[0:05] All right, can you hear us, Sheila? >> I can hear you. Can you hear me? [0:09] » We can, yes. >> Can I ask if Jeff can hear us because he [0:13] wasn't hearing anything as well? >> I can hear you. If you can hear me, then [0:18] we're all good. >> Wonderful. [0:20] » All right, yep. We've got you. All right, then the time is 7:01 p.m. [0:24] and I will call this meeting to order. May we have roll call, please? [0:28] » Mayor Rykal? >> Here. [0:29] » Pro tem Hanrahan? >> Here. [0:31] » Trustee Bretnall? >> Here. [0:33] » Trustee Classen? >> Here. [0:35] » Trustee Engelhart? >> Here. [0:37] » Trustee Sanchez? >> Here. [0:39] » Trustee Siebert? >> Here. [0:41] » All right, may we rise for the pledge of allegiance and a moment of silence. [0:47] » I pledge allegiance to the flag of the United States of America [0:52] and to the republic for which it stands, one nation under God, indivisible, with [0:57] liberty and justice for all. [1:05] » All right, be seated. [1:13] Uh first item on tonight's agenda is public comments. [1:16] Persons desiring to make a public comment on items uh not on the agenda, [1:22] please activate the raised hand function in the meeting program. [1:26] Or Sheila, any phone calls, emails, or hands raised? [1:30] » No, I have none of the above. >> Okay. [1:35] All right, and we have nobody in the chambers with us this evening. [1:38] Uh so we will move right along to the consent agenda, [1:42] uh which contains number one, the meeting of the August 10th, 2026 Board [1:46] of Trustees meeting. Item [snorts] number two, Rifle Remedies [1:50] LLC uh doing business as Green Cross, renewal of a retail marijuana license. [1:56] Item number three is resolution number 30 series 2026 [2:02] a resolution supporting the grant application for a Garfield County [2:05] Federal Mineral Lease District mini grant in the amount of $27,310 [2:11] for a total project cost of $27,310 in order to offset the cost associated [2:18] with the installation of a stair lift at the Silt Senior Housing Center. [2:23] Uh item number four resolution number 31 series 2026 [2:28] a resolution of the Board of Trustees supporting the grant application for a [2:32] grant from the Garfield County Federal Mineral Lease District uh for the phase [2:35] three Grand Avenue Improvement Project for the town of Silt, Colorado. [2:40] Uh item number four five would be resolution number 32 series 2026 [2:45] a resolution of the Board of Trustees supporting a joint grant application [2:49] with the Garfield County Housing Authority uh for the Silt Senior Housing [2:53] Remodel Project phase two uh the Garfield County Federal Mineral [2:57] Lease District and the town of Silt uh Colorado. [3:02] Would anyone like to discuss >> Mr. Mayor? [3:03] » Yes. >> Mr. Mayor, um I'm not exactly sure where [3:06] to insert this uh request, but it's an agenda change that would come later. [3:12] But we'd like to pull uh resolution number 32 off of the consent agenda and [3:18] uh just uh chat with you about that separately. Uh we've got a a contingency [3:24] conversation that we want to have with you. [3:27] » All right. Um is everyone okay with removing that [3:30] from the consent agenda? >> And then we can just discuss it real [3:33] quick. >> Question maybe for Joel for number three [3:36] or resolution. So, the old chair lift didn't go all the way up right. So, this [3:41] is a complete new bottom to top a complete whole new assembly. [3:45] » It'll do the corner and get up on the last step. [3:47] » The old one will be taken out of the the one it just be the one. [3:50] » Yes. that's [3:53] » Okay. Uh [3:56] Jeff, would we like to just discuss item 32, resolution 32 right now, or do we [4:00] need a whole discussion? >> Um [4:05] I think Mike's in the room with you there. Mike [4:08] » Yeah, I let's pull that and we'll just discuss that outside of the consent [4:12] agenda and we just have a little tweak to what we want to ask you on that one. [4:17] » Okay. >> Oh. [4:19] » I was uh Oh, sorry. I was just going to say that [4:23] little checklist on the license renewal summary page, I thought that was [4:28] helpful. Where it says like no new violations, [4:32] uh