit. [27:29] What support? Uh, [clears throat] >> I got to get support and then we can go. [27:33] Thank you, Pat. >> $1,686.99. [27:39] » Thank you. >> Um, what I do want to note though, too, [27:42] is that we haven't upgraded any office equipment in the five years now that [27:48] I've been supervisor. So, I do want to make that note. So, um, this I would [27:53] like to see in the clerk's office. They have multiple storage [27:57] or storage um file cabinets in there that are old. They have that desk that [28:02] is and even the clerk's department like to add another storage unit in there [28:05] eventually in the treasures department. Um but this would be for whether we put [28:10] the garbage bags in there, whether they put their files in there um to put the [28:14] postage machine. It's just a storage unit that will coincide with the desk [28:18] that they currently have. So it's an addition to their office uh furniture. [28:23] We're talking with a park by the cabinet. [28:26] » Um, more than that. Death, covered face, storage. Can you see that? [28:30] » Oh, yeah. Okay. [28:35] » Oh, okay. Nice. >> Just to clean it up in there. We've been [28:38] doing a lot of upgrades. Denny's done a great job painting and [gasps] [28:43] just kind of trying to modernize and organize everything in there. So, [28:47] Gotcha. >> Okay. Right. [28:49] » Yeah. I heard him talk about it. [clears throat] [28:53] That's through. Can I ask why we're going instead of like people or [28:59] » And we have an account with Quill. That's where the death too were ordered. [29:03] I believe was through Quill. Um so it's just kind of been previous of what we've [29:08] always done is from my knowledge. I think the clerk ordered the desk about [29:13] 10 8 years ago, seven years ago. Previous clerk did. Um, so my non that's [29:20] where we've ordered any office supplies, [29:25] furniture, etc. for the township. Is that something that you're you want in [29:29] your office, Stacy? [29:33] » Want my house? >> Yes. [29:36] » I don't think it's necessary. I have so much office space in that back room [29:42] that we got to get that cleaned up and things can be moved in there. [29:49] postage machine could actually go back into your office or onto the desk and [29:53] Jesse's office which counties will be pleasing. Well, yeah, the post I mean I [29:58] don't care how you guys do it. I was looking at cleaning up. I had had a [30:02] discussion um with Andy about it. There's just [30:06] got a lot of odd stuff going on in there. So, I was trying to consolidate [30:09] it and make it look a little bit more professional. We get time. [30:15] » Well, then we can move forward with a roll call. There's no more discussion. [30:20] » Yeah. [30:23] » No. >> Eric. [30:29] » Yeah. >> Stacey. [30:33] » No. Chris. [30:36] » No. Rachel. >> Yes. Motion fail. [30:43] So, while we stay on that subject, uh going while we're on the subject storage [30:48] [snorts] and stuff like that, um do we need um ironing cabinets or anything [30:56] like that? >> We get tons of food. My problem with all [31:00] of it is is half your drawers are broken. They're going to pull the ones [31:03] in the back. They're not they're getting old. Nothing in this office obviously. [31:10] Why? Our previous clerk ordered new desks has been updated in who knows how [31:15] many years. I mean, it looks like the treasur's office. Yes, her desk and [31:19] things seem to be up to par, but she obviously needs more storage in there. [31:23] She's got an additional desk from 1950 in there that does not coincide. Same [31:27] with the treasur. This is my situ my position on the clerk's department. Same [31:31] thing. You got a 1950s desk in there on top of beautiful desks that were just [31:35] purchased recently in the past seven, eight years. can stay on. [31:39] » I was just thinking slowly at a time. >> We update [31:45] » maybe after she gets her >> her stuff ordered or we can revisit it [31:50] after she gets figured out what she wants to do. [31:52] » What is going on with the police building? Can that be used as storage? [31:56] » So, we'll we'll get into this, but the [32:00] police building currently right now has all of the cupboards. back to get with [32:03] the senior center director. All of the counters and cupboards that were pulled [32:08] on there are sitting in there. We had that all cleaned out. April did an [32:10] amazing job and now it's full of crap