[0:55] Okay, we'll call the meeting to order. [1:00] Moved by Richard Macomb, seconded by Margaret Fancy, that council approved [1:02] the agenda. All in favor? [1:05] Carries. [1:12] Or do you want these separated, Jennifer? [1:14] » No, that's fine. >> All right. [1:19] Um declaration of interests, pecuniary or otherwise. Seeing none. [1:24] Approval of the minutes. Moved by Margaret Fancy, seconded by Richard [1:27] Macomb, that the council approved the special meeting minutes. [1:30] Committee of the whole meet public works meeting minutes and the regular meeting [1:33] minutes dated July the 20th. Any questions or comments on those? All [1:38] in favor? Carries. [1:48] Accounts payable. Moved by Richard Macomb, seconded by Margaret Fancy, that [1:51] council approved the accounts payable report dated August 14th, 2016 in the [1:55] amount of $148,776.56. [2:01] Questions on that? All in favor? [2:05] Carries. [2:12] And the best part of the night, the [2:14] delegation. >> [sighs] [2:17] » Welcome Shannon and company. Yeah, please. [2:30] » Uh just wanted to come tonight. I know it's a few months after the golf [2:34] tournament, but I was just wanted to officially come to council and let you [2:39] know that we've been able to donate $23,000 [2:43] um for the rec park. And we also did donate $2,000 to Special Olympics, as [2:49] well. So, just wanted to let you know how the event went, and we're very [2:53] excited to be able to donate to um the recreation park in the hopes of uh [2:58] further renovations in the future. So, I just wanted to to do that tonight. [3:03] » And we will >> [applause] [3:06] » And we want to say thank you, thank you, thank you, thank you, thank you very [3:10] much. And especially golf tournaments, there's so so much work to put them on. [3:15] Oh my goodness, it's I cannot you know, we've all gone to lots of them, [3:18] the the work that's behind the scenes takes weeks and weeks and weeks to do, [3:22] and then we really really appreciate what you've done. So, we want to take a [3:26] photo of you holding the the check, and we want to make sure that [3:30] the world knows about it. If you don't mind, we're going to [3:33] publish this. Thank you so much for everything. [3:35] » All right, you're welcome. >> Uh [3:37] you rec committee, whatever. >> Yeah. [3:41] » Yeah. And Jennifer, you'll take a [3:43] » Okay. >> Where do you want [3:45] » Okay, that's what I'm trying to figure out. [3:46] » Yeah, let's stand in front of the screen. All members of council stand in. [3:51] » There are the screens on. >> Okay, can you do that, please? Is that [3:54] the same thing? the one on the TV behind you. [3:58] » [snorts] [4:10] [laughter] >> Awesome. All right, 1 2 3 1 2 3. [4:16] » Awesome. >> Wait, did you get them all? Kelly, did [4:18] you get it? Okay. [4:22] Get it? [4:32] Send that to Ron T. Jackson. [4:39] It's the TCO editor. He'll get it. [4:43] Yeah, it's good. I will. [4:47] Thanks. Thanks again. Good Good Good luck with the soccer and the hockey. [4:54] Hot dog race. [5:02] Okay, Chief, you're up. [5:19] » Good evening, everyone. Um July was a pretty uh [5:24] non-eventful month as far as fire goes. Nothing [5:28] really really big. Um August has been very slow. We've only [5:32] had two calls um in the month so far. [5:36] So, that was good. Um we did get the backup camera [5:39] installed in three. That was part of the capital budget improvement and does make [5:42] it a big difference when you're trying to back into that trailer. Now, you can [5:45] see what's what's back there. Uh, yeah, the towers got some upgrades [5:49] back in July. So for about 2 hours we couldn't uh [5:53] talk to each other. Only by uh >> It's frightening. [5:55] » It was frightening, yes. Uh, we couldn't communicate with Brockville. Uh, and we [5:59] knew that well in advance, so that's why we set up what we did. So, uh, we were [6:03] lucky nothing happened when we did that. >> Is there Yeah. [6:05] » Nothing happened. Is there some way that can be [6:09] made better? >> Well, just doing the upgrades for the [6:11] new communication. It wasn't anything uh wasn't a uh mechanical breakdown or [6:16] electrical breakdown, just the upgrades, computer upgrades to this tower system [6:19] they did. That's what it was for. >> Okay, yeah. [6:21] » Um, it's just a one-time deal. It was did ours and then Real Lakes had one, [6:25] the same thing. They had the same problem, not problem, but the same issue [6:28] going on. So did Leeds, so. >> Okay. [6:31] » Um, we donated uh [6:34] quite a bit of old equipment. Kind of cleaned their trailer out. Um, [6:39] old SCBA bottles that we can't use because of the reality here, but they [6:42] can up First Nation, so. [6:45] There's all kinds of uh old SCBA bottles, uh, bunker gear. We had a an [6:50] extra set of uh extrication tools that we never used. It [6:53] sat in the It's been sitting in the trailer for a year and a half. [6:56] Um, >> You know, you should [6:58] » generators, hoses. >> You should take picture of that and go [7:01] to the newspaper cuz the other departments do the same, but and I know [7:04] you you guys have been doing that for for many years, but you you should be [7:07] recognized for that. >> Well, they put it on Facebook. Uh, Ian [7:09] Robinson, who's the local representative, had it on Facebook. Um, [7:13] I think it is >> It's a nice thing to do and it's It just [7:15] You should recognize for doing it. >> I'm on Facebook and I didn't see any of [7:18] that. >> Oh, I saw it several times. Now, I did [7:20] get an invite today from Mike Prior from LCI. They also they donated the truck [7:25] that all this stuff is going in. And they're doing a uh [7:29] uh photo op on Wednesday [7:31] » That's what I