you know, just kind of a really easy to read summarization of whether they [4:37] checked people's IDs, whether they had the proper notices out, things like [4:41] that. And then cuz that's a lot of what I wanted to know. [4:47] Thank you. >> Okay. [4:50] All right. Would someone like to make a motion to [4:53] the consent agenda removing resolution number 32, series 2026? [4:58] » Mr. Mayor, I make a motion to approve consent agenda as presented except [5:03] but we remove removing resolution number 32, series 2026. [5:08] » I'll second. >> All right. [5:10] Uh motion by Trustee Seifert to approve the consent agenda as presented uh [5:14] removing resolution number 32, 2026, seconded by Trustee Engelhart. All those [5:20] in favor? >> Aye. [5:21] » All those opposed? Motion carries unanimously. [5:27] Um We did have a couple gentlemen walk in [5:30] after the meeting had started for public comments. Do we care if we see if [5:33] they have public comments? Okay. Are you guys here for public comment? Okay. Can [5:37] you please Have you signed in to the sheet at the podium? If you can write [5:40] just fill that out real quick, we'll go ahead and [5:42] get you up here. Yeah. [6:29] » Thank you very much. [6:33] » [clears throat] >> All right. [6:37] Okay, I'm not good reading your handwriting. [6:39] How do you pronounce your first name? >> Tim. [6:41] » Just Tim? >> Yes, sir. [6:42] » And then Rivera's? >> Romero. [6:44] » Romero, okay. Would you like to come up to the table and just state your name [6:48] and address for the record and then you have [6:50] uh 3 minutes for your public comments. >> Okay. Uh my name is uh Timoteo Romero [6:53] Moreno. Uh legal name. Uh you can call me Tim. I live on 1718 Grand Avenue, [6:58] Seal, Colorado 81652. My I'm here because uh I tried to get my neighbors, [7:03] but this was a last minute. We have a huge problem on Grand Avenue. Uh in the [7:09] past 2 years I called at least uh 15 or 20 times for speeders going 60 [7:15] to 80 mph. We have children, we have seniors in that community. [7:19] Uh the the speeders, the offenders over there and and uh and Prairie they got a [7:24] speed bump not too long ago. And and the they're the ones that they go 60 or 80 [7:29] mph. So, uh [7:33] there is need and and I asked the town to to to have a speed bump [7:38] uh somewhere between 16th and Kim Avenue. At least protect my my house and [7:44] my my community. Uh the the bunch of speeders, I I don't [7:48] know. I uh by the time that I call the police is [7:51] like, "Did you get their license plates?" Well, I don't know. I'm talking [7:54] to you and I I cannot do a video. Besides, they went flipping me like this [7:59] and they're going 80 mph. So, I don't think I can do a video and catch their [8:04] license plates. >> And This is like Well, have you up next. [8:07] » Okay. Okay. >> Yes. Okay. [8:09] » Uh I call I call the the last speeder, he [8:12] was uh driving a BMW, a a dark BMW. Uh he must have been doing 80 mph. [8:19] I called and by the time that I call the police, they they they show up 20 [8:24] minutes later or 45 minutes later or whatever. Or this time the last time [8:29] they say, "Oh, we got the speeder and we're going to have you sign um a [8:34] complaint about the speeder because the car driver was doing this to me [8:39] when I was talking to them to the uh non-emergency phone number. [8:44] Guess what? The police officers never got in touch with me. [8:49] And I ask and I have come to to ask the prior police [8:54] uh the chief of police uh you know, can can can we do some [8:58] watch over there? Can you do some some rounds over there? [9:01] I rarely see any police officers. [9:06] » Okay. >> Uh my one of my dogs [9:10] Uh my dogs rarely come out of the yard. Uh one time, like a year ago, the the [9:16] boy walked out uh like this this far away from from the [9:22] from the sidewalk. I don't want to say really bad names, [9:26] but this jerk female 16 or 17 years old, boom, hits the car. [9:31] Hits my freaking dog. Unfortunately, the the dog [9:35] didn't don't any incidents. Like today, my neighbor's dog, she has a little [9:40] puppy about this big. It ran out to the