[0:00] Very unique. [0:01] >> That's a skill of an old truck driver [0:03] » That's a skill of an old truck driver [0:03] that I don't think they teach these [0:04] days. [0:05] >> No. [0:06] » No. [0:06] No. [0:11] » [sighs] [0:12] >> There's a lot of things they don't teach [0:13] » There's a lot of things they don't teach [0:13] these days because they could be You [0:15] guys You guys probably have seen this [0:17] truck that used to drive a teal [0:19] Peterbilt that had a sign on the front [0:20] that said truck naked. [0:22] >> Oh. [0:22] » Oh. [0:23] >> And he would drive it with no shirt on. [0:25] » And he would drive it with no shirt on. [0:25] And he said it is amazing how many times [0:27] crossing the border the guys would get [0:28] climbed up and look at him. [0:30] >> [laughter] [0:33] » But he drove in bare feet. [0:34] >> Yeah. [0:35] » Yeah. [0:35] >> And and like the inside of his truck was [0:36] » And and like the inside of his truck was [0:36] like his house and so [0:38] >> That's That's fuel economy you could you [0:40] » That's That's fuel economy you could you [0:40] could ever get. [0:41] >> Driving with bare feet. [0:42] » Driving with bare feet. [0:42] >> Take your shoes off when you go and come [0:44] » Take your shoes off when you go and come [0:44] in my house. So [0:45] Yeah. [0:46] >> That's my kind of guy. [0:48] » That's my kind of guy. [0:48] >> Yeah. Yeah. [0:49] » Yeah. Yeah. [0:49] >> At 7:00 I'm now going to call the [0:51] » At 7:00 I'm now going to call the [0:51] meeting to order. Um [0:53] any additions to the agenda? [0:56] Hearing none, so we wish to move on. [0:58] >> Dwayne? [1:00] » Dwayne? [1:00] Pretty fast. [1:01] >> Any discussion on Dwayne's motion? [1:03] » Any discussion on Dwayne's motion? [1:03] Hearing none, I'll call the question. [1:05] Favor? [1:06] Opposed? Seeing none, it's carried. So, [1:09] council meeting of July 27th. [1:13] Any errata, questions? [1:16] >> I'll move that this be accepted. [1:17] » I'll move that this be accepted. [1:17] >> Okay. Judy moves them. Any discussion on [1:20] » Okay. Judy moves them. Any discussion on [1:20] Judy's motion? [1:22] Hearing none, I'll call the question. [1:23] Favor? [1:24] Opposed? Seeing none, seeing none, [1:26] carried. [1:27] Okay, moving on to correspondence. There [1:29] is Please review commission uh [1:32] PRC quarterly report 2026 April, May, [1:36] and June. [1:37] Any questions on that one? [1:41] » Interesting the number of uh [1:44] things they're looking at. [1:48] » Yeah, it's It's a good document. It's [1:51] >> Um [1:52] » Um [1:52] and and again, it's like [1:54] every document we get, sometimes it has [1:56] a bit of a slant to it, but [1:58] >> Yeah. [1:59] » Yeah. [1:59] >> But anyway, it's at least we get them, [2:01] » But anyway, it's at least we get them, [2:01] so. [2:02] >> Yeah. [2:03] » Yeah. [2:03] >> If there's no questions on that one, [2:04] » If there's no questions on that one, [2:04] then we can move on to the next one, [2:05] which is uh [2:07] Council in Alberta proclamation request [2:09] letter. [2:12] » I look back and we haven't done this [2:13] before, so this would be a new one if [2:15] council's interested in doing so. [2:18] If not, you can read it for your [2:20] information. [2:22] >> Okay. So, anybody have any strong [2:24] » Okay. So, anybody have any strong [2:25] desires to do anything with it at the [2:26] moment or [2:29] Okay, if not, we'll move on to ORS [2:32] summer [2:34] 2026 urban forest. [2:36] >> This is Ryan's baby. [2:38] » This is Ryan's baby. [2:38] >> Yeah. [2:43] Another, you know, great articles and [2:45] >> Yeah. [2:47] » Yeah. [2:47] It's interesting there to talk about the [2:49] uh [2:51] the uh way that sunlight and the heat [2:53] that's generated with from reflection [2:56] and and absorption with um the roads and [2:58] that and just how the shade makes that [3:01] different. That's That was kind of [3:02] interesting. I found that [3:04] like [3:05] I don't think anybody ever thinks about [3:07] that, you know, how a the shade can I [3:09] mean, you drive down a shaded tree road [3:10] and it's it looks beautiful, but it sure [3:12] does wonder if it helps your road. That [3:14] That's kind of interesting. [3:16] >> Yeah, we don't realize how much that [3:18] » Yeah, we don't realize how much that [3:18] canopy [3:19] absorbs and also reflects and reflects [3:22] >> It's really nice. ORS does some really [3:23] » It's really nice. ORS does some really [3:23] good articles. This one Uh again, we've [3:25] done some that don't [3:27] pertain to us 100%, but this one [3:30] uh truly fits into our [3:31] our urban forestry program. [3:34] It's been around for a long time. [3:37] >> Mr. Mayor. [3:37] » Mr. Mayor. [3:37] >> Go ahead, counselor. [3:38] » Go ahead, counselor. [3:38] >> Uh with with this uh tree [3:41] » Uh with with this uh tree [3:41] Pardon [clears throat] me, tree [3:42] replacement program. [3:44] Is there uh [3:46] a process where they look at the trees [3:48] and what they can produce in [3:51] oxygen and absorb it carbon dioxide. [3:54] Like is it a broadleaf type of plant or [3:57] have they worked with something along [3:59] this lines that [4:01] >> Yeah, so [4:02] » Yeah, so [4:02] to that [4:03] where we used to put in others things [4:05] like that the fast growth. We've [4:07] actually gone back to [4:10] ornamentals because of the the amount of [4:12] leaves they have the amount of fill [4:14] those sort of things. So and in Stu's [4:16] program that he's changed since when I [4:19] was doing it. He's actually gone to the [4:21] point now where we do the hazard [4:23] assessment and he is [4:26] basically splitting his funds to do [4:29] half of what it does [4:32] removal and now the other half is doing [4:34] replacement. So and we actually mostly [4:36] on the ornamental [4:37] >> But are there I guess my question is [4:40] » But are there I guess my question is [4:40] what is the [4:41] best benefit on replanting a tree [4:45] in [4:46] um [4:48] helping stop global weather absorbing [4:51] the carbon dioxide and and producing [4:55] large amounts of oxygen yet they're not [4:58] draining the soil of large amounts of of [5:00] moisture and that kind of thing. Is that [5:02] being looked at or [5:04] should it be something that we marry up [5:06] with a a university? [5:08] >> Yeah and I I can ask that question. I do [5:11] » Yeah and I I can ask that question. I do [5:11] know that Cortez does do some of that [5:14] consideration and he works with Stu on [5:16] recommendations for but I'm not 100% [5:19] sure if they if they [5:20] looking [5:21] at the climate [5:24] benefits from what they're putting in. [5:26] >> No, it's definitely probably a question [5:29] » No, it's definitely probably a question [5:29] that should be asked and should be [5:32] considered because [5:33] >> Yeah and I think that might be one [5:34] » Yeah and I think that might be one [5:34] advantage of going with somebody that's [5:36] an arborist compared to somebody that's [5:38] just a [5:39] >> chainsaw [5:40] » chainsaw [5:40] >> tree trimmer you know type thing. [5:42] » tree trimmer you know type thing. [5:42] Not to knock the tree trimmers cuz a lot [5:44] of them have a a of smarts that [5:46] direction, but [5:48] on Arborist I would assume have a better [5:52] relationship with the what's [5:54] environmental side. [5:55] >> On maybe not maybe not in the exact how [5:58] » On maybe not maybe not in the exact how [5:58] much energy they uh [6:01] are the carbon dioxide side compared to [6:05] the but on the other hand, you know, [6:07] what grows right in [6:09] in this arid land or [6:11] >> Well, I mean you made the comment, sir, [6:13] » Well, I mean you made the comment, sir, [6:13] about the shade. [6:14] >> Yeah. [6:14] » Yeah. [6:14] >> Yeah. How and it is quite a difference [6:16] » Yeah. How and it is quite a difference [6:17] between being out on asphalt that is in [6:19] the blazing sun and under a shade tree [6:22] on the asphalt. [6:23] >> On the other hand, that is happy. [6:25] » On the other hand, that is happy. [6:25] >> Yeah. [6:25] » Yeah. [6:25] >> It's usually 10%. [6:27] » It's usually 10%. [6:27] >> Yeah. [6:27] » Yeah. [6:27] >> 10° issue. [6:28] » 10° issue. [6:28] >> Yeah. [6:28] » Yeah. [6:28] >> So it's 10°. [6:30] » So it's 10°. [6:30] >> Yeah. [6:30] » Yeah. [6:30] >> But anyway, [6:31] » But anyway, [6:31] you can [6:33] >> It is an interesting read. [6:34] » It is an interesting read. [6:34] >> Yeah. It is a good read. I'm I'm not [6:36] » Yeah. It is a good read. I'm I'm not [6:36] sure how much do you share this with [6:38] like one with any of our staff or [6:40] >> Oh, yeah. Yeah. [6:41] » Oh, yeah. Yeah. [6:41] >> Okay. [6:42] » Okay. [6:42] >> They have the same agenda you guys do. [6:44] » They have the same agenda you guys do. [6:44] >> Okay. [6:45] » Okay. [6:45] >> Don't vote on anything. [6:47] » Don't vote on anything. [6:47] >> Okay. [6:49] » Okay. [6:49] Any other discussion on that? [6:51] Any of those three? [6:53] If not, I entertain a motion. [6:55] >> Richard. [6:58] You're next. [6:58] >> Any discussion on Richard's motion? [7:01] » Any discussion on Richard's motion? [7:01] Hearing none, call question. [7:03] Close. Hearing none, it's carried. Okay, [7:06] moving on to cash statement [7:09] for July. [7:11] >> Now, [7:12] » Now, [7:12] >> So, [7:12] » So, [7:12] our [7:13] general bank account didn't have a whole [7:15] bunch of money left in it by the end of [7:17] July, but our uh [7:19] our savings accounts obviously [7:21] balance between the [7:22] as you know, transfer out as we need to. [7:26] Yeah. [7:27] >> Okay. Any questions on that one? [7:30] » Okay. Any questions on that one? [7:30] If not, somebody wish to move on? Chris. [7:34] >> I'll second for Richard. [7:36] » I'll second for Richard. [7:36] >> Any question on Chris's motion? [7:39] » Any question on Chris's motion? [7:39] Hearing none, I'll call question. Favor? [7:41] Close. Hearing none, it's carried. Okay, [7:44] you have a [7:45] >> statement. [7:47] » statement. [7:47] >> This is pretty straightforward. [7:49] » This is pretty straightforward. [7:49] Again, the reason why you're seeing this [7:51] at this meeting and not because we don't [7:52] have a meeting in August. So, you just [7:54] saw the one from from June. So, you have [7:56] a [7:57] very fresh