[0:00] foreign [0:04] [Music] [0:09] thank you all for coming we will call to order the regular city council meeting [0:13] of Monday July 24th we do the Pledge of Allegiance [0:18] I apologize [Music] [0:33] thank you [0:38] oh my God he's trying to bribe his way to have this meeting if anyone wants [0:44] cucumbers [0:49] [Applause] [0:56] do you have any corrections or deletions or anything to our agenda do not believe [1:01] so [1:03] approve is written I'll second that first and second all those in favor hi [1:10] motion carries and we have no publication [1:14] is there anybody in the audience that would like to talk about something that [1:18] is not on the agenda [1:22] you got to come up to the mic though [1:34] hi my name is Kelly McConnell and I live at 615 Emory Street here in Tracy and I [1:40] just would like to have the stop signs put back in town instead of yield signs [1:46] that's it that's good because you're not the first person that said that so okay [1:51] I have a it's instead of here excuse me [1:55] oh I the yield signs they there's a bunch of there used to be stop signs and [2:00] now there's yield signs and how did they get replaced with yield [2:04] signs anyway [2:07] okay Kyle do you want to touch on that how did they get replaced with yield [2:10] signs where are these at come on up here what [2:16] what are the intersections one intersection would be Sixth Street and [2:21] Emory Street it's coming right off of Highway 14 and then all the way down 6th [2:26] Street by the all the way down even by this uh Catholic Church the school there [2:30] those are the old signs three eight two projects [2:35] 382 project I might have to get back to you on that [2:40] one I don't know if I at each location I know that there were some um some of [2:46] this the streets that are the numbered streets that were more of the through [2:49] streets and didn't have you know I think a lot of the if I recall right the East [2:54] and West streets had stops and the North and South will column North and South [2:59] um had yields so I know that there was some adjustments there but it's so I'd [3:05] have to look back at it exactly now they're all now it's the East and West [3:09] are all yields when they used to be all stops so there's a standard that Kyle [3:14] applied because there wasn't much the same [3:19] you know they're really you know there's a stop signs in some places and yields [3:22] than the other so you know we we had went through at [3:26] the time to kind of take a look at that and like I said at some of the crossing [3:29] streets of stop signs and yields yield signs that the other more through [3:32] streets but it's certainly something we could look at adjusting if it needs to [3:36] go back I think there were certain parts of it where it was a through Street most [3:41] of the way but then there was a stop and it just didn't totally make sense from [3:44] that standpoint but I I'd have to look back at some of the notes too on each [3:49] intersection so can you do that and get back then is there a reason why you feel [3:54] the yield needs to go away to a stop it just because you're used to a stop well [3:59] I've seen a lot of people just blow past yeah they even come to any type of stop [4:04] and there are children riding bikes and not on the sidewalk or on the street and [4:10] there's you know special needs kids in that area and it just is a huge concern [4:15] I yeah yeah [4:17] wonder why you were requesting yeah especially the church too because [4:22] there's nothing yeah they're a specific busy intersections that would make more [4:27] sense to be a four-way stop we could look at that too just a stop would be [4:32] I'd take that I mean that's something it's just that they come right in off of [4:36] Highway 14. and there's there they've got some speed and then they just kind [4:42] of go through that but okay thank you thank you thank you [4:49] does that stuff go through Planning and Zoning isn't that where the initially [4:53] the signage and all that goes through that no it's more of just Council on [4:59] that it's not really a planning or zoning issue it's a traffic regulation [5:03] issue so um they used to make recommendations to [5:08] us they used to but according to city code that's not how the process should [5:13] work usually just go to city council if it's zoning and land use you know that's [5:17] different from I don't know Matt can maybe even touch on that but [5:21] um as far as uh the yield and stops you know it's all [5:26] part of the project plans [5:30] I guess in the beginning there's some plans on what where they're stopped and [5:35] where there's not but you know so the council approved that [5:39] you know indirectly I guess with proving the plans but [5:44] um it's not a big deal to change it if the council wants to go back in certain [5:48] areas or in all areas what was there before I mean I guess I don't like when [5:53] those fine detail things go through on a big [5:57] construction plan because I'm sorry I guess I'll speak for myself but I don't [6:04] look through those big construction plans in that grade of detail to know so [6:09] there's a yield or a stop I guess I think those kinds of changes need to go [6:15] through I was thinking it was the Planning and Zoning because that's where [6:17] it used to go because I know when they wanted some other signs put up for [6:24] I don't know if it was the place to slow down with with you know children at play [6:29] or something that used to go through Planning and Zoning if that's not what [6:33] it does anymore that's fine but then I would want it brought to the council in [6:37] more detail if it's not going to go to the Planning and Zoning you know moving [6:41] forward [6:44] if it doesn't go back to the way it used to be or they're changing it and I [6:48] remember years ago there was a bad accident on one of those intersections [6:52] in the area that you're talking about and [6:56] the neighborhood was insistent on getting a stop sign versus a yield [7:01] they just felt that it was well I can tell you I live on one of the [7:05] corners of Emory and six that went from a stop [7:09] to a guild I I like the stop sign especially with [7:14] the liquor store at the End of the Street people you know it used to be [7:18] food and fuel but people come driving down that street quite rapidly they did [7:24] do a four-way stop there at one time that's not necessary they ended up [7:29] removing the the stop signs off of 6th Street [7:33] it's just a few at least get one direction to stop it helps the accidents [7:39] because at least one direction is slowing down is this something that we [7:43] should involve the police commission or the police department on picking or help [7:48] choosing or yeah [7:51] uh regulating this [7:55] well you think it would be uniform if they had this the numbered streets all [8:00] through streets and the other the cross ones like they used to be have stop [8:05] signs on yeah but Morgan's not that way so it's [8:08] the stop sign was on the numbered Street no it was on Emory Street [8:17] it was on Roland down by the fight yeah Kyle's just trying to put a standard on [8:23] everything to make it so it's not just here and there then you got green tone [8:27] that has no stop signs so or yield signs just a wild west on this side be a good [8:33] place to use some of them signs so yeah I understand trying to be [8:40] consistent but at the same time neighborhoods aren't consistent so I [8:45] think we have to look at individual circumstances [8:50] totally understand that we can review that and yeah I apologize for not having [8:55] some of that background I think some of these discussions might have predated my [8:59] involvement with the design of that a number of years back but I can take a [9:03] look back at some of our Notes too if that didn't go into planning [9:12] Jan is and obviously it has I've only since I've been on in January we've only [9:17] met once we they've said no business before us so [9:22] then we don't meet yeah we'd be happy to sit down and take [9:26] one [9:28] take a look thank you my name is Tyler twistel as you all know [9:33] I just stood up to mention that the other day on my way to the liquor store [9:36] to get the deposit there was a decently bad crash right on 6th and Emory [9:41] um the car was being towed away so I agree we should get some stop signs on [9:46] Emery time [9:52] hello I'm here anyway so I figured I'd mention this I'm Sammy Jo Miller and I [9:56] did summer camps with the kids at the park this year and I wanted to mention [10:00] that the women's restroom at the park needs a garbage can [10:04] um because some of the younger girls were leaving their tampons and wrappers [10:08] and things like that in the bathroom and there's no place for them to dispose of [10:11] them in the bathroom so they'd have to wrap them up and bring them outside and [10:15] teenage girls I'm sure aren't going to want to do that in front of their [10:18] friends or other people at the park so if we could just get a garbage can in [10:21] the bathroom in for the girls I would I think that would be a good idea [10:25] Central Park [10:29] anybody else in the office like to talk about something that has not done the [10:33] agenda [10:39] my name is Janine van andreshi and I leave that in 340 4th Street East and [10:44] I'm here to request um [10:47] for with a request for our Workforce group [10:50] that maybe one of them could be involved in the selection of the rfps [10:57] and I would probably go with Ken Witt because he has knowledge of that [11:04] so I know that we are our Workforce group is going to be involved once one [11:09] is selected but I was wondering if it would be possible I was just making [11:14] requests of the city council