[1:32]
Hello folks. I'd like to call this uh
[1:34]
meeting to order and we'll start with uh
[1:38]
uh land acknowledgement. Uh councelor
[1:40]
Revo.
[1:41]
>> Thank you through you. The lands we know
[1:43]
» Thank you through you. The lands we know
[1:43]
today as the township of center
[1:44]
Wellington have been home to indigenous
[1:46]
people since time memorial. We
[1:48]
acknowledge that we're on the treaty
[1:49]
lands and the traditional territory of
[1:51]
the Anesnabi and the Hodnachoni. With
[1:54]
increasing encroachment by
[1:55]
non-indigenous settlers in the township
[1:57]
of center Wellington, the Anesnabi and
[1:59]
the Hodneson couldn't continue their
[2:01]
traditional lifestyles and settled in
[2:02]
their villages along the Credit River
[2:04]
and the Grand River valleys. These
[2:06]
indigenous nations uphold their treaty
[2:08]
rights within our jurisdiction. Today,
[2:10]
the township of Center Wellington
[2:12]
remains home to indigenous peoples from
[2:14]
all across Turtle Island. We're grateful
[2:16]
to have the opportunity to share and to
[2:18]
respect Mother Earth and we're committed
[2:20]
to building constructive and cooperative
[2:22]
relation.
[2:25]
» Uh thank you councelor Evoy. I'm going
[2:28]
to move down to item three addendums and
[2:30]
corrections to the agenda and I'll look
[2:32]
to Tyler here to speak to that.
[2:35]
>> Excellent. So through the mayor we do
[2:36]
» Excellent. So through the mayor we do
[2:36]
have one addition for myself would be to
[2:39]
item 10.1. It's a delegation uh for item
[2:43]
12.4 for Randy Bane Fergus Allegian. Um
[2:47]
so if I could get it'd be we would need
[2:49]
to take a motion for that. Um the
[2:51]
council of the township of Senator
[2:52]
Wellington amends the agenda to include
[2:54]
10.1 delegation item 124 Randy Vain
[2:57]
Fergus Allore Legion.
[3:03]
I see councelor Evo and a secondary
[3:05]
councelor McDonald. Uh any further
[3:07]
comments or questions? Uh seeing none,
[3:10]
all those in favor of that. Thank you
[3:12]
very much. That's so moved.
[3:15]
>> Council Wil.
[3:16]
» Council Wil.
[3:16]
>> Councelor Wilton.
[3:18]
» Councelor Wilton.
[3:18]
>> Thank you, Mayor Waters. I would also
[3:19]
» Thank you, Mayor Waters. I would also
[3:19]
like to add a notice of motion to I
[3:22]
believe it's 14.1. And to do that, I
[3:24]
understand I'd need to request to uh
[3:26]
wave procedural bylaw to uh account for
[3:29]
not giving notice on the agenda.
[3:32]
Thank you.
[3:36]
» Uh I look for support on that. Uh yes,
[3:39]
sorry. Would you like to care to speak
[3:40]
to that, Tyler?
[3:43]
Perfect. So through the mayor, just uh
[3:45]
from a procedural standpoint, in order
[3:46]
to wave the most provisions within our
[3:48]
procedural bylaw, we need to take a vote
[3:51]
on that, which would need two/3 vote. So
[3:54]
um I do have a motion if you'd like me
[3:55]
to read it out and then we can see where
[3:57]
it goes from there. Excellent. So uh the
[3:59]
motion will read that the council of the
[4:00]
township of San Wellington waves a no
[4:02]
provisions for the no motion, councelor
[4:04]
Wilton. Uh and I believe it's on data
[4:06]
centers. Correct.
[4:10]
» Okay. So again, I look to council for
[4:12]
support on this. Councelor Adams
[4:14]
seconder. Uh well, I guess you councelor
[4:17]
Kratic. Um any further comments or
[4:20]
questions? Seeing none, all those in
[4:21]
favor? And that's so moved.
[4:24]
>> Okay.
[4:29]
» Perfect. Now with that with that going
[4:31]
ahead uh and being um put onto the
[4:35]
agenda again, we need to just make the
[4:36]
amendment to the agenda. So uh the
[4:38]
council of the township of center
[4:39]
Wellington amends the agenda and include
[4:41]
item 14.1 the notice of motion council
[4:44]
well data centers and then the item
[4:46]
would be listed and then be brought
[4:48]
forward on the the next agenda. So the
[4:50]
August 24th meeting just so everybody's
[4:51]
aware.
[4:52]
>> Okay. Yes.
[4:55]
» Yeah. I need a mover on that. Uh
[4:58]
councelor Wilton
[4:59]
>> and seconder on that councelor
[5:01]
» and seconder on that councelor
[5:01]
Jefferson. Any further comments or
[5:03]
questions? Seeing none. All those in
[5:04]
favor that so moved. Okay. So, are we
[5:09]
finished now in that little uh circle of
[5:11]
funds?
[5:11]
>> We are.
[5:12]
» We are.
[5:12]
>> Okay. So, now um uh let's go down to
[5:15]
» Okay. So, now um uh let's go down to
[5:15]
disclosure of pecuniary interests.
[5:18]
Okay. Seeing none. And uh now we'll
[5:21]
moved into uh close session or I'll read
[5:24]
this that the council township of center
[5:26]
Wellington convene into close session in
[5:28]
accordance with section 2392 AE and F of
[5:32]
the municipal act uh 2001 as amended to
[5:35]
consider a the security of a property of
[5:38]
a municipal or local board. Uh E
[5:41]
litigation or potential litigation
[5:43]
including matters before administrative
[5:45]
tribunals affecting the municipality or
[5:47]
local board. F advice that is subject to
[5:51]
solicitor client uh privilege including
[5:52]
communications necessary for that
[5:54]
purpose. Recommendation that the council
[5:57]
of township of center Wellington convene
[5:58]
in close session in accordance with
[6:00]
section 2392A
[6:02]
and F of the mun act 2001 as amended to
[6:06]
consider a the security of property of
[6:08]
the municipality or local board. E,
[6:11]
litigation or potential litigation
[6:12]
including matters before administrative
[6:14]
tribunos affecting the municipal
[6:16]
municipality or local board and F uh
[6:19]
advice that is subject to solicister
[6:21]
client privilege including
[6:22]
communications necessary for that
[6:24]
purpose. Do I have a mover for that?
[6:26]
Council Kratic second on that.
[6:29]
Council McDonald, any further comments
[6:31]
or questions? Seeing none, all those in
[6:33]
favor and we are going to move into
[6:36]
close and we uh we expect to be back
[6:39]
here around 4
[1:48:27]
Okay. Uh we're going to read convene in
[1:48:29]
back into open session and matters
[1:48:32]
arising from close session. Uh I'm going
[1:48:34]
to read the following paid parking
[1:48:37]
discussion on paid parking as well as
[1:48:39]
potential solutions. Any questions
[1:48:42]
concerning this uh please forward it to
[1:48:44]
our clerk's office. So uh our clerk may
[1:48:48]
become very popular that way. So um uh
[1:48:52]
public meetings to consider zoning
[1:48:55]
amendments.
[1:48:56]
Uh none a presentation and announcements
[1:49:00]
uh delegations and
[1:49:03]
>> and at this point in time
[1:49:05]
» and at this point in time
[1:49:05]
>> Randy
[1:49:05]
» Randy
[1:49:05]
>> Yep. I would like to ask uh Randy Bain
[1:49:08]
» Yep. I would like to ask uh Randy Bain
[1:49:08]
and to come up to uh uh to speak to
[1:49:11]
council and uh welcome Randy. do
[1:49:14]
apologize for our uh [gasps]
[1:49:16]
I appreciate you bearing uh uh time with
[1:49:19]
us.
[1:49:20]
>> Okay.
[1:49:21]
» Okay.
[1:49:21]
>> Okay. Thank you.
[1:49:23]
» Okay. Thank you.
[1:49:23]
me back if I didn't.
[1:49:25]
>> The um I just actually wanted to say
[1:49:28]
» The um I just actually wanted to say
[1:49:28]
this is probably the last council
[1:49:29]
meeting that I guess I'm going to be at.
[1:49:30]
I don't know if you guys have any more,
[1:49:32]
but um I wanted to say thank you all
[1:49:35]
because I remember when I was on council
[1:49:36]
in another town 3 months after I was on
[1:49:39]
a gentleman walked up to me from the
[1:49:41]
public and just said thank you for your
[1:49:42]
service. I used to hear that a lot with
[1:49:44]
my when I was with customs, but when it
[1:49:47]
means a lot more than this because I
[1:49:48]
know that you guys, you know, you go
[1:49:50]
through a lot and everybody seems to
[1:49:52]
think that counselors are powerful and
[1:49:54]
get paid tons of money except maybe the
[1:49:56]
mayor, but that's about it. But all that
[1:49:58]
Sorry, Sean, that slipped or Mr. Mayor,
[1:50:00]
sorry, that slipped. But no, I I just
[1:50:02]
wanted to say thank you all. You you've
[1:50:04]
all done a great job and I wish you all
[1:50:05]
the very best and thank you for
[1:50:07]
everything and uh thank you for your
[1:50:09]
consideration of matters that have been
[1:50:11]
brought forward. I really appreciate it.
[1:50:12]
That's all.
[1:50:16]
» Sure.
[1:50:19]
>> Delegation item.
