[1:51:54] project where we'll be doing a detailed
[1:51:56] inventory of our urban tree um system
[1:51:58] and canopy and um adding that to our
[1:52:01] asset register, building this into our
[1:52:03] natural asset management program. It's
[1:52:05] expected to strengthen our um urban
[1:52:07] canopy and to allow us to better manage
[1:52:10] our urban canopy. Um the grand funding
[1:52:13] total was uh just north of $89,000
[1:52:17] and that's being supported by an inind
[1:52:19] staff contribution um to round out the
[1:52:22] project and uh the report before you is
[1:52:25] just seeking authority to execute the
[1:52:27] agreement so that we can get started.

[1:54:33] recommendations and seeks council
[1:54:34] approval for award of request for tender
[1:54:37] 48-26
[1:54:38] regarding the ashvaulting of various
[1:54:40] roads in the township. Recommendations
[1:54:42] are that council award request for
[1:54:44] tender 48-26 to Cox Construction Limited
[1:54:48] at a contract price of 2,768,878.98
[1:54:54] including contingency and excluding HST
[1:54:57] and that the council of the township of
[1:54:58] center Wellington approves a single
[1:55:00] source contract for roadbased
[1:55:01] stabilization bioresin to biodeies
[1:55:05] incorporated and that the funding for
[1:55:07] the applicable projects be revised is
[1:55:09] detailed in the report and further that
[1:55:11] the council of the township of center
[1:55:12] Wellington direct staff to negotiate
[1:55:14] expanded scope with a successful
[1:55:16] proponent for sections 2 and 13 within
[1:55:19] the existing approved budget envelope.
[1:55:22] The RFT was issued in accordance with
[1:55:24] the township's purchasing and
[1:55:25] procurement bylaw where the township to
[1:55:27] re receive three responses. award to
[1:55:30] this vendor would be based on the lowest
[1:55:32] cost compliant bid. And while the total
[1:55:34] project cost is estimated to be
[1:55:36] approximately $823,500
[1:55:39] under budget based on the tender
[1:55:41] results, staff are seeking council
[1:55:42] direction to expand scope of sections
[1:55:45] two uh Aramasa West Gapfra Town Line and
[1:55:48] sections 13 Brid Street and Tower Street
[1:55:51] subject to MTO approval within the
[1:55:54] approved budget envelope as detailed in
[1:55:56] the report. And with that, I'm happy to
[1:55:59] field any questions the council may

[1:57:57] to MTO um was to basically there's a a
[1:58:00] section of pavement um kind of the
[1:58:03] northbound lane uh that's really
[1:58:06] deteriorating rapidly. Uh so we've
[1:58:09] proposed to to resurface that section
[1:58:11] only. Uh with the kind of you know
[1:58:15] additional funds that could potentially
[1:58:16] be available here. Uh we would do that
[1:58:19] section. So from kind of the south leg
[1:58:21] of Bellside um to the
[1:58:25] basically the uh the Zair's entrance
[1:58:27] there uh we would do the full width of
[1:58:30] that section instead of just the kind of
[1:58:32] that seam that's um deteriorating. So so
[1:58:35] that would be the additional work. We've
[1:58:37] had some preliminary conversations with
[1:58:38] MTO and uh uh they do seem supportive.

[1:58:44] be following up with MTO.

[2:00:16] projects which is good news and uh we'll
[2:00:18] definitely be mindful of any conflicts
[2:00:20] with the curling club. I know they've
[2:00:22] got uh looks like some construction
[2:00:24] happening um on the exterior, maybe even
[2:00:26] the interior of the building as well.

[2:00:30] mindful of as we're uh reviewing that uh

[2:03:15] failure times probability of failure,
[2:03:17] right? So so that's what informs us in
[2:03:20] terms of of priority of um kind of
[2:03:23] applying dollars to capital
[2:03:25] improvements. Um so so yeah so we have
[2:03:29] our road needs study that helps with
[2:03:32] that uh and and then our priorities
[2:03:34] within the asset management plan. So
[2:03:36] that's what informs kind of the timing
[2:03:37] and the sequence uh of capital projects
[2:03:40] for roads uh when it comes to rehab and
[2:03:42] replacement
[2:03:46] » and through the mayor just to expand on
[2:03:47] that in terms of if there are residents
[2:03:49] interested in looking at where things
[2:03:51] are forecasted to land in terms of
[2:03:52] future capital projects I would suggest
[2:03:54] they look no further than our published
[2:03:57] budget book which available online uh
[2:03:59] that does have our 10-year forecast
[2:04:01] available there for review. Um the
[2:04:04] caveat to that is obviously that is
[2:04:06] reviewed annually and things are subject
[2:04:07] to change as kind of those priority
[2:04:09] sequences change through asset
[2:04:10] management planning and that risk
[2:04:12] assessment.

