[0:02] Um, good evening. Welcome to the Board of License Commissioners September 3rd, [0:06] 2026 5:30 p.m. meeting virtual only. Um, pursuant to chapter 2 [0:12] of the Acts of 2025, this meeting will be conducted via remote means. Members [0:16] of the public who wish to access the meeting remotely may do so by a Zoom or [0:20] by telephone. No in-person attendance of members of the public will be permitted, [0:25] but every effort will be made to ensure that the public can adequately access [0:28] the proceedings in real time via technological means. With that done, [0:32] we'll do a roll call of attendance. Um, George? [0:36] » Here. >> And Kurt? [0:39] » Here. >> And I am here. Uh, we are missing Helly [0:43] and Amanda, but we do have a quorum, so we can proceed with the meeting. [0:47] After the call to order, the next order of business is public comment. This is [0:52] public comment unrelated to anything on the agenda. If you have such comment, [0:57] um, please raise your hand by pressing the raise hand button at the bottom of [1:02] your screen. [1:05] Is there anyone here for public comment? Do you see anyone, Steve? No. [1:11] » Seeing nobody. >> Okay. [1:12] Nobody. Okay, in that case, we can move on to agenda item three, licenses. [1:17] Um, A, special short-term liquor license applications, SST-25-26-55, [1:27] John Page, Amherst Bid Wine and Malt, to 9:00 in Realign Park on North Pleasant [1:32] Street. Is John here? He must be. [1:37] » John is not able to attend today, but we do have, um, Bruce Mac Amis who will be [1:41] the manager of the event, who is, uh, able to speak. [1:46] » Great. >> Hi, well, welcome, Bruce. [1:50] » Hi. >> Hey, Bruce. [1:51] » Hi, everybody. >> Um, [1:54] so this is a new thing for the block party? [1:57] » Yeah, it I guess it is. The truth is I'm a little under brief today. I thought [2:02] that John was going to be here. But I you know, I'm certainly prepared [2:07] to to speak to what we've done um you know, many times you know, a number [2:12] of times in the past and that we would you know, plan to [2:17] to to repeat if if we were to get the permit for this [2:22] event. >> Okay. [2:25] Um So um [2:30] What I have a question. I guess um [2:33] about the about the heading and Steve maybe you can also answer this. So it [2:37] says primary location 122 North Pleasant Street. And then owner Roman Catholic [2:42] Bishop of Springfield. >> So that um [2:47] » Does the the the church own that Does the diocese own that [2:52] that part? >> No, so that's actually been that's [2:56] actually been corrected. That was an that's from an earlier revision. But [2:59] that that is um it's now 220 North Pleasant Street. [3:05] And in both of those cases it's just a reflection that [3:08] our system doesn't really encompass the public way very well. [3:12] » Oh, okay. Got you. >> it'll be in the public way in front of [3:16] 220 North Pleasant Street. >> 220 North Okay, great. And so the annual [3:20] block party and so you're going to fence off this part of realignment park. [3:25] And um [3:28] There's a description. There's a little beer and wine garden. [3:31] So is this going to be sort of like the one [3:34] that they have off the common occasionally? [3:39] » Uh Um I I guess I'm not if if that's to me [3:44] this is Bruce here. Um I'm not I'm not familiar with that with [3:49] the event you're referring to. But But as you say would have a fenced-off area [3:56] um as as shown on the map, you know, that and we're [4:00] we're checking IDs upon entry and and have wristbands wristbands for people [4:06] who with with with positive ID. And then [4:11] you know, our staff is all TIPS certified [4:15] um you know, and so it's it's [4:19] » [clears throat] >> it's a sort of thing that we have a fair [4:20] amount of experience with at this point. >> Right. And so just because it's um [4:26] like a different event from the stuff that happens on the common [4:29] um so the perimeter of this thing and there [4:32] going to be like it says 7 to 10,000 people maybe wandering up and down the [4:36] street that and it says that you are going to practice perimeter control. How [4:40] are you going to do that? >> Um that [4:44] so I guess um [4:48] I guess that the um um I mean I think that the short answer [4:53] is that we have to have you know, we will need I didn't realize [4:56] the perimeter frankly was was quite as large as it's depicted on this map here. [5:02] As I said, I'm sort of a a last minute drafty here to [5:06] to represent