[2:54] I'm reading this, this new moratorum
begins July 29th. So, I was just curious

there is a gap.

[3:23] the continuation of the moratorum. I've
been in support of the moratorum since
[3:27] you first put it in place January 2025.
Um, in fact, I had suggested and called
[3:34] for a moratorum before it ever became a
resolution of the board. Um, I just want
[3:39] to be clear, um, for folks that hear me
say that and get a little nervous. Um,
[3:43] I'm not in support of it because I'm
against solar projects in the town. Um,
[3:49] I'm not for it because I don't want to
recognize property owners rights. Um
[3:54] these things all need to be balanced. Uh
and I do believe that there's been good
[4:00] work that's been going on uh through the
zoning the comprehensive paneling
[4:05] committee that's now the zoning update
committee um in regards to this trying
[4:10] to balance all of the competing
interests right um of uh diversifying
[4:16] energy sources but also looking at our
land use uh not just what it looks like
[4:21] aesthetically um but what it means to
the ability of the the land to be used
[4:26] um for farming um in the future. So um
my concern is is that it's been going on
[4:32] for so long that there are people that I
talk to or talk to me who believe that
[4:37] the repeated requests for continuations
here mean that the town is trying to ban
[4:45] solar farm. And I can tell from your
minutes uh from your April meeting that
[4:51] » that's there that couldn't be further
from the truth. um you're just working
[4:54] on trying to get the regulations in
place. So I just would caution that this
[5:01] is once again one of those areas where
when there's not a lot of public facing
[5:06] information, there's not updates on it
at the board meeting that people kind of
[5:10] lose the plot. The other thing that
people have lost the plot on is that
[5:15] there were already two projects approved
when this moratorium went into place
[5:19] January of 2025.
um we don't see them yet because they're
[5:23] in the middle of I believe you know
permitting processes through the state
[5:28] environmental reviews um that they have
to go through but they were approved
[5:32] there were some handful of applications
that were pending that got put on hold
[5:37] because of this moratorum and I am
concerned that you know we're now going
[5:41] towards a moratorum for two years you
know what happens to the interest of
[5:46] those people who had those applications
that were pending in front of the
[5:49] planning board Um, so I do think we need
to wrap this up. Um, and I do think that
[5:54] it would be helpful to have more
information available to the public.

seems to give the town the right to

correctly. And then lastly, there's a
[7:59] reference in the agreement to exhibit C
with TOSS for services, but I could not
[8:05] find exhibit C on in the attachment from

department report for May 2026. During
[25:11] the month of May, the code enforcement
department managed 45 building permits,
[25:15] collected $6,15452
in building permit fees, collected $700
[25:22] in planning and zoning board fees,
collected $2,000 in park and wreck fees,
[25:27] completed 127 construction inspections,
fulfilled 25 fire safety inspections,
[25:33] responded to 25 code enforcement
violations. A total of 10 certificates
[25:38] of occupancy were issued along with 19
certificates of compliance. Respectfully

grounds. John,
[25:50] » during the month of May, we did daily
cleaning of all town playgrounds,
[25:54] pavilions, park bathrooms, and removed
all garbage from the town parks. We
[26:00] completed monthly inspections of all
fire extinguishers and AED machines
[26:05] throughout the town hall and the
community center. We also inspected all
[26:08] playground equipment. The department is
continuing to do weekly cleaning and
[26:14] maintenance of all parks equipment.
We have been grooming the Milton Mile
[26:21] and weekly mowing and weed trimming of
all outside properties including the
[26:27] town cemeteries. We trimmed all the
shrubs, brush, bushes at the veterans
[26:33] park, town hall, and community center. I
planted flowers at town hall, Tribal
[26:39] Park, Boyce Park, and the Veterans
Memorial Park. We also pulled the tulips
[26:44] from around the town clock and planted
flowers. We continued to do all the
[26:49] setups and takedowns at the community
center.

public on the town's website, economic

Economic development activities during
[27:13] this month remain focused on advancing
business attraction, retention, and

