And this is and I told [32:39] them that we've had some major uh issues with our storm sewers with flooding and [32:43] so forth. We had a storm studies done and we're going to need basically [32:47] complete system and $14 million. And uh you know, when they asked for the [32:52] reserve, first of all, I told them, well, you know, it's over half a million [32:55] we built of the which was substantial less. Well, actually a lot [33:00] more than that. But either way, when they saw the number, then they says, [33:03] "Well," and I says, "Well, look, we've done that. We started at zero." And he [33:08] because he goes, "Where are you going to get those $14 million?" [33:12] I said, "Well, God, all things are possible." He goes, "The same way with [33:16] property taxes." So, [33:19] » and he said, "Yes." >> Of course. I said, "Of course." So, [33:22] anyway, uh, you know, I told him, you know, basically, we've been saving up a [33:26] lot because we need matching funds for grants. And I say it's not just our [33:29] sewer system, storm sewer. We need sanitary sewers. Our manholes. We need [33:33] flushing maintenance on that also done. Connection repairs. I know that's coming [33:38] up next. Uh and uh manholes like I said. And then also water manes. Uh that's [33:44] another going to be another project we have to do on because you know we have [33:47] many many water main breaks. I think this past month we had two or even [33:50] three. I'll give you [35:54] guys they're going to have a ribbon cutting ceremony in grand opening. What [35:57] they're going to be doing there is uh celebrating the launch of their first [36:03] demonstrative facility transforming Ohio's coal ash into lower cost building [36:10] materials, critical minerals, and new jobs. So it's on Wednesday, September [36:16] 9th. Uh we are invited u to the uh open house there, the ribbon cutting ceremony [36:21] there. Uh on September 9th, >> 2 to 4 in the afternoon. What it'll do [36:26] is reclamation of ash and to make them into cement [36:29] » cementageous materials and also critical minerals which are let me see where's [36:35] the other uh basically with here on September 9th America's first coal [36:41] refinery comes to life at the former East Lake Power Plant on Lake County [36:46] shoreline Jupiter is demonstration as a demonstration facility the prov the [36:51] proving ground for process that turns coal ash into products the country [36:57] needs. Minerals for semiconductors and national security. A cement ingredient [37:03] that lowers the cost of building and a fertilizer co-product for Ohio farms. [37:09] Juniper was made possible by combining Phoenix Materials technical expertise [37:14] with IDA's decades of coal ash expertise. This project was supposed to [37:18] was supported by the Ohio Department of Development, US Department of Energy, [37:24] and private investors with no local tax dollars involved. Over the next year, [37:29] Jupiter will gather the data needed to turn a promising process into a national [37:34] industry. [37:38] » This is the first place they're doing it right here. Yes. [37:41] » So, I heard that they are not going to tear the towers down. that there's [37:46] they're not going to use them for, you know, uh putting out smoke or whatever [37:53] because that's not what they're going to do anymore. But I heard that the towers [37:58] have asbestous in them and they felt that it was going to cause too much [38:03] environmental disruption if they were to tear them down. Um [38:08] » that's that's you haven't heard anything. [38:10] » I didn't hear anything on that, but I didn't hear that they were going to come [38:12] down. So I don't believe you know and no indication they're going to usually what [38:17] I heard was they're going to leave the towers and also part of the building [38:20] there because that's where they have power coming in there they regulate it [38:24] but uh they're just taking down now they are taking all the metal parts out the [38:28] conveyors and all the other beams and stuff. That's what you hear all the [38:32] noise. Basically, it's all those beams are just actually have an excavator and [38:35] they're pulling out metal and just collapsing it and they have torches in [38:39] there with guys burning it and pulling it and it's all just falling right down. I guess it's going to be maybe some kind of a housing. So the construction companies or companies that [52:13] come out to do a bid on the job will know that those will be removed by the [52:18] village prior to start date of construction. The majority of offerings or [53:36] potential funding sources out there are loans from 0% for small governments, [53:46] EPA loans, new potential opportunities for grants. [53:52] Mayor and myself have kind of talked about piecing it out or doing a thorough [53:56] review planning document we received from the [54:02] federal EPA through their uh technical assistance programs. We have a have a [54:07] plan and schematically with [snorts] their data [54:14] potential green infrastructure in terms of bio retention [54:19] permeable pavement but Like mayor said, the tenative estimate [54:25] is $13 million. I don't know that we'll ever get to that $13 million [54:30] figure. It's given our our size, our financial status. So, we'll have to be [54:37] creative in how we piece it out. [54:41] Phases do have it split out four phases that all [54:46] three to five million section storm square. So, Mayor myself [54:52] will take a deeper look at it and see if there's not like [54:57] phase one that'll take care of 90% of the problems and then work on finalizing [55:03] the rest from what I know those those engineering [55:08] u estimates are usually a bited reeled in a bit back sheet calculation [55:16] not back sheet there's there's thought behind it at least historically or at [55:20] least experience with sidewalk project. It's coming in way less [55:26] estimated spreadsheet. So more to come on that. [55:31] It's going to be a huge project. It's going to take some creative staff. It it starts with the the um the name of the committee. used to be called [1:00:37] the Tree Conservation and Landscaping Commission. And it identified specific [1:00:43] duties um with regard to what people on the committee or commission were going [1:00:50] to be responsible for. And that was to actually tell people that they had to [1:00:55] take down trees in their own yard. And that is absolutely not what we want the [1:01:01] new tree commission to be doing. So, I took um a shot at rewriting 27404 [1:01:10] and 700.07 and I sent it off to our legal council [1:01:15] and he came back and he said, "Well, um, okay, but you have a whole bunch of [1:01:22] drafting problems with the old language that's in there." And so you really need [1:01:26] to correct that first before you can go about modifying it in to what you're [1:01:33] looking for. So um he sent me um a copy of [1:01:40] um the language as it exists today with corrections for the u punctuation and [1:01:47] and drafting and got it all in the right tense and all of that stuff. Assuming expenditures remain well [1:15:56] managed and income tax revenues continue to be robust, we still do anticipate [1:16:00] maintaining a positive trajectory through the remainder of the year. At [1:16:05] this time, we estimate a surplus of approximately $77,500 [1:16:09] for fiscal year 2026, excluding any capital transfers, and this does not [1:16:14] include any um new revenue sources at this time. [1:16:18] calculations will be revised once we have a better idea what amount of [1:16:22] revenue revenue we may expect from the traffic cameras. [1:16:26] Other significant fund activity and miscellaneous and other fund activity [1:16:29] this month notable expenditures included $19,763 [1:16:34] from the sidewalk construction fund. We received a reimbursement from lake tran [1:16:40] for the sidewalk project. uh $5,698 was returned to the state highway fund [1:16:47] while $1,429 was returned to the general fund. [1:16:51] Additionally, OPWC reimbured $6,872 towards the project. Of note, we made [1:16:58] our bianual payment of $7,086 towards our OWDA sanitary sewer loan and [1:17:06] $550 including five hall and one pavilion deposit returns were dispersed [1:17:12] from the hall rental security refund fund 9019901 [1:17:22] surprising decrease. It it varies a little bit year to year as far as which [1:17:28] months have higher revenue.