and I thought that John was going to be present. So anyhow, I mean I [5:11] think we we clearly need volunteers you know, to um [5:16] be given the size of this area, we'll need [5:19] some some extra bodies to to keep an eye on the [5:23] you know, on the perimeter and make sure that we are are maintaining control. I [5:26] mean as I said though, we do have a a backup in the sense that everybody who [5:33] you know, that we will be using wristbands for people to obtain [5:38] obtain alcohol. >> Okay. [5:40] » According to what's written here, it says that there will be fencing. [5:46] It will be clearly marked with fencing and signage. [5:50] » Okay. >> Then the management according to the [5:52] management plan. >> Okay. [5:54] » Yeah. Yeah. Yeah, no, for sure. There's there's [5:58] Yeah, there will be there will be a fence, you know, a sort of a fenced [6:02] area. >> Okay. All right. [6:05] Um great. Uh any other questions [6:09] from the board? [6:15] » So it looks like this thing is at the [6:18] way at the end of the sort of this outdoor celebration. [6:26] » Mhm. >> Uh is that right? Am I getting that [6:28] right? So where that white truck used I guess that's last year's picture [6:33] or the year before. I guess all that will be that will be gone. [6:38] I'm assuming. Um [6:45] » Yeah. >> Yeah. [6:47] » Yeah, I I mean I I I think that that that truck just happens to be you know, [6:52] to be there in that picture from last year. But yeah, it's clearly at the you [6:55] know, at that far end of of North Pleasant Street. Um [6:59] you know, sort of opposite um opposite oh gosh. Um [7:05] » [laughter] >> I was just thinking about the the [7:06] restaurant across >> I thought it was protocol. [7:09] » Protocol, exactly. Yeah, thank you. I had a [7:11] mental block there for a second. But uh Yeah. [7:15] » Okay. >> So it's it's like it's by the cow [7:18] statue. Yes? [7:22] That statue that Yeah. >> That's the alignment park there. [7:26] » Okay. >> Okay. [7:28] » The little little piece of the park, not the not [7:31] the whole Kendrick Park. >> Correct. [7:34] » Right. >> Is this part of the park? [7:36] » Is this part of Kendrick Park? >> No, it's it's it's like across If you [7:41] keep scrolling down, just a little There we go. [7:43] » Oh, yeah, yeah. Okay. >> go. [7:45] » Yeah, it's at the end there, and there's a street that runs in between the two of [7:48] them. >> Got it. Got it. Okay. [7:50] » And it's at the other end of the street from where the stage is, right? [7:53] » Right. >> Right. [7:55] » Right, right, right. Okay. >> At the other end. Okay. [7:57] » So, the reason that I'm asking is because that would be the direction that [8:01] the college kids come from. Um I presume, right? If they're coming [8:07] from UMass. Um [8:09] and I'm not really sure how many college kids actually participate in this, but [8:16] Yeah, I think you know, the the [8:20] the uh the guard lines the guidelines that you [8:24] have in place, you know, with the fencing and the wristbands and stuff [8:28] would be uh particularly important [8:32] um I would think in that position where it's located. [8:35] » Mhm. >> Well, the fact that there'll be uh [8:40] police officers in the vicinity, too, >> Yeah. [8:43] » would be good a disincentive for any underage person. [8:47] » Yeah. >> Okay. [8:49] Yeah, I'm cool. >> Yeah, but I you know, I'd be happy As I [8:52] said, our staff is is TIPS certified and and experienced at this sort of thing. I [8:56] do think that, you know, as I said, um the perimeter is maybe a little bit um a [9:02] little bit larger than, you know, than I had anticipated, in which case [9:07] you know, I think we could um probably work with the bid to uh [9:11] uh you know, help [9:13] identify some potential volunteers or some way of having a few extra bodies to [9:19] um make sure that we're monitoring that perimeter. [9:23] You know, like when we have when we did the wine festival uh this year, our our [9:28] Italian wine festival, you know, that was under a tent, and it was a a [9:33] relatively um it was a relatively tight perimeter that [9:36] we could um you know that there weren't many access points uh [9:41] in there without with the flaps on the tent down. So, it was easy to keep an [9:45] eye on it. >> Yeah. [9:47] » So, you know, I'm I'm willing you know, I'm I totally understand that um [9:52] that this has a little bit um this is a little bit tougher to control, [9:56] but I'm I'm willing to you know, we're certainly willing to