comparison between June and [7:59] July. There's nothing there that uh [8:03] stands out to myself. But, if there's [8:05] something that you guys have questions [8:06] on, we're happy to answer. [8:12] » Okay. [8:13] If not, somebody wish to move [8:16] Chris again. [8:19] Any discussion on Chris's motion? [8:22] Hearing and seeing none, I'll call [8:23] questions posed. All in favor, sorry. [8:27] >> All in favor. [8:28] » All in favor. [8:28] >> [laughter] [8:28] » [laughter] [8:28] >> Anyone opposed? [8:30] » Anyone opposed? [8:30] >> I just about wrote opposed on it. [8:31] » I just about wrote opposed on it. [8:31] >> That's the problem with uh Zoom. [8:34] » That's the problem with uh Zoom. [8:34] >> [laughter] [8:36] » [laughter] [8:36] >> They always ask for who's opposed, not [8:38] » They always ask for who's opposed, not [8:38] >> Yeah, who's in favor. [8:40] » Yeah, who's in favor. [8:40] >> Okay, moving on to the uh [8:44] » Okay, moving on to the uh [8:44] current business. [8:46] ORSCA membership agreement. So, [8:49] >> So, this is uh fairly straightforward. [8:51] » So, this is uh fairly straightforward. [8:51] ORSCA's been working on this. They have [8:52] a new CAO. [8:54] Uh I'm sure that uh [8:57] uh Councillor Bolt heard a lot about [8:59] this in the last few meetings. And one [9:02] of the reasons why they're working on [9:03] membership services agreement is uh I [9:06] looked at our last one we signed, it was [9:07] 1994. [9:09] So, having a more robust that actually [9:12] uh covers all of the things that they do [9:13] cuz since that time, obviously, we do [9:15] subdivision appeal board, all of those [9:17] things that you can see in the [9:19] appendices there. [9:20] So, I don't review of it. Uh again, [9:24] Councillor Bolt's kept us informed that [9:25] they're changing uh [9:27] uh the model for the uh [9:29] the membership fees to actually have a [9:31] cost of living increase. So, they're not [9:33] actually [9:35] uh uh, [9:36] waiting several years and then coming [9:38] with a with a large uh change, so [9:41] uh, that I think is very positive. Like, [9:44] we've been doing that ourselves and it's [9:46] factoring in cost increases, so [9:49] uh, other than that, it's uh, [9:51] I think it'll meet both our needs and as [9:54] long as ORSC [9:55] gains its members to [9:57] keep It's a huge benefit to us that [10:01] doing our planning, so [10:02] >> Chris, go ahead. [10:03] » Chris, go ahead. [10:03] >> I I've enjoyed uh, [10:05] » I I've enjoyed uh, [10:05] you know, Katie and ORSC and she's been [10:07] extremely helpful and willing to educate [10:10] and things. [10:11] Um, but the uh, like the county, they're [10:15] not continuing their relationship, [10:16] right? Is that Is that correct? [10:18] >> I'm not sure if they're uh, but they are [10:20] » I'm not sure if they're uh, but they are [10:20] in hiring an internal planner right now. [10:23] I don't know what that means with their [10:24] membership in ORSC in future. [10:26] >> Okay. Okay. [10:27] » Okay. Okay. [10:27] >> There There are a lot of municipalities [10:29] » There There are a lot of municipalities [10:29] that have gone way from [10:32] groups like ORSC because they get big [10:34] enough that they feel that they can do [10:37] it internally and still meet the [10:39] criteria. [10:40] >> Okay. [10:40] » Okay. [10:40] >> The The only downfall of that is is it [10:43] » The The only downfall of that is is it [10:43] creates other issues of of uh, [10:47] um, common [10:49] direction that goes The The manager of [10:51] ORSC as an example of representing, you [10:53] know, 40 or 50 municipalities, if one [10:56] has something that comes up, you know, [10:58] the rest of them kind of find out about [11:00] it right away. Whereas, when you start [11:02] doing your independent work, then all of [11:04] a sudden you kind of get built into that [11:06] little silo type of This is Tom Grant's [11:09] opinion, a silo philosophy where you [11:11] think you can do your own thing and then [11:13] when something goes south, [11:15] then all of a sudden [11:16] you're in deep trouble there. [11:18] >> One of the best examples for that for us [11:21] » One of the best examples for that for us [11:21] was when the province [11:24] deregulated [11:25] marijuana. [11:26] Uh, [11:27] locally, we didn't think it was a big [11:28] issue and it was ORSC saying, you know, [11:30] you need to get every use by law up to [11:33] date on this cuz it's coming. [11:35] And we all thought, "Nah, not here." [11:37] And sure enough, we did our land use by [11:39] law and within a year we had an [11:41] obligation. So, we were prepared. So, [11:42] that's that's a benefit of [11:45] You know, and and having that [11:46] >> Yeah, you know, C-cans and solar and and [11:51] » Yeah, you know, C-cans and solar and and [11:51] >> encroachments [11:52] » encroachments [11:52] >> encroachments and [11:53] » encroachments and [11:53] and all these other things that come, [11:55] you know, um you know, with them. And [11:59] you know, and and that's what MPC deals [12:01] with a lot um [12:02] is the C-cans and uh and the uh you [12:05] know, solar. We we realized that there [12:07] is ways around still keeping a finger on [12:10] that tab, but yet [12:12] allowing your people to do more work. [12:14] And and it came about because of other [12:17] municipalities that have had the same [12:19] issues. So, um [12:20] >> I also like the consistency because if [12:23] » I also like the consistency because if [12:23] they quit, then we got to get back [12:25] online with somebody else. So, I think [12:27] having the [12:28] the people that we know and trust [12:30] >> Mhm. [12:30] » Mhm. [12:30] >> [clears throat] [12:30] » [clears throat] [12:30] >> that you know they're going to be there. [12:32] » that you know they're going to be there. [12:33] >> But yeah, you know, it it is a it is a [12:34] » But yeah, you know, it it is a it is a [12:34] very common thing. You hear about it all [12:37] over. Um lots of groups like you mean I [12:39] I brought up at a different meeting that [12:41] I think, you know, like [12:43] uh South Grove, I think it's going to be [12:44] the next one that's going to come. I [12:46] mean, we saw it with the Badlands. [12:48] Um I think Julie, you were involved and [12:50] maybe [12:50] >> Yes. [12:51] » Yes. [12:51] >> Dwayne was involved a little bit with [12:52] » Dwayne was involved a little bit with [12:52] the Badlands um organization and they [12:55] did [12:56] wonderful work for our municipalities [12:58] and [12:59] you know, all of a sudden a couple of [13:00] them pull and then your finances get to [13:03] the point where you can't afford to stay [13:04] alive. [13:05] Um [13:06] and again, I like I had said at that one [13:08] meeting, too, is a a good agreement is [13:10] you talks about the pre-nup and that's [13:13] what's, you know, in this one here is [13:15] they really talked about how to get out [13:17] of town. [13:18] And and it really is important not to [13:19] say that, you know, that should be your [13:22] but again, quite often you're in that [13:24] honeymoon phase and you think everything [13:26] is perfect and you don't think about if [13:28] something goes south or something goes [13:30] bad, how how you get out. And they have [13:32] addressed that in this in this draft [13:35] proposal. [13:36] Which I do appreciate. I'm not saying [13:38] that it's something a person should, you [13:39] know, put a lot of highlight on on one [13:41] hand, but on the other hand, it is [13:43] really important because now all of a [13:45] sudden when an organization needs to [13:48] disband or do something with it, when [13:51] you don't have those in there that are [13:53] tight, then it really leaves the rest of [13:55] them [13:56] holding the bag for a period of time. [13:58] >> You think Tracy's um [14:01] » You think Tracy's um [14:01] very astute in when she writes her [14:03] agreements. I think she dots her eyes, [14:04] crosses her tees very well. Um one thing [14:07] about Worsk is um [14:09] I've noticed over the years is [14:11] um how they bring along planners [14:14] out of school, [14:15] get them going, you know, put them with [14:17] a person like Katie, say for example, [14:20] and she's there training, whatever, and [14:24] they grow some very competent young [14:26] planners. So, and [14:29] with that youth comes some different [14:31] ideas, and that kind of expands [14:34] a building that looks like this to [14:36] you know. [14:37] >> Yeah. Yeah. [14:38] » Yeah. Yeah. [14:38] >> Cool. [14:39] » Cool. [14:39] >> Well, and even the little bit of [14:40] » Well, and even the little bit of [14:40] experience I have being on the appeal [14:42] board with them, like [14:44] I don't know how municipalities would [14:46] function without them kind of monitoring [14:48] it and kind of educating, you know, [14:51] people that sit on the board [14:53] and whatnot and how to combat some of [14:54] these appeals, like [14:56] I think it probably saves a lot of money [14:58] in court settlements and things like [15:00] that. [15:00] >> Yeah. [15:03] » Yeah. [15:03] >> And you had a question or comment? [15:04] » And you had a question or comment? [15:04] >> No. [15:05] » No. [15:05] >> No, just just the benefits of it. At uh [15:08] » No, just just the benefits of it. At uh [15:08] Richard's point about the young [15:09] planners, we also have the benefit of [15:11] Gavin, [15:12] >> Yeah. [15:12] » Yeah. [15:12] >> who was our planner before Katie, and [15:15] » who was our planner before Katie, and [15:15] he's got he's been as long as I've been [15:17] here, so he's got 20, 30 years [15:19] experience [15:21] giving reference to all of our planning [15:23] documents. [15:24] >> Yeah, he has his finger on every one of [15:26] » Yeah, he has his finger on every one of [15:26] them. [15:26] >> From through our [15:27] » From through our [15:27] inter-municipal development plan to our [15:30] development plan, like it's that's the [15:33] real benefit of being small enough that [15:35] we couldn't do that in the Arman way but [15:38] with grant funding trying to get these [15:40] documents done where even the smaller [15:43] like the villages and that, they have [15:44] the consistency and they're able to [15:46] adjust their land use bylaws. [15:49] The same as ours or there's a