[2:04:55] is is really uh quick and efficient.
[2:04:58] It's basically um a process of uh the uh
[2:05:03] a pulverizer machine that's already
[2:05:04] there kind of pulverizing the existing
[2:05:06] ashvalt kind of uh grinds it up. Um a
[2:05:09] tanker truck kind of hooks up to the
[2:05:11] pulverizer and mixes the BDT into the
[2:05:13] aggregate and the the recycled ashvalt
[2:05:16] that's there. So, um, so it's a really
[2:05:19] quick, uh, process and, uh, you know,
[2:05:22] there's, as the report states, lots of
[2:05:24] benefits in terms of cost savings, life
[2:05:25] cycle cost savings and environmental
[2:05:27] benefits from the product as well. So,
[2:05:30] yeah.

[2:08:24] allocation of $40,000 in its current
[2:08:26] state and if endorsed by council is
[2:08:28] recommended that the shortfall of
[2:08:29] $35,350
[2:08:31] be funded from the general capital
[2:08:33] reserve. And with that, I'm happy to

[2:09:36] comment on any of the conversations with
[2:09:39] the the non-responding proponents as
[2:09:41] we'd only received the one. Um, and it
[2:09:43] would be speculating to say if the the
[2:09:45] scenarios were changed in terms of
[2:09:46] timing, duration, other things of that
[2:09:48] nature, if we'd have a different result.
[2:09:50] Um, what I can say is that the
[2:09:52] invitational proponents were
[2:09:54] investigated uh in advance of to
[2:09:56] determine whether or not this would fit
[2:09:57] within their their skill sets. Um, and
[2:10:00] it was deemed that that was hence the
[2:10:02] the rationale for kind of the the
[2:10:04] invitational to the three proponents.
[2:10:06] Um, but with only having the one
[2:10:08] submission, uh, we're kind of at the
[2:10:09] liberty of what's in front of us
[2:10:11] presently. Councelor

[2:11:51] would put the request forward to council
[2:11:52] and it is of course council's decision
[2:11:54] to determine whether or not which way we
[2:11:55] we proceed on that basis.

[2:12:20] noticed in other municipalities that
[2:12:24] their fees are being waved um because
[2:12:28] they are volunteer associations for
[2:12:30] instance things like fundraising for
[2:12:32] hospice or things like that um that
[2:12:35] could have a real impact in our
[2:12:36] community if they're if they don't have
[2:12:38] the hardship of the fees. So I I would
[2:12:41] like the vendor to explore that as well.

[2:12:54] that, uh, councelor McDonald and through
[2:12:56] the mayor. So, we actually did work into
[2:12:58] the scope, um, of this assignment, um,

[2:13:03] as equity deserving groups in the
[2:13:05] community and whether we should be
[2:13:08] offering uh, any type of subsidies to
[2:13:10] equity deserving groups. um whether
[2:13:13] that's uh fees for events um fees for
[2:13:16] programs but uh that is part of the
[2:13:19] scope of the assignment.

[2:13:55] recreation fee study looking at use of
[2:13:58] our recreation facilities and parks, but
[2:14:00] to expand it to community services adds
[2:14:02] a significant scope to to the project.
[2:14:05] Um, and just for um council's um
[2:14:09] information, um our procurement uh rules
[2:14:12] allow us to do invitational procurement
[2:14:16] up to $100,000.
[2:14:18] Um, and in our procurement documents, we
[2:14:21] always have a a a piece in there that
[2:14:23] allows us to negotiate with with the
[2:14:26] most qualified bidder. So, that's what
[2:14:28] we're bringing forward to to council for
[2:14:30] consideration today. Um the other option
[2:14:34] which does delay the process would be to
[2:14:36] just open it up to an open request for
[2:14:39] proposal and uh see who else comes to to
[2:14:42] the to the table. But my assumption is
[2:14:46] that we would still need additional
[2:14:47] funding over and above the budget of
[2:14:49] $40,000 given the expanded scope.