work with the bid [10:01] to identify um you know, as I said some ways to get [10:05] extra bodies on site that would be able to help us keep an eye on the perimeter. [10:10] » Okay. Fantastic. Great. Any other questions? [10:14] Um Steve, is there anything else outstanding on this one or any [10:18] particular way we should word the motion? [10:22] » I believe we are still waiting for um payment on this. Let me just [10:28] double-check if that's come in since I last checked. No, that has been paid. [10:32] So, that is we have everything we need. >> Okay. [10:35] » Great. >> Great. [10:37] Um so, there's nothing outstanding um that you'll talk to the bid about a few [10:43] extra people to monitor the perimeter. Um in that case, is there a motion to [10:47] approve What is this SST -26-55? [10:52] Oh, was that George? >> So moved. [10:54] » So, okay. Thank you, George, for the motion and the second, Kurt? [10:59] » Sure. >> Thank you. And if there's no further [11:01] discussion, we'll take a vote. Uh George? [11:04] » I. >> Kurt? [11:06] » Yes, I. >> And I vote I. That is three to zero with [11:09] two absent and the license has been approved. Thanks so much, Bruce, for [11:13] coming in. >> Okay. Thanks very much, everybody. Have [11:15] a good evening. >> Have a good day. [11:17] » All right. Thanks, everybody. >> Okay. So, now we go on to the food truck [11:22] hours. Um Chilango's Tacos. [11:28] » Yeah, actually there's more than just an ask for hours. there's also an ask [11:33] about locations. >> Yeah, there were two things on that [11:36] letter. Yes. Here from the taco place or no? [11:40] » I don't know if anybody is here for that. Okay, we do have somebody. [11:45] » Okay. >> And yes, Kurt, yeah, there are some [11:47] other requests besides the hours. There is a procedure that um custom location [11:53] request needs to go through that has not been completed yet. So, [11:58] um that would be outside of um the scope of this approval, but the hours location [12:03] could be considered. >> So, the hours, what do they currently [12:06] have? 1:00? Oh, hi. Is that >> Hi. [12:09] » Hi, how are you? Um >> Good, how are you? [12:12] » so much so for coming. And um so you what do you currently have on your [12:16] license? Are you 1:00 in the morning or >> Uh [12:19] no, we're just uh 10:00 to 8:00 p.m. >> Oh, okay. [12:25] » Yeah. >> Yeah, okay, but Steve, we have been [12:29] having them open as late as Is it 3:00 you wanted? [12:34] » Yes, 3:00 a.m. >> Is that We have We've been doing that [12:37] with the other food trucks, Steve? >> Um I I will review quickly and see. I [12:44] know that there was some There have been one for 3:00 at at one point. [12:48] » Right. >> been definitely some for 2:00 in recent [12:51] times. >> Right. [12:53] Yeah, if 2:00 is the max, that's fine, too. Just a little later, just when the [12:57] college students are back. >> Right. [13:00] » We understand. >> Yeah, no, I totally get it. What time I [13:04] thought that it was 2:00. >> That's [13:08] what I'm thinking, but >> Yeah. [13:10] » I should double-check on that. >> I don't believe there's any official [13:14] limit on what the board could give. It's just um [13:18] just a question of what the board wants to. [13:20] » Okay. >> Yeah, all all all our regs say is that [13:22] if it's outside of 8:00 to 8:00 that it It special approval on a per location [13:28] basis. >> Okay. [13:32] Yeah, so we Yeah, we were just asking if it could be that a little bit later and [13:36] then if we could be where the halal cart is, but once he leaves if we can move [13:41] over there. Like in front of St. Bridget's Parish. [13:45] » Oh, okay. So Okay, so you want to go I thought it [13:48] were moving in front of the Um and that that spot is already [13:53] approved, right? >> Yeah. [13:55] » Yeah, but there there is a catch though, Marian. [13:58] Um I I don't know how to pronounce your [14:02] first name. I apologize. >> My first name? [14:06] » Yeah. >> Sitlalli. [14:08] » Sitlalli. I just I just want to mispronounce. [14:10] » It's okay. >> Now so Sitlalli here is asking [14:16] about being in the parking space not on the sidewalk in front of St. [14:22] Bridget's. Am I correct about that, Sitlalli? [14:24] » No, I'm asking about being on the sidewalk. [14:27] » Oh, okay. >> Okay, cuz in the letter the first [14:30] location so for the extended hours you want to be on the sidewalk in front of [14:33] St. Bridget's. >> Yeah, the other one is the one that [14:36] Steve said that needed a