[1:50:33]
» One last thing. I want to thank both
[1:50:34]
yourself, um, Councelor McDonald, and
[1:50:38]
all the members of council for
[1:50:39]
supporting this particular issue. It was
[1:50:42]
very important to a lot of people. So,
[1:50:43]
thank you very much. And the reason I
[1:50:45]
mentioned the mayor and council McDonald
[1:50:47]
specifically as well is because they
[1:50:49]
actually met me for coffee and talked to
[1:50:50]
me. So, you know, I figure if they can
[1:50:52]
make enough time to talk to me, it's got
[1:50:54]
to mention something. But I appreciate
[1:50:56]
all the council support so much.
[1:50:59]
>> Thank you, Randy. And uh we have a
[1:51:01]
» Thank you, Randy. And uh we have a
[1:51:01]
notice of motion. Any further comments
[1:51:03]
or questions as it relates to uh anyways
[1:51:07]
uh all those in favor? That this so
[1:51:09]
move. Thank you very much folks.
[1:51:11]
Appreciate it. So,
[1:51:14]
okay. Now, we're going to go down to
[1:51:15]
consent uh items. Uh item, sorry,
[1:51:18]
>> no consent.
[1:51:19]
» no consent.
[1:51:19]
>> No consent. And then, uh consideration
[1:51:21]
» No consent. And then, uh consideration
[1:51:22]
of reports. Uh item 12.1 uh authority to
[1:51:25]
execute growing Canada's community
[1:51:27]
canopies, urban forestry plans, and
[1:51:30]
studies grant agreement. And uh they're
[1:51:34]
okay. I was going to say looking for
[1:51:36]
Lucas, but I I see Adam. Oh, welcome.
[1:51:39]
>> Yeah. Thank you very much, Mayor Waters.
[1:51:40]
» Yeah. Thank you very much, Mayor Waters.
[1:51:40]
So, through you, great news. Uh, we
[1:51:43]
received notice that we were successful
[1:51:44]
in our grant application for the
[1:51:46]
Federation of Canadian Municipalities
[1:51:49]
Growing Canada's Community Canopies
[1:51:51]
grant program. Uh, so this is for a
[1:51:54]
project where we'll be doing a detailed
[1:51:56]
inventory of our urban tree um system
[1:51:58]
and canopy and um adding that to our
[1:52:01]
asset register, building this into our
[1:52:03]
natural asset management program. It's
[1:52:05]
expected to strengthen our um urban
[1:52:07]
canopy and to allow us to better manage
[1:52:10]
our urban canopy. Um the grand funding
[1:52:13]
total was uh just north of $89,000
[1:52:17]
and that's being supported by an inind
[1:52:19]
staff contribution um to round out the
[1:52:22]
project and uh the report before you is
[1:52:25]
just seeking authority to execute the
[1:52:27]
agreement so that we can get started.
[1:52:29]
Thank you.
[1:52:31]
>> Council comment questions. Councelor
[1:52:33]
» Council comment questions. Councelor
[1:52:33]
Wilton. Thank you, Mayor Waters. Just a
[1:52:35]
quick comment to congratulate the team
[1:52:37]
and I think that's great to do this
[1:52:39]
project and the I know when I met with
[1:52:40]
somebody from the Green Municipal Fund,
[1:52:42]
they knew of Center Wellington and they
[1:52:44]
were excited about the project. So, that
[1:52:45]
was good to hear. So, I yeah, happy that
[1:52:48]
this is uh announced today.
[1:52:50]
Congratulations.
[1:52:51]
>> Thank you.
[1:52:51]
» Thank you.
[1:52:51]
>> Any council a boy.
[1:52:53]
» Any council a boy.
[1:52:53]
>> Thank you, sir. Just a quick question.
[1:52:55]
» Thank you, sir. Just a quick question.
[1:52:55]
Obviously, I'll preamble with
[1:52:56]
congratulations as well. Does our um
[1:52:59]
commitment to planting a double or
[1:53:02]
triple where we take one out, does that
[1:53:04]
fall under the same $89,000 grant or is
[1:53:07]
that outside of?
[1:53:09]
>> Yeah. So, the the grant project, the
[1:53:11]
» Yeah. So, the the grant project, the
[1:53:11]
project we applied for with the grant
[1:53:13]
does not include any new tree plantings.
[1:53:15]
We have separate um budgets and programs
[1:53:18]
that we use to grow urban canopy and
[1:53:21]
plant new trees.
[1:53:24]
Uh any further comments or questions?
[1:53:28]
Uh thank you very much for your
[1:53:30]
presentation. I'll read the
[1:53:31]
recommendation that the council of
[1:53:32]
township of central Wellington receives
[1:53:34]
the authority to execute growing
[1:53:36]
Canada's community canopies urban
[1:53:39]
forestry plans and studies grant
[1:53:41]
agreement report and that the council of
[1:53:43]
the township of central Wellington
[1:53:45]
authorized their chief financial officer
[1:53:47]
and treasur to execute the grant
[1:53:48]
agreement and any related documents uh
[1:53:51]
with the federation of Canadian
[1:53:53]
municipalities for growing Canada's uh
[1:53:55]
community canopies urban forestry plans
[1:53:58]
and studies funding program for center
[1:54:00]
Wellington urban forestry resilience and
[1:54:03]
natural asset management initiative. Do
[1:54:06]
I have a mover for that? Councelor
[1:54:07]
McDonald. Second on that, councelor
[1:54:09]
Jefferson. Any further comments or
[1:54:11]
questions? Seeing none, all those in
[1:54:13]
favor? So move. Thank you very much for
[1:54:15]
that. Item number 12.2, request for
[1:54:18]
tender number 48-26,
[1:54:21]
ashvaultting of various roads report.
[1:54:25]
And I I see Adam there to speak to this.
[1:54:30]
Yes, thank you, Mayor Waters. And
[1:54:31]
through you, this report provides
[1:54:33]
recommendations and seeks council
[1:54:34]
approval for award of request for tender
[1:54:37]
48-26
[1:54:38]
regarding the ashvaulting of various
[1:54:40]
roads in the township. Recommendations
[1:54:42]
are that council award request for
[1:54:44]
tender 48-26 to Cox Construction Limited
[1:54:48]
at a contract price of 2,768,878.98
[1:54:54]
including contingency and excluding HST
[1:54:57]
and that the council of the township of
[1:54:58]
center Wellington approves a single
[1:55:00]
source contract for roadbased
[1:55:01]
stabilization bioresin to biodeies
[1:55:05]
incorporated and that the funding for
[1:55:07]
the applicable projects be revised is
[1:55:09]
detailed in the report and further that
[1:55:11]
the council of the township of center
[1:55:12]
Wellington direct staff to negotiate
[1:55:14]
expanded scope with a successful
[1:55:16]
proponent for sections 2 and 13 within
[1:55:19]
the existing approved budget envelope.
[1:55:22]
The RFT was issued in accordance with
[1:55:24]
the township's purchasing and
[1:55:25]
procurement bylaw where the township to
[1:55:27]
re receive three responses. award to
[1:55:30]
this vendor would be based on the lowest
[1:55:32]
cost compliant bid. And while the total
[1:55:34]
project cost is estimated to be
[1:55:36]
approximately $823,500
[1:55:39]
under budget based on the tender
[1:55:41]
results, staff are seeking council
[1:55:42]
direction to expand scope of sections
[1:55:45]
two uh Aramasa West Gapfra Town Line and
[1:55:48]
sections 13 Brid Street and Tower Street
[1:55:51]
subject to MTO approval within the
[1:55:54]
approved budget envelope as detailed in
[1:55:56]
the report. And with that, I'm happy to
[1:55:59]
field any questions the council may
[1:56:00]
have.
[1:56:01]
>> Thank you, Adam. Comments or questions?
[1:56:02]
» Thank you, Adam. Comments or questions?
[1:56:02]
Councelor McDonald.
[1:56:04]
>> Well, first a compliment. I was at the
[1:56:06]
» Well, first a compliment. I was at the
[1:56:06]
Good Roads conference when BDT was
[1:56:08]
recognized for the award and
[1:56:10]
congratulations to our staff member Adam
[1:56:12]
Gilmore who was part of that initially
[1:56:15]
and Colin's team
[1:56:18]
um is definitely rewarding. Uh, my
[1:56:21]
question is, um, what about the
[1:56:24]
Jefferson Community Center in the Arena
[1:56:27]
parking lot? Potentially, I'm not seeing
[1:56:30]
it on the list.
[1:56:35]
Yep, I can take that one. So, thank you,
[1:56:37]
Council McDonald, for the question
[1:56:38]
through the mayor. So, um, we have, um,
[1:56:40]
we're building our our, uh, 2027 draft
[1:56:44]
budget, and we are anticipating that we
[1:56:47]
will have a request for a top up, um, in
[1:56:49]
the budget, uh, in 2027 to complete the
[1:56:54]
repaving and some improvements of the,
[1:56:56]
uh, Jefferson Community Center parking
[1:56:58]
lot.
[1:57:01]
>> Uh, additional questions. Councelor
[1:57:03]
» Uh, additional questions. Councelor
[1:57:03]
Wilton.
[1:57:05]
>> Thank you, Mayor Waters, and through
[1:57:06]
» Thank you, Mayor Waters, and through
[1:57:06]
you. Uh just a question about section
[1:57:08]
13, the Bridge Street and Tower Street.