street. There are the kids and and and [9:44] the whole family is looking out for the freaking dog all over. And there's [9:48] people driving 45-60 miles an hour. >> Okay. [9:52] All right. Thank you. [9:53] » Thank you very much. Yes. >> Thank you. [9:57] » All right. Oscar? [10:00] » I was just going to say what you say about the dog. [10:03] » So same same >> We are we live together. [10:05] » Okay. Okay. All right. So do you want to come out to [10:08] the table or are we just Okay. Okay. All right. So same. All right. [10:11] And your last name? >> Galazus. [10:13] » Okay. All right. Thank you very much, guys. [10:16] » Can I clarify something? Are you talking about Is it a street that's sort of a [10:19] through street? So like someone could get to that roundabout? [10:23] » No. It's It's Grand Avenue. That that the main street. [10:27] » Okay. >> It's Grand Avenue. [10:30] From the from 16th Street all the way to the something Terrace. That's where the [10:36] speeders are. >> Okay. Okay. Thank you for that. [10:38] » Is there a time of day >> Generally when [10:41] » We don't >> Oh, sorry. [10:42] » Yeah, we don't engage during public comment, so [10:44] » We can ask you clarifying questions, but >> Okay. Would you like to come back up to [10:47] the table and we can see if we have some clarifying questions. [10:49] » I'll be happy >> Okay. All right. [10:51] » Yeah. Sorry. So do you Is there a time of day when you primarily see this? [10:56] » us- usually in the afternoons when everybody's coming back from work early [10:59] in the morning. Uh especially [11:03] especially on the weekends on Saturday and Sundays. [11:06] Like I don't see any police officer doing any [11:10] rounds or anybody. It's like you can hear the the the mufflers going [11:15] like that. [clears throat] And I don't know. [11:18] And you can you can hear them uh speeding over there and then going into [11:23] 70 at the same speed limit 70 miles an hour where they driving over here [11:28] between uh 16th Street and and Kim or uh all the [11:32] way to the um up up there. >> Thank you. [11:36] » Yes. >> Right. [11:38] » All right, thank you. >> Thank you, Tim. [11:40] » Okay. [11:42] » Okay. Uh those are only two public comments [11:45] signed up in the chambers this evening. So, [11:50] So, I guess now do we want to go and talk about resolution 32 [11:53] series 2026? [11:57] » Jeff, do you want to chime in on this? [12:00] » You bet. Uh you bet. Um so, um [12:05] and Joe's going to need to correct me if I get [clears throat] some of this [12:08] wrong, but uh I know that we had a grant with Well, [12:13] let me back up. Uh you all know that that of the grants [12:17] that we're applying for uh on I think it's on Friday this week, [12:23] the 28th. Uh [12:25] we have with FML with FMLD, we have a mini grant, a regular grant, and and [12:31] then a joint grant. Uh the joint grant is the one that uh is represented by [12:37] resolution number 32. Um those are the three types of grants [12:42] that I'm aware of that FMLD give on an annual or actually semi-annual, I think, [12:47] basis. So, [12:50] um we last year we did a grant with the [12:54] housing authority to remodel uh [12:58] I think about 10 or so units in the building. [13:03] And uh we were looking towards maybe continuing that effort to [13:10] uh improve those uh those the units that had not been touched [13:15] yet. Um and so, we approached [13:18] rather belatedly approached the housing authority to do another joint grant for [13:24] 2020 uh six [13:27] that would allow us to do those I think it's about half, right Joe? So, [13:33] it's another 10 units or so. >> Correct, another 10 units. [13:38] » So, then we'll um uh [13:41] so, because we were a little late to the party and I'm I'm not [13:45] yeah, they they don't um we've been told by their [13:50] uh their staff that they think it's a good grant, but they bring it to their [13:55] board on Wednesday this week. So, as of Wednesday this week, we'll [14:00] know whether we have a joint grant to submit to FMLD [14:06] with the housing authority for this project. We'll know that on Thursday and [14:10] then we'll run it down up to Palm