again. So, [32:13] » could we be can we be clear on what we're talking about? We're talking about [32:17] that building over there or we talking about the section [32:20] » that building. Okay. >> The section in the main office then you [32:23] just remodeled it looks beautiful. The board did approve flooring and stuff. [32:26] You did a great job. That is used mainly for treasure storage. So anything that's [32:31] going to shredding after the so many years that we have to hold on to it, [32:34] that's what that room is for. And then any assessor files because there you [32:37] just can't destroy a lot of assessor files. You have to keep them forever. So [32:41] that's storing our assessor files as well as the clerk's rotation, the [32:45] treasurer's rotation, and then they go out to shred. [32:47] » Okay. >> Took us a minute to [32:52] » Are we Are we heating the back of the portion of [32:55] » I don't think it's heated unless you turn the heat on in the actual room. [32:59] » Okay. It has a heat just below the window that you can turn on. [33:03] » Okay. Is that actually being used in an office? [33:06] » Storage? It's in the office. We use it for the clerk storage and the treasure [33:10] storage. There shelves back there and then every seven years you have to [33:14] destroy I think four years you have to destroy the files and then we call the [33:17] shredding company in to take those files. [33:20] » The rotation room back there. Um, okay. So, we'll move on to Shannon [33:27] Holton. I'll let the clerk elaborate. Well, I guess um I need a motion first. [33:34] » I will make a motion that we do not refund the deposit and Shannon is [33:40] helping I believe because it was just for their support [33:45] for what's the reason? >> Well, you can look at all the pictures [33:49] there. It was even worse. And she was in today and I asked her if she'd like to [33:54] see the picture. She walked out. [33:59] » They didn't laugh before they basically just take the garbage out. [34:04] [clears throat] Didn't do any of it. I I hate taking their money away, but [34:19] it was spread all over even the kitchen floor everywhere. [34:24] » They are required in that take out the trash. Take out the trash. [34:31] Yeah. Yeah. Sweep it. Pop it. Thank you. Try to file. [34:36] » Okay. If there's no discussion, we'll go with a roll call on that, please. [34:42] » Eric, [34:45] » could you please read the motion? >> Motion was to not refund the deposit. [34:54] » Yes. [34:58] » So, that would be yes if she's not getting it back. [35:02] Think about motion. [35:08] » Yes. >> Stacey. Yes. [35:10] » Rachel. >> Yes. Motion carried 5. [35:15] » Uh BNA payroll. Do you want to make a motion? [35:18] » Yeah. I took a look at that again. Let's do it. [35:22] » I'd like to make a motion that we table this one. I'll support. [35:26] » Okay. I'm I'm going to get further information on this and see if we can [35:30] get the price we could have got when we got all the rest of the BSNA cuz this is [35:34] a little pricey. [35:38] All in favor of tableabling BSNware payroll say I. [35:43] » I. >> All post say nay. Motion carried 50. [35:49] Okay. included in your packet is also an assessor from KCI. [35:58] » What is KCI? >> That's who we all the Treasury [36:02] Department as well as the assessor department. [36:09] Let's make a motion. >> I'm going to make a motion to accept the [36:13] estimated price um of postage not to exceed $2,500 [36:21] for the first clarify that section. [36:31] » Who who which department is paying that? Is that coming out of their line item? [36:37] assess it. What budget? >> Yeah, we budget in the um assessor's [36:42] department for post comes out of the township, but I believe [36:47] we've been budgeting and these are the same people we use like when you send [36:51] out your tax stuff. >> Yeah, [36:57] call discussion. Eric, [37:01] » yes. >> Yes. [37:05] » Chris, >> yes. [37:08] Stacey. >> Yes. [clears throat] [37:10] » Rachel, >> yes. Motion carried [37:15] zero. >> Okay. Uh Freddy, [37:20] I'll make a motion to approve one 092 North Dor Highway. Renewal of prohision [37:26] renewal of Freddy's provisioning center license number AU-R000000159. [37:34] I'll second. There any discussion on the renewal? [37:41] » Yeah, obviously they I I saw here last week they they came in and paid the just [37:47] the renewal of the provisioning center in the process center. [clears throat] [37:52] » Uh no, we got to do