[3:22] to uh to have our association lobby the

[3:26] try to go ahead and secure more funding

[3:31] have some huge obstacles for uh uh
[3:34] broadband uh abilities so
[3:37] hopefully we can go somewhere there were
[3:39] pushing a little bit on that and
[3:40] hopefully we can uh with the latest tier
[3:44] designation that we got i think we'll be
[3:46] in a little more favorable position so we're still trying

[5:20] so today we finished up our
[5:24] original allotment of 600 doses of
[5:27] moderna that we received
[5:28] we had a small clinic there at the
[5:30] health department i think now we do have
[5:32] about 20 doses left over from today from
[5:35] some no-shows and things like that
[5:37] so going forward today we
[5:41] accepted a transfer from haywood
[5:44] regional medical
[5:45] of 1675 doses of pfizer
[5:49] our plan is to try to move through that
[5:52] literally in the next two days
[5:54] so we're going to plan a drive-through
[5:55] clinic tomorrow at the fairgrounds for
[5:57] the first 675
[6:00] and then we'll have a larger clinic the
[6:01] following day to try to move through
[6:03] a thousand um that being said there was
[6:07] a
[6:07] um one of the comments that may have
[6:10] come up
[6:11] is kind of through the list of what
[6:12] we're doing so
[6:14] we've now taken our list we're looking
[6:17] at our 75 and older and we're truly
[6:20] going down the list from the date stamps
[6:22] of when people
[6:23] registered so that we're getting to
[6:25] those who registered first
[6:27] and then work our way back so hopefully
[6:30] those that have been waiting the longest
[6:32] will be able to get the notification to
[6:33] show up to these two clinics
[6:36] one of the other things that has come up
[6:39] with the state
[6:41] is north carolina's fell behind
[6:45] compared to some of the other states and
[6:46] the amount of vaccine that we've
[6:48] distributed
[6:49] so we are expecting another shipment of
[6:52] moderna this week
[6:53] possibly tomorrow the plan is going to
[6:57] be
[6:57] from going forward with the state is to
[6:59] have seven days
[7:01] wednesday will be your first day ended
[7:03] up on tuesday that means
[7:05] whatever we're allocated they're asking
[7:06] us to try to
[7:08] push it out in one week and have it all
[7:11] into cvms
[7:12] so that we are not hit on our second
[7:15] shipment this is how they're going to
[7:16] monitor
[7:17] how much the counties are doing so we
[7:19] are going to receive
[7:20] 900 first doses this week and we will
[7:24] have to plan
[7:25] now that we've taken this from the
[7:26] hospital through literally
[7:28] friday through tuesday in some way
[7:31] so we're going to start with trying to
[7:33] figure into our system
[7:36] 3000 of those were over 75 so hopefully
[7:40] this will get us through a large part of
[7:42] that older group
[7:43] in a quick amount of time and then we'll
[7:45] move into our next phases which will be
[7:46] the 65 to 75.
[7:48] some of those have received some vaccine
[7:50] and have been worked into what we're
[7:52] doing
[7:52] but we are specifically targeting that
[7:55] 75 and older
[7:57] that has been on the list the longest to
[7:58] try to get them through
[8:00] i've taken a lot of phone calls and i
[8:02] know that's
[8:03] who we need to get to and we don't want
[8:05] to do this in some sort of randomized
[8:07] lottery type thing we want to truly go
[8:10] in order of how people registered um
[8:14] that being said if you've got any i know
[8:16] you had some concerns uh
[8:17] go ahead and just one that i might get

[8:21] i know that the question it was asked to
[8:23] me is why we couldn't put out a list
[8:25] and i understand that we don't find out
[8:27] from the state
[8:28] until hours before we're actually

[8:50] shipments can arrive so they are
[8:52] planning on trying to
[8:54] come up with a very consistent way of