mean. >> at [7:33] Lansdowne with the truck and and the stuff. So, I'm going to try to get in on [7:36] that. >> Okay, well [7:37] Just just so you're recognized for doing it cuz it's a good thing to do it. [7:41] » But it was it was all over Facebook, but I saw it several times. Okay. [7:46] Um the Young's Mills Crossing got opened [7:49] and closed and opened with any issues, but we did have a a good contingency [7:53] plan in place if we had had a call, so that was good. Um the the Paxson beings [7:59] are just haven't been running for a number of years. They stopped in COVID. [8:02] They just never started again, so they started up, so it's all the Eastern [8:06] Shore fire departments, not just Leeds and Granville, so it's a good networking [8:09] to talk to. This one was a a Zoom meeting, but hopefully the next [8:13] one will be face-to-face meeting. [8:17] We did two rounds of extrication training in July. [8:20] Both those days were like the plus 35 days, so the guys really got their [8:26] workout that day. Equipment checks and association meeting. So, we have five [8:29] new firefighters here. Just building ready to start the firefighter one and [8:32] two. And firefighter Summers is enrolled in [8:36] the fire investigator course. And there's another upcoming county-wide [8:40] EV electric vehicle fire training course as well. [8:43] So, we're going to send a couple folks to that. [8:46] Um Jan is also enrolled in part four of the fire code. That's just that's [8:50] dealing with courtroom, which is stuff that we have we have to go to court. [8:54] What procedures that we have to do as a fire department to put that in motion in [8:59] court. Um [9:02] number four needs the extra work after safety that was completed. [9:06] Um we're looking for things for the fire services grant. And that's just says 226 [9:10] not seven not 1617, but that's due next week, so Jan will sit down and do that [9:17] transfer. So, the type on type on again for that. [9:22] We've got a couple things that we put together to buy yet. [9:25] And nothing for the fire prevention group, [9:28] although they are working on now getting stuff around for the Phillies fair this [9:31] weekend. [9:34] » Could you I'll remind Gordon about the poker paddle poker run. [9:39] » I will. Yeah. >> Please and thank you because I haven't [9:41] heard anything from him and it's >> Okay. [9:42] » 3 weeks away. We need a [9:46] couple bodies at Marystown Landing and a couple bodies at Brown's Bay if you can, [9:50] please and thank you. >> Make sure I [9:52] pass it on to you tomorrow night. >> Okay. [9:54] » All right. >> Any other [snorts] questions? Uh [9:56] » No. Yeah. Thank you. [9:58] » Have a good night. >> Thanks very much, Mr. Mayor. [10:00] » Thank you. Moved by [10:03] uh Margaret Fancy, seconded by Richard Markey, counsel receive the fire chief's [10:06] report. All in favor. [10:08] Carries. [10:23] Uh moved by Richard Markey, seconded by Margaret Fancy, that counsel receive the [10:26] public works report. All in favor. [10:31] Carries. [10:38] Excuse [clears throat] me. You're up. [10:43] » Good evening, Mayor Haley and members of council. Are there any questions on my [10:47] report under council directives? Or under other items? [10:53] I just wanted to reiterate to council that [10:57] this is the first year we've had a summer student in the township office [11:00] and it's been working out extremely well. We're very, very happy. Um [11:05] work is getting done on target or even ahead of time. And um [11:09] yeah, we're very, very happy to have a summer student. We really appreciate it. [11:14] So, thank you for approving that in the budget. [11:15] » is she here for, Jen? >> She's here until the end of the first [11:19] week of September. >> Okay. [11:22] » And then just a reminder for anyone listening and members of [11:26] council of the community trail walk that's taking place this Wednesday at [11:31] 10:00 a.m. And then there's there's really no [11:34] update to the action plan. Architecture 49 has provided some drawings that I [11:42] believe are being shared and reviewed with the fire department. And uh we'll [11:48] update council once some feedback's been received on that. [11:53] Um >> Have you seen it yet? [11:55] » No. >> Okay. [11:57] Okay, good. Are we meeting tomorrow again then? [12:00] » No, bi-weekly. Bi-weekly, yeah. So, the following week. [12:05] » Okay. Any questions for Jennifer or the department? [12:09] » [clears throat] >> Moved by Margaret Fancy, second by [12:11] Richard Marcoux, that council receive the clerk's report. All in favor. [12:15] Carries. [12:24] And moved by Richard Marcoux, second by Margaret Fancy, that the clerk's report [12:28] 25-26 recreation reserve fund be received. And that council direct staff [12:35] to transfer the donated funds from Skyward Active Health Centre in the [12:38] amount of $10,000 into the recreation reserve fund. [12:42] Any further comments on that? Other than we have to thank Shannon [12:46] again a million times. All in favor. [12:50] Carries. [13:02] Website update. Moved by Margaret Fancy, second by Richard [13:06] Marcoux, that clerk's report 26-26 website update be received and the [13:11] council accept Northnet's Media's proposal in the amount of $5,575 [13:17] plus HST to update the Township of Frontenac Young website. [13:21] Jennifer, do you want to add anything more you want to add to that or are we [13:26] » Um no, not particularly. Are there any questions on that report? [13:34] » It's just that the money we where it came from the budget is [13:38] interesting. >> Yes, actually it is. So, to go back to [13:41] my previous reports, um, because of some savings that the summer student has [13:46] found on how to scan