If we take a vote for [2:12:20] two, then the person with the [2:12:21] least number. [2:12:22] I would recommend Michelle [2:12:24] Pokhari. Since hers is a [2:12:25] reappointment, that she gets [2:12:28] one of the longer terms. [2:12:29] Okay. [2:12:30] Would you like me to make that [2:12:35] motion or wait till the end? [2:12:36] Either way, you would like. [2:12:37] To do it. I still have one [2:12:39] longer term and one shorter [2:12:39] term. [2:12:40] Correct. [2:22:16] Good evening. Torrance city [2:22:17] council. It [2:22:18] s great to see all. [2:22:20] Six of you, especially Mayor [2:22:22] Kalani and my COUNCILMAN David. [2:22:24] Calzones. My name is John [2:22:26] Clifford, and I know that [2:22:27] eventually we [2:22:27] re going to have [2:22:29] to have numbers set for the [2:22:32] seventh seat unfilled. So I [2:22:32] d [2:22:33] like to know when they [2:22:34] ll be [2:22:37] considering. Um, candidates for [2:22:39] either a special election or an [2:22:40] appointment. I hope you [2:22:40] ll do [2:22:41] an appointment, because I would [2:22:43] like to recommend someone whose [2:22:43] family [2:22:46] s been involved in the [2:22:47] city of Torrance for many, many [2:22:50] years. Many generations. And [2:22:50] he [2:22:51] s been involved with [2:22:53] historical preservation. So I [2:22:54] worked with the school [2:22:55] district. So they bring with [2:22:56] the experience there. It [2:22:56] s a [2:22:58] proud supporter of the Torrance [2:22:59] Theatre Company. I think you [2:23:00] MAY know who I [2:23:01] m referring to, [2:23:02] and I hope I [2:23:03] ll be able to make [2:23:04] a recommendation for him in the [2:23:05] future. [2:23:06] Thank you. Thank you. That [2:23:06] s [2:23:06] actually there [2:23:07] s an item later [2:23:08] on the agenda. [2:23:10] For that. Okay. [2:23:14] Thank you. Anyone else wishing [2:23:15] to speak on oral [2:23:21] communications? One in person. [2:23:22] Okay. We [2:23:24] ll now take remote [2:23:25] participants. Callers can press [2:23:27] star nine to raise their hand. [2:23:29] Staff? Is anyone on the line [2:23:31] that would wish to speak? [2:23:32] Your honor, there are no [2:23:33] callers. [2:23:35] Okay. Thank you very much. Um, [2:23:36] the time for public comment. [2:23:37] Then we [2:23:38] ll go ahead and end. [2:23:38] And we [2:23:39] re now moving on to the [2:23:40] consent calendar. Do any [2:23:42] council members wish to pull [2:23:44] any items under the consent [2:23:49] calendar? Council member Lewis. [2:23:49] I [2:23:53] d like to pull a e, please. [2:23:53] That [2:23:55] s eight e is an Edward. [2:23:56] Yes, ma [2:23:57] am. Eight e is an [2:23:58] Edward. [2:24:04] Anyone else? [2:24:06] Okay, so item eight e was [2:24:09] removed. And do I have a motion [2:24:11] to approve the consent [2:24:13] calendar? With the exception of [2:24:14] eight e. [2:24:16] You do? Mayor, you have a [2:24:18] motion to approve all the [2:24:20] consent calendar. Accept eight [2:24:21] e. [2:24:23] Second. [2:24:27] Start voting. Please. Your [2:24:28] honor, that motion carried [2:24:29] unanimously. [2:24:30] Thank you, Council Member [2:24:33] Lewis, on item eight e, please. [2:24:35] So this is a very exciting [2:24:39] project. Um, to start with, our [2:24:40] Torrance Regional Transit [2:24:42] Center parking structure. And [2:24:47] at a price tag of $32,000,662. [2:24:51] And I can kick in the $154 if [2:24:52] you want. It would be my [2:24:54] contribution, but we wanted to [2:24:55] go through the funding [2:24:56] mechanisms of how that [2:24:57] s up. [2:24:58] Got it. [2:24:58] Uh. [2:24:59] Good evening. Your honorable [2:25:00] mayor. Honourable members of [2:25:01] the city council, and I [2:25:01] m [2:25:02] Milton Tanabe with the General [2:25:04] Services Department. I did want [2:25:05] to give kind of a brief [2:25:06] overview of this project, since [2:25:08] it is a bit large, as you [2:25:09] mentioned. So before you [2:25:11] tonight is a recommendation to [2:25:13] award a design build agreement [2:25:14] for the Torrance Regional [2:25:15] Transit Center Parking [2:25:17] Structure project and to [2:25:18] approve a First Amendment to [2:25:19] the owners, and Owners [2:25:21] Representative Services [2:25:23] agreement. So this was [2:25:24] following a competitive design [2:25:26] build procurement process, and [2:25:27] staff recommends awarding the [2:25:28] contract to McCarthy Building [2:25:30] Companies, the highest ranked [2:25:31] proposer, based on the [2:25:32] technical qualifications, [2:25:35] project approach and costs. In [2:25:36] addition, staff is also [2:25:37] recommending to approve and [2:25:38] amend the Moca Systems [2:25:40] Agreement to continue providing [2:25:41] owners representative services [2:25:43] throughout the construction [2:25:45] phase. This project includes [2:25:46] the construction of a four [2:25:48] story, approximately 1000 space [2:25:49] parking structure, along with [2:25:51] the surrounding surface parking [2:25:51] lot. I [2:25:53] d also like to take this [2:25:54] moment to recognize the [2:25:55] collaborative efforts of the [2:25:56] many city departments and staff [2:25:57] whose dedication and [2:25:58] partnership have been [2:25:59] instrumental in bringing this [2:26:01] project to this important [2:26:03] milestone. Thank you [2:26:04] specifically to community [2:26:06] development and the fire team, [2:26:10] as well as public works. So [2:26:12] once this project is completed, [2:26:13] um, this project will [2:26:15] significantly expand parking [2:26:17] capacity at the transit center, [2:26:18] improve access and convenience [2:26:20] for transit users, and support [2:26:20] the city [2:26:20] s long term [2:26:22] transportation and mobility [2:26:23] goals. Um, with that, we [2:26:24] re [2:26:25] available for any questions, if [2:26:27] you have any. As far as the [2:26:29] funding mechanisms go, this is [2:26:32] funded through a measure. I [2:26:32] want to say it [2:26:33] s a metro funds [2:26:34] that that was what was [2:26:35] originally given to the city. [2:26:37] The balance of it is to be [2:26:40] still worked through. But, uh, [2:26:41] some of it is going to be from [2:26:43] the general fund, and the other [2:26:44] portion will probably be from [2:26:46] the Transit Enterprise Fund, [2:26:48] depending on some splits that I [2:26:49] think the finance team was [2:26:50] working through. [2:26:52] Your honor. And City manager, [2:26:55] if I MAY chime in, the goal of [2:26:57] this project is to be completed [2:27:00] by la 28 Olympics, and as such, [2:27:02] the award at this time will [2:27:05] help us bridge that gap. Uh, in [2:27:07] timing to to make sure that [2:27:07] we [2:27:09] re able to construct a [2:27:11] surface lot and start the [2:27:13] project. We will continue to [2:27:14] work with our metro and [2:27:16] regional, uh, any potential [2:27:19] partners to identify external [2:27:20] funding for the balance of the [2:27:22] project. But we also do not [2:27:24] want to compromise the number [2:27:26] of parking stalls. Given [2:27:26] Torrance [2:27:28] s future. Uh, growth [2:27:30] opportunities as a sports, [2:27:31] entertainment tourism [2:27:33] attraction hub. As such, we [2:27:35] will recommend council approval [2:27:36] at this time, and we [2:27:37] ll return [2:27:38] back to you with additional [2:27:40] options. How to completely fund [2:27:45] this project. Thank you. [2:27:48] Councilmember Shek. [2:27:49] Thank you. That was my [2:27:50] question. I hope we complete [2:27:52] this project by la 28 of [2:27:54] Olympics. That will be [2:27:56] wonderful. And also I think [2:27:58] this project is just for the [2:28:00] capital part of it. The [2:28:01] operation when we [2:28:02] re ready. So [2:28:03] we should have something [2:28:04] already in plan. What we [2:28:04] re [2:28:05] going to do to support the [2:28:08] Olympics, and also from, I know [2:28:09] from Torrance to Florence [2:28:11] project and things like that. [2:28:13] So we could help our community [2:28:14] to park the cars and go a [2:28:15] different operation. [2:28:17] Including overnight parking. We [2:28:18] will have a parking automated [2:28:19] parking management plan, [2:28:21] security plan, coordination [2:28:23] with tpd to ensure that it [2:28:23] s [2:28:26] safe and secure. The 60 days [2:35:42] began the date of the [2:35:44] installation of the new office [2:35:48] and ends on SEPTEMBER 13th. The [2:35:49] last City Council meeting [2:35:50] scheduled that would meet this [2:35:52] deadline is Tuesday, SEPTEMBER [2:35:54] 8th. The City Council has the [2:35:56] following options. If the council [2:36:21] chooses to solicit [2:36:22] applications, the prior [2:36:24] practice has been for the City [2:36:26] clerk to advertise by way of [2:36:28] written notice in the Daily [2:36:29] Breeze post on the city [2:36:29] s [2:36:31] website, post on the city [2:36:32] s [2:36:33] social media pages, make [2:36:35] announcements at city council [2:36:37] meetings, notify community [2:36:39] organizations. Um. Previously, [2:36:41] the council has requested that [2:36:42] persons wishing to be [2:36:43] considered for appointment [2:36:44] complete an application form [2:36:46] supplemental questionnaire and [2:36:47] submit them to the City Clerk [2:36:48] s [2:36:51] office. Um, all the information [2:36:52] and given deadlines are [2:36:54] provided to Council below. The [2:36:56] following dates are suggested [2:36:57] if City Council direction is to [2:37:00] solicit applications, website [2:37:02] posting and email notices to [2:37:04] public groups. Wednesday, JULY [2:37:06] 22nd Daily Breeze Add [2:37:09] publication would um. The Daily [2:37:10] Breeze takes a couple of days [2:37:11] once we submit a ad. So it [2:37:12] would either come out on [2:37:14] Friday, JULY 24th or Saturday, [2:37:16] JULY 25th. Beginning tomorrow. And [2:37:27] the deadline for receipt of [2:37:29] applications would be delivered [2:37:32] in person, email or us mail. [2:37:34] Postmarks are not accepted. [2:37:34] City clerk [2:37:35] s office is not [2:37:38] responsible for, um, email [2:37:39] errors. Not getting there by [2:37:42] the 5:00 deadline. Thursday, [2:37:45] AUGUST 13th is the deadline by [2:37:47] 5 P.M.. City Council action to [2:37:49] appoint would take place on [2:37:52] Tuesday, AUGUST 25th. [2:38:02] If City Council fails to make [2:38:03] the appointment by Tuesday, [2:38:05] SEPTEMBER 13th, the special [2:38:07] election must be called [2:38:08] California Government Code [2:38:11] Section 36512 states that an [2:38:13] election to fill a vacancy must [2:38:15] be held not less than 114 days [2:38:16] after the date of the order of [2:38:18] the election. Um, as I stated, [2:38:20] the um Los Angeles County [2:38:22] Register reporter, uh, [2:38:24] conferred with me and MARCH [2:38:26] 2nd, 2027 would be the election [2:38:28] date. Um, they were unable to [2:38:29] provide me a quote. They said [2:38:30] it would take three weeks, so I [2:38:32] was unable to get a quote for [2:38:32] tonight [2:38:35] s item. I request that [2:38:37] your honorable body provide [2:38:38] direction for the use of [2:38:40] application process, or [2:38:42] determine alternate methods as [2:38:43] a special election would, is on [2:38:45] budgeted and would occur. [2:38:49] Additional um funding. Uh work [2:38:51] to find the funding for that. [2:38:53] If the application process is [2:38:55] preferred. Uh the meeting prior [2:38:56] to the end of the deadline is [2:38:57] AUGUST 25th, and there is [2:38:59] sufficient time to allow for [2:39:01] interested parties to submit [2:39:04] applications, and also for [2:39:05] council to interview the [2:39:07] applicants. And again, the [2:39:08] appointed member would serve [2:39:12] only until the MARCH 7th, 2028 [2:39:14] uh general municipal election [2:39:15] results are certified and [2:39:16] adopted by the City Council, [2:39:19] which are usually, uh APRIL of [2:39:21] APRIL of that year. With that, [2:39:23] I am available for questions. [2:39:24] Thank you, Your Honor. [2:39:26] Thank you. Would you repeat [2:39:26] that. [2:39:27] Please? I [2:39:31] m sorry. [2:39:32] I said, would you repeat that, [2:39:34] please? [2:39:35] Seriously? [2:39:36] Yeah. No. I [2:39:37] m kidding. Okay. [2:39:40] Thank you. Um, clerk. [2:39:41] Has. Anyone signed up? Thank [2:39:43] you for the presentation. And [2:39:44] thank you for all your work. [2:39:44] And I [2:39:45] m going to jump back and [2:39:46] say thank you for all your work [2:39:48] on the commissioner [2:39:48] appointment. [2:39:48] Thank you. [2:39:50] For us as well. Um, has anyone [2:39:52] signed up to speak on this [2:39:52] matter? [2:39:54] Not prior to the start of the [2:39:55] meeting, Your Honor. [2:39:57] Thank you. Is there anyone in [2:39:59] the public, um, who would like [2:40:00] to speak that did not sign up? [2:40:05] Please step up to the mic. [2:40:07] Okay, I see none. We [2:40:08] ll now [2:40:10] take remote participants. [2:40:13] Callers can press star nine to [2:40:14] raise their hand. And staff, is [2:40:16] there anyone who signed up to [2:40:16] speak? [2:40:17] There are no callers, your [2:40:18] Honor. [2:40:20] Thank you. Are there any [2:40:21] questions from the council? I [2:40:24] see Council member calzones. [2:40:27] Thank you very much. Um, MR. [2:40:28] City Clerk, I know you said [2:40:29] there is no quote. I just want [2:40:31] to clarify, I think based on [2:40:33] previous, uh, quotes from them, [2:40:34] we [2:40:35] re talking in the hundreds [2:40:37] of thousands of dollars for a [2:40:37] special. [2:40:39] It could potentially go that [2:40:41] high. It depends. So how the [2:40:43] county assesses costs of an [2:40:44] election? It depends on how [2:40:46] many cities are on that ballot [2:40:48] and the costs are shared [2:40:49] amongst the cities. The [2:40:51] sanitation districts, the water [2:40:54] boards. Um, at this time, um, [2:40:56] from what I understand, if we [2:40:57] were the only ones, we would [2:40:59] bear the all the costs. So it [2:41:03] would probably be higher. [2:41:04] Thank you. [2:41:06] Council Member Scheck. [2:41:09] Thank you, MADAM Clerk. For the [2:41:12] presentation. Uh, do you think [2:41:12] there [2:41:14] s a chance we could bring [2:41:16] this in NOVEMBER? Elections? [2:41:17] No. It [2:41:18] s too late for the [2:41:19] NOVEMBER election. Nominations [2:41:21] period is already going on. For [2:41:22] that election. We would have [2:41:23] had to call that election by [2:41:24] JULY 6th. [2:41:26] And we missed that deadline. [2:41:26] And we couldn [2:41:27] t have called the [2:41:29] election because Councilmember [2:41:30] Colon had not vacated the seat [2:41:31] to the mayor [2:41:32] s office. [2:41:33] Thank you for clarifying the [2:41:34] reason I asked. A lot of people [2:41:36] did question that to me. And [2:41:38] thank you for clarifying that. [2:41:41] Uh, thank you. [2:41:44] Anyone else? Councilmember [2:41:46] Carlson? [2:41:46] Um, nobody [2:41:48] s discussed it, but [2:41:49] I. [2:41:49] Would like. [2:41:50] To go the. [2:41:52] Direction of nomination. I [2:41:52] think it [2:41:55] s the most fiscally [2:41:57] responsible. Um, and if [2:41:59] council does will to go that [2:42:01] way. I wanted to discuss the [2:42:02] application a little bit. Would [2:42:07] now be an appropriate time. [2:42:15] Mayor. Yes. [2:42:16] Um, I wanted to make some [2:42:18] recommendations to the council [2:42:21] on the questionnaire portion. [2:42:24] Can we do that? [2:42:26] Yes. It is up to council. The [2:42:28] this application and these [2:42:29] supplemental questions are what [2:42:32] council has prior used prior. [2:42:34] Historically they have not [2:42:35] changed. No council has changed [2:42:37] them since they the last time [2:42:38] they were used. So if you would [2:42:40] like to update them please feel [2:42:40] free to. [2:42:41] Council Member Lewis was [2:42:42] appointed. [2:42:45] Um, I believe she was last one. [2:42:46] Yes. [2:42:48] Um, to help everyone up here. [2:42:48] Follow me. I [2:42:49] ve created some [2:42:51] copies of the changes I [2:42:51] m going [2:42:51] to ask, so I [2:42:52] m going to pass [2:42:53] these out. Would you please [2:42:54] take one and pass them down? [2:42:56] And City Clerk, I have a copy [2:42:56] for you to make things easy. [2:43:05] Thank you. Well. [2:43:06] You can have my copy when I [2:43:07] m [2:43:12] done. Sorry, MR. Sullivan, I [2:43:15] know I normally go to you, but [2:43:17] the one that looked legal, I [2:43:20] ignored it. [2:43:22] Thank you. [2:43:24] Um, the first one is a simple [2:43:25] one. So when I looked at number [2:43:27] one, I wanted to ask that we [2:43:29] separate those two questions [2:43:32] into two different numbers. So [2:43:33] number one remains. Why do you [2:43:34] want to be appointed to the [2:43:36] city council? But number two [2:43:38] becomes, why do you feel you [2:43:38] are sorry? What do you feel you [2:43:40] bring to this position. So I [2:43:42] just wanted to split that up. [2:43:45] Um, number three seemed a [2:43:48] little weird to me. Um, asking [2:43:51] about future plans of elected, [2:43:52] you know, seeking for elected [2:43:53] and appointed office at any [2:43:55] level of government. Um, and I [2:43:57] just wanted to keep it confined [2:43:58] to something that might be [2:43:59] useful to this council. So [2:44:01] number three, I asked for it to [2:44:03] be written to if appointed, do [2:44:05] you intend to seek election to [2:44:06] the city Council seat when this [2:44:08] term expires? Please explain [2:44:10] your current intentions. Um, [2:44:11] based on what I [2:44:11] ve heard, that [2:44:13] could be an important [2:44:15] distinction