[0:06] Call to order [0:07] meeting of the ASRB from Monday, June [0:11] 15th at 4:30 p.m. [0:14] May I have a roll call, please? [0:16] >> Chair Lindsey. [0:17] >> Yes. [0:17] >> Member Del Gavio. Member Sullivan. [0:20] >> Here. [0:20] >> And vice chair Cameron member Middleman [0:22] are noted absent. [0:26] » Have any changes to the agenda tonight? [0:29] >> There are no changes to the agenda and [0:31] no disk items. [0:32] >> Okay. [0:33] Um at this point we call for any member [0:36] of the public either in the room or [0:38] online who wishes to make a comment or [0:40] statement on any item not on tonight's [0:43] agenda. [0:44] >> There's nobody in the Zoom room. [0:46] >> Okay, and I see no one [0:49] here in the hall, so we'll close that [0:51] item and move to the [0:53] consent agenda. I don't believe there's [0:55] any items on the consent agenda. [0:57] >> Um [0:59] there are some three minutes. Um yeah, [1:01] there's the minutes of June 3rd, 2020. [1:03] >> Oh, okay. [1:06] >> I'm sorry, I'm looking at a a wrong [1:08] agenda. [1:08] >> Uh-oh. [1:09] >> Um that was the consent agenda. [1:14] » [clears throat] [1:14] >> Yeah, there's minutes of May 4th and May [1:17] 18th. [1:21] » I can make a motion to approve that. [1:25] » So moved. [1:27] >> Chair Lindsey. [1:28] >> Yes. [1:28] >> Member Del Gavio. Member Sullivan. [1:30] >> Yes. [1:35] » Okay. [1:36] Um [1:39] Just checking. So, next [1:41] item on the agenda is the nomination of [1:43] chair and vice chair roles. You Can you [1:46] give a summary of what was approved? [1:48] >> Oh, sure. Yes. So, um [1:50] as we discussed at a previous meeting [1:53] that the [1:55] handbook um indicates that a chair and [1:58] vice chair shall serve for 2 years, but [2:01] no more than 2 years in a 4-year period. [2:04] Um, and [2:06] at our previous discussion the AS RB [2:09] all the members unanimously, all five [2:11] members, um, indicated that they'd like [2:14] to see Chair Lindsey continue as chair. [2:16] And so, given that the handbook is [2:18] something just just adopted by the town [2:19] council by resolution, uh, staff brought [2:22] this question to the town council for [2:25] this particular instance, not ongoing. [2:27] And so, in this particular instance, the [2:29] town council uh, did allow for the [2:32] current chair and the current vice [2:33] chair, if they want to, um, to continue [2:36] to serve for another 2-year term. Um, [2:39] so, [2:40] uh, if it is the case in which the board [2:42] would like to nominate Chair Lindsey, [2:44] um, they can do that and if there's an [2:46] affirmative vote, he would serve for [2:48] another 2-year term. [2:49] And that could be the same for the vice [2:50] chair, but my understanding is Vice [2:52] Chair Comer does not want to continue as [2:55] um, vice chair, so that would just open [2:57] up nominations for that position. [3:00] >> Um, [3:02] >> He did and I think she's online today. [3:03] >> Um, if she yeah, if she if she's [3:05] interested and she's and [3:07] she can definitely, uh, comment, I [3:09] think. [3:10] >> Uh, would I make the nomination then for [3:12] Chair Lindsey? [3:13] >> Yes, you can do that. [3:15] >> I would like to make a nomination that [3:16] Chair Lindsey continues to serve for the [3:17] next 2-year term. [3:19] >> I will second. [3:20] >> Here. [3:22] >> Uh, Chair Lindsey? [3:24] >> Yes. [3:25] >> [laughter] [3:26] >> Member Del Gaudio? [3:27] Member Sullivan? [3:28] >> Yes. [3:31] Okay, thank you. [3:32] >> Um, [3:33] >> I think. [3:34] >> Do we have, is Vice Chair Comer online? [3:37] Do you see her? [3:37] >> Somebody named YD laptop is on. [3:45] » We don't know. [3:46] >> Yeah. [3:46] >> It's not her name. [3:48] >> I think she is going to be, I don't [3:49] know, her family laptop. [3:54] » Um in her absence, Sage, can we continue [3:56] this item to the next meeting? [3:59] >> Um you can. [4:01] Um [4:02] and that would just keep her as vice [4:03] chair for the time being. [4:05] >> Okay. [4:06] I move that we do that. [4:09] >> Second. [4:10] >> Just to Just so we're all [4:12] clear on expectations. [4:14] >> Would you like a vote? Okay. Chair [4:16] Lindsey. [4:17] >> Yes. [4:17] >> Member Del Gavio. [4:19] Member Sullivan. [4:20] >> Yes. [4:22] >> Okay. [4:23] Thank you. [4:24] Um with that, we move to um the first [4:28] item of