[3:14]
» Good evening, council members and Mr.
[3:14]
Contende. My name is Marian Brand and
[3:16]
I'm president of the Japan American
[3:18]
Society. It is a great honor to be here
[3:20]
with you and to support Bristol. You're
[3:23]
very, very important to our
[3:24]
organization. We enjoy being up here. We
[3:27]
enjoy hosting the Black Ships Festival
[3:29]
with you together because of Comeoder
[3:31]
Matthew C. Perry. He's very important
[3:33]
not only to us but to the state as well
[3:36]
as to Japan. We have a wonderful
[3:38]
three-day festival scheduled this year.
[3:40]
So, if you get a chance, please come by
[3:42]
and see us. On Friday night, Friday
[3:45]
morning, we have our opening ceremony
[3:47]
and followed by a VIP lunchon. And then
[3:49]
Friday evening, we have the Tao John
[3:51]
performance at Rockwell Park. Saturday,
[3:53]
we have a lovely day scheduled from 10
[3:55]
am to 3 pm for and we are we're booked
[3:58]
this year as you saw with all of our all
[4:01]
of our vendors. So, we're very and we
[4:02]
have new vendors this year on both
[4:04]
sides. So, we're really excited about
[4:05]
that. More importantly, we're excited
[4:07]
for what we do for the residents, for
[4:09]
the businesses, and for the many
[4:10]
visitors that come to Bristol so that we
[4:13]
can enhance that for you. The
[4:14]
relationship we have with you is very
[4:16]
important to us because we look for
[4:18]
long-term relationships and so is with
[4:20]
great honor that we could be here.
[4:22]
Sincerely, I mean that from my heart. I
[4:24]
am leaving to go to Japan and uh we'll
[4:27]
have we have a delegation that's going
[4:29]
to Japan that you're probably aware of
[4:30]
and we will be meeting with mayors from
[4:33]
different towns together as we
[4:34]
collaborate, work together with each
[4:36]
other to benefit both our state, Bristol
[4:39]
and Japan. I want to thank you for
[4:40]
giving me a little bit of time to talk
[4:42]
to you. I have a little some sheets for
[4:44]
you to see if you want to learn a little
[4:45]
bit more and we have a new website to
[4:48]
get a chance. It's black ships.org.
[4:50]
Check it out.
[4:51]
>> So, I was just going to ask that. So if
[4:52]
» So, I was just going to ask that. So if
[4:52]
the public is interested to know more
[4:54]
when, where.
[4:55]
>> Oh yes. So we have if you go to the old
[4:58]
» Oh yes. So we have if you go to the old
[4:58]
website which is jasri.org it will
[5:00]
direct you to the new website but you
[5:02]
could yes we have the schedule up now.
[5:04]
So please come see it. Check it out. See
[5:06]
the beautiful pictures from Bristol that
[5:07]
are there from the past. We have more
[5:09]
that'll be coming up and I can only say
[5:11]
thank you from the board directors of
[5:13]
the advisory board and everyone that
[5:15]
comes to support. Thank you.
[5:17]
>> Outstanding.
[5:18]
» Outstanding.
[5:18]
>> This has been like a eightyear event
[5:20]
» This has been like a eightyear event
[5:20]
now, hasn't it? How long is it? Eight,
[5:21]
nine years or something.
[5:22]
>> It's been I 14, I believe.
[5:24]
» It's been I 14, I believe.
[5:24]
>> It's long. I think No, it's before the
[5:27]
» It's long. I think No, it's before the
[5:27]
pandemic that we start that we started
[5:29]
and
[5:30]
>> everyone knows we're here. The feedback
[5:32]
» everyone knows we're here. The feedback
[5:32]
has been phenomenal. I've been getting
[5:34]
all these emails, calls, and texts
[5:35]
saying, "Are you sure you're on? Where
[5:36]
are you?" They all want to know what
[5:38]
we're doing. And of course, you know,
[5:39]
we're not going to tell them until until
[5:40]
the event is here. But so, it's a it's a
[5:43]
it's statewide event now for you. Yeah.
[5:46]
And people know and because of where
[5:48]
you're located, people can come from
[5:50]
Massachusetts, they can come from
[5:51]
province, they can come, you know, from
[5:53]
South County. So that the location is
[5:55]
one, but it's the history of Bristol
[5:57]
that brings them to jazz festival. We
[6:01]
fill the park every year and for
[6:03]
drummers, but last year we added the
[6:05]
jazz group and this year he's bringing
[6:07]
more people with his band this year. So
[6:09]
it's going to be a little larger than it
[6:10]
was last year. So we're really excited
[6:12]
and we're very happy to be able to
[6:14]
support you. Thank you.
[6:16]
>> Yeah,
[6:16]
» Yeah,
[6:16]
>> you should uh let's talk to her about
[6:18]
» you should uh let's talk to her about
[6:18]
doing some PR for us. What do you say?
[6:20]
Wow. And and you're asking us for
[6:22]
something.
[6:23]
>> When I'm in No, I will tell you when I'm
[6:26]
» When I'm in No, I will tell you when I'm
[6:26]
in Japan, and Steve knows this.
