[0:00] to our um it is January 22nd [0:05] 7:05. Go ahead and do roll call. [0:09] >> Denise Hall, present. [0:11] >> Julie Bro, present. [0:13] >> Chanel Roth, present. [0:15] >> Chase Randall, library director, [0:16] present. [0:18] >> Keani Masherino, present. [0:20] >> Crystal Warmer, present. Jesse Lloyd, [0:23] present. [0:24] >> And then Malcolm Walden and Melody [0:26] Gochas have asked to be excused for [0:28] today. [0:29] Um, since Melody is not here, we'll go [0:31] ahead and turn the time over to Chicks [0:33] for any library updates. [0:35] >> Okay. So, if you look at the I have kind [0:39] of the notes of some of the big ticket [0:40] items for my comments today. So, the [0:43] first cool thing that I want to share [0:45] some general announcements. So, this [0:46] library was originally a Carnegie [0:48] founded library [0:50] and I got an email from the Carnegie [0:53] Foundation that as part of the America [0:55] 250 celebration that they've reached out [0:56] to all of the I think it was over 2,000 [1:00] Carnegie libraries that were founded by [1:02] the Carnegie by Andrew Carnegie back in [1:04] the day. Um, and then about I think it [1:06] was like 1,500ish of those are still [1:08] operating. and the Carnegie Foundation [1:10] is going to be giving us a $10,000 grant [1:13] >> that's a Celebrate America 250. [1:16] >> Um, so that'll be really nice. And I [1:20] already have a plan of what to do with [1:22] that. So on the next line item, if you [1:24] guys go over to the junior section of [1:26] the library, you'll notice we now have a [1:28] fourperson study pod. Um, I went and got [1:31] that myself with the with the city's [1:34] maintenance guys. We got in a truck and [1:35] we drove up to the North Logan City [1:37] Library that they were getting rid of [1:39] theirs. And so I spent a whole day [1:41] taking that thing apart and bringing it [1:43] back. Um I didn't put it back together. [1:45] The other guys did, but um they put it [1:47] back together. Um and so we got that for [1:50] nice and cheap. And so then the plan is [1:51] I want to get two of the individual [1:53] study pods because often we have people [1:56] that use our reading rooms, but those [1:58] can hold up to 12 people or six people [2:01] and but like 80% of the time it's just a [2:02] single person. So this way what I'm look [2:05] what I'm want to do is get two of the [2:07] single ones are kind of like a phone [2:08] booth style. Um so I hope to use that [2:11] $10,000 for that sometime this spring. [2:14] >> So could people use it as a phone booth? [2:17] >> I wish I had [2:19] >> Yeah, exactly. No, that's the point, [2:21] right? If if people are on the like need [2:22] to make a phone call or things like [2:23] that, you don't want to step outside, [2:24] right? You can go in there. It's not [2:26] perfectly soundproof, but it's pretty [2:28] good. So um so that that was a lot of [2:31] that was a that was a long day. [2:33] interesting day, but it was good cuz [2:35] well the other problem was there was an [2:36] accident on I80. So it took us till [2:40] 9:00. We left at 6:00 and took us till 9 [2:41] to get out of the valley. [2:43] >> It was crazy. [2:44] >> Um so the other big news is online [2:47] payments are now available. So people [2:48] can pay for their non-resident fee. They [2:51] can um pay for their car, pay for a lost [2:54] card fee or if they lost a book and they [2:57] don't want to buy a new one, they just [2:58] want to pay for it, they can now do all [3:00] those things online now. So, that was [3:02] one of my big projects this year. It [3:04] took way longer than I thought it would, [3:06] but it's finally done. [3:07] >> Just curious, what what program are they [3:09] using for [3:10] >> So, we're using Smart Pay. Um, Smart Pay [3:12] with Comprise. Um, it's the same vendor [3:14] that we use that provides our kiosk [3:16] payment terminals. And what I'm going to [3:18] do now that online is available to to [3:21] keep this as cost neutral to the library [3:23] is I'll be getting rid of two of our [3:25] credit card terminals on the kiosk. So, [3:27] we'll keep one, but then we'll still [3:29] have the we'll just have the one on now. [3:31] People can pay online, they can pay at [3:32] the kiosk, or they can pay at the [3:34] information desk. So, we still have all [3:36] those options for people to make [3:37] payments. [3:38] >> Does that mean someone can get an online [3:40] resident library card online or do they [3:42] have [3:43] >> That is still coming. Um I I there's [3:45] some changes that I need to make to the [3:47] system to allow that. We currently have [3:49] that function turned off because we have [3:51] to jump through a couple more hurdles on [3:53] that, but I wanted to get this done [3:55] first. And then my goal is is by summer [3:57] reading that that will be available that [3:59] you can be in Iranberry [4:02] or Bransville or Vernon even like [4:04] anywhere in Tilla really Tilla County [4:07] and you can go online and get a library [4:09] card all completely online without [4:11] actually having to come physically into [4:12] the building. So that's my goal for this [4:15] year. That's my big project to get done [4:16] this year. [4:17] >> That's awesome. So [4:18] >> and then what happens with the physical [4:19] library card? So that's what that those [4:21] are some of the hurdles I still need to [4:22] figure out of like if they would just [4:23] get a digital card and then we could [4:26] mail them a physical card or so working [4:29] on those logistics is the project. [4:31] >> Yeah. My brother's library in Virginia. [4:33] I got a card from them just all online [4:35] and I just got me the card number and a [4:37] pin and put it on my Libby. [4:40] >> Yeah. So So that's what So we'll [4:42] probably do something like that. That's [4:43] what we're we're looking at doing. [4:45] >> Um Yeah. And I have that as my next [4:47] thing. apply for and renew on library [4:49] cards online is my goal is sometime this [4:51] year technically before summer reading [4:53] >> reading. Okay. [4:54] >> Um and then I would also