[0:02] I didn't know what was sort of going on. >> Well, I didn't hear a doorbell or [0:05] nothing. >> No, no, I just knocked and opened the [0:07] door and told hello Daryl and I'm thinking please answer me. Yes, [0:12] [laughter] please have. [0:14] » Thank you very much. Sorry for being late. So, it's 5:46. I'd like to call [0:19] the commole meeting to order at 5:30. First story bit for the agenda. I don't [0:27] believe there's anything. We have no in camera. [0:31] So the agenda are there any additions or deletions? [0:36] Do you have anything? >> Yes, sir. [0:38] » All right. Can I have a motion to accept the agenda as is? [0:41] » Motion to accept as is. >> Favor. Thank you. [0:46] First order of business 6.1, the new business and solid waste [0:50] collection survey. See if you've been working on that. Do you want to discuss [0:56] it or? Yeah, I can. >> Okay, thank you. [1:00] » Um, so we have heard lots of feedback from residents that some of them would [1:05] like to go to weekly back to weekly garbage pickup. So, we got a quote from [1:11] our provider and um we just want to do a survey of the [1:19] residents in town. We'll do it on our uh website. We'll have it in the paper and [1:25] it'll be at the front counter for um everybody to fill out if they [1:31] choose to. We will take uh the results of that from the received verified [1:39] um surveys that we get back and the majority will bring to will bring to [1:43] council what the majority wants and then you guys can make the decision. the [1:48] extra cost would be $12.95 a month, which is what they're pay or what [1:52] they're paying now for bi-weekly. So basically it would double. Um and then [1:58] so the total cost for garbage would go up to $35.95 [2:02] from 29 now because the $5 is coming off on October 1st and we could implement [2:08] this on October 1st. The garbage um integrity says they only need a week's [2:13] notice. So, um, we're going to have the survey available starting tomorrow if [2:19] you, um, recommend that we do that and it'll have to be filled out by September [2:25] 17th so we can bring it back on the next council meeting and then make the [2:30] decision and then let Integrity know. There any questions? [2:35] » I have a question. How are we letting the residents know? Because I know a lot [2:40] of people speak to me about it. >> About the survey, you mean? [2:44] » How are we letting them know about the survey? Yes, that's correct. [2:47] » Oh, it'll be on our on our website. Jesse will send out a mass notification. [2:51] It'll be in the paper. It'll go on Facebook. [2:55] » Okay. >> Thank you. [2:59] I know last time, you know, there was a lot of talk that they didn't have any [3:04] say in the decision, >> right? And unfortunately, I mean, we we [3:09] we planned on it for a long time and we made the decision as a council and and [3:13] there was some feedback saying that you know advice, but I mean we that's what [3:18] we're here for is to make these decisions for them. So, um this way I [3:22] guess in this one if they don't like it, they don't want it, leave it the way it [3:25] is. If you want to change it, we'll change [3:29] it. I mean, it's unfortunate that uh you can't have daily uh pickups or weekly [3:36] day, you know, without paying for it. Everything everything cost money. [3:40] » So, yeah. Go ahead. >> Is it noted on the survey or anywhere [3:44] that uh the people do have an option to have a second bin without um like if we [3:50] don't get every second week or pardon me, if we don't get every week pickup [3:54] that week? No, we can put that on there. We can put that on in our communication. [4:00] Um, but we if people call in, we do tell them that they're allowed to have a [4:06] second bin. >> Um, it's not that they're running out of [4:09] room for garbage. That's not the complaint. The complaint is it stinks [4:14] and they're um some stuff shouldn't be left for 2 weeks. Um, yeah, it's more [4:21] that it's not I can't my bin is full. It's more [4:26] I don't like the smell of it or I have stuff in there that shouldn't be left [4:30] for 2 weeks, but I can definitely and when we send it [4:35] out, we can say that you're allowed to have two bins and the cost is $12.95 a [4:39] month. >> What would go into the gar standard [4:42] garbage that would I guess >> dirty personally? Yes. [4:45] » Yeah. >> Everything that brought it should be in [4:48] organics, but there is dirty. >> Yeah. So, have you checked into the cost [4:54] for a second bid? >> It's $12.95. [4:57] We already there are people that have a second bin already. [5:01] » Okay. >> But the difference is we can they can [5:03] have that just then instead of the whole town. [5:06] » Yeah. >> So, really after you take off the $5, [5:09] it's basically down to $7.95. >> No, it's going up $12.95. Garbage is [5:15] $12.95, but this the recycle is coming off. So they would have only been paying [5:22] $24.95. >> Yeah. [5:26] » And now or $23.95 after the recycle came off. [5:30] But now with recycle going back on or not recycle, if [5:36] they add another bin, it's an extra $12.95 [5:39] over in a book like >> Okay. But if if nothing changes, if [5:43] nothing changes, we don't have any more services. Everybody's fee is going down [5:47] $5. >> Correct. [5:49] Okay. >> As of October 1st. [5:52] » Yes. Which they've already been notified about that. So, [5:54] » yeah. Just being know that wants to know that. And uh and I mean October 1st is [5:59] when the uh the new organics thing comes in with the province. Is that correct? [6:05] » The new recycle. Yeah. >> Okay. [6:08] » So, basically, >> one and the same, I guess. I'm sorry. [6:13] » Yeah. >> So, basically what we're saying is the [6:16] current is 105. It's going to go down to $100 with the $5 slot. But if they want [6:24] weekly garbage pickup, the utility bill is going to be 155. [6:30] » No, the weekly the monthly utility bill will go up to 113. [6:35] » And then but it's an increased cost of $155 a year. [6:40] » Yeah. >> To have weekly garbage pickup. [6:43] » Okay. >> Yeah. [6:46] So, >> and garbage isn't something that a town [6:48] subsidizes. It's totally user pay. So, >> yeah. So, the decision is [6:57] » and I just we're going to make it very clear that it this affects everybody. [7:02] So, um hang on, there's just a wasp right here. Um [laughter] [7:07] » that it it affects everybody. So that um like and if you don't if you don't want [7:14] like basically you need to have your voice be heard because this could affect [7:17] your bill and if it's something you don't want or do want you need to let us [7:22] know because if you don't want it and you don't speak up and then you end up [7:27] paying it I don't want to hear about it. [laughter] [7:32] [gasps] >> All right. Any more question discussion? [7:36] Yeah. Go ahead. >> Just a comment. We want to make sure [7:38] with this that that integrity isn't picking up at Jesse's house and they [7:43] skip my house and skip council Kevin's house and go to Car's house with because [7:48] she wants it picked up every week. That won't happen either. [7:51] » Well, you can't have that happen. It's not possible. [7:54] » Everybody gets it or nobody. >> See, you're absolutely right because I [7:59] know in the last one there I had people come up to me and say, "Well, I don't [8:02] want to pay for I don't need it. I'm going to use it." Well, guess what? It's [8:05] one for all and all for one. So [8:08] » yes, we do the same thing and be prepared if the answer is no, we don't [8:11] want it, they'll raise some feed >> issues. [8:16] Okay, pretty straightforward. Yeah, go ahead. [8:18] » I don't know if this has been available through Integrity, but I did see in Luke [8:23] in um the adult living area that there's one bin for a section of homes. Uh the [8:30] pardon me when I'm saying one bin, the organics. [8:35] So, eight houses can go drop into one bin. [8:40] I don't know if that's available through Integrity, [8:45] possibly say for the apartment building. I don't know if they have organics at [8:49] the apartment building or for Happy Haven. [8:52] » The apartment building does its own garbage. They're not on our [8:58] » Well, this would be organics. Yeah, but if if you don't have like they would [9:02] have to arrange that themselves because they're not on our program. [9:05] » Okay. What about the >> Oh, I'm thinking Happy Haven where [9:10] they're clustered and there's more than just one household. [9:14] » I don't know. >> Jesse, what does Happy Haven have right [9:17] now? They have bins, don't they? >> As far as I know. Yeah. [9:21] » Yeah. So, everybody there they have multiple bins. [9:24] » They have 12 bins as far as I'm aware. That's [9:28] » I have to look it up. >> They pay a larger fee. [9:32] » But you're just you're just talking to the apartment. You're not saying that. [9:35] » No, I'm saying >> households can together and use one. [9:38] » Right. Well, this is what I'm seeing in Luke that this is available in the um [9:44] ravine villas. I'm not sure how many units