We've had one tree blow [2:39] over on the number line rail number four tee box. That would have been during the [2:42] day it would have probably killed somebody during the season two years [2:44] ago. Um, and we pick up a lot of tree [2:47] branches and stuff and it there's no rhyme or reason to I mean, that those [2:51] trees are between the cart path and between the walking path. They could [2:53] fall on the walking path just as easily as they could on the cart path. [2:56] Um, it's it's [clears throat] they're definitely hazards down at hole seven. [2:59] Those are definitely our priorities. They need to go. [3:02] Um, as I'm sure everybody knows, we have elm [3:04] trees planted on the inside of that boundary and that are kind of stopped [3:08] growing because the poplar trees are are shading and blocking them in, which they [3:11] will continue to to grow more if we can get rid of those poplar trees. So, we [3:15] wouldn't have to have a tree replacement for hole seven. [3:18] Um, we would probably have some tree [3:21] replacements down four and five. Um, six is virtually gone, but there isn't too [3:25] much there in a sense. Um, that we probably do as well. And [3:28] those are probably when we would approach some of the service groups in [3:31] town about um tree, you know, replanting and stuff [3:35] like that, beautification of course with the town and stuff like that. But, we're [3:37] not there yet. Right now, our our biggest concern is [3:41] the safety aspect of those trees blowing over onto I don't want to say onto the [3:46] walking paths and stuff like that. Obviously, you guys all know that the [3:49] town owns the golf course, but we do run independently. So, we're not we're not [3:53] saying that it needs to be you know you guys funding it yourselves. [3:57] We would be kicking in as well. Our near New Year starts on November 1st. So we [4:01] would be putting in the 15,000 match your 15 if you guys go [4:06] with the proposal and then in November we would start cutting all those trees [4:09] down on the whole seven and have a clean up before the start of next season. [4:13] Whole six, there's about 19 trees, nine of them have to come down right away as [4:17] well. That would That would be more of a fall 2027 job. [4:22] Four and five, the trees aren't as bad but they are dying as well. So when we [4:26] have KWD come and cut some of these trees down there was they're dead in the [4:30] They're just great big holes in the middle of there. There's They're just [4:33] like the end of the season at this point. [4:36] Um Yeah, that's kind of the long and short [4:39] of what we're thinking. We're trying to keep it nice but it's right now it is [4:42] mostly on the safety aspect. Especially whole seven, that is [4:46] We cut down as many as we can a year. We've talked to the board about having [4:51] increasing our tree budget so we can cover We only have a 10,000 tree budget [4:55] and I totally appreciate that the town doesn't have unlimited amount of money [4:58] that they have a tree budget as well. But we thought if we got started at it [5:01] now then you know for the future budgets and stuff that we can have some new [5:05] ones. We only have another 150 or [5:21] 200,000 inside the course. You don't golf in a flood anyway. So we're not as [5:32] concerned about them. We're prioritizing safety ones. But yes, we would We're [5:35] just trying to get somebody to take the first leap of faith and say okay when we [5:38] can go to the next group and say the town's on board helping us, can you guys [5:42] help as well? And as you all are very [19:36] aware, sucker roots when we do trim all of our trees, things like that, they are [19:40] a huge detriment to sidewalks, asphalt, all those things. So yeah. Golf course has now come and said that their [22:38] risk assessment on these trees is very high. [22:42] It's going to take them And I guess that's the [22:45] what was really put to me when asked bringing this proposal forward to [22:50] council was left to their own devices, this could take them 20 years. And you [22:54] know, what they're trying to do is bring it down to 4 years. [22:58] And so, their ask being that $15,000 year [23:04] that was to do the four years 145 that they got quoted. [23:09] Our our cost share is 60,000. So, 15,000 a year we obviously didn't put it in the [23:14] budget for this year, but council can look at it as as a one-time grant going [23:19] forward to put it in the budget for the next 3 years if you're interested. [23:23] That's logistically how you can