approval of the agenda so everybody

with the new Council it's always usually

but there have been definitely some new

um just four items tonight I kind of
[5:58] want to bring to your attention
um last year recall we had made an
[6:02] application with the active
Transportation fund for two two programs
[6:07] two grants uh one was for fifty thousand
dollars for an active Transportation
[6:12] plan
um late summer early fall we had
[6:17] received a word that we did hit that
fifty thousand dollars and if you recall
[6:22] Stephen Stone had from Dylan who came up
to do a presentation on
[6:26] on that on what it may or they look like
it's basically they're playing it would
[6:31] um takes into consideration you know
placement of sidewalks paths other
[6:35] safety features like lights and signage
so
[6:39] um part of that when he was here uh
talked about having a public uh
[6:43] consultation as well too
buses according to the meeting with the
[6:47] council probably a few times
uh with uh looking at that it'd probably
[6:53] be uh early March or late February when
the public consultation will happen and
[6:58] we have both a time yet before but it
would probably be at the air motor
[7:02] Center
getting in the gallery room um some
[7:05] evening so we do that so that part we do
the second part that we were waiting on
[7:10] was um we had an application in for for
Deacon drive for some money to help with
[7:14] with that uh very happy to say that we I
just received word from the act of
[7:20] Transportation fund which is a federal
federal program
[7:23] that they are willing to support that
project
[7:27] they're willing to contribute uh support
60 of the total eligible costs up to 141
[7:35] 000 so that's a nice chunk of change up
but to be honest with when we first
[7:39] started talking with them I thought it
was a lower percent I don't believe it
[7:43] was 60. I'll call them now at 40 50 if
you're lucky so I mean 60 was great so
[7:49] 60 up to 141 000 so that would be like a
235 000 profit total remainder of funds
[7:57] we would have to
sponsored right
[8:00] support
um
[8:03] completion of that project would be has
to be completed by March 31st of 2026 so
[8:11] it's
necessarily this year this is an ongoing
[8:16] um
fund that's out there for a few years we
[8:21] can actually of course 235 thousand
dollars
[8:24] partnership won't do everything we want
to do but we can reapply for more money
[8:29] so that's why it's 2026 so we can wait
till we have
[8:34] spent other applications down the road
to continue
[8:39] any questions with that going on
[8:45] so is it just sidewalk what is it that
that is the
[8:51] it was not final design but it was a
walking path okay
[8:55] and as we will say and clarify for
anyone listening for all those around
[9:00] the table that
um there was no there's no but there's
[9:04] never been a formal decision on elect
aliens were doing because part of it was
[9:09] reliant on funding right we're never
committed to actually doing the project
[9:15] we're still waiting we were waiting on
whether we could get funding and there's
[9:20] still needed to be consultation to
decide what was going to be the best
[9:25] approach initially we had a
probably half a dozen different options
[9:32] everywhere for a walking path that may
or may not be paid sidewalk
[9:37] I think it was six in total close to Six
and they range someone of course
[9:41] than others I think our consensus at the
time whatever walking past the universe
[9:48] and that's what was submitted as a
um
[9:55] that'll generate some just talking about
it again we want to make sure general
[10:01] public isn't confused that there's been
a decision so yes
[10:06] at some point

is any chance of any prevention

programs
[10:22] um you can't piggyback on what you can
but if you take a dollar you lose a

that we have right now would take away

but there's still a possibility to
[10:40] decline

I have another problem but I think it
[10:46] might hold that off until further down