add that as [4:56] part of America 250 we're doing some [4:58] special displays and then we're [5:00] partnering with the city for a bunch of [5:01] activities that will really start [5:02] ramping up as we get closer to summer [5:05] and especially during summer reading and [5:07] um we'll have different programs and [5:09] events to celebrate America 250. ordered [5:11] a bunch of um books celebrating America [5:13] and American history and we we'll have [5:15] some special displays and I'm hoping to [5:17] get some more decoration as well in the [5:19] library for that. So stay tuned. That's [5:22] all coming in the next couple of weeks. [5:25] Um [5:27] staff news. So we are fully staffed. [5:28] However, in between the time that we had [5:30] our last meeting and this meeting, I did [5:32] have a staff member that that left and [5:34] we did hire a new person. We poached her [5:37] from the parks and recck department. Um, [5:39] so yeah, you heard you heard about [5:42] >> nothing else. [5:43] >> So, so we we happily poached her away [5:46] from the parks and recck department and [5:48] um due to some cost savings, we were [5:50] actually able to make her a regular [5:51] part-time employee instead of a a [5:53] cyclical employee. So, that was that was [5:55] nice. So, we have a little bit more [5:57] staff hours and so we're going to be [5:58] able to expand our programs a little [6:00] bit. Not a ton, but optimize more of [6:02] that and then also just have a little [6:04] bit more staff hours. Um, as far as the [6:07] building and grant project updates, so [6:09] our north side has been fully zeros [6:10] escaped. You can and you can see all [6:12] that and all that beautiful rock. Um, [6:14] and then we've got the picnic tables [6:16] installed. Um, and we our HVAC system is [6:20] currently undergoing a big upgrade that [6:21] increases the effectiveness and [6:23] efficiency. Essentially, they're going [6:24] through and replacing all the valves [6:26] that control the air flow in the [6:28] ceiling. Um, because apparently a lot of [6:30] them have been broken. So that's been [6:32] it's kind of revealing to be like, [6:33] "Yeah, that's why this room's always [6:35] cold or hot or whatever it is." So [6:37] they're working on that. Um hopefully in [6:39] the next couple of month, uh next couple [6:41] of weeks that will be completed. They [6:43] just ran into some issues where um they [6:45] get up there and it's like, "Oh, [6:46] actually this whole thing is broken." So [6:47] we instead of replacing just this one [6:49] piece, we have to replace this whole [6:50] section. And and since I'm not managing [6:52] that project, that's through the parks [6:54] and recck department. Just [6:56] communication's a little bit slower. And [6:58] then we're also going to be getting new [7:00] digital thermostats so that every it'll [7:02] be a smart system. Um, we're not getting [7:04] a new chiller like I thought we would be [7:06] getting this year. Just turned out to be [7:08] too expensive. So, we are getting that [7:10] next year. So, that'll be really nice [7:12] when that's all done. Um, and then the [7:15] stamped concrete east project has also [7:17] been finished. You can see out there we [7:19] got the beautiful stamped concrete and [7:21] the rock around the trees. So now the [7:23] last big project for as far as the zero [7:26] escaping and and building maintenance is [7:28] the big grass area in the front and on [7:30] the east side of the library. Um so I [7:33] have some I had a meet I had a [7:34] preliminary meeting with our new mayor, Manzion. Um I don't can't share [7:39] details at this meeting yet, but I hope [7:41] next meeting to be able to share some [7:43] awesome plans. It seems I was given she [7:46] gave me very tentative approval. Um, but [7:48] then we still have to go through the [7:49] whole budget process and and capital [7:51] projects and everyone else also also [7:53] asking for money. So, we'll see where [7:55] that goes. But let's just say I'm I I'm [7:57] extremely excited for it. I think it'll [7:59] be I'm not just going to zero it. We're [8:01] going to put it to some use. So, TBD on [8:04] that. Um, some event highlights that [8:07] we've got going on. So, we're back in [8:08] the swing of things with normal programs [8:10] after our our Christmas break and then [8:12] we're starting to gear up for summer [8:14] reading. Um hopefully friends of the [8:16] library will be contributing to [8:18] >> planning on it. We just haven't [8:20] Arizona's been gone so we haven't had a [8:22] meeting yet. [8:22] >> Oh, okay. So, um so we'll get that uh [8:26] our donation from the friends of the [8:28] library bookstore here and then we'll be [8:30] getting tons of awesome prizes and [8:32] everything. So stay tuned for summer [8:34] reading. Um we also have apparently a [8:37] lot of blood needs is needed. So blood [8:39] drives we got on the 30th, the 17th and [8:41] then of February and of March. So if you [8:44] have any extra blood, you can bring it by the library. Um so and then [8:50] we have an after hours book club on [8:52] January 30th and February 27th. This is [8:54] for adults as well. Um so it's the adult [8:57] after hours book clubs on our Fridays. [8:59] And then our big event in February is we [9:02] had a K-pop demon hunter sing along here [9:04] in the community room [9:05] >> and the registration filled up like [9:07] within the first couple hours after we [9:09] made it available um because we could [9:11] only fit so many so many people in this [9:13] room. [9:14] >> One of them. [9:15] >> So uh so we booked it out now that it's [9:18] going to be in the main area of the [9:19] library. So basically as many people as [9:22] >> within reason can attend as possible. So [9:25] >> call the fire. [9:26] >> The fire car. [9:28] >> I know. So that'll be get happening on [9:30] the 20th and that'll be after hours. So [9:32] it'll be at 6:30 on a Friday. We close [9:34] at 6:00 to the public and then we'll [9:37] open it up for for this event [9:39] >> in February. The demon hunters [9:40] >> February 20th February 20th K-pop Demon [9:43] Hunters sing along. [9:46] >> So and then today [9:47] >> tell my kids [9:48] >> uh today the only big [9:49] >> I will not be telling my kids. [9:51] >> The only big thing we're discussing is [9:52] just the uh an update to the circulation [9:54] policy. So [9:56] >> okay, any questions or [10:00] Oh, did you I don't know if the programs [10:03] has told you the Wacky Wednesday fills [10:05] up within an hour. [10:07] >> We're looking at [10:08] >> that. We're looking at that as well. [10:10] >> It fills up. It filled up fast. I was [10:12] like, "So is Wacky Wednesday." And me [10:13] and the three other moms that send our [10:15] kids are like, "We didn't get like [10:17] forget." So, with the new with the new [10:20] staff member, um that's something that [10:23] we we're looking [10:25] >> because originally we brought her on for [10:27] only 15 hours a week, but I was get her up to 25 hours a week. So, I'm [10:31] hoping to allocate a chunk of those [10:33] hours towards programs so we can expand [10:36] our program. So, TBD. [10:37] >> Yeah. [10:38] >> But it's being looked at. [10:39] >> I had to send one kid one week cuz one [10:41] spot. I was like, "Sorry, my other kid." [10:44] Mm-m. [10:45] >> So, [10:47] >> but thanks for bringing that up. I won't [10:48] >> I was just like just a heads up that one [10:50] is [10:51] >> also popular. Good. Okay. [10:53] >> I'd rather have that problem. [10:55] >> Yes. [10:56] It's a good problem. [10:57] >> I mean, all of your programs have that [10:58] reputation. [11:00] >> Yeah. [11:00] >> It's been [11:02] to the sign up, the city one. That's [11:04] when it's [11:05] >> all of a sudden now it's just fills [11:07] right up. [11:07] >> Okay. [11:08] >> I don't know why, but [11:10] >> people are seeing it more or something. [11:11] >> I hope I would hope so. Yeah. It's a [11:13] good way. We made that switch partly for [11:15] that reason. So, it's one place to go [11:17] to. So, we'll [11:19] Okay, any other questions or comments? [11:23] Okay. So, let's talk about um the [11:26] circulation policy. So, this this policy [11:31] we've I've actually already updated it. [11:34] Um I had to kind of do a quick um uh a [11:38] quick update with this policy and the [11:40] mayor already has signed it and approved [11:42] it. um these changes uh just due to the [11:45] fact of the timing that I needed to get [11:47] it done sooner rather than later than [11:49] waiting for this meeting um because on [11:52] the advice of the attorney I had to make [11:53] these changes before I could send people [11:55] to collections. So what we what I've now [11:57] what we've now started doing um if you [11:59] look under section nine of the [12:02] circulation policy so it's on page three [12:06] um made some updates to this section. [12:08] I'll read through those and we'll we'll [12:09] talk about them. So 9.2 Two, we [12:12] clarified that when any item other than [12:14] a device or technology item is overdue [12:15] by more than 14 calendar days, the [12:17] patron will be build for the item and [12:18] circulation privileges will be blocked. [12:20] Devices and technology items will be [12:21] build to the patron on the first [12:22] calendar day overdue and circulation [12:24] privileges will be blocked. Obviously, [12:25] since those are higher ticket items, we [12:29] don't give you that 14-day grace period. [12:32] Um, so 9.3 is where the big changes were [12:34] made. So, the new um paragraph says, [12:37] "Patrons who fail to return or pay for a [12:39] library materials for more than 30 days [12:41] shall be referred to the city attorney [12:43] for further action, which may include [12:45] prosecution for library theft. After [12:47] referral, an additional attorney [12:48] processing fee will be added to the [12:49] library account according to the current [12:51] fines and fees schedule. Library [12:53] accounts that remain delinquent 30 days [12:54] after referral, the city attorney may be [12:57] referred to a third party collection [12:59] agency. the account holder shall be [13:01] liable for any crude costs, fees, and [13:03] charges incurred in the pursuit and [13:05] execution of collection efforts. So, we just had to add that language before [13:10] to make it abundantly clear that we have [13:12] people and I want to clarify this is not [13:14] everybody. This is people that have many [13:17] items that have not been returned and [13:19] we're talking hundreds of dollars. [13:22] Um I ran a report of the last 5 years [13:26] and we had almost $50,000 worth of [13:29] unreturned books. [13:31] >> Oh wow. [13:31] >> So [13:32] >> I thought my decent amount that's about 40% of my annual budget for [13:37] books. [13:39] So, and then so I filtered I filtered [13:41] that and I was like, "Okay, what about [13:42] how many of these are just are like our [13:44] big ticket item are people that owe [13:46] let's say like $100 or more and half [13:49] that amount was people that owe $100 or [13:52] more of books." So, [13:53] >> so they're just blatantly not Yes. [13:56] >> the returning stuff. [13:57] >> Yeah. So, these are and I will say that [14:00] the when I when I had this discussion [14:02] with the city attorney, let's just say [14:03] he recognized [14:05] >> a lot some of the names of of of people. [14:08] So the idea frequent flyers. [14:10] >> Yes. [14:10] >> So the idea behind this is I'm only I'm [14:13] sending those kind of higher ticket. Um [14:16] so if it's just you forget one book, [14:18] we're not sending the collections for [14:19] one book. It has to be a lot. Um [14:24] and so but I want to clarify that we [14:27] give we I want to walk through the [14:29] process so you guys understand. Um, so [14:31] if you don't return the item, you then [14:33] have 14 days. And if since from its due [14:36] date, only once it's overdue by more [14:38] than 14 days, then when do we block your [14:40] account and it kicks you out of Libby [14:42] and you can't check out or put more [14:44] items on hold until you return or pay [14:46] for or replace the books that you have [14:48] checked out. And then if after