do it. It is uh [23:28] as Tom said, I mean you will hold title on all that land and it's all town land [23:32] because that's that's where it's the unique partnership and it's I I wouldn't [23:37] be able to tell you what that's like in other communities whether they [23:40] they have that shared agreement or not. [26:23] They've made the course look absolutely beautiful, and it is in really good [26:27] shape right now, and they've done a fantastic job of of showing it off. And [26:32] so, if you haven't looked at some of their stuff on [26:35] Instagram or Facebook, but I think they whoever they've hired to do that, they [26:40] it looks very very well done and thoughtful. [27:09] Um and unfortunately, you know, we that was one thing that our community has [27:14] always been known for is our tree canopy. And you know, [27:18] the the golf course has got a huge tree canopy and now all of a sudden it's [27:22] coming back to haunt them because their trees are aging the same as ours are, [27:27] but you know, and that's that's partly why [27:30] the councils in the past have put funds away for trees and sidewalks and stuff [27:37] » [clears throat] >> or slowly deteriorating in our community [27:39] and so it you don't get hit with it all big time in one year and that's what [27:43] they're unfortunately, [clears throat] so. This is uh I think through the [28:17] Left Bridge program and we suggested some additions and changes and uh [28:23] so Lorraine got that all done up for us and [28:28] we uh got that sent off on Monday night. [28:33] Monday afternoon. And July 14th, right after that we were supposed to have a [28:37] design meeting, but Lorraine had another meeting and she couldn't come on and we [28:41] needed her information, so that was canceled, so thank goodness. [28:45] We could just have a visit until we realized she wasn't going to be able to [28:48] make it back home. Uh July 15th at 3:00 p.m. we had a security and communication [28:53] workshop with uh Gloria Kaufman from the Peter Dawson [28:58] Lodge, myself, uh Bill and Jerry. Uh they were [29:04] Jerry's with uh TWS and Bill's with Chandos, I believe. And Briane, uh Corey [29:09] was unable to attend due to a sewer backup, so [29:14] he had a good excuse. But we [snorts] did need him there. Uh [29:17] we went through the plans on all the floors. [29:20] We did room by room for security and communication, where cameras need to be [29:24] located, which outside doors are fall back activated, the fire and smoke, the [29:29] FD control panel, which is the remote access, where all cable accesses are [29:33] located. Currently, there are two call bells call bells in every room, and [29:40] those were not relegated for. So, by going through this [29:43] room by room, you pick up you know, the lodge can say, "Well, hey, [29:47] what about what about this? We don't have this in there." And it wasn't on [29:50] their on their plan, so um they're getting pricing for that. Um [29:55] you know where all the cable accesses are located, and um [30:01] and uh this the call bells is going to cost us about 200,000. [30:05] » Yeah. >> So, we need to know what our preference [30:08] is. So, they'll be talking to the staff, we'll probably find out tomorrow night [30:11] at our meeting, and what's affordable um prior to boarding up the walls, so it's [30:16] all all in there. TV cables, I thought was pretty uh interesting they the way [30:22] they set it up, you can plug into Shaw or Telus. It's very flexible, so you're [30:27] not having to change out the So, [30:31] they're pretty and Bill had power separate for because we have [30:34] self-contained units in there. We have three two-bedroom, and I think 10 [30:38] bedrooms are considered self-contained, which is kind of what it is [30:42] At the lodge, you know, those little separate buildings that are by Peter [30:45] Dawson Lodge, those are considered self-contained units. Only we're going [30:49] to have some self-contained and they're marketable, so you're going to make more [30:53] money on them. So, that'll be a bigger income for us to help support paying [30:57] this lodge off. So, that's uh why we went that way. [31:02] So, he had under his understanding, he had [31:06] two transformers, one for the lodge and then for the [31:10] self-contained. But, that's not how we want to set up, [31:15] so but it's cheaper to leave the transformer plan in there than to change [31:19] it, so we're going to leave it and then he suggested increasing the um [31:24] you know, kind of monitor the the amount of electricity