[8:57] how much vaccine like i said we receive
[8:59] depends on how much we administer in a
[9:01] seven day time period
[9:03] each week as far as our list are you
[9:06] referring to people being on the list
[9:08] and when they could expect it
[9:10] yeah the question was you know it was an
[9:13] elderly couple they said hey we would
[9:14] like to know
[9:15] where we're at on that list if it's
[9:17] going to be weeks out if it's going to
[9:19] be this week
[9:20] if we knew where we were at then we
[9:21] could plan accordingly and the other
[9:23] question was
[9:24] you know hey can we come as a couple and
[9:26] i think we're encouraging that as well
[9:29] uh yes we are accepting anyone that
[9:30] comes as a couple so that uh to make it
[9:32] easier on people to be able to move and
[9:34] come to these clinics so that's not
[9:36] that's something we've already been
[9:37] doing
[9:38] and yes we are gonna we are planning
[9:39] having a meeting uh
[9:41] friday of this week and one of the
[9:42] things we want to discuss is moving
[9:44] through the phases and what we're
[9:45] looking at is timelines
[9:47] and be able to track that with how how
[9:49] we've registered
[9:50] i've uh had some calls from the schools
[9:52] when are you going to get to our
[9:53] employees and things like that and so
[9:54] we're starting to develop those plans
[9:56] looking just a few weeks ahead
[9:58] of possibly sending out school nurses
[10:01] and teams and saying all right we're
[10:02] going to hit this school this school
[10:03] on these days and and operate in those
[10:05] fashions and then look at other
[10:07] essential businesses and how we reach
[10:09] out to those businesses and give them a
[10:10] heads up
[10:11] your time is coming in the next two
[10:13] weeks or i think it's going to require
[10:14] some weekly press releases
[10:16] to kind of keep people informed of how
[10:18] we move through these phases and what
[10:19] they
[10:20] can expect
[10:24] how about our employees who deal with
[10:26] the public where do they fall on the
[10:28] list
[10:30] well as far as public health we've
[10:32] gotten quite a few of them done uh we
[10:34] have worked with some of the social
[10:36] workers that go into
[10:37] in-home visits and got them vaccinated
[10:39] so a lot of those
[10:41] front-line workers we've got now one
[10:42] thing we do have to get caught up on
[10:44] is our law enforcement we
[10:47] originally had set tried to get them
[10:50] earlier on but when the state
[10:51] changed some of the criteria and they
[10:53] actually moved them to a date of the
[10:55] 20th of this month to start
[10:57] we will be working them through one of
[10:59] the things we run into with anything
[11:01] with a vaccine is
[11:02] within your vials you'll have extra
[11:04] doses or at the end of the day we have
[11:06] some doses left over
[11:08] we've compiled lists of law enforcement
[11:11] and others that we can call and say can
[11:12] you be
[11:13] at this clinic in 30 minutes we've got
[11:16] 10 15 extra doses and we need to give
[11:19] them out so
[11:20] it's easier than trying to reach out to
[11:21] the public when we have lists provided
[11:24] of county employees and such as law
[11:26] enforcement that we can call and say hey
[11:28] can you be here within half an hour so
[11:32] well i would just encourage if there are
[11:35] extras that if we could get the county
[11:37] employees that actually meet with the
[11:38] public
[11:39] and even in this building and and other
[11:42] buildings that may actually engage with
[11:43] the public
[11:44] so we could keep our offices open here
[11:46] they might feel a little more
[11:47] comfortable about serving the public
[11:49] here
[11:49] absolutely yeah we and we have taken we
[11:52] have lists of
[11:53] facilities and maintenance we have we
[11:55] have a multiple list throughout the
[11:56] county government that we can call on
[11:58] and say hey
[11:59] can you either be at the health
[12:00] department or at the fairgrounds yes
[12:02] okay thank you garen i was on a
[12:04] conference call last week with the
[12:05] governor and the speaker of the house
[12:06] tim moore and
[12:08] both of them said across the state there
[12:10] had been counties
[12:12] that had actually wasted vaccine they
[12:14] had maybe thought out
[12:16] 700 doses and only 680 people showed up
[12:18] or 650
[12:20] and they've stressed to us to
[12:23] you know communicate to y'all to have a
[12:25] standby list
[12:27] maybe if you've got 700 people scheduled
[12:29] to come
[12:31] and only you know 650 show up well
[12:33] you've got 50 doses there and
[12:34] it may kind of go along with what