[2:15:46] groups to provide input through this
[2:15:47] process and that is that enhanced
[2:15:51] engagement was really added to the
[2:15:54] additional scope of work that we added
[2:15:55] into into the the work in in addition to
[2:15:58] expanding from parks and recreation to
[2:16:00] community services. So I would I would
[2:16:02] be hesitant to go down as far as
[2:16:04] $50,000. um staff feel that setting a
[2:16:08] cap of 75,000 is appropriate given given
[2:16:12] the scope of work.

[2:17:26] our major event organizers that are
[2:17:29] community organizations, not forprofits,
[2:17:31] for example. So, I think we would want
[2:17:33] to be speaking to, you know, one or more
[2:17:36] of those not for-profit community
[2:17:38] organizers of events. Um, given that
[2:17:40] we've received a lot of feedback related
[2:17:42] to events and fees and um and and you
[2:17:45] know, uh maybe um you know uh deviating
[2:17:48] from from the fees that are outlined in
[2:17:50] our fees and charges bylaw. So, that
[2:17:52] would be one of the major groups we we
[2:17:54] would be considering speaking to.
[2:17:59] uh through the mayor and just add to
[2:18:00] Adam's comment from a high level
[2:18:02] perspective when this fee study comes
[2:18:04] back to council for approval. Council
[2:18:07] will have to start making decisions on
[2:18:09] the degree in which fees are going to be
[2:18:10] subsidized for different groups and I
[2:18:14] think the the fee calculation itself in
[2:18:16] terms of council understanding what the
[2:18:18] full cost of providing a service is is
[2:18:20] important but also the input from
[2:18:22] various groups and and what they are
[2:18:25] expecting from from this process. So
[2:18:26] it's it's understanding full cost and
[2:18:29] and making decisions around fee
[2:18:30] subsidization.

[2:22:05] afternoon to uh present this report and
[2:22:09] uh really uh the purpose of the report
[2:22:10] is to provide council with the
[2:22:12] background information uh regulatory
[2:22:15] Ontario traffic manual uh context uh a
[2:22:18] bit of analysis
[2:22:20] um and staff recommendation regarding
[2:22:22] the implementation of a non-standard
[2:22:24] decorative crosswalk to honor veterans
[2:22:26] within the township of center
[2:22:28] Wellington. Uh so the crosswalks as
[2:22:30] proposed uh would provide a visible uh
[2:22:33] and meaning meaningful form of public
[2:22:35] recogni recognition for veterans while
[2:22:38] also u considering uh vehicle and
[2:22:41] pedestrian safety uh accessibility uh
[2:22:44] maintenance considerations durability uh
[2:22:47] financial impact and the township's
[2:22:49] responsibility as the uh uh local road
[2:22:52] authority. So um do want to thank uh uh
[2:22:56] Randy Graham and Don Cubbage uh for

[2:23:21] information, uh, we do have the the
[2:23:24] design as a as attachment A. So, uh,
[2:23:26] they're pretty typical in in most
[2:23:28] communities where it's, uh, still the
[2:23:30] standard kind of what we call the ladder
[2:23:32] crosswalk. Um, but in between the white,
[2:23:35] um, bars of the ladder, there's the red,
[2:23:38] uh, it'll be colored red and, uh, the
[2:23:40] silhouette of the vest and also um, uh,
[2:23:43] some text as well in that. Uh I believe
[2:23:45] it's less less we forget um in that uh
[2:23:48] in that text. Um locationwise um there's
[2:23:52] no difference from the uh uh the
[2:23:54] proposed locations um in Allora. So just
[2:23:57] being just out front here um at the
[2:24:00] adjacent to the Senate. So basically the
[2:24:02] uh the access uh and egress to the uh
[2:24:05] little parking area in front and um a
[2:24:09] bit of a little bit of a change to the
[2:24:11] Fergus locations. Uh the initial
[2:24:12] conversations were about uh um Tower
[2:24:15] Street. So kind of uh the north leg of
[2:24:18] tower um between the tennis courts and
[2:24:21] the senate. Uh just kind of doing a
[2:24:23] little bit of of discussions with uh uh
[2:24:26] the vendors that that do this sort of
[2:24:28] thing. Um and kind of the conversation
[2:24:31] was that you know with the volume of
[2:24:34] traffic at that intersection that the
[2:24:36] crosswalk may not um we may not last as
[2:24:39] long as we would like. Uh so so the
[2:24:42] thinking and this was uh uh uh you know
[2:24:45] discussed with the legion uh the Fergus
[2:24:47] Legion was moving that to um what we
[2:24:50] call Norman Craig square. So the
[2:24:52] entrances to the square there it kind of
[2:24:54] at the sides of the Senate and uh and
[2:24:57] doing a similar design at the uh the
[2:25:00] entrances to both entrances to Norman
[2:25:02] Craig Square. So um so yeah so from
[2:25:04] staff's perspective we're we're
[2:25:06] supportive of uh both locations and uh
[2:25:09] with the low traffic volumes there we
[2:25:11] feel that uh uh we don't have to go to
[2:25:14] uh the thermal plastic which is a much
[2:25:16] more uh expensive and um uh a little
[2:25:19] more complicative of an installation. We
[2:25:21] can use uh just a kind of a regular um
[2:25:25] sidewalk or regular crosswalk marking uh
[2:25:28] paint uh for them. So uh so yeah so
[2:25:31] staff are supportive of
[2:25:34] locations and uh and going with that uh
[2:25:36] that method. So uh so yeah really the
[2:25:38] recommendation before council is uh to
[2:25:41] direct staff to proceed uh with with
[2:25:43] implementation. Uh we do have a budget
[2:25:46] estimate um included as well of $40,000.
[2:25:49] That's a probably bit on the high side.
[2:25:51] I think that's more based on going with
[2:25:53] the uh the durable uh thinking, you
[2:25:56] know, a higher traffic. But if we can
[2:25:57] use the paint, um yeah, we're fairly
[2:26:00] confident that it'll be a lower cost if
[2:26:02] we're going with just our regular
[2:26:04] painting process. But uh this is a
[2:26:06] budgetary estimate. We do want to have
[2:26:08] um a warranty on this as well, just so
[2:26:11] that uh if there's any touch-ups that
[2:26:13] are required in the spring. Um you know,
[2:26:16] the vendor that put it in initially will
[2:26:18] be out early in the spring doing any
[2:26:20] sort of paint touch-ups that may be