and then make them pay a [31:29] percentage of the bill, so we're going to figure [31:32] that out. So, a lot of things you you learn that [31:35] you didn't think you'd ever want to learn. [31:38] Uh Jerry is going to do a camera review and advise how many cameras exactly in [31:42] the building cuz there was a few missed, so he's going to do that. Uh July 16th, [31:46] I attended an hour of the presentation by Paliser. [31:50] Sorry, I had to leave, but personally [31:53] my body needed it. July 20th, uh 9:30 a.m. [31:58] Um we just went through the corrections [32:01] that uh that uh Lorraine did on that Build [32:05] Community Strong Fund and she got that sent out July 20th. July 22nd at 9:00 [32:11] a.m. Um Lorraine, Kelly, Dick Ellis, Gloria and [32:15] myself, Brianne and Harmon from M3, Mike and Natalie, Amar, Bill Hamilton from [32:21] Shandells and Megan from JMAA. Um [32:26] had a a talk about some of the things that happened in the previous meeting. [32:31] Um 50,000 is in our budget for the [32:35] nurse 50,000 is in the budget for the nurse call button and the rest of money [32:39] will have to come out of our budget. So, that's just more money that we're going [32:42] to have to to raise. It's gets better. [32:47] Um vinylized the less expensive flooring. It is LVT [32:51] flooring and other cost savings we're going through again. [32:55] Um Glorious Meeting Plus met with the school to find out tomorrow night and [33:00] see if they will supply cuz a lot of times they'll come in and supply the [33:04] towels toilet rolls and everything. So, just [33:08] make sure that's all covered and they will do that for nothing. [33:12] Um electrical is down 250,000. That's the good news, but heating went up 30% [33:19] increase mechanical and heating up to a cost of 2 million dollars. [33:24] So, checking to see if there are any other cost savings, what equipment went [33:27] up, where increases are coming from. So, we require an additional 1.7. [33:34] So, if we get this um [33:38] Build Community Strong sign, I think we asked for just over 3 million, which was [33:42] going to allow us to put everything in that we had cut before. [33:46] But now it will hopefully we'll get it and it will cover [33:49] this 1.7 and then put a few other things in that we had to and who knows what [33:55] else. And um [35:49] uh then uh been having some comments on a [35:52] couple things. Uh one of them in the business downtown uh the closures. Um [35:57] just wondering if if there's anything we can do as a town, get together with [36:02] small business, see if we can come up with any ideas [36:05] to attract any small entrepreneurs into a [36:09] a town like ours and uh there's lots of things in the way of doing it, but um [36:15] I don't know. I just for me, I'm thinking we've got to do [36:18] something, you know, and try to get some small business. I don't know how we can [36:22] work with uh with the government provincial [36:26] government to see if there's any incentives and we have the tax [36:30] incentives in place already, but I'm just wondering if there's more that we [36:34] can do as a town working together with other organizations to see if we can [36:38] draw some smaller businesses in the town and [36:42] see if we can fill some buildings. And um it's kind of been on my mind. The [36:47] other one uh was um [36:51] uh local coffee and girls coffee were [36:54] talking about the pool and um uh they felt how unsafe it was and they [37:01] Chris walked in while they were having the conversation, I guess, and um [37:08] but um so that was brought forward to me and I [37:13] said I would mention it and um just uh see if we're doing what we're [37:18] doing about that and um so that was about it. Um [37:25] And um [37:29] just the local stuff, you know, what's going on, why they're digging a hole on [37:32] our street and you know, and you know, [37:35] just the average stuff. So, um [37:38] one fellow I know from over at Okotoks, he was in the Tin Man and he said [37:45] it's the first one he did and he said it was awesome. He uh really enjoyed it. Yeah, they wanted to buy it to, you [39:35] know, make it into a park. But they only wanted to pay $50 a year [39:39] or zero for taxation on it, you know, that type of thing. So, you know, we [39:45] only need so many parks and we only need so many gazebos and so many bell towers [39:50] and so many, you know, type things in our community. So, you know, but again, [39:54] just always remember in the back of your mind that if you offer an incentive to [39:59] one