separate. >> Oh, but we have to we [clears throat] [37:57] have to approve them separately. [38:04] All in favor of the renewal of the provision center for Freddy say I. I. I. [38:09] All oppose say nay. Motion carried 5. Motion to approve Freddy's at 100092 [38:18] North Door Highway Michigan 4420 processor license AU-P0000388. [38:27] » Second. >> Thank you. Is there any discussion on [38:30] the renewal of the process or license? All in favor of the renewal of Freddy's [38:36] processor license say I say nay. Motion carried [38:42] 5. [38:47] A motion to approve uh Freddy 100092 North Highway 420 Grober class [38:54] recreational license number AU-G- C-0000227 [39:00] say I >> support for my own good [39:06] » I need support >> second [39:07] » thank you Pat any discussion okay all in favor say I all oppose say [39:14] nay carry at zero [39:19] quantum [39:25] motion to approve quantum [39:30] 9157 North D Highway Mount West Michigan 4458 [39:34] processor license AU-PA-000000643 [39:40] site family view and special land use with the Um [39:47] recommendations of the sewer hookup from the Genese County. [39:57] » Yes. Wait for us. >> Thank you. [40:06] » Just out of cur I had a couple questions for you. So that uh so you're going to [40:12] expand you have a little a small little processing facility. [40:15] » So yeah, basically adding processing to just help us sell our summer crop a [40:19] little bit slower. And uh the bathroom actually just has nothing to do with any [40:23] of it. We're just putting it in because it's part of our requirement as the grow [40:26] um for meeting with you guys. When we initially uh linked up with them and and [40:31] asked about it um they just assumed we were you know a regular processor and [40:35] grow. So once we kind of spoke with the supervisor and they went over what we [40:40] do, um they realized we're just it's just the bathroom and the sink, [40:43] » right? >> So [clears throat] they put us at [40:45] private use, which is like the lowest amount each year. I think it's like 250 [40:49] bucks. >> So that way we don't need a chemical [40:52] trap or anything crazy at the >> Yeah. It's not a lot of industrial use. [40:58] » No, actually we don't even have We reuse all of our water. It's all spring water. [41:02] We don't do chemicals. So >> sounds good. How's everything going over [41:05] there? It's going pretty good. We're a little, you know, anxious about the tax [41:09] that's coming, but um, you know, other than that, things are going okay. [41:12] » How did that fence uh situation where it got? I know. You guys were fixing the [41:16] fence there, uh, too. >> So, we we've reemented it. We kind of [41:21] just go through on a regular regiment every year and we fix whatever, you [41:25] know, it's leaning because the the windres havoc um especially with, you [41:29] know, the last couple of storms that have come through. So, you know, every [41:33] every spring, every fall, right after our inspection through the BFS, we just [41:37] kind of go through, reement, fix, pull, whatever we need to. Okay. So, yeah. [41:41] Thank you very much. [41:46] » Um, all in favor of the approval. >> I got ahead. So this is a new [41:53] » brand new >> brand new or permit or are we just [41:57] trying to >> they just require separate licensing for [42:01] each step. So we're essentially we have to put up a wall but we just all we're [42:06] doing is we call water trimming. We're literally just putting our harvest into [42:10] ice water and that allows us to harvest the heads and save them in freezer. [42:14] » Right. So, >> no. But what I'm wondering is are we [42:19] » approving a separate land use permit or we approving [42:23] » So, they for them to expand their business. [42:26] » No, they currently they currently have a license, don't you? As a grower, [42:32] » correct? >> So, they currently have that and now [42:35] they have to obtain an additional license to be a processor. So, they go [42:39] through the state of Michigan. It's one of the licenses for marijuana that they [42:42] have to obtain through the state of Michigan. So now we're approving for [42:45] them to have another license on top of their grow license. They'll now also get [42:49] a processor license. So it requires a site. [42:52] » Do you have the states license already? It it has to go to here and then the BFS [42:57] will come and do their final. So usually what happens is shortly after this