may 18 2019 is the ninth kids to [4:11] parks day organized and launched by the [4:13] national park trust held annually on the [4:16] third saturday of may and whereas kids [4:19] to parks day empowers kids and [4:20] encourages families [4:22] excuse me to get outdoors and visit [4:25] america's parks and whereas it is [4:27] important to introduce a new generation [4:29] to our nation's parks and whereas we [4:31] should encourage children to lead a more [4:33] active lifestyle to combat the issues of [4:36] childhood obesity diabetes mellitus [4:40] hypertension and [4:43] hypercholesterolemia that's a long one [4:45] sorry whereas kids to park stay is open [4:48] to all children and adults across the [4:50] country to encourage a large and diverse [4:52] group of participants and whereas kids [4:54] to parks day will broaden children's [4:56] appreciation for nature and outdoors now [4:59] therefore i cal palgood and mayor of the [5:02] town of prescott valley do hereby [5:03] declare may 18 2019 as kids to parks day [5:08] and urge the residents of preschool [5:10] valley to make time on this declared day [5:12] to take the children in their lives to a [5:37] out there i want to say a big thank you [5:39] to all of our partners are out there all [5:41] of our different youth organizations [5:43] that help us [5:44] do these things get our young people [5:46] active engaged out there but there's [5:48] also some very nice leisure [5:50] opportunities [5:52] council is well aware of we have a [5:53] partnership with game and fish [5:55] coming up this saturday is our badges [5:58] and bobbers and global fever day so make [6:00] sure we jump out there the great thing [6:02] about that is it's entirely free [6:04] so that's a yes ma'am favorite [6:07] four-letter word for councilwoman nye so [6:10] uh those are some of the fun things [6:12] we'll have a couple hundred fourth [6:14] graders out tomorrow morning with us for [6:16] arbor day so we'll be celebrating that [6:18] as well too so they're about [6:21] opportunities abound for our young [6:22] people and families here in prescott [6:24] valley with our park system so make this [6:26] uh part of the treasured activity out [6:28] there whether it be in prescott valley [6:30] or state parks or national parks we [6:32] encourage you all to get out [6:35] that's terrific actually uh about 10 [6:37] minutes before i even got here i was [6:38] down at mount valley park where there [6:39] was about 200 kids playing a little [6:41] league baseball and softball so community circa 1980 [10:20] and whereas literacy is vital to an [10:22] informed and participatory citizenry and [10:25] whereas prescott valley prescott chino [10:28] valley library has had a literacy [10:30] program since 1980 and whereas there are [10:33] currently 65 tutors and helpers and 58 [10:37] students in the literacy program and [10:39] whereas literacy tutors are urging the [10:42] public to recognize the value of [10:44] delivering this service to the community [10:46] and furthermore literacy tutors wish to [10:49] recognize the diligence of the adult [10:51] learners [10:52] excuse me in the literacy program [10:55] now therefore i cal pal gouda mayor of [10:58] prescott valley do hereby proclaim may [11:00] 18th a day of celebration of literary [11:03] literacy success [11:07] thank you for doing that [11:11] my name is kathy lewis i'm the director [11:13] of the literacy program here in prescott [11:16] valley we also cover the prescott [11:19] library and the chino valley library we [11:22] teach adults 18 and older who are no [11:25] longer in school english if they've come [11:28] from other countries and they need to [11:30] learn english as a second language we [11:33] also teach adults americans who do not [11:36] know how to read write or spell or need [11:39] help they are matched one-on-one with a [11:43] tutor who is a volunteer [11:45] i call this program the shifting sans [11:49] because we're all volunteers including [11:51] myself [11:52] and there's always people coming and [11:54] going all the time but it's a lot of fun [11:58] we are celebrating the success of our [12:01] students one of our tutors here lucy who [12:05] came with me today came up with the idea [12:08] of honoring all of the hard work that [12:11] the students have put forth in [12:14] becoming [12:16] better [12:17] at their excuse me at their abilities [12:19] and also the hard work of the tutors who [12:22] meet with them once a week [12:24] on a [12:25] weekly basis for about an hour at a time [12:29] and the people who are dyslexic [12:31] have to meet with their tutor twice a [12:33] week because they need that kind of [12:35] reinforcement so this is the first time [12:38] we've done this we have had a wonderful [12:40] response