go to just one bin. [9:49] » That goes all each of them have a banana peel. They don't really have they don't [9:53] have their own grass. >> Yeah. Go ahead. [9:54] » Yeah. and Tracy, they're a condo society and normally condos aren't included in [9:59] garbage pickup in a in a community. >> That's their arrangement, but I thought [10:04] it was kind of smart. It's just out in >> and that's through the city of Leuke or [10:09] they do that on their own >> because the most condos have their own [10:14] garbage pickup. So, they would have to do garbage and organic separately [10:19] through their garbage >> like do you know what I mean? [10:24] Just food for thought. >> Yeah, because it's a condo board and [10:28] condos like my mom and dad used to live in a condo and the condo took care of [10:31] the garbage, not the city of Leuke, >> right? Did you [10:36] » um just kind of thought I guess to keep in mind if we were to do something like [10:40] that, a part of this also did stem from we we sort of almost had an option like [10:45] that with the organics pile. Um, I would wager if let's let's say if all of [10:51] Madison got their own organic spin, other people from town would just dump [10:54] their garbage in there, right? >> Or dump large trucks or things that [10:59] shouldn't be in there. Like it's just we have a history of that sort of abuse. [11:04] » Like if you did that, you can't you're going to end up where two or three [11:08] neighbors are fighting. What are you putting your dog crap in my organic spin [11:12] for? And then like it happened, right? >> Yeah. We've already got residents that [11:17] fill up our our garments around town and stuff. And I mean folded brim every [11:23] week. >> Really? [11:25] » Every week they're dumping. I even know >> I'll dump my car garbage. [11:32] » Gas station. >> Okay. [11:36] Anything else? >> Are you going to allow So it's a survey. [11:41] I get that. But if people come into the gallery, are you going to allow them [11:44] some time to to speak regarding this? >> Uh after after we get the survey back. [11:50] » Yeah. >> Um I don't know. How do you want to run [11:51] that Donna? Do you want to um do you want to do a public meeting on it or do [11:56] you want an open house on it or what would you like to do? the Don the only [12:01] reason I'm bring the only reason I'm bringing it up [12:04] » is because once people start hearing about it [12:07] » they come in here then they can speak their piece and then they got this is [12:11] the way it is right >> I'm thinking the survey is going to [12:14] speak for itself but >> but give people opportunity you know [12:19] » yeah running scenarios through my head here I don't have a problem uh subject [12:23] to council's approval with a public hearing ahead of council meeting you [12:26] just allow for half an hour Yeah. >> So, it's [12:31] [laughter] >> I think that way you get more [12:34] clarification rather than, oh, I heard this and I heard that because that's a [12:38] lot of what's going on now, right? >> Well, I I think what you probably do is [12:41] uh we bring results in and then we let anybody speak to it. I mean, like I [12:48] said, the the the survey is going to speak for itself. [12:50] » Yeah. >> But still give people [12:52] » Is there a place for comments on the survey? [12:54] » That's what I was just going to say. We could add a comment section on the [12:58] survey and people can write their comments on there if they want. [13:02] » So if we get when and hopefully we get a lot of surveys back, [13:08] » it's going to be the majority. >> Yeah. [13:11] » Rules then. >> Yep. [13:13] » Yes. >> Yep. That's what I mean. So [13:15] » the only thing Oh, sorry. You were council. The only thing I'm thinking [13:19] about timing is this the if we had a public we'd have to have a public [13:24] hearing ahead of the regular. So, we may want to extend our due date [13:29] for the survey because you definitely don't want to have the survey results [13:31] and then hold a public hearing. It'll look like we've [13:34] » Yeah. >> uh shanked it somehow, right? [13:38] » So, we'd have to look at extending the survey to the to the end of that week of [13:44] the council meeting. then you could take in the public hearing comments [snorts] [13:48] as well into that if that's what council wants to do. Um, and I would suggest [13:56] for a public hearing once they have time to speak to it, they are have they're [14:01] going to have to register to come in. It's a public hear. They got to register [14:05] their name. >> They still have to have a yay or nay [14:08] vote. They can't just come in and and be upset. [14:11] » No. Exactly. >> They have to have a yay or nay vote. and [14:13] they have to register that vote beside their their name that that they uh sign [14:18] into. Otherwise, you're allowing folks to voice their opinions, but your survey [14:24] is already done. >> Yeah. [14:26] » And you're entering into another >> Yeah. [14:29] » nightmare. So, I mean, it's however which way council wants to go. [14:33] So would it not be a good idea that like I'll take some time do a timeline let [14:39] them come in and speak to it and then make the decision [14:43] » make the decisions you can and then they would have to vote that night though [14:47] they would have to say their forward or against it uh on paper beside their name [14:52] at reg at the registration like once they had their chance [14:55] » I mean I mean it's like any other decision on that sometimes when you do [15:00] the best interest sometimes you know if you're having an open house and [15:03] something and then majority of the public doesn't want to do it. It's still [15:06] our choice to do it. Dina know the majority has [15:10] » Yeah. >> Is it safe to assume it's one survey per [15:14] household? >> Should be. [15:19] » Yeah. Well, yes. Everybody has So, when you fill it out, they have to put their [15:22] name, address, phone number, and email. Um, and then it's the question. You saw [15:28] it on the >> Jess, can you just bring it up? Yep. [15:32] Please. >> Thank you. Chris, do you have a [15:34] question? >> Oh, just wait. Mr. Mayor, hang on one [15:36] second. >> Hand up and I was smart [15:40] saying hi. But I I will mention just for the record because you asked me uh I've [15:45] only got like five extra bins >> to at my disposal and I have no extra [15:51] cycling bins. That's all I've got. So, we would have to order. I don't know if [15:55] we paid for not being used, how that works. They [15:59] would have to they would have to drop them off for us, Chris, like they did [16:02] with the organic bins when they brought them when we brought them in. So, this [16:06] this is the survey right here. >> Make it bigger, just [16:12] » I mean, I can make it bigger, but you lose some of the elements of it, but [16:16] » I guess just clarity on that it's one per household because if you got varying [16:21] » opinions in the household, you might get two or three. [16:25] » Yeah, we can put that on there, too. One survey per household for sure. Yeah, [16:29] » I would I would make that very big >> stand out that it's one per household [16:36] » because I'm reading all the way down there. I can sort of, you know, it's a [16:41] civic address, but make it very noticeable. It's one per [16:47] household. >> Yeah, it's good. [16:49] » And and we're adding the comment field. >> Yeah. [16:53] » Okay. Good. [16:56] » And what did we decide on? Sorry, just because we've gone back and forth so [17:00] much. >> Well, here's Can I just speak to the [17:03] public hearing? And I'm not saying I don't want one, but I again, if you're [17:07] going to go with majority, like the if you're if that's how you're [17:11] going to decide is by the majority of the survey, if every if 45 people say [17:16] they want it, and five if we get 50 surveys back, 45 say yes, we want [17:22] weekly, and five say no, then the five are going to be mad no matter what. if [17:26] and and it if you're if that's how you're going to decide what people have [17:30] to say at a public hearing isn't going to sway you. So, you guys have to decide [17:35] how you're going to decide because if you're going to decide [17:39] strictly on the survey what the majority wants, then then it's then there's no [17:45] point in having people come in to talk about it. If you're going to decide [17:49] based on a public hearing, then there's no point in doing the survey. [17:55] » Okay. No, I think we still do both [17:58] » because not everybody can be here when the town meeting is is happening. So, [18:03] they still have an opportunity to hand in the survey, but somebody who feels [18:07] the need to voice their opinion still can come in and do that within that half [18:11] hour time frame. I think >> as long as they vote. [18:14] » As long as they vote. Yeah, I agree with that. [18:15] » But their opinion isn't like that's what I'm saying. If you're going to go on the [18:19] majority vote, then somebody's opinion on what they [18:24] have to say isn't going