another [14:51] 30 and you get an email notification as [14:53] well. If after 30 days after it was due, [14:56] you still haven't returned the item or [14:57] done anything, then we send you a [14:59] letter. Then another 30 days after that, [15:03] then we if you still haven't returned [15:05] it. So we're now going on almost 2 [15:06] months from when it was due, then we [15:09] refer you to the city attorney's office [15:12] and then they send you a letter and then [15:14] another 30 days. So it's it's 4 months [15:16] after [15:17] >> my gosh, [15:18] >> before we would send someone to [15:19] collections. So they've got they would [15:21] have gotten multiple notices, email um [15:24] and letters both from our from the [15:27] library and from the city attorney. Um [15:30] and then people who are sent to [15:32] collections they can either come and pay [15:33] us or they can pay the collection agency [15:35] whichever they want to do. um we talked [15:39] about possibly cuz you if you look in [15:41] the section you do see it says including [15:43] prosecution for library theft that was [15:45] that option was discussed but just based [15:48] on talking with the city attorney as [15:50] well as seeing what other libraries do [15:52] sent just sending people to collections [15:53] makes the most sense as it's the least [15:56] amount of work for the for the city but [15:58] then also people actually have responded [16:00] better I I talked to some other library [16:02] directors and they said that no we found [16:03] that people actually responded better [16:05] like they got more people paid paid [16:07] their bill or returned the items if they [16:09] were sent to collection versus being [16:11] prosecuted. So anyway, I thought that [16:13] was an interesting [16:14] >> be the other way around. [16:15] >> Yeah, you'd think personally. [16:17] >> Yeah, legal, right? [16:19] >> Well, most people do return the items [16:22] once they get the letter from the [16:23] attorney's office. We have noticed that [16:24] that's [16:25] >> cuz it's probably been in their car [16:27] >> back into the house and back to the car [16:29] several times. It still hasn't [16:31] >> or it's I mean, if it's lost, you have [16:33] to copy. Well, I I recently found the [16:36] book that I paid for cuz I could not [16:39] find it. I'm like, I tore my house [16:41] apart. [16:41] >> Mhm. [16:42] >> And I'm helping my friend sell her house [16:44] and we were packing up and she it was in [16:47] her daughter's room. [16:48] >> And she goes, "Well, you gave it to us." [16:50] And I was like, "I did not get the [16:52] library." [16:53] >> Not belong to. [16:54] >> And I'm like I'm looking at it and as [16:56] soon as I see it, I'm like, "That's the [16:58] book I paid $40 for." And so I have it [17:01] back now. But now it's mine cuz I paid [17:04] for it. [17:05] >> So, and we do offer [17:06] >> you can I know [17:08] >> if it's within a year. [17:09] >> If it's older than a year, we say we're not issuing a refund for that. But [17:14] >> no, or and but then something else [17:15] people forget, you can also replace it. [17:17] However, the keys with replacing it is [17:19] it has to be a new copy [17:22] >> because we've had people try and bring [17:23] in other libraries discarded versions of [17:27] like here's a replacement. It's like [17:29] >> yeah, I know you got this for five bucks [17:31] off. through the free charge the book [17:33] what the book is. [17:34] >> Yeah, roughly just a generic fee. [17:37] >> No, so it's it's the value of the book [17:39] plus a couple dollars usually. [17:40] >> Yeah, cuz they're library grade. Like [17:42] most of them are nicer than [17:44] >> Well, yeah. [17:46] >> library binding or and we also put like [17:48] the plastic on them and those kind of [17:50] extra steps. [17:51] >> So that's why I was like, I'll keep it [17:52] now. [17:54] >> Anyway, so we made all these changes and [17:57] I started sending people to collections [17:58] back in early December. So, how's that [18:01] working out? [18:02] >> Um, I haven't heard anything back so far [18:04] cuz I said just cuz I I guess they still [18:06] have to process and start doing all [18:07] their things. So, December, [18:08] >> we'll see. Hopefully, maybe maybe soon. [18:11] >> How much are collection fees? [18:13] >> So, we don't charge an extra collection [18:15] fee. We just charge the attorney fee. [18:18] So, the attorney the we call it an [18:19] attorney fee and it's $30. So, if you [18:22] get to the point where we refer you to [18:24] the attorney's office and they send you [18:25] a letter, then an extra $30 charge is [18:28] added to your account. It's not very [18:29] much for an attorney fee. [18:31] >> Yeah. So that's Well, all this all the [18:33] attorney does is he they have the form [18:35] letter and he signs them and then sends [18:37] them. So [18:37] >> most attorneys charge like hundreds of [18:39] dollars an hour. [18:41] >> Yeah. [18:42] >> It's a minimum fee. [18:43] >> Yeah. And so we decided not to add any [18:45] other fee because we figured that $30 [18:47] covers that. And [18:49] >> and we'll have people that'll come in [18:50] and pay for all the books, but then they [18:52] won't pay the attorney fee and they just [18:54] don't want to use the library anymore. [18:55] So it's like, okay, whatever. So [18:59] >> anyway, [18:59] >> that's a bummer. [19:00] >> Any questions or concerns on that? [19:03] >> Seems fair. [19:04] >> Okay. [19:06] All right. [19:09] So, next. [19:10] >> So, do we need to sign that one? [19:12] >> So, this one it's already that this [19:14] version that you have was just the red [19:15] lines version. If you look on the [19:16] library's website, the updated version [19:18] is already on there. [19:19] >> Okay. [19:20] >> Because the the signature that that [19:22] matters is the mayor is the mayor. [19:26] >> Um, so see how it [19:29] >> I didn't think you guys needed to sign [19:30] that one since it's already official, [19:32] but I wanted to make you all aware and everything with that. So, okay. Um, [19:38] next [19:39] part of the