the [43:01] BFS will come out. They'll do their final walkthrough. I think they have [43:04] till the 16th. There's usually like a set set timeline. I think here though it [43:09] was the 13th and we had it extended because of the uh last board of trustees [43:13] meeting got moved. >> Okay. Well, see what are you going to [43:16] have to come back again or >> No, no, no. This is it. [43:19] » This is it. >> Yeah. [43:20] » So, we say yes, you go to the state. State says yes. [43:23] » We're all done with everything except for the BFS. Um that typically comes [43:27] after this. It can go before, but it it typically comes right after this. I at [43:31] least it has for us in the past. >> Okay. [43:36] » Okay. That makes Okay, that makes more sense because [43:39] » we wish it was quicker. >> So like we're we're approving it just to [43:44] have it come right back. >> No, we have to approve it for approval [43:48] to >> Okay. [43:51] » Um all in favor of uh the motion for quantum say I. [43:56] » I. All oppose say nay. Motion carried by Jira. [44:02] Hey, super [44:07] are they here? They are not present this evening. Okay. [44:12] Uh superlative cana motion. Sorry, go ahead. [44:17] » Okay. Motion to approve a grower class recreational for 9148 North Dort [44:22] Highway, Mount Morris, the Michigan 48458 site plan and special land use. [44:30] » Do they exist already or are they starting up? Is this a [44:33] » two brand new from my understanding? It's two brand new licenses going into a [44:39] building that was already previously licensed, but then the owner let his [44:44] license slaps and and sold the building. >> So these aren't part of the old people [44:50] or the old owner that is there or anything like that? No, not [44:56] » either. Is that the old fire station? Is that where that's what [45:00] » the old furniture? Do we have to go over and infect anything or is that just [45:05] » No, the state does all that. We just approve them to be a grower in our [45:09] zoning because their zoning allows it in that area. So, we approve them to carry [45:14] the license in our township and then once we approve them, the state, as he [45:18] was saying, will come in and they'll do an inspection to make sure they got [45:22] their cameras, they got everything within state law. um our planning [45:25] commission who it went to with Kevin is probably when super canon came and they [45:30] explain their site plan or ask any questions with our planning. So we [45:33] appoint them to take care of that part of it. We double check everything to [45:36] make sure it's to our four standards and then we move forward with with approval. [45:40] » Now since cuz Kim they already exist there is it a little bit different [45:44] process and I'm only asking because I'm ignorant on the whole thing. [45:47] » No, you're not. You're fine. Ask questions. Um, so is it a little bit [45:50] different process for them because they're brand new than it is for Ken who [45:53] already exists? >> So we Yes. So whenever any of them are [45:57] applying for a brand new license, automatically they're going to the [46:02] planning commission. So anybody that goes to the planning commission is [46:05] normally coming to us with a brand new license approval. If they are coming on [46:10] a renewal because we've already approved them, they don't have to go back to [46:14] planning. They just come straight to us on the renewal process. [46:17] » Okay. Okay. So, they already went through Kevin. [46:19] » Yes. They've already went to our last planning meeting and now this is two [46:22] brand new licenses that come to us for our approval. So, planning board already [46:26] approved them and now it's up to us to approve them. [46:28] » Okay, that makes sense. [46:31] » Any more discussion? Okay, with that being said, um all in [46:37] favor of Sudter Live Cana Grower Classy Recreational say I. [46:43] » I. >> I. [46:46] All oppose say nay. Motion carried 5. Go ahead. [46:50] » Since there's two applications, is there a number that we have to uh [46:56] apply only just on? >> No, they are allowed to staff, but we're [47:02] not even these are two separate. So, it's not like he's asking for two grower [47:06] class C's. He's just asking for a grower class B. So, each application that is [47:11] why I required them to fill out an individual application. So if he was [47:15] going to ask for two grower class C's, I'd expect two grower class B [47:19] applications completed. So because they're assigned different license [47:21] number, >> so they get the number one the state [47:23] gives them the further. >> Yes. Okay. [47:25] » And we have the correct license number cuz it could come up for renewal and [47:29] they let it go back. So we need to know to take that application and get rid of [47:33] it because we're not going to take them up for renewal or we deny them. You [47:36] just, you know, you never know. [gasps] Uh motion to approve Super Lab Cano 9148 [47:42] North Dort Highway, Mount North, Michigan 48458 processor, their site [47:46] plant, and their special land use. >> Thank you. Any discussion on the [47:53] processor license? All in favor of the approvals processor [47:58] for super late Cana say I. >> I all oppose say nay. [48:03] » Motion carried 5. Okay, we'll move forward to lower [48:08] cemetery um map update. [48:13] Um I am going to [48:19] make the motion to approve uh $6,000 for road engineering to update the cemetery [48:26] map to come out of the 2627 township budget. I'll second that. [48:39] Now, this one I got questions because I am really lost on this. [48:42] » Okay, we were too. You want to start with your questions? [48:46] » Um, didn't we just do a map? >> We did. And what they found out was part [48:52] of the top part of the cemetery was sitting on like D. [48:57] That's how it was done. and they have to like fly drones over [49:02] and put the markers in because they didn't put the markers in when they [49:05] reset those new sections. They were told not to. So, [49:12] we are just in a pickle on a few rolls there. [49:16] » How far are we? >> It's like one or two rows that's, you [49:23] know, overlapping. Yeah. >> And what when we get the new map, how do [49:27] we resolve this? Well, after they do this, they will resolve it and the whole [49:32] map will fit together. It will be done with all our sections. That's I mean, we [49:38] were confused, too. [49:42] » What you got? That's good questions. [49:48] » Any other questions? [49:53] » I I made a motion. I think safety accepted that. Am I right, Lroia? [49:57] » Thank you. You're welcome. There's no more discussion. Uh we need a roll call [50:02] vote on that. We're spending money, please. [50:05] » 2627. >> Yeah, it's 2627. So that'll be the new [50:09] budget. >> How much was that? 6,000. [50:12] » Yes. >> And the cemetery has the money. [50:15] » It was 26. >> Mhm. [50:17] » Okay. >> Everybody's dying to pay us. [50:22] » It's literally Yeah. No. >> Eric, [50:26] » yes. >> Pat, [50:28] » yes. >> Chris, [50:31] » yes. Stacy, >> yes. [50:33] » Rachel, >> yes. Motion carried 5 Z. [50:39] » Now to the budget amendments. So included is an amendment for the general [50:43] appropriations act resolution. Um that is pertaining to the building. So, we're [50:49] taking the building fund out of the general fund and making it its own fund [50:55] like the sewer is and the tax fund or separate funds. [50:59] » Um, >> is that the first one? [51:03] » We can do the resolution first. Yeah, it doesn't matter. [51:08] So, the resolution is just moving 26, 550 [51:15] out and adjusting it to the zing fund. So I will make a motion to we'll make a [51:22] resolution number today the 12 [51:29] one two 26 [51:34] » uh that's the one I'm thinking of >> 126 [51:40] » one2-26 [51:44] Sure. [51:48] » So, I'll start off uh with a motion to accept [51:54] the Amendo General Appropriation Act resolution [51:59] uh one-d [clears throat] [52:05] » Oh, okay. With the uh change of township, Mr. [52:13] was wrong. Oh yeah, she didn't do that. This was [52:18] prepped by our group. I figured if they charged us for might [52:22] as well bring it to the board. >> Yes, it's up there. [52:26] » And the change of the date to >> right and the date of this meeting [52:33] April 1st, 2025 >> to the current date. [52:38] No, our budget was approved on March 19th of 2025 last year. Down here at the [52:44] bottom, past the board of trustees meeting. [52:47] That is the date that needs to be changed to date. [52:55] » Yes, that date needs to be changed to today's date. [53:01] » I'll second that. Okay. >> All in favor of accepting the resolution [53:09] 1-12-26 with the changes of the date and [53:14] township clerks say I. [53:18] » I. >> All oppose say nay. Motion carried 50. [53:24] And then I will do a separate motion to um accept the budget amendments [53:29] presented to the board on the