documents, those big large, [13:50] um, building permit plans [13:54] that we didn't think we had the capacity in-house to do, we realized that we do [13:59] now have that. So, the budgeted amount that we had put in for those, we're [14:05] hoping can be spent on updating the website instead. [14:09] » Still in the budget? >> Yeah. Updating the website always a good [14:12] plan. >> Yeah, you bet. [14:13] » Yeah, I >> All right. [14:14] » I Um, yeah, I think it's it's a great plan [14:18] because we're trying to, you know, direct people to the website. We're [14:22] using QR codes to get people to the website. So, the more it can be [14:26] user-friendly, the better. And I think, um, our CDC sent some suggestions about, [14:33] you know, their work on trying to access various, [14:37] uh, parts of the website and and where some of the roadblocks were. So, [14:41] hopefully that'll be helpful to us. I sent it to Jen. [14:44] » Yeah, so I'll talk to you about that after we We couldn't It's like a locked [14:48] document. >> Oh, is it? [14:49] » Yeah. >> Oh, I think it has to go Anyway, it goes [14:52] into It's one of those technical things that one of the ones that I might [14:56] actually know the answer to. >> [laughter] [14:58] » Okay. So, we'll do that. But, yeah, I think it's a it's a great idea and to [15:02] get rid of some of those old files that are confusing if people [15:07] enter in any event and it's any event that was 2 years ago or whatever. So, [15:11] it's good. Good use of money. [15:16] » Okay, all in favor of that motion. Carries. [15:27] » Moved by Richard Marcoux, seconded by Margaret Fancy, that report clerk's [15:31] report 27-26 surplus to the needs of the municipality [15:36] concession broken front plan 120 Island [15:41] ID number 115 be received and that the council declares the land [15:46] legally described as concession broken front plan 120 Island 115D [15:51] surplus needs of the municipality. [15:54] And further the clerk be directed to proceed with the process outlined in [15:57] bylaw 15-11 a bylaw to regulate the sale of the municipally owned real property [16:03] with respect to the sale of Island 115D. [16:09] Any questions on that? Apparently they're a rock off the end of [16:13] the off [16:15] Grenadier Island that's something that's tax sale. [16:19] » It's a rock. >> It's not It's a rock. It's not much more [16:22] than a rock. >> You can stand and fish off of it. [16:26] » No. [16:30] Well, that's why it hasn't sold yet. Okay, all in favor. [16:36] Yes. It's a shoal. [16:40] Well, in in in high water it is no longer an [16:43] island. [16:50] Okay, the building inspector's report moved by Richard Marcoux, seconded by [16:53] Margaret Fancy, that council receive the building inspector's report 08-26. [16:59] Any questions or comments on that? No? All in favor. [17:03] Carried. [17:11] I got up here. >> I have a question. [17:13] » Yeah, sorry. >> Mr. Clerk. [17:16] How many uh new homes been done this year? [17:18] » Two. >> Just two? [17:20] Compared to last year, we did seven. >> Seven. [17:27] » Okay. [17:32] Okay. Move by Margaret Fancy, second by [17:35] Richard Marcoux, that the Young and Bloom Committee meeting minutes dated [17:38] June the 18th be received. Gail, anything to add there? [17:44] » Uh no, just that they had a very, very successful um Hidden Garden Tour. It [17:48] went extremely well. The gardens were beautiful. [17:50] » [clears throat] >> So, they already have people lined up [17:53] for the garden tour for next year. Which is unusual cuz normally have to go [17:58] out and hunt for them, but we've had people volunteer to put their gardens [18:01] in. So, and um [18:03] during the Village Fair, the announcements will be made of the winner [18:07] of the People's Choice Awards contest. So, [18:11] I'm looking forward to that. We had more entries this year than last year, so [18:14] good all around. They do a wonderful job, that group. [18:17] » If you would uh run the tour very early in the spring, I could enter because my [18:21] yard is beautiful dandelions. [18:26] » I'll recommend that to them at the meeting Thursday. [18:29] » Okay. All righty. [18:32] All in favor of receiving those minutes? Carried. [18:36] That's all I can grow, by the way, is dandelions. [18:41] I know they're there. They're still there. [18:45] Okay. Uh Environmental Advisory. Move by Margaret Fancy, second by Richard [18:48] Marcoux, that the Environmental Advisory Committee meeting minutes dated May 20th [18:52] be received. [18:56] Carson, Margaret, anything to add there? No? [19:00] » Just watch for our committee at the Village Fair. We're going to have um [19:05] a spot for people to have a look at what we've done over the last 4 years and [19:10] then make some suggestions about what they'd like to see us working or the [19:14] future committee working on. And also going to be a little contest on [19:18] recycling. Um so people have an opportunity to uh uh [19:24] decide what gets the correct bin. So we're looking forward to that. So [19:29] » Oh dear. >> Um again another [19:33] » [laughter] >> Anyway, and [19:35] but so we're we're inviting the public to come to our table and just uh [19:40] present your ideas and play a game and have some fun. [19:45] » Okay. That's on Saturday, everybody. All in favor of the receiving those [19:50] minutes? Yes. [19:59] Moved by Richard MacLeod and seconded by Margaret Fancy that [20:03] Community Development Committee meeting minutes dated June the 25th [20:07] be received. [20:11] Margaret, did that anything died there? >> No, just equally come to the Village [20:16] Fair and see the Community Development Committee. [20:20] We have We've been working as we did earlier on to try and recruit [20:26] and