the public hearing, 275 Jocelyn [4:31] Lane. [4:34] Look to Sarah for presentation. [4:36] >> Um yes, thank you. [4:39] >> [clears throat] [4:40] >> Let load for a second. [4:44] Okay. [4:46] Um yes, thank you. I will be [4:48] introducing the project at 275 Jocelyn [4:51] Lane. [4:52] The project includes the demolition of [4:55] an existing single-family residence as [4:58] well as accessory structures and [4:59] swimming pool. [5:01] And includes the construction of a new [5:04] single-family main residence with a [5:06] detached garage, [5:08] a detached ADU, [5:10] um a guest pavilion ADU, swimming pool, [5:14] and other site improvements. [5:17] The property is approximately 8 and 1/2 [5:19] acres and it's in the SCP-5 [5:23] zoning district. [5:25] It's located off of Jocelyn Lane, which [5:27] is a private road that extends off of [5:30] Kings Mountain Road. [5:32] Um as you can see, the site has several [5:36] areas with 35% slope, so it's a um lots [5:40] of um topography, [5:43] um steep slopes on site. [5:45] It is currently developed, as I [5:48] mentioned with the single family [5:49] residence and accessory structures, [5:52] um all of which are proposed to be [5:53] demolished. [5:55] Um the [5:57] proposed new main residence is kind of [6:01] located in the same general location as [6:03] the existing development, so it's this [6:05] sort of [6:07] um [6:08] structure here that's the proposed main [6:09] residence. [6:11] So, kind of in the approximate center of [6:14] the property. [6:15] And then [6:17] over [clears throat] here in this um [6:18] area is the proposed ADU [6:21] and a proposed garage [6:24] / gym structure. [6:27] And then kind of [6:29] uh south of the main residence is a new [6:33] guest house pavilion um ADU, so it is an [6:36] ADU. [6:37] As well as a new swimming pool. [6:41] The existing driveway location onto the [6:44] property will remain in the same [6:46] location. It'll be modified slightly to [6:49] um include new circulation as well as [6:52] parking and a fire truck turnaround. [6:54] That's that um piece right here. [6:58] There are [7:03] Um there are six significant trees [7:06] proposed for removal [7:08] in the project vicinity. [7:13] And then let me just pull up some [7:15] elevations. [7:19] So, the main residence is a two-story [7:23] structure [7:24] uh with the height being about 26.9 [7:28] ft tall at the highest point. [7:32] Uh the de- detached structures will all [7:34] be less than the 17-ft maximum. [7:37] And the materials for all of the [7:39] structures include a mixed material [7:41] palette. [7:42] Um consisting of metal roofing, plaster [7:46] siding, [7:48] um with wood decks and wood panel [7:50] siding, as well as terracotta tile [7:52] siding. [7:54] Um and the colors will be muted [7:58] in shades of brown and beige. [8:02] Um the applicant did not install story [8:05] poles yet. [8:07] Um but that kind of includes my [8:09] introduction to the project and I'm [8:10] happy to answer any questions. [8:14] » Okay. [8:15] Thank you, Sarah. Um does any member of [8:17] the board have questions of staff [8:19] regarding this [8:21] proposal? [8:25] Okay. [8:28] Not until we heard the presentation. [8:29] >> Okay. [8:30] >> Yeah. All right. Thank you, Sarah. [8:31] >> [clears throat] [8:32] >> Um so with that we'll move to the [8:33] applicant. If the applicant wishes to [8:35] make a presentation, um [8:37] please do so. [8:39] >> Yes, we do. Uh my name is Peter Mason. [8:41] I'm with Mason Architects. I'm serving [8:43] as the local [8:45] uh architect to assist the uh [8:47] international architect of [8:49] King Kengo Kuma, uh who's from Tokyo. [8:53] And [snorts] [8:54] um [8:55] they I have here are uh Will [8:59] Pritzker Pritzner [9:01] >> That's right. [9:03] >> Uh and Kyle Edwards Edwards Uh that are [9:07] and Will Will, do you want to say [9:08] something? [9:09] >> I would love to. [9:13] Hello, everybody. [9:19] Hello, everyone. Uh once again, my name [9:21] is Will Panzner. [9:23] Um I am an ownership representative. [9:26] And I was the one that was lucky enough [9:29] to actually find this beautiful piece of [9:31] land not too long ago. Um so with that [9:34] said, I'm um [9:36] super excited about this project. It [9:38] really is an incredible [9:40] lot. [9:42] The natural beauty is is it was um [9:45] It