Broadcasting will also be available on [1:44] our website in the future. It's over here. Are there [1:52] any addendum? No, I just think the tool just. Circulated. Litigation or potential litigation in [2:57] matters before. Administrative tribunals affecting the municipality or local board [3:03] and advised that this is subject to solicitor client privilege, [3:06] including communications necessary for that purpose and labor relations. Or [3:12] employee negotiations. All in favor? We are in close. [51:39] By councilor John Per second with councilor ladam. All in [53:15] favor? Councilor Dart, secretary [53:25] Deprior wrench. We get rid of all the leaves be [53:27] given. To Roth, coco Pianj president. And CEO, and amy [53:33] long, cpa, cga, chief financial officer. And Gia de Julio, [53:40] board chair, Orangeville Hydro. Luminous to address council. Any questions? [53:44] All in favor? Welcome. Rob, amy, gia. I think. [53:55] Authority is familiar with Roth, and I don't think too [53:58] much with the issue. Chair taking over Bob home. Phil [54:02] and I wore ties tonight. We can follow. And he's [54:07] not here tonight. Well, didn't do it this far reaching. [54:16] Thanks. For having council before I get into the normal [54:25] presentation. Minutes to GM if he works. [54:36] Thank you very much for inviting us to. My name [54:40] is Gi asynchronous. And. Chair message. Management. [54:59] This is a very well operating. [55:09] Performance metrics are very high, especially when compared to. Ontario. [55:16] So the focus from Red Valley and. It's my honor [55:21] and. Chair for. Otherwise, I defer to the expertise. [55:40] Thank you very much. [55:54] Just minor in the office, but we're sitting here. Owned [56:01] by town. Valley. We have seven board members. Six of [56:05] them are. Selling to Captain Orangeville. One of us installed. [56:12] When we look at our board structure. We care about [56:17] New Zealand. We have. Independent and non independent. We do [56:21] have three non independent. Board members because of their affiliation [56:25] with their shareholders, and for independent board members. When we [56:30] look back at our 20, actually talk a little bit [56:32] about us, and we are the electric utility, providing safe, [56:36] reliable power to Oracle in Green Valley. We are proud [56:38] that we also do some extra services for each municipality. [56:42] We do the billion collective. For in the Tampa Grand [56:49] Valley water and sewer in Orangeville as one of streetlight [56:54] maintenance. And. Not much too often, but to locate those [56:59] street lights. When we look at our 2024 activities and [57:03] we'll talk a little bit more about the. Agility, statistics. [57:11] Have a very strong year for real artists. I. Performance. [57:16] Amy will speak more about it in a little bit, [57:17] but if you want to see kudos. To a new. [57:21] Completing our 2024 cost service application. What that means is [57:26] we went front of the Ontario Energy Board for the [57:28] first time in ten. Years since 2014 for them to [57:32] deeply look on the market that way more than they [57:34] normally do. So we go in front of them, not [57:36] just asking for a standard rate increase, we go in. [57:40] Settings. We need to set our rates to the true [57:42] cost of serving our customers and. They look at everything. [57:47] Our operating team and demonstrative cost, capital requirements, depreciation, our [57:52] debt. And there's intermediates that challenge our lawyers and interviews [57:57] that challenge our rates. And we have to fight for [58:01] every penny. To justify doing what we've been doing for [58:05] 100 years and what we would like to do to [58:07] keep doing for the next hundred? Specifically the next five. [58:11] But we need to set ourselves up for success in [58:13] the future. Amy will speak more about that. We continue [58:18] to elect fire. Corporate assets as we can. The purchase [58:23] of 2024 board lightning truck. So we have nine vehicles. [58:26] At the feet. Two of them are electrified. It may [58:30] stabilize air for a little while. Just because. Of the [58:33] options available. Trucks. Boom, trucks are built. As. [58:46] Municipalities do what we do too. We enhance cybersecurity. That [58:51] is a line item in our budget. So when you [58:53] look at every year, it keeps going. Up, but the [58:55] value that provides keeps going as well. And then when [58:59] you look at some of the things at the bottom, [59:00] too, we are proud that we are able to support [59:02] our customers financially for those in need. You have been [59:06] Boeing, the low income MG assistance program. Over 21,000. And [59:13] we do offer our Ontario electricity sport program. Almost 261,000 [59:19] to customers as well. Top right on this slide is [59:22] a bit of charcoal. Water filling the town of portfolio. [59:28] Massive. Water beet replacement program. It started. In the discussions [59:33] in 2021, and you're not running in 2024, and we're [59:36] now? 95% the way through the deployment. They have smart [59:40] water meters? Just replacing the 20 something. Peril meters. They [59:45] also move and that up for my dust that significant [59:47] amount of efficiencies walking. Up to meters and one needed. [59:54] Four or 500 left that. Changed out, but it's like [59:58] a blood. I mean, that wasn't something. Just like that. [1:00:02] Really effective not being block gates and mysteries. They would [1:00:06] call customers, they say. I know computers usage and what [1:00:11] we've learned through that. The Austin Gray Valley we identified. [1:00:16] Some. Nuances with the old way of doing things. The [1:00:21] time frame value continue to do something like that. We [1:00:24] want to make sure our systems are really up to [1:00:26] date. For meter numbers. From what's actually the field to [1:00:34] what's in our CSS, we'll be doing the moving audit [1:00:38] for the property to grandma because the lessons learned about [1:00:41] original projects. We continue to revolt this conversion program. So [1:00:47] the town of Orangeville had variables in the dish. Historically. [1:00:56] Four kv. 28 kv. Time. Twelve five, 7200. I hope [1:01:02] he needs nice medium bitch. That will mean to. Do [1:01:04] this conversion. And so we have about five years left [1:01:08] in that program. And we continue to transform our corrosion [1:01:15] refurbishment program. When we look at Transformers and build and [1:01:19] we bring a copy of Windsor that actually is able [1:01:22] to do a bit more than just brushing the paint [1:01:24] up when I was a sony student. I grind it, [1:01:26] paint it, paint me a spray paint. After a few [1:01:30] years, brought in a couple of different companies. This went [1:01:32] out of Windsor. Will actually be able to buy bowls [1:01:35] that there's holes in the middle they'll actually do. Kind [1:01:37] of spot weld within sandblasting method. Pretty neat. They're just [1:01:41] telling the mercy of Windsor and will actually make the [1:01:44] Grand Valley this year using that same company after. Having [1:01:49] as much importance. Of course, have normal polar basement program [1:01:53] transformer replacement program connected to only seven. Seal homes in [1:01:58] Brink Valley. We just slowed down, obviously. Next slide. This [1:02:04] one is normally for. The citizens of the crowd or [1:02:11] there's no watching. But of course, you do wonder always. [1:02:13] The nice keyboard is everyone's been deep. Not always speak [1:02:16] with electricity bill. We do have three choices from our [1:02:19] customers. Everybody still has a smart meter. And everyone, and [1:02:24] you just have to have time of use rates and [1:02:27] then through pandemic you're given the option of switching back [1:02:30] and forth every month if you like team time. Use [1:02:33] over tiered. And then a few years ago, the ultra [1:02:36] low rate was available. For. Specific customer class. They use [1:02:41] it a lot in the evenings. Electric charger like heat [1:02:45] in the winter. The ultra rolls or you might be [1:02:49] the right fit when looking at any of these slides. [1:02:52] Who knows what you should be on. We do have [1:02:54] a calculator from our website you can type in your [1:02:56] account number, your name. Hey, look at your data to [1:03:00] see from historically, what would have been the right fit. [1:03:03] Maybe that will be seen in the future. If you [1:03:04] think you could. Make the choice right there. But of [1:03:07] course. Call our office and doctors. Dividend payments. So Orange [1:03:12] hydro spawn marchable 22 million corporation. In 2000 and the [1:03:21] town Grand Valley 562,000. And seven. The 23 four dividend [1:03:28] payments looking at last year. 506,000, split between Orangeland ran [1:03:34] Valley and the 2025 dividends that will be paid this [1:03:38] year will be 482,346, with 455 plus 456. Thousand to [1:03:46] the tower. Now move over to Amy. Silvering of the [1:03:53] reapplication. Board for. Each. And last [1:04:02] year it did. Table where you're prepared for and typically [1:04:06] it's completed every five years. But you had to burn [1:04:09] if there wasn't any. Two complete applications for ten years [1:04:13] in 2014 2024, and then. It does allow raise. So [1:04:22] customers this year, distribution rate increase as you can see [1:04:25] on the slide beginning on their May 1 2024 page. [1:04:32] This slide also shows that breakdown of a residential bill. [1:04:36] Puts the majority of categories being passed through costs which [1:04:39] are required to be collected by the uncare. Or the [1:04:41] electricity vendor as on hold, but the orange slices are [1:04:44] distribution revenue portion that's. A portion of harmful hydrogen. Next [1:04:49] slide, please. Our distribution revenue is mainly provided by their [1:04:54] residential customer class for their quick service charge in 2024 [1:04:57] our institution revenues is higher than 2023 at 6.5 million [1:05:02] due to increase in both our fixed variable rate. Our [1:05:09] operating, maintenance and administrative expenses, or OMna, are split fairly [1:05:14] equally between all of the categories. Of the largest, being [1:05:17] general and administrative. The total LMA census in 2024 were [1:05:21] 4.26 million. And then, as compared. To all the formal [1:05:29] needed. This increase has been detribated. Higher labor cost, higher [1:05:34] training conference cost. There have been a number of newer [1:05:37] satires within recent years. There's one also higher reactive operations [1:05:42] for higher customer academic senses. And what time regulatory. Next [1:05:48] slide. For gross capital expenditures in 2024 amounted to 2.9 [1:05:54] million. That was about 11% lower than budgeted. The variance [1:06:01] at lower variance was due to lower customer driven subdivision [1:06:04] work which didn't materialize. In 24 that would have been [1:06:08] included in the system access line at the top. 2024 [1:06:13] capital expenditures. The actuals were about $400,000 higher than 2023, [1:06:17] mainly due to the replacement of the roof and the [1:06:20] office portion of the rental hydro building as well. As [1:06:23] implementation of the GIS system. And in 2024, our debt [1:06:30] to equity was 52% and 48% effectively. We do take [1:06:39] new debt to funds, operating expenses, capital expenditures and also [1:06:43] regulatory. We haven't taken you to 2022 as the recovery [1:06:48] of historical regulatory variances have. Been high over the past [1:06:52] few years, which has increased our cash flow but not [1:06:55] needed to take the debt out of time. Last slide, [1:06:59] please. So here's an overview of our financial statistics, our [1:07:04] historical statistics. So the top line, our sale of energy [1:07:08] is a past year of our commodity cost. That's maybe [1:07:10] paid to the ISO, the independent electric system operator and. [1:07:17] These have to cause accounts for approximately 83% of our [1:07:20] total revenue. Our distribution revenue, as I mentioned, was 6.5 [1:07:26] million and is used to fund our ongoing expenses, our [1:07:29] capital projects as well as our debt financing. Our total [1:07:34] comprehensive income in 2024 was 965,000. And then looking at [1:07:40] the capital axis or property planning and equipment line. Our [1:07:46] cortex had. We sold out of almost 28 million due [1:07:49] to the operating. Here. Our regulations electronically was 7.24%, which [1:07:57] is lower than our mean roe of 9.21. We need [1:08:00] you to lower than expected net income. And then a [1:08:05] number of customers has been steadily increasing year over year, [1:08:09] while our number of employees by FTe has been staying [1:08:12] fairly steady. Well pass the presentation by drop for the. [1:08:18] 2024, we did a new record peak of our system [1:08:24] command. As we hit again over 52 mw. We did [1:08:30] hit that back in 2020. And it went down for [1:08:34] a few years and we had a new fee. 52 [1:08:37] meg wealth in 2021, but a little bit more than [1:08:40] that one. Still 52 megah in 2024. So our system [1:08:47] in both service territory value used to be a winter [1:08:49] peaking territory, not that long. Ago. But. With a few [1:08:54] homes switching from electric heat to natural gas. And more [1:08:59] people installing air conditioning units. Grand Valley is now some [1:09:02] are deep service territory, same as the town. Our system, [1:09:07] whether it's a record or not, just depends on being [1:09:09] a heat spell or. Not a bath. Metal or not. [1:09:14] And then moving to the next slide. 2024 was a [1:09:21] reliable year. As previously mentioned, our average customer experienced just [1:09:25] 15 minutes of outravages excluding loss of supply from the [1:09:30] town for about excellent muscle from hyper one. So it's [1:09:35] really in the assets we control. In just 15 minutes. [1:09:39] Next slide. Luckily, brand values. List or in pictures. We'll [1:09:44] get to have virtual. That's some pretty large. 