thank volunteers. So there'll be a place where we have information about [20:30] our committees and uh um [20:34] some banners that we worked with the Village Fair Committee on to promote the [20:39] Village Fair and volunteerism for future years. [20:42] Um looking forward to that and coming up in the fall there'll be a [20:47] series of seniors luncheons as per usual at the the Legion. [20:53] Just firming up some of the presentations for that as well. [20:58] » I did the Family Young Day at Browns Bay happen? [21:02] » It has not and uh Yes, there's a whole staffing story [21:06] there that I won't bore you with, but >> it. I [21:09] » We're on it, but yeah, but it >> Cuz it said it was supposed to be August [21:12] the 9th and I didn't see it. >> know. No, it just because of staffing. [21:16] » Okay. >> Margaret, what about the cooking [21:18] workshop? Did they think ever happened with that? [21:20] » Well, what happened was and we we had planned Ruth Carter was going to [21:27] do that at at the Legion on Fridays and then now the Legion is booked for [21:31] lunches Developmental Services has booked the [21:35] site every Friday to do cooking classes with some of their [21:40] clients. And um >> Oh, right. [21:44] » Yeah, so Ruth is working where [21:47] we approached the supervisor of the group and we are [21:52] looking at doing some cooking workshops in the fall. And we've also got so [21:58] a couple of other ones that are going to be kind of fun. [22:02] Mike Pielowson from Spicy Ric's for example [22:05] is going to do a hot sauce cooking event at the Legion. [22:09] So yes, they are coming up. We just didn't want to look like we were you [22:13] know We wanted to make the other group [22:16] comfortable and now that started. I think they have four or five people, but [22:20] we felt in speaking with their supervisor we can [22:24] then open it up to others as well. >> The reason I asked you that is because [22:27] we've had cooking classes at the odd time with the [22:31] library board as a >> Yes, yeah. And with the [22:36] » Oh, there was another group. Trying to remember which one it was. Young at [22:39] Heart Bloom, I think. And it worked out really well at the community center. So [22:42] I mean >> Maybe we could do it there. [22:43] » Yeah, cuz if you have a conflict with them, there might be other people that [22:46] like to do the cooking that you do rather than that one. So then it would [22:50] give them options. >> That's true and there is there are [22:52] facilities here. That's a good suggestion. Yeah, Ruth's been kind of [22:56] because she used in her former job when she worked with the Y, she did a lot of [23:01] cooking classes and you know, cooking on a budget, cooking for one, those sorts [23:06] of things. So, yeah. And so, those it just got delayed because we were we were [23:11] waiting to see what happened with the Legion. Yeah, we can do that. [23:17] » Okay. So, receiving those community [23:20] development committee meetings, all in favor. [23:23] Carries. [23:36] So, bylaws. Moved by Carson Massey, seconded by Gail [23:40] Williams, that a bylaw to establish fees and charges for the services provided [23:43] for the by the corporation of the Township of Front of Young be read a [23:46] first and second time. All in favor. Carries. [23:51] » A bylaw to establish fees and charges for services provided by the corporation [23:55] of the Township of Front of Young short way. [23:59] » Moved by Gail Williams, and seconded by Carson Massey, that a bylaw to establish [24:02] fees and charges for the services provided by the corporation of the [24:04] Township of Front of Young be read a third and final time. Numbered as bylaw [24:08] 30-26. Signed by the mayor and clerk, sealed [24:11] with the corporate seal, and engrossed in the bylaw book. [24:13] The only changes were the rec- rent- rental, right? [24:17] Okay. Any other further comments? No. All in [24:21] favor. Carries. [24:24] » A bylaw to establish fees and charges for services provided by the corporation [24:28] of the Township of Front of Young short way. [24:38] » Okay. Advanced vote bylaw. Moved by Carson Massey, seconded by Gail [24:42] Williams, that a bylaw to provide for advanced votes to be held prior to the [24:46] voting day be read a first and second time. [24:49] All in favor. Carries. [24:52] » A bylaw to provide for advanced votes to be held prior to voting day short way. [24:57] » Moved by Gail Williams and seconded by Carson Massey that the by-law to provide [25:01] advanced votes to be held prior to voting day. [25:04] Read a third and final time numbered as by-law 31-26. [25:08] Signed by the mayor and clerk sealed with the corporate seal and engrossed in [25:10] the by-law book. Questions on that? [25:14] All in favor. Carries. [25:17] » A by-law to provide for advanced votes to be held prior to voting day, [25:20] shortway. [25:27] » Joint compliance committee audits. Moved by Carson Massey seconded by Gail [25:32] Williams that the by-law to delegate authority for the appointment of the [25:35] joint audit compliance committee for the corporation of the Front of [25:39] Young be Township of Front of Yonge be read a [25:42] first and second time. All in favor. [25:45] Carries. >> A by-law to delegate authority for the [25:48] appointment of the joint audit and compliance committee for the corporation [25:51] of the Township of Front of Yonge, shortway. [25:54] » It moved by Gail Williams and seconded by Carson Massey that the by-law to [25:57] delegate authority for the appointment of the joint audit compliance committee [26:01] for the corporation of the Township of Front of Yonge be read a third and final [26:03] time numbered as by-law 32-26. Signed by the mayor and clerk