[6:28]
>> I talk about Bristol. I tell them about
[6:32]
» I talk about Bristol. I tell them about
[6:32]
Bristol. I tell them what makes it the
[6:34]
safest place to live. I tell them why
[6:35]
it's special. I tell them about the
[6:37]
Fourth of July parade. They can't wait
[6:38]
to march this year. I'm sadly I
[6:40]
apologize. I'll be in Japan. I won't be
[6:42]
there. So, I won't be able to celebrate
[6:43]
our 25th because I'm very patriotic. But
[6:46]
I talk about what we're doing. I talk
[6:48]
about what you're doing and it matters
[6:50]
to them and that relationship that we
[6:52]
have with them is very important. So,
[6:54]
they listen and they remember and um I
[6:57]
can't say enough about that. I know
[6:58]
Steve has heard me say these things
[7:01]
probably quite a few times when I tell
[7:02]
him about it, but no, it's our honor and
[7:05]
privilege to be here for all of you and
[7:07]
I I hope you'll come and see us when
[7:08]
we're here this summer.
[7:10]
>> Well, thank you very much. Any other

>> Hey, Karen.
[7:33]
» Hey, Karen.
[7:33]
Karen, the the highle change here is as
[7:37]
follows.
[7:38]
really just to make sure we're all
[7:40]
inclusive with the events that we are
[7:42]
planning for the upcoming year. Uh when
[7:44]
we first applied for the license last
[7:46]
year, um I I was thinking more just
[7:48]
about our Wednesday night concerts and
[7:50]
our weddings. Uh but we like to do
[7:52]
entertainment in the winter on, you
[7:54]
know, and we want to have the
[7:56]
flexibility to do music on Thursdays if
[7:59]
it rains on Wednesday. So it's just
[8:01]
trying to be more inclusive. So the
[8:04]
change um or the the new hours we'll say
[8:07]
are Sunday through Saturday museum is 10
[8:10]
to 3 events uh 5 to 9:45/1045.
[8:15]
What's the distinction there on the

[11:04]
so I'm looking at it through my phone.
[11:05]
So, I don't want people to think I'm
[11:07]
actually on the phone doing something
[11:09]
else. [laughter]
[11:11]
>> What are you doing?
[11:13]
» What are you doing?
[11:13]
>> I'm looking at the agenda through the
[11:14]
» I'm looking at the agenda through the
[11:14]
phone because I can't get it on here.
[11:18]
>> Well, that's resourceful, Mary.
[11:20]
» Well, that's resourceful, Mary.
[11:20]
>> Y
[11:22]
» Y
[11:22]
have a plan A, B, C, and D. Yeah, it's
[11:24]
good.
[11:25]
>> The next item on the agenda is D8. This
[11:28]
» The next item on the agenda is D8. This
[11:28]
is Rebecca Erns from Pivotal Brewing
[11:30]
Company, 522 Wood Street. This is a
[11:32]
request for the modification to the
[11:33]
dancing and entertainment license.
[11:35]
>> Hi, Rebecca.
[11:35]
» Hi, Rebecca.
[11:36]
>> How are you?
[11:36]
» How are you?
[11:36]
>> Good. How are you?
[11:37]
» Good. How are you?
[11:37]
>> Sorry, I didn't dress up for you.
[11:38]
» Sorry, I didn't dress up for you.
[11:38]
[laughter]
[11:40]
>> This time,
[11:40]
» This time,
[11:40]
>> it's a very busy day.
[11:43]
» it's a very busy day.
[11:43]
>> So, tell us about the change.
[11:45]
» So, tell us about the change.
[11:45]
>> So, we are um we're we're not really
[11:47]
» So, we are um we're we're not really
[11:47]
modifying our hours that we're open.
[11:49]
This would just be if we have um events
[11:52]
outside of our normal business hours. So
[11:54]
like a wedding reception or a brunch or
[11:59]
something that someone comes in outside
[12:00]
of our normal hours.
[12:03]
>> So this is kind of uh
[12:04]
» So this is kind of uh
[12:04]
>> it's just ad hoc
[12:05]
» it's just ad hoc
[12:05]
>> forward thinking kind of.
[12:06]
» forward thinking kind of.
[12:06]
>> Yeah. It's just it's just to make sure
[12:07]
» Yeah. It's just it's just to make sure
[12:07]
we're covered in the case that we need
[12:09]
rather than having to do this last
[12:11]
minute, we can just have it covered for
[12:12]
the next year. And it's not um our
[12:15]
normal hours were closed at 9:00 on the
[12:17]
week during the week and 10 on the
[12:18]
weekend. So it's pretty um it would just
[12:22]
be put put in a little later if we had
[12:25]
you know a wedding reception or an
[12:27]
afterparty or you know whatever.
[12:30]
>> Gotcha.
[12:30]
» Gotcha.
[12:30]
>> Definitely uh flexibility there. You
[12:32]
» Definitely uh flexibility there. You
[12:32]
want that time flexibility. Yeah.
[12:35]
>> Well based on the positive
[12:36]
» Well based on the positive
[12:36]
recommendations make a motion to
[12:37]
approve.
[12:38]
>> Okay.
[12:39]
» Okay.
[12:39]
>> Second.
[12:40]
» Second.
[12:40]
>> Motion made by Tim, seconded by Aaron to
[12:42]
» Motion made by Tim, seconded by Aaron to

All in favor? I.
[12:45]
>> Any opposed? Thank you.
[12:47]
» Any opposed? Thank you.
[12:47]
>> Great.
[12:48]
» Great.
[12:48]

[12:51]
» Thank you,
[12:51]

[12:52]
» Mr. Chairman and members of the council.
[12:52]
The next item on the agenda is D9. This
[12:54]
is K Kyle Olsen from Star Laundry Mat,
[12:57]
390 Metaccom Avenue. This is a request
[12:59]
for a public laundry license.