longer approval. [14:39] » Right. That's the one I'm going to still say. All right, okay. [14:42] » Yeah. >> That's a different process as far as [14:45] Yeah. So but as far as being and that's where that halal guy goes. [14:49] » Yeah, we would just move over there once he leaves cuz we don't want to [14:53] » Yeah, I think that's fine. I mean as far as I Yeah, that's fine [14:57] cuz it's already an approved site and I think the later hours are also fine. [15:03] Um >> So where are you again before the halal [15:06] cart moves? >> Um right now we're on [15:11] North Pleasant I think it is like south of Spring Street right where the town [15:14] common is. >> Oh, yeah, yeah. Okay. [15:19] Yeah, over there. >> Yeah, that's where we park right now. [15:22] » Right, but late at night you'd want to be [15:24] » Okay. >> closer to [15:25] » Yeah, more Yeah, to the bars and stuff. >> Yeah. [15:29] » And what time does the halal cart close down? [15:32] » He usually when we've driven by, he's out of there by like 5:00, 5:30. [15:37] » Mhm. >> Oh, 5:30 in the evening. [15:40] » Yeah. >> Oh, okay. [15:42] » He's He's >> Cuz I know there's one that hangs out [15:45] There's one that hangs out at the common uh on some evenings and he's [15:51] he's usually there like when I come out of [15:55] you know, when I come out of um you know, listening to jazz at the Drake [16:01] you know, he's doing business at, you know, 9:00, 9:30 at night. [16:06] Uh >> I believe I I believe the one um you're [16:09] referring to by the Unitarian Church, he I think he usually leaves about 7:00. [16:14] » Okay. >> And and and you're And not you, George. [16:15] Not Not you, George. The one the advocate was referring to. Yeah, you're [16:18] right about the other one. >> Okay. [16:20] » Yeah. Yeah. >> Okay, so So, the location is fine. [16:26] Um Mary and I think from our our regs, if it's outside of 8:00 to 8:00 [16:32] per location, we're supposed to approve it. So, that sounds like we ought to do [16:36] a quick vote. Yes? >> Right. We need to do a vote on that. [16:40] » I would um I would recommend three motions. Um the first would be to Right [16:47] now, the board last approved this application as an on-street vehicle. I [16:51] would recommend a motion to just reclassify it as an on-street and [16:55] on-sidewalk vehicle. And then um the board could take motions to extend the [17:00] hours in um either that Unitarian Church spot um or the um common spot or both. [17:08] » Okay. All right. So, the first motion is to [17:11] designate this as an both an on-street and on-sidewalk lunch cart. Is there a [17:16] motion to do that? >> it. [17:19] » Thank you, Kurt. Is there a second? >> Second. [17:22] » And we'll take a vote. Uh Kurt? >> Yes. [17:25] » George? >> Yes. [17:27] » I vote yes. That is three to zero with one absent. You now have the designation [17:31] to be both on sidewalk and on street. >> Okay. Thank you. [17:35] » Yeah, you're welcome. Um the next one was to um [17:39] Oh my gosh, what was the second one? >> Hours. [17:42] » The hours. To extend the [17:44] » Yeah. >> extend the hours for both locations. I [17:47] thought we had three motions, Steve. >> He was thinking one motion each for each [17:51] location, I think. >> Oh, okay. [17:53] » You could do that, too. You could do it as one motion. [17:54] » We could We could do both. >> Okay. So, we can we do Is there a motion [17:58] to extend the hours? And what are those hours going to be? Is it three Is [18:01] everyone okay with 3:00 as asked? Or would you prefer 2:00, which I think is [18:05] what we the others have Some of the others have. [18:08] Um >> You know, it [18:12] doesn't matter to me. I'm not sure they would do much business after 2:00 a.m., [18:15] but you know, I don't hang out downtown at [18:18] that late at night, so I don't know. >> Yeah. [18:22] So, Kurt, any ideas? >> Um what time do our bars close? [18:28] » 1:00. >> 1:00. That's right. [18:30] » Yeah. >> Yeah, I I Yeah, I I I kind of was with [18:35] George that that even if we approve three, there's probably not going to be [18:38] that many people at 2:30. >> But [18:41] give them a time to break it to break it down, right? [18:44] » Yeah. Yeah, so I I I I don't think probably [18:48] » Who knows? It doesn't Either way. >> All right. [18:52] Well, how about we just go with three? >> Okay. [18:54] » Um so, we can approve the location in front of the Unitarian Church and um [19:01] North Pleasant Street at Spring Street. Is that where your other location