lot of [15:51] consistency that comes with being [15:53] members of ours. So, that's why when [15:55] they brought the agreement I went back [15:57] and looked at the other one, updates it [15:58] completely so yeah. [16:01] They My recommendation is to [16:04] >> Well, I guess I'll I'd like to make the [16:05] » Well, I guess I'll I'd like to make the [16:05] recommendation that council approves [16:08] uh the town of Vulcan enter into a new [16:10] membership service agreement with the [16:12] Oldman River [16:13] Regional Service Commission and direct [16:15] CAO and mayor to execute the agreement [16:17] on behalf of the town. [16:19] >> Okay. [16:20] » Okay. [16:20] Any [16:22] discussion on goals and motion? [16:25] Hearing none, I'll call the question. Is [16:26] there a mover? [16:28] Those saying yes, carried unanimously. [16:30] Great, thank you. We'll move on to the [16:33] wind mitigation proposal for the [16:35] multi-sports courts. [16:38] >> So, everybody got a chance to read the [16:39] » So, everybody got a chance to read the [16:39] report. The pickleball club [16:43] some days in there apparently through [16:45] that court wind can affect that [16:46] lightweight ball that they have. [16:48] Of course, we know the wind isn't going [16:50] to go away so they're looking for [16:51] something to do differently. They [16:52] volunteered to buy some [16:55] screens put down and they all will be [16:58] zip tied through grommets to the fence. [17:01] We as you can see by the report we sent [17:02] it off to our engineers that actually [17:04] put the fence up, but inspect it and [17:07] they didn't have an issue with it so [17:09] uh [17:10] concern from the public works side is if [17:13] they put it up, is this going to be ours [17:15] to take care of till the end of time, so [17:17] that's why the motion being that uh we [17:20] they take them and put them up and down [17:21] annually and in coordination with public [17:24] works. So, they're not covering a gate [17:25] or something like [17:28] >> Yeah, I think that's a good point that [17:30] » Yeah, I think that's a good point that [17:30] potentially should probably be removed [17:32] in the wintertime. [17:34] But, [17:35] you know, unfortunately [17:37] even though we write it into here, you [17:39] know, we'll be responsible like all the [17:41] other assets that we have in the [17:43] community that are looked at by other [17:45] groups and [17:47] um [17:48] participated by other groups that it [17:50] sooner or later becomes ours anyway, so [17:52] it's good thing you looked into making [17:54] sure that [17:55] it's not going to [17:56] >> They're responsible for [17:57] » They're responsible for [17:57] >> hinder our our structures that's there, [18:00] » hinder our our structures that's there, [18:00] so but [18:01] anyway, it's quite self-explanatory. [18:03] It's no cost to us right at the moment. [18:06] Judy? [18:07] >> I'll make the recommendation that [18:08] » I'll make the recommendation that [18:08] council approves the Vulcan Pickleball [18:10] Club's request to install lightweight [18:12] wind screens at the Memorial Park sports [18:15] courts and that the club be responsible [18:17] for the annual installation and removal [18:19] of the screens in coordination with [18:21] public works. [18:22] >> Great. Thank you. [18:23] » Great. Thank you. [18:23] Any questions on Judy's motion? [18:27] Hearing none, call the question. All in [18:28] favor? [18:29] Opposed? It's carried unanimously. Okay, [18:32] Vulcan Evangelical Missionary Church [18:34] request. [18:35] >> Uh [18:36] » Uh [18:36] the church came in and they worked [18:37] through this proposal with Chris, so [18:39] they didn't actually do a formal letter, [18:41] but they're planning on holding an event [18:43] block party attached to the building on [18:45] the side of the building. Everything's [18:46] in the report, but one thing they would [18:47] like to do is [18:49] close that avenue for their event. It's [18:51] from [snorts] Centre Street to the back [18:52] alley. They're going to talk to the [18:54] neighbor across the street, so that's [18:55] the only one that would be affected [18:56] because they have a driveway there, so [18:58] they might have to [18:59] block it off so that the driveway is [19:01] still accessible, but they, you know, [19:02] work through that. [19:04] What they're asking for from council is [19:06] support to close the road [19:08] uh [19:08] on that day. [19:10] Again, another community event that is [19:12] open to the public, so. [19:14] >> Okay. Richard. [19:16] » Okay. Richard. [19:16] >> I'll make a recommendation that council [19:18] » I'll make a recommendation that council [19:18] approve the event, Vulcan Evangelical [19:20] Church request for temporary street [19:22] street closure of 6th Avenue South to [19:25] South to Center Street to the alley [19:26] behind the church on Friday, September [19:28] 25th from 5:00 p.m. to [19:31] 9:00 p.m. 5:00 p.m. to 9:00 p.m. to [19:33] accommodate their block party event. [19:36] Tongue's getting in the way. [19:38] >> Okay, easy for you to say. [19:40] » Okay, easy for you to say. [19:40] >> [laughter] [19:41] » [laughter] [19:41] >> Any questions on Richard's motion? [19:44] » Any questions on Richard's motion? [19:44] Hearing none, we'll call the question. [19:46] All in favor? [19:47] Opposed? It's carried unanimously. [19:49] Okay, commercial development incentive [19:52] application PL-12.26-03. [19:56] » So, this one's very straightforward. [19:58] This uh yeah, obviously came after the [20:00] deadline for this year's taxes, but it's [20:02] uh for development in the industrial [20:04] subdivision and uh [20:07] yeah, it uh it meets all the criteria. [20:09] It's been reviewed by the development [20:11] officer [20:12] submitted to council for approval. As [20:14] you know, if you approve of it now, we [20:16] still bring it back every year after you [20:19] pass the mill rate to just make sure [20:20] that you allocate the right dollar [20:22] amounts to them. [20:24] And it's obviously working. This is [20:27] uh [20:28] You guys don't know this, but the the [20:30] end number is how many applications we [20:31] do in a year. So, this is our third one [20:33] this year, which is really promising. [20:36] >> Okay. Any [20:37] » Okay. Any [20:37] >> I'll make the recommendation that [20:39] » I'll make the recommendation that [20:39] council approve the commercial [20:41] development incentive application [20:44] PL-12.26.03 [20:48] as presented. [20:49] >> Great. Thank you. Any discussion on [20:54] » Great. Thank you. Any discussion on [20:54] Dwayne's motion? [20:55] Hearing none, we'll call the question. [20:57] All in favor? Opposed? Seeing none, it's [21:00] carried unanimously. [21:01] Okay, now moving on to committee [21:03] reports. We have [21:05] Markus Foundation draft minutes of July [21:08] 28th. [21:11] » Of note, I I do want to note that [21:15] the Marcus Foundation always sends us [21:17] their finalized minutes as well, but [21:19] we've already reviewed the drafts. So, [21:21] this one we actually received the one [21:24] formal, but I didn't put them on the [21:25] agenda cuz we already reviewed the [21:27] draft. [21:28] >> And I would like to say thank the [21:29] » And I would like to say thank the [21:29] secretary for sending us the drafts [21:32] cuz they're much more timely. [21:34] >> Yeah. [21:35] » Yeah. [21:35] >> Especially with what's going on. [21:36] » Especially with what's going on. [21:36] >> And I I think that's you know, we we've [21:38] » And I I think that's you know, we we've [21:38] talked about that in the past that we're [21:39] fortunate quite often to have draft [21:42] minutes from different organizations and [21:44] this [21:46] comes back to the people that are [21:48] representing us at that organization and [21:50] also to [21:53] to that organization to bring that [21:55] forward to us so that we don't have to [21:56] wait for months to get it before it's [21:59] approved. And you know, even though you [22:01] guys bring back verbal reports, it is [22:03] nice to to see the [22:05] printed one, too. So. [22:07] Any questions on [22:09] the Marcus Foundation [22:11] minutes? [22:13] Okay, if not, we'll move on to the [22:16] Intermunicipal Development Plan [22:17] Committee. [22:21] » Again, the county I checked with the [22:22] county and they were happy to provide [22:24] this in draft because there is so much [22:26] conversation around this piece. So, they [22:28] were happy to supply the draft. And of [22:30] course, we have done another meeting to [22:31] approve the last minutes. That may be a [22:33] while. [22:35] >> [clears throat] [22:36] » [clears throat] [22:36] >> Okay, any questions on [22:39] » Okay, any questions on [22:39] either one of those two documents? [22:42] If not, I [22:44] entertain motion. [22:46] Dwayne or sorry. [22:49] >> I'm going to look at Dwayne and look at [22:50] » I'm going to look at Dwayne and look at [22:50] you. [22:50] >> Well, I looked at Dwayne [22:52] » Well, I looked at Dwayne [22:52] >> I thought I thought you're braiding your [22:53] » I thought I thought you're braiding your [22:53] hair. [22:54] >> You do. [22:54] » You do. [22:54] >> [laughter] [22:55] » [laughter] [22:55] >> Richard moved this. Sorry. [22:58] I was looking at Dwayne and I saw [23:00] Richard's hand in the air. [23:02] >> Anyway, Richard moved this one. Any [23:05] » Anyway, Richard moved this one. Any [23:05] discussion on Richard's motion? [23:07] >> Richard never called a question that was [23:08] » Richard never called a question that was [23:08] favored. [23:09] >> Closed. [23:11] » Closed. [23:11] >> Richard moves it and for the minutes [23:13] » Richard moves it and for the minutes [23:13] Dwayne has better hair. [23:18] » You do know that we're allowed to make [23:20] comments in the minutes now, right? [23:23] >> [laughter] [23:23] » [laughter] [23:23] >> No, we're not going to mention Tom. [23:26] » No, we're not going to mention Tom. [23:26] >> Moving on to counselor Sanderson. [23:29] » Moving on to counselor Sanderson. [23:29] >> On July 28th, I had the Marcus [23:32] » On July 28th, I had the Marcus [23:32] Foundation meeting as per what you saw [23:34] on the agenda there. On July 30th, um [23:38] we had building team of uh [23:41] Kelly, Lori, and Judy. [23:44] And