Springs [14:13] and we'll all be good to go. If for some reason the board um [14:20] the housing authority board would decide not to [14:24] uh pursue that grant then we have a a contingency in that uh [14:30] RE2 schools have asked us [14:35] uh and I don't know when they started asking, but they've asked us to sign on [14:40] as a joint uh grant [14:43] uh applicant for their grant application [14:48] that would build a new playground at Riverside Elementary School. [14:54] Um uh it was our staff's [14:59] uh I guess [clears throat] [15:00] uh thought on this that we really uh [15:03] our first first priority should be so senior housing, uh use that money that [15:09] we could get from them and and really do a a bang-up job on that second phase and [15:14] not wait. Uh [15:16] but, since it's not a slam dunk, we wanted to make you aware of that and to [15:22] sort of get a contingency approval to uh partner with RE-2 schools on their [15:29] grant uh if that were to happen. [15:32] Um they have asked us for money and I've not uh [15:37] I've not uh [15:41] told them we give them any. Um I was kind of thinking, you know, we [15:44] could maybe give them a token uh [15:47] a thousand bucks or something uh just to show that we had some skin in the game [15:51] for that project, but um I know it wasn't budgeted. It's not something that [15:55] we've ever talked about, so I didn't want to [15:58] uh get too out on the far out on the gangplank on that. [16:02] Uh but so I think really I think what we're asking you tonight is to approve [16:07] the resolution 32 with a a contingency that we switch our [16:14] uh grant um [16:18] sponsorship or or signing you into the joint grant from the housing authority [16:24] to RE-2 schools should the housing authority not approve it in their [16:29] meeting on Wednesday. [16:36] » Okay. >> I've got a question on that. So, if the [16:40] housing authority doesn't approve it, is there a plan for when the units would be [16:45] remodeled in two, three, or never? I mean, what would be the thought [16:50] if that scenario occurred? >> is as the units get empty, if we have [16:55] the money, we remodel that unit as we go. [16:58] » But coming out of town budget instead of a grant funding, okay. [17:02] » It's about It's about $35,000 per unit right now. [17:08] » And there's 20 units total, correct? >> 20 units total. [17:13] » So, with this grant we'll have half the building, basically. [17:15] » Right. And you know, the half we did this time [17:19] is the half we had most of our drainage problems on. [17:23] So, if for some reason we couldn't get it, [17:28] we'd just have to do piece work, you know, apartment by [17:32] apartment. >> Got you. [17:36] I I mean, I'd be okay with it, but [17:40] we have some the Roy Moore Fields, some property that [17:44] we'd like to get from the school district, so [17:48] I I'm I'm not supportive I mean, [17:51] yes, I'm just going to say I'm not supportive of the playground because [17:55] until the school district starts negotiating with us over the Roy Moore [17:59] parcel, I I don't necessarily want to do a whole [18:03] lot. I mean, I get it if we help them out, but at the same time, I I kind of [18:09] have a feeling that we're going to have some things that we're going to have to [18:13] approve from them, and I kind of feel that in my [18:18] opinion, you know, I don't want to speak for you guys, my opinion, I I kind of [18:21] want them to know that, you know, we we kind of need to [18:25] negotiate a little bit better on the Roy Moore property. [18:33] » I just I just have one point of clarification. The the [18:37] RE2 joint grant would be for Riverside Middle School, correct? Not [18:42] Riverside Elementary School. >> My understanding is it's Riverside [18:48] Middle School. Joe, can you clarify that? [18:51] » I think you said elementary. >> elementary, so I just wanted [18:53] » You said elementary earlier, Jeff, and >> I [18:55] Sorry. >> We just want to verify cuz yeah, there's [18:57] no Silk people that'd be or mostly wouldn't be very many Silk kids in the [19:02] elementary school over there, but there are a bunch in the middle school over [19:04] there. >> thanks for the clarification cuz that [19:06] was what I thought was elementary. >> Okay. [19:08] » Thank you for that clar- I I that. Thank you. [19:11] » Yeah. Um [19:16] I'm fine with it. I mean, hopefully the housing authority sees the value in [19:21] partnering with us on this thing. I think the uh [19:24] the school district conversations, I think, change after the election and [19:28] their mill levy request. [19:31] If it If it doesn't doesn't pass, then [19:35] they're going to be looking for plan B, so. [19:40] » I tend to think that if If I mean, we I agree we should prioritize the housing [19:46] authority. I think if if we can if we end up with the option [19:51] of supporting the school district, I think we should. I think that it [19:57] would cost us very little and an olive branch can [20:02] be beneficial to negotiations at times. So, I would support it as a backup plan [20:08] myself. >> One other thing is, too, is in [20:10] regardless regardless of the negotiation with the school district itself, the [20:15] kids shouldn't suffer not be able to get a better playground or some of those [20:19] things because adults aren't doing what they should do. [20:23] Is my thought. I mean, if and and really the from what I from the project when [20:28] they presented it, it's administrators at that school that are doing all the [20:32] legwork and doing all this to take care of the kids that they see in their [20:35] buildings every day. So, I'm supportive of them helping them do what they need [20:38] to to help the people that they impact. >> Sure. I mean, I mean, if this is for [20:43] Cactus Valley, yes, I'd be all for it 100%. And I know a lot of our junior [20:48] high kids go to >> About half of the middle school, I'd [20:50] say, probably or if not more than half, probably go to Riverside, I would say. [20:54] » The kids from Silt either go to Rifle Middle School or they go to [20:57] New Castle. They They can get bus to New Castle, they can't get bus to Rifle, so. [21:01] » Most of them probably go to New Castle. >> them go to New Castle, yeah. [21:10] » So we need a motion then. >> Yes, we need a motion to approve [21:12] resolution 32 series 2026 based on the outcome of the Housing Authority [21:16] meeting. And if that's a no, then we support [21:20] Garfield RE-2's joint application. >> Mr. Mayor, I'll make a motion to approve [21:26] um resolution number 32 series 2026 as presented um in the instance that the [21:31] or the Housing Authority does not approve their um co-signing of this [21:36] grant or the joint grant application, then we would um put our [21:40] support to the Riverside um middle school's grant. [21:46] » I'll second. Second that. >> All right. [21:49] Uh motion by Trustee Britton all to approve resolution 32 series 2026 [21:53] pending the outcome of the Housing Authority decision. Uh if that's a no, [21:57] then we will partner with uh Garfield RE-2 on their application. [22:02] And that was second by seconded by Mayor Pro Tem. All those in [22:05] favor? >> Aye. [22:07] » All those opposed? Motion carries unanimously. [22:10] » Thank you. >> All right. [22:13] Uh next item on the agenda is to schedule a special meeting of the Board [22:17] of Trustees for Monday, August 31st, uh 2026 at 6:00 p.m. [22:22] » Uh Mr. Mayor, I'll I'll field that one. So as the board is aware, the [22:28] town contracted with Investigation Law Group to conduct an investigation [22:32] related to some employment issues that came [22:35] uh to the town's attention. [22:39] Uh the findings of Investigation Law Group [22:44] should be ready for uh for the board to receive next Monday. [22:49] And in light of wanting to move forward with that [22:53] process and kind of figure out which direction the town is is going to head, [22:59] uh at least I thought it would be a good [23:02] idea to schedule a special meeting for the purpose of of receiving that report. [23:08] Um, so next Monday, same day as your normal [23:13] meetings, but uh in an off week at 6:00 p.m. So, maybe we can get out of here a [23:18] little quicker. [23:22] » Is that a public meeting? Is it an exact session? Do we need to notice? Like, [23:25] what