[0:03] Comments whether you can still turn a barrier August 10, 20, 26, 7, 31 p.m., I'd like to acknowledge the [0:12] turn a barrier which is situated on the unseen government, social government, a B.S.B.B.B.B. [0:17] with a new organization, who will give honor and pay respect to the B.S.B.B.B.B.B.B.B.B.B.B. [0:23] I'll look for a motion to about the agenda as circulated. [0:27] Second, hall and favor. [0:30] Close that motion is carried. [0:33] I'm not going to say that. [0:37] Nothing to worry. [0:38] I've tried to see them. [0:40] Three albums on the consent agenda. [0:42] I look for a motion to about the consent agenda agenda agenda agenda. [0:46] Gemma and I said I would like something. [0:47] Only agenda moves later in the meeting. [0:49] I'm moving. [0:50] I'm moving. [0:51] I'm moving. [0:52] I'll move further discussion. [0:53] I'll call a question. [0:54] Hall and favor. [0:55] Close that motion is carried. [0:57] Our next goal to Chairperson Council Grace, who are in charge of the committee of the [1:02] Board. [1:04] Thank you. [1:06] Thank you. [1:06] Thank you, Bishop. [1:07] I began with a delegation from the Oliver and District Heritage Society Museum in [1:11] Archives with a 2027 budget presentation. [1:14] A couple of highlights. [1:16] This year was focused on a online collection database to improve online [1:21] searchability. They also noted 1800 volunteer hours which equated to a value of $45,000. [1:28] I was excited to hear the SOS mural project is almost complete when looking forward to seeing [1:33] that when it's done. We then had a discussion of the worth-creak fed mitigation preliminary [1:40] design update. There was quite a bit of discussion around that. [1:46] And the committee passed that, we received the information, [1:54] we received a report information. [1:57] We then had a report of the quarter two financial update [2:00] from the Chief Financial Officer. [2:03] We discussed the World of Conservation and the state jurisdiction by a law [2:07] and that was sent back to staff for more information. [2:10] We then discussed the information systems, [2:13] communications tools appropriate use policy, which was also sent back to staff [2:17] more information. We discussed the use counselors policy. I didn't write down the [2:23] motion, but I believe that we directed staff to create a terms of reference for a [2:30] youth committee. Thank you. We then recessed the meeting and we'll return at [2:40] And of this meeting to discuss the filming policy feedback, and that was the end of our report. [2:46] Thank you, Councillor Grace. [2:48] To add a matter, as our first item is the WCF irrigation rehabilitation temporary bowing byla, 1437. [2:55] It is here for adoption, and the motion is at the WCF irrigation rehabilitation temporary bowing byla, 1437, be adopted. [3:05] moved, moved and second, no further discussion. We'll call the question all in favour, [3:14] the post, that motion is carried. We're going to add them two stones to where the [3:19] restrictions update, I'll pass it over to our CAO, since our director of operations is not [3:24] here to see me. Thank you through the water. [3:28] The last council meeting we had, the director of operations and the first council meeting, [3:34] I was involved with the director of operation in the motion that a special kind of meeting to move to a stage three water restriction. [3:41] Since that point in time, we haven't seen Grete of take. If I'm going to be perfectly honest, we haven't seen a Grete of amount of obtained from what we've asked for in the round the town. [3:51] But the province is also going to step up and actually let all of the all of the municipalities on a region and ask those to specifically look at what we're doing as a municipality. [4:01] as a town to make sure that we are appropriately looking at water conservation. Because of that, [4:07] we want to stay at our stage 3 and it is also proposed to look at 10% voluntary reduction in [4:13] actually cultural water. Again, we need to emphasize that this point in time is a voluntary [4:21] 10% reduction of use because we truly feel that from a staff's perspective we want to be [4:28] critical back to the province and demonstrate and show exactly what we're doing and all that [4:32] are trying to implement the right procedures and the right processes in place before [4:36] having to gain non-voluntary compliance through the measures and means that we have in our [4:41] bylaws. That was a recommendation brought forward by the director of operations who is unfortunately [4:45] not here tonight, but I think that we would agree that certainly from a last point of view that [4:50] this is a reasonable step to take under the current conditions. Thank you. Thank you. [4:56] comes from a shell. I was going to