[0:00] [0:19] A non printed just one. [0:27] It gets out that there's actually [0:29] a ring across the state line. [0:33] [0:38] Well the unemployment system. [0:40] Well, there were a lot of people. [0:43] No, I know, I know. [0:44] But think about the time frame. [0:46] The unemployment. [0:48] Like I was trying to get my mailing out. [0:52] [0:55] I was coordinating. [0:57] [1:00] I tried to do that. [1:01] [1:08] So her husband. [1:12] [1:17] Yeah so she's. [1:18] [1:34] Oh, good. [1:35] How you doing? [1:36] [1:41] Oh oh, Frederick Douglass. [1:47] And they were very grateful, obviously. [1:50] Thank you for lunch. [1:52] [1:55] They were very grateful. [1:57] And these are really nice. [2:03] Yeah, we're. [2:04] We're inviting you. [2:05] OK, let's go. [2:10] All right. [2:11] Hey, good morning. [2:14] Hi welcome to all of you. [2:15] Our fellow Arctic travelers. [2:17] This is Ohio, and this is winters. [2:19] So this ain't nothing but a thing, right? [2:21] Good to see you. [2:22] All right. [2:22] I'd like to call this a meeting of the Board [2:24] of County Commissioners today is the 15th of January. [2:29] 16th of January at 11:00. [2:31] And the clerk, please call the roll. [2:33] Commissioner Gerken. [2:34] I'm here. [2:34] Commissioner sobecki present. [2:36] Commissioner Lopez. [2:37] Present can I ask you all to stand for a minute? [2:39] What we'd like to do is take a minute for everybody [2:42] to silently meditate or pray or think [2:45] of how they may be able to serve their country, their county, [2:48] and their city better. [2:49] Thank you. [2:49] [3:05] Thank you for your positive thoughts. [3:06] [3:10] OK we have a very special opening to our meeting today. [3:14] This is something that the commissioners [3:16] always look forward to. [3:17] And with our new commissioner, Anita, [3:19] I think you're going to get excited about [3:20] is what we've done. [3:22] And we have our lead graduate program today. [3:25] Thank you for all the extra work, time and effort [3:27] and the smiles on your face. [3:29] I think this means something to you. [3:30] You're here, right? [3:32] All right. [3:33] We love the enthusiasm. [3:34] County employees and I have Brian come up [3:37] after I make some marks and you guys can share and give [3:40] us the background on all of it. [3:41] But this is part of being a public service [3:45] that goes above and beyond what your normal day is. [3:48] You think people in public service are leaders anyways. [3:51] They may not see it from your every day of your office [3:53] where you serve the public, but you [3:55] have to be in some kind of have to have a leadership [3:56] mindset to do the work of public service [4:00] because it's not just about. [4:02] You're serving somebody. [4:03] And I think we're fortunate to be able to serve somebody. [4:07] It's an honor that I know the three of us, [4:08] because we actually are crazy enough to try [4:10] to get elected to do this. [4:12] But to see that commitment and the people that we work with [4:15] is very heartwarming and gratitude. [4:18] So welcome. [4:19] We'll get you your certificates in a minute. [4:22] And I as well want to commend you for taking [4:26] this additional role on. [4:28] And some of you when you meet, that [4:29] means that you're also leaving behind a little work [4:32] at the office. [4:33] When you go back, you have to catch it up. [4:35] So I appreciate you wanting to be our leaders emerging [4:41] and developing and some of the things [4:43] that you all that your cohort came out from [4:46] was when we had the dog tags from Veterans Services [4:52] and doing the dog dog tag re-upping for the renewal that [4:58] came from this group of folks. [5:00] And so I Thank you for that. [5:02] And look forward to seeing what we get in our future classes, [5:07] because that was an amazing idea. [5:10] So Thank you. [5:11] Thank you. [5:12] Thank you. [5:12] [5:17] But also and this is something that's [5:18] kind of near and dear to my heart [5:20] because some of where my roots came from [5:22] is working at jobs and Family Services [5:24] and thinking around and understanding [5:27] barriers to the clients that use the portal. [5:30] So I know as someone that's worked [5:33] in that space, that's something that we heard from clients. [5:37] And so you guys taking that task on to really dive [5:40] deeper and bring your ideas up. [5:43] And we came up with some pretty good ideas. [5:46] But the ideas that you all focused on that filter [5:51] back up to us, I appreciate that. [5:55] And just because you've gone through Lee doesn't mean, [5:58] the ideas don't