their preferred location if if uh
[8:50]
Mabelton wasn't happy with it.

And uh that's really just a that's why
[8:55]
it's such a nominal fee.

to that. So, the licensing fees is I
[9:05]
guess the yearly licensing fee is a is

uh the license is to do the business to
[9:10]
show up to the fairs, to show up to any

things like that. The $30 fee is more to
[9:15]
address the pop-up, and we have to keep
[9:17]
it fair. So, for instance, Christian uh
[9:19]
the hot dog fellow was in here, and if
[9:21]
he wants to use the municipal parking
[9:22]
lot for the day, pop-up for the day,
[9:24]
then that's a $30 charge on top of
[9:26]
licensing fee, so that we're we're just
[9:29]
that we we want to remain fair to the to
[9:31]
the like Larry mentioned, to the uh
[9:33]
bricks-and-mortar type of businesses
[9:35]
that can't pop up where they wanted. Um
[9:38]
and it keeps it keeps it in a level
[9:41]
playing field where um
[9:43]
it's not just one vendor or a couple
[9:45]
vendors. Anybody can take advantage of
[9:46]
that um
[9:48]
pop-up opportunity, if you will. Uh but
[9:50]
we need to monitor it somehow and and
[9:52]
try to gain some some uh revenue to
[9:56]
uh to to keep it fair.

in our past uh licensing here, we had

one vendor that comes out for any for a
[10:27]
church event that's just coming up for
[10:29]
the day.

[10:58]
selling farm products, school
[10:59]
fundraising events, and then township
[11:01]
sanctioned events like the farmers
[11:03]
market, et cetera. This is literally to
[11:05]
deal with
[11:06]
the transient trader that's showing up
[11:08]
um
[11:09]
on municipal property somewhere, wants
[11:11]
to pop up and set up. This this governs
[11:13]
that and puts some parameters around it,
[11:15]
so it wouldn't impact the one you're
[11:17]
speaking of there.

also had um requests for food booth that

they knew there was a ball tournament
[12:24]
coming that they could contact the
[12:26]
clerk, they could um pay the $30 fee,

Uh the second quarter of the fiscal
[14:48]
fiscal year 2026 ended on June 30th,
[14:51]
2026 and staff have prepared a report on
[14:54]
departmental activities and performance
[14:56]
by
[14:57]
functional area versus the budget.
[14:59]
I'll start with the operating program.
[15:02]
The Q2 report that was attached
[15:06]
compares the departmental results versus
[15:08]
the budget and as shown in the report,
[15:10]
the year-to-date surplus as of June 30th
[15:13]
is approximately 192,000.

again, the the figures
[15:18]
presented are unaudited and And may be
[15:20]
some uh expen-
[15:33]

So, the property tax revenues have been
[15:40]
uh recognized. So, that represents uh

50% of the annual tax uh levy revenues.

Um and of course, for the operating

budget, the timing uh is the driving
[15:49]
factor. So, um
[15:52]
there may be some grant funding that's
[15:53]
not yet received. There may be expenses
[15:55]
that have not yet been captured, um and
[15:57]
other expenses that are incurred up
[15:58]
front. Uh so, that can create a
[16:00]
disparity between the revenues and
[16:01]
expenditures. However, um this balances
[16:04]
out over time, and we expect the
[16:05]
operating program to be within budget by
[16:07]
the end of the year.

Um we do have staff uh here this evening
[16:11]
to answer any questions that you may
[16:13]
have. Um but I will let uh Mr. Kelly

speak to the capital program report.

perspective, uh we give the update as of
[16:26]
halfway through the year. Thanks, Carl,

for putting that up. So, that we break
[16:29]
it down within the report um by service
[16:33]
area, so you can see how much funding
[16:35]
was carried forward from last year,
[16:37]
either a surplus or deficit, um
[16:39]
how much was approved in this year's
[16:41]
capital budget, around $10.8 million. Um
[16:44]
Um so, that middle column says the
[16:46]
amount of funding that would be
[16:46]
available for this year to be spent, um
[16:49]
and what we've spent year-to-date. So,
[16:51]
we are tracking uh quite well within the
[16:53]
projects. There's a lot that show um
[16:55]
zero spending as of June 30th. That's
[16:58]
cuz a lot of um
[17:00]
the capital programs kind of get going
[17:02]
in Q3, um a lot of the work. So, you'll
[17:05]
see uh a lot more spending has has
[17:07]
occurred over the past month and a half,
[17:08]
but that's not captured um within this
[17:10]
report. And if you go down one more page
[17:12]
there,

Carl, just so I can follow along. Yeah,

so just put in a a graph in there just
[17:17]
to show where the funding that hasn't
[17:18]
been spent yet is [snorts] um allocated
[17:21]
and as you can see a lot continues to be
[17:23]
within infrastructure services and and
[17:25]
parks and that the visual things that
[17:27]
you see out there that are being built.