ask how would we implement that, but I would suggest that maybe [5:04] one way to do it since its voluntary is maybe to down draft the letter and maybe hand [5:09] delivered to the farmers, but wouldn't take very long or get the information out there that [5:13] we're looking for a 10% reduction. It's voluntary. So without letting them know, nobody really knows [5:19] out there that we're asking for that. I think we have to have some kind of a way to approach that. [5:25] So we, as a counter, are being proactive with that. [5:29] So I would suggest that that is what we should be doing. [5:33] See you. [5:34] Through your motion. [5:35] Yeah, because we've seen such a, and I will be honest, [5:39] maybe you're just flying towards here. [5:40] Because we've seen such a proved uptake in our stage three, [5:44] we will need to look at some form of communication, [5:48] to go back there to the public and order for them to understand [5:51] the stage 3 implications in what is not in taking place. And then also looking at this [5:57] 10 percent voluntary compliance as well. So there will be a new communications opportunity [6:01] for us to go to the public and we would address that at that point as well. So either a letter [6:06] or the communications either way needs to be put out there in a better fashion because we're [6:10] not seeing the uptake that we need from the stage 3 and if we're looking to try and get 10 percent [6:15] any sort of compliance we will need to do bear communications or the public on us. [6:22] Even if the fall-off, even if we don't tend to ever even signs out there, similar to our stage 3 signs, [6:30] requesting that farmers try to reduce by 10% because it would be a good thing to do. [6:37] Councillor Grace and then Councillor Doro. [6:41] Councillor Doro? [6:41] Thank you. I support the comments that my fellow counselor made, but I also want to make a comment that during this time, there's also a natural reduction in water use, a lot of the harvesting of the soft food has completed and farmers do reduce it. [6:59] letters, I believe have gone out to the vineyards. They're on a reduction of water to get [7:05] because the color is breaking on the grapes and to get their sugars of bricks they do reduce [7:13] water and so on. I'd let her out would just help better water management for the vineyards [7:19] but because of how the season is progressing the water has naturally, there's a reduction of [7:26] and forms in the lyrics naturally. [7:32] Thank you, Worship. I was glad to hear that there's already a communication plan being discussed. I think what would also be helpful is to let residents know about the clear path back to stage two or stage one would be. [7:48] Just so that they kind of know what measurable conditions that we're looking for before we can reduce the conditions. [7:54] But other than that, I'm in favor of maintaining stage three for now, especially considering [8:00] the uncertainty around the river flows and the provinces request for conservation. [8:04] Thank you. [8:07] Councilor Rintina. [8:08] Thank you, Worship. [8:09] Given the fact that we really haven't seen any reduction in our stage three restriction time, [8:16] is there, do we have a plan or of how to kind of encourage compliance? [8:21] As I've been talked about at all, we're just communicating more, [8:24] loading enforcement, like I've seen properties around town, watering in the middle of the day with those big old [8:30] fashion, like, you know, water things that no one should use even at night, or are we driving around and asking them to stop or do we have a plan or are we just keeping on and helping people listen? [8:42] Thank you for your worship. [8:44] I think it is a great point. [8:46] I think the advancement of everybody lives as well. [8:49] In order to try and get their compliance to find and actually by local compliance [8:53] is a huge step forward in that. [8:56] I think the opportunity for staff to bring these things forward. [8:59] So that we actually have the tools and the means and the staff and the availability [9:02] to go into this is very important. [9:05] It is important that we are doing education just now in trying to get involved [9:08] compliance, if we can't, and we rely heavily upon our bi-law officers and supervisors and [9:14] those staff to go out and start looking at what our compliance we can try and look at. [9:19] So, the new bi-laws are preparing and the findings are applicable to looking at the stage [9:23] in a water and what we're actually doing moving forward is a large part of those tools and mechanisms. [9:30] And I think that, I guess, concern and feed is throughout the last three or four weeks, we've [9:35] the province going to shift in the water availability that we're being given. [9:40] That's a