[1:57:10]
I thought that was always going to be a
[1:57:12]
full kind of um not replacement but a
[1:57:15]
grind it up and replace it kind of
[1:57:17]
ashwalting thing. So I I was surprised
[1:57:19]
to see this as an expanded scope because
[1:57:21]
I thought those sections were going to
[1:57:22]
be replaced ashvault to edge of ashalt
[1:57:26]
to edge of ashalt.
[1:57:29]
>> Uh yeah, thanks for the question and and
[1:57:31]
» Uh yeah, thanks for the question and and
[1:57:31]
through the mayor. Um yeah, the uh the
[1:57:33]
scope as presented to the ministry um is
[1:57:37]
basically what we call edge of pavement,
[1:57:39]
edge of pavements um from uh Bellside
[1:57:43]
and Tower right down the hill right to
[1:57:45]
Bridge Street and then uh Bridge Street
[1:57:48]
to St. David um or pretty close to the
[1:57:51]
Queen Street entrance there. Um the uh
[1:57:55]
the proposal as part of our application
[1:57:57]
to MTO um was to basically there's a a
[1:58:00]
section of pavement um kind of the
[1:58:03]
northbound lane uh that's really
[1:58:06]
deteriorating rapidly. Uh so we've
[1:58:09]
proposed to to resurface that section
[1:58:11]
only. Uh with the kind of you know
[1:58:15]
additional funds that could potentially
[1:58:16]
be available here. Uh we would do that
[1:58:19]
section. So from kind of the south leg
[1:58:21]
of Bellside um to the
[1:58:25]
basically the uh the Zair's entrance
[1:58:27]
there uh we would do the full width of
[1:58:30]
that section instead of just the kind of
[1:58:32]
that seam that's um deteriorating. So so
[1:58:35]
that would be the additional work. We've
[1:58:37]
had some preliminary conversations with
[1:58:38]
MTO and uh uh they do seem supportive.
[1:58:41]
So um subject to the outcome today we'll
[1:58:44]
be following up with MTO.
[1:58:45]
>> Yeah. Yep. Councelor Adams.
[1:58:49]
» Yeah. Yep. Councelor Adams.
[1:58:49]
Thank you through you. Um, yeah, it's
[1:58:51]
great to see that expanded scope and
[1:58:53]
within budget. That's great. I actually
[1:58:55]
had a a resident reach out and ask about
[1:58:57]
line painting. We have good weather. We
[1:58:59]
see lots of line painting happening. We
[1:59:02]
don't we're not outline painting roads
[1:59:04]
that are planning to be uh constructed
[1:59:06]
or ashvalted this year. Correct.
[1:59:10]
>> Yeah. Uh through the mayor. Uh yeah,
[1:59:12]
» Yeah. Uh through the mayor. Uh yeah,
[1:59:12]
great great question. Uh so uh yes, we
[1:59:16]
haven't done any line painting on on the
[1:59:18]
segment of of Highway 6 bridge tower uh
[1:59:22]
that's planned to be resurfaced. So uh
[1:59:25]
yeah, definitely line painting will just
[1:59:26]
happen once this year and that'll be
[1:59:28]
after the resurfacing project.
[1:59:30]
>> Yeah.
[1:59:32]
» Yeah.
[1:59:32]
>> Any further comments or questions or
[1:59:34]
» Any further comments or questions or
[1:59:34]
Okay, councelor Jefferson.
[1:59:36]
>> Thank you, Mayor Waters. My question is
[1:59:38]
» Thank you, Mayor Waters. My question is
[1:59:38]
just in regards to the Fergus Curling
[1:59:40]
Club parking lot and has the time frame
[1:59:42]
of that been kind of discussed with the
[1:59:45]
contractor so that it's not interrupting
[1:59:47]
any events and things that are going on
[1:59:49]
in the downtown core. Thank you
[1:59:53]
>> through the mayor. Uh so yeah, timing
[1:59:55]
» through the mayor. Uh so yeah, timing
[1:59:55]
exact timings to be determined. So um uh
[1:59:59]
the way things progress is after
[2:00:01]
contract award we have a
[2:00:02]
pre-construction meeting with the
[2:00:04]
contractor and at that meeting they set
[2:00:07]
out their schedule and uh for our review
[2:00:10]
um and uh we do understand that that
[2:00:13]
they they do want to move quickly on the
[2:00:16]
projects which is good news and uh we'll
[2:00:18]
definitely be mindful of any conflicts
[2:00:20]
with the curling club. I know they've
[2:00:22]
got uh looks like some construction
[2:00:24]
happening um on the exterior, maybe even
[2:00:26]
the interior of the building as well.
[2:00:28]
So, um it is something that we should be
[2:00:30]
mindful of as we're uh reviewing that uh
[2:00:33]
that schedule. So, appreciate that.
[2:00:36]
>> Uh councelor McDonald,
[2:00:38]
» Uh councelor McDonald,
[2:00:38]
>> just a thank you, Mayor Waters. Just a
[2:00:41]
» just a thank you, Mayor Waters. Just a
[2:00:41]
quick question about um are we painting
[2:00:43]
lines like at the stop signs now on our
[2:00:47]
internal streets?
[2:00:50]
I feel like I saw one at Walser and
[2:00:52]
Keating and I'm Is that Yeah.
[2:00:55]
>> Uh yeah. Uh through the mayor. So uh
[2:00:57]
» Uh yeah. Uh through the mayor. So uh
[2:00:57]
yeah, we're actively um it's like an
[2:01:00]
annual maintenance thing uh doing the
[2:01:02]
stop blocks or stop bars at uh at
[2:01:05]
intersections. We um uh certainly we
[2:01:08]
don't do every intersection uh for stop
[2:01:11]
blocks, but uh anytime where uh there's
[2:01:14]
a local street kind of running into a
[2:01:16]
collector road, um that's that's what
[2:01:19]
we've identified for for stop blocks. Um
[2:01:22]
typically if it's two local streets kind
[2:01:24]
of connecting, um yeah, we don't
[2:01:26]
typically or if it's a four-way stop,
[2:01:28]
we're definitely doing stop blocks at
[2:01:29]
those. But uh it's usually intersection
[2:01:31]
with a collector. Yep. Yep.
[2:01:34]
Uh, a followup
[2:01:36]
>> followup. And, um, are we going to be
[2:01:39]
» followup. And, um, are we going to be
[2:01:39]
just on painting and roads and, uh, are
[2:01:43]
we going to be painting more accessible
[2:01:45]
spots in our downtown cores eventually
[2:01:49]
with the nice weather or Yeah.
[2:01:53]
>> Yeah. Uh, through Yeah. through the
[2:01:55]
» Yeah. Uh, through Yeah. through the
[2:01:55]
mayor. No, thanks for the question. Uh,
[2:01:57]
so yeah, so there we do have plans for
[2:02:00]
um additional accessible parking spaces.
[2:02:03]
uh Smith Street. So, we have the
[2:02:05]
reconstruction of Smith Street that's uh
[2:02:08]
going to be starting later this month.
[2:02:10]
Um there are two accessible parking
[2:02:12]
spaces in front of uh St. John's Church.
[2:02:16]
Um so, those uh are kind of in the
[2:02:18]
works. They're being specifically
[2:02:20]
designed uh with accessibility in mind
[2:02:23]
and uh so yeah, we're excited to get get
[2:02:25]
that uh implemented this year.
[2:02:27]
>> Yeah. Yeah.
[2:02:29]
» Yeah. Yeah.
[2:02:29]
>> Councelor Evo,
[2:02:30]
» Councelor Evo,
[2:02:30]
>> thank you through you, sir. um not to go
[2:02:33]
» thank you through you, sir. um not to go
[2:02:33]
dive too deep into your schedule. I've
[2:02:35]
heard from a couple of people who have
[2:02:36]
an opportunity to read the report and
[2:02:39]
I'm wondering is there an opportunity
[2:02:41]
for expansion? Obviously, we're not
[2:02:43]
covering everywhere here. And what are
[2:02:44]
we looking at when the public can see
[2:02:46]
when certain roads might be being
[2:02:48]
addressed as we go forward, especially
[2:02:50]
roads that have been taken a bit of a
[2:02:51]
beating with construction?
[2:02:56]
» Um yeah. Yeah. Uh no, thanks for the
[2:02:58]
question, Council Reo through the mayor.
[2:03:00]
Uh yeah. So um yeah, the priority of
[2:03:04]
roads uh kind of falls through the asset
[2:03:06]
management plan. Uh so we we uh we take
[2:03:09]
that risk based approach where we're
[2:03:12]
looking at um you know uh consequence of
[2:03:15]
failure times probability of failure,
[2:03:17]
right? So so that's what informs us in
[2:03:20]
terms of of priority of um kind of
[2:03:23]
applying dollars to capital
[2:03:25]
improvements. Um so so yeah so we have
[2:03:29]
our road needs study that helps with
[2:03:32]
that uh and and then our priorities
[2:03:34]
within the asset management plan. So
[2:03:36]
that's what informs kind of the timing
[2:03:37]
and the sequence uh of capital projects
[2:03:40]
for roads uh when it comes to rehab and
[2:03:42]
replacement
[2:03:46]
» and through the mayor just to expand on
[2:03:47]
that in terms of if there are residents
[2:03:49]
interested in looking at where things
[2:03:51]
are forecasted to land in terms of
[2:03:52]
future capital projects I would suggest
[2:03:54]
they look no further than our published
[2:03:57]
budget book which available online uh
[2:03:59]
that does have our 10-year forecast
[2:04:01]
available there for review. Um the
[2:04:04]
caveat to that is obviously that is
[2:04:06]
reviewed annually and things are subject
[2:04:07]
to change as kind of those priority
[2:04:09]
sequences change through asset
[2:04:10]
management planning and that risk
[2:04:12]
assessment.