sealed [26:09] with the corporate seal and engrossed in the by-law book. [26:11] Any questions or comments on that? None? All in favor. [26:16] Carries. >> A by-law to delegate authority for the [26:20] appointment of the joint audit and compliance committee for the corporation [26:23] of the Township of Front of Yonge, shortway. [26:28] » Correspondence. Cataraqui Conservation Authority draft budget. [26:34] They only only point point seven two percent increase. [26:40] Which is decent. Margaret, do you have a comment on that? [26:43] » Yeah, we had a a very extensive presentation by the executive director [26:49] on this on the budget and the decision was, you know, to the [26:55] recommendation was to hold it to the status quo as much as we can, [27:00] given all the changes that are going to to take place. So, you'll see that the [27:05] fees are pretty much staying the same. Um and any extra money that may be [27:12] required will be taken out of the reserve for now, so that they're not [27:17] putting any extra burden on the townships. So, the [27:23] budget the recommendation for the budget to go forward was passed unanimously, [27:29] and I think everyone felt that there had been a real effort. I felt this year [27:33] there was a very good explanation of the whys and what's. [27:38] And uh again, given a it's a transition year, [27:42] it just makes good sense. The other piece that I think will be uh [27:48] important for the new council to be aware of is it's not looking like this [27:52] trans- this change is going to happen early in 2027 as predicted. It'll [27:58] probably be close to the year. So, we may [28:04] municipalities may want to have or will want to have a representative sitting [28:08] there for the that period of time. Um and I know we're talking about the [28:13] budget, but just to underline to the uh the recommendations around [28:19] representation on the board, um the the ministry the government is sticking to [28:24] their plan, so that there would be [28:27] one rural representative from our area, and that will be someone appointed [28:34] through the United Counties. So, the upper tier will appoint that person. So, [28:38] I just keep underlining that because it's I think it it's got real [28:42] repercussions for the rural the rural voice on that committee. [28:47] Yeah, so anyway, so just that long way of saying that I think it's a good [28:52] budget well thought out. Yeah. [28:56] » The longest in years and you can actually read it. [28:59] » You can read it, yes. >> Quite the change. [29:02] So moved by Carson Massey and seconded by Gail Williams that council accept the [29:05] Cataraqui Conservation 2027 draft budget. All in favor. [29:10] » Carries. [29:21] » Moved by Gail Williams and seconded by Carson Massey that the report regarding [29:24] the proposal for the Ontario Trillium Foundation Seed Grant application be [29:29] received. Um [29:33] who else? Margaret, did you want to comment on that or Jennifer or [29:37] » It's the Seed Grant, yes. Um [29:42] I'm not seeing that in my package. It's the quarterly newsletter [29:46] on the second page. >> Oh, okay. [29:49] Oh, before that. >> Yeah. [29:50] » Yeah, before the >> Ordinances by Gus. [29:53] » I should know what it says. Pass this, okay. [29:57] » It's right before the Eastern Ontario right after the budget thing. [30:00] » Yeah, okay. Sorry. My apologies. [30:06] Oh, before that newsletter, got you. Okay. [30:11] Before this, >> [laughter] [30:12] » okay. >> Right there. [30:13] » There it is, okay. Thank you. [30:17] Yeah, I know. [laughter] I'm I'm going too quickly one way or the other. So, um [30:22] » [clears throat] >> so the the Ontario Trillium Foundation [30:25] Seed Grant application is due actually this week. We've had um very little [30:32] notice about it, but anyway, um this is [30:37] we've received this grant now 2 years in a row, so this will be the third year [30:41] for applying for the this the seed grant. Once again, it has to do [30:47] has to be focused on recreation [clears throat] if you're [30:51] municipality under 20,000. And um [30:56] » [clears throat] >> a seed grant is just kind of what it [30:58] what it says. It's planting a seed to grow something bigger. [31:03] And so one So if you take a look, the purpose is [31:06] for organizational planning, piloting a new program, or building capacity to [31:11] plan for future programs and services. And so in speaking to Ron and and and to [31:18] Jennifer and and and Colin as well. Um and just thinking about we've been [31:24] trying to um you know, we we had the seed grant for [31:29] our master plan. And then from that, the seed grant for the trail that we're now [31:34] implementing so that we have various projects and we can kind of evaluate at [31:39] the end where we want to go with them. So with this one, um [31:44] actually this it it seemed like a natural growth. One [31:48] of the things that we've been really trying to do is promote partnerships and [31:53] build collaboration to help us deliver our recreation programs because we're [31:58] such a small municipality and don't have the staff necessarily. [32:03] With that, you want volunteers, too. But that's a whole other um thrust. So [32:10] the grant focus, looking at the theme better together, and it would be a focus [32:14] on strengthening and building partnerships to promote active living in [32:18] front of young. So the rationale, we've developed the [32:22] recreation master plan. Now, how do we act on it? How do we grow it? How do we [32:27] maintain our recreation programs? And we all know the struggle we've had with [32:31] volunteering, you know, people volunteering, etc. [32:35] Um and I look at also the capacity for staff. I