M3 had Harmon and Breanne, and [23:46] there's a new one there, Sulky. I can't [23:48] remember [clears throat] She I don't [23:48] think she's on there. [23:50] And uh there's a lawyer meeting with uh [23:52] Marco Morelli and Brian Wong. That's the [23:56] county's lawyers that we're using for [23:59] Marcus Foundation. Brian has worked with [24:02] Chandos on a few projects, and so and he [24:04] knows a lot of their head guys in [24:06] Edmonton, which is where their head [24:07] office is, and he advised that Chandos [24:10] is a very reputable contractor, and he [24:12] has full faith in them. Uh however, [24:14] lawyers want to ensure that proper risk [24:16] is assigned and ensure Marcus Foundation [24:19] is protected. So, the risk allocation on [24:23] Sean on Chandos contract right now is at [24:25] 50% cap, and we require 100%, and Brian [24:30] said this is not out of Well, it's not [24:32] out of the [24:33] ordinary to request 100% cap, so [24:36] just to protect us. After Marcus [24:38] Foundation takes over the building, [24:41] Chandos has 1 year warranty on the [24:43] workmanship workmanship, and we are [24:46] going for 2 year warranty. [24:48] Um there is 5 to [24:50] 10 years depending on boilers and [24:54] and other things [clears throat] that [24:54] are on the warranty, so [24:57] Marcus Foundation would have to deal [24:58] with these suppliers after Shondells [25:00] gets his phone. [25:01] >> [snorts] [25:01] » [snorts] [25:01] >> And so therefore it's important that we [25:02] » And so therefore it's important that we [25:02] do a full review on the property after 1 [25:05] year. We'll probably do it [25:07] with that 2 years. We'll do it after the [25:08] 2 years. Make sure that Shondells [25:10] satisfied with everything there. [25:13] I've got a fog light bulb. [25:17] Um [25:18] CMHC requirement that there is a 50% [25:21] builders lien assuring company will make [25:24] sure that the build bill gets done [25:26] if for some reason Shondells leaves the [25:28] project. [25:29] Um next steps, uh Brian Quon's going to [25:32] clean up the contract and send it to M3 [25:34] and then our lawyers will now deal with [25:36] Shondells' lawyers. So that should be [25:38] signed here pretty quickly. [25:40] So that's good news. August 5th we had a [25:43] design meeting at 9:00. Um that's when [25:46] this Sophie girl from M3, she's further [25:49] step now and she got she's getting our [25:51] minutes a little bit quicker. I don't [25:53] know if I sent them to you in time. So [25:55] that's a lot quicker than what we [25:56] normally get them. So I think that's a [25:58] great thing that we We used to have [26:00] three [26:01] when we first started with M3. [26:04] Um [26:05] flooring will tender on [26:07] Friday, so that probably was the last [26:09] Friday here. Samples coming immediately [26:12] with pricing and this goes to JMAA. The [26:14] fireplace covering was selected by the [26:17] building committee and Shondells is to [26:19] finalize the cost of wiring in the [26:22] electronics for the [26:25] fogs. [26:26] I really [26:27] This is my personal opinion. I think [26:29] it's too pricey and we're trying to cut [26:32] a lot of money back and 300,000 so [26:34] people can have fogs. [26:36] This is my own personal thing, but [26:38] that's a lot of money that we [26:40] could use. I would rather have hardie on [26:43] the outside of the building than vinyl. [26:45] So that's my personal. [26:48] Tom gave his opinion on that. [26:50] So and Bill um was to finalize all his [26:53] parts for the drawings. Um we need to [26:55] finalize the exterior cameras needed to [26:57] wanted. Uh JMAA said that usually they [27:00] only have cameras at the front door. [27:02] Glory would like to see cameras at all [27:04] the exits and also for um [27:07] the loading dock. And JMAA advised just [27:11] about at the door for the loading dock. [27:15] Loading dock. [27:18] The uh would be sufficient for that, so [27:21] Um we're going to have a meeting coming [27:23] up [27:25] next week. [27:27] A lot of finalization coming up here. [27:29] Corey has a sign ready to send to C M C [27:32] and the government of Alberta see [27:33] hopefully that'll get approved by both [27:35] parties and then we can put a sign up on [27:37] the site. [27:39] Drawings for the building permit require [27:41] stamp and all documents to Corey and [27:43] then Corey sends to the town for [27:45] approval. I know Kelly signed signed off [27:47] with them, so I don't know if you guys [27:49] got them yet, but they're everything's [27:51] back at Corey right now, so those will [27:53] be coming in soon. [27:55] Um Chandos is to complete their [27:57] financial accounting calendar. [28:00] Uh noted that there's a savings on the [28:02] generator cuz we don't need as large as [28:04] one as we initially thought cuz they [28:05] thought they were going to have [28:07] some different um [28:09] like with the self-contained that they [28:11] were going to put them on a different [28:12] draw, but they're not now, so we don't [28:14] need [28:16] as big a generator. [28:17] Um electricity has come down and hoping [28:20] for a further decline in cost cost. [28:23] Switching uh the millwork and closets to [28:26] wire shelving that'd be a 200,000 [28:28] savings, so we're nitpicking everything, [28:30] but that's trying to [28:32] to save money. [28:33] Uh framing might be able to come down [28:35] with the updated design. There's no more [28:37] um patios on the self-contained [28:40] units. [28:42] Um and most of building will come in [28:44] prefab, so it'll be a lot quicker to [28:46] the one up here, cuz they'll all be done [28:49] off-site. And IFTs, issues for tender, [28:52] are closing on August 20th, and then the [28:55] numbers become set numbers, and then we [28:57] can reassess the budget again at that [28:59] time. [29:05] We've had more rejections for the [29:07] mechanical work. [29:09] So, Chandos are sending out more IFTs. [29:12] They want three solid IFTs to come in [29:15] for HVAC, plumbing, and irrigation. So, [29:17] Chandos is going to do more leg work to [29:19] get more competitive bids, and 85% of [29:22] the job is self is subcontracted. [29:26] Um mechanical has increased totally from [29:29] what we initially had stated it would is [29:32] 620,000. [29:33] So, we're really hoping that with these [29:35] bids getting locked in that we can bring [29:36] that number down. [29:38] Uh August 5th, I was at the joint [29:41] meeting with county councilors [29:43] concerning the potential new build. [29:46] August 8th, I came home [29:49] from being up at my parents, and I [29:50] pulled into town, [29:52] and at the truck station, there was all [29:54] these Asians. I couldn't tell I was just [29:57] They just caught my eye, cuz they're all [29:58] draped posed, some up down through some [30:01] of the letters. And they were all posed, [30:04] and this photographer was there. So, I [30:06] honked my horn, and I waved, and they [30:07] were all [30:09] So, I hope he got that picture, cuz it [30:10] was [30:11] It just They were just beaming, so it [30:13] was [30:14] kind of put a big smile on my face. Um [30:17] Also, coming downtown, I don't know if [30:19] I've ever come downtown on a Saturday [30:21] unless we have something big like Spock [30:23] Days, but it was busy. There was [30:25] motorbikes, there was cars in every [30:27] parking spot. There was people at the [30:29] Spock. [30:30] Um [30:31] with his head and hands there, and it [30:33] just was And the pool was full, and I [30:35] just It just gave me a warm feeling to [30:37] come into town and see all that activity [30:39] this this past weekend, so. [30:42] And then, tomorrow we have our MPC [30:44] meeting. [30:47] » Okay, any questions for Jean? [30:50] >> If not, [30:51] » If not, [30:51] >> thank you very much. Councillor Debolt. [30:53] » thank you very much. Councillor Debolt. [30:53] >> Um, when I did the uh [30:56] » Um, when I did the uh [30:56] uh staff board and parade, me and [30:58] Georgia Lee and Tom and Joan and um [31:02] uh Rochelle and uh Mr. Spock from [31:05] Germany was there and uh he was an [31:07] interesting fellow that I spent some [31:09] time with. Um, [31:10] also a um [31:12] uh was at the new uh Spock sign opening. [31:15] Went on that with uh [31:18] Tom and Joan and [31:19] all people that were there for the Spock [31:22] uh Vulcan. Um [31:24] then on the 5th I had the um [31:27] like Judy was talking about the joint [31:29] meeting with the uh the council from uh [31:31] the county about uh the new bill for a [31:33] school. That was uh very interesting. Uh [31:37] Some pretty uh [31:41] one-sided opinions I thought. I thought [31:43] maybe the right one for sure. [31:44] >> [laughter] [31:45] » [laughter] [31:45] >> But uh we'll see how it all works out. [31:47] » But uh we'll see how it all works out. [31:47] Um [31:48] early days yet, so um [31:51] had uh one fellow asking me about uh the [31:54] speed on the highway again and I and I [31:57] said that it was talked about, so we [32:00] had a conversation about that and [32:03] so um [32:05] uh [32:06] the other person mentioned about how uh [32:10] the uh town how clean the town is and um [32:15] one of the stories from Vulcan night, [32:17] jumped in Chris's truck. He was hauling [32:19] three of them and [32:20] and uh the one fellow he said uh I said [32:23] uh where you from? And I think he said [32:25] Indiana originally, but he says, "I've [32:26] lived in LA for 30 years." And I said, [32:30] "That's a big city." He said, "Yeah, I'm [32:32] really enjoying this." He said, [32:34] "I'm really [clears throat] enjoying [32:35] that you can just drive and not wait for [32:37] a hundred cars, you know? So, he said [32:40] it's nice to get out of that big city, [32:41] but uh they seem to be enjoying it. They [32:44] they said they were really liking the [32:45] town, so [32:46] all in all it was good. That was about [32:48] it for me, nothing uh too major. [32:51] But, that's it. [32:53] >> Okay. Any questions, Richard? [32:56] » Okay. Any questions, Richard? [32:56] No? Thank you. Councillor Mitchell. [32:59] >> Uh [33:00] » Uh [33:00] I've had a [33:01] a few discussions with Angela on the [33:04] uh current business case, lands. Um [33:07] she's had some progress with uh [33:10] some of the with Oola's Eye um [33:13] creating