[6:09] This is a recreational vehicles and [6:11] recreational vehicle parks regarding the [6:13] accommodation of recreational vehicles [6:15] and parking lots of nonprofit 501c3 [6:17] organizations whose purpose is to assist [6:20] persons who are unhoused. This one has [6:22] been tabled from February 25th, 2026 [6:24] planning commission minutes. [6:26] >> Mr. Yeah. [6:28] >> So, I don't have a whole lot to say [6:29] before turning it over to Chief Day for [6:31] his his comments, but just to remind the [6:33] planning commission that this is the [6:34] third meeting where we've discussed [6:36] this. At the last meeting, you you [6:38] tabled the meeting pending additional [6:40] information. Uh Chief Day did make some [6:43] edits to the the proposed ordinance and [6:45] those edits were included in your in [6:47] your packet. Uh the city attorney also [6:50] made some edits and his were included in [6:52] the packet as well with his edits being [6:54] highlighted in blue. Uh at this point in [6:57] time, we're we're ready for a [6:59] recommendation one way or the other to [7:01] get this moving on to city council. And [7:04] hopefully these edits will address some [7:06] of the concerns and questions the [7:07] planning commission had. Uh there's a [7:17] lot of colors in these changes and uh I [7:21] like to point out the two weeks. this is [7:23] up for two two weeks is it and uh [7:28] Commissioner Lynford called me and we [7:30] talked about it and he he has a great [7:33] proposal of uh us adding a report [7:35] whenever there's a RV um staying [7:40] at the facility so we can monitor two [7:44] weeks. We don't have to uh [7:47] um [7:49] drive by and hope we can get the two [7:51] weeks. They just notify us. And I've [7:53] talked to the staff there and they're [7:54] more than willing to do that. They're [7:56] more than willing to move it to the [7:59] back. I did drive back there. There is a parking lot to the north. That is the [8:05] housing authority. The housing authority [8:07] would let them have RVs there that's [8:10] more out of the way. In good conscious, [8:13] I can't recommend that. I didn't add [8:15] that because I just I don't want them in [8:17] the back. I want them up front where we [8:19] can see them. My experience with those [8:22] camping in RVs or in tents is stuff [8:26] starts collecting when you're not seen. [8:27] There's no cameras back there either. If [8:30] an incident happens, the cameras in [8:32] front will capture it. [8:35] And uh so that there was no changes made [8:38] to that. Our city attorney added [8:42] >> if we monitor these if we have a report [8:44] too with the RVs, we can monitor the 6 [8:48] months. they can't do it again for 6 [8:50] months. [8:52] Um, that's that's a good way to monitor [8:55] that. And I don't see why we would why [8:58] would we would keep doing that? We'd be [9:00] on them pretty hard if they came back. [9:02] Why why are we doing this again? Cuz [9:06] most of these people want to move on. [9:08] The ones living in the RVs from my [9:11] experience if but they could have some [9:14] reason. and there's only two [9:16] recreational vehicles at any given time. [12:10] >> And that was a concern that I had um [12:13] knowing that this is an emergency [12:14] shelter and not a transitional shelter [12:17] time frame of what we would be looking [12:19] at. And [12:27] if we're not going to have them in the [12:29] back and we want them up front, do the [12:31] neighbors across the street want to be [12:32] looking at that across up front? Um, and then Commissioner Hammer [12:44] brought up that a question regarding [12:48] license and insured insurance on these [12:51] RVs. Is are we not going to enforce that [12:54] as well? [12:56] >> No, we're not going to enforce licensing [12:59] and registration on private property. We [13:03] did just change code. Well, we will [13:05] enforce that on uh on public [13:09] rideaways and school property and city [13:12] property, but private we don't enforce [13:14] that. It's a it's a very good question. [13:16] Um when they do get going, [13:19] are they uninsured? Are they [13:21] unregistered? That's something to deal [13:23] with when they leave. [13:25] But, uh if they're repairing it, I don't [13:29] we don't have a means to site them for [13:31] that. So, I didn't want to enforce it. [13:33] Screening may still be a problem, but I [13:37] don't want them screened. If we're going [13:39] to go forward with this, I prefer them [13:42] not hidden, not screened. This is a conditional use [17:55] permit request by Suzanne Jameson [17:57] representing Borite Enterprise to [17:58] authorize the use of automobile