brokers, and site selection

[27:30] town. Follow-up visits and outreach were
conducted with existing businesses to
[27:35] discuss operational needs, expansion
plans, and updates on business
[27:40] performances.
In addition, research continued into new
[27:43] business prospects whose market
requirements and growth strategies align
[27:47] with our objectives.
At our Miltown Center, I met with the
[27:53] principal developers to review the
status of aggressive progression of
[27:57] their development and discuss the
prospective commercial tenants that have
[28:01] expressed interest in locating within
the project.
[28:05] While negotiations with specific
businesses remain ongoing, the level of
[28:10] interest generated continues to be
encouraging. I will continue monitoring
[28:14] tenant recruitment efforts as these
opportunities advance toward potential
[28:18] completion.
A restaurant prospect. I've been
[28:23] actively pursuing this restaurant
prospect for quite some time and met
[28:26] again with their broker who recognizes
the area's strong potential. While the
[28:32] prospect continues to rely upon a
demographic model that currently places
[28:36] Milton below its target thresholds,
efforts are now focused on arranging an
[28:42] on-site visit by the company site
selection team as a firsthand evaluation
[28:46] of the area's potential.
McDonald's. I met with the store manager
[28:52] to review current operating performance
and was informed that the restaurant
[28:56] continues to meet and exceed corporate
sales expectations.
[29:01] Management expressed strong satisfaction
with the level of community support and
[29:06] customer traffic since opening. This
traffic I'm sorry this success reflects
[29:12] the continued positive growth and strong
market demand being experienced by
[29:16] businesses located within the town
center and they are this is a great
[29:21] model for future businesses
[29:25] uh new businesses in town
uh and around sharpening and Mario's
[29:31] Pizza
I met with the owners of these
[29:34] businesses to welcome them to the Milton
community and make arrangements ments
[29:38] for ribbon cutting to promote their
business.
[29:41] Aderondic sharpening located in the
pizza time strip mall on Geyser Road
[29:46] offers the sharpening services of
knives, scissors, and other cutting
[29:50] utensils as well as specialty scissors
and knives for sale. Mario's Pizza has
[29:56] taken the place of Cringo's Pizza in the
Hanniper strip mall and offers a wide
[30:01] menu of Italian dishes and sandwiches in
addition to the pizza.
[30:06] We encourage our residents to support
these businesses and make them
[30:09] successful.
Business View magazine Supervisor
[30:14] Australander and I and were interviewed
a second time for a follow-up article in
[30:19] Business View magazine which recently
acknowledged Milton as one of the best
[30:24] managed towns in the New York State. The
purpose of the interview was to give a
[30:28] current progress report following last
year's interview. Additional photos of
[30:33] current projects were forwarded to the
magazine and we are looking forward to
[30:37] the release story

one of the important things we did this

preparations for and attended the
[32:15] Saratoga County deceased veterans
program where town of Milton resident
[32:18] Charles Wet's service was recognized. A
touching ceremony on June 16th at the
[32:22] county complex on McMaster Street, which
was well attended by his wife, family,
[32:26] friends, friends and friends of the
family, including the supervisor and I
[32:32] was um, uh, who else was there? I came
oh Shannon who just left and several
[32:37] other people from the town came and
everyone raved about the ceremony. It
[32:42] was a beautiful ceremony. Um Lisa's
family was there. Charlie's family was
[32:46] there.

there. So um it was a great ceremony and
[32:52] part of the thing is every 18 months our
town does this. So it was our town time
[32:58] this and it's this June and as a result
the county has their thing and we also
[33:03] do our thing. So at this point um I
don't I don't know if Lisa wants to come
[33:08] up here or she can listen as I speak
about her
[33:12] » and his accomplishments. Is that you