if it would be possible for just one of us to be [11:19] involved in the in the actual selection of the architect [11:25] so it was our intent that the committee would pick narrative down [11:30] to three right and then that we would have one of you guys join them oh I [11:35] didn't realize that okay well that I think that would really be [11:39] good if you could do that just because [11:44] you know of the ideas that we have had over the last couple of years and [11:50] we've kind of gone over some of the just in our minds plans for the building [11:56] and it would be helpful I think that was our intent okay well then I wouldn't [12:03] have even had to have thank you you're welcome [12:09] anybody else in the audience like to anything to say I'm seeing none I'm [12:16] gonna move right along the consent calendar [12:21] [Music] I'll make a motion to approve the July [12:24] 10th Council minute approved Municipal accounts payable and payroll without [12:29] breakthrough beverage approved Municipal accounts receivable [12:35] approve the June 20th Park board minutes and approve resolution [12:42] 2023-66 approving the disbursements of allocation for 2023 [12:52] . first and second any further discussion [12:57] real call please whoever's doing that all right [13:02] Dave Deeks aye and Corman [13:06] aye Jan or bizu yes Seth Schmidt yes Tom [13:11] Dobson yeah Jerry Jones [13:15] aye and George landite aye [13:25] for breakthrough beverage second that first and second any [13:30] discussion on that roll call please [13:34] George landaid all right Gary schones hi Tom Dobson [13:40] hi Seth Schmidt yes Jan arbisu yes Dave Teague [13:47] good one and Pam Corman hi [13:56] so mayor council communication our first thing is the community center rfps [14:06] thank you [14:09] I know as soon as you're done with yourself over there [14:13] so we received uh 10 total rfps for the community [14:19] center design um [14:23] it was Jan George [14:28] Jeff and I that went through the numerous [14:33] streams of paper of information um we did narrow it down [14:39] I'm gonna find the right page here but [14:51] there we go so the [14:56] the first one the highest points was bollock [15:00] engineering the second one was isg and the third one was hey Dobbs [15:07] they're the top three and I can go over all of them I don't know if you [15:11] understood my [15:14] spreadsheet at all [15:18] and we did kind of mentioned that we could maybe [15:23] have added a fourth one Studio e in that it was so the fourth one was [15:30] astr or atsr oh I [15:37] yeah that would have been number five okay [15:44] so what's the plan then there [15:48] how we're gonna do this you mean once we do the three yeah so [15:54] what I've suggested before is maybe we want to do an interview with these three [16:02] um with the committee and if they want to add someone from the work group you [16:06] know however you want to do that you can really pick anyone I mean it's not like [16:11] a like a little bitter type thing [16:16] what the console wants for [16:19] for design professional for it so um [16:23] but it sounds like the work group does want some input on it so maybe that's [16:26] something you'd want to entertain [16:32] ing [16:35] so this is being brought to us to approve where do you want to go from [16:41] here so they narrowed it down to the one through ten so where do you want to go [16:45] from here as far as selecting or not selecting or [16:51] think the other thing we discussed in two was exactly where we were at [16:56] financially how is that any of that come back in I don't have all the information [17:01] on that um I don't know Tyler do you you don't [17:05] have all the pieces for that either I assume for the community center yeah [17:11] oh you sent that one must have been um I saw about two hundred eight [17:18] thousand dollars that had been raised and then I don't remember the exact [17:24] number that we had set apart from the city [17:28] do you remember it's a hundred something I think there's like 138 000 left from [17:32] what I recall from when Eric left but I'm not sure what that amount is right [17:36] now so those are the numbers that I remember [17:40] oh I'm sorry [17:43] so um what I'd seen was 208 000 in [17:48] fundraising and a hundred and something thousand that [17:51] the city had set apart but then we'd also heard from the southwest initiative [17:55] foundation and they had items that weren't on my list and I'm wondering if [17:59] I have items that aren't on their list so [18:03] um we'd have to get together with them to see you [18:06] what all the donations actually are um and then as far as expenses there [18:14] have been approximately eleven thousand dollars in expenses so far [18:18] and I don't remember exactly what they were all for [18:22] um but part of it was the Tracy's Got [18:27] Talent another part I want to say I was like for an architect or engineer some [18:33] sort of planning piece um but yeah approximately eleven [18:37] thousand dollars in expenses [18:46] that you had doesn't does that include the pledge [18:50] so that's all through Southwest the foundation isn't it [18:55] yes I think for the most part um I think there was some other [18:59] pledges I don't know if someone from the workforce may have that outside of [19:04] the Southwest should have maybe donations so I don't [19:09] know if that was filtered through a different organization or if it came [19:12] directly to us but so they don't show a balance until the money's in there so if [19:18] so like one of them was a five-year pledge [19:21] where you're only going to get year one this [19:23] year and then it's gonna be five years before that whole pledge [19:27] comes back and I don't know all the details on every one of them I exam [19:32] coming into this late so there was another one that was similar to that I [19:36] want to say it was Sanford Health [19:39] that it was fifty thousand dollars like ten thousand each year for five years [19:43] was that right to like three years over three years or something [19:50] well and we had Lewis Drug okay I mean that all being said yeah uh [19:57] we have a grant to help fund what we're trying to figure out yeah yeah [20:03] so there's a fifty thousand dollar grant for the design portion of this [20:09] so I see here you raided them yeah but [20:15] I'm assuming part of it is the cost I mean it says your design cost and [20:22] everything yep I guess I don't feel comfortable I mean [20:27] I guess I feel comfortable saying I'll Trust you guys for your top three [20:31] interview them yeah but I don't feel comfortable approving something when I [20:36] don't know if it's going to cost us 20 000 or a hundred and twenty thousand [20:41] because I haven't seen that that was my next point the bids would be well over [20:46] the fifty thousand and we figured that yeah there's none of them that are going [20:50] to be less than well really that's an 80. the first two components of the bid [20:55] won't right it's the when you go to let the bed for the actual build then they [21:03] get between six and ten percent or twelve percent of the total cost so that [21:08] puts you over the 50 000 but I think what was [21:13] trying to get across was they was trying to figure out what this thing is going [21:17] to cost so they knew where to go fundraising or not go [21:21] and until we get some idea what it's going to cost nobody knows where this [21:26] everybody's in limbo so the first two components of this RFP [21:33] I think will be well under the 50 000. and will that get us what the [21:37] approximate cost is if I I understood that Jeff crabby can help me or shame if [21:42] I understood it right that would get us kind of a fairly close [21:47] engineered guesstimate what it's going to cost am I right on that yes [21:52] yes [21:55] um I I think what George and I and I haven't met to look through this weave [22:05] okay [22:10] simultaneous we can't just go phase two and have [22:17] a cost estimate when it when I dug into their submissions you in [22:23] Greater detail and then talk machine about this [22:27] it appears that [22:30] a true cost estimate it will have to actually go through the [22:35] full phase three to get a real realistic bid [22:39] and so and we're committing to this I believe we're committed [22:45] committing [22:49] so for for the full cost of what they put out here for this RFP I mean that [22:54] would make sense because but if they're not doing the building [22:59] there's really no dollar to base their phase three off which would be the [23:03] actual construction supervision portion you'd almost have to if you wanted to [23:08] nail it down you'd have to have your bids come in and then you'd know but [23:13] they can give you I know they've done this in engineering projects for streets [23:17] and stuff they can give you an approximation yeah of what they think [23:21] the cost will be based on materials Etc yeah I believe the RFP also stated that [23:28] it's contingent on funding the project too so if you get these [23:34] you know if you get you know only to the the or through the design portion and [23:40] cost estimation portion then you really you know say we can't come up [23:44] with you know 800 000 or 1.8 million or whatever it [23:49] comes out at you know what you know at that point you could say oh [23:54] we can't do this or we need to go raise more money or whatever it may be from [23:59] that point but um we don't really really know what the [24:02] cost is going to be until you do those first couple phases meet with the work [24:07] group come up with an actual [24:11] design of what they want what they're going to do based on what they're doing [24:15] in the building the programming part of it [24:17] and from there you know they can