sales [18:01] and rental to occur at the property [18:03] located at 397 North Main Street in the [18:05] GC General Commercial Zoning District on [18:08] 26 acres. Miss Angling. [18:11] >> Yes, this is um on the southwest corner [18:14] of Main Street and 400 North. Um it is [18:19] the byite enterprise um that is planning [18:23] on having the second location there. [18:26] Their first location is um located right [18:29] by city hall um where they've been for [18:32] about 5 years now. [18:34] Um this existing commercial property [18:39] um it has been used for various [18:41] commercial activities. The last one is [18:44] an autoglass repair for repair sales and [18:47] it's been vacant since then. Um [18:52] the property is considered a legal [18:55] non-conforming [18:56] um property because it doesn't meet [18:59] things such as setbacks, parking, [19:02] landscaping drive approach, that type of [19:05] thing. But Tila City code 73 allows it [19:09] to continue to exist and operate as [19:11] legal non-conforming. Um, as long as [19:15] there aren't any changes to the [19:17] structure or site. Um, the conditions of [19:21] there are going to be a few conditions [19:23] of approval and I'll go over those. The [19:25] first would be sight lighting because [19:28] there are even though it's surrounded by [19:31] a general commercial zone, there are um [19:34] residential neighbors right beside it. [19:38] And so we want to just verify and make [19:41] sure that any of the lighting stays on [19:44] the property and does not shine on any [19:48] of the neighboring residential [19:49] properties. Um so that is one condition [19:53] of approval that we as staff are [19:55] recommending. The next one would be that [20:00] um we make sure [20:02] that anything like car detailing or car [20:06] washing or you know um any kind of auto [20:10] repair would be something that is [20:13] ancillary like just you know changing [20:16] out light bulbs or just maybe an [20:18] interior detail vacuuming out the [20:21] vehicles that type of thing. um [20:25] unless they get, you know, the the [20:28] proper requirements for um water rights [20:32] and that type of thing um for the [20:34] increases in water use. Um so another [20:38] condition of approval would be the [20:40] property is not going to be considered [20:43] for an auto repair shop or car wash at [20:45] this time and that's not what we're [20:47] approving. and in the future they would [20:49] need to get all of those requirements [20:52] met if they do add that to to the um [20:57] use. Um and then [20:59] the the third condition of approval that [21:02] we'd like to recommend is that uh they [21:06] keep the one accessible um wheelchair [21:09] accessible stall that is existing on the [21:12] site. So, it's just right off of Main [21:15] Street and that they have a league step [21:19] at the very minimum um three uh off or [21:24] off streetet parking spaces for the [21:27] customers that come there that are in a [21:30] convenient area on the property. [21:34] So, just here's another view side image [21:38] of it. There's the bay doors where they [21:41] would probably do some of the um auto [21:44] detailing and and that type of thing. Um [21:48] again, here's another view. Uh and so [21:54] just um to go over the conditions of [21:56] approval. All new site lighting [21:58] installed on the building shall be [22:00] cabinetry are be designed to direct the [22:03] light down and onto the site. The [22:06] vehicle bays shall not be covered uh [22:08] converted to vehicle wash bays without [22:10] full approvals from the Tilla city and [22:13] dedication of additional rider rights to [22:17] satisfy the requirements of a car wash. And so, we want to make [29:22] sure that lighting isn't going into our [29:24] rooms cuz that way we won't put cuz that [29:25] way we can sleep. Um and it's not quite as bright. [32:02] Um, so that would be more like we could [32:05] say if you could put in lighting that [32:08] meets more of the dark sky requirements. [32:12] Um, we could we could add those those [32:14] type of conditions to the approval. [32:18] Um, as far as the safety concerns, [32:22] I can see where they do have those [32:24] concerns, but those are existing [32:27] non-conforming [32:29] with and our ordinance does allow this [32:33] type of use, the commercial use to [32:35] continue at this location. even with [32:37] those non-conforming um situations [32:41] there. [32:43] The only thing I could say is require [32:45] them to add signage maybe um uh to to [32:50] tell them that they cannot block the [32:52] neighboring uh driveways or you know [32:55] something along those lines.