[33:19] um, Supervisor Oster signed a
proclamation with the approval of the
[33:23] board, um, describing Charlie's service
to his his family, his community, and
[33:31] his nation. So, proclamation says,
"Whereas, the town of Milton is
[33:35] profoundly appreciative and proud of our
nation's veterans whose service,
[33:39] courage, and sacrifice have made it
possible for all citizens to enjoy the
[33:43] freedoms and opportunities that define
the United States of America." And
[33:47] whereas Charles Francis Wanetsz was born
on December 16th, 1952 in Rockville
[33:51] Center, New York, the beloved son of
Frank Wetsz and Alice Logan and
[33:55] cherished brother of Teresa Allison
Karin Nicole and Galen Wanets. And
[34:00] whereas following his graduation from
Skoon Lake High School, Charles enlisted
[34:04] in the United States Air Force on
September 14th, 1971, ultimately
[34:08] attaining the rank of Staff Sergeant.
And whereas during the Vietnam War,
[34:13] Staff Sergeant Wanet served our nation
with distinction while stationed in
[34:16] Thailand as a weapons mechanic,
skillfully maintained combat aircraft
[34:20] and directly supporting critical wartime
missions. And whereas in recognition of
[34:24] his honorable and faithful service,
Staff Sergeant Wanis was awarded
[34:27] numerous medals and citations, including
the National Defense Service Medal
[34:31] presented for honorable active federal
service and the Air Force Good Conduct
[34:34] Medal ordered for exemplary behavior,
efficiency, and fidelity over three
[34:38] consecutive years of military service.
And whereas Charles Francis Wanis was
[34:43] honorably discharged from the 81st
Munitions Maintenance Squadron at
[34:46] Magguire Air Force Base, New Jersey on
July 6th, 1975, having devoted three
[34:50] years, nine months, and 23 days to
active service and steadfast defense of
[34:54] his country. And whereas in his civilian
career, Charles continued to serve the
[34:58] United States through his work as a
quality control specialist at the
[35:00] Waterview Ble Arsenal. We where his
ingenuity, leadership, and dedication to
[35:05] soldier safety resulted in the
development and patenting on October
[35:09] 25th of 1994 of the Boore obstruction
detection indicator, a device designed
[35:14] to prevent casualties by identifying
dangerous obstruction from the barrels
[35:17] of armored vehicles. And whereas for his
groundbreaking contribution to military
[35:22] safety and for his exemplary civilian
service, Charles was awarded the Army
[35:25] Commander Civilian Service Medal, a high
honor recognizing outstanding
[35:29] achievement and dedication. And whereas
on April 22nd, 1989, Charles married
[35:34] Lisa Barasi, the town of Malta, after
which they made their home in the town
[35:38] of McMillan at 314 Jasky Drive, where
the lovingly raised their daughter
[35:42] Lindsay. And whereas after many years of
dedicated service at the border of lead
[35:46] arsenal, Charles retired to enjoy a rich
and fulfilling private life, taking
[35:49] great joy in spending time with his
family, fishing, watching football, and
[35:53] pursuing his passion as an avid NASCAR
fan. And whereas Charles Francis Wants,
[35:58] a devoted husband, father, veteran,
patriot, and valued member of the
[36:02] community, passed away peacefully at his
home on Sunday, July 2nd, 2023 at the
[36:06] age of 70, leaving behind a legacy of
service, integrity, and love. Now
[36:11] therefore, it proclaimed that the town
of Board of Milton hereby formally
[36:15] recognized and honors Charles Francis
Witz for his extraordinary service to
[36:18] the United States of America and for his
exemplary life he led both in uniform
[36:22] and as a civilian and be it further
proclaimed that this proclamation be
[36:26] entered in the official record of the
town of Milton presented to the family
[36:29] of Charles Francis Warren with the
deepest gratitude of a grateful
[36:32] community. Now, at the ceremony of the
county, um, we had the same proclamation
[36:37] made up in a very pretty plaque, and
Scott wanted to give that to me at at
[36:41] the, uh, ceremony. Um, which Scott did a
great job as far as his, his, uh, his
[36:46] remarks. So, Lisa, if you could come up
real quick. We have a clformation signed
[36:51] by Scott, supervisor,
and basically, we also have this
[36:58] document here.
what basically basically describes um
[37:03] Charlie's service in his ps and u we
actually have one just like it hanging
[37:08] outside by the clerk's office.

[37:11] there outside the park's office people
can see it and after that it goes
[37:14] downstairs by my office which is down
downstairs the old building department
[37:18] area where all the recognition
[37:36] and um thanks very much.
[37:49] You guys don't get all this fun stuff.

[37:52] stuff. Doesn't have fun stuff,
>> you know. They get complaints and stuff.
[37:56] They don't get that. I don't get I get
this really cool stuff to do. Um, and
[38:00] the only cool thing I get to do was
actually talk about my liberty tree. I
[38:03] can't call my liberty tree. It's going
to be the town's liberty tree. Now,
[38:06] historically, a liberty tree was
actually first recognized in 1775 in
[38:11] Boston where colonists would assemble in
state or grievances. Okay. Eventually,
[38:18] many communities across the across the
colonies created liberty treats. So,
[38:23] given this is the 2026 1776 when
basically the war start really starts,
[38:28] we are had the idea of actually putting
one out here at the newly configured
[38:32] park. perfect opportunity as you're
placing things. And it's going to be
[38:37] have be designated a separate space, not
with the other tree necessarily. I don't
[38:40] know. That's up to Jason to try to
figure that out. But um we'd love to
[38:44] like put a nice little bronze plaque out
there indicating that the purpose of the
[38:48] tree and it's the date of dedication,
things like that. And at some point um
[38:54] so that's that. Okay. And my as far as
my other partial report, they don't
[38:58] compare to anything I just said, but
I'll just read real quickly. Um,
[39:03] on June 18th, I attended a meeting of
the 2027 Battle of Saratoga Committee to
[39:06] discuss the layout and creating a
reenactment. In October of 2027, we
[39:10] discussed the necessary infrastructure,
transportation issues, and the layout of
[39:14] the battlefields taking the two battles
of Saratoga, which are next year, next
[39:17] October is the 250th anniversary,
biggest event that's going to be in
[39:20] northeastern northeastern United States.
Basically, as far as revolutionary war,
[39:24] be honest with you. On June 25th, I will
attend, that's tomorrow, I will attend a
[39:27] meeting of the Saratoga 250 commission
for Saratoga County to discuss upcoming
[39:30] plans for events celebrating 250th for
2026.
[39:34] Um, I created a trifold which will be
used at the fair because all these
[39:39] historians of the towns of this county
are expected by the the county
[39:44] historians to create one of these to
represent their town, the county at the
[39:47] fair. So, it'll be it'll be in the
historians big tent and they'll be all
[39:50] there. So, you can go through look at
ours if you want to look at the other
[39:54] ones. I think ours is the best to be
honest with you. Um,
[39:58] also I started reinstalling some of the
250th banners. I have to fix some of the
[40:02] brackets which we discussed previously,
but if I found a better method, but I
[40:06] haven't found one yet, but some putting
the 250th banners back up around the
[40:09] town. I've also made an effort to wash
the signs I put up for the the veterans.
[40:16] All these signs, which I don't know if
you guys see them, these right here,
[40:19] burn up in cemeteries along the roadway
and they get a lot of road salt and road
[40:25] whatever rhyme on it. So I have to go
through and wash them off. And let's
[40:30] see. Um then that's it. Upcoming events
July 8th. Oh, July 8th. That's next
[40:35] upcoming event. McMaster Street. I
mentioned it last month. McMaster
[40:38] Street. It's the nationwide reading of
the Declaration of Independence. every
[40:42] community in the country is gonna be
reading it at the same time on July 8th.
[40:48] I think in Hawaii it's like 2 am. So
we're at 6 pm which is kind of nice. And
[40:54] so it'll be on McMaster Street in front
of the county complex. We'll be fighting
[40:57] the county up a couple times. So if you