we have a strategic plan and [19:42] a technology plan for the library. And [19:44] these are three-year plans. And part of [19:46] it is that I should generally try to [19:48] review these with the board um once a [19:50] year. I think January is when we adopted [19:52] it. So, it's been a year. So, I'd like [19:54] to read through them with you and then [19:56] kind of give you updates on where we're [19:57] at with them, what things have changed [19:59] or not changed or um things like that. [20:01] And then we will look at adopting a new strategic plan and a new technology [20:06] plan in 2028. So, we we're not we can [20:10] start talking about maybe things to add [20:13] or change or or look at for the future, [20:15] but um we're not we wouldn't be making [20:17] any changes to these until 2028. [20:20] So I'll let you you can read through the [20:22] mission statement, the vision [20:23] statements. Um but let's jump right into [20:26] the objectives. [20:30] Uh so the strategic plan for fiscal year [20:34] 25 through 2028. So our vision statement [20:37] one is the to and this is on page two [20:39] says the Twilla City Public Library [20:41] provides the community with fair and [20:42] equal access to vital information [20:44] resources. And so we have three [20:45] objectives to help meet that vision. So [20:48] objective 1.1 is attend regular outreach [20:51] events to grow the number of active [20:52] registered card holders to over 15,000. [20:55] So I will say that this this first [20:58] objective is a little optimistic. Uh [21:00] when I made it and or when I first [21:03] proposed this all the way back at the [21:04] end of 2024 [21:06] um beginning of 2025 [21:08] um we had about 12,000 card holders. [21:11] However, when we made the switch to Koha [21:14] um this time last year, we also did a [21:16] very deep cleanup of our card holders [21:19] and I found out that our real number is [21:21] actually about 10,000. We had a lot of [21:23] people I think co co threw a huge wrench [21:26] in things. Like if you look at our card [21:28] holder numbers precoid, postco were [21:31] still not quite hitting it, but I am [21:33] confident that the card holder numbers [21:35] that we have now are bulletproof [21:37] accurate. [21:37] >> Accurate. Um because I was finding out [21:39] that under the old system, we had quite [21:41] a lot of people that it said they were [21:44] active when they were 100% not active. [21:47] So that was one of the reasons we [21:49] switched to the new system because it [21:50] actually keeps better track of that kind [21:52] of thing. So we currently only have [21:53] about 10,000 and it is pretty ambitious [21:55] to grow by 50% in 2 and 1/2 years. But [21:59] that is one of my big goals is I would [22:00] like to eventually get to 15,000 active [22:03] card holders. And this counts. This [22:05] counts everybody. Residents, [22:06] non-residents, and juveniles. So even if [22:09] you get your kids a card, that does [22:10] count towards this number. [22:13] >> Tilla County is the fastest growing [22:15] county in the state. So that's very [22:17] doable. [22:17] >> A big push for get your kids card. [22:19] >> Well, the summer reading, I would guess, [22:21] brings [22:22] >> It does. And then and then once we move [22:24] to the online cards, I'm hoping that'll [22:26] be a huge barrier that will be gone and [22:29] then we can [22:29] >> Is this the only tool in the county that [22:31] can get a card? So, anybody in Utah can [22:33] get a card. We actually changed that [22:35] this last year that anybody in Utah can [22:37] get a card, but you only get it for free [22:39] if you're in Twilla City. So, [22:42] um, and then build and upgrade the [22:44] library physical and digital collection [22:46] to achieve annual circulation of over [22:47] 350,000 total items by the end of fiscal [22:50] year 2028. [22:52] Um, so we are well on track for this [22:54] one. We had 275,000 checkouts the last [22:58] year. So, we're up up. I think that was [23:00] up. [23:01] >> Was it 10%? I don't have it in front of [23:03] me, but it was about 10% up. And [23:05] especially Libby is just growing like [23:08] crazy. So, and I've made a concerted [23:10] effort to dedicate a lot more of my [23:12] budget to Libby without neglecting our [23:15] physical collection. Um, including [23:18] taking some of the savings from [23:19] switching our catalog system and being [23:22] able to buy more books and buy more [23:24] audio books and ebooks. So, and I know [23:27] that there's things might be also [23:29] improving on that front because Libbyy's [23:31] made some changes. It used to be that [23:33] you could choose like suspend your hold [23:34] or deliver later, but now they've just [23:36] made it suspend holds and it'll [23:38] automatically remove the holds after a [23:40] year if you suspend your hold for a year [23:42] cuz I think that was also causing a lot [23:44] of issues of people using the holds as a [23:46] TBR list rather than like genuinely [23:48] putting it on hold. [23:50] >> So, you could keep doing your reading [23:52] list. [23:53] >> Yes. So you could keep doing deliver [23:56] >> and so keep in line. [23:58] >> Now they just switch to suspend [24:00] immediately. [24:01] >> Yeah. So we're I'm hopeful that change [24:02] will help speed up wait times for people [24:05] so they're not having to wait as long [24:07] and increase our checkouts. So um and [24:10] then the library will have over 175,000 [24:12] annual visits by the end of 2028. Um so [24:15] we had 150,000. So we're also well on [24:19] track for this one. And I got some [24:22] interesting data from John Perez. He was [24:25] able to look up using the the cell phone [24:27] tracker thing because that that he's [24:30] used with working to figure out how many [24:32] people attend like the Founders Point, [24:33] Hobby Lobby, things like that. [24:36] >> And he was able to verify some data for [24:38] us of how many cell phone users come and [24:41] then compared us to the pool. And we [24:42] actually have a slightly more people [24:44] come to the library than go