is? [19:04] » Yeah. >> All right. [19:06] Is there a motion to approve both of those locations for this lunch cart [19:10] until 3:00 a.m.? >> So moved. [19:13] » Thank you, George. And a second, thank you, Kurt. We'll take a vote. Uh Kurt? [19:18] » Yes. >> George? [19:19] » Yes. >> And I vote yes. That is three to zero [19:22] with one absent. And you've been approved for those two locations with [19:25] the extended hours and to do on-sidewalk business. And then you have to [19:33] go through them make an official application to extend [19:39] into that loc- that new location in front of Dulceria. And that's you can [19:43] talk to Steve about the process for that. [19:45] » Okay, thank you guys so much. >> You're welcome. Thanks so much for [19:48] coming in. >> Thank you. Bye. Have a good night. [19:51] » Have a good fall. Bye-bye. [19:55] » Okay. So Great. Well, that's good. [20:00] Um next up discussing topics, hearing procedures. [20:05] And uh I think we covered the hearing procedures and um adopted [20:12] different language for them. Correct, Steve? Do we need to vote on these right [20:15] now or >> That's correct. No motions necessary. Um [20:18] I will provide the the final edited draft at our next meeting. [20:22] » Right, fantastic. Thank you. Um upcoming meetings and agendas. [20:27] So today is the third and we are on [20:32] So I could possibly zoom another zoom meeting on the 17th [20:37] as per our schedule. Um is there anything coming up [20:41] like any big licenses coming up, Steve? >> Not to my knowledge, no. [20:45] » Okay. >> Um so our our next meeting's in person? [20:50] » Well, originally it was this was supposed to be in person and then the [20:53] next one was already scheduled for zoom. So everyone has it on their schedule for [20:58] zoom. Yes, Kurt. >> Just an observation. The 17th happens to [21:02] be when the block party with 7 to 10,000 people's happening. So I'd either [21:06] suggest we do Zoom or we switch it to a different night. [21:11] » Okay. It was originally Zoom, so why don't we [21:14] keep it Zoom? And then [21:16] next our October meeting which is what the first [21:20] will be in person. >> Okay. [21:23] » Is that okay or did you want to move it to another night? [21:28] » Kind of was planning going to the block party, but I guess I can still do that. [21:32] We'll probably have a fairly short >> the right. [21:35] Hopefully the agenda won't be too big. We can just bolt out of here afterwards. [21:39] » Yeah. Okay. We'll keep it short and sweet, I [21:42] promise. >> And then October 1st, that's going to be [21:46] in person. >> In person. [21:48] » I got to put that down. I don't have that on my schedule. [21:52] » And then the 15th would be the next Zoom one as per our regular schedule now. [21:57] » When's the next one after the 1st? >> The 15th. [22:00] » Uh the 15th. >> Okay. [22:04] I got lots of stuff going on in the fall. [22:06] Just making sure I'm not having schedule problems. [22:08] » I won't I won't be here for the 15th. I'll be flying out of town. [22:13] » Will you be here on the 22nd? [22:16] » Yes. >> Okay, well because we have the luxury of [22:20] one to five Thursdays. >> Yeah, so I would I would be here. I I [22:25] return on the 19th, so I would definitely be here the 22nd. [22:29] » Okay. Kurt, are you here on the 22nd? [22:33] » Wait a second. Oh, yeah, the 22nd is a Thursday. No, I will not be here on the [22:38] 22nd. >> Okay. [22:40] » At least for the time being, Mary, and I'm spending our opposite Thursdays with [22:44] the ZBA, so I will likely not be available on the 22nd, although I don't [22:49] think there's anything Pardon me, scheduled for that third Thursday or [22:52] that fifth Thursday on the 29th. >> 29th. Okay. Well, let's make it we'll [22:56] meet on the the Zoom meeting on the 1st unless there's nothing going on, in [23:01] which case we'll either move it or not have it. And then we'll have [23:06] um a Zoom meeting on the 29th. [23:10] » Okay. >> So, that gives us a lot of time for [23:13] people to And then we start moving into renewal [23:17] season. >> So, just to clarify, so Zoom on 9/17 [23:22] in person or Zoom on October 1st? >> In person. [23:25] » Okay. And Zoom on the not the 15th, but maybe the 30th or 29th? [23:31] » 29th. >> Okay. [23:33] » Yeah. [23:36] Okay. >> All right. So, the first is a town hall. [23:42] » Yes. [23:46] » Great. [23:49] » Okay. And um [23:53] So, that solves that for upcoming meetings. [23:56] Um all right, approval of minutes.