28 duplicated [1:09:48] back wrench that just fell from large trees and falconer [1:09:52] between orange wilming Grand Valley the west side Orange will [1:09:55] philosophy on December 10 because. Whole fire. That's a hydro [1:09:59] one. Or they had an insulator fail and knocked out [1:10:03] multiple circuits. Luckily, none of us feed Great Valley. Grey [1:10:09] Valley Speed comes out of the original TS through the [1:10:11] waste transfer site and. It goes through M two. S [1:10:16] north and the west coast system south of the station. [1:10:19] Does this one, in fact, too. Everything went dark. Yes. [1:10:25] And then there was another one that we didn't have [1:10:26] a nice picture of, but. July 30 lost by the [1:10:30] end of the town. Marshall and Dippen Peter and that [1:10:32] was because of some construction activity that was going on. [1:10:36] On the. And something got too close to buyers. I [1:10:42] was quick off. We do. Like all companies who do [1:10:45] a corporate scorecard. That we did want to provide some [1:10:51] slides within the document. This is going to be publicly [1:10:55] available. This one's made in house for now. In September. [1:11:01] Doe releases their version of this. Maybe the same numbers, [1:11:05] but they'll speed, run down and. It opened, a few [1:11:08] others filled in, and so we do monitor ourselves overall. [1:11:14] Our reliability, our financial statistics, our. Search quality stats all [1:11:20] still cover the we want them to be. We're always [1:11:23] looking to approve. But there wasn't jumping off the pages [1:11:28] that we needed to. Best trending in the wrong direction. [1:11:32] Next slide should be the last one, so thank you. [1:11:36] That's our hopefully quick, somewhat quick presentation. And look forward [1:11:40] to questions. Take your time. Thanks for catching us back [1:11:43] up in time. Yeah. Any questions, council? [1:11:53] As he raised no. Philip berzman. And this is the [1:11:58] question we shouldn't ask rock because it's a general. Interest [1:12:02] question. You said so. If people change from electric heat [1:12:07] to a natural gas for deciding, it surprised me. That [1:12:10] they don't also use natural gas for their ac. But [1:12:14] you're saying most safe fees are being hooked up to [1:12:17] the electrical, yes. So it'll be 40 amp rate. And [1:12:23] they'll build a compressor. All residential air conditioners that I'm [1:12:28] aware of are electric. Okay. That's that. Real quick. [1:12:40] Shareholder equity continues grow year over year with launcher planet. [1:12:44] That I did read here at bam. So David. I [1:12:47] don't talk. Like the long term plan. Growing year over [1:12:53] year. So what is the plan of it? I can [1:12:57] do. Yeah. So. The way chairwart promotes. It's the dividend. [1:13:04] Right. So when we look at our netting, when we [1:13:08] look@our.net. income, which. Right. Now you have a target. And [1:13:13] so half of that should go to dividends. 500,000 and [1:13:18] about 500,000. Towards increasing shareholder equity. And then that will [1:13:26] be driven to management team and at the board level [1:13:28] is increase that incrementally. Year over year. A little bit [1:13:33] above that 1 million minute. And so it should be. [1:13:39] Growing at about, hopefully 500,000. What is the outcome of [1:13:43] retain shareholder equity other than financing capital? Practical. Practical. [1:13:53] At some point. Yeah, that's what I'm getting to. It's [1:13:57] going to keep growing, so. Why am Jit at some [1:13:59] point decide to pay a point? So where it helps [1:14:03] us. State the obvious. The balance sheets are assets. They're [1:14:07] looking to grow our assets to connect. New customers and [1:14:10] take out depreciated old infrastructure funding. So by having that [1:14:15] retained. Certainly helps us reduce the amount of debt we [1:14:20] have to use the finance and interest on to fund [1:14:23] those assets. So as our top, the balance sheet hopefully [1:14:27] grows with new customers, new subdivisions, more and access to [1:14:31] maintain down below will redeem the debt. Has to go [1:14:35] up more because of shareholder equity increase, and then that'll [1:14:38] be. Two things. One, increase our operating expense of financing [1:14:42] costs, and two, It's that your capital appreciation on this [1:14:46] dog. So you are owning a more valuable company. Without [1:14:50] the debt binding of your asset value. And so, as [1:14:54] a shareholder, you want to see that. Grow, and that's [1:14:57] that balance of cash now as a dividend, which helps [1:15:00] the tax. Base today. Or versus. Debt conversation of a [1:15:07] more valuable asset that you own. And I should mention. [1:15:13] When we talk about in our sector. Regulator on equity. [1:15:17] So of course, we look at our financial statistics like [1:15:19] other companies do, too. We have a very specific calculation [1:15:22] for us, our regulators, of return on equity. That's one [1:15:25] of the biggest topics in our process. Application, for lack [1:15:28] of a better, that's our profit. In our ranks, and [1:15:33] one of the values. That. Our current cost of capital [1:15:39] structure is our rate 19. Step. When you look at [1:15:43] our property plan and equipment at the top of our [1:15:46] balance sheet. That property plan of equipment is one of [1:15:49] the largest impacts on what our return on equity is. [1:15:55] And so the more valuable Pe is. Thinking our PPA [1:16:00] personal protective equipment, but. In the ppne, the higher that [1:16:04] is, that can lead to. Future. Larger return embedded in [1:16:09] the rates. So it is helping us increase net income. [1:16:14] So it's a balance of can we increase our property [1:16:17] plan and equipment again? Shareholder and it's helpful to meet [1:16:21] up by sharing directly. Really investing back into utility. One [1:16:25] other testament for you. Chair is on water meter replacement [1:16:30] with orange bell. Is there a cost? Recovery above and [1:16:32] beyond what you charge municipalities to new their water. So [1:16:38] for that. It is their project. And. We were happy [1:16:44] to tag along because we didn't want to lose that [1:16:47] service, so we were happy to take it along. They. [1:16:54] Bought this tens of millions of dollars to replace those. [1:16:58] Needs. Millions of dollars to replace those meters. And so [1:17:02] what we did. Our effort was to upgrade our systems [1:17:06] to integrate with their new metering infrastructure. Some of that [1:17:11] was paid dollar for dollar. Buy them. We pay our [1:17:14] coding people in Covid. And then we send the bill [1:17:16] to the virtual to pay for that. Zero. And then [1:17:21] there was a few things that we will buy efficiencies [1:17:24] on that. We've got, but the majority of our costs [1:17:27] were just like. Hey. Juicer. No, just a general comment. [1:17:32] Thank you for helping, advice. Banners, all that stuff. And [1:17:37] update things you do. Straight away at the length of [1:17:41] the Bill diamond forest. Forestry lights up on Christmas tree. [1:17:46] You were mentioning the smart meters, is that what. Is [1:17:53] it? Smart meters. It's an easy thing to read, but [1:17:58] also, I think that's a. Benefit. Like, if all these [1:18:01] is garden holes running in the backyard, you know, you [1:18:05] phone them up. Say publicly when you're backyard and shut [1:18:07] your clothes off. And so far, since it's been our [1:18:11] office staff calling Kim. Jackie who? People like talking to [1:18:16] the phone. For them calling, they don't take the stakes. [1:18:18] Out there watching. It's been really well received, and. The [1:18:23] first six good loads kids have. A few others came, [1:18:26] finally consulted and heard us there's. Like one, six. And [1:18:29] then that's continued through time to lost. Leaks. And of [1:18:33] course we think of our homes. We will now call [1:18:36] after leaking academic continued solar usage, but we've had some [1:18:40] businesses, especially. If a business that has. We've had a [1:18:46] property owner, and the owner is not really seeing the [1:18:49] bill. That property management firm just went to drastically. Not [1:18:54] that I'll use it in a month if they don't [1:18:55] remember you talk. About what an average is and uses [1:18:57] 13 use it as how. It should be dropped. And [1:19:04] using wildlife. Commercial. And so for the town of war, [1:19:11] they have longer cost. More. Refurbish others. It's costly. I [1:19:17] don't know how much. A year or two. The state. [1:19:26] Will help them meet their constitution goals. I should mention [1:19:30] that we're working with. The inductor teams. We're working with [1:19:35] them to provide. We don't have to make those calls [1:19:39] that customers can log in, but it would be like [1:19:41] how the account see their usage, click the button text. [1:19:49] We will be setting that up for brain value customers. [1:19:52] Not on a smart meter, data. We're. Deploying a silver [1:19:55] glaze platform. So right now, in the US American log [1:19:58] in and see the electric usage. You had that for [1:20:01] 15 years. And in that quarterly, you can set thres. [1:20:09] Thresholds if my daily. Percentage goes above the threshold. Email. [1:20:13] You could text me. With the argent silver blades. Bargain. [1:20:18] You'll be able to do that for your water and. [1:20:20] Your electric. But of course, when they walk up for [1:20:23] you. Monthly free. It's above this. Sending email. Get that [1:20:29] slightly. Change. [1:20:41] No. I'd like to thank George Ohio. For coming in [1:20:50] on Unico. What Geo said that first of the reading [1:20:55] that says it's. A well run company. Whatever metric you [1:20:59] want to measure. And again, the competitors. In the top [1:21:03] five. In everything you can think of. Yeah, it's just [1:21:08] a pleasure to. Over there. Every. Month and find out [1:21:12] what's going on. I think we'll be very well, buttoned. [1:21:17] There's not legal complaints. So thank you very much for [1:21:20] coming out. And I know Rob and Amy. No other [1:21:23] way. You found your way all the way over here. [1:21:28] It appears. Yeah, no problem. Mr. Mary usual. There is [1:21:36] a resolution to be passed in order to participate in [1:21:40] the shareholders meeting. Coming up at. If you want to [1:21:46] just call for a movement seconder on it. And yes. [1:22:02] Thank you, Paul, for thinking for all the other stuff [1:22:04] they do. So I have a motion moved by Councilor [1:22:08] Dart, second by deputy Wrench. Be resolved that. Councilor Steve. [1:22:11] The presentation from Route Coco Cao. President, Amy Long, chief [1:22:17] financial officer in Gia de Julio, Board chair of Orange [1:22:20] oh. Hydro and further that orangeville Hydro. 2024 annual report [1:22:25] be received in front of the council approved the proposed [1:22:28] resolution listed in Orangeville Hydro Limited agenda for the annual [1:22:32] shareholder meeting scheduled for June the 19th, 2025. And further, [1:22:37] the council points Steve Solomon as proxy and Philip wrench [1:22:40] as proxy in the absence. Of Steve Solomon to attend [1:22:43] and vote for the Corporation of Town Man Valley in [1:22:47] the annual shareholders meet to be held on June 19, [1:22:50] 2025. And at any adjournments. They're revoking any proxy previously. [1:22:59] Council direct such proxy to vote in favor of the [1:23:03] proposed resolution listed in the ordinary hydrogen. Shareholders meeting scheduled [1:23:09] for 19 June 2025 and further, that mayor and clerk [1:23:13] be authorized to. Get the proxy resolution for the shareholders [1:23:20] meetings. Any questions, Phil? You're going, but I'm in favor. [1:23:27] All in favor of the motion? I think James saw [1:23:32] that the AGM is only six minutes long. Here's your [1:23:39] next member. Thank you very much. And thank you all [1:23:43] very much for coming. And always, thank you for. Continue [1:23:51] to work together. Have a very successful utility. [1:24:19] Yes. Thank you for six minutes. That's the GM medical [1:24:27] spend quite a bit longer after. You get? Two. Guys. [1:24:35] That would be a care, but. They do have a [1:24:38] lot of events, too. They give a lot. Too. [1:24:53] So I am down to probably question, period, whether anybody [1:24:57] happy. [1:25:09] There hasn't been. So go ahead. What were you going [1:25:12] to say? I was going to. Say there has been. [1:25:19] A conversation up here. That. We have brought Catherine all [1:25:23] the way from Guel. Wondered if we could. Be okay [1:25:28] with council. To get. What item number is that? 12.3.3. [1:25:41] Years. Yeah, that's good terms. It'll be a while, though, [1:25:51] if you want to. I prefer Massachusetts preferred too. Sounds [1:25:55] good. And that deals with the manager of plan. Thank [1:25:58] you. Swear. Yeah, this report is. Session for the Grand [1:26:03] Valley Business Park, I think five years. If flow to [1:26:09] come to fruition. There's a lot of. Infrastructure that's required. [1:26:13] It highlights the report and their request, so unless there's [1:26:16] any good questions. I don't know if cabin has anything [1:26:20] to add. Or are you here to speak catheter? Just [1:26:24] to answer a question. If there's. Answer questions. Thank you [1:26:30] very much. To address. Okay, I have a motion moved [1:26:34] by councilor Lattim. Second by councilor. Be resolved. That leads [1:26:38] to give him to Catherine McLaughlin to address council. All [1:26:40] in favor? Of this home we get this evening as [1:26:49] it relates to our grand Valley park graph print request. [1:26:55] Yes. I just wanted to. Question. We did read Mark [1:27:02] planning report and its recommendations. And. Heard of them. And [1:27:07] we hope that some of these children are request regard. [1:27:12] Land. I know everyone's in the stream. Our infrastructure, servicing [1:27:20] challenges beyond our control and timing that are required to [1:27:24] bring. Those projects. Further, we're unable to clear our [1:27:34] draft planning conditions on an advanced project. [1:27:45] Answer any questions. Any questions from council? Thanks. [1:27:55] The only question I have. Is I can have these [1:27:58] things happen concurrent. Right. Like we are going to start, [1:28:04] right? I've always been told. You start digging for the [1:28:09] food pumping station, people can start doing something. So I [1:28:12] worry that we're going to start big, and it sounds [1:28:16] like fingers crossed, though. Start taking this haul. That would [1:28:22] be our hope. I've always been told that we start [1:28:27] digging. Things can start happening. And so I worry about. [1:28:33] Well, now reading. Well, know these things can't. And we [1:28:36] need another five years. That's my only concern. Absolutely yet. [1:28:40] There's a bunch of work to do. But I also [1:28:43] know that it takes a long time to get. Positions, [1:28:46] regardless of what kind of subdivision. And term matter has [1:28:51] to wait until the rest of the police station commission. [1:28:56] Would