[2:04:14]
>> Councelor Jefferson.
[2:04:16]
» Councelor Jefferson.
[2:04:16]
>> Thank you again Mayor Waters. Um my
[2:04:19]
» Thank you again Mayor Waters. Um my
[2:04:19]
question is just in regards to the Six
[2:04:21]
Line East. Um with the application of
[2:04:23]
the BDT love the product. It's um really
[2:04:27]
appreciate what it does. But would the
[2:04:29]
application of the BDT significantly
[2:04:31]
expand the construction time frame for
[2:04:33]
like the lane closure or the road
[2:04:35]
closures with that project? Like does it
[2:04:37]
extend it out at all or is it just
[2:04:39]
minimal kind of time frame? Thank you.
[2:04:43]
>> Oh, thanks for the question uh councelor
[2:04:45]
» Oh, thanks for the question uh councelor
[2:04:45]
Jefferson and and through the mayor. Uh
[2:04:48]
quick answer is no. So uh uh so yeah, it
[2:04:50]
doesn't really extend uh the time frame
[2:04:52]
for construction. Uh the BDT application
[2:04:55]
is is really uh quick and efficient.
[2:04:58]
It's basically um a process of uh the uh
[2:05:03]
a pulverizer machine that's already
[2:05:04]
there kind of pulverizing the existing
[2:05:06]
ashvalt kind of uh grinds it up. Um a
[2:05:09]
tanker truck kind of hooks up to the
[2:05:11]
pulverizer and mixes the BDT into the
[2:05:13]
aggregate and the the recycled ashvalt
[2:05:16]
that's there. So, um, so it's a really
[2:05:19]
quick, uh, process and, uh, you know,
[2:05:22]
there's, as the report states, lots of
[2:05:24]
benefits in terms of cost savings, life
[2:05:25]
cycle cost savings and environmental
[2:05:27]
benefits from the product as well. So,
[2:05:30]
yeah.
[2:05:32]
>> Okay. Any other further comments or
[2:05:34]
» Okay. Any other further comments or
[2:05:34]
questions from council? Okay. Thank you,
[2:05:36]
Adam. I will read the recommendation
[2:05:38]
that the council of township of central
[2:05:40]
Wellington receives a request for tender
[2:05:43]
number 48-26
[2:05:45]
ashvaltting of various roads to 2026
[2:05:49]
report and that the council of township
[2:05:50]
of central Wellington awards request for
[2:05:53]
tender 48-26
[2:05:55]
regarding the ashvaltting of various
[2:05:57]
roads 2026 to Cox Construction Limited
[2:06:01]
at a contract price of 2,768,878
[2:06:06]
uh 98 in including contingencies and
[2:06:10]
excluding HST and that the council of
[2:06:12]
township of center Wellington approves a
[2:06:14]
single source contract for this fly
[2:06:16]
application of roadbased stabilization
[2:06:19]
bioresin to uh biodusion
[2:06:22]
technologies incline
[2:06:25]
east Wellington road 21 to uh side road
[2:06:29]
10 at a contract price of 250,000
[2:06:32]
excluding HST and that the funding for
[2:06:36]
applicable uh projects be revised as
[2:06:38]
outlined in report FIN 2026-17
[2:06:42]
dated 30th uh July 2026 and that council
[2:06:46]
the township of center Wellington direct
[2:06:48]
staff to negotiate expanded scope with
[2:06:51]
successful bed for section 2 and 13
[2:06:54]
within existing uh the existing approved
[2:06:57]
budget envelope and the subject to uh
[2:07:00]
ministerial approvals as detailed in
[2:07:03]
report FIN 2026. 6-17. Do I have a mover
[2:07:07]
for that? Councelor Wilton. Second on
[2:07:09]
that. Councelor Evoy. Any further
[2:07:11]
comments or questions? Seeing none, all
[2:07:13]
those in favor? That is so move. Thank
[2:07:15]
you. We'll move down to item 12.3, RFP
[2:07:19]
2826,
[2:07:21]
community service fee study. And I still
[2:07:23]
see Adam in place.
[2:07:27]
>> Yes. Thank you, Mayor Waters. And again
[2:07:28]
» Yes. Thank you, Mayor Waters. And again
[2:07:28]
through you. This report provides
[2:07:30]
recommendations and seeks council
[2:07:32]
authorization for staff to negotiate and
[2:07:34]
award request for proposal 28-26
[2:07:37]
regarding the community services fee
[2:07:39]
study to Watson and Associates Economist
[2:07:41]
Limited to a project upset limit of
[2:07:44]
$75,000 inclusive of all applicable
[2:07:47]
taxes and that the council authorize the
[2:07:50]
managing director of community services
[2:07:51]
to execute a contract with Watson and
[2:07:53]
Associates if negotiations are
[2:07:55]
successful. Staff are also requesting
[2:07:58]
that the funding for this project be
[2:07:59]
revised as detailed in the report. Uh so
[2:08:02]
just a little bit of detail, an
[2:08:04]
invitational RFP was issued to three
[2:08:06]
vendors. However, only one submission
[2:08:08]
was received. The response was scored by
[2:08:11]
the selection committee who recommends
[2:08:12]
negotiating and if successful executing
[2:08:14]
a contract with the responding proponent
[2:08:16]
to an upset limit of $75,000.
[2:08:20]
The recommended upset project upset
[2:08:22]
limit uh exceeds the approved budget
[2:08:24]
allocation of $40,000 in its current
[2:08:26]
state and if endorsed by council is
[2:08:28]
recommended that the shortfall of
[2:08:29]
$35,350
[2:08:31]
be funded from the general capital
[2:08:33]
reserve. And with that, I'm happy to
[2:08:34]
take any questions the council may have.
[2:08:37]
>> Thank you, Adam. Comments, questions? Uh
[2:08:39]
» Thank you, Adam. Comments, questions? Uh
[2:08:39]
councelor Adams.
[2:08:42]
>> Thank you. Um just a couple just a
[2:08:46]
» Thank you. Um just a couple just a
[2:08:46]
question. Um
[2:08:49]
it looks we're not quite double but
[2:08:51]
we're almost double of like what are we
[2:08:53]
had budgeted for this in terms of only
[2:08:55]
receiving that response like did we have
[2:08:57]
others like do could we see that others
[2:08:59]
kind of um what's the word for it like
[2:09:02]
had uh like downloaded or showed any
[2:09:06]
expression of interest or anything up
[2:09:07]
until the point of maybe not submitting.
[2:09:10]
Um was it related do we think like is
[2:09:13]
there other competitors out there? Um,
[2:09:16]
is it the timing of me when we put out
[2:09:18]
the RFP? Like if if we like if we were
[2:09:22]
to like send this back and put it post
[2:09:25]
it for a longer time, do we think we
[2:09:28]
could have a chance of seeing others?
[2:09:34]
» Yeah, thank you for the question, uh,
[2:09:35]
councelor Hams. Um, I can't really
[2:09:36]
comment on any of the conversations with
[2:09:39]
the the non-responding proponents as
[2:09:41]
we'd only received the one. Um, and it
[2:09:43]
would be speculating to say if the the
[2:09:45]
scenarios were changed in terms of
[2:09:46]
timing, duration, other things of that
[2:09:48]
nature, if we'd have a different result.
[2:09:50]
Um, what I can say is that the
[2:09:52]
invitational proponents were
[2:09:54]
investigated uh in advance of to
[2:09:56]
determine whether or not this would fit
[2:09:57]
within their their skill sets. Um, and
[2:10:00]
it was deemed that that was hence the
[2:10:02]
the rationale for kind of the the
[2:10:04]
invitational to the three proponents.
[2:10:06]
Um, but with only having the one
[2:10:08]
submission, uh, we're kind of at the
[2:10:09]
liberty of what's in front of us
[2:10:11]
presently. Councelor
[2:10:14]
Welton.
[2:10:15]
Uh
[2:10:16]
>> just to follow up on councelor Adam's
[2:10:17]
» just to follow up on councelor Adam's
[2:10:17]
question then. Uh is there a reason it
[2:10:20]
wouldn't have gone out to just an open
[2:10:21]
bids and tenders like RFP process and
[2:10:24]
maybe there's people out there we aren't
[2:10:26]
aware of? Thank you.
[2:10:30]
>> Uh again I think it was just based on a
[2:10:33]
» Uh again I think it was just based on a
[2:10:33]
uh kind of an environmental scan in
[2:10:35]
terms of who some of the players within
[2:10:37]
this space are. uh hence the the
[2:10:40]
rationale for the invitational RFP. Um I
[2:10:43]
don't think be anything beyond that that
[2:10:45]
was specifically precluding anyone else
[2:10:47]
from uh perhaps bidding other than the
[2:10:50]
fact that it was invitational only. So
[2:10:52]
we wouldn't I couldn't say definitively
[2:10:54]
whether or not if it went out to an open
[2:10:55]
invitation if we would have any
[2:10:57]
different results.