to sway you. >> No, but it's about giving the public an [18:29] opportunity to say something and not everybody is necessarily going to fill [18:33] out the survey, >> right? And that's why we're saying like [18:36] you basically have to fill this out or your voice isn't heard. [18:40] » Like if you don't fill out the survey, you can't be mad with the results. [18:44] » Yeah. Okay. Or if they come in and they want to speak here, why not just get [18:48] them to fill out a third sheet while they're here? Okay, you're here that [18:52] night. You voiced your opinion. Now, fill out your survey sheet before you go [18:56] and then it's all still based off. >> Well, that would be your worship. That [19:00] would be your registration form into here. They have a survey with the [19:03] registration form with their vote. >> Perfect. [19:06] » Then they get to say their opinion. >> Sorry, just a thought. I suppose I I I [19:13] understand why we would do a public hearing for many matters, but in this [19:17] case, if we're still basing it off the survey and we want to give them a chance [19:20] to voice their opinions, could we insert a larger public commentary section just [19:25] for that part of the agenda? Avoid having a public hearing altogether, but [19:29] still give them an extra 30 minutes a like before we make the motion in the [19:33] regular meeting. That way, we don't have to schedule anything ahead of time. [19:38] It's just a I don't mind one way or the other. [19:43] » Thanks. You have something to say. [19:45] » So, >> the survey is going to be kicked out to [19:50] everybody. >> It's going to be available on the [19:53] website in the paper and at the front desk. [19:58] » Okay. So, my suggestion is we all get a water bill. Why not attach this survey [20:04] with every water bill as well? Because then you can't say you didn't get it. [20:10] You can't say, "Well, I didn't see it on Facebook." [20:15] » It's timing. >> You won't get it done by October 1st. [20:20] » I was just trying to figure out a way where No, you can't get that to go on [20:25] the survey would have to be in there last week when water bills were because [20:29] » or we wait till November 1st. Could that not happen? [20:32] » Well, it could. >> We'd have to do it. [20:36] » But even then, >> getting rid of all the flack for all the [20:39] people that are going to go, "Well, I didn't hear about this and I didn't hear [20:42] about that and I can't attend meetings and all this." [20:45] » Kevin, do you know how many people I sent 53 registered mails, registered [20:49] letters out to people and I got 10 of them back. [20:53] » People don't get their mail. >> That's not [20:57] » Well, they get their water bill. >> No, they don't. Some of them just come [21:00] in and pay or some of them just automatically pay it every month. People [21:04] don't get their >> mail [21:09] with the green card. >> The the you know the owners renters [21:13] don't get the water bill and they don't get it goes to the owners. [21:17] » Well, they don't have a say. >> Yes, they do because it's their garbage. [21:21] Like it's their garbage, right? And they pay the bill. [21:25] » They pay the bill, but they don't get the bill. Well, I think [21:30] » every renter comes in here and says, "I don't get my bill. How much do I owe [21:34] » or they're on cut off list because they don't get their bills and they come in [21:39] when they get the green thing on their door?" [21:41] » So, the survey is available to the renters when it's advertised this way. [21:46] » Yeah, it's available to everybody and I can tell you that 95% of the people are [21:51] on Facebook. They read the paper. I mean, I can't I can't get no matter what [21:56] I do, I can't guarantee everybody's gonna get one. [21:59] » Well, I think we're complicating this. >> Yeah. [22:05] » Okay. If if we delayed it till November 1st to get everybody to get them their [22:11] survey, does that affect our contract with integrity? Because it's up for [22:17] » No, >> it's not up at all. It's not up at all. [22:19] They're just willing to add this extra week like they're willing to do the [22:22] addendum to the contract >> to make sure that everybody gets [22:29] and has access to their bills. Why can't we just wait till October and [22:36] put it in the mail and then make sure that everybody can see it, everybody [22:41] knows it, and then our decision can be made. I don't think we need to have [22:46] people come in and speak. Put a comment in there. If they can't comment on it, I [22:51] don't see any point going any further. If you feel that strongly on it, put it [22:56] on your comment and get your results back in here. [23:00] » Thank I agree with you. It's just >> I know what [23:04] » I I I agree with you because then nobody can actually physically come in and say, [23:08] "Well, I didn't hear about this. I didn't hear about that." [23:10] » If we put it in all the different areas and the bill, [23:15] done. >> It's up to us make that decision. We [23:18] want to whichever way you want to do it. >> Well, you're still putting it in paper [23:21] too as well. So, >> so sorry, just to clarify the thought. [23:25] So, are we um think just in thinking are we thinking put it out on the October [23:30] bill and then wait have a deadline for November 1st and then bring it back to [23:34] the November regular or do you guys still want to try to bring it to the [23:37] October regular after the order? I'd bring it to the October regular [23:43] » because bills bills will go out probably on the 2nd [23:48] » of October, >> which means everybody will get it by [23:52] well, it'll be in their mailbox by the Monday or Tuesday. [23:56] If you don't pick up your mail, I can't control that. But it will also be on [24:00] Facebook, the website, in the paper. So >> ahead of time, right, like before the [24:05] second, we could start that earlier. So when [24:07] » we could put it in the paper for that Friday the 2nd. [24:11] » So is that is that what anybody wants to do that way? [24:14] » Is there any other urgency that we're not aware of? [24:17] » Nope. >> Does our contract still [24:23] put comment on here though yet? >> She magically do it. She's doing it. [24:30] » Okay. All right. Is that the wish of everybody? [24:33] » I think that it's >> all right. I get a recommendation motion [24:37] to recommend that council publish a survey on the town website Facebook [24:41] connect 39 and the October water bill >> to direct information to direct count to [24:47] direct administration to do that for you. That's how you're uh your motion [24:52] has to read sir. >> Okay. [24:54] » You're directing us to do what >> correct just said that's what I meant. [24:58] » I'll move to direct administration. Same thing I thought. [25:03] » It's not okay. [laughter] [25:07] » Okay. >> And sorry, just to clarify one more [25:09] thing. If we do it on October 1st, like send it out in the water bill, we would [25:14] have a deadline of uh Thursday the 22nd. >> Exactly. [25:19] » That we could and then it wouldn't start till the second week of November because [25:23] they need a week's notice. >> So, [25:28] » all right. I think we beat it to death enough already. Somebody would like to [25:32] » I move to direct administration. >> Okay. [25:35] » On what he said in [25:39] » favor. I [25:42] » concur. >> Absolutely concur that we'll do [25:45] something. [laughter] [25:49] » We got we beat that one up and off. Let's move [25:52] on. uh [25:56] else reports 7.1 uh I guess I'll start with mine. So uh [26:01] going three months for the months of June, July and August following [26:06] activities. June the 2nd we had a special council meeting regarding the [26:10] river intake lease. June 9th we had a council of the whole June 13th I just [26:15] wanted to point out that uh at my resident I had my water beer changed. It [26:20] was probably 40 or 50 years old. The entire process took about half an hour. [26:25] Uh went very well considering the age of my meter and the fact that it had to be [26:29] cut out and uh replplumped. So they had to do the whole works on it. Uh the [26:35] installer was very knowledgeable and very professional and [26:39] everything went very smooth. So I just wanted to point that out. Uh June 23rd [26:45] regular council meeting. June 24th I attended the AGM for the North Scan [26:51] Water Alliance. The agenda and program was shown in correspondence for a [26:55] regular meeting. I think in July everybody saw that there was quite a bit [26:58] in there. July the 2nd I attended the Actto Cup as a guest of ACTO CEO Jason [27:05] Shark. While there I chatted with President Nancy Sutherland. [27:10] uh she was very aware of what's happening in Thorsby especially [27:13] regarding with the changing out of the uh um gas lines and the upgrades and she [27:20] also was very aware of what we're trying to do with the water and she was very [27:24] encouraging to it. I I did make a comment to her that I said it's taken us [27:28] a long time. She says when you're dealing with