to the than [24:46] go to the city. [24:46] >> I would rather come to the library than [24:48] that pool. No. So, [24:50] >> so, um, so we're well on track there. [24:54] So, um, any questions, comments? [24:58] >> Think they're fine for now? We'll we'll [24:59] discuss them more, but any [25:01] >> Well, I think all that I mean, the [25:03] summer reading, like all of that will [25:05] help. [25:06] >> Oh, yeah. [25:07] >> Yeah. [25:07] >> Yep. So, that's why we push summer [25:08] reading so hard because it gets there. [25:11] Um, vision statement two, materials, [25:13] programs, and technology offered by the [25:14] library will adapt to a rapidly growing [25:16] community, and we want to have the [25:17] summer reading minutes exceed 4 million [25:19] minutes read by the end of 2028. So, [25:22] what you were just referring to, [25:23] >> and I think we had um just over 3 [25:26] million this last, so we're well on [25:28] track. And it's been and it started at [25:30] like 2.3 million my first year, and it [25:32] just keeps climbing. So, I'm I'm I'm I'm [25:35] optimistic that we [25:36] >> are you planning on doing the after [25:38] hours book club like going to try to [25:41] keep doing it like the last Friday? Is [25:44] that the consistency right there? [25:45] >> It It tends to be Yes. [25:47] >> doing this year. [25:49] >> Yeah. Just over a year. [25:50] >> Oh, it's already been going a year. How [25:53] >> doing it? [25:54] >> It's fine. Come. [25:57] So, um, so implement maintain a [26:00] quarterly newsletter for the library [26:01] starting in Q1 of 2025. So, I will admit [26:04] this is one that I think I was also a [26:06] little optimistic about. Um, [26:09] because we have the 90 North Main [26:11] newsletter that we already put in all [26:13] our information and then we have the [26:15] summer reading program that [26:17] >> that we put out. [26:19] >> I kind of I I don't know really what to [26:21] say aside from like check out the 90 [26:23] North Main like there's all our stuff. [26:25] So if we were a bigger library maybe [26:29] >> I don't know that everybody reads the 90 [26:31] North I read it cuz it's full of [26:33] information but [26:35] >> others don't. [26:36] >> Were you Were you planning to like [26:38] publish it online or have copies here? [26:41] >> So I did so I I did I did do one I had [26:43] copies here at the library and then I [26:45] also sent it out to everybody who's um [26:48] got a card. When you get a card, you can [26:50] mark if you okay to receive emails from [26:52] the city that it also went out that way. [26:55] >> Okay. [26:55] >> So, [26:56] >> because the library used to have a [26:59] monthly newsletter. [27:00] >> Oh, okay. [27:01] >> And you just picked it up here. [27:03] >> Yeah. So, I guess and that is maybe [27:05] something I I can work on doing better [27:07] is to actually give it a real try cuz [27:10] >> is it something that you personally are [27:12] doing it? [27:13] >> I I did but and I it would be something [27:15] that I would do. So, it's it's something [27:18] I could I need to step up to possibly to [27:21] try again. And [27:21] >> cuz I came in to get help with a [27:23] newsletter. [27:24] >> Oh. [27:24] >> And the lady here was helping telling me [27:27] about it. And she's like, "The hardest [27:28] part is getting people to get your stuff [27:31] turned in on time so that you can put it [27:33] in a newsletter. [27:34] >> Maybe you already know that, but [27:36] >> No. Yeah, that's true. um the city [27:39] recorder or the the mayor's office that [27:41] does the night north main it's always [27:42] okay guys give me all your stuff like [27:45] now so I can give my newsletter [27:47] >> yes [27:48] >> so all right and then objective 2.3 [27:51] continue to be a good steward of the [27:52] library's financial resources and ensure [27:54] a high quality patron experience by [27:56] implementing a new catalog for patrons [27:57] by the end of fiscal year 2025 so that [28:00] has been completed we do have the new [28:03] system the Aspen discovery in the coher [28:06] online catalog [28:08] all digital purchase requests. You renew [28:10] your can renew your books online. I [28:12] think it looks a lot more modern and [28:14] sleek. Um, and then also we'll be able [28:16] to do the online payments and renew [28:18] cards online by the end of the year. [28:20] >> And have you gotten any patron [28:22] complaints on it or not? [28:24] >> No, I've all I've heard is good things [28:27] like to up your numbers. I mean, people [28:30] out in the outliers, if they could just [28:32] use Libby, you know, like if you're in [28:35] South Room or Vernon or clear out there, [28:39] I'd be like this could be Yeah. [28:42] >> No, for sure. [28:42] >> For the whole year, that's way cheaper [28:44] than doing Audible each month. So that [28:46] that's the plan is that once we have it [28:49] fully set up [28:50] >> hard on the [28:51] >> is I'll send out a mailer to to those [28:53] places and then also see about even like [28:55] attending like if they have any town [28:57] events or things like community events [28:59] to go out there. [29:00] >> They also I mean they have city [29:04] >> planning you know like meetings and [29:07] public that's the goal. So I I I'll go [29:11] me and the staff member will go and [29:12] visit them. [29:14] >> But yeah, I would be a [29:18] >> hopefully this year by the end of this [29:19] year that I I'll report on some of [29:21] those. So [29:23] >> um yes, our amazing team of librarians [29:26] and programmers will give outstanding [29:27] service to the community in a pleasant [29:28] and welcoming environment. And all staff [29:31] will continue to have the regular [29:32] self-directed training incorporated in [29:33] their schedules. We continue with that staff have have time in their [29:37] schedule to be able to improve [29:39] themselves, attend workshops, trainings, [29:43] etc. And then all library policies will [29:45] be regularly reviewed and updated as [29:47] needed to ensure the library is a safe, [29:48] welcoming, and pleasant place for [29:49] patrons to visit. So, I'd like thank you [29:51] all for for that part of it of okay, [29:54] here's a random new policy about privacy [29:56] and faxing and so thank you for for [29:58] helping me stay on top of that. if you [29:59] notice anything and like Julie's [30:01] obviously you've made several [30:02] suggestions and stuff and those have [30:04] been very helpful. [30:06] Um all and then upgrade improve the [30:09] library by enhancing the beauty and over [30:10] overall long-term sustainability of the [30:12] library. So that's one of my one of my [30:14] big focuses. Um for example, I want to clean up our monuments that we have [30:19] like the pioneer monument here and the [30:21] mudwall monument. That's something that [30:23] I'm looking at doing. Um the library is [30:26] 25 years old, right? 