[10:53] uh second item this is an update on the
Town Square project
[10:58] um that was really hard to try to find
some some funding for that
[11:03] dealing with different Avenues between
RDC and Co-op
[11:08] uh especially with the co-end of things
we had applications that we thought were
[11:13] going to be approved and they they never
showed any traction we were moving
[11:17] forward
after it probably was at least two years
[11:21] trying to get a deal in place
um we we did strike a deal with RDC
[11:28] for a 50 50 split and that's uh RDC is a
provincial level
[11:34] and um
I feel the whole number throughout my
[11:38] head but they said they were going to
they have a maximum as well too but it
[11:42] was enough to cover half the cost of the
square we did do some changes on our on
[11:47] our budget
um the time frame
[11:51] I had to updated two or three times to
make sure that our number was a hard
[11:54] number once you get the funding in place
there's no going back generally so but
[11:58] the unfortunate thing with RDC uh the
timing of it was by the time we did that
[12:04] and they were moving forward with the
design process
[12:09] um I wanted to look like
um
[12:12] it was kind of too late in the year to
put out a tender by the time you would
[12:15] have received materials you would have
been able to build it but I mean it was
[12:19] our goal to have it in 2022
funding partnership agreement with RDC
[12:25] expires in April which makes it hard to
build between now and in April and
[12:32] everyone that's in that business knows
until every bit of frost is off the
[12:35] ground out of the ground with something
we can do that being said I I I've been
[12:40] in contact with RDC and had them months
ago to say you know this thank you this
[12:45] isn't going to quite work oftentimes we
change it
[12:48] um and they were very willing to work to
work with us
[12:52] um they kind of suggested to see if we
could spend some of that money if you
[12:56] could
um before their fiscal year and remember
[12:59] regards his calendar of theirs is April
um so instead of doing it in one tender
[13:04] the whole thing we have a couple other
tenders that are out right now and you
[13:09] will see them
probably January
[13:14] the results of those to award them
instead of
[13:18] doing it at academics at all
construction the purchase of the
[13:21] materials the bricks light suspensions
that sort of thing we Trace engineering
[13:26] has put out vendors um for for these
other items ahead of time so and the
[13:31] main reason for that while there's two
reasons one was let me make sure that we
[13:34] get a good cause for them for as long as
we wait more than on the cost and just
[13:38] to make sure that they're here so that
when it comes time to we could have put
[13:43] a major push on get this tender out in
2022 but
[13:47] um
material will happen better the arrival
[13:52] of it so
Jen Scott who was the guy from Trace I
[13:57] want to make sure that he's doing it
right so we will see a couple tenders
[14:01] come
Council here so
[14:04] um we would possibly award those for a
person on material so so there will be
[14:09] at least one more and it would be of
course the construction the construction
[14:11] of it so
we'll have more of an update on that
[14:20] so
[14:24] uh we'll talk a little bit earlier about
uh development planning in the lab and
[14:29] last meeting so we had a meeting with
Dylan this afternoon Crystal and Nick
[14:34] myself
um it was kind of funny one of the great
[14:39] things about having these reforms you
know it officially began in January is
[14:43] it's really going to help with the
development planning because not a whole
[14:46] lot of development planning happens in
January we've had about a half a dozen
[14:51] people reach out to us and made cards to
wanting to get building permits and
[14:56] um
well say half a dozen and not one of
[15:00] them isn't Ward four so of course that's
that's the change so
[15:05] um
with occasions and stuff I even had some
[15:08] emails on last week's in because we have
to do this like now
[15:11] uh because there's you know a couple
million dollars maybe worth of projects
[15:16] that are on the table so we've been
talking with them of course they're the
[15:20] people that are of interest that they're
aware of the process
[15:25] um we're a little bit more clear I don't
know too so we have a a good plan moving
[15:30] forward with that so basically how right
now everything's going to go to um to uh
[15:37] to Dylan here we say

[15:42] there are two people I deal with mostly
with with Dylan
[15:48] um
as a team the three of us are going to
[15:51] do all of it regardless of what award
it's in regardless of what Psalm it
[15:56] could be just to make sure that we're
doing things consistently what will