[13:02]
>> Kyle here.
[13:04]
» Kyle here.
[13:04]

[13:13]

[13:16]

[13:16]
>> The next item on the agenda is E1. This

» The next item on the agenda is E1. This
[13:18]
is notification of n name change for
[13:20]
Alicia Sana, the KI corporation 34
[13:23]
Gooding Avenue. And it's going from Kie
[13:25]
Cooperation doing business as Collie
[13:27]
Kitchen to Collie Corporation doing
[13:29]
business as Mr. Tito.
[13:32]
>> This just says receive and file.
[13:34]
» This just says receive and file.
[13:34]
>> We just move to receive and file.
[13:36]
» We just move to receive and file.
[13:36]
>> That's correct. There's no requirement
[13:38]
» That's correct. There's no requirement
[13:38]
uh for council approval where it's
[13:40]
simply a name change as opposed to a
[13:42]
stock transfer. If this was a stock
[13:44]
transfer, it' be different, but for a
[13:46]
name change, it's uh simply on the
[13:48]
agenda as a courtesy and notice to the
[13:50]
council and the public.
[13:51]
>> Okay.
[13:53]
» Okay.
[13:53]
>> Motion to receive and file.
[13:54]
» Motion to receive and file.
[13:54]
>> I had that from Mary, seconded by Tim.
[13:56]
» I had that from Mary, seconded by Tim.
[13:56]
Is there any discussion?
[13:58]
>> Hearing none. All in favor?
[13:59]
» Hearing none. All in favor?
[13:59]
>> Any opposed?
[14:01]
» Any opposed?
[14:01]
>> Thank you.
[14:02]
» Thank you.
[14:02]
>> The next item on the agenda is E2. This
[14:04]
» The next item on the agenda is E2. This
[14:04]
is the dancing and entertainment 2627

license renewals.
[14:08]
>> Make a motion to approve based on the
[14:10]
» Make a motion to approve based on the
[14:10]
positive recommendations.
[14:11]
>> Second.

» Second.
[14:12]
>> Motion made by Tim, seconded by Aaron to
[14:14]
» Motion made by Tim, seconded by Aaron to
[14:14]
approve. So, any discussion?
[14:16]
>> If you're sitting out there wondering
[14:17]
» If you're sitting out there wondering
[14:18]
how are you going through all this stuff
[14:19]
so quickly, it's because obviously we
[14:21]
all did our homework beforehand and most
[14:23]
of this is very clean. There there's all
[14:26]
the recommendations have been very
[14:28]
positive. Um, all the homework has been
[14:30]
done prior. So, if it feels like we're
[14:32]
just breezing through it, we are, but uh
[14:34]
we did our homework ahead of time.
[14:36]
>> And Mr. Chairman, the pictures in here
[14:38]
» And Mr. Chairman, the pictures in here
[14:38]
that they're submitting this time are
[14:40]
outanding.
[14:41]
>> Yeah. Yeah. We made a change and and
[14:43]
» Yeah. Yeah. We made a change and and
[14:43]
made that a requirement to better
[14:45]
understand where dancing and
[14:47]
entertainment is and is not and that's
[14:49]
really helped out a lot. Any other
[14:51]
discussion?
[14:52]
>> Hearing none. All in favor? I.
[14:54]
» Hearing none. All in favor? I.
[14:54]
>> Any opposed? Thank you.
[14:56]

[15:16]
>> The next item on the agenda is F2. This
[15:18]
» The next item on the agenda is F2. This
[15:18]
is Maria Simaro Balanca, 43 Babyu
[15:21]
Avenue, unit number 2F. This is a
[15:24]
request for an accessible parking space
[15:25]
in the vicinity of residents. First
[15:27]
reading.
[15:28]
>> Good evening.
[15:29]
» Good evening.
[15:29]
>> Hello.
[15:31]
» Hello.
[15:31]
>> So I live on Bay and uh we already have
[15:33]
» So I live on Bay and uh we already have
[15:34]
a parking issue as it is. Um it's I
[15:38]
think it's one of the streets around our
[15:40]
CL um area where it's not for residents
[15:43]
only. And um since uh my neighbor left,
[15:48]
I took the this spot. And in the past,
[15:52]
it was not a big issue for me because my
[15:55]
son lived with me and he, you know, used
[15:58]
to help me out
[16:00]
um during my flares or, you know, carry
[16:02]
the grocery and do all of that. I have a
[16:04]
neurological disability and some days
[16:08]
are better than others. But um since the
[16:11]
new neighbor moved in, he took that
[16:14]
space and now I'm back to having issues.
[16:18]
Sometime there is no street parking at
[16:20]
all. uh between the students and uh when
[16:24]
there is festivities around you know at
[16:27]
the church or Fourth July everybody
[16:29]
seems to park on Bayiew excuse me on
[16:32]
Bayiew Avenue and u so I was wondering
[16:36]
if I can grant another one where I can
[16:38]
have you know if it's easier for me to
[16:43]
>> recommendation that we received this
[16:45]
» recommendation that we received this
[16:45]
this council received from the police
[16:46]
department was to deny and the chief and
[16:50]
his department uh gave us that
[16:52]
information. But Chief, could you speak
[16:54]
to that? Certainly to the applicant and
[16:56]
also to the public.