[2:29:41] um that's why these locations very are
[2:29:43] very suitable for um uh the initial

[2:31:36] deferral bylaw that specifically
[2:31:39] describes the um criteria under which
[2:31:43] the CAO could be delegated the
[2:31:46] authority. So, but council also having
[2:31:49] heard from the development community
[2:31:51] about the magnitude of the increase in
[2:31:53] the charges, um we provided for the
[2:31:57] bylaw not to take effect until October
[2:32:00] 1st. So, what we're asking for is for
[2:32:04] that time frame to come into effect on
[2:32:08] July 30th so that the CAO can execute
[2:32:12] those agreements during this restricted
[2:32:14] act period. and then October 1st, the
[2:32:17] CEO would have the authority already to
[2:32:20] execute them. So, we're bringing it
[2:32:22] forward early. Um, we are the
[2:32:27] recommendation is conditional upon those
[2:32:29] criteria still being met.

[2:34:00] is retiring and is terminating her lease
[2:34:03] with us effective October 1st of this

[2:34:08] communicating with Canada Post about
[2:34:10] their future plans for Bellwood. U have
[2:34:14] not had a response yet, but um given
[2:34:17] that we're approaching the election um
[2:34:19] with the restrictive periods potentially
[2:34:21] in place, we just wanted delegated
[2:34:23] authority to enter into a similar lease
[2:34:26] agreement for this property in
[2:34:28] substantially the same form as the
[2:34:29] current agreement. Um just in case we
[2:34:32] needed to enter into something prior to
[2:34:34] October 1st.

[2:37:41] data centers within the township of
[2:37:42] center Wellington.
[2:37:44] A therefore the council of the township
[2:37:46] of center Wellington direct staff to
[2:37:47] undertake a review and study costing no
[2:37:49] more than $49,999
[2:37:52] of staff time only of the township's
[2:37:54] land use planning policies in relation
[2:37:56] to artificial intelligence AI data
[2:37:58] centers pursuant to section 38 of the
[2:38:00] planning act applicable to all zones
[2:38:02] where the use is permitted in the
[2:38:03] township of center Wellington including
[2:38:05] but not limited to its official plans
[2:38:07] and zoning bylaw and any required
[2:38:09] changes to the township's land use
[2:38:11] planning policies mapping and regulatory
[2:38:13] framework with consider consideration of
[2:38:15] but not limited to the following. One,
[2:38:17] existing official plan policies and
[2:38:19] zoning bylaw permissions and
[2:38:21] regulations. Two, energy use and the
[2:38:23] impacts to power grids. Three, water use
[2:38:25] and the impacts to long-term drinking
[2:38:27] water quality and quantity. And four,
[2:38:29] noise and light pollution impacts.