be who knows how long? Get the ball. Now, [1:29:01] the background work that's required to clear the draft plan [1:29:04] conditions, and I think what would be helpful for us [1:29:07] as well is just to keep inform with the tile [1:29:10] on the timing. Of these projects so that we know, [1:29:13] like, okay, the tenders have been awarded. Okay, we're. Advancing [1:29:18] to construction, and then. That helps us give up a [1:29:22] sense of time. To how we can sort of dovetail. [1:29:33] Thank you. Through you chair to Catherine. So just. What? [1:29:41] I guess through in 2022 when we sat what's been [1:29:44] done or has anything been done. Short, nothing. Or as [1:29:49] of a day. A very preliminary thing via our engineer [1:29:55] in the background. Just general comment. We gave you three [1:30:00] years out of the review. We gave them three years [1:30:02] that came back? Yes. September 27. Within the next council [1:30:07] term, but. Late, doc. So I would say. 2029. [1:30:18] Would be my suggestion to. Be. In. October 3. Say [1:30:26] about that? I was the one who said three years [1:30:34] at the beginning, right? We probably should have given five. [1:30:39] We'd be at eight to eight. Doesn't make a good [1:30:41] point. I agree back. Marsh. By the way, I was [1:30:45] hearing my throat. I agreed with. It. It probably does [1:30:54] make more sense to have it come back. Before. Kind [1:31:00] of breakdown? I don't know. I would open for each [1:31:03] month they've been going. I think we're all in. We [1:31:09] can actually get approved, but we can at least push. [1:31:12] To have things happen. The biggest frustration. I think that [1:31:16] frustration. We turn out in our control, then I. [1:31:27] Get that? Yeah, we hand it off to them. I [1:31:29] thought three years ago we had the compensation. Built by [1:31:32] now. We really should. Go ahead, but three. It. Certainly [1:31:41] your project is very important to this council and very [1:31:44] important to this. And I don't think we're going to [1:31:48] torpedo it anyway. We'll say four years. And. If nothing [1:31:53] happens. Those day. Four years again or who's ever sitting [1:31:56] here. Say that again. Hopefully we won't need to say [1:32:00] it. This is just to approve the draft condition, right? [1:32:05] This isn't to actually finish the project. No. They have [1:32:11] four years then to fulfill all the conditions and secure [1:32:15] the project. Secure the project and subdivision agreements, all of [1:32:20] that within. So instead of September 27, 2030, it would [1:32:24] be 2029. And that hopefully within that four year, the [1:32:30] infrastructure is there and. As captain sets up. We are [1:32:36] in fairly good communication mode, which on this field. No, [1:32:41] but I have a question generally. Phil and then jim. [1:32:50] I have a question ready, so you can go first. [1:32:52] Without being getting into specifics. What is the interest, actually [1:32:58] for developing that property? We're very committed and we have [1:33:04] an interest in. I know you do, but in terms [1:33:07] of how that's going to be done. With respect. To [1:33:11] putting people in there. Specifically here. They've been approached already [1:33:19] by companies to say, okay, we want to go here. [1:33:23] No, because we haven't been actively marketing yet. So there [1:33:25] would be a marketing program. Associated with. Defines users. Leveraging. [1:33:36] Other avenues. Like county of Deference. I don't know Grand [1:33:40] Valley, but everyone's economic development. Committee usually maintains lists of [1:33:45] available sites. That's where I was going for because Phil [1:33:49] and era on the EDC here in private. So that [1:33:52] was what my question was, okay? The other piece is [1:33:57] the, and it's mentioned in your planners report. That. It's [1:34:06] been Spanish, right? There has been expanded. So it says [1:34:08] potentially. Would we see a rework. Graph subdivision to include [1:34:13] the entire. Property that goes down to 109. Specifically working [1:34:19] just on this. We. Would not rework what we have [1:34:24] currently approved. Anything that we come of evening, the lands [1:34:29] that have recently been brought into the urban boundaries. That [1:34:32] would be another draft plan application. Let's call it a [1:34:35] phase two. But a planning beast does not make sense [1:34:40] to look at. Big picture, yes. I believe in the [1:34:46] plan. There are provisions for roads just for your watts [1:34:50] division, right? You own the property? On the field had [1:34:56] shown a preliminary road network all the way down to [1:34:59] 109, and Dr. Kathy said, no, you can't do that. [1:35:03] So don't show it. So we had to. Take it [1:35:04] off. So we're thinking in the future they're not. Yes. [1:35:11] If it came in, it would be another drought plan [1:35:14] of subdivision and it would be another public process. So [1:35:19] that's the way it would have to be done. But [1:35:20] these lands. Were back to 2014. They predate me. We've [1:35:25] had these. At the time. When they came forward, Thomas [1:35:30] Field was showing their commitment. To start having grand Valley [1:35:35] as a full community. Before Glenn play everything. So this [1:35:38] was the start. Unfortunately, infrastructure projects take a lot longer. [1:36:00] Hopefully she doesn't. But I think from a fundamental standpoint, [1:36:09] it doesn't make sense. Motion by councilor Lattim, second by [1:36:16] councilor John Kirby. Resolved that report number pln. 50 99. [1:36:22] Draft plan approval extension request. Grab our business. Park Thomas [1:36:27] Field, file 22 t. 202201 be [1:36:36] received in terms of the council approves the extension draft [1:36:40] plan approval for grand Valley business park. Filed two. Two [1:36:44] t. 202201. For four years to September 27, 2020. Any [1:36:51] close in favor? We don't have to do that one. [1:37:01] But yes, that would be disappointment if we don't get [1:37:03] something. Thank you very much for coming. Back to me. [1:37:15] Excellent. On my list [1:37:24] is an update on the land. For a new library. [1:37:36] We received their leather and. I basically confirmed that what [1:37:43] they're asking about. Is it? Is eligible. For Doveman charges. [1:37:52] What that facility will be. If there's any questions or [1:37:58] anything. I know Joanne's here as well. Donker is on [1:38:02] the board. So any questions about any of this? Thank [1:38:06] you. Chair through you. The only question I have. Should [1:38:13] there have to be a portion of the DC chargers, [1:38:14] a portion of municipality. Like we should be paying 100%. [1:38:23] The bigger picture being. From Rendell. How are we finding [1:38:28] this library? How are we. How do I reward main [1:38:31] town to rent it? And. If now I'm going to [1:38:35] collect the full rent, that's a different case, but. If [1:38:37] the board is going to be paying for the operations [1:38:39] or end of it portioned accordingly. That would be my [1:38:42] own question. Why is the Grand Valley pay hunt? It's [1:38:46] a minimal amount, but at the same time as the [1:38:48] principal. It's not a big question. It's just a question. [1:38:54] At this point, that hasn't been contemplated, so that would [1:38:57] require further. I don't. Know if that's been discussed with [1:38:59] the board level at all. But. That is a good [1:39:05] point. Is there going to be a town of Grand [1:39:07] Valley? Owned Philippines who can be owned by the board. [1:39:11] Is it going to be. Some hybrid. Thing. Joanne, I [1:39:18] don't know if you had. That been anything that says [1:39:23] with that at all? Nothing's been said. The way it [1:39:27] sits now. The town of Grand Valley own the Grand [1:39:32] Valley Public Library. The chief municipal. The library and the [1:39:36] library itself is owned in a service of the town [1:39:39] of Graham Valley. The two other municipalities contract. To the [1:39:46] library board. So they don't own the library. They contract [1:39:54] services from the library board. And so, therefore. [1:40:04] They don't contribute to the capital. Technically, no, they are [1:40:07] not obligated. To. Contribute to the capital, and that is [1:40:13] in the contract. That their expenses are for operating only. [1:40:20] The books. Are kind of capital, but. It's a library, [1:40:25] so it is part of our operating. Which is different [1:40:28] from the other boards. It is completely different. The agreements [1:40:33] are different. So if we're building a $2 million library, [1:40:38] they're not spending any money. That would be up to [1:40:44] them at that point, whether they want to make a [1:40:46] donation, whether they want to contribute. That's up to them. [1:40:55] The other option, and I probably think that should probably [1:40:58] come about sooner than later, is that the town. Grand [1:41:01] Valley actually charged rent to the library. Down, built the [1:41:05] building, and then rented out to whomever. Already now. Because [1:41:11] right now, The library. Is. In this building ran free. [1:41:20] There's an exchange of grass cutting and bills. That should [1:41:26] be. Maybe fleshed out a little bit better, but I [1:41:31] think also. A better financial agreement. So that the library [1:41:38] grants from the municipality. But the municipality. Basically is language. [1:41:46] Right. And then that way the [1:41:56] rent is part of the operating cost. Following along with [1:42:05] that. I don't know if the other municipalities have the [1:42:11] libraries in their DC. I doubt it. I don't think [1:42:18] they do. I think they do. For. Fire. But not [1:42:23] for life. So, yeah. I answered that [1:42:33] question. I guess right now there's nothing in the agreement [1:42:35] for capital that it's on us. Question how those do. [1:42:40] The only other questions. I'm not great. To the. What's [1:42:47] it called? The size of the. Site. I wondered if [1:42:51] Grand Valley is going to do it. I wonder if [1:42:54] five acres. Because they still don't have a report on [1:42:58] this building. For whether or not the viability should touch [1:43:02] on. Building at the same time. But it should touch [1:43:07] on it. Ten to five. Eight is. A decent sized [1:43:17] property. Yeah, it's weird. It's not nice. There's [1:43:27] trail and then there's pipes. We don't. Know. [1:43:37] That's good. As it says in here. The board needs [1:43:40] to help come up with a scope of work for [1:43:42] what this study would look. At. We could include something. [1:43:46] Is that what you want to call it? Yeah, we [1:43:47] did have it. There's a building. Committee. I'll just phrase [1:43:54] it. That would probably come up with that sort of [1:43:56] thing. Anything else? Great. I'm just. [1:44:07] Doing this more for vegans because I go, hey, do [1:44:10] we know how much? I guess it depends on what [1:44:12] they want. Do we have a general idea of what [1:44:15] this is going to cost? Us, and I'm assuming we [1:44:18] had it. In our dcs. Yes. We've been collecting library [1:44:23] money for GC and viability. 20 to 30k. King old. [1:44:33] We. March. If we're lucky, at table five two in [1:44:39] your report, that would come under provision for. Collection of [1:44:43] materials. And space. But for which faction would you be [1:44:52] taking? The space. The space. Provision for additional space would [1:44:58] be where the CC money would come from for the [1:45:00] building. Okay, so over a ten year period, that's what [1:45:05] we're estimating, that we're. Going to collect. There. 's obviously [1:45:12] nobody else going to ask. The town valley has been [1:45:15] asked to take this home. That's something we could always, [1:45:23] depending on which way they go, we can. Fortunate later [1:45:26] too. And let's keep rolling. I believe that's going back [1:45:35] to the life report for more. Second or. Second. [1:45:45] Roaring and I wait to talk. [1:46:05] About covering. So it tells you what side of the [1:46:09] building you put on. Is that the shorter? I purpose [1:46:14] of each space in the building. Types of use now [1:46:17] a volume of use. How could it be best used? [1:46:24] On the top. I've been looking at the physical characteristics [1:46:26] of the land. Driving anything. Traffic. Traffic. [1:46:36] So based on the wish list of the library board, [1:46:39] they presented the other. Answering the questions of could this. [1:46:49] Space do? What is wanted. To handle how much space. [1:46:58] It would require. Should we probably add that? Library committee. [1:47:07] Build a committee would. Yeah. No, but if we at [1:47:11] the town wanted to add on, well, depending on how [1:47:14] much they. Need. Is it viable to have anything else [1:47:17] there? Are feature two of the report, so we spent [1:47:20] two grand on that. We're paying for it. We wanted [1:47:24] to get a report back to. Works for a full [1:47:27] use building. Or whatever. That makes sense. Nothing new. For [1:47:37] directions. I think it needs to. Right. Or to prepare [1:47:42] school work consultants with this plan so that the RFP [1:47:45] can be issued. Including town considerations or something. Potential for [1:47:51] code. Going to the board. I [1:48:01] think the original plan that was taught use opportunity as [1:48:04] well. Food bank comes to mind. There's one potential. To [1:48:09] add. Including considerations. Okay, I'll put including. [1:48:19] Yeah, because. It does depend if I think of what [1:48:24] the library decides, what they want. But I thought when [1:48:29] I read one report that, Joanne, you wanted it to [1:48:32] be a multi, multipurpose facility. Not only. Well, I did [1:48:37] have, like, a commercial kitchen on there with a little. [1:48:40] Bit bigger hall for larger groups. And then I did. [1:48:48] Potential food bank. Wanting a senior center. There's all sorts [1:48:53] of possibilities that. Can be added. Into a new library. [1:49:00] I would like some sort of outside Pavellian too, for [1:49:03] outside programs. We do for outside space? That would more [1:49:09] fall. On kind of recreational or just basically. Almost a [1:49:17] picnic area or some sort of covered pavilion so that [1:49:21] people who. Were using the trailways. Or. Want a family [1:49:27] reunion, and they want something with protection, and they could [1:49:30] rent out that space. There was all sorts of different [1:49:34] ideas. We had. Nothing was concrete. It all depends on [1:49:40] how much money. The town's willing to spend, whether it's [1:49:44] going to be a phase