[12:36] commercial kirkpatrick
[12:38] noted there but do you have a standby
[12:40] list somebody maybe can get there within
[12:42] 30 minutes or
[12:43] we do what what do you do you do have
[12:45] that okay we do we do have a standby
[12:47] list
[12:47] and like at our last drive-through
[12:49] clinic one of the things we did is we followed what we had remaining of
[12:54] moderna we can hold it for 30 days after
[12:57] thought in refrigeration
[12:58] so as we would go through the clinic and
[13:01] we saw
[13:02] more and more coming in we could run
[13:04] back pull it from our refrigerator
[13:06] have vials there ready to go and then at
[13:08] the end of the day we had
[13:10] 20 some 30 some pre-loaded shots ready
[13:13] to go
[13:14] and that's when we called on law
[13:16] enforcement from
[13:17] different agencies and what not to come
[13:19] up so that no vaccine was wasted
[13:21] good yeah we don't want to waste any
[13:22] stuff
[13:24] it is a little bit of kind of working
[13:26] through the clinic
[13:28] literally i kind of walk in lines
[13:30] between the cars and count people
[13:32] in the cars and call back towards the
[13:34] end of the day and say okay how are we
[13:35] looking things like this and kind of
[13:36] give an update
[13:38] so that we don't want to we try not to
[13:40] schedule more people obviously than what
[13:42] we have in vaccine but we always want to
[13:43] make sure that we've got enough there
[13:45] i'd rather us have to call a waiting
[13:47] list at the end of the day and
[13:49] bring people in then definitely we've
[13:51] not wasted any
[13:53] right good so
[13:56] first of all let me say that i was on my
[13:58] first group conference call with
[14:00] other commissioners from other counties
[14:02] and they were in
[14:03] all of what we were able to do and
[14:06] i don't know what you're hearing from
[14:09] your side
[14:10] but you know this is the first rollout
[14:12] that i've ever been a part of it even in
[14:14] a removed level
[14:17] and of all the people that reached out
[14:18] to me last week
[14:20] no one had anything negative to say
[14:23] and i think that's really to be
[14:24] congratulated for great leadership
[14:27] and boots on the ground because this is
[14:29] a it's a huge
[14:31] undertaking to have a drive-through and
[14:33] these other commissioners were saying
[14:34] they didn't have
[14:35] the manpower they didn't have the
[14:38] vaccines they didn't have a location
[14:40] where they could do it because you know
[14:41] we have a great facility at the
[14:43] fairgrounds and
[14:44] so that's what i really wanted to say to
[14:46] you is that and to all the people that
[14:48] are participating
[14:49] whether you're pro-vaccine or against
[14:51] the vaccine
[14:52] to see all of our county agencies
[14:54] working together
[14:55] collectively and you know 10 or 15
[14:58] people go to the effort to say
[15:00] it was everybody was in a good mood and
[15:02] it ran very smoothly
[15:04] and how much they appreciate it i just
[15:06] want to say thank you for that because
[15:07] that could have been a real
[15:08] interesting um orientation for a new
[15:12] commissioner for it not to run smoothly
[15:14] so i appreciate that very much
[15:16] well i appreciate it thank you um it
[15:18] will be evolving and changing because we
[15:20] will
[15:21] now that we've started with the
[15:22] drive-through clinics as we enter into
[15:24] second nose and now that we're working
[15:26] with two different vaccines
[15:28] there will be that planning and
[15:30] coordinating of the second dose and
[15:31] we'll have to
[15:32] do large we'll have to do large
[15:35] drive-through type situations to be able
[15:38] to administer those doses but
[15:39] the good thing about that is is all the
[15:41] paperwork which is the hardest part of
[15:43] this will be done
[15:44] because those people will receive the
[15:45] first vaccine so literally it's just
[15:47] getting them through making sure they
[15:49] know the date and the place to be
[15:50] and then just giving them the second
[15:52] dose garen i appreciate it i think you
[15:54] all have set the bar high
[15:56] on how to do this and i and i've i agree
[15:59] with jennifer i've heard the same thing
[16:01] of you know other communities trying to
[16:04] figure out how to do it and the best way
[16:05] to do it and
[16:06] i feel like we're on the cutting edge of
[16:08] the way you should do it
[16:09] and i really appreciate the volunteers
[16:11] and all the agencies that have come
[16:12] together
[16:13] and and to focus on just getting it kind
[16:16] of getting it done if you will