26 this year. [30:29] >> Um I want to set it up to ensure that [30:31] it's still here for another 30, 40, 50 [30:34] years and that um we're being [30:37] sustainable, right? That we're saving on [30:39] water and and I'm doing my my part to [30:42] ensure that the library is beautiful and [30:45] sustainable. [30:47] Any questions or concerns on that? And [30:49] then it just goes through all of our [30:50] statistics [30:52] um that we had from the year before. [30:57] Okay, next is our technology plan. And [31:00] I'm happy to report that we're I went [31:02] over this with my IT guy and we are [31:05] ahead of schedule on this. Nice. [31:08] >> So, if we jump over to our um [31:12] our goals and timelines, so the end of [31:14] page two. So, our fiscal year 2025 [31:17] goals. So, our UPS battery backups, [31:20] those have been all replaced. We got a [31:22] new reservation station and we did [31:25] utilize the UEEN ARPA grant to extend [31:27] Wi-Fi coverage and improve quality of [31:29] signal. Um that has also been completed. [31:32] Unfortunately, it looks like it's now [31:35] going away. So, we'll see cuz UEN is has [31:39] gets a lot of federal funding and [31:41] obviously this last year was a little [31:43] tricky for that. I also think 40 $40 [31:46] trillion of debt, right? I think math [31:48] eventually will say that that money is [31:50] going to go away. Um, so that it does [31:52] look like because what we were using [31:53] this for is it was providing Wi-Fi at [31:56] the Veterans Memorial Park, the Del Papa [31:58] Park, and then the pool park. Um, but it [32:00] does look like that that funding is [32:02] winding down. It's not gone, but it's [32:05] probably going to be gone. So, if you're [32:08] no longer able to use the Wi-Fi at those [32:09] parks, that is why. Um, but we we did [32:12] upgrade it, but then as of about four or [32:15] five months ago, we got the email from [32:17] UEEN that, hey, this is probably winding [32:20] down. So, still technically there, but [32:22] probably it's going away. And then we [32:25] got new credit card terminals in the [32:27] library. So, all those fiscal year 2025 [32:29] goals were completed. Um, and then our [32:32] fiscal year 2026 goals. So, the [32:34] microphone reader, we got a new [32:35] microphone reader. Um, taking out that [32:38] old thing to the dump was that was me [32:40] and me and Steve had to dedicate some [32:43] time in a nice cart to wheel it out to [32:45] the dumpster cuz that thing was massive. [32:47] The new one is much more economically [32:49] designed. ergonomically designed and [32:51] everything. And then our RFID sec RFID [32:54] security gates will be evaluated for [32:56] replacement. Um, so we did evaluate [32:59] those and they're working just fine. So [33:01] we're probably not going to be replacing [33:02] those anytime soon. Um, what we are [33:04] going to be doing is we're working on [33:06] upgrading our server and patching up our [33:09] firewall. So that's where the money we [33:11] had allocated for that is instead going [33:13] to that. And then what we still need to [33:15] work on this year is we are going to [33:16] upgrade work on upgrading the Wi-Fi here [33:20] at the library itself. So that is still [33:23] being worked on and we hope to complete [33:24] this year. [33:26] Um and then the for 27 replace the RFID [33:29] staff stations. So we do not need to [33:31] replace those. We had those evaluated [33:33] and as long as they work they work. So [33:36] and then but I do have money that if [33:37] they were suddenly break that we could [33:38] immediately get them replaced. And then [33:41] the server that hosts the printing, [33:42] Wi-Fi controller, and phone system. So, [33:44] we've already completed actually the the [33:46] phone system one was upgraded. And then [33:49] the printing and Wi-Fi one. We're [33:50] actively looking at that this year cuz [33:52] we we have enough money that we can get [33:54] it done this year instead of having to [33:55] wait till next year. And then same thing [33:58] with the visitor counter and the barcode [34:00] scanners. We actually already replaced [34:01] the barcode scanners and the staff love [34:03] the new barcode scanners. It made our [34:05] inventory process in November. We [34:07] actually got done several hours earlier. [34:10] Oh wow. [34:10] >> So it turns out when you save a second [34:13] on hundreds on on on tons of book [34:16] hundreds thousand books or sorry on [34:18] 60,000 books that's a fast. So [34:22] >> um [34:24] and then we are working already on [34:26] updating the patron computer lab. We've [34:28] gotten a jump start on that. We've [34:30] replaced a couple machines and we're [34:32] upgrading our software that we use to do [34:35] for printing and for reservations. all [34:37] those upgrades. We're actually getting [34:38] those this year. We thought that was [34:40] going to be something in the future, but [34:42] um we're able to get it done this year. [34:44] So, any questions on technology or [34:47] concerns or questions or [34:52] Okay. [34:54] All right. [34:56] >> Sounds like you have to come up with [34:58] more goals. [34:59] >> Yeah. Overachiever. [35:01] >> I'm sure we can find something to spend [35:03] money on. It's It's never a never a [35:06] problem