The memo that sets out the [10:59] election commission decisions in regards designated newly annexed properties. [11:08] We have got the third quarter financial report. We thank them for that report. [11:20] The town manager shorthand we continue to do managing our expenditures. [11:30] Expenditures are below budget. Revenue related to development. System development charge [11:44] revenue. Receive some of our tax revenue. It is reflecting the fact that [11:50] we have seen a building permit slow down in the community. I think it has to do with the [11:57] cost of money. We are seeing that but managing that accordingly. [12:03] No -- I department want to shortcut the multi page. No major items for council. [12:15] Mark wants a few minute of our time to talk about important mo. It is like spring cleaning. [12:29] You go in there and you really clean it good. That's what I think of when I [12:34] think what we are planning to do. Now we don't have to put any new [12:39] equipment or do anything different with our facilities. We need to run this for about [12:46] 60-90 days to do that cleaning. Part of what we have to do this. We have to do a detailed [12:55] flushing plan. When we switch we have to draw that into our system and dispose [13:02] of the water and make sure that gets out of the system so that we quickly switch from one to [13:09] the other. As I said, you don't want to have both in the system at once. [13:14] We are doing a lot of planning right now to get ready to do this. [13:19] We have a flushing plan we are putting in place. We have to put in place plans we [13:24] don't end up with icing on the roads. We plan to do this in the [13:29] winter. We will have to be prepared to deal with that. [13:34] Obviously, we have an sampling plan. All of this has to go through [13:44] approval. What does this looks like schedule wise? [13:48] We are finalizing all these plans now. And then we will get ready to [13:52] start in January. Now, I want council to be aware of this. [13:56] We want the community to be aware of this. The water is going to taste [14:03] different, small different, there maybe more color than [14:10] folks -- for the first few days. I anticipate we will receive [14:19] some phone calls. We are preparing that. The schedule then would be to [14:28] start in January. It will be a day basically, a day and a half two days to [14:35] convert from one to the other. And will do that in that day or two. [14:43] We will run 60-90 days. We will convert back sometimes before irrigation season. [14:55] We want to continue for color ra means for the advantages. [21:33] We have assign a job of listening to the very well qualified applicants who are [21:44] asking to share the towns Miller grants. This year we had $97,000 worth [21:52] of request. We are limited to give out only $45,000. [21:58] We had eight individual applicants. We are limited to giving that [22:03] 45,000. Sharing that 45,000 among only 5 applicants. [22:09] We have the difficult job of sorting through these. The process we used is -- as we [22:16] have each year have the applicants come in and give us a brief presentation on what they [22:23] plan to do with the money. How they use it and how they have used it in the past. [22:30] Any money they have received from the town. And then our commission members [22:36] get together and go through the difficult test of trying to figure out how to get down the [22:50] requests. We ended up with five grants being the American Legend post. [23:02] For $5,000. 7,500. To help and hope center for [23:20] 20,000. St. Vincent de Paul. I just want to say it is a [23:32] difficult job to let down. Any time -- you got ten different groups of seven people [23:40] and have them do it. There is a infinite number. This is what we came out with. [23:49] We used the town's chart to focus on energy, food, and shelter. When you have to make tough [26:24] decisions where to put this money. We choose to pick the ones that [26:28] were very dedicated to Castle Rock. I'm in full support what the [26:33] commission did. You all in addition to the program we just heard about have [28:10] the council community grant program. That is the main focus of this [28:16] item. We touch on the grants as well. To take a little bit of [28:24] background. They have been in existent since at least 2011. [28:40] I won't read those. It is community-based projects. Special focus on youth, seniors, [28:53] environmental able and preforming and visual arts. The program was updated in 2013. [29:02] The funds could be rolled over council would look at each application individually as they [29:13] make discussions on the application. That be given to applicants who [29:19] have not received a grant previously and that organizations can receive one [29:24] grant per year. And finally the most recent update in 2023, when the funding [29:31] was increased -- that shouldn't be 8,000 per year. That's a typo on my part. [29:39] I'm sorry. That is 16,000. With quarterly dispersements. [29:49] I didn't get my bullet updated. So 16, 4, 1. Everything doubled in 2023. [29:59] You are fresh on the Miller grant. I wanted to touch on those as [30:07] well. The current annual is 45,000. Up to five grants. [30:12] Those are for those necessities. Also, in your packet is information from a dozen other [30:20] communities about how they handle these types. That is why both grants are [30:25] represented. A lot of them crossed over in several communities. [30:32] I just cast a wide call. I reached out specifically to the similar communities to us. [30:38] What I found if you know one community does. There is no real standard for [30:46] this. It is to council's discretion. There are some communities very [30:51] near by with no grants. They do have service contracts which I noted those in [30:59] your memos. That would be