stop flowing. [6:01] So keep those juices going and keep giving us great ideas [6:05] to be able to go out there and serve the public [6:07] in a much better way. [6:08] So congratulate congratulations to each and every one of you [6:12] and looking for and Brian Canham HR. [6:15] Department has done this for a while [6:17] and I'm so thankful that Brian continues to want to do that. [6:22] So Thank you, Brian and for our HR department [6:25] for continuing to put this forward. [6:28] Great well, first of all, congratulations [6:31] because you were nominated by your boss, [6:34] so that means you are already someone [6:36] special in your department who they clearly saw our leaders. [6:41] And the more you learn not only about what you do in your job, [6:45] but how the whole County operates [6:47] will help you become better leaders. [6:50] And many of you will go on to be supervisors [6:52] and continue to be promoted. [6:53] Then when one of the past trends that we've identified [6:59] is that those who begin in this class [7:01] end up going further in leadership roles. [7:05] I just want to give a special shout out [7:07] to Children's Services because Rhonda, [7:10] I worked at Children's Services. [7:12] I started my career as a child abuse investigator. [7:16] And I think starting, you know, all of you [7:21] are the soldiers on the front line serving the public [7:24] and citizens, and you're the face of the County [7:27] that they first see. [7:28] So all of you deserve a great round of applause. [7:31] And we can all and again, never stop thinking that you [7:41] can also be the elected. [7:44] Congratulations OK, Brian. [7:47] Thank you, Brian. [7:49] This has been your labor of love since I've [7:51] been a commissioner, which is longer than both of us [7:53] want to count. [7:54] But just put a point out, you guys [7:56] are now joined 270 of your coworkers [8:00] before June 2004 or five. [8:03] That's a lot. [8:04] But it's not over the number of years that we've done this. [8:07] So you're pretty select group and we really enjoy the day. [8:10] And I think almost as much as Brian, [8:13] who enjoys this more than anything [8:15] I've seen him do in his career. [8:16] And it's so important that you take [8:19] this on with the enthusiasm and pride that you do. [8:21] So Thank you to you guys and Thank you to you, Brian. [8:25] This is this is your goal. [8:26] This is it. [8:27] You you bring us a great class and you [8:29] do it with such compassionate and passionate leadership. [8:32] I want to recognize Brian here, especially as Mr lead. [8:36] We'll call him. [8:37] [8:43] OK this is your Emmy. [8:44] Yeah yeah, commissioners, I'm the one [8:46] that I grow every year because I get [8:49] to work with folks like these. [8:52] And I can tell you, as a resident of Lucas county, [8:55] I am really proud of their commitment [8:58] to how they serve their fellow citizens. [9:01] And if only every Lucas County resident could know that there [9:04] are County employees like this who are in it, [9:08] you know, really, truly to provide service and make [9:11] their community better. [9:12] And so these are they're the stand ins for a lot of folks [9:17] to you know, they've completed a special program, [9:20] which is awesome. [9:21] And and they are kind of the sign [9:24] to the rest of our community of the kinds of public servants [9:26] that we have in all of our County offices. [9:29] So what we'd like to do now is present their certificates. [9:33] So usually in the past we've had the commissioners [9:35] come down so you can shake hands as they get their certificates. [9:38] And then we'll take a group picture when [9:39] everybody has gotten there. [9:40] So if I could have the commissioners come down. [9:42] [9:48] And I do also want a couple special guests. [9:51] Over here. [9:52] We have Shannon and Alan. [9:54] So Shannon Rayford and Alan Washington. [9:56] Shannon and Alan are actually employees [9:58] of Toledo municipal court, and we're franchising. [10:01] So this year's class and lead is actually [10:04] going to be a joint class with the County and Toledo [10:08] municipal court as TMC gets ready to spin [10:11] their own lead program off. [10:12] So Alan and Shannon were with me all this past year [10:15] and with the class all this past year, kind of experiencing [10:18] it for them for themselves. [10:20] And then they'll be co facilitating [10:21] in our joint program this year. [10:23] So that's, that's a really cool thing. [10:25] I do want to mention for folks who are not able to join us [10:27] today that our graduates of the program unfortunately