this office will do everything
[16:04] residential for every award
that level of permit if it's a
[16:09] commercial or anything not
non-residential Dylan will do a lot of
[16:13] that has to do with the fact that now
municipalities have to have a planner on
[16:16] staff cities have that but towns and a
lot of each College do not have a
[16:22] planner they either contract the
engineering company or an independent
[16:26] person to have it so these things are
required to go through a planner
[16:31] so those folks with dental will act as a
development officer like myself
[16:35] and we'll all have our rules of what
what type of permits and applications
[16:40] that we can do so that is that is a
change for us
[16:48] at that point if you go through
it's more so they're they're trained to
[16:54] be the planner so they want to make sure
that there's just to make sure that uh
[17:00] development is done correctly you know
it's one thing you can engineer it but
[17:04] the planning part
issue it is yeah

or on that I know we talked about it was
[17:19] swearing in or something it was just
last Tuesday about someone that might

through VA Pac or a full re-zoning so

obviously is councilor Martin pointed
[21:32] out in the boards that are used to going
to the regional service commissions for
[21:37] any permitting this is a big change and
a new change so we do need to find good
[21:43] ways of how to communicate that and I
know over the coming weeks it'll be a
[21:48] big project for Laura myself
and the CAO to figure out how are we
[21:55] going to handle the communication So for
anybody the public that watch is
[22:00] watching this it's
it's important to know we're well aware
[22:04] that communication is going to be a big
piece and and that we need to spend some
[22:09] time figuring that out and we will relay
that at Council meetings and in numerous
[22:15] other banners in the coming weeks as as
there's still some things great

I think it works for their schedules a

mayor Jones will call for nominations
[34:04] for position of Deputy Mayor counselors
can then nominant a counselor for Deputy
[34:09] Mayor self-nominations are also
permanent the mayor will chat with your
[34:14] nominee as to whether he or she will
serve the project at the conclusion of
[34:19] the call the mayor will call again three
more times for nomination
[34:24] once all nominations are received and
accepted by the nominee a motion will be
[34:29] made to their own nomination seats once
carried a public loan can be taken
[34:39] perhaps Council has not had more than
two nominations for the position of
[34:44] Deputy year in the procedure was then
simple the person receiving a majority
[34:49] of votes would be named generally makeup
however should there be more than two
[34:53] nominations there will be a need for a
different process which will still be

[35:05] if there are more than two nominations a
majority of council is still required to
[35:11] elect the deputy mayor this means that
more than one vote will be required
[35:16] to see the same majority of the rules no
one will be dropped from the ballot in
[35:20] this place case unless he or she wishes
to withdraw their lien the reason for
[35:25] not to open anyone is that counselors
are entitled to change their mind
[35:29] and vote for someone else in the second
alley if this happens those with the
[35:34] lowest votes are potentially attract

[35:39] after all normal news have spoken in the
mail will call for the vote the town
[35:44] clerk will then call with each member
Council to State the name of the
[35:47] candidate they choose and the votes will
be tabulated the results will be read
[35:52] into the record if the majority of
counseling present votes for one

[36:00] if there is no majority you mayor will
ask if anyone who is willing to withdraw
[36:04] their fantasy afterwards the list of
candidates not including roasting for
[36:09] their names will be read on the second
this process will continue until such
[36:15] time is n't it receives a majority of
the broadcast

[56:50] think we would default from whoever's
rep the council member that represents
[56:55] will help kind of guide and Council as
to whether there's any concerns or

discussed maybe having potentially uh
[57:06] nominating committee
that can at least bring to council and
[57:11] that would be of made up of council
members whether it's a couple of you
[57:15] that takes the time to review all of
these submissions I'd say all because
[57:21] I'm hoping we do have lots of people
show interest so say there's 20
[57:25] applications you can't the nominating
committee would review them all and
[57:31] potentially make the recommendation of
whether it's eight or nine or ten
[57:36] members and I think we could probably
get a recommendation even from Dental
[57:41] Consulting based on their experience
what whether they would suggest we add

especially if we only end up with one
[57:51] counselor it's probably a fair number
um we can't have any more than two