the senior center. To places like Broomfield this [31:11] is almost $2 million program. Individuals grants to $200,000. Not just a city and county. [31:27] There is a lot of information in your packet of what we found when we reached out to everybody [31:33] else. But really, we look at this and finance and handle the [31:42] administration of these grants. We came up with a list of options you may wish to consider [31:51] as we move this program forward. The fourth quarter grants are on your agenda next month. [31:58] We will move into the first quarter grants for next year. If you do want to make any [32:04] changes, we would love your direction on timing whether we want to implement those right [32:09] away. We have the fourth quarter applicants. [32:13] We want to make changes for that for next month or set these into place for 2026. [32:20] The first option is to increase the budget a bit to 20,000 that can be accommodated where these [32:28] community grants are. If you wanted some more resources to fund the request, [32:34] that is an option. Right now we don't necessarily collect information on the [32:41] organizations total resource picture and how they might take our grant and leverage that with [32:47] other resources. We do ask that information when we engage in our service [32:54] contracts with chamber downtown, et cetera. So we can add that as you [33:04] deliberate these requests. We could give preference to Castle Rock base. [33:16] We could strengthen that further and look for Castle Rock based organizations. [33:22] We could try to do a lower grant cap. You saw in the earlier slide it [33:30] used to be $500. If we would like to go less than 1,000 we could spread the [33:38] resource more. New was an art grant program. You heard about a few meetings [33:47] back. That is one of the criteria is arts and culture. [33:52] Now that we have a dedicated program for that, should we remove them from this pool of [34:02] applicants and more narrowly focused this set of funds for the community grants. [34:07] That is something you might wish to consider. You know, there are some [34:14] communities like Douglas County. They might have time to dig into some of these details that you [34:28] deliberate on. That is an option that might be worth considering is working [34:36] with the foundation to dig in and decide how to allocate the funds. [34:44] Could collect more information come up with reporting requirements and guided to keep [34:51] people on an eligible lists. A lot of them return but we don't have any strict criteria. [35:01] We can look at some sort of criteria in terms of doing what they were going to do with the [35:07] funds. You could just kind of do random collections that you are not [35:18] picking. Just based on the application. As long as they are qualified. [35:27] The random winners were ten of groups eligible. We put them into a drawing and [35:34] these eight are getting a grant. That might be one way to approach this. [35:39] You might ask people to sit out a cycle or two. You see these repeat awardes in [35:48] your packet there are attachments in all of the awards. [35:53] You see a lot of the same entities receiving the grants. Once you received a year or two. [36:00] Then you got to sit out a year. Try to get more organizations involved and these funds [36:06] available to them. A lot of ideas. We wanted to see council's [36:14] reaction and direction to those in and in particular, if you do like to make any changes whether [36:20] those should be to the fourth quarter awards or whether we should look to make those [36:26] changes for 2026. Once in a lifetime opportunity [38:36] or something tragic that happens to a program, they need a one-time thing they can apply. [38:43] For regular yearly operations, support something like that. Just in this town there could be [38:52] 500 groups that could apply. >> Starting in 2026. >> Could you go to the next [39:03] page? Number nine for everyone. Like if we had them cycle out of [39:11] applying would it be for six months? A year? [39:15] >> They can only get it once a year now any way. If we get the same group maybe [39:23] two years in a row. And then for a year. >> What if we end up with two [39:33] people applying? >> We haven't had that in quite sometime. I'm a little bit if they are serving in the community, they [41:03] should be allowed to apply. They went to all the steps they have to prove. [41:08] How they serve the community, in way way would the dollars go back. [41:14] It is not just the baseball team asking for money. I think the perception is, you [41:22] know, ever soccer team is now going to come asking you they don't qualify for it. [45:15] Thank you, Kristen. >> Thank you. >> Moving to No. 182025-147. [45:33] >> Hello council, again. So this item is probably one you heard a lot about over the last [45:41] six years. This has to do with our operational technology. [45:48] As you guys know we started a complete overall of these systems back in 2019. [45:55] Created a plan. 2023. We updated the plan. [45:59] We have been implementing the plan. We have been moving through it. [46:08] Also, in implementing the plan, we can't shut down the facilities. [46:15] We have to do the work in the late fall through the early spring. [46:20] Get those projects done. So these are big projects. They take multiple years to [46:27] complete. You can see the phases here where we are finishing up phase [46:34] four. We want to start the next phase. You know we are doing a project [46:41] out there an important project. This is, of course, the idea of why we are doing this. [46:51] I won't spend too much time on this. You heard all this before. [46:58] These are the sites. We have to do this in a bunch of remote sites. [47:07] They are monitored. They are controlled from our main treatment