[1:51] Oh, I'm sorry. I pledge of allegiance to the flag of [1:55] the United States of America and to the republic for which it stands, one nation [2:01] under God, indivisible, with liberty and justice for all. [2:12] Sorry for the delay. Um, we are we're recording it, but it won't go live until [2:19] after we're all done tonight. [2:25] Alicia, go ahead, honey. Roll call. Um, let's see. Megan Borland [2:32] here. >> Jennifer Chapman. [2:36] Dan Degan >> here, [2:37] » Michael Reichenberg >> here, [2:39] » Mary Alrech >> here, [2:44] » and Warren Repli. >> Hi. [2:49] » Thank you. Okay. So, um I'd like a motion to amend [2:56] the agenda under items for special consideration [3:00] 15A resolution 447 of 2026. Should I read it out loud? [3:06] » Well, it's already on the agenda. >> It's Yeah, that one is You [3:09] » want me to just add the one I just brought? [3:11] » Yeah, the one you >> So, I'll make a motion to amend the [3:13] agenda to add resolution 449 of 2026 under items of special consideration, a [3:20] resolution for free soccer clinic for female athletes and also amend the [3:24] agenda to add a discussion under 12E. Same title. [3:29] » Second. >> All in favor? I [3:32] » Naz >> and then anybody uh present at the [3:35] meeting the resolution is located on the back table there if you want to see it. [3:41] » Okay. There are no public hearings. Um there are no minutes to accept. All [3:45] official correspondence is on file in the town clerk's office. Tonight we have [3:51] Sandra Larkin who is going to do a climate smart presentation. [3:56] So the floor is yours. >> Hi. How was your [4:04] I should have made you do it. Anyway, [4:09] um back in November, I sent you all an email with a letter from Climate Smart, [4:14] which nobody responded to except Megan Borland and Scott Cookingham, [4:20] but both of them just said thank you. They really didn't add anything else on [4:23] the fact. So since you ignored that, it was suggested that I come do a [4:29] presentation. Do you all remember the email? Okay. And [4:34] you remember you didn't respond to it. Okay. So here I am. I got to wait for [4:40] Alicia now. [5:04] In the meantime, I'll do what I was going to do at the end. Um the um [5:09] plastic film challenge that we're doing with the library is wonderful and I want [5:14] to thank all the residents for going dropping their stuff off at the library [5:18] and at the transfer station. We are only 199 pounds away from our 1000 goal to [5:25] get the bench. I also want to remind everybody that on Saturday, May 16th is [5:30] repair cafe. It's going to be in the old town hall to go along with the reuse [5:36] ideas that we'd like. So, we're staying there because we feel comfortable there [5:39] and nothing else is happening there. So, we will be there. And the garden has [5:45] their normal monthly meeting on Thursday at the library at 6:00 to 8. Um, come [5:51] maybe become a member. Garden is flourishing. It's doing great. Or you [5:55] can just come and you'll definitely walk away learning something. Okay, Alicia, I [5:59] stalled enough. [6:07] So, our air media right now. >> What's that? [6:09] » Our air media, which is our TV connection, is not working as well as [6:13] we'd like. We have somebody fixing it in the moment. So, um I'm trying to pull it [6:18] up on my email so that way I can play it on the TV. Uh they will in about two [6:22] seconds. >> So, if they have copies and I don't care [6:27] about that. >> Oh, okay. If you don't mind, [6:29] » follow along then with me. Unless you it hooks up then it's fine. [6:31] » Do you want me to pull it up on my phone so that way you can see it all while [6:34] you're doing it? >> No, I have printed it out. [6:37] » I just forwarded that to them so the board should have a copy. [6:42] » And I apologize for the technical difficulties. [6:44] » Yeah. Yeah, no problem. [6:51] » I am such trouble. >> I break things. [7:19] Are they all okay? Everybody okay? Okay. So, [7:25] the DEC definition of climate smart is that climate smart communities is a New [7:29] York state program that helps local governments take action to reduce [7:33] greenhouse gas emissions and adapt to changing climate. The program offers [7:37] grants, leadership, recognition, and free guidance from regional [7:40] coordinators. Registered communities have made a commitment to act by passing [7:45] the CSC pledge, which we did. Uh, certified communities are the foremost [7:49] leaders in the state. They have gone beyond the CSC pledge by completing and [7:53] documenting a suite of actions that mitigate and adapt to climate change at [7:57] the local level. I want to make it clear, it is not a committee because [8:01] many people think it is a committee. It is not. It is part of the government. [8:10] The next shows the pledge that you took where you pledge to be a climate smart [8:14] community. Set goals, inventory emissions, plan for climate action, [8:18] decrease community energy use, increase community use of renewable energy, [8:22] realize benefits of recycling and other climate smart solid waste management [8:26] practices. Reduce greenhouse gas emissions through the use of climate [8:30] smart land use tools. enhance community resilience and prepare for the effects [8:35] of climate change. Support development of a green innovation economy, inform [8:40] and inspire the public, and commit to an evolving process of climate action. [8:47] Then there's a definition of what is climate change, but I'm pretty sure all [8:50] of you kind of know that. Um otherwise, we wouldn't be involved in [8:56] this to begin with. So, you can read that out at your leisure. [9:03] And then why be a certified climate smart community? Climate impacts affect [9:08] public health, the underprivileged, infrastructure, and municipal costs. [9:12] Local actions improve resilience and long-term sustainability. Being a CCSC [9:17] helps position the town for future planning and funding opportunities. [9:24] So what we did if you didn't know um we became bronze and to get that the [9:31] initial level level of certification for local governments that have enacted [9:34] their commitment to climate action and taken steps to implement climate smart [9:38] policy and projects. It is a point system. The requirements um for a bronze [9:44] is 120 points. They are done by actions [9:49] pledge elements. at least one action is completed under four different pledge [9:55] elements. There are mandatory actions we had to do. Um the first one being that [10:01] the board passed a resolution to be a climate [10:05] smart community and also to pick a coordinator and a climate task force. [10:10] Not a committee again, a climate task force acting for you, the town, the [10:16] government, the board. Um there are three priority actions and [10:22] then there's other actions. [10:27] So I've been talking about the process of what you have to do. So of course you [10:30] have to find an action that fits you and then go after that. And there is a lot [10:36] of documentation. The