the government and they're [27:31] giving you money it takes a lot of time. So I was kind of I was very impressed [27:36] that uh you know they certainly certainly knew about it and was very [27:40] encouraging they were supporting us. So uh July the 15th I attended the chlor [27:46] barbecue in Morbert along with counselors Watson and Messen and I was [27:49] late for that one as well. [laughter] [27:54] » You were I was >> lost track of time again though. July [27:59] the 17th, I attended the opening ceremonies for the uh U8 provincial [28:03] finals in Thorsby. I gave a little speech regarding the uh treaty 6 and [28:08] treaty 6 indigenous land race and Thursdays won gold. Congratulations to [28:13] them all. Even though they had to go to Millet because it got rained out here [28:17] the next day, but uh first couple days was pretty good there. July 28th, we had [28:22] a regular council meeting. August 4th, special council meeting regarding the [28:26] amended boring bylaws. First greetings. August 6, uh, place the looney in the [28:34] casting center ice on the arena floor. This is a custom from the contractor for [28:39] all their projects recognizing the Olympics when Canada placed the looney [28:43] in the ice and went on to win gold. It goes back [28:47] that far and the these scouts uh they keep they lo everyone that they do. So [28:51] there's plenty. August 18th, special council meeting for [28:56] second and final readings for the amended board bylaws. [29:00] August 22nd, Cod Don and I attended a barbecue in Devon which everybody was [29:05] invited to posted by MLA Andrew Bachenko. Uh we met the staff today on [29:11] the way and received some valuable contact information. I'm sure CO is [29:16] going to talk about later, but it was very worthwhile. [29:19] August 25th regular council meeting. That's my report. Any questions? [29:27] No. Good. Council evidence. You can tell I did mine from the road. [29:34] [laughter] Uh I thought it Yeah. So for the summer [29:37] I report I attended all regular council meetings and the two special meetings [29:41] that we had. [29:44] » Questions. Uh, John Council Mson. [29:50] » All right. So, I attended all regularly scheduled meetings for the month of [29:54] June, July, and August. Other activities or duties, be it paid or volunteer were [29:59] as such. June 3rd was special meeting. June 4th, I was bingo pay master. June [30:06] 8th, Commissioner of Oaths. June 10th, communities and bloom meeting and [30:11] planted plants at Taylor Park. June 11th, Luke Regional Housing Foundation [30:16] Governance Meeting. June 12th, volunteered for TEPA as they were short [30:21] on volunteers for the year- end movie. June 17th was the Asha Golf Tournament. [30:28] June 19th, Commissioner of Oath. June 20th, parade entry with Councelor Watson [30:33] at Warber Canada Day Parade. June 25th, LRHF board meeting. June 26th, [30:41] Commissioner of Oath. June 30th, guest of Foris at Pinoa Stampede. July 15th, [30:49] LRHF Cloverleaf Manor Barbecue. July 15th, I had Lions Meeting. July [30:56] 18th, Morning Star Open House. July 23rd, LH LRHF Plane View Manor Barbecue. [31:05] July 24th, Commissioner of Oath. July 29th, communities and blue meeting. [31:10] August 4th was a special meeting. August 6th, Looney Cast with Bryland at Artic [31:16] Spa's rec complex. August 10th, Commissioner of Oaths. August 14th, [31:22] senior's barbecue. August 18th, special meeting. August 27th, bingo pay master. [31:30] August 27th, virtual LRHF special meeting. [31:35] That is my report. Well, thank you very much. You have any questions for council [31:40] muscle? All right. If not, then that concludes [31:45] the council reports. Can I have a motion to accept the council reports for [31:49] information? >> Motion to accept information. [31:53] » All in favor? All right. Administration reports. They [31:57] have it on. Thank you. Worship of council. So is summer. [32:03] are the uh top part I always keep with you so you know what kind of government [32:08] projects we're doing and how we're doing them. So the ONS project uh that we had [32:13] from the government is complete water treatment 100 administration office of [32:17] the sale 100 and recreation completed at 100. So um that's all good. So we have [32:22] manuals, we have stuff, we have forms, we have everything we need for that. uh [32:26] circular materials have been uh we went to their kickoff meetings and the roll [32:31] out schedule and uh that's all was completely a full report. Uh privacy act [32:36] off the privacy commissioner is still building a plan to start to classify [32:40] documents and again that that language is is still from the last uh last month. [32:45] So basically designation of privacy officer which is me mandatory staff [32:50] training document classify system etc. So, we're are just finishing off the [32:54] plan. Uh we'll get to classifying information probably 2027 and 2028 and [33:00] 2029. Emergency management. Uh Leoo County is [33:04] proposing a meeting with all the CEOs to look at regional emergency management. [33:08] This was tried a few years ago with some serious roadblocks. So, uh the CEOs are [33:13] very interested in how this will be beneficial and efficient. We'll see. Uh [33:17] it always comes with a cost and that's not being nasty. It there is a cost. The [33:22] last time it was $15,000. So we'll work through it and and we'll [33:27] advise uh July and August highlights. So attending construction toolboxes as [33:32] often as possible to keep up with any issues that we could solve or bring [33:35] forward. Construction is on budget. Uh curbon gutter is being staged with [33:40] paving after. So they do the curbon gutter. They put gravel underneath it. [33:44] Then along comes border pavement. They're at a heck of a time right now. [33:47] They took a 40 chase a water break and it was in a service line and so they got [33:53] all that fixed and then there was tree problems with our famous elms and so [33:59] that was all looked after as well. Um we had a uh new uh we have a new Alberta [34:06] municipal insurance carrier um representative so met with met with them [34:11] and and had lunch and that's very good. So, we finished September is the PRQ [34:16] questionnaire. That means what do you how many staff do you have? How many new [34:20] buildings do you have? How many new pieces of equipment do you have? That's [34:23] just them uh getting any new information so they can up our our premium [34:28] basically. That's all done. That usually takes a half a day. And then the finite [34:32] tracking what we ensure will come in October before our insurance policy is [34:35] bound. So, uh that's when we have to count tractors and greater blades and [34:40] all that sort of thing. But we've been doing that for four and a half years. [34:43] So, we're getting better at it. Uh, monthly meetings with the league player [34:46] to keep informed. I try and stop every Tuesday night if they're at fire [34:49] practice. And if they're just coming in off a practice or coming in off an [34:52] event, I try and stop in and uh just chat with them. Uh, and uh we'll uh [35:00] we'll do some finite tracking with them, what we ensure, and that'll come in [35:03] October. Sorry. Um, meetings of Yeah, sorry, I'm on the wrong thing. Uh, the [35:08] 16inch pipeline was fixed at the intake meetings with Alberta Environment. [35:12] They're all fine with that. Um, I should have put a bullet in there. Oops. [35:16] Planning matters, compliance, certificates, development, permits, and [35:19] discussions been going on all the time. We have some folks wanting to do things. [35:22] And so there was chatting with us and with Liz. Attended the Looney ceremony [35:27] at the arena. The cement base was being poured. Had lunch with the Bryand team [35:31] along with mayor and counselors. Attended by invit invitation Mr. [35:36] Bchenko's open house in Devon on a Saturday to make valuable connections [35:39] with his chief of staff. So, here's here's how we like to work. If I want to [35:43] talk to Minister Buenko, I have to come to the mayor and council and get [35:46] permission to to take one of you with me. I can't just phone him. Well, hi, [35:49] how's it going? Uh, but with his chief of staff, uh, we're all on the same par [35:54] level. I can phone them anytime. So, I met with his chief of staff about a [35:58] couple issues that that I want some support on. And uh it may not be uh [36:03] Minister Buenko's um ministry, but when they'll they'll let you have access to [36:09] the other chiefs of staff when you become co colleagues. Right. First u [36:14] first one I want to look at is uh a road agreement with uh lead actually with the [36:19] province with respect to 778. So I'm going to look at a road agreement and [36:23] that's strictly for basically the cement uh the uh permacete that goes in our [36:27] water main breaks. So, uh, that letter's been sent off through Mr. Boyenko's [36:33] chief of staff to the chief of staff, Alberta transportation. The second one [36:37] is is a project that we want to think of for the uh, industrial parks. I want to [36:43] talk to Alberta Innovates and that's a different ministry through uh, municipal [36:48] affairs. So, uh, Minister Municipal Affairs chief of staff and I will chat [36:53] about that and and we'll all we all get to know each other and make friends. So, [36:57] you get more done at that level. And I'm not breaking a protocol because I'm [37:01] pretty fussy with protocol with the government. Excuse me. Um, [37:06] orders sent out for mowing lots in June with either enforcement under contract [37:09] or mowing attaching, billing to taxes. All those lots have now been done. [37:13] Billing is being attached and uh, of course, uh, we wait always because when [37:19] an order goes out, the landowner has an appeal time to which we have to wait. [37:22] So, that's all done and finished. And we do have our frequent offenders that uh [37:29] we will get after that next year. Again, reviewing with the team bylaws, [37:33] policies, and more to come. We're making progress simplifying and making sure uh [37:36] the policies and bylaws make sense. We were just discussing one this afternoon, [37:40] Cindy and I and Jesse, that we had a very robust discussion about it, which [37:44] is good. And we realized it didn't make sense. So, we got to send it to legal. [37:48] It uh when you're dealing with money and charging people things, it has to be [37:52] right. And especially if there's a fee, sorry, a fine attached because the last [37:57] thing we want is to have to go to court and have lawyers. Otherwise, there's no [38:01] point writing the fine. If it's not a provincial ticket, we're we're spending [38:06] probably, let's say, on a bylaw ticket that they that the person got the ticket [38:10] is challenging. The lawyer fees are about $2,000 for a $500 ticket. So, [38:16] we're going to fix that up in the smile. We notice that anomaly, so get that [38:19] fixed. Uh we're working with the upward health inspector on matters as [38:23] requested. As he comes in and asks for things uh he doesn't tell us the files, [38:27] he doesn't tell us anything. He just requests certain information from us. [38:31] Want to start working with county on new messaging or we have been for fire [38:34] recruitment in Thorsby. If you look on the uh website, [38:39] » yeah, we uh we built it uh here as a team and then we uh we sent it off to [38:44] them for approval and uh they weren't sure what to do with it because they [38:47] never considered all that we wrote before. we just want to change it up. [38:51] And I went and asked the fire guys and gals if they'd seen it. They said, [38:54] "Yeah, that makes total sense." So um anyways, that was that was pretty [38:58] exciting. And uh well, I'm also want to work with them. We have more meetings [39:02] scheduled. I want to have a YouTube channel where we're recruiting all the [39:06] time where we're talking to people about things where we're um [clears throat] [39:10] uh doing uh a little bit of fire prevention things rather than having [39:15] these big seminars and that sort of thing. So we're we're working on that. [39:19] Um it's all good. Uh monument placements, grave identifications in the [39:23] grave for requests, graves, cremation graves, certain were dug and uh entered. [39:30] Um we were certified blessed debentures and other government functions overland [39:35] flooding study completed by the government and updated participated with [39:39] Calmar for a groundbreaking ceremony and honored their request to assist the [39:42] first nations elder to bless the site. You can see that signs are being [39:46] changed. We actually turned uh the intersection down here at Hanken beyond [39:50] the Treasury branch. It has to be for we stop all the way around, not just three [39:55] ways. So that's all fixed. And a few other places we're starting to get [40:00] either yields or stop signs of the streets coming out on 50th here because [40:05] they should be yield because that's a major artery. So we're working on all [40:08] that. Um as you notice, we started painting the handicap signs today. We [40:13] got the women side city city office here done. And uh there's one other thing [40:19] that I that we did here. Uh oh, and we were in the calmar parade. [40:23] » You know, I guess I almost forgot about that counselor Audrey and I and she [40:27] wrote in the back uh the box through Candy made a fool out of herself. She's [40:32] wearing some kind of sun hat. I was dressed up like a water drop. I don't [40:36] know what that was all about. I just drove and we won't talk about [40:39] » No, we won't. I won't say anything. And that is my report for the summer. [40:43] » Okay. Questions for Go ahead. >> The last point about signs being [40:49] changed. >> Yeah. [40:50] » Has it been noted that the sign that used to be right by Argo where we're [40:55] coming up from the construction has gone? [40:59] » Yes, we noted that. And we'll order a new one. [41:01] » Okay. I know. I remind >> why it hasn't been changed is because [41:06] post is illegal. >> The old little stupid post that was [41:09] that's actually illegal now. Oh, sorry. [41:13] » I just noticed it again today. >> No, that's great. Thanks, Chris. [41:16] » Uh on 53rd that all the waters been uh all the temporary waters off and [41:22] everybody's on permanent water. No, the lines are [41:24] » not yet. >> Not yet. [41:27] » I haven't received any word from engineers, but I'll know. I'll go to the [41:30] I heard one of the residents told me that it was. [41:32] » Mine's done. >> Yours is on. [41:36] » I'll I'll confirm the toolbox. I haven't received any [41:40] » [snorts] >> Yeah, [41:42] » they may have had some that they couldn't contact those because it was on [41:44] the wall again. >> Yeah, I'll confirm with the engineers at [41:47] the toolbox and I see I'll send you a question. Thank you. Anybody else have [41:53] any other questions? [41:57] » Thank you. >> Um, [42:00] » sorry. You said that the construction is on the budget. Do we have any update on [42:03] timing? Is it still second week in October? [42:06] » If the weather cooperates. >> Yeah, right. I don't [42:09] » that's all we did. We had Lake Padernis again at the start here. [42:13] » And I talked to the engineers about that. They said uh everything has been [42:17] uh shot uh the grade is proper, but how they put in the driveways and the old [42:21] curbs and gutters and how they built the lots causes them a lot of trouble with [42:26] getting it all level and getting it the way it should be. Some of the driveways [42:29] they may have to cut in. Uh everybody that had something taken off their [42:34] property gets it back. So, if it's a sidewalk, you won't get the blocks back. [42:38] You probably get a sidewalk, so to speak. Um, so they they were they were [42:44] having trouble. Um, not that they didn't know what to do, but they they're [42:47] getting it as close as they can. But that that one coming out on 778 there, [42:51] that's going to be a turkey all the time with water right there in that corner. [42:55] Uh, because everything was built, however, but u they're they're moving [43:02] along. Um, when the curb and gutter stuff comes in, there's about 20 or 30 [43:06] trucks that come in, about 60 guys, and they have it done in a couple of days. [43:10] » Cool. It's pretty impressive actually. >> Who's fitting that cost for the [43:14] difference in the grid that's in the contract? [43:16] » That's all that's all part of what they have to do. Yeah. Yeah. They I mean, [43:20] most most companies would um uh would use that as a change order. They don't. [43:27] » They just do the job. And we're not allowing too many changers. I think we [43:30] have a lot too, but they've all in budget. [43:35] » Well, thank you. All right. Uh, Cindy, please. [43:41] » Hello. Um, all right. So, over the summer, I have been liazing with meter [43:46] core read the new meter installations. Um, as of today, there are 51 meters [43:52] that are still remaining, of which only 27 are in the construction zone. Um the [43:58] remainder access, plumbing or refusal issues which are being dealt with. Um [44:03] all installed meters have also been placed in billing software. We've sent [44:07] multiple letters to residents rewater replacement meeting or booking [44:12] deadlines. Um we've notified a couple residents of potential water leaks. So [44:16] that's the one benefit of the new software and they were very happy that [44:22] we called them. Um uh we worked on financial policies and [44:27] bylaws. Submitted the borrowing bylaws to the loan local loan authority for [44:32] dispersement September 30th barring any court challenges which I do not foresee. [44:38] Um submitted all grant amendments and applications for 2026. All have been [44:42] accepted. Just waiting for minister's approval on the CCBF and that's just a [44:46] rubber stamp basically. um received LGFF operating funds and that was $88,000. Um [44:55] received the remaining 2025 commitment