[2:11:00]
» Uh councelor Eway
[2:11:02]
>> thank you through you. Actually, that's
[2:11:03]
» thank you through you. Actually, that's
[2:11:03]
exactly what was my question. Both my
[2:11:05]
colleagues just asked and I'd like to
[2:11:06]
actually take it to the next level and
[2:11:08]
ask how we go about expanding that
[2:11:12]
search. I feel like we're being held to
[2:11:15]
this one, especially that it's so much
[2:11:16]
more expensive because it's the only one
[2:11:18]
we have. What are we looking at timing
[2:11:20]
wise? If we actually did, so I get that
[2:11:22]
we didn't, how can we uh expand that
[2:11:25]
search so that we can have more than one
[2:11:27]
offer to look at?
[2:11:34]
Yeah, through the mayor. Um, we're
[2:11:36]
certainly not obligated, understanding
[2:11:37]
that we are over budget to award. Uh,
[2:11:40]
however, with just having that one
[2:11:42]
proponent respond, uh, we thought within
[2:11:45]
the the confines of the negotiation room
[2:11:48]
we have within the RFP document that we
[2:11:51]
would put the request forward to council
[2:11:52]
and it is of course council's decision
[2:11:54]
to determine whether or not which way we
[2:11:55]
we proceed on that basis.
[2:11:58]
>> Yes, sir.
[2:11:59]
» Yes, sir.
[2:11:59]
>> McDonald.
[2:12:01]
» McDonald.
[2:12:01]
you, Mayor Waters. Um, without knowing
[2:12:03]
all the details because it hasn't gone
[2:12:05]
out yet, um,
[2:12:08]
I I would like to see in the summary
[2:12:11]
when you are talking to them, whoever is
[2:12:14]
chosen, um, to keep in mind our
[2:12:18]
charitable organizations. And I've
[2:12:20]
noticed in other municipalities that
[2:12:24]
their fees are being waved um because
[2:12:28]
they are volunteer associations for
[2:12:30]
instance things like fundraising for
[2:12:32]
hospice or things like that um that
[2:12:35]
could have a real impact in our
[2:12:36]
community if they're if they don't have
[2:12:38]
the hardship of the fees. So I I would
[2:12:41]
like the vendor to explore that as well.
[2:12:44]
Um I don't know if I can ask that.
[2:12:52]
Yeah. Um, yeah. So, just to respond to
[2:12:54]
that, uh, councelor McDonald and through
[2:12:56]
the mayor. So, we actually did work into
[2:12:58]
the scope, um, of this assignment, um,
[2:13:00]
an assessment of what we're referring to
[2:13:03]
as equity deserving groups in the
[2:13:05]
community and whether we should be
[2:13:08]
offering uh, any type of subsidies to
[2:13:10]
equity deserving groups. um whether
[2:13:13]
that's uh fees for events um fees for
[2:13:16]
programs but uh that is part of the
[2:13:19]
scope of the assignment.
[2:13:23]
» Any other Yes, councelor Adams.
[2:13:26]
>> Thank you to you. I actually do
[2:13:28]
» Thank you to you. I actually do
[2:13:28]
appreciate that expanded scope. I know
[2:13:30]
it's things that we have brought up and
[2:13:32]
talked about when we kind of talk about
[2:13:35]
um the fees and such of our recreational
[2:13:38]
facilities. [gasps] Do we feel like that
[2:13:41]
that's largely why we're seeing that is
[2:13:44]
just because of that expanded scope?
[2:13:48]
» Uh, thank you for the question and
[2:13:49]
through the mayor. Um, we when we
[2:13:52]
originally set the budget for this
[2:13:53]
project, it was more of a parks and
[2:13:55]
recreation fee study looking at use of
[2:13:58]
our recreation facilities and parks, but
[2:14:00]
to expand it to community services adds
[2:14:02]
a significant scope to to the project.
[2:14:05]
Um, and just for um council's um
[2:14:09]
information, um our procurement uh rules
[2:14:12]
allow us to do invitational procurement
[2:14:16]
up to $100,000.
[2:14:18]
Um, and in our procurement documents, we
[2:14:21]
always have a a a piece in there that
[2:14:23]
allows us to negotiate with with the
[2:14:26]
most qualified bidder. So, that's what
[2:14:28]
we're bringing forward to to council for
[2:14:30]
consideration today. Um the other option
[2:14:34]
which does delay the process would be to
[2:14:36]
just open it up to an open request for
[2:14:39]
proposal and uh see who else comes to to
[2:14:42]
the to the table. But my assumption is
[2:14:46]
that we would still need additional
[2:14:47]
funding over and above the budget of
[2:14:49]
$40,000 given the expanded scope.
[2:14:52]
>> Thank you.
[2:14:55]
» Thank you.
[2:14:55]
>> Okay. Um any other comments or
[2:14:57]
» Okay. Um any other comments or
[2:14:57]
questions? Uh yes, Councelor Welton.
[2:15:01]
Does it really I guess thank you Mayor
[2:15:03]
Waters and through you. I'm curious
[2:15:04]
about what you've just said there and
[2:15:06]
kind of where we're at. 40,000 to 75,000
[2:15:09]
is almost doubling. Um is there any way
[2:15:13]
we could put more of a cap on it? So
[2:15:15]
it's more like 50,000 like another
[2:15:18]
10,000 over or is that not possible at
[2:15:21]
this stage? I'm just concerned that
[2:15:22]
we're spending a lot of money on a
[2:15:25]
consultant again. So yeah, thanks.
[2:15:28]
>> Uh through through the mayor, um without
[2:15:31]
» Uh through through the mayor, um without
[2:15:31]
going into too much detail, I think the
[2:15:33]
concern is that we've asked for some
[2:15:36]
fairly significant engagement through
[2:15:38]
this process. There's a lot of groups
[2:15:40]
that would be impacted by changes to
[2:15:43]
fees and we need those those those
[2:15:46]
groups to provide input through this
[2:15:47]
process and that is that enhanced
[2:15:51]
engagement was really added to the
[2:15:54]
additional scope of work that we added
[2:15:55]
into into the the work in in addition to
[2:15:58]
expanding from parks and recreation to
[2:16:00]
community services. So I would I would
[2:16:02]
be hesitant to go down as far as
[2:16:04]
$50,000. um staff feel that setting a
[2:16:08]
cap of 75,000 is appropriate given given
[2:16:12]
the scope of work.
[2:16:21]
» Sorry, maybe I missed it, but I didn't
[2:16:23]
see engagement in the summary. So, is
[2:16:25]
that included in the report that we're
[2:16:27]
had before us today? Thank you.
[2:16:30]
>> Yeah, so we didn't highlight it in the
[2:16:32]
» Yeah, so we didn't highlight it in the
[2:16:32]
report, but it is part of the scope of
[2:16:33]
work that went out. So, we had um I
[2:16:36]
believe we had um one-on-one
[2:16:38]
um meetings with all members of council.
[2:16:42]
We also had I think four meetings with
[2:16:44]
um equity deserving groups in the
[2:16:46]
community and community um uh
[2:16:50]
organizations um to solicit feedback.
[2:16:59]
» All right. Thank you. in light of that
[2:17:00]
then would you be able to expand a
[2:17:02]
little bit more on that equity deserving
[2:17:03]
groups and the pieces you're talking
[2:17:05]
about there I know we have a lot of
[2:17:07]
events and activities across our
[2:17:09]
township so I appreciate just knowing a
[2:17:10]
little bit more what your thinking is
[2:17:11]
there thank you
[2:17:14]
>> yeah so thanks councelor Wilton so
[2:17:15]
» yeah so thanks councelor Wilton so
[2:17:15]
through the mayor so you know we're
[2:17:17]
still defining who like what who those
[2:17:19]
groups will be that we'll speak to but I
[2:17:21]
think what we've identified is like you
[2:17:23]
know there have been some delegations to
[2:17:24]
council about events right and some of
[2:17:26]
our major event organizers that are
[2:17:29]
community organizations, not forprofits,
[2:17:31]
for example. So, I think we would want
[2:17:33]
to be speaking to, you know, one or more
[2:17:36]
of those not for-profit community
[2:17:38]
organizers of events. Um, given that
[2:17:40]
we've received a lot of feedback related
[2:17:42]
to events and fees and um and and you
[2:17:45]
know, uh maybe um you know uh deviating
[2:17:48]
from from the fees that are outlined in
[2:17:50]
our fees and charges bylaw. So, that
[2:17:52]
would be one of the major groups we we
[2:17:54]
would be considering speaking to.
[2:17:59]
uh through the mayor and just add to
[2:18:00]
Adam's comment from a high level
[2:18:02]
perspective when this fee study comes
[2:18:04]
back to council for approval. Council
[2:18:07]
will have to start making decisions on
[2:18:09]
the degree in which fees are going to be
[2:18:10]
subsidized for different groups and I
[2:18:14]
think the the fee calculation itself in
[2:18:16]
terms of council understanding what the
[2:18:18]
full cost of providing a service is is
[2:18:20]
important but also the input from
[2:18:22]
various groups and and what they are
[2:18:25]
expecting from from this process. So
[2:18:26]
it's it's understanding full cost and
[2:18:29]
and making decisions around fee
[2:18:30]
subsidization.