was incredible to see for the first [9:47] time. And with that said, I'm very [9:49] excited. We have a wonderful team here [9:50] as well. And I would invite Kyle as well [9:53] to come say hi to everybody. [9:58] » Hi, I'm Kyle Edward. I've been retained [10:00] by the owner as the construction [10:02] manager. Um again, we're we're really [10:05] excited about the project. If if you're [10:06] familiar with architecture at all, Kengo [10:08] Kuma is one of the best in the world. [10:10] So, we all feel very fortunate to be a [10:12] part of the project. And again, we're [10:15] really excited to be a part of the [10:16] community and make sure that we're [10:18] conducting the construction operations [10:20] as as smoothly as and [10:23] um [10:24] as less impactful as possible. So, um [10:27] yeah, it's a it's a beautiful town. [10:28] We're we're very familiar with side and [10:31] yeah, excited to be here. And thank you [10:33] for your time. [10:34] >> Thanks. [10:38] » Okay. Okay, I'm going to go through a [10:40] little bit of the design a little bit [10:42] for you. [10:43] And there was some stuff in here that [10:44] wasn't in the package that and I'm going [10:47] to try and see if all that works right. [10:49] Okay. [10:51] Next, Shangri. Shangri from my office is [10:54] running the thing. Okay, so this is the [10:57] um [10:58] This is the site itself. It sits [11:00] um [11:03] It sits at the very end of Jasmine Road. [11:05] And as a result, it's it got a very [11:08] private [11:10] environment. But it's also a very [11:12] constrained site. There's [11:14] San Andreas fault here. There's another [11:17] portion of the San Andreas down here. [11:19] And there's a zone in here that's [11:21] debatable. [11:22] Um next. [11:27] This [11:30] Oh, sorry. You want to go back? [11:34] Uh so, this is a vicinity map that shows [11:36] kind of where the all the adjacent [11:38] houses are. [11:39] Um the road Jocelyn Road comes up here [11:42] and goes up that way. This is a flag off [11:44] of it. It has this house and this house [11:46] over here. [11:47] Uh this is a very steep area and I'll [11:49] show you on the next slide what that's [11:51] doing. [11:52] Uh this is the San Andreas. [11:54] Uh there's another piece of it down here [11:57] and there's another piece of it [11:57] potentially here. [11:59] Uh so, it's a very constrained site. So, [12:02] there's [12:02] next slide, Shingri. [12:05] This is the existing uh property, you [12:07] know, in terms of what's there now. [12:10] Uh the buildable area is really this [12:13] zone and a little bit of stuff over [12:14] here, but that's it on this entire 8 and [12:17] 1/2 acre site. [12:18] So, it's very constrained. There's a lot [12:20] of 35% slope. Some of this is is [12:23] man-made. [12:24] Uh some of the This is where the current [12:27] septic field is that we're going to be [12:29] expanding a little bit and [12:30] reconditioning. [12:32] Next. [12:34] The idea here is to really take [12:36] advantage of the entire environment. [12:38] This is kind of give you I idea of a [12:40] glimpse of what's happening with the [12:41] western hills. Uh the this the hills it [12:45] I mean, the trees [12:47] and this is the view that we're trying [12:48] to capture as part of this of the house. [12:52] While maintaining as much of the natural [12:54] site in this kind of state as possible [12:56] where and then forest. [12:58] Next. [13:00] These are some other [13:02] um photos. I don't know what how many of [13:04] you would actually gone up there, but [13:06] this is the driveway that comes off of [13:07] Jocelyn. [13:08] There's a meadow off to this off to the [13:10] right-hand side, [13:12] which is where the um garage goes. [13:14] And then there's another meadow over [13:16] here on the left-hand side. And as you [13:18] come out, then that's the that's the [13:20] view out towards the western hills that [13:23] we're trying to capture as part of the [13:24] house. [13:25] Next. [13:28] The idea here is is really to create a [13:30] very serene environment. Um this is a [13:33] couple of this is one of um [13:35] Kendra Kumos uh houses other houses. So [13:40] this isn't what we're doing but it's [13:41] something like something similar. [13:43] Next. [13:47] As Sarah was saying this is the proposed [13:49] site. The main