for some members of [2:44:20] the community. Um. Skipping [2:44:25] down to number nine on our [2:44:26] list, I think it [2:44:26] s number eight [2:44:34] on. Let me make sure. Yes. Uh, [2:44:37] number eight, changing that to [2:44:39] what do you see as the biggest [2:44:40] challenges facing the city and [2:44:43] omitting next year? Um, just [2:44:44] what are the biggest challenges [2:44:46] facing the city and the work [2:44:49] that we do rarely gets fixed in [2:44:51] one year. So the changes we put [2:44:52] into place are, um, just [2:44:55] allowing a more long term look. [2:44:58] Number ten is just switching [2:45:00] three and top. So it says what [2:45:01] are your top three priorities [2:45:02] for the city rather than the [2:45:06] three top priorities? Um, okay. [2:45:08] Getting to the to the real one. [2:45:11] Number 11 seemed like it was [2:45:13] Is important at the time. The [2:45:14] council member Lewis was [2:45:16] appointed. Um. It says [2:45:18] circumcised. Uh, sorry. [2:45:19] Circumstances outside the [2:45:19] city [2:45:21] s control. And it talks [2:45:23] about an impacted budget. But [2:45:25] due to the passage of sst, our [2:45:26] budget is actually in a very [2:45:28] good position. And so I [2:45:28] ve just [2:45:29] asked that number 11 be [2:45:33] stricken. Number 12 and 13 were [2:45:35] both yes no questions. And I [2:45:35] don [2:45:38] t know how useful, um, that [2:45:41] is. So rather than a yes no [2:45:44] question, um, changing it to a [2:45:45] more open ended question. So [2:45:47] this was regarding the city [2:45:49] budget based on your review of [2:45:49] the city [2:45:50] s current budget, what [2:45:52] do you believe are the city [2:45:52] s [2:45:53] most significant fiscal [2:45:56] opportunities or challenges, as [2:45:57] opposed to have you seen the [2:45:59] budget? Um, and number 13 was, [2:46:00] you know, have you reviewed the [2:46:00] city [2:46:01] s general plan? Again, [2:46:05] very generic. So, um, based on [2:46:05] your review of the city [2:46:06] s [2:46:07] general plan, what goals or [2:46:09] policies do you believe should [2:46:11] receive the greatest attention [2:46:12] during your tenure as a council [2:46:15] member, and why? And then [2:46:17] number 14 was a was a run on [2:46:19] sentence. And even though I [2:46:20] mostly taught math, I did teach [2:46:22] some English. Um, and so I [2:46:27] wanted to rewrite. Number 14, [2:46:28] describe your involvement in [2:46:30] the community, including civic [2:46:31] organizations, volunteer [2:46:32] activities, boards, [2:46:33] commissions, neighborhood [2:46:34] groups, or other public [2:46:36] service. How have these [2:46:37] experiences prepared you to [2:46:40] serve on the city Council? So [2:46:41] if you would entertain those [2:46:41] changes, I [2:46:46] d appreciate it. [2:46:51] Council member. [2:46:53] Uh, I [2:46:55] d like to understand what [2:46:58] that, uh, delayed the process [2:47:00] for. Uh, if you make any of [2:47:02] those changes, would that have [2:47:03] any impact? [2:47:04] We would have to make the [2:47:06] applications available Thursday [2:47:07] just so we had time to change [2:47:09] this. Um, tomorrow. But if you [2:47:11] vote on it tonight with these [2:47:12] changes, we could change it [2:47:13] tomorrow and have the [2:47:15] application packets ready for [2:47:17] Thursday morning. [2:47:21] Uh, for our city attorney. Uh, [2:47:24] even though the one that I [2:47:25] think is number three, they [2:47:25] re [2:47:25] you [2:47:26] re asking to strike the [2:47:28] first part. What future plans [2:47:30] do you have for seeking elected [2:47:34] or appointed office? Uh, what [2:47:36] happens if we if this person [2:47:37] says no and then you decide to [2:47:41] run for election? Is there any. [2:47:41] It [2:47:42] s you. The voters can hold [2:47:43] them accountable, but there [2:47:43] s [2:47:45] nothing to prevent someone from [2:47:45] saying I won [2:47:46] t run for office. [2:47:48] And then changing their mind. [2:47:53] Do you see any any benefit of [2:47:57] changing like this? [2:47:57] It [2:47:59] s truly up to the council. I [2:48:02] know in the past, um, back [2:48:04] when, um, Harvey Horwich was [2:48:06] like our super sub for a while, [2:48:07] he always said that he wasn [2:48:07] t [2:48:08] going to run. That meant [2:48:09] something to some council [2:48:10] people that they didn [2:48:10] t want to [2:48:12] have that person being able to [2:48:15] run as an incumbent. But [2:48:15] there [2:48:16] s the city can [2:48:16] t prevent [2:48:19] someone from doing that, but [2:48:22] they can ask if they want. [2:48:24] Right. [2:48:27] Uh, MADAM Clerk, are we doing [2:48:28] any background investigation [2:48:30] for this role? [2:48:32] We do not do background [2:48:34] investigation. The only part [2:48:36] that the city clerk has is to [2:48:37] check with the register [2:48:38] recorder to make sure they are [2:48:40] registered in the city of [2:48:44] Torrance. That is as far as our [2:48:47] investigative process would go. [2:48:47] The city clerk doesn [2:48:48] t have [2:48:49] investigative authority, nor [2:48:52] does it have, um, enforcement [2:48:54] duties. [2:48:55] Uh. [2:48:56] I like to request that we [2:48:57] should have some kind of [2:48:59] background investigation for. [2:49:01] Well, we do have a resolution [2:49:04] coming back to council to have [2:49:05] council and commissioners [2:49:07] fingerprinted. That would be [2:49:09] the extent of that. Okay. And [2:49:10] once that resolution is [2:49:11] adopted, whoever is appointed [2:49:13] would have to comply with that. [2:49:17] Perfect. Thank you. [2:49:19] Council Member Lewis. [2:49:23] Um, I like all of the changes [2:49:25] that, uh, Council Member Gerson [2:49:28] brought forward, except for [2:49:31] number three. Um, and I [2:49:31] m [2:49:33] sorry, number two on the [2:49:35] original number three on his, [2:49:37] um, I think the question is [2:49:38] good the way that it [2:49:39] s listed [2:49:41] because, uh, once you start to [2:49:44] venture into this, you maybe [2:49:45] don [2:49:46] t know what your future [2:49:48] plans are until you get into it [2:49:50] to see what the job is really [2:49:51] about and to make someone [2:49:53] commit on an application and [2:49:55] then later hold them [2:49:56] accountable if they change [2:49:58] their mind. Um, I don [2:49:58] t think [2:49:58] that that [2:50:00] s where we want to [2:50:02] go. This question allows that [2:50:07] individual to, um, be able to, [2:50:11] um, basically say, well, so for [2:50:12] me, I never thought I would run [2:50:16] for public office at all. Um, [2:50:17] so I think I [2:50:18] d like to see the [2:50:20] question remain the way that it [2:50:20] is, but I [2:50:21] m okay with the rest [2:50:24] of the changes. [2:50:26] Can I read the two? Just back [2:50:29] to back so we hear them as it [2:50:33] is in the application. It says, [2:50:34] what future plans do you have [2:50:36] for seeking elected or [2:50:37] appointed office at any level [2:50:40] of government? And the changes [2:50:41] if appointed, do you tend to [2:50:42] seek election to the city [2:50:43] Council seat when its term [2:50:45] expires? Please explain your [2:50:46] current intentions so all it [2:50:48] does is kind of take out the [2:50:49] higher levels of government. [2:50:50] It [2:50:51] s still kind of the same, [2:50:52] but if you want to keep the [2:50:55] same one and someone wants to [2:50:56] go against, uh, well, they [2:50:56] can [2:50:57] t go in the primary, so [2:50:57] they can [2:50:59] t go against a sale or [2:51:04] Erickson. [2:51:04] Oh, I [2:51:06] m sorry I missed the the [2:51:07] last part. [2:51:08] I was just naming some [2:51:09] candidates who are going for [2:51:10] state office, because when I [2:51:11] think that [2:51:12] s probably what [2:51:14] their thinking state. [2:51:15] But. [2:51:16] I understand what you [2:51:16] re [2:51:16] saying, though. [2:51:17] But we can keep it the same. [2:51:17] And yeah. [2:51:19] I would think going for county [2:51:21] supervisor in the next [2:51:22] election, then they might say [2:51:22] that. [2:51:23] That would that would be on [2:51:25] them. But I wouldn [2:51:26] t want to [2:51:29] try to, uh, discourage anyone [2:51:32] from applying if they, you [2:51:34] know, if they don [2:51:35] t want to do [2:51:36] elected office. I mean, it [2:51:38] could go either way. Um, it [2:51:39] could be somebody that might [2:51:41] want to or MAY want to come in [2:51:42] and try out being a council [2:51:44] member for short term and has [2:51:46] no intent of running and could [2:51:47] still contribute. I don [2:51:47] t want [2:51:49] to exclude those folks by [2:51:51] saying, uh, explain your [2:51:53] current intentions. Don [2:51:54] t know [2:51:55] until you get into the job. So [2:51:57] I would I