I'm here in regards to the discussion or ongoing discussion [5:17] that we have the two properties located on home road or currently owned by Don [5:22] and looking to split utilities from the ever property uh connecting to top of [5:27] Burough's global water and sewer facilities. Uh we've been working with [5:31] Burrow and the township for quite some time now. got to a point where there's [5:35] been a drafted a municipal agreement uh which has been passed over to to Avery [5:40] for their review. Uh we have provided some comments back to the to the uh [5:45] township uh for review and just felt like we wanted to maybe discuss if the [5:50] council is okay with that to clarify if there's any additional information [5:53] that's needed. you still feel like there's a few items that are outstanding [5:57] in order to get this uh get this to a point where all parties are willing and [6:02] able to to sign off on this. Uh we did we did submit a letter to the township [6:07] back in uh on June 19th indicating essentially the four comments that we [6:11] have um which we received some response back from the township. I think two of [6:16] which you guys are amendable to which I'd like to just confirm with and then [6:19] the other two still seems like it's up in the air and I just want to make sure [6:22] that we're working towards getting the information that the township needs in [6:26] order to clarify uh you know what needs to be done to get this agreement [6:31] complete. So I I'd like to discuss that today if [6:36] possible. Um at least I got an idea what the next steps are. Uh I think we've got [6:40] some good traction with the draft being circulated amongst all parties. I think that's pretty standard of of how we handle them with [8:22] other taxes just to kind of reimburse and putting in the the infrastructure [8:26] that's needed for this. But if anybody were to take advantage of that in the [8:29] future, a portion of the tax or some sort of agreement that there would be a [8:33] bit of reimbursement if anybody were to connect to that. Our understanding was [8:37] that the town or the burrow was amendable to that. I just we never [8:42] really got formal clarification. I just wanted to make sure that we were [8:45] » That is correct. That's correct. Thank you. [8:48] » Um we also believe that in there there [8:51] should be a service standard when it comes to the pressure that's being is [8:54] that will be able to be provided to our two properties. I believe that the [8:58] response that we got back was that hydro testing would need to be provided or [9:03] performed in order to get the pressures of where we're trying to connect. I just [9:06] like to get clarification on whether the burl will be doing those hydro tests or [9:11] do you need you know the consultants of the owner to do the hy test. Just trying [9:15] to get some clarification on who's going to be doing that so we keep this moving [9:18] forward. >> The design of the year in terms of [9:22] testing that you should schedule it with you and [9:26] » uh schedule with water department and that dependent. So, um, our proposed our proposed plan right now is to install an [10:03] individual delta iron water main that has a connection point at home road um, [10:10] I'm sorry, home road and Heming with Hemingsville Road uh, to provide a a [10:15] water main going onto our properties with individual services for our two [10:18] properties. And then similarly, we'll have a separate gravity sewer main uh, [10:22] that connects to our at that intersection to provide sewer service to [10:26] both of those properties. Our understand our request is and I guess we got [10:31] projected as part of the uh letter was for these this infrastructure to be [10:36] dedicated to the burough. Um we have been we have water manes and gravity [10:41] sewer mains being installed in a existing public rightway. Um in my eyes [10:47] I haven't really we haven't really gotten any explanation as to why the [10:50] burl was hesitant to to take dedication with this. We will be looking to design [10:55] the semi burough standards. We'll have all the testing performed obviously pay [10:59] for any construction inspection to be to ensure that this has been installed [11:02] properly. So we're just trying to get some clarification as to why the burrow [11:07] is unlimited to take dedication of these water banks within the public right and [11:12] if there's anything that we can do to continue that conversation. [11:19] question. Once these lines are on their property, [11:25] it becomes their responsibility. Okay. Just like in in my house, [11:32] » right? >> Where the once we hit the [11:37] border, once we get the curve box from there on in, it's my responsibility up [11:42] to the curve box becomes the girl's responsibility. After clean, but it's the mains and the road that we're [11:59] looking to get dedication on. And our our indication was that the Burke was [12:02] not willing to take dedication on those utilities [12:08] and also the inspection. Once these services are being installed, there [12:15] needs to be a proper inspection. apply the bureau to make sure it's done to the [12:19] burough standards. [12:23] » The the burrow's concern is the chances of other people connecting is pretty [12:29] slim. So we're being asked the burrow is being asked to take over what amounts to [12:35] very long with only one customer to recoup future [12:40] cost. That's I guess is a sticking issue. [12:44] We're going to we're most likely the world's going to be stuck with [12:47] maintaining hundreds of feet in it. >> It's about thousand feet. [12:52] » Yeah. Thousands of feet of what eventually is essentially is a very [12:58] long. [13:01] So um for one customer that I mean regardless of the public [13:09] rightway issue, it's still a lot for the burrow to maintain that much pipe for a [13:15] customer. >> Correct. I mean 53 52 [13:24] » given it is a large [13:28] unit that will be connected to the flow coming coming through. So, [13:34] you