are the rules? >> Yeah, so the Sheila will provide notice [23:30] of of the special meeting. [23:33] Uh there will be an agenda, and the agenda [23:36] uh will likely uh simply be that we go into executive [23:41] session, although that's not completely within the town's control. [23:46] Uh I'll explain that more next week when we have the meeting, but but in all [23:51] likelihood, that will be done in executive session. [23:54] » The reason I ask is will that meet our public notification requirements? [23:58] » Yeah, under under the open meetings law, we simply have to post an agenda 1 week [24:03] in or I'm sorry, 1 day in advance. There's not a there's no publication in [24:08] the newspaper or anything that's required. You'll vote if if you choose [24:13] to go to set the special meeting, uh and then Sheila will get an agenda [24:18] prepared and posted, and that meets the obligations. [24:26] » Then >> Yeah, I'm fine with it. [24:28] » Mr. Mayor, I'll move to schedule a special meeting of the Board of Trustees [24:31] for Monday, August the 31st, 2026 at 6:00 p.m. [24:35] » Second. >> Second. [24:36] » All right. Uh Mayor Pro Tem made a motion to schedule a special meeting [24:41] of the Board of Trustees for Monday, August the 31st, 2026 at 6:00 p.m., [24:44] seconded by Trustee Britnell. All in favor? [24:47] » Aye. >> Aye. [24:48] » All those opposed? Motion carries unanimously. [24:52] Uh next up is I'm >> Just real quick, how much time should we [24:55] set aside for this? >> I I would think we're going to need an [24:59] hour and a half to two hours. >> Okay. [25:01] » Yeah. >> That's what I put. [25:03] » Okay. [25:06] All right. >> Sorry. [25:07] » No, you're good. Um then manager and staff reports. [25:14] Mr. Lyman. >> Yes, this is me. Let's see if I [25:20] remember how to do this. I I I mentioned a lot of these things in my uh written [25:24] managers report, but I wanted to just uh I and it sounds like uh I'm probably [25:30] late to the party on this one, too. Uh I want I was made aware uh [25:36] » [clears throat] >> that the LoVa South Canyon phase looks [25:39] like it's moving again. Uh Glenwood Springs is requesting about 20 [25:44] million dollars, 20.7 million dollars in a couple of different grants [25:49] uh to uh to complete that. And I think uh [25:54] well, um we we have expressed support for the grant. [25:58] Uh but we haven't uh pledged and nor we have nor have we been asked to pledge [26:03] any money to the project. So, it seems like that might be running [26:08] forward if uh if they get that grant. And then last but not least in the in [26:13] the mayor mentioned it um the RE-2 two schools have this big bond [26:19] uh extension. Uh I don't know how big it is. This bond [26:22] extension on the 26th or May be on the 26th ballot. I think they have until [26:27] about September 4th to vote on it and this would impact [26:31] silt. Um I would I seems like it'd be [26:36] uh a good thing uh [26:38] build a child care center behind Cactus Valley. [26:41] And then uh also add about 25,000 square feet classroom space at [26:46] Coleridge. So, I just wanted to make you aware of [26:50] that in case anybody might have missed it. [26:55] Oh, and by the way, I I didn't say this earlier. I really planned to be there, [26:59] but I woke up this morning with a a stomach virus that I could not um [27:05] shake. So, um rather than infect everybody around the [27:08] building today, I decided I would work from home. [27:12] » Thank you for not sharing. >> You're welcome. [27:15] » Yes. [27:18] Okay. [clears throat] I think the school board meets about that [27:21] Wednesday night, the 26th. It's their official meeting where [27:25] they're going to either say go or no go. I'm going to be there. Didn't know if [27:29] anyone else was interested, but that's when it's happening. [27:33] And the committee that's been working on it is meeting tomorrow night, and I'm [27:36] going to go to that as well. Just to see if anything's changed [27:40] regarding what the strategy is, how they're going to deploy the funds, and [27:44] how much they need. [27:47] » Good. >> All right. [27:50] Anything for other