residence is here which [13:51] is about where the pool is and the some [13:53] of the accessory existing accessory [13:55] structures are. [13:57] The new pool is going here. There's a [13:59] office slash guest room over here. And [14:03] then the uh [14:05] the garage. So we've we've added in a uh [14:08] fire fire truck turnaround there. [14:10] And then there's a wide courtyard like [14:12] you saw in that previous uh photo where [14:15] there's a uh [14:17] low pool with natural environment. And [14:19] there's a seven seven turn path that [14:22] goes down to the pool. Which is a [14:25] Japanese [14:27] um [14:28] concept. Landscape concept. Next. [14:34] Coming up the driveway [14:36] and be a turnoff going down here to the [14:38] garage. [14:39] And then this is where the guest house [14:41] is the main residence. [14:44] The main great room with the living area [14:47] spaces. And the dining room and then the [14:49] family portions here and the kids bed [14:52] bedrooms above. [14:53] Uh [14:54] all are oriented out here towards the [14:55] view. Same thing with the pool itself. [14:59] Next. [15:02] Just give you an idea of kind of what [15:03] the roof how it fits in with the site. [15:06] These existing trees are remaining. [15:09] And [15:11] will be enhanced to it create a real [15:14] uh separation between the house and the [15:16] road. [15:19] Next. [15:22] These are just some three-dimensional [15:23] models of it. [15:26] Next. [15:30] So, there's a The idea here is there's [15:32] the deep overhangs. [15:33] Um this is a a view as you're coming up [15:36] into the driving circle that looks out [15:37] towards the western hills. And this is [15:40] where the um porcelain [15:45] not porcelain, but [15:47] um [15:50] Anyway, so there's outdoor areas all the way around [15:52] it. [15:53] Next. [15:58] So, these are some of the natural [15:59] materials we're looking at that are that [16:01] are being looked at in terms of how it [16:03] works. Um there's a ceramics [16:05] uh [16:06] screen is in various wings that are all [16:09] being studied now. So, this is kind of [16:11] an early [16:13] uh study of it. Next. [16:18] Again, that gives you an idea of how the um [16:22] the vertical fins are protecting the [16:25] house from [16:26] view as well as out towards and the view [16:29] out towards the hills. [16:34] Yeah. [16:38] Next. [16:41] And then this is the small um [16:43] small [16:46] guest guest house over on the side. [16:50] And the pool off to the This is actually [16:52] been we're moving that's getting moved [16:53] down about a couple two or three feet to [16:55] open up the view even more. [16:58] Next. [17:02] That's from the pool looking back [17:03] towards the house. [17:06] And then you've seen the elevations. [17:13] Everything's within All the buildings [17:15] are within the within the code required [17:17] heights. [17:18] And [17:19] uh [17:20] TFAs. [17:27] Two-story, but there's a There's a [17:28] portion of the basement. [17:30] Includes mechanical spaces and [17:33] uh uh [17:37] theater type space. Next. [17:44] Landscape-wise, the whole idea here is [17:46] to maintain as much of the existing [17:48] Unfortunately, there's a couple trees [17:49] we're having problems with in terms of [17:51] how we fit within the within it. There's [17:54] a tree out here that we're [17:56] there's not much we can do about. [17:58] There's a tree here that we're talking [17:59] about how to whether move this back or [18:03] uh adjust it so that there's a tree here [18:05] and a tree here that we're trying to [18:07] save. [18:08] Uh but it's, you know, we're working [18:10] with a with the arborist. [18:12] The idea here is to add more trees [18:16] upper and lower so that the landscape [18:18] concept is based upon a a layered [18:21] approach where there's low ground cover [18:24] and grasses and that kind of stuff to [18:26] medium-sized bushes to taller trees that [18:29] fill in so that when you're coming up [18:30] here, you're not going to you're not [18:32] going to be seeing the house until you [18:35] get clear up into here, which is the [18:37] intent, which is to keep and maintain [18:39] the privacy [18:40] and, you know, [18:43] create some create a unique retreat. [18:45] Next. [18:49] So, there's this is sort of the the idea [18:52] of the