and we're really excited to [12:42] offer lunch to the people that are [12:44] attending [12:45] our celebration [12:46] and so it's going to be a lot of fun [12:53] [Laughter] [13:02] well i will it has been an absolute joy [13:05] to be a literacy tutor my student and i [13:07] have been together for four years and [13:09] she's made huge progress and i just [13:12] felt like we needed a forum to [13:14] acknowledge that [13:16] do you ladies feel like you opened a new [13:18] world to them [13:20] i know that's a grandiose statement but [13:24] i did some of this volunteering in [13:25] phoenix and that's what a couple people [13:27] said to me [13:28] so i'm glad to have that validated [13:34] you [13:54] our next one will be mental health month [13:58] mental health month [14:01] for mind and for body may 2019 [14:04] whereas mental health is essential to [14:06] everyone's overall health and well-being [14:08] all americans experience times of [14:11] difficulty and stress in their lives and [14:13] prevention is a effective way to reduce [14:16] the burden of mental health conditions [14:19] and where the where there is strong [14:21] research that animal companionship humor [14:25] spirituality religion recreation [14:28] social connections and work-life balance [14:30] can help all americans protect their [14:32] health and well-being [14:35] and whereas mental health conditions are [14:37] real and prevalent in our nation and [14:40] with effective treatment those [14:41] individuals with mental health and other [14:43] chronic conditions can recover and lead [14:46] full productive lives and whereas each [14:49] business school government agency health [14:51] care provider organization and citizen [14:54] shares the burden of mental health [14:56] problems and has a responsibility propo [14:59] to promote mental wellness and support [15:02] prevention efforts now therefore be it [15:04] resolved that i cal palguta mayor of the [15:07] town of prescott valley to hereby [15:09] proclaim may 2019 as mental health month [15:13] in the town of prescott valley and call [15:15] upon the citizens in prescott valley to [15:17] recommit to community in increasing [15:20] awareness and understanding of mental [15:22] health the steps our citizens can take [15:24] to protect their mental health and the [15:26] need for appropriate and accessible [15:28] services for all people with mental [15:30] health conditions and to join southwest [15:33] behavioral and health services in their [15:36] vision of eradicating the stigma that is [15:39] related to those who struggle with [15:41] behavioral health issues [15:44] do we have anyone here to receive this [15:47] well then i'll share a little bit [15:50] uh i served 20 years in the mental [15:52] health field and many of my friends told [15:54] me i was right where i belong because i [15:56] worked in the hospital [15:58] but what i want to share with you [16:01] is watching people's lives who they [16:04] thought were destroyed and that they had [16:06] no value to the community any longer [16:09] turn around and become vibrant citizens [16:12] and that's what mental health care is [16:15] about [16:16] so i applaud everyone who works in the [16:18] field and i thank them [16:20] from personal knowledge [16:24] all right now we're gonna we've got some [16:26] special guests here i think we're gonna [16:27] be bringing up [16:28] national therapy animal day hospitals nursing homes schools [17:44] and hospice they interact with a variety [17:47] of people in our community including [17:49] veterans seniors patients students [17:52] facing literacy challenges and those [17:55] approaching end of life [17:56] and whereas those exceptional therapy [17:59] dogs and animals who partner with their [18:02] human companions bring comfort [18:05] and our chapter here we have [19:11] approximately 25 therapy teams [19:14] you'll see [19:15] several of them represented here [19:17] as a therapy dog team we visit [19:20] places to help bring [19:23] some joy to life some [19:25] stress relief as we heard about mental [19:28] health month [19:29] and all in recognition we do that as [19:31] well [19:32] the teams that you see here visit a [19:34] variety of places [19:36] we visit [19:37] yrmc east and west we are visiting the [19:41] prescott unified school district some of [19:42] the schools there we visit pineview [19:45] adult care the va medical center and don [19:49] is also one of our therapy team handlers [19:52] jake and sailor or his therapy dogs and [19:54] we tried to get him to bring his dogs [19:56] with him [19:57] but he would have needed a dog sitter so [19:59] he's dogless this evening but cruiser [20:02] loves him [20:03] family home hostas actually cruiser and [20:07] i [20:07] visit