well qualified in the accounting World
[1:08:57] from General Public to sit on that
committee meeting so we will help
[1:09:04] between the mayor and the CIO we will
help every chairperson
[1:09:09] build that committee and help establish
the members and I know the clerk will
[1:09:16] distribute for standing committees we'll
get to the next ones the special
[1:09:22] committees next but for standing
committees there will be a like
[1:09:25] procedural
um document that goes with all of those
[1:09:30] and any meeting will require meeting
minutes to be produced just because
[1:09:35] that's the point of the standing
committee as we discussed is it's a
[1:09:40] long-term committee that we expect to be
around for years
[1:09:44] really for our turn on that yeah
so the chair would be responsible for uh
[1:09:52] you can designate somebody in the group
to be secretary and take minutes but it
[1:09:57] would be the chair's responsibility to
submit the minutes for those meetings
[1:10:01] back to Clerk and when I say minutes
they really don't the minutes aren't
[1:10:06] intended to say uh councilman Rogers
stated this and uh staff member Frank
[1:10:13] stated this it's simply or a summary of
action items that are taken or that so
[1:10:21] we'll help give you guides and examples
for what those minutes should look like
[1:10:25] it really shouldn't take an exorbitant
amount of time to produce minutes
[1:10:30] it's not intended to be
um a reenactment of what was all said
[1:10:36] it's just surely what what it is you're
accomplishing now from a council
[1:10:41] perspective we are certainly we want to
give guidance and give direction to all
[1:10:47] our committees for what it is we want
them to do all committees whether
[1:10:51] they're standing or special so
um
[1:10:54] I think that'll be a task for probably
all of us that we can converse on that
[1:11:01] as to exactly what it is we want I know
Public Safety is going to and hit the
[1:11:08] ground running because we've got a lot
of moving Parts on that one we have some
[1:11:12] active Community groups
um I know there's uh they call
[1:11:16] themselves the team group that's
extremely active and has been working to
[1:11:23] solve some issues in their their area in
particular in order for on the I guess
[1:11:28] at the Union Street King Street area
um so there's already some community
[1:11:34] members that are highly engaged and I
think with Public Safety we've
[1:11:39] identified in some of the conversations
and meetings we've had before which
[1:11:44] helped spawn the request for the active
Transportation fund project planning so
[1:11:51] to identify issues with because all
counselors last time for new council
[1:11:57] members
most of us were getting feedback from
[1:12:00] General Public over concerns over
missing sidewalks non-visible sidewalks
[1:12:07] um
stop signs that are were either they
[1:12:11] didn't feel were necessary or vice versa
so there were lots of comments on
[1:12:16] traffic lights so again there's a lot of
items that that group can certainly hit
[1:12:21] the green of writing with I know if we
talk about public safety and potential
[1:12:27] for police and police our police force
and expanding that jurisdiction that
[1:12:33] could be an item that is discussed at
that with that group and recommendations
[1:12:39] made so there's lots that that's gonna
uh I guess a wide range of topics that
[1:12:46] fall under there but there's a
definitely need for that group to get up
[1:12:51] and going so our community members have
a forum to I guess provide their
[1:12:58] feedback and concerns to us through a
little bit more of a designated group
[1:13:04] instead of right now I think it goes all
the way to the top most of the time so
[1:13:08] we're trying to help
do our job and probably accomplish more
[1:13:14] as a council by
committees so that's
[1:13:19] covers a lot of Public Safety does
anybody have any questions on either the