[16:24] planning to set up what y'all have done

[17:32] now there again tomorrow and thursday
[17:35] we'll be working with pfizer which is a
[17:36] little bit trickier
[17:38] yeah that's the ultra low cold and it
[17:39] has to be mixed but
[17:41] the hospital since we've taken this from
[17:43] the hospital in this transfer
[17:44] they are going to provide their
[17:46] pharmacist there they're going to
[17:47] maintain the vaccine be watching it over
[17:50] for us they're even going to be doing
[17:51] some of the loading of the syringes
[17:53] for us because it is a little bit more
[17:55] delicate and since they've
[17:57] had this for weeks now they're used to
[17:59] it and so they're
[18:00] the hospitals really going to come in
[18:02] and give us a big helping hand
[18:04] of getting through the next two days
[18:06] okay well that's another great
[18:08] partnership that we have then with the
[18:09] hospital with them coming on board and
[18:10] doing that
[18:11] and this and this just really shows how
[18:13] hard it is for you to do what you've got
[18:15] to do
[18:16] you've got to get it there and thaw it
[18:17] out it's got to be ready when people
[18:19] drive up
[18:20] so you've got to have enough and get
[18:21] enough thought without thawing too much
[18:23] to where
[18:23] you you don't want to waste it and then
[18:25] you know you've got to get it
[18:27] administered and everything and then
[18:29] they've got to come back
[18:30] three you know two to three weeks or
[18:31] four weeks later and get that other dose and so it's i can see
[18:37] the logistic nightmare and y'all are
[18:39] really handling it well i think
[18:41] gary the the biggest hurdle in it for us
[18:45] and public health has worked really well
[18:47] and
[18:48] our ems has been great to partner with
[18:51] and and carrying a heavy load with this
[18:53] and helping us plan this
[18:55] the paperwork in the end because
[18:56] everything has to go into that cvms
[18:59] uh tool for the state until we have it
[19:01] entered there we could put the shark
[19:03] the shots in people's arms all day the
[19:05] state doesn't see it
[19:06] they don't see it until it's in that
[19:08] system so that's that's the hardest part
[19:10] of the process
[19:11] right there well people need to realize
[19:12] is after they get the shot you guys are
[19:14] doing a ton of paperwork on just
[19:16] every person that comes through there
[19:18] and i mean it's just a
[19:20] one person you know there's no telling
[19:22] how much time you spend
[19:23] per person doing you know i mean if you
[19:25] added it all up per person and
[19:27] everything to see how
[19:28] you know how how enormous the the effort
[19:30] is and how successful
[19:32] you all been at it so it's great what