the pv civic center once a week [20:10] and we try to provide some stress relief [20:11] to to the employees here [20:15] and every now and then especially up on [20:17] the fourth floor he loves going into [20:19] ivan's office because apparently as town [20:21] attorney ivan could use some stress [20:23] relief right [20:25] we also visit marley house the chino [20:27] valley schools as well as juvenile [20:29] detention and we're hoping to break into [20:31] humboldt unified school district here [20:33] pretty soon [20:34] there are clinical studies that do show [20:36] the animal human bond is absolutely [20:39] phenomenal when it comes to health for [20:42] both the health of the people as well as [20:44] the health of the animals and it's so [20:46] important for us uh to bring that [20:48] forward [20:50] we have with us tonight first off my [20:52] name is laura [20:54] and i've been around for a little while [20:55] some of you may know me hi scott [20:57] um and this is cruiser cruiser is a res [20:59] dog he came off of the res in new mexico [21:01] you'll notice he's a tripod they believe [21:03] he was struck by a vehicle and united [21:05] animal friends picked him up we have [21:07] lana and tama where's lana there and [21:10] tama we have deb and megan [21:14] we have laurie and bailey [21:18] bailey's uh just a fabulous pup that [21:21] that poodle is just amazing bailey and [21:23] cruiser i think are best friends they [21:25] just love to play outside and then we [21:27] have pat and riot [21:28] down here as well so this is just a [21:30] small representation of uh pet partners [21:33] of prescott we take in the quad city [21:35] area we do live in all [21:37] all the four different locations four [21:38] different cities and towns and we are [21:41] open to a lot school and our teacher of the [25:50] year is miss morgan peterson second [25:52] grade teacher and she was nominated by a [25:54] fifth grade student that had her a few [25:56] years ago but she left that kind of [25:58] lasting impression so [26:00] this is our goal [26:06] miss grant [26:07] i am kim grant principal at mountain [26:08] view elementary school and this is [26:10] shannon gantz she's a fifth grade [26:12] teacher and was nominated by one of her [26:13] students because of all the care that [26:15] she gives to them [26:17] excellent [26:18] [Applause] [26:24] good evening danette derrickson [26:25] principal at liberty traditional school [26:27] and this is troy carreras he's one of [26:30] our fourth grade teachers nominated by [26:32] one of our fifth grade students who had [26:33] him last year and just her letter was [26:36] one that said how much she [26:38] loved him because he was always caring [26:40] compassionate calm and quiet so [26:49] court minor principal brash mountain [26:51] high school we had dave kapka our ct [26:54] instructor at the high school also [26:55] softball coach who was [26:58] brash mountain high school's teacher of [26:59] the year [27:01] excellent [27:04] and i am dan streeter i am not the [27:06] principal of coyote springs elementary [27:08] school [27:08] but i will stand in for candace [27:11] where we were coyote was able to [27:12] recognize jennifer ruiz who is one of [27:15] the outstanding teachers on that campus [27:17] that really does a phenomenal job of [27:19] focusing our students on those skills [27:21] that are needed beyond content knowledge [27:23] you start talking about the four c's um [27:26] coyote springs has always led the way [27:28] and jennifer is one of those teachers [27:29] that does that for us so please [27:36] as jim mentioned i was there that night [27:38] and just listening to each of the [27:40] letters that were read i truly believe [27:41] it was probably the hardest decision [27:43] because every single person that was [27:45] nominated and i'm sure there was a [27:46] laundry list of other teachers that [27:48] easily could have been up there as well [27:50] and it was it was just truly amazing [27:52] just to hear the impact they had on each [27:54] of those students [27:56] throughout the day i know it's a you [27:57] guys hear it all the time and it's a [27:58] thankless job and people take teachers [28:01] for granted every single day and i just [28:03] want to thank you for what you guys do [28:09] mr mayor i want to thank the town um [28:12] just [28:13] the relationship that the school [28:14] district has with the town i think is [28:16] something that should be held up for for [28:18] other places to see [28:20] the support [28:21] from [28:23] council member grossman who's at all of [28:25] our board meetings has always been a [28:26] part of our advisory committees [28:29] laura lee who's been a key who was a key [28:30] driver in the development of our [28:32] strategic plan [28:34] rick anderson who [28:36] was really one of the founding members [28:38] of the humble education foundation and [28:40] helped get that started and then to be [28:42] able to welcome mayor palgouda not just [28:45] to the position of mayor but into our [28:48] district as he was as he mentioned at [28:50] that event as well so we thank you for [28:51] that we do have a couple teachers that [28:53] aren't here because it doesn't end [28:55] we have teachers that are currently on [28:57] student council leadership trips on everybody uh [30:17] once again we have uh our student of the [30:19] month okay the uh student month the [30:22] optimist club of yappy county [30:24] in collaboration with bradshaw mountain [30:26] high school and the town of prescott [30:28] valley are honoring the outstanding [30:30] student for april anna maria isaiah this [30:33] honor is being presented because of the [30:35] nomination and recommendation of her [30:37] school staff and instructors at bradshaw [30:40] mountain high school [30:41] again i've said this before and i will [30:43] keep saying it this is not a popularity [30:45] contest this is a person who has [30:48] exemplified themselves in the eyes of [30:51] their teachers instructors and school [30:54] staff [30:55] so that's where it comes from and uh [30:58] i'm going to read her bio [31:01] we ask her to write it so i'm going to [31:03] read it [31:04] it's a little long but [31:07] when you hear it you'll understand why i [31:09] really want to get this out there she is [31:11] an incredible [31:12] student [31:14] before i start reading it [31:16] it's just another student that is [31:18] well-rounded in the school and the [31:20] community extracurricular activities [31:23] uh [31:24] and [31:25] when i finish reading it you'll [31:27] understand my name is anna maria zayer i [31:30] am 17 years old and a senior at bradshaw [31:32] mountain high school i have attended [31:34] bradshaw mountain for two years my [31:36] junior and senior year [31:38] i have participated in cross country all [31:40] four years and have been on the varsity [31:43] team all four years also all four years [31:45] i received most valued athlete athlete [31:48] awards for the female and cross country [31:51] i made it to the state championships my [31:53] sophomore year and junior year missed it [31:56] my senior year by only two seconds due [31:58] to an ongoing injury previously in the [32:01] season and a nasty fall during the [32:03] sectionals race [32:04] she claims she still has a scar from [32:06] that [32:07] i have also participated in track and [32:10] field all four years of high school and [32:12] been on the varsity team all four years [32:14] i have received most valued freshman and [32:16] most valued sophomore for the females in [32:19] track my main event in track is the 1600 [32:22] which i believe is mild right [32:25] okay but i also participate regularly in [32:28] the 4 by 800 which is the relay race the [32:30] 800 and the 3200 [32:34] which is two miles anyway i have also [32:37] participated in 300 meter hurdles and [32:39] pole vaults [32:42] okay [32:45] that's the comment i made to you earlier [32:46] anyway [32:48] i have also learned the basics of [32:49] throwing a javelin and discus even [32:51] though i have never competed in those [32:53] events i also helped at the special [32:56] olympics and many middle school track [32:58] meets my senior year i participated in [33:01] powder puff which you'll have to explain [33:03] to us later [33:04] we lost but i still had a lot of fun i [33:07] played a small part in helping startup [33:09] of a girls wrestling team that team is [33:12] still in the works and is currently only [33:14] a club that really needs coaches and [33:16] sponsors i became a black belt in [33:18] taekwondo before high school but i like [33:21] to teach my girlfriend some simple moves [33:23] so they can kick serious [33:26] anyway if need be [33:28] i worked at my grandma's food bank in [33:31] chino valley almost every weekend my [33:33] freshman and sophomore years of high [33:35] school the smell of those potatoes still [33:37] haunt me [33:41] with my church i went on a mission trip [33:43] to an orphanage on the reservation [33:45] called naomi house and made lunch and [33:48] dinner played with the kids and handed [33:50] out gifts [33:51] in the summer between my junior and [33:53] senior year i helped at an elementary [33:55] school in prescott by painting [33:57] classrooms during the fall break of my [33:59] senior year i went on a road trip to [34:01] oregon to help my great aunt deep clean [34:04] her house after her crazy neighbor [34:06] invaded her house [34:08] i have maintained mostly all a's in my [34:11] classes i have taken