[16:59]
>> Yes. Actually, prior to the meeting, I I
[17:01]
» Yes. Actually, prior to the meeting, I I
[17:01]
went by the residence and as the review
[17:04]
from the police department articulates,
[17:06]
there is a handicap parking space
[17:09]
already allocated on Bay View in front
[17:12]
of that residence and there is an
[17:14]
additional handicap in the vicinity at
[17:17]
30 Bay View. also further inspection of
[17:21]
looking at the property. It's my
[17:23]
understanding that it is a a 4unit
[17:26]
um residential complex
[17:29]
um and informally or formally uh we've
[17:32]
been informed that the owner of that
[17:34]
property uh does not allow uh tenants to
[17:38]
utilize the off- streetet parking. I can
[17:41]
tell you that the driveway is equipped
[17:44]
um to facilitate those vehicles. Um and
[17:49]
it may be a request uh by the homeowner.
[17:52]
Um I don't know if he's here if he could
[17:53]
better explain that or or the petitioner
[17:56]
can, but what has been explained to the
[17:58]
police department is they're requesting
[17:59]
the park on Bay View Avenue. And she is
[18:01]
correct. It it is, you know, it is a
[18:03]
congested area. Um that that is
[18:06]
accurate. However, um that residence is
[18:10]
equipped, you know, with at least
[18:11]
stacking three cars in the driveway.
[18:14]
It's kind of like a well golf terms,
[18:15]
it's kind of like a dog, right? And you
[18:17]
could put another three vehicles um in
[18:20]
as you come to the end. I'm sure it
[18:22]
makes it inconvenient when you have four
[18:25]
different um uh families in in one
[18:30]
house, who's behind who? So, that could
[18:32]
be some of the confusion on why they
[18:35]
don't allow uh off- streetet parking. I
[18:38]
don't have that information, but from
[18:40]
what we can review, there is ample
[18:41]
parking at the residence. Um, and there
[18:44]
is ample handicap parking um uh on Bay
[18:48]
View Avenue, one in front of the house
[18:49]
and one um across the way. Um and as we
[18:53]
all know, even if we grant this handicap
[18:55]
parking, there's no guarantee that that
[18:57]
spot's going to be dedicated, you know,
[18:59]
for this petition. anyone that has a
[19:00]
handicap.
[19:01]
>> Yeah. Sure.
[19:02]
» Yeah. Sure.
[19:02]
>> And as you know, I'm not certainly not
[19:04]
» And as you know, I'm not certainly not
[19:04]
educating the council. It's it was more
[19:06]
for the petitioner.
[19:07]
>> Thank you. No, no, I'm glad.
[19:08]
» Thank you. No, no, I'm glad.
[19:08]
>> And it's exactly what I asked. Could you
[19:11]
» And it's exactly what I asked. Could you
[19:11]
just elaborate a bit more? You said, and
[19:14]
I'm assuming it was you you you spoke
[19:16]
about the parking that is it's not
[19:19]
available, but it it exists for this uh
[19:22]
for this uh address. You're saying in
[19:26]
actually maybe the
[19:28]
>> issue is that the new person barely
[19:31]
» issue is that the new person barely
[19:31]
leave the house so it's constantly
[19:33]
parked there the car and uh I don't
[19:36]
recall seeing another one. Maybe I can
[19:39]
drive by and see where the other one is.
[19:42]
But the issue with parking in the
[19:44]
landlord parking spot that if I park
[19:46]
behind them then they will not be able
[19:48]
to get out. So you will be constantly
[19:52]
moving the car in order. You know what
[19:54]
I'm saying? If I park
[19:56]
>> So we, if I understand you correctly,
[19:58]
» So we, if I understand you correctly,
[19:58]
you are saying that you get blocked in
[20:01]
if somebody else parks in that area.
[20:03]
>> Three to park next to each other. I will
[20:05]
» Three to park next to each other. I will
[20:05]
have to park behind. So we will have to
[20:08]
constantly have to be going down, move
[20:10]
the car, put it back in. Makes sense.
[20:13]
>> Yeah.
[20:13]
» Yeah.
[20:13]
>> I don't I don't think they're going to
[20:15]
» I don't I don't think they're going to
[20:15]
they don't they will not
[20:16]
>> Just for clarity also, if I may, the
[20:19]
» Just for clarity also, if I may, the
[20:19]
there are two spots there as pointed out
[20:21]
by the chief. Are both being utilized at
[20:24]
the moment?
[20:25]
>> I don't recall seeing the other one.
[20:27]
» I don't recall seeing the other one.
[20:27]
Maybe when I can go home, I can
[20:29]
>> I don't I don't know where the other one
[20:31]
» I don't I don't know where the other one
[20:31]
is.
[20:32]
>> Okay, we should take a look because
[20:33]
» Okay, we should take a look because
[20:33]
there in our recommendations there are
[20:35]
clearly two designated spots. So, you
[20:37]
mentioned there's another one,
[20:38]
>> right?
[20:39]
» right?
[20:39]
>> Um
[20:40]
» Um
[20:40]
>> you gave an address
[20:41]
» you gave an address
[20:41]
>> number 30.
[20:43]
» number 30.
[20:43]
>> Yeah.
[20:43]
» Yeah.
[20:43]
>> Thank you, Chief Mary. Looked like you
[20:46]
» Thank you, Chief Mary. Looked like you
[20:46]
wanted to.