a few concept maps and [33:16] different pieces to kind of develop the [33:18] space the way that that she kind of [33:20] envisions for it. [33:22] Um so, I think uh she's reached a point [33:26] where she can potentially start actually [33:29] trying to [33:30] get meetings and get in front of people [33:32] and start start marketing with it. And [33:35] so, she's asked Cole and I to uh [33:38] authorize funds for payment for Oola's [33:41] Eye and some for Marketeca. [33:43] And [33:44] Marketeca's the the company that's going [33:46] to be doing the marketing, the website, [33:49] and different things. So, so that's [33:51] that's happening. So, [33:54] which she's seems excited about and and [33:57] gaining progress there. So, we'll see [33:59] what happens. [34:00] Um [34:02] August 5th was busy. It was uh yeah, [34:05] that that Palliser meeting um [34:08] which uh like Richard said, it's early [34:10] days and that is just [34:12] it was it was it was interesting because [34:14] the meeting with Palliser I found was [34:17] quite good. [34:19] And then with the meeting just on the [34:21] 5th, it was [34:23] well, we all really it was the the the [34:26] feeling was that there wasn't a whole [34:28] lot of excitement around joint use. [34:31] And it seemed to resound [34:35] confused [clears throat] me a little bit [34:37] just because [34:39] one, there's counselors that are like [34:41] terrible costs and all costs and that [34:43] makes sense. [34:45] You know, you don't want to you know, [34:47] have a huge cost center and but that's [34:50] generally what [34:52] you know, recreational facilities are in [34:54] a way. [34:56] Old Dale [34:57] What? [34:58] It's [35:00] >> That's a heavy reader heavy hitter. [35:02] » That's a heavy reader heavy hitter. [35:02] >> Yeah. [35:04] » Yeah. [35:04] >> You can see. [35:05] » You can see. [35:05] >> So, I I guess [35:07] » So, I I guess [35:07] um [35:09] what I'm trying to figure out is, okay, [35:11] everything's around this Juba agreement. [35:14] Right? And in the first meeting of [35:16] council, when you you spoke with them, I [35:19] asked them, okay, [35:21] what what things with Old Dale [35:24] if you could do it all over again, what [35:25] would you do? And it was everything was [35:27] around this Juba agreement and setting [35:30] rent, having it transparent out there [35:32] beforehand [35:34] rather than kind of during the [35:36] construction process. [35:38] So, [35:40] you know, if if we care about costs [35:43] and we care about not having a super [35:45] small facility, we kind of let them [35:49] build their own school with a with a [35:51] small gym and then, [35:54] you know, say if [35:55] we make a decision on the CRC, whatever [35:57] that is, [35:59] um it's going to be My feeling is it's [36:01] going to be two small [36:03] facilities. [36:04] And then we share the full cost of one [36:07] facility versus [36:09] spending some time on the Juba [36:11] agreement, having an expectation very [36:13] clear on joint use [36:15] and then building an actual facility [36:18] that would be better together than [36:22] separate entities. [36:25] So, I don't know how we explore if [36:28] that's even possible with with the other [36:31] the county and and the town to come to a [36:34] some sort of decision or how do you do [36:36] you wait until the scoping meeting [36:38] happens to see what they're even [36:40] proposing? [36:42] But then it sounds like we don't really [36:43] have a choice anyway with with what they [36:46] do. [36:47] So, I guess I'm just trying to [36:48] understand it all with [36:51] the difference in tone versus [36:53] first meeting second, so. [36:55] I don't know if any you guys have any [36:57] comment on with that. [36:59] >> I think that dollars and cents are going [37:01] » I think that dollars and cents are going [37:01] to be a driving factor on either [37:03] decision down the line for everybody. [37:06] Like it's you heard it like it's [37:09] Jason made a very good comment about [37:11] you know, you can't afford to do it. You [37:12] can't afford to do it. You know, it's [37:14] just would be an anchor around the [37:16] communities. [37:17] You know, if it costs too much to [37:19] maintain and run or build or whatever. [37:21] You know, there's it's I think it's just [37:24] a matter of dollars and cents and [37:25] there's a lot of questions yet that [37:27] come. [37:28] I think. [37:28] >> But the thing is if it's dollars and [37:30] » But the thing is if it's dollars and [37:30] cents then having it joint would make [37:33] more sense than being separate, right? [37:35] >> But that's exactly what they have to [37:36] » But that's exactly what they have to [37:36] figure out. [37:37] >> They kind of want they want independence [37:39] » They kind of want they want independence [37:39] but they don't want to pay for both. So, [37:41] it's kind of [37:43] you can't have it both ways. So, [37:46] how do you make it like it like Don [37:49] wants it's a 75-year decision. It's a [37:51] huge decision on a building. [37:54] You know, we want to do we want to [37:55] right-size it for the community and we [37:57] want it to be something that we're we're [38:00] better off going forward than we were [38:03] in the past. We don't want to shrink our [38:05] footprint. [38:07] >> You know, I but [38:08] » You know, I but [38:08] it's going to be interesting. I think [38:09] it's going to be very interesting but I [38:11] I [38:13] there's a lot to come yet. I think. [38:15] >> Oh, I know we're in very early innings [38:17] » Oh, I know we're in very early innings [38:17] for sure. So, [38:19] I think [38:19] >> [snorts] [38:19] » [snorts] [38:20] >> uh so yeah, and it was it was good to [38:21] » uh so yeah, and it was it was good to [38:21] get just [38:23] just to, you know, listen and see what [38:25] happens. But, yeah, it's early and [38:28] the scoping meetings happened the third [38:30] week of September. [38:31] Um second meeting was uh the [38:35] intermunicipal one, which I thought was [38:38] a good working session. I think [38:40] we're going to have those conversations [38:42] a lot, I feel like, in the next [38:45] several years. It's it's a topic of [38:47] discussion. [38:49] Um with data centers and and how you how [38:52] you manage them when there's a a [38:54] proposal and it's [38:57] having, you know, establishing [38:59] discretionary use and size and type and [39:03] power usage and [39:05] water and all those things. So, um I [39:08] think it was it was really good and uh [39:12] uh yeah. Um [39:17] But, I just don't see those meetings [39:19] kind of going away. It's just Okay, how [39:20] do we communicate it [39:22] and standardize it in our community on [39:24] on what we want to see here. We want it [39:26] done the right way if it happens. So, [39:30] um yeah, but other than that, that's [39:32] that's really it for me. [39:34] >> Okay. Any questions for Chris? [39:37] » Okay. Any questions for Chris? [39:37] If not, thank you. Counselor Hill. [39:39] >> I have no meetings. [39:41] » I have no meetings. [39:41] I've got nothing to update, [39:42] unfortunately. I do apologize for [39:44] missing the meeting on the 5th. [39:46] Uh I have too many calendars and got to [39:49] make sure. My apologies. [39:51] >> Okay. Any questions for Wayne? [39:54] » Okay. Any questions for Wayne? [39:54] Hearing none, thank you. Counselor [39:56] Donovan. [39:56] >> Um I was at Palliser meeting [39:59] » Um I was at Palliser meeting [39:59] um with the majority of us, I guess. And [40:01] I I really liked um the dialogue that [40:04] happened that day. [40:06] I think it was a good starting off [40:07] point. Like Chris says, you [40:10] a lot of this is out of our hands at [40:11] this point. Palliser decides to do and [40:13] then [40:14] I guess it'll be on us or possibly the [40:16] next council to kind of [40:19] make the best decisions for ratepayers [40:21] in this community after that, but um [40:24] Um I also met with the county on August [40:27] 5th [40:28] and kind of like Chris, I was a little [40:30] surprised at some of the [40:32] conversations and direction potentially [40:34] that [40:35] county would prefer to go with [40:37] so early, I guess. I guess it's a lot [40:40] like Palliser and we'll see what comes [40:42] of it. [40:43] Um later that afternoon, I was with [40:45] Chris at the IDP meeting and [40:48] I really liked that meeting. I felt like [40:50] the county was very cordial in giving us [40:52] a voice. [40:53] And I think in the past maybe it hasn't [40:55] been that way, but um [40:57] the topics that kind of affect our [40:59] ratepayers on certain projects is sound [41:02] decibel cap, which they were open to [41:04] putting in. [41:05] Um [41:07] building size cap, uh water usage cap, [41:09] power usage cap, um and even a location [41:12] preference where potentially something [41:15] like this could happen on the eastern [41:17] lots where they're not necessarily [41:18] neighboring potential residentials. So [41:20] that's why I was I thought it was really [41:22] good discussion there [41:23] for that. [41:25] Um [41:26] Yeah, that was it on the minutes. [41:30] >> Okay. [41:30] » Okay. [41:30] Any questions for Cole? [41:33] Great. Thank you. [clears throat] And [41:35] for me, um [41:37] I too have attended the parade in [41:38] Strathmore. It was It was nice. It was a [41:42] great opportunity to showcase our [41:45] um [41:46] float again in the parade. That's the [41:47] second time we've been in Strathmore and [41:49] um [41:51] I heard some good things about the [41:53] uh again [41:54] uh Chris purchased a canvas and and [41:58] there was again [42:02] our local announcer [42:04] and he [42:05] >> [clears throat] [42:05] » [clears throat] [42:05] >> um [42:06] » um [42:06] did a good job of plugging this [42:09] us for as much as he could [42:11] and some so I I heard that was very very [42:14] positive. Um I too was at the meeting [42:17] with the county and I I [42:19] agree with what Cole said. It was really [42:21] kind of nice to [42:22] hear the their [42:25] uh opinions of their council around the [42:27] table. I mean, they had a good [42:29] representation at the meeting that we [42:31] had and [42:32] and uh [42:33] you know, they were just missing one [42:34] counselor, I believe. And so it it was [42:37] good to