[3:39] We have brand new microphones. We have
[3:41] new camera system. We're all ready to be
[3:43] going live and sounding great out there.
[3:45] So, if it doesn't sound great, please
[3:48] contact Carl and our IT. He'll be happy
[3:50] to fix it for us for next time.
[3:53] If you can, please rise for O Canada.

[5:33] » Any declaration of pecuniary interest?
[5:38] Confirmation of minutes, resolution 4.1,
[5:41] moved by Councillor Reed, seconded by
[5:43] Councillor Martin, that the minutes of
[5:44] the Township of Mapleton Council meeting
[5:46] held on July 14th, 2026 be confirmed as
[5:49] circulated in the agenda. Any comments
[5:51] questions?
[5:53] All in favor?
[5:54] It's carried.
[5:58] We have no matters arising from the
[5:59] minutes. Nothing under the Planning Act.
[6:01] We have no delegations. We're right down
[6:03] to reports from staff then.
[6:07] And we have the building department
[6:09] report first up. Mr. Mike Welsh.
[6:12] >> Uh thank you Mayor and Council.
[6:14] » Uh thank you Mayor and Council.
[6:14] Uh starting to slow down a little bit in
[6:16] the building department in July. We only
[6:17] issued 35 permits. We're
[6:20] right on average for usual totals, but
[6:22] it's a little slower than we would like.
[6:25] Uh we're still far out pacing our
[6:28] expected yearly revenue. So we're having
[6:29] a good year in the building department
[6:31] still.
[6:33] And I'm happy to answer any questions if
[6:34] anyone has anything about building.
[6:36] >> Thanks Mike. Any questions?
[6:41] Resolution
[6:42] moved by Council Martin, seconded by
[6:43] Council Reed. Council Mapleton Council
[6:46] report BD 2026
[6:48] -10 dated August 11th, 2026 regarding
[6:52] permit activity for the month of July.
[6:54] All in favor?
[6:55] It's carried.
[6:58] Next item on the agenda is the CEO
[7:00] Clerk's report.
[7:02] 9.21 food vendor licensing. Mr. Clerk.
[7:06] >> Thank you, sir. This is an attempt to
[7:08] » Thank you, sir. This is an attempt to
[7:08] tidy up a 2005 bylaw. I'm hoping to find
[7:11] a balance between
[7:13] uh regulating any bad behavior here and
[7:15] protecting our fixed address
[7:17] restaurants.
[7:20] » Thank you, Mr. Clerk. The resolution
[7:22] moved by Council Reed, seconded by
[7:23] Council Martin. The Council receive for
[7:25] information
[7:27] report 2026-09 regarding the licensing
[7:29] of food vendors and further Council
[7:31] consider the adoption draft bylaw
[7:34] 2026-037
[7:36] and repeal bylaw 20 2005-026
[7:40] schedule B.
[7:42] Open it up for questions.
[7:46] Councilor Martin.
[7:52] » See if this works.
[7:55] Better?
[7:56] Uh
[7:57] through you, Mr. Mayor, to the clerk. Um
[8:01] just a
[8:01] I guess maybe a clarity question around
[8:04] um
[8:06] the daily fees. Um understanding that
[8:09] the the purpose of the application fees
[8:12] intended to cover the cost for staff
[8:14] review, inspections,
[8:16] administration. Um what's the actual
[8:19] purpose or the intended purpose of that
[8:21] $30 daily licensing fee?
[8:27] » Well, thank you uh
[8:29] Councilor Martin.
[8:31] One of the benefits would be uh that our
[8:34] bylaw department and our roads
[8:35] department would know the daily
[8:37] whereabouts of any transient traders.
[8:41] Uh it would give uh the clerk, myself,
[8:43] uh an opportunity to to decline their
[8:46] their preferred location if if uh
[8:50] Mabelton wasn't happy with it.
[8:52] And uh that's really just a that's why
[8:55] it's such a nominal fee.
[8:59] » Mr. Barron.
[9:02] Through your worship, if I can just add
[9:03] to that. So, the licensing fees is I
[9:05] guess the yearly licensing fee is a is
[9:08] uh the license is to do the business to
[9:10] show up to the fairs, to show up to any
[9:11] events that churches might hold and
[9:13] things like that. The $30 fee is more to
[9:15] address the pop-up, and we have to keep
[9:17] it fair. So, for instance, Christian uh
[9:19] the hot dog fellow was in here, and if
[9:21] he wants to use the municipal parking
[9:22] lot for the day, pop-up for the day,
[9:24] then that's a $30 charge on top of
[9:26] licensing fee, so that we're we're just
[9:29] that we we want to remain fair to the to
[9:31] the like Larry mentioned, to the uh
[9:33] bricks-and-mortar type of businesses
[9:35] that can't pop up where they wanted. Um
[9:38] and it keeps it keeps it in a level
[9:41] playing field where um
[9:43] it's not just one vendor or a couple
[9:45] vendors. Anybody can take advantage of
[9:46] that um
[9:48] pop-up opportunity, if you will. Uh but
[9:50] we need to monitor it somehow and and
[9:52] try to gain some some uh revenue to
[9:56] uh to to keep it fair.