would think that [2:51:59] number three basically does, [2:52:01] uh, maybe we can take out, uh, [2:52:03] any level of government, maybe [2:52:05] as a compromise. [2:52:07] We can strike the whole [2:52:08] question and just not ask at [2:52:10] all. And in an interview, if [2:52:10] someone [2:52:11] s interested, they can [2:52:13] ask because we are going to [2:52:14] have the opportunity to [2:52:14] interview them. [2:52:17] So we could do that as well. [2:52:17] It [2:52:18] s just a leftover from [2:52:19] previous. And I didn [2:52:19] t like the [2:52:21] way it was written, and I was [2:52:22] just trying to make it better. [2:52:23] But we can strike the whole [2:52:25] thing. [2:52:25] Uh, I [2:52:26] m okay with striking the [2:52:27] whole thing. [2:52:28] Okay. [2:52:28] That [2:52:29] s okay with me. [2:52:31] To. [2:52:31] I [2:52:33] m okay with the, uh, keeping [2:52:35] assist for the number three, [2:52:36] but all other that you [2:52:36] re [2:52:37] recommending, I think they [2:52:37] re [2:52:41] pretty good for me. Thanks. [2:52:43] Um, so on the. [2:52:46] On the request to speak, I have [2:52:51] Sheik still. Oh. Council [2:52:52] member. Cartoonist. [2:52:53] Thank you. I was just going to [2:52:54] add that I [2:52:55] m actually in favor [2:52:57] of keeping three, either as it [2:52:59] was or as it has been [2:53:00] recommended. I [2:53:00] m happy with. [2:53:02] Either way. I think, um, it [2:53:03] ll [2:53:06] get an answer. Um, but I [2:53:07] m I [2:53:07] m [2:53:08] in favor of keeping it, I [2:53:09] think. [2:53:10] So, to be clear, you [2:53:10] re talking [2:53:11] about number three on Council [2:53:13] member page, not number three [2:53:13] on. [2:53:14] My page. [2:53:16] Thank you. Yes, correct. [2:53:16] That [2:53:17] s important to know. [2:53:17] Correct. [2:53:23] Thank you. [2:53:26] I would like clarification. So [2:53:28] you you want to keep it the way [2:53:31] it was or the way Councilmember [2:53:34] Grissom has changed it. [2:53:34] I [2:53:36] m fine with it either way. [2:53:37] Um, I don [2:53:37] t know. I don [2:53:37] t know [2:53:38] how we [2:53:41] re gonna parse that out. [2:53:41] Um, but I [2:53:42] m. [2:53:42] I [2:53:44] m kind of keeping track. So [2:53:45] do you want. I like the way it [2:53:52] was or the change. [2:53:54] I like the updated version. [2:53:56] Okay. Thank you. Councilmember. [2:54:02] Do. [2:54:04] I think that, um, instead of [2:54:05] these broad questions that we [2:54:10] have in the current draft, um, [2:54:11] COUNCILMAN Garrison [2:54:12] s edits are [2:54:14] asking for more specific [2:54:16] information. And I believe that [2:54:18] the specific information would [2:54:21] give us council members more [2:54:23] information about the app, not [2:54:24] just more information about the [2:54:27] applicants, but perhaps even [2:54:28] come up with some creative [2:54:30] ideas of how to improve our [2:54:32] city. So I would I would like [2:54:35] to take, um, not Trustee [2:54:40] Gershwin, Councilmember Gerson, [2:54:42] uh, edits as it is. [2:54:44] Okay. And I have a suggestion. [2:54:47] I actually because of my [2:54:49] financial background and and [2:54:52] experience in, in, uh, an [2:54:54] unexpected situations. I like [2:54:57] number 12 because it talks [2:54:59] about circumstances outside the [2:54:59] city [2:55:01] s control can and have [2:55:03] impacted dramatically the [2:55:03] city [2:55:05] s budget. What approach [2:55:06] would you take as a council [2:55:07] member to balance the budget or [2:55:09] address the issues? We don [2:55:09] t [2:55:11] have an issue right now, but [2:55:13] another pandemic and we just [2:55:15] might. So I would like to see [2:55:18] that that left in personally. [2:55:20] Otherwise I three doesn [2:55:20] t [2:55:21] matter one way or another [2:55:23] because I can always ask the [2:55:24] questions if I [2:55:25] m interested. [2:55:26] And if someone [2:55:27] s seeking higher [2:55:30] office. But I do like the more [2:55:33] open questions of the balance [2:55:34] of the changes. So thank you [2:55:35] for taking the time to do that. [2:55:40] Councilmember person. [2:55:42] I have one go back. [2:55:43] Thank you. [2:55:45] I just wanted to remind my [2:55:47] colleagues and for the public [2:55:49] that these applications that we [2:55:52] will be receiving are public [2:55:53] record. So they [2:55:54] re not just for [2:55:56] our eyes. Only the public will [2:56:00] be able to review all of the [2:56:03] applications. So, um, as you as [2:56:04] we continue to discuss that, [2:56:06] this is a public record. So [2:56:08] please keep this in mind. [2:56:09] Thank you. [2:56:11] So how would the council like [2:56:14] to proceed? Um, are we making [2:56:16] any changes to are we [2:56:21] separating one and two? [2:56:22] Are you going to take it one. [2:56:23] Yeah. [2:56:24] Should we take it one at a [2:56:27] time? Uh, city clerk. [2:56:29] That might be helpful because [2:56:31] he renumbered them on his. And [2:56:32] some of you talked about his [2:56:34] numbers and some the other [2:56:35] numbers. [2:56:38] Should we separate on the [2:56:40] current questionnaire item one [2:56:42] into two questions. That [2:56:42] s the [2:56:43] first. [2:56:46] Question. [2:56:47] Do you want to take some kind [2:56:48] of roll. [2:56:49] Are we giving thumbs up for [2:56:50] that or. [2:56:51] We can do thumbs up. [2:56:52] However council would like to [2:56:54] do it. It can be a thumbs up. [2:56:55] It can be a motion. [2:56:56] Separating question one and [2:56:58] two. So that [2:57:01] s a six. So [2:57:06] changing question three to [2:57:07] Councilmember Grissom [2:57:08] s [2:57:11] recommendation thumbs up or. [2:57:12] Not on mine. It [2:57:14] s number two. [2:57:17] Yeah okay. The current [2:57:18] questionnaire. Number two [2:57:21] changing it to Councilmember [2:57:21] Grissom [2:57:22] s recommendations or [2:57:25] not. [2:57:27] 2 or 3 I have three. [2:57:27] It [2:57:27] s it [2:57:28] s three on [2:57:29] Councilmember Kirsten [2:57:31] s page. [2:57:32] Number two on my page. I [2:57:33] m [2:57:34] trying to keep it clear so that [2:57:34] I. [2:57:35] Can the number. [2:57:35] Two, it [2:57:36] s the question about [2:57:39] future plans. [2:57:39] I [2:57:41] d like to keep at six. [2:57:43] Okay. So then so it [2:57:44] s a three [2:57:45] three. So it stays as. [2:57:47] It is. Um. [2:57:52] Um, question 11 on the existing [2:57:56] questionnaire versus 12 on [2:57:57] Councilmember Grissom [2:57:57] s [2:58:00] recommendation. Keep it as is [2:58:02] or change it. Keep thumbs up to [2:58:04] keep it as is. [2:58:06] Versus striking it. [2:58:07] Your honor, there wasn [2:58:08] t one [2:58:10] recommendation. A number [2:58:11] current eight. What do you see [2:58:12] as the biggest challenges [2:58:14] facing the city? Strike out [2:58:16] next year. [2:58:17] Oh, yeah. [2:58:20] Oh, that is correct. Thank you [2:58:22] for keeping us straight. I [2:58:23] m [2:58:24] fine with striking out next [2:58:25] year. [2:58:29] Yes. Next year. Okay. [2:58:31] Six oh. [2:58:33] Do you want to take over city [2:58:35] manager? [2:58:36] Okay. [2:58:40] So, um, en Councilmember [2:58:40] Grissom [2:58:43] s number ten. What are [2:58:46] the your top three or your [2:58:51] three? Top. [2:58:51] Three. [2:58:54] Okay. Looks top three. [2:58:54] Top three. [2:58:58] Top three is a six and a zero. [2:59:00] Uh, number 11 on the existing [2:59:02] questionnaires, circumstances [2:59:03] outside the city [2:59:04] s control can [2:59:06] and have impacted dramatically [2:59:06] the city [2:59:07] s budget. What [2:59:09] approach would you take as a [2:59:11] council member to budget that, [2:59:13] um, council Member Grissom [2:59:20] suggested a total strike? [2:59:21] Thumbs up to recommend to leave [2:59:22] it as is. [2:59:23] Can I just ask you to amend [2:59:24] that that we spell [2:59:26] councilmember correctly for our [2:59:29] code? [2:59:31] Amended. [2:59:33] Okay. [2:59:34] Leaving it, that [2:59:34] s fine. [2:59:36] Okay. It looks like it is a [2:59:37] five. One. [2:59:38] More information leave. [2:59:38] Oh, it [2:59:38] s. [2:59:40] Fine to leave it as is five [2:59:42] one. But correcting the [2:59:47] spelling of council member. [2:59:50] And that was number 111 on my [2:59:52] sheet. Number 12 on garrison. [2:59:53] Correct. Okay. [2:59:58] So the next one is 12 on the [3:00:03] existing and becomes 13. So it [3:00:04] goes from a closed end in [3:00:06] question to based on your [3:00:07] review of the city [3:00:07] s current [3:00:09] budget, what do you believe are [3:00:09] the city [3:00:11] s most significant [3:00:13] financial opportunities or [3:00:16] challenges? Um, thumbs up to [3:00:19] change it to the open ended [3:00:27] question of Gerstle. Five one. [3:00:30] Uh, Council member um, number [3:00:34] 14 versus the existing 1313 is [3:00:35] have you reviewed the city [3:00:36] s [3:00:37] general plan? That [3:00:38] s a yes or [3:00:40] no question. He changed it to [3:00:42] based on your review of the [3:00:42] city [3:00:43] s general plan, what goals [3:00:45] or policies do you believe [3:00:47] should receive the greatest [3:00:49] attention during your tenure as [3:00:51] a council member, and why? [3:00:55] Thumbs up to change. That [3:00:56] s a [3:01:02] six oh. And then finally, his [3:01:06] number 14. Have you attended [3:01:09] and or participated any civic [3:01:10] meetings, and if so, which [3:01:12] ones? And describe your [3:01:15] participation, his change is on [3:01:17] number 15. Describe your [3:01:19] involvement in the community, [3:01:21] including civic organizations, [3:01:24] volunteer activities, boards, [3:01:25] commissions, neighborhood [3:01:26] groups or other public service. [3:01:28] How have these experiences [3:01:29] prepared you to serve on the [3:01:31] council? Um, thumbs up to [3:01:35] change it to persons. Okay. Six [3:01:36] oh, did that work? Did that [3:01:36] help? [3:01:38] Yes. Thank you very much. [3:01:41] All right. [3:01:44] Any other questions? I still [3:01:46] see Council Member Loos name. [3:01:47] I spoke already. [3:01:53] Okay. Thank you. Doctor. [3:01:55] So after we speak. You don [3:01:55] t. [3:01:56] You know, we [3:01:57] re trying. [3:01:58] Oh. [3:01:58] She [3:01:58] s supposed. [3:02:02] To do. [3:02:03] She can remove it or I can [3:02:05] remove it. Mayor Chen like to [3:02:05] remove it, so I don [3:02:06] t remove it [3:02:09] until I give her a chance. [3:02:10] Are you making. [3:02:11] A move? Okay. Are we in a [3:02:13] position to make a [3:02:15] recommendation? A motion on [3:02:16] item ten. [3:02:19] A? [3:02:23] Council member Liu. [3:02:24] Okay. [3:02:24] Councilmember. [3:02:25] You can do it. [3:02:26] Go ahead. Oh. [3:02:27] Do you want to. [3:02:27] Do. [3:02:29] It? Okay, good. [3:02:29] It [3:02:30] s your edit. [3:02:31] So yeah. [3:02:33] Go ahead. [3:02:40] All. [3:02:43] Um, I will make a motion. I [3:02:46] will make the motion that we, [3:02:50] um, go the appointment route [3:02:53] and that we alter the [3:02:55] questionnaire portion of the [3:02:56] application as we went through [3:02:58] together. And the city clerk [3:02:59] recorded. [3:03:01] I second that. [3:03:02] So to clarify. [3:03:03] Because there was an [3:03:04] appointment or an appointment [3:03:06] by application, you are picking [3:03:07] the appointment by application [3:03:09] and supplemental questionnaire [3:03:11] as changed by counsel. [3:03:12] That sounds perfect. [3:03:19] Thank you. Start voting please. [3:03:21] Your honor, that motion carried [3:03:23] unanimously. [3:03:24] Thank you. And thank you for [3:03:24] everyone [3:03:26] s patience on that. [3:03:27] Um, okay, we [3:03:28] re moving on to [3:03:31] Tenby. Um, to appoint members [3:03:34] to outside regional boards and [3:03:36] agencies. Is there a staff [3:03:38] presentation, please? [3:03:39] Yes, your honor, Carl [3:03:39] s. It [3:04:25] s been the policy [3:04:26] of the city council that [3:04:28] members are appointed by the [3:04:29] mayor to the various regional [3:04:31] boards and agencies. Uh, the [3:04:32] mayor has made the following [3:04:33] appointments to the outside [3:04:35] boards and agencies for the [3:04:37] Independent Cities Association. [3:04:38] Uh, the primary member would be [3:04:40] Mayor Sharon Kalani, with the [3:04:41] alternate member being the [3:04:43] mayor pro tem. The League of [3:04:44] California Cities L.A. County [3:04:46] chapter would be Mayor Sharon [3:04:47] Kalani as the primary member, [3:04:49] and then the mayor pro tem as [3:04:51] alternate. National League of [3:04:53] Cities is will also be mayor. [3:04:54] Sharon Kalani as the primary, [3:04:56] with the mayor pro tem serving [3:04:59] as alternate um Southern [3:05:00] California associations of [3:05:02] government or skag also will be [3:05:03] Mayor Sharon Kalani as the [3:05:04] primary member, with the Mayor [3:05:06] pro tem as the alternate. Um Council member [3:05:38] Bridgette Lewis will serve as a [3:05:40] primary, and then all city [3:05:41] council members have the option [3:05:43] to serve as an alternate as [3:05:45] available. Uh, for the South [3:05:46] Bay Cities Council of [3:05:48] Governments for the Housing [3:05:50] Trust. Um, Council member David [3:05:51] Carson as will serve as a [3:05:53] primary with council member [3:05:55] Aslam Sheikh serving as the [3:05:56] alternate for the Twin Sister [3:05:59] Cities Association. Doctor [3:06:00] Jeremy Gerson will serve as a [3:06:02] primary with Mayor Sharon [3:06:04] Kalani serving as the alternate. [3:06:06] Um, and then this is just going [3:06:07] to be some legal jargon, but [3:06:10] please bear with me. Um, fair [3:06:12] Political Practices Commission [3:06:14] fpc amended the California Code [3:06:16] of Regulation, title two, [3:06:20] section 18702.5, which [3:06:21] authorizes public officials to [3:06:22] vote on their own appointment [3:06:24] in order to do so. Section [3:06:27] 18702.5 requires a form 806 to [3:06:28] be adopted by the public agency [3:06:30] and then posted on its website. [3:06:35] Uh. Uh form 806 requires public [3:06:37] agencies to list following one [3:06:39] each appointed position for [3:06:40] which there is a material [3:06:41] financial effect on the public, [3:06:43] officials or officials. [3:06:44] Immediate family personal [3:06:47] finances of at least $250 and [3:06:49] any 12 month period. Two the [3:06:51] salary or stipend for each [3:06:53] appointed position three the [3:06:54] name of the public official, if [3:06:55] any, who has been appointed as [3:06:57] an alternate and for the term [3:06:59] of the position. The City [3:07:01] Council adopted the most recent [3:07:06] form, um 806 um. This was back [3:07:09] in, I believe, APRIL of 2024, [3:07:11] and it is available on our [3:07:11] city [3:07:13] s website. We did release [3:07:15] a new updated city website, so [3:07:17] the url is correct on the staff [3:07:20] report. Um, as such, city [3:07:22] council members MAY vote on [3:07:23] their own appointments to [3:07:24] compensated positions on [3:07:25] various types of boards of [3:07:27] commissions. However, uh, just [3:07:28] for awareness, there [3:07:29] s no [3:07:30] compensations for members that [3:07:31] serve on the South Bay Cities [3:07:33] of Council of Governments. [3:07:34] Should your honorable body [3:07:35] concur with the mayor [3:07:35] s [3:07:37] appointments, the city Manager [3:07:38] recommends that your honorable [3:07:40] body direct the City clerk to [3:07:43] update the fpc. Form 806 to [3:07:45] reflect the above appointments [3:07:46] and to post the updated form on [3:07:47] the city [3:07:48] s website and cities [3:07:50] of city staff is available for [3:07:52] any questions. [3:07:54] Thank you so much for your [3:07:56] presentation. Um, city clerk, [3:07:58] has anyone signed up to speak? [3:07:59] No, your Honor. [3:08:01] Do any members of the public [3:08:01] who didn [3:08:02] t sign up wish to [3:08:04] speak at this time? Please step [3:08:08] up to the microphone. Okay, I [3:08:09] see none. We [3:08:11] ll now take remote [3:08:13] participants. Callers can press [3:08:15] star nine to raise their hand. [3:08:16] Staff. Has anyone signed up. [3:08:17] To speak? [3:08:18] There are no callers, Your [3:08:19] Honor. [3:08:19] Okay. [3:08:26] Any questions from the council? [3:08:29] I see none. Um, how would the [3:08:30] council wish to proceed on this [3:08:32] item? [3:08:35] I would like to make a motion [3:08:37] that we concur with the mayor [3:08:37] s [3:08:40] appointments and direct the [3:08:42] city clerk to update fpc form [3:08:44] 806 to reflect the above [3:08:45] appointments, and to post the [3:08:46] updated form on the city [3:08:46] s [3:08:50] website. [3:08:52] A second. [3:08:55] Start voting. Please. Your [3:08:57] honor, that motion carried [3:08:58] unanimously. [3:09:00] Thank you so much, sir. Um, [3:09:03] moving on to item ten, see, [3:09:04] select and appoint chairs and [3:09:06] members to the City Council [3:09:08] committees. Is there a staff [3:09:09] presentation? [3:09:10] Yes, Your Honor. Again, Carlos [3:09:11] Ruiz, our management associate [3:09:12] with the city manager [3:09:13] s office. [3:09:14] Uh, item ten c is a [3:09:15] recommendation of the city [3:09:16] manager. That city council [3:09:17] select and appoint chairs and [3:09:18] members to the city council. [3:09:20] Standing and special standing [3:09:21] committees in accordance with [3:09:23] the city council rules of [3:09:24] order. It is a policy of the [3:09:25] City Council that chairpersons [3:09:27] and members are selected for [3:09:28] the six City Council standing [3:09:30] committees and three special [3:09:31] standing committees. The [3:09:32] current committee assignments [3:09:34] were last selected appointed on [3:09:36] APRIL 20th 3rd to 2024. This [3:09:38] report provides an overview of [3:09:39] the selection process for City [3:09:41] Council. Ad hoc committee, [3:09:42] special standing committees, [3:09:43] and then standing committees as [3:09:44] outlined in the Council Rules [3:09:46] of Order. Um, we [3:09:46] re going to be [3:09:48] covering the ad hoc and then [3:09:50] working groups. First section [3:09:51] 9.3 of the Rules of Order [3:09:53] provide that the mayor MAY form [3:09:54] ad hoc committees and designate [3:09:56] the chair of each, unless [3:09:57] otherwise ordered by the City [3:09:59] Council. At this time, the only [3:10:01] active ad hoc body is ad hoc [3:10:03] naming a public facility uh [3:10:05] committee, the mayor has [3:10:06] elected to eliminate this [3:10:07] committee with intent to [3:10:09] re-establish a in the future. [3:10:11] If a if the city was to receive [3:10:13] a new public facility renaming [3:10:15] application in the future. Um, [3:10:17] in 2022, the city Council [3:10:18] directed staff to form an [3:10:19] informal working group with the [3:10:21] Torrington High School District [3:10:23] to usd to establish a joint use [3:10:24] agreement for shared public [3:10:25] facilities and exchange [3:10:29] services. Resolution 2020 355 [3:10:31] was subsequently approved on [3:10:34] MAY 23rd, 2023, formalizing the [3:10:35] agreement. While the agreement [3:10:36] has been executed, the mayor [3:10:38] wishes to continue this working [3:10:39] group. The Tuesday Working [3:10:40] Group will consist of four [3:10:42] members total, two City Council [3:10:44] members selected by the council [3:10:45] to represent the city, and then [3:10:47] two members selected by the [3:10:47] Torrance Unified School [3:10:49] District Board at their [3:10:50] discretion to represent the [3:10:53] school district. Um. Per the [3:10:55] mayor selection. The following [3:10:56] members from the City Council [3:10:58] have been selected to be [3:10:59] appointed to this working [3:11:01] group. Uh, Doctor Jeremy Gerson [3:11:04] and Council member Aslam Shaikh, [3:11:05] uh, for special standing [3:11:08] committees are uh established [3:11:09] under section 9.4 of the Rules [3:11:11] of Order. Uh, this includes [3:11:14] armed Forces um Committee, as [3:11:15] well as a federal and state [3:11:16] legislative advocacy committee. [3:11:18] Um, and these chairs and [3:11:19] members are appointed by the [3:11:21] mayor. Below are the proposed [3:11:23] appointments from Mayor Colony [3:11:26] for council. Confirmation for [3:11:27] the Armed Forces Day Committee. [3:11:28] Uh, Council Member Bridget [3:11:29] Lewis will serve as chair. [3:11:31] Council members Betty Lou and [3:11:33] David Parsons will serve as [3:11:34] members for the State [3:11:36] Legislative Advocacy Committee. [3:11:38] Uh, Mayor Sharon Kalani will [3:11:40] serve as the chair, with [3:11:42] council members Betty Lou and [3:11:44] Sam Shaikh serving as members [3:11:45] for the federal Legislative [3:11:47] Advocacy Committee. Mayor [3:11:48] Sharon Kalani will serve as the [3:11:50] chair, with Doctor Jeremy [3:11:51] Gerson. Uh, and Bridget Lewis [3:11:55] serving as members for standing [3:11:56] committees. The City Council [3:11:57] selects the chairs and members [3:11:59] of the six standing committees. [3:12:01] Um, as established under [3:12:03] section 9.2 of the Rules of [3:12:05] Order. Uh. This is based on the [3:12:06] rotational selection process [3:12:09] that is based on seniority. One [3:12:10] each council member, excluding [3:12:12] the mayor, selects one standing [3:12:14] committee on which to serve as [3:12:16] chair in the order of seniority [3:12:18] to each council member in [3:12:19] reverse order of seniority, [3:12:21] selects a second standing [3:12:22] committee on which to serve as [3:12:24] a member. Each council member, [3:12:25] in the order of seniority then [3:12:27] selects their third standing [3:12:28] Committee, on which they will [3:12:30] serve as a member. Uh section [3:12:32] 10.3 of the Rules of Order [3:12:33] establishes the length of [3:12:34] continuous service and office, [3:12:36] which determines the seniority [3:12:38] where two or more members are [3:12:39] elected or appointed at the [3:12:40] same time, the member receiving [3:12:41] the highest number of votes at [3:12:42] their initial election holds [3:12:45] greater seniority under section [3:12:46] 9.6. The mayor serves as the [3:12:47] permanent voting alternate [3:12:48] members for all standing [3:12:50] committees, and the absence of [3:12:51] any member. The mayor MAY [3:12:52] participate in the call of a [3:12:54] committee meeting or act as a [3:12:55] voting member at the meeting. [3:12:57] Based on this criteria, the [3:12:58] City Council [3:12:58] s current [3:13:00] seniority ranking, excluding [3:13:01] the mayor, is as follows. One [3:13:03] council member. Sam Shaikh. Two [3:13:04] Council member Bridget Lewis. [3:13:06] Three Council member Jeremy. [3:13:08] Doctor Jeremy Curson. Four [3:13:09] Council member Betty Lou. Five [3:13:10] Council member David Garson. [3:13:12] And then we have the vacancy. [3:13:15] Number six. Um, as we have a [3:13:17] new council, a new selection [3:13:19] process is required. Um, but by [3:13:20] providing each council member [3:13:22] with an equal opportunity to [3:13:23] select committee assignments [3:13:24] based on their respective level [3:13:26] of seniority, with the six [3:13:28] total starting committees, each [3:13:29] council member will serve on [3:13:30] the total of three committees, [3:13:31] one as chairing and two as [3:13:33] members. Uh, so at this time, [3:13:34] we will go ahead and proceed [3:13:44] with the rotating process. All [3:13:46] right. So for this first round, [3:13:46] it. [3:13:47] Would be. [3:13:47] Please, there [3:13:48] s a question from [3:13:49] Council member. [3:13:50] Lewis. [3:13:52] Uh, Carlos, I have a quick [3:13:55] question. So, um, according to [3:13:58] the council rules of order, um, [3:14:00] for section 9.1, standing [3:14:02] committees, the Citizens [3:14:03] Development and Enrichment [3:14:05] Committee has the [3:14:07] responsibility of assigning the [3:14:09] school district liaison. And [3:14:12] generally, in the past, whoever [3:14:14] ended up on the committee would [3:14:18] end up as the usd working Group [3:14:20] board. Do we want to separate [3:14:22] that out or change that? [3:14:24] Because that would mean that, [3:14:26] uh, either Jeremy or Assam [3:14:29] would have to select that [3:14:31] committee. [3:14:31] Uh, if it [3:14:32] s up to the councils, [3:14:33] if that [3:14:34] s what they decide, we [3:14:36] can make that modifications to [3:14:37] the rules of order. [3:14:39] Yeah. To just to just strike it [3:14:41] out of the rules of order and [3:14:42] no longer be the school [3:14:44] district liaison in the [3:14:46] description. [3:14:46] We [3:14:47] d have to bring that back. [3:14:50] But we could do that because [3:14:51] the rules were adopted by [3:14:52] Rizzo. [3:14:54] Okay. Well, so that will leave [3:14:58] us with an issue then. [3:15:00] Unless we both wind up on the [3:15:01] committee. [3:15:03] What? All depends on how well [3:15:05] all three of you would have to [3:15:11] end up on the committee. So [3:15:11] it [3:15:14] s whoever. So whoever. Um, [3:15:15] chooses that committee is [3:15:18] chair. And then the other two [3:15:21] would have to be, uh, you or [3:15:22] Assam. [3:15:23] Yeah. [3:15:23] That [3:15:24] s fine. [3:15:25] So fine. Yeah. [3:15:26] Okay. [3:15:28] Um, well. [3:15:28] Let [3:15:30] s see how it turns out. [3:15:31] We can see how it turns out [3:15:34] that, uh, yeah, because the [3:15:36] school board has only five, uh, [3:15:38] trustees. Five school board [3:15:40] members. They would only send [3:15:41] two people out. Correct. I [3:15:42] don [3:15:42] t think that would be [3:15:44] right. If we send three people [3:15:46] out and they only send two. [3:15:46] We only send two. [3:15:48] Get two. And just two and two. [3:15:49] Right? That [3:15:52] s more fair. Okay. [3:15:57] So I think the question is, um, [3:15:59] does council member Doctor [3:16:04] Grissom want to chair that [3:16:04] committee? [3:16:06] So you still have to do it by [3:16:07] seniority, though, right. [3:16:11] So what do you suggest? Um, MR. [3:16:13] Sullivan? [3:16:13] Really? [3:16:14] Okay. [3:16:15] I guess, like I said, if that [3:16:16] s [3:16:17] the way the rules are written, [3:16:18] then we follow the rules. [3:16:20] Unless you want to push this. [3:16:22] Um, but I guess we can also [3:16:25] revisit it. Um, or as I think [3:16:26] Doctor Gerson said, we just see [3:16:27] how it works out tonight. [3:16:29] Okay. Just do that. And then if [3:16:31] we need to, we can bring an [3:16:33] amendment