[20:47]
>> I was going to say that I find it a
[20:49]
» I was going to say that I find it a
[20:49]
little confusing. I thought I was under
[20:51]
the impression that there were
[20:54]
people with placards in two spaces
[20:57]
um and two handicap spaces out there and
[21:00]
that the tenants weren't allowed to use
[21:02]
the um the driveway. So seems like that
[21:07]
that becomes an issue because if people
[21:10]
have the the placard, they should be
[21:11]
able to have like space somewhere. I
[21:13]
know it's not guaranteed for them and I
[21:15]
understand the parking situation
[21:17]
uh that is on all of our streets but um
[21:21]
the more I'm hearing so I mean I'm a
[21:23]
little concerned about this because this
[21:24]
is about the
[21:26]
second but could be the third time in
[21:28]
like few meetings that we have denied
[21:30]
these and I am curious about how this
[21:33]
can be resolved and it sounds like it's
[21:35]
even more cons confusing now because
[21:40]
I thought when I read through it there
[21:41]
was clear that clearly there's two I
[21:43]
just thought there was two people and
[21:45]
there two spot three people but there's
[21:46]
two spots. Um
[21:49]
could could we just put this off maybe
[21:51]
and try to clarify those points like how
[21:55]
many people have guards in that
[21:56]
neighborhood you know and how many
[21:58]
spaces are there like in that immediate
[22:01]
vicinity I don't mean the whole like
[22:02]
street
[22:04]
>> how many of those parking spaces are
[22:05]
» how many of those parking spaces are
[22:05]
being utilized okay
[22:06]
>> well how many there are I mean how many
[22:08]
» well how many there are I mean how many
[22:08]
people have yeah
[22:09]
>> or could be utilized two of them are
[22:12]
» or could be utilized two of them are
[22:12]
being utilized now is there a third
[22:14]
>> is she the second person that has a
[22:16]
» is she the second person that has a
[22:16]
blackout or is she the
[22:18]
I understand your question. Um Amy, did
[22:21]
you want to share something?
[22:22]
>> Well, I I don't know if the chief can um
[22:25]
» Well, I I don't know if the chief can um
[22:25]
is is Bristol is the police department
[22:27]
able to look up who has a handicap
[22:31]
placard?
[22:32]
>> It'd be my first in 40 years of
[22:34]
» It'd be my first in 40 years of
[22:34]
contacting the DMV and asking them to do
[22:36]
some type of a geo tracking in that area
[22:40]
to see who actually has a permit, you
[22:42]
know, to that location. Some folks have
[22:44]
it and they pick up people, you know,
[22:46]
and and they use it. So, I I I'd have to
[22:49]
research that. In my 40 years of of
[22:51]
doing this, I I've never been able I've
[22:53]
never heard of anyone tracking the
[22:55]
neighborhood to see who or what
[22:57]
potential number of handicapped people,
[22:59]
you know, are in that general zone, but
[23:01]
I'm open to ask.
[23:03]
>> I I I hear the question.
[23:05]
» I I I hear the question.
[23:05]
>> It may be confidential information that
[23:07]
» It may be confidential information that
[23:07]
we're not entitled to as well.
[23:08]
>> I'm not asking for that level of
[23:10]
» I'm not asking for that level of
[23:10]
information. Like
[23:12]
if there are two spaces and no one has
[23:16]
come forward to say, "Hey, I don't need
[23:17]
that one anymore." So, let's assume
[23:19]
there's two people that have the
[23:20]
handicap. Is this person um this
[23:24]
resident one of those two and that or is
[23:27]
is she the third that has that and is is
[23:30]
asking for a space because none of the
[23:32]
other two spaces are ever available.
[23:35]
So we could
[23:36]
>> but but also Mary I don't think um she's
[23:39]
» but but also Mary I don't think um she's
[23:39]
aware there's another one available
[23:41]
there's another handicap that's also I
[23:43]
think yeah
[23:44]
>> it's like must be across the street and
[23:46]
» it's like must be across the street and
[23:46]
a little bit um you know down the street
[23:49]
>> I can work with the clerk to see who you
[23:51]
» I can work with the clerk to see who you
[23:52]
know applied for the one at 30 we can
[23:54]
backtrack it in in in town indices you
[23:57]
know to see when that was approved I'm
[23:59]
sure we have a record um
[24:01]
>> we do we have a record of anybody who's
[24:03]
» we do we have a record of anybody who's
[24:03]
applied for those ADA spaces Yeah, we
[24:05]
could see if that's still, you know,
[24:06]
active inactive.
[24:08]
>> What I hear are questions that that
[24:09]
» What I hear are questions that that
[24:09]
we're not ready to at least this
[24:12]
council. Um maybe we can continue this
[24:14]
to the next meeting, get some clarity on
[24:17]
all that's been expressed thus far, who
[24:19]
applied for them, right? Exactly what
[24:21]
you said, Mary. So
[24:23]
>> as Mary said, let's let's continue to
[24:26]
» as Mary said, let's let's continue to
[24:26]
the
[24:27]
>> but I also want to bring up the point
[24:28]
» but I also want to bring up the point
[24:28]
that the landlord where it sounds like
[24:30]
the parking there's ample parking but
[24:32]
there's like this checker board mishmash
[24:35]
of
[24:36]
>> it's terrible parking where you have to
[24:38]
» it's terrible parking where you have to
[24:38]
pull out you have to pull in. So that
[24:40]
needs to get that needs to get addressed
[24:42]
because even if we add more accessible
[24:44]
parking spots, they're public for
[24:45]
everybody, but at the same time, it's
[24:47]
now not going to still straighten out
[24:49]
what the the master problem is is
[24:51]
working with that landlord and getting
[24:52]
that parking figured out so you guys can
[24:54]
all park there in harmony.