one and a phase two. [1:49:46] Yes, we might get the library, but, like, the outside [1:49:49] space might have to wait. A year or two. That [1:49:52] all depends on. What the town wants to do. And [1:49:57] then also how much? The town is willing to contribute. [1:50:01] How much the town is expecting the library board to [1:50:04] fundraise. For and. What the town is expecting us to [1:50:09] fundraise for, so there's all sorts of considerations that have [1:50:14] not been discussed in any manner at all. Doesn't it [1:50:19] go to tender? Based on the budget room, the RFP. [1:50:22] We have to get some quotes on it. We'd have [1:50:28] to get centered along with a closed. No. That's only [1:50:38] really if it gets over 100. We can invite. Consult [1:50:44] 25 to do it. Every night have a motion moved [1:50:49] by councilor or deputy mayor and secondary council. We would [1:50:54] result in. Council receives a report granted by the public [1:50:56] library. Land design. I'm pray that a council authorizes the [1:50:59] use of development charges funding to pay for a viability. [1:51:04] Development plan and asks the board to prepare group of [1:51:07] work for consultant assistant plan so that. RFP can be [1:51:13] issued when they're ready to proceed with the next steps, [1:51:16] including. Consideration. We'll keep in touch. [1:51:27] I did take a quick look at the development church [1:51:30] studies for both. Thank you. [1:51:41] In particular for Mr. Does break it out. As to [1:51:44] the amount that they've collected for provisions for additional space [1:51:47] and provisions for collection. Materials, both for county grants Valley [1:51:51] and for shelter. You already asked the question, but. [1:52:07] Okay. Can we move on, then? Twelve. One, 20. Performance [1:52:17] review. An earlier council meeting. What was it? There should [1:52:21] be a couple of different ways to do the CAO [1:52:23] performance review this year. I just sent some information. On [1:52:31] the two different types. Council needs to pick how to [1:52:37] do this. Make it happen. Oh, I don't know. [1:53:05] Some discussion. How do we want to proceed? With. The [1:53:13] only discussion, I'll add. So the fire board got a [1:53:15] quote from RLB for 360. Three. But the only thing [1:53:22] I have. All the option. Just for information. I probably [1:53:26] leave that way, but. I've changed my life from last [1:53:33] week. Anybody else has spoken. Standard. [1:53:43] Three things. It's a little new agey for me. I [1:53:47] have three things because it makes a whole lot of [1:53:49] sense. The way I see it, I figure if as [1:53:50] a leader you can't figure out what your people are [1:53:52] doing, you shouldn't. Be needing them or what they're thinking. [1:53:59] The most part, I do. Part of the job. Okay, [1:54:07] James. Go ahead, Lauren. You can choose this reading. Are [1:54:16] you breathing as well? Isn't that. Question focus in the [1:54:23] past review, let's just say we didn't go with a [1:54:26] 360, because then there's no discussion among. Employees here, whereas [1:54:32] 360 would give that conversation as well, like HMI. Yeah. [1:54:37] So that's. I think that actually makes more sense because [1:54:39] we sit in a room. Here, where you're like twice [1:54:41] a month have been doing this review. Kind of second [1:54:45] Paul's idea. There. 's. The inclusion of employees. [1:54:56] And people that are actually here. Have you thought, James? [1:55:01] Leaning into it. I was leaning towards. Fills. Still likely [1:55:07] there, but. I could see the horizon of the sort [1:55:10] fridge. You know what? Let's just get the 360. Maybe [1:55:18] this. So RLB. The one I drew, the number four, [1:55:26] but you've never checked. Yeah, just based on the amount [1:55:33] of work. You review from and I'm thinking. You see [1:55:41] me know just the company that kind of, whether you [1:55:43] know, or like, or even a. Budget or. Because we [1:55:48] do business with both. We do business, Ruby, and we're. [1:55:52] Well enough to grow. We work with ward not to [1:55:56] grow for HR. They're familiar with our HR policies, our [1:56:01] job descriptions and all that. Rlb they know. Our books. [1:56:04] They don't know our HR. But. I would think they [1:56:09] do look the same. I mean, more enough for. Less. [1:56:16] I can't imagine to be two men. There's Dolly difference. [1:57:24] From. [1:57:34] Hma. [1:57:46] Which I think makes sense a little bit. Fireboard proposals [1:57:49] we saw, so. Clarify. Yeah. Push my gas rely on [1:57:56] cycle by councilor Juncker be it resolved. 2025 Cao performance. [1:58:05] View format and further that council direct CEO to arrange [1:58:08] a 360. Degree review. From the balance HR consultants up [1:58:15] to an amount of $5,000 to include three to four [1:58:20] employee interviews, one to two meetings with council and individual [1:58:24] counsel. Feedback. From american firefox troubles. Any questions on the [1:58:30] motion? I'll do. Up next. [1:58:43] Step is the Highland Health Network use of space at [1:58:45] the medical center. So. [1:58:59] I did receive their documented request. And echo slice. I [1:59:05] was a little concerned that I didn't quite get erased. [1:59:10] But that's exactly what they're asking about. Is students and [1:59:13] resident training. And using the whole building. Question. Click on [1:59:19] this. What's their current? Situation. But [1:59:29] they're using that. They hadn't signed the new lease. For [1:59:33] their front floor. Is that still in limbo? Yes, and [1:59:35] we would finalize. If this goes ahead fast after they've [1:59:39] asked, we would finalize the lease based on these changes. [1:59:44] If it does, then you're saying, no, they can only [1:59:46] have the upper then we'll. Silently. But what are we [1:59:49] going to do in the interim before, because it's contingent [1:59:52] on them. CBD through funding. Theoretically, it would give us [1:59:57] time to finalize a new lease. And also do any [2:00:02] of these repairs that board was contemplating. Doing? But not [2:00:09] the Dutch. All right, guys, I think it's a good [2:00:15] idea. I'm reading between lines since they don't want to [2:00:19] pay what we're in charge. They won't want to pay [2:00:23] none. They change their name. I mean, they're corporations. I [2:00:28] have a whole bunch of employees, I think. One of [2:00:32] the things that they're used to is paying rent. Well, [2:00:35] they're also used to getting subsidies from municipalities, too. And [2:00:39] I think if that's a conversation that we're going to [2:00:43] be having, One of the things that came out of [2:00:46] the EDC survey that we did with people would like [2:00:48] to see more medical services provided, so that would be [2:00:51] a good thing. One of them would be sort of [2:00:55] a walk in clinic, or at least some hours, and [2:00:58] so. That's where, if they want to negotiate, then that's [2:01:01] where I'd be. Looking to negotiate, but they have to [2:01:04] give us some things that maybe we monitor unity. And [2:01:09] that. They would like to see. Other than that, I [2:01:12] think it's great. If they're lucky to provide more services [2:01:15] here, that's a good thing. One of their employees may [2:01:19] be somebody that is experienced in negotiating or try to [2:01:22] negotiate cheaper rent. Well, that's the thing. I don't know [2:01:27] how many employees they have, but I. Would say they [2:01:29] have a whole bunch that aren't in providing pay. We [2:01:34] can't afford to do this, but. All these employees that. [2:01:40] Aren't actually doing anything to generate revenue. But I know [2:01:44] they do sort of have some prevail. I get that, [2:01:46] too. It certainly would be nice to have some. Somecillary [2:01:54] services in there. Pass those that way. My only question [2:01:59] or concern is the end date. Upstairs. Whatever. Upstairs. [2:02:10] Yeah, upstairs. If they had signed me up the new [2:02:14] updated one for upstairs and they were asking to keep [2:02:16] the bottom empty for 34515. If the lack of leaks [2:02:21] upstairs that makes me go. When I would want to [2:02:25] put an endmate on it that we have answered, that [2:02:27] would be the biggest thing. I feel a lot more [2:02:30] comfortable. We have a further ending of the upstairs assigned. [2:02:33] But, like, September. One. I don't know what their I [2:02:39] think funding is hard to get, but things were in [2:02:41] a tough spot, too. The competition was that they would [2:02:45] know by basically end of October. Mid fall. They would [2:02:51] have this all in place. I think they would know [2:02:53] earlier if it was going to follow. But they could [2:02:57] seem fairly confident, better, more confident than I've heard them [2:03:00] talk about the same thing ever. So my only thing [2:03:03] that would be. I don't think it's. Unreasonable for us [2:03:05] to ask to sign the upstairs win and. Emotionally divide. [2:03:11] Whatever the thing we would consider a full. Change in [2:03:15] that lease at the time for a fully, if it [2:03:18] were to go ahead, I think that's. Prudent management. We've [2:03:23] done a bunch of changes there. To be better landlords. [2:03:28] If they would find it. If we gave them reassurance, [2:03:31] we would review it at the full time if they [2:03:33] went full building. I'd be kind of happy, but that'd [2:03:37] be just fine. We could dump out. Of. Thank you, [2:03:47] I guess. Sorry, was there any discussion that if they [2:03:50] didn't get funding, what? Their intentions were then with the [2:03:53] current space. Just stamps it. I would definitely echo accounts [2:03:58] for a lot of them because there's really nothing hindering [2:04:01] them at this point. Signing it. And the more comfortable [2:04:04] putting in some sort of clause regarding. The discussion or [2:04:08] whatever. I'm inclusive funding. But, yeah, there's no reason they [2:04:12] shouldn't find it. How often is it? Mid month to [2:04:15] month. Yeah. But I guess they're month to month at [2:04:20] their previous rate, and we're proposing that rate increase or [2:04:23] we not discuss that later. Significantly. Yeah, because they weren't [2:04:28] paying value, right? [2:04:41] The amount of problem that must have. No. We don't [2:04:48] want to play around trading. So by need your direction, [2:04:51] our tax. I'm looking at James. I'm with these. And [2:04:58] then we need to put a, we need to put [2:05:00] a day down when they're. With the top ended here. [2:05:04] I think it should open ended. Or even. Or even [2:05:09] to at least provide updates. Right, like provide an update [2:05:12] in three months time. Here's where we're at. We? Whatever [2:05:17] day that is. First meeting in December. [2:05:30] They'll get this and then they'll probably. I think we [2:05:37] set out what we would like to see from them. [2:05:40] And if they don't? Like it. I'm sure they'll tell [2:05:41] me. So. [2:05:52] We're receiving a full word. And further that council where [2:05:55] you can hold off securing lease. Below. Highland Health [2:06:04] Network to provide or to provide. And [2:06:14] update. We have that further than but for that. [2:06:23] Will agree to hold off securing the lease. To give [2:06:29] them time to finalize plans for them, to provide an [2:06:32] update. At. The September. 9th. [2:06:43] Only 2025 meeting. There's no [2:06:53] more. Horde. And. [2:07:01] Further about. The. I don't know if we proceeded amendedly. [2:07:10] So further, the council direct staff to. What are we [2:07:17] directing our patents to GAo to secure the lead for [2:07:21] the upper. Level. To. What? Here. [2:07:46] The space currently occupied or for the upper level. Upper. [2:07:59] Level. As soon as possible. By the end of the [2:08:04] month. I know it's not located, but it's dragged on. [2:08:13] I think it would be all of it done and [2:08:15] updated for the September 9 meeting because it'll take me [2:08:19] going back to them, and they're going to want to [2:08:20] go to their lawyer in their insurance again, and they're [2:08:22] going to want to make sure that everybody's happy. Not [2:08:25] if we put some more hitches on it. Right now, [2:08:31] we're not. I don't think this is two and a [2:08:35] half weeks is going to be enough time. We need [2:08:37] something to motivate them to get. Any other landlord would [2:08:42] have kicked it home by the home. We have a [2:08:46] VC grammar. So that's it? We just do that? And [2:08:50] if they have any issues. The lawyer could always donate [2:08:54] amendment or throw in an additional cause to reflect this. [2:08:57] That makes everyone happy other than. Or they can just [2:08:59] sign upstairs. And further that if there is a problem [2:09:04] with the lease, they delegate to council. I would stick [2:09:11] with. Sign they. Proposedly before the amount of money. I [2:09:17] know, but I'm saying we're reading. You know what I [2:09:20] mean? I don't think that by the end of the [2:09:26] month even. Further, that council invites them to come to [2:09:35] discuss. If it's about money. We can zoom teams in [2:09:44] Darth. Vader we want. [2:09:55] And I'm sure they want to stay. Happy. To lead [2:10:01] to. [2:10:11] Medical, dental. Who are no longer. Worthy of my blessings. [2:10:40] But. Yeah. [2:10:52] You went from no time. You went from 3000 a [2:10:57] month. We didn't really increase beliefs a whole lot. We [2:11:01] just started leaping paper stuff. The request is for 31,000 [2:11:11] a year. I think you were maybe collecting 1213. But [2:11:19] that was the intent, was that it was community service, [2:11:21] Frank. It's [2:11:30] 2600 per month, plus tax. Taxi. Wasn't a huge. [2:11:46] Deal. I have that, yeah. They have not sent me [2:11:53] anything formal to send him a boat. They can't just [2:11:58] keep dragging her. Read it, see if it makes sense. [2:12:02] It's legible. If I can actually see. [2:12:12] We have to include something. [2:12:23] No. If they don't provide an update, then we move [2:12:25] on. We should tell. This just says finalized land, blah [2:12:31] blah, blah. To provide an update at the December 9 [2:12:34] council meeting. But it doesn't say. Oral. Well, I think [2:12:40] if we don't get an update by then, we will [2:12:42] send a letter. Saying, as long as it's cool and [2:12:46] everyone's happy. How do they want you to write more? [2:12:50] But I'd like to. Grab alley once. Keep doctors, doctors [2:12:56] in Grand Valley. And whereas we want a lease for [2:12:59] our building. If the precedent would leave. Track. We