[9:59] » For just a follow-up on that then, so
[10:01] there's the yearly fee and the daily
[10:03] fee.
[10:05] All right.
[10:07] So, in our past
[10:11] in our past uh licensing here, we had
[10:13] the transient trader food vendor vehicle
[10:15] was $275 annually
[10:18] or $90 a day, so we had the one day off.
[10:21] We don't in this new bylaw, there's not
[10:24] I don't see the
[10:25] one vendor that comes out for any for a
[10:27] church event that's just coming up for
[10:29] the day.
[10:30] Are we asking those vendors to pay the
[10:33] full fee for the entire year?
[10:37] Mr. Kelly?
[10:39] >> Uh sure, through you, Mayor. Uh David
[10:41] » Uh sure, through you, Mayor. Uh David
[10:41] sent to you. Um the bylaw does include
[10:44] part five exemptions for the specific
[10:47] example you gave, so church and
[10:48] charitable fundraising events that are
[10:50] operating for not more than 24 hours are
[10:53] exempt from this this bylaw, as well as,
[10:56] you know, uh agricultural producers
[10:58] selling farm products, school
[10:59] fundraising events, and then township
[11:01] sanctioned events like the farmers
[11:03] market, et cetera. This is literally to
[11:05] deal with
[11:06] the transient trader that's showing up
[11:08] um
[11:09] on municipal property somewhere, wants
[11:11] to pop up and set up. This this governs
[11:13] that and puts some parameters around it,
[11:15] so it wouldn't impact the one you're
[11:17] speaking of there.
[11:18] >> Well, the other question that the the
[11:20] » Well, the other question that the the
[11:20] reason we put that
[11:21] in or one of the reasons we put that in
[11:23] was uh Mr. Giffin who came here to
[11:25] council to talk about this initially.
[11:28] He he used to have something called
[11:29] Foodapalooza, where he invited all these
[11:31] other vendors to come up and that's
[11:33] to have for one day and it's was it done
[11:35] in our municipal parking lot. So, the
[11:36] question is, are we still going to have
[11:39] a daily fee for something like that?
[11:42] Mr. Kelly.
[11:44] >> Through you, Mayor, I would say that
[11:45] » Through you, Mayor, I would say that
[11:45] would qualify against the interpretation
[11:47] of the clerk. That's who's running this
[11:49] this bylaw application process, but I
[11:51] would consider that to be a township
[11:52] sanctioned event approved by council.
[11:55] Um and as such this this wouldn't apply
[11:57] to to that type of event.
[12:00] >> Thank you.
[12:01] » Thank you.
[12:01] Other questions?
[12:05] Councilor Whillans.
[12:06] >> Thank you. Through you, Mayor Davidson.
[12:07] » Thank you. Through you, Mayor Davidson.
[12:08] Um just clarification then, we recently
[12:10] also had um requests for food booth that
[12:14] are ball diamonds. Unfortunately, it
[12:16] didn't go through. Would this be an
[12:18] opportunity for pop-up vendors out there
[12:20] who would like to take an opportunity if
[12:23] they knew there was a ball tournament
[12:24] coming that they could contact the
[12:26] clerk, they could um pay the $30 fee,
[12:29] and be a pop-up vendor at our ball
[12:31] fields?
[12:34] » Through you,
[12:35] Mayor, I'll I can hand it over to the
[12:37] CAO.
[12:37] >> I'll I'll just going to say the the
[12:39] » I'll I'll just going to say the the
[12:39] answer is yes. You know, bylaw's written
[12:41] mostly by finance actually to to
[12:44] encompass and encourage
[12:46] while just discouraging any bad
[12:48] behavior.
[12:52] » Mr. Go ahead.
[12:53] >> Through you, Mayor, just to add to that,
[12:55] » Through you, Mayor, just to add to that,
[12:55] it wouldn't just be the $30 though.
[12:56] They'd have to be a licensed vendor to
[12:58] operate within the township, right? So,
[12:59] that original application fee
[13:02] be it a ice cream stand or a food truck
[13:04] or whatever it is, they still have to
[13:06] get vetted out that through
[13:08] the fire department side of things if
[13:10] they have things that need to be
[13:11] inspected or building or public works or
[13:13] whomever.
[13:15] They're clear for the year and then they
[13:16] could pop up $30 per
[13:19] baseball night that they want to be out
[13:20] there.
[13:20] >> So, those those vendors who have paid
[13:22] » So, those those vendors who have paid
[13:22] the yearly fee can then come to the
[13:24] clerk and say, "I'd like to set up at
[13:25] the ball tournament." and pay the daily
[13:27] fee on top of that for that location.
[13:29] Okay.
[13:30] Other questions?
[13:34] I do have another question, Mr. Clark.