all the required [34:13] math english science and history classes [34:16] i have taken weight training for both my [34:18] years at bradshaw i am in an advanced [34:21] ceramics art class where i have made [34:23] bowls and cups and fairy houses and [34:26] animals [34:27] i took a medieval and civil war history [34:30] class [34:31] i am in technical theater and know how [34:33] to properly coil a rope or cord i [34:36] haven't received any outstanding awards [34:38] for my art but a few pieces have been [34:39] displayed at the public library at some [34:42] point and finally i have received [34:44] student of the munch which [34:46] student of the month which i never [34:48] imagined i would receive i also have her [34:50] grade scores but i'll let uh her [34:53] principal court minor [34:54] talk about that as you can see after [34:57] reading this she is an incredibly [34:59] well-rounded student and we expect great [35:02] things from her in the future so here is [35:04] a principal court minor and then i will [35:07] take the phone back after that school and it's my [35:20] pleasure tonight to introduce you to [35:22] anna zee [35:24] anna is um [35:26] just a ball of energy if you just take a [35:28] look at her she's a ball of energy with [35:29] a big smile everywhere she goes um she [35:32] brings positivity with her she is a [35:35] office aide for us and she does anything [35:38] and everything that is asked of her and [35:40] i appreciate my staff [35:42] noticing [35:43] all the extra work that she does both at [35:45] school and outside of school [35:48] um [35:49] but if you listen to uh councilman [35:51] grossman's speech there from her she's a [35:53] helper she's about helping people and [35:56] she's done an incredible job in fact my [35:58] the front office uh staff asked me to [36:00] fail her this year so he could have her [36:02] back for next year but [36:04] her parents aren't going to let that [36:05] happen she's she's just that big of help [36:07] and just such a positive [36:09] student she's giving student tours [36:11] on our campus as well as helped us with [36:14] a myriad of different things that you [36:15] have to do as a ta in the front office [36:18] so this won't surprise you she's going [36:20] to graduate um with a three point well [36:22] excuse me we're in our eighth semester [36:25] so at the end of seven she had a 3.927 [36:28] gpa she is a ranked 20th out of 365 [36:32] seniors she's in the top five percent of [36:34] her class she'll be heading off to nau [36:36] to get her nursing degree and then from [36:38] there she'll join the air force [36:40] and she'll she wants to be a flight [36:42] nurse [36:43] which doesn't surprise me in terms of [36:45] all the help [36:46] that she provides on campus she's just a [36:48] caring human being however she did [36:50] surprise me when she says if she didn't [36:52] get to be a flight nurse she just wants [36:54] to join the marines and drive a tank [36:57] so [36:59] again again with her personality not [37:01] real surprised so i'm going to turn over [37:03] to mr grossman here so you present the [37:05] award and then we'll introduce anna zee [37:10] usually at this point i introduced uh [37:12] consideration of approving [52:10] contingency funding for the purchase of [52:11] a pant vehicle with ancillary equipment [52:14] for not more than twenty four thousand [52:15] dollars [52:16] chief mayor council tonight i bring a [52:20] powerpoint [52:22] the request tonight here is for [52:24] contingency funds to purchase a [52:25] replacement vehicle for use by our pant [52:28] detective and i hope when i'm done [52:30] you'll see why [52:32] so [52:33] real quick [52:34] partners against drunk driving it's a [52:37] partner partners against narcotics [52:39] trafficking [52:40] is a multi-jurisdictional task force [52:42] responsible for enforcement and [52:44] investigation of state and federal drug [52:46] offenses in yavapai county it operates [52:49] under the command of the apple pie [52:50] county sheriff's office they have one [52:52] lieutenant [52:53] and with oversight of a board consisting [52:55] of the chief executives from each [52:57] partner agency i am currently the [52:59] co-chair of that board [53:01] partner agencies include prescott valley [53:03] yavapai county sheriff's office prescott [53:06] chino valley cottonwood camp very [53:08] marshall's office and sedona [53:10] the pant lieutenant oversees two [53:12] sergeants and 10 detectives [53:15] pandas is proactive with undercover [53:17] narcotics stings interstate highway [53:19] narcotics and addictions and community [53:22] outreach and education efforts [53:25] prescott valley has provided staffing to [53:27] pan since its inception in 1988. [53:32] this is a picture of