and the partial payment of 2026 [45:00] estimated commitment from Leuke County for the recreation agreement. Um I've [45:05] leazed with tax service regarding the upcoming tax sale which is happening on [45:10] September 22nd I believe. Um we've uh facilitated installation of new phones [45:17] due to new phone system. I submitted and now have received um the funding for [45:24] FCSS for 2026. Um meetings regarding new recycling plan [45:29] that rolls out October 1st and eliminates the recycle fee on [45:33] residential bills. Letters went out to residents in this month's water bills. [45:37] um letters to commercial and public service properties regarding [45:40] discontinuation of recycling due to new government program as these types of [45:45] properties are not eligible. They all got letters. I asked them to contact me [45:49] for options as I have some available to them and I haven't heard from any of [45:54] them. um meetings regarding updated updating agreements uh started working [46:00] on operating and capital budget plans process payables and EFT payments [46:04] process payroll and dealt with resident inquiries [46:09] financial information outstanding utilities 77,48463 [46:16] of which 6,49915 is subject to shut offstanding [46:22] taxes $265 $5,566.85 [46:28] of which $4,792.80 [46:32] is up for tax recovery. And I just want to note that that is the lowest number I [46:36] have seen since I've been here. Um, and $49,428,088 [46:42] is from 2025 tax notices. Our operating account is sitting at $2.3 million as [46:49] compared to 1.5 last year. And our savings account is the same at 1.17. and [46:54] we have not used our line of credit. [46:59] » Thank you. >> You're welcome. [47:01] » Questions for April. Cindy, >> just just a comment. Cindy, do you want [47:06] to talk about the tax sale on the lot? >> What would you like? [47:14] » What about it? >> Just let council know it's been sold. [47:18] » Oh, that one. Oh, yeah. >> Yeah. Not [laughter] the one we're [47:22] coming up. What about the one that's going up for sale? Oh, yes. We did we [47:26] did sell one of the tax um the tax sale properties from last year that we took [47:32] possession of it sold uh a couple weeks ago and uh they are in the process of [47:39] having the old trailer removed and putting a new manufactured [47:44] home on there. So, they are aware of the one-year [47:50] um caveat from council, but they plan on doing that like right away. So, [47:58] » have a comment on that one. Yes, they are working on that property as we [48:03] speak. >> Awesome. [48:06] » Yeah, it looks good now. It's all nice and mowed. It looks great. [48:12] » All right. Any other questions, comments? [48:16] Okay. Uh, parks and recreation, Kelly, please. [48:20] » Hello. >> Okay. This past summer, um, active [48:26] memberships in July, we had 161 and August 169, 12 of them being Art Expos [48:33] employees. So, pretty steady numbers over the [48:37] summer. Our summer programs we ran for six weeks from July 7th to August 13th [48:43] with over 300 kids attending. Uh most of the programs sold out actually. Um Sam, [48:50] we had new summer staff this year and it was phenomenal. It was we had a really [48:54] good crew so hopefully we can get him back next year. Sam did a great job as [48:59] usual. Um I started working on the Chris project which is the climate ready [49:04] infrastructure service program. So the engineering company that we're working [49:09] with is sustain sustainable projects group out of Calgary. It'll take about [49:14] eight weeks to complete. So they're doing like a climate resiliency study on [49:18] our building to see how much our building can withstand for future [49:21] climate you know flash floods or different things. And then um with the [49:27] priority being on the roof assessment and the building envelope um to see what [49:31] options are available. And then they'll also work with us on funding. So, um, [49:35] help us with the federal grants that are quite complicated. So, that's my hope [49:40] for our roof, uh, financing or funding. Um, the Roving Energy Management [49:47] Program, which is the first one I the first program I did, we're just wrapping [49:52] that up and with our $10,000 grant, we've had um 10 smart thermostats [49:57] installed throughout the facility. Um, there's still some money left in that [50:01] grant. So, we're looking at a couple other options. But with the new [50:05] thermostats now, it's all like controlled from my phone, like from an [50:09] app. There's alerts. So, if we lose power in the night, our building [50:14] temperature drops, I'll be notified directly on my cell phone. Bonus, but a [50:19] good thing, right? So, it's pretty neat. So, it'll it'll be nice. We haven't [50:25] implemented them yet, like using them because we're not calling for heat yet [50:29] in the facility. But, um, the hockey schedule was pretty much probably 95% [50:35] finalized in early August and basically we're fully booked for the whole season. [50:42] » So, still finalizing little tweaks here and there, but uh it's it's good. Um, [50:48] we'll also be hosting seven hockey tournaments this year, which is from [50:51] years past. Um, so I requested three weekends from West 39 that they did not [50:56] book games in those weekends so I could sell it to out of town tournaments [51:00] because that's where the money is. Um, and so they sold I sold them instantly. [51:06] So it was it was great. So should help with our revenue there and [51:11] West 39 was uh fine with accommodating that. Uh, the arena floor project. So [51:18] we're wrapping that up. So, it's complete chaos over at the complex right [51:21] now in the final stages, but boards and glass have pretty much all been [51:25] installed. We're just uh the new the new glass and netting is going to be coming [51:30] up putting up this end of this week. It should be um they should be completely [51:35] done by next Friday at which time we'll be start cooling our floor to build ice. [51:41] Um brine is being uh was started today to u charge the system and we're [51:48] starting the plant either Thursday. Still expected opening is on September [51:53] 28th. Um summer maintenance. Jenna did a great [51:59] job even with all the moisture and whatnot. Um wre havoc on our grounds and [52:05] thank you to public works for helping with our hay fields. It was it still is [52:10] a challenge right now, but it was it's great that we were able to get your [52:13] help. Um, baseball bleachers. So, that project is uh being done right now. So, [52:20] the um the gravel pads with borders have been completed for the existing diamond [52:27] for the old diamond. We're also going to be doing the same thing for the new [52:31] historic if we have enough funds. Um so cleaning up the old set of bleachers the [52:36] grounds around it. So it looks really good. We have [52:40] um combined the home plate will be the big bleachers. It's I think eight rows I [52:45] believe eight eight rows 21 ft wide. And then we had two small bleachers that [52:51] like three row bleachers. So, we moved on to third base and first base and put [52:55] gravel pads around there so it just looks nice and clean and professional. [52:59] So, that should be probably wrapped up um [53:05] by end of next week for sure. So, yeah, and I'm probably forgetting lots of [53:11] stuff, but that's the end of my report. >> Thanks for that. Um, are you uh planning [53:17] any uh bucket dropping ceremony or anything on the 28th? [53:22] » Um, possibly. Yes. >> I know. I just I'm not saying you have [53:26] to. I'm just asking. >> Yeah. I talked I had a meeting with [53:29] student on Friday actually and asked and we talked about like some sort of ribbon [53:33] cutting ceremony >> and I set a puck drop at our first game [53:37] maybe like or something. >> Cool. His suggestion was just to do a a [53:43] simple ribbon cutting with counters in the afternoon. [53:47] » So, keep it simple. Um, [laughter] >> what's that? [53:53] » That's okay. Um, [53:58] » skate or what? >> In all honesty, like a game, the first [54:02] game wouldn't be probably until mid October at the earliest. [54:06] » Yeah. So, if we open to the community on the 28th, like, you know, it would be a [54:13] few weeks before there would even be a game. Um, so we could do something like [54:18] » I just need to get it to the point where I know for sure we're opening on the [54:22] 28th. Yeah. You know, but we could do um like a ribbon cutting and maybe like [54:30] had mentioned maybe a staff function or team function on the ice. We could maybe [54:35] incorporate something all together. We just got to get through a few other [54:39] things first. >> I think, you know, I mean, we've got it [54:42] done. I think it'd be worthwhile, you know, saying, "Hey, look, [54:45] » Oh, yeah. Yeah. Connect 39 has already reached out to me to make sure they're [54:50] » radio station three times." [54:52] » Yeah. I saw they just did an article on us last last week. They published it. [54:57] » Connect 39 reached