[19:54] so the good news uh is that haywood
[19:57] county currently as of today
[19:59] out of 100 counties in north carolina
[20:01] were the 75th lowest
[20:03] in terms of rate of new cases the bad
[20:06] news is that all 100 counties are in the
[20:08] red
[20:10] and every in although we're down we're
[20:12] still quite high
[20:14] well more than the spike that we had in
[20:15] july and august
[20:17] as of today 2940 cases
[20:21] so far in the pandemic and if you look
[20:24] back to august 10th
[20:25] which was really the end of that summer
[20:27] spike we've had a 400 percent
[20:30] increase in the number of cases at that
[20:32] time we were averaging about two to
[20:34] three new cases per day
[20:36] uh we got up as high as 50 or 60.
[20:39] we're now around 37 38.
[20:42] the first 1100 cases by the end of
[20:44] november
[20:45] the next 1100 by the end of december and
[20:48] we've roughly added about 600 to 700
[20:51] this month already but the rate does
[20:54] seem to be slowing and i think we all
[20:56] anticipated
[20:57] 10 to 14 days after an event or a
[21:00] holiday is when we would begin to see
[21:02] the peak
[21:04] so that certainly matches up with
[21:06] christmas new year's
[21:07] so that's all good stuff the hospital
[21:10] got quite stretched
[21:12] a week or so ago it's come down just a
[21:15] little bit as well so that's all all
[21:16] good news
[21:18] i would also indicate that the first
[21:21] half of the month
[21:22] the long-term care facilities had out of
[21:25] roughly 550 cases they had 47 so about
[21:28] eight to nine percent of the cases so
[21:30] most of it's in the community
[21:32] and in fact in the past week they've
[21:33] only been seven new cases in the
[21:35] long-term care facilities so again that peak as well
[21:41] a little bit of a disappointing note
[21:44] there are now
[21:45] we've been tracking for the last little
[21:46] bit the number of people who aren't
[21:48] answering our calls aren't willing to
[21:50] cooperate with health department
[21:53] and there are currently 48 of those
[21:55] folks around
[21:56] we hope that they've taken it upon
[21:58] themselves to isolate
[21:59] and we hope that they've taken it upon
[22:01] themselves to notify close contacts but
[22:04] we don't know there have been about
[22:08] 130 or 140 of these folks
[22:11] so far most of them over the last couple
[22:12] of months
[22:16] i know that garen filled you guys in on
[22:18] vaccinations but just a couple of
[22:19] comments there
[22:21] we are tracking uh from the time that
[22:24] vaccinations started
[22:25] in terms of the case counts i don't
[22:27] expect that we'll see much change in
[22:29] that for at least several months still
[22:32] you know once a person gets their first
[22:34] shot it takes about
[22:36] six weeks through the second shot and
[22:38] then two weeks after the second
[22:40] shot before they've reached maximum
[22:41] immunity after the first shot
[22:45] the thought is with the pfizer in the
[22:46] modern vaccines that you get about 50
[22:48] percent
[22:49] of what you're going to get but we've
[22:51] already had cases of people who've got
[22:53] their first shot
[22:54] and lo and behold before their second
[22:56] shot they get sick and test positive
[22:59] so we know that it's still possible and
[23:02] we know that even after a person gets
[23:04] their maximum immunity for the second
[23:05] shot
[23:06] again at 95 percent effectiveness that
[23:09] still five percent
[23:11] will get sick so it's still possible and
[23:13] i think
[23:14] uh although people are we're really
[23:17] pleased that people are as interested in
[23:18] being vaccinated as they seem to be
[23:21] i think it would be a mistake to think
[23:23] that that's the end-all and be-all
[23:25] and again if we think in terms of the
[23:27] swiss cheese analogy
[23:29] that vaccine is a really important slice
[23:31] but it's not
[23:33] going to do it all on its own and that's
[23:35] the other reason that it's really
[23:36] important that
[23:37] we keep get our case counts down because
[23:40] the lower the case counts are
[23:42] the more effective the vaccine will be
[23:50] think we've had maybe gary touched on
[23:51] this i'm sorry if i'm repeating but
[23:53] i think probably somewhere between 3 000
[23:54] and 3 500 people have now been
[23:56] vaccinated in the county
[23:59] yeah somewhere between 3 000 and 3 500.
[24:03] on top of that are the staff and
[24:05] residents of long-term care facilities
[24:08] since that's being handled through a
[24:09] different prong
[24:11] we don't have the numbers yet that we
[24:13] hope to be able to get out of the cvms
[24:15] system but as garen indicated
[24:17] there have been some challenges with
[24:18] that so thirty-five third
[24:20] somewhere between three thousand and
[24:21] thirty five hundred um through the