[1:16:41] um we had a brief conversation before
over possible assets that we may have
[1:16:45] acquired which were none however we have
a lot of assets and not necessarily a
[1:16:52] formal
um
[1:16:54] Capital Asset Management plan in place
which makes it difficult and has kind of
[1:17:00] exposed us I think over time as to
where do our assets stand and in their
[1:17:06] lifespan and in their maintenance Cycles
so I think we've already identified this
[1:17:12] room is fairly small now with a large
Council and and in this building in
[1:17:19] particular the town hall which does not
have a space for the mayor currently so
[1:17:25] I work out of my home office today
um there are no more spaces for any
[1:17:32] additional Staffing and we already know
there's probably one or two more that
[1:17:37] could be potentially acquired soon
rather than later so that's an issue we
[1:17:42] know the fire hall has isn't necessarily
meeting the needs of the fire department
[1:17:48] the police department
I'll be polite tonight but that building
[1:17:54] has is is aging has aged there's some
either not building me some additional
[1:18:02] work or it needs to disburse your new
home and it's the overall end-all goals
[1:18:08] to potentially expand the police
jurisdiction to cover our whole town of
[1:18:13] Woodstock that police force is going to
grow so we about
[1:18:17] kind of grown a lot of our assets so
this group has
[1:18:21] some great topics to start with as well
as well as
[1:18:26] helping review and look at what our
asset list looks like today and what
[1:18:33] that means as far as their the age of
all of our assets and I know I'm sure I
[1:18:41] know we had we had put an asset list
together whether we've gone as far as
[1:18:47] putting what their lifespan is or
expected so that is stuff some things
[1:18:52] that we can look at and I expect that
group to kind of give some
[1:18:57] recommendations to council that can make
recommendations then
[1:19:00] or staff for how we want to move forward
with those things so there's lots in
[1:19:07] I think that that group can hit the
ground running with as well and it's the
[1:19:12] sooner the better because as we all know
uh you can't build a building overnight
[1:19:18] in the day and do we need to look at
temporary measures and things like that
[1:19:23] so there's lots of things to discuss for
that group so again for a record for
[1:19:28] lures benefit we had Deputy Mayor and
councilor Brown wanting to participate
[1:19:35] Chancellor bellier
um and councilor Bradbury as the chair
[1:19:41] okay moving on to Public Safety
um does anyone have an interest in
[1:19:49] cheering that

go back to that group and confirm that
[1:20:56] there's going to be a formal Public
Safety Committee moving forward and
[1:21:02] um again it'll be a conversation
[1:21:08] communication methods for how all
community members and Community groups
[1:21:16] can
um approach or receive information into
[1:21:20] that but they they've already embraced
that
[1:21:24] um councilor McCartney attended that
meeting and I've already received two
[1:21:29] emails but that was great and they were
going to Cipher things through her so
[1:21:33] we'll just think of one step forward and
and but it's great they'll they'll be I
[1:21:38] think pleased to see that there's a
committee that's going to be overseeing
[1:21:43] and trust me
you'll get that group will get to see
[1:21:48] some of the
um I guess agendas that that group has
[1:21:52] put together and there's a lot of items
that they've listed and
[1:21:58] um they can be that I'll be anxious to
see what the group brings back to cancel
[1:22:03] I will definitely be participating in
that group as much as I can too
[1:22:08] um I didn't see any of them that'll be a
that's a big one there's a lot of uh and
[1:22:13] you know all jokes aside yeah
yes and and I think that'll be you would
[1:22:20] like to be as well yeah and possibly
uhp yeah