mean, there's a great will to [32:40] develop partnerships, but that takes a lot of work and meetings and more [32:44] meetings and following up with the meetings. And also looking, um, you [32:49] know, groups like the and just throwing some out there. I mean, the National [32:54] Park, the Parks Commission, different sports leagues, even different [32:58] businesses. Like, you know, we have the yoga group over just over the, um, [33:03] township line and our there opportunities there. [33:07] Um, the Y, you know, different groups. But also, um, [33:11] looking at things like some of the barriers we've had, for example, with [33:15] the school board and the community use of schools and and trying to navigate [33:20] that sort of thing. So, the deliverables what we're looking at is, [33:25] um, exploring various partnerships, um, [33:29] hopefully developing, um, some partnership agreements or templates for [33:34] agreements. I think that's one of the things we've realized as we've been [33:37] revisiting some of our, um, not just recreation, but you know, some [33:42] of our recreation, um, uh, [33:46] agreements over the years. If there's a history of a verbal history, but we [33:50] haven't always had things in writing. So, this would help get some things down [33:53] in writing for future groups. And, uh, so developing, uh, templates and, um, [34:00] looking at, you know, memorandums of understanding, but having someone [34:03] dedicated to doing that over a 6-month period and working with with staff and [34:09] and the hopefully there'll be a rec committee to to do that. So, that's our [34:14] recommendation for the grant. Um, we're collecting some we've reached out [34:20] for some, um, uh, quotes. [34:23] Um, you can see that the funds available are 10,000 to 100,000. So, we'll [34:27] probably be in the lower range of that by we have to know by Wednesday, but I'm [34:31] I'm thinking it'll probably be about 25 to 30 and then that would thousand [34:37] that we would be asking for. But the purpose then is in in the fall the grow [34:42] grant will be coming out and that's a big that's will help you grow your [34:47] programming or take a you know it and it's a bigger ask. So anyway, so this is [34:54] just again to kind of support us as a local municipality. So does that all [34:59] make sense? Is that Yeah. [35:04] » I know that there's a lot of work goes into those grant writing. It takes [35:07] forever to write grants. >> Well, it's got [35:10] yes and no depending. This one wasn't too bad and Ron of course is always a [35:14] huge help with all of that and good ideas and [35:18] Jennifer and good partners to talk to. [35:21] » That's what I mean it takes takes a a lot of people a lot of work. [35:24] » takes a lot of talking to other people. Yes, it does but anyway, I'm sorry [35:30] I I just feel it's important for council to know what why the what and the why [35:34] that of what we're thinking of and and if we can [35:38] do it in advance I would have liked to have done this one more in advance but [35:41] it's just been sort of the timing of our meetings as well. So [35:45] Anyway, so that's what we're looking at. >> Fingers crossed. [35:48] » Yeah. >> All right. [35:50] » Up could I >> Oh yeah. Go ahead. [35:52] » No, well I just while we're talking about that [35:56] when we're talking about growing it we just got and Roger you just sent me [35:59] notice today the the grant that we've been kind of waiting for the [36:04] infrastructure grant that that's the huge [36:09] » Yeah. >> a hundred thousand to a million dollar [36:13] grant that we didn't get the last time that three and I'm not bitter three [36:17] Brockville Senate locations got >> [laughter] [36:20] » got but it's something you you might want to [36:24] give a little I think council needs to think about and certainly pass on that [36:29] information to the next Council. I just had a quick chance to go through some of [36:35] it today and had a quick chat with Ron. Um if you recall the last time we looked [36:40] at the roof for the rink as as um one one of our asks for that grant. Um [36:47] now, something to keep in mind is the it's a 50/50 split for this grant. We [36:53] last time there was a chance for our small municipalities for a 70/30 split [36:58] and anyway, we didn't get to that point. That's not available to us. So, that's [37:02] something else to consider. It's not due until December 22nd, but I think we you [37:08] know, when we talk about the recreation reserve fund and you know, what thinking [37:12] down the road, what are what are is the priority in terms of recreation for [37:15] Front of Young? Is it still the the rooftop for the rink? Are there other [37:19] things? So, those are conversations I think that need to be had um before the [37:25] application goes, but this is a huge chance for us to do something. [37:31] Uh you know, this is the one that [37:32] everybody's been waiting for. So, we want to do this one well. [37:39] » Okay. Number 11, resolutions. Number 12 is Oh, [37:45] first of all, sorry. Getting ahead of myself. Moved by Gail Williams and [37:48] seconded by Carson Massey that the report regarding the proposal for the [37:51] Trillium Fund grant application be received. All in favor. [37:57] Carried. [38:03] And moved by Carson Massey and seconded by Gail Williams that the Eastern [38:05] Ontario Wardens Caucus newsletter be received and filed. [38:09] All in favor. Carried. [38:11] Finally got this going after when I was Warden I said did anybody know what [38:16] Wardens do? We do, but [38:20] the most people don't. So, maybe we should [38:22] put a newsletter together. So, they they started doing that and that [38:27] it looks like it's doing okay. >> There [38:30] » They're