documentation has to be uploaded [10:40] to um the DEEC's website. There's explanations. There's backing [10:48] documents. It's a lot. It's a lot to document and it's not fun. But there's [10:54] more fun doing the action than uploading it to the DEEC. [10:59] The kicker though the DEEC has which I personally and I don't think anybody in [11:02] climate agrees with is that certification is only valid for 5 years. [11:08] We have I believe just reached the wonderful 5year mark or we're coming [11:12] very close to it. During those five years, you can do [11:17] nothing and stay bronze. But once those five years are up, that's the end of [11:22] your not certified anymore, which I think is very wrong because we did all [11:27] those actions and to get move on to the next step. You have to do half those [11:31] actions again anyhow because you need the points. [11:36] So the next slide is just that action point submit, review, resubmit, certify, [11:41] expire, resubmit, repeat. It's just a process that goes on and on and on. [11:48] And there's an example of a completed action. It's not just you have to [11:52] summarize it and then you have to put things like the minutes. [11:56] So everything really has like five different steps to it. [12:01] So here we are. We're bronze. We're pretty much in the expiring thing. [12:06] What needs to be done now? [12:11] All of you need to actually familiarize yourself with what we actually did [12:14] because I don't think you know what we actually did unless you went to the [12:19] website which again I don't think you did even though I asked for that in we [12:23] all asked for that in the letter. So, we had a greenhouse gas inventory that we [12:28] did, a climate action plan, a shade policy, a comp complete streets policy, [12:35] a recycling and municip building policy. I think it's now time for you to look at [12:41] those and at least implement what we did. [12:45] You also need to rebuild the task force. We're tired. [12:50] We're very tired. We can't go out and say to people, "Hey, be on the task [12:54] force." That's something that has to come from the board. [12:58] So, you need to put a call out if you choose to continue to want to do this [13:02] for people to join us. We will mentor them. We will stay with them. We will [13:06] still be there because we love what we do and and we're passionate about we [13:11] would do, but we cannot do all this work alone. We are eight, but we're slowly [13:17] getting down to less than eight. [13:22] And in order to get the points, a lot of the information that we used, a lot of [13:27] the plans that we now have here are too old. I mean, one of them just like [13:32] squeaked by and we were very lucky. But the comprehensive plan, the open space [13:36] and farmland protection plan, and the natural resource inventory all need to [13:41] be updated. And you also need to reinstate the [13:46] conservation advisory council which somehow disappeared and no one has [13:50] looked for anyone for that. They actually are more important than [13:55] the climate smart task force because when they were active they looked into [13:59] every single thing that occurred in this town and did offer advice to the [14:03] planning board that was actually taken. But now we have no climate advisory [14:08] council. [14:11] the decisions you need to make like soon I think is if you first of all if you [14:17] want to be a a climate smart community and if you're willing to update all of [14:23] those wonderful things and if you will become more involved [14:28] with the task force and let them know what what you want done look at the [14:32] actions know the actions I actually gave Phil a b bunch of actions that I think [14:37] this building could get points for he needs to review them he's busy right now [14:42] and he doesn't know we're in limbo right now. So, [14:46] but I gave them to him. He will look through them. I know Phil and he will [14:49] work with me. He has worked with me and he will go through them and hopefully [14:53] get more points. But again, we're missing a lot of the other points we did [14:58] already that because the plans are too old. [15:02] I mean, and again, you have to decide if you want to get to silver. And I [15:06] actually have to check to see if we have to get bronze again or we just go right [15:10] to silver. That's another interesting thing I did not check and I apologize [15:13] for that. And then you have to play an active role which when we were here and [15:19] we were doing things there was really bad communication to us about things the [15:26] shade policy you know in the playgrounds the complete streets and the bus stop [15:32] that was put in. I mean there's you got to talk to us. A simple email is really [15:37] not that hard to do. We don't want phone calls. We don't want a whole big to-do. [15:41] We don't want this whole big thing. All we want is an email to say, "Hey, we're [15:45] looking to do this. Did you know climate does anything with this help get you [15:49] points?" And so that's why we're here to say, "Please don't forget about us. Pay [15:55] attention to us and and give us some direction because right now we are very [15:58] much in limbo. Even though we are still doing many of the things that we set up, [16:02] repair cafe, and we're still educating people. We're still doing things but not [16:06] getting the points at the moment. That's it. [16:10] Thanks, Sandra. >> Any questions, comments? [16:13] » I have to I have to say that I really think there's quite a few things in this [16:18] building that would go towards >> Yeah. No, like I said, I gave them [16:21] things I thought >> I know there's because I use some of [16:24] them every day. >> Yeah. [16:25] » So, I know that that's going to help also. [16:28] » Um, but we're just going to have to talk about where we should go from here with [16:33] it. I, you know, this is up to everybody, not just up to one person. [16:37] So, um, now you said that there needs to be a resolution for the climate task [16:43] force. >> Well, if you're going to move on, then [16:46] you have to do a resolution and name who what the new t who's on the new task [16:50] force. Actually, the chair of the task force was Ellen Cutner, and that never [16:55] actually changed from the original, but I took on the role, but it was never [17:00] very official. So, if you're going to move forward, you have to do exactly [17:04] what you did last time. >> Okay? [17:06] And I know just name the people on the test. [17:09] » I know there was a lot entailed with the with the bronze because [17:13] » and we had a wonderful young lady that worked. [17:16] » Yeah, she's gone a lot but she's gone >> and they're still a little I'm not [17:20] really sure who ours is anymore because they [17:23] somehow wound up with myerta. I I don't know. It's a little confusing but like I [17:28] said I haven't actively looked because there was no reason to. So, do they do [17:33] they treat this every five years as if it's a new