need [2:13:05] to add a bit of. I don't want to get [2:13:08] some sales. At the beginning, right? I know. [2:13:21] The one good thing about county council is they give [2:13:22] you really good path. Whereas. The town of Grand Valley. [2:13:40] I don't have county money that I just want to [2:13:42] spend on. No, that's the thing. You got to go [2:13:45] to the county to get the baseline. Tomorrow. Thursday. Bring [2:13:53] your pocket three. Yeah, dinner is a quiet. [2:14:03] See what I can do. I should have just started. [2:14:10] Twelve is my daughter's birthday. I'm going to apologize to [2:14:18] you in advance. Okay. [2:14:29] At least you can follow along with that. [2:14:41] Commercial. So soon did the great building. Okay. [2:14:53] I think fact covers it. Not skinny, a little messy. [2:14:58] You may have to call me. As long as Americans [2:15:01] read it. Send me an email to you. I don't [2:15:05] know if he'll be able to. Agree. Degree, time. [2:15:20] This doesn't get correct. [2:15:36] I am missing a word. If. [2:15:48] They. If they provide an update. That makes a hell [2:15:54] of a lot more. See what happens. I have a [2:16:00] motion to move by designer Ranch, seconded by council Bajar. [2:16:03] Where is the town of Cran valley, which. To have [2:16:06] the provision of medical services. In this community, whereas. The [2:16:13] town. The town of Grand Valley wishes to lease of [2:16:16] commercialism. Building being resolved, the council receives the report. Island [2:16:21] used Highland network use of special. Space. Sorry. At medical [2:16:27] center. Medical centers. And, for instance, the council agrees to [2:16:30] hold off on securing. At least the lower levels to [2:16:36] give island health network. The time requested to finalize plans [2:16:41] for expanded medical services in our community. If they provide [2:16:46] an update. At the September 9, 2025 council meeting. And [2:16:53] further, the council directs CAO. To secure a lease agreement [2:16:57] for the upper level by the end of June 2025, [2:17:00] and therefore. And for that, if Highland. Health network has [2:17:08] concerns with police. They are encouraged to delegate to council [2:17:11] at their earliest convenience. Only back to the printed [2:17:21] section where we delay the curing. Elise, I would like [2:17:25] to put. It like the end of the year. Because [2:17:29] if they don't, because the way it's written is. We'll [2:17:34] delay it, but. We don't tell until when. We just [2:17:35] say we need to fill a thing is up. This. [2:17:38] September 9. That's when you'd like for them to. If [2:17:40] they don't. Provide an update by the September 9, and [2:17:43] we're sending the lender saying you're done. I think that. [2:17:49] 's clear. The lean from the other stairs. By the [2:17:56] end of month or Valley gate. Yeah, it does give [2:17:59] them two meetings to come because they could be July. [2:18:02] The first meeting of July. I was going to be [2:18:05] a little more generous on the year, but. They're updated. [2:18:10] September. We need another month. We want to work them [2:18:17] so conveyor. [2:18:29] Okay. Next report is just a brief memo on the [2:18:34] firefighter recruitment. If he goes round and around. Back again. [2:18:45] So. There's nothing really to direct on that. Just asking [2:18:48] to receive their update report, I think. I've passed that [2:18:51] motion. I trade with film. [2:19:04] Please don't. For 37 hours. I was just 120 grand. [2:19:11] I probably go. By councilor guard, second by deputy Ranch. [2:19:19] It was all the councilor Dees de memo. Firefighter recruitment [2:19:22] dated June 10, 2025. And. Final report. [2:19:32] Under me is my progress update. I'm just going through, [2:19:37] see if I have an update from my update. Doesn't. [2:19:45] Sewage pumping station. I do have an update. I have. [2:19:52] Final contract. I know how much security is it has [2:19:55] to pay. I've given burn size one final review, so [2:20:00] I expect to be signing that agreement tomorrow. So that [2:20:05] the hydro. Nightmare will be. Awake from time. I believe [2:20:12] it when I see the shows. Shovels in the ground [2:20:16] will not be tomorrow. Yes. That's [2:20:26] one. Just note that we were not successful on the [2:20:28] grant application for the arena. Room. One of the two [2:20:31] we submitted. The first one was not successful. We haven't [2:20:34] heard. Back on any of the other ones. Any questions? [2:20:46] Any questions for me? Super. Thank you for you chair. [2:20:53] The first would be. Fail gravel. Ten is being close [2:21:00] to being asked. They're not a close session to figure [2:21:04] out what. Have we done that ones we've been grades [2:21:08] we've got. That where you received the appraisal? Did we? [2:21:17] Go down. The specific numbers anymore, but we did. That [2:21:22] we want to hit or anything like that. The tender [2:21:30] package always says the council reserves the right to accept [2:21:32] none of the proposals. We don't ever get to see. [2:21:41] The laker win in business. But we don't get it [2:21:46] slacked. Because. That's right. Correct. But. Aw, the minimum would [2:21:51] be you don't get to execute, and that would hit [2:21:53] it. I'd have to look back. If you want me [2:21:57] to bring it back, I was really. Hoping to post [2:21:59] it this week. Weekend. Carry on. Get whatever we can. [2:22:04] Be afraid. Another comment. So Grant matches a company that [2:22:10] raised grants? Yes, I already have a contract with them. [2:22:16] We haven't been very successful in the last few, and [2:22:17] I wondered. It's only. Because. Another council in eastern Ontario. [2:22:23] Used to edit the housing stuff. They're so competitive. The [2:22:26] whether or not we look at the housing ones. Whether [2:22:29] or not that's an option. I don't know what we [2:22:31] use. We get updates from them, but we've never used [2:22:35] them. I kind of made that my call because they [2:22:38] charge 10% to 15%. So if you get a grant [2:22:42] for a million, they make 150,000. Or $100,000. [2:22:56] The grant that we have been applying for are mostly [2:22:58] engineering grants, so it's all about the technical stuff. How [2:23:03] grant? What they do. That might add to earn 100,000 [2:23:08] I haven't really seen. The proof. Dog count. [2:23:19] Direction or you're requesting until the end of September, and [2:23:22] it's all. As long as you give us patience. We're [2:23:27] working away at it. We were hoping to. Get further [2:23:29] that week, we would end with the two big rainy [2:23:32] days. We didn't go anywhere. On it. As we said. [2:23:37] We would have had the whole village done if we [2:23:39] hadn't. Had rain and rain. When you asked. First we [2:23:43] had the subs. Subsidiary dogs that are visiting, that kind [2:23:49] of stuff, all that stuff. Yes. [2:24:02] Building. I'm going to report back on that. They've presented [2:24:11] a draft, correct? So we have draft as there are [2:24:14] big discussions. At staff level. About. Council to come back [2:24:20] with a report. Other municipalities. Are the only misspiving that [2:24:30] I know that has taken anything lately is mono, and [2:24:33] they decided to stay with the county. Where there's. Nothing. [2:24:38] Yeah. I just. Without coinciding, I wonder. We have four. [2:24:45] Months. We'll call it forward because we should make a [2:24:47] decision. It'd be nice to. Do agreements with Amran. We [2:24:55] shall be when you get a report. Anything else? What [2:25:00] was that? Fire one? Yeah, that's public works. You're grabbing [2:25:08] off my pile. Of tissues. [2:25:22] Taken by Lauren here so that council receives the report. [2:25:25] CAO Progress update information purposes. All in favor? That's it [2:25:33] for me. Thank you. There was one thing there. Sorry. [2:25:42] There's a meeting on the Twelveth. Yes. Anybody call? I [2:25:46] do need to have confirmation. If you are going. Strongly [2:25:50] hoping that everybody. Will. I have heard for sure from [2:25:54] one. No. The county all council meeting. [2:26:06] Planning. Another. 70 30. There's dinner at five. I won't [2:26:12] be going to that. I didn't know I asked you, [2:26:16] but I'm treating it like a county council. Meeting. Well, [2:26:19] if that's how you've been guided, then perfect. No. Only [2:26:27] in person. Because it's at. But I'm assuming I'll be [2:26:37] there to hunt your way up. Let me know. What's [2:26:41] my question? Okay, moving on. 12.2. Director of public Works [2:26:49] Matt. Just update or. What's the update on? Basically, mostly [2:26:55] operations. So the month of May, it seemed like all [2:27:01] we did was create Rose and Berry. Bonnie. Bonnie. On [2:27:07] in the road. Don't take that out of context. So [2:27:15] very busy, very busy month in the soundtrack, but I [2:27:19] know go through my stuff. This important. We had. [2:27:31] About spring grade done. And calcium underway. We have two [2:27:34] more. Full loads left tomorrow morning 05:00 a.m. and Thursday [2:27:38] morning 05:00 a.m. And waiting on a truck and pop [2:27:42] next Thursday to tidy up like dead end. And the. [2:27:49] Parking lot Sunday. Little place that we calcium that aren't [2:27:52] really good spots for large transport trucks. The north shop [2:27:58] renovation is coming along quite nicely. We ran into a [2:28:02] couple of hiccups. With water damage. Years and years of [2:28:06] water damage, water. Pouring in the windows mostly, and. That's [2:28:12] what kind of spurred us to start this renovation. And [2:28:15] sure enough, we come across quite a bit of damage [2:28:17] in the. Walls so. We just kind of dedicate it [2:28:23] as we went. Across the cost effective decisions as well. [2:28:30] Quick manufacturing, I think is going to serve us for [2:28:32] a long time for what we need. Not in space [2:28:37] for equipment per se, but for staff and mushroom trade [2:28:41] route, that sort of thing. And so we're kind of [2:28:44] bring we grow into theirs. Then back to the cemetery. [2:28:50] Seven full bodies, one cremation. That was a lot of [2:28:54] stop time. The truth? Bridge maintenance. Is how the report [2:29:01] was written. Was slowly getting underway. We put a pretty [2:29:05] good dent in it. So far. The new water truck [2:29:09] with reel and hose has come in quite handy with [2:29:12] washing bridges along with other maintenance items. As specified. Manual [2:29:19] from 2023. Coming up. We want to prep main and [2:29:27] water for the double micro surface application. Those of you [2:29:33] that don't know the gip asphalt plant, otherwise, the old [2:29:36] Greenwood actual plant over. 20. Burned down. Probably. [2:29:47] About six weeks ago now, which kind of hampers us. [2:29:50] Not that we were a huge asphalt consumer here at [2:29:53] the town, but it was handy to be able to [2:29:55] go over and get small. Quantities of hot asphalt to [2:29:59] do better repairs than just using cold patch, so I [2:30:03] had to change. Gears a little bit. The Cambridge area [2:30:07] that I've agreed to work with. They have a hot [2:30:12] box and. They come from the job daily. For three [2:30:17] or four days, whatever we need in a row to [2:30:19] be able to complete these prepares. With a small farm. [2:30:22] Probably wrote two ton of astronaut, which would work for [2:30:25] us for the day. To be able to do what [2:30:26] we need to do. So anyhow. I'm looking to have [2:30:32] that done hopefully in July and be ready for the [2:30:36] micro surface. August. Other than that. Continue with our routine [2:30:46] stuff. I just wanted the town. More and more. Needs. [2:30:53] Every time you turn around. With the kinds of people [2:30:57] that are visiting here and we can use here. Prison, [2:31:02] for instance. It was parked in. Must have been a [2:31:03] large family. Gathering down there, and you were nice enough [2:31:08] to be just about four big bags of garbage over. [2:31:11] The weekend. That. Full of scrap food that got tore [2:31:15] up. So we come across stuff like that on Monday [2:31:19] mornings. Flower water. Is 6 hours. At a time times [2:31:26] three times a week. If you're not fortunate enough to [2:31:28] have some. Rain, so these are just. Make you aware [2:31:33] of stop time it takes just really. Kind of minor. [2:31:39] For beautification purposes per se. Other than that, that's all [2:31:45] I have. Anyway, say questions for that. When I started. [2:31:52] What I said about Herewood park is just an example [2:31:55] of them for coming. Across. My name's become greater seems. [2:32:03] Through you chair. I will just make a comment. That [2:32:09] public works week. Or Google. Just put it on a [2:32:14] reader. I think we should do something to highlight that. [2:32:19] A lot of work and a lot of work we [2:32:20] don't see. And I think it should be recognized during [2:32:22] that week because we try and do some of these [2:32:25] have to turn them the other things, but next year [2:32:28] we should have. I feel. Recognized in some way, even [2:32:35] if it's lunch. Nothing on the report. Anyone. Question about. [2:32:48] You said. Thy true bridges. I hope you're not. Scott, [2:32:55] but it's a narrow blade. Bridges. Because I was curious [2:33:00] as to why some breaches Gotham is hunted. It's the [2:33:05] requirement of the wisdom attack. So I thought my head [2:33:10] lose. Sign. [2:33:20] When it comes to these bridge. Maintenance projects. I refer [2:33:26] directly to the old set. Right. And what I think [2:33:29] I have five or six out of that 2023 report. [2:33:33] That required some inch, and they all got signage. Okay. [2:33:39] We haven't installed any yet. [2:33:51] I'm glad that we step with the way. We have [2:33:54] an on point project. The reason I asked is because [2:33:59] I was really surprised that it was solved at one, [2:34:02] but not right around the corner of the. Information, the [2:34:07] fact that the road is already narrowed as it so. [2:34:21] We try to cultivate the tuck in last year. With [2:34:25] its full intentions of fulfilling. That has the recommendation. I [2:34:31] don't know if it's dramatic, but council. Just south of [2:34:40] the bridge of the main street south, there's a sign [2:34:43] that says death. Child warning. I think there's been a [2:34:49] couple of transactions after in that house. I've often wondered [2:34:55] about that time. There was still any deaf children. Mother [2:34:59] in the community down there. I think they moved down. [2:35:04] What is the requirement to get it? I've never been [2:35:09] involved in