out because they want to make sure we're on the front page of [55:00] the newspaper for their ribbon cutting. >> So, um, but yes, so we will have [55:05] something It's just not until we get a little [55:09] » I was going to ask what's there to bring in the FCW Critters hockey team. Is that [55:13] a possibility? >> Make a fun game. [55:16] » I I think you have to book pretty uh uh I mean if you want it from now maybe [55:22] maybe in February or March aspect >> when we've had the critters it's been [55:27] booked like three or four months in advance. And the one time we got it and [55:33] cuz I heard it on the radio, they were looking for somebody cuz somebody backed [55:37] out. But usually they open that up. >> Yeah. I'm [55:41] » I think it might already been open and they're already probably booked for this [55:45] half the season. >> I guess I know it's a really fun [55:50] community event. It's also a big event though. [55:54] It's not something I can take on right now, but um yeah, that would be like [56:00] wonderful for Western. >> Oh, good stuff. I like I saw the big up [56:04] there with all the alcohol today. So, >> yes. [56:06] » Yeah, that's the Brian the the Brian class. Um yeah, we also um we took down [56:12] all of our banners. Like it was our walls were very cluttered and kind of [56:16] junky looking, so we're only going to be displaying the provincial championship [56:20] banners going forward. And um right now we actually have Janine um I want to say [56:27] bro, but it's not Macintosh the artist, >> right? [56:30] » She's doing a huge mural on our on the wall right now. So people are going to [56:35] » they're going to see the Bucks logo when they come back. We did not take out Down [56:39] Thunder. But um yeah, she's working right now [56:42] just wrapping it up. So >> it'll look good in there. [56:48] » All right. Thank you. Any questions? [56:53] No. All right. Up at work, please. [56:58] Hey. Um, I'm just going to quickly mention the first thing for that isn't [57:02] on here. Um, and it was mostly me. I'm not 10 hornet. What I am doing is trying [57:09] to say I my guys were busy, so I ended up doing it. I spent I can't even count [57:14] the hours that I spent um assisting with me core, trying to get access, trying to [57:20] get appointments, trying to get whatever. Literally days and days and [57:24] days over the last last month. So, which Cindy knows uh her and I together worked [57:31] continuously. So, that's not written down here. I just wanted to mention it [57:34] because I completely forgot about it. Soon as I thought about it, I got a [57:38] headache again. [laughter] Anyway, moving on. uh monthly meter [57:43] readings, putting door knockers out, cut offs, filling potholes inside the town. [57:48] Um Casey and Cole continue training with Dave at the water treatment plant. And I [57:52] should mention uh they're both um Casey's going for his level two. Cole is [57:57] going for his level one so they can study in all their free time. Um [58:02] actually every morning they study a little bit. uh assisting Somerville to [58:06] complete the ATO project, assisting Pernis to complete third Avenue product [58:12] uh project, pardon me, dealing with flooding in town and restoring sewage [58:17] and storm water overloading systems. Um maintaining storm sewer drains during [58:24] heavy rains, dealing with resident issues is ongoing. Continued equipment [58:29] maintenance including mowers, uh grass cutting and trimming throughout town. [58:34] Um, great gravel roads throughout town limits on the watering plants on Hank [58:40] and Boulevard and draftsmith maintenance on Hanken Boulevard. Um, maintaining, [58:46] cutting, trimming the cemetery. Special mention Liam. He has done a great job on [58:53] a very, very tough job. Um, training the summer students. Uh, we did have pretty [58:59] good summer students this year. I actually have uh no complaints about [59:03] them. um fixing the brake at the river intake. [59:07] Huge project which is now done and we have success in that which is awesome. [59:13] And uh we got our uh a new pump online at the lift station which is which was a [59:19] big part of the storm sewer drain issues. Um so we now have two pumps [59:25] working. They actually work in tandem together. One turn one turns on then the [59:29] other takes turns turn pumps on. So they're constantly we have two pops [59:34] constantly working not at the same time but in in tandem together which is the [59:39] first time in from what I understand almost 15 years that they've had two [59:44] bumps working at stations. Um yeah I think that's about it. I I'm sure I'm [59:51] for >> Thank you. So summer students all done [59:55] now. >> Yes they are. [59:57] » Unfortunately. >> Yeah. Okay. [1:00:00] » Yeah. It's yeah, just having them doing black grass cutting is a huge load of [1:00:07] you know the three of us that work for public works. [1:00:12] [laughter] [1:00:14] » Thank you. Anybody have any questions? Yeah, go ahead. [1:00:17] » I don't have any questions your worship, but I thought I better but two things. [1:00:20] I'm kind of like Chris. I forgot a couple things. And first of all, I [1:00:23] screwed up my face because I was hoping we'd have like at the first meeting have [1:00:27] a ribbon cutting near the puck drop. That's okay. Uh we will have some sort [1:00:32] of ribbon cutting before that road opens on 53rd and we'll get you get your [1:00:36] pictures in the paper. So make sure that um [1:00:40] know that you're going to see Artic Spa where we've got our bulk station. It's [1:00:43] going to be fenced up a little bit here for the next little while. They're doing [1:00:46] a big online sale. They're putting their equipment over there. Plenty of room for [1:00:50] all our big trucks and that to get in. We've taken a look at all that. Um we [1:00:55] were talking about that today. And uh remind me after council remind me [1:00:59] tomorrow. I talked about it spots about a matter for you Chris and I think I [1:01:03] solved the problem for us today. So um nothing bad. So anyways, you'll see them [1:01:09] starting to fence it up today and they're just selling all their stuff [1:01:12] online auction. It'll be there until probably the end of September. But like [1:01:16] I said, we've got plenty of room for our trucks to get in. I pretty much talk to [1:01:20] every uh trucker that's come in on that golf station. I'm trying to point to [1:01:24] selfie when I'm working late. I I do my rounds and so they're all really [1:01:29] pleased. I was there with a guy uh the other night from Crow and I said, "How [1:01:33] long you been here?" He had a 13,000 liter try and he said, "I've been here [1:01:38] 15 minutes. I'm half full already." >> Oh, wow. [1:01:40] » Yeah. I said, "You're okay with that?" He goes, "I love it. That's perfect." He [1:01:43] said, "This is so easy to get in and out of. It's fast. It's clean." He said, [1:01:48] "Uh, we don't have a long haul." Uh and and when he was just getting ready to [1:01:51] pull out because we each chatted for a while, uh two more bulkers pulled in [1:01:56] after that uh and just waiting in line. So, it's uh it's really cool. And most [1:02:01] of these are for potatoes now. They're pulling water for potato farming. So, [1:02:04] they got to get the potatoes out of the ground. So, we're chatting about that, [1:02:07] too. Drowning underneath, cement on the top. So, and uh yeah, that's why. [1:02:15] Thanks. All right. Thank you. All right. uh family community sports [1:02:21] service. Do you want to go over that now or you just want to accept it? [1:02:24] » Uh no, I'll just I'll just highlight a few things uh now that Ry's back from [1:02:27] her sabbatical. So, and I'll just add a couple of things that are coming. So, [1:02:31] she's been very busy with the library conversation group and uh uh food pick [1:02:37] updates. Uh me she's got a busy with the 247 mental health line as well. [1:02:44] uh she's uh busy working with the county on the FCSS subsidized counseling [1:02:49] program which is awesome and the home visitation and the parenting courses and [1:02:53] the food bank and the senior thrift shop and income support emergency funding. Uh [1:02:58] we we found a resident uh that a couple weeks ago. So between Brandy and I, we [1:03:04] got that resident some emergency support. Um and of course home services [1:03:08] she's doing she does applications income support applications with the regional [1:03:13] housing foundations and the one thing she did put here she'll be working with [1:03:16] our CPO team and I on psychic premises coming up in the fall we'll need mental [1:03:20] health support on a few we already know that so it's going to be a long winter [1:03:25] but it's important we do it properly. Uh the CPO uh is coming at the end of [1:03:31] the month. CPO will come at the end of the month. Okay. Thank you for that. [1:03:36] Questions? Anybody? All right, then. If not, then uh [1:03:43] ladies at the back, questions, comments, anything. [1:03:49] » Just point, do