because [10:31] of the Cold either their work requires them to do some things [10:34] right now or we did have some schools closed [10:37] and that didn't help. [10:38] But Tiffany borders from the prosecutor's office victim [10:41] witness assistance program. [10:43] Joshua brunelle from Metro parks, [10:45] Sarah Elms from the County commissioner's office. [10:48] And Kara Maney from the Emergency Management Agency [10:51] are also graduates of the 2023 program. [10:54] So if I could have the rest of you all please come over here [10:59] and we'll introduce you each individually. [11:02] [11:12] Deputy County administrator heyrman is going to help me. [11:14] He is also a graduate of the lead program. [11:17] There are actually a number of graduates out in the audience [11:19] that I see. [11:20] So that's awesome. [11:21] [11:27] All right. [11:28] So first up, we have from the youth [11:29] treatment center, Bryan Adams from job and Family Services. [11:39] Angel been. [11:40] [11:45] Thank you. [11:46] [11:51] From the board of Developmental Disabilities. [11:53] Angelique de La Cruz. [11:54] [12:01] Now, this next person started the year in lead in sanitary [12:04] engineer, and then she got promoted [12:06] in the middle of the year and ended up [12:08] at supportservices.gtcc.edu/at. [12:09] Krista grant from the water resource [12:24] recovery facility Joe Haynes from the solid waste [12:38] Management District. [12:39] Bethany nesteruk. [12:40] [12:52] From the treasurer's office. [12:53] Lindsay Metzger. [12:54] [13:05] From planning and development. [13:07] Angela Miller. [13:08] [13:16] From human resources, the County personnel department. [13:19] Jenny Miller from Children's Services. [13:34] Rhonda Nicholson. [13:36] [13:41] Yeah Thank you. [13:48] From metro parks star Semrau. [13:50] [14:02] From job and family services, mark Zepeda from diversity, [14:17] equity and inclusion. [14:18] Lee Utley from the Sheriff's Office. [14:32] Mike Warren. [14:33] [14:45] And from the toledo-lucas County Health department, [14:48] Sarah Worthington. [14:49] [15:01] All right. [15:01] Now if you just joined me in one more round of applause [15:04] for our graduates. [15:05] [15:07] OK, now the hardest part. [15:08] We got to get a picture. [15:11] OK Thank you, Matt. [16:25] I appreciate it. [16:28] All right. [16:28] Thank you. [16:29] Commissioners, make sure you say yes, right? [16:36] He signed it, though. [16:37] [16:40] I don't know if your supervisors told you about taking [16:43] the rest of the day off or not. [16:45] No no, they didn't. [16:47] No, no. [16:48] Tell them. [16:49] No, they didn't. [16:49] Are you starting rumors? [16:52] I would. [16:52] I'll do it. [16:54] You can grant a pass. [16:56] Absolutely I'm the fan of personal games. [17:00] OK we're being recorded. [17:01] [17:04] You know, the rest of the year twice. [17:07] [17:12] That's a mental block. [17:14] All righty. [17:16] Great to, Bye Thank you. [17:20] Like approval of previous meeting minutes. [17:23] No objections. [17:25] Remembering to do it. [17:26] So moved. [17:27] OK yeah, we don't need it. [17:28] We just get order. [17:30] OK all right. [17:32] OK Matt, you have an agenda to walk us? [17:36] Yes, we do have a short agenda here, commissioners. [17:39] Nobody left. [17:40] Item number 2 comes to us from the prosecutor's office. [17:42] We have Sarah Wegman. [17:43] Sarah Wegman. [17:44] Sorry good morning, commissioners. [18:20] And it funds the coordinator of our domestic violence high risk [18:24] team. [18:25] All right. [18:25] Are there any questions? [18:27] Go ahead. [18:28] Motion by Commissioner Becky. [19:08] Funds for the agreement are to be paid through TANF funds [19:11] that we've already received $46,500. [19:14] OK any questions? [19:18] I'll make a motion to approve. [19:19] Clerk call the roll, please. [19:21] Commissioner Gerken Yes. [19:22] Commissioner sobecki? [19:23] Yes commissioner Lopez. [19:24] Yes Thank you. [19:26] And finally, items 4 through 7 come to us [19:28] from Javyn Family Services. [19:30] We have Benita Johnson here. [19:31] Good morning. [19:32] [19:37] Good morning, commissioners and everyone else. [19:40] We are asking for permission. [19:42] Lucas County Department of Job and Family Services [19:44] seeks authorization to enter into a revenue [19:46] generator agreement with promedica Toledo [19:49] hospital and promedica. [19:50] Russell J. [20:00] The effective dates of this agreement [20:02] will be from January 1st, 2024 through December 31st, 2024, [20:08] and it will be for not to exceed $78,475. [20:13] We're also asking for agreement