application? [17:35] » What's that? >> Do do you get credit for already being [17:37] in the program or do they make basically make you reapply every five years? [17:41] » Yeah, you just start from the beginning. >> Really? [17:44] » Yeah. It's ridiculous. >> Like I said, the things we did, we have [17:47] to resubmit it. It's messed up. And I complained already about it. [17:51] » You get no credit for already being in the program. [17:53] » You have to just resubmit what you did. >> Okay. [17:57] You have to resubmit what you did. But then there's a whole line of other new [18:01] stuff. Right. Then there's other things >> you have to do for the [18:05] » but like the pledge you took. We have to resubmit that even though you took the [18:08] pledge. It's it's not a good system. >> Yeah. [18:12] » Thank you. >> Can I ask one question? How many members [18:16] uh does the climate task force have? Like how many are they supposed to have [18:21] by >> I don't think that there's a number of [18:24] supposed to have. >> Okay. Okay. [18:25] » Like I said, we were eight. Well, we were nine when Ellen was there and then [18:28] eight. Actually, we fluctuated, but people that really worked on this, there [18:33] was eight of us sort of. >> So, if we were, you're saying, you know, [18:36] it'd be good to get some new members to refresh the task force. So, if we were [18:40] advertising for that, um, we just make it open-ended and then determine at that [18:46] time how many. >> Yeah, I don't think you're going to get [18:48] 100 million people to say the good one, too. [18:53] » You know, just a few more people would be great. We did it with eightish. [18:57] » Okay. >> Does have anything else to eat? [19:02] » We're about five now. You're seeing four now. What are we [19:05] » saying? Four. >> Okay. So, we're about five or four [19:07] towards the end. So, I think um at least one thing if we can get in writing to [19:12] the board of like how many who's actually actively on the task force and [19:17] the number you're looking to get to because I think like from our standpoint [19:21] like I think I know who's on the task force but um the letter you sent back in [19:25] November says there's eight active members but you're looking for more. So, [19:29] » well, they're not active anymore. Well, I think that we need at least some [19:32] communication of who's on it and how many more people you want. Uh so we can [19:37] put out there, hey, we're looking for four or five or six, whatever. Um maybe [19:42] you take everybody and you just open it up for um everyone. I think to your [19:46] point as well is that maybe I'm missing one of them, but the original resolution [19:50] for this was back in 2016. Um I don't think any of us were on the board. Um, [19:55] so I think there needs to be a conversation of uh is this the direction [19:58] the town wants to continue? Well, in the presentation it has the resolution from [20:04] 2016, the pledge. So there might have been a pledge since then, but in the [20:07] presentation that's >> No, that was the pledge. [20:09] » Yeah. So the pledge was taken uh 10 years ago. [20:12] » Yeah. And I think the task force was 2019 or 2020. [20:16] » 2020. >> Yeah. [20:17] » So I think this is a conversation that needs to be had. Um [20:22] I do think that overall um the task force was created in 2020 during COVID. [20:28] Um I want to start off by saying I applaud everybody for getting the [20:32] bronze. I know how much work that was. Um I think the town board um at least [20:37] from what I've seen um was supportive of all the initiatives that you brought [20:43] forward and it has been part of the discussion. So, you know, the we adopted [20:49] uh a program that New York State recommended for green uh detergents and [20:56] stuff like that if we can use it. I know like the um the bus stop, we had [21:01] discussions about the bus stop, the town hall, I mean, you guys were very [21:05] involved with that um and walking the building and giving Phil and I input on [21:11] that. So, I just want to make sure that you guys understand like from my [21:15] standpoint, I'm not going to speak for everybody else, is that um I believe in [21:20] this and anytime I've been asked to help, I've tried to help and I'd be [21:26] supportive of continuing it. I understand that we need new people, but [21:29] um yeah, I mean I think it's definitely not something that the town the five of [21:36] us are going to be very active in physically going out and completing [21:40] tasks. >> No, that's not what we're asking. No, I [21:42] know. We need but we do need a liaison. >> Well, you do have we just I don't we and [21:48] a backup is making. >> Yes, I'm also [21:50] » Yeah. So, we've had discussions in the beginning of the year. So your your [21:54] letter that you sent um asked us to reconvene when the new board took uh [22:01] place this year. Um and there have been discussions and we did initially discuss [22:06] the lison which was one of your concerns in your your letter. Um you know we [22:12] can't we got to keep checking off things that you put in your letter but know [22:16] that it wasn't ignored. Uh the letter was asking us when the [22:19] » like I said Scott Cookingham just said thank you. Yeah, [22:22] » I would have we all would have appreciated that. [22:24] » Yeah. So, um >> it's common courtesy. [22:27] » So, yeah, I think we uh have to continue having these conversations and um going [22:34] from there, but um >> I mean, you really should familiarize [22:37] yourself with the app. >> So, can you actually send us the website [22:40] because the website you sent us? >> I will send it again. [22:42] » It doesn't work. So, try clicking the link. It doesn't go anywhere. So, [22:46] » um if you can send us a new link, I can't get to it. Um I'm very familiar [22:51] though because we've had many conversations and you guys have done [22:53] many presentations about the work you've done and the different initiatives. Um [22:58] so um I've gone to seminars at Association of Towns. I've sat in many [23:04] climate smart uh classes before. So um I appreciate it but like some of us have [23:11] taken the time to look at it. Um the assumption that nobody knows any of the [23:14] things you guys have done is just disingenuous. But [23:18] » well, it's more about what we what's >> we're here to support moving forward. [23:22] » Yeah. And that we're I'm just saying is there's a lot of assumptions being made [23:25] that just are not true. So, um I'm here to support you guys. You tell me what [23:30] you need me to do and I I'm here to help you. So, if you need stuff on the [23:34] agenda, if you need us to discuss stuff, send me an email and I'll get it on the [23:38] agenda and we'll talk about >> All you need is guidance. I [23:41] » I have a question. Do you have a meeting coming up? [23:44] » No, because we're kind of in limbo. >> Okay. I think that would be what would [23:48] be helpful for me um is if we could sit down outside of a meeting, you know, [23:53] since