layered approach where you're [18:53] having low level [18:54] and this is being refined. We have We're [18:56] working with a the architect landscape [18:58] architect to develop it further. [19:00] And then the medium high [19:03] shrubbery [19:04] and then bigger stuff so that it's it's [19:07] a layered it's a has creates a layering [19:10] as you know, to create the buffer and to [19:12] create privacy. [19:15] Next. [19:17] And then the trees itself. [19:20] And do I have any questions? [19:22] >> Thank you, Peter. [19:24] Um [19:25] a couple of questions. Uh Eric, could [19:27] you go to sheet [19:29] A1.1? [19:34] This um trench [19:37] that's going to be dug. [19:39] If that reveals any sort of issues [19:42] underlying [snorts] that area, as you [19:43] said, [19:44] potentially. [19:46] >> [laughter] [19:46] >> Uh it has been dug. [19:48] >> that have? [19:49] >> It has been dug. [19:50] >> Okay. [19:51] >> Uh they are working with the town [19:53] engineer to define the um [19:57] parameters of this of the uh zone, [20:01] seismic zone. [20:02] And um [20:04] and then it'll be plotted by Leon Braze [20:06] onto the site plan and we'll have that [20:08] as part of the next discussion. And if [20:10] we need to adjust something, we'll move [20:11] it around. [20:13] We we we think at this time that it [20:15] doesn't affect doesn't affect the main [20:17] residence at all. It may affect a little [20:19] bit of some of this. [20:21] But we don't think. And and if it does, [20:23] we're we'll just do a garage over there. [20:26] >> Are are we discussing the [20:30] » We may we may do a like a four-car, [20:31] five-car garage here and and work work [20:35] around the other pro- programmatic [20:38] items. [20:40] >> Okay. [20:41] >> Are the piles or the trees that are in [20:43] question? [20:45] >> Um yes. [20:47] So this one's kind of this there's a [20:48] redwood tree here that there's a whole [20:50] bunch of redwood trees. They're all in [20:52] varying states of [20:54] uh [20:55] surviving. [20:56] They're surviving. How we don't know, [20:58] but they are. Uh so this one's in the [21:00] way to get the get the path get the entrance to work. There's one [21:05] here that's, you know, not really [21:07] significant and this one there's nothing [21:09] we can do about. We just don't have We [21:10] just don't have any room to do it move [21:12] it. To do it and it's not movable. [21:14] >> One of the cabinets is a possible [21:16] >> So the Yeah, so there's this one here. [21:18] So we're looking at what we can do to [21:20] save that one. There's another one right [21:21] here that we're working on. We're trying [21:23] to keep both of those trees. [21:25] But we don't know yet. [21:27] We may or may not be successful. [21:30] But we're planning enough trees to more [21:31] than cover the [21:35] » The wood fins and they are in front of [21:37] the terracotta on the walls. Is that not [21:39] a [21:39] >> The what is? [21:40] >> The wood fins [21:41] >> No, the the There's the fins are going [21:44] to be terracotta. [21:50] Yeah, so it's it's kind of a [21:53] very [21:55] A little bit of old A little bit old [21:56] coming into the new. [21:59] » And is there standing water in some of [22:01] those locations like [22:02] >> Yeah, so the ponds The ponds in here are [22:05] going to be They're going to all going [22:06] to be, you know, 4 or 5 inches deep. [22:09] >> Circulation or there's not [22:11] >> Yeah, right. Right. Yeah. [22:22] » Okay. [22:23] >> Anything else? [22:24] >> Um [22:26] » If you can think of anything, let me [22:28] know. [22:28] >> Yeah, we So we I mean [22:31] This direction This sort of style is not [22:34] something we see a lot of. [22:36] So my question to you is actually, you [22:38] know, [22:39] this warehouse were built in a similar [22:42] rural community [22:44] in Japan, would it be completely in [22:46] place? [22:48] >> Yes. [22:49] >> Okay. [22:49] >> Yeah, and I think it fits here, too. I [22:51] think with the materials and the way [22:53] it's cited, I think it fits very well in [22:55] Woodside. [22:57] >> And the challenge for us is not having [22:58] full down materials that we need. [23:00] >> Yeah. Well, that's what you're going to [23:02] see next. That's what formal's for. [23:04] >> Yep. [23:05] >> So, we'll we'll give you a little bit [23:06] more information on how we're doing that [23:08] and [23:09] we're working through how the structure [23:10] works and how the all that all that [23:12] works and [23:13] what the glazing system does and [23:15] what the seismic needs to do. [23:19] >> Okay. [23:20] >> Any other questions? [23:21] >> No. [23:27] » See the light. [23:31] » It's a It's a placeholder for now. [23:35] We know the rules. [23:37] >> We like see the [23:40] » So, so we'll have that we'll get we'll [23:42] have detailed lighting plans. It's part [23:44] of the [23:46] >> Yeah, there wasn't um [23:48] much lighting included. It's not [23:50] required at this stage. Yeah. [23:56] » Maybe. [23:57] >> Doing better good. [23:59] >> So, [24:01] see it I'll try to sum it [24:03] page. [24:04] Um [24:07] uh it is sort of a difference just in case there's anyone [24:10] online so we just make sure if there's [24:13] any public comment. [24:17] Um [24:19] it is somewhat a typical style for for [24:21] us to review here in the town. I don't [24:24] recall having [24:26] um reviewed a similar [24:29] design in the last few years. Um I think [24:31] what [24:32] it is extremely private site. So, that's [24:35] working in your favor is that [24:37] um no one can [24:39] see it [24:40] unless you're right upon it. [24:42] Um what I like in particular is actually [24:45] the choice of materials that we are [24:46] seeing in the renderings. I think that's [24:49] one of the things that [24:50] brings it very much back in line with [24:52] expectations of the town of Woodside to [24:55] um be sensitive about choice of [24:57] materials, natural materials, natural [24:59] colorings. [25:01] Um, [25:03] privacy I think is [25:06] pretty unique aspect of this property. [25:09] Um, which I think in turn gives more [25:11] flexibility in terms of the design [25:14] direction and style choices. Um, I think [25:17] it's particularly well done, [25:18] particularly elegant. Um, [25:21] and I like [25:23] how all the aspects are [25:26] organized. [25:28] Um, [25:29] obviously saving trees is something we [25:31] always promote. [25:32] Um, [25:34] I did get a chance to visit the site and [25:36] I think that that grove indicated by [25:38] that bunch of red dots and [25:40] cutting across the center, I think that [25:42] preserving that is critical to this [25:44] project. [25:46] Um, I think there's I don't know exactly [25:49] today where the existing drive goes [25:51] relative to what's being drawn as new, [25:54] especially that large [25:55] tree marked for removal in the center [25:57] just to the right of the [26:01] trench. [26:02] Um, I don't know where the existing [26:03] drive goes relative to [26:04] >> Existing drive comes up a little bit [26:06] further. Our turnarounds are right about [26:08] there. And the existing house is right [26:11] about there. [26:12] And the pool's over here. Yeah. [26:16] » Yeah, so again, and the guidance would [26:18] be anything that could be further [26:20] refined in order to preserve more trees. [26:22] We always encourage that. [26:24] Um, I think for me that pretty much [26:27] summarizes my feedback. [26:31] Like to add to that? [26:33] >> No, I think it's beautiful, it's [26:34] interesting, unique. Um, [26:36] certainly love the whole organic [26:38] environment that you're trying to create [26:39] there. I think, uh, [26:41] again, as repeating, the trees are [26:43] really important to us and I'm sure they [26:45] will be to you and your client as well. [26:47] So, anything that you could do to save, [26:49] I'm also we're We're concerned about, [26:51] uh, any kind of lighting, but I'm sure [26:53] once again with this style of property [26:55] most likely they're not going to want [26:57] light it up very much either. So, [27:00] I don't have any strong objections. I [27:02] mean, it'd be great if we could see the [27:04] materials, but if that comes next time [27:06] round, [27:07] out of our hands, we're cool. [27:10] >> Would you want to see the project come [27:12] back in formal? [27:14] >> So, story poles have not been installed. [27:16] Um so, uh in this in these instances, [27:21] um there's two options the way you could [27:22] look at it is one that they'll just come [27:24] back for formal. They'll also they'll [27:26] install story poles at that time. Also, [27:28] give