So we submitted that you'll remember [18:26] earlier this year to see if there was money available. We did come back with [18:32] an offer 50% grant 50% zero interest loan on whatever end result looks like. [18:40] So uh we coordinated with your great consultant on projects for Sean. He put [18:46] together some options, testing discussion points for your [18:50] consideration. The next step if this project is going to move forward service [18:55] line is to let iPad know yes, we're interested in continuing and then move [19:02] forward figuring out what size project we want to move forward with and get [19:06] under [19:10] But so John's got more info and and details on that what that offer means, [19:16] but I'm here for questions and service. So yeah, my purpose here tonight is to talk [19:29] about the the SRF offer that you're receiving and uh and decide uh to what [19:35] degree you want to move forward with. And so I'll just kind of rewind a little [19:39] bit. So for fiscal year 2027 SRF, this is the last year of the land service [19:45] lines funded funds that they have with the byproducts of infrastructure. So [19:51] this is the last of five years in this you guys applied. We did asset [19:56] management plan and all that due April 1. The request that we had was $5 [20:01] million. That that was how we characterized the need for the town. And [20:05] the SRF came back and said, "Yes, we're gonna fund that whole $5 million need. [20:10] We're gonna find we're gonna fund $2.5 million worth of grants. Don't don't [20:16] have to pay." And then $2.5 million 0% loans. Now, [20:22] they also implicit in that said if you don't need $5 million, [20:29] $3 million, we can quote rightize it for your project. Of course, talking to the [20:35] engineer, we don't know what the scope of that project is for yet. So, that's [20:40] something that's one factor for us to think about is what to what degree we [20:44] want to keep the $5 million on the table. Do we want to parse it down and [20:48] say, you know, we want to take a little bit now, a little bit later. I know [20:53] you're in here. We met so far. We've met a couple times. Last Friday, I didn't [20:57] think I could make it up tonight, so I came last Friday with maybe a good [21:01] conversation. Um was saying [21:06] we're not sure. We're not sure what we need. My advice was if you're not sure [21:13] options open to you until you kind of get this bid out and then you know what [21:17] you're dealing with if you want to proceed. So if you choose [21:21] to proceed, you might want to proceed with you know all options because I [21:26] think you got to do this within 10 years. Is that the is that the [21:30] regulation? Yeah, it's part of the EPA model. So there's 10 years to identify [21:35] material service lines. This is the water service line to each person's home [21:41] and then if it's lead or galvanized material that needs to be replaced [21:46] within 10 years. So this funding package would cover identifying it, having your [21:52] contractor come or look at it, probably choose to have them identify it and then [21:57] do the replacements. Level two [22:00] » [clears throat] >> Okay. [22:05] » Yeah. And then I think you got to do 10% per year or something like that. [22:08] » Yeah. Starting in 2027, you EPA's rule is you're supposed to [22:13] replace 10% of the per year. The tricky thing is if you don't know how many you [22:18] have, you don't know how many that is going to be. But in the pupil that write [22:24] the laws mine 10% per year will be 100% completion at the end of [22:31] this option would be to do as much as we can now with this grant money and [22:35] hopefully it's all of it and it takes care of it. You don't have to do another [22:39] project in the subsequent [22:49] meter to the house. It's both sides of the meter. So it's from the water [22:56] » in town. Yeah. Everybody wasn't a part of the water. [23:02] So it covers both sides from water man and meter all the way to [23:12] » So when we did the uh water project did keep tabs on how many of you found that [23:19] were >> Yes. [23:21] » And was there only like three? >> Yes. [23:25] » Three out of how many homes? >> There were three lead lines. There were [23:30] significantly more gallons. >> So that's a little bit of a gray area [23:35] and now we kind of >> but they've been replaced. [23:38] » The ones on the private >> on our side. [23:41] » Yeah. So the ones on the private side are still there. [23:43] » Yes. >> I think there may only be one or two [23:45] lead lines that we know of in the private area. [23:50] So if that continues and keeps, you know, and that's reflective of the whole [23:55] town, it may not be a 5 million maybe significant less. Right now, what we're [24:02] looking at is we just don't know until you can look and see what those [24:07] lines are made of. There's no way to know. [24:13] » We recognize we don't have to mess with those. I mean, we know where they are. [24:18] So we're only looking at covering the area that we have not changed the line. [24:22] » So we would go we would do the private side ones. So in the project area we [24:28] know they're lead >> the three [24:31] » if the galvanized lines are classified as required. [24:37] Those would qualify for replacement under this project as well. Then it [24:41] would be everybody outside of the project. [24:46] So how how typically we've been doing these projects is when we some build up [24:51] front or we knock on front doors, we talk to people if we can see