[13:36] And it comes with about permit
[13:39] displaying the permit.
[13:41] Do we have a permit that they must
[13:43] display to say that they have paid their
[13:45] fees and they are sanctioned in town?
[13:47] Because without a permit,
[13:49] how are they are we supposed to enforce
[13:51] it?
[13:53] >> We do have a sequentially numbered
[13:55] » We do have a sequentially numbered
[13:55] permits with Maple and letterhead and
[13:58] fairly professional.
[13:59] >> to Do they need to actually have it on
[14:00] » to Do they need to actually have it on
[14:00] the truck? So, we see some
[14:01] municipalities where they actually have
[14:03] a placard that says municipality of such
[14:05] and such, permit number whatever.
[14:08] >> They definitely should have them. That's
[14:10] » They definitely should have them. That's
[14:10] the intent of it and we have them
[14:12] covered in plastic so that to avoid
[14:14] grease and dirt on them.
[14:15] >> Thank you.
[14:20] Anything further?
[14:27] No other questions then? No.
[14:30] Call it. All in favor?
[14:32] It's carried. Thank you.
[14:37] Next we have the Q2 financial update and
[14:40] I guess that's coming from Kim.
[14:45] » Thank you. Through you, Mayor.
[14:46] Uh the second quarter of the fiscal
[14:48] fiscal year 2026 ended on June 30th,
[14:51] 2026 and staff have prepared a report on
[14:54] departmental activities and performance
[14:56] by
[14:57] functional area versus the budget.
[14:59] I'll start with the operating program.
[15:02] The Q2 report that was attached
[15:06] compares the departmental results versus
[15:08] the budget and as shown in the report,
[15:10] the year-to-date surplus as of June 30th
[15:13] is approximately 192,000.
[15:15] Um
[15:16] again, the the figures
[15:18] presented are unaudited and And may be
[15:20] some uh expen-
[15:33] Oh, thank you. Uh did you hear Did you
[15:36] hear up until that? Okay.
[15:37] >> [laughter]
[15:37] » [laughter]
[15:38] >> Um
[15:39] » Um
[15:39] So, the property tax revenues have been
[15:40] uh recognized. So, that represents uh
[15:42] 50% of the annual tax uh levy revenues.
[15:46] Um and of course, for the operating
[15:47] budget, the timing uh is the driving
[15:49] factor. So, um
[15:52] there may be some grant funding that's
[15:53] not yet received. There may be expenses
[15:55] that have not yet been captured, um and
[15:57] other expenses that are incurred up
[15:58] front. Uh so, that can create a
[16:00] disparity between the revenues and
[16:01] expenditures. However, um this balances
[16:04] out over time, and we expect the
[16:05] operating program to be within budget by
[16:07] the end of the year.
[16:09] Um we do have staff uh here this evening
[16:11] to answer any questions that you may
[16:13] have. Um but I will let uh Mr. Kelly
[16:16] speak to the capital program report.
[16:20] >> Uh
[16:22] » Uh
[16:22] thanks, Kim. Um yeah, from the capital
[16:24] perspective, uh we give the update as of
[16:26] halfway through the year. Thanks, Carl,
[16:28] for putting that up. So, that we break
[16:29] it down within the report um by service
[16:33] area, so you can see how much funding
[16:35] was carried forward from last year,
[16:37] either a surplus or deficit, um
[16:39] how much was approved in this year's
[16:41] capital budget, around $10.8 million. Um
[16:44] Um so, that middle column says the
[16:46] amount of funding that would be
[16:46] available for this year to be spent, um
[16:49] and what we've spent year-to-date. So,
[16:51] we are tracking uh quite well within the
[16:53] projects. There's a lot that show um
[16:55] zero spending as of June 30th. That's
[16:58] cuz a lot of um
[17:00] the capital programs kind of get going
[17:02] in Q3, um a lot of the work. So, you'll
[17:05] see uh a lot more spending has has
[17:07] occurred over the past month and a half,
[17:08] but that's not captured um within this
[17:10] report. And if you go down one more page
[17:12] there,
[17:13] Carl, just so I can follow along. Yeah,
[17:15] so just put in a a graph in there just
[17:17] to show where the funding that hasn't
[17:18] been spent yet is [snorts] um allocated
[17:21] and as you can see a lot continues to be
[17:23] within infrastructure services and and
[17:25] parks and that the visual things that
[17:27] you see out there that are being built.
[17:29] Um
[17:29] one last piece not in the report, but we
[17:31] are working um I know I mentioned it I
[17:34] think in at Q1 we have the the with the
[17:36] new website a page
[17:38] dedicated to our current projects within
[17:40] the year. So staff go in there and
[17:42] update the status of those projects on a
[17:44] periodic basis so you should see in
[17:46] weeks an update of where all of our
[17:48] projects are. There's 60 active capital
[17:50] projects going on right now which is a a
[17:53] great deal of work, but um good to see a
[17:55] lot of them are progressing forward and
[17:57] within the budgets that were there. So
[17:59] again um similar to operating the staff
[18:02] are here to comment on any um
[18:04] projects that you have questions about
[18:06] and as well as the finance team. So
[18:08] that's it.