hear and um [42:39] I I again I think I think what Chris had [42:41] said, you know, um [42:42] as we move forward, we we definitely [42:44] know that it's the the new facility will [42:47] be if there is a new building, it'll be [42:49] downsized. I mean, [42:50] you know, and you know, whether it's [42:53] downsized to a right size or whether [42:55] it's downsized to a [42:57] to a to whatever it happens to be is [42:59] something we have no control over, but I [43:02] think moving forward, you know, we need [43:04] to kind of anticipate the [43:06] if there is a chance that the CRC and [43:09] the bodyworks is saved, you know, [43:13] what what that would look like and how. [43:15] So, I I think when we have that meeting [43:16] with Stantec, we need to bring that, but [43:19] being that there's a couple [43:21] uh young counselors and on our three of [43:24] them on our [43:25] council here that you know, have uh kids [43:28] in this will have kids in the system, [43:30] you know, your your input is important [43:33] um because [43:34] um unfortunately, [43:36] something we really need to do as a [43:38] municipality is is support our our youth [43:40] in our community, but also [43:42] we need to, you know, support Palliser [43:45] in what they're proposing to to try to [43:47] make it an economical facility and not [43:50] be one that's going to be closed and [43:51] not, [43:53] you know, I I think there is some [43:54] opportunity that they could [43:57] uh add on to the Prairie Vista [44:01] and move all the kids into one facility [44:03] and I I think that would be a detriment [44:05] to our our [44:07] junior, younger [44:09] generation. I think the separation just [44:12] shows that there's huge advantages to [44:14] it. So, [44:15] that's just a personal feeling. I mean, [44:17] I I I spent all 12 years in the two [44:20] facilities, one with the elementary [44:22] school and then the high school. [44:25] But, uh [44:26] I think there's advantages to the [44:28] separation of the of the two. [44:30] So, um I think when we get an [44:32] opportunity that we have coming up to [44:35] voice our [44:36] our comments to Stantec. [44:39] And uh or I think it was Stantec, wasn't [44:41] it? It's not I was going to say Stantec [44:42] too, but I mean it was Stantec. And, you [44:44] know, see what they're going to [44:46] talk about. But, again too, is that [44:49] knowing that, you know, the [44:51] direction that some of us feel that, you [44:53] know, we don't want to lose the track if [44:55] we can in the community. Um [44:58] and we don't want to lose the uh you [45:00] know, ball diamond area. And, you know, [45:02] there is an area that maybe we could [45:05] potentially really push them into into [45:07] that that one corner if it happens where [45:09] they [45:10] could utilize the corner where the [45:12] element the um [45:13] daycare's at. And, infrastructure-wise [45:16] for us as a municipality, it's got huge [45:18] advantages. So, I think those are areas [45:21] that our munis our administration and [45:23] our public works and and uh [45:26] you know, some of us that have that [45:27] knowledge should, you know, push it [45:29] towards the to say that there's [45:31] advantages to that. Um we might have to [45:34] contemplate [45:35] a philosophy of of upgrading that road [45:38] behind the arena between the arena and [45:40] the and, you know, to to accommodate a [45:44] a different type of traffic or a [45:46] traffic. Um we know that um [45:49] transportation has been kind enough to [45:52] the Marcus Foundation to allow them to [45:54] have that Anders intersection there. It [45:56] might be an opportunity to say that, you [45:58] know, here's a way that we can [46:00] put a couple turning lanes off of that [46:03] on into that area of the [46:06] the Palliser facility and also into into [46:10] the Pier de Soulanges make kind of a [46:12] turning lanes in there and and create [46:14] that as more of a [46:16] theoretically a better [46:18] turning spot. But I mean, that's just a [46:20] Tom Grant's opinion. I you know, I [46:22] appreciate we haven't really spoke about [46:23] it much, but but again, I think that [46:24] those are things that we need to really [46:26] share with with Palliser and with [46:28] Stantec and and the county because [46:31] again, I don't know what the percentage [46:33] of of the [46:34] rural ratepayers [46:36] um [46:38] or not rural ratepayers, but but rural [46:40] residents uh students in the CCHHS. But [46:44] I'm sure that they outnumber our town [46:47] ones probably at least two to one, maybe [46:50] three to one. [46:52] I I I'm guessing. I I [46:53] I don't know because you know, we get [46:55] you know, Arrowwood, Milo [46:57] um you know, everybody but the Lomond [47:01] that that come potentially come this way [47:03] for senior high and junior high or [47:05] senior college especially. So [47:08] again, I I think that you know, the [47:09] county needs to be at the table and and [47:12] I think you know, should sharing [47:14] meetings like we had with them, being [47:16] open and [47:17] transparent and [47:18] um [47:19] anyway, I I thought it was great, but so [47:21] those are the two meetings that I had or [47:23] two functions that I had was that parade [47:25] and and then the the meeting with the [47:27] county council, so. [47:29] >> Any more questions? [47:30] » Any more questions? [47:30] >> Yeah, one two [47:32] » Yeah, one two [47:32] >> Where the school is now, if they were to [47:34] » Where the school is now, if they were to [47:34] put it in that corner that you [47:35] suggested, that would give them so much [47:37] more parking cuz there's kids all over [47:39] the streets, so that would be so much [47:41] handier to get the kids off the streets [47:43] and in the parking lot. [47:44] >> And again, Christopher's uh [47:46] » And again, Christopher's uh [47:46] Northcott's uh [47:48] thought about, you know, land swapping [47:49] or trading or whatever has its merits, [47:52] but I mean, generally, you know, like I [47:54] said, If you really read the [47:57] uh municipal act, [47:59] there's no swapping that's potentially [48:01] going to go on that's going to be a land [48:03] take. You got to swap it. But again, it [48:05] might be something like you said, Jimmy, [48:07] you know, depending on how that [48:10] plan might go where the CRC could be a [48:13] standalone facility with body works and [48:16] even like I'm not sure if it was [48:17] mentioned by [48:19] one of us or whether it was some of them [48:21] from the county, you know, [48:22] the the daycare itself [48:25] being built on to [48:27] modular or moved into that area. [48:30] And when the other facility, rest of [48:33] facility, goes down, I mean, how you [48:35] could create it into different areas. [48:37] So, I think it potentially could be a a [48:40] win-win for everybody and and and again, [48:43] I really think that the [48:46] rate payers of the of the [48:48] Palestine school division [48:51] really need to do some soul-searching [48:52] because I I think unfortunately, you [48:54] know, they're going to be looking at [48:56] again, dollars and cents and square [48:58] footage and [48:59] and um [49:00] you know, [49:01] I I think that the the teachers and the [49:04] and the [49:07] kids in the system are going to realize [49:09] a substantial change in facility. Sure, [49:12] you know, it's nice to have a beautiful [49:13] sunlight coming through a window, but [49:16] uh [49:16] I'll tell you there's [49:18] advantages to having some space, too, [49:20] but you know, and I think when you start [49:22] seeing some of the areas that are going [49:24] to be squished and cut to [49:27] um [49:28] Anyway, [49:30] but [49:31] that's it for me. Go ahead, Cole. [49:33] >> Well, to your point there, Tommy, I went [49:35] » Well, to your point there, Tommy, I went [49:35] to high school there and I'll be sad to [49:37] see that building go if that's the [49:38] direction they want to go. [49:40] It seems like a lot of waste, but they [49:42] see it as a lot of wasted space right [49:44] now, but [49:46] I don't know. [49:47] >> But then again, you know, I I came from [49:49] » But then again, you know, I I came from [49:49] a class that graduated and then and this [49:51] is small compared [49:53] I look around some people that have [49:54] graduated in the city and we had 110 [49:56] kids graduate this year and it's 35. [49:58] Yeah. [49:59] >> [clears throat] [50:00] » [clears throat] [50:00] >> You know, I appreciate that. 40 years [50:02] » You know, I appreciate that. 40 years [50:02] ago [50:03] I mean [50:04] you know, our numbers, you know, and [50:05] again [50:06] sorry to stop, you know, that keep your [50:08] thoughts going there Chris for a second, [50:10] but you know, our numbers just do not [50:13] justify the size of the facilities [50:15] facilities is designed for so over 700 [50:18] plus kids [50:19] and you know they're in the 235 [50:22] kids. [50:23] >> 80% [50:24] » 80% [50:24] >> You know, it it's not it's just the not [50:26] » You know, it it's not it's just the not [50:26] sustainable. So, I mean, I'd rather see [50:28] them do a a downsize or a right-sizing [50:31] of the facility or a new facility [50:34] than have close it and not not have [50:36] anything. [50:36] >> Yeah. [50:37] » Yeah. [50:37] >> You know, that would be scary. [50:39] » You know, that would be scary. [50:39] >> Right. And I guess too like I I do [50:41] » Right. And I guess too like I I do [50:41] appreciate like all the recent [50:44] inter-ministerial meetings we've been [50:45] having. I think that's a great step in [50:48] the right direction and I hope the [50:49] frequency kind of stays there with some [50:51] of these larger projects happening. [50:54] Um [50:55] and and one recommendation that I'd like [50:58] to see is just, you know, kind of [51:00] pre-booking a meeting sometime after the [51:02] scoping just to kind of set, "Hey, like [51:04] once that's over, let's have another [51:07] discussion similar [51:09] what we have now and then we'll have new [51:11] information at that time and go, "Hey." [51:13] And so, I think [51:15] having those trying to have a regular [51:18] frequency, I think this is probably [51:20] something [51:22] that we should entertain [51:24] um at some point, but uh [51:27] because that's