where the [24:55] service line comes into their home, we'll inspect it there. If not, we can [24:59] look at the pits. Sometimes that's not really representative of what's in the [25:03] ground. Um so then during the construction, the contractor come out [25:07] and pop [clears throat] all the service lines, but we don't know at that time. [25:12] And that's really the best way to tell that that material looks the same. [25:17] » If you remember, we did the questionnaire, [25:19] » but we hardly got any back in comparison to what we should have got back. [25:23] » And a lot of people miscatate because if it's a metal line, it's hard [25:28] to tell. If they say it's lead, it may [25:34] even tarnishes. you know, is unless you're a trained person who knows how to [25:41] test these pipes, it's hard to tell the difference in some of these, especially [25:44] if you're just looking in your crawl space. [25:49] » So, [snorts] what about that? [25:54] If it's not connected to your system, [26:05] if they have a service line, even if it's shut off or the home's abandoned, [26:11] but they're still connected to the water man, it needs to be included in the town [26:18] inventory. And these are the letters that get sent [26:22] out every year. Novemberish [26:27] letters have to go out. [26:34] Soon as those are replaced or verified, the letters have to stop [26:39] people. [26:45] So with that as kind of trying to scope in the project I think I think that's a [26:50] really important discussion to talk about that scope the question is what's [26:55] the impact financially and so and again we can always come back [27:00] to the scope project but if we start with the the most aggressive approach if [27:06] you did accept the $5 million offer and you have to pay that $2.5 million back [27:11] over 20 years at 0%. So what we did is we did a rate study [27:16] and we said where are you currently at? Where are you currently at today? We [27:20] would recommend a 17% rate increase. This is at 4,000 gallons. [27:26] So we recommend 17%. Last year you were a little bit negative but I would [27:32] essentially call you kind of break even last year require 10% coverage which [27:38] means I need I need my revenue requirements and then I need when we do [27:43] SRF we're going to have to do what's called par with SRF and that 10% goes to [27:48] 25%. So that's another factor that kind of [27:52] drives a little bit. But that 17% we would recommend right [27:57] now. And then for the loan itself for the 2.5 we recommend 10%. So and the [28:04] reason I want to break those up is because if you wanted to right size this [28:07] project just remember it's 10% for $5 million. [28:13] So if you wanted to only do 2.5 million then that 10% would be 5%. And so you [28:19] can proportion it like that. Pretty straightforward. [28:23] Does that make sense? [28:30] And again wanted to hold five million. If you wanted to dial something back, we [28:35] would dial back from from that 10% of proportion. So you think about for every [28:41] million you cut back there be a 2% drop on the re [28:47] » but your recommendation is 27%. total if you take the five million that is that [28:52] is the the biggest if you had $5 million now the [28:58] conversation about if you think it's a bit more [29:01] conservative [29:05] we want to >> but that's also why I was asking [29:10] what's [29:17] » this is the last [29:22] I met a couple weeks ago and they said, "Oh, legis." [29:29] And I said, "So, you have funding?" He said, "No, we do not have funding for it [29:32] yet." It'll either be funds that they will allocate and send to us. So, [29:36] they'll tell us take our current funds, div them up, and allocate a certain [29:40] portion to lead service. But as it stands today, we have no led service [29:47] line. So I just want to make sure you aware of [29:52] that too. and write that message. No, [29:57] » I think the the offer letter or email that came from IFA kind of the next step [30:02] is just if we're going to move forward, let the IFA know and then release it [30:07] together and put together what scope or size project the town's comfortable [30:11] proceeding with and we get started on design and then the next thing the SRS [30:16] needs to see is the project goes to bid, we get bids in and we a little bit. So, [30:23] it's kind of right now we're just in the do we want to proceed given this 15% [30:30] grant that there's offered um or you know are we going to try to do this at [30:37] some other level which as of right now I'm not really aware of the grant out [30:43] there [30:48] » when do they want the response by >> they didn't tell me when they didn't [30:51] respond I didn't think I'd seen >> butine [30:57] if we decide to to proceed closing would be in what they call their fourth fiscal [31:02] quarter which would be January, February, March 3rd. So it be April, May [31:07] or June somewhere this next April, May closing time. [31:11] » So we have to have bids in hand before that [31:15] meaning this winter we need this fall winter we need to be designing and [31:20] bidding the project. those enhance by what March. [31:23] » Yeah. >> Yeah. And right now what SRF is [31:26] requesting is if a community wants to move forward, please let us know. We'll [31:30] allocate those funds for them. We'll put it aside. We'll give a closing date in [31:35] that fourth quarter. If they don't want to move forward, that's okay, too. Just [31:39] let us know so we can reallocate those funds to another. [31:49] I think I think