you the opportunity to look at the [27:29] materials and lighting. [27:31] Um if you prefer that staff completes a [27:33] formal design review, uh then what's [27:36] happened in the past is we've kind of [27:37] continued the conceptual review, and it [27:40] allows the and it allows the applicant [27:42] to install story poles. We put the item [27:44] on consent. If there's no further [27:46] concerns based on the story poles at the [27:48] conceptual level, then it could be [27:51] passed to staff for formal design [27:53] review. Um if you want to see more [27:55] aspects of the project, it's probably [27:57] just best to bring it back to the ASBR. [28:01] » Yeah. So, that's that's what I would [28:03] move that we [28:05] uh approve conceptual, [28:07] >> Mhm. [28:08] >> and but have the project returned to the [28:10] ASBR as part of formal. [28:12] >> Sure. And so, what I've heard is that [28:15] the commended the applicant [28:17] for the design of the structure is [28:19] unique, but is uh a good choice of [28:21] materials and colors to blend in with [28:24] the surrounding area. And that um in [28:27] terms of recommendations, [28:30] uh the ASBR is encouraging the applicant [28:31] to try to save um some of the trees that [28:34] are proposed for removal if possible, [28:36] and also encouraging the applicant to [28:39] provide minimal lighting that's around [28:41] the [28:42] uh development, and obviously would be [28:44] downward facing and shielded. [28:48] Anything else? [28:49] >> Good. That's great. [28:51] All right. [28:53] >> So, the motion is to bring it back with [28:55] those items [28:57] to the ASBRB for formal design review. [28:59] Is there a second? [29:00] >> Second the motion. [29:02] >> Chair Lindsey. [29:02] >> Yes. [29:03] >> Member Delgavi. [29:04] Member Sullivan. [29:05] >> Yes. [29:08] » Okay. [29:10] >> Great. [29:10] >> You'll receive a letter in the next [29:11] couple days. [29:12] >> Great. [29:13] Thank you very much. [29:14] >> Thank you. [29:15] It's going to be fun. [29:17] >> Thanks, everyone. [29:17] >> Thank you. [29:18] >> Good to see you soon. [29:21] That's the impression. [29:21] >> Yes. [29:22] >> Thank you. [29:28] » All right. In terms of um director's [29:29] reports, I mean you you have a [29:31] director's report for May. [29:33] Um and as we kind of always highlight [29:34] with these things is looking at our [29:36] housing numbers. [29:37] We've also included a new pie chart um [29:40] that actually uh identifies all of the [29:44] residential housing permits that have [29:46] been issued [29:47] um [29:48] for this arena cycle six for this [29:50] housing element. Uh so, you'll see a [29:52] total of 87 ADUs so far and 36 [29:55] single-family dwellings. [29:57] Um so, that's all the way up to date [29:59] through May. [30:00] And then uh for the month of May, we [30:03] didn't have any single-family dwelling [30:05] permits issued and only two ADU permits. [30:09] Um but, on the positive side, [30:11] um when you add up the numbers at least [30:13] for the ADUs, we are at 15 ADUs so far [30:17] this year. [30:18] Um so, you know, roughly halfway through [30:20] the year, not even quite halfway. And if [30:22] we were able to keep up this pace and [30:24] hit 30 ADUs [30:26] um this year, that would be great. That [30:27] would be the highest we've ever had in [30:29] several years, if not ever. Um so, we [30:32] are seeing um [30:33] more interest in ADUs as well as [30:36] uh we're continuing to modify municipal [30:40] code to make things more flexible. [30:42] Um we just brought another ordinance to [30:44] the planning commission last month and [30:47] they have recommended approval. So, we [30:48] will be bringing it to the next council [30:50] meeting another ordinance updating ADU [30:53] standards to provide more flexibility. [30:55] Um [30:55] >> [snorts] [30:56] >> So, so the some of the highlights are, [30:58] you know, for a second driveway [30:59] exception that needs to serve an ADU, we [31:01] can just deal with that at the staff [31:03] level without having to go to the [31:04] planning commission. [31:06] Um there's uh [31:08] a couple other little tweaks we've done [31:10] really to clarify some of the stuff in [31:12] terms of like how far eaves and [31:14] overhangs for ADUs can go into the [31:16] setback