[18:10] >> Resolution 931 moved by Councillor
[18:13] » Resolution 931 moved by Councillor
[18:13] Martin seconded by Councillor Reed. That
[18:15] Council receive report FIN 2026-29
[18:18] regarding the Q2 operating and capital
[18:20] program updates for information.
[18:22] Questions?
[18:25] Councillor Woodham.
[18:26] >> Thank you. Through you Mayor Davidson um
[18:29] » Thank you. Through you Mayor Davidson um
[18:29] probably to the finance department.
[18:32] And thank you. You did say that uh some
[18:34] grant money may not have been received
[18:36] yet and if I look under economic
[18:38] development
[18:40] the Moorefield Optimist LED sign, it
[18:43] shows a year-to-date expenditure of
[18:45] 35,000 and I believe
[18:47] we had a community grant that was paying
[18:49] for portion of it and I'm just wondering
[18:51] is this part of the grant money that's
[18:53] not been received? It's not actual
[18:56] an unbudgeted amount for our taxpayers?
[19:01] » Sure. Through Mayor Davidson um yes,
[19:03] you're correct that that project as
[19:06] you're aware went through the municipal
[19:07] grants program was approved for a
[19:09] funding allocation of just over $8,000
[19:11] $8,030.
[19:13] So, the funding what you see there is
[19:15] the actual expenditures as of June 30th
[19:17] for prepping that site ready for the
[19:19] sign, the sign installation that
[19:21] occurred. Um what you'll see in future
[19:23] reports is the allocation of that 800 or
[19:27] $8,030 from our municipal grants program
[19:29] as well as the net being billed back to
[19:31] the Optimist for their contribution. Um
[19:34] no, so the to be clear, the only dollar
[19:36] amount that is on the tax base from that
[19:38] whole project is what was approved under
[19:40] the municipal grants program.
[19:44] » Thank you, Mr. Kelly.
[19:45] Other questions?
[19:52] Seeing none.
[19:56] All in favor?
[19:58] Carried.
[20:02] Moving on to the fire department, 941 to
[20:05] border list response agreement.
[20:08] Mr. Harold.
[20:12] » Thank you, Mr. Mayor. Um
[20:14] happy to bring this report as well as a
[20:16] couple others
[20:17] to council today.
[20:19] Um
[20:20] this is a an extension now of the
[20:22] partnership and where we've come to.
[20:25] Uh this agreement there is some
[20:27] agreements in place right now. This
[20:29] agreement would go over top of the
[20:30] mutual aid agreements that we have.
[20:33] To more or less summarize it and say
[20:35] that if um the closest station, no
[20:37] matter what the municipality is, would
[20:39] go to the call.
[20:40] Um so, if you could picture a map of the
[20:43] three municipalities
[20:45] all together and each the entire area is
[20:48] divided into about 119
[20:50] different little cubes.
[20:52] So, inside each of those cubes would be
[20:54] the six stations that are closest to
[20:56] that area. That's how finite and down
[20:59] we've got it. So,
[21:01] um each cube is GIS'd, has coordinates,
[21:04] so that that you call by cell phone, you
[21:06] say you're here, with next generation
[21:08] 911, they can coordinate your cell phone
[21:09] to see where you are. They know exactly
[21:11] where you are and dispatch could
[21:13] automatically on their screen see what's
[21:14] are the close six stations from one to
[21:16] six.
[21:17] So, that's what this is is progressing
[21:19] towards.
[21:20] It generally will not affect the first
[21:23] station out. Where it'll affect is the
[21:25] second station coming in.
[21:27] So, for example, you look um here in
[21:29] Mapleton uh heading towards uh the new
[21:33] roundabout that end of Mapleton, then it
[21:35] might be more field than say Palmerston
[21:36] would respond as first and second.
[21:39] And then you look down the top end of
[21:40] Mapleton, it would probably be Drayton
[21:42] and Arthur that would respond to up
[21:44] there. So, that we're not having, you
[21:46] know, stations across all over the place
[21:48] because they're in within the
[21:49] municipality, but that they have to
[21:51] drive 30 km to get to back up their
[21:53] station. There's stations that are
[21:54] closer. So, that's what this takes care
[21:56] of.
[21:57] We've built into it that
[21:59] we'll bring a report to council every
[22:00] year so that you can see uh the
[22:02] statistics and the data that show uh the
[22:05] stations that are responding. Just to
[22:06] make sure it's not lopsided that one
[22:08] municipality is going into another one a
[22:10] ton. Um to make sure that it's going to
[22:12] be cost beneficial.
[22:14] Our anticipation is there's not going to
[22:15] be a uh
[22:16] lot of costs that are going to be
[22:18] incurred by each municipality because
[22:19] we'll be helping each other out all over
[22:21] the place like what we do now.