committee updates. Um, if anyone in the
[45:18] public, I had to look around a little
myself if you're looking for them. Um,
[45:23] there's a top banner on the Milton
website under committees. Uh, then go
[45:27] over to the right and you'll see the
zoning um committee and there's maybe
[45:31] not minutes but some notes um that are
there of at least the last four meetings
[45:36] since February, February, March, April,
and June. Um, and thank you to either
[45:42] um, councelman Kerr or Sophia. I'm not
sure who's responsible for um, compiling
[45:47] those. Uh, a few of us did go to at
least part of the meeting that happened
[45:52] in June and were a little bit concerned
that there were only three people in
[45:58] addition to Sophia, the town's planner.
And we do notice that the notes do not
[46:03] indicate attendance and who is there. Um
we know from the conclusion of the
[46:10] comprehensive plan uh process that the
zoning code updates are critical and
[46:15] also were described as something that
needed to be taken care of timely. Um so
[46:21] just a little bit concerned about what's
exactly going on, who's there. It's
[46:25] really important that there be good
representation at that um meeting. Uh it
[46:30] would help if some of the documents that
are being discussed would be available
[46:33] also at that last meeting. There seem to
be very critical document, a crosswalk I
[46:38] believe between the comprehensive plan
updates and the zoning code and it would
[46:43] be great if people could be following
along with what the um work is that's
[46:48] happening there. Um second question um
is I hope that we do hear tonight as to
[46:56] whether there's been any movement in
regards to the airport committee. Um,
[47:00] not to be dramatic, but there have been
two fatalities at the airport since
[47:06] Halloween, um, that involve planes
falling out of the sky near residential
[47:10] neighborhoods. And, uh, we realize that
it's county property. We realize that
[47:16] there's federal regulations regarding
airports, but it is in our community.
[47:21] And I think it would be good for some
representatives of our community to hear
[47:25] what's going on in regards to safety
planning for the things that we do have
[47:29] control of. Um I understand from the
county level at the airport committee uh
[47:34] that there's uh you know one homeland
security has done uh some review of
[47:40] what's going on there not related to the
accidents I don't believe but be good
[47:44] again for people to be aware of that
here in Milton. Uh there's also some
[47:49] studies undergo the canopies of the
trees um because of some concern about
[47:55] safety. I'm not sure if that's
visibility or what that is, but um
[47:58] definitely being looked at um in terms
of the need to actually ask for some e
[48:03] easements from property owners to be
able to trim that. That's something we
[48:07] do have control over. Um it would be
very helpful again to have that
[48:11] committee meeting, participating, being
informed. Um, again, it's just a good
[48:16] process um to have that happen. And then
the last is just a comment and I'm
[48:21] sorry, but I have to say it because
every time I drive by, it makes me
[48:24] crazy. I don't know what our um
flag um, you know, requirements are in
[48:30] the town. Um, we all know McDonald's is
there. Those flag banners are like
[48:35] leaning over the sidewalk. I've watched
people have to lift them up to walk
[48:39] underneath them. They just look sloppy
and messy. Um they they're definitely
[48:44] they're a hindrance to people trying to
use the sidewalk. I think when you're
[48:48] approaching heading north, it even makes
it a little bit hard to see where the
[48:52] turn is for the you know the Canerford
Drive. And again, I don't know if the
[48:56] plan is for those to be there forever.
We all know McDonald's is there. Um if
[49:01] if the zoning allows them to stay
forever, could we at least have them
[49:04] like reposition them, get them back up
there or if they It just looks kind of