again as part of our job to try and help
[1:22:38] build the Committees we will be trying
to figure out which staff members are
[1:22:42] appropriate
um and conscious that the staff members
[1:22:46] have a lot you've heard them tonight
there's a lot of a lot on their plate
[1:22:52] um we're not trying to overburden them
with additional meetings but this one in
[1:22:56] particular
um G4 remains complete sense
[1:23:01] um and then again I think it's on a
consult basis you might need to haul in
[1:23:06] boom
um
[1:23:09] great under
against publicity public works or under
[1:23:14] public works for meaning to discuss
certain things you might have to
[1:23:19] the chairperson might have to reach out
to a staff member or two but we'll help
[1:23:24] guide uh by the cao's direction use the
best staff members to be part of it
[1:23:30] because we want staff to be part of our
meetings we just don't necessarily think
[1:23:34] all staff members need to be at all of
them it's uh conscious of their time and
[1:23:45] as well
yes I think that'll be one that we can
[1:23:51] see how that gets started and see how
the communication piece works and it
[1:23:57] would be I see that one as
um open some open forms and some actual
[1:24:03] public that's what I was going to offer
myself that if if we aren't gonna if we
[1:24:08] aren't going to invite private citizens
then I would offer myself so that
[1:24:11] there's more through your presentation
but if we're allowing private citizens I
[1:24:16] already know two people in my ward who'd
be very interested in needing all
[1:24:19] activities
I think that'll be a good good first
[1:24:24] kind of agenda item for that
[1:24:34] well or at least at least we can find
the right person and the right chair to
[1:24:42] communicate with them questions because
if you look at the list of the questions
[1:24:47] from the team community group it spans a
wide array of people and that that we
[1:24:54] would need to approach to get some of
those answers and and they're questions
[1:24:58] that of not just that area is going to
have concerns with and it's questions
[1:25:04] we're going to look at the list and say
oh yes there are things we've already
[1:25:07] thought about and considered and are
aware or concerned so
[1:25:12] um part of it too is just figuring out
who those stakeholders are that we need
[1:25:17] to consult and how do we go about that
and so yeah these the groups are going
[1:25:23] to be busy
they want slots to discuss
[1:25:28] um
everyone on that lore at least for
[1:25:31] record to start and again we'll we'll
have to get in the habit of sharing with
[1:25:36] all of council what those schedules the
meetings look like anybody that's on the
[1:25:41] committee and has agreed to be part of
the committee
[1:25:45] um you would try and formulate your
meeting times and days around that group
[1:25:51] everybody else is secondary but any any
council member that has the time as well
[1:25:56] and can attend any one of these meetings
and that would encourage anyone to do
[1:26:01] that
sure especially our finance committee
[1:26:06] so much fun
in a certain
[1:26:11] points out what your expectations yeah

committees

[1:26:34] okay so as previously shared the two
special committees that I would like to
[1:26:41] see one was proven to existing and to
explain to the benefit of the media the
[1:26:47] one sitting around the table and anyone
watching a special committee committee
[1:26:51] exists only until they serve the purpose
and then that committee ceases to exist
[1:26:57] so
the orb ATV committee
[1:27:02] um this is to essentially reenact the
committee that existed before I did
[1:27:09] share that I am willing to chair that
unless there's somebody else that is
[1:27:13] really
wanting to chair that meeting anyone is
[1:27:18] Will right it can participate on those
in that meeting and I think probably CAO
[1:27:25] will decide if the group that we had
before is is if that folder was
[1:27:30] necessary or whom it's necessary I mean
it was regularly myself
[1:27:35] um
she'll be very
[1:27:38] chief of police forward and CAO so we
and we had a subcommittee of myself and
[1:27:45] Toby that did a lot of the leg work and
then we only bothered the CAO and the
[1:27:51] chief police when we were ready to
actually kind of put something forward
[1:27:55] and just make a final decision that was
brought back to council so
[1:28:01] um I'm okay chairing that if everybody's
okay with that
[1:28:05] or did somebody want with somebody like
to
[1:28:11] put their name forward with them
[1:28:15] I would recommend say the same yes it's
just as easy
[1:28:18] it's continuation so it's easy for us to
pick up you know and we have a big task
[1:28:24] ahead of us which again is more public
consultation and
[1:28:29] um so or the benefit of the media on
that one it will be to review
[1:28:37] that group will
see
[1:28:41] public opinion business opinion we will
be seeking opinion from absolutely
[1:28:47] everyone everybody that we considered a
stakeholder the first time around so
[1:28:52] we'll spend a few months so to give that
group a deadline and a goal it would be
[1:28:58] um the first of April we would hope that
that group
[1:29:03] um since it's me as the chair I've given
myself the deadline of the first of
[1:29:08] April to have a recommendation for
Council so that would be for new Council
[1:29:14] sure everybody's aware of it but the
bylaw that allowed
[1:29:19] the ATV's access to designated streets
so we
[1:29:26] um redacted that bylaw basically at the
in November so November of 2022 so the
[1:29:35] bylaw CC students is so we will do our
homework and decide whether as a group
[1:29:42] we feel we would recommend Council
whether to do nothing or whether we
[1:29:49] would make amendments and or
maybe not that is
[1:29:55] lots of homework for that group
[1:29:59] yeah