that, is there? I drive by it every [2:35:13] day and I don't know who the duck is. We [2:35:15] don't. Need to know, but. I don't know if there [2:35:17] was a request, but. Whoever made that request when they [2:35:21] moved in, that family is gone. And that the house [2:35:25] is transacted a couple of times already since then. Let [2:35:29] me actually look at that, see if there's a bylaw. [2:35:39] We have to change. The common measure, though, for sure. [2:35:51] Just be. Well, they're not. Let me. Get that? [2:36:01] I can go. The children in play signs. Of that. [2:36:05] There's a kind of campaign a few years ago that [2:36:07] minimized those because they're really supposed to be surround school. [2:36:13] Where they were miss College, but. Plug them out. All [2:36:20] right. Thanks, Matt. The only other question I had because [2:36:23] you brought up this shop. Renovation. How is the Ozil? [2:36:27] Money rep. Repeat. So me and I were supposed to [2:36:31] be last week. It's going to be a priority in [2:36:35] the next week or two. To. Where's the chili? [2:36:48] Sick of my genes. Through zone the council receipts the [2:36:50] Public Works update may 2025 for. Information group. [2:37:01] Planning. More tourist. Mark? Yeah. I just have my update [2:37:06] report in front of you. Questions from council, which is [2:37:10] the manager of the planning. Have we ever had a [2:37:19] month where there's no new application? [2:37:29] There's a lot of inquiries, but they don't translate into [2:37:33] applications. There's been a lot of inquiries on a lot [2:37:37] of different property. And a lot of them are for [2:37:41] pre consultation like I had before. I actually have formal [2:37:44] pre confrontation that just went out, whether that translates into [2:37:49] an application or not. Value. So there are a lot [2:37:53] of inquiries. I mean, I don't put that in my. [2:37:56] Monthly. If you'd like me to, I can. But a [2:37:59] lot of inquiries. Just struck me. I don't know that [2:38:03] I never see a report that said no new application. [2:38:14] One question. And again, excuse my ignorance. I'm not too [2:38:20] sure where I should be asking this. Sim's funeral. So [2:38:25] what's happening with that? I've heard. Numerous different things. And [2:38:31] if one of them is true, then I don't know [2:38:33] if it is actually allowed from what? They're. Mr. Mayor [2:38:37] today. Should be in school approval for the conversion upstairs. [2:38:44] To two units. Downstairs. To two units, two studio units [2:38:51] and three commercial units. Are we allowing residential notes on [2:38:56] the first floor? Yeah, pretty much your chair. And he's [2:39:03] permitting the violent. It has to be behind. The commercial. [2:39:09] So if we take. Main street as the front of [2:39:12] the building. They can be behind. It's on a corner, [2:39:16] so they will front out. They go front. Onto them, [2:39:22] but that uses for me. If we have one, there's [2:39:26] another one. I can't remember where that was specifically. The [2:39:29] bylaw was amended to be behind. The commercial. And then [2:39:36] one last question. Is the parking for all of those. [2:39:41] Again. Pilot doesn't require them to have additional parking if [2:39:45] there's no change in the footprint of the building. So [2:39:49] much like. The old days hardware that has residential above. [2:39:52] They do require extra parking. They can require any digital [2:39:56] parking. They can change, use. [2:40:08] Permitted. So they didn't require a public. It didn't require [2:40:11] a public process. The use is permitted. It only comes [2:40:16] through a building permit, municipal approval and allocation. I didn't [2:40:22] hear what you're saying. There's going to be extra parking [2:40:27] because you have those residents to follow parking lots. Of. [2:40:35] People. So just to confirm. So there's still going to [2:40:41] be commercial? In the front. That's what's been approved. That's [2:40:46] what's been approved. I don't have it in front of [2:40:49] me. Yes, commercial. Three commercial units. And I think four [2:40:57] apartment units. I don't have an issue. Yeah, three commercial [2:41:01] units at the front, and then on the. Main floor. [2:41:04] Sorry? On the main floor. That's what the. Three commercial [2:41:06] units. Three commercial units. And two studio apartments. I'm happy [2:41:12] to send you the municipal approval and then shows the [2:41:15] floor plan, but. Then again, I don't know. If they [2:41:21] put a change into the building department. I haven't received [2:41:25] a request for an updated municipal approval, so I'm assuming [2:41:27] they're proceeding with that plan. We didn't know. It was [2:41:32] dormant for the longest time, and it wasn't until. Came [2:41:36] in and asked, and I gave them that information. And [2:41:41] they were upset that they were notified, and they said, [2:41:43] you don't have to be notified about a building permit. [2:41:46] Most people aren't upset about that. I think it should [2:41:48] be. A public process, but it's time I get that [2:41:51] first. I'm happy to send that to. You can see [2:41:54] the plan. Do that because I'm looking at that big [2:41:57] hole and the beast, I'm like, what they're doing there. [2:41:59] And it's like, what? They stuck. Nobody's business. Part of [2:42:08] the building permit. Part of the building permit or shore [2:42:14] up the building or. I don't know. Just wait for [2:42:20] that place to collapse. I'm serious. There's no floor. [2:42:34] Well, I mean, building, county building officials have to do [2:42:38] inspection, so we're not involved. All we do is tissue [2:42:45] zoning. Okay. All right. Thank you. [2:43:00] Not a problem. I didn't realize commercial downtown, but. Other [2:43:04] behind a permitted non residential house. No, it was just [2:43:07] in the front part. Yes, I will get that over [2:43:13] here. Moved by Lauren. Second myself being resolved, the council [2:43:18] received the report PLM 2025. Monthly planning update report, June [2:43:24] 2025. For information purpose. Next on the agenda, director of [2:43:31] finance, Stevens. Have you anything for us, or you're here? [2:43:34] Just to answer a question. Just here to answer questions. [2:43:41] If you have any questions. Okay. Just looking brilliant. [2:43:52] Bylaw and property standards. Bread is not here. Something's urgent. [2:43:58] Same with parks and Rec. He's not here to answer [2:44:02] questions. Public meeting. We don't have ordinance pending. Items wastewater [2:44:08] flows. Provided. Updates. [2:44:18] With input from burn size. Since the report was written. [2:44:28] They have completed some more camera work and found. Some [2:44:33] more leaks. And. Gives you an idea of what type [2:44:39] of leaks they found. A video that they would like [2:44:43] you to just see. It's a very short list. Just [2:44:46] to give you a sense of what these leaks are. [2:44:48] When Jeff said, would you say eight garden hoses running. [2:44:53] This is one of the leaks that they found. So [2:44:54] let's just give Donna to sort out the technology. It's [2:44:59] not very long. Okay, that looks pretty. [2:45:11] That's a big leak. For your war card. So. Emma. [2:45:20] One of the plugs on Elm Street. Drexler. Some of [2:45:26] that also in progress to get those fixed and ensure [2:45:28] that those. Are the. And they will follow up with [2:45:33] another remo at the next. Any questions on that? Just [2:45:39] a comment. Appreciate the report. If it's an update early, [2:45:44] this is quite expensive. I'm not going to know. What? [2:45:46] Meg and Mij. It was just to put it on [2:45:56] the agenda, to report to. I. Appreciate the effort. Just [2:46:01] that we talk about it as a highlight and, hey. [2:46:05] Whatever way you wish, but applicable. It was appreciated. Two [2:46:12] weeks. Those are the answers. Anyways, have a motion by [2:46:19] James Bobby resolved the council received as a memo update [2:46:23] police Wireflow. Was dated June 10, 2020. [2:46:35] One. To correspondence. We have some from the library. On [2:46:39] what valuing Ontario library toolkit works. Here. [2:46:48] Basically showing us the value. By the library. [2:47:02] There's any questions down the report. [2:47:22] Have the motion moved by Phil. Second, by alarm. It [2:47:24] resolves that councilor received the grand. Valley Public Library report [2:47:28] valuing the grammar library. Dated May 1, 2025. Before I [2:47:37] called the question join, have you anything to add to [2:47:39] the report. I think it's pretty self explanatory of what [2:47:44] it does to social media. Investment that the town does [2:47:48] to the library and. What the town and its residents [2:47:52] receive. And value for their money. [2:48:06] Different food ship. Today for the public year. [2:48:19] That's what I've learned. Supposed to be, I guess. I [2:48:24] didn't know they were committed or they rented the whole [2:48:26] building. [2:48:43] What is the municipal portion of the taxes? But no, [2:48:52] now it's not educational anymore, of course. No, it's Marshall [2:48:56] commercials. Do we know what tax there are? About 16 [2:49:00] grand. But that's total. Totally, I'm assuming. They're only asking [2:49:07] for the town of Grand Valley portion is how I [2:49:11] read it. We have to look at how we would [2:49:15] be able to do that if council was interested in. [2:49:20] Waiting. Whether we are able to portion it out or [2:49:24] whether we waive the whole thing. We have done it [2:49:28] before. Yeah. Nobody can tell me then how we came [2:49:33] up with the number or even what the number was. [2:49:35] Nobody cared. Yeah, exactly. I think we do it in [2:49:41] a formal process. We were to do something like this, [2:49:45] not just. We'll give you the money because. [2:49:57] It wasn't. So if you're interested in that, then step [2:50:01] to come back with a report. How? We would rebel. [2:50:09] And under the municipal act. It's been more interesting. [2:50:20] I don't know. If I'm. There's other stuff going in [2:50:26] there that just precisely. Things that tether is thinking. Well, [2:50:34] she says in the letter. That is my concern, right? [2:50:42] To their credit. They want to help, but this is [2:50:46] why they're in trouble. It's. Because they keep trying to [2:50:49] do things that aren't part of their mandate. And they [2:50:54] keep going bigger and bigger and bigger. I don't mind [2:51:04] taxes. I said that they were here. But. We get [2:51:09] to report every month, too, on. How? Demand exceeded. Donations. [2:51:17] Right. That's what I worry about. With tougher food chairs, [2:51:22] that their eyes are bigger than their appetite. And if [2:51:26] they get a really big building. Their eyes are going [2:51:29] to get huge. Yet, in theory. They could get rent [2:51:35] back, but at the county. They're going to a one [2:51:38] stop shopping center for most of the things they put [2:51:42] in. Here at the Albrox Center. I don't know that [2:51:45] there's any money. Coming from anybody else. They're on the [2:51:48] fourth house again. And then they're coming back. Dossagate. Anyway. [2:51:55] That's what I agree. I'm not aware of what conversations [2:51:58] they have had at the count. [2:52:28] Motion by councilor lion segment. Councilor received the correspondence for [2:52:34] different food chair, Grand Valley, dated May 29, 2025. That's [2:52:43] all we're going to do is receive it. Kind of [2:52:49] pull the whimsan out. The other thing we could do [2:52:51] is then ask them. For specific numbers. And more specifics, [2:52:59] because right now, like you said, it's very open ended. [2:53:02] I just. Don't like receiving because receiving it basically killed [2:53:05] it. Right. Well, then they come back to us with. [2:53:09] A formal request for whatever dollar amount that they think [2:53:11] they need. Rather than. For the council. [2:53:25] Dollar amount that they're asking for. They can work with [2:53:31] fast to figure out how much they're actually. If we [2:53:39] receive it. [2:53:50] Further. That Duffin food share passes for a dollar. Food [2:53:57] jails. Provide specific. Now you got served. [2:54:20] Beautiful limited. Coming up and they want to re up. [2:54:26] You want to make some changes to building? So I [2:54:31] think they're going to send. Small. That's my understanding. I [2:54:36] haven't received anything more since this pleasure. We've done their [2:54:40] 2024 update. They're supposed to kind of let you get. [2:54:48] Asking for that? No. And that's part of the agreement. [2:54:52] Is that they're supposed to continue to upgrade the building. [2:54:55] I think if I remember something. Like this was continuously [2:54:59] improved. Or something about that. Yes, they definitely supposed to [2:55:05] provide an annual report. [2:55:15] You had a good meeting. Yeah. [2:55:26] Better than the previous ones. Some of. The. There was [2:55:33] everybody getting along. And the youth unlimited or they. Signed. [2:55:49] By council ladders, second by council, Johnker Beet. Resolved that [2:55:51] councilor received the correspondence. From the youth unlimited. Dated June [2:55:56] 3, 2025, for the council request that they attend. Council. [2:56:02] For their annual report. Email. Next is [2:56:12] what's going on. Both. County. Receive the correspond. Correspondence. Here [2:56:21] you go. After I read it. Move my cat food. [2:56:26] Art taken my death in my arrangement resolve the council. [2:56:28] Receive this the correspondence listed on the two estate June [2:56:32] 10, 2020 5000 agendas on the paper. [2:56:44] County council. There's some highlights there. To any question. We've [2:56:49] got subsequent proclamation. I guess we can all look forward [2:56:53] to the meeting of trouble. I would look forward to [2:56:58] the match. Well, I don't know. I was certainly underwhelmed [2:57:05] by. Our county council. Or. But they understood the scope [2:57:13] of their work. It's what anyone. Canceled up. [2:57:24] So we did it all close sessions. But I think [2:57:32] what the consultant thought, the scope of their work, but [2:57:35] did not line up with. What county towns will cost. [2:57:38] There's all scope and scope. I get what you're saying. [2:57:45] What the consultants were doing was not. They understood what [2:57:48] they were supposed to be doing is not what we [2:57:50] understood. But they were going to up here. Okay. So [2:57:54] the meeting could be very interesting. No, I think the [2:57:57] meeting will be incredibly. But there might be