determine what what kind of kitchen it [24:21] needs and um because just the kitchen alone is [24:24] gonna vary by a couple hundred thousand I mean it's [24:29] well phase one was Community involvement where they would work directly with the [24:33] work group and uh console reps and and that sort of thing to [24:39] get a sense of what are they designing for what activities Etc [24:46] yeah [24:48] I guess I'm still not coming as to what you're wanting from from us [24:54] put on here for the the top three candidates and for [25:00] the committee plus one other work um [25:04] the other well I don't want to say it because technically that work group [25:09] includes the council you're not an own separate group so I'd hate to keep [25:13] calling you the work group because we're part of that work group we have to be [25:17] one but to add in uh a non-counsel [25:23] City employee on to that committee [25:30] [Music] [25:33] yeah so when we met together with Shane and [25:39] Jeff benign and Jan to formulate these numbers for the grading results one of [25:45] the [Music] [25:48] to sit back down once we have a full [25:53] port on how much money has been actually raised how much cash we have and this [26:01] seen with this with this Army to verify [26:05] where we want to go with this and to and engage with what we have [26:12] right now if that come [Music] [26:15] that kind of funds raised before we begin [26:23] this first leg you know I'm looking at an 85 [26:29] 000 a 76 625 [26:33] or some of our those are two of the three [26:37] it's rather spendy if you go through all three phases the biggest part of course [26:43] is the actual true design and and that's where it really jacks up [26:49] the price the most of the pre-designed phases the community involvement in some [26:54] preliminary ideas but that's why we had asked for a concrete definition this [27:02] seems where Tyler you kind of got the feeling that maybe not everybody had all [27:07] the information and I really hope that [27:11] within a week we can get that all pulled together is that reasonable [27:15] Shane do you think we can find out where it is [27:19] I know that's what's been somewhat elusive [27:24] because we're able to ask I mean like Southwest initiatives easy yeah I [27:30] was going to say it wasn't 30 years back as someone was on vacation [27:34] what's that I thought there was some delay on getting a response because [27:38] someone was on vacation or yeah their response that's what exchange going off [27:42] of right now is that yeah you want me to read that [27:51] this is from Jeff fetch who's been working with the uh with the foundation [27:56] which the the community center is a a just an offset of the of the the group [28:02] that we had formed um I'm out next week but I can give you [28:05] a little Direction on finding information in the porthole if you click [28:08] on the funds tabs that will show you the balances of all the funds the Tracy [28:12] Community Center fund currently shows 206 [28:15] 401.48 cents please note this includes pledges not received [28:20] um so it is 20 000 or more less cash on hand there has been a pledge from Lewis [28:26] family drug for twenty five thousand dollars over five years five thousand [28:29] dollars of that has been received um so so I think what we're looking for [28:36] and what I'm hearing is is we need to get everybody involved including Val for [28:40] sure and and and get some information with the the treasurer which would be [28:44] Tony Peterson of the Tracy Erie foundation and then with Tyler with the [28:49] three of them get a list of exactly what we have because we hear all the time you [28:53] know this is what we've got we've got a 700 3 000 we've got 720 000 we don't [28:57] exactly know what that is or where it's at but I in my opinion it needs to be [29:01] just divided into what we have in the southwest initiative foundation account [29:05] what we have in the Tracy account and what we have in pledges and then we can [29:10] then we can go on from there so that's kind of what this this is telling me [29:15] that was the vacation Jan that you're that I I told him that you told me was [29:19] on vacation but then he got back to me right away so I'm confused then where [29:23] does this dollar amount that go with on this thermometer where's that dollar [29:27] amount coming from I I think I can [29:31] speak I I hate to speak for anybody but I think that is that would be funds like [29:36] um um de blandin Grant that what was that [29:40] that was a hundred thousand dollars that's not a part of this where is that [29:44] money at I don't know I know we have received it we have [29:48] yes right exactly exactly yeah and the in the hundred thousand [29:54] from Midwest is over a three year period we haven't received that first one yet [29:59] let alone the second and the third so that's a piece of it that's what we in [30:03] my opinion we need to put all those together in lines about okay what do we [30:06] got and then you can give you a true total I'd like brand [30:12] as to when it would have to be spent easy easy or just so that kind of helps [30:18] us with a timeline too is that if we don't do something by this time we're [30:22] going to lose this you're right there's more information with that too Jerry [30:25] there's more information on the Blanding Grant and what we can do with it whether [30:28] it's this project or another [30:32] you know okay so that would hopefully spell out [30:36] where we're at financially a little clear [30:39] but I guess I'm still confused when we ordered to move forward to get the the [30:46] rfps the reason we did it is because we said [30:51] we need to know how much the final thing is going to be and now you guys that saw [30:57] the rfps you're saying it's going to be the full cost of these rfps [31:03] foreign [Music] [31:05] what's the final cut what's going to be the cost to get that building built [31:11] no you're just talking the planning portion yeah to get the guesstimate down [31:16] that includes everything though that includes electrical I mean everything [31:21] you know like the example you used or somebody used as far as the [31:27] street projects right so let's say on average about 15 000 for that portion [31:31] that on average for the preliminary stage one and two yeah [31:38] somewhere less than that that's where these get really kind of confusing is [31:42] because some of them will put it into a phase one some of them put more into a [31:45] phase two and then in the end they usually give a percentage each one of [31:48] these gives a percentage of what the in the project kind of the project that we [31:52] gave them because they needed a number also and we use that 825 to 875. that's [31:57] the number we use we didn't say that this was going to be the project number [32:00] we told them this is the this is what we you can use as your percentages because [32:04] if one uses seven and a half percent of 875 the next one's eight point two five [32:09] percent obviously that one's going to be higher so that's the way this isn't an [32:12] exact science of looking through these rfps because each one of the 10 have [32:16] different ideas of what they're going to do [32:19] okay but you guys did the leg work of at least narrowing it down or raiding them [32:24] where we could at least say okay we want to look at the top three or whatever I [32:30] guess I'm feeling okay kind of like my hands are either [32:35] tight or they're just floundering because I I don't feel comfortable [32:39] making a motion on anything that I don't know what the dollars are Jerry that's a [32:43] good observation and I think we too uh well a thick stack of papers we went [32:50] through we tried to be as objective as possible in ranking everybody and [32:54] sometimes it was very hard to compare apples to oranges [32:59] um so some of it was based on say anywhere [33:02] from six to 12 percent of the final cost of the project well gee whiz [33:09] we don't even know how much that's going to be so that's why it was very [33:12] difficult to get a good handle on what and that's why we wanted to know what do [33:19] we think we really have nailed down for contributions [33:22] and I'm going to throw in one other thing and maybe as relevant or not my [33:26] brother is a my brother-in-law is a project manager for an architectural [33:30] firm in South Dakota and he said right now and I'm sure that [33:35] includes cost of land acquisition which we already have [33:39] but he said you we're telling our potential clients to figure on average [33:45] 500 a square foot you take 2 800 square feet times 500 and I unless my math was [33:52] wrong it came out over a million dollars and that's that's probably including [33:59] cost of the land which is given right so we could take that out of the picture [34:05] but that's when I started to worry so where are we at with fundraising versus [34:11] the reality and do we spend 85 000 on [34:20] getting this phase one two and three done and [34:25] then maybe we can't come up I don't know which comes first the chicken or the egg [34:31] type thing it's kind of like how are we going to figure this out and not waste [34:36] people's money because this is a lot of money just to do the preliminaries and [34:40] the design [34:43] so I guess the Dilemma we're in right now [34:46] to I guess get this going in the right direction [34:53] so everyone's all right with the three going to a committee for interviews that [34:59] go into a committee I think yeah [35:05] the same people that look through all the and adding someone from the work [35:09] group [35:12] it's the non-countable part of the work group yeah the trouble we're going to [35:17] hit though hope we're still going to be in the same [35:21] dilemma