facility. [47:16] Benefits, of course, I don't think I need to spend a lot of time on this. [47:26] Cybersecurity making sure we have a secure system. I think we are making [47:33] significant progress in. You approved the contract earlier for Burns & McDonnell. [47:39] They are the design engineer. We want them to be the construction engineer and make [47:45] sure things are going the way we want them to go so this is where we currently are in the state of [47:56] master plan. Total budgeted through 2029. That's includes what is spent [48:05] today. We spend about 11.3. Some of these outlying sites are [48:15] some of the biggest projects because of the number of remote sites. [48:25] We want to do is Seoul -- sole source. We have done a lot of work in [48:39] the area. This is a big contract. We want to make sure we are [48:42] doing the right thng. We worked with both. Our cybersecurity and other [48:54] consultant that helps us with operational technology, we worked with them to get their [49:03] recommendations whether we should sole source. Their answer is a resounding [49:10] yes. Now, the reason having a single [49:19] integrator. It is important to have this consistency. [49:23] It makes it much easier. You want to troubleshoot that quickly. [49:30] Get stats in and out and get the system back up. It improves our cybersecurity [49:40] posture. It leads to lower long-term maintenance costs. [49:46] Which is important. It makes upgrades and support much easier. [49:51] Everything is consistent across the board. There are some disadvantages, of [49:58] course. You have to make sure you are not walking in with a vendor [50:05] that has a unique or prep pair tarry system. And then, of course, you have to [50:18] watch QA and QC and getting what you want to get. We have some experience with [50:26] this. The first project we did we used a different vender. [50:32] We had some issues that we had to go down and deal with. They have been doing all of [50:44] other work. Since we made a transition in 2023. [50:50] We did bid the Miller Water Treatment plant. We did go back. [51:02] We went back and negotiated the price. Of course, the engineers have [51:09] reviewed this price and feel it is a fair price. I wanted to spend a little time [51:16] on that. Lots of utilities make the same approach. [51:25] Provide services for a number of very well-known utilities. So any way, that is the request. [51:39] We are requesting a 10% contingency. [55:26] >> This is the one that will take an hour since we have lots of time. [55:33] This is an important item. This is a item through Plum Creek Water Reclamation [55:44] Authority. There is a reservoir pump station. [55:50] This supplies golf course in the region. Castle Rock provides some of the [55:59] reasonable supply. The reservoir and pump station are ready to be replaced. [56:07] They have been ready replaced, the authority manager has been after the board about five years [56:14] to get this done. There is a concern we need to get this done and maintain [56:22] regulatory compliance. We brought you an environmental agreement. [56:27] This is the follow-up to that agreement. That IGA outlined for a throne [56:34] between the partners to do this project. When I'm coming back to you is [56:40] what we have -- what we are recommending doing so you know what we are recommending doing. [56:49] Castle Rock water is 25% of this because we are one of four golf courses with Red Hawk. [56:57] The others are managed through other districts. We got bids meaning the [57:05] authority. Got bids for two options. One was to replace the liner in [57:10] the reservoir. Option two was to replace the reservoir liner and completely [57:17] replace the pump station as well. The authority did get approved [57:27] for a direct loan through the Colorado water resources and power development authority. [57:39] 3.5% for 30-year term. The members of the authority meaning the board believe that [57:44] option two is the most applicable to get this thing done and address this issue and [57:51] rehab this infrastructure. The members agree that using this loan, taking advantage of [57:57] this loan makes sense. So the members did vote to approve the loan and approve the [58:10] construction contract as well as the construction management contract with the designed [58:18] engineer. Which is why we are here tonight. [58:22] Castle Rock water as we entered this look at a bunch of different options for us. [58:29] We looked whether we should not take the loan. Whether we should take the loan [58:35] and self fund the remainder. Or whether we should take this loan and participate in [58:43] additional loans that PCWRA may seek for this project. We came to the conclusion what [58:50] works best for us is move forward with the direct loan 3.5 interest. [58:59] We can make sure the project moves forward and aren't waiting for additional funding in the [59:05] future. You can see the total cost of the loan over the 30-year [59:11] period. You can see how much Castle Rock water -- it is important to [59:18] remember that this is infrastructure that only serves the golf course here in -- the [59:31] way we structured it. Their charge will be on a per [59:44] gallon basis. We will -- they will finance that over 30 years for the loan. [59:51] Over 40 years for the portion that we are self funding for them or funding for them. [59:59] Which is consistent with what we did for the original reuse project for the golf course that [1:00:08] goes from the authority to the golf course. We did take it to commission to [1:00:16] Castle Rock water commission. They recommended approval. Also the PCWRA board is [1:00:21] recommending approval. And both staff are also -- I talked to Jeff today. [1:00:28] I think his team is supportive of this as well. I think that's it. [1:00:35] The project will be completed.