agenda. There's three of them. [53:36] » I'll second it. >> Thank you. Is there any discussion on [53:40] the amendments? >> Yep. [53:41] » Go ahead. >> Uh if you look at the number two for [53:45] 10,000 >> Mhm. [53:48] » you got it coming out of the same line number that it's going into. [53:53] » Oh, I've been tired when I typed these up. [53:57] » We'll just take that one off of there. So, I'm in my budget to accept them. um [54:04] to accept the two budget amendments presented. [54:09] I don't know who supported it. Pat, do you want to support my amendment? [54:12] » Yeah, I'll support the amendment. >> Thank you. Is there any other [54:16] discussion? >> No. [54:18] » Okay. With that being said, uh all in favor accept amendments say I. [54:25] » I. All post say nay. Motion carried 5 Z. Okay, and that wraps us up for this [54:33] evening. We'll move on to brief public comments, please, for three minutes. [54:38] Sorry. [clears throat] [54:43] » Me, but I hope too. >> What' you say about you? Just wait. [54:52] » I can't hear you. [54:59] Um the Woodhill group, I have to say we you [55:04] really have to get them under control. This is uh ridiculous. They have milked [55:10] this township for 5 years now over and over and over. Uh they know what we [55:17] have. They're going to keep going until there's nothing there. Especially if [55:22] they're not even communicating anything. They're just dipping their fingers into [55:25] our checkbooks. That's taxpayer money. That's not their money. And it's not [55:30] it's not each one of it is actually each one of you money and it's also ours out [55:34] here. We need to be uh very mindful of that. [55:40] Um [55:43] pretty much that's in details matter. Sorry, I'm sitting [55:48] out here picking out the date um on some of that stuff. I'd also like [55:53] to thank um Stacy Ambro for working with me my test [56:00] and uh we ordered good weather but it in the [56:05] end it didn't end that way. So if you could work on that getting a hold [56:09] of the weather people that'd be great that much pull up there too. Thank you. [56:16] » Thank you J. Any other comments? [56:25] Just a question. You didn't mention any place. Are we going to hold another town [56:28] hall meeting regarding solar in the anticipated date? [56:33] » I would like to, but it's not going to happen before our Tuesday [56:37] » before the hearing, right? >> Possibly after. [56:40] » Yes. So, if we're going to do it, I'd rather do it after and then we can catch [56:44] everybody up on a discussion of the prehering who didn't wasn't able to [56:48] attend, I think. and then um be able to get some information out in a day in [56:52] flyers. Um so yeah, I definitely and Alice, I would like to do a budget [56:57] workshop right before or after to get a lot of people involved. [laughter] [57:02] So yes, I do see one in our future. [57:16] just [57:20] I uh just wanted to add on a little more information to the 911 uh that uh [57:26] [clears throat] [57:29] » supervisor [57:33] » and his uh the uh uh those numbers that you read [57:38] off are really quite daunting. They deal with a lot of phone calls uh throughout [57:43] the every day and those add up. But uh amazingly [57:48] a lot of those phone calls not 911. Uh it's just people calling for frivolous [57:55] type things. Sometimes it's just somebody that's uh lonely. They want to [58:01] talk to somebody but and then sometimes just people don't get the time. [58:07] [clears throat] all of which ties up the system uh and [58:12] it's affecting the 911 responses. So what they what you should [58:18] be aware of and what the public should be aware of they are instituting the AI [58:23] system soon. Uh and how that will work is is that when you've called in, you [58:29] will get a operator. uh unlike a lot of uh AI systems, you'll get the operator [58:38] and then they will immediately make a decision whether it is truly a 911 [58:43] system or it's one of those other things and then they'll shed you over to AI to [58:50] handle giving out the time and talk to you forever. Um, so to help [58:58] utilize the system better because unfortunately a lot of people don't know [59:03] what 911 is really for and uh they are changing how they for lack [59:10] of better word triage things when you make phone calls and they have changed [59:17] how they uh respond. And one of the other problems that and a lot of people [59:23] notice it is that when a