the current vehicle [53:34] by that's used by our pant detective [53:36] it's a 2007 toyota tundra pickup [53:40] with just over 120 000 miles on it [53:43] i'm going to go through a laundry list [53:45] of mechanical and safety issues that [53:47] have a direct correlation to the health [53:49] and safety of our officer [53:53] the suspension is failing it's quite [53:55] noisy and frequently bottoms out [53:59] the airbags i don't even know why it's [54:01] on the list they don't work they're [54:02] inoperable [54:04] tires are almost completely bald and [54:06] have not been replaced in at least nine [54:08] years [54:09] three of the four tires have either [54:11] nails or screws lodged in them [54:15] the vehicle does not have [54:17] any emergency equipment like the [54:19] overhead or red and blue lights or [54:21] anything like that the air conditioner [54:23] is barely working and in the middle of [54:25] the summer does not cool the truck down [54:28] our mechanic believes that the fuel pump [54:29] is about to fail [54:31] and it has a cracked windshield which is [54:34] also a violation of the motor vehicle [54:36] code of the state [54:38] the vehicle was involved in a shooting [54:40] and currently has two bullet holes in [54:42] the driver's door and the tailgate [54:47] that's the one in the door [54:52] the uh the rear driver's door [54:55] does not open [54:57] i'm sorry the rear driver's side [54:59] passenger door does not open due to [55:01] heavy damage and it's been involved in [55:03] several on on scene or on duty [55:05] collisions this obviously creates a [55:08] safety hazard [55:09] and so let me tell you a quick story a [55:11] few months back [55:13] pant detectives went to a a location [55:15] just outside of cottonwood they were [55:17] going to serve a search warrant [55:19] and as soon as they pulled up they [55:22] misjudged where the house was and they [55:23] accidentally pulled up right in front of [55:25] it and as soon as they did they started [55:27] taking rounds and and gunfire from the [55:30] residents [55:31] my detective at the time ryan spriggs [55:34] actually had to lay down [55:36] behind the tire of the vehicle because [55:38] he was in a position unable to return [55:40] fire but he was vulnerable and so he had [55:43] to hide behind the tire of this truck as [55:45] it took the damage [55:49] these are some pictures of the damage of [55:51] the vehicle [55:54] this is what renders the passenger door [55:57] unable to be [55:59] opened so why why is this a big deal [56:02] so this is the door that doesn't open [56:06] if detectives pull up to a location to [56:08] serve a search warrant or do whatever [56:11] and somebody opened fire on them like [56:13] they did in cottonwood [56:15] you would want to exit the [56:17] vehicle in this case on the driver's [56:19] side [56:21] the problem is if there's anybody in the [56:23] back seat they can't get out that door [56:25] so they would have to exit into the [56:27] field of fire [56:29] not what we would want [56:32] some additional concerns [56:34] numerous suspects have told detectives [56:37] that most of the drug dealers and users [56:39] in the area know that this vehicle is [56:41] driven by a pant detective [56:43] the vehicle has been driven but for over [56:45] nine years [56:47] and [56:49] interestingly [56:50] we can't get informants to get into the [56:52] truck because they know it's known and [56:54] they don't want to be seen in [56:56] it so [56:58] while driving around and we're trying to [57:01] maybe do uh conduct some surveillance at [57:03] known locations [57:05] people will actually come out and start [57:07] taking photographs of the truck [57:11] so in the end we have a truck that [57:13] doesn't work [57:14] it's a safety hazard [57:16] and it is not effective for the job it [57:18] is intended for [57:20] so we need something new or newer or [57:23] different [57:24] so we considered one possibility but we [57:27] figured [57:28] that might be too conspicuous as well [57:31] so [57:32] what we're gonna do is uh we're looking [57:34] at a newer model suv or pickup we're not [57:37] exactly sure [57:39] the twenty four thousand dollars would [57:40] be used to purchase the vehicle and [57:42] equip it with emergency and [57:43] communications equipment [57:45] we're gonna work with a local dealership [57:48] uh but beyond that i really don't wanna [57:50] go into a lot of specifics i know that [57:51] the rfca gave some specifics and i can [57:54] tell you that i don't know if that's [57:55] exactly the vehicle that we're going to [57:57] be looking at [57:58] but again i don't really want to tell [58:00] you what we're going to look at or buy [58:02] because then that kind of defeats the [58:03] purpose of being