[24:56]
>> And that's certainly not that's not
[24:57]
» And that's certainly not that's not
[24:58]
something that the council would or the
[24:59]
town would get involved in because it's
[25:01]
private property.
[25:02]
>> That's not going to happen.
[25:04]
» That's not going to happen.
[25:04]
>> Maybe there's like edging or bushes that
[25:06]
» Maybe there's like edging or bushes that
[25:06]
he can make at least two side by side.
[25:08]
>> Exactly. Yeah,
[25:09]
» Exactly. Yeah,
[25:09]
>> but when there is a
[25:10]
» but when there is a
[25:10]
>> that's what I'm seeing is the master
[25:12]
» that's what I'm seeing is the master
[25:12]
problem here. We got to solve that
[25:14]
>> rather than adding
[25:16]
» rather than adding
[25:16]
>> I think it's fair to ask a tenant to
[25:18]
» I think it's fair to ask a tenant to
[25:18]
like be interrupted every few minutes
[25:20]
that somebody's going in and out.
[25:21]
>> No, when there is a snow uh ban, we have
[25:24]
» No, when there is a snow uh ban, we have
[25:24]
a lot of issue because we have to
[25:26]
parking there and it's constantly
[25:27]
moving. Uh she's my she lives she's part
[25:30]
of the she lives
[25:32]
>> she's a [clears throat] tenant there.
[25:33]
» she's a [clears throat] tenant there.
[25:33]
You're a tenant.
[25:34]
>> Thank you. I don't know if she can you
[25:36]
» Thank you. I don't know if she can you
[25:36]
she can add to the problem that we face
[25:38]
because when I come home anytime after 6
[25:41]
p.m. There is no parking whatsoever for
[25:43]
me now even and like I said before I
[25:47]
just dealt with it because my son used
[25:50]
to park the car and drop me off and did
[25:52]
that. Now it's in college so that's why
[25:54]
I'm having an issue now because it's
[25:56]
just me and it becomes harder when I
[25:59]
have a flare and when it's snowing and
[26:02]
it's really really hard. I mean, I
[26:04]
tried, you know, I qualified many years
[26:06]
ago, but I never bothered because I had
[26:09]
the extra help and I let, you know, the
[26:12]
the the neighbor use it. But when when
[26:16]
the neighbor is was not there was always
[26:18]
empty. I never seen anybody use the spot
[26:22]
other than him. Um, so I can see where
[26:26]
the other one is located. I don't recall
[26:28]
seeing another one, but
[26:30]
>> you know,
[26:33]
I'm going to ask you to come up to the
[26:34]
microphone and state your name and
[26:36]
address for the record, please.
[26:42]
» My name is Claire Demerest and I live at
[26:45]
43 B.
[26:46]
>> Thank you.
[26:47]
» Thank you.
[26:47]
>> Um, and I do not have a handicap uh
[26:52]
» Um, and I do not have a handicap uh
[26:52]
permit,
[26:54]
but I park there. And when I'm um
[26:58]
driving down the street uh you know to
[27:02]
park to look to park there are no spaces
[27:05]
on the street. Not just that maybe you
[27:09]
know at the other end 30 would be fairly
[27:12]
close.
[27:14]
There are no spaces on the street. And
[27:16]
sometimes going around to Wood Street,
[27:19]
you might find something, but then
[27:21]
during, you know, um the semester when
[27:25]
uh uh the college is in in session,
[27:28]
there are none. Um we live, you know,
[27:32]
the houses right near us have six, seven
[27:36]
tenants living in there. And many of
[27:38]
them, more of them now than ever, have
[27:41]
cars. And they simply pull up and just
[27:44]
pull in front of the house. they don't
[27:46]
ever park in the handicap spot. The
[27:48]
other thing that I' I'd like to mention
[27:50]
is that Maria um there was another
[27:53]
tenant in our house. Uh and he had the
[27:57]
handicap spot and he recently moved left
[28:02]
um and a new tenant moved in. Uh, in the
[28:05]
meantime, Maria had taken the handicap
[28:08]
spot in front of the house, but it was
[28:09]
the new tenant who came in more or less
[28:11]
parked there and it doesn't doesn't
[28:14]
really go any anywhere. So, the car is
[28:17]
pretty much parked there all the time.
[28:19]
So, basically now the summer coming, it
[28:22]
will be people coming up from from the
[28:25]
uh shoreline for the concerts and so
[28:27]
forth, and they park up and down the
[28:29]
street. Sometimes it's absolutely
[28:31]
impossible to park even close to in the
[28:35]
neighborhood and you know if you're in a
[28:38]
situation with a handicap
[28:40]
um with a you know disability of any
[28:43]
sort. Has the landlord designated a
[28:46]
spot? If there's all these spots, when
[28:48]
you when you rent an apartment, does is
[28:51]
there a parking spot that goes along
[28:53]
with that apartment or it's a
[28:54]
free-for-all?
[28:55]
>> Designated is that it should be there's
[28:58]
» Designated is that it should be there's
[28:58]
a snowstorm,
[29:00]
>> we are all allowed to park in the
[29:02]
» we are all allowed to park in the
[29:02]
driveway, which by the way is incredibly
[29:05]
narrow, very, very narrow and hard to
[29:08]
get in and out of. At the end, there are
[29:10]
two spaces that allow the car to sort of
[29:13]
turn left, turn right, and two cars, the
[29:17]
two landlord cars will park there. There
[29:20]
are five cars in our our building. Um,
[29:24]
and even during a snowstorm, it's very
[29:27]
very difficult because they'll they're
[29:30]
very good uh people to to live with. I
[29:34]
mean, they're very good. they keep it
[29:36]
clear and so forth, but um I think it
[29:39]
would be just disastrous unless they
[29:42]
were able somehow to widen it. And I
[29:44]
don't know how
[29:45]
>> it's the administrator.