close for concern for staff, certainly. [9:43] It's certainly looking at our wells, that's a close for concern for our staff. [9:48] So staff are making sure that they're going to shine and get this fall into compliance. [9:52] And if we're seeing people that we can educate, then I think that's a vital part to this. [9:56] The biggest part of this is going to be next year because if we're looking at dryer conditions moving into next year, [10:01] we're all there, they look in the lower water levels. [10:02] So that will be a larger concern moving forward. [10:05] So that's why we want to put these tools and potential penalties and mechanisms in place. [10:10] So that we don't see this compliance by next year. [10:13] We can do an awful lot more enforcement and it will be a lot more kind of prevalent [10:18] to the community that we will be going to have to do these type of compliances. [10:23] If I may suggest, I think we have pretty good buy-in with the voyant alert. [10:29] And if we could kind of continually push out on there, those always feel serious when they pop [10:35] on your phone like a mandate. [10:39] It certainly did when it came out three weeks ago, but reminding people regularly, we're still [10:43] under water three restrictions, we're still in a stage for drought. [10:46] Here's what you're supposed to be doing. [10:48] Thank you. [10:50] Councillor Michelle? [10:51] Just to have it go to the, uh, even the report says that it will come up, so I'm obviously [10:57] our wells are tied more like I've always said to the river levels. You know, I mean, [11:01] we're in, we're, we're, we're, we're, we're constantly going to be able to point it out that we're [11:06] not really getting a reduction, yet our wells are coming out. So, you know, the complex issue, [11:12] as far as all of us concerned, Christians have always said that we're more of a land on the [11:17] level, but we're just doing a number of squatters going down that river for fisheries, and that's [11:21] really but controls our wells and feel good to where stage 3 but in reality our wells [11:28] come up whenever it comes up for fisheries so yeah I like that. [11:38] That's a new kind of international cancer drug staff to keep stage 3 overstructions for [11:42] the missed a border in place and the cancer drug staff to implement a state-of-home restriction [11:47] 10% round their reduction of agricultural water. [11:51] It's a moved second. [11:54] If we were to discussion, councilmember. [11:57] Sorry, councilmember. [11:59] You say you're the boatboarding. [12:00] That's good. [12:02] What kind of question are we in favour? [12:05] You want me to get the word one. [12:10] All right. [12:11] The between the first time in the last part of the C.O.F. [12:13] I see he joins online here. [12:17] Thank you very much. [12:20] So this report presents Council with the draft purchasing and sales policy for a fair review [12:26] in adoption. [12:28] So this policy, the draft policy, after incorporation from council divisions, was approved [12:33] by the committee of the whole July 20, 2026. [12:38] So the recommendation is for council to include the purchasing and sales policy as presented. [12:45] Great to take any questions. [12:48] We'll be seeing this a couple of times already, but Councilor Grace. [12:52] Thank you. [12:52] We're sure there isn't out the July 20th meeting. [12:55] There is just something that I noted there that there is it. [13:00] It's one of their conflicting approval rules within the new policy. [13:04] Selection 10 point for us as a manager can approve to 25,000. [13:08] The senior manager to 75,000 and the CAO to 100,000, but section 11.1. [13:13] those purchases from $30,000 to $100,000 require CACFO, a Prover prior to award, and then select section 11.2.3, so the senior manager has the authority to $25,000 and the CACFO from $75,000 to $100,000. [13:30] So it seems like those maybe need to be reconciled unless I'm reading something incorrectly. [13:48] I can give [13:58] you the sections again, if you like. [14:19] Can I suggest any repeat those sections that I've got all saved in front of you now? [14:23] Yes, so 10.4. [14:26] So the manager can approve to 25,000 senior manager to 75 and 30,000 CAO to 100,000 section 11.1. [14:33] This purchase is from 30,000 to 100,000 requires CAO CFO approval prior to award. [14:41] And then 11.2.3. So the senior manager has authority to 75,000 in the CAO from 75,000 to 100,000. [14:49] and [14:53] we're in there just because of this section section 11 likes to RFE's and so we [15:00] We change the amendment. If it's an RFP, as opposed to a regular purchase, this is rewarding an RFP. [15:09] That was the only reason, but we can't make them the same, but I know that was just updating from 30 to 100, and everything over 