managers that that want to speak of? [27:55] » I have nothing. >> No, thank you for everybody that came [27:58] out to the concert. It was a lot of fun. We had um just about a thousand people [28:02] there. So, it was a pretty good turnout, and [28:07] the events that we have left this year are going to [28:11] be the Main Street Trick or Treat, so save the date, as well as [28:16] um the downtown tree lighting. So, the Main [28:20] Street Trick or Treat will be Thursday, October 29th. [28:25] And we do it on a Thursday before or the Thursday that's closest to Halloween [28:30] because that's when the kiddos are all dressed up at school, and so the parents [28:35] are already off work early. They're already at the school for the parties [28:39] and celebrations. The kids are already dressed up. And we start at 4:00 for [28:43] that event, so they can just leave the school and go straight down and let the [28:47] kids get all their wiggles out after being sugared up at the [28:52] at their school parties and do all the activities. And then that seems to work [28:57] out really well for everybody. And then the downtown tree lighting is [29:01] going to be November 24th. It's a the Tuesday before Thanksgiving. [29:07] So last two major events for the 2026 event year and we appreciate all [29:14] the support that everybody's given. >> I do have one thing to say mayor [29:19] trustees. The speed table is installed on [29:22] Grand Avenue out in Painted Pastures. And also the stop signs at Grand and [29:27] Pickett are up. So you have a four-way stop at Grand and Pickett now. And the [29:32] speed table out in Painted Pastures. So hopefully that will [29:36] slow down some residents. >> And we will continue doing enforcement. [29:43] We have a traffic trailer that we're starting to [29:46] figure out how to use. So we'll institute that. [29:51] I can do [clears throat] another traffic survey. The last traffic survey I did [29:55] was 50 vehicles. The average speed was 23.4 [30:00] mph. So [30:04] we'll do what we can. >> Okay. [30:08] All right. >> Any board comments? [30:13] » Nothing. >> Nothing. [30:14] » Trustee Leonard? >> No. [30:17] » Just say thank you to everybody that came out for Haydays. [30:20] It was really good weekend for weather wise. It was probably one of the better [30:24] weekends we've had. Didn't get like rained on, no crazy windstorm that shut [30:28] down a concert early or anything crazy like that. [30:30] We had 20 or 14 teams, 28 people participate in the horseshoe tournament. [30:35] Had 10 teams participate in the cornhole tournament. [30:40] And half of the the entry fees from the cornhole and all the entries from the [30:44] horseshoes went to the historic park. So, that was a donation of about $348. [30:49] That goes to that. Um, in addition to just getting more people out and [30:53] involved in doing things. Um, a special thank you to Rifle Recreation [30:56] Department, Matt. Um, is why they come over and run that tournament for us. Do [31:01] all the legwork and bring their boards and all their stuff, which make it run [31:04] much smoother than anything we could do trying to do it ourselves as a [31:06] committee. So, the Hay Day Committee greatly appreciates that cooperation [31:09] there. >> Very nice. [31:12] Trustee Clawson? >> Just that would just second what Trustee [31:15] Britton said about the Hay Day event. And that's all I have tonight. [31:20] » All right. Trustee Ford? >> Uh, I did notice that all of the new [31:23] crosswalks, I'm really impressed people are using them. [31:27] It does help people not dodging out, you know, in the daytime, um, quite a bit [31:31] through town. I see people are using the crosswalks like they're [31:35] supposed to, and people are slowing down, so it does help. Think there's [31:39] what? Did Did you say What did they put up? Four new ones or three? [31:42] » It was four. >> Four? [31:43] » Four, fifth, sixth, and eighth. [31:46] » Yeah. >> So, it does help. It is helping, so [31:50] » And the reduced speed probably helps, too. [31:54] » Oh, we have one on 8th now, too? >> Yeah. [31:57] » Oh, okay. I hadn't noticed that. >> We have the signs. [31:59] » The