so to speak unless we move to the step three but you can ask during [35:27] the interview or what their guess is straight out like [35:30] what's what's this going to cost what's this going to cost and what's this going [35:33] to cost and then we can bring that back to the council so [35:38] if the council's all right with going with a [35:42] what a four or five person committee to interview these these three prospects [35:48] then we can go from there as far as costs and [35:53] your ultimately gonna have to sign a contract and that'll detail the exact [35:58] cost at that moment so you really have a hotel that time before you're obligated [36:02] and committed to paying that amount it's just a process to get that amount [36:06] and in that process will everyone's numbers be the same to that point you [36:11] don't know that but you always can decline to sign that contract because [36:16] you haven't committed yourself it's not like a low-cost bidding this is [36:20] Professional Services you don't have to go with the lowest bid so if it gets to [36:24] a point where you don't have the funds you can just [36:26] say we're not going to sign the contract as a point here we go you're just [36:30] wasting your time at that point but you're not committing resources [36:34] financially so so is everybody in agreeance with the [36:40] taking the top three here and I'm okay with that Pam but I would hope that in [36:47] this process we could get some more information on what the square foot cost [36:55] is for some commercial projects that are going on now or that have just been bid [37:02] for next year because this whole thing everything comes down to affordability [37:08] and then we've got to get more detailed information on the money we have in hand [37:15] what's in pledges and so forth so we know exactly where we're at and whether [37:20] this is feasible it's nice to see that a piece of the information before we meet [37:25] with anybody so in our minds as [37:32] companies what they are thinking the costs are per square [37:35] foot I can ask them I don't know if they'll give us a straight answer [37:39] because they don't know what they're building and that's the problem you can [37:43] get the Cadillac or you can get the strip down version the work truck [37:47] I mean it's you can build a building with you know a million options with [37:53] automatic lighting and all this stuff and then you can get the one where you [37:56] have to flip a switch we're not going Cadillac I'll tell you [38:00] that well that's right but you know if you ask these people for their current [38:04] projects for foot price you don't know what that owner of that [38:10] construction projects including in their project so it's [38:14] it's not really black and white and that's that's a problem that's why [38:18] we kind of need to go through this process it's not going to cost us [38:21] anything to have them come here and interview them nope or could we even do [38:26] a zoom you could if it would be more convenient you know what though well I [38:32] think that they should come here because they should be bringing some plans and [38:35] like showing you and having some my details of like what they're offering us [38:39] for this money I think what sets that is to get an approximation of per square [38:45] foot on projects that are already current for them to get somewhat of a [38:50] handle but you can't do that he just told you that'd be like you can if you [38:54] go through the Cadillac process or the the more moderate version but you can [38:59] have them you know if they're willing to show pictures or whatever then you can [39:03] kind of see what they're doing [39:06] we're not looking at a Cadillac and I don't think they're going to tell us the [39:10] price of the Cadillac because it's going to throw them out to the bid [39:14] I mean if they're gonna give us a quote of 800 per square foot because they're [39:19] going to give us the price of a Cadillac whether they're not going to get the bed [39:23] or the approval of the rfps so I don't think a business is going to be that [39:28] stupid to give us a outrageously High cost at this point in time when you're [39:35] setting this up Shane then I'd like to defer my position on this committee to [39:40] Tom yeah first off I'm gonna be out of town [39:44] for a bit here and I'm crazy busy so I know Tom isn't haha [39:51] but if that's all right with the council I would like to defer or anybody else [39:56] want to step up I don't care but he's the one that kind of helped me get my [40:00] head wrapped around this stuff and I got to tell you I was uncomfortable [40:06] doing it because I've never done it before [40:08] so I mean Tom looked at the bids yeah [40:16] he's okay with it are you okay with that Tom [40:26] Jerry you were talking about being uncomfortable about much each of these [40:30] were charging and uh it might be helpful for Shane to explain kind of this rating [40:35] system because boss was one of four parts of how we [40:43] created this experience and schedule and like kind s [40:50] and whatever was all part of it there was one firm that was a smaller [40:56] firm and fairly local from Glenwood that was [41:01] the actual lowest cost for all three phases [41:07] and I guess I would I would like to at least throw out that [41:12] we invited them I know that they did not they were scored I think the fifth yes [41:23] and that was 20 points and so that made a pretty big difference [41:29] um I just I guess I would like to see what a small firm you know bollocks [41:33] pretty sized that is pretty good size I mean they certainly have the experience [41:38] but I'm wondering if it will be just a small little fish in a great big pond on [41:44] our little project if it's not maybe something we should consider is [41:50] a small group but an option I like that idea well I've got two [41:56] concerns with that idea one is does it put us in uh [42:01] awkward situation when we go through this exercise and now we bump someone [42:07] above someone else is that other company going to say well why didn't you let me [42:11] come and do it in person presentation plus if this is a small company if they [42:19] didn't include a schedule what other things did they not include [42:24] that maybe they won't end up the cheapest because they didn't include [42:29] everything that they should have you know I just I think when we go through [42:33] an exercise of rating when you go away from it [42:38] I just don't know if the fairness goes away with it can you pick and choose [42:42] yeah if that's the case then we would probably interview five because they [42:46] were fifth well then why don't we just interview [42:49] all attend I mean if we're going to go down that rabbit hole it's like [42:55] well we picked out we we said in the beginning we were going to pick three [43:00] so those were the top three that you guys picked that's what we interviewed [43:07] I mean that's what we said from the beginning [43:11] I agree [43:15] the one thought I concern I have at that time is [43:19] because I thought when we did that that night remember we threw up one or two [43:23] other ones because they didn't include something in their bid [43:26] en [43:32] I mean usually if it's not a complete thing you throw it out [43:37] no matter which aspect it is [43:50] [Music] [43:58] an option to the party that had the lowest cost for [44:02] what we're looking their total price was 16. [44:08] total price was 73 675. which is significantly below [44:16] the next ones [44:21] for 1400 [44:37] just an idea I'm fine with the top three I think we still need to get some really [44:43] quality estimates and sit back down with the workforce group and have a good [44:49] heart to heart of where we really are um pledges are good but if they're over [44:54] a five-year period we don't have all of what we need to start moving dirt day [45:01] one [45:11] so um [45:14] well I'd say we go with the top three not three and then for the non-council [45:21] part of the work group they wanted Kenwood [45:27] so it's going to be Tom [45:31] Jan Jeff Jeff [45:34] myself and Ken thank you [45:41] thank you and you'll have a recommendation for the full council at [45:44] what date then the next council meeting or hopefully [45:49] depends on how fast you can line up if you can zoom it that'll make it easier [45:53] yeah I seriously don't think you get [45:58] the full effect that he's in something like that do you [46:02] does anybody else right now I said I don't feel like you get the full effect [46:06] if you zoom it I understand I understand what you're saying I mean it's not like [46:11] it's just like they're not but they need to have a presentation and I just don't [46:16] that's my feeling is if you do it by Zoom I don't think you're going to get [46:20] the full effect that's just my opinion [46:24] if they want the job they can drive here to present it to us right [46:29] I say we leave it up to you as the committee you get a lot of pushback from [46:33] all of them you know I don't think you will I mean I [46:38] wouldn't think so because it's not a small job no [46:44] the soul but I don't want to sit here and micromanage the work group you know [46:48] if you sit there and get a lot of pushback [46:51] you know then you guys make the decision how you're going to move forward [46:57] this is their very busy season but they're in the middle of if they're [47:01] managing other projects that they've already yeah but honey they got [47:04] different people who design things versus manage it yeah I understand [47:08] there's very few of them firms did the total thing [47:13] this company did this and this they work with [47:17] this other outfit and they do this and there I don't know if there was any