one last piece not in the report, but we

are working um I know I mentioned it I
[17:34]
think in at Q1 we have the the with the
[17:36]
new website a page

dedicated to our current projects within
[17:40]
the year. So staff go in there and

update the status of those projects on a
[17:44]
periodic basis so you should see in
[17:46]
weeks an update of where all of our
[17:48]
projects are. There's 60 active capital
[17:50]
projects going on right now which is a a
[17:53]
great deal of work, but um good to see a
[17:55]
lot of them are progressing forward and
[17:57]
within the budgets that were there. So
[17:59]
again um similar to operating the staff
[18:02]
are here to comment on any um
[18:04]
projects that you have questions about
[18:06]
and as well as the finance team. So
[18:08]

we had a community grant that was paying

for portion of it and I'm just wondering

is this part of the grant money that's

not been received? It's not actual

an unbudgeted amount for our taxpayers?

you're correct that that project as
[19:06]
you're aware went through the municipal
[19:07]
grants program was approved for a
[19:09]
funding allocation of just over $8,000
[19:11]
$8,030.

So, the funding what you see there is
[19:15]
the actual expenditures as of June 30th
[19:17]
for prepping that site ready for the
[19:19]
sign, the sign installation that
[19:21]
occurred. Um what you'll see in future
[19:23]
reports is the allocation of that 800 or
[19:27]
$8,030 from our municipal grants program
[19:29]
as well as the net being billed back to
[19:31]
the Optimist for their contribution. Um
[19:34]
no, so the to be clear, the only dollar
[19:36]
amount that is on the tax base from that
[19:38]
whole project is what was approved under
[19:40]
the municipal grants program.

this is a an extension now of the

partnership and where we've come to.

Uh this agreement there is some

agreements in place right now. This
[20:29]
agreement would go over top of the
[20:30]
mutual aid agreements that we have.

To more or less summarize it and say
[20:35]
that if um the closest station, no
[20:37]
matter what the municipality is, would
[20:39]
go to the call.
[20:40]
Um so, if you could picture a map of the
[20:43]
three municipalities
[20:45]
all together and each the entire area is
[20:48]
divided into about 119
[20:50]
different little cubes.
[20:52]
So, inside each of those cubes would be
[20:54]
the six stations that are closest to
[20:56]
that area. That's how finite and down
[20:59]
we've got it. So,
[21:01]
um each cube is GIS'd, has coordinates,
[21:04]
so that that you call by cell phone, you
[21:06]
say you're here, with next generation
[21:08]
911, they can coordinate your cell phone
[21:09]
to see where you are. They know exactly
[21:11]
where you are and dispatch could
[21:13]
automatically on their screen see what's
[21:14]
are the close six stations from one to
[21:16]
six.
[21:17]
So, that's what this is is progressing
[21:19]
towards.
[21:20]
It generally will not affect the first
[21:23]
station out. Where it'll affect is the
[21:25]
second station coming in.
[21:27]
So, for example, you look um here in
[21:29]
Mapleton uh heading towards uh the new
[21:33]
roundabout that end of Mapleton, then it
[21:35]
might be more field than say Palmerston
[21:36]
would respond as first and second.
[21:39]
And then you look down the top end of
[21:40]
Mapleton, it would probably be Drayton
[21:42]
and Arthur that would respond to up
[21:44]
there. So, that we're not having, you
[21:46]
know, stations across all over the place
[21:48]
because they're in within the
[21:49]
municipality, but that they have to
[21:51]
drive 30 km to get to back up their
[21:53]
station. There's stations that are
[21:54]
closer. So, that's what this takes care
[21:56]
of.
[21:57]
We've built into it that
[21:59]
we'll bring a report to council every
[22:00]
year so that you can see uh the
[22:02]
statistics and the data that show uh the
[22:05]
stations that are responding. Just to
[22:06]
make sure it's not lopsided that one
[22:08]
municipality is going into another one a
[22:10]
ton. Um to make sure that it's going to
[22:12]
be cost beneficial.

Our anticipation is there's not going to
[22:15]
be a uh
[22:16]
lot of costs that are going to be
[22:18]
incurred by each municipality because
[22:19]
we'll be helping each other out all over
[22:21]
the place like what we do now.
[22:23]
But the data will be brought to council
[22:24]
every year so that you'll be able to see
[22:25]
it and we'll be able to make adjustments
[22:27]
as we go along. Um but in our opinion as
[22:30]
a fire management team, this is the best
[22:31]
thing we can do for our residents in the
[22:33]
three municipalities to make sure that
[22:34]
we're getting
[22:35]
people on scene quicker and more
[22:36]
efficiently.

is that the partnership's mature enough
[23:25]
and at this point where, you know, that
[23:27]
level of cooperation exists, right? I I
[23:29]
think it's wonderful

and, you know, arguably
[23:33]
I hope other municipalities follow this
[23:36]
example and
[23:37]
uh the seamless coverage, right? There's
[23:39]
there's places even in the city where if
[23:41]
you're on one side of the road, uh you
[23:43]
wait a little bit longer for a station
[23:45]
from another town to come, right? So, I
[23:46]
think this is wonderful uh for our
[23:48]
residents and for Minto and Wellington
[23:50]
North.