100 does what we can't sell. [15:21] But we're still requiring people of the RFP that they work at that lower range. [15:33] Okay, so all of Section 11 is RFP's? [15:36] Yeah. [15:37] And change orders. [15:39] If state is an RFP, and the program requirement, you'll turn that course in construction, [15:46] or whatever, it comes up with change orders depending on the dollar value. [15:49] I think we require a multitude of vehicles. [15:52] So, I think there's still a conflict within 11, because 11.1 is purchased in 30,000 to 100,000 [15:59] requires the AOCFO approval, but 11.2.3 is as a senior manager has authority 275,000. [16:16] Can I see that at the point? [16:32] Yeah, so we could change that [16:36] in 30. [16:40] That's what I think it should be. [16:42] I mean, it depends on which, you know, which of those should override the other, I suppose. [16:47] but that they do conflict. [16:49] So if we made a revision of 11.2.3 to not to $30,000, [16:55] that will cover that piece of this and anything [16:58] between out of the range from R to two people's. [17:01] See you, OCFO, yeah. [17:04] A good or a COVID officer is going to hand up. [17:07] Thank you, Ourship. [17:08] We did add a sentence because we didn't notice that there was a discrepancies. [17:11] So we added a sentence at the bottom of section 11 that just says [17:14] procurement process, requirements, and approval authority requirements, [17:19] I play independently and both must be satisfied. [17:22] Just so that both sets of, I don't know if that solves the problem, [17:28] or if it's easier to change it, but we did that in ad that in there [17:31] because we were aware that there was some conflicting information, [17:35] but they're about different things. [17:38] I think you [17:41] curious what my colleagues at the table think of it [17:44] should be changed or not, or if it. [17:46] I think the sentence was added to the me that was fine, but that's just me. [17:59] I'm going to go into the experts, those are just observations in line, but if we feel like that [18:04] extra sort of note in the section covers that conflict, then that's fine by me. [18:16] Who's the experts at the CFO? [18:18] Do you feel like that extra line that was put in there that was read by the corporate officer? [18:24] kind of covers off that conflict? [18:28] Yeah, I think that would progress it. [18:32] I think the policies are going to lift the document. [18:37] And it's going to change. [18:38] You know, if we legislations comes out or do trade agreements, [18:41] so we can prove it as its stance. [18:46] And just depending how it works, if we find it becoming clunky, [18:52] You can only bring it back for a vision necessary. [19:00] Hi, my name. [19:04] It tells me this. [19:04] So that I would move that the purchasing and sales policy be referred back to stuff [19:10] for more information. [19:21] Nobody seconded, so. [19:26] That's your level seconded. [19:27] I think that this need, our CFO is stated that he can make that change. [19:32] And that would, you know, while I leave it on vigorous to that other point, [19:35] that was installed there, why not just change it, [19:38] and that's satisfied. [19:42] You stated, can we don't you go? [19:46] It's kind of on your way or so. [19:48] Yeah, personally, that's a whole lot of the way it is. [19:51] That's right. [19:53] I'm going to have a discussion on them. [19:55] Have a call or a question? [19:56] Oh, OK, I probably can't ask you a question [19:59] on the CF, oh, no, OK. [20:01] There you go, of course, it hasn't been a call. [20:05] Thank you. [20:06] So then a question to the CF role. [20:08] You did state that you could make the changes [20:10] is that Councillor Grice pointed out or highlighted. [20:15] But it kind of seems like it's 50, 50, one way or the other. [20:21] Is there a way in your opinion that this policy reads stronger, leaving it the way it is with [20:25] the sentence that was added, or making that change that was highlighted? [20:34] I would [20:37] suggest taking the revision of Councillor Grice and taking and changing that to $3,000, [20:43] It makes it stronger than, you know, makes it more restrictive, which isn't a bad thing. [20:51] With that purchasing. So, I would say, I would recommend adopting the policy subject to changing that. [20:59] That one line to $30,000. [21:04] No, we need to go about this. [21:05] Okay, it could fail. We carry on. [21:07] Can you amend the policy after that adoption? [21:09] No, we're not. [21:11] The adoption. It's just approval. [21:22] Okay, okay. [21:23] Let's go. [21:23] I've got a motion of motion. [21:30] For back form information together, the tweet document back where adoption. [21:42] For seizure question, as suggested, can we make that tweak now at adoption or approval or [21:50] does something like that need to go back to staff for more information? [21:57] Let's adopt with provisions. [22:04] The motion doesn't ask for reducing the distance so it's send back to staff for more information. [22:10] So we can defeat that and then do the next one. [22:14] All right, we'll call the question. [22:16] All in favor? [22:18] A post? [22:19] No, no, we can direct. [22:21] That motion failed. [22:23] So we'll pick out a motion council. [22:26] So sure. [22:27] So I will move down. [22:30] Council approve the purchasing and sales policy with the revision that Section 11.2.3 now say that a senior manager [22:46] has authority to $30,000 rather than $75,000. [22:58] Uh, Saturday second. [23:01] Just laying counts are very finished first. [23:09] A second. [23:11] Twenty second? [23:12] And I'd better make a friend of the men who have never言 [23:14] who change the word approved a dot because his order option. [23:22] Yep, sure, I'll have that friend of the men. [23:26] Okay, we got the motion up there. [23:36] Uh, a dot. [23:37] Wait until she gets it. [23:38] That's forward. [23:53] We see sound," the screen, please. [23:55] Hey, darlin' [23:56] It's [25:07] lose in the cancelled date, [25:09] but you're singing sales policy [25:10] is amended by a revision to section 11.2.3 that same managers are now have the authority [25:17] to approve 30,000 rather than 75,000. [25:26] Okay, [25:28] move the second, call the question on the favor, [25:32] opposed that motion is carry, and move to item 3, 2022 and 7 regular of the minimum schedule [25:42] Thank you, Your Worship. [25:44] This report is before Council to present a draft of the 2027 Council meeting schedule. [25:49] Regular council meetings are held every three weeks on a Monday with meetings postponed [25:53] to Tuesday as necessary to accommodate statutory holidays. [25:57] Special meetings can be scheduled to accommodate matters that require Council's consideration. [26:03] And the acting there schedule will be determined at the November 9th, 2026 regular open council meeting. [26:09] And at that meeting council may wish to amend the 2027 meeting schedule, the newly elected [26:14] council desires. [26:17] And thanks for the turn of our August strategic planning sessions, we'll be set after [26:20] the October 17th, 2026 general local election. [26:24] The recommendation before council is that council will approve the 2027 regular open meeting [26:29] schedule and proceed with public notification. [26:32] I can take any questions. [26:34] Thank you. [26:37] I'll move that counsel through the 2027 regular open meeting schedule and proceed with public notification. [26:44] Second. [26:45] Any further discussion? [26:48] I'll call the question now in favor. [26:50] Opposed. [26:51] That motion is carried. [26:53] Anything to report the same amount of council Michelle. [26:56] Did you use meetings? [26:57] Okay. [26:59] And what are councilor Dollywell? [27:01] Uh, today's meetings. [27:08] Okay. [27:09] and the chart is a bit better at 14.26.02 is here for a BAPTION, and the notion is that the [27:17] vector version of the chart is known by the 14.26.02 will be adopted. [27:29] Thank you, Councilor Madness. [27:33] Second. [27:34] Move in second, any further discussion? [27:40] Call a question on further. [27:42] Suppose that notion is correct. [27:45] official community of 1426. It's here for third reading. That was the subject of a public hearing [27:55] earlier this evening. Questions kind of? So let's hope to make the motion. [28:01] I'd like to make the comment that I want to thank those of the public that did come forward [28:07] and raise their concerns. In regards to the one concern regarding I rise as versus commercial [28:14] on Station Street. I look forward to the day when Council has to make that choice. [28:25] I have not, but I will be happy to have. [28:27] Okay. Recommendation of Council gives third reading as amended to a official community plan [28:32] by law 1436. [28:36] Second. [28:37] Second. [28:44] Second. [28:44] Second. [28:45] Second. [28:45] Second. [28:54] Second. [28:55] The purpose of this report is to advise Council of the Committee Member's Resignation. [29:02] Ms. Millennial is appointed to the committee as a member at large on August 25, 2025. [29:07] On July 16, 2026 Ms. Millennial in front of the council, she would not wrongly be able to participate on the committee. [29:14] Arbor and Ms. Millennial served on the committee for a short period. [29:17] She stood that she would then to go down and appreciate the opportunity to be a part of the group. [29:21] With more soon as resignation from the committee of the committee, now have six members at large [29:26] until Councillors Council may wish to have staff continue recruitment for two additional