if I [47:21] remember that did the whole thing start to finish [47:24] you guys decided okay so yeah let's just go with that the top three you guys [47:29] decide if you want to do it Zoom or not do it Zoom [47:33] and we'll go from there you need direction from us other than [47:36] this is telling you that discussion I needed so we know where to [47:41] go now so okay okay next [47:47] we've got a handicap parking sign request [47:50] from Scott Johnson [47:54] in front of 169 and 3rd Street which is wheels and Hills appliance store [47:59] um up to the console what they want to do [48:03] it's a city street so they want to put a handicap sign there [48:07] would it be like the first parking spot like there by the library be the first [48:14] or the second one there I mean because they have it in the middle of [48:18] multiple parking spots isn't that kind of odd [48:23] so my thing is is like when when I park on that street I never park in that one [48:27] right by the library because I feel like people [48:30] use that like frequently and I don't want to be there for five hours and [48:35] that's the only reason I don't park in front of that particular one [48:39] so then what's your recommendation more sense going on this street on this [48:45] side too far away over there no you can maybe you need to be right before do you [48:52] mind if I chime in on that she used to have one um on the corner on [48:56] the corner here and the reason for that is because that's where the cutout is on [49:00] the curb so that if someone's coming up with a scooter or a wheelchair [49:05] um you know they can get onto the sidewalk easily [49:09] um I I would like to see one too we have customers [49:12] frequently bring it up um [49:15] and you know I appreciate that that Pam [49:18] tries not to park in front of the library for five hours but a lot of [49:22] other people do so I would be all in favor of putting the spot there too [49:28] and yours the side here either either spot either [49:33] like in front of the dance studio there or on Morgan Street I think either would [49:37] be a good choice I think our customers would benefit from [49:40] it also [49:49] I would say more um [49:52] Morgan here where it was before right up at the [49:58] corner there the closest spot to the stop sign [50:07] that emotion well much discussion only thing that I have to say about that [50:15] is that if there's one there on the corner [50:19] then I would be then I would be for five hours on [50:23] Friday and and if somebody's values you to that spot you're still stuck [50:30] yeah it's not a private parking no no it's not a private [50:35] you know so no matter where it's at she might not get first dibs on it yeah [50:39] unless she comes out six in the morning you can just leave the your car parked [50:45] there [50:48] [Music] [50:51] roll one place or the other whatever [50:56] are there any on Third Street currently any handicap spots anywhere no no I [51:02] don't think so around the corner by the post office yeah I know that's there [51:07] there's one in front of um plaid moose [51:13] by that side door that's on the side street on Morgan yeah it's on Morgan and [51:18] there's a little one in front of the vmc here or [51:25] I don't think that's it [51:30] I suppose either it doesn't I mean if it's on [51:35] Morgan here is on Third Street the first spot on either one because it really [51:40] matter [51:42] I built the Third you know what with my vote is for third [51:47] all right we'll make a motion we put one on Third Street [51:52] the first spotter do you want to go down in front of wheels and heels [51:57] maybe the dance studio I mean you don't have to go in front of [52:02] yeah if we go to the dance studio uh because they really don't get active [52:06] till later in the day they always park in the back yeah I just want to be [52:10] careful that we're not sitting here putting them in front of certain [52:14] businesses just because yeah we're setting a precedent so we have to think [52:18] about that if we put it right in front of your business so now another business [52:22] person needs needs a handicap spot [52:27] so that they want one in front of their business versus at the corners or [52:32] whatever I just want to consider that when we're doing this because it's going [52:36] to set a precedence okay first of all first of all it's not in front of my [52:40] business and the reason that I thought it would [52:44] be in front of the dance studio is because that way the parking spot [52:47] closest to the library is available for people to come in and drop their books [52:51] off and leave that's the only reason I didn't want [52:54] that there you know what I mean so when people get [52:59] out of your vehicles you would get out of the passenger side right to the [53:06] sidewalk other people that are driving are going to be getting out onto the [53:11] street that have a handicap sticker and now we're going to be asking them to [53:17] either walk to an intersection a couple spots away or try to walk in between [53:23] cars if there's already a car park there I mean [53:28] that's a good point I mean I'm not trying to bring this out by any means [53:32] but I think there's other things we have to look at because [53:36] yours is really nope I mean the way you get out of your [53:40] vehicle you would get right out onto the sidewalk but a lot of people that are [53:44] driving and getting out of the driver's side [53:48] they're having to go on the street yeah I'd say do it in front of the library [53:52] on the corner I'm wandering as as is there a need for two [53:57] man because I mean Val said something that [54:02] you know Library patrons have asked for it [54:07] um so I guess I'd be in favor of or would support one on Morgan and one on [54:14] third one on each Corner up yeah [54:21] did you have something that you were going to say Val no I am I was going to [54:25] ask me a question I was going to ask her a question but we kind of answered it [54:28] the thing is if you have two and I I don't this is way harder than I [54:35] ever thought it would be if you have two then if there's no one with a handicap [54:40] sticker then there's two I know and I was thinking the same thing because we [54:45] lost so much parking the way they redid that and probably only better with one [54:51] because we did lose parking spots downtown [54:57] can you get them back [55:02] all right you got a motion [55:08] we have a second did you ever finish your motion this was [55:12] the Motions for um [55:16] third on the corner of third or Morgan [55:21] I don't care which one yeah [55:35] I guess I changed it to Third Street the Third Street [55:40] uh in front of the library on the corner oh at the bump out so south of the bump [55:46] out on Third Street in front of the library [55:50] and that has the wheelchair egress thing too doesn't it from the sidewalk yeah [55:58] I'll have a second [56:05] okay so I can do the first and second any other [56:09] comments [56:13] okay [Music] [56:16] no street light that you wouldn't be able to get your door open again [56:23] the bump outs on the intersections anyway I'm like we'll make this decision [56:27] and then you'll come out I can't so yeah Dave Teague no [56:37] yes and [56:40] street right in front of the library is that what we're talking now or exact [56:44] placement yep [56:48] uh assessment yes uh Tom Dobson yes [56:57] Jerry Jones yes [57:02] George landite yes [57:07] and Pam you're abstaining [57:12] okay [57:16] motion carries [57:19] so 7c we have downtown benches Planeteers garbage cans Etc Seth was [57:24] going to cover this topic okay um I asked that this be put on the [57:30] agenda for discussion after hearing last week [57:35] visited with Val a little bit and she'd been working on a Grant application [57:42] to help pay for some park benches and or benches and garbage cans Planters and so [57:53] forth for the downtown area and over a call last fall [58:00] when we approved our budget we did put in a small amount [58:05] into the budget for this purpose okay but now our our grant hopes have fallen [58:13] through and I just want to know should we ask staff to [58:19] um present a plan to us which would be scaled back [58:26] without any Grant funds uh to present to us for the to the council for us to [58:33] consider what what do we want to do [58:39] I personally think it's important that we do move forward with kind of [58:45] finishing our downtown so I I am supportive of that concept but [58:50] Seth you said somebody was put last year for this current year yes you [58:56] know what a month that is it was a thousand wasn't it or 15 I think it was [59:01] 15 10 or 15 000. I'm thinking six I don't know where I'm pulling it okay [59:08] well you'll have to look at well my 15 000 but a lot of times what's [59:16] put in the budget is based on revenue from a grant so it might be 15 000 in [59:21] the budget in expenses but then it's fifteen thousand in revenue from the [59:25] grant well we put that in as a match to match okay I was just going to say I [59:29] don't think we did that when we did well that or Seth would it make sense I [59:34] know it asking for like the the Part Group [59:38] since they're kind of involved and kind of have have ideas of what stuff just on [59:43] the work that was done at Central Park would it make sense for I know you're [59:47] part of that group would it make sense for you guys just to take a look and go [59:50] well if we did this this and this you know we need six benches 12 flower [59:57] pots and four garbage cans to finish what we think would look good we could I [1:00:04] think our committee would be interested in that [1:00:09] that that's just a thought just to have well and I know there is discussion as [1:00:14] to