So, uh, the gates were closed in 2020, [13:06] uh, to vehicle traffic because we had concerns about conflicting with the [13:11] playground. Um, and since then, numerous groups have [13:17] come [clears throat] to ask for it to be open, and you have said no each time [13:21] because you decided it should be closed. So his question was, if you say yes to [13:26] this, how does it become a one-time thing? Can you say no to future groups? [13:30] What's the criteria? How do you look at that? And he wanted me to remind you [13:35] that the in the fairgrounds master plan, the fairgrounds is a green space um that [13:41] isn't supposed to house cars other than the um [snorts] fair who has a separate [13:47] agreement and liability insurance with us. So if you did it, you would also [13:51] want liability insurance uh from the BIA to cover the township. Um witches walk [13:58] sometimes has some alcohol involved. So there there is some risk there. So just [14:02] some things to consider about if you okay this request, what do you do with [14:07] future requests? [14:11] » Okay. Uh yeah, Council Taylor. [14:14] » Yeah, just a comment. Uh uh the witches walk is a huge event as a thing and to [14:22] to comment on what Lori said. Uh I'm certainly in favor of a one-time trial, [14:27] see how it goes. But to see all the community come together, especially the [14:31] Lions Club to try and pull this thing off. They've got a proven track record [14:34] of running large scale events and I think it's uh you live and learn. You [14:39] try it this year and fine-tune for the next year. [15:13] » Uh, the BIA does not serve alcohol. There are numerous restaurants in town [15:17] as well as the Legion. >> Thank you. So, I just held an event for [15:21] my seniors in Aurelia uh week before last. and the price for a two-day event [15:28] for up to 200 people for liability insurance, which you also mentioned, [15:33] which should be a standard. Um, naming the township as one of the payes or as [15:39] one of the parties on the liability. If that's not on our contracts to use [15:44] space, Branny Group, I think it should be. Um, it cost me under $20 for [15:50] liability for my event uh with no alcohol. And if I was to serve alcohol, [15:55] it would have gone up into the several hundreds. So, um I think that's is that [16:00] a standard practice to have liability insurance with the township covered? [16:06] » Uh yeah, m and then >> it is, but just we don't rent the [16:10] fairgrounds out for this purpose. So, we don't have that process in place. So, I [16:14] would suggest that council direct us to do that. But if you're renting a hall or [16:18] something that we do rent, then yes, that's a standard practice. [16:21] » Thank you. And I understand that about a capital building, you know, an event [16:25] space or a meeting hall, a community hall, but isn't the pub uh the parking [16:30] lot also township property? [16:35] » It is. Yes. So then I would I would hope council would support whether it's just [16:40] a one-off approval now for this event, but going forward that if that isn't [16:45] covered in a contract for using a space uh for a public event that the p parking [16:51] lot should be available and should be um uh under some kind of an insurance too. And the the plan [17:08] will be to once this plan is approved here by council to go and get liability [17:12] insurance. I don't see any issue with uh um an addition of working with township [17:17] staff. Um I think there has to be some coordination with township staff to uh [17:22] to to have this um be successful on the day of. Um, I don't know if that needs [17:28] to be added to the motion, uh, or or is it just assumed that township staff will [17:33] be working with the, uh, uh, the BIA to pull this off. [17:43] » Uh, thank you. So, based on the discussion, staff have updated what was [17:47] the draft your draft motion. So, with your, um, acceptance, um, member, [17:52] because this is your motion. Um, so the motion now reads that council allow the [17:56] one-time use of the cold water fairgrounds for which is walk event [17:59] parking to be held on October 16th, 2026 in accordance with the parking plan put [18:03] forward with the Cold Water BAA and that the Cold Water BA assumes all [18:07] liability for the use of the fairgrounds and provide the required liability [18:10] insurance for use of the fairgrounds. And further that the Cold Water BA [18:14] assumes all costs for restoration of any damages to the fairgrounds as a result [18:18] of the use for its witches walk event. and further that the cold water BA be [18:22] required to work with staff on a final parking plan for the use of the [18:25] fairgrounds. >> If I may point of clarification here, so [18:29] the issue of backup came up in this discussion. The issue of a different [18:33] exit was brought forward. Uh the issue of the cars and the signage were brought [18:37] forward. I'm not hearing a clear any unless these are issues to be [18:44] resolved in a staff uh sharing thing. I'm not satisfied right now that I know [18:49] that those issues have been dealt with. Uh in the insurance has been [18:54] » uh yes uh my expectation is that that was covered under that they work with [18:58] staff on a final parking plan. >> I that's fine then. Uh I believe that Dan's put a fairly good plan together [19:18] and with the additional uh requests through the deputy mayor and [19:23] others that um this could be a very um interesting event and I think that it [19:28] should be uh as Dan's put it and with the revisions I would support it. So when the [19:44] BIA meets with staff, I would I would like to put forward a suggestion that at [19:49] that time that information make sure we hang on to it. And I think we also have [19:54] to say that it's a besides being a one time. Yeah, I guess one time is covering [19:58] it. I'm I'm not keen on that. But um and and I I think that we should come up [20:05] with a statement on why we are allowing this but we don't allow baseball people [20:13] to go in or we don't allow anyone else to go in. So I think we need a generic [20:18] statement that says about the fact of the people coming the safety whatever it [20:24] is is going to be but we need a generic statement that covers the fact that if [20:28] someone else comes forward this is different than something else because [20:33] the duck race won't need it because it the numbers aren't there. The one issue [20:38] we have is that that night there's hockey on so they take a lot of the [20:43] parking lot which with the duck race they don't and and other ones that are [20:47] being held that parking lot usually does not have people a lot of people in it [20:52] because of the time of year like even the ferry event and all that that that's [20:57] not a time of year that the community center is busy. We run into it with the [21:02] Lions Club only for our floats getting in and out and for parking because it's [21:07] December and the parking lot is busy. So, we'll wait and see what that goes [21:11] on. But I I would suggest that maybe we start to monitor or have the groups [21:16] monitor um any parking issues they hear, Rob, or if they have any volunteers [21:22] because I know for our duck race, we have people on ATVs going around for [21:27] safety for people walking down the street and stuff. just to note are we [21:30] jammed as bad as we thought we were and is it a problem. And just to add to uh member Cox's comments, this [21:45] differentiates from any other event only because it's at night and the amount of [21:50] people that are that come to our town of Cold Water. They're all dressed in [21:55] black, so hard to see. And and it's a pilot project. I see this uh a one-time [22:02] deal, but you know, if if all the stuff works out, hopefully future councils [22:07] will allow it for this one event. [22:14] » Dr. Jansen, >> thank you. Just on Deputy Mayor Cox's [22:17] comments, uh a conversation has been had with uh Cold Water Minor Hockey as well [22:21] as the the figure skating club. Um uh from what we've heard, they would need [22:26] approximately 30 spots. Uh that did happen last year within the arena [22:30] parking lot uh uh quite successfully. Um I was one of the volunteers manning that [22:36] uh that parking lot area and uh with the township staff's help, we were able to [22:40] cordon off an area to make sure and it does reduce the uh the parking in the [22:44] arena um by by about a third. Um, so just wanted to answer that question for [22:50] you >> and then back to councelor Jansen. Um, [22:55] member Jansen. Yeah, I but what I'm thinking of is we may have other groups [22:59] go, well, you did it. Why can't we? But we need to have a and and what the mayor [23:04] just said and other people have said is all right, but you should have probably [23:08] a a pat not a pat, but a a r good rationale. I mean, there's some at the [23:12] beginning of this, but if you're going to do it and and making sure that you [23:17] tell them you're going to