[1:30:08] um and again anyone is
means
[1:30:16] um the
role of the final
[1:30:19] committee I guess which is our second
special committee is a water billing
[1:30:24] Review Committee so for the benefit of
the media again and those that are
[1:30:31] listening and those of us around the
table
[1:30:34] um we know there was a proposal made by
staff to cancel uh late in the very late
[1:30:42] August
um 2022 to consider a water Levy Billing
[1:30:49] System versus a metered reading system
that exists today so the purpose of this
[1:30:57] Committee just for summary and for the
benefit of everyone is to
[1:31:01] do some additional homework consult even
more staff members Public Works
[1:31:09] and just can give consideration of what
other options if we don't go that route
[1:31:16] what does it then look like so it would
be ideal and this one's going to be a
[1:31:22] quick moving one so I if nobody else
wants to tackle this I I'm okay to chair
[1:31:29] that if somebody else doesn't want to
charity doesn't have the time I
[1:31:34] definitely want some participants on it
as best we can because there's a lot of
[1:31:38] work to do in short order ideally
there's a recommendation by the first of
[1:31:43] March for Council for this because keep
an end of February

[1:31:52] depending on what way we go where
there's those administrative
[1:31:56] or to go with however
[1:32:00] it's important but if we are going to
kind of stick with what the process is
[1:32:04] going to have just twice a year
[1:32:10] 's capsules and kind of get it before
that because it's described several
[1:32:15] times
almost immunity to make a decision
[1:32:25] so ideally this um committee will
present as soon as humanly possible but
[1:32:31] obviously for the convenience of the
staff depending on if it goes one way or
[1:32:37] another that no later than the end of
February
[1:32:42] um we would want that committee to
present
[1:32:46] options for Council to consider and just
add any additional information that will
[1:32:53] help inform your decision because the
decision is ultimately but up to you as
[1:32:59] a council however having to stay with
that we already know based on the
[1:33:05] feedback even though it wasn't sought
formally we did get a lot of feedback
[1:33:09] from community members so we know it's a
sensitive issue we know there's a
[1:33:14] significant cost increase in that
original proposal so
[1:33:19] there's some there's lots of homework to
do I don't know how everybody feels
[1:33:23] about this one as far as participation
and as far as sharing it again if nobody
[1:33:31] um wants to chair this one simply
because it's going to go like lightning
[1:33:35] quick I I will volunteer to do that and
if some of the others want to at least
[1:33:42] participate to be able to help generate
ideas some of the rest of us can go
[1:33:48] running and do the research and I should
take on some of that and we can buy and
[1:33:53] Conquer to try and get the best proposal
we can back to Allen Council if anybody
[1:34:00] so counselor Williams canceled Martin
have agreed to be part of that
[1:34:07] yeah and again we'll share meeting dates
times
[1:34:12] um
different with special committees
[1:34:15] there's no
necessary uh procedural
[1:34:22] documents simply because there isn't
meeting minutes required is this is your
[1:34:27] objective and this is your date and
unless you can't commit to that we will
[1:34:31] expect that that's what we received from
you and and we don't necessarily need
[1:34:36] anything in between but I will say we'll
make sure that there's lots of
[1:34:41] opportunity for U.S Council to submit
thoughts concerns ideas of your own you
[1:34:47] can at least
anyone's welcome to do that again this
[1:34:51] one's going to be fast and furious but
it's an important one
[1:34:55] right CAO that one's up
and for staff it's a big one because
[1:35:02] depending on what way this goes it could
mean a lot less working them or
[1:35:07] a total change so
it's uh it's a big one
[1:35:13] you said not probably but but
as we discuss there's going to be a
[1:35:18] change even if even if we stay as is the
process has a change it is not an
[1:35:24] efficient process so even if nothing
changes other than our internal process
[1:35:30] then you know it's so good but even that
we're definitely not saying in any very
[1:35:35] satisfying location so
status quo is not going to be one of the
[1:35:41] options perspective