undercover [58:05] so with that if you have any questions [58:07] i'd be more than happy to answer them [58:08] for you [58:10] will the old truck go back to auction [58:12] it'll be turned back in it's a [58:14] rico forfeiture vehicle so it would go [58:16] back to the the forfeiture lot be uh what would be [59:46] the contribution from the town and from [59:48] uh community development block grant [59:50] funding in the amount of three hundred [59:52] thousand dollars [59:53] uh and the scope of that project would [59:55] be to [59:57] widen the either the west or the north [59:59] side of the roadway [1:00:01] uh curb gutter and sidewalk some minor [1:00:03] drainage improvements and some street [1:00:05] lighting [1:00:06] what you see in blue would be a [1:00:08] contribution from yavapai county [1:00:10] they own the empty lot right there in [1:00:12] the corner and through the efforts of [1:00:15] supervisor jack smith working with uh [1:00:18] kenny van kieran who's the facilities [1:00:20] director and uh phil bordone who's the [1:00:24] county manager they were able to come up [1:00:25] with 106 thousand dollars uh in uh [1:00:29] monies to uh put towards the project and [1:00:31] so the area in blue [1:00:33] uh will be uh [1:00:35] basically what would mirror uh what's in [1:00:37] front of the school right there it'd be [1:00:39] a little bit of additional paving [1:00:42] some angled parking [1:00:44] curb gutter sidewalk there as well and [1:00:47] some street lighting in there as well [1:00:52] so this is just a couple of quick [1:00:54] exhibits to just show you what we do [1:00:56] with the grant funding when we get it [1:00:57] we've i believe this is a third or [1:00:59] fourth year in a row that we've received [1:01:00] grant funding and so this is our 2017 [1:01:03] project [1:01:05] and this is uh [1:01:07] right in front of the liberty school [1:01:09] where we added an additional southbound [1:01:12] lane [1:01:13] curb gutter and sidewalk improvements [1:01:14] there and also street lighting busy i can't do that [1:07:06] we're failing somewhere [1:07:09] at one point in time the town had three [1:07:12] code enforcement officers i believe [1:07:14] now we're down to two [1:07:16] we're not shrinking we're only growing [1:07:18] we need more help [1:07:20] and i don't know what needs to be done [1:07:24] besides me coming in every two weeks and [1:07:27] you know grabbing you guys by the ear [1:07:29] and saying you know you need to listen [1:07:30] to me but [1:07:32] we seriously need to do something to [1:07:34] revitalize the older neighborhoods to [1:07:37] get them up [1:07:39] the people that's been here for years [1:07:40] and they think it's the old days i don't [1:07:43] have to fix anything i can just let it [1:07:44] go [1:07:46] i don't want to have to spend [1:08:15] i'm open for suggestions what can be [1:08:17] done besides me driving around [1:08:19] being junior code enforcement agent [1:08:21] myself because when i call in or when i [1:08:24] come down to the town [1:08:26] civic center i bring in a list and [1:08:29] i deal a lot with uh fernando and he [1:08:32] knows when i come in with a list they're [1:08:34] legitimate complaints but they don't [1:08:36] have time to come out and actually [1:08:39] follow up on them necessarily just like [1:08:42] when i caught one of the agents the [1:08:44] other day he was out for something else [1:08:46] i happened to catch him when he was [1:08:49] getting out of his truck [1:08:51] and said hey can you look at this and [1:08:52] that's why he's like i you gave me 30 [1:08:55] you know two weeks ago i'm trying to [1:08:57] follow up on then how can you give me [1:08:59] more stuff [1:09:00] and i don't know what needs to be done [1:09:02] but the town seems to be failing [1:09:04] and i hate to say that the town's [1:09:06] failing but it seems like they are as [1:09:07] far as [1:09:08] following up on code enforcement and we [1:09:10] have i had an issue with a neighbor [1:09:14] they were out of compliance [1:09:16] last year [1:09:18] i kept asking code enforcement [1:09:20] what's the status on my neighbor what's [1:09:22] the status [1:09:24] oh it's an open case i can't do anything [1:09:25] about it because it was under the other [1:09:27] agent's [1:09:29] jurisdiction before they switch [1:09:31] territories i guess you would say [1:09:33] because they switched zones [1:09:36] on where they [1:09:38] take care of [1:09:39] and he thought it was under [1:09:41] it was an open case under [1:09:42] the other uh field agent come to find [1:09:45] out the case has been closed since the [1:09:47] somewhere around the first of the year [1:09:49] nothing's been done to the property [1:09:52] and it's just [1:09:54] it's just terrible that you can't sit