have like 27 to 30 volunteers ensuring that [23:22] everything is going to be covered and that at the end of your evening, making [23:27] sure that all those people who were volunteers have a debrief the next day [23:31] to ensure that everything went well or what the issues were. And and we do that [23:34] a lot. So, you probably do with other ones and we've done it with our duck [23:37] race. We we tend to go, did that work? [26:05] » Got a few things here. Uh uh sustainable severance sound met on August the 13th. [26:10] Uh Quest made a presentation of their net zero action pathway report to the [26:15] committee. Uh this report is actually found on our agenda item today under [26:19] E4.1. The township has requested quest to make [26:23] a delegation to review this report in early 2027. So they'll be coming back uh [26:28] with the new council in 2027. So uh in addition to that, there was uh excellent [26:34] positive feedback from the attendees at our meeting. They really like what they [26:37] saw. Uh secondly at AMO u a delegation to the ministry of environment [26:44] conservation and parks minister McCarthy was there with uh the town of [26:50] Penitentang Machine wanting to make sure that the province had no idea no [26:54] intentions of taking away source protection authority from SSEA. So we [26:59] were asked as the township to join them and Derek Burke and I attended that. It [27:04] was very positive and they have no plans to change that rule. So, it's a very [27:08] good thing there. And thirdly, the quarter mill. Uh just an update on music [27:14] nights. The first night, first Friday, we had 55 attendees. The second Friday [27:19] was 70. And the next one is tomorrow night. And the action uh the the uh [27:26] Jacob Pier Pierce is the performer. Mark, did they talk at all about um the conservation [27:40] authority and what was going to happen with the SSEA or was this just on the [27:43] source water? >> Yeah, they're saying that no, it's just [27:46] strictly that uh they didn't want the CA to be doing source protection authority. [27:53] So we we want to stick with SSEA >> that but I'm what I'm trying to say is [27:58] the way they're doing the conservation authorities now is that the county will [28:02] pay all the fees for the for the municipalities that have a conservation [28:08] authority but we still have to pay SSEA if they leave them alone which I'm [28:14] hoping you're telling me they may be leaving them alone as a con like as a [28:18] environmental association and I just wondered if that came up. Um I do have to say thank you so much to [29:02] all of our volunteers that uh pitched in to help. Um we had young volunteers uh [29:08] um that were helping as well. It was great to see the community come together [29:12] to uh to host this magical event. And it really was magical uh seeing all of [29:16] these uh very cute fairies uh running around town. Um the next event that's [29:22] coming up uh in Cold Water, it's not a BIA event, but it is uh supported by the [29:27] BIA, uh the Steampunk Festival. It's happening on August the 29th, uh just uh [29:32] uh next weekend. And then the Witches Walk is coming up October the 16th. uh [29:36] for the Chamber of Commerce uh SEG Bay, they have their golf tournament uh today [29:41] which uh raises lots of money for the uh Georgian Bay Hospital in uh Midland. Um [30:08] all four committees that I'm associated with are quite active [30:12] uh with background work for various initiatives for September and October. Um library board, we don't meet in the summer. Um, but I did go to a [30:31] delegation also with the mayor and and uh Derek. Uh, we went with uh Tom [30:37] Roberts, the interim CEO from the soldiers memorial hospital and he was uh [30:42] with the ministry of health. Uh he was speaking to the fact of the hip [30:47] surgeries and knee surgeries which they get money but it isn't a sustainable [30:53] amount every year. You have to keep reapplying. And so he was looking for [30:56] the fact that could it be made that they would know what they're getting so that [31:01] they can keep it and it's for staff reasons too. There was also 25 beds that [31:06] each year they wait and they apply to see if they get that. Um the most [31:11] interesting fact for me for a delegation because it's the first time I've ever [31:15] been to a delegation that had the minister of health Sylvia Jones, the [31:20] deputy minister and the head doctor of all of Ontario, Kieran was there. So, I [31:25] was totally like, "Oh