since the ADU is already in the [31:19] setback. Um same with things like uh [31:22] um we've already in practice we've [31:24] already done this in terms of like uh [31:26] HVAC units [31:27] um you know, for ADUs, they have to be [31:30] adjacent to the building. So, we're just [31:32] clarifying and what we do in practice is [31:34] that uh they can be next to the ADUs, [31:36] they just can't be any closer than 4 ft [31:38] the side or rear property line such as [31:40] the ADU. So, um so, that's all I have to [31:42] report at this time. [31:46] » Graham, I'm going to be there. [31:47] >> Yeah. [31:48] >> Um question, as you see long-term trends [31:52] as you compile these [31:54] monthly. [31:55] Um [31:57] at what point do you [32:00] feel that we are [32:02] you know, over indexing on ADUs and at [32:05] the detriment of fewer new single-family [32:07] home permits? [32:08] >> Um well, I just think I don't know if [32:11] it's to the detriment of single-family [32:13] dwellings, it's just a matter of [32:15] you know, [32:17] most properties are developed. Um you [32:20] know, the the vacant properties have a [32:22] lot of challenges [32:24] uh and so, um so, really when we see new [32:26] single-family dwellings, it's usually [32:28] replacing an existing one. It's a kind [32:30] of a larger project that most people may [32:32] be not ready to undertake. Um whereas [32:35] uh now that there's more flexibility for [32:37] ADUs and we allow more ADUs and state [32:39] law requires more ADUs on properties. [32:43] Um, that's why we probably see a much [32:45] higher uptick in ADUs than single-family [32:48] dwellings. We do really hope to get more [32:50] single-family dwellings. We need to hit [32:51] those numbers. [32:53] Um, we still are moving forward with [32:55] looking at, you know, how to get the [32:57] multi-family housing accomplished. Um, [32:59] it's important that Woodside has varied [33:01] types of housing, even if we are getting [33:03] close to hitting our numbers. Um, so [33:05] there's a couple different things that [33:06] we have to look at. [33:10] Um, it's being processed. They they have [33:14] submitted for a uh, subdivision, so [33:16] that's what we are processing. [33:18] Uh, they don't have a specific proposal [33:20] to actually do construction, but they [33:23] propose one multi-family site and 10 [33:25] single-family residential sites um, as [33:27] part of the roughly 9 acres [33:30] um, that they have out there. [33:32] And the multi-family the target in the [33:34] housing element is for 16, [33:37] um, although it is zoned for 20 units [33:40] per acre and it would do it 1 acre, so [33:43] they if they wanted to, they could make [33:45] it a little bit more dense than what the [33:46] target was for um, housing, but at this [33:49] time we're just processing the cutting [33:51] up of the land. And so if they chose to [33:54] whether they choose to or a future owner [33:56] chooses to do the kind of the [33:58] construction aspect, uh, we would review [34:00] those details at that time. [34:04] Uh, they they are they've received their [34:06] permit for their [34:09] driveway/roadway. The reason I say it [34:11] that way is the final map hasn't been [34:13] technically recorded yet, but they are [34:15] to [34:16] uh, complete the construction of the [34:17] roadway and um, so that is underway. [34:20] >> They said that they're going to sell [34:22] those lots, is that right? [34:23] >> Um, they there's seven lots and whether [34:27] they choose to develop them or sell them [34:29] individually or sell them all to one [34:31] person. [34:33] That remains to be seen. [34:35] My understanding at least from the [34:36] applicant this time is that they are [34:39] looking to sell them. They don't plan on [34:40] developing them themselves. [34:43] Yeah, yeah, yes. Yes. [34:46] Yeah, whether it's one owner or not. [34:48] Yes, they would come under separate [34:50] permits. [34:52] Good. [34:53] >> Those numbers are already calculated [34:55] basically seven [34:56] >> No, those are cuz that's just cutting up [34:59] the land. So, once they come in for [35:02] permits, that's when we can we issue the [35:04] permits, that's when we can count them. [35:11] Okay, [35:12] thank you, Sage. [35:13] All right, with that I'll close the [35:14] meeting at 5:05 p.m.