group, you have to offer it to everybody. Um, I just got in office and experienced um [40:06] when I started my business, Small Business Alberta, I went to them and it [40:11] was funny, they flat out told me, "No." And then when we bought the shop, you [40:17] know, the Sears building, we bought that and then [40:21] they walked in one day and I said, "If I hired a man and if I bought a vehicle, [40:25] you would have gave me $200,000 right now." They said, "You're right." And I [40:30] So, I was thinking along that premise. I know with the town we have tax [40:34] incentives for your business, you know, to start, but I I was thinking along [40:38] that premise, if if there's any way we could come together [40:42] find out from the provincial side what we could both come together and offer [40:46] as, you know, we have ours, they have theirs, and maybe there's a thing. [40:50] You're leaving it at me. Go ahead. >> I just to to that point asking what what [40:54] we can do, those sort of things. Just keep in mind, we're just wrapping up and [40:59] will be presented to council fairly quickly that new economic development [41:02] plan that we've been working on for so long that addresses small business stuff [41:05] in town as well. And if anybody is asking you about small business help in [41:10] our community, we're still members of Community Futures Highwood. And that's [41:13] that's huge. That's one of the one of the largest [41:16] funders of small business in southern Alberta. So, yeah. [41:19] » Okay. >> We should We're we're still actively [41:21] participating in that. And you know, you sit back and go, you know, [41:55] um Olds tried to say, you know, the Amazons and uh Purolators and uh [42:01] Peerless trucks stop at the curb and they have to pay a uh price to come into [42:07] the community. Uh they got hung up to dry on that one. [42:12] and uh but again you know it's So, how many people are selling their their [42:16] stuff because they ordered it from Amazon and it doesn't work or doesn't [42:20] fit or but yet you know what you need a quart of milk and what are you going to [42:23] do [clears throat] you want to complain because you [42:25] you know you drive to Lethbridge and spend $500 on on groceries and yet you [42:31] you know complain because you your quart of milk is you know [42:36] a little higher or whatever so I mean there there is that [42:39] pros and cons to the treaty 2018 >> So they can find out about Community [42:44] Futures because if you come to the bank and you can't do the loan for them they [42:48] they give you a contact and they will the [42:52] bank will contact Community Futures and set up so that you can get your business [42:56] up and running too so there's everybody's working [42:58] » We we let every business know that as well [43:03] from a council standpoint as far as sales of buildings and things don't [43:08] lots of times we cannot we we take all of this information in confidentially so [43:13] a sale of a building for another business may not be common [43:17] knowledge [43:20] we do try to keep that >> Um well I think it was a concept that we [43:24] we we spoke about a little bit at the strategic planning we talked about [43:28] businesses and I mentioned what can we do right and it's looking at okay well [43:34] what can council control and focus on what we can control like well we can't [43:39] can't try to just fill downtown so we have to incentivize people to come in [43:46] and advertise for businesses to come in that [43:49] will help the community and goods and services goods are [43:53] are and it's tough to have open up a shoe store in town and [43:58] thrive right in in the Amazon world we live in [44:02] we're disproportionately affected by area and distance that's just something [44:06] that is in our makeup and so we have to have [44:10] service-based businesses Those are the businesses that are doing [44:14] well. And so I think if Main Street changes from goods to more service-based [44:20] buildings over time, but I think we focus on what we can control [44:25] and what can we control? We can we can look for the industrial side. [44:30] That That getting larger base businesses in town that create jobs that bring [44:36] people into town that make them move here and then that creates the demand [44:39] for downtown core that language. So [44:43] Um so I think it's focusing on that stuff and then we're coming into these [44:47] capital projects like with with the school and the lodge and and um other [44:53] things that are happening within