and then or separate [3:16:35] the school board. The [3:16:37] appointment that joined me [3:16:38] committee. Until we bring that [3:16:40] back as a separate item. [3:16:40] Okay. [3:16:41] So we [3:16:41] re going to go ahead and [3:16:43] move forward then with the [3:16:44] standing committees and see [3:16:45] what happens. Right. [3:16:47] That works. [3:16:49] So to be clear, if, uh, [3:16:51] Patrick, if I want to be the [3:16:53] chair for citizen development, [3:16:53] it [3:16:56] s okay. Yeah, exactly. All [3:17:00] right. Thanks. [3:17:02] Ready to proceed? [3:17:03] Perfect. [3:17:05] All right. So, based on the, [3:17:06] uh, on the current seniority [3:17:09] ranking. Councilmember shake, [3:17:10] you go first. [3:17:10] Okay, I [3:17:12] ll go with the chair [3:17:15] for citizen development and be [3:17:18] the member for strategic and [3:17:19] transportation. [3:17:19] Uh. [3:17:19] So we [3:17:20] ll. [3:17:21] Go first through the chairs [3:17:22] first, and then we [3:17:22] ll. It [3:17:22] s [3:17:24] going to be a three rotations. [3:17:25] No problem. Citizen development [3:17:26] as a chair. [3:17:26] Okay. [3:17:27] Thank you. [3:17:28] Thank you. Council member [3:17:29] Lewis. [3:17:30] Employee relations and public [3:17:32] safety. [3:17:37] Doctor Gerson. [3:17:39] Finance and governmental [3:17:41] operations. [3:17:46] Councilmember Liu. [3:17:50] Strategic plan. [3:17:51] And Councilmember Carson [3:17:52] s. [3:17:57] Community planning and design. [3:17:59] And then we do have that one [3:18:03] vacancy. Um, so, Patrick, can [3:18:06] we can we designate the chair [3:18:08] for the appointee or just leave [3:18:09] it as vacant? [3:18:09] That [3:18:10] s the only position that [3:18:11] would be open to them, unless [3:18:12] they decide to redo it when [3:18:13] they come on board. Right now, [3:18:14] you can designate the district [3:18:19] for. Okay. [3:18:21] All right. All right. For the [3:18:23] second round. Uh, Council [3:18:26] member Carson. [3:18:27] You got with me first. [3:18:34] Um. [3:18:36] Employee relations and public [3:18:40] safety. [3:18:48] Council member Lou. [3:18:55] Transportation. [3:18:56] Doctor. [3:18:58] Citizens development and [3:19:01] enrichment. [3:19:04] Council member Louis. [3:19:07] Citizen development. Enrichment. [3:19:11] And council member. Shaikh. [3:19:16] Strategic. [3:19:17] All right, so this last round, [3:19:18] we [3:19:20] re going to go in order of [3:19:21] seniority. Uh, Councilmember [3:19:22] shake. [3:19:26] Uh, transportation. [3:19:30] Councilmember Lewis. [3:19:32] Finance and government [3:19:33] operations. [3:19:34] Thank you. [3:19:42] Uh, doctor Griffin. [3:19:47] Strategic plan. [3:19:55] Councilmember Lou. [3:19:57] Finance and government [3:19:59] operations. [3:20:00] And Councilmember Carson [3:20:03] s. [3:20:05] We have a bit of an issue. We [3:20:06] do. [3:20:07] We have no numbers. [3:20:07] For the. [3:20:15] Design. [3:20:16] How do we. [3:20:18] Well, I mean, in the worst case [3:20:19] scenario, the mayor can serve [3:20:20] as a voting member. [3:20:21] Anyone want to trade with. [3:20:22] Me? [3:20:22] You., [3:20:24] uh, go get some public safety? [3:20:24] Yeah. [3:20:25] Yeah, I was. [3:20:25] Going to say no. I [3:20:26] m already on [3:20:27] that.. [3:20:29] On community planning. Are you [3:20:29] already there, too? [3:20:31] Is there anyone willing to make [3:20:32] a change? [3:20:32] Um. [3:20:37] I can make a change. [3:20:39] Uh, just for awareness. We [3:20:39] don [3:20:40] t have a chair for [3:20:41] transportation, so that [3:20:43] s. That [3:20:47] MAY pose an issue. Um. [3:20:47] It [3:20:48] s district four. [3:20:49] Unless we want it. [3:20:50] For district four. [3:20:51] Yeah. [3:20:53] So how about I temporarily come [3:20:56] off of finance and government [3:21:00] relations and then go on to [3:21:01] wherever you guys want to. [3:21:01] Put community. [3:21:03] You need planning. [3:21:04] I can go to community and [3:21:05] planning and design. [3:21:07] Okay. [3:21:08] All right. So. [3:21:10] Uh, I take finance and. [3:21:11] Yes. [3:21:12] Okay. [3:21:16] Yeah. [3:21:18] Thank you, Councilmember Lewis. [3:21:21] It works out perfect. [3:21:25] Okay. And then. So that means, [3:21:27] uh, for community planning and [3:21:28] design, as well as for the [3:21:29] employee relations and public [3:21:32] safety will, uh, assign the [3:21:34] district for appointee for [3:21:36] those roles. That member role. [3:21:37] That [3:21:39] s what I have as well. [3:21:40] All right. Uh, let me go ahead [3:21:43] and just confirm for citizens [3:21:45] development and enrichment. Uh, [3:21:46] we have council member Sam [3:21:47] Shaikh as the chair. Doctor [3:21:49] Jeremy Gerson and council [3:21:50] member Bridget Lewis as [3:21:52] members. Committee planning and [3:21:54] design. We have, um, [3:21:55] Councilmember Carson [3:21:56] s as chair [3:21:58] and then, uh, council Member [3:22:00] Lewis, and then, uh, future. [3:22:03] Uh, district four appointee as [3:22:04] a members employee relations [3:22:06] and public safety. We have [3:22:08] Councilmember Lewis chair and [3:22:09] then Councilmember Carson, as [3:22:12] in the district 4.8 as members. [3:22:13] Finance and Governmental [3:22:15] operations. Doctor Gerson as [3:22:17] chair and then Councilmember [3:22:21] Carson and Lou as members. Uh, [3:22:23] Councilmember Liu as chair for [3:22:25] the Strategic Plan with [3:22:26] Councilmember Shake and Doctor [3:22:29] Gerson as members. And then for [3:22:30] the Transportation Committee [3:22:32] would be the district four [3:22:34] appointee with Council Member [3:22:39] Liu and Shaikh as members. [3:22:39] Very good. [3:22:41] Thank you. All right. [3:22:42] Um, if there [3:22:43] s no other [3:22:44] questions, how does the council [3:22:45] wish to. [3:22:45] Proceed? [3:22:47] Oh, does that solve our. That [3:22:50] solves our situation with the [3:22:53] usd working group as well. Do [3:22:54] you concur with. [3:22:55] That. [3:22:57] MR. Sullivan? [3:22:58] Yes. [3:23:01] Okay. [3:23:02] What a team. What a team. [3:23:02] I [3:23:05] m very impressed. Okay. Do we [3:23:09] have a motion? [3:23:11] Alrighty. I move that we accept [3:23:14] and file the select and [3:23:17] appointed chairs and members of [3:23:20] each committee. As we as has [3:23:24] been spoken and chosen by. [3:23:25] Us. [3:23:28] I will second that. [3:23:31] Start voting, please. Your [3:23:33] honor, that motion carried [3:23:34] unanimously. [3:23:37] Thank you. Very impressed. [3:23:39] Okay. Time to move on to oral [3:23:40] communications. That actually [3:23:43] completes our administrative [3:23:45] items. Moving on to oral [3:23:46] communications. And we are going to [3:26:01] start with Council Member Lewis. [3:26:04] i want to wish my [3:26:06] granddaughter, Kehlani, a happy [3:26:08] birthday. And yes, she [3:26:08] s [3:26:10] pointing because she was named [3:26:14] after Sharon. Um, uh, a happy [3:26:16] fourth birthday. [3:26:18] Thank you very much. Council [3:26:18] Member. [3:26:21] Liu. [3:26:24] Yes. Thank you, Mayor Kalani. [3:26:26] Um, the hillside Overlay [3:26:29] ordinance is an important issue [3:26:31] for me and for many Torrance [3:26:33] residents. The uncontrolled [3:26:35] building of ADUs has far too [3:26:37] often taken away people [3:26:37] s [3:26:40] properties. Right? To view air, [3:26:43] light, and privacy. These [3:26:45] rights are supposed to be [3:26:46] protected by a Torrance [3:26:49] Hillside Overlay ordinance that [3:26:52] was enacted decades ago. Many [3:26:55] of our residents purchased [3:26:57] their properties in reliance of [3:26:59] this city ordinance. Now, the [3:27:02] excessive building of ADUs is [3:27:03] taking away these property [3:27:06] rights. I previously testified [3:27:08] before the Planning Commission [3:27:10] and the City Council about how [3:27:12] unfair this is to our [3:27:14] residents. I had argued for an [3:27:16] ordinance for so long with [3:27:18] stronger, more objective [3:27:20] development standards. I want [3:27:22] to thank city staff for making [3:27:24] a presentation and public [3:27:26] workshop on the Hillside [3:27:28] Overlay Ordinance earlier this [3:27:30] year. I understand that staff [3:27:31] is now in the process of [3:27:34] collecting input from residents [3:27:35] by creating an internet page [3:27:37] for people to comment about [3:27:39] this ordinance. I want to let [3:27:41] people know that the link to [3:27:44] provide comments on this issue [3:27:46] is on the front page of the [3:27:49] Torrance City website, and it [3:27:49] s [3:27:50] towards the bottom of the front [3:27:52] page. It is titled Single [3:27:55] Family and Hillside and Coastal [3:27:57] Overlay Zone. I encourage [3:27:59] residents to submit comments [3:28:02] and make your voices heard. [3:28:04] That was my first oral [3:28:08] communication comment. And my [3:28:11] second one is I want to note [3:28:14] that I attended the Riviera [3:28:15] Homeowners Association meeting [3:28:18] last night, and I want to thank [3:28:20] our Torrance, our several [3:28:22] Torrance Police Department [3:28:23] officers for making their [3:28:26] presentation on Riviera Crime [3:28:27] Update. They covered recent [3:28:29] crime trends and the presence [3:28:31] of organized theft groups, [3:28:33] practical steps that you can [3:28:34] take to protect your home, [3:28:37] family and property, and [3:28:39] burglary prevention and [3:28:41] personal safety handouts that [3:28:43] were given out at the meeting. [3:28:44] I just want to thank the [3:28:45] Torrance police officers for [3:28:47] doing that, and it was very [3:28:48] informative and it was very [3:28:52] well attended. Thank you. [3:28:54] Thank you very much. We [3:28:54] ll go [3:28:57] to Council Member shake. [3:28:59] Thank you. Mayor. Uh, first I [3:28:59] d [3:29:02] like to thank and congratulate [3:29:05] all the commissioners. Uh, [3:29:08] yeah. See you to keep us proud. [3:29:10] Thank you for your service. I [3:29:12] appreciate all your dedication [3:29:15] to our city. Uh, additionally, [3:29:16] we attended a lot of ribbon [3:29:18] cutting ceremonies last week, [3:29:22] and, uh, also, Rock Around the [3:29:23] Block was one of the favorite [3:29:25] events for our city. A lot of [3:29:28] people were there. I saw my [3:29:30] colleague. Did you win the [3:29:32] contest? Pie by eating contest? [3:29:33] No, but I did get some in my [3:29:34] nose. [3:29:34] Okay. [3:29:37] Thank you. You got to share [3:29:38] that photo. I have that if you [3:29:38] don [3:29:39] t, I [3:29:40] m gonna blackmail you. [3:29:42] And, uh, I want to thank the [3:29:44] city for arranging that very [3:29:46] safe. And, uh, family [3:29:47] environment. And thank you for [3:29:51] your participation. Thanks. [3:29:52] Thank you. [3:29:55] Council member Kirsten. [3:29:56] You know me. I don [3:29:56] t like to [3:29:58] talk. But as council member Lou [3:30:00] kind of made me feel like I [3:30:02] need to say stuff. Um, no. Rock [3:30:04] Around the Block was fun. Um, [3:30:07] not only that, but I. I enjoyed [3:30:09] having the opportunity to speak [3:30:11] to some of our younger police [3:30:12] officers, getting to know where [3:30:14] they came from. Um, what [3:30:16] brought them to Torrance? And, [3:30:17] uh, hearing a little bit about [3:30:19] their experience and then also [3:30:21] the chief, um, setting up an [3:30:22] opportunity for me to watch a [3:30:24] briefing, and I hope to see [3:30:27] more and, um, next week, have a [3:30:31] ride along scheduled. So, um, [3:30:33] enjoying learning even more [3:30:34] deeply about our police [3:30:36] department and with tonight [3:30:36] s [3:30:37] appointments, I [3:30:38] m excited [3:30:39] because, um, Council Member Liu [3:30:42] will be able to represent us. [3:30:44] Um, going to Sacramento and [3:30:46] fighting for those rights that [3:30:48] she was talking about. And, um, [3:30:49] and, yeah, I [3:30:50] m looking forward [3:30:51] to actually getting to [3:30:52] participate in legislative [3:30:54] action now, is, uh, Mayor [3:30:56] Kalani putting me on to the [3:30:59] federal advocacy team, which [3:30:59] I [3:31:01] ve been wanting for years. So [3:31:03] thank you. Thank you for being [3:31:05] inclusive and letting us all [3:31:08] participate. [3:31:10] My pleasure. Thank you. Council [3:31:12] member. Calzones. [3:31:14] Thank you, Mayor Kalani. Um, I [3:31:16] just want to congratulate [3:31:18] again, MR. Chavarria and our [3:31:21] city manager for 25 years. Uh, [3:31:23] we appreciate you spending so [3:31:25] much of your your life here in [3:31:26] our beautiful city. Uh, you [3:31:27] ve [3:31:28] made it a better place by doing [3:31:30] so. And we appreciate your [3:31:31] commitment. Uh, we are lucky to [3:31:33] have you. Uh, great. First [3:31:34] meeting Mayor Kalani. [3:31:35] Um. [3:31:37] Uh, excited to be part of the [3:31:39] team. Uh, I also attended Rock [3:31:40] Around the Block. You heard a [3:31:42] little bit about my fun pie [3:31:44] eating experience. I also hula [3:31:46] hoop and chewed gum. So that [3:31:49] was. That was also fun. Um, I [3:31:51] want to thank our city staff [3:31:54] for their their very hard work. [3:31:56] While we had the World Cup here [3:31:59] in Los Angeles. I know everyone [3:32:01] was working really hard from [3:32:03] our watch parties, which were [3:32:05] were a lot of fun. Uh, to [3:32:08] actually several teams staying [3:32:09] in the city of Torrance. I know [3:32:11] it was not highly publicized [3:32:13] for obvious reasons, but, um, [3:32:14] for those who don [3:32:15] t know, [3:32:18] Paraguay, Canada, Belgium, [3:32:20] Bosnia and Herzegovina, New [3:32:22] Zealand and Turkey were all [3:32:24] here in the city of Torrance [3:32:27] and our, uh, our city staff and [3:32:28] our police department kept them [3:32:32] here with no issues. So really, [3:32:33] really proud of everyone [3:32:33] s hard [3:32:37] work on that. Um, and, uh, and [3:32:39] appreciate it. So thank you. [3:32:41] Thank you. And I just have a [3:32:44] few comments. Rock Around the [3:32:46] Block was awesome. For those of [3:32:47] you that don [3:32:48] t know, we [3:32:50] recognize the Torrance High [3:32:54] School class of 1956, their [3:32:57] 70th anniversary. There were [3:33:00] all 88 years old and it was [3:33:02] really special to have them [3:33:03] there. A couple of them came [3:33:05] and visited with us. Um, the [3:33:07] staff thank you. Flawlessly [3:33:10] executing fifa and our watch [3:33:12] parties and our hosting and our [3:33:15] hosting of the teams here. So, [3:33:19] um, that was amazing. Um, I [3:33:19] m [3:33:20] so honored to be sitting with [3:33:21] all of you. So now I [3:33:22] m going to [3:33:24] thank you each and every one of [3:33:26] you individually. Um, so [3:33:28] excited to be working with you. [3:33:28] We [3:33:30] ve had a wonderful time [3:33:30] today. We [3:33:31] ve got the city [3:33:31] s [3:33:33] business done, and we [3:33:33] re here [3:33:34] for you. So I want to wish you [3:33:36] all a very good night. Um, [3:33:36] we [3:33:37] re going to go back into [3:33:39] closed session and continue the [3:33:40] work of our great city. So [3:33:41] thank you for joining us. [3:39:12] Tonight. [4:24:05] I. [5:27:20] I. I. [5:34:17] We. You. Oh, [6:11:21] I. [6:13:36] Two. [6:13:40] Okay, I will now reconvene our [6:13:44] city Council meeting at 11:17 [6:13:48] P.M.. I do have one oral, if I [6:13:50] MAY please, to all of you, as [6:13:52] we begin this new chapter of [6:13:53] this council body, I [6:13:54] d like to [6:13:55] recognize the opportunity we [6:13:58] have before us to work together [6:14:00] on behalf of the entire [6:14:01] Torrance community. While each [6:14:03] council member was elected to [6:14:05] represent a specific district. [6:14:09] We all look and took the same [6:14:11] oath to serve the people of [6:14:13] Torrance, our district [6:14:14] elections ensure every [6:14:16] neighborhood has a voice, but [6:14:18] our responsibility is to make [6:14:20] decisions that benefit the city [6:14:23] as a whole. This is the essence [6:14:25] of the one Torrance philosophy. [6:14:27] While each council member [6:14:28] represents a district, we [6:14:31] govern as one council committed [6:14:33] to the success and well-being [6:14:35] of the entire community. [6:14:36] Following the city [6:14:37] s transition [6:14:39] to district based municipal [6:14:41] elections, the council has [6:14:43] traditionally reaffirmed its [6:14:45] commitment to governing as one [6:14:47] body in service to the entire [6:14:48] community. I [6:14:49] d like to continue [6:14:51] that transition by asking my [6:14:53] colleagues to reaffirm our [6:14:56] commitment to working together [6:14:59] collaboratively, governing with [6:15:01] one voice, and serving all the [6:15:03] residents, businesses and [6:15:05] stakeholders throughout our [6:15:06] city. With that, I [6:15:07] d like to [6:15:09] ask each council for [6:15:12] concurrence to direct staff to [6:15:14] return with a resolution [6:15:15] reaffirming the City Council [6:15:15] s [6:15:17] commitment to governing [6:15:20] together and serving the entire [6:15:22] city of Torrance. Do I have [6:15:25] that concurrence? Okay. Thank [6:15:28] you very much. That was six [6:15:29] zero, and I [6:15:31] ll take a motion to [6:15:34] adjourn the meeting. [6:15:36] Your honor, there was no update [6:15:37] from closed session just. [6:15:38] To oh, I apologize. [6:15:38] You [6:15:39] re welcome. No problem. [6:15:44] Thank you. Thank you. [6:15:47] Your honor, I move that we [6:15:49] adjourn the council meeting to [6:15:52] the council meeting of Tuesday, [6:15:55] AUGUST 11th, 2026 at 5 P.M.