[2:18:33]
>> Councor Evo,
[2:18:34]
» Councor Evo,
[2:18:34]
>> thank you through you, sir. Uh
[2:18:36]
» thank you through you, sir. Uh
[2:18:36]
respectfully, I keep hearing one or two
[2:18:37]
groups. We'll talk to the one group,
[2:18:39]
we'll talk to our group, we'll talk to
[2:18:40]
one or two groups. I would be remiss if
[2:18:42]
we didn't find a way to talk to all of
[2:18:43]
them because someone who's going to get
[2:18:45]
left out is going to wonder why they're
[2:18:46]
left out and they're all equally
[2:18:47]
important in I know this council's
[2:18:50]
opinion. Um so I think it's important
[2:18:52]
that we make sure that we look at all
[2:18:54]
the groups that are hosting. I know it
[2:18:55]
might take a little bit more time, but I
[2:18:57]
would be very remiss if we left some of
[2:18:58]
them out in those conversations.
[2:19:02]
>> Councelor Adams,
[2:19:04]
» Councelor Adams,
[2:19:04]
>> thank you. I think just a quick
[2:19:05]
» thank you. I think just a quick
[2:19:05]
clarification. Um, the assessment of the
[2:19:08]
potential fee subsidies, not just for
[2:19:11]
events. It would be for like all the
[2:19:14]
fees, right? Like including like our
[2:19:16]
recreational fees for individuals or
[2:19:18]
families and such.
[2:19:20]
>> Uh, through the mayor. That's correct.
[2:19:21]
» Uh, through the mayor. That's correct.
[2:19:21]
>> Thank you.
[2:19:24]
Did I see your hand? Councelor Alton.
[2:19:29]
» Thank you, Mayor Waters. Uh, I guess in
[2:19:31]
terms of the assessment of the cost, I
[2:19:34]
understand that that's
[2:19:36]
also be an analysis of the benefits, for
[2:19:38]
example, does an event or
[2:19:42]
yeah, an event, I guess, bring economic
[2:19:44]
benefits to the community or social
[2:19:46]
benefits or something like that? I'm not
[2:19:48]
sure if that's beyond the scope or if
[2:19:50]
that's included. Thank you
[2:19:53]
>> through the mayor. Um both through this
[2:19:56]
» through the mayor. Um both through this
[2:19:56]
study and through the future event
[2:19:58]
policy that staff are developing that
[2:20:00]
that will be a a significant
[2:20:02]
consideration for for council. Um you
[2:20:05]
need to understand that to to make a
[2:20:07]
decision. So so that'll be that'll be
[2:20:09]
part of the discussion.
[2:20:12]
>> Uh councelor Evo.
[2:20:13]
» Uh councelor Evo.
[2:20:13]
>> Thank you to you one more time. Uh I'm
[2:20:16]
» Thank you to you one more time. Uh I'm
[2:20:16]
assuming that we will have uh ms miss uh
[2:20:20]
[laughter] Kristen your last name you
[2:20:21]
knew nasty name I don't know how to
[2:20:22]
pronounce it I apologize uh to make sure
[2:20:24]
that Kristen is on this team to create
[2:20:27]
kind of questions and survey we're going
[2:20:29]
to create to ask the people given her
[2:20:31]
robust experience in this space
[2:20:37]
» uh through the mayor yes appropriate
[2:20:39]
staff will be brought onto the committee
[2:20:40]
both from a community services
[2:20:42]
perspective and a communications and
[2:20:43]
engagement perspective. Any
[2:20:47]
further comments or questions as it
[2:20:49]
relates to this? So, I'll read the uh
[2:20:51]
recommendation that the Council of
[2:20:53]
Township of Central Wellington receives
[2:20:55]
the RFP 28-26 community service fee
[2:20:59]
study report and that the Council of
[2:21:00]
Township of Central Wellington
[2:21:02]
authorized staff to negotiate and award
[2:21:04]
RFP 28-26 community service fee study to
[2:21:08]
Watson and Associates Economics uh
[2:21:11]
economist limited to project upset limit
[2:21:14]
of 75,000 inclusive of nonrebate taxes
[2:21:18]
and that the council authorized a
[2:21:20]
managing director of community services
[2:21:22]
to execute a contract with Watson and
[2:21:25]
associate if negotiations are successful
[2:21:28]
and that the funding uh for this project
[2:21:30]
be revised as outlined in report then
[2:21:33]
2026-8
[2:21:34]
dated July 30th 2026. Do I have a mover
[2:21:38]
for that? Councelor Evo secondary
[2:21:40]
councelor McDonald any further comments
[2:21:43]
or questions? Seeing none all those in
[2:21:45]
favor that is so moved. Thank you. Item
[2:21:48]
number 12.4 four non-standard uh
[2:21:52]
decorative crosswalk honoring veterans
[2:21:54]
report from Mr. Colin Baker.
[2:22:00]
It's
[2:22:00]
>> uh thank you Mayor Waters and members of
[2:22:02]
» uh thank you Mayor Waters and members of
[2:22:02]
council. So uh pleased to be here this
[2:22:05]
afternoon to uh present this report and
[2:22:09]
uh really uh the purpose of the report
[2:22:10]
is to provide council with the
[2:22:12]
background information uh regulatory
[2:22:15]
Ontario traffic manual uh context uh a
[2:22:18]
bit of analysis
[2:22:20]
um and staff recommendation regarding
[2:22:22]
the implementation of a non-standard
[2:22:24]
decorative crosswalk to honor veterans
[2:22:26]
within the township of center
[2:22:28]
Wellington. Uh so the crosswalks as
[2:22:30]
proposed uh would provide a visible uh
[2:22:33]
and meaning meaningful form of public
[2:22:35]
recogni recognition for veterans while
[2:22:38]
also u considering uh vehicle and
[2:22:41]
pedestrian safety uh accessibility uh
[2:22:44]
maintenance considerations durability uh
[2:22:47]
financial impact and the township's
[2:22:49]
responsibility as the uh uh local road
[2:22:52]
authority. So um do want to thank uh uh
[2:22:56]
Randy Graham and Don Cubbage uh for
[2:22:59]
their time and uh for meeting and uh
[2:23:02]
appreciate uh Randy Bain's uh
[2:23:03]
involvement as well. We've had uh uh
[2:23:06]
some good discussions with them and uh
[2:23:09]
uh feel we've selected uh locations
[2:23:13]
community and also will will uh stand
[2:23:16]
for the test of time as well. So, um,
[2:23:19]
and just for for council's, uh,
[2:23:21]
information, uh, we do have the the
[2:23:24]
design as a as attachment A. So, uh,
[2:23:26]
they're pretty typical in in most
[2:23:28]
communities where it's, uh, still the
[2:23:30]
standard kind of what we call the ladder
[2:23:32]
crosswalk. Um, but in between the white,
[2:23:35]
um, bars of the ladder, there's the red,
[2:23:38]
uh, it'll be colored red and, uh, the
[2:23:40]
silhouette of the vest and also um, uh,
[2:23:43]
some text as well in that. Uh I believe
[2:23:45]
it's less less we forget um in that uh
[2:23:48]
in that text. Um locationwise um there's
[2:23:52]
no difference from the uh uh the
[2:23:54]
proposed locations um in Allora. So just
[2:23:57]
being just out front here um at the
[2:24:00]
adjacent to the Senate. So basically the
[2:24:02]
uh the access uh and egress to the uh
[2:24:05]
little parking area in front and um a
[2:24:09]
bit of a little bit of a change to the
[2:24:11]
Fergus locations. Uh the initial
[2:24:12]
conversations were about uh um Tower
[2:24:15]
Street. So kind of uh the north leg of
[2:24:18]
tower um between the tennis courts and
[2:24:21]
the senate. Uh just kind of doing a
[2:24:23]
little bit of of discussions with uh uh
[2:24:26]
the vendors that that do this sort of
[2:24:28]
thing. Um and kind of the conversation
[2:24:31]
was that you know with the volume of
[2:24:34]
traffic at that intersection that the
[2:24:36]
crosswalk may not um we may not last as
[2:24:39]
long as we would like. Uh so so the
[2:24:42]
thinking and this was uh uh uh you know
[2:24:45]
discussed with the legion uh the Fergus
[2:24:47]
Legion was moving that to um what we
[2:24:50]
call Norman Craig square. So the
[2:24:52]
entrances to the square there it kind of
[2:24:54]
at the sides of the Senate and uh and
[2:24:57]
doing a similar design at the uh the
[2:25:00]
entrances to both entrances to Norman
[2:25:02]
Craig Square. So um so yeah so from
[2:25:04]
staff's perspective we're we're
[2:25:06]
supportive of uh both locations and uh
[2:25:09]
with the low traffic volumes there we
[2:25:11]
feel that uh uh we don't have to go to
[2:25:14]
uh the thermal plastic which is a much
[2:25:16]
more uh expensive and um uh a little
[2:25:19]
more complicative of an installation. We
[2:25:21]
can use uh just a kind of a regular um
[2:25:25]
sidewalk or regular crosswalk marking uh
[2:25:28]
paint uh for them. So uh so yeah so
[2:25:31]
staff are supportive of
[2:25:34]
locations and uh and going with that uh
[2:25:36]
that method. So uh so yeah really the
[2:25:38]
recommendation before council is uh to
[2:25:41]
direct staff to proceed uh with with
[2:25:43]
implementation. Uh we do have a budget
[2:25:46]
estimate um included as well of $40,000.
[2:25:49]
That's a probably bit on the high side.