if it's permanent or if it's removable for snow removal [1:00:18] because when you start getting benches and Planters and everything [1:00:23] I don't know how with the guys with their snow removal it would be a snow [1:00:27] bank yeah [1:00:30] I would say it's almost well we can't expect them to yeah hand remove snow [1:00:35] around all of those and that's why is it stuff that can be removed in the fall [1:00:39] yeah I was that's what I was thinking yes [1:00:43] I thought about that too is like I don't know if you should I don't know [1:00:49] if we need to consider any more flower pots on everybody we [1:00:53] already have flower pots downtown you know if you can do more benches and [1:00:58] whatever else well that like or if you put but if you [1:01:02] put like on the corner you put just like a big pot of some type I know I mean and [1:01:06] it looks good by the bench but then we got like we're paying for all these [1:01:10] other Planters downtown well maybe that changes too okay [1:01:21] the littering and I think seating would be the next priority [1:01:26] for however far the budget goes and I appreciate so much the businesses that [1:01:32] do have pots already downstairs or downtown that doesn't unify the area [1:01:38] those would you know from my perspective be the kind of priority because [1:01:43] garbage cans to put your garbage in would be helpful [1:01:49] so we'll leave that up to you guys is that the consensus of the council [1:01:55] you'd like the park committee to delve into this a little bit then [1:02:00] I I just brought that up because I know you guys worked on the the Central Park [1:02:05] so you guys kind of have an idea of well it's kind of like what doesn't [1:02:10] uniformish kind of yeah and then yeah like you said you could uniform compared [1:02:15] to and Shane you attend those meetings [1:02:17] correct so you would be there to look out for your guys with uh snow removal [1:02:24] because garbage we're not going to want to remove it in the fall [1:02:29] on the garbage cans we have six containers down there now that are [1:02:32] permanently mounted they're they're your own and we need more than that then [1:02:37] Southwest dump Seas right now we maintain them but they they get [1:02:43] dumped every week by Southwest Sanitation so that would just need to be [1:02:47] looked at and considered if we need more garbage or if we need to Spruce them up [1:02:51] or what we need to do to you have six where are they kinda there's one by [1:02:59] um [1:03:02] see there's one by the library one by the old Bank [1:03:07] um one in front of the vmc one by the Plaid moose [1:03:14] um I think there's one there's still one by the old Bakery on the old one by the [1:03:18] alley there by the old Bakery how many more do we need [1:03:21] I mean to spend money on garbage containers to save that money since we [1:03:25] got six well that's yeah then they can go with more benches yeah you guys can [1:03:30] figure that out and honestly if you go with something [1:03:33] these garbage cans have been here for quite a while [1:03:36] and every time the wind blows we're chasing the lids down the street so [1:03:40] there might be something better out there that's why there's like one or two [1:03:44] missing Lids now because I most of the time people bring them back but [1:03:48] sometimes they don't a couple of them are in Westbrook right now an hour ago [1:03:52] so you don't know where they go that's why I'd like you to be part of it and [1:03:54] since you do go to those meetings because you know that stuff and yeah if [1:03:59] you think the park group would look at that I would that would be my suggestion [1:04:03] just to yeah we can't do that oh Tyler look at [1:04:07] the funds perfect [1:04:12] okay I had one more thing for this section I just want to remind people out [1:04:19] there in TV land that it's National Night Out on August 1st [1:04:23] there's a free will donation or donation free real donation for the meal that [1:04:29] they have and it starts at five or six I can't remember [1:04:33] five starts at five so it's a great it's a great fun time [1:04:39] for a family to come out and enjoy the park and [1:04:43] do you want to touch base on what they're all doing [1:04:46] Jason or to be down here no for the oh in your report no okay [1:04:52] well Jason will touch by on that later [1:04:58] what a way to get yourself first Jason he's always been first [1:05:05] all right um [1:05:10] if you have any questions on the calls this month I'll I'll Advance those [1:05:15] um I did list out the public nuisance ordinance update for everybody to kind [1:05:20] of let them know where we're at um [1:05:23] did put out a push this last week to try to get a few properties in better shape [1:05:29] before boxcar days um [1:05:33] still no word on anything going on with the 2004 Squad order [1:05:39] um I have been working on [1:05:43] a very short term placement holding cell for loose animals until we find their [1:05:49] owners we'll continue to get that moving this week [1:05:54] um we did have a small kennel that was donated to us it's not like a real [1:06:00] strong one but it is a kennel with a door and we'll put a a phone to a like [1:06:06] an igloo type shelter that can be attached to that too so [1:06:12] um then we'll have shelter at the point where would we locate that please we're [1:06:15] located back by the city shop so on city property it wouldn't be [1:06:19] something that we would keep a dog more than [1:06:22] hopefully more than 12 hours so I think there'll be much shade [1:06:27] yes yeah [1:06:30] um a couple things that aren't on the list [1:06:34] uh Narcan was according to or with a new legislative update all officers have to [1:06:41] be issued Narcan it's per officer not per Squad and that's been done also [1:06:48] another thing that's recently on the horizon is well not on the horizon Shane [1:06:53] and I've been discussing the federal government has decided that we no longer [1:06:57] qualify to have two Humvee Motor Vehicles even though that one was [1:07:02] um don't uh granted to us as a parts [1:07:05] vehicle and so they want the parts vehicle back the problem is is we have [1:07:11] to ship it to their base in Nebraska so and we can take whatever parts [1:07:20] yes but it has to be complete as in um frame certain things to make it a [1:07:29] complete vehicle have to be there so like we can take the ignition switches [1:07:33] off and which this thing's already been parted out to the point where the only [1:07:37] thing left on it is tires basically or engine parts [1:07:41] um so it's it's clumbersome to move it's been sitting [1:07:47] out in the weeds over the line ponds for multiple years [1:07:53] was there a penalty if we don't deliver it if we say it's not drivable it's not [1:08:00] it's cost prohibited for us to have to deliver it back so this came up over a [1:08:09] year ago and I've been stalling and contacting like Amy Klobuchar and [1:08:14] House Representatives to say this is a burden on our city budget this is [1:08:20] this vehicle has absolutely no purpose to the federal government [1:08:25] and they all answered you right quick they did we'll look into it and get back [1:08:30] to you I'm still waiting so um it's it's been a long process but I [1:08:35] think we've got to narrowed down to where we're going to share shipping with [1:08:38] Nobles County here in the next couple weeks to help lessen the cost because [1:08:42] they have one they have to return there were three other vehicles that [1:08:49] were from like Douglas County and um there are two other counties up north [1:08:55] and I was going to be the fourth to get on the truck but there wasn't room that [1:09:00] would have split the cost four ways instead of two what's the reasoning that [1:09:04] I want these things back I have no idea [1:09:09] they're going to turn them into scrap I know I mean they're just going to grind [1:09:12] them into pieces so um [1:09:15] it's been a pain to deal with so but that's coming up and it will be an [1:09:21] expense to us I'm hoping it's going to be less than a thousand dollars so [1:09:30] yeah so um make sure you get whatever parts that [1:09:35] are left on there off of it so we still have parts [1:09:40] yeah [Applause] [1:09:42] um other than that National Night Out is coming up next Tuesday [1:09:46] um should be a good time there's um [1:09:49] multiple entities that are helping out I know the Royal group is going to have [1:09:56] some stuff for kids to do the fire department will be there again as usual [1:10:01] um the I think we were heard something about some face painting for the kids [1:10:06] going on um there's going to be some other games [1:10:11] for them to participate in not to mention the entertainment for everybody [1:10:16] in the food so you have the lineup for the dunking [1:10:20] booth that would be nice to get out there so far you're all night no no no I [1:10:26] I can't cause my back I serious I I can't the last time I did [1:10:32] that it yeah no I [1:10:37] can't remember what the schedule is so just curious because sometimes that gets [1:10:42] some people to come out we'll make we'll make sure it gets uh [1:10:47] promoted so and I believe Medallion Hunt is going to begin too for [1:10:54] valuable characters is Tara in it see that's why the medallion for National [1:10:59] Night Out the clues will get started here shortly [1:11:07] so [1:11:11] more exciting stuff for National light out [1:11:15] it's great so any questions [1:11:19] it's not 100 degrees I do have a question for you [1:11:23] did you ever um find out anything about the vehicles [1:11:27] that are parked on Forester East and the other one because now I hear there's [1:11:30] something else added to that so [1:11:34] Forth