some people [2:58:01] who get exercise. I will be none of them, because. [2:58:19] Just a quick question. On the master hosting strategy limitation [2:58:23] plan. The 20 to third half. What other properties are [2:58:26] being considered good. Then you got. One job. One shot. [2:58:33] Either have space or veteran. No, I didn't know. Whether [2:58:41] they will do it or no. I think sometimes 22 [2:58:47] thirds has been on the list for 15 years. They [2:58:50] should be doing something. And then just. Start. [2:59:01] Conversations with that like anything else. Does the buyer actually [2:59:07] do? There just needs to be too much desire to [2:59:10] keep it all public. Grew not for profit. Partnership instead [2:59:16] of just getting done. If they're getting it done, great. [2:59:21] Greatly. Frustrating. Yeah. [2:59:31] But. 22 3rd out is curtain, cookie. Then they start [2:59:40] adding to them. For a second building. Okay. [2:59:50] Individuals, but doesn't matter, okay? Thanks. About the resolution from [2:59:57] the town of Amarin. I think we know. [3:00:13] Okay. Council updates. What have we been doing out in [3:00:19] public? We had. 40th tornado scene. Anybody else if you [3:00:25] want to tell me. That's for sure. Anything [3:00:34] else going on? Really well attended, really well done by [3:00:40] staff and the committee. So appreciative of that. And everybody. [3:00:46] Who participated came from the historical society and the lions [3:00:49] and. All. Really well done and there'd be a period. [3:00:56] I got 150. After that, and we didn't know what [3:01:01] to expect. Being on the committee, we thought it was [3:01:04] four or 200 that we didn't know. I thought that. [3:01:11] When they. Mrs. Spray spoke very well. Then the movie [3:01:15] people seem to be very interested in that for at [3:01:17] least our time, because nobody caught up with much or [3:01:20] shuffled around. Wasn't a lot of movement, and we did [3:01:23] have. The police and the fire and the troll. Yeah. [3:01:37] Three weeks in row. So, yeah. The other day I [3:01:44] met with sitting where Matt is. Chief Hill. The 6th [3:01:49] nations was in that chair, her secretary there, and Mark's [3:01:53] chair was. The word county. So we had a mean, [3:01:57] fairly long afternoon talking about just trying to get things. [3:02:02] Cleared up. She thought a lot of misinformation. About trying [3:02:11] to take land. And if that's not the case, she [3:02:13] just said basically a court case. That's all they're worried [3:02:17] about. She's refreshing. Really. I. Since I was here, and [3:02:23] we were trying to figure out how long that was. [3:02:27] Long. They've never came into. Representatives from six nations have [3:02:32] never bought the Feminor here. So she was doing the, [3:02:36] she called the hold of him. Track tour so he [3:02:39] can get a t shirt. Where she went. All she [3:02:43] went to Shelburn and Blankson carried. Be scary here, Amarant. [3:02:48] Amarante. Yeah. All the way down. So it was interesting. [3:02:57] Yeah, I think she. 's going to be different. Than [3:03:04] maybe. Prior cheats where she wants to be out there. [3:03:07] She volunteered to come up here to Jason. Speaking some [3:03:11] what we need her to do. She. 's here and [3:03:15] she all showcup, so I thought that was good. Basically, [3:03:19] she says, probably sitting around her council tables. Similar to [3:03:27] sitting around her. Same problems, housing, mental health, all these [3:03:33] things that we have. There. I think next Saturday, period, [3:03:43] we're doing an official baseball field. Lunchtime. Yeah. [3:03:53] I think there's not sure who's going to be allowed [3:03:55] in the bouncy. Castle. But there will be one there. [3:03:58] You don't want me in the belting. Not. Notes, no [3:04:06] doubt. Lies is free. Come for lunch. I think James [3:04:13] has a jugs gun or a radar gun. Who brings [3:04:19] some auxiliary bean junior. If you give it a try, [3:04:22] because I imagine you get for all my season and [3:04:24] fertilizer. So it should have been an announcement. Sunday is [3:04:29] purely. So bags have been dropped off and down. Make [3:04:36] sure they're on your doorsteps by 10:00 a.m. Bring them [3:04:40] to the Grand Valley library, so I think that need [3:04:42] a diagnosis. Thank you. If I ever range it. Did [3:04:47] you volunteer for that? No, I did not. But I [3:04:50] also. Not that. I just didn't reject [3:05:00] anyway. Not that father's 18. So that is on fundamental. [3:05:07] And last year they collected a whole lot. Purely trucking. [3:05:18] Super great. [3:05:28] If there's nothing else. I can go with the committee [3:05:31] report. The BIA has submitted here. I don't know if [3:05:36] they learned to speak on a meeting that they have [3:05:39] had lately. We did meet very recently, mainly just going [3:05:46] on Beverly for the Harshell. We actually decided to schedule [3:05:50] now another meeting. Coming together. Last minute. [3:06:03] We just want to make sure that everyone. Looking forward [3:06:05] to that day. Just a quick question. [3:06:15] Maybe. We're not manager manage going to be up your [3:06:17] drivers doing them more warning than a. Back pocket. I [3:06:22] can say you're going to be out there taking pictures. [3:06:26] Just curious. Any technical difficult. I know Rob. That was [3:06:32] part of thanking Rob because I know it's coming. So [3:06:36] I thought Rob might touch on it. But he has [3:06:39] a new manager, operations manager. Okay. Getting about here is [3:06:46] easy. They'll dominate. But it's not. He's the guy. That [3:06:56] you're waiting for us to. Do this Friday, right? But [3:07:00] he's running. Until then, the stage per se. But we [3:07:10] haven't. Done. It tomorrow morning. Yeah. [3:07:24] Fireboard. Not fireboard. Fireboard did meet, I think, on. Monday, [3:07:32] whatever day that was. Yeah, we talked about improvement on [3:07:37] the biggie. Method. We've had roof. [3:07:47] Again on. The 20. S. [3:07:57] Lots of calls this year. [3:08:15] So we had an arena board meeting last night, too. [3:08:23] So the spirit kind of. Thing. I guess. One of [3:08:31] probably the most. Contentious was the town was paying overtime [3:08:34] to the when the people were working at the original [3:08:38] change. And. Some. Gifts. That has changed. I don't think [3:08:48] it's a lot of money. There is [3:08:57] some, there was another policy that. Doesn't. Going good. [3:09:13] The addition is on time and on budget. Everything. [3:09:30] Motion moved by council at Ernest deputy mayor ran second [3:09:32] by councilor Dart Beer with all council seats, board and [3:09:35] committee minutes listed on the Tuesday, June 10, 2025 council [3:09:40] agenda. I'm assuming. Sorry. That none of the other boards [3:09:43] have met. Tomorrow. I know it's early in the morning, [3:09:50] so I can look. Tween or was it? [3:10:04] Usually the second meeting of the month for you. Business. [3:10:10] Now we have a lot of notices in motion. [3:10:27] So, shall I leave this? I believe I have to [3:10:33] be present. From the notice of motion. Like that. [3:10:51] Too late. Don't need any. [3:11:03] Weapon orders. I don't know what went first. [3:11:18] Counselor, second by council. Had the mayor and deputy mayor [3:11:23] position. Acclaimed in the last election that showed up before [3:11:28] people running for three counsel. This year. Whereas compensation, benefits, [3:11:33] and meeting times can potentially have an impact on the [3:11:36] anticipation community to run for council positions, whereas mayor, deputy [3:11:41] mayor and councilors should be compensated fairly and equitably. For [3:11:45] their time put into their respective positions when serving on [3:11:49] council, whereas council positions in Grand Val. Valley are not [3:11:53] full time positions and therefore meeting time dependent what day [3:11:57] meetings are held should be considered therefore. It resolved that [3:12:02] a citizen committee for council. Established to act as an [3:12:09] independent body charged with reviewing and bringing forward recommendations. Recommended [3:12:15] changes on enumeration, benefits and expenses for counseling, as well [3:12:20] as other individual policies for the offices of mayor and [3:12:24] council and further, that the following be used as a [3:12:28] framework review. The matter compensation as it relates to public [3:12:33] office by meeting. With each current member of council receive [3:12:37] the compensation package supported by market data and comparable use [3:12:41] element. Terms of scope, size and nature of work. View [3:12:47] the function and responsibility that mayor and council. Level of [3:12:52] committee engagement and time commitment requires of individuals holding municipal [3:12:57] office, including not limited to, meeting event participation time, communication, [3:13:04] public. View meeting times and what day of the week [3:13:08] council meetings are held to ensure public accessibility. Member attendant [3:13:13] and lack of hindrance. Those balancing full time jobs and [3:13:18] serving. Overseas preparation and presentation of a final report and [3:13:24] recommendation to Council for approval. And further, that the committee [3:13:30] seeks public input on these topics through surveys or open [3:13:34] house. As well as council input. Two and further, that [3:13:42] the term of council starts August 2025 with a minimum [3:13:47] three meetings and will attempt to present the report to [3:13:51] count no later than December. Of 2025. [3:14:08] Does anybody want to comment? Paul, do you want to [3:14:11] start first? So the motivation is hopefully laid out a [3:14:14] bit in the wearons. But the motivation behind this is. [3:14:18] To garner. Two things. One, and I don't know the [3:14:22] last time, after council didn't ask. All the input and [3:14:24] benefits and reintegration. We did it ourselves. Secondly remumeration. Of [3:14:32] interest from people running those positions. So whether or not [3:14:36] community input. Community input is the most non biased and [3:14:40] most. Independent. Way to do this. In my view, so. [3:14:54] The points there. So the framework we noticed against. Direction. [3:14:59] As far as what? Variations. Change, but a lot of [3:15:07] staff comment on that. But I at least get an [3:15:09] idea. Citizen Committee. Okay. Is there income? [3:15:22] Yeah, someone I'll talk to. Sure. [3:15:31] So I don't think the justification of the last election [3:15:36] is enough to do this. Yeah, the two of us. [3:15:41] Were acclaimed, and we need to have more people running. [3:15:47] But mayor being acclaimed. I said this last. He's unbeatable. [3:15:50] I'm never running against. Him. It inspired me that nobody [3:15:57] ran against me surprised me. The fact that we had [3:16:00] two members of council resigned. One member of council that [3:16:03] had a happy year experience. Or a year. Previous elections. [3:16:09] I mean, when Liz died, we had four people with [3:16:12] Amprangel left. We had seven people. There hadn't been interest [3:16:17] in the past. I think throughout 2022, to be honest, [3:16:21] people are coming out of the pandemic. The last thing [3:16:23] they wanted to do was think about shit like this. [3:16:25] They want to get back to. Their lives. That's sort [3:16:28] of my personal take on it. The second part. Compensation [3:16:36] benefits many times. Yeah, I don't think you're ever going [3:16:41] to find the meeting time that everybody likes. People yeah. [3:16:47] So it kind of depends on the makeup. If we [3:16:49] were going to go this route, One of the things [3:16:52] that I would say is anyone sitting on this committee [3:16:54] cannot run because or else you're going to get the [3:16:58] committee saying we want to be paid a lot of [3:17:00] money, and we want to meet on these high speeds. [3:17:02] That works best for us, I guarantee you. It's not [3:17:04] going to work best for me. I just work every [3:17:08] time I come to Bermuda. I'm okay with that. That's [3:17:12] what I signed up for and to be on. And [3:17:14] I said this lots of times. I don't want people [3:17:17] here for the money. I want people here that are [3:17:18] sacrificing for their community. That's. I think we all do [3:17:22] it, and I think there's enough people that are going [3:17:25] to be willing to do it again. I think we [3:17:29] would really have to narrow down the focus of this. [3:17:35] I'm assuming there's going to be significant sat involved because. [3:17:40] That is going to have to sort of corral this [3:17:42] community together. If we were going to go this route. [3:17:46] And the other thing that we have to be careful. [3:17:48] Of is, if we go this way, we can't say [3:17:51] no. Right? Whatever this committee recommends. We have to approve. [3:17:55] Because why do it? And why would anyone do anything [3:17:59] again in this town? If they're going to come to [3:18:03] council and get turned out. I think for me. The [3:18:09] scope is too big. Too bad. [3:18:20] I definitely understand. Where? I agree that it could be [3:18:27] helpful, however. That you made comments. I mean, kind of [3:18:31] already know what people are going to be looking for. [3:18:34] They're going for the ideal times. They're going to want [3:18:36] way more money. I do worry you attract some wrong [3:18:40] individuals, but at the same time. If we face, say, [3:18:44] another big change over next term. I mean, you want [3:18:47] to make sure you get the best. So I don't [3:18:50] know. I would almost want to table it before making [3:18:52] a decision on it today. But. Just kind of wrap [3:18:58] that. Do you have anything else? I'm sorry. No. Sorry. [3:19:12] My comments are. With respect to. Community involvement. [3:19:22] That's one of them is you would just have to [3:19:24] take a look at the audience. Here tonight. To have [3:19:29] sort of an idea about. What people think of it. [3:19:39] But. Apathy is the wrong word too, I believe. Could [3:19:43] be the rain. But. We're limited by what we can [3:19:49] do. Most of our direction. And. The big picture, so [3:19:55] to speak, has been already. Thrust upon us from higher [3:20:00] levels of government. Specifically for Mitchell. So in that case, [3:20:06] I don't think that's going to improve. Community. Or citizen [3:20:13] participation any more of them. It already does. Historically, it's [3:20:17] not just grand valley. You have to take a look [3:20:19] and take a look at our neighbors across the highway [3:20:22] one night. And you got the same