[2:25:51]
I think that's more based on going with
[2:25:53]
the uh the durable uh thinking, you
[2:25:56]
know, a higher traffic. But if we can
[2:25:57]
use the paint, um yeah, we're fairly
[2:26:00]
confident that it'll be a lower cost if
[2:26:02]
we're going with just our regular
[2:26:04]
painting process. But uh this is a
[2:26:06]
budgetary estimate. We do want to have
[2:26:08]
um a warranty on this as well, just so
[2:26:11]
that uh if there's any touch-ups that
[2:26:13]
are required in the spring. Um you know,
[2:26:16]
the vendor that put it in initially will
[2:26:18]
be out early in the spring doing any
[2:26:20]
sort of paint touch-ups that may be
[2:26:22]
required. So, um I think that's it. With
[2:26:25]
that, I'll be be happy to answer any
[2:26:26]
questions council may have. Thank you.
[2:26:28]

[2:26:34]
to your team. I was so impressed to see
[2:26:36]
two. We had asked for one, but two in
[2:26:39]
each town. Beautiful. Um, you know,
[2:26:43]
eventually maybe we could do a small one
[2:26:45]
out in Bellwood, but I I I think you did
[2:26:49]
a beautiful job and I really appreciate
[2:26:51]
you meeting with the legions and
[2:26:53]
organizing that. And thank you so much,

[2:27:00]
Thank you. Uh, thank you. Also, I echo
[2:27:02]
uh council McDonald's comments. It's
[2:27:04]
great to see you here. Uh Randy and Don,
[2:27:06]
thanks for spending time on this. Uh we
[2:27:09]
had spoken about uh from a financial
[2:27:11]
lens uh we had spoken about the Legions
[2:27:14]
owning a certain degree of
[2:27:16]
responsibility financially with regards
[2:27:18]
to upkeep. I'm wondering what that is,
[2:27:20]
how much of a hardship that is on them,
[2:27:22]
and where the budget landed with that
[2:27:23]
piece.
[2:27:24]
>> Yeah. No, great great question. Uh no,
[2:27:27]
» Yeah. No, great great question. Uh no,
[2:27:27]
thanks for the question and uh through
[2:27:29]
through the mayor. So uh yeah, so both
[2:27:32]
legions expressed an interest to to
[2:27:34]
support. Uh I think just the way uh
[2:27:37]
their governance is structured, they
[2:27:38]
can't provide a firm commitment,
[2:27:40]
long-term commitment. Uh but what um but
[2:27:43]
they're both encouraging is for the
[2:27:45]
township to uh um just to you know
[2:27:49]
request a contribution each year to the
[2:27:51]
maintenance of these. So um kind of you
[2:27:55]
know so I think that's that's still a
[2:27:56]
possibility and that's on the table. So,
[2:27:59]
uh certainly, yeah. Yeah, we we would be
[2:28:01]
open to doing that. I think we it's like
[2:28:04]
$500 or something was kind of the amount
[2:28:06]
suggested. Um I think per per legion.
[2:28:08]
So, uh so we would certainly uh you know
[2:28:11]
uh take that opportunity for sure.
[2:28:15]
>> Any uh further comments or questions?
[2:28:17]
» Any uh further comments or questions?
[2:28:17]
Councelor Walton.
[2:28:18]
>> Thank you, Mayor Waters. And through
[2:28:19]
» Thank you, Mayor Waters. And through
[2:28:19]
you, I'm just curious if that $40,000 is
[2:28:23]
high like like it's there's wiggle room
[2:28:25]
within that. Is there was there any
[2:28:27]
discussion of putting a crosswalk out in
[2:28:29]
Bellwood by the Senate there or is there
[2:28:31]
not really an appropriate place for a
[2:28:33]
crosswalk there? Thanks.
[2:28:38]
» So, uh yeah, through the mayor. Um yeah,
[2:28:41]
so that uh that didn't come up in the
[2:28:43]
conversations with the with the legions.
[2:28:45]
Um and uh you know I I do in the report
[2:28:49]
kind of outline some criteria where um
[2:28:53]
you know staff feel would be appropriate
[2:28:55]
to to locate them and uh just given you
[2:28:58]
know like part of it is the low traffic
[2:29:00]
volumes. So we can get some long
[2:29:02]
longevity like we feel with the
[2:29:04]
locations as proposed we should get kind
[2:29:07]
of five to seven years out of these
[2:29:09]
without having to replace them at kind
[2:29:12]
of a similar cost of the original
[2:29:14]
installation. So, um, and the other one
[2:29:17]
was to was making sure they're at, um,
[2:29:20]
controlled crossings as well. So, um,
[2:29:23]
looking at places where, and what
[2:29:25]
basically that means is is there's a
[2:29:27]
stop sign or, um, a street light kind of
[2:29:30]
already there that it's not like a
[2:29:32]
uncontrolled, which might be like a
[2:29:34]
midblock crossing of some sort. So uh so
[2:29:37]
just based on that criteria you know
[2:29:41]
um that's why these locations very are
[2:29:43]
very suitable for um uh the initial
[2:29:46]
installation for sure.
[2:29:47]
>> Yeah.
[2:29:49]
» Yeah.
[2:29:49]
>> Any further comments or questions from
[2:29:51]
» Any further comments or questions from
[2:29:51]
from council? Okay. Thank you Colin. Uh
[2:29:55]
on on behalf of uh council, I'm very
[2:29:58]
proud to read this recommendation that
[2:30:00]
the council of township of center
[2:30:02]
Wellington receives the non-standard
[2:30:04]
decorative crosswalk honoring veterans
[2:30:07]
report and that the council of township
[2:30:09]
of center Wellington direct staff to
[2:30:11]
implement non-standard decorative
[2:30:14]
crosswalks at the Allora and Fergus
[2:30:16]
Senate Taffs as described in report
[2:30:18]
number IS-2026-21
[2:30:22]
and that the estimated cost of 40,000 in
[2:30:24]
excluding HST for the initial
[2:30:27]
installation of veterans crosswalk be
[2:30:30]
funded from the general capital reserve.
[2:30:32]
Do I have a mover for that? Councelor
[2:30:34]
Welton. Secretary on that. Councelor
[2:30:36]
Evo. Any further comments or questions?
[2:30:39]
Seeing none, all those in favor? That's
[2:30:42]
unanimously approved. Thank you. Um, so
[2:30:46]
I'll go down to item 12.5, delegation of
[2:30:49]
authority regarding DC deferral
[2:30:51]
agreements. And uh I see Brett uh uh
[2:30:55]
coming to the election. Uh welcome
[2:30:57]
Brett.
[2:30:58]
>> Thank you Mayor Waters. Um to you. Uh
[2:31:00]
» Thank you Mayor Waters. Um to you. Uh
[2:31:00]
this report is seeking uh council to
[2:31:04]
delegate authority to execute
[2:31:05]
development charge deferral agreements
[2:31:08]
to the CEO um during the restricted acts
[2:31:12]
period um when we're in a municipal
[2:31:15]
election which takes effect soon. And so
[2:31:18]
that would cover the period from July
[2:31:20]
30th, this meeting, until October 1st.
[2:31:23]
Um, as council is aware, in March of uh
[2:31:29]
26, we adopted a new development charge
[2:31:33]
bylaw that includes a development charge
[2:31:36]
deferral bylaw that specifically
[2:31:39]
describes the um criteria under which
[2:31:43]
the CAO could be delegated the
[2:31:46]
authority. So, but council also having
[2:31:49]
heard from the development community
[2:31:51]
about the magnitude of the increase in
[2:31:53]
the charges, um we provided for the
[2:31:57]
bylaw not to take effect until October
[2:32:00]
1st. So, what we're asking for is for
[2:32:04]
that time frame to come into effect on
[2:32:08]
July 30th so that the CAO can execute
[2:32:12]
those agreements during this restricted
[2:32:14]
act period. and then October 1st, the
[2:32:17]
CEO would have the authority already to
[2:32:20]
execute them. So, we're bringing it
[2:32:22]
forward early. Um, we are the
[2:32:27]
recommendation is conditional upon those
[2:32:29]
criteria still being met.
[2:32:33]
>> Thank you, Brett. Uh, comments or
[2:32:34]
» Thank you, Brett. Uh, comments or
[2:32:34]
questions from council?
[2:32:37]
Thank you for that very thorough update.
[2:32:40]
And I'll read the recommendation that
[2:32:41]
the council of township of central
[2:32:43]
Wellington receives the delegation of
[2:32:45]
authority regarding DC deferral
[2:32:47]
agreements report and that the council
[2:32:49]
of township of central Wellington
[2:32:51]
delegates the authority of to the chief
[2:32:53]
administrative officer to execute
[2:32:55]
development charge deferral agreements
[2:32:57]
provided such agreements are consistent
[2:32:59]
with
[2:33:01]
policy contained within bylaw 2026-23
[2:33:06]
for the period between July 30th 2026 6
[2:33:10]
and October 1st, 2026. Do I have a mover
[2:33:14]
on that? Councelor Katic. Second on
[2:33:16]
that, Councelor Adams. Any further
[2:33:18]
comments or questions? Seeing none, all
[2:33:20]
those in favor? That's so moved. Item
[2:33:24]
number uh 12.6 lease of office space uh
[2:33:28]
8460 Wellington Road 19, Belwood. And uh
[2:33:33]
Dan Wilson, our CEO, is approaching the
[2:33:35]
lectern to speak to this.