Um, and we're lucky here in Mapleton
[25:47]
because with the stations are so close
[25:48]
together, but in in Mount Forest and
[25:50]
Arthur they're 25 km apart their
[25:52]
stations. So, people being able to be
[25:54]
second and third stations in to help
[25:56]
that out, we'll see all of our residents
[25:58]
benefit a lot. So, yeah, excited about
[26:01]

uh, office of fire marshal grant that

they put out every year. This is the

fourth year for the grant. It's meant to

purchase equipment through to help with
[26:58]
cancer prevention activities on fire
[27:00]
scenes and in stations.

So, they just asked that we get
[27:03]
pre-approval done just in case some
[27:05]
council's going to lame duck or stuff
[27:07]
like that. Complications-wise, they
[27:09]
didn't want to have anything like that.

So, get the pre-approval that we can
[27:12]
sign the agreement and accept their
[27:13]
money, which I'm pretty sure we all want

to do with open hands. So,

Um this is also a cleanup of previous

we disbanded the water rescue team and

confined space team that we had. Uh

we've been operating with Centre
[28:16]
Wellington kind of on a
[28:18]
handshake agreement that if we need
[28:20]
anything, they would come and help us.
[28:22]
But, uh we've been we're also working in
[28:24]
the background that we had to formalize
[28:25]
this and get something in writing so
[28:27]
that it's it's covered uh for both
[28:29]
agencies.
[28:31]

this is the best that we can offer
[28:34]
because of not being able to offer it
[28:36]
ourselves. It the next best thing is to
[28:38]
is to sign a neighbor that does this and
[28:40]
is fully certified in this discipline.
[28:43]
So, um Centre Wellington is going to
[28:45]
cover off all of our water rescue and
[28:47]
ice rescue for us and any rope uh
[28:50]
rescues that are needed.
[28:52]
Um under this agreement, they will be
[28:53]
dispatched at the exact same time as our
[28:55]
station that it's involved in. So, for
[28:57]
example, if it's at Conestoga Lake and
[28:59]
our stations are going to page,
[29:01]
Fergus and Elora would be paged at the
[29:02]
exact same time so they can muster their
[29:04]
water rescue team and get on the road to
[29:06]
us.
[29:07]
It doesn't mean that we're not going to
[29:08]
respond. We're still going to respond.
[29:11]
There's three different levels of of
[29:12]
rescue capabilities. There's a uh
[29:15]
awareness, operations, and technician.
[29:17]
We'll be trained to the operations
[29:19]
level, meaning we can get stuff ready on
[29:21]
the shore, we can establish the area, we
[29:23]
can establish some ropes, etc. We just
[29:26]
have to wait till them to get on the
[29:26]
scene to perform the actual in the water
[29:28]
rescue. So, um we'll be working together
[29:31]
with them to formalize that. But, as I
[29:33]
said, this is just giving us permission
[29:35]
to sign the agreement and actually
[29:36]
formalize our relationship with them to
[29:39]
perform these type of rescues for us uh
[29:41]
in our municipality.

was fantastic.

It was a very busy fair. We had good

weather, a little little bit of rain 10

minutes on Saturday afternoon, but it's

a just a light drizzle.

But, it was very very busy. I was there
[35:33]
all three days. I was working at the
[35:35]
gate. I was doing the watermelon
[35:36]
contest. I was pied in the face. There's
[35:39]
a lot of things going on on the weekend
[35:41]
at the fair.
[35:42]
But, I know that it was so busy on
[35:44]
Saturday, we actually had to close the
[35:46]
road down because the parking was full.
[35:48]
And we had to start using the shuttle
[35:49]
buses. So, I know the fair board was
[35:52]
quite happy with with the turnout that
[35:54]
they got.
[35:56]
I look forward to seeing their final
[35:57]
numbers of what they brought in.

But, again, that fair cannot happen.

And we're so grateful as a community,

and I I tell them

the volunteers, the board volunteers, as

well as all the volunteers that show up

for the fair weekend

to make this happen.

a number of vendors that come. We have

that sponsor things. The kids events are

all free. Like that's amazing.

You know, so we have a great great fair

and and the wish we're really proud that

we have that in our community.

actually my little creepy way to observe

just watch. I have a reason to sit there

and watch um because I I find it it has

really increased the last number of
[37:06]
years the attendance and and and the
[37:08]
awareness and the participation. It's
[37:10]
one thing to go to the fair, but it's
[37:13]
even more important to participate in
[37:15]
it. And the number of um entries in the
[37:18]
different, you know, home crafts and
[37:20]
flowers, that's increased considerably
[37:22]
in the last number of years. My husband
[37:24]
was at the tractor pull and he was
[37:27]
sitting beside a man with two kids and
[37:29]
they came from Toronto. And I said, "How
[37:31]
in the world?" And he said, "He just saw
[37:34]
it on social media somehow and he
[37:36]
thought it'd be fun to go to a small
[37:38]
town fair." And his kid said was He
[37:40]
literally said, "Next year when we come,
[37:43]
we should do blah blah blah." And it was
[37:44]
like, "Okay." So it's a thing. And so I
[37:47]
mean
[37:48]
it it's it's a destination, I think, and
[37:51]
we have to keep it that way.

the uh the cattle show, the sheep show,

the dairy show, all of it.