[22:23] But the data will be brought to council
[22:24] every year so that you'll be able to see
[22:25] it and we'll be able to make adjustments
[22:27] as we go along. Um but in our opinion as
[22:30] a fire management team, this is the best
[22:31] thing we can do for our residents in the
[22:33] three municipalities to make sure that
[22:34] we're getting
[22:35] people on scene quicker and more
[22:36] efficiently.
[22:40] All right, Chief.
[22:42] >> Resolution 941 moved by Councillor
[22:45] » Resolution 941 moved by Councillor
[22:45] Reese, seconded by Councillor Martin,
[22:46] that council receive report 2026-05
[22:49] regarding the borderless response
[22:51] agreement for information. And further
[22:53] that the mayor and clerk be authorized
[22:54] to sign agreement authorizing Mapleton
[22:56] Fire Rescue to operate under the
[22:57] borderless response protocols
[22:59] established when responding.
[23:02] Questions?
[23:06] Um okay, Mike.
[23:08] Councillor Martin.
[23:10] >> Uh thank you, Mr. Mayor. Uh just real
[23:12] » Uh thank you, Mr. Mayor. Uh just real
[23:12] quickly, I I love this report. Um I'm
[23:15] glad that the chief has brought his
[23:16] previous experience as a paramedic into
[23:19] uh
[23:20] with the seamless coverage. Uh actually,
[23:22] probably the most exciting part of this
[23:23] is that the partnership's mature enough
[23:25] and at this point where, you know, that
[23:27] level of cooperation exists, right? I I
[23:29] think it's wonderful
[23:31] and, you know, arguably
[23:33] I hope other municipalities follow this
[23:36] example and
[23:37] uh the seamless coverage, right? There's
[23:39] there's places even in the city where if
[23:41] you're on one side of the road, uh you
[23:43] wait a little bit longer for a station
[23:45] from another town to come, right? So, I
[23:46] think this is wonderful uh for our
[23:48] residents and for Minto and Wellington
[23:50] North.
[23:51] >> Thank you, Mike. And I'd agree with
[23:52] » Thank you, Mike. And I'd agree with
[23:52] that. It's uh very progressive that we
[23:54] have this tri-fire service and this is
[23:56] another piece of the progression
[23:58] to make it seamless that we are
[24:00] responding together at calls
[24:03] regardless of the border.
[24:05] That's what the idea of the tri-fire
[24:06] was, that we were going to work together
[24:08] in not only equipment and training, but
[24:11] also in response. So, this is a a great
[24:14] piece here.
[24:15] Go ahead.
[24:17] >> Sorry, just one real quick follow-up. Uh
[24:19] » Sorry, just one real quick follow-up. Uh
[24:19] Chief, is there uh have you identified
[24:22] anywhere in the three municipalities
[24:23] that's going to see kind of a real net
[24:25] benefit or a net gain uh on this even
[24:28] from a I know you said it's going to be
[24:29] more of the secondary and third
[24:31] stations, but what about from a primary
[24:32] station response? Anything that
[24:35] colleagues have you marked off the top?
[24:39] >> Yes, our residents GIS expert. Um
[24:42] » Yes, our residents GIS expert. Um
[24:42] There there is a few pockets of areas
[24:44] that will, no doubt, because
[24:46] um old
[24:48] I'll say territories were it went to
[24:50] your to your municipal border. So, uh a
[24:53] prime example of that would be
[24:55] um you think Minto
[24:57] and uh Mount Forest right up to the
[25:00] corners there, uh, County Road 6 and
[25:03] Highway 89.
[25:04] Harriston covers right up to that very
[25:06] corner cuz that's Minto right up to that
[25:07] corner.
[25:08] So, um,
[25:10] right away that's going to be an area
[25:12] cuz you're you're
[25:13] 16 km from Harriston and you're two from
[25:16] Mount Forest.
[25:17] So, that's an example. Um, other
[25:20] examples not as drastic, but uh, the
[25:22] village like Teviotdale, you know, there
[25:23] is some Mapleton that's right there.
[25:25] Palmerston's fairly quick to get there
[25:27] as opposed to uh, yeah, so it's just
[25:29] little pockets like that they're going
[25:31] to see it.
[25:32] But, the way that we're responding now
[25:34] is we need two and three stations a lot
[25:36] of times just because of people and
[25:38] turning out the right number of
[25:39] firefighters. So, that's going to be the
[25:40] net benefit is seeing two stations be
[25:42] able to get on scene a lot quicker.
[25:45] Um, and we're lucky here in Mapleton
[25:47] because with the stations are so close
[25:48] together, but in in Mount Forest and
[25:50] Arthur they're 25 km apart their
[25:52] stations. So, people being able to be
[25:54] second and third stations in to help
[25:56] that out, we'll see all of our residents
[25:58] benefit a lot. So, yeah, excited about
[26:01] it.
[26:03] Thank you, Chief. Good question.
[26:05] Anything further?
[26:08] All in favor.