industrial parks both county and town. [44:58] And those things I think if we do a good job advertising that and and promoting [45:04] that side, I think all the other stuff comes into play a little bit better. So [45:09] it's it's uh I think that's a tertiary effect [45:12] of of all the other things that we can control or towards and you know [45:18] administration and previous councils they've have done a great job making [45:23] downtown look look wonderful, but we can't control the individual owners of [45:29] the businesses. We can give those tax incentives and [45:33] » Well, I'm not saying I'm not saying control them. I'm just No. [45:36] » Yeah. >> But how can we you're talking about [45:38] helping like not necessarily that >> that control. It's it's you know, you [45:42] want to be fair to everyone. >> Oh yeah. We sweep the floors every 15 [47:33] minutes. We have signs posted from a liability standpoint. [47:37] But it was brought up that there should be flooring should be put in. And of [47:40] course all the public suggestions that should be there without any [47:43] further thought to mold growing, rubber flooring and all of those things. So, [47:49] from our standpoint with Alberta Health Services that uh [47:55] that looks after our our pool. Our procedures are sound. [47:59] » Mhm. And uh pool floors are are slippery. They when [48:04] they have water on them. That's why we implemented the 15-minute squeegee cycle [48:09] between their rotations on and off the deck. [48:13] And uh we are covering all our sides. But [48:17] and Chris did explain that to the >> Yeah. It didn't sound like it was very [48:20] well received. >> Yeah. [48:22] » And in a public forum that's hard to listen to. [48:25] Yeah, absolutely. >> Yeah, you know and and I worked at a [48:28] swimming pool for four over well, three different swimming pools over 40 years [48:32] and uh uh you know, in those 40 years I saw 40 [48:37] different things that were tried to make the floors not slippery and and you [48:43] know, right from exactly Kim said, you know, [48:46] one pool floor they put these rubber chips [48:49] down and you know, you'd go through a mop every 2 days. You know, because [48:53] » The last week were very hard on it. >> And and you know, sandblasting and I [48:58] mean, there was everything that you could think of was tried and uh [49:04] I think I don't think there's a pool out there that has found a [49:09] perfect system. Um so and again, exactly Kim said uh Alberta Health uh [49:16] um definitely comes down on you if you have water standing, but yet on the [49:21] other hand, if you don't clean it enough or it doesn't [49:25] enough, you get in trouble, too. So, I mean Yeah. You know, I I think [49:28] procedures and education is the best that we can do. So. [49:32] » I appreciate it. But it's still >> So, just um going forward, there isn't [49:36] further discussion about any changes to the flooring. We're strictly just [49:41] sticking with the procedures that are in place. [49:44] » Yeah, cuz we're redoing the flooring and that uh we haven't even put a cost [49:48] estimate something like that. >> And again, what what do you do? [49:51] » This was engineered for a pool setting. And [49:54] it's a It's only 5 years old, 6 years old now. [49:58] So, the procedures that we have in place for squeegeeing the floors and that are [50:02] as high a standard as every other pool out there. [50:06] And and I can guarantee you there isn't a pool in all of St. Albert that hasn't [50:11] had the same discussion at some point in [50:14] time depending on what's going on. >> Yeah. [50:17] » And and uh >> So, with finance and whatnot, that we're [50:22] not held liable if somebody were to fall then and as long as we're putting up the [50:28] » Wait. So, so on the liability side, we're always liable. If somebody gets [50:32] hurt on a town town facilities, we're always liable. But, we limit that [50:37] liability by posting signs, by having procedures in place. The same as pothole [50:42] patching or fixing sidewalks or any of those things. We put the programs in [50:46] place. We acknowledge that there's a hazard there that we are [50:50] » Yeah. >> And so, by This is what Chris tried to [50:53] explain. With us squeegeeing the floor 15 minutes on a cycle as the lifeguards [50:58] are coming off the deck, that is our procedure to make sure that [51:02] the floors are being done and the HS is we're above standards with that. We get [51:07] get trouble for that. So. So, yeah. And the different flooring [51:11] materials