hedge your number a little bit [31:54] higher and then when your bids come in you can battle it back. Again, if you [31:57] don't want to proceed with five minutes, that's okay. If you want to proceed with [32:00] a one minute, I mean, you can do that's well within your your preview as well. [32:04] You can select whatever number that's what Rachel's here with us to kind of [32:09] say what do we think this scope is like based on your prior work. [32:15] » And your understanding is they would keep that 50%. Yes, it will always they [32:20] call it right size. So if you decide to go to million [32:26] billion% >> they'll always keep that proportion. [32:31] » I know you're new with dealing with this. Okay. So I just want to I mean I [32:35] know we got to get this thing moving at some point in time but you know one of [32:39] the biggest problems we have uh and our residents have is we went 30 years [32:44] without a rate increase in this town. So, now that we've fixed some sewer [32:49] problems and had to go out and borrow $30 million, um, now that we've done [32:53] other things that we've needed to get done with these line replacements, etc. [32:59] You know, our water, they call it the water bill. It's a utility. It is not [33:03] the cheapest round. It's not the highest either, but it's not the cheapest, but [33:06] now you're tell% increase. I would have a catastrophic [33:13] event happen in this town with a 27% increase. So [33:19] » we still have to do this. >> That Yeah, that's the other part. We [33:22] still got to get it done within the next 10 years. [33:25] » And uh so I hate to give away free money. So I think if there's no time [33:30] thing you could give us all >> at least till next month where we can [33:35] run through some numbers all kind of you know grab each other and talk. But right now, you [34:27] know, one of the biggest things are happening with all the tax law changes, [34:30] um, is we're looking at a huge cut in our annual income, which we only get [34:35] 700,000 a year now, but it looks like we're going to right now the proposals [34:39] that are out there, we're going to be shorted about $70,000. [34:42] So, now to add another payment to a budget that we already have streped. It [34:46] took us six meetings last time to get it to to balance. Um, and talking about [34:51] adding another payment, we just have to look at some things. [34:53] » Sure. Sure. Just remember SEA1 those tax changes that are that are coming those [34:59] tax changes don't impact your utilities. Utilities are referred to as enterprise [35:03] funds. So they kind of stand alone in their [35:08] so yeah there's a there's a lot of changes coming [35:13] and and that we get we get involved with those. We we do a lot of tip analysis a [35:18] lot organizations. So yeah we see a lot of those coming down. One of the things [35:22] I try to let council know is thus far they haven't really hit the utilities. [35:29] » Well, one of our biggest problems or not problems but things we've had to deal [35:33] with here as recent is we've had to do a lot of work. We just had to put in a new [35:36] well. Um so, you know, you're talking about looking at our water and I know [35:41] everything's supposed to be self-sufficient there, but um it's been [35:44] tight right now just because we've had to spend a lot of money that we just [35:47] didn't plan on. >> Yeah. Uh so anything that we we were [35:50] ahead on is as David can contest um well now we don't have any funds sitting over [35:57] there because we had to use them but we can't not have a well either. So um and [36:02] you know it ain't like we got 13 wells. So we start getting one of them's not [36:06] working it's it's a priority for us. We were lucky enough to come up with some [36:11] imagination on not having to build a new building and everything else to get it [36:16] done, but it still cost us money that we were not anticipating. We also [39:04] have 142 steel lines which we need to confirm if those are galvanized prime [39:11] replacement or not. And then roughly 300 to 400 that just [39:24] I have a total of 317 unknown on the town side. We do have [39:31] a good chunk that we know are not lead. So I have almost 400 that we know are [39:34] not. So that's good. [39:39] » Total total is what 350 properties. [39:45] I think I estimated that. >> But that was in the last project, right? Uh but then it would be bond we bring bond council on the board then we [40:57] would bond council of course when chor is involved right we do that because we [41:01] got a lot of this legally we got so we have a bond ordinance implement [41:07] authorize us for longterm financing also authorize us for shortterm financing [41:15] one things Rachel alluded to is you know to get ready to go to bid before closing [41:20] they need funds to pay for that ing work up front and and that'll be covered in a [41:26] long-term closing, but usually we would call a lot of anticipation early on to [41:31] get that engineering work going so they go out the bid and they get those bid [41:35] facts and see what that scope works. So we have a bond council, we have an [41:41] ordinance, we have a discussion about a bond anticipation note. [41:46] All those things tend to take a little bit of time and you know kind of what [41:52] you know I'm sure you want to get started if you [clears throat] authorize [41:55] this project. So just some of those things are in front of us to think about [42:00] not meant to rush it just meant to to kind of paint a picture for you.