members [29:31] at large for the all-excessibility and age friendly committee and the recommendation is that Councillor [29:37] is certainly a partner of Jane Nina as a member at large of the other very accessible and age [29:41] friendly committee and that Councillor Fruir at a letter also thanking her for her participation [29:46] on the committee and that Councillor direct staff to continue to recruit for two members at [29:50] position for the Arts Accessibility and H family committee. [29:55] I'll move the proposed recommendation. [29:58] Second. [30:00] Discussion, co-requestion and further pose that motion is carried. And our last business is here another [30:09] submission from Councillor Matas. I need to bear to send it to the record. I would be happy to meet [30:15] that another submission. That staff would be directed to provide analysis and suggest policy [30:20] regarding practice of providing meals to council and staff on council meeting days. [30:28] Thank you, Councilor Mattis. [31:18] Councillor Maywish, to approve the request from Mad Canada for the town of Oliver to be [31:23] an advertiser for one of those options or council may wish to receive and file. [31:29] Will move that we receive and file, please? [31:32] Moved. [31:36] Moved and second. [31:37] The discussion I will call a question all the favour. [31:41] Post. [31:41] That motion is carried. [31:43] The last recommendation is that council receive the August 10th, 2026 Correspondence Report and the [31:48] Weekly Mail. [31:49] It's removed. [31:50] Moved and second. [31:52] Hold and favour. [31:58] I think you were a ship. [32:01] I missed the last council meeting, so I've got a long list, so I'm not going to read it all. [32:06] But many meetings, a lot of them with UBCM. [32:09] I did spend July 14th to 17th in Vancouver for the quarterly UBCM meeting. [32:14] I also had to spend a week in campus facing with a family for a celebration of life, which is why I missed the July 20th meeting. [32:21] and just spending a week in another small town [32:23] was really interesting to sort of contrast [32:25] and compare and just being a really proud [32:27] of so many of the things that all of us doing well. [32:32] And then Niden Hengaheilet is just this Thursday, [32:35] August 6th, I got to put on a workshop [32:37] for the ambassadors and ambassador candidates, [32:41] discussing mostly local government, [32:44] trying to be a little kind of answer [32:45] I got to chat with them about the upcoming changes [32:48] to the Youth Council policy, [32:49] and we played a game where they had $100 to give a bunch of different line items [32:55] creative a budget for the town and then I don't know there was a lot of main [32:58] break and they had to figure out where to get the money from or to pull it out [33:02] and then they had to be the communications team to explain the changes to the town [33:06] there was a lot of fun so I enjoyed doing that. And then today's meetings and that [33:11] is the end of my report. Thanks Councillor Bois, Councilman. Thank you, [33:15] scholarship, coffee with council this afternoon, along with council of grace, and [33:21] council of shaper and a whole bunch of staff and today's meetings. [33:46] I'm going to cancel that. [33:47] Thank you, Rosha. [33:51] I just want to point something out here, because a lot of people [33:55] have been noticing the smoky skies. [33:58] And personally, as a person with asthma, [34:02] I've been making really good use of the library. [34:06] And I would highly recommend that to anybody else, [34:08] We'll shut in because of the smoky skies, the library would love to see you. [34:14] And the only other thing is the coffee with Council earlier today. [34:20] Thank you, Councillor Schaffer, for myself just surrounding the smoke, [34:25] for sure, been camping a bit, so I've been living in it a lot. [34:29] There are times when the cross over British Columbia, especially southern British Columbia, [34:32] I spent some time in contact them through health care society executive commandment and chairs [34:38] and whenever there are two groups of intern family and first staff who are supportive of that [34:42] communities of the particular trade and convention center and some signing of checks there as well. [34:49] Our next regular meeting of council is August 31st and I see those September 21st when [34:56] and the last council meeting of this council on October 13th so we have three more council meetings left in [35:04] I can go for August September, October, it's Council of Grace, and we start with a paper case, that's a question, sir. [35:14] This is that. Come on, sir. [35:19] Thanks for coming out and giving us a few things to think about in the public hearing. Will it promote to you again? [35:26] It's a move.