know, for for Diaon to take ownership or maintain ownership of this, [13:38] we need to have a licensed operator in order to take care of this, which which [13:43] they're not equipped to to have right now. Uh, obviously, right now, their [13:47] water and sewer is going from Everr, uh, which is only maintained by Everrew. [13:51] They have their own their own operators to maintain both of those systems. Um, [13:56] however, with the split, they are trying to part ways with they go their separate [14:01] ways. So, you know, right now it's just they're not set up to have an operator [14:05] on the hand to maintain that one section of sewer and that one section. So, [14:11] wanted to see if there was anything and continue this conversation. So we [16:00] believe that well let me let me back up with the flow coming from these two [16:03] properties going through the ever true property ever does connect their sewer [16:07] toward to the burrows sew sanitary sewer system so the sewer flows that are [16:13] coming from these two properties are already contributing to the bur sanitary [16:16] sewer system we just looking to to connect it in a different location to [16:20] separate from we wanted to confirm that there wouldn't [16:24] be any additional tapping fees as it relates to the sewer because we were [16:29] already connected to the burrow sewer. We're just changing the location of of [16:33] which so my understanding was that there was going to be need to be some further [16:37] investigation or more information to justify that. Uh I'm not sure off the [16:43] top of my head when those connections were made back in the day, but they were [16:46] connected through ever true and our thoughts are that we shouldn't have to [16:50] pay tax fees for sewer that was already connected. [16:56] any additional information that you could ask of us to provide. We will look [17:00] to to try and dig up and just try to see what would be needed from your I guess [17:05] the issue is technically the original owner will maintain ownership of that [17:10] capacity because they purchased it. Okay. So even [17:17] so you've subdivided different ownership unless this is where it gets legally [17:23] confusing for me. I don't know what happens to the other parties unloed [17:29] EDUs. Do they revert back to the burrow and [17:33] then you have to purchase them? I don't think you can purchase them directly [17:38] from the other entity because they're it's our plan capacity. [17:43] So that that's the that's the that's the rub here because technically the [17:49] capacity we sold is owned by another entity and as far as I know they haven't [17:55] surrendered it if they have plans of future expansions they have full rights [17:59] to those you use they purchase even though you're part of their flow [18:04] now you you separated so I don't know where that puts us [18:09] » that would probably be an else question [18:13] » just looking for guidance on how a girl would like to handle this and I [18:18] understand I understand why you can't sell their stuff. So I understand that [18:26] they're to surrender their ed but then you're still buying them from [18:32] us. So we have uh I understand that the burrows EDU is 250 gallons a [19:24] day. Um we ever true and Don do own other properties of similar capacity uh [19:32] in which we have provided water water bills from the American water for 2 [19:36] years uh that justify about 60 gallon I'm sorry 60 gallons a day green usage [19:42] for for 2 years on a very similar site. Um so our request is to requ is to [19:50] request a 60 gallon a day per unit uh water allocation as opposed to the 250 [19:56] gallon a day. Um the response that we received from the township was that we [20:01] felt like we need to cover the averages of the PA water bill um which we're open [20:07] for discussion. Uh we just gave you the average across 365 days of usage. So [20:14] if there's another way of looking at those water bills to justify this [20:18] reduction in water usage, we're open for discussion there as well. So we wanted to see what kind of work he would uh produce. [26:34] So, public works water and sewer would like to start using that vendor and we [26:40] started using him as a test for the signs and mapping all of the signs in [26:46] the burrow. So, hopefully that'll go well and [26:50] continue in the future because that's a big need in the future. Uh, we obtained [26:56] a newer, not new, but newer bucket truck um through Muna bid. So, we did win that [27:02] bid and it's in our possession and it's already been used and works [27:09] well. Just put that as a note [41:05] in the back of your mind. So those items were reduced to pay for the bucket [41:11] truck. The bucket truck came in with a price tag of 15,000 plus a fee for [41:19] municip. That's a certain percent. So that's [41:22] 16,350 total for the newer bucket truck. And [41:27] then the pool demo, as you recall, it was budgeted at $20,000 [41:33] because it was expected that inhouse staff would perform the work. Once [41:39] council decided to bid that work and have it done by a contractor, the budget [41:46] line item had to be increased. and we increased it to 115 to hopefully cover [41:53] all of the engineering fees that will will be built, you know, in the future. Um, however, as we know, [1:07:03] Toppton is 150 years old, which means there are houses that are 150 years old. [1:07:08] Uh, I I think it's something that to protect us and to protect homeowners. A certificate of occupancy would [1:07:17] just be an inspection, but it can be a third party inspector that the seller of [1:07:23] a home would pay for to go in to make sure, you know, we had a situation on [1:07:27] Main Street with a water bill. That wouldn't have happened if we would have [1:07:31] had a certificate of occupancy inspection. Uh sewer lateral, again, [1:07:36] it's third party, uh a third party person that would go out and put a scope [1:07:39] down and make sure everything is okay. Again, we had other issues with sewer.