[26:09] It's carried.
[26:12] Chief, have the others
[26:14] councils signed off on this yet?
[26:16] Correct. Yeah, they just they were lucky
[26:18] with the way summer meetings uh, lined
[26:19] up. Yesterday was Wellington North,
[26:21] Minto was this afternoon and everybody's
[26:23] had no issues and signed off on it right
[26:25] away. So,
[26:26] as of tonight all three have signed off
[26:28] and it will be once it's signed it'll be
[26:29] in effect and we can get the GIS moving
[26:31] forward. Thank you, Chief.
[26:34] Now, you want to move on to your next
[26:35] report, fire protection grant, please.
[26:38] This one's just a formality report. Um,
[26:40] I kind of threw a curveball at the CFO
[26:43] here and and when I threw this one in,
[26:44] but the fire marshal's office asked us
[26:46] to get this in. It's just a pre-approval
[26:48] for the OF the
[26:50] uh, office of fire marshal grant that
[26:52] they put out every year. This is the
[26:53] fourth year for the grant. It's meant to
[26:56] purchase equipment through to help with
[26:58] cancer prevention activities on fire
[27:00] scenes and in stations.
[27:02] So, they just asked that we get
[27:03] pre-approval done just in case some
[27:05] council's going to lame duck or stuff
[27:07] like that. Complications-wise, they
[27:09] didn't want to have anything like that.
[27:10] So, get the pre-approval that we can
[27:12] sign the agreement and accept their
[27:13] money, which I'm pretty sure we all want
[27:15] to do with open hands. So,
[27:18] never a problem accepting money.
[27:20] Resolution 4942 moved by counselor
[27:23] Woodham, seconded by counselor Ottens,
[27:24] that council receives report FIR
[27:26] 2026.006
[27:29] regarding the fire protection grant
[27:30] program for information and further that
[27:32] council authorizes staff to submit an
[27:33] application for funding to support the
[27:35] purchase of personal protective
[27:37] equipment under the fire protection
[27:39] grant program. Any questions?
[27:43] All in favor?
[27:45] It's carried.
[27:48] And last, Chief, a specialty rescue
[27:51] services agreement.
[27:53] Uh yes, thank you, Mr. Mayor. We
[27:54] remember
[27:55] bringing reports in bunches, so we did
[27:57] it this week so we could double the size
[27:59] of the agenda for you. So,
[28:01] sorry for everybody making you stay
[28:02] longer.
[28:03] Um this is also a cleanup of previous
[28:06] things uh that we talked about.
[28:09] Uh
[28:10] a previous report where we talked where
[28:11] we disbanded the water rescue team and
[28:13] confined space team that we had. Uh
[28:15] we've been operating with Centre
[28:16] Wellington kind of on a
[28:18] handshake agreement that if we need
[28:20] anything, they would come and help us.
[28:22] But, uh we've been we're also working in
[28:24] the background that we had to formalize
[28:25] this and get something in writing so
[28:27] that it's it's covered uh for both
[28:29] agencies.
[28:31] Um
[28:32] this is the best that we can offer
[28:34] because of not being able to offer it
[28:36] ourselves. It the next best thing is to
[28:38] is to sign a neighbor that does this and
[28:40] is fully certified in this discipline.
[28:43] So, um Centre Wellington is going to
[28:45] cover off all of our water rescue and
[28:47] ice rescue for us and any rope uh
[28:50] rescues that are needed.
[28:52] Um under this agreement, they will be
[28:53] dispatched at the exact same time as our
[28:55] station that it's involved in. So, for
[28:57] example, if it's at Conestoga Lake and
[28:59] our stations are going to page,
[29:01] Fergus and Elora would be paged at the
[29:02] exact same time so they can muster their
[29:04] water rescue team and get on the road to
[29:06] us.
[29:07] It doesn't mean that we're not going to
[29:08] respond. We're still going to respond.
[29:11] There's three different levels of of
[29:12] rescue capabilities. There's a uh
[29:15] awareness, operations, and technician.
[29:17] We'll be trained to the operations
[29:19] level, meaning we can get stuff ready on
[29:21] the shore, we can establish the area, we
[29:23] can establish some ropes, etc. We just
[29:26] have to wait till them to get on the
[29:26] scene to perform the actual in the water
[29:28] rescue. So, um we'll be working together
[29:31] with them to formalize that. But, as I
[29:33] said, this is just giving us permission
[29:35] to sign the agreement and actually
[29:36] formalize our relationship with them to
[29:39] perform these type of rescues for us uh
[29:41] in our municipality.
[29:44] >> Thank you, Chief.
[29:45] » Thank you, Chief.
[29:45] Resolution moved by Councillor Ain't and
[29:47] seconded by Councillor Woodham that
[29:48] Council receive report FIR 2026-007
[29:53] regarding the specialty rescue services
[29:55] agreement for information, and further
[29:57] that the mayor and clerk be authorized
[29:58] to sign the agreement for specialty
[29:59] rescue services to be provided by Centre
[30:02] Wellington Fire Department. Questions
[30:04] from Council.