for Lucas County Department [20:16] of Job and Family Services to enter into a revenue generating [20:19] agreement with Lucas County Board of Developmental [20:22] Disabilities for the assignment of a Lucas County [20:25] Department of Job and Family Services staff member [20:27] to assist in determining eligibility [20:29] for public assistance programs. [20:31] This is not to exceed $47,085 and is [20:35] for the calendar year, January 1 through December 31st, 2024. [20:41] We are also asking for authorization [20:43] to enter into a 4D service agreement [20:45] with Lucas County Prosecutor's office. [21:09] Lucas County Department of Job and Family Services [21:12] entered into a title 40 service agreement with Lucas County [21:15] clerk of courts domestic relations [21:17] division for clerking services. [21:19] These services will include, but not [21:21] limited to docking reporting case activity in all 40 [21:25] criminal cases, filing and complaints and motions, [21:29] as well as any required administrative [21:31] and miscellaneous case filings. [21:34] The term of this agreement will be also for January 1st, 2024 [21:38] to December 31st, 2024, and will not exceed $272,902.25. [21:46] Any questions? [21:47] No, I have none. [21:49] No, I want to make a comment, though. [21:51] I'm so happy that we continue to have an eligibility specialist [21:55] located on these sites. [21:57] I mean, this is critically important, really [22:00] for the mission of the agency, but also critically important [22:05] for those new mothers to be able to have that determination, [22:10] be able to apply on site and have pre determination [22:14] of their cases done at that time to be able to get [22:18] those benefits going so that medical care and the needs of [22:22] that mother and new baby are met. [22:24] So I am so happy that we're continuing this relationship [22:27] and having someone on site. [22:29] So Thank you. [22:29] Absolutely these are all renewals [22:31] and we love continuing this relationship with our partners, [22:33] community partners as well. [22:35] I just have a quick question on number seven. [22:37] How many positions is that for the domestic relations? [22:39] Do you know offhand or no, it's for the whole clerking office. [22:44] So they submit a time sheet each month. [22:46] Perfect Yeah. [22:46] Depending on the duties that are under the title 40 program. [22:49] Great Thank you. [22:51] All right. [22:51] And I'll make a motion for approval. [22:53] It's a motion by Commissioner sobecki. [22:54] Call roll, please. [22:55] Commissioner sobecki? [22:56] Yes commissioner lopez? [22:57] Yes commissioner Gerken. [22:59] Yes great. [23:01] Thank you very much. [23:01] Thank you. [23:03] And at this time, we do not have any items [23:04] for executive session. [23:05] So that concludes what we promised was a brief agenda. [23:09] All right. [23:09] Well, just want to say welcome to the public [23:12] in our live streaming and I hope more people will participate. [23:17] So and then also, I want to just Thank Matt Herman and Jessica [23:22] Ford for allowing me to attend the director's meeting [23:24] and get briefed. [23:26] It's nice to get all my questions already answered [23:29] in advance, so hopefully we'll have real smooth meetings [23:32] and we will have smooth meetings. [23:34] And I just wanted to say Thank you to the directors [23:36] for giving me all and answering all my questions. [23:39] Thank you, commissioner Lopez and with that live streaming, [23:41] though, I think Justin and Jody's really [23:43] been working on this for a number of months [23:46] to be able to get up and running. [23:48] And the fact that we also have closed captioning on it, [23:50] I'm really glad that we were able to get that accomplished. [23:53] So thank you for that hard work that you [23:55] all have been doing for a number of months to get us here. [23:58] Commissioner Lopez, as our tradition here [24:01] is that there's new people coming to the county, [24:03] do you have a new person to introduce? [24:05] Yes Andrew Yuridia will be joining us [24:08] and he attended South view and has a major [24:14] in he studied economics. [24:16] Correct and so we've got a great individual coming on board [24:20] and we're looking forward to a great new year. [24:23] All right. [24:24] Welcome, Andrew. [24:25] Good look forward to meeting with you. [24:28] Welcome all right. [24:29] There's nothing else to come over to the board. [24:31] We'll we'll be adjourned. [24:32] We're going to stand adjourned till this afternoon at 2:00 [24:35] PM in the same chambers. [24:36] Thank you.