Street East is um [1:11:38] turned into a very busy road because of Center Street not being [1:11:43] accessible and traffic not being able to cross Center Street and everybody from [1:11:48] west of Center Street having to go up to Highway 14 to use only for Street East [1:11:53] instead of using using Union Street and State Street so you have three times the [1:11:57] traffic on 4th Street East currently happening [1:12:02] um I discussed your concerns with people [1:12:06] talking about parking on both sides of the street with a few [1:12:10] residents there and they said that it's they're purposely legally parking their [1:12:15] stuff in front of their house to slow traffic down because people are flying [1:12:20] up and down Forester East and it's happening a lot and then I talked to [1:12:25] some residents some Forest Street East that were complaining about the traffic [1:12:29] also and we're happy their neighbors were parking things so that people had [1:12:34] to slow down and then I talked to a couple others that said they they just [1:12:39] really wish the road construction project would hurry up and get completed [1:12:43] so the traffic would diminish so I get that but that's kind of a hazard the [1:12:49] people have to slow down no oh it gets too narrow and I asked [1:12:55] get myself in trouble here but there's a pontoon and then there's a big work [1:12:59] truck and now there's a camper behind that and [1:13:02] there's just room for one vehicle to go through kids on bikes and trikes [1:13:07] scooting back and forth in and out and I get it if they had the whole at [1:13:13] least a little more of the street would be [1:13:16] less dangerous or chance to see kids coming out [1:13:20] and and to me many years ago you did an ordinance that [1:13:25] you can't do that so we're just allowing people to do it [1:13:29] because they think that's we're going to slow traffic down by doing it well [1:13:32] that's that's it you guys this job to slow traffic down and I know you're busy [1:13:36] I'm not trying to give you more to do don't misunderstand me but it's not a [1:13:41] Citizens job to park something there to slow somebody down [1:13:45] I get that our ordinance does say that they can only park on the street in one [1:13:50] spot for 24 hours but they are legally parked in front of [1:13:54] their houses [1:13:57] there is no it isn't like Third Street or one side of the street has no parking [1:14:04] that street is designed for parking on both sides of the street and they are [1:14:07] legally parked [1:14:10] in their vehicles closed a little I'm not talking Vehicles well they're it's [1:14:13] the campers the pontoons anything is supposed to only be there for 24 hours [1:14:18] right trailers anything right am I checking every 24 hours to [1:14:24] see if it moved no I'm sorry I'm not [1:14:28] well I know you drive by quite yeah I see that [1:14:33] so we do Patrol trying to keep traffic down yes are you checking or your other [1:14:38] fellas that work with you it shouldn't be too hard to keep track I [1:14:43] wouldn't think but I I see a young lad I think it was anyway it's [1:14:50] hard to tell on a tricycle going down the middle of the street because you [1:14:54] didn't want to go in and out of stuff and then I see these cars coming from [1:14:59] the swimming pool or whatever and it seems like they're always in a [1:15:02] hurry and to me it it was worrisome is that [1:15:07] little person going to make it [1:15:12] he did I'll gladly report but I don't know I just don't understand [1:15:18] the reasoning I'm going to park this here this little traffic down put a [1:15:22] speed bump out then anything is better than blocking site [1:15:27] for other vehicles [1:15:31] and I did see you following some young folk in a golf cart one night on that [1:15:37] street we had a discussion [1:15:41] thank you [1:15:45] they weren't 16 right I didn't think so [1:15:51] so there's really nothing that can be done as far as [1:15:55] you know if it's Vehicles they don't block the vision as much as a larger [1:16:03] being a camper a mobile home whatever that those type of [1:16:10] vehicles can be requested to not park there I know it's just requests because [1:16:15] it's legal form to do it but I think I see that as probably the biggest safety [1:16:21] challenge because you can't see with those larger [1:16:27] things versus a car I agree with the safety issue I mean to me that's very [1:16:33] important if a young child who is trying to navigate that street ends up getting [1:16:38] hit because people can't see them well enough I [1:16:44] a life is a life [1:16:50] well I think the public in general it's not just 4th Street East but [1:16:56] um should just keep in mind slow down I mean uh Third Street I see [1:17:05] some people moving awfully fast on that and we do have little kids going to the [1:17:12] pool so just the public you know be responsible and slow down [1:17:21] [Music] [1:17:24] anybody else have anything for Jason good job Jason thank you thanks [1:17:34] dad do you want to go [1:17:39] okay I don't have anything to add to my report for you but I do want to [1:17:44] um touch on something that's not Library related but you are currently sitting in [1:17:49] officially Tracy's second National Historic [1:17:53] register National register of historic places building I received word this [1:17:58] morning that our city hall and Armory buildings are officially on the register [1:18:04] so yeah so that opens up some um some avenues for us to [1:18:12] seek some funding I did submit the pre-application for the Historical [1:18:17] Society Grant on Friday and that will be for the conditions assessment that we I [1:18:23] believe we suggest we selected isg to do that project so [1:18:30] um I'll just be waiting on feedback on that [1:18:33] and then I'll have to update it and say that we're officially on the list and [1:18:37] not just eligible so um yeah some kind of uh plaque or [1:18:42] something I don't know I don't know and um [1:18:45] and I take a little while for us to be on the [1:18:49] website but I do have you know an official email [1:18:52] um so yeah so that was exciting news today [1:18:56] for a Monday um [1:18:59] anyone have any questions for me on anything else or that that's fine too [1:19:04] thank you Anya grant writing excellent I'm fun seeing all the kids over at the [1:19:10] library it's been a it's been a fun summer yeah [1:19:18] anybody else have anything for Val good job okay thank you [1:19:23] Tyler do you want to go [1:19:29] um well you guys have my second quarter Financial update I won't go through the [1:19:33] whole thing um just wanted to mention uh that you [1:19:36] guys the city council has six thousand dollars for donations budgeted and so [1:19:42] far none of that's been used um there's 165 dollars there in services [1:19:46] and charges but that was for travel expenses [1:19:50] and also um it was high in the area of buildings [1:19:58] and plant um like small items and that was because [1:20:02] of the downtown internet and that was fully Grant funded by the Eda Grant so [1:20:08] almost have to do a budget amendment there to adjust for that seventeen [1:20:12] thousand dollars so yeah I just wanted to keep it brief [1:20:17] but if anyone has any questions about any of the items [1:20:20] let me know but the 6000 was the what we approved [1:20:25] earlier tonight right for the wheels the night out and the Southwest Niche [1:20:30] initiative Foundation right um yes that is correct [1:20:34] the total only came to five thousand okay that didn't happen yep the budget I [1:20:39] forgot because it was in that whole group oh yep correct the total is only 5 [1:20:44] 000. that's correct we were budgeted for six uh city council normally in the past [1:20:49] is always given five and [1:20:52] um I think what you guys did tonight just approves us being able to spend it [1:20:56] if they request it it's how I understood it [1:21:00] the request was for five thousand yep it's perfect make sure that that's [1:21:06] updated the total says six thousand on here but [1:21:11] it's only five thousand for these three items on uh [1:21:15] 2020 366. so we would then have the ability to [1:21:20] fund an extra one thousand dollar project or if the opportunity came along [1:21:25] because it's in the budget correct or we could just keep it [1:21:34] any other questions [1:21:39] thanks Tyler Tamara do you want to go [1:21:50] um [1:21:53] that microphone close [1:21:58] because she doesn't have a voice you got it all up so we um we're a [1:22:06] little over her budget and we did a little over our budget for [1:22:10] um June um and we are over our budget for the [1:22:16] um cash flow so that's an awesome thing um Fourth of [1:22:21] July was good um see we did um we had our Aloha night [1:22:28] it um we probably did 50 60 people Jeff you [1:22:33] think we have 50 60 people for Aloha night yep [1:22:39] um down from last year probably about half because of all the other stuff that [1:22:44] was going on in the area [1:22:48] um otherwise we're just kind of plugging along so [1:22:52] anybody has any questions or comments [1:22:59] ordering some warm honey [1:23:07] always selling aren't you always thanks Cameron [1:23:12] Jeff where are you [1:23:17] a couple things that were at the top of my report just wanted to to bring it to [1:23:21] the attention of the council um did anybody have any questions on the email [1:23:25] that that Shane sent out dealing with the [1:23:29] Orchard Lanes taxes or the lack of paid taxes over the past four years we [1:23:34] approved that earlier didn't we to pay the back taxes plus this just did we [1:23:40] didn't know if there was any if there was any questions that went along with [1:23:43] it I mean it was based on