The effect of [2:34] the proposed amendment would be to would [2:36] be to fulfill the condition of a [2:37] severance. Of the agencies circulated [2:40] comments were There were no comments [2:42] received. [2:44] If a person or public body would [2:46] otherwise have the ability to appeal the [2:48] decision of the Township of Frontenac [2:49] Young to the Ontario Land Tribunal, but [2:51] the person or public body does not make [2:53] oral submissions at a public meeting or [2:55] make written submissions to the Township [2:57] of Frontenac Young before the bylaw is [2:59] passed, the person or public body is not [3:01] entitled to appeal the decision. If a [3:03] person or public body does not make oral [3:05] submissions at a public meeting or make [3:06] written submissions to the Township of [3:08] Frontenac Young before the bylaw is [3:09] passed, the person or public body may [3:11] not be added as part of a hearing of an [3:14] appeal before the Ontario Land Tribunal, [3:16] unless in the opinion of the tribunal [3:18] there are reasonable grounds to do so.