my gosh, I've never seen this." Uh, he did his report. [31:29] She was very impressed with his report. She said it covered it all. Um, asked [31:33] about um offloading and we said yes. The paramedic program and and the county [31:41] gets funding from the ministry to have offloaded nurses. Uh, soldiers has kept [31:46] their offload time down so they were not penalized. two other hospitals in uh [31:51] Ontario, I mean in Simco County were she was quite happy about that. And then we [31:55] said there was the paramedic home program that takes pressure off the e [31:59] the um emergency department. She uh also wanted to um she asked uh a question [32:08] that uh was everything going to be going on board uh and there would be no [32:14] holdups with the new hospital and Mr. Robert said yes that things were working [32:19] with the city of Burilia was in the hands of the lawyers and things were [32:22] moving along nicely. So it was very promising. I I honestly felt very [32:27] promising about the whole uh funding because she he had all those numbers. It [32:32] was an excellent uh delegation. Thank you. Uh West Shore is very [32:39] busy this weekend. upcoming everyone's invited on Saturday is the annual Bayu [32:46] Park Rate Payers Association uh fundraising day and uh carries on [32:52] into a pig roast dinner and I think there's fireworks again at night. Um and [32:58] uh we invite everybody to come out and um certainly meet the committee and [33:03] participate with the community. Always hundreds of people there. familyfriendly [33:07] event. On Sunday, the Cumberland Beach Rate Payers Group has their fundraising [33:13] event from 3:00 to 5:00 at the Cumberland Beach Park. Uh both events [33:18] are along the beautiful shoreline properties of uh Lake Cooching. So, um [33:24] always a great day. So, uh, the Sunday event has, uh, our former Cumberland [33:30] Beach, um, resident, uh, very young person who played in Mariposa Festival [33:38] at 12 years old. Um, and she's performing live, uh, from 3 to 5, [33:44] Samantha. Um, and we are just hoping that everyone [33:50] will come. It's $15 to enter and there's lots of draws and good stuff happening. [33:56] So, West Shore is busy that way. And um that's all that I have to report. So, the accessibility from the northlander when it comes to [34:24] allow people to come into town and along the sidewalk across at the light has now [34:29] been completed and it looks marvelous, I must say. Um, there was a bit of a [34:34] hiccup at the end, but um, Director Burke corrected that. Um, I did attend [34:40] by Zoom a joint accessibility advisory committee meeting um, [34:47] in the last uh, week or so. Um they've introduced a multi-year accessibility [34:53] plan that they're going about to enact during the next term of uh four years. [35:01] So um regrettably that committee I it's there's one citizen on it. I like to sit [35:09] on that committee as a citizen after my term is over here and I'll have to [35:13] address maybe perhaps the clerk or somebody on that later. But um in any [35:18] case, that's all I have at the moment. >> Thank you. So, I [clears throat] uh have [35:23] no updates, but what I'd like to say is we lost two very special people this [35:29] month. One was a resident of our township and a huge supporter of the [35:35] hospital, a good friend of mine. Uh I guess I'm Am I allowed to say their [35:39] names or no? Am I allowed to? So, Hugo Ruff, and for those of you who don't [35:44] know, Hugo lived down on Wilson's Point, but his son owned Sunrise Toyota. A [35:49] wonderful man, um, I went to his visitation, but the other person, I [35:54] don't know if everyone knows this lady, a Holocaust survivor, an amazing, [36:00] amazing lady that we had over to our house years ago for lunch. I'm standing [36:07] in line because Lakehead used to invite uh me to the convocation. She's in front [36:13] of me. I had no idea who she was. She drove a Zoom Zoom car, a Mazda car on [36:18] her own. She was shunned by her family cuz she married outside the Jewish [36:22] faith, lived in Bracebridgeidge with her son. Um when I read that in the paper, I [36:27] just she she was in her 90s when she passed away. What what an amazing lady. [36:31] if you ever had listened to her speak, had no hatred in her heart for what [36:37] happened. Went to schools across all of Canada trying to educate kids [36:43] uh on the atrocities that did happen. But what a wonderful woman. I just [36:47] wanted to say a shout out to both those people.