I'm a you know, alternate liaison to be happy with the uh supervisor [23:58] Alrech also wants to attend uh to sit down to make kind of an action item list [24:04] of what the board could do um and maybe share some of the resources that you [24:09] have as far as um you know the the resolution. Um, I've I have seen it [24:16] because sometimes I just do deep dives into old minutes and resolutions and I [24:22] see uh see these things but they can be very challenging to find within our [24:26] system to pull up a resolution from 8 10 years ago is is pretty hard to do. [24:32] Um, so if you have all of that that you could you know that we could share [24:36] documents and then >> the pledge is in the presentation so you [24:39] have that resolution. >> Okay. And yeah so that we can then step [24:43] out. Okay. Okay. The first task would be um uh you know to advertise for for new [24:49] task force members. The second step would be to um pass a resolution forming [24:55] the climate action committee, right? Really step out exactly the actions that [25:00] the town board would need to do to support you because I absolutely, you [25:04] know, support you. So I, you know, I've worked with you on the climate smart [25:07] survey even when I wasn't a town board member and I did jump in and become a [25:11] secondary liaison because I want to, you know, and the supervisor has a lot on on [25:16] her plate. So I'd be happy to meet with you anytime and start making that list [25:21] and checking it off. >> Okay. I we'll be in touch and we'll let [25:25] you know when we're meeting. >> Great. Thank you so much. [25:28] » Thank you, Sandra. >> Thank you. [25:34] Okay. This time I'd like a motion to open the public comment portion of the [25:39] meeting. Three minutes per person, one time only for agenda items. [25:43] » So moved. >> Second. [25:45] » All in favor? >> I [25:46] » I. >> Would anybody like to speak? [25:53] Okay. Not seeing any, I'd like a motion to close the public comment portion of [25:57] the meeting. >> So moved. [25:59] » Second. >> All in favor? Hi. [26:01] » Hi. >> Okay. New business discussion. Um [26:05] activity 12A activities at the mill site on Memorial Day weekend. Um we're going [26:12] to have our the normal Memorial Day weekend celebration at the mill site and [26:18] um today Todd spoke to the commissioners about um who was going to take care of [26:25] where the fence was and make sure that we were going to at least have it [26:29] covered up and have grass as much as possible. The fence has been taken down [26:34] and it's behind the monument now so that everything can get done there without [26:39] any kind of issue. Um 12B 57th annual professional [26:46] municipal cir clerk's week. I guess I got to read this. [26:52] Okay. [28:54] Okay. Uh 12 C. Um a discussion regarding proposed local law B to reschedule town [29:02] of board assessment review from the 4th Tuesday in May to Wednesday after 4th [29:08] Tuesday in May and scheduling a public hearing for Monday 5:18. [29:15] So this is because our assessor is not available that day. He does a few couple [29:20] of towns and it um conflicts and sometimes we get him first and sometimes [29:27] we don't. So this that's all this is is to change the date but we have to do a [29:32] local law in order to do it. Um, so it's a local law changing the date from the [29:38] town of Pleasant Valley, Pleasant Valley Board of Assessment Review to hear real [29:42] property tax complaints to the Wednesday following the fourth Tuesday in May of [29:48] each year. So many days a so many days after as the board of assessment review [29:54] deems necessary. >> Can I just ask Warren a quick question? [29:58] » Yeah, absolutely. So, um, [30:04] how does this get, if we pass this law, how does this get communicated to the [30:08] public? Because >> we're going to have to disseminate it to [30:11] the public. >> Yeah. So, how is that, what's going to [30:14] be the requirement of that? >> You know, you put it on your website, [30:17] » Facebook, >> on your your town board, [30:22] communications board, >> right? [30:25] » I mean, that's the only way. And this would be after the normal date. So if [30:29] somebody showed up here on the normal date, they would they would come back to [30:34] come back the next day. It's the next day. [30:35] » Pass one last year or >> I don't think so. No, I've never seen [30:39] this before. >> Once you pass it, this remains in [30:42] effect. So it will >> So that was my second question. Is this [30:45] only good for this year or is it always going to be [30:48] » in effect for next year? >> Oh, that's because we've never done it. [30:50] That's right. Okay. But yeah, I was going to mention that to [30:55] you that you really have to make sure people know about it. So we have [31:00] » So we'll put it on the legal boards all over that we normally do. [31:04] » Right. Right. >> Put put it on Facebook and put it on way [31:07] the the website. Right. >> Okay. [31:08] » You might want to put a few signs around maybe at the library things like that, [31:13] you know, public places. >> Okay. Can I ask is it um is it then May [31:20] 27th since that's the Wednesday after the fourth Tuesday? [31:25] » No, it's the day after. >> It says the Wednesday after the fourth [31:30] Tuesday in May, which I think would be the 27th, right? Because the fourth [31:35] Tuesday in May is May 26th. Wait a second. So, is that what we're [31:41] intending? [31:46] the Wednesday following the fourth Tuesday of each year. [31:52] » So for this year, it's going to be the 27th. [31:56] » Okay. >> Just so people know clearly now and then [31:59] we'll announce it again at future meetings. [32:02] » Yeah, we'll do this at the definitely at the next meeting. [32:08] Okay. 12D discussion regarding request to invite the Duchess County Water [32:15] uh authority to present the Valley Dale to Hyde Park Regional Water System [32:21] Interconnection proposal. Uh Councilman Borland, [32:25] » thank you. Um so we all know that that water is vital to Pleasant Valley's [32:30] future. Um, and I've been focused really on Main Street with beautifification and [32:35] economic development, and I want to keep moving that forward. Um, so, uh, I'd [32:40] like to ask the board to invite the D the Duchess County Water Authority to [32:46] present a proposal that they have, uh, that right now is conceptual, um, to [32:51] bring water from Hyde Park, um, through town to the Valley system. uh they [32:58] already manage the valleyell system and so this would be an interconnection and [33:02] regionalized water plan. It wasn't really possible to do this uh five years [33:07] ago. The Hyde Park system has been expanding um over and over. Uh but now [33:13] they have a pretty clear actionable plan uh that would bring water uh down West [33:18] Road across Main Street. It would serve our schools and potentially if uh there [33:24] were other users that wanted access to it, uh they could request access. Um and [33:29] then it would