[28:08] safely gather together

[36:27] through our budget
[36:28] but through the department of
[36:30] environmental assistance which used to
[36:31] be the state energy department
[36:34] to do energy audits but they were able
[36:37] to do two buildings for haywood county
[36:39] we chose the justice center and the law
[36:40] enforcement center
[36:42] so in those two audits they looked at
[36:44] everything that was
[36:48] energy usage in the facilities and in
[36:50] both cases
[36:51] the number one recommendation for
[36:53] lowering
[36:54] the energy usage was conversion to led
[36:56] lots
[36:58] so we we wanted to move forward with
[37:00] that last year's budget was a little bit
[37:03] different
[37:04] wasn't able to to ask for those funds
[37:06] but this year we have
[37:08] funds for the justice center and for the
[37:10] law enforcement center
[37:12] you are not seeing the law enforcement
[37:14] center because that dollar amount does
[37:16] not cross the 20 000
[37:17] threshold so we submitted for that today
[37:21] as well to the county manager for
[37:22] approval
[37:24] so based on the energy audit we're
[37:27] looking at
[37:27] about fifteen hundred fixtures in the
[37:30] justice center
[37:32] ninety thousand square foot facility so
[37:34] the the audit
[37:35] projected we would save an annual or we
[37:39] would have an annual savings of fifteen
[37:40] thousand dollars
[37:42] on our electric bill for this conversion
[37:45] so based on that uh we're going to have
[37:47] a payback of about one and a half years
[37:49] of this twenty one thousand dollar
[37:50] investment
[37:52] so just to to give you the same number
[37:55] for the law enforcement center
[37:56] uh the the cost there is only about
[37:59] eighty five hundred dollars
[38:00] uh it's only fifty around 55 000 square
[38:04] feet
[38:05] it's served by duke energy so
[38:08] we got a 6900 rebate from duke energy
[38:11] for that facility
[38:12] so therefore it's only costing the 8
[38:14] 500.
[38:16] we will realize about
[38:20] one year payback at that facility for
[38:23] our
[38:23] 8 500 investment so as we continue to
[38:27] move forward that's something that we
[38:28] want to look at
[38:29] to to try to save money in the county
[38:32] budget
[38:33] if we can move forward with these two
[38:34] and it's likely in next year's budget
[38:36] we'll be
[38:37] requesting the next largest facility we
[38:39] have at hhsa
[38:40] for converging to led lots okay so you

[39:42] led lighting in the arena down at the
[39:44] fairgrounds and it just
[39:46] it's just made such a huge difference
[39:47] the lighting's better the the power
[39:49] bills
[39:49] much much less and it's just a win-win
[39:52] not only that it helps the power company because you
[39:56] know they don't have to generate as much
[39:58] power to make those things burn
[39:59] so it's a win win-win for everybody
[40:02] when we try to replace any existing
[40:05] fixture in any structure with
[40:07] led if there's a fixture problem for
[40:10] you know 10 to 15 maybe 18
[40:13] more in cost you can replace that
[40:15] fixture with led

[40:18] do that in each facility when we need to
[40:20] replace the
[40:23] right to fixture everything over do you

[40:28] in-house staff we have
[40:31] as our interim facilities director tim

[40:38] electrician knowledgeable and have been
[40:41] able to help with this

[40:45] parking deck probably
[40:48] five whole days but we had to do it
[40:50] intermittently and
[40:51] as we had time between work orders so
[40:54] for this facility at 90 000 square foot

[50:51] and the the election this past election
[50:55] was one of the hardest for i guess
[50:56] election workers to work in with covid
[50:58] and then everything else that's been
[51:00] going on so we appreciate the our
[51:02] election board
[51:04] staying on top of things and and looking
[51:05] for ways to help her community so
[51:08] i appreciate you pointing that out does