there. [35:09] » Okay. Um, has everybody had a chance to [35:12] read the minutes from last month or from [35:14] September? I guess [35:19] » I think the only thing is [35:22] Malcolm is in. [35:25] >> Yes. [35:25] >> Oh, [35:26] >> or it's Walden is [35:27] >> or Walden sorry that I Yeah. Caught that [35:30] as I started. Just know. [35:32] >> Okay. So, do you want a motion? [35:34] >> Yeah. Motion. [35:36] >> Can I uh [35:37] >> I'll fix it and Yeah. So, I'll take care [35:39] of that. I'll submit it to the [35:41] >> for the records. Okay. I like it. [35:43] >> I'd like to make a motion to approve the [35:46] minutes from September 18th, 2025 [35:49] to include [35:51] the [35:53] Malcolm's last name spelled correctly. [35:56] >> Oh, his first name, too. [35:58] >> I would [36:01] know it through correctly. [36:05] >> Yes, I really [36:08] crazy this day. [36:09] >> I had to order him a new one of these [36:11] when he first started cuz I misspelled [36:13] it on the plaque. So [36:14] >> maybe that's why. [36:16] >> No, this is the correct spell. [36:18] >> Yeah. [36:19] >> Okay. [36:21] >> Do we need a second? [36:22] >> Second. [36:23] >> I have a second. [36:26] >> Okay. Approve those then. And then [36:29] >> do we have to now we have to vote? [36:30] >> Oh, vote. Any discussion? [36:32] >> Any discussion? [36:34] All in favor? [36:36] >> I I [36:38] >> Any opposed? [36:42] » Yes. [36:43] >> Okay. [36:44] And then for our next [36:48] >> our next meeting date. [37:00] » So we're meeting quarterly. So how we [37:03] did it um if I remember correctly last [37:06] year I think we did April and then May [37:08] or no no we I think did we do May? I [37:11] think yeah we did we did May. [37:15] So does anyone have any particular [37:18] thoughts if it would be April make more [37:20] sense or [37:21] >> anybody have graduates? We homeschool so [37:25] I don't like May's just crazy for end of [37:28] school stuff but [37:28] >> yeah that's would it be would it be how [37:31] better to do u May 23rd I mean April [37:34] 23rd? [37:38] » Sure. [37:40] Any reason to not do April 23rd? [37:49] » Then [37:51] >> do we want to set the rest of Yeah. [37:54] >> Okay. [37:55] >> Set the rest of the year. [37:56] >> So April 23rd at 700 p.m. [37:59] >> June, July, August, [38:00] >> and then [38:05] » July July is obviously the easiest [38:06] schedule, right? Well, so technically [38:09] it's quarterly. So if April cuz it's [38:12] April, May, June, and then July, August, [38:14] September. So how we've done it before [38:15] is we do September then October. So we [38:18] don't have to where we can avoid the [38:20] holidays. [38:20] >> Okay. [38:21] >> Is that what do we want to do that [38:22] again? So September and then October. [38:25] >> Yep. [38:28] >> And we're going third or fourth? [38:30] >> The third. [38:31] >> Third. [38:35] So September 17th 23rd the fourth [38:40] Thursday I think. [38:41] >> Yeah, that's what I was like. Wait, [38:42] >> wait, it is. Wait, [38:45] >> it is. [38:46] >> Mhm. [38:48] >> I just can't read a calendar. [38:52] >> Oh, that's Yeah, that's what threw me [38:53] off. Yeah. Yeah. Yeah. Okay, you're [38:55] correct. I need [38:56] >> So I need to read a book. [38:57] >> Either way, just a heads up. Read a book [39:00] about calendars. So the 16th doesn't [39:02] work for me. I will be Well, [39:07] >> no, I'll be in Provo. [39:09] >> We can make the 23rd. [39:11] >> So I just like we're really strict on [39:14] that. [39:14] >> Yeah. No, I think we can be [39:17] like [39:18] >> third or fourthish. [39:20] >> Yeah. [39:21] >> Okay. So September 17th. What's that? [39:25] Any reason not to do September 17th? [39:28] Mm-m. [39:31] >> Okay. And then [39:33] October [39:34] >> 15th. [39:36] >> 22nd. Oh, no. Yeah. 15. [39:38] >> That'll be fall. Let's look at the [39:40] calendar. 15th is fall. [39:42] >> Yeah. [39:43] >> I might not be. [39:44] >> Yeah. So, what about the 22nd then? [39:46] >> I will be in Idaho. [39:48] >> Okay. [39:50] >> Do we still like Thursdays? [39:54] » I think does it say [39:56] >> Oh, do we have to do Thursdays? I would [39:57] have to check city code on that one. Do [40:00] we want to hold off on scheduling [40:01] October then? And [40:03] >> or if we need [40:04] >> or I can just be excused. [40:06] >> Yeah, [40:07] >> it's my fall craft retreat with my [40:11] >> Let's have it there. [40:12] >> I know you should. It is so much fun. [40:15] >> Can we meet in Idaho? [40:16] >> Yeah, we can meet in Pocutello. [40:19] >> You can always call in. [40:20] >> Uh yeah, I'll call in. [40:21] >> Yeah. Okay. So, and then October 22nd or [40:25] no 15th. No, we said so. Sorry. Yes. 20 [40:28] seconds. 20 seconds. [40:30] >> I'm sorry. I'm sorry. [40:31] >> Somebody get him a calendar. [40:34] >> He wasn't prepared to do this. [40:37] >> I know. But all of us are like, "Put it [40:39] on the calendar or it might not." The [40:41] longer we wait, the more we can sit [40:44] around. [40:45] >> Over scheduled we will be. [40:47] >> Yes. [40:48] >> Save all these dates, guys. [40:50] >> I'm saving them. [40:51] >> Save the date. [40:52] >> Okay. And then I can call in [40:56] Okay. [40:57] >> Okay. So, I guess motion to [41:00] >> Yeah. You get a motion to adjurnn. [41:02] >> Well, we to approve those to [41:03] >> approve the dates. Do we have to Okay. [41:04] >> Yeah. So, do you want to approve all the [41:07] >> Awesome. I'm learning. [41:09] >> Okay. Can I get a motion to approve the [41:11] meeting dates for [41:12] >> and then and then read them out loud? [41:13] >> Um for April 23rd, 2026, September 17th, [41:17] 2026, and October, my pen ran out. 22nd, [41:21] 2026. [41:22] >> 22nd. [41:24] Like I didn't write it down because I [41:25] read it. [41:26] >> All [41:27] >> second. [41:29] >> All in favor? [41:30] >> I. [41:32] >> Any opposed? [41:34] >> Okay. Yeah. Motion to [41:37] >> I make a motion to adjurnn. [41:40] >> Colani's ready. Colani's ready. [41:42] >> We second that one. [41:43] >> Yeah. And second. [41:45] >> I go to too many meetings. I [41:49] have a good night. [41:50] >> Thank you. This is the shortest main I [41:52] paddle.