connect to the Valley community uh which has an aging small [33:33] plant. Um and the homeowners there are are having difficulty with very high [33:38] bills as that that plant ages. Um and there's also a significant issue with [33:43] POS in the water um in the Valley area as well as countywide that needs to be [33:48] addressed. Um the water authority project [33:52] um would uh at this time they conservatively estimate would be 70% [33:57] grant-f funded and possibly more both because of uh need-based grants um as [34:03] well as uh grants that are now available because of emerging contaminants in the [34:08] area. Uh and it would it could help take care of some of the emerging [34:13] contaminants that we have in some of our public water systems already in town. [34:18] Um, obviously we also have a proposal from Delaware Engineering. Um, I'd love [34:23] to hear an update on that proposal as well. Um, the intent of this is not to [34:28] choose one over the other. Um, it is just to make sure that we uh are working [34:33] on our our water issue and keeping it on the front burner. Um, so I think the [34:39] public should look at this proposal, invite the water authority to come here [34:44] and present. they are more than willing to uh you know have a um discussion with [34:49] the community about the option that they are proposing what may or may not work [34:55] for our community. Um so I'd like to invite them and have them come out and I [34:59] would also love to uh get an update on the um Delaware engineering project so [35:05] that we can move forward and choose a plan that fits our community. Thank you. [35:11] Well, actually, they were supposed to be here tonight, but I put them off because [35:15] of this. >> Okay. [35:16] » Because I didn't I wasn't going to step on any toes. I didn't know anything [35:21] about this, so I wasn't told ahead of time. [35:24] » We talked about it a couple months ago in February. [35:27] » Um, I mentioned to you that that they had I had talked to them about Valley [35:31] Dale. >> Um, and and I said I would like to meet [35:35] with them. Well, I probably would have had them here tonight if I had known [35:39] what this was actually about, but I will have them here the next time. [35:43] » Okay, that would be great. >> Um, so should we do would should we do a [35:48] motion to invite the Duchess uh water authority or should I make that? [35:54] » So, move forward. >> All in favor? [35:58] » We need a second. >> Second. [36:02] » All in favor? I >> I [36:03] » Naz may I ask um I did check with them about [36:08] their availability. They could come to the 18th. Um should we do a a water a [36:14] water party on the 18th and have both presentations come? [36:18] » Well, I'd like I'd like to talk to um Delaware that I the people that I work [36:24] with first. >> Okay. So, I'll speak with them about the [36:27] 18th and then we'll see where Delaware lands and and that would be great. I'd [36:32] recommend you do them on different nights. [36:34] » It might it might be lengthy. Um >> well, we already have a couple things on [36:40] the agenda for the next meeting anyway. So, [36:44] okay. Um old business. >> Hold on. We have that free soccer clinic [36:49] that we added the discussion. >> Oh, it's going on 12. I'm sorry. [36:54] » As a discussion. Yeah. I'm just going to refer to Tracy, the soccer director, to [36:58] explain this. [37:05] Hey everybody. Um, we've historically held um, soccer clinics for our existing [37:13] uh, registered players in the past. Um, it's usually something that I just would [37:18] work out with the recreation director and we would offer it to already [37:22] registered kids. Um that's been anything from skills and personal player [37:28] development clinics to uh goalkeeper clinics. The the need for this specific [37:35] clinic and why it's hopefully going to be offered for female athletes is I've [37:40] been approached by some of the coaches in our coaching community who have [37:44] daughters who are about to age up into the LDT age group. [37:49] Um this is a critical age for female athletes. This is uh 10 and 11 year old [37:54] uh girls who are playing in co-ed divisions. When we are inhouse, it's [38:00] they're playing with their friends and their friends know them. It is a safe [38:04] and inclusive environment. once they age out and we are playing in the LDT um [38:09] which is limited distance travel. We are playing against other towns [38:15] um predominantly boy teams because the larger programs in the surrounding clubs [38:20] are able to offer female uh teams at a younger age than we are. We are [38:27] respectively a pretty small program. So we don't have enough girls to start um [38:33] female only teams at 8 or 9 years old. So we wait until they divide to that LDT [38:39] age. Um this year we currently have a co-ed team but they are playing mostly [38:44] boy onlyly teams because these larger clubs are able to have the numbers to [38:48] sustain girl only teams and the girl only teams play other girl only teams. [38:55] um developmentally wise, uh social wise, [39:00] it's important to give girls a very inclusive and safe space and encourage [39:04] them to not be discouraged by the physicality that boys start to play at [39:08] this age. Um boys really start to get very physical and and girls tend to want [39:14] to play a more strategic teamwork-based game. Um, and it's it's in the rare [39:21] occasion where we've been able to nurture that, it has proven to be very [39:25] successful. Um, a few years ago, my daughter was one on on on one of the [39:29] first female girl teams in Pleasant Valley, and it was really great to see. [39:34] Um, historically, LMS and Arlington High School would only choose athletes from [39:42] Lraange Soccer Club. and they chose 18 girls the year that my daughter was able [39:48] to play sports and 12 of her teammates from Pleasant Valley were on that team. [39:53] We were more than half of the team. So, we are developing players here. You [39:58] don't need travel soccer to develop players. You don't need travel soccer um [40:03] and and large clubs to be able to do for kids what soccer can do for them. But I [40:10] see a group similar to the group that my daughter played in. And I have coaches [40:15] that are motivated. And right now there are clubs advertising for girl only [40:20] tryyous. And that draws people away from our club and our ability to support and [40:26] nurture girls in girl programming. So by having a clinic, it's kind of almost [40:32] similar to another club holding a tryyout. It's just letting them know [40:35] that we have a safe and inclusive space, that they're going to be supported and [40:39] nurtured, and they can also get a sense of uh what their team will feel like and [40:44] develop chemistry before they hit the fields when they all age up in the next [40:49] soccer year. So, that specific age group is to target the kids who are either [40:54] currently going to remain in that age group, um who are currently playing on