there Anyway, as Tom said, we tried [51:14] everything. We We sanded lots of We put glass beads [51:17] down and they were good. [51:20] Uh fantastic first year, second year, they [51:23] were slipperier than the floor was before. Uh [51:26] you can put down matting, those sort of things, but those have to be lifted [51:29] every 15 minutes to to squeegee because uh they will grow mold and that's way [51:36] more hazardous than posting a sign and having people [51:41] walk Then again, those are the rules for keeping kids from running and And it's [51:45] unfortunate that we have wet areas like that and [51:49] uh over my career I have seen a lot of [51:52] falls in all of our different pools. It's unfortunate when it happens and we [51:58] have modified our procedures to where we are today to try to keep that from [52:02] happening. But again, somebody running or rolling an ankle or [52:07] or whatever may happen. That's Sometimes it's an [52:11] accident as well. >> Out of curiosity, that accident that [52:15] took place, was that um outside or was that inside? [52:18] » inside the dressing room. >> Okay. [52:20] » And again, lots of times it's unfortunate, but they are accidents. [52:24] Like there's nothing And this is the other way to look at liability from the [52:28] town side. Did the town do something negligent to cause this to happen? And [52:33] by showing everything that we do, there's nobody that works for the town [52:38] or is in administration for the town that is negligently doing something to [52:43] harm people. >> Well, and this is the thing is, like you [52:46] can squeegee the floor a million times and that's great. It it limits it, but [52:50] as soon as someone gets out of the pool and they're soaking wet, [52:52] they're walking and the water they're dragging along. Actually, after sharing some of the information with not [55:11] only adults, but some of the kids too, that have been curious and a little [55:15] concerned about what's going on with the school, it was interesting to hear some [55:18] of their points of view on what they would like to see in the school system. [55:22] I know it's been brought up by a few kids that um [55:26] they fear going to the bathroom at the school, and so they really like to see [55:30] some safety regulations put in place when it comes to bathroom use. [55:35] Um so, it it's just going to be really interesting, I think, to see to hear [55:39] some of the different perspectives from teachers, EAs, um, parents, and then [55:44] kids are a big, you know, a big part of it. I think it will be fun to to listen [55:49] to it and hear what they have to say. It definitely opened my eyes, and I work in [55:53] the school, and it [clears throat] they really opened my eyes to what they feel [55:56] on a daily basis and what they feel like they need to be able to, um, feel [56:01] comfortable. >> One question that I was going to ask to [56:05] you that I forgot to ask in the meeting was if they've interviewed, uh, like the [56:10] actual staff. Right? Cuz they sent out the survey [56:13] » the the survey. >> I'm getting a lot of negative feedback [56:16] from the survey. Like overall, most people that filled it out didn't like [56:19] the way the survey was done, but, you know, [56:22] » I think >> But, uh, I thought that it would be nice [56:24] to see what the teach how the teaching staff at the because they know the [56:29] facility better than anyone, right? That's where like I hear from some people that it's like [58:11] oh, it's skewed because of they're putting them the equation in and the way [58:15] they do the math they include that whole CRC and then it just manipulation [58:20] » They have they have but again, the the school [58:22] system has a CRC from 6:00 in the morning till 6:00 o'clock at night every [58:27] day or I shouldn't say five five days a week for sure [58:31] from 6:00 to 6:00 and so if you don't want the numbers, don't ask [58:36] for the facility. So that's that's where the public is and the the teachers and [58:41] the students and parents you know, I've been spoiled because that [58:45] building was designed for 750 kids and you're under 300. You know, so you're [58:50] you're less than 50% right now. >> if I remember right. And uh Mountain View would like to [1:13:27] well, most likely be coming to our next council meeting and should the mayor [1:13:31] approve it to be on the agenda, she'd like well, it's the opportunity to be [1:13:35] one of the first in the province to try it [1:13:37] should you be interested in this one.