putting a lot more information on Facebook as well. [38:33] » Yeah, good. >> From [38:34] the county. [38:38] » Correspondence moved by Carson Maci, seconded by Miguel Williams, that [38:40] correspondence from the Ministry of Citizenship and Multiculturalism [38:44] regarding heritage property be received and filed. [38:47] Any comments on that? No. All in favor. [38:52] Carries. [38:59] And moved by Carson Maci, seconded by Miguel Williams, that the correspondence [39:01] from the Township of Elizabethtown Kitley regarding a request for the [39:04] feasib- feasibility study to examine the realignment of Highway 401 between [39:08] Mallory Town and Brockville be received and filed. [39:12] Uh I'd like to talk a bit about that if you don't mind. [39:16] So, we received the letter, but I don't think we should approve it. I think we [39:20] should oppose it. Because if you look at that at that map, [39:25] uh they're proposing to [39:28] that the 401 be turned at Sherwood Springs overpass [39:32] and go north [39:35] toward Halli- Halli's Road. So, that would knock out a lot of uh [39:41] the like Andy Clapp's property and some of the other properties on Sherwood [39:43] Springs. It would require a [39:48] expropriation of other properties all along Halli's Road [39:52] and maybe some of the properties that uh people who owned [39:55] north of Highway 2. And be far more costly [40:00] and more disruptive than the current plans. Do you remember when we went to [40:05] the open house at the Legion? And the the plans there were [40:09] fairly simple, you know, fairly simple and straightforward. They own the [40:11] property the they the province owns the property [40:14] where they're proposing to to expand the the the lanes. [40:19] Except for maybe they don't want to have to knock out the the the salt shed down [40:22] at the end, but they don't want that too. [40:25] That's less disruptive and less costly than what Mr. [40:29] DeCruz has proposed. So, I'm going to suggest that we I can write [40:33] a letter if if it's okay back to the minister saying we discussed it and we [40:39] disagree with the with that proposal and that they should carry forward with the [40:43] their current plan. If that's okay with everybody. [40:47] » Sounds good. >> Okay. [40:48] All right, so I'll get a letter to Jennifer and I'll copy it, make sure [40:51] everybody gets a copy. Go ahead, Mark. Oh. [40:54] » laughing. He's a family >> Okay. [40:57] Oh. >> But that's fine. I I just disagree with [41:00] it. >> Yeah, no it's it's I I I I sort of under [41:04] I see where they're coming from, but there's a history there of of that uh [41:08] of that bad neighborhood. So, anyway, okay, thank [41:13] you for that. I'll I'll do the letter and I'll make sure everybody gets a [41:15] copy. So, we the motion here says we just receive and [41:18] file the letter. >> Yeah, do you want to add that direction [41:20] is given to the mayor to write to [clears throat] the minister? [41:23] » Sure. Um [42:02] And I I must add that I um did speak with the mayor of Little [42:06] Town Ketley and they they received the the uh [42:10] presentation, but they didn't approve of the route themselves yet. They just They [42:14] said, "Okay, we'll take this under advisement [42:17] and advisement ask for us to study, but they they too didn't come right down and [42:21] say, "Oh, yeah, we we agree with you." So, but [42:24] most of the disruption will be in Elizabethtown-Kitley if that proposal [42:28] goes through. It's It's a little bit Sherwood Springs. [42:31] It'll take a few houses there, but most of it's going [42:34] to be taken through the Halleck Road and then along the Long Beach area. [42:38] Okay, so read it to you Moved by Carson MacIsaac and McGill Williams the [42:41] correspondence of Elizabethtown-Kitley regarding the request for the study to [42:44] examine the realignment of Highway 401 between Mallorytown and Brockville be [42:48] received and direction was given to the mayor to write the Minister of Ministry [42:52] of Transportation opposing the EK proposal. [42:56] Okay, all in favor. Carried. [43:00] » It won't take the 40 years anyway, too. >> Yeah, well [43:09] Okay, uh the next is the Village of Merrickville-Wolford moved by McGill [43:12] Williams and seconded by Carson MacIsaac that a resolution from the Village of [43:14] Merrickville-Wolford and the Municipality of North Grenville [43:17] regarding OPP detachment board resolution of support [43:21] traffic calming and speeding mitigation techniques be received and this [43:25] resolution be considered at the next regular meeting. [43:29] Yep, sure. Okay, all in favor. [43:33] Carried. I agree. [43:39] And the same with the um Town of Smiths Falls moved by McGill [43:44] Williams seconded by Carson MacIsaac that a resolution from the Town of [43:47] Smiths Falls regarding the support for sustainable provincial grant funding for [43:51] fire services in Ontario be received and this resolution be considered at the [43:55] next regular meeting. This would be a big All in favor, two [43:59] hands up. [44:03] You get money for hospitals, schools, other things, but nothing for fire. [44:08] Nothing for fire. [44:12] » Yeah. [44:18] And moved by Carson Massey, second by Gail William, excuse [clears throat] me, [44:21] Gail Williams on a bylaw number 33-26 being a bylaw to confirm the [44:25] proceedings. Oh, there's missing one. Where is it? [44:30] No, um North Grenville, North Grenville, I guess Smith Falls. [44:34] There's There's [44:37] There's the one with this grant North Fire Service, yeah. It's all there, [44:41] yeah. Announcements. [44:44] Any? Richard. >> Just uh to mention that that the Village [44:49] Fair um fire prevention will be