[29:48]
» it's the administrator.
[29:48]
>> Yeah, I've uh I've taken a a few looks
[29:51]
» Yeah, I've uh I've taken a a few looks
[29:51]
at at 43 Bayiew Avenue. Every time I
[29:54]
went by, there was an ADA uh space that
[29:57]
was occupied right in front of the the
[29:59]
residents down at number 30. It's a
[30:01]
little ways away. Um, and I've seen a
[30:03]
car park there also. Um, but it is kind
[30:06]
of unrelated and disconnected from 43.
[30:10]
Um, so I I would exclude 30. Um, but we
[30:13]
could certainly check to make sure that
[30:14]
the petitioner uh still wants it there.
[30:18]
Um, but looking at the driveway and how
[30:20]
it's explained uh from the tenants, the
[30:22]
driveway is just an access. It's not
[30:24]
used for parking. and uh going if you go
[30:27]
on the Google Earth, you can see there's
[30:28]
clearly two spa two spaces behind the
[30:30]
house where a person could get in and
[30:32]
out. Considering it's four units after
[30:35]
listening the the the the testimony and
[30:38]
if there are two plaque cards from that
[30:40]
uh building where there's four units, I
[30:42]
I don't see why we wouldn't
[30:45]
uh reconsider and maybe recommend um two
[30:48]
two spaces on the road, four residents,
[30:51]
two parking in the rear, two ADA spaces
[30:53]
out front. I I
[30:55]
>> Why don't we So, it was proposed um that
[30:59]
» Why don't we So, it was proposed um that
[30:59]
[clears throat] Mary I'll give Mary the
[31:01]
credit on this one.
[31:03]
>> Just having fun with you. Um that we
[31:04]
» Just having fun with you. Um that we
[31:04]
continue this. So, we're going to we'll
[31:06]
we'll take a second bite of the apple on
[31:08]
this and and take a look again. Thank
[31:11]
you for your um testimony, I guess we'll
[31:15]
call it. Uh and we'll take a look at it
[31:18]
again. We our next meeting will be on
[31:20]
July 29th. So, um I'm assuming that
[31:25]
we'll come back with a possible
[31:27]
different recommendation here on a
[31:29]
second look at this. And
[31:31]
>> I might have to book at home immediately
[31:33]
» I might have to book at home immediately
[31:33]
with my mom's well. So, I might have to
[31:35]
be here before that meeting.
[31:37]
>> You may come home to a great new parking
[31:40]
» You may come home to a great new parking
[31:40]
space, right? So, [laughter] it could be
[31:42]
kind of neat. And
[31:43]
>> today,
[31:44]
» today,
[31:44]
>> yeah, not today. But just just for the
[31:46]
» yeah, not today. But just just for the
[31:46]
record, you didn't say otherwise, but
[31:48]
remember, this is available to anybody
[31:50]
with a placer, right? So, But the fact
[31:53]
that men are
[31:55]
>> and and actually that's also part of the
[31:57]
» and and actually that's also part of the
[31:58]
law, right? That they can stay as long
[31:59]
as someone can park with a placard as
[32:01]
long as they need to. So
[32:03]
>> respectful.
[32:04]
» respectful.
[32:04]
>> And you didn't say otherwise, but I just
[32:06]
» And you didn't say otherwise, but I just
[32:06]
want to make sure that everyone
[32:07]
understands that it's available to
[32:09]
everyone. That's all.
[32:10]
>> And we talked about, you know, me and we
[32:12]
» And we talked about, you know, me and we
[32:12]
talked about this. We make sure that we
[32:15]
both agree that comes first.
[32:18]
>> I'm wondering if I could just ask if you
[32:20]
» I'm wondering if I could just ask if you
[32:20]
turn your mic on. They say the person
[32:22]
Oh, my leg's on. If If the person who's
[32:24]
living there who who uses that handicap
[32:27]
spot is rarely leaves is what I heard.
[32:30]
If that's the case, why can't that
[32:33]
person maybe go in the back of the
[32:34]
driveway and then he or she if they need
[32:38]
the placard could keep the placard in or
[32:40]
the permit in the with them. So if they
[32:43]
go out with, you know, they can make
[32:45]
plans to get their car out themselves.
[32:46]
If they go out with like a relative or a
[32:49]
friend, they can bring the placard with
[32:50]
them for their car. I mean, just another
[32:53]
option. If you're saying that that
[32:54]
person very rarely goes out,
[32:56]
>> they can move to the back.
[32:58]
» they can move to the back.
[32:58]
>> Yeah. Yeah. If they move to the back,
[33:01]
» Yeah. Yeah. If they move to the back,
[33:01]
grab the spot that you know is if they
[33:03]
never move their car, that would free up
[33:05]
the spot for you.
[33:07]
>> Be all set.
[33:07]
» Be all set.
[33:07]
>> Neither of the cars in the back are
[33:09]
» Neither of the cars in the back are
[33:09]
permitted for handicap parking. So they
[33:13]
they would not be able to park out the
[33:14]
front.