about Revenue brought in [1:23:46] and so I'm it's it's being taken care of I don't know honestly don't know where [1:23:50] the oversight came from I I couldn't tell you it doesn't really matter where [1:23:54] the oversight came from the money was going to be paid for out of the uh [1:23:57] out of the housing fund which would be the correct place that that would come [1:24:00] out of there's no questions with that [1:24:04] um the industrial park potential project that we have with isg right now [1:24:09] um so we were budgeted this year for uh um just a little less than twenty [1:24:14] thousand dollars for the project that could be going on with the industrial [1:24:19] park which would be to the which would be to the north of the ball [1:24:23] fields the softball fields or of the the um the Minnesota state whatever the the [1:24:30] the crews that come out of there um so ISD has been working on something [1:24:34] with us they are doing up to five phases I believe is what it is and for that the [1:24:39] cost and I just wanted to talk a little bit about I know you know about that but [1:24:43] I just want to talk a little bit about where that money or what the potential [1:24:46] project consists of so I found out um a couple days ago or late last week [1:24:53] that we are allotted for that arpa money of uh it's it's two hundred thousand [1:24:57] dollars right at two hundred thousand dollars the arbor money was is the money [1:25:01] that the county is holding from us it's Federal money that came into the uh um [1:25:06] the county and then they disperse it there you know based on basically on on [1:25:09] population so our allotment was two hundred thousand dollars [1:25:14] um the reason I wanted to bring that up because and there's nothing that needs [1:25:17] to be decided on tonight but uh with that 200 000 I found out through the [1:25:22] city or the County Commissioners that that money can be used for what what it [1:25:27] can be used for I just got a uh just a a just an email from from Rick Anderson [1:25:33] and it's it's for infrastructure it can't be for buildings it can't be for [1:25:37] anything new it's got to be infrastructure sewer water [1:25:40] um streets that type of thing so essentially we have 200 000 out there [1:25:45] that needs to be used by the end of 2025. so we got two and a half years to [1:25:50] use this money um [1:25:52] where this is going is is you had all receive the same email from the [1:25:56] individual that was uh talking about the museum and the and I think a lot of you [1:26:02] know the concerns of the museum that is in the county obviously and in the city [1:26:07] limits some of it um that they don't really have running [1:26:11] water out there they've got a cistern they carry water from one place to the [1:26:15] other they have a septic system because you [1:26:18] know and we can't afford to do any kind of of uh um I think the estimate is just [1:26:24] a guesstimate what it was is to put sewer out there a sewer line to be a [1:26:28] quarter of a million dollars you know obviously we don't have that but for [1:26:32] twenty thousand dollars and that is just uh just a guesstimate so far also with a [1:26:36] couple of bids that we got from a um a plumbing firm and then also a [1:26:41] underground digging firm that for right around twenty thousand dollars we could [1:26:45] put water out there I found out that this arpa money can be used for that [1:26:51] um I was also told that they would do anything they could since it is in the [1:26:56] county the the museum that uh depending on what we gave out of that fund to put [1:27:01] water out there um that they possibly would put some [1:27:05] money into it also I've also been in contact with the the uh Museum itself [1:27:11] and they possibly would be able to put some money into the into the projects it [1:27:15] is theirs but as you have you as you've seen out there they've got a lot of [1:27:19] projects that are already going on out there they put a lot of money a lot of [1:27:21] time a lot of effort out there um we don't need to I I'm not ready for [1:27:27] it yet tonight but it's something that I want you to at least think about because [1:27:30] when I do come back whether it's in three weeks or five weeks to to talk [1:27:33] about that I'd like you know decision it's it's the city council's money [1:27:37] there's two hundred thousand dollars it's yours you can do what you want with [1:27:42] it you know Shane and I have had discussion Eric and I had discussions on [1:27:45] it but um and again this is this is me throwing [1:27:48] my opinion in there again but uh putting twenty thousand dollars to to [1:27:53] updating the museum that brings so much to the community for twenty thousand for [1:27:58] ten percent of that money in my opinion it would be a good place [1:28:02] especially if we can get some money out of the museum itself and out of the [1:28:06] county would we need to do the 20 000 then we [1:28:10] we don't know what we don't know what the exact costs are going to be we got [1:28:13] some we would have to be Jerry we'd have to be a little bit flexible in the [1:28:18] number because uh the just for instance it was ten thousand six hundred dollars [1:28:22] to um for the drilling the underground drilling from the Dairy Queen site [1:28:26] wasn't it wasn't that chain [Music] [1:28:29] um to the where they would need it out there that's if they don't run into any [1:28:33] problems um the plumbing was anywhere from six to [1:28:37] eight thousand dollars you know so there are some some variables that we won't we [1:28:41] wouldn't know until we got into the into the project itself [1:28:46] so it's it's it's something that uh I wanted to put onto your plate so you can [1:28:50] at least think about it you come back and say absolutely not I didn't promise [1:28:54] anybody anything I just did the groundwork with the county and with the [1:28:58] museum to just to discuss it because you all were a part of that that email that [1:29:04] came out from a representative from the from the museum [1:29:09] okay any questions [1:29:12] anything I always do I just don't want because we've already [1:29:18] said that that arpa money was going to go for [1:29:21] the industrial park out there yep I don't want us also start dipping in [1:29:26] where it comes that we don't have enough money to do that project out there I've [1:29:32] been a part of that out there and the project itself out there is is could [1:29:36] it's you know the five phases that are right now and it's down the road [1:29:41] um but remember we're also going to be applying for a uh [1:29:45] um it's it's a it's a deed grant that for industrial parks so they put in you [1:29:50] know in case somebody comes in for manufacturing or for uh storage or [1:29:55] something like that there are some matching deed grants which we can use [1:29:59] federal money for the state that that saved money and none of that money could [1:30:05] be used to fix the bathrooms up in this building here at all no that's that's it [1:30:09] that would be a part of the building itself it doesn't anything for building [1:30:12] this is all basically I'll say it's Underground [1:30:15] program very very limited some of that go there [1:30:19] very limited I'll fix the bathroom but we'd really like to do that you know [1:30:23] we the the city's been talking about this well before any of you were on the [1:30:27] console obviously way before me 40 years ago when they plotted that out out there [1:30:31] probably in the I'm going to say the 80s maybe they plotted that land out of [1:30:35] there put it into two and one and two acre lots out there we would do what we [1:30:40] could out there but we'd also want to get the money the matching 180 000 or [1:30:46] 200 000 is not going to make that much of a difference Jerry it's it's we would [1:30:49] have to have some money coming in from someplace else to do any kind of no I [1:30:53] understand that but it's like anything when you start taking a little for this [1:30:58] because it's just a little then well we'll just take a little for this and [1:31:03] I'll sign that you add up all those Littles absolutely yeah well Jerry I [1:31:07] share your concerns and I'm a big supporter of [1:31:11] infrastructure for that industrial park because that is so important to our [1:31:17] hopes of expanding our tax base and creating more jobs but I do feel really [1:31:25] strongly about the about the wheels Museum I mean just think about you don't [1:31:30] have running water I know we've got people hauling water to water plants or [1:31:37] just clean things and it's just the water and I don't know if twenty [1:31:43] thousand dollars is the right number but something something for the wheels to [1:31:49] help them get water see what it comes to okay [1:31:57] anything else that uh that you'd like to to talk about that's on my report [1:32:02] Burgers bands and Brews we got two checks in today [1:32:05] I got two more checks in today we're missing three of the money that was uh [1:32:10] for sponsorships we got the two more ins we're only missing one right now so [1:32:13] that's going to be very successful for the Tracy Area Community Foundation as [1:32:18] they're going to be able to give some money away again this year because uh [1:32:21] out of the right now and we'll get that other thousand dollars but we had we [1:32:25] were up to just shy of ten thousand dollars in in sponsorships and we only [1:32:30] have one of those left it's just like last year it's taken some time to people [1:32:34] are busy in the summertime so nice good job yeah that's nice to nice [1:32:40] to get that taken care of without me begging too much [1:32:44] any other questions you got for me thank you Jeff thank you [1:32:56] [Music]