call comes in, you get a response [59:29] from every police department and every fire department and uh every ambulance [59:34] service around and they're all at one spot. So they're working on ways to [59:41] contain that so that it isn't an allout effort by every municipality to or every [59:49] branch of the 911 services to show up at the same time. [59:56] 911 has been a problem for some time in this uh county and working at it and [1:00:03] spending [clears throat] quite a bit of money but everything costs money as you [1:00:06] guys know. So I just wanted to add that to her report on math. Thanks. [1:00:11] » Thank you, Marty. Any other comments? [1:00:15] » Any board members? Eric, [1:00:20] » I just like to thank everyone for coming out [1:00:24] and uh yeah, Benny uh good job on the uh the [1:00:29] maintenance of the township. I uh brought it to work. So thank you. [1:00:35] and uh everyone for coming out and uh being patient with us. Thank you. [1:00:40] » Thank you. [1:00:44] Um, just want to say thank you to everybody coming out and [1:00:49] the I think marijuana people left already, but [1:00:55] I would like to propose that we the renewals can just be approved by [1:01:03] instead of having to come for the board if they meet criteria, [1:01:07] the clerk or whoever our marijuana coordinator is, just go ahead and [1:01:11] approve approve it and then that the board only has to deal with brand new [1:01:15] ones and I think that streamlines a lot of things and takes a lot of stuff off [1:01:20] of the agenda. >> Definitely does. We just have to revise [1:01:24] the ordinance an amendment so we were paying a hold on that because I know [1:01:28] there was outdoor grow concerns to try to bring it all at once but we can bring [1:01:31] it for amendment. >> Yeah. Um, well, Kevin asked about the [1:01:35] that's getting amended for the outdoor grows and uh, well, you're listening in. [1:01:40] I think that's something that really needs to get done soon. Uh, because it's [1:01:44] coming and uh, I'm not a I'm not a big fan of the outdoor grill, but I'd rather [1:01:51] have outdoor grill. And so, you know, got to pick a lesser of two [1:01:56] evils. Um, maybe one or the other. >> Yeah. sit back and stop when I watch [1:02:03] that. Um, other than that, thank you for coming. Uh, [1:02:10] Eddie, good job on the kitchen. It, uh, looks nice and, uh, [1:02:17] we really need to get the floor here polished. [1:02:20] » Yeah. Um, so John is he does for he has already been to Menards from my [1:02:26] understanding to get the chemicals and stuff to do it. So, he should be [1:02:30] tackling the shop in the next month. hopefully by the next board meeting. [1:02:34] » Okay. Well, thank you everybody for coming and short meeting. So, [1:02:40] good one. >> Yeah. I just want to thank everybody for [1:02:44] coming. Julie, I'm sorry for your loss. Sorry for your lo. [1:02:55] Yeah. Thank you everybody for coming. Um and I'll pay you back off Chris. Um, if [1:03:00] you guys don't know Julie, she served our township last term as our trustee. [1:03:04] Um, from my understanding, her parents were very respected within the [1:03:08] community. Um, and her um, lost their father recently. So, um, please put your [1:03:13] prayers up for both of them and their family. Um, also I appreciate you guys [1:03:18] coming out this evening. Sorry about us having to cancel the regular schedule [1:03:22] board meeting. Um, we do have to look forward to um, workshops. So, I'll get a [1:03:26] budget um presented to the to the board. I'll have those dates at the February [1:03:32] meeting. Um we do want to get a town hall squeezed in there so we can keep [1:03:36] everybody going on the solar project and and be able to voice their concerns. Um [1:03:41] so, we do have a few things that we're working on and um we look forward to the [1:03:44] zoning ordinance. So, it'll be another busy year and hopefully after 2026 we [1:03:51] can take a little bit of a breath. So, um, I'm going to go ahead and let Stacy [1:03:56] speak last. [laughter] [1:03:58] » Thank you. I would like to thank everyone for coming and Julie and Pat, [1:04:03] if there's anything I can help you with, just come in this week and we'll get the [1:04:07] rest of that handled. >> Yeah. [1:04:12] » And I guess with that being said, I will make a motion to adjurnn. sport. [1:04:18] » I carries [1:04:22] have a good evening. [1:04:31] Well, kind of top of those.