[30:05] To the Chief.
[30:13] Another great piece. I know we're just
[30:15] putting it down in writing and I know
[30:16] Centre Wellington has been doing for us,
[30:18] uh but it is great to have that now down
[30:20] in writing and and what it's actually
[30:22] cost
[30:23] for us and and it's uh laid out for us.
[30:26] All in favor?
[30:28] It's carried.
[30:32] That's done for the Chief. Thanks,
[30:34] Chief.
[30:35] Moving on to source water protection,
[30:38] Kyle Davis. Kyle, welcome.
[30:42] » Thank you very much. Uh
[30:44] Mayor and Council, I'm pleased to be
[30:45] here today to present this report to
[30:46] you.
[30:47] It's as Council may recall, we've had a
[30:49] little bit of staff turnover in the
[30:51] water source water department. So this
[30:53] report is for your consideration on
[30:55] appointing the two successful candidates
[30:57] in the two vacant positions, Ms. Jordan
[30:59] Grigg and Ms. Kiera Martinson as risk
[31:02] management inspectors and alternate risk
[31:04] management officials for the Township of
[31:06] Mapleton. And I'd be pleased to take any
[31:08] questions that Council may have.
[31:10] >> Thank you, Kyle. Resolution moved by
[31:12] » Thank you, Kyle. Resolution moved by
[31:12] Councillor Woodham, seconded by
[31:13] Councillor Ottens.
[31:15] That report SWP 2026-02
[31:19] regarding risk management officials
[31:21] pursuant to the Clean Water Act be
[31:24] received for information and further
[31:26] that Council appoint Jordan Grigg and
[31:28] Kiera Martinson as risk management
[31:31] inspectors and alternate risk management
[31:34] officials for the Township of Mapleton.
[31:36] Questions for Kyle.
[31:43] Councillor Martin.
[31:45] >> Thank you, Mr. Mayor. I just want to say
[31:47] » Thank you, Mr. Mayor. I just want to say
[31:47] congratulations on your recruitment
[31:50] and getting your team fully staffed. I'm
[31:52] sure that's helpful for you as well
[31:54] during
[31:55] peak vacation season and all that stuff
[31:57] too, right? It all matters, right? So
[31:59] it's great to see you firing on all
[32:00] cylinders.
[32:02] >> Thank you very much.
[32:03] » Thank you very much.
[32:03] >> Were Kyle, were one or both of them at
[32:05] » Were Kyle, were one or both of them at
[32:05] the farm show?
[32:07] >> Yes, both both were. Yes. We we all
[32:10] » Yes, both both were. Yes. We we all
[32:10] rotated through. Um
[32:11] >> Perfect. Thank you.
[32:12] » Perfect. Thank you.
[32:13] do remember meeting
[32:15] new people. I just want to make sure
[32:16] they're the same ones. All right, they
[32:18] stuck around. Perfect.
[32:20] Anything [clears throat] further?
[32:22] All in favor.
[32:23] It's carried.
[32:29] Going to 10.5 which is approval of
[32:31] bylaws.
[32:35] Moved by Councillor Ottens, seconded by
[32:37] Councillor Woodham.
[32:38] That bylaws number 2026-037
[32:43] 038, 039, 040, and 041 be hereby read a
[32:48] first, second, and third time and
[32:50] finally passed the 11th day of August,
[32:52] 2026.
[32:54] Any questions or comments on any of
[32:55] these bylaws?
[32:59] Councillor Martin.
[33:02] » Sorry for all the questions. I had a
[33:04] quick question about uh number 41.
[33:07] Uh when this came before council, I
[33:10] think there was a Linda had mentioned
[33:12] the size of the barn.
[33:14] Um and I know it now the bylaw
[33:17] specifically states uh you know, horse
[33:19] and buggy. Uh I think that was the scope
[33:22] was narrowed down, but uh
[33:24] my question, I guess, perhaps for Mrs.
[33:26] McCabe is 3,200 square feet considered
[33:29] small?
[33:32] Like, is that a routine size that we've
[33:33] done before?
[33:35] >> Planning Manager McCabe.
[33:39] » Planning Manager McCabe.
[33:39] >> Thank you, through you, Mayor Davidson.
[33:42] » Thank you, through you, Mayor Davidson.
[33:42] I don't know.
[33:43] I I'm
[33:45] I'm sorry. I would have to have a look
[33:47] back. I know that we've had a lot of
[33:48] back and forth with the applicants,
[33:51] uh
[33:51] planner and our planner, and um
[33:55] given
[33:56] everything that's gone on before this,
[33:59] it seems perfectly reasonable to me, but
[34:04] » Yeah, I do recall that we talked about
[34:06] the the small barn and and uh the uh
[34:08] applicant was here. It was just a for
[34:10] the family, and it's going to be a small
[34:12] barn, so I I I'm assuming that's what
[34:14] they ended up in doing with a small barn
[34:16] for the family, uh
[34:18] horses.