a [40:58] co-ed team, and include the girls who are about to age up into that division. [41:04] So [41:07] » awesome. Thank you so much. >> Yeah. Any questions? [41:18] Okay. Old business discussion. Um a discussion of uh economic development [41:24] advisory committee appointments. Councilwoman Borland. [41:28] » Uh thank you. Um so I do have a resolution for the appointments. um in [41:34] the packet. Um and uh we had five applicants. They're all excellent [41:40] applicants. Um so I would just like to say, you know, I sent the town board a [41:45] letter about each of them, but I'd like is it all right if I say a little bit [41:48] about each of them so that the public kind of has the confidence of knowing [41:52] who is on the committee. Um so after we appoint them tonight um so we will have [41:58] uh Gary Serin who is a communications professional uh who is getting a [42:03] master's in sustainability um and has a strong academic lens for [42:08] local economic development. Mary Meyer uh who has solid business experience and [42:14] a familiarity with the town's existing plans including the comprehensive plan [42:18] and recreation master plan. Um so she's very focused on making better use of [42:23] what we have to implement ideas. Uh we have Heather Ravenet who is a policy um [42:29] writer for IBM. So she has a corporate background but her husband owns a small [42:35] business. So she has an insight into both large scale and small business [42:38] needs. U Melissa Arpino who's a lifelong resident um and a small business owner [42:44] uh who has strong skills in event planning and community outreach. Um and [42:49] then Keith Doyle who has a degree in economics and finance um and lives uh [42:56] has lifelong Pleasant Valley resident as well um and he has experience in [43:01] government and policy. So we have some really great people who applied um so [43:05] I'm happy to have the board consider appointing them tonight. [43:11] » Awesome. Very exciting. Thank you. >> Thank you. [43:16] Okay. Um, personnel committee profile of recreation director candidate, [43:21] discussion of vacancies, interviews. Councilwoman Borland. [43:25] » Um, so first I sent to the board the suggestions for the survey for the [43:31] recreation director. Um, really it would just be a survey of the community to say [43:37] what qualities are we looking for? What should we prioritize in looking at the [43:41] candidates? you know, how important it is to you that they're connected to the [43:45] community, etc. And then that um once it would be complete, it would be used as a [43:51] lens for our interviews. Um I didn't want to send that to the [43:56] personnel attorney until everyone had looked at the draft and and made any [44:01] tweaks to it that we wanted to make so we wouldn't, you know, pay for multiple [44:05] revisions. Um so I'm happy to get any feedback on that. Um, and I did kind of [44:11] time it out if we, um, you know, make a motion tonight to send it to the [44:17] personnel attorney to review and after that, you know, post it to the for [44:22] community the community to complete the survey um, with a deadline before um, [44:28] May 16th, then we would definitely have it in hand. Um if I think at the [44:34] personnel committee level we had kind of timed out maybe that we'd be looking at [44:38] the first meeting in June for an appointment for rec director um if we [44:43] had enough applicants and all that went well. So that would at least make sure [44:47] that that survey was complete and wasn't holding anything up. Um so I would [44:52] request uh you know that motion to um send send the the survey to the [44:59] personnel attorney as well as a post once once reviewed by the attorney to uh [45:06] post to the website and and Facebook for community input. [45:10] » Make a motion. I >> will make Oh, go ahead. [45:14] » A second. Just a question. Um, where's the data going from the survey when it's [45:19] done? >> To the personnel committee, I would [45:22] think. >> Okay. [45:23] » You want to add that to the motion? >> Well, I'm just wondering who's [45:25] collecting like when I fill the survey out, where's it going? [45:28] » Um, so we could do a couple of options, but I mean, I think the easiest thing [45:33] would be to do Google a Google form and then that data would go into that. [45:39] » Okay. Can we just >> Can we do it to a town [45:43] » account? I just think it we just want to make sure it's going. [45:47] » Maybe we could have the legislative aid. >> The legislative aid [45:50] » the survey. >> Perfect. [45:52] » Yeah, that would be great. >> So, just to be clear, it's going to [45:55] personnel committee and the board. >> Well, I think I'm fine with the um [46:01] » the legislative aid could create >> the results going to the personnel [46:04] committee, but all the survey responses will go to the legislative aid and then [46:08] go to you guys. >> She could compile them. That would be [46:11] that's a great idea. Thank you. and I'll make sure it gets sent to Brooke [46:14] tomorrow morning. >> Thank you so much. Um and then um the [46:20] regarding vacancies for the personnel committee um [46:24] » just a quick point about we just have to finish the vote on that motion quick. [46:27] » Oh yeah. >> All in favor? [46:29] » I naz. >> No problem. Um so um as I believe that [46:37] we have uh vacancies on the planning board, one on the planning board, one uh [46:44] zoning board alternate. Um the beautifification committee did [46:49] ask if we could um repost the vacancy on the beautifification [46:56] committee. Um, and then I don't know if while we're at it, we want to do the [47:02] conservation advisory council, wait on that for a future meeting. Um, that's I [47:07] have looked into that. That's supposed to have seven members and at least on [47:11] our website, we have uh four posted, but I don't believe they have current [47:16] appointments. Um, by resolution, I think they expired um December 31st of last [47:21] year. So I don't know if we want to choose to advertise any of these [47:26] vacancies at this time. I would ask for the beautifification one because the [47:29] committee did >> I'm sorry you wanted to advertise for [47:32] which ones the >> we have planning board because Mr. Fra [47:36] passed away. Um zoning um board alternate. [47:42] Um and then the beautifification asked to repost to seek a more applicants for [47:49] that um before their next meeting. >> Can I ask a legal question? It's more of [47:55] a procedural like just to make this easier. is like uh Warren, do we like [48:01] for example, we're going to end up appointing most likely an alternate on [48:04] the planning board to fill up uh the the vacancy? [48:09] What is the legal reason that we have to come before the town board to make a [48:13] motion to allow people to advertise for like volunteer positions? If there's a [48:20] vacancy, do we have to I'm just thinking like we have all these different things. [48:24] Wouldn't it be a lot easier just if we legally