supported by the [44:53] entire fire department uh in doing public uh education [44:58] on fire safety. So, we'll we'll be there [45:01] with our friends from the OPP. They'll be right next to us. [45:07] And we'll have our new tent. >> And I asked you for a similar thing for [45:10] the agriculture event, right? That last time the Village Fair you had kids with [45:15] a pretend they're putting fires out or [45:17] something. They had some kind of >> Oh, no, that was way long ago. [45:20] » Do you still have something like that that you could do it in October? [45:23] » Uh when we when we lost Sam, we lost a lot of that stuff. [45:26] » Oh. >> Um [45:27] » Okay, we'll think about it. Put it on your on your fire cap and think if [45:30] there's something for kids to do on on that day that Sunday. [45:33] » have a We'll have a pretty good turnout from [45:35] the fire department uh supporting uh fire prevention. [45:38] » Okay. >> Uh [45:39] got lots of stuff to give away. That always entices the kids. [45:43] » All right. Okay, good. So, Saturday, Village Fair. [45:47] » Yeah, Saturday from 10:00 till 4:00. >> Yeah. [45:50] Good. Anything else? Anything else? [45:54] Okay. Uh notices of motion, none. [46:00] Public have any questions? [46:03] Open the mic. >> with uh [46:06] » we say no, we don't want the 401 move, but Elizabethtown says they want the 401 [46:11] move, and the province says too bad. [46:15] » Well, the province has a plan now with the with the with the [46:18] Elizabethtown-Kitley proposal the gentleman proposed was [46:23] diverting from the province's plan and running it north [46:27] from Sherwood Springs, which would you know, that big curve at Long Beach right [46:31] now, to avoid that curve he said [46:33] rather than go along Brockmere Cliff where it where it is now, [46:37] this proposal wants it to go further north where that would [46:41] uh from Sherwood Springs so it go through Helen's Road and and hook back [46:46] up the 401 at the current Helen's Road overpass. [46:50] Which would only take and in this proposal it would only take 1 km off the [46:54] travel. >> You know, I couldn't believe that. [46:57] » And and uh I it's more I I think for a neighborhood [47:02] uh calming situation for that Brockmere Cliffs area rather than rather than uh [47:07] being practical. >> Yeah. [47:09] » So, the province made they made some uh public uh [47:14] public open houses last year last summer. [47:17] A number of us went to that. They showed us a plan. There's three or four [47:20] options, and they explained why option A, B, and [47:24] C didn't work, but option D is is most preferred. [47:29] And it does make more sense when when when they're talking about maybe only [47:32] have to take one piece of property or knock down the salt shed or something. [47:36] Basically holding the the the expansion of the 401 within the existing [47:42] property that the province owns. They might have to come a wee bit north [47:46] and but there's still room room there for three lanes on each side to turn [47:51] into a six-lane. Um I don't know how far along the I I [47:55] they're moving in the uh overpasses right now are being widened. [47:59] They've been working on this one for a long time. [48:01] Um they replaced Halleck Road. And they have to do some work in Cherry [48:06] Valley Springs. Then I think once that's done, you'll see them starting to widen [48:10] their highway highway. So hopefully within the next within the [48:14] next 5 years maybe. [48:19] » Do we actually get to say in that or can we say [48:22] » Yeah, no. [48:25] No, there's I think there's more consultation to be had. [48:28] But I I think in my view it's worthwhile having the [48:31] six lanes. In that area because this city is very [48:35] very busy. The traffic personally want to [48:38] » When we looked at the proposals over at the we kind of agreed with the MTO's [48:43] recommendation what they're proposing at the time like Roger said wasn't going to [48:47] take a whole bunch of people's houses and that stuff. Where they were going [48:50] was staying on MTO's property and widening making the curve and being able [48:55] to put the six lane in. This proposal tonight is from a private [48:59] gentleman who presented it to the other township and now has asked it to be sent [49:03] to us to make to make a drastic change against [49:06] the ministry. >> Yes, yeah, yeah. [49:09] Yeah, no problem. Yeah, this is different different from what the [49:12] ministry is already and what we've already [49:15] said is a good idea. We haven't formally agreed to it but we said it's [49:19] the proposal the MTO has now is the better plan. [49:22] So there'll be more consultation down the road but this is like Carson said [49:26] this is a separate he wants the whole thing just [49:30] Yeah, yeah. All righty. [49:33] And if anybody else who's watching has any questions, please ask [49:37] Jennifer tomorrow. There's no in camera meeting. [49:42] Um moved by Carson Massey second by Gail Williamson that bylaw number 33-26 [49:47] being a bylaw to confirm the proceeding of the council of the township of Front [49:50] of Young at a regular meeting held on August the 17th, 2026 [49:54] be adopted and passed sealed with the seal of corporation and be recorded. [49:58] All in favor. Carries. [50:07] And moved by Gail Williams and seconded by Carson Mast the council adjourn to [50:10] meet again September the 8th. Already. [50:14] Summer is gone. Summer is gone. [50:18] For committee the whole public report meeting at 6:00 followed by the regular [50:21] meeting of council at 6:30. Heard the call of the mayor. All in favor. [50:25] Carries. September 8th already. [50:33] Well, at least the water hasn't disappeared like it