what everyone's going to [51:28] be thinking after that scoping is, [51:30] "Okay, well, [51:31] where are we going to go with this?" And [51:33] you know, we've already kind of put our [51:34] best foot forward and we're having [51:36] dialogue with all the counselors and [51:39] putting our heads together and going, [51:40] "Hey, like what's what's best for the [51:42] community? What should we do?" And uh [51:45] so, I think that's great. [51:47] >> You know, [51:48] » You know, [51:48] the only thing you know, if it wasn't [51:50] for the town reaching out for [51:52] a policy meeting, we wouldn't have one. [51:55] Um, [51:55] at a point they're going to say this is [51:57] what we're doing. [51:59] Either you want this they should just [52:00] write a check. [52:02] And that's going to be the question. And [52:05] the meetings after that will be [52:08] probably [52:10] you might choose a color. I don't know. [52:12] But you know, it's at one point they're [52:14] going to say this is what we're doing. [52:16] >> But but again, I think that you know, [52:18] » But but again, I think that you know, [52:18] there's things that we as [52:20] a council can do coming up and and in [52:24] support of the project totally like as [52:27] a, you know, physically say that we're [52:29] in support of the of them right sizing [52:32] or building a new facility [52:35] compared to allowing [52:37] them and the government to then can say [52:40] no, we're going to just close the [52:41] facility down and and [52:44] move the kids to somewhere else. Um, [52:47] I think have merit. So, I I think that [52:49] we need to think of that, but I think [52:51] Chris is right that you know, our [52:52] relationship with the county is [52:54] important and I think we need to, you [52:56] know, keep it as open a dialogue as we [52:59] can and [53:00] and same with when we start budgeting [53:03] here in September, is this that where we [53:06] did something like we did with the [53:07] Marcus Foundation, we kind of knew that [53:08] there was something [53:10] potentially [snorts] being there. Is [53:12] this a way of saying we should be [53:14] earmarking funds or at least spending [53:17] more time and effort to to move that [53:21] in support of another organization [53:24] moving forward. So, I I think that's [53:25] something we need to keep that dialogue [53:27] open. I think Chris is right that you [53:29] know, we [53:31] need to keep that open as much as we [53:32] can. So, anyway, that's it for me. [53:36] Okay, somebody wish to move the council [53:38] reports? [53:39] Judy moves. Thank you. [53:41] Any discussion on Judy's motion? [53:44] Hearing none, I call the [53:46] posed. It's unanimous, it's carried. [53:49] Unanimous okay, action list. [53:51] >> So, as you can see, [53:53] » So, as you can see, [53:53] we had the one item from our last [53:54] meeting. That was fairly easy to take [53:56] care of. Got the letter wrote and [53:58] everything's next day, so. [54:00] Uh to the note on the action list, [54:03] Karen's first day back was today, so [54:05] hopefully we're going to be able to [54:06] start putting her name on that list [54:07] again. [54:09] It might get longer again. [54:11] >> Yeah, pretty good. [54:12] » Yeah, pretty good. [54:12] >> Uh to you then, from there I guess we [54:14] » Uh to you then, from there I guess we [54:14] can go to my CEO report. Uh pretty [54:17] straightforward, you all had a chance to [54:18] read it. Did quite a bit of background [54:20] information with the uh county land use [54:22] bylaw and how it uh reflects with our [54:26] inter municipal development plan, which [54:28] showed at the meeting obviously we got [54:29] some pretty good feedback and uh [54:31] we're able to give some pretty good uh [54:35] uh comments for the county to take into [54:37] consideration as they amend that land [54:39] use bylaw. [54:41] The [54:42] reviewed uh [54:44] the sidewalk request for [54:46] uh [54:47] the uh [54:48] Marcus Foundation. There's some resident [54:51] uh residents that have some concerns [54:52] over the the sloping for uh the access [54:56] for driving. Uh that change in [54:58] elevation, if you're visually impaired, [54:59] can give some uh So, I think that the [55:02] Peter Dawson Lodge is working to like uh [55:07] they might put some markings on the [55:08] sidewalk for [clears throat] that. [55:10] It's just to help identify it for them. [55:13] Uh [55:13] again, [55:14] uh [55:16] they're town sidewalks, but uh allowing [55:18] for some paint on there it's not going [55:20] to [55:21] uh [55:21] not going to hurt them any. But, of [55:23] course, we don't want to get into doing [55:24] that all over town. So, I've had brief [55:26] discussions on how that can happen. [55:29] Uh [55:29] met with the RCMP sergeant on uh [55:32] discussion on speed enforcement and then [55:34] also uh based on the last council [55:36] meeting some of the comments on the [55:37] restricted uh small vehicles. Uh We had [55:40] a brief conversation on that as well. [55:42] They're going to do some looking into it [55:46] because again, as I mentioned, [55:48] we feel that the province is looking at [55:50] some different programs. They do have a [55:52] pilot program up there for golf carts [55:54] right now. It's quite onerous, but they [55:56] they are looking at these small vehicles [55:58] and how to [55:59] how to handle them, especially with the [56:01] bicycles and that. Thank you to Chris [56:03] for sending out that [56:05] video that complemented all the [56:06] information that I sent you. It [56:08] basically confirmed that the information [56:09] I provided you was accurate and [56:12] So, [56:13] yeah. So, [56:14] >> More than just us talking. [56:15] » More than just us talking. [56:15] >> Yeah, it was it was it was a really good [56:16] » Yeah, it was it was it was a really good [56:17] conversation on that, yeah. So, I tried [56:20] I kept you all up to date on the pump [56:22] repair of the [56:23] small repair of the pool. [56:26] Complimented the company and our guys [56:28] for how quickly they were able to act on [56:30] that. [56:31] >> That's great. [56:32] » That's great. [56:32] >> That was a That was a big challenge for [56:33] » That was a That was a big challenge for [56:33] those guys. And a formal if you did guys [56:37] do run into a Brett Sherman showed up at [56:39] the boat [56:41] 8:00 and actually helped the guys with [56:43] the zoom boom get it into the building [56:44] because the new pump the new motor was [56:46] bigger than the [56:47] last one. So, [56:49] uh [56:50] even the public helped us get that [56:52] >> Thanks, good. [56:53] » Thanks, good. [56:53] >> So, that was great. And they were back [56:54] » So, that was great. And they were back [56:54] up and running by 10:00. [56:56] We only lost one day. So, [56:59] uh [57:00] lost the chlorine pump yesterday. So, [57:03] but that was a smaller scale, much [57:04] smaller scale. So, [57:06] uh [57:07] Coordinated the meeting with the council [57:10] for the modernization of the schools. We [57:13] had a great discussion on that and [57:15] then also with the construction project. [57:18] I've been [57:19] giving regular updates with Cima Plus [57:21] and each week done progress. They're [57:23] currently behind, but then uh [57:27] they think it worked out great because [57:29] as soon as they can get pay per share is [57:30] the 19th anyway. So, [57:32] So, hopefully everything will come [57:34] together with that on the back of [57:35] schedule. [57:37] Uh a lot of community member inquiries [57:40] on data centers. CTV was nice enough to [57:42] do a news report that included you guys. [57:44] Uh seeing that conversation, that was an [57:47] awful kind of them. Uh [57:49] Uh [57:50] brought more attention to our ratepayers [57:51] about it, so that was good. I I answered [57:53] lots of questions. We've had some bio [57:55] log concerns, which Tony's been able to [57:57] address. [57:58] And then on the council member side, [58:01] obviously working on some IT that's not [58:03] going terribly great, but uh and then [58:06] Marcus is an ongoing [58:08] uh making sure that I can answer [58:09] questions in a timely fashion. Obviously [58:11] the construction rules. So, my formal [58:14] meetings were pretty straightforward. [58:16] You guys were at all of them except for [58:17] the same site meetings, so. [58:20] Great. [58:21] >> I like being on TV, but I my phone blew [58:23] » I like being on TV, but I my phone blew [58:23] up right after that. I had people You [58:25] guys have input into that? Like, no. [58:28] >> [laughter] [58:29] » [laughter] [58:29] >> Tony better have been [58:30] » Tony better have been [58:30] >> It was It was [58:31] » It was It was [58:31] It was excellent because they did say [58:33] county council and then showed a picture [58:35] of us. [58:36] >> Yeah, video of us sitting here. [58:38] » Yeah, video of us sitting here. [58:38] >> It was so [58:39] » It was so [58:39] >> Maybe we should start spending some of [58:40] » Maybe we should start spending some of [58:40] our money for [58:41] >> We should talk everybody else into [58:43] » We should talk everybody else into [58:44] broadcasting their meetings. [58:45] >> Yeah. [58:46] » Yeah. [58:46] >> That's where the footage came from. It [58:48] » That's where the footage came from. It [58:48] was from our council meetings. [58:50] >> Okay. [58:51] » Okay. [58:51] >> Any other questions? [58:52] » Any other questions? [58:52] >> questions as for Kim on those those two? [58:54] » questions as for Kim on those those two? [58:54] >> Yeah, send the link around, Kim. [58:56] » Yeah, send the link around, Kim. [58:56] >> [laughter] [58:58] » I grumbled at first and [59:01] It only lasted about 2 seconds. [59:03] >> But I I I did get a comment on it, too, [59:06] » But I I I did get a comment on it, too, [59:06] and they said, "Holy mackerel, we didn't [59:08] realize that you guys were county [59:09] council." And then [59:10] >> Yeah. [59:12] » Yeah. [59:12] >> I have a question. Are we starting to [59:14] » I have a question. Are we starting to [59:14] plan for [59:16] convention? [59:17] >> Yes, Karen's going to phone you [59:18] » Yes, Karen's going to phone you [59:18] tomorrow. [59:19] >> Okay. Thank you. [59:21] » Okay. Thank you. [59:21] I just saw something online that I [59:23] thought