are allowed to do it to just [48:28] have the personnel committee and the supervisor figure out the vacancies and [48:32] just put them out? >> I don't know if there's any legal [48:34] requirement for you to do. >> I I had asked I think Emily about this a [48:39] couple of weeks ago because of this had happened that we hadn't had a motion to [48:43] advertise something and I said is that a requirement? She she agreed with with [48:48] Warren that it isn't. It's just been the practice of the board to do so. And so [48:54] at that time she said we'll just do the request in the meeting. Um but we could [48:58] change that practice and say okay if the committee itself for let's say uh the [49:03] chair of the planning board committee has a vacancy planning board has a [49:07] vacancy they could request a town board member to I I don't know how [49:12] » so I'm I'll make a motion moving forward that if there's any vacancies within the [49:17] town that have already been established by the town board that the town clerk [49:21] the legislative aid and the supervisor have the right and obligation to [49:26] advertise them without having to wait for the town board to give them [49:29] permission. [49:32] » Second. >> All in favor? [49:34] » I >> And can we just make sure that that is [49:38] translated to the legislative aid's obviously here, but can we make sure [49:42] that's communicated to the clerk's office because there has been confusion [49:45] in the past. >> Yeah. [49:46] » Okay. Awesome. Thank And and that that said, should we just we should could we [49:53] have a discussion um supervisor about the conservation advisory council and [49:58] how to proceed with that and then you can have the legislative aid advertise [50:03] it if it's appropriate to do so. [50:13] » Should we have a meeting with Climate Smart first? Well, the the conservation [50:17] advisory council is a separate body. Um that it's a seven member body. It's been [50:22] formed by resolution. Um it's but it hasn't had appointments [50:28] of late. So it needs probably needs a whole new advertisement for all the [50:33] members. I'm not sure. There were there are four members on our town website. [50:37] I'm not sure if they're active or not. So we'd have to check. [50:44] » Okay. You're up. [50:47] » Oh, >> discussion. [50:49] Uh 13C regarding authorizing the attorney to the town to sign a consent [50:55] and order judgment in the matter of 199 West Road LLC versus Pleasant Valley [50:59] Board of Assessment Review. And I'm going to hand it over to you, Warren. [51:03] » Not much to discuss. This is a taxertiary oop sorry. [51:08] This is a tax certiary proceeding that um for for one year um and we've been [51:14] working on this um and through the courts uh and uh reached a resolution [51:22] uh where the original request was a reduction in the assessment uh from [51:27] 2,870,000 to 717,494. [51:33] Um the Arlington School District intervened in this action which means [51:38] that they have to consent to whatever we do and we have negotiated a settlement [51:44] which provides for reduction in the assessment uh to 2,758,200 [51:52] uh constituting a reduction of $111,800 which we think is a good solution for [52:00] the town. and they have waved all all refunds. So they waved refunds not only [52:07] from uh to for us or but also for the school district. So [52:12] » can I just ask ament question for you? So I'm looking at the um terms of this [52:21] here, right? I think I don't know what you would call this, but I'm looking at [52:25] the resolution and [52:33] Sorry, I was looking at the wrong one here. Um, the second paragraph, [52:39] the petition saw a reduction in the assessment of 2.8 million to 717. [52:45] » That's just saying that that's what they were looking for. And then paragraph [52:48] four is what we're agreeing to. >> Yeah. [52:50] » Okay. >> Thank you. Um, so I've prepared a um um [52:56] uh a well the petitioners council has prepared a [53:02] consent order and judgment. It's been approved by the uh our assessor. So um [53:08] just like some authority to settle this case and we vote on it. [53:13] » Thank you. Thank you. I almost said G. Thank you Warren. [53:19] » Okay. Um, we will move on to resolutions. [53:24] Um, I'd like a motion for resolution 442 of 2026, a resolution authorizing town [53:30] supervisor to execute an agreement for joint neighborhood recreation center [53:34] between the town of Pleasant Valley and the Arlington Central School District. [53:38] » So moved. >> Second. [53:40] Um, do you want to say anything about this or? [53:43] » Yeah, I mean this is a um a very simple agreement that the uh town and the [53:49] school district have been following for quite some time. I think it's been [53:54] rather informal. Um, and apparently it's worked out without any problems. Uh this [54:01] was brought to our attention because uh the little league uses one of the fields [54:06] and they wanted an agreement uh between the town and the school district to [54:12] allow the uh little little league to uh have advertisements on their field and [54:18] to solicit for those advertisements. And the way we've negotiated this [54:25] resolution and agreement is that the little league uh will be able to keep [54:30] the proceeds of the advertisement and I made a few tweaks to the um original [54:36] agreement. Uh nothing major. Um I didn't want to if it's been working well, I [54:43] didn't want to uh hamper that. So, um, just some minor things that I don't [54:48] think the school district will have any problems with. So, we would urge you to, [54:54] uh, adopt that resolution. >> Thank you, Warren. [54:58] » I just have a question on that. Um, with the basketball program, I know one thing [55:02] that had helped is we we had town employees [55:06] like staffing during the games. That made a big difference because a couple [55:09] years ago, we were about to lose access to the schools and when we started [55:12] putting those kids in there as like guards, so to speak. Are we going to do [55:15] that again? >> We are. Okay. [55:17] » That I don't think we would still be in the school if we hadn't done that. [55:21] » The only thing I added >> to to this was a little bit more [55:25] formality in scheduling uh the the times when we can use the various facilities. [55:32] Um so I put that into the writer also. >> I mean to to give a little more color so [55:36] what what those employees were doing. They were essentially high school kids, [55:39] but they were keeping parents were letting their kids go and [55:43] they were letting them run all over the school and they were doing not awesome [55:46] things in the building. So the these kids were keeping those other little [55:51] kids out of the rooms and whatever. It helped, but [55:55] yeah, that's all. >> No, it definitely helped. [56:00] Okay. All in favor? >> I naz. [56:05] Okay. [1:00:28] » I. >> Okay. Town board comments. [1:00:35] » Well, there's only one thing I have and that is we have the Southern This is [1:00:40] going to be put out on the um my recre page and all of the pages. Uh the [1:00:46] Southern Duchess Concert Band um will be playing on 6:18 from 6 to 8:00 PM in [1:00:53] Katy Field and hopefully we will have a food truck and maybe a dessert truck and [1:01:00] they are absolutely amazing. There's like 75 of them and it's just it it's [1:01:07] really a wonderful concert. But I just wanted to let people know as soon as [1:01:10] possible. Can I actually ask one question and it's just a followup from [1:01:14] two weeks ago because somebody did approach me about it. Is the um [1:01:21] call it from the county the um is the application live for [1:01:26] » No, it is not. And I'm glad you brought it up because they really don't have the [1:01:31] application put through yet. So, it will be be done. They're hoping to have it [1:01:37] done and to me on Friday, which will go up on their county website and our [1:01:43] website, and they're taking care of it, and we set up special numbers for each [1:01:49] of the kids. And can I just ask if um if somebody registers to hold their place [1:01:57] and they apply and they get into the program through the county are they [1:02:03] eligible to get a refund from the town or the difference or count as one of the [1:02:07] 50? >> Yes. If they qualify for the [1:02:09] » because I know there's been concerns of >> Yes. And we will have problems filling [1:02:13] it because we are like almost 100% full for camp one through three sessions. So [1:02:20] it's Yeah. I'm sorry. So [1:02:24] » So it would be advisable then for people to if if they expect they might get the [1:02:29] scholarship to register now and then get the refund once they qualify. Well, [1:02:38] it's going to be difficult to get them in on right now because of the way the [1:02:42] program's set up for 100 people, but there's a couple there's a couple of [1:02:47] spots I think in the second one for the regular camp. Um, and but yeah, they can [1:02:55] try to absolutely I can I can talk to Charlene and and have her try to get [1:03:01] that bypassed so we don't have a problem. [1:03:03] » Okay. And we're are we keeping a wait list for [1:03:06] » Yes, we are. We are keeping a wait list. She has one. [1:03:11] » Um I did have a my town board comment. Um so yesterday we had an amazing [1:03:18] amazing day at the mill site. Um 20 volunteers came out for the mills site [1:03:24] work day. Uh I calculated a quick calculation was probably 50 hours of [1:03:30] work that were put in. Um some of the volunteers like Mary Meyer and Terry [1:03:35] Alrech stayed for four or five hours. Um we had uh you know weeding and um [1:03:42] mulching. We mulched the entire site so it looks beautiful. Um there was if [1:03:48] anyone on the town board else wants to come, we're going to be planting some [1:03:52] more beonas tomorrow at noon. Um so the site looks absolutely fabulous. So big [1:03:58] kudos to the beautifification committee um for putting it together. There was [1:04:03] snacks and refreshment and sunshine and pack 33 was there so they made everybody [1:04:08] laugh. Uh you know wielding shovels and picking weeds. Um so it was a a great [1:04:14] day of community. Uh we got a lot done. So if you guys walk through the mill [1:04:18] site, make sure you give a a thank thanks to the beautifification [1:04:21] committee. Um, I'm when you have all of those forms [1:04:28] that if you could please make sure that they get to Alicia. [1:04:32] » Okay. Thank you very much. >> Thank you to everybody who volunteered. [1:04:39] » Um, so you >> Sorry. [1:04:41] » Did I cut you off? >> Did I cut you off, Councilman Wenberg? [1:04:45] » No. >> Oh, all right. Um, [1:04:49] » yeah. Hu huge huge appreciation to the beautifification committee. Councilwoman [1:04:53] Borland for setting it up and for 20 people to show up. Um [1:04:57] it's a nice feeling. I was up in Massachusetts where it was almost [1:05:00] snowing yesterday, but the to get the the the um the text knowing that people [1:05:06] were down here working hard, making our town look nice was uh that's what it's [1:05:09] all about, getting people out and doing something. Um [1:05:13] on that note, just another update. Um so the the basketball court is closed for [1:05:18] the week. It's being painted right now. The playground is still open. Uh if [1:05:23] anybody is familiar with the site, there was a small portion of the old tennis [1:05:27] court that was exposed. Um where the rubber [1:05:32] flooring uh didn't go out to the edge, which kind of looked ugly. Um but it's [1:05:36] now painted uh this nice bright blue. So it's it's amazing. If the weather holds [1:05:40] this week, I'm hoping they're going to be done by the end of the week and we [1:05:43] can we can open that court up on on the weekend. But um and the other the other [1:05:48] nice thing is that uh thanks to the help from Alicia and supervisor um we have [1:05:53] the the lights ordered in our town hall or groundskeepers office and we have the [1:05:58] contract signed with V. So as soon as this the court is painted the light [1:06:04] project will start. So uh folks will be able to play basketball after hours. [1:06:09] People will be able to bring their kids on the playground until about 9:00 at [1:06:11] night. Um and that should be by by June if not earlier. So, good stuff [1:06:16] happening. And, um, shout out to Tracy's comments. Whatever we got to do to get [1:06:22] more sports for girls in this town, let's do it. You got a lot of athletes. [1:06:25] Like, I I my question would be, how do we get more girls to play? We've seen it [1:06:29] in basketball. We've seen it in all the other sports. How do we get more girls [1:06:32] out there? Uh, last time I checked, the only Olympic medal in soccer in this [1:06:36] country was from girls, not boys. So, that's the sport they dominate. So, why [1:06:40] aren't we getting more girls playing, right? So whatever we got to do to [1:06:43] foster that because we might have some Olympian in our Olympians in our midst [1:06:48] here that we're missing. So let's do whatever we got to do. [1:06:57] Okay. Um I would like to um have a motion to go into executive session for [1:07:03] 101.5F personnel items and any items with our [1:07:09] um attorney being here. Uh so moved >> all in second. [1:07:14] » All in favor? >> I naz. [1:07:16] » Thank you everyone. >> Okay. Thank you for coming. [2:12:10] Hey, don't complain. [2:12:21] » You serious? I I make a motion to come out of executive session at 9:15 where [2:12:29] action uh action was taken uh in regards to employee 348. [2:12:37] » Need a second. >> Second. [2:12:38] » Second. >> All in favor? [2:12:40] » I nays. >> I make a motion to unt resolution 447 of [2:12:45] 2026. >> Second. [2:12:50] » All in favor? I >> just [2:12:55] » and yeah, we did >> we just need a vote. [2:12:58] » All in favor? >> I [2:13:00] » I [2:13:04] make a motion to adjourn the No, we have to Yeah. Journ the meeting at 9:15. [2:13:10] » So moved. >> Second. [2:13:12] » All in favor? I I