[34:20] Anything further?
[34:23] Call the question. All in favor, then?
[34:25] It's carried.
[34:34] We have
[34:35] a number of correspondence for council's
[34:38] information. Every time I come here, I
[34:39] say that
[34:41] the clerk has outdone himself, and this
[34:42] time he's even outdone himself him self
[34:44] self again.
[34:46] Anything from council and any of these
[34:49] 31
[34:50] correspondence?
[35:03] Seeing nothing.
[35:07] Go to item 13, then. Do we have a notice
[35:09] of motion?
[35:13] We'll go to item 15, other business.
[35:15] Anybody have
[35:17] something for other business?
[35:19] I'll start off with saying that the fair
[35:21] was fantastic.
[35:22] It was a very busy fair. We had good
[35:24] weather, a little little bit of rain 10
[35:26] minutes on Saturday afternoon, but it's
[35:28] a just a light drizzle.
[35:31] But, it was very very busy. I was there
[35:33] all three days. I was working at the
[35:35] gate. I was doing the watermelon
[35:36] contest. I was pied in the face. There's
[35:39] a lot of things going on on the weekend
[35:41] at the fair.
[35:42] But, I know that it was so busy on
[35:44] Saturday, we actually had to close the
[35:46] road down because the parking was full.
[35:48] And we had to start using the shuttle
[35:49] buses. So, I know the fair board was
[35:52] quite happy with with the turnout that
[35:54] they got.
[35:56] I look forward to seeing their final
[35:57] numbers of what they brought in.
[36:01] But, again, that fair cannot happen.
[36:04] And we're so grateful as a community,
[36:06] and I I tell them
[36:07] um
[36:09] the volunteers, the board volunteers, as
[36:11] well as all the volunteers that show up
[36:13] for the fair weekend
[36:15] to make this happen.
[36:18] We have
[36:19] a number of vendors that come. We have
[36:21] sponsors for the for the fair
[36:24] that sponsor things. The kids events are
[36:26] all free. Like that's amazing.
[36:29] You know, so we have a great great fair
[36:30] and and the wish we're really proud that
[36:32] we have that in our community.
[36:35] Which I am and I know you all are.
[36:37] I think Gloria and and
[36:39] um you were there and and so so were
[36:41] you.
[36:42] Councillor Otten, we're both there um at
[36:44] the fair. And what's your take on the
[36:45] fair when you were there?
[36:49] » Um yeah, I
[36:51] I sit there as a vendor, but it's
[36:53] actually my little creepy way to observe
[36:55] everybody without you know, cuz I could
[36:57] just watch. I have a reason to sit there
[36:59] and watch um because I I find it it has
[37:04] really increased the last number of
[37:06] years the attendance and and and the
[37:08] awareness and the participation. It's
[37:10] one thing to go to the fair, but it's
[37:13] even more important to participate in
[37:15] it. And the number of um entries in the
[37:18] different, you know, home crafts and
[37:20] flowers, that's increased considerably
[37:22] in the last number of years. My husband
[37:24] was at the tractor pull and he was
[37:27] sitting beside a man with two kids and
[37:29] they came from Toronto. And I said, "How
[37:31] in the world?" And he said, "He just saw
[37:34] it on social media somehow and he
[37:36] thought it'd be fun to go to a small
[37:38] town fair." And his kid said was He
[37:40] literally said, "Next year when we come,
[37:43] we should do blah blah blah." And it was
[37:44] like, "Okay." So it's a thing. And so I
[37:47] mean
[37:48] it it's it's a destination, I think, and
[37:51] we have to keep it that way.
[37:57] » Yeah, and I will say I'd add on to that
[37:59] the uh the cattle show, the sheep show,
[38:01] the dairy show, all of it.
[38:03] Way more people uh and uh
[38:06] uh
[38:07] yeah, coming out and and paying the fee
[38:09] and putting their their animals into the
[38:11] show and and so much so that they had to
[38:13] keep adding pens every year to uh to
[38:16] house all of these animals. It's a very
[38:18] good. Councillor Reed.
[38:20] >> Uh thank you, Mayor. I also wanted to
[38:22] » Uh thank you, Mayor. I also wanted to
[38:22] comment on
[38:24] if anyone had seen Tate Driskell's post
[38:26] about fair entries. It was a bang-on a
[38:29] perfect example of why Drayton fair is
[38:32] is what it is. It's every little kid who
[38:34] brings in that one little entry they
[38:36] have that they want to see put up on the
[38:38] board. Doesn't matter if they win or
[38:40] lose, it just matters that they got to
[38:42] take part in something that's so much
[38:44] bigger than they are. And whether they
[38:46] came home with a participation ribbon or
[38:48] first place, they just get so excited
[38:49] over it and to see that um that post
[38:52] about our little our little fair, which
[38:55] isn't so little anymore. When I look at
[38:57] the fair 10 years ago to the fair today,