thing for just [3:20:27] as long, if not longer. It's just the type of [3:20:30] community we are at this point. This might be something [3:20:34] to revisit when the town is much larger. But at [3:20:37] this point, where the small town population of just maybe [3:20:40] 3000. I don't think it's appropriate. As just a sort [3:20:48] of comment or to add to Bill's common. Or public [3:20:56] service. And it's a public service. And. Like you said, [3:21:03] I think the sacrifice part of it is. What sort [3:21:08] of detracts? Maybe not the tracks, but sort of encourages. [3:21:13] Somebody's coming in and because of the money, then. [3:21:25] I wouldn't want. An increase in that sense, but. I [3:21:30] signed up for. This. [3:21:41] Yeah. You were referring to. One of our local, our [3:21:46] neighbors. That you had nobody about. And then they had [3:21:53] to coax somebody else, too, actually. Fill the way it [3:21:57] is, but I recall. And as the deputy pointed out, [3:22:01] the last time could have been a glitch because I [3:22:03] had run in previous elections where there's plenty of people [3:22:08] done. I think. When. I don't know the percentage. When. [3:22:19] Is there a 20%? People, though, they're healthier. So if [3:22:27] the mayor and deputy mayor are challenged, then you may [3:22:30] get. More interest if you may get 40% at the [3:22:35] most. Yet. Know of raising the benefits and the [3:22:44] salaries, and it shouldn't be why people are doing this. [3:22:50] Could say it's not a volunteer position, but. It? Almost. [3:22:54] I don't know. If you get better, I'm going to [3:22:56] say no. We don't get better people because you pay [3:22:58] more. Because I know people that play. On television just [3:23:03] pay a lot more and get worse. People that are [3:23:04] in here. Yeah. I'm not sure if this maybe. Learned [3:23:12] it could be thought of. Either. I know Paul. You [3:23:15] went to a lot of work thinking about this. I [3:23:19] know that it would be nice to have more people [3:23:22] run, but I don't even. Know if you paid them [3:23:26] more and gave them more time. Or. Secretaries. I really [3:23:33] thank everybody for their comments on. So. If not. [3:23:43] I don't think amo. Has a number of. Programs, courses. [3:23:50] Or sessions. Encouraging. What's the phrase? Helping democracy. Yeah, something [3:23:58] like that. In a healthy democracy, and I think a [3:24:01] lot of it. Starts in the schools especially. In the [3:24:07] senior, like, grade seven, eight class and then obviously higher [3:24:10] up. But let's sort of give them an idea. Of [3:24:15] what can. What does happen? But. You even take a [3:24:21] look? At some of the stuff that we do here, [3:24:24] like, even tonight. About passing this motion, like for this [3:24:28] emotion. Or I move for this. Seconded by that. There's [3:24:33] a lot of. Very mundane. Parts of being in council. [3:24:42] I would love to get rid of, but it's also [3:24:43] a part that keeps us reasonably civilized in here as [3:24:46] well. And that wouldn't attract anybody. Either. But. I think. [3:24:57] Just educating. The ones that are coming up that are [3:25:03] going to be voting or will be eligible to vote. [3:25:05] Eligible to vote in next few years. Would be good. [3:25:12] Have filled both with civics class in Chauvin or O [3:25:14] DSS or something like that I think that would be. [3:25:19] Just to get an almost contrary view. Look at me. [3:25:24] I'm a dairy farmer. HCI headwaters community action one of [3:25:33] our and I sit on that board is not the [3:25:36] process it's unpleasant. Governor county one of our big things [3:25:39] is to push engagement in municipal which I think is [3:25:43] sort of the start of it, and that's the part [3:25:45] I asked for. The agreements, right? We do. Want more [3:25:51] people running. We want more people to be engaged. Yeah. [3:25:58] That's the part I absolutely agree. The rest of the [3:26:02] topic should give me so broad that it gets tall. [3:26:07] Down this road. There's only one. Everybody. Every one of [3:26:12] you. Everyone. That's like. I can see where. [3:26:22] Paula. The motivation is trying to get people. To come [3:26:27] out and be more involved, and that is what this [3:26:29] motion is asking me to do. And. That's good idea. [3:26:35] I do like. Lord's suggestion to fable. And. Digest this [3:26:42] for? The. I would suggest. Yes, I did put the [3:26:51] time into it, but perhaps this is the key and. [3:26:54] That would probably be that we should ask about. For [3:26:57] sabcha. So I would change there for yourself. That and [3:27:02] just. That salad. Based on? What I believe framework. I'm [3:27:10] not quite sure. Media marijuana changed a couple of things [3:27:13] for us. I looked at a bunch of resolutions that [3:27:16] other county passes. That's where I pulled it from. Someone [3:27:20] I created. But mostly, here's what every other council does. [3:27:24] I. Was super creative about a couple of different frameworks. [3:27:30] So that way we do have time. Each family. Which [3:27:33] is good. So I do plea forgiveness there. I didn't [3:27:37] include that. And then councilor Harvey. [3:27:49] Okay. So then should I say in that staff report [3:27:53] back on this motion, End of content. Of this function. [3:28:08] No, but. I can't report on the citizen committee. Here [3:28:15] is what I'm. A good idea. Maybe too broad. [3:28:25] And. I think what I'm hearing from. We do need [3:28:32] more people running. But is it just that cycle? Or [3:28:37] is it because we're not getting paid? Or is it [3:28:39] because we're not getting time. Underneath? I'm not sure. So [3:28:42] maybe. Steph, I don't know what, I don't know what [3:28:45] a committee would, because. Bill says no one's going to [3:28:49] be dead happy with it. And. Said the risk of [3:28:55] getting the wrong pay. It's good paying job. I know [3:28:57] I can't. Do anything. I'm going to try. You can [3:29:01] get that, too. And just because you pay more doesn't [3:29:04] mean you get the better people sometimes. They're there for [3:29:09] the wrong reason. One reason in that, and you can [3:29:14] see it if you go look at Washington or whatever [3:29:16] and those guys get a lot of money, and they. [3:29:26] Go ahead. Just a width with respect to. Initial thought. [3:29:36] Because it would save staff time and everything, but. Kind [3:29:39] of allow the opportunity for the community engagement and get [3:29:42] the same information that this is hoping to get. What [3:29:46] if we did, like, a semiannual open house? By people. [3:29:52] This is the thing. Rather than encouraging the same couple [3:29:54] of people or whatever it is to be and talk [3:29:56] about it, whatever. We'll meet with the community. It doesn't [3:30:00] have to be. All of us have to attend, but [3:30:02] hear them out. Take some notes again, I think we [3:30:05] all can agree on, but. We know what they're all [3:30:07] going to say. They're going to want more money. Again. [3:30:10] No day meetings, more evenings or stuff like that. I [3:30:13] don't know, trying to think aloud of something that might [3:30:16] kind of get the same. End goal, but be just [3:30:18] easier on everyone and everything. If that makes sense. But [3:30:25] this is the thing, though. But you touched on it, [3:30:27] right? I think you'll get people there, but I don't [3:30:32] know. I don't. Think it's going to also reach maybe [3:30:34] enough. Hey, I'm wrong. Maybe we do an open house [3:30:37] and no one comes, and then I. Don't know. But. [3:30:41] I'm trying. Where I'm sitting. Everybody here has said something [3:30:45] that makes a lot of fun. And. The goal is [3:30:51] there, and then there's people that. Are kind of twin [3:30:56] moving the goal posts here and there a bit that [3:30:58] are trying to rarely I think help to try to [3:31:01] get more, but. They're just kind of. Moving. I think [3:31:08] what we need is something contentious in town for everybody [3:31:11] to rally around one way or the other, either for [3:31:14] or again, because you don't need that. But we got [3:31:17] the wrong guy up there. But that's the only way [3:31:21] it's going to happen. That's all you get. That's when [3:31:23] you get a lot of people. That's when you get [3:31:24] a lot of people. And then if they're really against [3:31:26] or they're really for it. And we're going against it [3:31:29] or what have you. That's when somebody's going to sort [3:31:32] of. Put their foot in the water. Strand. They were [3:31:38] sick to us to freestation and I think two for [3:31:42] mayor and three for deputy mayor. I can't remember what [3:31:45] it was in 18, but there were three of us. [3:31:47] For deputy mayor Zeiss farm was in these days to [3:31:50] try to buy that fire that was a little bit [3:31:52] in 14. I didn't know anything about it when I [3:31:58] ran. That time frame. Yeah, no, we did. Don't need [3:32:04] a contextual issue to have people. Right, but that's what's. [3:32:06] Going to. I know, but that's what's going to sort [3:32:09] of. But there's nothing coming up. I don't know, maybe [3:32:14] an apartment building. If you came up. On [3:32:24] Council Dutch America or mayor and said lines were gross. [3:32:28] And this guy come in here and said no more [3:32:30] growth in Grand Valley. That's what I'm running on. And [3:32:33] you? Could win. There's a lot of guys that are [3:32:36] just happy to keep this place. I bought the last [3:32:40] house. It was never going to be sold to one. [3:32:44] You could maybe run on that. Previous mayor that was [3:32:47] gone that route or tried to. How'd that go? Previous [3:32:56] marriage. Thorough. He's dead now, but. I'll have three to [3:33:00] get in here. It's not the one previous? No, but. [3:33:03] After he used my grand valley. Premise. I guess it [3:33:09] was Reeve. That moment. Yes. And I hope the public [3:33:16] realizes. That we don't have to be here. It's not [3:33:21] going to kill me if I'm not the man. People. [3:33:26] Will tell me. I'm not going to vote for you. [3:33:29] I don't know if I'm running. It's nothing that I'm [3:33:33] earth shattering. If I lose, I just move. You can [3:33:39] literally do that. I hope everybody [3:33:48] realizes this is not our lives. This is a big [3:33:51] part, but it's not. Will still go on. [3:34:01] We're doing as best as we can in years. And [3:34:06] that's what we will do. So, what have we got [3:34:09] here? Whether the council directs that to present a report [3:34:13] on the potential means to execute this project. This is [3:34:18] a project. Is there a timeline? Count one. 25. [3:34:28] Which this whole thing would have, I guess. Got to [3:34:33] work back from. Exterior. Micrometers. We [3:34:43] use that time, but similar timeline for committee. I don't [3:34:51] want to put it. So are we removing the. Well, [3:34:55] that is the start in August. Our report would say [3:34:58] whether what? Type of time frame would we actually need [3:35:01] to. Do all of. I don't know. Is a streamline. [3:35:09] That's why we articulate all that in the report. Okay, [3:35:16] so I have a motion, and I know of it [3:35:19] in this room that everybody is here. To do the [3:35:21] best job they can for as long as they are [3:35:23] here. That's all we do. The best we can. As [3:35:29] long as we hold the position, we hope. That's our [3:35:34] mandate. So, do you want me to read the science [3:35:38] entire thing again? We are leaving the entire. Motion intact [3:35:48] and adding a request for a staff report. Yes. [3:36:03] And thanks for everybody's comments. I also had staff report. [3:36:09] Too hard on yourself. Serious. That was who did. A [3:36:13] doctor didn't rank. No, I wrote Tuesday night or whatever. [3:36:22] I had a second notice of motion moved by councilor [3:36:24] Lanham, second by councilor Juncker. Where the cap? Grand Valley [3:36:27] contract. Contractority of its engineering to a single engineering firm [3:36:33] where his grandfather employed many future projects, where it will [3:36:37] need engineering services from engineering firm. Whereas it is prudent [3:36:44] to have a list of qualified engineers to obtain quote [3:36:47] and costing for projects happening within Grand Valley in an [3:36:50] effort to be fiscally responsible to the resident. Therefore be [3:36:54] a result of staff do a request. For pre qualification [3:36:59] to develop a roster of pre qualified engineering consultants that [3:37:04] the town can use from time to time as needed [3:37:07] upon various projects. Question of motion. All in favor? Sorry. [3:37:16] We're just looking for a list of engineering firms, is [3:37:18] that what we're asking? Put together. We hope they won't. [3:37:27] We're not going to actually contract with them or if [3:37:29] we're hanger. On hand available. To then [3:37:39] bid on a project. They pre qualify. The option. To [3:37:46] go to them. Some inspiration. Do it for other types [3:37:51] of. Public works. [3:38:02] No. They would have to submit to say that they're [3:38:04] interested in working. I wouldn't steal somebody else's rfus. [3:38:15] What was Jenn's comment? That. Bomb and duplicate. [3:38:32] What was it? I forget. But the one he used [3:38:35] was better. R and D. [3:38:45] Any comments? Again on emotion. Thank you. Anybody. Comments. Okay. [3:38:53] All in favor then? Now we're down to bylaws. [3:39:19] I just wanted to go further to the treasurer boardwide [3:39:22] and have identified. The request that there was a resolution [3:39:30] that came forward. Including. Greater or more definitive language so [3:39:37] that people know about the t at default and where [3:39:40] the time is that has been included into this by [3:39:43] law. So specifically. In the bylaw. It does pay to [3:39:48] avoid giving penalty and interest regardless of your preferred payment. [3:39:51] Method. Business Day 04:30 p.m. On eastern standard time on [3:39:59] the installment due dates of security. I just wanted to [3:40:03] identify. That was included in the transfers report as being [3:40:10] something that we would be looking to do and we've [3:40:12] done it 2010. To make it? Yes. [3:40:23] She's got one and I got one. Motion mood bike. [3:40:32] Deputy mayor. Second by chance, but dark. The. Biologist. On [3:40:40] Tuesday, June 10, 2025 agenda as item 22.1 and that [3:40:45] the bylaw gives it the necessary readings of past and [3:40:47] number as bylaw. 225 30. Any questions on the bylaw [3:40:53] that. You were a bile student, correct? Any questions? All [3:40:58] favorite. Yeah, that'll be it.