sign. >> There's signs on all of them. Okay. [32:01] » But people at least aren't dodging just dodging out, you know, they are [32:04] stopping, you know, at least people in drivers are noticing it, that big sign, [32:09] so it is helping. [32:12] That's it. >> All right. Mayor Pro Tem? [32:15] » Actually, I had a question for Chief Gash. I apologize I didn't speak up [32:18] quick enough, so I'll just add it as my comments is Is there any way additional [32:22] to the equipment that during the times we know that speeding's happening in [32:26] happening in those areas that we can increase the police presence? [32:32] » Yeah. >> To increase the frequency of them being [32:34] there. >> Yeah. [32:36] You know, we get we get um [32:39] asked to be in a lot of places in the early morning, especially the school. [32:44] Um so, I made that a priority when I first got here. [32:49] Other citizens had issues with the Grand Avenue, so that's why I did the traffic [32:54] survey. Um And the evidence just spoke for itself, [32:58] but we'll do what we can for the personnel we have. [33:01] » I think increased [clears throat] visibility goes a long way, even just [33:05] doing an extra lap or two up and down Grand during those rush hours and on the [33:08] weekends. >> Myself and uh Officer Kerbs um do a lot [33:13] of traffic enforcement. Um he's in a marked unit, I'm not in a [33:19] marked unit, so just because you don't [33:22] see it red and blue lights, it doesn't mean [33:25] we're not there. >> Sweet. [33:29] Thank you. I just wanted to clarify that. And that's it for me. [33:32] » That's it? >> Okay. [33:33] » Uh I've got nothing. I mean, it is tough. I [33:37] I just wanted to say I think our officers do a pretty good job. It is [33:40] hard to be everywhere at every time. >> Yeah. [33:41] » Um I think we can all say we have that [33:45] person in our neighborhood that um [33:48] causes us all trouble. Uh I but it's kind of I know it's tough to [33:52] to make the call. You guys get there in time, you could be on a [33:55] another call, so you can't always get there immediately. Um [33:59] but I do want to make sure that there is that we are following up on. If we if we [34:03] tell the citizen we're coming back with a report [34:05] » Oh, absolutely. >> then we better be coming back with a [34:07] report. I think that's that's just the the minimum we should do. So, um [34:12] you know, if this um issue did happen, the officer didn't [34:15] come back by, I hope we can dig into that a little bit and see [34:18] what's going on. So, um other than that, next we are going to do [34:23] an executive session. I don't think we're going to return to [34:26] the open meeting. Okay. [34:28] » There's no action item on there. >> Action item, okay. [34:31] Um so, then I'm just going to read this one of my blue cards. So, the board will [34:35] be going into executive session and will not be returning to the open [34:38] session when we are done. So. [34:42] Okay. [34:45] I will read this. We'll go into the open session or the executive session. We'll [34:48] get ready. So, I will make a motion to go into executive session to determine [34:53] positions relative to matters that may be subject to negotiations, develop a [34:56] strategy for negotiations, and or instruct negotiators pursuant to CRS [35:00] section 24-6-402-4E [35:04] in regards to the interchange 97 improvement agreement with CDOT and [35:09] contribution agreements with developers, acquisition of property at 241 County [35:14] Road 311, Silt, 81652, and to discuss the purchase, [35:18] acquisition, lease, transfer, or sale of any real, personal, other property [35:22] interest under CRS section 24-6-402-4A in regards to the property of Mark S. [35:30] Anderson, 230 South 7th Street, Silt, 81652. [35:34] » I'll second. >> All right. [35:36] Motion by the mayor to enter into executive session, seconded by Trustee [35:39] Clawson. All those in favor? [35:41] » Aye. >> Aye. [35:43] » All those opposed? Motion carries unanimously. [35:46] We will take a short recess and get set up here. So. [35:48] » Thank you for coming in. We really do appreciate cuz people don't get [35:52] coming in