[2:33:38]
Thank you, Mayor Waters. Uh, this report
[2:33:39]
is in relation to the lease of um 8460
[2:33:44]
Wington Road 19 um to Canada Post um
[2:33:48]
also known as our West Carafa office. Um
[2:33:52]
as you know, in June of 2023, council
[2:33:54]
approved a lease agreement with the
[2:33:56]
existing postmaster. Um that postmaster
[2:34:00]
is retiring and is terminating her lease
[2:34:03]
with us effective October 1st of this
[2:34:05]
year. Uh we have started um
[2:34:08]
communicating with Canada Post about
[2:34:10]
their future plans for Bellwood. U have
[2:34:14]
not had a response yet, but um given
[2:34:17]
that we're approaching the election um
[2:34:19]
with the restrictive periods potentially
[2:34:21]
in place, we just wanted delegated
[2:34:23]
authority to enter into a similar lease
[2:34:26]
agreement for this property in
[2:34:28]
substantially the same form as the
[2:34:29]
current agreement. Um just in case we
[2:34:32]
needed to enter into something prior to
[2:34:34]
October 1st.
[2:34:36]
Okay, thank you uh CEO Wilson on that
[2:34:40]
report. Councelor Wilton,
[2:34:42]
>> thank you Mayor Waters. Um appreciate
[2:34:44]
» thank you Mayor Waters. Um appreciate
[2:34:44]
the report. Just am concern about the uh
[2:34:47]
lack of Canada Post uh spot out in
[2:34:50]
Bellwoods. So I'm just curious as you go
[2:34:52]
through the um negotiations if there's
[2:34:54]
anything that can help a new occupant
[2:34:57]
take over that Canada Post job. Like
[2:34:58]
snow clearing I think was the
[2:35:00]
responsibility of the uh Canada Post
[2:35:02]
person instead of the township. But
[2:35:04]
maybe there's things we can do to help
[2:35:05]
make that a little bit easier for a
[2:35:08]
rural post office. I'm not sure what's
[2:35:10]
possible, but I'm just saying as you if
[2:35:13]
a negotiation happens, then that would
[2:35:14]
be great just to make sure we help as
[2:35:16]
much as we can to service Bellwood in
[2:35:18]
that in that regard. Thank you.
[2:35:21]
>> Uh through the mayor, yes. Um once we
[2:35:23]
» Uh through the mayor, yes. Um once we
[2:35:23]
find out what their plans are for
[2:35:25]
Bellwood, we'll we'll have negotiations
[2:35:27]
or discussions with them, including what
[2:35:29]
their long-term vision is for for mail
[2:35:32]
in in Belwood. So, so we're looking
[2:35:34]
forward to the conversation.
[2:35:37]
» Any other comments or questions? Um, and
[2:35:41]
again, I'd like to thank obviously staff
[2:35:43]
and going back to uh obviously the
[2:35:46]
situation that happened in Bellwood in
[2:35:48]
terms of the the fire and uh and and
[2:35:52]
staff and council's response to helping
[2:35:55]
out the the community there because uh
[2:35:57]
uh we demonstrated that as a community
[2:35:59]
we came all together to figure out that
[2:36:01]
and and we know that that space is a
[2:36:03]
very important space for the community.
[2:36:05]
So again, I'd like to again thank
[2:36:08]
council and staff for their uh uh their
[2:36:11]
sort of really in felt heartfelt uh uh
[2:36:18]
sort of a role in that uh that program
[2:36:20]
because that was important and it's
[2:36:22]
obviously as we know it's an important
[2:36:24]
part of the the community. So again,
[2:36:26]
thank you for that. So, I'll read the uh
[2:36:28]
I'll read the recommendation that the
[2:36:30]
council of township township of center
[2:36:32]
Wellington receives the lease of office
[2:36:34]
space 8460
[2:36:37]
Wellington Road 19 Bellwood report and
[2:36:39]
that the council of township of center
[2:36:41]
Wellington delegates authority to the
[2:36:43]
chief administrative officer to enter
[2:36:45]
into an agreement related to the lease
[2:36:47]
of the portion of 8600
[2:36:50]
Wellington Road 19 Belwit for the
[2:36:53]
operation of a post office in Belwood
[2:36:55]
area subject to review by the township
[2:36:58]
solicitor. Do I have a mover for that?
[2:37:00]
Councelor Adams. Uh seconder on that,
[2:37:02]
Councelor McDonald. Any further comments
[2:37:04]
or questions? Seeing none, all those in
[2:37:06]
favor? That is so moved. Okay. Now we uh
[2:37:10]
move down to bylaws.
[2:37:13]
Okay. And then notice of motion.
[2:37:16]
Councelor Wilton.
[2:37:18]
>> Thank you, Mayor Waters. Just read this
[2:37:20]
» Thank you, Mayor Waters. Just read this
[2:37:20]
into the agenda for today. uh given the
[2:37:23]
rapid growth of AIdriven systems, cloud
[2:37:25]
computing and digital infrastructure has
[2:37:26]
accelerated the development of new and
[2:37:28]
large-scale data centers to meet
[2:37:30]
industry defined needs and the fact that
[2:37:32]
the province of Ontario has not yet
[2:37:33]
established a provincial regulatory
[2:37:35]
framework for AI for the AI data center
[2:37:37]
industry. There is cause to exercise
[2:37:39]
caution regarding the introduction of
[2:37:41]
data centers within the township of
[2:37:42]
center Wellington.
[2:37:44]
A therefore the council of the township
[2:37:46]
of center Wellington direct staff to
[2:37:47]
undertake a review and study costing no
[2:37:49]
more than $49,999
[2:37:52]
of staff time only of the township's
[2:37:54]
land use planning policies in relation
[2:37:56]
to artificial intelligence AI data
[2:37:58]
centers pursuant to section 38 of the
[2:38:00]
planning act applicable to all zones
[2:38:02]
where the use is permitted in the
[2:38:03]
township of center Wellington including
[2:38:05]
but not limited to its official plans
[2:38:07]
and zoning bylaw and any required
[2:38:09]
changes to the township's land use
[2:38:11]
planning policies mapping and regulatory
[2:38:13]
framework with consider consideration of
[2:38:15]
but not limited to the following. One,
[2:38:17]
existing official plan policies and
[2:38:19]
zoning bylaw permissions and
[2:38:21]
regulations. Two, energy use and the
[2:38:23]
impacts to power grids. Three, water use
[2:38:25]
and the impacts to long-term drinking
[2:38:27]
water quality and quantity. And four,
[2:38:29]
noise and light pollution impacts.
[2:38:32]
B, that staff be directed to report back
[2:38:34]
to council on the items listed above in
[2:38:37]
A in Q3 of 2027.
[2:38:40]
and C that staff be directed to prepare
[2:38:42]
for council's consideration at the
[2:38:44]
council meeting on September 28th, 2026
[2:38:46]
an interim control bylaw under section
[2:38:48]
38 of the planning act proh prohibiting
[2:38:51]
the use of AI data centers within the
[2:38:53]
study area described in a above. Thank
[2:38:55]
you.
[2:39:01]
» Okay. Um Okay. Uh we sorry
[2:39:05]
>> just to be listed.
[2:39:06]
» just to be listed.
[2:39:06]
>> Yeah. Yep. Okay. So, um, uh, in terms
[2:39:11]
» Yeah. Yep. Okay. So, um, uh, in terms
[2:39:11]
of, uh, comments or questions as it
[2:39:13]
relates to that, probably nothing we can
[2:39:16]
do at this point.
[2:39:18]
[snorts]
[2:39:19]
So, through the mayor, um, as pre
[2:39:21]
previously stated, this will be listed
[2:39:22]
on the August 24th agenda, um, for
[2:39:26]
discussion and potential debate.
[2:39:28]
Presumably, we'll have a mover and we'd
[2:39:30]
be looking for a second at that point
[2:39:31]
before uh, it gets put on the floor.
[2:39:34]
So that if you have any further uh uh
[2:39:37]
contemplations on that you can at that
[2:39:39]
time bring it forward. Okay. So at this
[2:39:41]
time we're looking forward to moving
[2:39:43]
that to uh to next meeting.
[2:39:46]
>> Okay. Do we have a mover on that?
[2:39:47]
» Okay. Do we have a mover on that?
[2:39:48]
>> No, we do.
[2:39:48]
» No, we do.
[2:39:48]
>> Okay. Sorry.
[2:39:49]
» Okay. Sorry.
[2:39:49]
>> Yet.
[2:39:50]
» Yet.
[2:39:50]
>> Okay. [gasps and sighs]
[2:39:52]
» Okay. [gasps and sighs]
[2:39:52]
Um
[2:39:55]
motions uh where notice have been given.
[2:39:57]
Confirmatory bylaw. Bylaw to confirm the
[2:40:00]
actions of council. Recommendation that
[2:40:02]
the council bylaw 2026-61
[2:40:05]
to be confirmed the proceedings of
[2:40:07]
council at its meeting held July 30th
[2:40:09]
2026 be introduced a first, second and
[2:40:12]
third time and pass and open council. Do
[2:40:14]
I have a mover for that? Councelor
[2:40:16]
Wilton second on that. Councelor
[2:40:17]
McDonald, any further comments or
[2:40:19]
questions? Seeing none, all those in
[2:40:22]
favor? That is so moved. And then uh
[2:40:25]
adjournment. Do I have a mover for that?
[2:40:27]
Councelor Kra. All right. Okay. Who's
[2:40:30]
the seconder on that? Councelor Adams.
[2:40:32]
Any further comments or questions as it
[2:40:34]
relates to adjournment? Uh, all those in
[2:40:36]
favor? So moved and thank you very much
[2:40:39]
and have a very good night for everyone.