you want to accept the administration reports from? [1:03:52] » I'm so sorry. You're correct. Can I get a motion to accept the administrative [1:03:55] reports for information? >> Sure. I'll motion to accept the [1:03:59] administration reports. All >> in favor? That is car. [1:04:03] Now, go ahead. you were going to say something back there. [1:04:07] [clears throat] >> Yes. I'm not sure whether it's dealing [1:04:10] with council or um communities in bloom. The only comment I've had from a number [1:04:17] of people is why do we always have purple towers, [1:04:22] » pink, whatever? Why can't they have yellow or [1:04:27] red or white? >> Okay. I mean, [1:04:35] it's not communion blue. So, the flowers aren't from community bloom. So, [1:04:41] » community bloom had a comment what pink means. And it's supposed [1:04:49] to >> I don't know where you read that or [1:04:50] heard that, but >> I read it. [1:04:52] » Okay. >> But I can't remember exactly the [1:04:55] wording, but it was a positive thing what pink means. But I'm with her. I [1:05:00] like to have another color. Some of them are mixed in with more than one color. [1:05:03] But do you have to have pink beer? >> Well, you wish I can ask that question. [1:05:10] » I think I'm done with you. I'm just teasing you. [1:05:16] Um, we pink and purple, but the purple didn't come through this year. So, what [1:05:20] we're going to do next year, yellow is a really harsh color and and it doesn't [1:05:25] stand out the boulevard very well because it gets mixed up with a [1:05:27] painting. Um, actually >> pink. Pink looks good. So, what we might [1:05:33] do next year is we'll go one plant or pink. All pink. One plant are all [1:05:38] purple. White doesn't show up very well either. Red is very harsh. I think [1:05:43] there's another couple of colors we could probably pick pick. But that's [1:05:46] Cheryl's that's Cheryl's pink. But we'll we'll [1:05:49] try and we [snorts] talked about staggering next year. So, one's all [1:05:53] blue, one's pink. Actually works well. I have seen in German their pink they have [1:05:59] another color come through like mix. >> We tried doing that and the pink ate the [1:06:03] purple. I think [1:06:07] » I wasn't very happy that it was all pink. [1:06:10] » Cindy likes purple and I like pink. So too bad. [1:06:19] » September. >> Oh, they're stunning this year. So we we [1:06:22] talked about each punch around a different color now. [1:06:25] » Okay. >> Yeah. [1:06:28] » Rand. >> Okay. [1:06:31] » Okay. Anything else? [1:06:38] [laughter] >> I noticed the handicap signs. I'm very [1:06:43] I saw that tonight this afternoon. Um, [1:06:49] I have a question for Sue. I think recycling are the tenant because it's [1:06:56] changing what we can put in the blue bag October 1st. Are the tenants being is [1:07:01] there somewhere where the tenants can come and get information on that from [1:07:04] the office? >> Oh, yeah. Just come into the office [1:07:07] and I'm not a homeowner. I won't get [1:07:12] » just come into the into the office. They'll give you a copy of the new [1:07:15] flyer. >> Okay. Okay. I didn't know what that was. [1:07:19] I'll print it. I'll give it to you. Okay. Thank you. [1:07:23] » Thanks, Jesse. >> We [1:07:27] were about year ago. We'll discuss it at the [1:07:31] last meeting counter. [1:07:34] The [sighs] [1:07:38] the alley behind 46 has a problem in the fall where people drink their hot tubs [1:07:42] in their pools down the alley instead of out the front in the storm brain. [1:07:48] I know it goes through storm drain, but it has to go a mile to get there. And [1:07:54] Johnny said they were going to work on a law that I didn't know how to count. [1:08:00] I I've been researching it. Thanks, Wendy, for that. I've been researching [1:08:03] it. They're they're kind of few and far between. Um, as far as where do you [1:08:08] drain this sort of stuff. Um, because we'd have to charge them if they're [1:08:12] draining it down the alley, which we shouldn't be doing anyway, all the [1:08:15] chemicals. So, um, I will say it's still in research mode, but now that I know [1:08:19] where the hot tubs are, they'll be receiving them. I've been driving around [1:08:23] looking. There's a huge one over there by uh in Madison there. It's big. So, we [1:08:29] can't just let it go in the field this particular. So, I know where they all [1:08:34] are. >> Thank you, Chris and staff. Thank God [1:08:37] and staff for maintaining their behind 46 Street. They did a good job this [1:08:42] summer. >> You didn't get the bill. [1:08:44] » Oh, me. [laughter] [1:08:48] There's still I know it came from the heavy rain. There's three brutal [1:08:54] potholes on 50th Avenue between 46th Street and 47th Street. And I suggest [1:09:02] you, [1:09:05] » you know, I >> Yeah. One thing I I mean, the guys had [1:09:10] the guys had all the potholes. My place has got some bad potholes on that little [1:09:15] street. They're all done. They're all good. The minute it rains, [1:09:18] » Yeah. >> you got to start all over again. So, I [1:09:21] it's it's hard with that all that rain and those potholes, the gravel, [1:09:25] » you can't you can't seem you can't see can't keep them back. You just can't [1:09:31] » like it's like I don't know how many times you've been over there and uh [1:09:36] » it was good and then all of a sudden it rains and it's back to [1:09:38] » I'm not complaining. I'm just asking. >> Yeah. Y [1:09:42] » are the fire department having Halloween thing this year? Last year they had from [1:09:48] 5:30 to 7:00 p.m. on Halloween night and it didn't get posted or announced 5:00 [1:09:53] p.m. and I just found it took away from the residential thing. That's one having [1:09:58] a sing or golden [1:10:02] I don't mean to complain what they had. What did they have? They're giving out [1:10:09] candy. But all the kids went there and said come [1:10:14] » I shall speak to the chief. >> I just I don't mean to complain. I mean [1:10:19] it's a good thing but you know what I had 150 at my door so they came to my [1:10:24] door. I don't know. >> Yeah it's amazing. [1:10:28] » They don't like me. They don't come. And I noticed today [1:10:32] » that side of town the kids they they all go to the oh cross the crosshair [1:10:42] came here today and noticing the superintendent and Chris at [1:10:47] [clears throat] the pharmacy one of the parking spots. I think it was [1:10:51] the opposite side of those lines that pertain to the handicap spot. In fact, [1:10:58] just before you printed the curb, there's a big drop now. And I know what [1:11:02] I'm assuming that's from all the rain. Dr. [1:11:08] » Do you mean drop in the pavement or drop in the sidewalk? [1:11:12] » Dropping the pavement in front of the sidewalk. [1:11:14] » Okay. Oh, I just wonder if it's [1:11:20] » is it to the corner by bumper to bumper or is it further down by Ter Park? [1:11:24] » Further down by two. >> Okay, I know what it's about. [1:11:27] » Okay. I just I've never noticed it before, but I noticed it today and I [1:11:30] thought, whoa, I haven't been sliding in there. [1:11:33] » Well, that was a new fill, so we'll have to look at some more work there. Okay, [1:11:37] » I thank Oh my goodness. Thank you for [1:11:40] everything. Thanks for doing [1:11:46] » complain. [1:11:50] » We expect it. >> Thank you. [1:11:52] » I have a question for Kelly. So, at one point in time, we used to [1:11:57] have a different town flag. Do you know which one I'm talking about? [1:12:02] » Like the old logo, like the green logo >> kind of look like [1:12:08] » had a cow on it. >> Yeah. Yeah. Do we still have one of [1:12:11] those kicking around? >> I don't [1:12:15] at that complex. >> Maybe the historic society has one [1:12:22] » a flag. >> Yeah, [1:12:26] to this logo here. >> They had a they had a [1:12:30] » flowers on it or flowers >> for for [1:12:35] » Yeah. >> I haven't seen anything around in years. [1:12:38] I know there's nothing here and we cleaned everything out. I just thought [1:12:42] maybe you guys might have wanted >> Yeah, the historical society might [1:12:46] because they took a lot of history stuff over to the community hall when they [1:12:52] first started. [1:12:57] » One more thing. >> Sorry, I [1:13:01] » this is a compliment and I can't quit emphasizing this. It's so beautiful to [1:13:06] see our end of 49 Avenue have no cars and garbage trucks. It just looks so [1:13:10] beautiful when you out there cars parked there. It just I'm sorry. It just makes [1:13:15] my day. >> Just makes you want to cry and excite. [1:13:20] » No, I just want to do a happy dance and I can't. [laughter] [1:13:24] » Oh my goodness. >> It just see a clear trail through that [1:13:27] that truck. It's just unbelievable. Took us a year to get there, but it's [1:13:33] okay. Yeah. [1:13:35] » All right. Well, thank you all. Once again, I'm sorry about my cardian [1:13:39] [laughter] and and you Well, you had your chance to [1:13:43] shine. You could have just It was your chance. You [1:13:45] » It was the meeting.