[33:16]
>> So I'll tell you what, we'll we'll take
[33:18]
» So I'll tell you what, we'll we'll take
[33:18]
we'll take another look and we can't and
[33:21]
nor should we be able to um tell a
[33:23]
landlord or anyone how they can park or
[33:26]
not park there. I think you're just
[33:27]
hearing some great ideas and some
[33:29]
possible conversation that could happen.
[33:31]
>> Yeah.
[33:33]
» Yeah.
[33:33]
Now
[33:34]
>> so we'll take a second look at this. Um
[33:37]
» so we'll take a second look at this. Um
[33:37]
we'll talk about this again on the 29th.
[33:40]
It feels at least by the conversation
[33:42]
thus far that we may have a different
[33:44]
recommendation, but let's give everybody
[33:46]
an opportunity to take a look at it
[33:48]
again. Um, you don't need to be here to
[33:51]
to take the next step. Your petition has
[33:53]
started the process.
[33:54]
>> There you go. I was fine.
[33:55]
» There you go. I was fine.
[33:56]
>> Absolutely. Can we have a motion to
[33:57]
» Absolutely. Can we have a motion to
[33:57]
continue the 29th?
[33:58]
>> Motion to continue to the 29th meeting.
[34:01]
» Motion to continue to the 29th meeting.
[34:01]
>> There's no doubt it's it's very
[34:03]
» There's no doubt it's it's very
[34:03]
difficult to park downtown. I mean, I
[34:04]
drove around a good half an hour the
[34:06]
other night. I live downtown, too, and
[34:07]
this time of year is even worse. And in
[34:09]
their case, I know that big building you
[34:11]
have at the bottom of Bay View is lots
[34:14]
and lots of students in there. Yeah.
[34:16]
[clears throat]
[34:16]
>> Yeah.
[34:17]
» Yeah.
[34:17]
>> I'll second it.
[34:18]
» I'll second it.
[34:18]
>> Okay. So, we had a motion and a second
[34:20]
» Okay. So, we had a motion and a second
[34:20]
with and included in the dialogue. Madam
[34:22]
clerk,
[34:23]
>> I just have a question. So, for that
[34:24]
» I just have a question. So, for that
[34:24]
motion, are you going to just continue
[34:26]
to July 29th or continue with first
[34:28]
reading so that way if it is adopted in
[34:31]
July 29th?
[34:32]
>> Proactive approach.
[34:33]
» Proactive approach.
[34:34]
>> That way you don't have to come back for
[34:35]
» That way you don't have to come back for
[34:35]
a third meeting.
[34:36]
just going to continue it just until we
[34:38]
get all the analysis. I don't I don't
[34:40]
have enough information to go with a
[34:42]
first reading unless
[34:43]
>> motion.
[34:44]
» motion.
[34:44]
>> Okay.
[34:44]
» Okay.
[34:44]
>> Yeah.
[34:45]
» Yeah.
[34:45]
>> Well, I I
[34:46]
» Well, I I
[34:46]
>> I mean,
[34:46]
» I mean,
[34:46]
>> okay,
[34:47]
» okay,
[34:47]
>> that's fine. I just I just wanted to
[34:49]
» that's fine. I just I just wanted to
[34:49]
clarify the
[34:50]
>> this is dialogue. So, and for and if we
[34:52]
» this is dialogue. So, and for and if we
[34:52]
advertise it as first reading and choose
[34:54]
not to, then we do not have to move
[34:56]
forward. Just so you know.
[34:58]
>> So,
[34:59]
» So,
[34:59]
>> okay.
[34:59]
» okay.
[34:59]
>> It's but but your motion.
[35:01]
» It's but but your motion.
[35:01]
>> Yeah, I'll go ahead with we'll go with
[35:03]
» Yeah, I'll go ahead with we'll go with
[35:03]
the first reading then. If we don't have
[35:04]
if we don't again the analysis approves
[35:06]
no harm no foul we don't have enough
[35:08]
analysis then we'll just not go forward
[35:10]
with it. Perfect.
[35:11]
>> Yep.
[35:11]
» Yep.
[35:11]
>> Okay. So motion second motion made by
[35:14]
» Okay. So motion second motion made by
[35:14]
Tim seconded by Aaron uh to continue to
[35:17]
the 29th um include uh advertising as a
[35:21]
first reading um and also include uh
[35:24]
reooking at this we'll say a second bite
[35:26]
of the apple to to see if there's a new
[35:28]
recommendation. Any other discussion
[35:30]
>> hearing? None. All in favor I.
[35:32]
» hearing? None. All in favor I.
[35:32]
>> Any opposed? Thank you. Thank you. Have
[35:36]
» Any opposed? Thank you. Thank you. Have
[35:36]
a safe trip to Italy.
[35:39]
>> Mr. Chairman and members of the council,
[35:40]
» Mr. Chairman and members of the council,
[35:40]
the next item on the agenda is G1. This
[35:42]
is the historic district commission.
[35:44]
This is for three three-year terms set
[35:46]
to expire July 2029 and one three-year
[35:50]
term unexpired. That's for second
[35:52]
auxiliary. And that position is set to
[35:53]
expire July 2027.
[35:56]

doing a uh focus on each community
[36:34]
talking about um their strengths and and
[36:37]
the kind of hidden gems, such and so
[36:39]
forth. And at the beginning of the
[36:41]
conversation that I had with them, they
[36:43]
asked me what what what made Bristol
[36:45]
most special. And I said, our people.
[36:48]
And I specifically called out the
[36:50]
volunteerism that we have here. And I
[36:52]
said on behalf of the council and the
[36:54]
town, it is what makes Bristol such a
[36:57]
special place and this was a wonderful