was [59:24] >> Karen will be calling tomorrow to [59:25] » Karen will be calling tomorrow to [59:25] confirm your attendance. [59:26] >> What does Karen do? [59:28] » What does Karen do? [59:28] >> Okay. [59:29] » Okay. [59:29] Uh [snorts] [59:31] >> Uh anything else? Excuse me. Sorry. [59:32] » Uh anything else? Excuse me. Sorry. [59:32] We're moving on to uh [59:34] development. [59:39] Anything on readings? [59:46] Okay. Public Works? [59:55] » Stu's is awfully quiet for a guy that [59:57] was gone for 2 weeks. [59:58] >> Yeah. [59:58] » Yeah. [59:58] >> [laughter] [1:00:00] » [laughter] [1:00:00] >> I do know that uh his holiday wasn't as [1:00:03] » I do know that uh his holiday wasn't as [1:00:03] relaxing as it could be cuz I know that [1:00:05] he forwarded a lot of the calls during a [1:00:07] couple of our meetings, so. [1:00:12] » I do have a question though. [1:00:13] >> Yes. [1:00:14] » Yes. [1:00:14] >> Uh with regards to the street in front [1:00:17] » Uh with regards to the street in front [1:00:17] of Petro-Canada [1:00:19] and uh Amy's Restaurant, is there any [1:00:23] chance we could get some of those [1:00:24] potholes [1:00:25] >> Yeah. [1:00:26] » Yeah. [1:00:26] >> filled because they have been completely [1:00:28] » filled because they have been completely [1:00:28] ignored and they are getting deeper and [1:00:31] deeper every day. [1:00:33] >> Yeah, Stu was actually putting together [1:00:34] » Yeah, Stu was actually putting together [1:00:34] some prices to see if we could do it [1:00:36] inside the street program, uh not this [1:00:39] program, but inside of our avenue paving [1:00:42] to see if we could actually maybe want [1:00:44] to do it off the lane on there. So, [1:00:45] that's one of the reasons. [1:00:46] >> But, for temporary, we need to fill some [1:00:48] » But, for temporary, we need to fill some [1:00:48] of those potholes because they are very [1:00:50] large [1:00:51] and they're only going to get worse and [1:00:54] with the truck traffic and that [1:00:55] motorhome trailer traffic, that kind of [1:00:57] thing. So, if that could be [1:01:00] you know uh temporary of some something, [1:01:03] that would be great. [1:01:06] » You bet. [1:01:07] >> I'll pass that along. [1:01:09] » Okay. Anything else on Stu's? [1:01:14] Anything else? [1:01:14] >> With regard if I may, with regards to [1:01:17] » With regard if I may, with regards to [1:01:17] the pump at the pool, I did offer my [1:01:19] services [1:01:21] uh as I was in Calgary if need be to [1:01:24] pick up the pump. [1:01:25] But, uh, I was informed that it was [1:01:28] fortunate that it was in [1:01:29] Lethbridge. Well, [1:01:30] >> No, it was in Edmonton. [1:01:31] » No, it was in Edmonton. [1:01:31] >> Oh, it was in Edmonton and got to [1:01:33] » Oh, it was in Edmonton and got to [1:01:33] >> I wasn't going to Edmonton. [1:01:34] » I wasn't going to Edmonton. [1:01:34] >> It it did it didn't arrive into into [1:01:37] » It it did it didn't arrive into into [1:01:37] Lethbridge until 5:00 4:30 5:00 that [1:01:40] evening. So, [1:01:41] you would have been sitting around [1:01:42] Calgary for a while. [1:01:43] >> No, I wouldn't have been. [1:01:45] » No, I wouldn't have been. [1:01:45] I do appreciate you. [1:01:48] >> Unfortunately, that was it's quite a [1:01:49] » Unfortunately, that was it's quite a [1:01:49] weekend for Rob, too, but um, [1:01:52] a little bit on that, too, as I he left [1:01:55] the the door or the [1:01:57] alarm off, and then so I went in and got [1:02:00] the float and took it to Strathmore, and [1:02:02] then I came back and I thought, well, [1:02:04] I'll be kind enough to put it back and [1:02:06] put it back in, but uh, somebody came [1:02:08] along and turned the alarm off. [1:02:10] So, as soon as you open the door, [1:02:13] the alarm's [1:02:14] squealing. So, I did phone Rob, and Rob [1:02:17] saw me there right away, which he did. [1:02:20] And so, you know, I put the float away, [1:02:22] we closed the door, and then our RCMP [1:02:24] showed up. So, they they do, uh, [1:02:26] >> respond. [1:02:27] » respond. [1:02:27] >> They respond to [1:02:28] » They respond to [1:02:28] the situation. So, he took Rob's [1:02:30] information. He didn't take mine down. [1:02:32] >> Oh, he did? [1:02:33] » Oh, he did? [1:02:33] >> No, cuz Rob told him you weren't [1:02:34] » No, cuz Rob told him you weren't [1:02:34] supposed to be there. [1:02:35] >> [laughter] [1:02:37] » [laughter] [1:02:37] >> But, you know, I felt so bad for Rob [1:02:38] » But, you know, I felt so bad for Rob [1:02:38] cuz, you know, here [1:02:40] >> just gotten the [1:02:40] » just gotten the [1:02:41] >> I I just thought I could help him out [1:02:42] » I I just thought I could help him out [1:02:42] and, you know, but I [1:02:44] created more work for him, but I [1:02:46] appreciate him. [1:02:47] >> He was still stressed out figuring out [1:02:48] » He was still stressed out figuring out [1:02:48] how they were going to get that pump. [1:02:50] >> But, anyway, so it was quite a weekend [1:02:52] » But, anyway, so it was quite a weekend [1:02:52] for him, but [1:02:54] Okay, moving on. We're going to the [1:02:55] >> I had, uh, a complaint about the How [1:02:57] » I had, uh, a complaint about the How [1:02:57] could they let the pool go down on a [1:03:00] long weekend? I said, they didn't plan [1:03:02] it. [1:03:03] And so, I made sure and I saw the guys [1:03:06] going back home. They didn't get home, [1:03:08] they were going back to the shop. It was [1:03:09] after 9:00. [1:03:10] >> It was 10:30. [1:03:11] » It was 10:30. [1:03:11] >> So, they they were maybe it was going [1:03:13] » So, they they were maybe it was going [1:03:13] for more parts, but so I made sure I [1:03:15] I've and then he sent that out, so I [1:03:16] knew through this person who [1:03:18] Our guys were full time to get that pool [1:03:21] up. [1:03:21] >> And and I I think that's another one [1:03:22] » And and I I think that's another one [1:03:23] that I really appreciate of our [1:03:25] administration and [1:03:27] like you know, the waterline break or [1:03:29] the break up at Birch Hill and this and [1:03:31] that that goes on and then I think it's [1:03:34] nice that we do even though we [1:03:37] don't have a lot with it, but it at [1:03:39] least we know someone somebody hits you [1:03:41] up, they say, "Well, geez, you know, [1:03:42] what's going on over there?" You know, [1:03:44] you kind of answer some of the questions [1:03:46] and uh [1:03:48] and I think Judy's right, you know, we [1:03:50] we never plan for an emergency [1:03:53] an emergency like that and and uh but [1:03:56] they do happen, so [1:03:58] our our guys are good enough to matter [1:04:00] of fact, we had one employee [1:04:03] on public works that wasn't even working [1:04:05] in that day that came in to help and he [1:04:08] was the one of the ones that went to [1:04:09] Lethbridge [1:04:11] and then stayed to make sure that it was [1:04:13] up and running and so I mean, you know, [1:04:15] they put in a lot of hours that people [1:04:18] don't realize. [1:04:19] >> Mike wasn't as keen in the morning when [1:04:20] » Mike wasn't as keen in the morning when [1:04:20] they were supposed to be camping, but [1:04:22] >> Oh, sure. I'm sure. [1:04:23] » Oh, sure. I'm sure. [1:04:23] >> they did get off. [1:04:24] » they did get off. [1:04:24] >> Anyway. [1:04:25] » Anyway. [1:04:25] Yeah, Judy's right. It it is much [1:04:27] appreciated what they do for us and [1:04:30] Okay, anything else on Stew's? [1:04:33] If not, we'll move on to [1:04:35] uh what's next? Community Services [1:04:38] Christmas. [1:04:44] And again, I I think this is great that [1:04:45] we see the numbers for for in-town kids [1:04:49] and out-of-town kids on some of these [1:04:51] camps and we can see that the the [1:04:53] numbers are generally [1:04:55] there for for both and uh [1:04:58] it's kind of nice to see how that number [1:05:00] looks. [1:05:01] >> And one one of the nice parts about this [1:05:03] » And one one of the nice parts about this [1:05:03] is even looking at the numbers, but uh [1:05:05] if you look at the amount, we've had a [1:05:07] camp every week where the kids are over [1:05:09] at the school. [1:05:09] >> Yeah. [1:05:10] » Yeah. [1:05:10] >> Uh this week it'll be the last one [1:05:13] » Uh this week it'll be the last one [1:05:13] >> Yeah. for the summer. [1:05:15] » Yeah. for the summer. [1:05:15] >> My daughter's been to two or three of [1:05:17] » My daughter's been to two or three of [1:05:17] them and they seem like they're quite [1:05:18] well participated too. Like [1:05:21] She really enjoys them. There's quite a [1:05:23] few kids in there. [1:05:24] >> Yeah, my daughter's been to all of them [1:05:26] » Yeah, my daughter's been to all of them [1:05:26] except for last week and when she was at [1:05:28] the SCC's. [1:05:30] She comes home every day just excited [1:05:32] that it was great fun. [1:05:35] >> And and again with the tourism the the [1:05:37] » And and again with the tourism the the [1:05:37] numbers on the merchandise visitors and [1:05:40] um [1:05:41] top donation thing and [1:05:45] and the walk-on uh [1:05:47] Of course he wasn't able to attend it [1:05:49] but uh [1:05:50] heard that it was very well [1:05:52] received and then so [1:05:54] >> I heard the breakfast there was done [1:05:56] » I heard the breakfast there was done [1:05:57] incredibly well. Our procedures do [1:07:50] allow for [1:07:51] the cameras to be shut off, obviously, [1:07:53] for in camera, but knowing that there is [1:07:55] no motions coming from the in camera [1:07:58] discussion, you guys can actually end [1:08:01] the [1:08:02] broadcast of the meeting so that it is [1:08:04] just [1:08:05] in camera sign for the rest of your [1:08:07] meeting. So, I didn't know if that was [1:08:09] something you guys would like to [1:08:10] consider. So, that's announced on [1:08:57] on the broadcast, so now we can end the [1:08:58] broadcast. [1:09:00] >> Okay. [1:09:00] » Okay. [1:09:00] >> Rather than have it sit in closed here [1:09:02] » Rather than have it sit in closed here [1:09:02] however long. Okay, is that agreeable? [1:09:06] >> No, you don't need a motion. [1:09:17] >> Okay, so we need a motion to go in [1:09:18] » Okay, so we need a motion to go in [1:09:18] closed session then. [1:09:19] >> To closed session at 8:08.
